  Catherine Ashton, Vice-President of the Commission/High Representative of the Union for Foreign Affairs and Security Policy. − Mr President, this is an important debate on Gaza. We discussed the tragic events and their consequences during Monday’s Foreign Affairs Council and I have been in permanent contact with the parties. This is an issue of great importance for the European Union, as is evident from the various resolutions that have been tabled.

So let me stress at the outset that what happened on the seas outside Gaza was unacceptable. We said so immediately, loud and clear. Nine people died in international waters under circumstances that demand an inquiry. This must be an inquiry that Israelis, Palestinians and above all the people of Turkey can believe in. Israel has announced the creation of an independent commission with the participation of two senior international members as observers. This is a step forward. But the EU will follow closely the conduct and the findings of the Commission before drawing further conclusions.

The military attack on the flotilla has captured the world’s attention. The loss of life has been tragic. But we need to remind ourselves why the flotilla was heading for Gaza in the first place. That underlying cause is the terrible plight of Gaza, which is now back on peoples’ radar. Honourable Members know I have seen it for myself: three months ago when I was the first politician to enter Gaza from the Israeli side for more than a year. What I saw was shocking.

Living next to one of the most modern countries in the world, people carry goods by horse and cart. Israel rightly boasts an excellent education system, and world-class universities. Next door, many children are denied basic schooling. The blockade denies Gaza the bricks and cement which the UN needs to build new schools, hospitals, housing and sanitation. It is a bizarre situation where flour, beans and margarine are allowed in but vinegar, chocolate and fresh meat are not.

The blockade hurts ordinary people, prevents reconstruction and fuels radicalism. The blockade is also not completely effective, but in the wrong way. Many goods are smuggled in through illegal tunnels. They do not go to people in need but to those with money and clout. The blockade empowers Hamas. It gives outsiders with a very different agenda from ours a chance to escalate tensions. On top of all this, the suffering of Gaza does not make Israel more secure.

This cannot go on. Things must change. Out of this, two simple questions arise. How can we help to improve the daily lives of the people of Gaza and how can we make sure that there is security for the people of Israel? We have to answer these questions together. If we try to do it separately, we will fail.

On Monday, European Union Foreign Ministers agreed that we must take this initiative, take concrete steps to tackle the Gaza crisis and use it as a catalyst for peace in this troubled region. It will not be easy to find an agreed way to lift the blockade. It needs the cooperation of both Israel and the Palestinian Authority. The EU and many others have long called for an end to the blockade. But the political parameters have changed. The circumstances are now different.

First, we need to open the crossings so that humanitarian aid, commercial goods and civilians can enter and exit Gaza normally. That is in line with our well-established position and with Security Council resolutions. But, most importantly, it was laid down in the 2005 Agreement on Movement and Access agreed between the Palestinian Authority and Israel in 2005. This agreement is the key framework.

Second, instead of a list of a very restricted number of products that are allowed in, there should be a short, agreed list of prohibited goods where Israel has legitimate security concerns. I hope, from the discussions which I have had, that we will be moving in the right direction on this.

Third, the European Union has people and a mission in Rafah that could be reactivated and we are ready to support the opening of other land crossings for goods and people and recalibrating our mission or developing a new one.

We are working hard on all action tracks. I have created a task force to bring together all the relevant departments and expertise and will chair its first meeting on Friday. We will send an exploratory mission shortly to see how we can best contribute to a solution which works for the people of Gaza and addresses the concerns of Israel.

The wider issue here is that lifting the blockade should help to bring peace. Gaza is an integral part of a future Palestinian state. So we need to work on reunifying the West Bank with Gaza in the same way that we must help the reconciliation of the Palestinian people. These are all essential ingredients for the two-state solution that remains our goal.

Finally, it is positive that we have succeeded in preserving the Israeli-Palestinian proximity talks, and our Arab partners deserve credit for this. The Quartet should play an important role in engaging the parties and setting the direction for our collective efforts to end Gaza’s dangerous isolation and to work for peace in the region. I know that the House will join me in that ambition.

  Ioannis Kasoulides, on behalf of the PPE Group. – Mr President, if anybody should insist the most for the inquiry to be impartial, transparent and credible, under the supervision of international authorities, it should be Israel.

A first step in the right direction was decided by the Israelis. More is needed to inspire confidence in the international community. The Gaza blockade must be lifted. President Obama stated that it is unsustainable. Hamas is the sole beneficiary of this blockade. It finances itself from the lucrative transactions of smuggling goods through the numerous tunnels which are then distributed only to those Palestinians who yield to them. An entire population suffers and the Israelis have won nothing. Gilad Shalit is still in captivity.

Madam High Representative, I am sure that your task should be to coordinate, work with and support those international actors in their efforts to reopen the points of terrestrial passage, particularly Karni, that have the capacity to transit goods. An effective mechanism can be agreed for tracing the distribution of aid and aiming at the reconstruction. In the mean time, efforts for the reconciliation of the different Palestinian factions must be intensified and the Palestinian Authority must recover control of Gaza. Finally, Israel’s security concerns must be met.

  Véronique De Keyser, au nom du groupe S&D. – Monsieur le Président, ce n'est pas à vous que je m'adresse aujourd'hui, ni à vous, Madame Ashton, pardonnez-moi. Je m'adresse aujourd'hui à ceux qui nous écoutent, aux militants de la flottille du Marmara qui sont dans l'hémicycle. Nous vous avons déçus, nous vous avons trahis. Jusqu'au dernier moment, jusque dans la nuit de l'attaque – et j'en garde les traces sur mon GSM –, vous nous avez appelés, vous avez espéré que les médias, les gouvernements, l'Europe, vous protégeraient. En vain. Et vous êtes restés seuls, sans armes, face à des soldats ayant l'ordre de tirer, au vu et au su de la communauté internationale tout entière.

Et vous nous demandez aujourd'hui justice, mais une justice internationale, indépendante. Vous n'avez pas confiance en une justice israélienne, même encadrée par des observateurs étrangers, car vos amis ont été tués, car Israël a fait disparaître immédiatement tous les indices de l'attaque, a détruit les films, les photos, confisqué les ordinateurs, les caméras, les appareils de photos, évacué toute trace pour produire, trois jours plus tard, sa propre version de l'assaut, montages photographiques à l'appui; car Israël vous a traités de terroristes, traités comme des terroristes, emprisonnés et parfois battus, et vous n'avez rien compris à ce scénario d'horreur.

Vous voulez donc une justice dans laquelle vous pourrez croire, et vous voulez aujourd'hui, parce que c'est pour cela que certains d'entre vous sont morts, que le siège de Gaza soit levé, immédiatement et sans condition. Je vous en fais la promesse solennelle, nous ne vous décevrons plus. Madame Ashton, ne me répondez pas, répondez-leur. Ils nous regardent comme nous regarderont toujours, avec leurs yeux stupéfaits et incrédules, ceux qui ont payé de leur vie leur engagement humanitaire.

La résolution conjointe du Parlement condamne l'attaque, exige une enquête internationale et la levée du blocus, mais le Parlement exigera demain que justice soit rendue. Si nous l'oublions, des centaines de survivants de la flottille du Marmara viendront nous le rappeler.

  Niccolò Rinaldi, a nome del gruppo ALDE. – Signor Presidente, onorevoli colleghi, un pensiero alle vittime della flotta dei pacifisti ma anche un pensiero a Israele, soprattutto oggi che l'intera comunità internazionale, o quasi, ha uno sguardo critico nei suoi confronti.

Proprio per questo io dico oggi allo Stato di Israele che dobbiamo essere pronti ad ascoltare le sue ragioni e che il dialogo non deve essere interrotto. Se potessi vorrei appagare quell'ansia di sicurezza, questo senso di accerchiamento proprio non soltanto del governo di Israele ma dell'opinione pubblica di questo paese che si sente insicura e incompresa. Ma noi vogliamo la sicurezza anche di Israele, vogliamo la sua prosperità e anche la sua prosperità morale. Per questo il nostro desiderio di ascolto delle ragioni di Israele è animato dal supremo desiderio di pace ed è unito al dovere di dire a questo governo che ormai da anni noi non capiamo più la sua politica.

Quanto è accaduto, del resto, non è un episodio isolato. C'è un filo rosso che lega l'assalto alla flotta e l'espulsione degli arabi dalle loro case a Gerusalemme Est, la costruzione del muro nei territori palestinesi e il blocco e l'attacco a Gaza dello scorso anno, e anche le minacce alla parlamentare della minoranza araba Zoabi. È il filo rosso di una politica che spesso divide i palestinesi e li umilia e che ignora gli appelli e le norme internazionali rendendo più forti gli estremismi di tutte le parti, anche quelli di Israele, e allontanando forse per sempre la prospettiva di una pace basata su due Stati per due popoli. È il filo rosso anche di una politica sempre più priva di quei tratti di etica propri della grande tradizione umanistica ebraica sulla quale noi tutti ci siamo formati.

Ma la responsabilità per la tragedia della flotta è anche dell'intera comunità internazionale e di questo fantomatico Quartetto che per troppo tempo hanno tollerato con condiscendenza alcune pericolose derive politiche. La risoluzione che noi oggi approviamo contiene paragrafi chiari per un cambio di marcia della politica europea, soprattutto ora che siamo dotati di nuovi strumenti istituzionali e che anche al cospetto di queste ulteriori vittime non abbiamo più scuse per non fare sentire la sua voce. E vorrei che fosse la voce di Eli Vizel, quando scriveva che il male non può essere definito come disumano, purtroppo, ma che almeno le politiche siano prive di questo male.

