  Daniel Strož (GUE/NGL), Autor. – Pane předsedající, pane komisaři, kolegyně a kolegové, dnes není pochyb o tom, že neokonzervativní politika, včetně doktríny tzv. globálních intervencí, fatálně selhala. Selhala v Iráku, Palestině, Libanonu, Afghánistánu i ve vztahu k Íránu.

Americká „válka proti terorismu“ posílila moc a vliv Íránu na Blízkém východě a pokud v tomto regionu nebude vytvořena stabilita, moc Íránu nadále poroste, včetně jeho úsilí protivit se tlaku Západu. A čím více bude Západ Íránu hrozit, tím více bude podporovat íránské radikální síly. Přitom nelze přehlížet, že vlastně jedinou zemí v daném regionu, která si zachovala určitý politický pluralismus a zažila významné vnitřní změny, je právě Írán. Existuje-li na světě stát, který by neměl být zvenčí zaháněn do extremismu, pak je to Írán. Existuje-li režim, který by neměl být Západem motivován, aby získal jaderné zbraně, je to Írán. Jenže především americká a britská politika činí, namísto citlivých politických jednání, už dlouho právě toto. Írán by samozřejmě měl zvýraznit své odhodlání plnit mezinárodní závazky.

Ale i tento Parlament by si měl ještě jednou připomenou závazek podporovat lidská práva kdekoliv a nediskriminačně. Proto si na závěr neodpustím poznámku: Ve státech Evropské unie, tedy na jejím teritoriu, se hromadí natolik závažné sociální problémy s nepřehlédnutelnou dimenzí lidských práv, že rozpravy na toto téma by se měly týkat i těchto členských států.

  Christa Prets (PSE), Verfasserin. – Herr Präsident, Herr Kommissar! Es ist bedauerlich, dass wir immer wieder Entschließungen zu Menschenrechtsverletzungen in den verschiedensten Ländern verfassen müssen. In den letzten zwei Jahren wurden zum Thema Iran bereits sechs Entschließungen, Erklärungen, Berichte verschiedener Institutionen und Organisationen verfasst.

Leider müssen wir feststellen, dass sich die Situation im Iran nicht verbessert, sondern verschlechtert hat. Die Meinungs- und Pressefreiheit wird missachtet, Internet zensiert und unabhängige Zeitungen werden geschlossen. Die Islamische Republik Iran soll die höchste Zahl an inhaftierten Journalisten im Mittleren Osten haben. Folter ist an der Tagesordnung. In vielen Gesprächen im Rahmen der Interparlamentarischen Delegation wurde uns immer wieder versichert, dass all diese Behauptungen nicht den Tatsachen entsprechen. Leider sagen uns die Betroffenen das Gegenteil.

Frauenrechte werden nicht respektiert. Frauen wurden beispielsweise daran gehindert, den Internationalen Frauentag öffentlich zu begehen. Eine Demonstration am 12. Juni von Frauen und Männern, die gegen die legale Diskriminierung von Frauen gekämpft haben, wurde gewaltsam abgebrochen.

Der erste Besuch einer Delegation des Majlis im Europäischen Parlament war ein Schritt in die richtige Richtung, um einen Dialog mit den Abgeordneten und der Zivilbevölkerung zu suchen. Die Achtung der Menschenrechte und Würde war ein Kernthema dieser Debatte. Es wurde uns mitgeteilt, dass alle Beschuldigungen gegen den Iran nicht den Tatsachen entsprechen. Wir fordern nun die iranische Vertretung des Majlis und die iranische Regierung auf, alles daranzusetzen, um diese Aussagen auch in die Tat umzusetzen und zu bestätigen.

Der Menschenrechtsdialog EU-Iran ist ebenfalls ins Stocken geraten, und wir sollten sehen, dass wir endlich zu einem erneuten Termin kommen. Herr Kommissar, vielleicht ist es Ihnen auch möglich, über einen Rundfunk- und Fernsehsender nachzudenken, der es ermöglicht, europäische Politiken und Informationen in den Iran zu senden, um dort der Bevölkerung behilflich zu sein.

