  Ryszard Czarnecki (UEN), autor. – Panie Przewodniczący! Po raz kolejny rozmawiamy o Iranie. Jestem współautorem rezolucji w imieniu grupy Unii na Rzecz Europy Narodów. Sytuacja w Iranie to taka niekończąca się opowieść - sytuacja łamania praw człowieka. Parlament Europejski co chwilę do tego tematu wraca podkreślając kolejne nazwiska ofiar, kolejne ewidentne przykłady łamania praw człowieka. Muszę powiedzieć z pewną przykrością, że dla niektórych polityków z Unii Europejskiej, dla niektórych rządów, ważniejsze są podwójne standardy, które zakładają, że głośniej mówi się o prawach człowieka w krajach, z którymi nie można handlować, z którymi nie można robić interesów. W przypadku krajów z którymi utrzymuje się relacje gospodarcze, nawet nieoficjalnie, nie nagłaśniając tego, zarabiając na tym, o prawach człowieka mówi się jakby ciszej, jakby szeptem. Bardzo dobrze, że Parlament Europejski nie chce mówić szeptem o kwestii Iranu.

We wspólnej rezolucji którą proponujemy, co podkreślam ponad podziałami politycznymi, wymieniamy nowe, konkretne, tragiczne fakty, które pokazują dramat, który dzieje się na naszych oczach w tym kraju. Uwaga światowej opinii publicznej jest skoncentrowana na czymś innym - na pewnych próbach tworzenia potęgi nuklearnej w tym kraju lub na ewidentnie antysemickich wypowiedziach prezydenta Iranu. Niestety nie zauważamy łamania praw człowieka w tym kraju, stąd też dobrze, że Parlament Europejski tym się dzisiaj zajmuje.

  Marios Matsakis (ALDE), author. – Mr President, this is not the first time, and I fear that it will not be the last, that this House is called upon to deal with the situation in Iran. That country, which has all the natural resources for achieving an envious standard of living for its people, is unfortunately sinking deeper into the abyss of dark ages-like totalitarian governance, with the resulting gross violations of the human rights of its citizens, and with Iran becoming more and more isolated from the rest of the world.

The continued practice of barbaric acts such as the stoning to death of citizens, including women and children, and the non-recognition of the quality of the rights of women and of political opponents, is a stigma to civilised living. Every day, reports reach us of even more cases of arrests, torture and killings of innocent civilians by the authorities of Iran.

I hope that will not cost me time, Mr President. Incidentally, that is why I speak in English – so that people can understand me without the need for interpretation.

Thank you, Mr Tannock.

Freedom of speech and freedom of the press is pretty much non-existent in that country, and all this at the same time as the secretive work to produce nuclear weapons is going ahead against all common sense and in spite of international outcry.

The Iranian regime, blinded by short-sighted nationalism and extreme religious fanaticism, is following a road that can only lead to confrontation and consequent suffering, mainly to its own people. Let us once again, on the occasion of voting for this resolution, send a message of support to those Iranians fighting for freedom and democracy, and let us again make clear to the extremist rulers of Iran that our patience is running out fast owing to their foolishly dangerous behaviour.

Can I conclude by informing colleagues of some good news from the United States which I have just received, which is that the US Administration has decided to put the Revolutionary Guards on the terrorist list.

  Paulo Casaca (PSE), Autor. – Senhor Presidente, Senhora Comissária, caríssimos Colegas, tivemos esta semana o gosto de ouvir a Prémio Nobel da Literatura, Doris Lessing, que, como sabemos, é de ascendência iraniana, dizer aquilo que todos nós pensamos: "Eu odeio este Governo iraniano que é cruel e que é mau para o seu povo". E mais, disse-nos Doris Lessing que a razão pela qual ninguém ousa criticar este Governo iraniano é pelo interesse no petróleo. Eu acho que a Prémio Nobel da Literatura não poderia ter sido mais exacta nas suas palavras e não poderia ter colocado a questão de melhor forma.

Nós estamos perante uma política de apaziguamento que é letal, não só para os interesses do povo do Irão mas como para todos os que querem a paz. A continuação desta política, a alimentação dos instintos expansionistas e fanáticos do regime iraniano vai ser a maior tragédia que nós vamos enfrentar num futuro próximo e acho que todos nós temos que ganhar consciência desse facto e que temos que inverter esta política por que senão teremos um futuro bastante negro à nossa frente e eu queria apenas dizer, Senhor Presidente, que deveríamos, esta nossa casa deveria enviar uma saudação muito especial à Prémio Nobel da Literatura pelas palavras muito sensatas que proferiu.

