  Presidente. − L'ordine del giorno reca l'interrogazione orale alla Commissione sul 50° anniversario della rivolta in Tibet e del dialogo tra il Dalai Lama e il governo cinese, di Marco Cappato, Marco Pannella, Janusz Onyszkiewicz, a nome del gruppo ALDE, e di Monica Frassoni, Eva Lichtenberger, a nome del gruppo Verts/ALE (O-0012/2009 - B6-0012/2009).

Mi permetto una piccola nota personale: penso davvero che il nostro dibattito possa contribuire alla libertà per tutti i cittadini del Tibet e non al dominio né di uno Stato, né di una religione.

  Marco Cappato, Autore. − Signora Presidente, io condivido il suo auspicio. Purtroppo non possiamo auspicare che la Presidenza del Consiglio benefici di questo dibattito e di questo confronto per contribuire a far avanzare le posizioni della nostra Unione europea. Difatti la Presidenza ceca evidentemente considera un ostacolo alle grandi politiche nazionali dei nostri Stati nazionali sulla politica estera, una comune politica europea. E difatti la Cina ringrazia, la Russia ringrazia, cioè i regimi repressivi e antidemocratici di tutto il mondo ringraziano questa assenza dell'Europa così bene rappresentata dall'assenza della Presidenza in questi banchi.

Io volevo raccomandare alla commissaria Ferrero-Waldner, nell'affrontare insieme questo punto, quella che secondo me è la questione delle questioni: non è una questione di ordine pubblico soltanto – cioè di vedere questa volta, in questi giorni quanti monaci sono stati arrestati, quanti cittadini tibetani sono stati uccisi, auspicando che il conto sia meno pesante di quello che è stato un anno fa, a causa della brutale repressione cinese – quello su cui io chiedo – avrei chiesto al Consiglio volentieri, ma anche sicuramente alla Commissione europea – è di esprimersi sul punto politico fondamentale, che è quello dei negoziati tra la Repubblica popolare cinese e gli inviati del Dalai Lama, l'obiettivo di questi negoziati e la ragione per la quale questi negoziati sono stati sospesi – in questo momento potremmo dire falliti – salvo poterli riiniziare.

Qui ci sono due parole che si confrontano: la parola del regime cinese che dice che il Dalai Lama è persona violenta a capo di violenti e che il Dalai Lama e il governo tibetano in esilio vogliono l'indipendenza di uno Stato nazionale tibetano contro l'unità territoriale cinese. Questa è la voce di Pechino. Dall'altra parte il Dalai Lama, il governo tibetano in esilio, gli inviati del Dalai Lama sostengono che invece loro vogliono altro, che il loro metodo di lotta è quello della nonviolenza e che loro vogliono semplicemente una vera autonomia, che significa autonomia nella possibilità di mantenere la loro cultura, la loro tradizione, la loro lingua, la loro religione o le loro culture e le loro religioni. Questa linea è tradotta nel memorandum che gli inviati tibetani del Dalai Lama hanno presentato al regime cinese e hanno pubblicato e in questo memorandum ci sono scritte le loro richieste.

Quello che si chiede all'Unione europea a questo punto è di scegliere, di schierarsi. Abbiamo due parole diverse: uno dei due sta mentendo. L'Unione europea può essere determinante per la ricerca della verità. Come Partito radicale lo proponiamo come iniziativa politica globale collettiva: il Satiagraha, la ricerca della verità. L'Unione europea deve impegnarsi con gli strumenti diplomatici, dando dignità di interlocutore al Dalai Lama, incontrandolo – Commissaria Ferrero-Waldner, lo dica al Presidente Barroso – incontrando il Dalai Lama, dandogli dignità di interlocutore per la ricerca della verità. Ha ragione il regime di Pechino che dice che loro sono violenti, terroristi, indipendentisti o ha ragione il Dalai Lama che dice che loro vogliono un decente e dignitoso stato di autonomia? L'Europa non può rimanere inerte e silente di fronte a questo confronto.

