  Joaquín Almunia, Member of the Commission. Mr President, we are confronted with a dramatic humanitarian, security and political problem in Darfur today.

The situation on the ground is deteriorating by the day. The number of civilians affected by the conflict has risen to almost four million since 2003. Throughout 2006 we saw an increase in the number of violent deaths in Darfur. Attacks on humanitarian aid agencies also significantly increased and this has prompted some organisations to evacuate.

Continued violations of the ceasefire by both the Sudanese Government and the rebel factions deepen insecurity and instability. Most recently, on Monday, Sudanese military forces bombarded Cariari and Bahai, two villages in north Darfur close to the Chad-Sudan border.

The African Union Mission to Sudan – established in 2004 to help prevent further conflict – continues to face resource constraints. Despite its best efforts, it had some difficulty in providing effective protection to civilians or carrying out additional duties associated with the implementation of the Darfur Peace Agreement. Politically, the situation is complicated by splits and regrouping among the non-signatory rebel movements as well as the Government’s refusal to consider reopening the deadlocked Peace Agreement.

Darfur is not a simple issue. The commitment of the European Union to alleviating such a dramatic situation has been reiterated on several occasions, most recently at the European Council last December, at the Council on 22 January and, just two days ago, through the General Affairs Council conclusions on Sudan of 12 February. We must work to ensure the protection of non-combatants as well as of humanitarian aid workers. We must seek the full implementation of the UN-EU three phase plan for Darfur, this being the most effective means at our disposal to support the African Union mission in Sudan and to protect civilians.

But our overriding objective in Darfur must be to achieve a durable peace through a political settlement agreed by all parties voluntarily and then implemented. The strategy of Khartoum to negotiate individually with each rebel leader to buy their support will not create a cohesive and lasting peace.

The Council of the EU, in its latest conclusions on Sudan, has emphasised the need for an inclusive political process and confirmed its support for the joint initiative of the African Union and UN special envoys to start negotiations between the parties as soon as possible. On several occasions and in various fora, the Commission has stressed the need for a political solution in Darfur based on the existing peace agreement and insisted that there is no military solution to the crisis. In this context, the European Commission has strongly backed the African Union in the search for a political settlement in Darfur.

The Commission has been providing continued support to the African Union in political and financial terms. With cofinancing from Belgium, the Commission stands behind any and all efforts to revive the peace agreement. The European Commission has provided one and a half billion euros specifically for the Darfur crisis, covering security, humanitarian needs and peace efforts for Darfur. The aim is to create the conditions to bring the non-signatory parties of the Darfur Peace Agreement back to the negotiating table and to start effective implementation of the Agreement.

Pending a lasting settlement, the Commission is also active in the political démarche intended to obtain the agreement of the Khartoum Government to a joint EU-UN force capable of providing effective protection of civilians. In the margins of the African Union Summit on 28 January, Commissioner Michel met with the Sudanese President, Mr al-Bashir, as well as with the UN Secretary-General Mr Ban Ki-Moon. The Commissioner was also in Ethiopia and in Eritrea where the Darfur issue was raised. Just yesterday, the Darfur issue was discussed in Washington in a meeting between Commissioner Michel and the US Secretary of State, Condoleezza Rice.

This Parliament is right to debate the Darfur Peace Agreement and the critical situation in Darfur. Yet we must not take the Comprehensive Peace Agreement for granted. EU Heads of Mission in Khartoum report that this peace agreement, made in 2005 with the south, is in trouble. After 20 years of civil war the comprehensive peace agreement may be the last chance for the Khartoum regime to show that the federal power-sharing form of government can work for this vast country. If the Comprehensive Peace Agreement cannot work, then nor can the Darfur Peace Agreement. It is important, I think, that the critical situation in Darfur does not divert our attention, or indeed the attention of the Sudanese regime, from the very real threat to the whole sub-region if both the Comprehensive Peace Agreement and the Darfur Peace Agreement are not pursued with more vigour. This is a message that the Commission will strive to communicate in the weeks ahead.