  Daniel Cohn-Bendit, au nom du groupe Verts/ALE. Monsieur le Président, Madame la Haute représentante, je crois que, dans cette enceinte, tout le monde est d'accord pour condamner l'attaque contre la flottille qui essayait de faire sauter le blocus de Gaza. Je crois que tout le monde est d'accord pour dire que la politique israélienne, telle qu'elle existe, telle qu'elle est en train de se mettre en place ou de reprendre ce qu'elle fait depuis des années, amènera et amène Israël dans un trou d'où il sera difficile à cet État de sortir.

Nous sommes tous d'accord. Le problème maintenant, c'est comment faire changer cette politique. Vous avez vous-même dit qu'il faut continuer à travailler à la réconciliation ou, disons, à un accord entre les forces palestiniennes, que vous appelez les fractions. Moi, j'aime mieux les appeler les forces.

Il faut ajouter une chose: l'autorité à Gaza, que cela nous plaise ou non – moi, cela ne me plaît pas –, ce n'est plus la Haute autorité palestinienne, c'est le Hamas. On aurait pu rêver d'autre chose, mais, en politique, la réalité ne nous permet pas toujours de rêver. Il faut donc trouver, maintenant, les moyens de faire sauter le blocus et le blocus mental qui existe chez nous, chez les Israéliens, et peut-être aussi chez les Palestiniens.

Je propose une chose. Vous avez dit: "Il faut ouvrir le blocus". Pas seulement Rafa. Il faut ouvrir toutes les entrées. L'Union européenne doit, peut, et demande qu'elle contrôle ses entrées. Avec qui? Eh bien, par exemple, avec l'armée turque. Et moi, je verrais – et c'est une petite marque d'ironie – bien des soldats allemands et des soldats turcs ensemble contrôler l'entrée de Gaza pour que les aliments et les matériaux de construction rentrent et que les armes ne rentrent pas.

Allons plus loin. Soyons au service de l'ouverture du blocus. Nous ne le demandons pas, donnons-nous les instruments pour ouvrir ce blocus.

Ich möchte jetzt auf Deutsch weiterreden, weil immer gesagt wird: Viele in Deutschland und viele in Europa haben ein schlechtes Gewissen gegenüber Israel. Ich möchte Ihnen sagen: Ein schlechtes Gewissen macht noch keine Politik. Wenn man ein gutes Gewissen haben will, wenn man für Israel sein will, dann muss man Israel sagen, dass das, was jetzt geschieht, die Grenzen des Akzeptablen überschritten hat.

Die Freunde Israels sind seine Kritiker. Die Leute, die Israel heute nicht kritisieren, sind keine Freunde Israels. Wir müssen es solchen Menschen wie zum Beispiel David Crossmann gleichtun, der in Israel ganz richtig gesagt hat, dass das, was Israel gemacht hat, im Grunde genommen dem Grund, warum sich Israel gegründet hat, widerspricht. Die Politik heute ist eine Politik, die gar nicht den israelischen zionistischen Traum verwirklichen will, sondern ihn in Realität zerstört. Deswegen müssen wir als Europäer keine Angst vor der Kritik – den Israelis gegenüber und den Palästinensern gegenüber – haben, keine Angst davor, zu sagen: Ja, wir brauchen eine neue Stabilität in der Region. Diese neue Stabilität werden wir nur kriegen, wenn wir als Europäer bereit sind, uns wirklich als eine vermittelnde Kraft, aber auch als Ordnungskraft zu beteiligen. Wenn wir das nicht machen, wird es keine Ordnung geben.

Deswegen bitte ich Sie, nicht nur zu appellieren, sondern Vorschläge zu machen, wie wir Europäer mit der Türkei, die in dieser Region wichtig ist, dazu beitragen können, dass konkrete Schritte unternommen werden, damit diese Blockade beendet wird.

  Peter van Dalen, namens de ECR-Fractie. – Voorzitter, op 31 mei jl. vielen er negen doden bij de inzet van Israëlische commando's op het schip Mavi Marmara. De soldaten verklaarden verrast te zijn door de zeer ruwe ontvangst op dat schip en ze zagen zich genoodzaakt met scherp te schieten. Ik vond die verklaring opmerkelijk. Men had toch niet verwacht aan boord aldaar met koffie, thee en gebak te worden ontvangen?

De grote vraag is dus: waarom heeft Israël niet met andere middelen de schepen gestopt? Er waren toch voor de Israëlische legerleiding wel andere opties denkbaar en beschikbaar, die vermoedelijk tot veel minder slachtoffers en geweld hadden geleid. Een onderzoek is dus zeer gewenst, en Israël pakt dat uitstekend op. Er komt een diepgaand onderzoek, waarbij ook twee prominente buitenlanders worden betrokken. Van hen is Nobelprijswinnaar voor de vrede, Lord Trimble, wel de bekendste. Ondertussen kan Israël de lijst met 43 goederen die over de grens mogen, vervangen door een lijst waarop alleen staat wat Gaza niet in mag.

  Κυριάκος Τριανταφυλλίδης, εξ ονόματος της ομάδας GUE/NGL. – Κύριε Πρόεδρε, το πρωινό της 31ης Μαΐου ο ισραηλινός στρατός επιτέθηκε από αέρα και θάλασσα στο στολίσκο της ελευθερίας που μετέφερε ανθρωπιστικό υλικό στους κατοίκους της Γάζας, σκοτώνοντας άνανδρα εννέα ακτιβιστές και πληγώνοντας δεκάδες άλλους, μερικοί εκ των οποίων μας παρακολουθούν αυτήν τη στιγμή από τον εξώστη.

Δεν είναι η πρώτη φορά που ισραηλινές ένοπλες δυνάμεις προβαίνουν σε εγκλήματα εναντίον της ανθρωπότητας. Για 23 συνεχόμενες μέρες και νύκτες σφυροκοπούσαν ανελέητα τη Γάζα, στην οποία βρίσκονταν αποκλεισμένοι πυκνοκατοικούντες 1,5 εκατομμύριο άνθρωποι, προκαλώντας τον θάνατο σε χίλιους τετρακόσιους, καταστρέφοντας την υλική υποδομή και αφήνοντας πίσω τους στάχτες και αποκαΐδια. Μήπως αναγκάστηκαν να λογοδοτήσουν για αυτό το έγκλημά τους σε κανέναν;

Καθημερινά οι κατοχικές δυνάμεις υποσκάπτουν τις διεθνείς προσπάθειες για εξεύρεση λύσης σε ένα πρόβλημα που οι ίδιες συντηρούν εδώ και έξι δεκαετίες. Συνεχίζουν να προεκτείνουν το διαιρετικό τείχος, να οικοδομούν νέους οικισμούς εποίκων, να διώχνουν από τα σπίτια τους στην Ανατολική Ιερουσαλήμ φιλήσυχους Παλαιστίνιους. Μήπως αναγκάστηκε το Ισραήλ να λογοδοτήσει για αυτήν την κατάφωρη παραβίαση των ανθρωπίνων δικαιωμάτων που διαπράττει;

Αγαπητοί συνάδελφοι, αύριο θα κληθούμε να ψηφίσουμε ένα κοινό ψήφισμα καταδίκης της επίθεσης των ισραηλινών στρατευμάτων ενάντια στο στόλο της ελευθερίας. Ας μην εφησυχάσουμε θεωρώντας ότι κατ’ αυτόν τον τρόπο επιτελούμε το καθήκον μας. Οφείλουμε ο καθένας ξεχωριστά και όλοι μαζί να εργαστούμε για να καταστούν οι ένοχοι υπόλογοι ενώπιον δικαστηρίου αλλά και για να αρθεί επιτέλους αυτός ο απάνθρωπος αποκλεισμός της Γάζας και για να επιτευχθεί ειρήνη στην περιοχή. Το οφείλουμε στους νεκρούς ακτιβιστές, στα θύματα και των δύο πλευρών της πολύχρονης διένεξης, στους λαούς του Ισραήλ και της Παλαιστίνης.

  Bastiaan Belder, namens de EFD-Fractie. – Voorzitter, de Turkse regering en de Turkse Stichting voor humanitaire hulp en mensenrechten, afgekort IHH, zijn niet weg te denken achter de bloedige confrontatie tussen de Israëlische marine en de zogeheten "vrijheidsvloot" op maandag 31 mei. Waarom is de Europese Unie, waarom bent u, mevrouw de hoge vertegenwoordiger, daar zo zwijgzaam over de Turkse verantwoordelijkheid voor deze escalatie van een bewuste politieke provocatie?

Baroness Ashton, u weet evengoed als ik dat de islamitische IHH de drijvende kracht vormde achter de Gazavloot en dat deze ongewone humanitaire organisatie de bloedbroeder is van Hamas. Zij gaat daarbij zelfs tot de belofte van massaal Turks martelaarschap voor de Palestijnse zaak (zie de uitspraken van vorig jaar van haar voorzitter). Mevrouw de hoge vertegenwoordiger, u weet evengoed als ik dat de Turkse islamisten van de IHH met vuur speelden tegen de joodse staat onder het toeziend oog van de regering Erdogan, en dat diezelfde Turkse overheid na het drama de Israëli's vervolgens op diep beledigende wijze om rekenschap vroeg.

Wanneer gaat de Europese Unie toetredingsland Turkije om rekenschap vragen over de tragedie op de Mavi Marmara? Over Turkse zelfdiskwalificatie voor het EU-lidmaatschap gesproken! Nog één oproep, een positieve. Mevrouw de hoge vertegenwoordiger, doorbreek het ondraaglijke isolement van Gilad Shalit. Zorg voor zijn vrijlating.

  Diane Dodds (NI). - Mr President, I should like to say to Baroness Ashton that I welcome her statement to the House today. I well remember her first statement on Israel and Gaza and I recognise that her statement today has been somewhat more measured, although incomplete, as my colleague has just pointed out.