  Eva Lichtenberger, Verfasserin. − Frau Präsidentin! Vor fünfzig Jahren hat also die chinesische Armee den endgültigen Schlag gegen den tibetischen Widerstand geführt. Seither flüchten Tibeter unter unsäglichen Mühen über den Himalaja, über die Grenzen in andere Staaten. Bis heute sind es einige tausend Menschen pro Jahr, die diese unermessliche Mühe auf sich nehmen, 5 000 m hohe Pässe zu überwinden – immer auf der Flucht. Wenn, wie immer von China behauptet wird, die Situation der Tibeter so großartig wäre, dann bestünde weder Grund zur Flucht noch gäbe es eine Rechtfertigung dafür, dass Journalisten, dass Menschen aus dem Westen, dass Beobachter dieses Land seit Monaten entweder gar nicht oder nur in enger Begleitung besuchen dürfen. Bis auf die Toilette sind den Journalistinnen geheimdienstliche Beobachterinnen gefolgt, damit ja nichts Unerlaubtes gemacht werden konnte.

Für mich stellt sich deshalb die Frage: Was ist unsere Aufgabe als Europäische Union? Wir müssen irgendwie erreichen, dass der sino-tibetische Dialog wieder aufgenommen wird. Aber er muss auf eine andere Grundlage gestellt werden. Bis jetzt ist es so gelaufen, dass die chinesische Seite immer nur dieselben Vorwürfe und Forderungen wiederholt hat, ohne auch nur im Mindesten darauf einzugehen, dass vonseiten der tibetischen Vertreter klargestellt wurde, dass es nicht darum geht, aus China auszutreten und ein unabhängiger Staat zu werden, sondern dass es um die Verwirklichung der Autonomie geht.

Frau Kommissarin, wie gehen wir mit dem Faktum um, dass die Überwachung des Internets in Tibet noch schärfer ist als im restlichen China und dass es europäische Firmen waren, die die Instrumente dafür geliefert haben, dass diese Überwachung so effizient sein kann? Wir müssen handeln! Wir sind bei uns zu Hause und im Dialog gefordert.

  Benita Ferrero-Waldner, Member of the Commission. − Madam President, I am very pleased that this discussion is taking place today, on an issue which has preoccupied many of us for a long time and especially since the sad events a year ago in Tibet. Therefore I think that it is very good that we are having this open discussion to again see what can be done.

Before I come to the many issues you raised in the tabled joint resolution, let me also have a quick word on our bilateral relations with China. The EU policy vis-à-vis China is one of engagement. Our strategic partnership is strong, and this permits us to tackle all issues, including the most sensitive ones. We have constructed an impressive framework of high-level interaction where we regularly address all the global changes that our citizens are facing, without neglecting the issues where we may disagree. Tibet is one of them. Let me be very clear – we do not see eye to eye with China on Tibet, and we still have a very real and legitimate concern about the human rights situation in Tibet, as you have both just outlined; about the fact that Tibet has remained largely closed for the international media, for diplomats and for humanitarian organisations for almost a year now; and about the stalemate in talks between the representatives of the Dalai Lama and the Chinese authorities, despite the three rounds of talks last year.

These issues were also at the top of the agenda for several EU leaders in bilateral meetings held with the Chinese leadership last year. We have endeavoured to find common understanding with China on this delicate subject, and we have been very clear whenever we have addressed the situation in Tibet with them.

Let me again mention the EU’s position, which does not leave any room for misinterpretation. Firstly, we support the sovereignty and territorial integrity of China, including Tibet. Secondly, we have always supported a peaceful reconciliation through dialogue between the Chinese authorities and the Dalai Lama’s representatives. I remember, when I went there with the Commission, President Barroso and other colleagues, I had specific dialogues with many of my interlocutors on this issue. We have always maintained that there should be a reconciliation dialogue and that the dialogue should go on.

This dialogue has to be constructive and substantive, and of course we therefore regret that, up to now, this dialogue has not brought really substantive results. We have always said that the dialogues should address the core issues, such as the preservation of Tibet’s unique culture, religion and traditions as well as the need to achieve a system of meaningful autonomy for Tibet within a Chinese constitution. We have always said that this dialogue should address the participation of all Tibetans in decision-making. Therefore we would welcome it if these issues were to be addressed in China’s future national human rights action plan.

For us, Tibet is a human rights issue and has therefore invariably been approached as such. We have also consistently passed this message to our Chinese counterparts and listened very carefully to their views. We have made every effort to understand the position in a spirit of mutual respect, but human rights are universal, and the situation in Tibet is therefore – rightly – of international legitimate concern to the whole international community, particularly the European Union. This fact is, of course, emphasised by the existence of instruments of international law for the protection of human rights over half a century.

In your resolution you stipulate the future of a Sino-Tibetan dialogue. As you all know, at the last round of talks, following the request of the Chinese Government, the Tibetan side submitted a memorandum on genuine autonomy for the future of Tibet. In my opinion the paper contains some elements that could provide the basis for future talks. I am thinking of a paragraph on culture, education and religion.

