Rapport: Fava (A6-0020/2007)

  Hubert Pirker (PPE-DE). – Herr Präsident! Ich habe auf der einen Seite mit Freude zur Kenntnis genommen, dass in dem Bericht eindeutig klargestellt werden konnte, dass weder die österreichische Regierung noch irgendwelche offiziellen Stellen oder Behörden in Österreich in irgendeiner unkorrekten Art und Weise involviert waren.

Ich habe aber dennoch gegen den Bericht gestimmt, weil die darin aufgestellten Behauptungen durch keinerlei Beweise belegt werden konnten und dennoch im Bericht festgehalten wurden; vor allem aber deshalb, weil der sachliche Fehler betreffend Europol – auf den ich klar hingewiesen habe – nicht aus dem Bericht entfernt wurde. Das heißt also, dass in dem Bericht nach wie vor eine sachlich falsche Darstellung enthalten ist, wonach Europol unterstellt wird, es hätte Bedienstete der US-Geheimdienste beschäftigt, was absolut jeder Tatsache und Wahrheit entbehrt.

Ein Bericht mit derartigen Fehlern schadet der Seriosität des Parlaments und hat dazu geführt, dass ein sehr großer Teil der Abgeordneten gegen den gesamten Bericht gestimmt hat.

  Mario Borghezio (UEN). – Signor Presidente, onorevoli colleghi, la relazione Fava, il cui valore non supera di molto quello di un collage di articoli di stampa, sub specie della difesa dei diritti umani, rappresenta invece un tentativo di demolire la forza e l'efficacia dell'attività antiterroristica.

La pretesa di veder pubblicizzati sul sito del Parlamento europeo anche i nomi e i cognomi dei funzionari del servizio segreto militare italiano dimostra soltanto un livello di irresponsabilità di chi, ipocritamente, si dichiara per la lotta al terrorismo, e poi nei fatti coglie ogni propizia occasione per ostacolarne l'attuazione.

Il Parlamento europeo non può e non deve attribuirsi il potere di esautorare i governi nazionali e gli Stati membri dell'Unione europea della loro piena sovranità nell'ambito della tutela della sicurezza dei loro cittadini, che è e deve restare patrimonio intoccabile delle Nazioni e degli Stati membri.

  Charles Tannock (PPE-DE). – Mr President, the British Conservative delegation voted against the Fava report. We regarded this report as an expensive exercise duplicating the work of Senator Marty in the Council of Europe. It is full of unproven allegations, makes unreasonable demands of the Council, criticising Mr de Vries, Mr Solana and NATO arrangements, which allow cooperation with the United States of America as our ally in the fight against international terrorism.

The report calls for unacceptable Articles 6 and 7 sanctions against EU Member States, demands consular protection for UK residents, undermining the concept of British citizenship, and does not accept diplomatic assurances against torture in extraditing suspected terrorists to third countries. Our case rests.

  Jim Allister (NI), in writing. I voted against this report, not because I am unconcerned about allegations of international wrong-doing, but because this report builds its case largely on unsubstantiated speculation. Even before this report was written there was a virulent anti-American political agenda driving it towards its conclusions of today. Hence, its preference for press cuttings, rather than hard evidence. In consequence it exudes imbalance to the point that it will bring comfort to terrorist and anti-democratic forces.

  Charlotte Cederschiöld, Christofer Fjellner, Gunnar Hökmark och Anna Ibrisagic (PPE-DE), skriftlig. Vi har avstått i omröstningen om betänkandet om CIA:s påstådda användning av europeiska länder för transport och illegal internering av fångar.

Det är otvetydigt att det i kampen mot terrorismen begåtts brott mot mänskliga, rättigheter vilket också beläggs i betänkandet, övergrepp vi moderater fördömer. Genom att blanda fakta med antaganden och obekräftade rykten riskerar betänkadet emellertid att snarare förringa än förstärka den berättigade kritiken.

Vi motsatte oss tillkomsten av det särskilda utskottet, eftersom vi anser att brottsmisstankar skall utredas av rättsväsendet. I första hand har ansvaret för utredningar varit nationellt. Exempelvis har det svenska konstitutionsutskottet granskat - och fällt - den svenska regeringens agerande. De frågor som betänkandet framför allt berör är frågor som faller under medlemsstaternas och inte EU:s kompetens. Medlemsstaternas regeringar är i dessa frågor inte ansvariga inför Europaparlamentet utan inför sina nationella parlament och endast dessa, såvida det inte har brutits mot europeiska rättsliga regler. Om det har handlat om att medlemsstater brutit mot åtaganden på europeisk nivå, är det kommissionens ansvar att undersöka och föra sådana brott till domstol.

  Simon Coveney (PPE-DE), in writing. The Irish members of the Fine Gael delegation voted in favour of the report as a whole, as we support the general thrust of the report and its strong stance against the process of extraordinary rendition and the involvement of EU countries or airports in that process.

However, I would like it noted that we do not agree in full with the wording of paragraph 125 of the report. I attempted to delete paragraph 125, but was unsuccessful in doing so (the vote was narrowly lost).

That being said, the majority of the report is worth supporting, as a strong statement against the process of extraordinary rendition, as a breach of international law. Therefore, we have voted in favour of the report as a whole.

  Manuel António dos Santos (PSE), por escrito. Abstive-me na votação final pelas seguintes razões:

1. Este relatório é inoportuno e ineficaz;

2. Uma decisão que concilie o dever de empenhamento da defesa dos direitos humanos com o apoio à luta contra o terrorismo e suas causas só é aceitável se gerar um forte consenso;

3. Este relatório não gerou esse consenso e não elaborou, sobre a matéria, a síntese política indispensável;

4. O documento dedica demasiada atenção à investigação de factos que terão ocorrido em diversos Estados-Membros, com prejuízo da necessária conclusão de realçar o direito irrevogável à defesa dos cidadãos e à integridade dos Estados num quadro de respeito pelos direitos humanos individuais;

5. Finalmente, um relatório sobre esta matéria sensível deve ser coordenado com a intervenção do Conselho Europeu e ter em conta as decisões eventualmente tomadas pelo Conselho da Europa.

  Glyn Ford (PSE), in writing. I am voting for this report by my colleague Mr Fava on the transportation and illegal detention of prisoners. Let us be clear that I do not agree with everything in the report. There are a number of highly contentious elements, including gratuitous references to the former Secretary of State for Defence in the UK, which we have rejected here this morning. It has been claimed that much of the argumentation is not evidence-based. One could say the same thing about the case for intervention in Iraq and Afghanistan. To paraphrase Donald Rumsfeld: there are things we know, things we don't know and things we don't know we don't know. Well, here I know that our Temporary Committee and its rapporteur Mr Fava have identified a serious abuse of human rights in breach of international law in the Union. My vote is to endorse that clear overall finding and not the associated detail, which, inevitably in the absence of clear cooperation by the authorities, is speculation, which, while often right, is from time to time wrong.

Não deixa de surpreender o argumento que a Presidência alemã utiliza para, tentando "sacudir a água do capote", fugir às suas responsabilidades políticas quanto à "utilização pela CIA de países europeus para o transporte e a detenção ilegal de prisioneiros". Pasme-se, afirma o Conselho da UE que não tem competências, quando sobre tudo o que lhe interessa toma uma posição atrás de uma posição política e quando é por demais evidente que estas questões foram abordadas no quadro das relações UE-NATO e UE-EUA.

Como uma vez mais ficou demonstrado, no mínimo, o que se pode afirmar de tais atitudes é que estas apontam quer para a tentativa de escamoteamento desta inaceitável violação do Direito internacional e dos mais elementares direitos humanos, quer para a conivência e mesmo subserviência perante os EUA.

O relatório apresentado pela Comissão temporária - que deu nome, rosto e voz a muitas das vítimas -, é mais um contributo para que a verdade venha a ser cabalmente apurada e para que os parlamentos nacionais - as entidades efectivamente competentes para fiscalizar a acção dos governos - assumam as suas responsabilidades, aliás, como o PCP tem vindo a exigir e a propor desde há muito tempo na Assembleia da República.

  Jean Lambert (Verts/ALE), in writing. I voted for the Fava report, despite the changes made by nervous colleagues. The so-called 'war' on terror has been used by some to rework international law and defy international conventions on human rights and the treatment of those detained (on suspicion, not proof) without trial or any due process.