For those of us who have lived under terrorist threat, I have considerable empathy with the plight faced by innocent Israeli citizens who have suffered from indiscriminate rocket attacks. Israel has sought to defend itself from smuggled Iranian rockets by imposing the blockade of Gaza and to an extent this tactic has been successful in reducing the attacks on Israeli citizens. I believe that this House ought to defend the right of any state to defend its citizens from such attack.

For ordinary people living in Gaza this has caused difficulty and I have no doubt that, as we have seen, many Members will rise to praise the so-called peace flotilla. There were genuine people on board and yet there were those whose intentions were less than noble. Many of us believe that this was an effort to seek a confrontation in order to get a propaganda coup. Regrettably, that happened and, regrettably, lives were lost.

It would be easy to use this to advance an anti-Israeli agenda in this House but that would not be helpful and would not be helpful to the furtherance of peace.

  José Ignacio Salafranca Sánchez-Neyra (PPE). - Señor Presidente, con independencia de las versiones contradictorias –flotilla humanitaria o estrategia de la provocación–, este Parlamento tiene que deplorar el uso de la violencia y tiene que deplorar, por irreparable, la pérdida de vidas humanas.

Estos hechos tienen unas causas y han producido unas consecuencias. Las consecuencias, aparte de lo más doloroso, que, como decía, son la pérdida de vidas humanas, son el descarrilamiento del proceso de paz, el alejamiento entre Israel, la Unión Europea y los Estados Unidos, la separación en las relaciones con los países árabes moderados, el incremento de la tensión en la región, con el espectro nuclear iraní planeando en todo este ámbito y, señor Presidente, creo que la ruptura de las relaciones con Turquía también es un dato importante.

La señora Ashton ha dicho una cosa con la que yo estoy totalmente de acuerdo. El hecho de devolverle la dignidad y la esperanza al pueblo palestino redunda en beneficio de la causa de la paz en la región, en beneficio de la seguridad de Israel y, sobre todo, en beneficio de la causa de los moderados y en favor de la unidad de la causa palestina.

Es cierto, y no debemos perder la perspectiva, que el levantamiento del embargo es sólo un paso, un paso importante, pero un paso en el camino de la paz. Los elementos los conocemos: reconocimiento de un Estado palestino viable, seguridad de Israel en sus fronteras, resolución del problema de Jerusalén Este, el problema de los asentamientos, al que hay que poner fin, y también –termino, señor Presidente– otros asuntos.

Para resolver este tema hay dos cuestiones. Una, el acompañamiento internacional, y otra, voluntad política. Y no estoy seguro, señora Alta Representante, de que, en estos momentos, exista la movilización suficiente de la voluntad política.

  Proinsias De Rossa (S&D). - Mr President, our resolution is clear in its condemnation of Israel’s illegal action in killing nine civilians and injuring 38. We are clear in our demand for an international inquiry which is credible, transparent and independent. The inquiry announced by Israel is none of those things and is not acceptable.

We demand an end to the siege of Gaza. One of the most important elements is paragraph 10 of our resolution, which calls for a reshaping of EU policy towards the Middle East. I would argue that that reshaping must include the diplomatic tool of sanctions in the event that Israel refuses to meet the standards expected of a democratic state in dealing with its friends and with its enemies. Smart sanctions to be applied on a step-by-step basis in the absence of moves by Israel, within a specific timetable, to respect international law.

The Quartet needs to draw Hamas in from the political margins. It would be impossible for any two-state agreement to succeed without their engagement in the process. The most democratic way forward is for early elections to the Palestinian Legislative Council and for the President of the Palestinian Authority, with an undertaking by the participants and by the Quartet to accept the decision of the people.

Baroness Ashton, words are no longer enough. We must act.

  Marielle De Sarnez (ALDE). - Monsieur le Président, nous l'avons constaté de visu, le blocus de Gaza n'est pas tenable. Ses habitants dépendent, à 80 %, de l'aide internationale. Ils ne vivent pas, ils survivent, sans avenir et sans aucun espoir.

De plus, le blocus de Gaza est contreproductif. Il renforce ceux-là mêmes que l'on voudrait affaiblir. Et comme le dit un responsable du Fatah, il sert d'excuse aux dirigeants de Gaza pour tout justifier: l'économie en ruine et leurs propres erreurs. L'Union européenne doit se décider à agir. Elle doit en même temps garantir la sécurité d'Israël et s'investir pour obtenir la fin du blocus, éventuellement avec un contrôle européen. Elle doit exister enfin comme un acteur majeur parlant d'une seule voix et mettre tous ses moyens de politique budgétaire, commerciale, économique et de développement au service d'un seul objectif, la coexistence à terme de deux États.

  Eva Joly (Verts/ALE). - Monsieur le Président, Madame la Haute représentante, chers collègues, à l'issue de notre visite à Gaza, du 26 au 28 mai 2010, c'est unanimement que notre délégation a appelé à une levée immédiate, totale et durable, du blocus imposé par Israël.

De cette unanimité face à ce drame humanitaire et politique est née notre résolution commune qui, je l'espère, sera votée à une large majorité. Porter notre message d'une seule et même voix n'est pas seulement nécessaire, c'est vital, car c'est bien d'unité dont l'Union européenne a manqué jusqu'à présent, et c'est bien d'unité dont elle a besoin aujourd'hui pour peser et s'imposer comme un acteur majeur et crédible de la paix.

Pour l'Europe, le pire serait qu'au drame de la flottille s'ajoute celui de l'indifférence et de l'inaction, faute d'unité. Un sursaut politique de l'Europe est nécessaire. Elle n'a plus seulement le droit mais le devoir d'agir, de dialoguer tout autant que de condamner et de sanctionner lorsque la paix est mise en danger par l'un ou l'autre.

Madame la Haute représentante, notre responsabilité est aujourd'hui immense. Nous ne pouvons plus nous contenter de reconstruire inlassablement les bâtiments. Nous devons construire la paix et nous devons le faire maintenant. Cela demande du courage et de la fermeté. Vous devez construire des alliances, et notamment avec les États-Unis et la Turquie, et ne pas relâcher la pression diplomatique sur Israël avant que la levée complète du blocus et l'existence de l'enquête internationale indépendante soient un fait.

  Sajjad Karim (ECR). - Mr President, Baroness Ashton, your approach to this matter is commendable. The fact that you, through your office, visited Gaza in the way that you did, and the very public statements that you have made since that time, makes quite clear to Members of this House the seriousness with which you and your office approach this issue.

This is of course a humanitarian question along with so many other issues as well, but I bear in mind the history as to why we find ourselves where we are today and I have very clear recollections of debates taking place in this House in 2006, both in February and in April, where so many Members one after another urged both the EU and Israel not to cut the people of Gaza loose in this way. But that is exactly what we did and our reaction was wrong. By suffocating the people of Gaza we find ourselves in this situation today.

There is only one way to move forward now, and that is to face the issue of the blockade head on. There are real practical measures we can take, the first of which must be to ensure that Israel acts in a manner whereby it allows permitted goods through and not simply have a list in the way that they are operating today. Please concentrate your mind on that fact immediately.

  Patrick Le Hyaric (GUE/NGL). - Monsieur le Président, Madame la Haute représentante, cela fait trop longtemps que les institutions internationales et nos organes européens font sans cesse des vœux, utilisent les mêmes mots, les mêmes bonnes intentions proclamées sans acte clair pour la sécurité et la paix dans la région et l'existence d'un État palestinien dans les frontières de 1967. Il faut maintenant des actes clairs et forts de l'Union européenne.

Il y a eu un acte de piraterie au sens du droit international, dans les eaux internationales, contre un convoi humanitaire. Ce n'est pas en laissant faire cette mascarade d'enquête où le criminel crée lui-même son propre tribunal que l'on fera avancer quoi que ce soit. Ce n'est pas non plus en se satisfaisant d'un vague projet d'allégement de cet impitoyable blocus que l'on fera avancer les choses. C'est la levée du blocus que nous devons exiger et obtenir. Vous avez des outils pour cela.

Oui, créons des missions de supervision européennes associées à d'autres États aux points de passage terrestres et maritimes. Suspendez l'accord d'association entre l'Union européenne et Israël tant qu'il n'y a aucun pas de fait. Faites cesser les importations des produits importés des colonies. Cessons les coopérations en matière de technologies militaires et cessons les ventes d'armes à Israël.

Enfin, je pose la question: qui fera une enquête sérieuse sur les tabassages des Européens, qui ont eu lieu sur le territoire israélien, dans les prisons israéliennes?

Enfin, je souhaiterais que notre Parlement demande l'arrêt des menaces qui frappent la députée de la Knesset, Hanin Zoabi. Vous avez, Madame la Haute représentante, des moyens d'agir. Si vous le faites, nous serons à vos côtés.

  Fiorello Provera (EFD). - Signor Presidente, onorevoli colleghi, da un primo accertamento dei fatti risulta evidente che la spedizione della flottiglia a Gaza aveva finalità più politiche che umanitarie. Il convoglio è stato preparato dall'IHH, un'organizzazione turca legata all'estremismo islamico. Inoltre, alla vigilia della partenza della flottiglia, il leader di Hamas Haniyeh ha dichiarato testualmente: "Se le navi raggiungeranno Gaza sarà una vittoria per Hamas, se saranno intercettate sarà comunque una vittoria".