I am also encouraged by the fact that, for the first time in a written document, the Tibetan side has expressed its firm commitment not to seek separation or independence. I think this is important in order to bring this dialogue further. I am also pleased that the Dalai reaffirmed before this House last December his devotion to the middle-way approach and to dialogue as the only means for achieving a mutually acceptable and lasting solution.

Let me conclude by sharing with you a personal conviction. Throughout my political and personal career, I have always strongly believed that, through engagement and dialogue, even the most difficult issues can be addressed and hopefully, when the time is right, can also be solved. Therefore I wish to appeal to China and to the Dalai Lama’s representative to resume this dialogue at the earliest possible opportunity with an open spirit and a view to achieving a durable solution in Tibet. I can guarantee, from our side, our wholehearted support for such a process. This is our position and this is the position that we bring to the Chinese side.

  Charles Tannock, on behalf of the PPE-DE Group. – Madam President, the EU’s motto is ‘Unity in diversity’. It is a principle that has served us well.

Unfortunately, such an idea does not resonate at all well with the authoritarian Communist dictatorship in the People’s Republic of China. Diversity is suppressed, rather than embraced. Minorities wishing to express themselves in any way other than the mainstream Party-sanctioned way are routinely marginalised and persecuted. This trend can be seen in the treatment of many religious minorities, including Christians, Muslims and Falun Gong practitioners, and most notably in the PRC’s attitude to Tibet.

In 1950, Communist forces invaded Tibet, leading to the exile of the Dalai Lama 50 years ago. Ever since then, Tibet has been under the control of Beijing. The traditional Tibetan culture, which was isolated for hundreds of years, has now been heavily diluted by the actions of the Government, which has been at pains to prevent any sense of Tibetan nationalism from resurfacing. In fact, the systematic and sometimes brutal suppression of Tibetan culture has kindled the fire of Tibetan identity and awakened the world’s conscience to the plight of the people of Tibet.

The inspirational leadership of the Dalai Lama has ensured that Tibet’s future remains very much at the forefront of public debate, notwithstanding the huge efforts made by the PRC to admonish those like the former President-in-Office of the Council, Nicolas Sarkozy, who dared to question Beijing’s point of view.

We in this Parliament have always taken a strong line in defence of the autonomous rights of the people of Tibet, which does not automatically mean the right to self-determination or independence. In doing this, we do not seek to provoke or antagonise China. However, we recognise that our commitment to certain values – human rights, democracy, the rule of law and freedom of conscience – cannot be seen separately from the undoubtedly important strategic economic partnership that the EU is developing with China.

Pro-China voices on the other side of the House will have their say in this debate, but for too long the people of Tibet have been denied their voice, and we must speak for them.

  Glyn Ford, on behalf of the PSE Group. – Madam President, the Socialist Group is concerned about the human rights situation in China. While we recognise that the situation has improved significantly over the last 10 years, there are still many areas where human rights are still not properly or adequately protected. There may be a degree of freedom of thought, but there is not freedom of action. We would certainly highlight the failure to allow free trade unions to operate within China. We are concerned about the plight of the 100 million migrant workers who have moved from country to city and who have the most limited access to health and education. We are concerned about the plight of religious and ethnic minorities across the whole of China.

Nevertheless, the Socialist Group was opposed to this debate and resolution. The reason was proportionality. It is right to criticise China for its human rights record, as we criticise the United States for its use of the death penalty, Guantánamo and extraordinary rendition, but we do not have to do it every part-session. Frankly, it is becoming counterproductive. At one time, the Chinese authorities paid heed to our resolutions, but no more. As some individuals and groups in their desperate attention-seeking continue to up the ante with today a demand, I think for the first time, that Member States should abrogate the one-China policy and recognise the Tibetan government-in-exile.

The Dalai Lama was here only in December, speaking on behalf of Tibet in the plenary. Why is it necessary to revisit the issue again? There is nothing new in the resolution.

I, along with Elmar Brok, Philippe Morillon and other Members of this Parliament, had the opportunity last summer to visit Lhasa. We were the first international group to travel there after the troubles in March and spoke both to the authorities and those who were sympathetic to the Tibetan protesters. As I wrote afterwards, the reality was that peaceful protests – and we support peaceful protest – turned into race riots, when shops, homes and Han Chinese were attacked and burned, with dozens of deaths. Schools suffered arson attacks and hospitals and mosques of the Muslim minority were attacked. The Dalai Lama himself recognised the reality of the situation when he threatened at the time to step down as a living god.

