  João Ferreira (GUE/NGL). - Senhor Presidente, eu queria reiterar aqui uma denúncia e um protesto já feito noutras ocasiões. Mais uma vez, esta tarde, as resoluções não estão disponíveis em todas as línguas, concretamente, não estão disponíveis em português. Eu penso que esta é mais uma manifestação de como há muito a fazer ainda nesta casa para um pleno respeito pelo princípio do multilinguismo. Isto é tanto mais grave quando sabemos que ainda ontem foi aprovada uma proposta que prevê, para 2012, uma redução no orçamento para despesas de interpretação e de tradução superior a 20 milhões de euros.

Julgo que é inaceitável, há muito a fazer ainda pelo respeito efectivo pelo princípio do multilinguismo e julgo que esta alteração ontem aprovada vem pô-lo ainda mais em causa para além, como tive ocasião de ontem denunciar, de ameaçar os postos de trabalho de trabalhadores que são imprescindíveis para o funcionamento deste Parlamento.

  Rui Tavares, Autor. − Senhor Presidente, na primeira metade deste ano de 2011, marcado pelos acontecimentos da Primavera Árabe, as vendas de armas à Líbia, à Arábia Saudita e ao Barém totalizaram 35 milhões de euros. Não me respondam que agora existe um embargo e que estas armas não mataram manifestantes. Pouco antes de as Nações Unidas anunciarem um embargo sobre a transferência de armas à Líbia, em Fevereiro passado, a Grã-Bretanha ainda estava alegremente a vender 72 350 euros de armas a Kadhafi.

As primeiras ofertas da União Europeia para refugiados oriundos da Líbia foram de 4 milhões de euros. Aquilo que os países Estados-Membros da União Europeia fizeram de lucros de vendas de armas a Kadhafi em 2009 foram 300 milhões de euros.

Acontece que os povos árabes têm tido uma coragem enorme lutando contra os seus ditadores, os seus tiranos. Parece-me que a Europa não tem tido a mesma coragem ao lutar contra os seus próprios passados de conluio e de cumplicidade com alguns destes tiranos e que pensam que agora, por apoios meramente verbais à Primavera Árabe, conseguem limpar o seu passado.

A União Europeia está neste momento implicada em alguma das repressões à oposição no Barém. Não estou a falar dos Estados-Membros das nossas empresas. Há empresas europeias que, sob pressão das autoridades baremitas, demitiram os seus funcionários por estes se envolverem em actividades de oposição.

Há empresas europeias que participaram na distorção de transmissões via satélite, estou a falar da Eutelnet, em particular, por causa de conteúdos de oposição que passavam no Barém. A União Europeia tem responsabilidades e as empresas europeias têm responsabilidades no caso, por exemplo, em que beneficiam de fundos europeus. É preciso dizer basta à cumplicidade de empresas europeias na repressão no Barém.

  Charles Tannock, author. − Mr President, we must congratulate the Bahraini people on their Arab Spring struggle for democratic change. We deeply regret the loss of life to date and the fact that criminal sentences handed down to anti-government protesters have been too severe.

The Bahraini courts have decided to drop several of the lower charges against them, but the more serious accusations still remain. Certain civilians are inappropriately being put on trial in special military courts. So Bahrain does not appear consistently to be upholding civil liberties – specifically the right to appeal and equal access to justice – in a way that meets international standards.

We now look forward to the findings of the Bahrain Independent Commission of Inquiry set up by His Majesty King Hamad and hope that it will be a means to prevent any more potential abuses from occurring in the future. The EU must urge the Government of Bahrain not only to show restraint when attempting to control protests but also to engage in an open and constructive dialogue with all of its people – in particular the disenfranchised majority Shia population – and to involve all democratic political parties, including the opposition parties, and recognise the right of the Bahraini people to exercise freedom of expression, association and assembly.

  Paul Murphy, author. − Mr President, first of all I want to salute the determination and courage of the protestors in Bahrain, who have stood up against absolutely brutal repression in fighting for democratic rights and change in Bahrain.