Lo scarso interesse per i fini umanitari è confermato dal rifiuto di Hamas di accogliere a Gaza gli aiuti umanitari giunti attraverso il porto di Ashdod con la nave irlandese Rachel Corrie. Se vince, Hamas non perde solo Israele ma anche l'ANP e la possibilità di riprendere il processo di pace. Il blocco navale e terrestre intorno a Gaza, attuato da Israele e dall'Egitto dal 2007 per controllare il traffico di armi, è stato condiviso ancora pochi giorni fa dal presidente dell'ANP Mahmud Abbas nel suo incontro con il presidente Obama e abbiamo la conferma su tutti i giornali.

Bisogna evitare che Gaza diventi una postazione di attacco missilistico contro Israele e un elemento di destabilizzazione degli equilibri dell'area e bisogna consentire un abbondante afflusso umanitario per sollevare la situazione della popolazione di Gaza. Chiedo all'Alto rappresentante di estendere l'inchiesta oggettiva sui fatti all'eventuale coinvolgimento di paesi come la Turchia e l'Iran nell'organizzazione della spedizione.

  Daniël van der Stoep (NI). - Voorzitter, gewapend met verschillende moordwapens voor een clubje zelfbenoemde vredesactivisten richting Gaza. De Israëlische marine vroeg ze om te stoppen, maar als antwoord krijgen zij te horen dat, en ik citeer "ze dood kunnen vallen en terug moeten keren naar Auschwitz". De soldaten kwamen echter toch aan boord en zij werden vreedzaam begroet, door activisten met metalen buizen en door ze over de balustrade naar beneden te gooien. Het doel van de vloot was niet om humanitaire hulp naar de Gazastrook te brengen, maar om provocatie en een gewelddadige confrontatie met Israël te zoeken.

De passagiers van de Mavi Marmara, met inbegrip van de Turkse IHH-activisten, verklaarden dat er nauwe banden bestaan tussen de organisatie en de Turkse premier Erdogan, en dat de regering van kandidaat-lidstaat Turkije betrokken was bij de voorbereidingen van de vloot. Is dat waar, en wat doet u met die informatie? Klopt het dat de Turkse organisatie IHH, aanwezig op het schip, gelinkt is aan Hamas? Mag ik u eraan herinneren dat Hamas nog steeds door de EU wordt gezien als een terroristische organisatie? Graag een antwoord. De PVV wil op zijn minst een onafhankelijk onderzoek naar de rol van Turkije in dit geheel. Wat is nu precies de invloed van Erdogan en consorten geweest? Graag een reactie.

  Michael Gahler (PPE). - Herr Präsident! Ich unterstütze die Forderung nach einer internationalen Untersuchung, denn die Einbeziehung zweier internationaler Experten in die israelische Untersuchung wird meiner Ansicht nach international sicherlich nicht als ausreichend betrachtet werden. Eine solche Untersuchung muss dann in ihren Ergebnissen feststellen, ob diese Aktion völkerrechtswidrig war. Aus diesem Grund rege ich an, dass wir uns diese Bewertung bis dahin aufsparen und dieses Urteil nicht schon jetzt in diese Entschließung aufnehmen.

Dass diese Flottille in dieser Größenordnung losfahren konnte und eben nicht nur mit Extremisten oder notorischen Gegnern Israels besetzt war, hat allerdings etwas mit der unhaltbaren humanitären Situation in Gaza zu tun. Um der Menschen willen und nicht um die Hamas zu legitimieren, fordern wir daher die Aufhebung der Blockade. Daneben hat Israel seine Ziele nicht erreicht. Es ist gesagt worden, Gilad Schalit wird noch immer von der Hamas gefangen gehalten. Die Menschen im Gaza haben sich auch nicht gegen die Hamas erhoben, sondern – eher im Gegenteil – gegen Israel radikalisiert. Auch das ist nicht in Israels Interesse. Abu Mazen als Vertreter der kooperationswilligen Palästinenser ist in den Augen seiner Landsleute gegenüber Hamas ebenfalls nicht gestärkt.

Ich hoffe, dass bei der heutigen Sitzung der israelischen Regierung die gestrige Ankündigung von Minister Herzog umgesetzt wird, dass die Blockade in einem ersten Schritt gelockert wird. Eine Negativliste muss an die Stelle einer Positivliste treten, d.h. im Prinzip muss die Grenze für alle Materialien und Waren geöffnet werden, soweit es sich nicht um Waffen oder Materialien handelt, mit denen man Waffen herstellen kann.

Was die Aufhebung der maritimen Blockade betrifft, sollte Israel vielleicht einmal überlegen, ob man dem gestern geäußerten französisch-britischen Vorschlag folgt, dass man von diesen befreundeten Staaten die Schiffe, die nach Gaza fahren, kontrollieren lässt.

  Pier Antonio Panzeri (S&D). - Signor Presidente, onorevoli colleghi, nulla può giustificare quanto è successo e mi sento di dire che ci siamo trovati di fronte ad un atto di brutale dilettantismo da parte israeliana. Forse non c'è ancora un'adeguata consapevolezza nel gruppo dirigente israeliano che la sicurezza di Israele si ottiene solo se il processo di pace fa passi avanti e non attraverso l'innalzamento della tensione.

In questo quadro la risoluzione presentata al Parlamento è un'importante risposta di questa Istituzione sulla difficile questione di Gaza. Tuttavia questa vicenda, nella sua drammaticità, impone all'Europa un deciso salto di qualità nell'affrontare la questione mediorientale. Signora Ashton, penso che lei sia consapevole che oggi occorre un nuovo protagonismo dell'Europa, un'azione più forte che si ponga l'obiettivo di rimettere sulla strada giusta i negoziati indiretti. Faccia interrompere questa insensata politica degli insediamenti ed elimini il blocco a Gaza.

Il Parlamento europeo con la risoluzione offre un importante punto di riferimento. Lo si utilizzi perché l'azione europea possa fornire seriamente un contributo al superamento del conflitto e alla sconfitta di tutte le posizioni estremistiche come pure al raggiungimento dell'obiettivo dei due Stati.

  Alexander Graf Lambsdorff (ALDE). - Herr Präsident! Den Opfern des 31. Mai gilt unser Gedenken, ihren Angehörigen gilt unser Beileid. Ich will das hier deutlich an all diejenigen sagen, die sich als Freunde Israels verstehen. Freunde lassen Freunde nicht sehenden Auges weiter eine falsche Politik betreiben.

Die Aktion der israelischen Regierung, die wir zu Recht kritisieren, war unverhältnismäßig, sie war nicht nur unglücklich, sie war in jeder Hinsicht verfehlt, sie war eines modernen Rechtsstaates absolut unwürdig. Es scheint mir, als ob es eine Blockade nicht nur im Gaza-Streifen gibt – dort ist es eine physische Blockade –, es gibt eine politische Blockade auch in Jerusalem, denn das Verhältnis zwischen kurzfristigem militärischem Erfolg und langfristigem politischem Schaden hat man in Jerusalem erneut völlig falsch eingeschätzt.

Was können wir Europäer tun? Die Untersuchungskommission müsste national sein, ich glaube, aber auch Israel kann kein Interesse daran haben, dass es noch einmal eine Goldstone-2-Untersuchung gibt, wenn diese Untersuchungskommission nicht vernünftig arbeitet. Die Europäische Union muss ihre Grenzmission wieder eröffnen, und es muss ein robusteres Mandat sein, ein erweitertes Mandat, so dass eine echte Kontrolle stattfinden kann, wenn wir dort als Europäer wieder tätig werden. Das ist wichtig, aber es ist auch wichtig, auf die Hamas einzuwirken: Gilad Schalit muss freigelassen werden, und der Raketenbeschuss muss aufhören.

  Hélène Flautre (Verts/ALE). - Monsieur le Président, les neuf victimes de l'attaque israélienne sur la flottille de Gaza, qui ont été criblées de dizaines de balles, majoritairement à bout portant et majoritairement dans le dos, auraient pu être d'une des quarante-deux nationalités, mais ce sont neuf victimes turques.

On imagine évidemment la mobilisation, en Turquie, du gouvernement, l'émoi dans l'opinion publique, et certains voudraient faire croire aujourd'hui, à l'aune des actions, des réactions, de la pression que met le gouvernement de M. Erdogan sur le gouvernement israélien, qu'il s'agirait d'une affaire turco-israélienne et que ce serait là, in fine, quand même la preuve que la Turquie a décidé de tourner le dos à l'Europe et la preuve de son nouvel axe de politique étrangère.

Je voudrais vraiment, Madame Ashton, que vous leviez toute ambiguïté à ce sujet. Il faut dire, haut et clair, qu'il est très heureux que M. Erdogan soit acclamé par les opinions publiques arabes, parce que M. Erdogan est en train de faire la preuve qu'utiliser des instruments politiques pour agir est plus efficace que la violence et plus efficace que le radicalisme et l'extrémisme. Je crois qu'il s'agit là d'une leçon politique que nous pourrions encourager et soutenir, et je vous demande, Madame Ashton, de le faire haut et fort.

  Γεώργιος Τούσσας (GUE/NGL). - Κύριε Πρόεδρε, το Κομμουνιστικό Κόμμα Ελλάδας καταδικάζει με αποτροπιασμό και αγανάκτηση την εν ψυχρώ δολοφονική επίθεση του ισραηλινού στρατού κατά της νηοπομπής αλληλεγγύης προς τους κατοίκους της Λωρίδας της Γάζας, με αποτέλεσμα δεκάδες νεκρούς και τραυματίες, που συγκλόνισε τους λαούς σε ολόκληρο τον κόσμο.

Η νέα αυτή θηριωδία του ισραηλινού κράτους αποτελεί κρίκο στη μακριά αλυσίδα των εγκλημάτων του Ισραήλ που έχει πάρει διαστάσεις γενοκτονίας ενάντια στον παλαιστινιακό λαό.

