- le rapport de José Bové, au nom de la commission de l'agriculture et du développement rural, sur la chaîne de distribution des intrants agricoles: structure et implications (A7-0421/2011),

- sur la question orale à la Commission sur les déséquilibres au sein de la chaîne alimentaire, de Maria do Céu Patrão Neves, Luis Manuel Capoulas Santos et James Nicholson, au nom du groupe du parti populaire européen et du groupe de l'Alliance progressiste des socialistes et démocrates au Parlement européen (O-000239/2011 - B7-0675/2011), et

  José Bové, rapporteur. − Madame la présidente, chers collègues, en septembre 2010, le Parlement s'est prononcé en faveur du rapport de la commission de l'agriculture visant à assurer des revenus équitables aux agriculteurs. Ce faisant, il a envoyé un signal clair à la Commission européenne pour rétablir le rapport de force entre les paysans, d'une part, et les industriels de la transformation et de la distribution, d'autre part.

Le rapport que je vous présente aujourd'hui permet de finaliser le travail que nous avons entrepris en analysant l'amont de la filière agricole. Les agriculteurs vendent leurs produits mais ils sont aussi acheteurs ou utilisateurs de nombreux intrants, parmi lesquels les plus importants sont les engrais, les semences et le carburant. Ces intrants leur sont vendus, en règle générale, par de grandes entreprises internationales qui agissent dans un environnement extrêmement concentré, peu transparent et guère concurrentiel. Les paysans ont aussi besoin de terres et d'eau pour travailler.

D'un côté, les factures que les paysans doivent payer explosent alors que, dans le même temps, les prix auxquels ils vendent leur production stagnent, voire dans certains cas, reculent. Les paysans sont coincés entre le marteau et l'enclume.

Le rapport que je vous présente aujourd'hui propose des solutions concrètes pour améliorer la situation économique des exploitations agricoles et les revenus des agriculteurs. Les agriculteurs doivent être accompagnés par de nouvelles structures de développement agricole, qui leur permettront de faire face aux défis à venir, qu'ils soient environnementaux comme, en particulier, le réchauffement climatique, ou économiques comme les emballements des marchés causés, notamment, par la spéculation.

Les mesures, telles que prévues par la réforme de la PAC, proposée par la Commission et discutée, à l'heure actuelle, au Parlement, peuvent permettre, si elles sont appliquées efficacement par les États, d'améliorer la conservation des sols, de maintenir la biodiversité agricole, de réduire les pollutions des sols et des nappes phréatiques. Cette évolution agronomique réduira les quantités d'engrais de synthèse et de pesticides utilisées. Dans le même temps, les paysans pourront conserver une part plus importante de la plus-value générée par leur travail. L'impact sera multiple. Il permettra de conforter le revenu des agriculteurs, de participer à l'effort mené par l'Europe pour réduire l'émission de gaz à effet de serre et de réduire les pollutions de nos ressources en eau.

L'agriculture européenne consomme plus d'énergie qu'elle n'en produit. Sans pétrole, nous ne sommes plus en mesure de nous nourrir. Quel paradoxe! Entre 2000 et 2010, le prix des énergies fossiles a augmenté de plus de 60 %, sans que les paysans ne soient en mesure de répercuter cette hausse sur leurs produits.

Nous souhaitons un investissement important de l'Union européenne dans des projets d'économie d'énergie. Ceux-ci doivent s'articuler autour de plusieurs propositions: l'amélioration des pratiques agricoles, en les rendant plus autonomes, la réduction des transports entre les producteurs et les consommateurs, en facilitant la mise en place de circuits courts de commercialisation et en appuyant les consommations locales de saison, le renforcement de la production autonome d''énergie sur les fermes, le rééquilibrage entre les productions animales et végétales au niveau des bassins de production cohérents, en favorisant des pratiques agronomiques comme la rotation des cultures et l'élevage à l'herbe.