  Frédérique Ries (ALDE), auteur. – Monsieur le Président, dire et redire que la situation des droits de l'homme est préoccupante en Iran est un euphémisme, tant le régime théocratique de Téhéran bafoue les libertés et les droits élémentaires.

Comment ne pas établir un lien entre, l'élection en juin 2005, du président conservateur et négationniste, Mahmoud Ahmadinejad, et le mouvement croissant de répression et de persécution, dont sont victimes les minorités arabes, azéries, kurdes, les minorités religieuses – chrétiens, juifs, bahá'ís, soufis –, mais également les homosexuels et les femmes qui ne sont pas une minorité, mais qui continuent d'être les victimes de multiples formes de discrimination?

Si je devais relever seulement deux points dans notre résolution, je rappellerais d'abord que l'Iran détient le record mondial du plus grand nombre d'exécutions de jeunes, voleurs de pain ou de bicyclette, homosexuels. Je rappellerais ensuite que le gouvernement a déclaré illégal le Centre de défense des droits de l'homme, cofondé par le prix Nobel de la paix 2003, Mme Shirin Ebadi.

La diplomatie européenne doit se faire entendre sur des cas aussi concrets. Puisque le gouvernement iranien ose affirmer que la peine de mort par lapidation n'existe plus dans le pays, je demande aussi à la Commission qu'elle soulève le cas auprès de Téhéran des onze personnes condamnées à être lapidées, et j'ai ici les noms des neuf femmes et des deux hommes condamnés. Il faut dès à présent que Téhéran nous apporte des preuves et joigne le geste à la parole.

  Bernd Posselt (PPE-DE), Verfasser. – Herr Präsident! Es wird Sie vielleicht wundern, aber ich stimme in vielen Punkten mit der Rede des Kollegen Strož überein. Ich glaube, dass wir vom Iran ein sehr differenziertes Bild zeichnen müssen. Deswegen haben wir auch eine sehr umfangreiche und sehr gründliche Entschließung ausgearbeitet. Das zeigt zum einen, wie viel Sorge uns die Lage im Iran macht, das zeigt aber auch, wie ernst und wie wichtig wir dieses Land nehmen.

Es ist eine der ältesten Kulturen der Welt. Es ist seit Jahrtausenden eine Weltmacht, und wir müssen versuchen, dieses Land durch kluge Politik und Diplomatie schrittweise wieder in die Gemeinschaft der Staaten zurückzuführen, die miteinander in nachbarschaftlichem Verhältnis gut kooperieren. Doch dazu muss sich natürlich im Iran Grundlegendes ändern.

Es ist über Minderheiten gesprochen worden. Im Iran, der eigentlich ein Vielvölkerstaat ist – deshalb kann man eigentlich nicht von Minderheiten sprechen –, ist es uralte Tradition, dass die verschiedenen Nationen und Volksgruppen gut miteinander zusammenleben. Auch die religiöse Toleranz war größer als in vielen anderen Staaten der Region. Dennoch ist es heute so, dass Minderheiten wie etwa die Azeri oder auch andere Religionen, nicht zuletzt auch andere Strömungen des Islam, wie zum Beispiel die Sufi, schwer unter der herrschenden Staatsideologie des Islamismus zu leiden haben.

Auf der anderen Seite sehen wir im Iran aber auch durchaus die Entwicklung, dass immer mehr selbstbewusste Frauen in die Politik gehen, dass eine junge Generation einen völlig neuen Weg geht und eine durchaus große Zukunftshoffnung in sich trägt.

