  Michl Ebner (PPE-DE). – Herr Präsident! Ich habe für die Entschließung gestimmt und danke vor allem auch dem Kollegen Elmar Brok für seine Bemühungen, hier einen breiten Konsens zu schaffen.

Ich glaube, dass wir bei aller Notwendigkeit eines Dialogs mit Russland doch zusehen müssen, dass wir energiepolitisch nicht völlig von Russland abhängig werden bzw. großteils abhängig bleiben, weil das auch die entsprechende Diskussionsmöglichkeit erheblich mindert. Man darf auch nicht vergessen, dass die militärische Antwort Georgiens auf eine lang anhaltende und in letzter Zeit sehr intensive Provokation der separatistischen Kräfte zurückgeht und dass diese Maßnahme der Selbstverteidigung für Russland der Anlass für den Einmarsch war. Nichtsdestotrotz sollten wir eine friedliche Lösung des Konfliktes als oberste Priorität ansehen, und ich wünsche all jenen, die hier mit eingebunden sind, einen schnellstmöglichen Erfolg, damit auf Südossetien letztlich nicht auch noch die Krim, Lettland, Litauen und Kasachstan folgen.

  Danutė Budreikaitė (ALDE). – Europos politikai, ilgai tylėję, Rusijos veiksmus Gruzijoje vadina neproporcinga reakcija. Ne, tai – karine agresija pridengiama rusų teisių kitose valstybėse gynyba. Kai kurios ES šalys, užblokavusios Gruzijos ir Ukrainos perspektyvą laisvai pasirinkti savo kelią tapti NATO narėmis, leido Rusijai pradėti įgyvendinti agresyvią teritorijų prijungimo politiką. ES daugelis valstybių yra priklausomos nuo energetikos importo iš Rusijos, bijo dujų čiaupo užsukimo ir tai leidžia Rusijai pradėti tikrai neproporcingai diktuoti sąlygas visai ES. Balsavau už rezoliuciją, tačiau pasigendu aiškios tiek Tarybos, tiek Parlamento pozicijos būsimų santykių su Rusija atžvilgiu.

  Miroslav Mikolášik (PPE-DE). – Zastaviť dohodu o liberalizácii víz, stiahnuť tzv. ruské mierotvorné jednotky a nahradiť ich medzinárodnými a – po tretie – nepokračovať v rozhovoroch o partnerstve a spolupráci s Ruskom – to je moje stanovisko a myslím si, že Európa by mala prinášať jednotné a jasné stanoviská k situácii v Gruzínsku a nezažmúriť oči nad hrubým zásahom Ruska do suverenity a integrity susedného štátu.

Moskva porušila medzinárodné dohovory, keď začiatkom augusta jej vojská prekročili hranice Gruzínska – hranice, ktoré v minulosti sama uznala. Ruské vojská vstúpili nielen na územie regiónu Južné Osetsko, ale postupovali hlbšie do vnútrozemia krajiny.

Ostro odsudzujem vyhlásenie Ruska o nezávislosti Abcházska a Južného Osestka. Nesmieme zabudnúť, že zatiaľ čo jedni oslavujú nezávislosť, Gruzínsko plače nad nevinnými ľuďmi, ktorí pri zákroku ruských vojsk prišli o život aj o svoje domovy. Som presvedčený, že Európa musí vynaložiť nátlak a v rámci medzinárodného spoločenstva presadiť územnú celistvosť Gruzínska.

Slovenská republika rešpektovala princíp územnej celistvosti aj v prípade Kosova a dodnes neuznala jeho odtrhnutie od Srbska. V rovnakom duchu neuznávam nezávislosť gruzínskych regiónov a Južné Osetsko.

  Toomas Savi (ALDE). – Mr President, as one of the authors of the motion for a resolution on the situation in Georgia, I voted in favour of Amendment 1, inviting the International Olympic Committee to seriously consider whether its decision to grant the 2014 Winter Olympic Games to Sochi is still valid in the light of recent events in the near vicinity of the future Olympic venues. It would be very irresponsible if the IOC endangered the lives of the Olympic athletes by holding the games in such an unpredictable region.

I need not remind you that, on 5 September 1972, 11 Olympic athletes were massacred in Munich. I was there as a doctor for the Soviet Olympic team, and I remember the impact of those tragic events on the Olympic spirit. Such events should never reoccur.

  Bernd Posselt. (PPE-DE) – Herr Präsident! Ich schätze den Kollegen Schulz sehr, aber seine heutige Erklärung war inakzeptabel. Präsident Medwedew hat heute früh den demokratisch gewählten georgischen Präsidenten Saakaschwili als politische Leiche bezeichnet. Das wäre schon unter demokratischen Gesichtspunkten ungeheuerlich. Aber wenn man bedenkt, dass Herr Medwedew ein Regime vertritt, das den Vorvorgänger Swiad Gamsachurdia hat ermorden lassen, das den tschetschenischen Präsidenten hat ermorden lassen und das jetzt einen inguschischen Bürgerrechtler hat ermorden lassen, dann ist es nahezu eine physische Drohung.

Ob man nun Herrn Saakaschwili mag oder nicht, wir müssen in dieser Situation den gewählten Repräsentanten des georgischen Volkes unterstützen, das Opfer eines imperialistischen Aktes wurde und das man derzeit zu strangulieren versucht. Deshalb glaube ich, dass es dringend notwendig ist, dass wir im Anschluss an unsere Entschließung, die ich begrüße, einen Schritt weiter gehen und in Georgien europäische Friedenstruppen stationieren. Dazu brauchen wir weder ein Mandat der UNO noch der OSZE, denn Georgien ist ein souveränes Land und hat uns um europäische Präsenz gebeten. Außerdem müssen wir dafür sorgen, dass dieses Land in Freiheit überleben kann, denn russische Truppen als Friedenstruppen, wie es die UNO und die OSZE gemacht haben, das ist der Brandstifter als Feuerwehrhauptmann!

  Bogdan Pęk (UEN). – Panie Przewodniczący! Ta rezolucja w sprawie Gruzji jest ważna i głosowałem za nią, choć uważam, że Unia Europejska, która stanęła w wyniku wypadków gruzińskich przed ważnym egzaminem, egzaminu tego nie zdała. A nie zdała, moim zdaniem, głównie dlatego, że krzyżują się tu bardzo ważne interesy niemieckie, a zwłaszcza lewicy niemieckiej z panem kanclerzem Schroederem. Wyraził je tutaj dzisiaj pan Schulz jednoznacznie.

Unia Europejska musi zrozumieć, że rurociąg bałtycki może być przyczyną skutecznego szantażowania Litwy, Łotwy, Estonii, Polski, a także i Białorusi. Ten rurociąg musi zostać zlikwidowany, a Unia Europejska wbrew deklaracjom musi zająć wreszcie stanowisko dotyczące jednolitej polityki energetycznej, wspólnej polityki energetycznej, w której w żadnym razie rura bałtycka się nie mieści, choć stoi to w sprzeczności z niektórymi interesami Niemiec. Niemcy muszą pogodzić się z tym, że albo tworzą jednolitą Unię Europejską i ich deklaracje są prawdziwe, albo działają obłudnie, swoje własne interesy przenosząc ponad interesy Unii.

  Milan Horáček (Verts/ALE). – Herr Präsident! Ich habe für die Entschließung gestimmt, wenn auch mit einigen Bauchschmerzen. Der Russland-Georgien-Krieg hat die Unterschiedlichkeit der Krisenbewältigung deutlich gemacht. Georgien hat verschiedene ungelöste Probleme. Russland aber handelt in der bewährten Tradition halbasiatischer Despotien mit Hinterlist, Provokation und kriegerischer Brutalität. Dies ist nicht nur eine Gefahr für den Kaukasus oder die Ukraine, sondern für uns selbst.

Unsere Stärken sind die Menschenrechte, die Demokratie, die Rechtsstaatlichkeit und die gemeinsam erkämpfte Freiheit, die Freiheit von Abhängigkeiten und Zwängen. Diese Werte müssen wir dringend mit einer gemeinsamen Außen- und Sicherheitspolitik verteidigen.

  Charles Tannock (PPE-DE). – Mr President, the British Conservative delegation supported the motion for a resolution on Georgia, which was a balanced one overall. However, we have objections to paragraph 19, which calls for a military ESDP mission in Georgia – although we would see nothing controversial in an EU civilian observer presence.

Similarly, paragraph 30, which claims that the Lisbon Treaty would help the EU’s position with regard to managing this crisis, is, in our view, unfounded. We support a more robust common external energy security policy under the CFSP with regard to Russian oil and gas imports, but we do not see what difference the Lisbon Treaty would have made to managing this crisis. This is not about EU global weakness in foreign affairs, but about Russian bullying and revanchism in the South Caucasus.

  Bruno Gollnisch (NI). – Monsieur le Président, nous avons souscrit à la question que souhaite poser M. Lehne à la Commission. Il nous paraît, en effet, que les problèmes du droit du contrat en Europe doivent répondre à deux besoins essentiels qui vont d'ailleurs de pair. Le premier est celui de la clarté et de la simplicité, le deuxième est celui de la sécurité. Nous sommes heureux que le rapporteur ait tenu compte des remarquables travaux de la société de législation comparée, nous souhaitons que ce travail se fasse en référence à notre patrimoine commun, le droit romain. Les règles de l'autonomie de la volonté, les règles de la validité, des vices du consentement et de la publicité ont été fixés dans notre civilisation depuis les temps les plus anciens. C'est à elles qu'il faut se référer, c'est à ce patrimoine commun juridique de notre civilisation.

Nous souhaitons par ailleurs que, pour la sécurité des transactions, l'unification des règles de conflits de lois précède l'unification des règles de fond. Les contrats conclus entre des personnes se trouvant dans des endroits différents, et notamment la question difficile de la rencontre de l'offre, ou pollicitation, et de l'acceptation, leurs modalités, leurs moments, leurs preuves, tout ceci peut faire l'objet d'une unification sans qu'on n'ait besoin d'unifier pour autant les règles de fond de nos différentes législations.

  Mario Borghezio (UEN). – Signor Presidente, onorevoli colleghi, alcuni giorni fa in un'isoletta della Sardegna, alcuni indipendentisti del Partito indipendentista sardo con metodi pacifici e intenti ecologici hanno proclamato la repubblica dal nome poetico e di assonanza polinesiana "Repubblica di Maluventu". Al Presidente è già pervenuta la carta ispirata alla Carta dell'ONU e al sacrosanto principio di autodeterminazione dei popoli, la segnalo alla sua attenzione. L'Europa è sempre solidale con chi si batte per la libertà con metodi pacifici e democratici! Viva la battaglia del popolo sardo per la sua autodeterminazione!

  Frank Vanhecke (NI). – Voorzitter, ik heb tegen het verslag-García Pérez gestemd hoewel ik ervan overtuigd ben dat mannen en vrouwen vanzelfsprekend gelijkwaardig zijn en vanzelfsprekend gelijk loon voor gelijk werk moeten krijgen. We vergeten nog veel te vaak dat de gelijkwaardigheid van mannen en vrouwen één van de vaste verworvenheden is van het huidige Europa, van de Europese wereld, en van de westerse wereld en dat die helemaal niet wordt gedeeld in een aantal andere streken van de wereld. We mogen dat nooit vergeten.