Human rights are universal and indivisible: the EU is committed to upholding these rights. This report confronts us with an uncomfortable reality and we urge Member State Parliaments and Governments to investigate fully what may have been happening on their territory.

This committee did not have full investigative powers, but we do have the power to make political recommendations. They should be acted upon if we really want to uphold our values.

  David Martin (PSE), in writing. I support this report investigating the alleged secret CIA ‘rendition’ flights. As human rights form a core value of the European Union and by extension the activities of the European Parliament, it is right and proper that the European Parliament as an institution discusses and investigates possible human rights violations within its borders.

  Mary Lou McDonald (GUE/NGL), in writing. Today’s report by Mr Fava raises some critical issues which are about the core fundamental rights of everybody in Europe and across the world.

The report paints a shocking picture of human rights abuse and illegal activity, all of which was tolerated by Member States including Ireland. The Irish Government’s hear-no-evil, see-no-evil approach to illegal renditions is unconvincing and unacceptable. The report points out that at least 147 CIA-operated flights made stopovers in Irish airports including by aircraft involved in ‘extraordinary renditions’ or kidnappings as we would normally call them.

Now all of us who seek the truth about these kidnappings must take this issue to our national parliaments and directly challenge the national governments at home in our countries. The real pressure must be applied at home where the people who permitted and tolerated these actions will feel it.

To this end, I am calling on the Government to launch a full parliamentary inquiry in the Dáil immediately into the use of Irish territory as part of the CIA rendition circuit. Sinn Féin supported the report to lend our weight in the European Parliament to this call.

The European Parliamentary Labour Party (EPLP) voted for the Fava report because we believe that it is important for the European Parliament to have investigated the alleged use of European countries by the CIA for the transportation and illegal detention of prisoners.

  Αθανάσιος Παφίλης (GUE/NGL), γραπτώς. – Η Έκθεση καταγράφει -και ως ένα σημείο- επιβεβαιώνει τις αποκαλύψεις και τα στοιχεία που έχουν δει το φως της δημοσιότητας σχετικά με τις απαγωγές, μυστικές μεταφορές, παράνομες κρατήσεις σε μυστικές φυλακές, βασανιστήρια κλπ. από τη CIA σε ευρωπαϊκό έδαφος.

Οι Ευρωβουλευτές του ΚΚΕ απείχαν από την ψηφοφορία γιατί θεωρούν υποκριτική τη στάση του λαϊκού και του σοσιαλιστικού κόμματος τα οποία είχαν άλλωστε την κυβερνητική εξουσία, συντάχθηκαν και συντάσσονται με την ονομαζόμενη αντιτρομοκρατική εκστρατεία των ΗΠΑ και συμφωνούν με όλες αυτές τις ενέργειες.

Σήμερα, κάτω από το βάρος της λαϊκής κατακραυγής από τις αποκαλύψεις, προσπαθούν να εμφανισθούν ως υπέρμαχοι μεν της "τρομοκρατικής πολιτικής", ως προστάτες δε των ανθρωπίνων δικαιωμάτων για να διασώσουν τη "χαμένη τιμή" της ΕΕ.

Διαφωνούμε ριζικά και δεν πρόκειται να συναινέσουμε στη δημιουργία αυταπατών στους λαούς για τον χαρακτήρα της πολιτικής "αντιμετώπισης της τρομοκρατίας". Αποτελεί το πρόσχημα των ιμπεριαλιστών για να οικοδομήσουν έναν γιγάντιο μηχανισμό καταστολής σε ολόκληρο τον κόσμο με ουσιαστικό στόχο την εδραίωση της κυριαρχίας τους και το χτύπημα των λαϊκών κινημάτων και αντιστάσεων.

Άλλωστε την ίδια χρονική περίοδο που το Ευρωκοινοβούλιο κόπτεται για την παραβίαση των ανθρωπίνων δικαιωμάτων, σε ολόκληρη την ΕΕ προωθούνται αυταρχικοί νόμοι χτυπήματος του κινήματος και περιορισμού των διαδηλώσεων. Προωθείται φακέλωμα των πάντων και υπογραφή νέων συμφωνιών με τις ΗΠΑ.

  Δημήτριος Παπαδημούλης (GUE/NGL), γραπτώς. – Υπερψήφισα την έκθεση Fava γιατί είναι ένα ιστορικό βήμα στον αγώνα εναντίον ενός εγκληματικού διεθνούς παρακράτους. Πέρα από τις τεράστιες ευθύνες του Ευρωπαϊκού Συμβουλίου, ξεκάθαρες ευθύνες υπάρχουν και για τις κυβερνήσεις αρκετών κρατών μελών. Με την περάτωση της σκοτεινής αυτής έρευνας του Ευρωπαϊκού Κοινοβουλίου, είναι απαραίτητο να συσταθούν τώρα εξεταστικές επιτροπές στα εθνικά κοινοβούλια των κρατών μελών - ανάμεσά τους δυστυχώς και η Ελλάδα - που φαίνεται να εμπλέκονται στις παράνομες δραστηριότητες της CIA. Η σκυτάλη για τον αγώνα εναντίον του διεθνούς παρακράτους έχει περάσει πλέον στα χέρια τους.

  Tobias Pflüger (GUE/NGL), schriftlich. Die Bundesregierung trägt ein hohes Maß an Mitverantwortung für die CIA-Folterflüge. Das ist der Befund des heute im Europäischen Parlament verabschiedeten Berichts des CIA-Untersuchungsausschusses. Die schwarz-rote Bundesregierung kann sich nicht weiter um Konsequenzen herumdrücken, auch wenn offensichtlich auf ihren Druck hin die Sozialdemokraten im Europäischen Parlament einige Formulierungen im Bericht abgeschwächt haben. Das Europäische Parlament kommt zu dem Schluss, dass „nach Informationen des Rechtsanwalts von Murat Kurnaz sowie der deutschen Behörden im Jahre 2002 Aussicht auf eine Freilassung von Murat Kurnaz aus Guantánamo bestand, dass diese aber von den deutschen Behörden nicht akzeptiert wurde“ und dass „dem Rechtsanwalt von Murat Kurnaz seit 2002 bei zahlreichen Gelegenheiten von der deutschen Regierung gesagt worden war, es sei unmöglich, Verhandlungen mit der US-Regierung in Bezug auf dessen Freilassung aufzunehmen, weil Murat Kurnaz türkischer Staatsbürger sei“, obwohl „alle Ermittlungen bereits Ende Oktober 2002 ergeben haben, dass Murat Kurnaz keine terroristische Bedrohung darstellt“. Mit meinen Kollegen bin ich mir einig, dass dieses üble Fehlverhalten von Vertretern der früheren rot-grünen Bundesregierung aufgeklärt werden muss. Außenminister Frank-Walter Steinmeier sollte die Öffentlichkeit nicht noch länger an der Nase herumführen. Der ehemalige deutsche Geheimdienstkoordinator muss endlich Verantwortung für die damaligen Vorgänge übernehmen.

  Luís Queiró (PPE-DE), por escrito. O relatório Fava, ou relatório CIA, mereceu o meu voto desfavorável por quatro razões.

A intransigência na defesa dos direitos humanos, da legalidade e da democracia, que partilho, não se garante com uma acção política determinada mais pela lógica do anti-americanismo primário de certa esquerda do que pela defesa estrita desses valores.

O Parlamento Europeu não tem como missão a fiscalização dos Estados-Membros. Essa missão cabe, primordialmente, aos parlamentos nacionais e a violação dessa regra é, em si mesma, um erro político e um equívoco legal.

O relatório padece do irremediável mal de tirar conclusões definitivas de factos não provados e controversos, transformando convicções em verdades e insinuações em factos.

No que diz respeito a Portugal, mesmo com as alterações aprovadas, mantém-se algum desequilíbrio entre o que é provado (ou sequer declarado pelas alegadas vítimas) e o que é concluído ou, pior ainda, conjecturado.

Por último, gostaria de expressar um elogio ao meu colega Carlos Coelho, cujo desempenho foi notável no sentido de promover o equilíbrio, a razoabilidade e a defesa dos princípios e dos valores fundamentais. Creio mesmo que se tivesse sido relator em vez de presidente da comissão o relatório teria sido francamente mais equilibrado.

  Frédérique Ries (ALDE), par écrit. – Le Parlement européen vient de se prononcer sur les travaux de sa commission d'enquête temporaire concernant l'utilisation par la CIA de l'espace aérien européen à des fins de transport illégal de prisonniers. Le verdict est sans surprise: condamnation des nombreux États membres ayant apporté de facto leur soutien à la CIA.