Deshalb müssen wir dieses vielgestaltige Gebilde deutlich so sehen, wie es ist und dürfen es nicht isolieren. Wir müssen den Kontakt zu den verschiedenen Gemeinschaften und Volksgruppen sowie den verschiedenen Generationen dieses Volkes suchen, aber gleichzeitig sagen, dass wir die Polizeiherrschaft, die Unterdrückung der Meinungsfreiheit, die Verfolgung vieler Menschen wegen ihres Glaubens oder wegen ihrer Überzeugung in keinem Fall akzeptieren. Vor allem dürfen wir die Ausfälle von Präsident Ahmadinedschad gegen Israel keinesfalls akzeptieren. Unter seiner Führung haben sich die Verhältnisse in diesem großartigen Land leider zum Negativen entwickelt.

Dagegen energisch anzutreten, ist unsere Aufgabe als Europäer. Wir brauchen dafür die Zusammenarbeit mit den Vereinigten Staaten von Amerika und ich hoffe, dass diese sich aufgrund der jüngsten politischen Entwicklungen auch in dieser Frage verbessern wird.

  Adam Jerzy Bielan (UEN), autor. – Panie Przewodniczący! W ciągu ostatniego roku, pomimo kilku zobowiązań rządu irańskiego do promowania wartości uniwersalnych, sytuacja w tym kraju w zakresie korzystania z praw obywatelskich, swobód politycznych i praw człowieka pogorszyła się. Dociera do nas coraz więcej informacji o stosowaniu tortur i nieodpowiednim traktowaniu więźniów. Szczególne zaniepokojenie budzi coraz większa liczba doniesień na temat aresztowań i gróźb wobec dziennikarzy. Od początku roku aresztowano ich już co najmniej 16, co stawia Iran w szeregu najgorszych krajów na świecie pod względem ograniczania wolności prasy.

Niepokoi także fakt, że Iran, pomimo wysiłków Unii Europejskiej, nie wyraził zgody na kolejną rundę dialogu w sprawie przestrzegania praw człowieka, który zapoczątkowano w 2002 roku. Nadszedł czas, aby Unia Europejska zaczęła rozmawiać z Iranem o kwestii przestrzegania praw człowieka w sposób twardy i zdecydowany. Iran stanie się bowiem dla Unii Europejskiej i całego świata równorzędnym partnerem do rozmów dopiero wtedy, kiedy da wszystkim osobom możliwość korzystania z praw obywatelskich i swobód politycznych.

  Carl Schlyter (Verts/ALE). – Herr talman! Iran är en nation med tusentals år av kulturhistoria, ett land som har stora rikedomar och mycket att erbjuda sitt folk och världen. Men vad erbjuder den nuvarande regimen sitt folk? Förtryck, fängelse, arbetslöshet och censur! President Ahmadinejad tillträdde den 3 augusti 2005, och sedan dess har situationen förvärrats. Den nuvarande regeringen erbjuder sitt folk grymma kroppsstraff. 600 barn gör sina mödrar sällskap i fängelset. Fångar kan ha tre kvadratmeter att röra sig på, men de är lyckligt lottade jämfört med dem som drabbas av dödsstraff. Iran lyckas till och med avrätta fler än USA. Den senaste tolvmånadersperioden har 111 dödsdomar verkställts.

Det allra mest flagranta brottet mot den barnkonvention som Iran självt har undertecknat är dock dödsstraff för minderåriga. En regim som inte låter en ung människa göra bot och bättring har ingen framtid, den kommer att falla.

Iran har en stor potential, men om regimen ägnar sig åt att förfölja akademiker, journalister och politiskt aktiva i stället för att utnyttja deras potential, kommer landet och dess folk att fortsätta lida. Iran har fått många utsträckta händer. Europaparlamentet ger en till idag: Frige de politiska fångar, journalister och minoritetsrepresentanter som nämns i dagens resolution. Det är inga stora krav, men om de genomförs kan de bereda väg för en bättre dialog.

