  Πρόεδρος. – Η ημερήσια διάταξη προβλέπει τη συζήτηση της έκθεσης του Αδάμου Αδάμου, εξ ονόματος της Επιτροπής Περιβάλλοντος, Δημόσιας Υγείας και Ασφάλειας των Τροφίμων, σχετικά με την ανάσχεση της απώλειας της βιοποικιλότητας έως το 2010 (2006/2233(INI)) (A6-0089/2007).

  Αδάμος Αδάμου (GUE/NGL), Εισηγητής. – Κυρία Πρόεδρε, η έκθεση που πρόκειται να ψηφίσουμε αφορά την ανάσχεση της απώλειας της βιοποικιλότητας έως το 2010. Πρόκειται για ένα θέμα, η επίκαιρη φύση και σημαντικότητα του οποίου βρίσκει την πλειοψηφία από μας σε συμφωνία. Αυτός είναι και ο λόγος που έχει κατατεθεί τόσο μικρός αριθμός τροπολογιών από τους συναδέλφους καθώς επίσης και το ότι η έκθεση πέρασε ομόφωνα στην Επιτροπή Περιβάλλοντος.

Θα ήθελα να συγχαρώ την Επιτροπή για την ανακοίνωσή της, για την εννοιολογική της προσέγγιση, τους στόχους προτεραιότητας για την περίοδο 2007-2008 και τα καθοριστικής σημασίας μέτρα υποστήριξης. Παρά ταύτα, σε αυτό το σημείο πρέπει να εκφράσω την έντονη ανησυχία μου για τη συνεχιζόμενη απώλεια βιοποικιλότητας καθώς και τη συνακόλουθη υποβάθμιση των υπηρεσιών οικοσυστημάτων.

Πιστεύω πως όλοι αναγνωρίζουμε την επείγουσα ανάγκη να καταβληθούν προσπάθειες για την τήρηση των δεσμεύσεων που έχουν αναληφθεί με σκοπό την ανάσχεση, έως το 2010, της απώλειας της βιοποικιλότητας στην Ευρωπαϊκή Ένωση.

Το πρόγραμμα δράσης συνιστά σημαντικό μέσον και εσχάτη ευκαιρία για την προσέγγιση παραγόντων σε επίπεδο Κοινότητας και κρατών μελών σε ό,τι αφορά δράσεις καθοριστικής σημασίας προκειμένου να τηρηθούν οι δεσμεύσεις του 2010. Αναγνωρίζω όμως ότι το πρόγραμμα δράσης δεν επαρκεί για τη διατήρηση της βιοποικιλότητας και την υποστήριξη των υπηρεσιών οικοσυστήματος σε πιο μακροπρόθεσμη βάση.

Εν συνεχεία, πρέπει να τονίσω ότι είναι εξαιρετικά σημαντικό να ολοκληρωθεί το δίκτυο Natura 2000 στην ξηρά και στη θάλασσα ώστε να υπάρξει αποτελεσματική διαχείριση καθώς επίσης και επαρκής χρηματοδότηση του δικτύου. Να τονίσω επίσης τη σημασία της έγκαιρης και αποτελεσματικής εφαρμογής της οδηγίας πλαισίου για τα ύδατα προκειμένου να επιτευχθεί καλή οικολογική κατάσταση των γλυκών υδάτων.

Προτρέπω τα κράτη μέλη να διασφαλίσουν ότι τα έργα που χρηματοδοτούνται από το Ταμείο Συνοχής και τα διαρθρωτικά ταμεία δεν ζημιώνουν τη βιοποικιλότητα και τις υπηρεσίες οικοσυστήματος αλλά βελτιστοποιούν τα οφέλη υπέρ της βιοποικιλότητας.

Περνώντας σε ένα άλλο θέμα, πρέπει να αναγνωρίσουμε και να αντιμετωπίσουμε το γεγονός ότι τα επεκτατικά αλλόχθονα είδη συνιστούν κύρια απειλή κατά της βιοποικιλότητας και ότι η διάδοση επεκτατικών αλλοχθόνων ειδών επιτείνεται από την αυξανόμενη κυκλοφορία των προσώπων και των εμπορευμάτων.