Maar dat is maar één aspect van dit verslag. Het verslag staat verder bol van een heleboel andere zaken waarmee ik het fundamenteel oneens ben, zoals de steun voor de eeuwige electorale quota voor vrouwen. Alsof vrouwen een onmondige soort zouden zijn die niet op eigen krachten en met eigen capaciteiten posities kunnen verwerven. Ook de eeuwige steun voor abortus: ik vraag mij af wat dit in dit verslag komt doen.

Om al die redenen en vele andere heb ik dus toch tegen het verslag-García Pérez gestemd

  Christopher Heaton-Harris (PPE-DE). – Mr President, for some bizarre reason I broke the trend of a lifetime in this Parliament today by not voting against a report by the Committee on Women’s Rights and Gender Equality – I abstained.

In the past, I have constantly voted against these reports because they are normally full of complete rubbish. But, as a married father with two girls, I try to read every word of these reports and guess what they actually mean.

I have some concerns about the committee this stuff comes from – I do not really think we need a Women’s Committee in this place when we have a Committee on Civil Liberties, Justice and Home Affairs.

There are some phrases in this report – the ‘feminisation of poverty’, for example – which mean absolutely nothing but sound great to the PC brigade that resides out there.

I do wonder what this committee would feel about, say, those who break the glass ceiling: for example, a mother of five, whose youngest child suffers from Down’s syndrome, whose eldest daughter might be five months pregnant – as in the potential Vice-President of the United States, Sarah Palin? I think that committee would not like the fact that she has broken through the glass ceiling. But I abstained on this report.

  Ewa Tomaszewska (UEN). – Panie Przewodniczący! Mimo iż jestem zwolennikiem równych praw, głosowałam przeciw rezolucji w sprawie równości między kobietami a mężczyznami. Do rezolucji tej włączono zapisy kryptoaborcyjne, naruszono w ten sposób zasadę subsydiarności w tym obszarze. Fakt odrzucenia w głosowaniu poprawki nr 2, usuwającej te zapisy, skutkował koniecznością odrzucenia całej rezolucji. Przykre, że Parlament Europejski w tak niefrasobliwy sposób gwałci podstawowe zasady funkcjonowania Unii Europejskiej.

  Hynek Fajmon (PPE-DE). – Vážený pane předsedající, hlasoval jsem proti zákazu klonování. Zákaz klonování je útokem na svobodu vědeckého bádání i na svobodu podnikání. Omezování těchto svobod nepřinese Evropské unii nic dobrého, naopak povede k dalšímu odchodu vědců do Spojených států amerických a jiných států světa, kde tyto zákazy neplatí. Zákaz obchodování s těmito výrobky potom povede k dalším obchodním sporům v rámci Světové obchodní organizace. Takový vývoj si nepřeji.

Zdravotní i jiná rizika klonování musí být řádně a v souladu s platnými postupy a procedurami posouzena a výsledky těchto řízení musí být veřejnosti sděleny. Evropský úřad pro bezpečnost potravin provedl v prvním pololetí letošního roku vědeckou konzultaci na toto téma a výsledky této konzultace nedávají žádné důvody k zákazu klonování.

  Avril Doyle (PPE-DE). – Mr President, I voted against the resolution on banning cloned animals in our food chain, due to the lack of scientific rigour underpinning our approach in Parliament. Whether it is a legislative vote, a resolution on a parliamentary question, or an own-initiative report, decisions taken by the European Parliament and plenary votes are seriously devalued if they do not stand up to peer-reviewed scientific scrutiny. The credibility and integrity of our work, therefore, is legitimately opened to question.

  Ivo Strejček (PPE-DE). – Mr President, I voted against the Svensson report, and I am grateful for the opportunity to say why.

My reasons are as follows. First, no consumer knows everything, nor does any legislator. That is why advertising is a vital part of commerce and trade. Second, each advertisement (unfortunately or fortunately) must be obtrusive, attractive, striking and eye-catching. This is the result of the fact that there are always at least a few producers selling the same product, and each of them wants to sell just its own product. Third, Ms Svensson’s attempt is attentive to these principles and tries to improve market forces with artificial legislating steps, which will harm and distort natural market forces stemming from the supply and demand relationship. That is why I voted against.

  Frank Vanhecke (NI). – Voorzitter, als ik zou moeten samenvatten waarom ik tegen het verslag-Svensson gestemd heb, dan zou ik heel eenvoudig kunnen zeggen dat het verslag in mijn ogen complete nonsens, volkomen onzin is. Het is het zoveelste verslag waarin dit Parlement, dat toch officieel geacht wordt de vrijheid van de Europese burgers te verdedigen, oproept tot beknotting van de vrijheid en tot censuur. Verschillende bepalingen uit het verslag-Svensson, zoals de censuurparagraaf 14, lijken wel rechtstreeks afkomstig uit "Fahrenheit 451", dat boek waarin een wereld wordt geschetst waarin boeken verbannen zijn en kritische gedachten worden onderdrukt.

Ik ben sowieso zeer kritisch tegenover dit Europees Parlement. Maar het moet toch ook een beetje oppassen dat het zichzelf niet hopeloos belachelijk maakt en een soort kloon van de Opperste Sovjet wordt.

  Philip Claeys (NI). – Voorzitter, ik zou mevrouw Svensson willen feliciteren. Haar verslag is een van de meest betuttelende, interventionistische en politiek correcte teksten van de hele legislatuur. Het lijkt wel alsof ze overtuigd is dat reclame en marketing één groot complot zijn om vanaf de eerste jaren van de socialisatie van het kind aanleiding te geven tot discriminatie op grond van geslacht, hetgeen de instandhouding van de levenslange ongelijkheid tussen mannen en vrouwen versterkt. Ik verzin dit niet: het grootste deel van deze zin komt letterlijk uit overweging N van de tekst.

Uiteraard pleit het verslag voor meer regelgeving en voor de oprichting van instanties die zich specifiek moeten bezighouden met het monitoren van de naleving van al die nieuwe regels. Ik zou bijna willen zeggen jobs for the boys als die uitdrukking niet zo gruwelijk gender insensitive zou zijn. Het toppunt is punt 14 van de tekst die ervoor pleit om zogenaamde boodschappen die genderstereotiepen overdragen, te verwijderen uit tekstboeken, speelgoed, videospelletjes, het internet en reclame. Censuur dus. Ik weet niet of de term tekstboeken ook slaat op literatuur, maar als dat zo is, dan kunnen we al direct beginnen met de boeken van Shakespeare te verbranden op straat.

  Christopher Heaton-Harris (PPE-DE). – Mr President, I reverted to type for this report, and voted against. I would like to detail some of the reasons why.

I have a huge amount of respect for the rapporteur, Mrs Svensson, who has done a lot of work in this area and is one of the strongest female role models that this Parliament could put forward. However, certain points in the report – some of which were voted down – were almost beyond belief. There were the calls for the gender thought police in paragraph 9. There was the challenge to traditional gender roles in paragraph 13 and, in paragraph 14, something approaching a hatred of new images on the internet.

Male and female forms have always been used in advertising. The male forms tend to look better than mine and the female forms tend to look better, say, than some Members of this House. That is advertising for you. Even the European Commission – if you look at its website, or any of the publicity it drapes upon its buildings – uses images of men and women who are slightly better-looking than the average.

  Jan Andersson, Göran Färm, Anna Hedh, Inger Segelström och Åsa Westlund (PSE), skriftlig. − Vi har valt att rösta för betänkandet eftersom det syftar till en global harmonisering av klassificering, märkning och förpackning av kemikalier. Detta kan bidra till en säkrare kemikaliehantering vilket främjar miljö och hälsa. 

 

Vi hade dock gärna sett en märkning av kemikalier i den så kallade kategori fem.

Dessa kemikalier finns ofta i hushåll och är en vanlig förgiftningsorsak för barn.

Remonta a 1980 o início do debate a nível internacional sobre as substâncias químicas e o seu papel na nossa vida, inicialmente no âmbito da Organização Internacional do Trabalho e, em seguida, das Nações Unidas, que adoptaram, em Dezembro de 2002, o sistema GHS (Sistema Harmonizado de Classificação e Rotulagem de Substâncias Químicas), já revisto em 2005.

Estas decisões tiveram impacto a nível comunitário, com a adopção de vários documentos.

Neste momento, do que se trata é apenas da proposta de regulamento relativo à classificação, rotulagem de substâncias e misturas em que a União Europeia pretende aplicar os critérios internacionais acordados pelo Conselho Económico e Social das Nações Unidas para a classificação e rotulagem de substâncias e misturas perigosas, também conhecido por Sistema Geral Harmonizado (GHS).

Através deste sistema, procura-se dar atenção à protecção da saúde humana e do ambiente, sem pôr em causa a circulação de substâncias e misturas, estabelecendo critérios de classificação e informação, incluindo requisitos de rotulagem e fichas de segurança. Isto aplica-se para defender a segurança no transporte de mercadorias perigosas e para a prevenção da saúde e segurança dos consumidores, dos trabalhadores e do ambiente. Daí o nosso voto favorável a estes relatórios.

  Marian Zlotea (PPE-DE), în scris. − Produsele chimice sunt fabricate şi comercializate la nivel global, iar riscul lor este acelaşi în întreaga lume. Substanţele care sunt considerate periculoase într-o ţară pot avea un alt regim în altă ţară. Nu ar trebui să existe o descriere diferită între ţări pentru acelaşi produs.

Pe lângă necesitatea informării, GHS (Sistemul Armonizat Global) are ca scop principal protecţia consumatorilor. Noua legislaţie în domeniul clasificării, ambalării şi etichetării substanţelor şi amestecurilor va oferi o protecţie sporită sănătăţii şi mediului. Cred că s-a ajuns la compromisuri care conţin soluţii bune pentru sănătatea consumatorilor. Utilizatorii profesionişti de produse chimice şi consumatorii din întreaga lume pot beneficia de o armonizare la nivel global.

În urma aplicării acestui raport va creşte protecţia persoanelor ce utilizează aceste substanţe periculoase, întreprinderile vor fi mai eficiente, reducându-se numărul accidentelor. Utilizarea acestor produse periculoase va fi mai sigură şi va pune la dispoziţia utilizatorilor informaţii corecte, complete şi precise, oferind o bună protecţie consumatorului.

  Ian Hudghton (Verts/ALE), in writing. − The Sartori reports deal with important matters of relevance to all our citizens. Chemicals are manufactured and traded on a global basis and their hazards remain the same wherever they are used; accordingly it is appropriate that the classification and labelling of hazardous substances be suitably harmonised. The package agreed today represents a sensible compromise reached between the political groups and the institutions and I was therefore able to support it.

  Sylwester Chruszcz (NI), na piśmie. − Raport legalizuje produkcję pojazdów napędzanych wodorem. To jeden z nielicznych dokumentów, które w sposób świadomy podchodzą do problemu alternatywnego paliwa do samochodów. Jest to o tyle chwalebne, że chodzi o całkiem nowatorską technologię, która jest całkowicie nieszkodliwa dla środowiska, bo spalinami jest woda. Nie mam wątpliwości, że dokument jest inspirowany przez producenta samochodu, którym jeździ Hans Pöttering, ale świadomie głosowałem za.

  Hanne Dahl (IND/DEM), skriftlig. − JuniBevægelsen vurderer brændselsceller med brint som energibærer lavet på vedvarende energi - sol, vind og bølgekraft - som et system til transport, fordi det er en ren forbrænding, dvs. ingen partikelforurening, samtidig med at drivmidlet kan laves på vedvarende energi. Alt i alt har brintkøretøjer dog en meget lav energieffektivitet på 20 % fra kilde til hjul. Dette overgås langt af elkøretøjer på computerstyrede litiumbatterier, der har energieffektivitet på 80-90 %, samtidig med at millioner af batterier kan løse den vedvarende energis lagringsproblemer. Vi vil derfor arbejde for, at Kommissionen tager skridt til at fremme dette alternativ.