Varför är regimen så rädd för kvinnor? Låt dem delta, bli valda, arbeta, leva och agera på samma villkor som män. Då fördubblas potentialen för utveckling i samhället. Det finns hopp. Redan idag tillåts FN-delegationer inspektera olika verksamheter, och några politiska fångar har släppts. Den nya regeringen måste dock ta chansen att välja den väg som öppnar upp för kvinnors rätt till demokrati och för omvärlden. Det är framtiden!

  John Purvis, on behalf of the PPE-DE Group. – Mr President, three weeks ago I attended the granting of an honorary doctorate to former President Khatami of Iran at my former university in my home town of St Andrews – the oldest Scottish university and one of the oldest and most venerable European universities.

In his valedictory lecture, former President Khatami appealed for a dialogue of civilisations, a dialogue of religions. That is, surely, the only way we will achieve that essential understanding between our respective positions. It is in that spirit that I support this motion.

We appeal to the Iranian authorities and the Iranian people to understand how difficult it is for us to accept the numerous and repeated infringements of such clearly basic human rights as religious rights, women’s rights, children’s rights, minority rights, rights to justice, rights to freedom of speech and thought, and press freedom, as listed in this resolution. We urge the Iranian authorities to respond positively to our appeals in order that we can proceed to a positive dialogue, which can only be to the benefit of Europe and Iran, and of peace and understanding between our peoples.

  Józef Pinior, w imieniu grupy PSE. – Panie Przewodniczący! W nowym roku akademickim, który rozpoczął się pod koniec września bieżącego roku, w Iranie kilkunastu studentów nie dopuszczono do studiów wyższych ze względu na ich przekonania polityczne. Innych poinformowano, że mogą rozpocząć studia pod warunkiem podpisania swego rodzaju listów lojalnościowych w stosunku do istniejącego reżimu.

Według Human Rights Watch władze Iranu nie dopuszczają co najmniej siedemnastu studentów do wyższych studiów, sześciu w roku akademickim 2005-2006 oraz jedenastu we wrześniu bieżącego roku. Od lipca 2005 roku komisje dyscyplinarne zawiesiły co najmniej 41 studentów na co najmniej dwa semestry. Human Rights Watch dysponuje także nazwiskami 35 studentów skazanych przez sądy od lipca 2005 roku ze względu na ich aktywność polityczną w zrzeszeniach studenckich. Ograniczanie prawa do wyższej edukacji ze względu na przekonania polityczne i światopogląd dotyka najlepszych przedstawicieli młodzieży irańskiej. Jest nie tylko przejawem autorytarności tego systemu, lecz także szkodzi w wyjątkowo groźny sposób rozwojowi społeczeństwa irańskiego, godzi w irański interes narodowy.

Unia Europejska powinna dysponować funduszem stypendialnym umożliwiającym młodzieży irańskiej, tym osobom, które nie mogą studiować w Iranie ze względu na przekonania, kontynuowanie studiów na wyższych uczelniach w krajach Unii. Szczególnego znaczenia nabiera także utworzenie przez Unię Europejską radia i telewizji nadających programy w języku farsi z informacjami dotyczącymi kultury, polityki i społeczeństwa Unii Europejskiej.

  Marios Matsakis, on behalf of the ALDE Group. – Mr President, in the last year we have suddenly witnessed a deterioration in the situation regarding respect for civil rights and political freedoms in Iran. This has been acknowledged by the Iranian authorities themselves in a move which in itself is a healthy sign.

A report prepared by the judiciary provides clear and detailed evidence of human rights violations, including torture and the maltreatment of prisoners. In addition, there are numerous reported cases in Iran today of executions of juvenile offenders and persecution of liberal and secular academics and journalists. Furthermore, freedom of religion, freedom of the press and the rights of women, as well as minority rights, are not properly respected.

The authorities in Tehran have to realise that there can be no excuse for violating the basic human rights of its proud people and that, if such violations continue, this will only harm Iran’s attempts to achieve stability, progress and prosperity for its own citizens, and will no doubt further adversely affect its relations with the West.