The hollowness of the supposed commitment of US imperialism to democracy is demonstrated by their continued support for the regime in Bahrain. At the start of this month they sold another 53 million dollars’ worth of weapons to the regime; these weapons will be used, like the weapons before them and like the weapons provided by Britain, to mow down peaceful protestors. The military trial and torture of medical personnel was an indication of the brutality in which the regime engaged. Because of pressure brought upon them, those sentences given by the military courts have now been revoked – they will be given civil trials.

However, we have to say that there is no reason why these medics should be up before any court at all. They are guilty of nothing but treating the injured and should be released immediately. I have no confidence whatsoever in the so-called Independent Commission of Inquiry. This Commission cannot be trusted; what is needed is a genuine people’s tribunal which could actually investigate and expose the gross abuses of human rights by the regime.

There can be no reconciliation or meaningful dialogue with this regime. In my opinion it needs to be overthrown by the Bahraini workers, the Bahraini youth and the Bahraini poor.

  Marietje Schaake, author. − Mr President, before a doctor begins to practise, he or she swears to help those in need of medical help, indiscriminately. That is a universally-applied principle.

Bahraini doctors, many of whom were educated here in the EU, did just that. Amidst a violent government-led crackdown on peaceful protesters these doctors risked their lives to assist fellow citizens in need. They have now been convicted by military courts and received draconian sentences of up to 15 years for fulfilling their obligations. The allegations seem fabricated and politically-motivated.

We observe worrying trends. One is that of targeted attacks against doctors and paramedics but, more broadly, military trials for civilians. The abuse of emergency laws is of great concern. That must end. We condemn these highly cynical abuses of power and demand the unconditional release of the Bahraini doctors and all other political prisoners, including bloggers.

It is not only the Bahraini Government that needs to be addressed here; EU companies have played an unpleasant role in the crackdown. Some have been laying off workers at the demand of the government and others have provided surveillance technology. These practices, as well as any and all weapon exports, must stop and human rights must be respected.

  Mario Mauro, Autore. − Signor Presidente, onorevoli colleghi, la risoluzione è particolarmente corposa e dettagliata e questo allo scopo di stigmatizzare l'atteggiamento del governo del Bahrein che è responsabile di aver messo in atto un vero e proprio Stato di polizia per rispondere alle legittime e pacifiche proteste della popolazione.

L'altro fattore di estrema preoccupazione è il ricorso a tribunali militari speciali per processare i civili. Questo, come ricordato nella nostra risoluzione, costituisce una violazione delle norme internazionali sul processo equo e dobbiamo fare tutto il possibile affinché si metta fine a processi di massa di civili dinanzi a tribunali militari, ossia la Corte di sicurezza nazionale.

Il nostro invito alle autorità del Bahrein è a ripristinare e a rispettare tutti i diritti umani e le libertà fondamentali, tra cui il pluralismo, la libertà di espressione e di riunione, la libertà di religione, i diritti delle donne e le misure contro la discriminazione, e a porre fine alla censura. È importante anche alla luce dei precedenti di questi ultimi mesi, poiché quel che è accaduto in questi ultimi mesi ci dimostra che in gioco c'è prima di tutto la vita di migliaia di cittadini, la speranza di un popolo e il futuro di un paese.

  Sari Essayah, PPE-ryhmän puolesta. – Arvoisa puhemies, hyvä komissaari, arabikevät on koskettanut myös Bahrainia. Viime vuonna maassa oli jo pientä levottomuutta shiia-alueilla. Mielenosoitukset yltyivät helmikuussa 2011 ja laajemmat levottomuudet kestivät kesäkuun alkuun saakka, jolloin yleinen hätätilalaki peruttiin.

Kuningashuoneen puolelta ihmisoikeusrikkomuksia mielenosoittajia kohtaan esiintyy kuitenkin yhä. Satoja ihmisiä on pidätetty ja monia oikeudenkäyntejä järjestetty. Esimerkiksi kesällä kymmenen oppositiojohtajaa tuomittiin elinkautisiin. Tuomiot ovat olleet poikkeuksellisen kovia opposition edustajille ja muille aktivisteille. Myös lääkäreitä ja hoitohenkilökuntaa on vainottu, esimerkiksi syyskuun alussa, jolloin heitä vangittiin ja myöhemmin sitten länsimaisen painostuksen takia vapautettiin.

