Will the Commission launch an investigation into Cambridge Analytica as soon as possible to make sure no EU data laws were broken?

Have the actions undertaken by Cambridge Analytica compromised the privacy of EU citizens by directly undermining Article 8 of the European Charter of Fundamental Rights and Article 16 of the Treaty on the Functioning of the European Union?