Η προκλητική στρατιωτική δράση του ισραηλινού κράτους στηρίζεται και πριμοδοτείται σταθερά από τις Ηνωμένες Πολιτείες της Αμερικής, το ΝΑΤΟ και την Ευρωπαϊκή Ένωση καθώς και τους άλλους ιμπεριαλιστικούς οργανισμούς.

Σοβαρές ευθύνες έχουν η Ευρωπαϊκή Ένωση και οι κυβερνήσεις των κρατών μελών της που όχι μόνο ανέχονται την ισραηλινή επιθετικότητα, που όχι μόνο αναβάθμισαν τις σχέσεις τους με το Ισραήλ, υπέγραψαν τη δημιουργία Ενιαίου Εναέριου Χώρου με την Ισραηλινή Κυβέρνηση και συμφωνίες στρατιωτικής συνεργασίας, αλλά και διοργανώνουν μεγάλης έκτασης κοινά στρατιωτικά γυμνάσια τροφοδοτώντας την εγκληματική επιθετικότητα του Ισραήλ σε βάρος του παλαιστινιακού λαού και γενικότερα σε βάρος των λαών της ευρύτερης περιοχής.

Η Ερευνητική Επιτροπή για την αιματηρή επίθεση του ισραηλινού στρατού στη νηοπομπή βοήθειας προς τους κατοίκους της Γάζας, που συνέστησε "στα μέτρα της" η Ισραηλινή Κυβέρνηση, προκλητικά εξήγγειλε ότι "στόχος της είναι να διαφυλάξει την ελευθερία δράσης των Ισραηλινών στρατιωτών και να αποδειχθεί ο αμυντικός χαρακτήρας των ενεργειών τους". Δηλαδή να δικαιολογήσει και να συνεχίσει τις δολοφονικές επιθέσεις της ενάντια στον παλαιστινιακό λαό και στους λαούς της ευρύτερης περιοχής.

Γι' αυτό και οι εκκλήσεις της Ευρωπαϊκής Ένωσης για σύσταση δήθεν ανεξάρτητης διερευνητικής επιτροπής αποτελούν κοροϊδία και υποκρισία. Ο παλαιστινιακός λαός δεν έχει ανάγκη από διερευνητικές επιτροπές που θα συσκοτίζουν τα ισραηλινά εγκλήματα σε βάρος των Παλαιστινίων.

Τώρα χρειάζεται να δυναμώσει η αντιιμπεριαλιστική πάλη των λαών, να δημιουργηθεί ενιαίο, ανεξάρτητο παλαιστινιακό κράτος, στα σύνορα του 1967, με πρωτεύουσα την Ανατολική Ιερουσαλήμ.

  Νίκη Τζαβέλα (EFD). - Κύριε Πρόεδρε, θα ήθελα να εκφράσω τη βαθιά λύπη μου για τους θανάτους που είχαμε σε μέλη της νηοπομπής. Παράλληλα όμως απευθύνω έκκληση, κυρία Ashton, να μην παρασυρθούμε από αυτό το δυστύχημα, αλλά να εξαγάγουμε μια αντικειμενική θεώρηση των πραγμάτων.

Λυπάμαι, αλλά στη Μέση Ανατολή θα πρέπει να είμαστε πολύ επιφυλακτικοί ως προς τα αγνά κίνητρα των ακτιβιστών. Πολλές φορές έχουμε δει επιδίωξη δημιουργίας μαρτύρων παρά ακτιβιστική δράση.

Προσωπικά, επίσης, εκφράζω την έκπληξή μου για την ύπαρξη μιας πολύ καλά οργανωμένης ακτιβιστικής τουρκικής οργάνωσης. Με όλο το σεβασμό στα ΜΚΟ της Τουρκίας, δεν νομίζω ότι η Τουρκία φημίζεται για την ελευθερία του ακτιβισμού, για την ελευθερία δράσης αυτών που θέλουν να είναι ακτιβιστές.

Για όλα αυτά, κυρία Ashton, και για να μπορέσουμε να έχουμε μια αντικειμενική εικόνα των πραγμάτων, θα παρακαλούσα να συστήσετε μια επιτροπή διερεύνησης των δράσεων και του ιστορικού της ανθρωπιστικής οργάνωσης IHH.

  Andreas Mölzer (NI). - Herr Präsident! Zweifellos stimmt das, was manche Kollegen, etwa Herr Provera oder Herr Belder, gesagt haben, dass nämlich hinter der Gaza-Friedensflotte auch provokative islamistische Kräfte stehen, und man wird die Regierung des Beitrittsbewerbers Türkei sehr wohl fragen müssen, wie sie zu diesen stehen.

Dennoch stellt die Stürmung der Solidaritätsflotte für Gaza durch das israelische Militär einen Akt unverhältnismäßiger Gewalt dar. Immerhin kamen 9 Menschen ums Leben, und weitere Personen wurden schwer verletzt. Auf den Schiffen befanden sich Hilfsgüter, darunter Rollstühle und medizinische Ausrüstung, für die notleidende Bevölkerung im Gazastreifen und keine Waffen. Somit wurden Israels zweifellos legitime Sicherheitsinteressen von dieser Hilfsaktion nicht wirklich berührt. Durch solche unnötigen und auch rechtswidrigen Kommandounternehmen fällt es naturgemäß den internationalen Partnern Israels, auch der Europäischen Union, immer schwerer, sich für das ohne Zweifel bestehende Existenzrecht des Landes Israel einzusetzen.

An dieser Stelle muss aber auch klar gesagt werden, dass das Völkerrecht und international anerkannte Menschenrechtsnormen eben auch für Palästinenser gelten. Dies muss auch von Israel anerkannt werden. Aus diesem Grund ist die Blockade des Gazastreifens, unter der ja vor allem die palästinensische Zivilbevölkerung leidet, als unzulässig einzustufen und auch schnellstmöglich zu beenden. Ich fordere auch unsere Vertreter in Kommission und Rat auf, diesen Standpunkt gegenüber der israelischen Regierung zu vertreten.

Die Stürmung der internationalen Solidaritätsflotte hat eben weiter zu einem Rückschlag für die Friedensbemühungen im Nahen Osten geführt. Um einen dauerhaften Frieden für die Palästinenser und den Nahen Osten zu bekommen, wird auch Israel seinen Beitrag leisten müssen.

  Michèle Striffler (PPE). - Monsieur le Président, Madame la Haute représentante, tout d'abord, je voudrais exprimer mes condoléances aux familles des victimes de cette opération militaire meurtrière. Le blocus de Gaza, contraire au droit international, a engendré un désastre humanitaire et une détérioration soutenue de la situation socio-économique.

95 % des établissements industriels fermés, 42 % de la main-d'œuvre au chômage, 75 % de la population en situation d'insécurité alimentaire. La bande de Gaza dépend quasi entièrement de l'aide humanitaire.

L'Union européenne, qui est le premier bailleur de fonds pour l'aide humanitaire à destination des territoires palestiniens, doit prendre les mesures courageuses qui s'imposent pour mettre un terme à cette situation. J'étais moi-même à Gaza il y a deux semaines. La situation des Gazaouis est inacceptable d'un point de vue humanitaire et, comme le disait notre collègue tout à l'heure, les vrais amis d'Israël sont ceux qui, en ce moment, osent critiquer Israël. Ce blocus est complètement contreproductif et indigne du peuple israélien.

Madame Ashton, nous devons mettre un terme définitif à ce blocus et entièrement, il suffit d'avoir un peu de courage politique. Nous en avons la possibilité et nous en avons les moyens.

  Corina Creţu (S&D). - Am fost, într-adevăr, martorii unor incidente grave, regretabile, soldate cu pierderi de vieţi omeneşti, victime ale conflictului care pare fără sfârşit între israelieni şi palestinieni. Asistăm la un blocaj extrem de periculos pentru pace şi distructiv pentru perspectivele reale de dialog şi reconciliere.

Pe de altă parte, doamnă Înalt Reprezentant, după cum ştiţi, Uniunea Europeană este cel important donator în regiune şi, de aceea, cred că trebuie să devenim şi cel mai important partener politic, pe măsura imenselor sume pe care le alocăm anual pentru ajutorarea palestinienilor dinăuntrul şi din afara teritoriilor ocupate. Cred că putem face mai mult pentru a impune respectarea drepturilor omului în Orientul Mijlociu, pentru reorientarea geostrategică a Turciei, pentru determinarea comunităţii internaţionale, inclusiv a statelor arabe, de a-şi asuma un rol mai dinamic în asigurarea unui flux permanent de suport umanitar.

Nu în ultimul rând, cred că este important să avansăm şi să promovăm mai pregnant soluţia durabilă a celor două state, în ciuda celor care se opun păcii şi stabilităţii în regiune.

  Ivo Vajgl (ALDE). - Verjetno bi ta svoj nagovor moral začeti s tem, da vas zaprosim za nekaj sekund tišine za pomorjene mirovnike na konvoju, ampak čas nas tukaj vedno preganja in se jih pač spominjam na ta način.

Hvala vam, gospa Ashton, za vašo izjavo, ki je bila pravočasna, ki je pravzaprav vrnila resnost in dostojanstvo Evropske unije. Zbudila je tudi upanje, da bo hkrati z resolucijo, ki jo bomo sprejeli, začetek neke bolj konsistentne in aktivnejše vloge Evropske unije na Bližnjem vzhodu, vloge, ki bo temeljila na spoštovanju človekovega življenja, vladavine prava, mednarodnega prava in človekovih pravic, ki so neodtujljive in veljajo za vse.

Magična beseda – rešitev dveh držav – je bila tukaj nekajkrat izrečena, dve državi, druga ob drugi. Moramo pogledati, kaj se s to idejo dogaja v resnici na Zahodnem bregu v celoti, ne samo, da se usmerimo na problem Gaze, kajti celota čaka na aktivno politiko.