Αναφορικά με το εμπόριο, κανείς δεν μπορεί να αγνοήσει το οικολογικό αποτύπωμα που συνεπάγεται το εμπόριο της Ευρωπαϊκής Ένωσης στη βιοποικιλότητα. Ζητώ από την Επιτροπή και τα κράτη μέλη να προβούν σε άμεσες ενέργειες προκειμένου να εγκρίνουν μέτρα για την αποτροπή ή την ελαχιστοποίηση των αρνητικών επιπτώσεων αυτού του είδους εμπορίου στα τροπικά δάση. Η Επιτροπή πρέπει να υποβάλει το ταχύτερο δυνατόν ανάλυση των επιλογών για την επέκταση της νομοθεσίας με σκοπό να περιορισθεί η εισαγωγή ξυλείας παράνομης υλοτόμησης.

Οι κλιματικές αλλαγές είναι ένα πολύ σημαντικό κεφάλαιο το οποίο αποτελεί και ξεχωριστό πολιτικό στόχο στο έγγραφο της Επιτροπής. Είναι εξαιρετικά σημαντικό να αναπτυχθεί μία οικο-συστηματική προσέγγιση με σκοπό την προσαρμογή στην αλλαγή του κλίματος, ειδικότερα σε ό,τι αφορά τις πολιτικές που επηρεάζουν την αξιοποίηση του εδάφους, των υδάτων και του θαλάσσιου περιβάλλοντος.

Όσον αφορά τη χρηματοδότηση, δεν μπορώ να κρύψω την απογοήτευση και την έντονη ανησυχία μου για τους οικονομικούς περιορισμούς στη χρηματοδότηση όλων των δράσεων υπέρ της βιοποικιλότητας οι οποίοι απορρέουν από αποφάσεις σχετικά με τις δημοσιονομικές προοπτικές. Είναι ευθύνη των κρατών μελών να κάνουν χρήση όλων των ευκαιριών που παρέχονται στο πλαίσιο της Κοινής Γεωργικής Πολιτικής, της Κοινής Αλιευτικής Πολιτικής, του Ταμείου Συνοχής και των διαρθρωτικών ταμείων καθώς και του προγράμματος LIFE+ και του έβδομου προγράμματος πλαισίου και να εκχωρήσουν εθνικούς πόρους.

Πρέπει να δοθεί μεγαλύτερη προσοχή στις οικονομικές ανάγκες κατά την επανεξέταση του προϋπολογισμού το 2008-2009 στο πλαίσιο της οποίας θα πρέπει να αξιολογηθεί η επάρκεια και η διαθεσιμότητα ευρωπαϊκών κονδυλίων για τη βιοποικιλότητα και ιδίως για το Natura 2000.

Θέλω να ευχαριστήσω τις δύο συναδέλφους, την κυρία Avril Doyle και την κυρία Marie Anne Isler Béguin για τις τροπολογίες τους, ιδιαίτερα την κυρία Béguin για την προσθήκη της υδροηλεκτρικής ενέργειας στην παράγραφο 67 που είχα παραλείψει να κάνω.

Τέλος, αγαπητοί συνάδελφοι, θα ήθελα να επιστήσω την προσοχή σας στα συμπεράσματα της έρευνας που ζητήσαμε για την βιοποικιλότητα εκ μέρους της Επιτροπής Περιβάλλοντος: από ό,τι φαίνεται, οι πρωτοβουλίες αναφορικά με την ανάσχεση της βιοποικιλότητας είναι ανεπιτυχείς λόγω αδύναμης εφαρμογής αυτών και λόγω έλλειψης πολιτικής θέλησης. Το πρόγραμμα δράσης της Ευρωπαϊκής Ένωσης μέχρι το 2010 είναι πολύ φιλόδοξο αλλά δυστυχώς δεν προτείνει απτές λύσεις για το πρόβλημα της εφαρμογής, την έλλειψη οικονομικών κονδυλίων αλλά και πολιτικής θέλησης από τη μεριά των κρατών μελών.