Le rapport de M. Fava a une grande qualité: il rappelle un socle commun de valeurs fondamentales: respect des droits de l'homme, dénonciation de la torture et respect du cadre légal dans la guerre contre le terrorisme.

Il a aussi un gros défaut: il ignore totalement le fait que nos gouvernements n'ont d'autres limites à leurs efforts que ceux de la raison, celle qui les autorise à rejeter l'impossible: les services secrets ne seront jamais accueillants et transparents!

Ne confondons pas humanisme et angélisme! Le philosophe ALAIN ne dit rien d'autre: "la liberté ne va pas sans la sécurité, la sécurité ne vaut rien sans la liberté".

Ce souci de la sécurité dans la liberté a justifié mon abstention! Je suis convaincue que mon ami Antoine Duquesne, ancien ministre de l'Intérieur du Royaume de Belgique, aurait délivré le même message, s'il avait pu voter aujourd'hui!

  Tokia Saïfi (PPE-DE), par écrit. – J'ai soutenu par un vote positif général le rapport sur l'utilisation alléguée de pays européens par la CIA pour le transport et la détention illégale de prisonniers. Depuis janvier 2006, de nombreux travaux ont été conduits par la commission d'enquête du Parlement chargée de procéder à des investigations sur les allégations émises dans la presse sur ce sujet délicat. Je tiens à notifier qu'il est important, pour la légitimité des travaux, que la commission se fonde sur des preuves tangibles et vérifiables, afin de garder une certaine impartialité. Les parlementaires européens sont investis d'un devoir de transparence et d'information à l'égard des citoyens; aussi ces informations doivent être guidées par le souci de rendre compte le plus justement possible. Si le rapport final ne répond pas parfaitement à cette exigence, j'ai choisi de voter positivement, convaincu que, par le biais de ces commissions, le Parlement est invité à jouer un rôle décisif pour contribuer au respect des droits humains et des valeurs fondamentales auxquelles l'Union adhère pleinement dans ses traités. Aussi, la lutte contre le terrorisme doit se faire dans le respect du droit international en vigueur et aucune violation des droits de l'homme ne peut être justifiée.

  Marek Siwiec (PSE), na piśmie. Głosowałem przeciwko przyjęciu wyżej wymienionego sprawozdania końcowego, ponieważ zawarte w nim sformułowania w odniesieniu do Polski nie oddawały wyników prac komisji tymczasowej do zbadania sprawy rzekomego wykorzystania krajów europejskich przez CIA do transportu i nielegalnego przetrzymywania więźniów. Komisja ta bowiem nie znalazła – poza doniesieniami prasowymi – żadnych dowodów, które potwierdzałyby istnienie w moim kraju tajnych więzień CIA. Przypuszczenia, niepoparte żadnymi dowodami, nie mogą stanowić podstawy sprawozdania końcowego dotyczącego tak poważnej sprawy.

  Catherine Stihler (PSE), in writing. Mr Fava should be commended for steering through our House this difficult and sensitive report on rendition allegations. Abuses of human rights, torture and illegal deportation must be condemned in today's Europe.

  Thomas Ulmer (PPE-DE), schriftlich. Ich lehne den CIA-Bericht ab, weil viele Mindestvoraussetzungen, die ich an den Bericht eines Untersuchungsausschusses stelle, nicht erfüllt sind. Weder die Methodik noch die Analytik der Vorgehensweise enstprechen meinem Verständnis eines Untersuchungsausschusses.

Die Ergebnisse unterscheiden sich nicht von denen des Untersuchers Dick Marty vom Europarat, wobei einige seiner Zeugen inzwischen ihre damalige Meinung geändert haben.

Wahrheit, Fakten und Aufrichtigkeit haben hier Vermutungen und Beschuldigungen Platz gemacht. Das heißt nicht, dass ich das Verhalten der USA billige.

  Lars Wohlin (PPE-DE), skriftlig. Många beklagliga incidenter har noterats i kampen mot terrorism. Dessa frågor har dock redan behandlats av FN:s råd för mänskliga rättigheter och Europarådet. Den svenska regeringen har tagit till sig denna kritik. Det finns därför ingen anledning till att behandla denna fråga även i Europaparlamentet. Jag har därför röstat ja till många av förslagen men lagt ner min röst vid omröstningen om betänkandet som sådant.

Rapport: Glattfelder (A6-0013/2007)

  Czesław Adam Siekierski (PPE-DE). – Panie Przewodniczący! Głosowałem za przyjęciem sprawozdania w sprawie udzielenia Mołdawii unijnej pomocy finansowej, która ma na celu wsparcie bilansu płatniczego i rezerw dewizowych, ponieważ jestem przekonany, że środki te pomogą temu jednemu z najbiedniejszych krajów europejskich wyjść z bieżących trudności finansowych. Dodatkowe nadzwyczajne wsparcie powinno ułatwić i niejako wesprzeć realizację określonych przez mołdawski rząd reform gospodarczych.

W obliczu pozytywnych przemian gospodarczych i społecznych w Mołdawii, w tym niedawnego zniesienia kary śmierci, jestem zdania, że należy wzmacniać stosunki bilateralne z Mołdawią i pogłębiać jej integrację z Unią Europejską. Pomoc w formie dotacji w wysokości 45 milionów euro będzie pozytywnym sygnałem ze strony Unii Europejskiej, zwłaszcza w świetle wprowadzonego przez Moskwę zakazu importu mołdawskich win oraz wzrostu cen energii.

  David Martin (PSE), in writing. I am in support of this financial assistance to one of the poorest countries in Europe, which has been economically hard hit by events in its region. I particularly welcome the amendments which seek to increase the role of the Parliament.

  Tokia Saïfi (PPE-DE), par écrit. – J'ai soutenu par un vote positif général le rapport sur le projet de décision du Conseil accordant une aide macrofinancière exceptionnelle à la Moldavie. En effet, la Moldavie, malgré des progrès économiques certains, demeure un des pays les plus pauvres d'Europe. Depuis le 1er janvier de cette année, la Moldavie, partageant une frontière commune avec la Roumanie, devient de fait frontalière de l'Union européenne et le Conseil souhaite l'aider à faire face à ses difficultés commerciales et financières. Je voudrais néanmoins souligner que cette solidarité, chiffrée à 45 millions d'euros, revêt un caractère exceptionnel et limité et requiert certaines conditions. Le versement de l'aide doit en effet être soumis à la réalisation d'objectifs tels que l'amélioration de la transparence des finances publiques ou encore le respect des droits de l'homme.

Enfin, je crois surtout qu'au lendemain des élargissements de 2004 et de 2007, l'esprit de solidarité de l'Union européenne doit désormais souffler sur les pays du sud de la Méditerranée. Aussi, à travers sa politique de voisinage et son partenariat euroméditerranéen, l'UE doit-elle faire en sorte que ses instruments financiers restent efficaces et que ses échanges commerciaux avec la rive sud s'accroissent.

  Catherine Stihler (PSE), in writing. A total ban on drift nets and its effective implementation needs to be prioritised by Member States. Too many dolphins, porpoises and seals die needlessly due to the use of these nets. A standard definition should be welcomed in order that there can be no loop-hole in the use of these destructive nets.

Rapport: Miguélez Ramos (A6-0014/2007)

  Hélène Goudin och Nils Lundgren (IND/DEM), skriftlig. Eftersom Junilistan anser att EU inte borde ha en gemensam fiskeripolitik, har vi röstat emot detta betänkande. Vi ber även att få hänvisa till tidigare röstförklaringar angående fiskeripolitiken.

  Pedro Guerreiro (GUE/NGL), por escrito. A presente regulamentação visa clarificar as artes de pesca que podem ser consideradas redes de emalhar de deriva por via da harmonização de uma definição comum para toda a regulamentação nesta matéria.

As redes de emalhar de deriva têm fortes impactos sobre os recursos haliêuticos e sobre os ecossistemas marinhos, para além dos impactos económicos (concorrenciais e redução dos rendimentos) sobre os pescadores que utilizam outras artes, nomeadamente de índole artesanal.

Neste sentido a União Europeia integrou no seu acervo comunitário (Regulamento nº 354/1992) a Resolução 44/225 da Organização das Nações Unidas sobre a implementação de uma moratória para o uso das redes de emalhar de deriva (apesar de conter algumas excepções regionais ao nível comunitário).