  György Schöpflin (PPE). - Mr President, this latest crisis has to be seen as a symptom of the profoundly difficult relationship between Israel and Palestine. Why has it been impossible to find a solution to the conflict between them? The easy answer is to blame one side or other as being more responsible. Both sides profess that they do indeed want a peaceful outcome, but what actually takes place says something else.

It is far from evident that a solution acceptable to all is still a part of the mindset of either Israel or the Palestinians. Indeed they both perceive their interests as being best served by the conflict because they believe any solution would result in their ending up in a weaker position that what they have currently. From the Israeli perspective, although formally there is support for a two-state solution, it is hard to see an Israel that could live on equal terms with a Palestinian state. Such a state would pose an insurmountable security problem.

From the Palestinian perspective – that of Hamas above all – peace would mean the end of its monopoly power in Gaza, and having to share the state with Fatah. Hence we can see that the present troubled situation is the least bad option for all the involved parties. Until they are given incentives to find an option that is superior to the present, the conflict will continue, tragically.

  Göran Färm (S&D). - Mr President, I represented the Committee on Budgets in the Parliament delegation to Gaza the week before the events surrounding the ships to Gaza, and I have been there before. Hopefully this tragic event will at least unite us behind some conclusions and behind a renewed effort for peace.

If the blockade continues, there is no doubt that it will lead to humanitarian disaster. The blockade stops reconstruction of homes and schools, and is therefore also a direct problem for aid via the EU budget and thus a direct responsibility for the European Parliament. Reconstruction projects have been at a standstill for years because of a shortage of material.

The European Union has to take a lead and put pressure on Israel to change its policies. The present situation is not only a problem for the innocent population of Gaza – most of them children and young people – it also fuels extremism and the black economy. If necessary, I think that the European Union itself should take the responsibility for organising peaceful transport to Gaza.

  Sarah Ludford (ALDE). - Mr President, I am a friend of Israel, but I do not regard it as delegitimisation of the State of Israel to criticise the actions of the current Israeli Government. I not only regret the nine deaths and thirty-odd injured but I deplore the overreaction and disproportionate use of force by the Israeli army. I want the blockade to end, with checks on illicit arms.

I will not be supporting the resolution as I think it is absurd to condemn Israel for breach of international law first and to call for an inquiry second, and there is much which is not yet clear, including the role of the Turkish IHH organisation. Israel is capable of holding a credible inquiry and must hold one. I am a friend of Turkey as well as Israel. Turkey has reason for anger, but it is very unwise to put out an official leaflet which talks about Israel having lost its legitimacy with a photo which includes a placard ‘Judaism rejects the Zionist state’. I hope both Israel and Turkey come round to reason.

  Sari Essayah (PPE). - Arvoisa puhemies, hyvä korkea edustaja, aivan kuten täällä on jo kuultu, kuolonuhrit ja sotilaitten loukkaantumiset ovat valitettavia, mutta tuon avustussaattueen tarkoitusperät eivät olleet niin humanitääriset kuin aluksi oletettiin, vaan hyvin pitkälti poliittiset. Mukana oli marttyyriuteen tähtääviä turkkilaisaktivisteja.

Huomionarvoista on myös se, että avustussaattue saapui juuri, kun oli tarkoitus päästä jatkamaan rauhanneuvotteluja israelilaisten ja palestiinalaisten välillä. Hamas ei halua rauhanneuvottelujen jatkamista ja halusi omalta osaltaan vain sekoittaa tilannetta. Se on kieltäytynyt vastaanottamasta laivueen tarkastettuja lasteja maanteitse ja tähtää ainoastaan saarron purkamiseen.

Israelin on viestitetty olevan valmis helpottamaan Gazan saartoa lähitulevaisuudessa. Se on myös perustanut tutkimuskomitean, jossa on ensi kertaa mukana myös kaksi kansainvälistä tarkkailijaa. Nämä Israelin toimet luovat toivoa siitä, että kärjistynyt tilanne saadaan rauhoittumaan. On hyvä myös huomata, että toisin kuin julkisuudessa on väitetty, merisaarto alueella ei riko mitään kansainvälisen oikeuden sopimusta.

On täysin oikeutettua ja oikein, että Israel haluaa takuut siitä, ettei Gazan saarron helpottaminen johda siihen, että palestiinalaistaistelijat saavat samalla aseita ja raketteja. Todellista rauhaa ja hyvinvointia ei alueelle saada, jos Hamas vahvistuu ja saa niin poliittista arvovaltaa kuin sotilaallista voimaakin.

Teidän, arvoisa korkea edustaja, ja Euroopan parlamentin tulee vaatia sitä, että Hamas luopuu terrorismista, tunnustaa aikaisemmat PLO:n allekirjoittamat sopimukset ja Israelin valtion oikeutuksen olemassaoloon sekä vapauttaa välittömästi neljä vuotta sieppaamansa Gilad Shalitin.

  María Muñíz De Urquiza (S&D). - Señor Presidente, me alegran sus palabras, señora Ashton, comprometiendo los esfuerzos de la Unión Europea en este tema y haremos un seguimiento desde el Parlamento Europeo de los compromisos que han adquirido el Consejo y la Comisión, porque, con el ataque a la flotilla humanitaria, Israel ha roto su techo de impunidad en lo que se ha calificado, de manera unánime, como un atentado contra la legalidad internacional, desde el Derecho del mar hasta el Derecho humanitario.

Una violación del Derecho internacional que trasciende de manera desproporcionada y monstruosa cualquier consideración sobre la seguridad de Israel, que, por supuesto, nosotros defendemos. Pero la estrategia de seguridad de Israel, una estrategia de seguridad preventiva, y los altísimos umbrales que se ha autofijado Israel en materia de seguridad, no pueden seguir siendo el parámetro por el que se mida todo lo demás.

Queremos –y vamos a exigir a las instituciones de la Unión Europea que lo planteen ante el Consejo de Asociación entre la Unión Europea e Israel–, en primer lugar, una investigación internacional creíble sobre el ataque a la flotilla; en segundo lugar, el levantamiento del bloqueo de Gaza más allá del sistema de listas y la reanudación del proceso de paz con vistas a la creación y el reconocimiento internacional de un Estado palestino viable.

  Dominique Baudis (PPE). - Monsieur le Président, Madame la Haute représentante, cette attaque de navires civils par les commandos israéliens exige évidemment une enquête impartiale et crédible. Mais quel crédit pourrions-nous accorder à une commission qui serait à la fois juge et partie. Cette attaque s'est produite dans les eaux internationales, elle concerne donc la communauté internationale, elle intéresse en particulier l'Europe, riveraine de la Méditerranée.

L'Europe qui devrait se faire entendre davantage et s'impliquer plus fortement dans la recherche d'une solution politique basée sur deux États ayant chacun Jérusalem pour capitale. L'Europe fait des efforts financiers considérables pour contribuer au développement des territoires palestiniens, mais, malheureusement, elle est trop absente du processus politique qui devrait conduire à la création de cet État palestinien.

La bonne volonté financière et budgétaire que nous manifestons ne suffit pas. Nous devons aussi exprimer une volonté politique et nous donner les moyens de nous faire entendre.

  Richard Howitt (S&D). - Mr President, in my short time let me simply repeat inside this Chamber the words said to us just outside this morning by six survivors of the attack. They reminded us that, not only did nine people die, but 55 were wounded and today seven remain in a serious condition. They said that they represent a coalition of NGOs from 32 different countries. They were Christians, Jews, Muslims, atheists – from many religions and cultures. They said their cargo was totally humanitarian, their funding was entirely from individual donations, their commitment was to the principle of non-violence. They said that some of them were assassinated, and now their characters are being assassinated. A ship’s captain told how he saw the beating, heard the screaming. They told us they have six ships all ready for a second flotilla in July and that they will keep sending the boats, even if they are attacked again.

They asked us not to use words after the events, but to take action to prevent this happening again. Mr President, they say that a country which asserts its legal right to self-defence should not criticise others for defending themselves and for upholding the rights we should all respect according to international humanitarian law.

  Tunne Kelam (PPE). - Mr President, if we are serious about asking for an impartial international inquiry into this tragic incident, we should also avoid rushing to conclusions. I would be cautious today in claiming that this initiative had no connection whatsoever with extremist organisations or with political provocation.

But the crucial point of this debate is to take a balanced approach. While we call on Israel immediately to lift the blockade of Gaza, we also call on Hamas – which has taken power by military means and refuses to recognise Israel’s right to existence – immediately to stop all attacks against Israel. Solving the crisis in Gaza and addressing Israeli security interests should be credibly linked.

We call on you, Baroness Ashton, to take the initiative via the Quartet to ensure international monitoring of the Gaza crossings. The position of this Parliament is that we need to reshape the whole of EU policy in the Middle East.

  Elena Băsescu (PPE). - Situaţia din Gaza şi incidentul regretabil dintre forţele israeliene şi flotila umanitară au generat efecte negative asupra stabilităţii din Orientul Mijlociu, cu consecinţe directe asupra procesului de pace din regiune. Pierderile de vieţi omeneşti şi continuarea crizei umanitare din Fâşia Gaza sunt regretabile. Cu această ocazie, doresc să transmit condoleanţe familiilor îndurerate.

Consider că Israelul ar avea mai mult de câştigat dacă ar fi mai deschis cooperării la nivel internaţional, inclusiv cu organismele Naţiunilor Unite. Apreciez paşii făcuţi de Israel în vederea înfiinţării unei comisii de anchetă, însă consider că nu sunt suficienţi. Este nevoie de constituirea unei comisii internaţionale care să fie independentă, credibilă şi obiectivă. Totodată, este nevoie de un mecanism care să asigure accesul asistenţei umanitare în Gaza, fără a prejudicia însă interesele de securitate legitime ale Israelului.

