  Véronique De Keyser, au nom du groupe S&D. – Monsieur le Président, je voulais vous dire que le groupe socialiste et démocrate n'a pas présenté de résolution sur le Tibet et ne participera pas aux votes. Non pas que nous soyons contre ce qui est dit dans cette résolution mais nous pensons que le moment est particulièrement mal choisi puisqu'il y a des possibilités de dialogue direct avec la Chine sur ces questions également, que ce soit dans le cadre du sommet UE-Chine ou dans celui du forum de haut niveau qui sera organisé, au tout début du mois de novembre, par tous les groupes politiques ici.

Par conséquent, nous avons estimé qu'une résolution d'urgence sur ce sujet-là pouvait créer une interférence, qu'elle n'apportait en tout cas pas de solution au problème et que rien ne vaut le dialogue direct.

Ich habe nur eine Frage an Frau De Keyser: Warum hat dann Ihre Fraktion letzte Woche und auch am Montag zugestimmt, als wir das auf die Tagesordnung gesetzt haben? Damals sollte ja noch diese Woche ein EU-China-Gipfel stattfinden, auf den wir auch ausdrücklich Bezug nehmen wollten.

  Véronique De Keyser, au nom du groupe S&D. – Monsieur le Président, mon groupe n'a certainement pas voté pour. Il a été placé en minorité. La position de notre groupe était claire dès le début. Ce que nous avons discuté ensuite au sein de notre groupe, c'est la question de savoir si, étant donné que nous étions en minorité, nous faisions malgré tout une résolution séparée. Finalement, la décision du groupe après coup a été de ne pas présenter de résolution séparée.

  Eva Lichtenberger, Verfasserin. − Herr Präsident, liebe Kolleginnen und Kollegen! Die Kollegin von den Sozialdemokraten hat gesagt, es sei der falsche Moment, dieses Thema anzusprechen. Wir sind seit 2008 mit einer Verschärfung der Menschenrechtssituation in Tibet konfrontiert. Es wird schrittweise immer schlimmer, immer dramatischer, und Tibet wird immer unzugänglicher für Journalisten, für Touristen und für Personen, die nachschauen wollen, was jetzt in dieser Situation wirklich stimmt.

Die Situation in Tibet hat einen negativen Höhepunkt erreicht, und zwar in dem Sinne, dass die Selbstverbrennung von Menschen für uns ein Anzeichen dafür sein sollte, wie verzweifelt diese Minderheit im Berggebiet in Tibet derzeit ist. Die Verschärfung der Menschenrechtssituation wurde von der internationalen Gemeinschaft nicht wirklich wahrgenommen. Diese Selbstverbrennungen sind Akte der absoluten Verzweiflung, der letzte Ausweg. Das sollte für uns – davon bin ich zutiefst überzeugt – Anlass genug sein, bei den zukünftigen Treffen mit den chinesischen Repräsentanten klare Worte zu finden und für eine Verbesserung der Situation in Tibet einzutreten, für eine Realisierung einer Autonomie mit Rechten für die Minderheit, wie sie ja in der chinesischen Verfassung ohnehin festgeschrieben ist, aber nicht verwirklicht wird.

Deswegen habe ich kein Verständnis für die Haltung: nicht jetzt, aber vielleicht später, wenn die Situation eine entsprechende Dramatik erreicht hat. Wir sind verpflichtet, das in unseren Beziehungen zu China zum Thema zu machen. Ich ersuche Sie, Lady Ashton, das wirklich auch mit aller Vehemenz zu tun!