  Erik Meijer (GUE/NGL), Auteur. – Voorzitter, bij de beoordeling van wat er nu in en rondom Iran gebeurt, gaat het om vier zaken. Ten eerste de afschuwelijke mensenrechtensituatie, ontstaan als gevolg van een regime dat niet uitgaat van democratie en gelijkwaardigheid van mensen, maar van hun eigen interpretatie van de wil van God, die ze het recht geeft om andere mensen op te sluiten, te martelen en te vermoorden.

Ten tweede, de poging van het regime om ondanks zijn rol als gewelddadige minderheid toch een massa-aanhang te verwerven. Het probeert kunstmatig een nationale trots op te roepen. De reden voor die trots is het bezit van kernenergie en eventueel zelfs kernwapens, net als India, Pakistan en Israël, die het Non-proliferatieverdrag niet hebben ondertekend.

Ten derde gaat het om de oppositie tegen dit regime. Zowel de gematigde oppositie die een iets minder streng regime wil - zoals dat het geval was onder de vorige president - als de echte democratische oppositie, die binnenlands leeft onder arbeiders en studenten en daarnaast onder de intellectuelen die naar het buitenland zijn gevlucht.

En in de vierde plaats gaat het om de Amerikaanse dreiging om op Iran hetzelfde model toe te passen als in Irak en Afghanistan, door middel van een militaire invasie of op zijn minst door bombardementen. Zo'n aanval door buitenlandse tegenstanders is contraproductief. Die zou de inwoners van Iran stimuleren om zich uit vaderlandsliefde te scharen achter het gehate regime en zijn eventuele kernwapens.

Mijn fractie wijst zowel een militaire invasie tegen dit regime, als het vanuit eigenbelang zoeken van vriendschap met dit regime, af. Onze solidariteit ligt bij de slachtoffers en de oppositie. Het regime mag op geen enkele wijze de indruk krijgen dat er kan worden onderhandeld over inperking van de rechten van de oppositie in ballingschap die zich in Europa bevindt, en mag geen propaganda kunnen maken met de bewering dat democratische landen hun wanbestuur ondersteunen.

De uitspraak van het Europees Hof van Justitie om de organisatie van de Volksmojahedin te verwijderen van de terroristenlijst, moet volledig worden nageleefd, zodat deze organisatie of andere oppositiegroepen geen last hebben van juridische of financiële belemmeringen.

  Raül Romeva i Rueda (Verts/ALE), Autor. – Señor Presidente, yo creo que hay tres elementos —al menos tres— que justifican esta urgencia.

En primer lugar, ya se ha dicho, la situación de deterioración creciente de los derechos humanos. En segundo lugar, las cifras récord que están teniendo las ejecuciones no solamente, digamos, en términos numéricos sino también por la brutalidad con la que se están llevando a cabo. Hoy tenemos ya más ejecuciones que las que hubo en todo el año 2007 —244 en 2007 y 177 en 2006—. Y el tercer elemento, la persecución que están sufriendo también organizaciones de activistas de derechos humanos, especialmente aquellas que defienden los derechos de la mujer.

Yo creo que todo esto justifica no solamente esta resolución sino también cómo la resolución se establece, que se inste a las Naciones Unidas para que, en su Asamblea General, se someta a votación una resolución que condene de forma explícita y sin paliativos la violación de los derechos fundamentales en Irán. Es algo que hace mucho tiempo que estamos solicitando. No entendemos que haya las reticencias que hay para que se haga y espero que esta resolución al menos ayude a cambiar algunas conciencias.

  Tadeusz Zwiefka (PPE-DE), autor. – Panie Przewodniczący! Koran, a zatem święta księga wyznawców islamu, uznawana jest przez wybitnych specjalistów za księgę miłości. A cóż się dzieje w krajach, które nazywają się krajami islamskimi? Rządzone są przez skrajnych radykałów. Otóż z tych krajów płynie tylko i wyłącznie przesłanie nienawiści zarówno wobec świata zewnętrznego, jak i wobec współwyznawców i wobec własnych obywateli. To, co dzieje się we współczesnym Iranie, jest absolutnie nie do przyjęcia. Wielokrotnie mówiliśmy już w tej izbie o tym, że należy przedsięwziąć radykalne środki, aby zapobiec naruszaniu praw człowieka w Iranie w różnych jego wymiarach.