Meidän tulee edelleen vaatia sitä, että sotilastuomioistuinten päätökset puretaan ja myös siviilioikeudenkäyntien on noudatettava avoimuutta ja kansainvälisiä standardeja.

  Justas Vincas Paleckis, S&D frakcijos vardu. – Palaikau kolegas, kurie kalbėjo apie tai, kad pelno troškimas, amorali prekyba ginklais leido ir su Vakarų pagalba arabų pasaulyje įsitvirtinti antidemokratiniams režimams. Dabar jie palaipsniui byra. Aštuonis mėnesius Bahreine protestuotojai reikalauja permainų. Susirėmimai demonstracijų metu nusinešė 40 gyvybių, suimtieji patiria fizinį smurtą. Bahreino vyriausybė privalo apsidairyti aplinkui ir padaryti išvadas iš Arabų pavasario pamokų. Būtina paleisti demonstrantus, kankinamus kalėjimuose, suteikti jiems tinkamą medicininę pagalbą, reabilituoti juos. Kviečiame panaikinti kaltinimus medikams, kurie gydė protestuotojus, sužeistus per demonstracijas.

  Anneli Jäätteenmäki, on behalf of the ALDE Group. – Mr President, the Bahraini popular movement started its peaceful demonstrations last February. People’s calls for human rights and democratic reform were, however, violently put down by the Bahraini security forces. In the course of these events it became clear that the Bahraini security officers were preventing the medical professionals, doctors and nurses from saving the lives of injured demonstrators.

The ALDE Group calls on the Bahraini authorities to stop all the violations and investigate all human rights violations and to allow the High Commissioner for Human Rights to visit the country. We welcome King Hamad’s decision to set up an Independent Commission to investigation the crackdown and violations.

Finally, all peaceful demonstrators and activists should be released.

  Ryszard Czarnecki, w imieniu grupy ECR. – Panie Przewodniczący! Łacińska maksyma pecunia non olet mówi, że pieniądze nie śmierdzą. Debatując dzisiaj o Birmie, o Bahrajnie, chciałem bardzo wyraźnie powiedzieć, że mówimy nie tylko o Bahrajnie, ale mówimy też o Europie. Mówimy o europejskich firmach, które zbijają interesy wbrew prawom człowieka. Bahrajn jest lustrem, w którym w tej chwili może się przejrzeć Europa. Trzeba o tym bardzo wyraźnie powiedzieć.

Jako blogger chciałbym wyrazić swoją solidarność z naszymi kolegami bloggerami, którzy w Bahrajnie mają zupełnie inne warunki do blogowania, niż ci w Europie. Sądzę, że zajęcie przez Parlament Europejski stanowiska w sprawie praw człowieka w Bahrajnie jest rzeczą potrzebną, ponieważ jest to element budowania w tym kraju społeczeństwa obywatelskiego.

  Carl Schlyter, för Verts/ALE-gruppen. – Herr talman! Minns våren 1848 när Europas demokratiska rörelser väcktes ur ruinerna. De hade en lyckosam vår, men präglades av intern splittring och därmed kunde förtryckarna och kungarna komma tillbaka vid årsskiftet. Vi får inte låta den arabiska våren gå samma öde till mötes, utan vi måste försvara folket i dessa länder. Folket fängslas och råkar ut för tortyr, militära rättegångar hålls och läkare förhindras att utföra behandling, och då talar vi även om läkare som har svurit en tvåtusen år gammal ed om att behandla alla.

Tusentals saudiska soldater invaderar Bahrain och hjälper till med förtrycket. Detta är en annan brutal förtryckarregim. Vi måste avbryta all militär export och vi måste ställa krav på de europeiska företag som utnyttjar situationen i förtryckarländer för att tjäna pengar. Vi måste också bryta vårt oljeberoende, för det är det som ger dessa diktatorer kontrollen över oljeinkomsterna och bevarar deras kontroll över dessa länder. Vi måste slutligen sätta stopp för att europeiska företag kan utnyttja detta för egen vinst.