  Marek Henryk Migalski, autor. − Panie Przewodniczący! Tak samo jak pani Lichtenberger, ja też nie rozumiem, dlaczego socjaliści nie chcą dziś głosować nad tym i współuczestniczyć w tej rezolucji. Żaden moment nie jest zły, żeby upomnieć się o prawa człowieka, żeby upomnieć się o tych, którzy w akcie desperacji dokonują samospaleń. Zwłaszcza, że jest to bardzo dobra rezolucja, tzn. wzywa ona władze chińskie do zaprzestania represji, do wypuszczenia tych, których uwięziła, lub do dopuszczenia ich do dobrego i sprawiedliwego procesu. Bierze w obronę mniszki i mnichów z tego klasztoru Kirti. Zupełnie nie jestem w stanie zrozumieć, dlaczego to komuś przeszkadza. To, co dzieje się w Chinach, jest niestety kwestią permanentną. To nie jest wynik ostatnich kilku czy kilkunastu dni. To jest stan permanentnego łamania praw człowieka. Gdzie, jak nie na tej sali, ma zabrzmieć głos potępienia tych praktyk i przeciwstawienia się nim. Dlatego uważam, że po pierwsze powinniśmy powiedzieć tutaj jednym głosem, szkoda, że nie ma tutaj tego jednego głosu, po drugie powinniśmy wezwać zarówno przedstawicieli Komisji, jak i Rady do tego, żeby na najbliższym szczycie w Cannes upomnieli się o te sprawy i poruszyli sprawę w rozmowie z chińskim partnerami.

  Kristiina Ojuland, author. − Mr President, despite the fact that the Socialists are ignoring this resolution in this House, the Liberals think it is very important because the blatantly restrictive situation in Tibet, in particular in Ngaba county, has this year driven ten Tibetans to self-immolation. These desperate acts of protest, which have been provoked by the increasingly suppressive policies of Beijing, require a global diplomatic intervention.

There is no time to lose. We therefore call for the human rights situation in Tibet to be addressed with the President of the People’s Republic of China at the upcoming G20 Summit on 3 and 4 November in Cannes. I trust that President Barroso and President Van Rompuy will convey our unequivocal concern to President Hu Jintao. Human rights are not a matter of convenience but of principle.

The High Representative and the EEAS have been tasked with raising the human rights issue at the next EU-China Summit and constantly monitor the human rights situation in China. Every opportunity must be used to remind Beijing of our ceaseless concern over the ongoing human rights violations in Tibet.

The Chinese authorities may place fire extinguishers on the streets to prevent self-immolations, but they are unable to smother the flame of freedom in the hearts of the people of Tibet and silence their call for meaningful autonomy.

  Véronique De Keyser (S&D). - Monsieur le Président, je finis par croire que c'est une résolution contre les socialistes. Je me suis peut-être mal fait comprendre. Les socialistes ont toujours voté les résolutions Tibet. Elles en ont aussi présenté. La question n'est pas la question du Tibet, la question est celle du moyen de faire parvenir un message pour qu'il arrive à bonne destination. Nous aurons l'occasion de le faire, en novembre, dans le dialogue que nous aurons en direct avec la Chine. Je me suis rendue en Chine où ce sujet a été abordé avec les Chinois. Je ne souffrirai pas qu'on dise que nous ne voulons pas aborder le sujet. Nous pensons qu'une résolution d'urgence humanitaire aujourd'hui n'est peut-être pas le meilleur moyen. C'est notre droit de choisir le moyen de faire passer un message sur les droits de l'homme.

  Sergio Paolo Francesco Silvestris (PPE). - Signor Presidente, volevo sapere se lo stesso regolamento che vale per me – prima ho alzato il cartellino blu per rivolgere una domanda alla collega De Keyser, che non ho potuta fare – vale anche per la collega De Keyser che ha avuto adesso a disposizione il tempo di 30 secondi per rispondere a una domanda.

Se sul richiamo al regolamento della collega De Keyser si può alzare il cartellino blu io l'ho alzato, ma mi è stato detto che non potevo porre una domanda mentre ora alla collega De Keyser è stato dato il tempo per rispondere a un'altra domanda. Volevo capire se si applica lo stesso regolamento a noi due o se sono due regolamenti diversi.

  President. − Mr Silvestris, we are all subject to the same rules and I also made it absolutely clear to Ms De Keyser because she raised the blue card. I understood she would be asking Ms Ojuland a question; that was not the case. So I just made it absolutely clear that the blue-card procedure should not be used to make a point of order.

  Thomas Mann, Verfasser. − Herr Präsident! Ich teile ausdrücklich die Position der drei Vorrednerinnen und nicht die von Frau De Keyser. Das ist absolut der richtige Moment für eine solche Debatte.