  Simon Coveney, on behalf of the PPE-DE Group. – Mr President, the Council released its conclusions on Sudan on Monday, so it is appropriate that Parliament also speaks out strongly this week, further highlighting the humanitarian crisis and international scandal that is Darfur. We are attempting to raise the political temperature on this issue to increase the pressure on those who can, if the will exists, make things happen on the ground to protect people.

We all know the figures and the scale of the humanitarian consequences of insufficient action by the international community. It is estimated that up to 400 000 people have been killed and more than two and a half million people displaced or made homeless in the last three years due to conflict. NGOs currently provide humanitarian relief for up to four million people. That is half of Darfur’s entire population. In recent months there have been repeated attacks on humanitarian convoys and twelve aid workers have been killed in Darfur in the last six months.

So NGOs are pulling their people out of Darfur while indiscriminate attacks continue on civilians. So what can we do? The main thrust of this resolution is to call on the UN to set a clear date for deployment of the planned UN-supported peacekeeping force, or hybrid force, into Darfur, even in the absence of agreement with the Sudanese Government, in order to secure humanitarian aid corridors to an increasingly isolated population in the region.

We are calling for this in the context of the UN’s responsibility to protect, based on the failure of the Sudanese Government to protect its own population from war crimes and crimes against humanity, and a failure to provide humanitarian assistance to the population. President al-Bashir continues to oppose Phase 3 of the present UN Plan which allows the AU mission to be bolstered by more than 20 000 UN peacekeeping troops.

The point is, diplomacy is failing. People are dying in huge numbers and at some point the international community is obliged to act more firmly. That is why the setting of a clear date for the deployment of troops will focus the attention on a tight timescale to find a diplomatic solution to get peacekeepers on the ground in Darfur.

  Margrietus van den Berg, namens de PSE-Fractie. – Voorzitter, Darfur lijdt nu al vier jaar onder terreur. Honderdduizenden mensen zijn om het leven gekomen, twee miljoen mensen zijn ontheemd, plundering, moord, verkrachting zijn in Darfur onderdeel van het dagelijks leven. Het is bijna onmogelijk om de omvang van dat leed echt te beseffen. Intussen lopen de schendingen van de mensenrechten alleen maar verder uit de hand ondanks alle mooie afspraken, ondanks alle akkoorden. De afgelopen maanden heeft de situatie voor zowel de bevolking als voor hulpverleners een dieptepunt bereikt. Ondanks het begin januari gesloten bestandsakkoord werden onlangs - zoals de commissaris ook zei - grote delen van Noord-Darfur bewust gebombardeerd door de Soedanese luchtmacht. Ook hulpverleners zijn niet langer veilig voor het geweld. Hulporganisaties voelen steeds meer dat geweld. Afgelopen maand hebben vijftien VN-organisaties, waaronder UNICEF, gemeld dat zij de hulp aan de bevolking in Darfur niet meer op een adequate manier kunnen voortzetten. Twee weken geleden heeft zich een eerste hulporganisatie (Médicins du Monde) teruggetrokken en Oxfam en CARE International dreigen hetzelfde te moeten doen, dat terwijl drieëneenhalf miljoen Darfuri's aangewezen zijn op humanitaire hulp.

De Raad: niet aanwezig. Hoelang willen we deze onhoudbare situatie laten voortduren? De VN spreekt weliswaar ferme taal in haar resolutie, maar onderneemt vooralsnog weinig actie. Van de twee maanden geleden in Addis Abeba beloofde vredesmacht zijn er zo'n 100 militairen en voor de rest is in velden of wegen niks te bekennen. Met de door de VN-Veiligheidsraad geautoriseerde sancties tegen vier belangrijke daders van de gruwelijkheden, is niets gebeurd. Het is onaanvaardbaar dat Europese lidstaten wél sancties kunnen instellen tegen oorlogsmisdadigers in landen als Wit-Rusland, Congo, Ivoorkust, Noord-Korea, Birma, Zimbabwe en dit nalaten in Darfur. De Raad verzuimt in Darfur zijn humanitaire plicht.