It is urgent to include hydrogen vehicles in the EU type approval framework, thus fostering the research and development of this environmentally friendly technology throughout the whole of the internal market.

Moreover, technical specifications have been established to ensure the reliability and safety of hydrogen components and systems, as well as the clear identification of hydrogen powered vehicles through labelling, which would be important should an emergency arise.

The potential of hydrogen as a clean form of power has long been recognised, and technologies in this area are constantly being improved.   Jörg Leichtfried (PSE), schriftlich. Ich stimme für den Bericht von Anja Weisgerber über die Typgenehmigung von Kraftfahrzeugen mit Wasserstoffantrieb.

Die Förderung von alternativen und umweltfreundlichen Kraftstoffen in der EU ist ein wichtiger Schritt, der in der heutigen Zeit unbedingt unterstützt werden muss. Wasserstofffahrzeuge bieten sich dafür an, sie müssen jedoch ein hohes Niveau an Sicherheit und Umweltschutz garantieren. Damit das gewährleistet ist, sind einheitliche Bedingungen für die Typgenehmigung in der Europäischen Union von Nöten. Ohne EU-weit geregelte Typisierung von Kraftfahrzeugen mit Wasserstoffantrieb besteht die Gefahr, dass Einzelgenehmigungen der Mitgliedstaaten den Wettbewerb verzerren und eine Investierung der Unternehmen in Wasserstofffahrzeuge nicht mehr lukrativ ist.

Ein einheitliches Typgenehmigungssystem bietet den Bürgern den Schutz einer EU-weiten Richtlinie und fördert die so wichtige Verbreitung von umweltverträglichen Kraftfahrzeugen.

  Andreas Mölzer (NI), schriftlich. Wasserstoffantrieb ist sicherlich eine Technik mit Zukunftspotential, die jedoch noch keineswegs ausgereift ist. Zusätzlich zu noch nicht finanzierbaren Anschaffungskosten kommen hohe Kosten für Herstellung und Speicherung des Wasserstoffs. Und auch wenn die Autos selbst keine schädlichen Abgase produzieren, ist noch ungeklärt, wie der Wasserstoff möglichst energiearm und CO2-frei hergestellt werden kann.

Schlussendlich wissen wir auch noch nicht, ob sich Batteriefahrzeuge oder Autos mit Brennstoffzellen-Antrieb durchsetzen werden. Wichtig ist jedenfalls, dass wir alternative Techniken unterstützen, um unsere Abhängigkeit von fossilen Energien zu reduzieren. Folglich habe ich auch für den Bericht Weisgerber gestimmt.

În scopul de a obţine beneficiile legate de mediu asociate cu utilizarea vehiculelor pe baza de hidrogen acesta trebuie să fie produs în mod durabil, îmbunătăţind în mod anticipat nivelurile calităţii privind zgomotul şi aerul.

Prezentul regulament va asigura ca sistemele pe baza de hidrogen să fie tot atât de sigure precum tehnologiile de propulsie convenţionale, contribuind la stimularea industriei pentru construirea acestor tipuri de vehicule. Este necesar să se creeze un cadru corespunzător în vederea accelerării introducerii pe piaţă a vehiculelor cu tehnologii de propulsie inovatoare, astfel încât industria transporturilor să contribuie în mod semnificativ la un viitor mai curat şi sigur.

Având în vedere probleme globale cauzate de schimbările climatice şi lipsa surselor de energie, promovarea vehiculelor pe bază de hidrogen trebuie făcută la nivel internaţional, în special în ţările în curs de dezvoltare, dar şi în SUA, pentru a garanta o mai buna protecţie a mediului împotriva încălzirii globale.

Din acest motiv, m-am exprimat în favoarea acestei propuneri de regulament care reprezintă un prim pas către o Europa mai curată.

  Peter Skinner (PSE), in writing. − Given the current and future problems affecting motor vehicle engines run on petroleum, it is clear that developments of alternatives are vital. The approval of specifics relating to this are a solid step forward. The relationship between aggregate consumption of oil through motor car use and that of increasing respiratory diseases, as well as concomitant rises in pollution, means that ‘next-generation’ vehicle design has to reflect this.

Clearly, the aspect of hydrogen generation through the use of electricity raises wider considerations, including how to locate the energy for the generation of the original electricity. However, this report helps to move the debate and the industry behind the car of the future and in the right direction.

  Bernard Wojciechowski (IND/DEM), na piśmie. − Wodór jest powszechnie uważany za „najczystsze” ekologicznie i najbardziej przyjazne środowisku paliwo, gdyż w wyniku jego spalania w powietrzu lub tlenie produkowana jest wyłącznie woda.

Pomimo istotnych problemów związanych z tankowaniem i składowaniem wodoru, nieustanne prace wielu ośrodków badawczych na świecie świadczą o tym, że jest to paliwo przyszłości. Wodór jako paliwo zapewni nam bezpieczne ekologicznie źródło energii odnawialnej.

Wprowadzenie unijnych kryteriów homologacji pojazdów napędzanych wodorem jest niezbędne do prawidłowego funkcjonowania jednolitego rynku oraz do zapewnienia wysokiego poziomu bezpieczeństwa i ochrony środowiska naturalnego.

  Alessandro Battilocchio (PSE), per iscritto. − Voto a favore di questa risoluzione, auspicando un rapido e pacifico epilogo di questa gravissima crisi. Ritengo necessario ribadire due aspetti: da un lato, è intoccabile il principio di inviolabilità dell'integrità territoriale dei vari Stati e, d'altro canto, va sottolineata la necessità di un assoluto rispetto per i diritti delle minoranze presenti.

Certo, dopo la vicenda Kosovo, la voce della comunità internazionale è senza dubbio più flebile e sostanzialmente meno credibile, ma vanno intensificati gli sforzi diplomatici per giungere ad una soluzione credibile e concreta. Ma mentre le cancellerie di tutto il mondo sono al lavoro, è urgente intervenire per fronteggiare la dilagante crisi umanitaria legata alla presenza di un crescente numero di profughi. L'Unione Europea deve farsi promotrice di una task force che allevi le sofferenze di centinaia di migliaia di persone che sono in difficoltà.

Sono in contatto con la referente internazionale Unicef che conferma l'assoluta gravità della situazione: spero che la Commissione Europea, come accaduto in altre situazioni, faccia la sua parte.

H απόφαση αυτή ελήφθη διότι το τελικό σχέδιο ψηφίσματος που ετέθη σε ψηφοφορία διαμορφώθηκε κατά τέτοιο τρόπο ώστε να αρθεί η λογική της ισορροπίας που υπήρχε στα προηγούμενα σχέδια ψηφίσματος.

  Glyn Ford (PSE), in writing. − I will be voting in favour of this joint resolution because it is important that the Union send a strong message to Russia’s leadership. Nevertheless, it fails to adequately criticise and apportion blame to the Georgian leadership’s role in triggering the crisis. As far as I am concerned, under the current leadership, Georgia is definitely not on track to join NATO in the foreseeable future.

My second point is that this crisis reinforces and strengthens the requirement for a European common foreign and security policy. The sooner this element of the Lisbon Treaty is implemented, the better.

  Hélène Goudin och Nils Lundgren (IND/DEM), skriftlig. − Läget i Georgien och hur man ska ställa sig till det är utrikespolitiska frågor. Junilistans ståndpunkt är att varken Europaparlamentet eller någon annan EU-institution ska uttala sig i sådana eftersom utrikespolitik ska bedrivas på nationell nivå, inte av Europeiska unionen.

Föga förvånande tar Europaparlamentet tillfället i akt att propagera för en förstärkt gemensam utrikes- och säkerhetspolitik samt, än värre, för ett genomförande av Lissabonfördraget. Vi ser redan idag hur olika medlemsstater har olika synpunkter i frågan om Georgien. Det är alltså inte önskvärt att EU ska tala med en röst, eftersom den rösten måste komma att tala mot många medlemsstaters ståndpunkter. De talrikt förekommande referenserna till Nato är även de mycket problematiska, eftersom det finns länder som är medlemmar i EU men inte i Nato.

Situationen i Georgien är mycket allvarlig, inte minst med tanke på alla civila offer i konflikten. EU ska dock inte bedriva utrikespolitik och därför har vi röstat nej till denna resolution.

A resolução aprovada pela maioria do PE, com o nosso voto contra, enquadra-se na campanha anti-russa daqueles que, a partir desta, pretendem escamotear as suas profundas responsabilidades na agudização da situação internacional e pseudojustificar novos e perigosos passos na escalada de confrontação.

Entre outros aspectos, a resolução oculta que na raiz da actual situação internacional e do Cáucaso está a nova corrida aos armamentos e a militarização das relações internacionais promovida pelos EUA e pela NATO (com o seu conceito estratégico ofensivo e o seu alargamento até às fronteiras da Rússia), a instalação de novas bases e mísseis dos EUA na Europa e a crescente militarização deste continente, a agressão e o desmembramento da Jugoslávia e o reconhecimento, à margem do direito internacional, da proclamada independência da província Sérvia do Kosovo, a agressão e ocupação do Afeganistão e do Iraque, isto é, o imperialismo (e as contradições intercapitalistas).

Alguns dos que hoje clamam pelo respeito do direito internacional, da integridade territorial, soberania e independência dos Estados, são os mesmos que promoveram e apoiaram a agressão à Jugoslávia ou ao Iraque. Uma hipocrisia!

O caminho para a paz e a salvaguarda do futuro da humanidade passa pelo cumprimento dos princípios estabelecidos nos números 1, 2 e 3 do Artigo 7.º da Constituição Portuguesa.

Parliament has condemned the use of force and believes that conflicts in the Caucasus cannot be solved by violence; the speedy clear-up of mines will prevent future casualties of civilians.

  Ona Juknevičienė (ALDE), rakstiski. − Balsavau už 2 ir 5 pataisas, nes manau, kad Rusija įvairiais būdais išreiškia savo pretenzijas atstatyti buvusios Sovietų Sąjungos teritorines ribas.Savo veiksmais Gruzijoje Rusija dar kartą įrodė, kad ji prisidengdama tariamu savo piliečių teisių gynimu, gali bet kada įsiveržti į suverenios valstybės teritoriją ir ją okupuoti. Manau, kad ES, taip pat ir šia rezoliucija turi aiškiai pasakyti, kad ekspancionistinės Rusijos viltys yra nepagrįstos ir nerealios, ypatingai Baltijos šalių atžvilgiu .

Balsuodama prieš 27 punkto 2 dalį manau, kad ES negali ir neturi teisės nuspręsti ar Gruzija vis dar yra integracijos į NATO procese. Galime tik konstatuoti faktą, kad 2008 m. kovo 3 d. NATO patvirtino Gruzijos galimybę prisijungti prie šios organizacijos, tačiau sprendimas dėl įstojimo yra pačios suverenios Gruzijos reikalas.

  Filip Kaczmarek (PPE-DE), na piśmie. − Szanowni Państwo! Głosowałem za przyjęciem rezolucji w sprawie sytuacji w Gruzji. Nie dlatego, że jest to rezolucja idealna. Nie ulega dla mnie wątpliwości, że nasza rezolucja mogłaby być lepsza. Wahałem się czy poprzeć projekt rezolucji.

