VP/HR — Radar data on flight MH17

On 17 July 2014, flight MH17 was shot down above the conflict area in Eastern Ukraine — 298 people died.

UN Security Council resolution 2166 (July 2014) requires all countries to cooperate fully with the investigations into the downing of the flight.

Until recently, Russia had not handed over raw primary radar data to the investigators (the data handed over on Monday is still being checked with respect to its validity).

Ukraine first declared that all its radar stations were under maintenance. It later changed its position, claiming its fixed radar infrastructure was destroyed or damaged.

US Secretary of State John Kerry stated that the US saw the launch of the rocket, saw the trajectory and saw the hit.

1. Will the EU put pressure on Ukraine to release the radar logbooks of the relevant radar stations in the region, and could it make the release of that data a precondition for support?

2. Will it raise the issue of access to valid and sufficient raw primary radar data with Russian president Vladimir Putin and ask for a full explanation?

3. Will it ask the US what data they have and ask them to declassify it (as offered by Assistant Secretary of State Victora Nuland)?