Le coût des engrais, dans le même temps, a été multiplié par deux ces dix dernières années, alors que les prix payés aux agriculteurs n'augmentaient, eux, que de 25 %. Il existe pourtant des pratiques agronomiques efficaces, en particulier la rotation des cultures, qui permettent de réduire fortement l'utilisation de ces produits et limitent ainsi fortement le lessivage, qui pollue les nappes phréatiques, et l'émission de protoxydes d'azote.

L'amélioration des techniques culturales induit également une réduction des pesticides et des herbicides, en réduisant la pression des parasites et des mauvaises herbes. Les eaux usées et collectées représentent également une source potentielle d'engrais, pour peu que des mesures adéquates soient prises pour assurer la séparation efficace des substances potentiellement dangereuses.

Mais la dépendance de l'Union européenne et des paysans ne se limite pas au pétrole et aux phosphates. Chaque année, nous importons 50 millions de tonnes d'aliments pour le bétail. Ces achats sur les marchés mondiaux coûtent 20 milliards de dollars, ce qui affecte lourdement notre balance commerciale. Il faut réduire de 70 % notre dépendance en lançant un vaste programme européen de production de protéines végétales: soja, lupins, fèves, etc.

L'augmentation de 30 % en moyenne des prix des semences depuis 2000 affecte également le revenu des agriculteurs. Cette hausse est due au prix de plus en plus élevé des semences certifiées, vendues par un nombre de plus en plus réduit de grandes entreprises internationales. Mais elle est également liée aux mesures prises par un certain nombre d'États membres pour limiter l'utilisation des semences de ferme, qui coûtent 40 % de moins, et qui sont produites et utilisées par les paysans eux-mêmes.

Mais les paysans sont également affectés par le prix de la terre et le prix de sa location, qui ont explosé ces dernières années. Ces phénomènes sont liés principalement à l'étalement urbain, à l'accaparement des terres pour produire des agrocarburants et à la course à l'agrandissement liée à la dérive de la PAC.

Le rapport demande la mise en place d'un système de suivi des prix du foncier et la mise en place de mesures appropriées pour faciliter l'accès à la terre aux jeunes et aux personnes qui souhaitent développer une activité agricole.

Enfin, l'irrigation est indispensable dans de nombreuses zones de l'Union européenne où le réchauffement climatique se fait déjà sentir. Des mesures concrètes et rapides doivent être mises en place pour économiser et préserver cette ressource.

Ce rapport s'inscrit donc très clairement dans la stratégie Europe 2020, définie au début du mandat, pour offrir une perspective positive au projet européen face aux crises qui nous menacent.

L'agriculture est la première politique intégrée européenne. Ne laissons pas, aujourd'hui, les paysans au bord du chemin. Il n'y aura pas d'Europe sans paysans!

  Maria do Céu Patrão Neves, Autora. − Senhora Presidente, Senhor Comissário Tajani, a quem saúdo particularmente, caros Colegas, primeiro do PPE, a quem agradeço o apoio e a colaboração prestadas desde a primeira hora a esta minha iniciativa de pergunta oral com resolução sobre os desequilíbrios na cadeia alimentar. Agradeço também a todos os grupos políticos que apoiaram esta pergunta oral e que trabalharam empenhadamente na redação do texto final desta resolução.

Esta resolução responde às expetativas desde há muito adiadas dos agricultores de contrariar o crescente desequilíbrio na cadeia alimentar, quer ao nível do poder negocial entre as partes quer ao nível da distribuição dos rendimentos. Este tem sido provocado por uma elevada concentração dos maiores operadores de distribuição na Europa e ameaça a sobrevivência de explorações agrícolas e fornecedores em geral, com graves prejuízos para a economia agrícola e sociedades rurais.

Neste contexto, a via proposta é de identificação inequívoca das más práticas na cadeia alimentar, apoio da sua autorregulação pela ação conjunta de todos os implicados, exigência de legislação adequada por parte da Comissão Europeia, sem negligenciar o desempenho necessário dos Estados-Membros a este nível, supervisão e aplicação de sanções. A legislação comunitária que se impõe deve tomar em consideração decisões anteriores do Parlamento Europeu, tanto as que foram implementadas como as que carecem de concretização, a que se somarão as respostas aqui consideradas adequadas ao atual cenário no âmbito das relações contratuais entre produtores, fornecedores e distribuidores.