China has done an enormous amount for Tibet in terms of providing infrastructure, like the new Qinghai–Lhasa railway, and higher levels of social provision than elsewhere in rural China. The problem is it is beginning to be resented elsewhere within China.

But the problem is, to quote the Beatles: ‘Money can’t buy you love’. Tibetans still want a degree of cultural and political autonomy far beyond that which China is prepared to grant. As I said at the time, China needs a dialogue with representatives of Tibet to find a solution that grants that autonomy, while protecting minority rights of ethnic and religious groups in the province.

The alternative is that impatient, young Tibetans will turn to violence and terrorism. As a result of the article I wrote at the time, I was asked to discuss the matter with Dalai Lama’s representative in London, which I did at some length. I agree with the Commissioner: it is through dialogue and engagement that we will find a way forward, not through shrill, endlessly repetitive, rehashed resolutions, such as the one we have here today.

  Hanna Foltyn-Kubicka, w imieniu grupy UEN. – Pani Przewodnicząca! W ciągu ostatnich kilkudziesięciu lat kraje demokratyczne wielokrotnie upominały się o przestrzeganie praw człowieka w krajach niedemokratycznych. Starania te przynosiły efekt tylko wtedy, gdy państwa i organizacje międzynarodowe były w swoich działaniach i żądaniach konsekwentne. Niestety kwestia tybetańska czy, patrząc szerzej, prawa człowieka w Chinach w ogóle często były spychane na margines ustępując pierwszeństwa stosunkom handlowym. Gdyby nie olimpiada w Pekinie i zdecydowana postawa licznych organizacji społecznych i pozarządowych świat nadal wiedziałby bardzo niewiele na temat sytuacji w Tybecie.

Naszą rolą, rolą Parlamentu Europejskiego, jest dopilnowanie, żeby takie działania chińskich władz, jak zainicjowana jakiś czas temu kampania „mocnego uderzenia”, spotkały się z ostrą i zdecydowaną reakcją państw demokratycznych. Ale osiągnąć to możemy tylko w sytuacji, w której konsekwentnie i zdecydowanie piętnować będziemy wszelkie przypadki łamania praw człowieka przez komunistyczne władze Chin.

Warto przypomnieć, iż w rezolucji z 6 lipca 2000 r. Parlament Europejski wezwał państwa członkowskie do uznania emigracyjnych władz tybetańskich jeżeli w ciągu trzech lat nie dojdzie do porozumienia między władzami Chin a administracją Dalajlamy. Jak wiemy, Pakin nadal odmawia dialogu z niekwestionowanym przywódcą Tybetańczyków. Nie zapominajmy też o XI Panczenlamie, od 14 lat przetrzymywanym przez Chińczyków najmłodszym więźniu politycznym. W tym roku skończy on 20 lat.

Pragnę więc jeszcze raz wezwać Parlament do konsekwencji i poważnego traktowania swoich deklaracji. Jeżeli nie pokażemy, że nie rzucamy słów na wiatr trudno nam będzie oczekiwać od innych, by dotrzymywali swoich przyrzeczeń i zobowiązań.

  Raül Romeva i Rueda, en nombre del Grupo Verts/ALE. – Señora Presidenta, hace años que sigo el caso del Tíbet; he visitado la región; he hablado con muchas personas dentro y fuera del país y considero legítimas, y hasta cierto punto lógicas, las reivindicaciones del pueblo tibetano y, sobre todo, más que justificados los miedos que en estos momentos tienen ante la política de gran represión que reciben por parte del Gobierno chino y que ya dura más de 50 años tras una breve y diría que falsa tregua durante los Juegos Olímpicos.

Pocos pueblos he conocido con una voluntad más clara a favor del diálogo y a favor de llegar a acuerdos que el pueblo tibetano. Y por ello, sigo sin entender esa obsesión por parte del Gobierno chino por, por un lado, tergiversar la realidad y, por otro lado, obstinarse en bloquear una y otra vez la ronda del diálogo.

A un país no lo hace grande ni su fuerza militar, ni su tamaño, ni su riqueza económica. Lo hace grande la magnificencia de sus actos y su generosidad. La Unión Europea debe y puede contribuir respetando, lógicamente, las soberanías, pero con firmeza, a reconducir esta situación. Ello pasa por apoyar la petición tibetana de recuperar el diálogo chinotibetano y por asumir que si alguien lleva años cediendo y sufriendo la presión de las autoridades chinas es en este caso el pueblo tibetano.