Moje wątpliwości rozwiał tuż przed głosowaniem pan poseł Martin Schulz. Żałował on, że rezolucja nie krytykuje prezydenta Gruzji. To zdumiewające oświadczenie przekonało mnie, że rezolucja mogła być znacznie gorsza, mogła zostać zepsuta przez prorosyjskie lobby w Parlamencie Europejskim. Przy okazji pan poseł Schulz podważył jednolitość Parlamentu wobec kryzysu na Kaukazie. Teraz jest oczywiste, iż byłoby lepiej, gdyby Parlament Europejski spotkał się na nadzwyczajnej sesji w sprawie Gruzji wcześniej. Szkoda, że nie zaprezentowaliśmy naszego stanowiska przed posiedzeniem Rady. Szkoda, że nie przedstawiliśmy naszej recepty, naszej opinii zanim zebrali się przywódcy państw członkowskich.

En prenant position sans nuance contre la Russie et en engageant l’Europe dans la résolution du conflit, le Conseil européen et la majorité de notre assemblée engagent un processus aussi dangereux que celui ayant plongé notre continent dans la première guerre mondiale.

Ce processus découle des élargissements à l’Est non préparés qui nous rapprochent des zones de conflits que sont les Balkans et le Caucase. Quelles seront les conséquences d'une adhésion de la Turquie, limitrophe de l’Irak et de l’Iran? Ensuite, en reconnaissant l’indépendance de la province serbe du Kosovo nos gouvernements ont ouvert la boîte de Pandore, remettant en cause l’intégrité territoriale non seulement de la Géorgie, mais de la plupart des Etats européens, à l’Est comme à l’Ouest.

Si, comme le souhaitent les socialistes, les libéraux, le PPE et les Verts, la Géorgie intégrait l’OTAN et adhérait à une Union européenne régie par le traité de Lisbonne, nos nations entreraient en conflit avec la Russie.

L’Europe de Bruxelles c’est la guerre. Plus que jamais, face à la montée en puissance de la Chine et à la menace islamiste, il est temps de construire une autre Europe, l’Europe des patries souveraines, unie à la Russie par les liens de civilisation que constitue notre héritage grec et chrétien.

  David Martin (PSE), in writing. − I welcome the swift action taken by the French presidency in working towards a solution to the conflict between Georgia and Russia. While criticism could be aimed at Tbilisi’s military engagement in South Ossetia, the retaliatory action taken by Moscow is both disproportionate and a clear violation of Georgia’s territorial integrity. I would call on the European Parliament to send a clear message to the Russian executive that its actions are unacceptable. I therefore voted in favour of the resolution.

  Erik Meijer (GUE/NGL), schriftelijk. − Er is alle reden voor humanitaire steun aan de bevolking van Georgië en een veroordeling van militaire interventies in het niet-omstreden gebied en het gebruik van clusterbommen door Rusland. Wat ik in deze resolutie afwijs is het partij kiezen voor Georgië en de poging om Rusland te straffen, te isoleren en te omsingelen door de NATO vanwege de erkenning van de onafhankelijkheid van Abchazië en Zuid-Ossetië.

Een zeer groot deel van de huidige staten in Europa is ontstaan door feitelijke afscheuring van een andere staat, een eenzijdige onafhankelijkheidsverklaring en de uiteindelijke erkenning door andere staten. De meeste Europese staten zijn ontstaan na 1830, in het bijzonder in golven na 1918 en 1991. Kosovo was daarvan het meest recente voorbeeld. Er is geen enkele reden om de ontstaansgeschiedenis van Kosovo tot uitzondering te verklaren, of te doen alsof dit de laatste keer was dat er een nieuwe staat bij komt.

Het is nooit de laatste keer. Zolang de inwoners van een gebied in meerderheid de regerende staat nutteloos of zelfs bedreigend vinden omdat ze die ervaren als een buitenlandse overheersing zullen er nieuwe staten blijven ontstaan. Laten we erkennen dat de inwoners van Abchazië en Zuid-Ossetië niet ondergeschikt willen zijn aan Georgië.

  Andreas Mölzer (NI), schriftlich. Russland ist für die EU nicht nur als Energielieferant von Bedeutung, sondern auch als Gegengewicht zum Weltherrschaftsstreben der USA. Nicht nur aus diesen Gründen, sondern auch um nicht ihre Glaubwürdigkeit aufs Spiel zu setzen, ist es wichtig, dass die EU eine neutrale Vermittlerrolle zwischen Georgien und Russland einnimmt.

In vielen Nachfolgestaaten der Sowjetunion wie etwa in der Ukraine leben außerordentlich große russische Bevölkerungsgruppen. Daher ist es mehr als verständlich, dass sich der Kreml für diese russischen Volksgruppen in besonderer Weise verantwortlich fühlt. Die EU könnte helfen, eine für alle Seiten tragbare Lösung auszuverhandeln, sich etwa für großzügige Volksgruppenrechte der im postsowjetischen Raum lebenden Russen stark machen, was auch den viel zitierten Menschenrechtszielen der Europäischen Union entgegenkommen würde. In diesem Sinne bevorzuge ich die am Sondergipfel gefundene Position und bin gegen die Vasallen-Haltung des vorliegenden Berichts gegenüber den USA, weshalb ich auch dagegen gestimmt habe.

  Αθανάσιος Παφίλης (GUE/NGL), γραπτώς. – Tο κοινό ψήφισμα στηρίζει την πολιτική της Ε.Ε., η οποία προσπαθεί, αξιοποιώντας την κρίση στον Καύκασο, να ισχυροποιήσει την παρέμβαση και παρουσία της σε αυτή τη σημαντική περιοχή. Παριστάνοντας τον "ειρηνοποιό" προτείνει μια σειρά μέτρα που θα διευκολύνουν την εδραίωση και επέμβαση της Ε.Ε. στον Καύκασο. Είναι τόσο προκλητικό το ψήφισμα που δεν κάνει καμία καταγγελία στην ωμή επίθεση της ευρωνατοϊκής κυβέρνησης της Γεωργίας και τη δολοφονία χιλιάδων αμάχων. Tο αντίθετο, στηρίζει με όλους τους τρόπους την πολιτική της και την ένταξή της στο NATO. H καταδίκη της ανεξαρτητοποίησης της N. Oσετίας και Αμπχαζίας αποτελεί τουλάχιστον γελοία υποκρισία με δεδομένη τη διάλυση της Γιουγκοσλαβίας και την πρόσφατη απόφαση της Ε.Ε. για το Κόσσοβο.

Mέσα στο πλέγμα των αντιθέσεων και ανταγωνισμών Ε.Ε.- H.Π.A.- Ρωσίας το ψήφισμα του Ευρωπαϊκού Κοινοβουλίου σχεδόν ταυτίζεται με την πολιτική των HΠA, τοποθετείται με μονομέρεια κατά της Ρωσίας έχοντας στόχο την από καλύτερες θέσεις διαπραγμάτευση για το μερίδιο των αγορών και των πλουτοπαραγωγικών πηγών της Ευρασίας.

H όξυνση των αντιθέσεων και ανταγωνισμών από τους ιμπεριαλιστές, η προσπάθεια της Ρωσίας να αναβαθμίσει τη θέση της στην ιμπεριαλιστική πυραμίδα δημιουργούν νέους κινδύνους για τους λαούς του Kαυκάσου και της ευρύτερης περιοχής. O αντιιμπεριαλιστικός ενωμένος αγώνας μπορεί και πρέπει να είναι η απάντηση των λαών.

  Δημήτριος Παπαδημούλης (GUE/NGL), γραπτώς. – Καταψήφισα, όπως και σύσσωμη η Ευρωπαϊκή Αριστερά, το ψήφισμα για την κατάσταση στον Καύκασο, γιατί διαβάζει την κρίση με τα χρωματιστά γυαλιά της φίλο-Mπους πολιτικής και σκοπιμότητας. Kορυφαίο και προκλητικά αρνητικό στοιχείο του ψηφίσματος είναι ότι αποφεύγει να ασκήσει την παραμικρή κριτική στην τυχοδιωκτική ενέργεια του Γεωργιανού Πρωθυπουργού Σαακασβίλι που πυροδότησε την κρίση, για να μη δυσαρεστήσει τους αμερικανούς προστάτες του. H στάση της πλειοψηφίας του Ευρωκοινοβουλίου έρχεται σε πλήρη αντίθεση με εκείνη που κράτησαν οι ίδιες πολιτικές δυνάμεις προ εξαμήνου στο θέμα του Kοσόβου.

H σταθερότητα στην περιοχή του Καυκάσου δεν μπορεί να επιτευχθεί με μια πολιτική ουραγού των HΠA που κλείνει τα μάτια στην πραγματικότητα και υιοθετεί πολιτική δυο μέτρων και δυο σταθμών.

  Ioan Mircea Paşcu (PSE), in writing. − I have voted in favour of Amendment 2 because I consider it inadmissible that borders could be changed under the pretext of 'care' for the minorities in neighbouring countries. I also voted for mentioning that Georgia was promised NATO membership at the Bucharest Summit and that she is on right track for the following reasons:

a. It is true: Georgia was assured that she would become a NATO member and that is officially inscribed in the Final Communiqué of the Bucharest NATO summit,

b. At least one important European leader has said - in the context of the recent war with Russia - that Georgia's vocation for NATO would be fulfilled,

c. The EU is bound to guarantee Georgia's security, independence and territorial integrity by virtue of the Partnership Agreement concluded by the EU with Georgia within the European Neighbourhood Policy and since it cannot do it - because it is not structured for that - it means that the only institution which can do so is NATO, of which the majority of the EU countries are also members.

  Béatrice Patrie (PSE), par écrit. – Bien qu'imparfaite, la résolution adoptée par le Parlement européen mérite d'être soutenue dans la mesure où elle vient conforter l'unité dont l'Europe a su faire preuve dans la résolution de la situation en Géorgie.

Cette crise complexe prouve qu'il est urgent que l'UE construise une véritable stratégie régionale en direction du Caucase et de la Russie. En ce sens, l'UE serait bien avisée de proposer la tenue d'une conférence internationale à l'image de la Conférence d'Helsinki qui a donné naissance à l'OSCE en 1975.

Pour l'heure, il convient d'éviter que le report justifié des négociations relatives au renforcement du partenariat entre l'UE et la Russie occulte la nécessité de bâtir avec ce pays un dialogue équilibré englobant l'ensemble des questions d'intérêt commun parmi lesquelles figurent les valeurs démocratiques et la dimension énergétique.

A cet égard, il est regrettable que le Parlement européen n'appelle pas plus clairement à une révision de notre stratégie énergétique qui, outre la diversification annoncée de nos sources d'approvisionnement, doit prévoir le développement des énergies renouvelables et des économies énergétiques.

  Gilles Savary (PSE), par écrit. – Je me suis abstenu sur la résolution du Parlement européen concernant les évènements d'Ossétie du sud et d'Abkhazie considérant qu'elle exprimait une position politique asymétrique et déséquilibrée vis-à-vis de la déclaration d'indépendance unilatérale du Kosovo au sein d'une Serbie normalisée et démocratisée.

Notre Parlement n'avait pas jugé opportun de prendre une telle résolution, au nom des mêmes principes de respect du droit international et de l'intégrité des frontières nationales, qu'il invoque aujourd'hui pour dénoncer la reconnaissance d'indépendance de l'Ossétie et de l'Abkhazie par Moscou. On en connaît tous l'explication: ce que l'on reproche aujourd'hui, avec raison, à la Russie, nous n'avons pas voulu le reprocher aux États occidentaux, qui se sont empressés de reconnaître la déclaration d'indépendance unilatérale et illégale du Kosovo.