Esta resolução não se ergue contra nenhum dos parceiros da cadeia alimentar, mas a favor do estreitamento das suas relações e da implementação do diálogo, para que se exige o contributo de todos. Esta resolução ergue-se contra as práticas injustas e abusivas que se vêm instalando, sendo a favor da introdução de legislação comunitária e nacional adequada, sempre que necessária, e sem distorcer o funcionamento adequado dos mercados. Espera-se, assim, incentivar uma maior capacidade de organização entre os produtores e ao abandono das práticas de dominação pela distribuição, como sejam a imposição unilateral de condições contratuais ou práticas ao nível dos descontos, sem aumentar o preço ao consumidor, mas antes contribuindo para que este disponha de uma escolha efetiva mais vasta e de maior qualidade.

Ficamos a aguardar agora a iniciativa que se exige por parte da Comissão Europeia.

  Luis Manuel Capoulas Santos, Autor. − Senhora Presidente, Senhor Comissário, caros Colegas, todos sabemos que é cada vez mais difícil ser agricultor na Europa. Os números falam por si. Segundo o Eurostat, na última década, enquanto os custos dos fatores aumentaram 40 %, os preços não foram além dos 25 %.

Mas não é só a montante que os agricultores estão completamente esmagados. Também a jusante os agricultores estão obrigados a aceitar preços, prazos de pagamento e outras condições contratuais inimagináveis, dada a desproporcionada correlação de forças existente na cadeia comercial.

Dou o exemplo do meu próprio país, onde o setor cooperativo tem reduzida expressão. Os cinco principais grupos concentram cerca de 65 % da comercialização de produtos alimentares, atingindo mesmo nalguns setores, como é o caso do leite, valores muito mais elevados. Ainda na semana passada, no meu país, as autoridades apreenderam, numa cadeia comercial, 400 mil litros de leite que estavam a ser vendidos abaixo do preço de custo.

Enquanto decisores políticos, precisamos de garantir que a agricultura continua a ser uma atividade viável na Europa, produzindo alimentos e matérias-primas de boa qualidade, a preços justos e remuneradores para os agricultores. Para isso é necessária uma boa política agrícola comum, mas também a garantia de uma concorrência leal, tal como é referido no Tratado.

Insto, por isso, a Comissão e o Conselho para que seja dada urgente sequência às recomendações e sugestões formuladas nas resoluções que aqui estamos hoje a discutir e que sejam apresentadas propostas concretas o mais rapidamente possível.

  James Nicholson, author. − Mr President, can I congratulate Mr Bové on his report on the farm input supply chain. It raises some very topical issues. We are all well aware that the rising cost of inputs – most notably for feed, fuel and fertiliser – is putting major pressure on farmers and continues to squeeze their margins in an economic climate that is already difficult, especially for the intensive sectors.

Specifically, the cost of feed has to be addressed; rising costs will force us to rethink our attitude, I believe, about soya imports from third countries and the problems associated with the protein deficit in the EU. I do not believe that domestic protein production can satisfy demand, especially if we wish to increase food production for reasons of food security. Moreover, rising food costs do not seem to result in higher farmgate prices and this has to be looked at for the benefit of both the consumer and the farmer. Large retailers must be prepared to cooperate with producers in order to ensure that the distribution of profits along the chain is equal and fair.

The EU imposes the strictest standards on animal welfare, environmental practices and food safety. I support the fact that the EU is the world leader in this regard, but I also think we have to find a balance between maintaining the highest standards and risking over-legislating our farmers out of business.

I fear the proposals from the Commission regarding the reform of the CAP go in that direction, especially in relation to greening and direct payments and the ridiculous set-aside proposal. With regard to the issue of imbalances in the food chain, it is clear that the power of retailers has grown to what some consider to be an unacceptable level. While there are some measures the EU can take, especially as regards transparency and profits in the chain, I think that farmers need to look at how they can organise themselves better and increase their bargaining power, whether through producer organisations or cooperatives.

