The White Paper presented in Parliament by the President of the Commission, Jean-Claude Juncker, in March 2017, sets out five scenarios which briefly describe how the EU might look in 2025. In the document, the Commission discusses a range of topics, from the impact of new technologies on society and jobs to doubts over globalisation, security concerns and the rise of populism.
The White Paper presents scenarios ranging from remaining with the status quo or adopting a multi-speed EU, to moving towards a federative model of the Union.
Questions:
- 1.Which of these five scenarios does the Council support?
- 2.In the Council’s view, what position should the Commission take?
- 3.Should it actively seek to promote its own preferred scenario, or should it take a more restrained approach?