Από εμάς εξαρτάται να περάσουμε ένα δυνατό μήνυμα και να ασκήσουμε πιέσεις στις κυβερνήσεις μας ούτως ώστε οι φιλόδοξοι στόχοι του προγράμματος δράσης να γίνουν πραγματικότητα.

  Joe Borg, Member of the Commission. Madam President, first of all I would like to apologise on behalf of Commissioner Dimas, who regrettably could not be here today.

It was precisely one year ago that the Commission adopted its communication on halting the loss of biodiversity by 2010 and beyond. Given that tomorrow is International Biodiversity Day, it is a fitting time for Parliament to debate its report.

I am pleased that Parliament is using this opportunity to send a clear message to the world on the importance of protecting the planet’s biodiversity. The theme of this year’s International Biodiversity Day is ‘biodiversity and climate change’. I have said before, and wish to underline today, that biodiversity loss is as great a threat to the planet as climate change. Like climate change, biodiversity loss is an economic problem, a social problem and a growing threat to global security. Both issues are closely linked. Climate change is a major force behind species loss while at the same time the loss of ecosystems contributes to climate change.

Fighting climate change is now at the heart of the European project and is at the top of national political agendas. Unfortunately, the same is not yet true for biodiversity loss. Perhaps the threat is less apparent, but when we stop to look at the facts the situation is every bit as worrying.

Human activities mean that extinction rates are already between 100 and 1000 times the natural background rate – around 30 000 species a year, or three species every hour. If this process remains unchecked, we will have erased millions of years of evolution within the next few decades. This dramatic species loss matters because it weakens ecosystems of which species are the building blocks.

The UN’s 2005 Millennium Ecosystem Assessment has two key messages. The first is that we are all ultimately dependent on ecosystem services, such as raw materials, medicines and clean water, for our prosperity and wellbeing. The second is that ecosystems are being fragmented, degraded and destroyed to the extent that some two thirds of the services that we receive from ecosystems are in decline. Combined with environmental threats such as climate change, increasing population levels and increasing per capita consumption, this means the pressures on species and ecosystems are intensifying.

Without urgent action we will soon reach a point of dangerous and irreversible change in global ecosystems, just as without action we will soon reach a point of dangerous climate change. As with climate change, the window of opportunity to prevent dangerous ecosystem change is rapidly closing.

Last year’s biodiversity communication represents a first attempt by the European Union to set out a coherent response to the problem of biodiversity loss. It should be seen as one of the most important policy documents issued by the Barroso Commission, and there are two innovations which are of particular significance. The first is that the communication introduces the concept of ecosystem services into the EU-level debate. It highlights the extent to which these services are essential to our prosperity and wellbeing and makes the vital link between biodiversity loss and the decline of those services.

The second innovation is that the communication sets out a very specific action plan for the period 2007-2013. The action plan is an important step forward since it spells out what needs to be done both at Community level and at Member State level. It is only through complementary actions at these two levels that we will be able to make the necessary progress. The action plan also makes it clear what needs to be done to meet the European Union’s commitments to halt the loss of biodiversity in the EU, and to reduce significantly the rate of loss worldwide, by 2010. With the inclusion of a process for regular evaluations against a clear set of targets, both the Commission and the Member States can be held to account on its delivery.

I am very pleased to know that Parliament’s report welcomes the communication and its action plan. I wish to thank the rapporteur Mr Adamou for his efforts, and Mr Berman and Mr Gklavakis from the Committee on Agriculture and Rural Development and the Committee on Fisheries respectively for their contributions. The report echoes the equally warm reactions of the Council, the Committee of the Regions and the European Economic and Social Committee, as well as that of environmental NGOs. It seems we have a broad consensus on what needs to be done. The challenge now is changing this political support into real actions on the ground.

There can scarcely be a more important question for any parliament to debate than the survival of life on earth. I urge you to use this opportunity to send a clear message on the gravity of biodiversity loss and the need for full and vigorous implementation at all levels of the biodiversity communication and its action plan.

  Thijs Berman (PSE), Rapporteur voor advies van de Commissie landbouw en plattelandsontwikkeling. – Voorzitter, het Parlement luidt met dit belangrijke verslag van collega Adamo de noodklok. Het is alleen een te bekend patroon.