  João Ferreira, Autor. − Senhora Presidente, eu queria, se fosse possível, utilizar já todo o tempo que tenho disponível para este debate, os quatro minutos, visto que tenho dois minutos mais à frente.

Tenho mais à frente dois minutos e queria, se fosse possível, juntar já. E pedia-lhe então que pusesse a zero o relógio.

Senhora Presidente, Senhor Comissário, agrava-se o problema do rendimento dos agricultores, em especial no caso da pequena e média agricultura e da agricultura familiar, que têm um peso significativo em muitos Estados-Membros. Os preços nos consumidores não refletem os preços pagos aos agricultores pela sua produção. O insuportável aumento dos custos dos fatores de produção, combustíveis, rações, fertilizantes, fitofármacos, entre outros, coexiste com a persistente baixa dos preços na produção.

Consequências: o abandono agrícola, o imparável encerramento de explorações, a desertificação do mundo rural, a concentração da produção em grandes produtores, uma produção cada vez mais intensiva e de cariz exportador. Crescem os desequilíbrios entre Estados-Membros, crescem os défices alimentares e a dependência alimentar dos países com sistemas produtivos mais débeis. Crescem as ameaças à segurança e à soberania alimentares.

Nada disto é novidade. Tudo isto é bem conhecido, como são também conhecidas as causas desta evolução profundamente negativa. A ausência de instrumentos de regulação da produção agrícola, de regulação dos mercados, o incomensurável reforço do poder da grande distribuição e os seus abusos, a desregulação e liberalização do comércio internacional, a sujeição da agricultura às regras da OMC, a entrada dos especuladores no mercado dos bens alimentares. Em suma, as políticas agrícolas e comerciais vigentes: a política agrícola comum, a política comercial comum, os moldes em que foi estabelecido e em que vem sendo aprofundado o mercado único na União Europeia.

A resolução de todos estes problemas não será, pois, possível sem uma modificação profunda destas políticas. São necessários mecanismos de regulação da cadeia de abastecimento alimentar que defendam os produtores, em especial os pequenos e médios agricultores, que promovam o emprego e a dinamização do mundo rural, bem como a redução da importação de bens alimentares.

É fundamental travar e reverter a atual concentração de poder nas mãos da grande distribuição e da grande indústria. É necessária uma descentralização das cadeias de bens alimentares, o apoio e a promoção da produção e consumo locais, das cadeias de abastecimento mais curtas, dos mercados locais, incluindo com suportes inovadores como a Internet.

Impõem-se medidas destinadas a acabar com operações de dumping entre Estados-Membros, como está a acontecer, por exemplo, no setor do leite. Impõe-se uma distribuição justa do valor acrescentado ao longo da cadeia de abastecimento alimentar.

Deverá, em nosso entender, ser considerado o estabelecimento de limites máximos para as margens de lucro na negociação, particularmente para os grandes supermercados e empresas de retalho, tendo por referência o preço pago aos produtores, acabando-se de vez com esse autêntico mito da autorregulação. É necessária a criação e funcionamento de sistemas nacionais de monitorização e formação dos preços e a sua evolução nos retalhistas e grandes supermercados, acompanhada de um combate tenaz a práticas correntes de cartelização e manipulação de preços.

É necessário um sistema de quotas de produção. Um sistema de quotas que esteja adaptado às necessidades de cada país e ao desenvolvimento relativo do seu aparelho produtivo de forma a permitir o desenvolvimento dos Estados-Membros com défices mais elevados.

É necessário também que o comércio internacional se oriente para uma lógica de complementaridade e não uma lógica de competição entre produtores, entre produções e entre países, como atualmente sucede, por razões de sustentabilidade ambiental, económica e social. Disto depende a vitalidade do tecido económico e social no setor primário, não apenas na Europa, mas noutros países também, e muito especialmente nos países em desenvolvimento.

Entre muitas outras, estas são algumas das propostas que constam da resolução que foi apresentada pelo nosso grupo. São propostas que, muitas delas, não encontramos, infelizmente, nem no relatório nem nas demais resoluções. Esperamos, por isso, que algumas destas propostas possam ser hoje aqui aprovadas.