Deste modo apoiámos o conteúdo deste relatório como forma de melhorar o controlo e reduzir o impacto destas artes em águas nacionais, em especial nas Zonas Económicas Exclusivas dos Açores e da Madeira, pois estas são frequentadas por frotas de outros Estados-Membros que utilizam estas artes na pesca dirigida ao atum e a outras espécies marinhas, por via de omissões regulamentares ou de forma ilegal.

  Lars Wohlin (PPE-DE), skriftlig. I förslaget finns flera bra förslag om att förhindra överfiskning.

Därför har jag av pragmatiska skäl röstat för detta förslag. EU:s fiskeripolitik har generellt motverkat ett långsiktigt hållbart utnyttjande av havets resurser genom att subventionera fiskares köp av effektiva båtar.

Fiskeripolitiken är även skadlig för befolkningen i fattiga länder genom att EU köper rättigheter att fiska i dessa länders vatten från svaga regeringar. Därför bör EU återbörda fiskeripolitiken till medlemsstaterna och enbart övervaka att medlemsstaterna inte överfiskar arter som rör sig i flera länders territorialvatten.

  Manuel António dos Santos (PSE), por escrito. Por erro involuntário votei favoravelmente a resolução legislativa proposta, quando pretendia votar contra, como, aliás, fiz em relação à proposta legislativa.

Solicito, por isso, a correcção do meu voto (para contra) na resolução legislativa.

  Jill Evans (Verts/ALE), in writing. The reason I did not vote for the Agriculture Committee's proposal to reject the Commission's proposal on voluntary modulation is that doing so would further delay the start of the new rural development programmes and their funding. This would have a negative affect on farmers and rural communities in my constituency, who badly need these funds.

The lack of funding for rural development is a problem for Wales. This has been caused by a combination of the UK not getting a fair share of the EU funding, the UK Government's defence of its budget rebate and the UK Presidency's financial perspectives deal. As a result of this failure by government, Ministers will look to modulation to top up this fund.

Subsidiarity must be ensured so that the decision to apply voluntary modulation or not and at what level is taken at the appropriate level. In my constituency that would mean the National Assembly for Wales rather than at Member State level. There are wide differences in approach and distinctive rural communities across the UK and it would be totally unacceptable to have a single level. There must also be full and additional matching funding from central government funds.

Como já dissemos anteriormente, a questão central é que a proposta da Comissão não é uma proposta de verdadeira modulação, ou seja, uma proposta que aumente as ajudas a quem menos recebe ou não recebe nada, através de uma redução dos apoios a quem recebe muito, de forma a garantir uma maior equidade na distribuição das ajudas entre produtores, países e produções e a apoiar os pequenos e médios agricultores e a agricultura familiar.

Defendemos que a Comissão apresentasse uma nova proposta no sentido de criar uma verdadeira modulação, obrigatória, dando-lhe uma maior equidade e libertando recursos financeiros, introduzindo um limite máximo de ajuda por exploração (plafonamento) e um aumento percentual das ajudas para os agricultores que menos ajudas recebem da PAC (modulação), como, por exemplo, propor um aumento de 15 ou 20% para os pequenos e médios agricultores que recebem menos de 5.000 € de ajudas e, mesmo a partir deste valor, ter em conta diversas situações.

Sem isto corre-se o risco de agravar as desigualdades existentes. Por isso insistimos na reformulação da proposta por parte da Comissão para evitar que uma decisão nesta área acabe por justificar a renacionalização dos custos da PAC. Mas, até agora, a Comissão não o fez. Daí o nosso voto de abstenção.

  Duarte Freitas (PPE-DE), por escrito. O Parlamento Europeu já havia rejeitado a proposta da Comissão para uma modulação voluntária dos pagamentos directos no âmbito da PAC de até 20%. Segundo esta proposta, as verbas destinadas aos agricultores seriam utilizadas no segundo pilar da PAC - o desenvolvimento rural - ou seja, passariam para os orçamentos nacionais dos Estados-Membros que resolvessem proceder a esta modulação.

A supressão dos apoios aos agricultores levantaria questões de concorrência entre os agricultores dos países que não procederiam à modulação e os agricultores dos países que a exercessem, e também entre estes, conforme o nível de modulação escolhido.

Por esta razão concordo com a posição do relator Goepel de rejeitar novamente a proposta da Comissão.

  Hélène Goudin och Nils Lundgren (IND/DEM), skriftlig. Junilistan anser att den gemensamma jordbrukspolitiken i EU skall avvecklas. Vi är också motståndare till de nya stöden under beteckningen landsbygdsutveckling. Vi frågar oss varför EU anser att medlemsländerna inte klarar att utveckla sin landsbygd själva.

Vid denna omröstning står vi inför två alternativ - kommissionens förslag eller förslaget från Europaparlamentets jordbruksutskott. I denna situation har vi valt att rösta för kommissionens förslag, då det är bättre än jordbruksutskottets förslag, vilket är helt orimligt.

Betänkandets motivering innehåller en mängd åsikter, till exempel kritik mot att den gemensamma jordbrukspolitiken överges eller åternationaliseras, vilket Junilistan tycker är bra, och att den strider mot Europaparlamentets deltaganderätt, en åsikt Junilistan inte delar.

Dessutom hävdas det i motiveringen att hälsokontrollen av långtidsbudgeten endast skall utgöra grunden för förslag för finansieringsperioden efter 2013. Den åsikten delar absolut inte Junilistan. Vi anser att halvtidsöversynen skall leda till nedskärningar i jordbruks-/landsbygdutvecklingsbudgeten redan under innevarande budgetperiod 2007-2013.

Junilistan konstaterar att det i detta läge är tur att inte Europaparlamentet har medbeslutande i EU:s jordbrukspolitik, ty då skulle unionen hamna i en fälla av protektionism och tunga subventioner till samtliga olika grupper inom jordbruksnäringen.

  David Martin (PSE), in writing. I voted for the proposal to introduce voluntary modulation of the CAP as it has been used more effectively in the UK than in any other Member State. It has been used as an essential source to fund rural development schemes throughout the country.

  Jean-Claude Martinez (ITS), par écrit. – La réforme de la PAC a introduit, en plus du découplage aide-production, un nouvel outil: la modulation. Concrètement, il s'agit de la possibilité de transférer une partie des crédits, des aides directes aux paysans, vers les crédits de développement rural. On dit "transfert du 1er pilier vers le 2ème pilier".

Ce transfert peut être volontaire jusqu'à 20 %. Les États peuvent décider de cette modulation à la carte partielle, au lieu d'un menu imposé entre "aides directes" en plat principal et "développement rural" en dessert.

En réalité, la modulation revient à déshabiller Paul le paysan pour habiller Pierre le paysagiste. C'est une technique budgétaire qui veut masquer l'insuffisance des crédits par l'illusion d'un choix dans la gestion de la pénurie de ces crédits.

  Andreas Mölzer (ITS), schriftlich. Auch wenn sich die EU die Agrarwirtschaft auf die Fahnen zu heften scheint, ändert es doch nichts daran, dass wir unter einem ständigem Bauernsterben leiden und immer mehr Bauernhöfe nur noch nebenerwerbstätig bewirtschaftet werden. Wenn von unseren Förderungen Großbetriebe und Royals profitieren und wir es nicht schaffen, uns bei der WTO für unsere Bio-Landwirte stark zu machen, dürfen wir uns über derartige Entwicklungen nicht wundern.

Um faire Preise für gesunde Produkte zu garantieren, wären übersichtliche Qualitäts- und Gütezeichen wünschenswert. Vor allem aber muss der EU-Förderdschungel vereinfacht werden, notfalls eben mit einer Renationalisierung der Landwirtschaft. Deshalb habe ich gegen den Bericht Goepel gestimmt.

  Neil Parish (PPE-DE), in writing. The British Conservative Delegation recognises the vital importance of agri-environment schemes. However, for three major reasons, Conservatives voted in favour of rejecting the Commission’s proposal on voluntary modulation. Firstly, for British farmers, voluntary modulation would be anything but voluntary – they would be forced to accept a cut of up to 20 % of the value of their single farm payment, while the rest of Europe’s farmers would not. Had Tony Blair negotiated a better EU Budget deal for the UK on rural development monies, our farmers would not be facing this bleak prospect. Secondly, the proposal that we are called to vote on is, in any case, unacceptable to the British Government itself because it does not allow for regionalisation, it restricts the Government’s freedom in deciding spending priorities and it maintains a franchise unsuitable to the UK’s farming structure. Labour MEPs did not move a single amendment to bring the proposal more into line with their Government’s wishes! Finally, Commissioner Fischer Boel’s most recent statements suggest that Parliament’s overwhelming opposition to the proposal cannot be totally ignored and that some form of compromise may emerge. We sincerely hope that this is to the benefit of British farmers.

