EC law regarding ski instructors in France

I write concerning one of my constituents who has been served a writ by the French Criminal Court at Bonneville for a hearing to take place on 11 December 2017 with a charge that she was working at the British Ski Academy in Les Houches on 15 March 2016 without a valid work permit.

My constituent is a professionally qualified ski coach working for Khandahar Ski Racing, an off-shoot of Khandahar Ski Club based in London and Murren Switzerland. She is also a former member of the British ski team and represented Great Britain at the European Youth Winter Olympics in 2006. She has worked all over Europe training young ski racers. In no other country is she prevented from working as a ski coach.

I have noted in an answer to PQ E-002567/17[1] that the Commission has recently intervened in a similar case as this in Austria, and that it ‘continues to monitor the French legislation applicable to ski instructors and its compatibility with EC law’.

Can the Commission please comment and hopefully with some urgency advise my constituent on the validity of this charge with relation to EC law and the freedom of movement?