  Rolandas Paksas, Autorius. − Jeigu mes kalbame apie Europos Sąjungą kaip apie lygiateisių valstybių sąjungą, tai nuosekliai ir turėtume laikytis būtent tokios lygiateisiškumo politikos. Tiesioginės išmokos žemės ūkio produkciją gaminantiems žemdirbiams Europos Sąjungos šalyse negali skirtis 2, 3 ar net 4 kartus, nes būtent tie skirtumai užprogramuoja problemas, dėl kurių niekuomet nepasieksime pusiausvyros maisto tiekimo grandinėje. Maisto gamybos ir tiekimo grandinėje sąnaudos didėja dėl įvairių priežasčių: dėl griežtesnių fitosanitarijos, gyvūnų gerovės, aplinkosaugos, higienos, maisto saugos reikalavimų, kurie yra visi vienodi visoms valstybėms narėms. Tačiau skirtingas išmokų lygis Europos Sąjungos valstybėse maisto gamintojus nustumia į tokį pašalį, iš kurio sąžininga konkurencija nepasiekiama kaip Marsas.

Taip pat būtina atkreipti dėmesį ir į kitą svarbią problemą – maisto produktų rinkoje šiuo metu dominuoja stambios paskirstymo bendrovės, ir kainos, mokamos ūkininkams maisto tiekimo grandinėje, yra nuolat mažinamos. Tuo tarpu gamybos sąnaudos ir toliau didėja. Ūkininkai negauna pakankamų pajamų už savo produkciją, o stambios prekybinės monopolijos didžiulius pelnus gauna ūkininkų sąskaita. Dėl didelio skirtumo tarp kainos, kuri mokama ūkininkams, ir galutinės kainos, kurią moka vartotojai, taip pat dėl skaidrumo stokos, konkurencinių sąlygų skirtumo, o kai kuriais atvejais ir piktnaudžiavimo maisto tiekimo grandinėje darosi nebenaudinga užsiimti žemės ūkio veikla, ir ūkininkų išlikimui kyla didelis pavojus. Manau, kad pirmaeilis Komisijos ir valstybių narių uždavinys šiandien užtikrinti, kad ir su tiekėjais, ir su vartotojais susijusių maisto produktų rinkos grandinės pakopose būtų laikomasi konkurencijos taisyklių, veikiančių lygiateisiškumo principais.

  Antonio Tajani, Vicepresidente della Commissione. − Signora Presidente, onorevoli deputati, anzitutto desidero ringraziare anche a nome del Commissario Cioloş, il relatore on. Bové e i membri della commissione AGRI per la relazione e voglio anche ringraziare gli autori delle interrogazioni orali sugli squilibri in seno alla catena alimentare.

I prezzi delle entrate agricole, degli input hanno raggiunto in questi ultimi anni livelli record che non sono stati accompagnati da un aumento corrispondente del prezzo alla produzione dei prodotti agricoli. Sebbene i prezzi reali degli input siano aumenti di quasi il 18% tra il 2005 e il 2011, i prezzi agricoli hanno registrato un'evoluzione meno rapida. I redditi agricoli sono anche scesi di oltre il 10% nel 2009 come conseguenza della crisi economica e solo nel 2011 sono tornati a livelli pre-crisi.

La volatilità dei prezzi dei prodotti agricoli di base si riflette inoltre in misura crescente sui redditi agricoli e accentua la diminuzione del potere negoziale degli imprenditori agricoli nella catena di approvvigionamento alimentare. Gli agricoltori devono affrontare dunque un numero crescente di difficoltà legate all'aumento di costo degli input, ma anche al miglioramento dell'efficienza ambientale e agronomica.

Che cosa fa la Commissione per aiutare gli agricoltori a superare queste difficoltà? I nostri lavori si sono concentrati su questi problemi che sono affrontati, da un lato, nel quadro delle proposte di riforma della PAC presentate ad ottobre e, dall'altro, nel contesto del forum ad alto livello per un migliore funzionamento della filiera alimentare che ormai da un anno abbiamo avviato insieme ai colleghi Cioloş, Dalli e Barnier.