  Christel Schaldemose (PSE), skriftlig. Vi stemmer imod Parlamentets forslag om, at Kommissionen skal trække sit forslag tilbage, men for Kommissionens forslag.

Vi mener, at Parlamentet forsøger at afpresse Kommissionen med truslen om at tilbageholde 20 % af landdistriktsmidlerne. Det rammer som sådan ikke Kommissionen, men de landmænd, som ikke får deres penge udbetalt, og ikke mindst EU som helhed, der næppe vil stige i anseelse, hvis ublu afpresning mellem institutionerne fremover bliver normen.

  Catherine Stihler (PSE), in writing. The proposed CAP reforms should be supported. It is disappointing that for the second time Parliament has rejected these reforms which provide a sustainable approach to rural development. The vote today will again delay payments to farmers in Scotland and the UK. MEPs cannot demand reform of the CAP on the one hand and then not support reform in practice. Our constituents time and time again ask for reform of the CAP. It is worrying that the national and vested interests of a few are being allowed to distort the urgent reform of the CAP.

Rapport: Starkevičiūtė (A6-0022/2007)

  Luís Queiró (PPE-DE), por escrito. As redes transeuropeias representam uma aposta na garantia da acessibilidade dentro do espaço europeu, enquadram-se no centro da Estratégia de Lisboa, enquanto investimentos em inovação e na criação de emprego e através da criação de estruturas que contribuem para acelerar a coesão e o desenvolvimento socio-económico.

É por isso que o escasso aumento dos recursos financeiros disponíveis para as RTE-T e a lentidão da realização dos projectos RTE-T prioritários constituem grandes preocupações. É assim, fundamental que os Estados-Membros concedam a máxima prioridade à realização destes projectos e que não se esquivem a tomar todas as medidas necessárias para a sua concretização.

À prioridade das ligações transfronteiriças deve acrescer uma melhor coordenação e transparência dos procedimentos para que possamos, finalmente, ver os frutos do trabalho feito ao longo de mais de uma década.

Estes projectos são da maior importância para a coesão no continente europeu, para a intermodalidade e para a interoperabilidade e, finalmente, para a redução dos estrangulamentos no tráfego. Hoje há que tomar as decisões que assegurem o aumento do efeito de alavanca do financiamento comunitário. E hoje não podemos hesitar em corrigir os erros, garantir as mudanças necessárias e prosseguir para que estes projectos avancem o mais rapidamente possível.

Résolution sur le changement climatique (B6-0045/2007)

  Richard Seeber (PPE-DE). – Herr Präsident! Ich möchte klarstellen, dass die österreichische ÖVP-Delegation immer klar für einen engagierten Klimaschutz eingetreten ist. Wir haben trotzdem gegen diese Entschließung gestimmt, weil versucht wird, die Kernenergie über die Hintertür einzuführen. Ebenso klar waren wir immer in der Ablehnung dieser Energieform, weil sie unserer Ansicht nach keine Zukunft hat. Sehr verwundert hat mich, dass so wenige der deklarierten Kernenergiegegner – insbesondere von den Sozialdemokraten und der Fraktion der Grünen – diesem Bericht trotzdem zugestimmt haben.

  Czesław Adam Siekierski (PPE-DE). – Panie Przewodniczący! Głosowałem za przyjęciem rezolucji w sprawie zmian klimatycznych, gdyż jestem przekonany, że istnieje pilna potrzeba określenia unijnych strategii wobec tak ważnego dla ludzkości problemu.

Wydaje się, że głos Parlamentu Europejskiego w tej sprawie jest niezmiernie potrzebny. Państwa członkowskie Unii i Komisja Europejska stoją przed ogromnym wyzwaniem: w jaki sposób wspierać rozwój gospodarczy, dbając przy tym o środowisko naturalne? Eksperci apelują o ograniczenie poziomu emisji gazów CO2, promowanie badań i innowacji w zakresie technologii energii odnawialnej i energooszczędnej. Ważną sprawą jest także współpraca z krajami spoza UE, a przede wszystkim uświadomienie społeczeństwom, jakie zagrożenia wynikają ze zmian klimatycznych.

Wszyscy jesteśmy odpowiedzialni za ochronę Ziemi. Musimy jednak zdać sobie sprawę z tego, że obniżanie emisji i zanieczyszczeń wiązać się będzie w krótkiej perspektywie z dodatkowymi kosztami dla europejskich przedsiębiorstw i obywateli.

Biorąc pod uwagę, że kraje takie jak Chiny, Brazylia i Indie z roku na rok emitują coraz więcej dwutlenku węgla i innych trujących substancji - Unia powinna pomóc im w przestawianiu się na czystszą i bardziej energooszczędną produkcję. Należy promować handel tak zwanej zielonej technologii i rozwój odnawialnych źródeł energii. Róbmy to dla nas i przyszłych pokoleń.

  Eija-Riitta Korhola (PPE-DE). – Arvoisa puhemies, ilmastopäätöslauselman 34 kohdassa, josta juuri äänestimme, pyydettiin komissiota kartoittamaan ydinvoimaloiden riskit ilmastonmuutoksen aiheuttamien tulvien ja tsunamien varalta.

Idean takana on suomalaiskampanja, joka perustuu fiktiiviseen romaaniin ja jolle ei ole tieteellistä pohjaa. Romaanin tarinassa ilmastonmuutoksen aiheuttama tsunami aiheutti suurta vahinkoa tuottavan ydinvoimalaonnettomuuden. Kannatan suurta varovaisuutta ja riskien kartoittamista, mutta tämä aloite oli kiusallinen ja suorastaan häpeäksi ympäristövaliokunnan maineelle. Ensinnäkään ilmastonmuutos ei aiheuta tsunameja. Vakaville tutkijoille ajatus on absurdi. Aloitteen takana olevat kollegat ovat oikeassa siinä, että riskien kartoitus on voimaloissa aina tarpeen, mutta väärässä antaessaan ymmärtää, etteikö sitä olisi jo tehty. Yhtään ydinvoimalaa ei rakenneta varmistamatta niiden tulvankestävyyttä. Siksi, arvoisa puhemies, minun on pakko pyytää komissiota myös kartoittamaan parlamentin puhtaaseen fiktioon perustuvien aloitteiden aiheuttamat poliittiset riskit. Olen tyytyväinen siitä, että nyt tämä ongelma vältettiin.

  Jan Andersson, Göran Färm, Anna Hedh, Inger Segelström och Åsa Westlund (PSE), skriftlig. Vi röstade för ändringsförslagen 3 och 8, eftersom vi tycker att det vore positivt om EU:s medlemsländer med enhällighet kunde komma överens om skatter som bidrar till att minska utsläppen av växthusgaser.

Däremot stödjer vi inte några beslut om skatter med majoritetsbeslut på EU-nivå, eftersom vi svenska socialdemokrater anser att beslut om skatter skall fattas på nationell nivå.

  Ilda Figueiredo (GUE/NGL), por escrito. Consideramos globalmente positiva a aprovação deste documento, mais um, sobre o tema das alterações climáticas. É um documento que afirma, ou reafirma, compromissos assumidos em matéria de redução de emissões e promoção de energias alternativas. Contudo, não desenvolve outros aspectos, igualmente importantes, como a promoção da eficiência energética e a utilização de transportes públicos de qualidade, havendo apenas pequenas e diluídas referências a estas alternativas.

Também insiste na proposta de comercialização dos direitos de emissão, ou melhor, do "direito a poluir", que, tal como temos vindo a afirmar, pelo seu carácter mercantil, contradiz os objectivos enunciados, pois quem puder pagar vai continuar a poder poluir, o que afecta, em especial, os países com economias mais frágeis que não têm dinheiro para a compra desses direitos de emissão.

Sendo certo que há propostas positivas no âmbito da redução de emissões e nas energias renováveis, há um outro conjunto de propostas que será difícil de concretizar pelas exigências que se colocam aos diferentes países, conhecendo-se a sua oposição.