To, co napawa szczególnym przerażeniem, to sposób wykonywania kary śmierci. Jakże niecywilizowany, niehumanitarny, kompletnie nie do przyjęcia przez jakąkolwiek demokrację sposób wykonywania kary śmierci poprzez ukamienowanie. Wykonywanie kary śmierci na nieletnich, które jest zabronione w całym demokratycznym i cywilizowanym świecie, wciąż – mimo obietnic rządu i parlamentu irańskiego – jest tam stosowane.

Kolejne działania nienawiści skierowane są w stosunku do jakiejkolwiek opozycji – i tej najmniejszej, obywatelskiej, i tej dużej, zorganizowanej, zarówno wewnątrz tego kraju, jak i poza jego granicami. Aresztowania dziennikarzy, niemożność głoszenia wolnego słowa, nakaz drukowania bądź mówienia pod naciskiem groźby kary więzienia czy nawet kary śmierci – to sytuacje, na które w żadnej mierze nie możemy się zgodzić. Wszelkie apele wydają się być dzisiaj prawie już spóźnione. Powinniśmy zatem pomyśleć o bardziej szczegółowych restrykcjach, które zmusiłyby rząd irański do zmiany tego postępowania.

  Benita Ferrero-Waldner, Member of the Commission. Mr President, first of all, we in the Commission welcome this new joint motion for a resolution by the European Parliament.

I can tell you that we have all repeatedly expressed our great concerns about the human rights situation in Iran – I, myself, very recently during the UN General Assembly, on the margins of which I met the Iranian Foreign Minister, where, again, I very strongly emphasised all the facts that are there.

I must say that the respect for basic human rights in Iran has continued to deteriorate seriously over the past year and, for this reason, we will also support the new UN General Assembly resolution on the human rights situation in Iran, as we do each year, which Canada is likely to table.

There is a continuous clampdown on freedom of expression, peaceful assembly and political dissent. There have been new cases of torture and executions of people who were minors at the time of the alleged crime. There has also been an increasing number of public executions, as Mr Romeva i Rueda said, including in one case through stoning, despite assurances by the Iranian side that stoning was forbidden under existing decrees. I also very specifically mentioned this case when I met the Iranian Foreign Minister. Iran has carried out at least 250 executions so far this year – the second highest number of executions worldwide.

We also note, of course, the continuous discrimination against minorities, increasing harassment and the closure of independent non-governmental organisations. The documented intimidation and persecution of human rights defenders from all sectors of Iranian society has grown, as has the repression of intellectuals, teachers, students, women activists and trade unions. Only recently, one of Iran’s best-known human rights defenders, Mr Emaddedin Baghi, was once again imprisoned under the charge of propaganda against the Government. And, since July, Mr Mansour Osanlou, President of the Iranian Bus Drivers’ Union and the embodiment of an independent trade union movement in Iran, has been under arrest. Mr Osanlou is in need of urgent medical treatment, which, we have reason to believe, he has still not received.

But we are not remaining silent about such developments. We have taken numerous steps and repeatedly issued public statements denouncing the ongoing violations of human rights and fundamental freedoms in Iran, as well as the country’s persistent failure to uphold international standards on the administration of justice. Once more, I call upon the Iranian Government to fully respect all human rights and fundamental freedoms, in line with Iran’s obligations under international law and the conventions it has ratified.

I would also like to reiterate our concern about Iran’s refusal to resume the bilateral dialogue on human rights it suspended in 2004, which the European Union continues to ask for. For our part, we remain ready to do so, as we believe in the importance of such a dialogue and engagement.

In conclusion, the Commission is, speaking quite unequivocally, in full agreement with Parliament, whatever the developments on the nuclear issue or on other issues of concern to the European Union. And we have this double-track approach, which, at this moment, Javier Solana and his new counterpart are working on, and, at the same time, we are also working in the United Nations Security Council with regard to maybe a further strengthening of sanctions. At this moment, there can be no real progress in the relationship with Iran without a serious improvement in the human rights situation.
