 Subject:  Restriction on right-hand drive cars in Albania
 Answer(s) 

In 2014 the Albanian Parliament added a clause to the Albanian Road Traffic Act forbidding the registration of right-hand drive cars in Albania not registered prior to the entry into force of the clause.

Can the Commission confirm that this constitutes a discriminatory non-tariff barrier, which has a negative impact on the three Member States in which right-hand drive cars are the norm, which is contrary to Directive 2007/46/EC and Regulation (EC) No 661/2009, and which is not in compliance with the principle of proportionality?

Can it also confirm whether this restriction contravenes the terms of the EU’s Stabilisation and Association Agreement with Albania, signed in 2006?

Will it require Albania to end this restriction as part of the accession negotiations aligning Albania with the EU acquis?