De qualquer modo, iremos dar toda a atenção à concretização de algumas ideias aqui contidas, lutando para que não sejam aproveitadas para novas concentrações no domínio da energia e para o domínio dos países mais ricos, ou para fazer recair sobre os consumidores os custos da poluição das indústrias poluentes.

  Διαμάντω Μανωλάκου (GUE/NGL), γραπτώς. – Τα αποτελέσματα της Διάσκεψης στο Παρίσι αποτελούν κόλαφο για όσους πίστευαν ότι θα ξεπερνιόντουσαν αντιθέσεις και συμφέροντα, ενόψει του σοβαρού κινδύνου υπερθέρμανσης του πλανήτη και των καταστροφικών, μεσο-μακροπρόθεσμα, επιπτώσεων στους λαούς της γης.

Το ψήφισμα όμως για τις κλιματολογικές αλλαγές, ενώ είναι ένα κείμενο αγωνίας, δεν προτείνει ουσιαστικές και συγκεκριμένες λύσεις. Σε μεγάλο βαθμό εκφράζονται ευχολόγια, διατηρείται ένας εφησυχασμός, εμμένοντας στην ίδια μεθοδολογία που ευθύνεται για τα σημερινά οξυμένα προβλήματα, ευνοώντας τους μηχανισμούς της αγοράς, επιβάλλοντας φόρους και εισφορές στους εργαζόμενους και απαλλαγές στις πολυεθνικές.

Καθαρά επισημαίνεται ότι η μείωση των εκπομπών θα συμβάλει στον ανταγωνισμό, στην επίτευξη των στόχων της Λισαβόνας και τους στόχους του Κιότο. Ακριβώς αυτή η πολιτική του κεφαλαίου ευθύνεται για την μόλυνση του περιβάλλοντος και τις εκπομπές αερίων και δεν μπορεί να αποτελεί κριτήριο προστασίας του.

Εξάλλου, όσοι επικύρωσαν το πρωτόκολλο του Κιότο παρουσιάζουν αθροιστικά σημαντική απόκλιση, ενώ οι ΗΠΑ συνεχίζουν την αύξηση των αερίων θερμοκηπίου μαζί με την Κίνα και Ινδία. Συνεπώς το Κιότο ελάχιστη σχέση έχει στην πράξη με τη μείωση των εκπομπών αερίων.

Το συμπέρασμα είναι ότι η ΕΕ του κεφαλαίου και οι πολιτικοί της εκφραστές, καταστρέφουν τον πλανήτη έχοντας άλλοθι τις περιβαλλοντικές αλλαγές και μοναδικό τους μέλημα πώς θα αξιοποιήσουν επικερδέστερα τους "μηχανισμούς αγοράς" του Κιότο.

  David Martin (PSE), in writing. I agree with the general aims of the Council resolution. While I agree with the content of the Verts/ALE amendments and the commitment to reducing greenhouse gas emissions by 30% by 2020, I believe that the amendment was too narrowly focused and I abstained from the vote on that particular amendment.

  David Martin (PSE), in writing. Climate change is perhaps the most significant political challenge of our time. The type of steps called for in this resolution, and collective action at the multilateral level are essential if climate change is to be combated.

  Mary Lou McDonald (GUE/NGL), in writing. While I supported the resolution, the EU needs to take additional initiatives to address climate change

Shop shelves are full of low value, perishable goods that have been transported tens of thousands of miles to satisfy consumer pricing expectations. The carbon footprint left behind by this form of global trading is colossal.

I am therefore calling for the introduction of a “Carbon Labelling” system, which would give consumers the information to make responsible and wise choices.

  Catherine Stihler (PSE), in writing. Moves to make the European Parliament a carbon neutral institution require to be pursued as a matter of urgency. Tackling climate change is the challenge of our time. We all need to play our part. Perhaps it will be the argument of our carbon footprint, rather than any other, which will finally end our Strasbourg sojourns every month. After all, we as MEPs should practice what we preach.

  Lars Wohlin (PPE-DE), skriftlig. Växthuseffekten är en av vår tids svåra problem. Därför är det viktigt att stora insatser görs för att minska utsläpp av koldioxid. En av de viktigaste och bästa metoderna att eliminera koldioxidutsläpp är att ersätta energiproduktion genom förbränning av kol och olja med kärnkraft. IAEA har konstaterat att kärnkraft är en nödvändig komponent för att minska koldioxidutsläppen. Det är beklagligt att denna resolution väljer att bortse från detta genom att vidhålla att utsläpp inte får minskas genom kärnenergi. Det är av detta skäl som jag röstar nej till denna resolution.

Résolution sur le nouvel accord 'PNR' - SWIFT (B6-0042/2007)

  Hubert Pirker (PPE-DE). – Herr Präsident! Wir wissen alle, dass Terrorbekämpfung nur in Kooperation stattfinden kann. Ein wichtiger Partner für die Europäische Union sind dabei zweifelsohne die USA. Dass wir dazu den Austausch von Daten und Informationen brauchen, ist klar, doch muss dies nach Regeln geschehen, die beide Seiten akzeptieren. Nachdem wir die Regeln festgelegt und eine breite Mehrheit dafür gefunden haben – von der Zweckbindung über die Nichtspeicherung sensibler Daten bis hin zur Umstellung auf ein Push-System – und vor allem erreicht haben, dass die Behörden der USA im Falle eines Terrorverdachts verpflichtet werden, die entsprechenden Behörden der Europäischen Union zu informieren, habe ich diese Entschließung gerne unterstützt. Ich bin überzeugt, dass – wenn Herr Kommissar Frattini den Auftrag für Verhandlungen hat – ein gutes Ergebnis im Interesse der Sicherheit der Bürger der Union erzielt werden kann.

  Philip Bradbourn (PPE-DE), in writing. UK Conservatives are in full support of measures which highlight fraudulent financial transactions for the benefit of funding terrorism. However, this motion for a resolution fails to mention the results of investigations carried out by the Belgian authorities. Also the motion fails to recognise the importance of ensuring that access to such data should be limited to appropriate law enforcement agencies trusted with counter-terrorism action.

In the case of the PNR agreement, Conservatives believe that it is the sovereign right of a country to ask for information on people entering its territory. Any agreement on data transfer should recognise this right. The more appropriate method to handle such agreements and ensure high standards of data protection is through a mechanism of intergovernmental cooperation. For these reasons British Conservatives voted against the resolution.

  Carlos Coelho (PPE-DE), por escrito. A UE está plenamente empenhada na luta contra o terrorismo global, assente na matriz dos seus valores humanos e no respeito pelos direitos e pelas liberdades fundamentais.

Com efeito, nenhum motivo, por mais louvável que seja, justifica a ausência de uma legitimidade democrática, implicando que a partilha de dados seja sujeita permanentemente a um controlo parlamentar e judicial.

Existem sérias dúvidas sobre o tratamento dos dados pessoais pelas autoridades americanas, que se limitam a acumular de forma indiscriminada os dados não acompanhando a legislação europeia em matéria de protecção de dados e não assegurando a reciprocidade: os cidadãos americanos na Europa gozam de uma maior protecção do que os europeus na América.

Defendo, assim, a necessidade de se criar um quadro comum com os EUA de forma a salvaguardar as garantias no âmbito da luta contra o terrorismo e com a partilha de informação sensível. O acordo PNR a ser negociado pela Comissão deve ser acompanhado de perto pelo Parlamento Europeu.

  Pedro Guerreiro (GUE/NGL), por escrito. Sempre manifestámos a nossa oposição ao estabelecimento de um acordo com os EUA com vista à partilha de dados pessoais seja relativamente ao PNR, seja no caso SWIFT.

Desde logo porque esse acordo se integra num amplo conjunto de medidas de cariz securitário (refira-se o programa de escutas telefónicas ilegais nos EUA) que tem por base a denominada "luta contra o terrorismo", pretexto para o desencadeamento da ingerência e da agressão a países e povos quando estejam em causa os interesses imperialistas, nomeadamente dos EUA.

Depois, porque continuam a não estar asseguradas garantias válidas de respeito e de salvaguarda dos direitos dos cidadãos, entre outras, através da aplicação do acordado nas normas relativas à protecção dos dados pessoais, incluindo as definidas pela própria UE, ou o controlo efectivo por parte dos parlamentos nacionais destes acordos.