Die Situation im tibetischen Kirti-Kloster ist nach wie vor alarmierend. Neun Mönche und eine Nonne haben sich aus Verzweiflung selbst verbrannt. Sie wollten ein Fanal setzen, damit wir hinsehen und nicht wegsehen, damit wir – wie heute – reden und nicht schweigen. Augenzeugen haben berichtet, wie chinesische Sicherheitskräfte das Kloster umzingelt haben, Lieferungen von Lebensmitteln und Wasser blockiert haben, die Mönche verschleppt haben zur sogenannten patriotischen Umerziehung. Im April habe ich an die Hohe Vertreterin für Außenpolitik/Vizepräsidentin der Kommission geschrieben und im Namen der Tibet-Intergruppe gefordert, dass die EU auf ein Ende der unhaltbaren Zustände hinwirkt. Der Dienst hat gehandelt und im Mai vom Botschafter Chinas eine Antwort erhalten. Er sagte, die Mönche seien allein verantwortlich für die sozialen Unruhen.

Der Wert der religiösen Freiheit und der Menschenrechte ist bei den politisch Verantwortlichen in China offenbar noch immer nicht angekommen. Wir brauchen eine detaillierte Aufklärung der Vorgänge, auch über das Schicksal von Hunderten Mönchen, die an unbekannte Orte verschleppt worden sind. Der Dialog mit den Vertretern des Dalai Lama muss endlich wieder beginnen und auf den Gipfeltreffen zwischen der EU und China, die nicht immer abgesagt werden können, gehört das Thema Tibet weit vorn auf die Agenda. Die Schreie der Mönche dürfen nicht ungehört verhallen! Die Selbstopferungen dürfen nicht umsonst gewesen sein!

  Bernd Posselt, im Namen der PPE-Fraktion. – Herr Präsident! Heute steht in der Zeitung: Erneute Selbstverbrennung in China. Die Vorfälle, die wir in unserer Entschließung kritisieren, haben in den letzten drei Monaten stattgefunden. Heute wäre eigentlich der EU-China-Gipfel. Nächste Woche kommt der chinesische Staatspräsident nach Europa und trifft die G20. Ja, wann soll denn der richtige Zeitpunkt sein, um diese Themen anzusprechen? Mich erinnert das sehr an die Zeit von vor 1989. Damals gab es viele hier – und ich durfte daran mitarbeiten –, die sich für die Menschenrechte hinter dem Eisernen Vorhang eingesetzt haben. Und immer war es für gewisse Leute nicht der richtige Zeitpunkt. Wenn es nach diesen Leuten gegangen wäre, wäre heute noch nicht der richtige Zeitpunkt.

Deshalb appelliere ich an die Sozialdemokraten, die ich als eine wichtige und konstruktive Fraktion in diesem Haus schätze, in unsere Gemeinschaft zurückzukehren und mit uns gemeinsam klar für die Menschenrechte einzutreten, egal, wer sie verletzt und zu welchem Zeitpunkt sie verletzt werden.

  Anneli Jäätteenmäki, on behalf of the ALDE Group. – Mr President, the fact that several Tibetans have set themselves on fire tells us about the desperate situation in that region.

The people are protesting against the Chinese authorities because the Chinese are preventing them from practising their religion. Overall, the Chinese authorities should change their policy towards the Tibetans, so that this is in accordance with human rights. Only then can a meaningful dialogue between the Chinese and the elected Tibetan Government emerge and a non-violent solution be reached.

I realise that the European Union’s power to influence China’s policies is limited. Nevertheless, it is crucial that the EU stand firmly behind universal human rights. I urge the High Representative to keep this in mind in future meetings with Chinese representatives, including in discussions on trade issues.

  Franz Obermayr (NI). - Herr Präsident! Es ist sehr erfreulich, dass wir heute wieder das Thema Menschenrechte anschneiden. Schade allerdings, dass nicht mehr Mitglieder des Hohen Hauses hier an dieser Debatte teilnehmen. Umso erfreulicher ist es, dass heute die Jugend zahlreich auf der Galerie vertreten ist. Ich möchte recht herzlich die Weinheimer und Kösener Corpsstudenten hier auf der Galerie begrüßen.