  Marie-Christine Vergiat, au nom du groupe GUE/NGL. – Monsieur le Président, je tiens tout d'abord à me réjouir du fait que nous adoptions – enfin, dirai-je – une résolution spécifique sur le Bahreïn.

Depuis février, la vague de protestations du printemps arabe gronde au Bahreïn. Depuis lors, la répression y sévit tous azimuts, comme en Syrie et au Yémen. Des dizaines de manifestants pacifistes ont été assassinés, arrêtés, torturés. La répression a également touché les médecins, les personnels soignants, qui ont, pour seul crime, osé porter secours aux victimes de cette répression sauvage. Les défenseurs des droits de l'homme, les avocats, les syndicalistes sont harcelés continuellement. On assiste à des parodies de justice – en sept minutes, des condamnations à mort sont prononcées – et le moins que l'on puisse dire, c'est que la communauté internationale n'a pas été très prompte à réagir et que les condamnations de cette répression ont été pour le moins faibles. Il faut dire que le grand voisin saoudien veille. Pire, il est intervenu militairement pour venir en aide au pouvoir en place. Des milliers de soldats saoudiens sont toujours sur le sol bahreïnien.

Il est difficile de ne pas remarquer à quel point la résolution qui nous est soumise aujourd'hui est timorée sur ce sujet. Pas la moindre condamnation de cette présence militaire. On exprime une "vive préoccupation". C'est faible.

Du côté de la Commission et du Conseil, le silence est le même. Comment Mme Ashton pense-t-elle construire sa stratégie en matière de droits de l'homme en appliquant deux poids et deux mesures, et alors même qu'elle nous dit qu'elle veut "partir des faits"? Il est temps de réagir, d'agir vis-à-vis du peuple bahreïnien.

  Jaroslav Paška, za skupinu EFD. Arabská jar, ktorá začala na severe Afriky, sa prehnala viacerými arabskými krajinami a priniesla vlnu demonštrácii, nepokojov, povstaní proti vládnucim režimom. Vlna nepokojov neobišla ani Bahrajn a bahrajnský kráľ sa rozhodol, že nedopustí prílišné rozšírenie protestov. Prizval ozbrojené jednotky Rady pre spoluprácu v Perzskom zálive, aby mu pomohli nastoliť poriadok v krajine. Z hľadiska rozhodnutia oprávnenej autority krajiny je, myslím si, možné rozmiestnenie bezpečnostných síl Rady pre spoluprácu v Perzskom zálive asi rešpektovať. Znepokojenie však vyvoláva postup bahrajnskej administratívy voči lekárom a zdravotníckemu personálu, ktorý si plnil svoju etickú povinnosť a ošetroval zranených po zásahu bezpečnostných zložiek. Rovnako, prebiehajúce represie voči účastníkom demonštrácie a ich aktivistom vyvolávajú obavy o kultúrne a civilizované riešenie politických nezhôd. Viacerí vládcovia z arabského sveta považovali za správne ukázať svojim politickým odporcom svoju moc a silu. Múdrejší a rozhľadenejší vládcovia však volia umiernený dialóg s predstaviteľmi nespokojného ľudu a z titulu svojich pozícií ponúkajú riešenia a východiská, ktoré môžu pokojnou cestou v dialógu, s rozumnými dohodami, dospieť k vyriešeniu problémov. Myslím si, že takúto cestu by sme mali poradiť aj bahrajnskému kráľovi.

  Franz Obermayr (NI). - Herr Präsident! Seit Ausbruch des sogenannten „Arabischen Frühlings“ finden auch in Bahrain regelmäßig friedliche Demonstrationen statt. Allerdings hat das Regime sehr brutal reagiert, und Dutzende verletzte und tote Demonstranten sind das Resultat.

Es ist auch eine traurige Geschichte, dass Ärzte, die ihrem Ehrenkodex entsprechend verletzte Demonstranten behandelten, wegen regierungsfeindlicher Aktivitäten zu 15 Jahren Haft verurteilt worden sind. Die Behandlung Verwundeter ist eben nach humanitärem Völkerrecht eine Verpflichtung, und schließlich ist Bahrain auch Vertragsstaat der Genfer Konvention.

