Car taxes in Italy

A citizen from Italy has contacted me regarding the problem he is facing in Italy with car taxes. According to the information available on this matter, if EU nationals want to register and use a car in Italy, they must pay the following taxes:
- —Registration taxes (imposta provinciale di trascrizione);
- —Road tax (bollo auto).
I therefore have the following questions for the Commission:
- 1.Are there any additional car taxes, such as a tax for owning a car as a tangible good, in Italy?
- 2.Are car taxes regulated by EC law or is this strictly a national competence?