De internationale gemeenschap mag niet langer machteloos toekijken hoe miljoenen onschuldige mensen worden verdreven, vermoord en verkracht. Europa moet de leiding nemen en dringend actie ondernemen om de humanitaire crisis in Darfur een halt toe te roepen. De Soedanese regering zal alleen bereid zijn om echte vredesafspraken te maken en zich daaraan ook te houden als er een echte bedreiging van hun eigen belang bestaat. Deze regering verstaat alleen haar eigen taal, die van de vuist. In Zuid-Soedan heeft een olieboycot gewerkt. Laten we dat middel zonodig ook hier inzetten, vraag ik aan mijn collega's van andere politieke partijen.

Raad, bent u bereid om per direct sancties af te kondigen tegen iedereen die het staakt-het-vuren schendt of die burgers, vredestroepen of hulpverleners aanvalt? Bent u bereid al het mogelijke te doen om een einde te maken aan de straffeloosheid en eindelijk de in de Veiligheidsraad afgesproken sancties af te dwingen en te implementeren? Bent u bereid om de aanwezigheid van de hybride vredesmacht van soldaten van de Afrikaanse Unie en blauwhelmen af te dwingen?

Bent u tot slot bereid tot economische sancties, waaronder het instellen van een olie-embargo? We grepen niet in toen de genocide in Rwanda plaatsvond en we zagen toe hoe de mannen in Srebenica hun einde tegemoet gingen, dat terwijl de VN in '45 juist is opgericht om onze belofte 'nooit weer' kracht bij te zetten. We mogen de machtelozen niet aan hun lot overlaten. Ik hoop dat Europa het verschil wil gaan maken. Ik spreek vooral de Raad aan, die er niet is, en de commissaris: neem actie!.

  Thierry Cornillet, au nom du groupe ALDE. – Monsieur le Président, je m'exprime au nom de mon collègue Morillon.

Permettez-moi de souligner d'abord le caractère complètement surréaliste de notre réunion de ce soir. Nous sommes une dizaine de parlementaires. Monsieur le Commissaire, merci d'être ici. Je sais les raisons de l'absence de M. Louis Michel que vous représentez. Mais il y a le grand absent du Conseil et pendant ce temps-là, hélas, les gens continuent à mourir au Darfour. À vous qui êtes un homme de chiffres, Monsieur Almunia, je rappelle que quatorze ou quinze personnes meurent toutes les heures au Darfour.

Il était donc grand temps peut-être de s'inquiéter d'une situation dont personne ne pense qu'elle est simple. Mais faut-il continuer à nous ridiculiser? Cette résolution sera la cinquième que nous adopterons depuis de nombreux mois sur le Darfour: nous voyons à quel point elles ébranlent les responsables, notamment les responsables soudanais accueillis ce soir à Paris.

Je pense que nous pourrions réellement prendre enfin nos responsabilités. Permettez-moi de vous alerter, Monsieur le Commissaire, sur les paragraphes 2 et 3 de cette résolution. Le paragraphe 2, comme le souligne notre collègue Coveney, insiste sur la nécessité d'obtenir une date claire fixée par l'ONU. Mais le paragraphe 3, Monsieur le Commissaire, est un appel lancé à l'Union européenne afin qu'elle prenne ses responsabilités. Prendre ses responsabilités, cela voudra sûrement dire quelque chose dans quelque temps. Faute de quoi on peut se demander à quoi sert l'Union européenne, à quoi servent les valeurs que nous voulons défendre, face à ce qui constitue effectivement une situation humanitaire d'urgence continue, que personne ne nie.

Mes collègues m'ont désigné comme rapporteur permanent pour l'action humanitaire. Mais que dois-je rapporter? Le retrait systématique de toutes les ONG qu'on ne laisse plus travailler, les quatorze personnes qui ont été tuées et la mort tous les jours, tous les jours des gens que l'on abandonne et qui, en plus d'avoir été déplacés, ont perdu tout espoir.

Monsieur le Commissaire, faites-vous, s'il vous plaît, notre interprète auprès de la Commission; nous nous chargerons du Conseil, politiquement, puisque, si nous les écoutions, nous ne devrions parler de ce sujet que dans un mois. Il faut faire passer ce message: un jour, le droit, pour ne pas dire le devoir d'ingérence, s'imposera, quand on voit que des hommes et des femmes sont maltraités à ce point.