Aber nicht nur die Sicherheitskräfte Bahrains laden hier Schuld auf sich, auch saudische Truppen, ausgerüstet mit westlichen Waffen, beteiligten sich an den Massakern.

Es ist daher zu fordern, dass Bahrain die Menschenrechte konsequent einhält, dass ein wirklicher Demokratisierungsprozess stattfindet. Man muss auch darauf achten, dass nicht durch die Hintertür die Scharia zementiert wird.

  Eija-Riitta Korhola (PPE). - Arvoisa puhemies, arabikevään demokratiaa peräävät mielenosoitukset levisivät myös Bahrainiin, jossa on hiljattain noussut esille 47 lääkärin ja sairaanhoitajan pidätys. Heitä syytetään yllytyksestä ja osallisuudesta hallituksen kaatamiseen voimakeinoin, vaikka todellisuudessa heidän konkreettiset rikkeensä ovat lääkärin etiikan seuraaminen ja haavoittuneiden mielenosoittajien hoitaminen.

On huomattava, että Bahrainissa 30 prosenttia väestöstä muodostava sunnimuslimiväestö on hallinnut maata jo 1700-luvulta lähtien. Ei siis ihme, että enemmistön muodostava shiiamuslimiväestö protestoi poljettujen oikeuksiensa puolesta monarkiaa vastaan. Uudistusvastaisuudesta kielivät niin ihmisoikeusaktivisteille ilman asianmukaisia perusteita annetut ankarat tuomiot kuin myös kovan luokan sensuuri internetissä. Protestit on tavan mukaisesti taltutettu voimakeinoin.

Bahrainin tulisi kunnioittaa kansainvälisiä ihmisoikeuksia ja sallia avoin dialogi, mikä voisi auttaa tarvittaviin yhteiskunnallisiin muutoksiin. Todelliset arabikevään vaikutukset voimme analysoida vasta myöhemmin.

  Corina Creţu (S&D). - Un raport dat publicităţii luni de către mai multe organizaţii pentru apărarea drepturilor omului atrage atenţia asupra faptului că valul de contestări şi schimbări de regim din lumea arabă a determinat în numeroase ţări înăsprirea măsurilor represive.

Bahrain este în acest sens unul dintre cele mai îngrijorătoare exemple, având în vedere brutalitatea cu care a fost înăbuşită mişcarea pentru reforme politice şi sociale. Intervenţia armatei, inclusiv a trupelor din Forţa comună de cooperare a Golfului, împotriva contestaţiilor paşnice s-a soldat cu zeci de morţi, sute de răniţi şi numeroşi arestaţi. Scăderea în intensitate a protestelor nu a însemnat şi atenuarea represaliilor. Se înregistrează în continuare arestări ale apărătorilor drepturilor omului, concedieri şi condamnări abuzive ale cadrelor medicale ce au oferit primul ajutor protestatarilor răniţi, precum şi privarea deţinuţilor de asistenţă juridică şi medicală şi cenzura impusă presei şi accesului la internet. Uniunea Europeană a condamnat în dese rânduri violenţa şi actele de represiune ordonate de guvernul din Bahrain, însă situaţia a rămas neschimbată.

Consider că este necesar să continuăm presiunile pentru eliberarea deţinuţilor politici, încetarea urmăririi penale a medicilor şi a persecuţiilor pe criterii politice şi religioase. De asemenea, cred că autorităţile din Bahrain trebuie să comute de urgenţă pedepsele cu moartea ce au fost pronunţate şi să renunţe la această practică barbară. Nu în ultimul rând doresc să apreciez amânarea vânzărilor de arme americane către Bahrain până la raportul de săptămâna viitoare a comisiei de anchetă.