La recente proposta della politica agricola comune post-2013 introduce innovazioni volte a rafforzare la cooperazione tra gli agricoltori ed a chiarire la portata delle regole della concorrenza. Le proposte mirano altresì a facilitare la creazione sia di organizzazioni e di associazioni di produttori, sia di organizzazioni interprofessionali.

Il riconoscimento obbligatorio dell'organizzazione dei produttori è un elemento fondamentale nell'Unione europea. Nelle proposte della Commissione è previsto il cofinanziamento per la loro creazione in tutti gli Stati membri, a prescindere dal tipo di settore, attraverso il secondo pilastro dedicato allo sviluppo rurale.

Inoltre, le economie di scala favoriranno la commercializzazione attraverso la presenza di maggiori canali distributivi e la riduzione dei rischi e questo favorirà anche una migliore ripartizione dello stesso valore aggiunto in seno alla filiera. Inoltre, la nostra proposta relativa alle relazioni contrattuali nel settore del latte mira a rafforzare la posizione dei produttori lattierocaseari.

Anche il tema della diversificazione delle colture, sollevato nella relazione, è trattato nelle proposte di riforma della PAC nell'ambito dell'impegno a favore dell'ambiente. Il partenariato europeo per l'innovazione in materia di produttività e sostenibilità dell'agricoltura e premi alla cooperazione locale innovativa nelle zone rurali possono dare un contributo alla promozione di misure innovative in tutta la catena di approvvigionamento alimentare. Nel partenariato potrebbero rientrare progetti sull'utilizzo razionale delle risorse, l'agricoltura di precisione e così via.

Nel quadro della riforma della PAC sarà anche potenziato il sistema di consulenza agricola e ciò consentirà migliori scambi sulle buone pratiche e la realizzazione di campagne d'informazione rivolte agli agricoltori e ai consumatori. Altro tema di grande importanza è quello delle sementi per le quali è in fase di elaborazione un piano d'azione quale follow-up alla valutazione della legislazione effettuata nel 2010-2011 in materia di commercializzazione delle sementi e dei materiali di moltiplicazione. L'adozione di una proposta della Commissione è prevista per il terzo trimestre di quest'anno.

La relazione allude anche al prezzo di acquisto e di locazione di terreni come ha sollevato l'on. Bové nel corso del suo intervento. Gli autori di uno studio del 2010 cercano di precisare il rapporto tra prezzi dei terreni e pagamenti diretti. La Commissione è pronta a condurre altri studi che consentano di precisare meglio l'incidenza della locazione e dell'affitto dei fondi rustici come costi di input in agricoltura.

L'ultimo punto che vorrei affrontare, anche per rispondere al punto sollevato nel corso del suo intervento dal relatore Bové, prima di passare agli altri aspetti legati maggiormente agli squilibri in seno alla catena alimentare, riguarda l'energia e l'acqua. Migliorare l'uso dell'energia nelle aziende è chiaramente una soluzione vantaggiosa per tutti i soggetti interessati. In effetti, questa soluzione oltre a permettere agli agricoltori di ridurre i costi ha un impatto positivo sul clima.

Il secondo pilastro della PAC prevede meccanismi per promuovere la produzione di energie rinnovabili all'interno e al di fuori delle aziende agricole situate nelle regioni rurali, la trasformazione delle biomasse agricole e forestali e gli investimenti volti a razionalizzare l'utilizzo delle risorse come pure meccanismi per il risparmio energetico. Le misure previste nell'ambito di questo secondo pilastro offrono anche molte possibilità di migliorare la gestione delle risorse idriche.

Onorevoli parlamentari, per quanto riguarda gli squilibri e gli abusi nella filiera agroalimentare, essi sono attualmente aggravati dalla volatilità dei prezzi, problema sollevato dalle tre interrogazioni orali che sono argomenti ai quali la Commissione presta una particolare attenzione. Le pratiche commerciali scorrette fra imprese possono verificarsi a tutti i livelli della filiera alimentare, esse costituiscono una minaccia per gli agricoltori, per le piccole e medie imprese così come per i loro dipendenti e spesso anche per i consumatori.