  Marie-Hélène Aubert, au nom du groupe Verts/ALE. – Monsieur le Président, à mon tour, je voulais souligner le décalage entre la gravité de la question traitée et cet hémicycle quasi désert, sans parler de l'absence du Conseil; si, au moins, la Commission est représentée, ce que nous faisons là n'est certainement pas, en tout état de cause, à la hauteur des enjeux.

Le Conseil est absent, disais-je, mais quand on lit ses conclusions du 12 février, c'est-à-dire il y a deux jours très exactement, de toute façon, cela ne changerait pas grand-chose. Je lis et je cite ce qui est écrit dans ces conclusions:

‘The Council remains gravely concerned about the security situation in Darfur’ – to say the least – ‘and condemns continued ceasefire violations by all parties.’

Voilà le type de phrase particulièrement énergique que le Conseil est capable de produire après des mois et des mois de résolutions, de décisions, de rencontres diplomatiques, alors qu'aujourd'hui la situation est plus désastreuse que jamais. Nous pensons donc clairement qu'il faut changer de niveau, et, effectivement, faire monter la pression par rapport à cette situation inacceptable.

Qu'en est-il des sanctions qui ont été décidées à l'égard des dirigeants soudanais, à l'égard aussi de tous ces criminels de guerre? Que fait l'Union européenne quant à ces sanctions? Il me semble tout de même que l'Union européenne a à sa disposition un certain nombre de possibilités pour bloquer des avoirs financiers, pour interdire la libre circulation de tous ces gens sur notre territoire. Des possibilités de pression existent.

Concernant la résolution 1706 des Nations unies, qui est soutenue par l'Union européenne, que faisons-nous? Quelles sont les initiatives prises par la Commission européenne, par le Conseil, pour faire pression sur tous les responsables de cette situation? Quelle crédibilité avons-nous aujourd'hui à multiplier les textes qui se contentent, du moins de la part du Conseil, voire de la Commission, de redire l'extrême préoccupation pour cette situation?

Très récemment, le Président chinois, Hu Jintao, s'est rendu en visite dans plusieurs pays d'Afrique et particulièrement au Soudan. Quelle est la position de l'Union face à cette réalité, au rôle nouveau, émergeant des dirigeants chinois? Face aussi à l'importance de l'accès aux matières premières, et au pétrole en particulier?

Alors, quand on voit l'inertie, la paralysie, des institutions européennes concernant cette question, quelles conclusions faut-il en tirer? Est-ce que cela veut dire que, pour privilégier l'accès à des matières premières ou à du pétrole, qui effectivement va s'amenuisant, pour privilégier les grands marchés que représentent des pays comme la Chine, on fait passer à l'arrière-plan les valeurs des droits de l'homme et le devoir que nous avons effectivement de protéger des populations civiles. Est-ce cela que cela veut dire?

Je pense qu'il serait absolument dramatique que l'Union européenne en arrive là. Or, ces questions se posent tous les jours, et on constate sans cesse l'incapacité, l'impuissance dans laquelle nous nous trouvons face à cette situation tragique. Il est donc grand temps d'organiser une séance solennelle réunissant le Conseil, la Commission et le Parlement sur cette question, dans un avenir très proche, à Bruxelles ou à Strasbourg, de façon à prendre à prendre enfin les décisions qui s'imposent.

  Bastiaan Belder, namens de IND/DEM-Fractie. – Mijnheer de Voorzitter, mijnheer de commissaris, geachte collega's, in deze gezamenlijke resolutie over de internationale schandvlek - ik wil dat ook benadrukken: internationale schandvlek - Darfur, kan ik mij vinden, ondanks enige kanttekeningen. Op een aantal elementen wil ik nu nader ingaan.