Si les initiatives militaires du gouvernement géorgien, comme celles de la Russie, doivent être dénoncées avec fermeté et céder la place à un règlement diplomatique et à une médiation internationale, l'Union européenne ne peut s'autoriser à appliquer deux poids deux mesures à l'égard des multiples "conflits gelés" qui ont succédé à la guerre froide.

Rien ne serait pire pour la sécurité de notre continent que l'Union confonde, dans cette partie du monde comme dans d'autres, alliances et allégeance vis-à-vis de la politique "pousse-au-crime" du gouvernement Bush.

  Geoffrey Van Orden (PPE-DE), in writing. − While the resolution expresses many views that I can support – in particular, the approach to the final status of South Ossetia and Abkhazia, and the call for Russian troops to be withdrawn from Georgia proper – it also contains many unhelpful elements.

The EU could play a useful role in providing civil observers and monitors and in humanitarian assistance. However, it should not seek to exploit the Georgia crisis for its own ends by calling for a strengthening of EU defence and security policy, by putting monitors under an ESDP rubric, or by endorsing the rejected Treaty of Lisbon. Furthermore, it was disappointing that the phrase ‘Georgia is still on track eventually to join the (NATO) Alliance’ was removed in the vote. I therefore abstained on this resolution.

  Glenis Willmott (PSE), in writing. − The European Parliamentary Labour Party welcomes this resolution, which shows strong and clear unity between EU Member States in the Council and the European Parliament on this vital issue. We mourn the tragic loss of life in this conflict and condemn the violent actions of both sides. We support moves towards supporting a lasting peace, the provision of humanitarian aid to victims and reconstruction efforts.

We voted to abstain on the second part of Paragraph 27, as we are clear that this is a resolution aimed at resolving the situation in Georgia. To discuss the future membership of an external organisation such as NATO would only distract from this important focus.

We wholeheartedly support the resolution's call to ensure a lasting resolution to the conflict on the basis of the EU-brokered six-point agreement, and we call on Russia to act decisively to meet the agreed conditions of this ceasefire plan, thus allowing for the resumption of negotiations on the EU-Russia Partnership Agreement.

Jak tomu v poslední době často bývá, zneužili opět někteří eurofederalističtí poslanci konflikt v Gruzii a příslušnou rezoluci k výzvám k urychlenému ratifikování Lisabonské smlouvy.   Marian Zlotea (PPE-DE), in writing. − The Extraordinary European Council of September 1 demonstrated and affirmed the unity of the EU, which represents progress compared to 2003, when the situation in Iraq created questions regarding EU unity.

Europe must continue to express its solidarity and determination concerning Russian compliance with international laws and standards. The resolution that we voted for today emphasises that the partnership between Europe and Russia must be based on mutual respect for the fundamental rules of European cooperation.

Russia continues to violate certain conditions of the cease-fire agreements, behaviour that must be met with unified political and economic pressure to encourage Russia to completely withdraw all troops from Georgian territory and reduce their military presence in South Ossetia and Abkhazia.

It is critical that immediate action is taken to ensure the continued delivery of assistance to displaced victims of this conflict. These troubling events perpetrated by Russia should be met with unified European resolve. In order to protect against future challenges of this nature, Europe must find alternative energy sources and strengthen the European Security and Defence Policy as set out in the Treaty of Lisbon.

  Proinsias De Rossa (PSE), in writing. − Despite the complex title this report concerns a complaint in 2001 of maladministration by the Commission in relation to the German Government’s failure to properly implement the Working Time Directive. The case was referred to the European Parliament by way of a special report from the European Ombudsman.

Referring a special report to the European Parliament is the last substantive step the Ombudsman may take in seeking a satisfactory response on behalf of a citizen. My report, on behalf of the Committee on Petitions, endorses the Ombudsman’s conclusion that the failure of the Commission to deal with the petitioner’s complaint for almost eight years constitutes an instance of maladministration.

The report does not address the content of the Working Time Directive itself and therefore an amendment which sought to raise the content of the Directive was opposed as irrelevant to this report.

  Kωvσταντίνος Δρούτσας (GUE/NGL), γραπτώς. – H έκθεση σχετικά με την άρνηση της Ευρωπαϊκής Επιτροπής να εξετάσει την καταγγελία γερμανού γιατρού για την παραβίαση από το γερμανικό κράτος της εργατικής νομοθεσίας σχετικά με το χρόνο εργασίας, αναδεικνύει το βαθιά ταξικό χαρακτήρα της ΕΕ. H Επιτροπή της ΕΕ, που ενεργεί αστραπιαία όταν θίγονται τα συμφέροντα του κεφαλαίου, επιβάλλοντας τη συμμόρφωσή των κρατών μελών στη κοινοτική νομοθεσία, ρίχνει στο καλάθι των αχρήστων τις καταγγελίες των εργαζομένων για την παραβίαση των δικαιωμάτων τους.

H προκλητική στάση της Επιτροπής είναι φυσική συνέπεια της αντιλαϊκής πολιτικής της ΕΕ που προωθεί τον "εργασιακό μεσαίωνα" για την εργατική τάξη, για να διασφαλίσει την κερδοφορία των ευρωπαϊκών μονοπωλίων. Στα πλαίσια αυτά το Συμβούλιο Υπουργών Aπασχόλησης υιοθέτησε τον περασμένο Ιούλιο, τροποποίηση της Oδηγίας για τον χρόνο εργασίας στην ΕΕ. Tο αντεργατικό αυτό έκτρωμα διαχωρίζει την έννοια του εργάσιμου χρόνου σε ενεργό και ανενεργό που δεν θεωρείται αμειβόμενος χρόνος εργασίας και δίνει το δικαίωμα στους εργοδότες να απασχολούν τους εργαζόμενους μέχρι και 13 ώρες την ημέρα, 65 ώρες την εβδομάδα χωρίς να τους πληρώνουν τίποτε για υπερωρίες.

Tα δικαιώματα της εργατικής τάξης, των εργαζομένων δεν διασφαλίζονται με καταγγελίες στην Επιτροπή, αλλά με τη συσπείρωση και την ένταση της ταξικής πάλης τους ενάντια στο κεφάλαιο και την ΕΕ για την ανατροπή αυτής της πολιτικής.

  Hélène Goudin och Nils Lundgren (IND/DEM), skriftlig. − Junilistan anser att arbetstider skall regleras på nationell nivå. Detta betänkande bör därför inte behandlas i Europaparlamentet, även om det formellt handlar om kommissionens behandling av ett överträdelseärende.

Subsidiaritetsprincipen som hyllas i alla tänkbara högtidliga sammanhang är här fundamental. När Europaparlamentets majoritet kommer in på detaljerna är det precis tvärtom, ingenting kan egentligen vara kvar i medlemsstaterna. Arbetstidsdirektivet är i sig självt ett klart brott mot subsidiaritetsprincipen. Länderna har olika näringslivsstruktur. Somliga har tung processindustri, andra har lätt industri, andra åter har mycket turism och säsongsberoende näringar och den offentliga sektorn är uppbyggd på olika sätt. Det är därför ytterligt olämpligt att försöka reglera arbetstiderna för hela EU och det finns heller ingen anledning. De som argumenterar för detta säger att vi annars får problem med social dumpning i EU. Det är en enormt grov anklagelse mot de länder vi har accepterat som medlemmar i EU, som alla uppfyller Köpenhamnskriterierna och som alla är rättsstater med fri organisationsrätt.

Detta betänkande är ännu ett försök av EU att lägga sig i arbetstidsfrågan som är medlemsländernas ansvar. Vi har röstat nej med hänvisning till subsidiaritetsprincipen.

  Richard James Ashworth (PPE-DE), in writing. − I and my British Conservative colleagues are fully supportive of the principle of equality of opportunity between women and men. We agree with some aspects of this report such as: the need to make greater progress on dealing with the pay gap between women and men; the promotion of entrepreneurship among women; the importance of policies at national level that seeks to promote an improving work-life balance. As our Shadow Minister for Women has said: "A Conservative approach to gender equality will be based upon a belief in equality of opportunity and equitable legal, commercial, social and political treatment".

However, we are concerned by certain aspects of the report such as: the call for new legal bases in EU law and the request for a decision on the "full communitarisation of policies". Also, we cannot support the creation of a costly "European Institute for Gender Equality" as set out in the report; such matters must be for individual Member States to pursue.

For these reasons, we have decided to abstain on this report.

  Jean-Pierre Audy (PPE-DE), par écrit. – J’ai voté la résolution du Parlement européen prise sur le rapport de ma collègue Espagnole Iratxe Garcia Pérez sur l'égalité entre les femmes et les hommes. Plus que jamais nous devons veiller à la double dimension du sujet : d’une part assurer l'égalité dans tous les domaines politiques (intégration de la dimension de genre) et, d’autre part, mettre en place des mesures ciblées destinées à réduire la discrimination dont les femmes sont victimes par des campagnes de sensibilisation, l'échange de meilleures pratiques, le dialogue avec les citoyens et des initiatives de partenariat public-privé. Tous les sujets sont majeurs : inégalités salariales, participation à la prise de décisions, notamment les décisions publiques, concilier les vies professionnelle et privée, violence faîtes aux femmes. L’égalité des genres est une cause majeure, bien engagée, mais qui doit recueillir toute l’attention des forces politiques humanistes de progrès et doit être débattue partout y compris dans les dialogues inter cultuels.

En effet, nous saisissonsl'occasion que nous donne ce rapport annuel sur l'égalité entre hommes et femmes et de sa concomitance avec la présidence française de l'Union européenne pour souligner un élément marginal mais distrayant qui est, au pire, un manque de tact et, au mieux, une parfaite application du principe d'égalité entre les hommes et les femmes consistant à ne plus les différencier.

Il y a quelques jours, à l'occasion du début de la présidence, si médiatique, de M. Sarkozy, des cadeaux ont été offerts aux députés européens. Dans le cadeau porte-documents, se trouvait notamment une cravate.

Sur les 785 députés européens, il se trouve que près d'un tiers sont des femmes. N'avaient-elles pas le droit, elles aussi, à un petit cadeau personnalisé, ou devons-nous en conclure que les femmes doivent elles aussi porter la cravate ?

Toujours est-il qu'à l'heure des grands discours sur la place et le rôle des femmes dans la vie politique, il semble bien que la muflerie l'emporte encore souvent sur la galanterie.

  Kωvσταντίνος Δρούτσας (GUE/NGL), γραπτώς. – Δεν μπορούμε να ψηφίσουμε την έκθεση για την ισότητα μεταξύ γυναικών – αντρών για το 2008 γιατί επιχειρεί να πείσει τις γυναίκες ότι ο συμβιβασμός με τις ευέλικτες εργασιακές σχέσεις, τη μείωση και εμπορευματοποίηση όσων κοινωνικών παροχών έχουν απομείνει προς τη λαϊκή οικογένεια είναι αναγκαίο κακό, προκειμένου να προσαρμοστούν οι γυναίκες στην ευρωενωσιακή πολιτική "συμβιβασμού οικογενειακών και επαγγελματικών υποχρεώσεων".

Οι σωστές διαπιστώσεις για τη μισθολογική ανισότητα μεταξύ αντρών και γυναικών δεν αντιμετωπίζονται και πολύ περισσότερο δεν εξαλείφονται με απλές προτροπές, ούτε με καθιέρωση παγκόσμιας μέρας μισθολογικής ισότητας.