Stimată doamnă Înalt Reprezentant, consider că Uniunea Europeană trebuie să facă în continuare eforturi pentru implementarea soluţiei celor două state. În final, doresc să fac un apel la toate părţile implicate să dea dovadă de reţinere pentru a nu se escalada tensiunea în regiune. De asemenea, este foarte importantă cooperarea deplină cu misiunea de anchetă şi continuarea negocierilor privind procesul de pace.

  Laima Liucija Andrikienė (PPE). - Mr President, just a few remarks. Firstly, violence, especially if it ends with loss of life, should always be condemned and fought against. However, it has yet to be determined who was actually the first to use violence in the case of Israel’s interception of the Gaza flotilla. Secondly, I congratulate Israel on its decision to include in the investigation process two high-ranking international observers, who will ensure that the process is carried out transparently and impartially. I think this is a wise decision.

We should join the calls by various international actors to Israel to reconsider the Gaza blockade, the lifting of the Gaza blockade, but what will the international community say when rockets start landing again on Israeli citizens and the Hamas militia arms itself to the teeth? The balanced approach has been mentioned, so I would like to support this and say ‘yes’.

Hay mucho que investigar, porque hay mucho que juzgar y condenar, aun más allá de la Resolución que vamos a votar. Antes o después, deberíamos alentar la creación de un tribunal moral, de un tribunal que juzgase y pusiera freno al Estado violento y agresivo de Israel.

Sólo en su día fue como fue, y deberíamos seguir sus fueros, el Tribunal Russell de crímenes de guerra.

  Frédérique Ries (ALDE). - Monsieur le Président, que cette opération israélienne sur la flottille soit un désastre, un désastre militaire, un désastre médiatique, un désastre politique, et un désastre humain surtout, c'est un fait, un fait que personne ne nie et nul d'entre nous ne le nie ici. On ne le nie pas en Israël non plus.

Dire que le blocus doit être revu est une évidence aussi. Mais que notre résolution, cette condamnation en dix-sept points ici – dix-sept points moins un parce que les procureurs de notre Parlement ont accepté d'évoquer Gilad Shalit –, que cette condamnation, donc, s'abstienne de tout questionnement sur les motivations d'une partie des passagers de la paix est plus que sidérant. C'est réellement choquant.

Chacun sait qu'il n'y avait pas que des pacifistes à bord et ce n'est pas de la diffamation, Monsieur Howitt, ce sont des faits simplement. Chacun a vu les images du départ du bateau où les uns et les autres appelaient au Jihad et chacun devrait voir ce reportage de la télévision publique bavaroise, démontant méthodiquement les liens qui existent entre IHH, l'organisateur de cette croisière, et les mouvances islamistes et antisémites turques. C'est cela qu'il fallait dire aussi. C'est cela qu'il fallait dénoncer aussi, parce que la moitié de la vérité, ce n'est pas la vérité.

  Reinhard Bütikofer (Verts/ALE). - Herr Präsident! Ich teile die Kritik am Vorgehen Israels, wie sie meine Kollegen – z.B. Herr Salafranca – formuliert haben.

Aber wenn Europa ein relevanter Akteur im Nahen Osten sein will, dann muss es bei aller Kritik auch Partner Israels bleiben wollen. Das ist mit Kritik vereinbar, aber nicht mit Israel-Hass und Israel-Feindschaft. Ich habe hier leider auch einige Stimmen gehört, die einen solchen Hass zum Ausdruck bringen. Wenn z.B. jemand Israel eine lange Liste von Verbrechen vorwirft, aber für nachgewiesene Verbrechen der Hamas nicht ein einziges Wort findet, halte ich das für nicht akzeptabel. Wenn jemand pauschal Israel des Völkermords beschuldigt, halte ich das für nicht akzeptabel. Oder wenn jemand sagt, wegen der Dinge, die wir kritisieren, werde es immer schwieriger, das Existenzrecht Israels anzuerkennen, halte ich das für nicht akzeptabel. Wir müssen aufpassen, dass wir nicht den Fehler machen, uns in eine Ecke zu begeben, die Europa moralisch zerstört und praktisch wirkungslos macht.

  Charles Tannock (ECR). - Mr President, I too deeply regret the loss of life in the IHH Gaza flotilla. However, I despair at the hysterical outbreak of Israel-bashing in this House. Israel is not perfect, but it is a democracy. It may have made some serious mistakes in this operation, and I await the outcome of the inquiry assisted by a Canadian and British expert before passing judgement, but what is sure is that the IDF had no intention to use lethal force, and the commandos were shocked at the ferocity of the life-threatening attacks they sustained by IHH militants and responded in self-defence.

My question to the High Representative is, why did the Government of Turkey collude with this provocative mission? Why were children and women allowed to be taken into a naval blockade area and a potential conflict zone? The blockade was in place to interdict the flow of Iranian-paid arms to an EU-banned terrorist organisation, Hamas, which is hell-bent on killing innocent Israeli civilians. The blockade is a legitimate action, in my view, and we must also take that into consideration.

  Marian-Jean Marinescu (PPE). - Uniunea Europeană este, în permanenţă, un promotor al ajutorului umanitar în favoarea civililor din orice zonă afectată de conflict. Ajutoarele umanitare către Gaza trebuie să continue şi nu trebuie să permitem ca unele conflicte, indiferent de natura lor, să aibă repercusiuni asupra securităţii populaţiei civile din acest teritoriu. În acelaşi timp însă trebuie să reacţionăm prompt şi tranşant în momentul în care aceste activităţi umanitare sunt discreditate şi folosite drept nişă pentru activităţi teroriste şi de contrabandă cu arme în zone potenţiale de conflict.

Israelul este un partener important al Uniunii Europene în diverse arii de cooperare. Trebuie să folosim acest parteneriat pentru a identifica modalităţi constructive prin care Uniunea Europeană poate avea o contribuţie pozitivă în această zonă. Nu trebuie nici să apărăm, nici să acuzăm, trebuie să găsim o soluţie valabilă pe termen lung.

  Izaskun Bilbao Barandica (ALDE). - Como militante de un partido humanista, defiendo todos los derechos humanos en todas las circunstancias. Por ello, también condeno la violencia, incluida la de Hamás.

Lo ocurrido con la flotilla ha sido un ejemplo más de la violencia y de la fuerza desproporcionada que el Gobierno de Israel utiliza contra el pueblo palestino de manera sistemática, con el consentimiento de la comunidad internacional, que demasiadas veces mira para otro lado.

Señora Ashton, le pido que intervenga con valentía para eliminar el bloqueo, para frenar el plan de ocupación progresivo de los territorios históricos y para la eliminación del muro, del cual deberíamos avergonzarnos, y trabajar para que el proceso de paz haga posible la existencia de los dos Estados.

Sea valiente, señora Ashton, porque llamando a las cosas por su nombre, Europa y sus representantes tendrán también el respeto de la comunidad internacional.

  Margrete Auken (Verts/ALE). - Hr. formand! Europa er Israels venner. Det har vi altid været, og det har der været en lang tradition for, men vi har ikke opført os som gode venner. Vi har ladet Israel tumle af sted og i stigende grad ødelægge ikke bare sit eget omdømme, men også sin sikkerhed og sin fredelige sameksistens med sine naboer. Denne gang har Parlamentet i nogenlunde enighed – ikke ganske, men i nogenlunde enighed – faktisk optrådt med en meget klar beslutning, som jeg håber bliver klart vedtaget i morgen, og så vil jeg sige til Dem, fru Ashton, at De sidder med midlerne. De har mulighederne for faktisk også at få gjort noget ved det, således at Israel kan hjælpes nu. For hvis det bliver ved med at køre sådan, bliver det med sikkerhed enden ikke bare for Palæstina, men også for Israel. Derfor håber jeg virkelig, at vi kommer ud over disse meget bløde, vage formuleringer, hvor vi bare lader dem køre, og hvor vi højst kan løfte en pegefinger, men ikke foretage os noget. Vi har midlerne, De kender dem, og jeg håber, at De vil bruge dem.

  Franz Obermayr (NI). - Herr Präsident! Es ist zutiefst bedauerlich, dass es offensichtlich dieses erschütternden Vorfalles bedurfte, des schlimmen Übergriffs der israelischen Marine auf die Schiffe der Free Gaza-Bewegung, damit wir uns in einer neuen Intensität mit dem Problem befassen. Natürlich ist es auch eigenartig, dass plötzlich die türkische Regierung wohlwollend hinter einer Free Gaza-Bewegung steht. Aber ohne jahrelange menschenunwürdige, völkerrechtswidrige Blockade des Gaza-Streifens hätten extreme Kräfte hier kein leichtes Spiel.

Es sind hier vier Punkte umzusetzen und zu fordern: Allen voran die Zwei-Staaten-Lösung. Außerstreit, sofortige Aufhebung der Blockade. Israel hat einer internationalen Kommission zuzustimmen und nicht hausintern zu prüfen. Eine internationale Beobachterkommission wäre für Gaza auch hilfreich.

Ich appelliere an unsere Hohe Vertreterin/Vizepräsidentin: Die EU muss eine mutige und aufrechte Haltung zeigen. Appelle und Forderungen sind schön, aber wenn sie nicht auch entsprechend eingefordert und mit Sanktionen verbunden werden, bringt das nichts.