Mamy tu kolejny spis wszystkich możliwych niegodziwości, z którymi się stykamy najczęściej wtedy, kiedy właśnie debatujemy o różnych niegodziwych reżimach dyktatorskich. Oczywiście są to prześladowania religijne, prześladowania chrześcijan. Stosunkowo niedawno pokazała się w prasie informacja o straceniu 14 letniego chłopca, który powiedział: "Ginę nie dlatego, że jestem grzesznikiem, tylko dlatego, że jestem chrześcijaninem". Kara śmierci stosowana w sposób niesłychanie łatwy, i to kara śmierci stosowana w sposób okrutny, przez kamienowanie wobec nieletnich, prześladowania innych narodów niż ten, którego przedstawiciele są u władzy.

To wszystko są sprawy, o których my ciągle debatujemy, ale ciągle nie znajdujemy na nie remedium. Trzeba się w końcu zastanowić. Powiedziano tutaj, że oczywiście musimy działać we współpracy ze Stanami Zjednoczonymi, bo to Stany Zjednoczone stanowią potęgę, która jest gotowa interweniować w tych momentach, kiedy nigdy nie będzie interweniować zbrojnie Unia Europejska, przynajmniej dopóki nie będzie miała własnej broni. Musimy wypracować metodę. Może pomóc mogłoby masowe przekazywanie społeczeństwom tych państw informacji, że istnieją inne możliwości rozwoju niż te, które stosują wobec nich ich reżimy.

  Olli Rehn, Member of the Commission. Mr President, the Commission welcomes and supports the thrust of the draft resolutions concerning the Human Rights situation in Iran. Our assessment is that serious violations of human rights have continued to occur in the country during 2006. In fact, there has been no progress in the EU’s main areas of concern, and in many respects the situation has worsened.

The list of examples is long and grim: an increased use of the death penalty and the occurrence of juvenile executions continue to be of grave concern; ethnic and religious minorities continue to suffer from discrimination; the status of women remains poor; freedom of expression has been further curtailed; and the closure of newspapers, intimidation and prosecution of journalists and the clampdown on bloggers have all continued.

The European Union has raised these concerns with the Iranian authorities during the past year, through both démarches and public statements. Unfortunately, as has been said in this House, it seems that the Iranian authorities are less willing than they have been in the past to take our requests into serious consideration or to make any tangible efforts to improve the situation. That said, some elements within the body politic, such as the Chief Judiciary, do appear somewhat committed to the cause of reform. However, given the overall deteriorating situation, the EU has decided to co-sponsor the Canadian resolution on the human rights situation in Iran in the UN Third Committee later this month.

Since Tehran maintains that the bilateral human rights dialogue and UN-type resolutions are mutually exclusive, it has signalled that it would consider calling off the session of the EU-Iran dialogue on human rights, scheduled for December. We, of course, firmly reject any such link. We still aim to resume the dialogue shortly. We remain convinced that constructive dialogue, accompanied by cooperative projects both bilaterally and through UN agencies is the most realistic means to engage in the field of human rights.

Mrs Prets has suggested that the Union should sponsor radio or television programmes. I am not competent to give an affirmative response to that, but as regards people-to-people contacts it is worth noting that one million Iranians visited Turkey in 2005. They went there in order to breathe some fresh air, watch ‘The Bold and the Beautiful’ and check out the benchmark of democracy in that troubled region.

The crux of the matter in our relations with Iran is that, irrespective of positive or negative developments on the nuclear issue, which is extremely important, without a systematic improvement of the human rights situation in Iran, our relations with that country cannot develop properly, no matter how much potential our relationship might otherwise have in terms of economic and energy cooperation.

I wish to conclude by expressing my appreciation for the work undertaken by the Delegation for relations with Iran, chaired by Mrs Beer. I welcome your efforts to develop contacts with your interlocutors from the Majlis, as well as with the widest possible spectrum of Iranian society. The recent visit to this House by Mr Akbar Ganji – whose liberation we all worked tirelessly for – is an important case in point.