Tα μέτρα που προτείνονται για την καταπολέμηση των στερεοτύπων που συνδέονται με το φύλο, την ίση εκπροσώπηση στη λήψη αποφάσεων, την εξάλειψη κάθε μορφής βίας λόγω φύλου κλπ., είναι μεν σε θετική κατεύθυνση αλλά θα παραμείνουν ευχολόγια όσο παραμένει η ρίζα που τα δημιουργεί και τα συντηρεί, το καπιταλιστικό σύστημα, σύστημα που παράγει και οξύνει τις διακρίσεις και τις ανισότητες.

H πραγματική ισότητα απαιτεί αγώνα για αλλαγή του συσχετισμού δυνάμεων, για μία πολιτική υπέρ των εργαζομένων και ακύρωσης της στρατηγικής της ΕΕ, πάλη ενάντια στην κερδοφορία του κεφαλαίου και στην ασυδοσία της εργοδοσίας. Κανένα μέτρο δεν θα είναι αποτελεσματικό, αν δεν ισχυροποιηθεί το λαϊκό κίνημα σε κάθε χώρα, αν δεν τεθούν στόχοι για ουσιαστικές αλλαγές μέχρι στο επίπεδο της εξουσίας.

Votei favoravelmente o relatório Iratxe García Pérez sobre "Igualdade entre Mulheres e Homens – 2008", pois considero que a redução das disparidades entre homens e mulheres é fundamental para termos uma sociedade mais justa, sendo também um factor determinante para o crescimento económico, a prosperidade e a competitividade da União Europeia.

Reitero a proposta da relatora, que visa reforçar a legislação europeia em matéria de igualdade de género. Apesar das acções realizadas neste domínio, não se registaram avanços significativos a nível europeu, nomeadamente, no que diz respeito à diferença salarial entre homens e mulheres, à participação das mulheres na tomada de decisão, ao combate à violência contra as mulheres, ao acesso à educação e formação ao longo da vida, ou ainda quanto à conciliação entre vida profissional, familiar e pessoal.

Lamento, contudo, que a alteração n.º 1 tenha sido aprovada, suprimindo a importante referência à necessidade de a Comissão e o Conselho criarem uma base jurídica clara para combater todas as formas de violência contra as mulheres.

  Ilda Figueiredo (GUE/NGL), por escrito. Este relatório sublinha aspectos importantes das discriminações que persistem na sociedade, com destaque para a área do trabalho, dos salários, da pobreza, das pensões e reformas. Aborda igualmente as questões da violência e do tráfico de mulheres, as questões da educação e da formação, as carências de equipamentos sociais e de acessibilidade aos serviços de guarda de crianças e de pessoas dependentes, de defesa da promoção da saúde sexual e reprodutiva das mulheres.

No entanto, nalguns casos, mantém contradições, como acontece com as acções propostas na área do emprego, onde foi rejeitada uma proposta que apresentámos, embora tenha sido aprovada outra que salvaguarda aspectos importantes para as mulheres. Trata-se da seguinte proposta que, agora, está contida na resolução final do PE: "Solicita aos Estados-Membros a adopção de medidas eficazes que garantam o cumprimento das normas sociais e um trabalho com direitos nos diferentes sectores de actividade, assegurando, assim, uma remuneração digna aos trabalhadores e, em especial, às mulheres, o direito à segurança e à saúde no trabalho, à protecção social e à liberdade sindical, contribuindo para eliminar a discriminação entre os homens e as mulheres no trabalho".

Daí o nosso voto favorável, embora lamentemos que tenham sido rejeitadas outras propostas positivas.

  Hélène Goudin och Nils Lundgren (IND/DEM), skriftlig. − Junilistan tar starkt avstånd från alla former av diskriminering. EU är en värderingsunion och medlemsstaterna ska behandla samtliga grupper inom samhället på ett rättvist och jämställt sätt.

Betänkandet innehåller dock ett förslag som vi tar starkt avstånd från, nämligen att Europaparlamentet ska uppmana kommissionen och rådet att fatta beslut om en fullständig överföring till gemenskapens behörighet av frågor som invandring och asyl. Dessa frågor ska skötas av respektive medlemsstat.

I övrigt innehåller betänkandet många synpunkter på hur jämställdhet ska uppnås. Bland annat föreslås arbetsmarknadspolitiska åtgärder, informationskampanjer, medborgarsamtal, kvoteringar, löneutjämningar, åtgärder mot yrkessegregationen inom undervisningsväsendet och förbättringar av mammaledigheten för kvinnor som är egenföretagare. Betänkandet välkomnar vidare inrättandet av Europeiska jämställdhetsinstitutet och förespråkar att EU:s institutioner och medlemsstater ska införa en särskild internationell dag för lika lön.

Jämställdhet mellan män och kvinnor måste vara ett mål för alla medlemsländer. Vilka politiska åtgärder som används för att uppnå målen ska dock avgöras på nationell nivå. De internationella samordningar som är önskvärda bör ske på global nivå, företrädesvis inom FN. Vi har således valt att rösta nej till detta betänkande.

  Marian Harkin (ALDE), in writing. − In general, I am very supportive of most of what is in this report. However, I have a problem with Paragraph 9. I believe that the text of Paragraph 9 should be qualified by stating the need to respect national legislative processes when considering the issue of abortion.

Ireland has a protocol to the Treaty of Maastricht on this issue and furthermore the area of abortion is not an EU competence. It is up to each Member State to make its own legislation in this area and Parliament must therefore respect the principle of subsidiarity. Unfortunately, the text is not clear on this matter.

  Ian Hudghton (Verts/ALE), in writing. − The García Perez report deals with many important issues relating to gender equality, social justice and fundamental rights. One issue which is of increasing concern across Europe is that of human trafficking, which involves victims from both within and outside the EU. Combating serious organised crime of this nature requires a cross-border and multi-agency approach, and it is clear that the EU has a key role to play in this area.

The report highlights various areas that require the Commission’s attention, such as job quality and the need for better instruments to tackle violence against women.   Eluned Morgan (PSE), in writing. − I voted for this report which aims to tackle gender inequality. It is clear that women do not have the same opportunities as men to progress in their career. Working mothers will never be able to balance family and professional life without stronger parental rights for both men and women.

This is why I fully support the calls for increasing the duration of parental leave, and in particular increasing the incentives for fathers to take parental leave, and flexible working conditions. It is only with these kinds of rights that we will be able to tackle gender inequality. Women will never gain true equality until men take their fair share of responsibility for childcare and running the home, just as my fantastic husband does. He cooks, he shops, but he's not so good at making the bed!

  Rovana Plumb (PSE), în scris. − În calitate de shadow-raportor din partea grupului PSE în Comisia pentru ocuparea forţei de muncă şi afaceri sociale, am votat acest raport considerându-l deosebit de important în ceea ce priveşte propunerile pentru asigurarea unui tratament egal între femei şi bărbaţi pe piaţa muncii. În acest context, doresc să subliniez importanţa punctului 42 din raport prin care se solicită Comisiei şi statelor membre să stabilească un set de indicatori calitativi şi cantitativi, precum şi statistici bazate pe gen, care să fie fiabile, comparabile şi disponibile în timp util pentru a fi folosite în cadrul monitorizării punerii în aplicare a Strategiei de la Lisabona pentru creşterea economică şi ocuparea forţei de muncă.

Având în vedere că unul dintre factorii determinanţi pentru creşterea gradului de ocupare a locurilor de muncă este concilierea vieţii profesionale cu viaţa de familie, doresc să menţionez, de asemenea, şi punctul 34 prin care se solicită Comisiei să reunească şi să difuzeze cele mai bune practici cu privire la echilibrul între viaţa profesională şi cea privată.

  Lydia Schenardi (NI), par écrit. – Le Parlement européen doit penser que ses députés souffrent de la maladie d'Alzheimer! En effet, tous les ans, quasiment à la même période, surgissent deux rapports différents : l'un consacré à l'état des droits de l'homme dans l'Union et l'autre à l'égalité entre les hommes et les femmes.

Si le premier peut voir son contenu varier d'une année sur l'autre, bien que de façon marginale, preuve est faite en revanche qu'il n'en est rien pour le second.

Il suffit pour s'en convaincre de relire les précédents: le rapport Kauppi en 2007 ou Estrela en 2006 consacrés à l'égalité entre les hommes et les femmes. On y trouve les mêmes défis à relever, les mêmes constats d'inégalités, les mêmes recommandations. Est-ce à conclure qu'il n'y a pas de changements? Non, car des progrès en matière d'emploi ou encore de participation à la prise de décision des femmes ont été réalisés au niveau local, national et européen.

Seulement voilà, nos eurocrates, poussés par les lobbies des femmes, je pense notamment au puissant Lobby Européen des Femmes, ne se satisfont pas des progrès, ils veulent et prônent toujours plus d'égalité, toujours plus de similarité entre les hommes et les femmes, jusqu'à l'absurde.

Faut-il souhaiter cette égalité forcée, obtenue par le biais de quotas obligatoires, discriminatoires et communautaristes ?

Je ne le crois pas. La guerre des sexes n'a pas à avoir lieu.

  Olle Schmidt (ALDE), skriftlig. − Iratxe García Pérez betänkande om jämställdhet mellan kvinnor och män 2008 var i grunden ganska bra. Här fanns en hel del viktigt, inte minst möjligheten för kvinnor (och män!) att kombinera arbete med familjeliv och vikten av generösa föräldraförsäkringar.

Att där fanns en del hetluft och upprepningar hade jag kunnat leva med. Vad som var svårare var punkt 4 där man ville skapa en rättslig grund på EU-nivå för "allt slags våld mot kvinnor". Ambitionen är det inget fel på och hade det gällt människohandel, som är gränsöverskridande, hade det inte varit några problem. Men här vill man ha en "fullständig överföring till gemenskapens behörighet av de politiska åtgärdsprogrammen" på ett område som i första hand är en nationell kompetens, och det är mer bekymmersamt.

Anledningen till att jag till slut lade ned min röst var dock andra meningen i punkt 6 där man uppmanar till kvotering. Det är något som jag helst inte vill se på nationell nivå, och absolut inte introducerat som ett diktat från Bryssel.

  Richard James Ashworth (PPE-DE), in writing. − I and my British Conservative colleagues are fully supportive of the principle of equality of opportunity between women and men. We support the fundamental principle as outlined in paragraph 1 of the report: ‘Emphasises the importance of giving women and men the same opportunities to develop as individuals regardless of gender’.

However, we believe that this report is overly-prescriptive and heavy-handed in its approach and conclusions. We do not believe the EU should have greater powers in this area. Such matters are for individual Member States to decide upon.

We reject the approach as outlined in Recital I which states: ‘whereas gender stereotyping in advertising thus echoes the unequal distribution of gender power’. Such statements do not advance a healthy debate on equality. Likewise, we cannot support the thinking behind, inter alia, recitals F and G. The calls for ‘zero tolerance’ mentioned in the report are too vague and could lead to bad legislation if followed through.

For these reasons, we have decided to vote against this report.

Votei favoravelmente o relatório Eva-Britt Svensson sobre a influência do marketing e da publicidade na igualdade entre mulheres e homens, pois concordo com a necessidade de desenvolver um código de conduta para a publicidade, aplicável em todos os Estados-Membros, que garanta o respeito pelo princípio da igualdade entre homens e mulheres e combata o uso de estereótipos de género.

