By letter of 19 May 1998 the Council consulted Parliament, pursuant to Article 43 of the EC Treaty, on the proposal for a Council Regulation amending Regulation (EEC) No 1766/92 on the common organisation of the market in cereals and repealing Regulation EEC No 2731/75 fixing standard qualities for common wheat, rye, barley, maize and durum wheat, and on the proposal for a Council Regulation establishing a support system for producers of certain arable crops.

At the sitting of 15 June 1998 the President of Parliament announced that he had referred these proposals to the Committee on Agriculture and Rural Development as the committee responsible and to the Committee on Budgets and the Committee on Budgetary Control (both proposals) and the Committee on Research, Technological Development and Energy (proposal II only) for their opinions.

At its meeting of 29 September 1997 the Committee on Agriculture and Rural Development had appointed Giulio Fantuzzi rapporteur.

It considered the Commission proposals and the draft report at its meetings of 27 and 28 April, 22 and 23 September, 9 and 10 November and 7 and 8 December 1998.

At the last meeting it adopted the draft legislative resolution concerning the first proposal by 22 votes to 15, with 1 abstention. The second amended proposal was rejected by 18 votes to 18, with 1 abstention. The draft legislative resolution was then adopted by 26 votes to 9, with 1 abstention.

The following took part in the vote: Colino Salamanca, chairman; Cunha and Graefe zu Baringdorf, vice-chairmen; Fantuzzi, rapporteur; Anttila, Arias Cañete (for Redondo Jiménez), Barthet-Mayer, Böge (for Keppelhoff-Wiechert), Cabezón Alonso (for Campos), Campoy Zueco (for Gillis), Corbett (for Wilson pursuant to Rule 138(2)), Ebner, Filippi, Fraga Estévez, Funk, Garot, Goepel, Guinebertière (for Hyland), Hallam, Hardstaff, Iversen, Jové Peres, Kofoed, Lambraki, Martin Ph., Martinez, Mayer, Mulder, Nicholson, Otila (for Trakatellis), des Places, Poisson (for Chesa), Rosado Fernandes, Santini, Schierhuber, Sonneveld, Sturdy and Thomas.

For proposal II, the opinions of the Committee on Budgets and the Committee on Research, Technological Development and Energy were attached. For proposal I, the Committee on Budgetary Control had decided on 23 September 1998 not to deliver an opinion.

The report had been tabled on 8 December 1998 (A4-0496/98)

At the sitting of 28 January 1999 Parliament referred the report back to committee, pursuant to Rule 60(2) of the Rules of Procedure.

At the sitting of 11 March 1999 Parliament referred the report back to committee, pursuant to Rule 129 of the Rules of Procedure, as the Committee on Agriculture had been unable to comply with the two-month deadline laid down in Rule 60.

At its meeting of 12 April 1999 the Committee on Agriculture and Rural Development confirmed Mr Fantuzzi as rapporteur.

At its meetings of 12 April and 20/21 April 1999 it considered the Commission proposals and the conclusions of the European Council of 24 to 26 March 1999.

At the last meeting it adopted the first legislative resolution by 29 votes to 4, and the second legislative resolution by 22 votes to 8, with 3 abstentions.

The following took part in the vote: Colino Salamanca, chairman and acting rapporteur; Cunha and Graefe zu Baringdorf, vice-chairmen; Arias Cañete (for Ebner), Barthet-Mayer, van Dam (for Chesa), Filippi, Fraga Estévez, Funk, Garot, Goepel, Görlach, Hallam, Hardstaff, Hyland, Iversen, Jové Peres, Kindermann, Klass (for Gillis), Kofoed, P. Martin, Mayer, Mulder, Pohjamo, des Places, Querbes, Redondo Jiménez, Rehder, Santini, Schierhuber, Sonneveld, Sturdy and Wilson.

The second report was tabled on 23 April 1999.

The deadline for tabling amendments will be indicated in the draft agenda for the relevant partsession.

1. Approves the Commission proposal, subject to Parliament's amendments;

2. Notes the amendments made to the Commission proposal by the European Council of 24 to 26 March 1999;

3. Instructs its President to forward this opinion to the Council and Commission.

Proposal for a Council Regulation on amending Regulation establishing a support system for producers of certain arable crops (COM(98)0158 - C4-0293/98 - 98/0108(CNS))

The proposal is approved with the following amendments:

Article 4a (new)

1. As regards oilseeds, the area payment shall be reduced to the basic level of payments per hectare for cereals in four successive phases:

- EUR 86.43 per tonne for the year-2000 harvest

- EUR 78.62 per tonne for the 2001 harvest

- EUR 70.81 per tonne for the 2002 harvest

- EUR 63.00 per tonne from the 2003 harvest onwards.

2. For the 2000/2001, 2001/2002 and 2002/2003 marketing years the Member States may continue the regionalisation of payments based on the historical regional yields, taking account of the relationship between the cereal and oilseed historical yields at Community level.

- EUR 73.52 per tonne for the 2002 harvest

- EUR 63.00 per tonne from 2003 onwards