Wenn Menschen beginnen, sich selbst zu verbrennen, dann haben sie nichts mehr zu verlieren. Es ist der Ausdruck der absoluten Verzweiflung. Die zahlreichen Selbstverbrennungen von buddhistischen Mönchen und Nonnen in den letzten Wochen sollten uns zum Nachdenken bringen. Die Menschen wollen nichts anderes als in Frieden ihre Spiritualität leben. Aber durch brutale Razzien der chinesischen Sicherheitskräfte, willkürliche Verhaftungen und Verschleppungen von Mönchen, ständige Militärpräsenz in voller Kampfmontur wird so ein religiöses Leben de facto unmöglich gemacht. Zudem ist es Journalisten und Ausländern untersagt, diese Regionen zu betreten.

Wir müssen daher dringend einen Sonderbeauftragten für Tibet ernennen, der auch in die sensiblen Regionen einreisen kann und darf. Ziel ist letztlich die Wiederaufnahme des Dialogs zwischen den staatlichen Organen Chinas und den Gesandten des Dalai Lama über die Festlegung eines echten, ernstzunehmenden Autonomiestatuts Tibets innerhalb der Volksrepublik China.

  Filip Kaczmarek (PPE). - To, co się dzieje w Tybecie dla wielu z nas jest niewyobrażalne. Samospalenia są dokonywane w proteście przeciwko łamaniu wolności religijnej przez władze Chin. W wyniku tych straszliwych aktów rozpaczy pięć osób zmarło, a stan pozostałej czwórki nie jest znany. Tybetańczycy domagają się wolności religijnej i powrotu Dalajlamy. Wielu mnichów z klasztoru Kirti zostało w tym roku zatrzymanych i wysłanych przez chińskie władze na tzw. reedukację. Wiele osób zostało wtrąconych do więzień za udział w pokojowych protestach.

Te ostatnie przypadki pokazują stopień desperacji Tybetańczyków w walce o wolność, która nie jest żadnym przywilejem, ale prawem każdego człowieka. Samospalenia są formą protestu i krzykiem o tę wolność, a Unia Europejska ten krzyk musi usłyszeć. Parlament jest miejscem, w którym się mówi, a nie w którym się milczy.

  Monica Luisa Macovei (PPE). - În Tibet, călugării tibetani sunt arestaţi arbitrar şi îşi dau foc în semn de protest. Pe 25 octombrie, Dawa Tsering, în vârstă de 38 de ani, şi-a dat foc în timpul ceremoniei religioase din Kardze. Din martie, anul acesta, nouă tineri tibetani şi-au dat foc în Tibetul de Est, iar şapte astfel de cazuri au fost semnalate din septembrie.

Şi nu este acum momentul să discutăm despre situaţia din Tibet? Cred că exact acum este momentul să discutăm această situaţie, am fi laşi dacă nu am discuta. Pentru că acum mor oamenii. Când să discutăm? Exact acum când aceste lucruri se întâmplă în Tibet. Şi aş spune, ar trebui să discutăm în fiecare zi şi să spunem: a mai trecut o zi în care autorităţile chineze nu au făcut nimic, au trecut două zile în care autorităţile chineze nu au făcut nimic. Ar trebui să discutăm această situaţie absolut în fiecare zi. Călugării sunt deţinuţi în mod arbitrar, poliţia este permanent în incinta mănăstirilor, iar programele de educare patriotică ale populaţiei din Tibet cresc de la o zi la alta. Există tensiune în regiune şi aceasta îi determină pe călugării budişti să recurgă la gestul de a-şi da foc în semn de protest.

Solicit Consiliului şi Comisiei să facă din aceste probleme o prioritate în relaţia cu Guvernul chinez, cu obiectivul principal al autonomiei reale a Tibetului şi oprirea represiunii.