De Commissie en het Parlement tonen hun ambitie voor het milieu en de regeringsleiders en ministers leggen vervolgens plechtige verklaringen af en maken zelfs afspraken, maar zij voeren de plannen daarna niet uit. De lidstaten blokkeren, waar het algemeen belang van Europa om actie vraagt. Consensus in Brussel over ambities die stuklopen op kortetermijnbelangen in de lidstaten. Het beschermen van de biodiversiteit moet op alle beleidsterreinen een prioriteit zijn.

Vanuit de Commissie Landbouw en plattelandsontwikkeling bezien wordt de evaluatie van het landbouwbeleid in 2008 een belangrijke nieuwe kans het teruggaan van biodiversiteit tegen te gaan. Maar dat vergt een groter budget voor plattelandsontwikkeling en meer nadruk op bescherming van natuur en landschap.

Dat vraagt ook om een kritische evaluatie van maatregelen in het kader van cross compliance. Het is namelijk prima en logisch om boeren voor hun diensten voor het milieu te betalen, maar dit moet zijn effectiviteit voor de biodiversiteit en voor een duurzaam Europa dan wel bewijzen.

  Ιωάννης Γκλαβάκης (PPE-DE), Εισηγητής της γνωμοδότησης της Επιτροπής Αλιείας. – Κυρία Πρόεδρε, πρώτα απ’ όλα θα ήθελα να συγχαρώ θερμά τον κύριο Αδάμου για την πολύ ωραία εργασία που έχει κάνει. Δεν θα ήθελα να συγχαρώ όμως τις εθνικές κυβερνήσεις οι οποίες το 2001 δεσμεύθηκαν να λάβουν κάποια μέτρα που όμως δεν έλαβαν και έτσι εξακολουθεί η βιοποικιλότητα να μειώνεται και εξακολουθούμε να χάνουμε οργανισμούς. Όπως είπε και ο κύριος Borg, κάθε μία ώρα χάνουμε τρία είδη από τον πλανήτη μας.

Από στοιχεία του ΟΗΕ πληροφορούμεθα ότι στον χώρο της Ευρωπαϊκής Ένωσης κινδυνεύει να εξαφανισθεί 54% των οργανισμών που ζουν στα γλυκά νερά. Η υποβάθμιση αυτή οφείλεται σε πολλούς λόγους. Δύο είναι οι σημαντικότεροι: η μόλυνση των υδάτων και η υπεραλίευση. Φέρουμε και εμείς ευθύνη όπως επίσης και οι αλιείς.

Στόχοι μας πρέπει να είναι η μείωση της μόλυνσης των υδάτων, είτε πρόκειται για μόλυνση που προέρχεται από τη στεριά, από τις βιομηχανίες, είτε μόλυνση που προέρχεται από τη θάλασσα. Διότι ας μην ξεχνάμε ότι τα τελευταία 15 χρόνια μόνο από ναυτικά ατυχήματα χύθηκαν στη Μεσόγειο – μόνο στη Μεσόγειο – 55.000 τόνοι πετρέλαιο.

Δεύτερος στόχος πρέπει να είναι η αύξηση των ιχθυαποθεμάτων. Πρέπει να καταλάβουμε ένα πράγμα: πρέπει να ψαρεύουμε τόσα ψάρια όσα η θάλασσα μπορεί να αναπληρώνει. Εάν ψαρεύουμε παραπάνω εγκληματούμε σε βάρος του περιβάλλοντος.

Και να χρησιμοποιήσουμε ορθές αλιευτικές πρακτικές. Εδώ θα πρέπει να ξεκινήσουμε και μία παγκόσμια προσπάθεια για να υιοθετήσουν και οι τρίτες χώρες αυτές τις ορθές αλιευτικές πρακτικές. Διότι, εμείς που ζούμε στη Μεσόγειο, θέλουμε να σώσουμε τη Μεσόγειο, αλλά η Μεσόγειος βρέχει 27 χώρες εκ των οποίων οι 7 ανήκουν στην Ευρωπαϊκή Ένωση. Και οι τρίτες χώρες, πολλές φορές, κάνουν πολύ μεγάλη ζημιά.