  Isabelle Durant (Verts/ALE). - Monsieur le Président, Madame Ashton, permettez-moi d'ajouter un dernier élément. Des millions de citoyens européens, et avant tout extra-européens, attendent de nous, Parlement européen, et de vous, Commission européenne, une réaction proportionnelle à leur indignation. Des centaines de milliers de citoyens européens attendent des autorités européennes autre chose que des déclarations plus ou moins fermes. Des centaines de victimes des bateaux sabordés le 31 mai ne peuvent plus accepter ni l'impunité, ni la violation du droit international.

Plusieurs d'entre elles sont ici la tribune. Elles ne sont pas toutes, loin s'en faut, des militantes activistes du Hamas. Ce sont des jeunes, des jeunes femmes pour celles qui sont ici, engagées, solidaires, européennes, pour la paix. Il faut pour elles aussi, et pour la dignité de notre institution, que la résolution que nous voterons demain soit appliquée. Il faut aussi lutter contre la radicalisation de ces millions de citoyens hors Europe ou dans l'Europe qui, faute de réaction de l'Union européenne, finiront par penser que seule la radicalisation est une solution, ce qui n'est évidemment pas le cas.

Je voudrais donc, Madame Ashton, que vous preniez la mesure que ce qui s'est passé doit aboutir cette fois à ce que cette résolution soit traduite dans les actes.

  Christine De Veyrac (PPE). - Monsieur le Président, l'arraisonnement brutal du Mavi Marmara par l'armée israélienne suscite émotion et condamnation. Emotion devant les neuf victimes civiles de l'assaut. Condamnation car cet arraisonnement dans les eaux internationales constitue une violation du droit international.

Ce faisant, le gouvernement d'Israël pénalise son peuple car, au final, nous voyons, avec le renforcement des extrêmes, s'éloigner un peu plus l'objectif ultime de sécurité dans la région. Oui, plus que jamais, le gouvernement d'Israël doit renoncer à la politique de la force.

Je souhaite cependant relever que la forte médiatisation autour de la flottille du Mavi Marmara, orchestrée depuis la Turquie, jette le doute sur le but exclusivement humanitaire de cette opération. Une enquête paraît indispensable pour faire la lumière sur l'assaut, mais aussi sur les préparatifs qui ont précédé cette expédition. Et je souhaite que le gouvernement d'Israël accepte que cette enquête inclue une participation internationale substantielle pour enfin retrouver les chemins de justice dans cette région.

  Catherine Ashton, Vice-President of the Commission/High Representative of the Union for Foreign Affairs and Security Policy. − Mr President, first of all what is very clear to me in listening to this debate is the significance of our call for a credible inquiry. Honourable Members have different pieces of information, perhaps take different views, but what I am very clear about is that a situation arose which left nine people dead and families and friends who are grieving. Whatever the circumstances, it is enormously important that we have an inquiry in which we can believe and we look forward to seeing where the proposals now take us.

The second thing that I am very clear about is that honourable Members want to make sure that we are in contact with all our different key partners in deciding what we do next. I can confirm that I am touch with Turkey and have been from the first day. I am talking to Israel – I spoke to the Foreign Minister again yesterday; to the Palestinian Authority – I spoke to President Abbas today; to Egypt – I have already been in touch with them, and their Foreign Minister will come to Brussels to see me on Friday. Over the weekend I discussed this and other issues with Secretary of State Clinton and of course with the Quartet envoy Tony Blair, whom I have been in touch with every few hours, as he has been travelling to and from Israel three times in the last week, sending messages via him. We discussed this of course at our summit with Russia, as I indicated earlier, and we discussed this with all 27 Member States in a long session at the Foreign Affairs Council on Monday. So we are all engaged in this dialogue which is incredibly important in terms of how we move forward.

The third point I wanted to make is the importance of the politics of all of this and recognising what I was trying to say earlier about the ambitions that we have. I want to see a secure Israel living in peace. I have called, on every occasion, for the release of Corporal Shalit. Like honourable Members, I met his father here in Strasbourg not long ago.

But I am also very clear, having visited Gaza, as honourable Members have done too, that the future security of the region depends in part on the ability of the people of Gaza to live an ordinary life; to have that miracle of being able to put down roots and live and support themselves economically and educationally and to have the capacity to work and travel as ordinary people do. Eighty per cent of people in Gaza rely on food which is provided by the international community; most of that through the European Union. A large number of children are not in school, a large number of people are not in work. When I was there I visited and talked with members of civil society, businesses and human rights’ organisations, who spent time with me discussing what their needs should be. I am absolutely certain that the security of the region, of Israel, depends on what can now be done to move forward.

So I have focused my work, as I hope honourable Members would agree I should, on what we can actually do. I can talk, but what can we actually do? We have worked very carefully and closely, through the Quartet and directly, to try and support the changing of the list from the 112 goods being allowed in, as I think it was yesterday, to a list simply of those prohibited goods which need to be stopped in order to make sure that Israel is secure.

I hope we will see progress on that, possibly even today. It would be enormously significant of itself when one considers the enormous amount of goods which are simply not let in: flour is let in but not pasta; sweets are not let in, chocolate is not allowed in; fruit but not dried fruit. We can make a significant difference to the everyday life of people by changing that list.

We are looking too at the different crossings, and honourable Members will, like me, have studied the maps in recent times. How do we make sure that we are able to do this? Yes, we have had a mission to support the crossing at Rafah, which was for people only. This has not been operational but we have kept people on the ground. I have been talking with those in charge of that mission. If you look at Kerem Shalom or Karni, there are perhaps opportunities there too to be able to open the crossings. Again, those of you who have studied them will know that Karni is easiest for goods but Kerem Shalom is probably the one most likely to be opened first.

In other words, we are trying to make sure that we put on the table and that we work to provide serious opportunities for the European Union: making sure that the crossings do start to open, keeping security for Israel, providing goods and enabling people to live their ordinary lives.

The final thing that I wanted to say is that all of this is against a backdrop of supporting the proximity talks which are being led by Senator Mitchell. In all my discussions I have been encouraging those who are engaged with them to move forward with the proximity talks to real talks this year, in order to try and resolve the issues.

Honourable Members know very well the specifics and the detail of what needs to be addressed but, from my visits not only to Israel and Palestine but within the region, I genuinely feel it is incredibly important to move ahead now, while the world’s attention is on the situation, to try and ease the problems in Gaza. I believe this will contribute to what every Member of this House wants, which is a long-term sustainable peace that will allow ordinary people to get on with the lives that they value, to bring up their children and to have the benefits of the kind of lives that we take for granted.

  Eija-Riitta Korhola (PPE), kirjallinen. – Arvoisa puhemies, salissa on kiihkoa, ymmärrettävästi. Gazan avustuslaivaisku on järkyttänyt meitä kaikkia, mutta muutamat faktat olisi syytä todeta kiihkottomasti.

Merisaarto ei ole kansainvälisen oikeuden vastainen. Taustalla ovat viikottaiset hyökkäykset Israeliin. Yksikään EU:n jäsenmaa ei hyväksyisi vastaavaa. Aseita on toimitettu Gazaan sekä maitse että meritse, muun muassa Iranista. Perusteet pitää Gazaa vihollisalueena ovat olemassa, ja merisaarron laillisuutta koskevat kansainvälisen oikeuden ehdot täyttyvät yhtä kohtaa lukuun ottamatta: San Remon merisotatoimia koskevassa sopimuksessa kielletään merisaarron käyttäminen siviiliväestön näännyttämiseen. Tässä kohden Israel itse on tarjonnut ratkaisua. Se halusi avustustarvikkeet Ashdodin satamaan, mistä ne kuljetettaisiin Gazaan, kun aseiden mahdollisuus on eliminoitu. Vaatimus on kohtuullinen, kun takana on kaksi laitonta ohjusten salakuljetusyritystä meriteitse.

Kysymys kuuluu, voitiinko väkivaltaa välttää. Siteeraan suomalaista Lähi-idän sotilasasiantuntijaa: "Tapahtumasta otetusta kuvamateriaalista näkyy selvästi, kuinka useat kymmenet kepein, tangoin, puukoin ja raskain esinein varustautuneet aktivistit kävivät yksitellen köyttä pitkin laskeutuvien kommandojen kimppuun. Ensimmäiseksi laskeutuneista kuudesta israelilaissotilaasta ainakin kaksi menetti tajuntansa hakkaamisen seurauksena, kahta ammuttiin luultavasti tainnutetuilta sotilailta otetuilla pistooleilla ja kaksi pelastautui puukotettuina sekä varusteensa menettäneinä hyppäämällä mereen. IDF:n esittämästä video- ja audiomateriaalista voi päätellä, että kommandot avasivat tulen aktivisteja vastaan tämän jälkeen. Nämä vaiheet ovat kuitenkin vielä epäselviä: Kuka ampui, milloin ja millä aseilla?"

Vasta tosiasioiden pohjalta voidaan vetää oikeudenmukaisia johtopäätöksiä. Teemmekö sen?

  Traian Ungureanu (PPE), in writing. – While the joint motion for a resolution on the 'flotilla case' and the Gaza blockade is most welcome and deals with major developments and security risks for the Middle East, I think that the document is still unbalanced with regard to the de facto situation. Gaza is governed by the elected Hamas administration and this should bring direct responsibility for Hamas as a governing party and as a military force. Hamas is labelled a 'terrorist organisation' by the EU, but the motion for a resolution abstains from naming Hamas when it asks for all the attacks on Israel to be stopped immediately. The perpetrator of these indiscriminate attacks on Israeli civilians is Hamas. The motion for a resolution mentions Turkey and encourages the Turkish government to contribute to the Middle East peace process. Yet there is no mention in the motion for a resolution of the aggressive stance of the Turkish government in its new Middle East policy. The Turkish support for the IHH Muslim fundamentalists and other sponsors of the flotilla and the worrying Turkish rapprochement with Iran are not contributing to reducing tension in the Middle East.