Considero que a publicidade e as comunicações de marketing constituem perigosos veículos de estereótipos de género, e que estes são geradores de limitações à liberdade, quer de mulheres, quer de homens, nas suas várias dimensões e papéis ao longo da vida, influenciando negativamente o seu papel na sociedade.

  Ilda Figueiredo (GUE/NGL), por escrito. Com este relatório da deputada sueca, Eva Svenson, do nosso Grupo, foi possível adoptar uma posição globalmente positiva sobre o impacto do marketing e da publicidade na igualdade entre homens e mulheres.

Como refere a relatora, o objectivo da publicidade é influenciar-nos - como homens e como mulheres. De facto, as escolhas que fazemos ao longo da vida são influenciadas por um grande número de factores, nomeadamente a classe social a que pertencemos, o sexo, a imagem e as noções de sexo e dos papéis atribuídos à mulher e ao homem que permanentemente chegam até nós através da educação, dos média, da publicidade.

Por isso, é importante continuar o combate aos estereótipos sexuais que permanecem nas nossas sociedades, apesar dos diversos programas comunitários que visam promover a igualdade entre homens e mulheres.

Como se refere no relatório, é fundamental o papel que o sistema escolar deve desempenhar para desenvolver nas crianças um espírito crítico em relação à imagem e aos meios de comunicação em geral, de forma a prevenir os efeitos nefastos da recorrência a estereótipos de género no marketing e na publicidade.

Mas, igualmente, se impõem acções positivas que promovam boas práticas na publicidade, de que se adiantam alguns exemplos na resolução do PE agora aprovada.

  Petru Filip (PPE-DE), în scris. − Am decis că abţinerea este poziţia care exprimă în maniera cea mai potrivită conţinutul eterogen al raportului. Mai clar spus, discutăm despre o problemă reală la care s-a răspuns, în opinia mea, în termeni inadecvaţi. Nu e suficient să afirmăm că „stereotipurile de gen trebuie eliminate”.

Nu cred că se pune problema să „acordăm recompense mass-media şi profesioniştilor din domeniul publicităţii pentru respectarea egalităţii de gen”, aşa cum invită anumite articole din raport (art.9, 27), ci trebuie mai degrabă să elaborăm reglementări precise şi programe la nivel comunitar care să facă aceste recompense inutile. Pentru că diferitele forme de publicitate care marchează cotidianul sunt realităţi cu impact social-cultural profund şi imediat, această activitate are nevoie de un cadru legislativ unitar şi coerent.

Din acest motiv, un set descriptiv de trimiteri la o problematică atât de actuală şi de importantă (aşa cum este raportul Britt-Svensson) nu a reuşit să pledeze cu argumente convingătoare şi să determine un vot favorabil, nerăspunzând într-o formulă clară şi aplicată vizavi de soluţiile concrete avute în vedere.

  Ona Juknevičienė (ALDE), in writing. − I believe that advertising is a powerful tool shaping identity, values, beliefs and attitudes and has an undeniable impact on public behaviour. On the other hand, uncontrollable advertising can have adverse affects on the self-esteem of women – in the case of sexual services advertisements in newspapers – and particularly teenagers and those susceptible to eating disorders.

We must ensure the protection of our children from damaging influences and, in this regard, the role of schools and education must not be underestimated. I also support the proposal that the Commission and the Member States should develop a 'Code of Conduct' for advertising based on the principle of equality between men and women.

  Eija-Riitta Korhola (PPE-DE), kirjallinen. − Äänestin Eva-Britt Svenssonin mietintöä vastaan ryhmämme linjan mukaan.

Tämä siksi, että vaikka naisten ja miesten tasa-arvoon vaikuttavaa markkinointia ja mainontaa koskeva mietintö käsitti paljon hyviä ajatuksia, joita ehdottomasti tuen mm. lasten mediakriittisyyden ja sukupuolten stereotypioita kyseenalaistava opettaminen, meni mietintö mielestäni kokonaisuudessaan liian pitkälle. Ehdotukset mainonnan käytännesääntöjen luomisesta EU-tasolla ja sellaisen valvontaelimen perustamisesta, johon kansalaisilla on mahdollisuus valittaa mainonnan ja markkinoinnin sukupuolistereotypioista, edustavat juuri sitä holhouspolitiikkaa, joka herättää vihaa EU:ta kohtaan.

Markkinointi ja mainonta ovat tärkeä osa tiedottamista, ja eri valmistajien tuotteiden kilpaillessa markkinoilla, on mainonnassa luonnollisesti käytettävä huomion kiinnittäviä seikkoja. Mielestäni markkinoinnin ja mainonnan sääntöjen luominen kuuluu kuitenkin kansalliselle tasolle, ja mediakriittisyyden ja sukupuolistereotypioiden terve kyseenalaistaminen lähtee kasvatuksesta.

  Roselyne Lefrançois (PSE), par écrit. – Je me félicite de l'adoption de ce rapport, qui met en évidence le rôle joué par le marketing et la publicité dans l'émergence et la persistance des stéréotypes de genre et propose un certain nombre de pistes visant à combattre ces derniers.

La mise en place d'actions de sensibilisation me semble, par exemple, être une mesure utile, surtout vis-à-vis des enfants, qui constituent un groupe particulièrement vulnérable. L'exposition dès le plus jeune âge aux clichés sexistes véhiculés par les médias contribue en effet largement à la reproduction des inégalités entre les femmes et les hommes tout au long de la vie ; d'où l'importance du développement chez l'enfant d'un esprit critique vis-à-vis de l'image et des médias en général.

Je partage également l'idée selon laquelle le marketing et la publicité ont une responsabilité majeure dans l'augmentation du nombre de personnes souffrant de troubles alimentaires et devraient par conséquent se montrer plus prudents dans le choix des modèles féminins.

Il est cependant regrettable que la proposition visant à intégrer explicitement la lutte contre les clichés sexistes dans les codes de bonnes pratiques existants ou à venir, en confiant aux professionnels des secteurs concernés le soin de veiller au respect des engagements pris, n'ait pas été majoritairement soutenue.

  Jörg Leichtfried (PSE), schriftlich. Ich stimme für den Bericht von Eva-Britt Svensson über die immer noch diskriminierende Werbung.

Geschlechterstereotypisierung ist heutzutage, trotz schon vorgenommener Maßnahmen, immer noch ein wichtiges Thema in der Gesellschaft. Besonders Werbungen neigen dazu, festgefahrene Stereotypen von Männern und Frauen zu reproduzieren. Speziell Kinder und Jugendliche identifizieren sich mit den Figuren in der Werbung und übernehmen so wiederum die dargestellten Klischees. Dies sollte auf jeden Fall verhindert werden, damit heranwachsende Generationen mit dem Thema Gleichstellung der Geschlechter unproblematischer umgehen können. Ich bin der Meinung, dass spezielle Bildungsprogramme für Geschlechtergleichstellung hierfür einen guten Lösungsansatz darstellen. Vor allem auch in Lehrbüchern soll die allgegenwärtige Stereotypisierung beseitigt werden.

Zusammenfassend kann man sagen, dass alle Bürger und Bürgerinnen im täglichen Leben mit Werbung konfrontiert sind und Werbung daher vorbildlich gestaltet werden muss. Der Bericht erleichtert den Weg zum vorgenommenen Ziel.

  Astrid Lulling (PPE-DE), par écrit. – Nous avons dans ce Parlement la mauvaise habitude de produire des rapports d'initiative sur tout et rien et sur des thèmes qui relèvent plutôt de la subsidiarité, c'est à dire que l'UE devrait s'abstenir de s'immiscer dans des domaines qui relèvent de la souveraineté des États-membres et qui sont mieux réglés sur le plan national.

Le rapport est inacceptable tel qu'il a été voté par une majorité de la Commission des droits de la femme et de l'égalité des genres.

Je tiens à préciser que, bien sûr, nous sommes préoccupés par les stéréotypes de genre véhiculés par certaines publicités.

Bien sûr, nous sommes contre la publicité qui propose des services sexuels et qui renforcent les stéréotypes liés à la femme-objet.

Bien sûr, nous voulons protéger les enfants contre une publicité qui incite entre autre à la violence et au sexisme.

Bien sûr, nous sommes conscients de l'importance de codes de déontologie, de codes de conduite, mais ce n'est pas à la Commission de les imposer aux États Membres.

La publicité doit respecter les valeurs qui nous sont chères, mais elle doit pouvoir exister et jouer son rôle dans l'économie de marché sans être accusée de tous les maux, ce qui est la teneur de ce rapport.

  Nils Lundgren (IND/DEM), skriftlig. − Förslaget till betänkande innehåller många olika tyckanden och önskemål. Vi vill dock betona att Europaparlamentet inte kan lösa några problem inom detta område och lagstiftning på EU-nivå är inte heller rätt väg att gå.

Sist och slutligen anser vi att det är genom opinionsbildning och debatt i medlemsländerna som man kan få bort annonser och reklam för sexuella tjänster i dagstidningarna. Genom hot om köpbojkott från konsumenterna kan tidningar tvingas sanera annonser och hotell tvingas bli porrfria. Men det kräver att opinionen byggs underifrån. Inte genom åtgärder på EU-nivå.

Vi har efter viss vånda röstat ja till betänkandet i dess helhet, men vill betona att vi gör det för att vi anser många värderingar och krav i det är så angelägna, men vägen till att nå dessa mål råder det delade meningar om.

  Rovana Plumb (PSE), în scris. − Am votat acest raport pentru că surprinde foarte bine momentul intervenţiei pentru diminuarea influenţei negative a marketingului şi a publicităţii asupra egalităţii dintre bărbaţi şi femei, şi anume: primii ani de socializare a copiilor.

Formarea stereotipurilor şi a prejudecăţilor de la o vârstă fragedă contribuie în mod decisiv la discriminarea de gen, cu efect direct în accentuarea inegalităţilor între femei şi bărbaţi pe tot parcursul vieţii.

Explozia informaţională poate fi cu greu împiedicată în rândul copiilor, un studiu efectuat la începutul acestui an în România reliefând faptul că cei mai mari consumatori de publicitate sunt copiii în vârstă de 6 ani.

Salut ideea înfiinţării unui departament specific pentru problemele legate de egalitatea de gen în cadrul organismelor naţionale de monitorizare a mass-mediei din statele membre, dar este impetuos necesar ca acestea să aibă un dublu rol: monitorizare regulată şi sistematică a imaginilor legate de gen din mass-media, dar şi coercitivă asupra mijloacelor de informare. În lipsa coerciţiei, iniţiativele noastre se vor dovedi inutile.

  Teresa Riera Madurell (PSE), por escrito. − Mi voto ha sido afirmativo a un buen informe sobre un tema crucial: la publicidad y el marketing, instrumentos muy poderosos para contribuir de manera decisiva a eliminar los estereotipos sexistas.

Todas las instituciones europeas deben establecer mecanismos para garantizar que estos instrumentos se utilicen de manera positiva a favor de la igualdad de trato entre hombres y mujeres y transmitan una imagen de la mujer acorde con la realidad.

Referencia especial merece el compromiso asumido por todos los poderes públicos de erradicar la violencia contra las mujeres y sobre el papel que deben jugar la publicidad y el marketing en este proceso.

Es justo reconocer que muchos profesionales están actuando en este sentido, pero este informe pone de relieve que todavía queda mucho por hacer, por lo que es necesario establecer mecanismos que garanticen el estricto cumplimiento de estos postulados y los medios para dar una respuesta eficaz a las denuncias.