In overweging C wordt gesteld dat het conflict in Darfur in toenemende mate de Centraal-Afrikaanse regio destabiliseert. Nog geen week geleden verscheen in mijn vaderland, Nederland, over deze ontwrichtende situatie een analyse onder de sprekende kop "Het zwarte gat". Inderdaad, in het hart van Afrika bestaat er een zwart gat, zonder gezag, gewelddadig en met een stroom vluchtelingen die zich alle kanten op beweegt. Een direct gevaar is dat een racistisch conflict in Darfur, waarbij nomaden van Arabische afkomst Afrikaanse boeren verjagen en doden, zich met de beruchte moorddadige Janjaweed-milities naar Tsjaad verplaatst. In verschillende paragrafen roept de gezamenlijke resolutie de Verenigde Naties op om eindelijk hun verantwoordelijkheid te nemen in Darfur. Ik kan deze parlementaire noodkreet voluit steunen. Tegelijkertijd, collega's, moet ik eerlijk bekennen dat ik buitengewoon sceptisch ben of dit alarmsignaal werkelijk gehoor zal vinden in het hoofdkwartier van de VN te New York.

Begin deze week gaf de voormalige gezant voor de VN-missie in Sudan, Jan Pronk, een openhartig interview aan de Sudan Tribune. Letterlijk oordeelde hij: "Ik verwijt New York dat het zijn eigen missie in de steek laat en dat het in plaats daarvan de machtselite in Khartoem tegemoet komt. Het is afschuwelijk als je duizenden mensen naar Sudan stuurt en hen daar aan hun lot overlaat."

Collega's, laten wij er in elk geval voor zorgen dat de aanklacht van Pronk niet verstomt, maar onze regeringen, de Europese Raad en de Veiligheidsraad van de Verenigde Naties bereikt en tot actie noopt.

Volkomen gepast acht ik voorts de oproep van dit Huis aan de Volksrepubliek China om haar niet geringe politieke en economische gewicht tegenover de Sudanese machthebbers in de schaal te leggen om Khartoem effectief te binden aan bestaande vredesafspraken. Slechts zo'n constructieve internationale opstelling correspondeert met Peking's adagium van harmonieuze externe relaties. Bovendien mogen we dat ook verwachten van een strategische partner als verantwoordelijk lid van de Veiligheidsraad van de Verenigde Naties. Op die elementaire opbouwende internationale rol heb ik als rapporteur voor relaties EU/China tenslotte ook steevast mijn geachte Chinese gesprekspartners met nadruk gewezen.

Tot slot wil ik het enige amendement op de gezamenlijke resolutie steunen en ook van harte steunen, mevrouw Gomes. Sancties tegen dit schaamteloos Sudanese regime dienen zeker ook een olie-embargo in te houden. De proef op de som om te zien of de Verenigde Naties, gelet op het lange lijden van de burgerbevolking in Darfur, nog eigen politieke principes nakomen.

  Michael Gahler (PPE-DE). – Herr Präsident! Die Lage in Darfur bleibt erschütternd. Die Reaktionen der internationalen Gemeinschaft sind absolut unzureichend. Die Vorredner haben die Lage hinreichend beschrieben, eine Besserung für die Menschen ist nicht abzusehen.

Notwendige Beschlüsse wie die UN-Sicherheitsrats-Resolution 1706 sind gefasst, die Umsetzung scheitert letztlich an der Regierung in Karthum, deren verantwortliche Spitzen sich wahrscheinlich größtenteils mit ihren Namen in den Akten des Internationalen Strafgerichtshofs – der bereits im Juni 2005 eine Untersuchung der Verbrechen in Darfur eingeleitet hat – wiederfinden.

Deswegen ist hier der Fall gegeben, dass die Vereinten Nationen in Übereinstimmung mit ihrer Verantwortung für den Schutz dieser Menschen zu handeln haben, weil die Regierung des Sudan die Bevölkerung in Darfur nicht vor Kriegsverbrechen und Verbrechen gegen die Menschlichkeit geschützt hat und ihr auch keine Hilfe gewährt.

Aus diesem Grund fordert das Parlament die Vereinten Nationen auf, selbst einen Zeitpunkt festzulegen für die Stationierung einer von den Vereinten Nationen getragenen Friedenstruppe gemäß Artikel 7 der Charta der Vereinten Nationen, auch wenn es keine Genehmigung oder Zustimmung des Regimes in Karthum gibt. Wir fordern Rat und Kommission auf, alles in ihrer Macht stehende zu unternehmen, um die andauernde humanitäre Katastrophe zu beenden.

