Amarsul's application to the Sustainability and Resource Use Efficiency Operational Programme (POSEUR)

Question for written answer P-002782-17
to the Commission
Rule 130
João Pimenta Lopes (GUE/NGL)

Amarsul, a concessionary company for the use and management of the Multi-Municipal Solid Waste Recovery and Treatment System in Sul do Tejo, submitted an application to ‘Tender POSEUR-11-2015-18 (amendment 02-10-2015)’ for assessment and extension of the capacity of the facilities that it operates. The company has been waiting for a response to its application ‘POSEUR-03-1911-FC-000020’ since January 2016.

According to the body that manages the programme, the EGF companies, which includes Amarsul and the majority of whose capital was privatised in July 2015, are still waiting for a final decision from the Commission on the assessment and classification of their applications.

Several companies in the sector have already had their applications to the same programme and tender approved. The delay in this process is inevitably causing disruption to the strategy for the modernisation and structural improvement of equipment and facilities, and as a repercussion, it is unable to respond to the populations and towns that it serves.

— What stage has the assessment of the application reached?— Does the Commission expect the process to be resolved soon with the transparency needed and sought?