  Róża Gräfin von Thun und Hohenstein (PPE). - Panie Przewodniczący! Mu już po raz n-ty mówimy na tej sali mniej więcej w tym gremium o łamaniu praw człowieka w Chinach. Mówimy, jak niszczona jest kultura, którą pasjonuje się cały świat, jak niszczona jest ich religia, która jest inspiracją dla wielu ludzi na całym świecie, jak niszczony jest Tybet. Mówimy o tym, jak Chińczycy kompletnie nie szanują praw człowieka i patrzą na tę pustą salę, jak po raz n-ty rozmawiamy o tym, czy warto, czy to właściwy moment, jak prowadzimy negocjacje handlowe i finansowe, jak delikatnie w aksamitnych rękawiczkach dbamy o dobre stosunki z Chińczykami, a mnisi nie mogą już wyraźniej błagać nas o wyraźne, prawdziwe i autentyczne zwrócenie uwagi na to, jakie straszne rzeczy się tam dzieją. Zastanawiam się, czy to nie zaczyna być wstydliwe, czy to nie zaczyna to podcinać jakiejkolwiek w ogóle możliwości działania tym ludziom, którzy tam dbają o godność swoją i godność naszą zresztą, bo to, jak my na nich reagujemy, pokazuje naszą własną godność.

  Sergio Paolo Francesco Silvestris (PPE). - Signor Presidente, onorevoli colleghi, da quando una violenta protesta ha scosso il Tibet nel marzo 2008, la repressione si è fatta molto acuta. Uno dei luoghi più segnati dall'inasprirsi della repressione è stato il monastero di Kirti, nella regione cinese del Sichuan, dove sono avvenute quasi tutte le immolazioni, che giustamente ricordiamo nella nostra risoluzione.

La prima era avvenuta proprio nel giorno del terzo anniversario delle insurrezioni del 2008 da parte di un monaco di vent'anni. Da allora ad oggi, oltre a una totale mancanza di progressi nel dialogo con il Dalai Lama e con la comunità internazionale, Pechino ha imposto una linea di ancora maggiore sorveglianza, un effettivo coprifuoco militare che ha portato a un semisvuotamento del monastero di Kirti (da 2.500 a 600 monaci), continuamente monitorato dalle forze dell'ordine cinesi.

Dopo il primo decesso le autorità hanno punito decine di monaci con pene detentive di varie entità, condannandone tre a 10 o 13 anni per aver assistito il compagno nell'immolarsi. Anche i familiari del monaco sono stati detenuti e interrogati, mentre un sentimento crescente di terrore è andato diffondendosi nell'intero Tibet. Penso che queste sono ragioni sufficienti per votare e approvare una risoluzione da parte di questo Parlamento.

  Gesine Meissner (ALDE). - Herr Präsident, Frau Kommissarin! Es ist hier schon gesagt worden: China ist eine Großmacht und von daher auch für die Mitgliedstaaten der Europäischen Union sehr wichtig. Ich weiß, dass manchmal, wenn wir über Menschenrechtsverletzungen in China diskutieren, von einigen gesagt wird: Lasst doch die Chinesen in Ruhe. Sie haben eine andere Kultur, sie haben nicht unser Wertesystem, wir sollten ihnen das nicht überstülpen. Aber gerade, wenn es darum geht, dass Menschen sich freiwillig verbrennen, wenn junge Menschen, 18 und 19 Jahre alt, die nur ihren Glauben leben wollen, keine andere Möglichkeit haben, als sich selbst das Leben zu nehmen, dann ist es wirklich nicht möglich, darüber zu schweigen.

Es ist ja auch so, dass gerade die Repräsentanten des Dalai Lama uns immer wieder auffordern und ihre Hoffnung auf das Europäische Parlament setzen, obwohl sie zwar wissen, dass, wenn wir es hier diskutieren, deswegen noch lange nichts passiert und noch lange nichts geändert wird. Wir können nur immer wieder darauf hinweisen, welches Unrecht dort geschieht und an alle, die mit China Kontakt haben, appellieren, dieses Thema ständig auf die Tagesordnung zu setzen. Denn ich denke, eines ist klar: Wenn alle dieses Thema immer wieder ansprechen, kann China sich dem nicht entziehen, und dann muss eigentlich etwas passieren!

  Raül Romeva i Rueda (Verts/ALE). - Mr President, actually we were told during the Olympic Games that the situation in China, and particularly in Tibet, would improve after these events. The truth is that this has not happened, and the situation right now in Tibet is at least the same as, if not worse than, it was before. The example we are now putting on the table – self-immolation – is the result of frustration at the lack of dialogue and the lack of willingness on the part of the Chinese to improve the situation.