No estamos ante un conflicto entre iguales, ni en cuanto a capacidad, ni en cuanto a motivaciones. La Unión Europea debe ser respetuosa con todas las partes, pero no puede ser neutral ante la opresión, las detenciones indiscriminadas, la tortura, los asesinatos o el genocidio religioso, lingüístico y cultural.

El memorándum para una autonomía genuina para el pueblo tibetano, rechazado por ahora por parte de China como documento de trabajo, supone ya de por sí un auténtico esfuerzo y una enorme cesión en las aspiraciones, legítimas, insisto, del pueblo tibetano.

China tiene ahora la posibilidad de mostrar al mundo su generosidad y su voluntad de paz y armonía y, sobre todo, la Unión Europea tiene la posibilidad de ayudarla a estar a la altura de su grandeza.

  Thomas Mann (PPE-DE). - Frau Präsidentin! Am 10. März 1959 wurde dem tibetischen Volk durch die Chinesen unsägliches Leid zugefügt. 60.000 verloren ihr Leben, Hunderttausende wurden in den Monaten danach verhaftet, verschleppt, gefoltert. Vor einem Jahr eskalierte die Gewalt erneut. Über 200 Tibeter starben, einige durch gezielte Todesschüsse, und jetzt – kurz nach dem 50. Jahrestag – wurden Klöster von der Außenwelt abgeschottet, Zufahrtsstraßen kontrolliert, Soldaten und Sicherheitsleute in Alarmbereitschaft versetzt, um Demonstrationen im Keim zu ersticken. Noch haben wir keine Nachrichten über mögliche Ausschreitungen. Wie lautet die Antwort auf diese Machtdemonstration? Schweigen in den Medien. Der Dalai Lama hat sein Volk dazu aufgerufen, den Weg der Gewaltlosigkeit beizubehalten. Sein Appell zum Dialog hat in Peking kein positives Echo gefunden. Als Gesandte des Dalai Lama in einem Memorandum konkrete Schritte für eine Autonomie präsentierten, wurde das von Staatschef Hu Jintao abgewiesen. Er sagte: „Wir brauchen eine Mauer gegen den Separatismus“. Diese Idee, die eine Provokation ist, wurde durch die geplante zwangsweise Einführung eines Feiertages für die Tibeter noch getoppt: Der 28. März soll zum Tag der Emanzipation der Leibeigenen werden! Das ist die bittere Realität.

Vorgestern zeigte das Europäische Parlament Flagge. Im Plenum stellten wir in beeindruckender Zahl Tibetfahnen auf die Tische und bewiesen Solidarität mit den leidenden Tibetern. In allen Teilen der EU gab es friedliche Proteste. Die Kolleginnen und Kollegen – Marco, Eva, Charles und Raül haben völlig Recht: Unsere heutige Entschließung spricht eine klare Sprache. Das Memorandum muss die Grundlage für weitere Verhandlungen sein. Es ist ein Dokument für eine echte Autonomie im Rahmen der chinesischen Verfassung. Die Isolation Tibets muss aufhören – für die Einwohner, für die Touristen, für die Journalisten. Wir müssen eine Antwort haben auf 600 inhaftierte Tibeter!

  Roberta Angelilli (UEN). - Signora Presidente, onorevoli colleghi, questo Parlamento non può lasciare inascoltato il grido di dolore lanciato in questi giorni dal Dalai Lama. Solo qualche mese fa lo abbiamo ascoltato a Bruxelles: lo conosciamo tutti come un uomo mite, costruttore di pace, interprete di una cultura, quella tibetana, che è per eccellenza la cultura dell'armonia e della fraternità. Ed è proprio in nome di questi valori, parlando di "fratelli cinesi", che il Dalai Lama ha chiesto, però con forza, la legittima e concreta autonomia del Tibet, ricordando le torture e i tremendi patimenti del suo popolo e della sua terra. Una richiesta di cui questo Parlamento si deve rendere fiero portavoce. È un nostro dovere politico ed istituzionale, in nome della democrazia, dei diritti umani e dei valori di libertà. I tibetani guardano all'Europa, forse, come all'unica strada di speranza e noi davvero non dobbiamo deluderli.

  Georg Jarzembowski (PPE-DE). - Frau Präsidentin, sehr verehrte Frau Kommissarin, liebe Kolleginnen und Kollegen! Ohne Zweifel erkennen wir Christdemokraten die Souveränität der Volksrepublik China über ihr Territorium einschließlich Tibets an.