Da kann man ohne großen Aufwand kurzfristig Konkretes in Gang setzen. Die gegen Vertreter des Regimes gerichteten persönlichen Sanktionen sollen auch einseitig seitens der EU verhängt werden, nicht erst, wenn alle es tun. Ich bin immer dafür gewesen, dass den Familienangehörigen damit die Shoppingtouren in Europa verboten werden.

Bisher ignoriert das Regime in Darfur die Flugverbotszone, die in der Resolution 1591 des Sicherheitsrates verordnet wurde, und bombardiert weiterhin Dörfer in Darfur. Wir fordern dazu auf, in der Region vorhandene Kapazitäten zur Erzwingung dieser Flugverbotszone zu nutzen. Wir wissen doch, welche Mitgliedstaaten in der Region – um nicht zu sagen, in der unmittelbaren Nachbarschaft – Flugzeuge stationiert haben. Warum werden diese nicht für einen VN-Zweck eingesetzt? Wenigstens darauf muss sich die EU doch einigen.

Den Regierenden in Karthum sollte man auch zu verstehen geben: Verlasst euch nicht allzu sehr auf Mächte außerhalb Afrikas. Die Regierung des Sudan bewegt sich auf ganz dünnem Eis. Sie sollte afrikanische Solidarität nicht überstrapazieren. Sie hat schon zwei Warnschüsse bekommen. Der AKP-Gipfel in Karthum war der Gipfel, an dem die wenigsten Staats- und Regierungschefs teilgenommen haben, ein deutliches Zeichen des Unmuts. Und dass der Gipfel der AU nicht den sudanesischen Präsidenten, sondern Kufuor gewählt, war ein weiterer deutlicher Hinweis der Missbilligung.

  Glenys Kinnock (PSE). – Mr President, as others have said, as General al-Bashir continues to prevaricate on the deployment of an AU-UN hybrid force in Darfur, we see the humanitarian crisis getting worse. We see the number of internally displaced people increasing. The ceasefire has collapsed.

The international community has and is continuing to fail to fulfil its responsibility to protect innocent civilians in Darfur. This means that the European Union must act urgently to impose its own targeted and phased smart sanctions. We do not have to wait for the UN Security Council to agree on essential new measures – as others have suggested – on an arms embargo covering all of Sudan, on asset-freezing of the wealthy people of Sudan, on travel bans and on consideration of an oil embargo.

Clearly, revenue flows to the south would need to be protected if we impose an oil embargo, and consideration would perhaps need to be given to compensating the south Sudanese for lost oil revenue. But the least we can do is to put a bar on investments, on technical equipment and on expertise. I also believe that there should be serious consideration of sports sanctions against Sudan, especially consideration of excluding Sudan from the 2010 World Cup. This means that Europe has to put pressure on FIFA.

The EU position, frankly, is weak and untenable. There is too much emphasis on carrots and not enough on sticks. The German Presidency must take a lead and insist on a unified position from Member States. Commissioner, you have described the position, and in the Council we hear the fine words, but nothing happens.

The question is: how does Europe put pressure on Khartoum? There must be an urgent and detailed investigation of the personal finances of wealthy individuals in Sudan. We have to prepare the arguments against those who claim that this would push Sudan closer towards Chinese business interests. The truth is, frankly, that nothing is currently influencing Sudan. It is virtually impossible to influence them, and so, if we remain supine, then we maintain the position where they can be as brutal as they like and Europe will continue to do nothing. Millions of people in Darfur are paying for European broken promises and totally worthless commitments. Khartoum knows that Europe is all bark and no bite and that is why today we are calling for new, strong, economic, legal and military measures.

Public condemnation is not enough. We want solutions which reflect the tragedy. Europe is shamefully weak and I have to say finally that if Darfur was, for example, Lebanon, then real sanctions would be getting a lot more discussion time in the Council, and President Barroso in the Commission and you, Commissioner, would put pressure on the Council to do more.