Sem dúvida que o estabelecimento de medidas mais específicas, meios mais eficazes de controlo dos dados pessoais a serem transmitidos, a limitação da sua finalidade, a informação aos cidadãos e a possibilidade destes terem acesso aos seus dados pessoais, minimizarão a gravidade da situação actual. No entanto, o que se impõe é o fim desta autêntica ofensiva securitária que, usando a "luta contra o terrorismo", coloca em causa os direitos, as liberdades e as garantias dos cidadãos.

  Mary Lou McDonald (GUE/NGL), in writing. Sinn Féin believes the Passenger Name Record (PNR) Agreement should not be entered into lightly or behind closed doors. The PNR Agreement forms part of the so-called 'war on terror' and will infringe the civil liberties of Irish citizens.

EU Member States should not allow themselves to be bullied into applying an Agreement which fails to guarantee the data protection rights of its citizens.

Ireland should take the lead within the EU Council in demanding a more acceptable Agreement. I am calling on the government to amend the proposed Agreement before its adoption to ensure that at a minimum: the annual joint review includes a requirement for an evaluation of the Agreement covering both the detail of its operation and also its effectiveness against its stated objective of 'fighting terrorism'; and that any change in US, EU or Irish data protection provisions relevant to the operation of the Agreement would prompt an immediate and transparent renegotiation of the Agreement requiring further approval by both houses of the Oireachtas."

  Αθανάσιος Παφίλης (GUE/NGL), γραπτώς. – Το ψήφισμα του Ευρωπαϊκού Κοινοβουλίου για την διαβίβαση των προσωπικών δεδομένων των επιβατών από τις ευρωπαϊκές αεροπορικές εταιρείες ( PNR) και το σκάνδαλο παράδοσης των στοιχείων των οικονομικών συναλλαγών των πελατών της SWIFT στις υπηρεσίες ασφαλείας των ΗΠΑ, αποκαλύπτει τον πραγματικό χαρακτήρα των διακηρύξεων των πολιτικών δυνάμεων του ευρωμονόδρομου και της ευρωυποταγής.

Οι διαμαρτυρίες τους για την παραβίαση της προστασίας των προσωπικών δεδομένων και της ιδιωτικής ζωής, στο ψήφισμα μετατρέπονται σε πίστη ότι "η ΕΕ και οι ΗΠΑ συνιστούν βασικούς και πιστούς συμμάχους στα πλαίσια της καταπολέμησης της τρομοκρατίας". Γι αυτό και προτείνουν την υπογραφή νέας συμφωνίας για την διαβίβαση των προσωπικών δεδομένων των επιβατών, με το ίδιο περιεχόμενο με την προηγούμενη, καθώς και την άρση των στοιχείων των οικονομικών συναλλαγών για "σκοπούς δικαστικών ερευνών", αρκεί οι ΗΠΑ να δώσουν εγγυήσεις για την προστασία τους! Οι νέες συμφωνίες που προτείνονται έρχονται να προστεθούν στις αποκαλύψεις για την εγκληματική δράση της CIΑ σε κράτη μέλη της ΕΕ, με απαγωγές, κρατήσεις σε μυστικές φυλακές και βασανιστήρια "υπόπτων για τρομοκρατία", αποδεικνύοντας ότι, παρά τις υποκριτικές διακηρύξεις, βαθαίνει η συνεργασία ΕΕ και ΗΠΑ με στόχο τον περιορισμό των θεμελιωδών δικαιωμάτων και λαϊκών ελευθεριών, με πρόσχημα την καταπολέμηση της τρομοκρατίας.

Résolution sur la stratégie de Lisbonne (B6-0040/2007)

  Zita Pleštinská (PPE-DE) – Hlasovala som za prijatie uznesenia Európskeho parlamentu o príspevku na jarné zasadnutie Európskej rady, ktoré sa uskutoční 8. a 9. marca. Vyjadrila som podporu upravenému textu uznesenia, pretože zabezpečenie konkurencieschopnosti vnútorného trhu a implementáciu strategickej inovačnej politiky s dôrazom na energetickú účinnosť pokladám za jasnú a aktuálnu odpoveď na otázku ako dosiahnuť ciele lisabonskej stratégie. V záujme zvýšenej transparentnosti a lepšej zrozumiteľnosti stratégie podporujem proces lepšej tvorby právnych predpisov s dôrazom na ochranu spotrebiteľa.

Dôležitým bodom uznesenia je výzva pre národné parlamenty, aby sa zapojili do národných reformných programov, pretože úspešnosť plnenia ambicióznych cieľov lisabonskej stratégie závisí hlavne od iniciatívy jednotlivých členských krajín. V tejto súvislosti uvediem príklad Slovenska, kde vďaka štrukturálnym reformám vlády Mikuláša Dzurindu môžeme dnes hovoriť o reálnych výsledkoch, ktorými sú takmer 10 % hospodársky rast a vytvorenie stoviek nových pracovných príležitostí. Stratégia Minerva, teda mobilizácia inovácií v národnej ekonomike a rozvoj vedecko-vzdelávacích aktivít, je konkretizáciou lisabonskej stratégie s cieľom urobiť zo Slovenska jednu z najvyspelejších, najmodernejších a najprosperujúcejších spoločností na svete, ktorá môže byť zdrojom nápadov a inšpirácií aj pre iné členské štáty Európskej únie.

  Jan Andersson, Göran Färm, Anna Hedh, Inger Segelström och Åsa Westlund (PSE), skriftlig. Vi gav vårt stöd till resolutionen om Lissabonstrategin. Vi anser att Lissabonstrategin även fortsättningsvis skall utgå från att socialpolitiken, den ekonomiska politiken och miljöpolitiken ömsesidigt måste stödja varandra. Det är viktigt att i det fortsatta arbetet med strategin betona en helhetssyn som innebär att det är välfungerande och öppna marknader, utbildning, en aktiv jämställd välfärdspolitik och en progressiv miljöpolitik som tillsammans bidrar till tillväxt och skapande av arbetstillfällen.

Vi gav dock inte vårt stöd till kravet att hinder som ligger i vägen för att skapa arbetstillfällen, däribland hindren för anställningar med förhållandevis blygsamma löner, måste avlägsnas. Detta kan tolkas som ett öppnande av en låglönemarknad. Det är vi absolut emot. Tvärtom vill vi att en sådan utveckling förhindras. Det kan göras genom att kollektivavtal och samarbetet mellan arbetsmarknadens parter får spela en mer betydelsefull roll.

Vi är också mot skrivningar som uppmuntrar utnyttjandet av ”ren energi” och ”energiteknik som är neutral med avseende på koldioxid”, eftersom det kan tolkas som om att vi är för utbyggnaden av kärnkraft. Vi ser då hellre ökade ansträngningar att bygga ut förnybar energi, för att främja en hållbar utveckling.

A presente resolução torna evidente a verdadeira natureza da "Estratégia de Lisboa" - agenda do patronato e dos grandes grupos financeiros e económicos a nível europeu - o que foi reforçado com a revisão da Estratégia, em 2005, e o lançamento dos programas nacionais de reforma em todos os Estados-Membros para forçar as ditas reformas estruturais, visando a flexibilização das relações de trabalho, a desregulamentação dos mercados, a liberalização dos serviços, a mercantilização da educação e da investigação e a privatização da segurança social. Atingida a liberalização dos serviços, a Estratégia visa, agora, as relações laborais com a dita "flexisegurança", a desregulamentação total e a liberalização dos despedimentos sem justa causa.

Registe-se o desaparecimento das preocupações e dos objectivos no domínio social, que anteriormente serviram para ajudar a dissimular o verdadeiro carácter da Agenda de Lisboa.

Na verdade, desde 2000, a realidade na União Europeia pós-Estratégia e pós-Euro, tem sido um de lento crescimento económico e do emprego, de agravamento da precariedade laboral, da pobreza, da exclusão social, das desigualdades de rendimento e de manutenção de elevados níveis de desemprego.

Por isso é necessária uma ruptura com as actuais políticas da UE.

  Bruno Gollnisch (ITS), par écrit. – Les idées des trois principaux groupes de ce Parlement, sont si semblables - sur la politique économique, commerciale, sociale, d'emploi - qu'ils ont déposé d'emblée une résolution unique sur le prochain sommet européen. Rien que cela, en soi, motive un rejet.