  Miroslav Mikolášik (PPE). - Takzvaná arabská jar zasiahla mnohé krajiny: Tunisko, Egypt, Lýbiu, Sýriu, Jemen, ale aj Bahrajn. Sme šokovaní, že aj v tejto krajine režim tvrdo potláča ochrancov ľudských práv, tých, ktorí demonštrujú v uliciach, ktorí chcú viac slobody, ktorí chcú viac osobných výdobytkov, takých, ako my máme v západných krajinách a určite v Európskej únii. Som šokovaný, že kolegovia lekári, zdravotné sestry, ošetrovatelia sú súdení a odsúdení až na 15 rokov za to, že poskytovali zdravotnícku starostlivosť tým, ktorí boli zranení v uliciach, ktorí bojovali o svoj život, ktorí boli na pokraji toho, že neposkytnutie zdravotnej starostlivosti by ich vlastne stálo život. Som šokovaný, že Bahrajn používa trest smrti na likvidáciu politických oponentov a som rád, že Európsky parlament prijme dnes rezolúciu na to, aby sa demokratizácia v Bahrajne oslobodila, aby pokračovala.

  Mitro Repo (S&D). - Arvoisa puhemies, Bahrainin tilanne näyttää todella synkältä. Viranomaiset harjoittavat jatkuvasti kohtuutonta voimankäyttöä demokraattista muutosta ja uudistuksia vaativia rauhanomaisia mielenosoittajia vastaan. Erityisen julmilta kuulostavat juuri nämä lääkäreiden ja terveydenhoitohenkilökunnan oman ammattinsa harjoittamisesta saamat jopa 15 vuoden vankeustuomiot. Kyseiset lääketieteen ammattilaiset hoitivat kaikkia mielenosoituksissa haavoittuneita erottelematta ja pitivät siten kiinni ammattinsa eettisistä säännöistä. Tällaiset vankeustuomiot on kumottava ja lääketieteen ammattilaisten on päästävä takaisin hoitamaan tehtäviänsä.

Myöskään siviilien tuomitseminen sotilastuomioistuimissa ei täytä oikeudenmukaisen oikeudenkäynnin kriteerejä. Kaikki tiedot naisten ja lasten pidättämisistä tekaistuin syin lähettävät hälyttävän signaalin Bahrainin valtion kyvystä toimia kansainvälisten velvoitteidensa mukaisesti. Kansalaisten tahdon kuuleminen on ensisijaisen tärkeää ja kansallisen vuoropuhelun on oltava aina aitoa.

  Jacek Olgierd Kurski (ECR). - Mr President, I am deeply concerned by the situation in Bahrain. Reports of injuries among citizens exercising their right to peaceful protest and among medical professionals attending to the wounded are to be condemned in the strongest terms. Nevertheless, we must be wary of Iranian attempts to gain influence over the protest movement and within Bahrain in general. Iranian control over Bahrain would put Tehran within reach of the Arabian Peninsula and the very large reserves of oil to be found there. In a period when we are still recovering from severe recession, there is significant global interest in making sure the world’s largest proven oil reserves do not fall into Iranian or pro-Iranian hands.

  João Ferreira (GUE/NGL). - Senhor Presidente, a situação no Barém é de uma feroz repressão contra um povo que luta pela democracia e pela liberdade e a quem queremos daqui demonstrar toda a nossa solidariedade. Vieram aqui ao debate diversos exemplos desta repressão. Repressão que contou com a colaboração de tropas estrangeiras da Arábia Saudita e dos Emiratos Árabes Unidos que invadiram o país, um país que, é bom lembrar, alberga a maior base norte-americana do Golfo Pérsico, a Quinta Frota Naval considerada uma plataforma estratégica para toda a região.

É tempo de acabar com esta concepção instrumental dos direitos humanos, que os atrela e submete aos interesses geopolíticos e geoestratégicos das potências imperialistas. É tempo de acabar com esta profunda hipocrisia que é agitar a questão dos direitos humanos para cometer ingerências e para levar a cabo agressões contra países e povos soberanos, para saquear os seus recursos e calar ou falar baixinho perante a repressão exercida por regimes amigos, numa chocante demonstração de complacência, mesmo de cumplicidade, para com estes regimes.

  Sergio Paolo Francesco Silvestris (PPE). - Signor Presidente, onorevoli colleghi, nel Bahrein la famiglia regnante ha respinto le riforme troppo a lungo e, come l'Arabia Saudita che la appoggia, crede nell'efficacia della repressione. Il mondo arabo sta però cambiando in modo irrepressibile e nemmeno l'Arabia Saudita è immune dal vento delle novità e dalla sete di democratizzazione e di aspirazioni per riforme politiche, economiche e sociali.