Aber gleichzeitig lehnen wir die chinesische Ansicht ab, dass jede Äußerung der Europäischen Union zu den Menschenrechten in China eine unzulässige Einmischung in die inneren Angelegenheiten Chinas sei. Nach einem modernen – und hoffentlich auch bald von China zu teilenden – Verständnis der Menschenrechte und des Völkerrechtes ist die Weltgemeinschaft aber aufgerufen, sich um die Menschenrechte in allen Teilen der Welt zu kümmern, besonders in ganz krassen Fällen.

Wie sonst könnte eigentlich ein Internationaler Strafgerichtshof gegen die Verbrechen gegen die Menschlichkeit in den Ländern Ex-Jugoslawiens vorgehen und Urteile sprechen, wenn es nicht das Recht gäbe, sich im Sinne der Menschenrechte einzumischen?

Insofern sollten die Volksrepublik China und ihre Regierung erkennen, dass die Diskussion über Menschenrechte wie Versammlungsfreiheit, Freiheit einer unabhängigen Presseberichterstattung, Religionsfreiheit, Rechte von kulturellen Minderheiten in Tibet und in anderen Teilen Chinas keine unzulässige Einmischung ist. Sie muss sich dieser Diskussion stellen.

Unser Hauptanliegen heute ist doch nur die Forderung – und deshalb verstehe ich den Kollegen Ford nicht, aber der stand immer schon eher auf der Seite der chinesischen Regierung –, dass die Volksrepublik China mit ihrer Regierung die Gespräche mit dem Dalai Lama als dem Führer eines großen Teils der tibetischen Bevölkerung wieder aufnimmt.

Ehrlich gesagt – mein Kollege hat es schon angesprochen –, im vergangen Jahr hat die Regierung diese Gespräche geführt und nach den Olympischen Spielen abgebrochen. Es drängt sich also der Verdacht auf, dass diese Gespräche während der Olympischen Spiele nur geführt wurden, um uns abzulenken. Wir lassen uns aber nicht ablenken, Glyn Ford! Wir werden dieses Thema immer wieder auf die Tagesordnung bringen, und wir fordern die chinesische Regierung auf, in echte, ernsthafte Gespräche zwischen der Regierung Chinas und dem Dalai Lama einzutreten. Denn die Menschenrechte in Tibet werden weiterhin verletzt, und wir werden dafür sorgen müssen, dass sich dies ändert.

  Marcin Libicki (UEN). - Pani Przewodnicząca! Kiedy mówimy dzisiaj o losie prześladowanych Tybetańczyków, to musimy zdać sobie sprawę, że jedynie nacisk polityczny całej społeczności międzynarodowej może doprowadzić do poprawy losów Tybetańczyków. Dlatego, muszę też z naciskiem podkreślić, że wszystkie wysiłki, które podejmie w tym zakresie pani Ferrero-Waldner, które podejmą również ci, którzy mają wpływ na politykę światową, mogą dać dobre skutki.

Muszę też podkreślić, że z największą przykrością wysłuchałem przemówienia przedstawiciela socjalistów, który usprawiedliwiał chińskie zbrodnie wybudowaniem linii kolejowej do Tybetu. Przypomina mi to czasy, kiedy w Europie usprawiedliwiano budowę obozów koncentracyjnych skuteczną budową autostrad. Nie możemy się zgodzić na to, żeby linie kolejowe i autostrady były budowane na krzywdzie i cierpieniach ludzi prześladowanych.

  Cornelis Visser (PPE-DE). - Voorzitter, een jaar geleden stond ik hier ook. Toen spraken we over de onrust in Tibet. We hebben China met klem gevraagd de media en internationale organisaties toegang te geven tot het gebied en ik ben blij dat we toen als Parlement gevraagd hebben om een serieuze dialoog tussen China en de Dalai Lama.

China heeft vorig jaar met de organisatie en de uitvoering van de Olympische Spelen aan heel de wereld laten zien dat het in staat is om te transformeren en de wereld te doen verbazen. In de aanloop naar de Spelen gaf China buitenlandse journalisten de ruimte. Ik waardeer het dat deze tijdelijke verruiming van de persvrijheid er voor buitenlandse journalisten was. Helaas was het van korte duur. Afgelopen dinsdag konden de journalisten niet in Tibet om verslag te doen van de situatie daar.