Dans ce texte, reflet d'une affligeante pensée européiste unique, on retrouve tout ce qui motive l'hostilité croissante des Européens à votre système: le couplet, à mots couverts, sur les chômeurs responsables de leur non-emploi - "salauds de pauvres" disait Gabin dans "la Traversée de Paris" -,celui sur l'immigration bienfaisante, au prix du pillage des élites du tiers monde et de pressions sur les salaires en Europe; celui de la nécessaire réforme de notre protection sociale "à la lumière de l'évolution des dynamiques mondiales", ce qui les condamne évidemment à la disparition; le couplet sur les discriminations à raison de n'importe quoi, quand les plus scandaleuses discriminations s'exercent à l'encontre des Européens, chez eux; celui sur la croissance, sans jamais parler de pouvoir d'achat et de consommation, de l'explosion du nombre de travailleurs pauvres et des responsabilités de l'euro; celui, enfin de la "mondialisation heureuse", qui est une oxymore.

Votre éternelle solution: toujours plus d'Europe. Décidément, vous méritez vos échecs !

  Timothy Kirkhope (PPE-DE), in writing. I and my British Conservative colleagues have supported this motion for a resolution as we have always been supportive of the aims of the Lisbon Strategy to enhance Europe's competitiveness and the development of a dynamic and innovative economy, improve labour market flexibility and promote deregulation in the EU. We also support the call for Member States to refrain from protectionism. We believe that this resolution broadly supports these aims.

This does not mean that we endorse the entire list of detailed policy measures listed in the resolution. Rather we are supportive of the broad thrust of what we believe to be the liberalising effect of the text, which is absolutely overdue.

  David Martin (PSE), in writing. I am particularly supportive of the amendment which calls for the promotion of ILO core labour standards and decent work agenda. Further, I support the avoidance of environmental dumping as a crucial element of fair competition. Social and environmental aspects must be built into trade development.

  Catherine Stihler (PSE), in writing. The 2010 deadline of achieving the Lisbon goal of becoming the most dynamic and knowledge-based economy in the world is looming. Part of this goal is about getting more women back into the workplace. During the Barcelona Summit of 2002 agreement was reached by Member States that by 2010 a third of children under three and 90% of children aged three to six would be provided with childcare places. Apparently only five Member States have achieved this goal. If we want more women to enjoy the freedom of work we need to have the availability of quality and affordable childcare as a key political priority.

  Marc Tarabella (PSE), par écrit. – J'ai voté contre la résolution commune présentée par le PPE, le PSE et l'ALDE présentant des idées en vue du Conseil de printemps 2007 en rapport avec la Stratégie de Lisbonne.

En effet, deux paragraphes que je considérais comme fondamentaux ont été acceptés par mes collègues, alors que je les trouve contraires à mes convictions européennes.

Tout d'abord, le Parlement européen a accepté de soutenir la politique autorisant le financement privé des universités et d'encourager le secteur privé à se manifester quant aux besoins du marché en matière de formation et d'enseignement. Cette mesure peut conduire à une forme de compétition entre les universités; qui pourrait compromettre l'égalité dans la formation universitaire.

De plus, le Parlement européen a décidé de demander aux États membres de revoir les modèles sociaux inefficaces à la lumière de leur viabilité financière à long terme, des dynamiques mondiales en évolution et des tendances démographiques, dans le but de rendre ces modèles sociaux plus durables. À mes yeux, cela revient ni plus ni moins à menacer ouvertement les systèmes de sécurité sociale.

Rien que pour ces deux options, contraires à mes convictions, j'ai décidé de voter contre cette résolution.

  Γεώργιος Τούσσας (GUE/NGL), γραπτώς. – Το κοινό ψήφισμα για τη Στρατηγική της Λισσαβόνας, Ευρωπαϊκού Λαϊκού Κόμματος, Σοσιαλδημοκρατών και Φιλελευθέρων, που υιοθετήθηκε από το Ευρωκοινοβούλιο αναδεικνύει ακόμη μία φορά την σύμπλευση των πολιτικών εκφραστών του κεφαλαίου στην προώθηση των στρατηγικών επιλογών του.

Προτεραιότητα του ευρωενωσιακού κεφαλαίου είναι η αποτελεσματική και γρήγορη προώθηση των κατευθύνσεων της Στρατηγικής της Λισσαβόνας, που εκφράζει την επιδίωξή του να αυξήσει την κερδοφορία του, ώστε να επιβληθεί στον μονοπωλιακό ανταγωνισμό, μέσα από μία βάρβαρη επίθεση στο σύνολο των κατακτήσεων και των δικαιωμάτων της εργατικής τάξης.

Μέσα από το ψήφισμα στοχοθετείται η στρατηγική του κεφαλαίου, την οποία εφαρμόζει πιστά η Κυβέρνηση της ΝΔ με τη στήριξη του ΠΑΣΟΚ, δηλαδή η επέλαση του κεφαλαίου στους τομείς της Υγείας, Πρόνοιας και Παιδείας, μέσα από τις συμπράξεις ιδιωτικού-δημοσίου τομέα, η θέση της Έρευνας στην υπηρεσία των μονοπωλίων, η απελευθέρωση και εμπορευματοποίηση της Ενέργειας, η αποδιάρθρωση των εργασιακών σχέσεων και η διάλυση του συστήματος της κοινωνικής ασφάλισης. Ιδιαίτερη σημασία αποδίδει στην προσαρμογή του εκπαιδευτικού συστήματος στις ανάγκες ανταγωνιστικότητας του κεφαλαίου.

Η ευρωκοινοβουλετική ομάδα του ΚΚΕ καταψηφίζει το ψήφισμα και καλεί την εργατική τάξη να εντείνει την πάλη της ενάντια στο σύνολο της αντιλαϊκής πολιτικής της ΕΕ, των "κεντροδεξιών" και "κεντροαριστερών" κυβερνήσεών της, να διεκδικήσει μόνιμη, σταθερή δουλειά με δικαιώματα, δημόσια κοινωνική ασφάλιση και Υγεία, δημόσια δωρεάν Παιδεία.

  Lars Wohlin (PPE-DE), skriftlig. I förslaget finns flera bra förslag om vikten av ökad konkurrens och förbättrade förutsättningar för företagande och innovationer. Lissabonprocessen måste dock betraktas som främst en nationell angelägenhet, varför det är olyckligt att parlamentet går in på en rad områden som ankommer på de enskilda medlemsländernas att besluta om.

Till exempel går betänkandet in på hur medlemsländerna skall ordna sin socialförsäkring och hur de skall garantera att alla som går ut skolan erbjuds arbete eller åtgärder som syftar till anställningsbarhet. Därför röstar jag nej till denna resolution.

  Ilda Figueiredo (GUE/NGL), por escrito. O texto hoje aprovado no seguimento da comunicação da Comissão sobre a política comunitária em matéria de espectro de radiofrequências é um tanto contraditório em algumas formulações dando a ideia de querer conciliar posições ideologicamente diferentes.

Apesar de conter preocupações no sentido de salvaguardar a prestação de serviço(s) público(s), de manter um certo grau (que pode ser elevado) de soberania nacional na gestão do espectro de radiofrequências, de transpor parte dos benefícios decorrentes das novas tecnologias para as regiões menos desenvolvidas, de recuperar para o domínio público frequências não utilizadas, de acordo com os compromissos assumidos, de proteger os interesses públicos e as frequências de importância estratégica, de manter elevados níveis de qualidade dos serviços "de interesse público ou geral", entre outras, faz questão de afirmar que se congratula com a proposta da Comissão no sentido de introduzir uma abordagem do espectro orientada para o mercado e que seja estabelecido um quadro jurídico claro que preveja soluções assentes na concorrência.

No fundo, não obstante as "boas intenções", dá o seu aval a que se prossiga e avance com as políticas neoliberais e de cedência exclusiva a essa entidade, que parece divina, o "MERCADO", colocando, deste modo, em causa, a própria prestação do serviço público.

  David Martin (PSE), in writing. I voted in favour of this report as it argues for fair and non-discriminatory access to spectrum and maintains that all technologies should be treated the same. A combined approach to the management of the spectrum, in order to achieve greater flexibility and market reponsiveness, will contribute to social and economic benefits arising from its use.

  Catherine Stihler (PSE), in writing. I would like to support the rapporteur in attempting to address the serious concerns over efforts to exclude broadcasting frequencies from the proposals, in particular regarding the digital dividend which will become available following switchovers to digital broadcasting. There is a need to push broadcasters to use spectrum efficiently.
