Deregulation of laws governing professions

There is a long-running, heated debate at EU level over the scope of and need for regulation of laws governing professions. This can clearly be seen in the transparency process, under Article 59 of the directive on the recognition of professional qualifications, revised in 2013; the country-specific recommendations under the European Semester; the internal market strategy, which was adopted in 2015; and in other developments. In this context, regulation of professions is mainly seen from an economic perspective, as an obstacle to competition and growth.

1. Does this debate include all professional groups, or are there regulated professions which the Commission regards as completely exempt?

2. Do certain professional groups need more regulation for reasons of patient or consumer protection, for example?

3. What further action or initiatives is the Commission planning to take with regard to regulated professions?