  Fiona Hall (ALDE). – Mr President, the humanitarian crisis in Darfur is on a scale which is difficult to comprehend. Two and a half million people have had to flee their homes. That is the equivalent of the entire population of north-east England. The death toll among these displaced people is high and it would be higher by far if it were not for the humanitarian efforts on the ground. But even humanitarian workers cannot operate on a battlefield and unless there is a lessening of hostilities in Darfur it can be expected that more of them will be evacuated. The entire fragile, overstretched humanitarian effort in Darfur could very easily collapse, precipitating hunger and disease in the camps and a rocketing death toll. That is why the stabilising influence of an international peace force is so urgently required. It is also necessary in order to provide calmer conditions in which a political process can get under way, involving all parties and including local low-key intercommunity dialogue as well as high-level, high-profile political negotiation.

  Ana Maria Gomes (PSE). – É de facto significativo e preocupante que a Presidência alemã não esteja hoje aqui a representar o Conselho. Diz muito sobre o real interesse e empenho no novo relacionamento com África e no trabalho pelo desenvolvimento de África. Há três anos estive juntamente com outros deputados, que já aqui falaram ou vão ainda falar, no Darfur, e deste então o que vemos é que a situação se deteriora, como disse o Sr. Comissário Almunia.

O governo de Omar al-Bashir joga, brinca com a comunidade internacional, brinca com o Conselho de Segurança, brinca com a União Europeia, brinca com a União Africana e a União Europeia diz palavras grandes e eloquentes e não age. É tempo de a União Europeia agir para exercer a sua responsabilidade de proteger. É tempo de impor uma no-fly-zone a partir do Chade. A União Europeia pode fazê-lo, pode fazê-lo, inclusivamente, juntamente com países africanos com quem tem sinergias e pode ter eficácia no terreno. É tempo de impor sanções inteligentes e faseadas, proibições de viagens e restrições de vistos, bem como o congelamento de bens em bancos e outros e parar de tratar Omar al-Bashir e os membros do seu governo como líderes responsáveis e respeitáveis. É tempo de impor efectivamente um embargo de armas. É tempo de impor outro tipo de embargos comerciais e, sobretudo, o embargo ao petróleo, e aqui, Sr. Presidente, a União Europeia tem de falar sério com a China, porque a China, como sabemos, é muito responsável por esta atitude da parte do governo de Omar al-Bashir e é pena que a Europa fique apenas à espera dos Estados Unidos, como de alguma maneira sugeriu o Sr. Comissário Almunia, porque aqui a União Europeia de actuar independentemente.

Olhemos para o que se passa não apenas no Darfur mas em todo o Sudão, em todo o Corno de África: a União Europeia não pode ficar dependente das visões e das políticas desastrosas dos Estados Unidos em relação ao Corno de África, que vemos também desastrosas na Etiópia, na Eritreia e na Somália. É tempo de a União Europeia agir e eu junto-me aos meus colegas que aqui apelam ao Conselho e ao Presidente da Comissão para que efectivamente a União Europeia não fique mais à espera e exerça a influência que realmente tem em Cartum e em África para mudar a situação e proteger as pessoas que estão a morrer em Darfur, senão daqui a três anos eu e outros colegas estaremos com o Sr. Comissário Almunia ou outro comissário a carpir que a situação não parou de deteriorar-se.

  Joaquín Almunia, Member of the Commission. Mr President, honourable Members, the Commission shares the main concerns that you have expressed in this debate tonight. We find the initiative of this debate particularly useful, given the situation and in particular given the latest developments in the region.

In our view, even with this extremely difficult situation, a negotiated way out of the crisis in Darfur is the most desirable alternative and the option most likely to be successful. That being said, the Council already stated last Monday that it is ready to consider further measures, notably in the UN framework.

A lasting peace is Darfur can only be political and will require all parties to support the Darfur Peace Agreement and renounce the military option. The Commission remains strongly committed to alleviating the plight of the three million civilian people affected by this terrible crisis. As you all know, the Commission, and in particular my colleague Louis Michel – who cannot be here today because he is in Washington, discussing, among other things, this particular issue — is following the situation very closely and the Commission will not hesitate to call on all parties to respect human rights and international law as well as to remove all obstacles to the delivery of humanitarian aid.