Να μειωθεί η υπεραλίευση και να χρησιμοποιηθούν σωστές αλιευτικές πρακτικές. Αλλιώς εγκληματούμε εναντίον του μέλλοντος των παιδιών μας.

  John Bowis, on behalf of the PPE-DE Group. – Madam President, on behalf of my colleague, Mrs Doyle, the shadow rapporteur, let me thank our colleague, Mr Adamou, for his report. It is a positive report and it pushes all the right buttons: it talks about the Natura 2000 and the Birds and Habitats Directives; it talks about the effective implementation of REACH and water and pesticides legislation; it expresses the concern we all share over the financial constraints on Natura 2000 and other biodiversity actions.

I also welcome what Commissioner Borg has said along these lines, and I particularly echo what has been said about the inaction of Member State governments in the European Union. Our target was 2010 – not ‘2010 and beyond’ – but we are nowhere near reaching our target of halting biodiversity loss by that year, which is not so far away.

On the way here, I read an article in The Times, which again referred to the loss of habitat, the use of pesticides and the introduction of alien species that we have heard so much about. This article was about birds – thousands of bird species under threat. Overall, 2 033 species are in danger; 86 % of the most threatened species are threatened because of the loss or deterioration of habitat due to factors such as dams, fishing, cattle numbers, etc.

Alongside this is the issue of alien species, and Mrs Doyle, if she were here, would refer to the grey squirrel and the damage it has done to the red squirrels native to our continent, particularly in Britain but now in Italy and spreading north through France and Spain. We see the damage of the harlequin ladybird. We see the Chinese mitten crabs. They are there, they are damaging and they are dangerous not only to human health but also to the health of our environment and our natural native species.

  Anne Ferreira, au nom du groupe PSE. – Madame la Présidente, chers collègues, je tiens tout d'abord à remercier M. Adamou pour son rapport et à saluer les mesures et actions qu'il y décline.

Ces mesures sont nombreuses et variées, mais il me semble qu'aujourd'hui, nous gagnerions en clarté et en efficacité en hiérarchisant nos priorités et en ciblant l'urgence de l'urgence, même si cela n'est pas simple. En effet, au fur et à mesure que nous prenons du retard dans l'application de nos décisions, les actions à mettre en œuvre sont, elles, de plus en plus nombreuses et nécessaires. Nous savons en outre qu'en matière d'environnement, tout s'imbrique.

Cela fait quasiment deux décennies que nous avons conscience d'avoir atteint les limites de la biosphère et d'être dans une impasse. Et pourtant, nous ne prenons pas, concrètement, les décisions fortes que nous prônons dans nos textes, malgré des perspectives de plus en plus alarmantes.

La protection de la biodiversité, cela a été dit, doit se faire à tous les niveaux des politiques publiques: transports, agriculture, aménagement du territoire, tourisme, pêche, etc. Nous le savons aussi, et pourtant Cardiff est bien enfoui dans les tiroirs de la Commission. Espérons que, dans le cadre du travail qui sera mené au sein de la commission temporaire sur le changement climatique, le lien de cause à effet qui existe entre ce phénomène et la perte de biodiversité permettra de faire avancer les choses.

Enfin, je voudrais souligner un point particulier du rapport de M. Adamou concernant les OGM. Je soutiens fortement la demande adressée à la Commission d'évaluer leur incidence sur les écosystèmes et les risques potentiels qu'ils font courir à la biodiversité.

N'oublions pas que l'homme fait partie de la biodiversité. Alors, comme vous venez de le dire, Monsieur Borg, et puisque ce soir nous jouons la même partition dans cette enceinte, agissons, agissez, mettons en œuvre notre plan d'action, et que l'Union européenne soit enfin exemplaire!

  Chris Davies, on behalf of the ALDE Group. – Madam President, I would like to start by saying a few words in praise of the progress we have made in the European Union. We have banned some products, pesticides and practices; we have cleaned up our rivers and have protected some significant areas from development and the results are there to be seen. In Britain, for example, red kites and raptors are in greater numbers in our skies, otters are returning to our rivers, but as is so often the case it is one step forward and then one or two or three steps backwards, with habitat destruction continuing, with invasive alien species causing havoc, and all too often our own direct activities killing.