El nuevo Instituto Europeo de la Igualdad de Género debería poder disponer de medios para ejercer una estrecha vigilancia sobre las imágenes y el lenguaje y para erradicar las imágenes violentas y aquellas que de una manera sutil aluden a la mujer como objeto de posible control y propiedad y, por tanto, susceptible de ser agredida.

  Olle Schmidt (ALDE), skriftlig. − Eva-Britt Svenssons betänkande skapade en hel del huvudbry inför omröstningen. I sitt ursprungsformat var betänkandet fullt med svepande generaliseringar och - i min mening - överdrifter. Man blandade och gav vilt mellan medier och reklam, uppförandekoder och lagförslag, självsanering och nya myndigheter.

Det betänkande som fanns kvar efter omröstningen var dock ett helt annat. De värsta överdrifterna var borta, och kvar återstod en ganska rimlig problemställning om att reklamen ibland, om än inte alltid, är karikerad och könsstereotyp. Jag tycker inte att det är ett dugg besvärligt att uttala oro både över vilket intryck barn och unga flickor tar, inte minst av bilder på extremt magra kvinnor. Betänkandet var inte helt fritt från socialistiska undertoner, men problemet är verkligt- inte ideologiskt. Därför röstade jag till slut ja.

Alle Fragen der Zulässigkeit und Ethik von Werbung sind auf nationaler Ebene bereits hinreichend geregelt. Die EU ist nicht aufgerufen, die Vielfalt der Meinungsfreiheit und Werbefreiheit einzuschränken. Glücklicherweise handelt es sich hier nur um einen Initiativbericht.

Je výsledkom spolupráce na pôde ženského výboru a aj výsledkom prijatia kompromisov, aby správa mala širšiu podporu. Účelom tejto správy nebolo prostredníctvom zákonov riadiť všetky detaily života, aj keď určité centralistické črty. Na druhej strane som si však istá, že ak môžu európski poslanci zasiahnuť v prospech a na podporu spoločného dobra, máme morálnu povinnosť tak urobiť. Máme povinnosť žiadať zákaz sexistických obrazov, ktoré degradujú dôstojnosť ženy. Žiadať formáciu a usmerňovanie mladých vo vzťahu k médiám je tiež jednou tvárou tejto stratégie.

Správa spomína aj ochranu detí, na ktoré násilnícky a sexuálne podfarbená reklama má vážny vplyv a vytvára u nich nerealistické vízie. V každom prípade treba byť ostražitý. Žiadna európska direktíva nedokáže zmeniť prirodzený charakter ženy a muža. Predtým ako budeme žiadať odstránenie rodových stereotypov je potrebné zveriť sociológom a psychológom dôkladnú analýzu, aké to bude mať dôsledky na budúce generácie.

Analýzy nezávislých odborníkov sú často nezverejňované, pretože protirečia politickým perspektívam. Prirodzený zákon sa nezmení na základe rezolúcie parlamentu. Naopak, ak chce byť parlament rešpektovaný mal by oveľa viac brať do úvahy prirodzené právo.

Správa o vplyve marketingu a reklamy na rovnosť medzi ženami a mužmi nie je zďaleka dobrá, ale otvára niektoré problémy, ktorým sa EP radšej vyhýba.

  Vladimír Železný (IND/DEM), v písemné formě. − Hlasoval jsem proti zprávě a proti většině pozměňovacích návrhů, které mají plánovitě a unifikovaným způsobem, prostřednictvím šesti rozsáhlých prioritních oblastí, dosáhnout rovného postavení mužů a žen v reklamě a zabývají se způsobem, jakým reklama podporuje a upevňuje jisté typy diskriminačních stereotypů, které mají negativně ovlivňovat rovnost mužů a žen.

Hlasoval jsem proti, neboť tato zpráva je vážným ohrožením a navíc je nebezpečným průlomem do oblasti, ve které panuje značná individuální a odlišná specifická kultura v jednotlivých členských státech. Co je v jedné zemi pociťováno za trapné nebo nepřijatelné, může být v jiné vnímáno jako vtipné nebo podařené. Naopak pokus o celoevropskou regulaci prezentace obou pohlaví v reklamě je vytváření jakéhosi zprůměrovaného sterilního stereotypu. Tato zpráva totiž činí rozsáhlé návrhy akcí, které výrazně překračují kompetence EU. V členských zemích přece fungují samoregulační orgány typu Rad pro reklamu, prostřednictvím kterých si vlastní reklamní průmysl postupně vytváří a upravuje přijatelné modely reklamního působení.

Reklama, díky své národní specifice, je naopak typickou oblastí pro samoregulaci, která mnohem citlivěji reflektuje národní kulturní tradice a zvyky a vzorce. A ty nelze nikdy nahradit unifikovanou a zprůměrovanou regulací zvnějšku, která může zásadním způsobem poškodit působivost reklamy jako zcela legitimní a nezbytné oblasti národních ekonomik.

Esta resolução segue-se a um debate importante em torno da clonagem de animais para a provisão de alimentos e as suas possíveis implicações na diversidade genética dos efectivos de gado, na segurança alimentar, na saúde e bem-estar dos animais e do ambiente. Ora, neste momento, é visível que há ainda muitas dúvidas, faltam estudos com conclusões claras e precisas sobre as suas implicações, pelo que há riscos sérios de se comprometer a imagem da produção agrícola nos países da União Europeia.

Por isso, o Parlamento Europeu decidiu, por proposta da Comissão da Agricultura e do Desenvolvimento Rural, convidar a Comissão Europeia a apresentar propostas tendentes a proibir a clonagem de animais para a provisão de alimentos, a criação de animais clonados ou descendentes, a colocação no mercado de carne ou produtos derivados de animais clonados ou dos seus descendentes, a importação de animais clonados ou descendentes e a carne ou produtos derivados de animais clonados ou dos seus descendentes.

Na fase em que estamos, parece-nos uma proposta correcta, tendo em conta também o princípio da precaução, pelo que a votámos favoravelmente.

  Petru Filip (PPE-DE), în scris. − Votul meu „pentru” are la bază considerente de ordin doctrinar şi practic. În primul rând, orice tip de clonare, fie umană, fie a animalelor, contravine principiului şi doctrinei creştine pe care se fundamentează doctrina Partidului Popular European.

Din punct de vedere etic, dar şi ştiinţific, rămân încă multe chestiuni controversate care ar trebui dezbătute şi lămurite în totalitate. În ceea ce priveşte chestiunile de ordin practic, deocamdată nu putem cuantifica în mod exact efectele clonării.

În plus, intervine şi problema lipsei de capacităţii de a controla accesul şi de a urmări aceste produse de origine animalieră odată intrate în sistemul comercial. De aceea, cred că în acest moment decizia cea mai potrivită este interzicerea clonării animalelor în scopul producţiei de alimente.

To date concerns have been raised about the animal welfare implications of cloning and they need to be addressed. Food safety issues do not appear to arise.

However, what we need is more accurate and scientific information and advice before taking a decision to ban. That is why I await with interest the Commission's proposals in this area, taking into account the recommendations of EFSA (European Food Safety Authority) and EGE (European Group on Ethics in Science and New Technology).

Erst vor zwölf Jahren sorgte eine junge Technik, die augenscheinlich mit hohen Todesraten und beträchtlichem Leid verbunden ist, mit der Klonung des Schafes Dolly für weltweite Verblüffung. Und schon reiben sich ganze Industriezweige die Hände, träumen von „gesundem“ Klon-Schweinefleisch, angereichert mit Omega-3-Fettsäuren. Und dann soll diese Tierquälerei auch noch den Schweinen zugute kommen, weil diese ja ebenfalls gesünder wären. Und natürlich würden auch die Züchter profitieren, weil sie weniger finanzielle Ausfälle hätten.

Das Ganze erinnert frappierend an diverse Gentechnik-Verlockungen, bei denen reihenweise Bauern in den Ruin getrieben wurden, weil das Saatgut nur einmal verwendbar war und sie sich kein neues leisten konnten. Und es erinnert an plötzliche, unnatürliche Todesfälle ganzer Herden nach dem Genuss gentechnisch veränderter Futtermittel.

Derzeit sind die Langzeitfolgen von radioaktiver Verstrahlung oder gar Gentechnik noch nicht ausreichend abgeklärt, geschweige denn, dass sich die Auswirkungen vom Klonen abschätzen lassen. Mal ganz abgesehen von Kreuzreaktionen. Was passiert denn, wenn ein Klon-Tier mit Gen-Futter gemästet wird, und welche Auswirkungen hat dies dann auf den Menschen? Frankenstein lässt grüßen! Deshalb meine Gegenstimme bei dieser Abstimmung.

  James Nicholson (PPE-DE), in writing. − Cloning animals for food is a topical issue at the moment. Broadly speaking, I am not against cloning in terms of scientific research and animal breeding development. However, in terms of animal welfare and food safety, I am totally opposed to cloned animals entering the food chain.

Research and past experience have proven that cloned animals are more prone to disease and have a reduced life expectancy. Although I do not wish to stand in the way of science, it is clear that we are not yet fully aware of the all the consequences and implications of cloning, both in terms of animal welfare and human consumption.

It is for this reason that clear criteria and controls should be implemented to ensure that cloned animals are prevented from entering the food chain. While I realise that this is a sensitive topic, I believe that we should err on the side of caution.   Luca Romagnoli (NI), per iscritto. − Signor Presidente, onorevoli colleghi, esprimo il mio voto favorevole nei confronti della risoluzione proposta dal collega Parish. sulla clonazione di animali a scopi di approvvigionamento alimentare. Condivido le motivazioni che ne sono alla base e le preoccupazioni che essa solleva.

È vero che in passato le innovazioni più "rivoluzionarie" sono state accolte con sospetto e hanno prodotto benefici solamente nel medio-lungo periodo; è altrettanto vero che l'oggetto di tale risoluzione potrebbe rientrare in questa categoria. Tuttavia, è necessario tenere in seria considerazione i pericoli derivanti dalla clonazione di animali a scopi alimentari su tre fronti principali: la sicurezza alimentare, la salute degli animali clonati e la diversità genetico-zootecnica degli stessi. Tali aspetti sono ovviamente interconnessi. Plaudo, dunque, all'iniziativa e confido nell'adozione di misure volte a preservare tanto la nostra salute, attraverso il mantenimento dell'alta qualità del cibo di cui ci nutriamo, quanto la salute degli animali.

  Anna Záborská (PPE-DE), písomne. − Hlasovala som za túto rezolúciu. Konzumenti v členských krajinách EÚ musia byť chránení pred negatívnymi vplyvmi na ich zdravie, ktoré potenciálne môžu spôsobiť produkty vyklonované na potravinárske účely. Je to princíp predvídavosti, ktorý sa aplikuje v správnej veci. Parlament tiež podčiarkuje viaceré výhody kvalitného poľnohospodárstva, čo podporujem.

Napriek tomu som prekvapená smutnou skutočnosťou: Parlament hlasoval proti klonovaniu zvierat, ale podporuje klonovanie človeka na výskumné účely cez pokusy na ľudských kmeňových embryonálnych bunkách. Siedmy rámcový program pre výskum už financuje takéto projekty klonovania ľudských bytostí. Zničíme ľudský život, len pre výskumné účely.

Tieto pokusy sú navyše financované z peňazí daňových poplatníkov dokonca aj z takých štátov, kde legislatíva klonovanie považuje za trestný čin. Zdá sa, že európski legislatívci si robia väčšie starosti s klonovania zvierat na potravinárske účely ako z ochrany človeka pred vedeckými výskumami.
