  Andreas Schwab, Berichterstatter. − Frau Präsidentin, ich werde es ganz kurz machen. Die Abstimmung hat schon im März stattgefunden, heute ist nur die Endabstimmung. Nachdem wir über drei Jahre für diesen Kompromiss gebraucht haben, möchte ich gerne darauf hinweisen, dass es hier wirklich eine hervorragende Zusammenarbeit zwischen Rat und Kommission gab. Insbesondere die ungarische und die belgische Ratspräsidentschaft haben sich wirklich verdient gemacht. Auch die Kollegen der anderen Fraktionen, Frau Kollegin Gebhardt, Herr Rochefort, Frau Turunen, Herr Triantaphyllides und Herr Wieland, und vor allem aber auch Sie als Mitberichterstatterin haben einen wesentlichen Beitrag geleistet. Dafür herzlichen Dank! Ich glaube, dass wir mit dieser Richtlinie den Binnenmarkt im Interesse der Verbraucher und der Unternehmen einen großen Schritt voranbringen können.

  Martin Schulz, im Namen der S&D-Fraktion. – Frau Präsidentin! Ja, das ist eine demokratische Institution hier, in der man von Zeit zu Zeit auch die Regeln der Demokratie nutzen muss. Deshalb hatte ich mich zum Abschluss des Pakets noch einmal gemeldet, weil ich eine für unsere Fraktion wichtige Frage zu diesem Paket stellen möchte. Sie haben eine klare Mehrheit für ihre Linie hier. Da gibt es überhaupt keinen Zweifel, das haben wir zu akzeptieren, obwohl wir anderer Meinung sind. Da wir aber den Prozess noch nicht abgeschlossen haben, habe ich eine Frage. Von der Beantwortung dieser Frage hängt für unsere Fraktion eine Menge im weiteren Prozedere ab.

Wir haben jetzt im Bericht Wortmann-Kool und im Bericht Ferreira zwei bedeutende Punkte in Frageform an den Rat gestellt, indem wir nämlich eine Position des Parlaments definiert haben, und bitten den Rat, jetzt seine Position zu ändern. Das ist okay. Ich möchte jetzt folgende Frage an Sie stellen: Wenn der Rat seine Position nicht verändert, was machen Sie dann? Lehnen Sie dann das Paket ab? Gehen wir in eine zweite Lesung? Dann sind wir bereit, mit Ihnen alles durchzufechten. Oder stimmen Sie dann dem Paket trotzdem zu? Diese Frage ist ja im Lichte dieser Vertagung für das Parlament von großer Bedeutung.

Martin, nous sommes de grands démocrates, tu as respecté la démocratie, nous aussi. Il est plus facile de gagner que de perdre, c'est vrai. Nous allons continuer les négociations et, début juillet, nous allons voter définitivement le rapport après négociation.

  Guy Verhofstadt, on behalf of the ALDE Group. – Madam President, I simply want to say to Martin, on behalf of my group, that we shall continue the fight for this important package and for the vote by Parliament, including all the elements of the package.

And we will continue these negotiations and continue this fight, so he can count on us. But, after this vote, I also now count on the constructive help of the Socialists to win this battle.

  Rebecca Harms, im Namen der Verts/ALE-Fraktion. – Frau Präsidentin, meine Damen und Herren Kollegen! Heute Morgen habe ich einen bewegenden Appell zur Zukunft der Europäischen Union von drei meiner Kollegen in einer deutschen Tageszeitung gelesen. Diese Einigkeit im Allgemeinen ist immer wieder berührend. Aber wir stellen fest: Gerade dann, wenn es um die Regulierung der Finanzmärkte und um die Austarierung sozialer Gerechtigkeit geht, ist diese Einigkeit im Detail schwach. Ich bin dafür, dass wir uns über politische Dissense an dieser Stelle nichts vormachen, sondern dass wir für die Bürgerinnen und Bürger Europas nachvollziehbar über die Richtung auch der Politik in der Krise streiten.

  President. − The Commission has sent us the following statement on the amendments adopted by Parliament.

‘The Commission recalls its commitment towards ensuring that Member States establish correlation tables linking the transposition measures they adopt with the EU directive and communicate them to the Commission in the framework of transposing EU legislation, in the interest of citizens, better-law making and increasing legal transparency and to assist the examination of the conformity of national rules with EU provisions.

‘The Commission regrets the lack of support for the provision included in the proposal for a Directive of the European Parliament and of the Council on consumer rights, amending Council Directive 93/13/EEC and Directive 1999/44/EC of the European Parliament and of the Council and repealing Council Directive 85/577/EEC and Directive 97/7/EC of the European Parliament and of the Council, which aimed at rendering the establishment of correlation tables obligatory.

‘The Commission, in a spirit of compromise and in order to ensure the immediate adoption of that proposal, can accept the substitution of the obligatory provision on correlation tables included in the text with a relevant recital encouraging Member States to follow this practice.

‘However, the position followed by the Commission in this file shall not be considered as a precedent. The Commission will continue its efforts with a view to finding together with the European Parliament and the Council an appropriate solution to this horizontal institutional issue.’