Sometimes we are wholly at fault, the classic example of the way in which we are denuding our seas out of sight all too often out of mind, and our policies there, as Commissioner Borg knows better than anyone, are simply unsustainable and ludicrous. Sometimes the damage is inadvertent. Changing farming practices, for example, are not intended to wipe out bird species, but that is one of the effects in some instances and we wait with interest to see whether the results in the changes to the common agricultural policy produce positive results.

Sometimes we do not know who or what is at fault, but as politicians we still avoid adopting the precautionary principle. How else do you explain the mad decision of those Member States who voted to reject the Commission’s plans for the recovery of eel stocks, numbers of which have fallen catastrophically? Short-term considerations like these mean that species are now heading too often towards extinction.

Setting a target for halting the loss of biodiversity is easy – especially when it is nine years off – it is the most easy thing in the world to find a target a long, long time off. But now that deadline is fast approaching and some hard decisions have to be taken if the target is to be reached. More than half way through their term, I think some Commissioners can start to see the end of their own positions starting to loom. I hope they will use the remaining time well. Decisions based on short-term political expediency will be quickly forgotten, but firm steps to reverse negative trends and protect species will earn them the respect of history.

  Marie Anne Isler Béguin, au nom du groupe Verts/ALE. – Madame la Présidente, je voudrais, tout d'abord, également féliciter notre rapporteur pour l'excellence de son travail. Bien sûr, l'intitulé est très ambitieux: comment enrayer la diversité, la disparition des espèces végétales et animales d'ici 2010 et au-delà? On aimerait tant y croire!

Mais nous savons combien, à court terme, il est difficile de mettre en musique les différents instruments européens et multilatéraux, dont nous écrivons la partition tous les jours ici. À l'heure où l'attention des citoyens et des médias est focalisée sur le changement climatique, il est nécessaire de rappeler l'importance de la biodiversité, car, contre le changement climatique, il n'y a pas de meilleure stratégie que de favoriser l'évolution dynamique des écosystèmes: M. le commissaire l'a très bien rappelé il y a quelques instants.

Vous l'aurez compris, la diversité biologique implique une approche dynamique et quand on raisonne la diversité biologique in situ en Europe, on décline la préservation des espèces végétales et animales à partir des territoires dont la gestion et l'aménagement se définissent au plus près des populations locales. Dans cet esprit, la volonté politique et la capacité gouvernementale d'ouvrir le dialogue sont impératives pour développer et soutenir des réseaux d'exception environnementale, comme Natura 2000.

À l'opposé, la gestion ex situ de la diversité biologique évoque plutôt une pratique conservatoire des espèces animales et végétales. Au-delà des collections, poussiéreuses dirais-je, de nos muséums, la conservation ex situ, telle que nous la concevons aujourd'hui, veut, bien sûr, éviter le pire en conservant le matériel génétique dans des centres agronomiques: on le mettrait à l'abri, prétendument. Mais pour ma part, je m'interroge sur le financement des groupes consultatifs pour la recherche agricole internationale et sur son fonctionnement, qui doit intégrer des communautés locales et autochtones.

En conclusion, je voudrais souligner, bien sûr, l'importance, pour nos populations et pour nos territoires, d'une bonne mise en œuvre des réglementations européennes, parce que nous savons que tout se tient et, par exemple, la directive-cadre sur l'eau doit être appliquée. En matière de biodiversité, l'eau est un médium qui assure depuis l'amont la dynamique des écosystèmes. Pour cette raison, il est essentiel de s'assurer de la non-détérioration des eaux douces plutôt que de se référer à une vague notion de bon état écologique.

Per tris dešimtmečius iki 2000-ųjų gyvūnų ir augalų rūšių įvairovė pasaulyje sumažėjo 40 procentų. Tada Europos Sąjunga nusprendė iki 2010 metų sustabdyti biologinės įvairovės mažėjimą. Laiko vis mažiau. Jei nesugebėsime sustabdyti gyvūnų ir augalų rūšių nykimo pasaulyje, teks kelti baltą vėliavą ir pripažinti, kad niokojanti gamtą žmogaus veikla, neribotas pelno ir malonumų troškimas gali sunaikinti ir pačią žmonių giminę.