This is why we in the international community have to speak out and remind all those who promised that the situation would improve after the Olympic Games that this has not happened. I was shocked when I saw the images of eight monks and one nun who self-immolated, but I also want to stress that there are still 300 monks whose whereabouts and condition are not known. So there are plenty of things that we have to ask the Chinese authorities, and the only way we can do this is by using this Chamber, this opportunity to show our concern about all these issues.

  Charles Tannock (ECR). - Mr President, there are shocking reports now of these eight monks and one nun self-immolating in China’s Sichuan province. In each case, seven of which have occurred in the last month, the self-immolation was undertaken in protest at China’s restrictive policies in Tibet, and in particular over the 300 monks who were taken away from the Kirti monastery in April. Tibetans are still without any news of their current whereabouts and well-being.

With the Dalai Lama now in exile for more than 45 years, the EU must urge the Government of the People’s Republic of China not only to provide information on the whereabouts of the missing monks but also, in the longer term, to take measures to ensure that the distinct cultural, religious and national identity of the six million Tibetan people is protected and preserved.

We urge the Chinese authorities to ensure that those Tibetans who have survived their self-immolations are now allowed to recover in hospital and receive the medical treatment that they require, to take steps to lift the siege on the Ngaba region, removing the heavy security presence in the area and the military personnel posted around the Kirti monastery, and, lastly and most importantly, to suspend the implementation of Beijing’s repressive religious control regulations.

  Zuzana Roithová (PPE). - Pane předsedající, chci vyjádřit velikánskou lítost nad tím, že brutální perzekuce ze strany nemilosrdné čínské vlády dohání tibetské mnichy a jeptišky k sebeupalování, protože nemají jinou možnost, jak proti tomuto útlaku bojovat. Dnešní usnesení, kterým reagujeme na tyto sebevraždy, má pro mě také silné osobní rezonance. V mé zemi, Československu, se také upálili v roce 1969 mladí lidé na protest proti okupaci a útlaku ze strany režimu. Odkaz Jana Palacha a Jana Zajíce byl nakonec naplněn po dvou zdánlivě bezvýchodných dekádách. Přeji si, aby i oběť buddhistických mnichů a mnišek nebyla zbytečná, aby ve své zemi mohli žít svobodně a aby jejich země byla zbavena okupantů. Mezitím musíme v Evropské unii trvat za všech okolností a při všech jednáních s čínskou vládou na uvolnění politického a protináboženského útlaku a propuštění politických vězňů a také na tom, aby byla Tibetu dána autonomie.

  Sergio Gaetano Cofferati (S&D). - Signor Presidente, onorevoli colleghi, confesso di non capire molte delle critiche e delle osservazioni che vengono da alcuni miei colleghi. Alcune, addirittura, mi paiono offensive verso il gruppo dei socialisti e dei democratici. Non avete nessuna ragione per mettere in dubbio le nostre intenzioni relativamente ai diritti delle persone che vivono nel mondo, a cominciare dal Tibet per arrivare poi ad altre parti del mondo delle quali ci si occupa ancora in questi giorni.

Noi abbiamo sempre difeso i diritti umani. Quello che ha sollevato la collega De Keyser è un altro problema, è un problema di opportunità politica e cioè se in questo momento una presa di posizione del Parlamento possa aiutare od ostacolare un processo volto a risolvere il drammatico problema dei monaci tibetani, che hanno diritto a esprimere le loro opinioni e a vivere in condizioni adeguate nella loro terra, in piena democrazia. Nessun dubbio dunque sul fatto che ci siano delle restrizioni.

Il tema è un altro: non trasformare una buona intenzione e ipotesi positive, come quelle che vi animano, in un ostacolo del processo di soluzione di quel problema. Tutto qui. Per il resto non abbiamo differenti opinioni sul fatto che i diritti umani debbano essere garantiti sempre. Attenzione però ai tempi.