Ik betreur het ten zeerste dat de Chinese overheid de persvrijheid niet meer garandeert. Tegelijkertijd geldt er voor journalisten in China totaal geen persvrijheid. Chinese journalisten passen een systeem toe van zelfcensuur, waarbij ze geacht worden het overheidsstandpunt over te nemen. Ook in dit geval is er in China een wereld van verschil tussen de wet, die goed is en persvrijheid garandeert, en de praktijk, waarbij journalisten zichzelf moeten beperken. Alle media moeten zich onderwerpen aan de censuurrichtlijnen door de partijen.

Daarnaast blokkeert de overheid internetsites. Gebruikers van internet informeren elkaar gelukkig snel over actuele politieke ontwikkelingen. Voor de dialoog tussen de Tibetanen en de Chinezen, de bevolking, de mensen is het cruciaal dat ze feitelijke informatie hebben. Onderhandelingen kunnen alleen op basis van feiten worden gevoerd en daarvoor is persvrijheid in China een belangrijke voorwaarde. Men dient vrij te kunnen schrijven om de rest van de Chinezen te informeren over wat er in Tibet gebeurt.

Laten we als Europa onze vuist op tafel slaan en opkomen voor de mensenrechten in China. De stap moet worden genomen om de dialoog tussen China en Tibet weer op gang te brengen. Laat China die ene stap zetten in de juiste richting en zich openstellen voor de dialoog, of, in de woorden van de Chinese wijsgeer Lao Tse, "een reis van duizend mijlen begint met een enkele stap".

  Zita Pleštinská (PPE-DE). - V čase smutných udalostí v Tibete v marci 2008 som bola v Číne. Udalosti som mohla sledovať iba prostredníctvom internetu, pretože do Tibetu nás nepustili. Vtedy som videla, ako veľmi obyvatelia Tibetu potrebujú pomoc.

Som presvedčená, že Európsky parlament aj prostredníctvom tohto uznesenia musí tlmočiť slová Jeho Svätosti dalajlámu čínskej vláde, že Tibet nemá separatistické tendencie a snaží sa iba o uznanie kultúrnej autonómie Tibetu v rámci Číny.

Rozumiem, že Európska únia má snahu mať dobré hospodárske vzťahy s Čínou, čo sme v rámci nášho výjazdového rokovania výboru IMCO v marci 2008 pri rokovaniach s čínskou vládou a poslancami v Beijingu tlmočili. Avšak nemôžeme byť nevšímaví k situácii v Tibete a k neustálemu porušovaniu ľudských práv, k represáliám, k utrpeniu, k násiliu.

Očakávam, že pri príležitosti 50. výročia odchodu dalajlámu do indického exilu čínske orgány poskytnú nezávislým pozorovateľom a zahraničným médiám neobmedzený prístup do Tibetu, aby mohli preskúmať situáciu na mieste.

  Victor Boştinaru (PSE). - Doamnă Comisar, aş dori să vă mulţumesc pentru poziţia echilibrată, reiterată încă o dată astăzi în plenul Parlamentului.

Pentru toţi membrii Parlamentului European, relaţia Uniunii Europene cu China este una strategică, are şi va avea majore consecinţe globale. M-aş fi aşteptat să discutăm despre cooperarea Uniunii Europene cu China pentru a reforma sistemul financiar mondial, ţinând cont de poziţia echilibrată şi constructivă a Chinei, mai ales acum, înaintea summit-ului G20 de la Londra. Poate ar fi fost timpul să punem pe agenda comună Africa, ţinând cont de rolul major pe care China îl joacă acolo şi aş putea continua.

În ciuda acestor evidenţe, în ciuda agendei Comisiei Europene cu China, în contrast cu agenda mult mai consistentă şi mai echilibrată a celor 27 de state membre cu China, constat cu regret că noi, în Parlamentul European, transformăm această relaţie strategică în subiectul şi prizonierul campaniei electorale a grupurilor politice.

Drepturile omului sunt şi trebuie să fie prima prioritate, dar nu pot fi singura.

  Janusz Onyszkiewicz (ALDE). - Pani Przewodnicząca! We wczesnych latach pięćdziesiątych chiński rząd wymusił na przedstawicielach Tybetu podpisanie porozumienia, w którym gwarantował Tybetowi daleko posuniętą autonomię. Z tych zobowiązań nic nie zrealizowano. W wyniku nacisków opinii publicznej i w obawie przed bojkotem igrzysk olimpijskich, chiński rząd podjął rozmowy z przedstawicielami Dalajlamy, ale były to rozmowy na żenująco niskim szczeblu, a ponadto był to dialog przypominający dialog dwóch nastawionych na różne programy telewizorów.