Daugelyje naujųjų ES valstybių trūksta žinių apie gyvūnų ir augalų rūšių išnykimą, apie šios problemos svarbą. Įgyvendinant iš sanglaudos ir struktūrinių fondų finansuojamus projektus dar retai pasakojama ir pagalvojama apie tai, kad nepadarytume žalos biologinei įvairovei. Europos Komisija privalėtų išplėsti „Natura 2000“ teritorijos tinklą, įtraukdama 12 naujųjų šalių. Paprastai tose valstybėse biologinė įvairovė yra didesnė negu ES senbuvėse šalyse, todėl būtina ją išsaugoti, panaudoti „žaliajam“ turizmui.

Reikia, kad ES piliečiai pajustų, kokią naudą duoda biologinė įvairovė ir ekosistemos. Juk įvairovės mažėjimas turi įtakos maisto, kuro, medžiagų ir vaistų gamybai, vandens, oro ir klimato reguliavimui, dirvožemio derlingumo palaikymui, maistinių medžiagų apytakai. Deja, kol kas mes gyvename skolon, skriausdami savo vaikus ir anūkus, kurie gali atsidurti vis nykesniame pasaulyje, kur daugelį kadaise gyvų būtybių jie matys tik muziejuose, fotografijose ir filmuose.

Teisingas Komisijos kvietimas integruoti biologinės įvairovės ir ekosistemų apsaugą į visų svarbių sričių politikas ir programas, saugoti jūrų biologinę įvairovę, mažinti taršą žemės ūkyje ir pramonėje. Tam reikia skirti daugiau finansavimo ir dėmesio. Klimato kaitos sulaikymo priemonės turi nekenkti biologinei įvairovei. ES privalo dar aiškiau rodyti pavyzdį pasauliui, kaip suderinti ekonominį augimą su gamtos apsauga, gyvūnų ir augalų rūšių išsaugojimu.

  Joe Borg, Member of the Commission. Madam President, let me first start with my appreciation for the quality of this evening’s debate. I am also greatly encouraged by the report and would like to comment in particular on three of the issues.

First of all, you welcomed the conceptual approach of the communication, which places an emphasis on the link between biodiversity loss and the decline of ecosystem services. You recognise the vital importance of healthy ecosystems for prosperity and wellbeing. You suggest that the main tenets of ecosystem services should become a fundamental goal of all EU horizontal and sectoral policies and you call on the Commission to study and make proposals for practical measures to internalise the cost of biodiversity loss.

We are already working on these matters and I would like to highlight a new initiative of the Commission and the German Presidency to prepare an economic review of the costs of biodiversity loss similar to the Stern review on the Economics of Climate Change. I believe that such a review could prove a turning point. By raising awareness of the costs of inaction, we will have an opportunity to focus political opinion on the need for unprecedented action to halt the loss of biodiversity.

Second, I would highlight your opinions on the theme of biodiversity and climate change. You stress the importance of an ecosystem approach to climate change adaptation.

Third, you recognise that the action plan is a vital tool to bring together those involved at Community and Member State levels to meet the 2010 commitments. What matters now is the extent to which this action plan is actually implemented.

On the point raised by the rapporteur with regard to alien species, let me say that work is ongoing, and if gaps are identified that warrant new legislation at Community level, then we will consider the need for proposals in due course. Indeed, in my area of responsibility, a proposal for a Council regulation on the use of alien species in aquaculture is ready for adoption.

On the issue of financing, I would like to state that in 2004 the Commission proposed that future Community co-financing for Natura 2000 should be integrated into the major financial instruments. Also, provision has been made for nature biodiversity funding in LIFE+, Community international development cooperation funds and in the Seventh Framework Programme for Research. However, let me underline that the communication points out that the financial decision of the European Council in December 2005 influences the funding available under these instruments. It makes clear that Member States will need to ensure adequate funding also through own-resources.