  Peter Šťastný (PPE). - Počet i časová frekvencia sebaupaľovania mníšok a mníchov v Tibete alarmujúco stúpa. Ako človeku, ktorý vyrastal v komunistickej diktatúre, je mi jasné, že hlavným dôvodom týchto tragédií je atmosféra strachu, neslobody nastolená a udržiavaná čínskym komunistickým režimom. Tibet ako jedna z najstarších kultúr sveta si určite zaslúži viac úcty, slobody a nezávislosti, ako sa mu v súčasnosti dostáva od vládcov z Pekingu.

Európska únia aj Európsky parlament musia aj naďalej vyvíjať tlak na Čínu, aby otvorila bilaterálne rokovania s tibetskými predstaviteľmi na čele s dalajlámom. Už len náznak k takémuto kroku by výrazne znížil napätie a priniesol nádej všetkým Tibeťanom. Úžitok takéhoto rozhodnutia by bolo okamžite cítiť v celom regióne Tibetu a tragické sebaupaľovanie by sa stalo históriou.

  Eija-Riitta Korhola (PPE). - Arvoisa puhemies, näissä polttoitsemurhissa rakkaus vapauteen on ottanut muodon, jolle ei löydy korkeampaa hintaa: ainutkertainen ihmiselämä. Tätä viestiä ei saa ohittaa.

Kiinan kiristynyt valtionohjaus ja erityisesti vuonna 2007 syntyneet uskonnonharjoittamista koskevat uudet lait ovat johtaneet tähän tilanteeseen, mutta myös Kiinan vastaus protesteihin on ollut väkivaltainen ja armoton. Kiinan tuomioistuin on muun muassa tuominnut kolme tiibetiläistä munkkia vankeuteen syyttäen heitä polttoitsemurhan tehneen ystävänsä harkitusta murhasta.

Olemme kaikki varmasti yhtä järkyttyneitä polttoitsemurhasta keinona puolustaa ihmisoikeuksia. Kiina on ratifioinut kansainvälisiä sopimuksia, joihin nojaten sen tulisi vähintäänkin taata uskonnonvapaus ja muut perusihmisoikeudet kaikille kansalaisilleen, mutta myös välttää toimia, jotka uhkaavat Tiibetin kieltä, kulttuuria, uskontoa, perintöä ja ympäristöä. Ilman kansainvälistä apua tiibetiläisten ääni on helppo vaientaa.

  Neelie Kroes, Vice-President of the Commission. − Mr President, EU-China relations have developed positively during 2011. Our strategic partnership has strengthened in many areas. However, there are still sensitive issues where open disagreements occur from time to time, and Tibet is certainly one of these.

Since the unrest in Tibet in March 2008, this House has discussed the evolving situation on many occasions. While the EU does not question that Tibet is an integral part of China, at the same time we are greatly concerned about the lack of progress on the ground, as is illustrated by the recent distressing cases of self-immolation of ten monks and nuns.

The EU raised its concerns regarding Tibet at the last EU-China human rights dialogue on 16 June. The EU focused on increasing legal restrictions on religious practice in Tibet, limitations on the teaching of the Tibetan language, the ongoing official campaign against Tibetan intellectuals and cultural figures, the harsh measures taken against any Tibetan attempting to protest against official policies and the impact on Tibetan culture of the mass forced resettlement of nomads. Furthermore, the EU expressed its anxiety regarding the situation at the Kirti monastery, and in particular at the self-immolation of Phuntsok Jarutsang, and called on the Chinese authorities to allow all Tibetans, including monks, to exercise their cultural and religious rights without hindrance, and to refrain from the use of force against peaceful protest.

The Chinese authorities dismissed the EU’s concerns and emphasised that Chinese policies in Tibet had led to economic development and enormous benefits. China claimed that the series of self-immolations is instigated by forces that ‘want to destabilise Tibet’.

While taking note of the Chinese position, the EU can only conclude that the growing number of Tibetan monks choosing to take such tragic steps demonstrates the profound depth of feeling among many Tibetans that their religious, linguistic and cultural rights are not being respected.

The EU acknowledges the priority the Chinese leadership gives to maintaining territorial integrity and economic growth in minority areas such as Tibet. However, as the recent tragic events show all too clearly, economic development is not a panacea. We therefore strongly encourage China to create conditions which will allow the Tibetan people to fully exercise their political, religious and cultural rights in line with the Chinese constitution and the Chinese legal provisions on local autonomy.