My nie chcemy, żeby to był dialog, chcemy, aby były to negocjacje – negocjacje z przedstawicielami Dalajlamy w oparciu o przedstawione memorandum. Jeżeli chiński rząd uważa, że to memorandum jest niedobrą podstawą, niech powie dokładnie dlaczego, a nie zasłania się blankietowym stwierdzeniem, że jest to po prostu memorandum, w którym proponuje się niepodległość Tybetu, co jest absolutnie niezgodne z prawdą.

  Laima Liucija Andrikienė (PPE-DE). - Madam President, I fully support what has been said by the Commissioner, that dialogue and engagement are of crucial importance. At the same time, we have to admit that what we see today is a clear lack of political will on the Chinese side to have serious and result-oriented dialogue with the representatives of the Dalai Lama.

For many of us the case of Tibet – its autonomy – is a litmus test for the Chinese authorities. Tibet is a reflection of the human rights situation in China, as well as the situation of human rights defenders like Hu Jia, Sakharov Laureate 2008. I do not see Mr Ford in the Chamber now, but I would like to assure him that human rights always have been and always will be at the top of our political agenda.

  Tunne Kelam (PPE-DE). - Madam President, the Chinese Government has termed the anniversary of the occupation of Tibet the ‘liberation of serfs’. Sadly, this is Orwellian Newspeak still being practised: slavery is freedom; lies are truth. But it shows that the Chinese Communist leaders have become long-term prisoners of their own bad conscience.

Achieving genuine autonomy for Tibet is closely related to realising the message of another date: soon, 20 years of Tiananmen student democracy.

Achieving real democracy in China is key to a solution in Tibet, but time is running short, and much will depend on our own moral determination.

I also call on the Council Presidency to make a similar statement to our resolution on this occasion and also in June on the occasion of the Tiananmen Square massacre.

  Benita Ferrero-Waldner, Member of the Commission. − Madam President, this debate has briefly but clearly shown once again our great concern at the situation in Tibet. The interventions have underlined that this concern remains as real and legitimate 50 years after the Tibetan uprising of 10 March 1959. Moreover, I think our discussion has also underlined the necessity for both parties to resume dialogue promptly. I say ‘dialogue’ because dialogue is always the first important step before moving on to negotiations. It is also the best way to avoid frustration and violence among young Tibetans. I think this is a very resonant reason. That is why a more substantial dialogue is in the interests of both sides.

The Dalai Lama is a respected religious leader and, amongst other things, a Nobel Peace Prize Laureate. While individual European leaders have met with him in various, but usually religious, contexts, meetings in a political context are not our policy. Having said that, we have frequent exchanges with his envoys, especially on progress with the dialogue process, and this is how we will continue.

  Filip Kaczmarek (PPE-DE), na piśmie. Od 50 lat Tybetańczycy, którzy musieli uciekać z Tybetu, domagają się szacunku dla swych podstawowych praw. Jestem przekonany, że uznanie praw i wznowienie dialogu z Tybetańczykami leży w dobrze rozumianym interesie Chin. We współczesnym świecie wizerunek poszczególnych państw jest ważnym elementem ich funkcjonowania w zglobalizowanej gospodarce i międzynarodowej współpracy. Chiny odmawiające dialogu z przedstawicielami Dalajlamy, Chiny odrzucające bardzo umiarkowane postulaty Tybetańczyków – szkodzą własnemu wizerunkowi. A przecież rozmowy, które dotyczyłyby praw zgodnych z postawieniami chińskiej konstytucji, nie niosą żadnego poważnego ryzyka. Wręcz przeciwnie – wielkie państwa i wielkie narody powinny być wspaniałomyślne. To może świadczyć o ich wielkości.

Dialog z Tybetańczykami to jest dla Chin szansa na pokazanie dobrego, pozytywnego oblicza. Solidarność z Tybetem i Tybetańczykami nie jest działaniem antychińskim. Jest wyrazem troski o prawa człowieka, o wolność wyznania i języka, o różnorodność kulturową i prawo do zachowania tożsamości narodowej i autonomii. Nie mieszamy się zatem w wewnętrzne sprawy Chin, tylko próbujemy bronić standardów i wartości, których realizowanie jest dla nas ważne wszędzie – w Europie, w Azji, na całym świecie. Chiny nie są w żaden sposób wyróżnione. Bronimy praw małych narodów nawet wtedy, gdy jest to kłopotliwe i niezbyt komfortowe. Wierzymy bowiem, że ta droga słuszna.