Un tribunale del Bahrein ha condannato la settimana scorsa 14 persone, tra le quali 12 donne, a sei mesi di carcere per aver manifestato illegalmente. Gli imputati sono stati condannati per aver provocato caos e panico tra la popolazione di Manama durante una protesta all'interno di un centro commerciale e sono stati incarcerati per aver partecipato a un raduno con più di cinque persone.

Da metà febbraio, quando in Bahrein sono iniziate le proteste contro la monarchia sunnita, centinaia di persone sono state arrestate. I principali partiti di opposizione hanno proposto una soluzione pacifica della crisi politica in corso da metà febbraio. Il documento chiede riforme democratiche e un governo eletto preservando la democrazia, ma queste richieste vengono rigettate. L'Unione europea non può rimanere muta di fronte a queste chiare violazioni dei diritti di manifestazione e di libertà di espressione.

  Neelie Kroes, Vice-President of the Commission. − Mr President, at the outset I should like to acknowledge the important role this Parliament has played in making sure that the situation in Bahrain remains high on the EU’s public agenda.

As Lady Ashton said in this Chamber two weeks ago, we welcome some recent positive steps, namely the decision to annul the charges and sentences against the medical staff and order a retrial in civilian courts.

However, it is vital that justice is administered fairly and transparently. We remain convinced that a proper investigation in which the right of defence is exercised correctly should lead to these charges being dropped.

We also recall that the medics are just one of the many groups of civilians who have been subject to harassment, unjustified arrest and harsh sentences, including the death sentence. Retrials should be extended to all civilians tried in the National Safety Court.

We are looking forward to the results of the Independent Commission of Inquiry, the announcement of which was publicly welcomed by the EU. We hope that, after it reports in November, action will be taken to follow up on its findings. We are also looking forward to the promised visit by the Office of the High Commissioner for Human Rights.

The Commission of Inquiry should offer a platform for reconciliation. The rifts in Bahraini society can only be addressed through a deep and inclusive national dialogue where all parties can be heard. Clearly, all human rights violations must stop.

Our fear is that the more time passes without positive action, the more difficult it will be to establish meaningful national dialogue. The EU has repeated this essential message – one of encouragement, not mere condemnation – in many public statements and direct contacts between the High Representative/Vice-President and the most senior Bahraini representatives.

Our exchanges with the authorities and with all the parties involved will continue. We all share an interest in Bahrain’s reforms, unity and prosperity. We will also continue to listen to the concerns of peaceful Bahraini civil society and to strongly encourage and support them to continue with the national dialogue and agree on reforms which will benefit all Bahraini citizens.

  Cristian Dan Preda (PPE), în scris. Ceea ce s-a întâmplat în Bahrain în această primăvară nu trebuie să devină o revoluţie uitată. Intervenţia trupelor saudite a permis poate temporar restabilirea autorităţii regale însă, în ciuda apelurilor noastre repetate, un autentic dialog cu opozanţii asupra reformelor politice nu a fost încă angajat. Evoluţiile recente din această ţară nu sunt deloc încurajatoare. Zeci de manifestanţi arestaţi în februarie au fost aduşi în faţa tribunalelor speciale pentru siguranţa naţională şi au primit pedepse record (între 7 ani de închisoare şi închisoarea pe viaţă). Medicii şi personalul medical de la spitalul din Manama au fost şi ei condamnaţi sever pentru simplul fapt că au acţionat potrivit eticii, îngrijind victimele şiite ale manifestaţiilor din Piaţa Perlei. Libertatea presei este şi ea în pericol în măsura în care mai mulţi jurnalişti au fost judecaţi şi amendaţi pentru răspândire de ştiri false în timpul revoltelor.

Nu putem avea standarde duble în felul în care abordăm evenimentele din Nordul Africii şi Orientul Apropiat. De aceea, cred că este momentul să fim foarte fermi în raport cu autorităţile din Bahrain, care trebuie să demareze urgent un autentic proces de reforme democratice, ce ia în considerare aspiraţiile demonstranţilor.