Furthermore, we hope that the dialogue between the envoys of the Dalai Lama and the Chinese Government – which, regrettably, has been frozen – will resume soon, since we strongly believe that only this dialogue can lead to positive results, by aiming at resolving outstanding issues in a peaceful and sustainable way for Tibet.

Finally, I want to reassure this Chamber that the EU will continue to follow up this important matter in all other appropriate meetings with the Chinese authorities, including the next session of the EU-China human rights dialogue.

  Csaba Sógor (PPE), írásban. Az Európai Uniót az emberi jogokért világszerte kiálló, a jogállamiság elveit és az emberi méltóság tiszteletét hangsúlyozó államok szövetségeként tartják számon a világban. Azért érdemelte ki ezeket a megtisztelő jelzőket, mert a Föld legkülönbözőbb pontjain végbemenő emberi jogsértések ellen felemelte szavát, és mert kereskedelmi kapcsolatait deklaráltan befolyásolja az adott államnak az érvényes emberi jogi rezsimmel kapcsolatos hozzáállása.

Kínáról tudjuk, hogy a nyugati világ egyik legfontosabb kereskedelmi partnere. Az európai államok érdeke, hogy ez a partnerség a jövőben is hasonlóan gyümölcsöző legyen mindkét fél számára. A Tibettel kapcsolatos kínai állami politika, a tibeti nép jogainak sorozatos semmibevétele nem új keletű dolog. A tibeti szerzetesek és szerzetesnők önfeláldozása, öngyilkossága segélykiáltás az egész világ felé. Segélykiáltás, hiszen úgy tűnik, mintha az eddigi jelzéseket, az eddigi kevésbé drasztikus tiltakozási formákat nem hallotta volna meg a világ és annak emberi jogi bajnoka, az Európai Unió. Pedig meghallottuk és meghalljuk most is, ám az ehhez hasonló, itt, a Parlamentben vagy egyes nemzeti parlamentekben zajló vitákon kívül nem sok érdemi dolog történik a helyzet tisztázása érdekében.

Meggyőződésem, hogy az európai államoknak komolyabban kellene venniük a hasonló esetekre adott válaszaikat, az Európai Uniónak komolyabban kellene vennie önmagát.

  Tadeusz Zwiefka (PPE), na piśmie. Już 60 lat trwa chińska okupacja Tybetu. Po długim czasie względnego spokoju Tybetańczycy próbowali zwrócić uwagę społeczności międzynarodowej na łamanie praw człowieka przez Chiny, protestując w przeddzień igrzysk olimpijskich, które odbyły się w Pekinie. W wyniku zamieszek zginęło wtedy wielu mieszkańców Tybetu, a nastroje w społeczeństwie zaczęły się radykalizować i pomimo srogich kar, więzienia i tortur Tybetańczycy nie zrezygnowali z drogi do zdobycia upragnionej niepodległości. Tragiczną emanacją nastrojów bezsilności wobec mocarstwa chińskiego stały się w ostatnim roku akty samospalenia dokonywane przez mnichów buddyjskich, zarówno kobiety, jak i mężczyzn. Mnisi ślubują, że nigdy nie targną się na swoje życie, co ukazuje tylko dramatyzm tego narodu. Powodów tego zachowania jest przynajmniej kilka: marginalizacja społeczna i ekonomiczna prowadzona przez Chiny wobec Tybetu, brak swobód politycznych i religijnych, które powinny być chronione w ramach autonomii, wołanie o powrót Dalajlamy czy narastająca chińska indoktrynacja. W ten sposób mnisi chcą zwrócić uwagę Zachodu, zmusić polityków do działania i potępienia czynów popełnianych przez chińskie władze. Jednak światu nie spieszy się do konfrontacji z rosnącym z dnia na dzień mocarstwem. Jeśli nie damy wyraźnej odpowiedzi na ostatnie wydarzenia, to wielu Tybetańczyków jest gotowych na dalsze poświęcenia, a chińskie represje staną się coraz bardziej dotkliwe.