  Filip Kaczmarek (PPE-DE), na piśmie. Jesteśmy dumni, iż z samego faktu bycia Europejczykiem wynika niezgoda na ewidentne zło, które dotyka ludzi w jakimkolwiek zakątku naszego globu. To, co dzieje się w Darfurze, jest ewidentnym złem. I my, niejako ex definitione, wyrażamy sprzeciw przeciwko tym, którzy to zło czynią. Czy możemy jednak wyrazić nasz pogląd wynikający z moralnego imperatywu i spocząć w poczuciu dobrze spełnionego obowiązku? Otóż nie. Dopóki cierpią ludzie, nie możemy być spokojni. Będziemy spokojni wtedy, kiedy to zło zatrzymamy. Dlatego źródłem spokoju nie jest to, że mamy rację, lecz skuteczne działanie.

Dopiero kiedy nasze słowa i czyny powstrzymają tych, którzy zabijają, tych którzy dostarczają broń i ideologię, tych którzy pozwalają na okrucieństwa, tych którzy je inspirują i tych którzy ich dokonują – dopiero wtedy będziemy mogli odpocząć w spokoju. Dopiero wtedy, gdy nasza wizja moralnego ładu stanie się rzeczywistością, będziemy mogli chodzić z wysoko podniesioną głową. Tak jak nie ma grzechu ktoś, kto go nie popełnił tylko dlatego, że nie miał pokusy, tak nie ma zasługi ten, kto mogąc fizycznie zatrzymać zło, zadowolił się tylko jego nazwaniem. Nie brakuje nam wiedzy o Darfurze, nie brakuje nam doświadczenia, nie brakuje nam etycznej i politycznej oceny wydarzeń. Brakuje nam skuteczności. Dlatego na tym powinniśmy się skoncentrować.

  Patrick Gaubert (PPE-DE), par écrit. Depuis le déclenchement des hostilités en février 2003, le Darfour, l'une des régions les plus pauvres du Soudan, est le théâtre d'une crise humanitaire sans précédent. Quatre années de conflits et de souffrance pour le peuple du Darfour, quatre résolutions de notre Assemblée pour marquer notre indignation, mais la situation demeure extrêmement préoccupante.

Aujourd'hui encore, notre Assemblée réitère dans le cadre d'une résolution commune sur le Darfour, ses préoccupations et demande instamment aux Nations unies, aux États membres, au Conseil et à la Commission de prendre leurs responsabilités et de déterminer clairement une date pour le déploiement d'une force de maintien de la paix, sous mandat de l'ONU, pour sécuriser les corridors humanitaires sans délai et atténuer ainsi l'immense détresse à laquelle fait face le peuple du Darfour.

Je me félicite de cette nouvelle initiative, mais face à l'urgence de la situation, l'Europe ne peut plus se contenter de réitérer des demandes déjà formulées par le passé. Il en va de notre responsabilité et de notre crédibilité d'apporter une solution adéquate à la souffrance de millions de victimes humaines que l'Europe ne peut plus se contenter d'observer, et d'adopter une résolution qui soit enfin à la hauteur de notre indignation.

  Glyn Ford (PSE). – Darfur has been a running sore for far too long. A situation partly driven by climate change – what does that bode for the future – whereby desertification has driven pastoralists into direct conflict with settled farming communities and then exploited by a heartless Government in Sudan has gone on for far too long.

Hundreds of thousands are living in misery and threatened with worse. I have been critical of China’s reluctance to support UN action, it was claimed because of its oil interests in southern Sudan. But now President Hu Jintao’s direct intervention appears to have persuaded Sudan’s President to agree a UN peacekeeping operation manned by troops from AU countries.

Whether Sudan’s Government can be trusted is not clear. But now, if China is betrayed, Sudan will no longer be able to rely on their reluctance to act in the UN Secretary Council. This may be good news for refugees in Darfur and neighbouring countries.