Regarding the target of halting biodiversity loss in the EU by 2010, although time is fast approaching, achieving this target is possible, but will require accelerated implementation at both Community and Member State levels.

Regarding the points on fisheries, which is my own area of responsibility, I cannot agree more with Mr Gklavakis that we need sustainable fisheries and we need to work in this direction both in Community waters and in international oceans and seas. I would like to say in this regard that the targets and actions for biodiversity in the field of fisheries policy, as laid down in the communication, are fully consistent with the common fisheries policy and most of them are already in our work programme for the coming years. I can quote a number of examples of the common fisheries policy’s contribution to the protection of biodiversity, for example the recovery plans for several stocks of fish, the catch and fishing effort limitations, legislation to protect cetaceans against by-catch and protecting habitats, such as deep-sea coral reefs, and the Mediterranean Regulation, which was adopted last year, contains important provisions to reduce the impact of fishing on the seabed.

More measures are in the pipeline. I could mention the March 2007 communication with regard to gradually reducing unwanted catches and eliminating discards in European fisheries. It involves the adoption of a progressive fishery-by-fishery discard ban and the setting of standards for maximum acceptable by-catch.

Work is also progressing on the extension of the Natura 2000 network to marine areas in coordination with DG Environment and on the fight against IUU fisheries.

On eel stocks, I intend to go back to the Council in June, and I agree that this time round the regulation needs to be adopted without any further watering down.

  Gyula Hegyi (PSE), írásban. – Pontosan senki nem tudja, hány életforma létezik a Földön, de kb. 20-30 millióra teszik a fajok számát, ebből viszont csak alig 1.8 milliót ismerünk. Sajnos, sok faj már azelőtt kihalt a civilizációs ártalmak miatt, mielőtt megismerhettük volna őket. Az elmúlt száz évben a biodiverzitás csökkenése nagyobb mértéket öltött, mint bármikor az emberi történelemben. Kutatások szerint évente 140.000 faj tűnik el a Földről. A pusztulásért döntően az emberi tevékenységek, az erdők kiírtása, a vizek, a talaj és levegő szennyezése felelős. Egy friss jelentés szerint pedig a növény- és állatfajok 20-30 százaléka halhat ki, ha a globális hőmérséklet-növekedés meghaladja a 2,5 Celsius-fokot.

Ezért lényeges, hogy az Európai Bizottság terjesszen elő olyan hosszú távú stratégiát, mely valóban megállítja a biodiverzitás csökkenését. Ennek érdekében mielőbb uniós forrásokból, közvetlenül kell finanszírozni a Natura 2000 programokat, amelyeket a biodiverzitás védelme érdekében hoztak létre. Magyarországon is nagyon fontos, hogy azok a gazdák, akiknek földjére kiterjesztették a Natura 2000 védelmét, ne csalódjanak az Európai Unióban.

  Véronique Mathieu (PPE-DE), par écrit. – La biodiversité, plus qu'une priorité, est une nécessité et il convient d'agir rapidement afin d'enrayer la diminution de la biodiversité d'ici 2010.

L'Union européenne est la première à se fixer de véritables objectifs dans ce domaine, souhaitons qu'elle donne l'exemple au reste du monde. Le développement durable, la chasse durable, ne sont pas seulement des termes qui ont le vent en poupe, mais ceux sont bien le symbole d'une évolution des pratiques industrielles, de production et du monde cynégétique.

Les chasseurs et les organisations cynégétiques n'ont d'ailleurs pas attendu l'Union européenne, les parlementaires et encore moins ce rapport pour se fixer des obligations en matière de respect des espèces et espaces; notamment grâce aux fondations de protection des habitats et de la faune sauvage qui mènent des actions efficaces depuis déjà plusieurs années.

C'est pourquoi, je tiens à ce que la chasse ne soit pas stigmatisée, mais au contraire soutenue dans ses efforts de bonne gestion environnementale.

Je ne peux, à ce titre, que regretter la formulation de l'article vingt, qui rend la chasse en partie responsable de la dégradation de la biodiversité, ne prenant ainsi pas en compte l'existence d'une chasse durable.