Quali provvedimenti dobbiamo allora adottare? Fino ad oggi, a livello europeo, le pratiche commerciali scorrette sono state affrontate principalmente nell'ambito delle relazioni tra imprese e consumatori. Per quanto riguarda le relazioni tra imprese, l'Unione ha adottato misure contro termini contrattuali e pratiche commerciali manifestamente iniqui dovuti a ritardi nei pagamenti. La direttiva dovrebbe entrare in vigore entro marzo 2013, ma ho scritto recentemente a tutti i ministri responsabili per invitarli ad anticipare l'entrata in vigore di questa normativa che è una concreta applicazione dello "Small Business Act". Stimiamo infatti che questa direttiva contribuirà a immettere sul mercato circa 180 miliardi di euro.

Esiste inoltre una direttiva in materia di pubblicità ingannevole e comparativa, che mira a garantire pratiche corrette e fissa delle regole per l'autorizzazione della pubblicità comparativa. Insieme alla comunicazione verso un atto per il mercato unico, alla relazione sul monitoraggio del mercato della distribuzione e a seguito della relazione d'iniziativa di questo Parlamento su un commercio al dettaglio più efficace e più equo adottata lo scorso luglio – la relazione Corazza Bildt – la Commissione ha previsto per quest'anno l'adozione di una comunicazione sulle pratiche commerciali scorrette.

Questo testo dovrà definire chiaramente la portata e l'ampiezza del problema nel settore della vendita al dettaglio e sottolineare il carattere frammentario delle regole nazionali e delle loro applicazioni. Signor Presidente, mi scuso se il mio intervento è più lungo del previsto, però sono talmente tante le interrogazioni e talmente concentrate, sarò molto più breve nel corso della replica.

La Commissione ha inoltre consultato le parti interessate per conoscere la loro percezione sulle pratiche commerciali scorrette nell'ambito dello "European business test panel" e sta attualmente analizzando le risposte ottenute. Una volta valutati i dati raccolti, dovremo riflettere su possibili campi d'azione per porre rimedio ai diversi problemi che abbiamo riscontrato.

Inoltre, prevediamo di adottare quest'anno una comunicazione sulla direttiva in materia di pubblicità ingannevole e comparativa. A livello nazionale, alcuni Stati membri hanno già adottato strumenti importanti per favorire la gestione delle relazioni commerciali tra imprese, diritto contrattuale, politiche per le piccole e medie imprese, legge e codice di condotta contro le pratiche scorrette. La Commissione ha dato mandato al forum di alto livello per un migliore funzionamento della filiera agroalimentare di lavorare, tra l'altro, anche sulle relazioni contrattuali tra imprese e sulla trasparenza dei prezzi.

I rappresentanti del settore agricolo, dell'industria, del commercio e della distribuzione hanno recentemente trovato un accordo su un documento sulle relazioni verticali all'interno della filiera agroalimentare e i principi di buona condotta, nel quale viene proposta una definizione comune di correttezza nelle relazioni tra imprese. Inoltre, il documento propone principi guida per i rapporti commerciali tra imprese accompagnati da esempi concreti di pratiche scorrette e non.

Tuttavia, le misure di applicazione di questi principi non sono ancora state valutate e dunque resta da compiere un ulteriore, delicato lavoro. Sulla base dei progressi che si potranno raggiungere nei prossimi mesi la Commissione prenderà una decisione: o continuare ad incentivare tale approccio consensuale oppure, in mancanza di un accordo soddisfacente tra le parti, si riserverà il diritto di vagliare possibili azioni legislative. Attualmente, la Commissione non predilige un'opzione rispetto all'altra, tutte le alternative sono considerate valide compresa quella suggerita dalla relazione Bové.

Infine, come già annunciato nella comunicazione "Migliore funzionamento della filiera alimentare in Europa", la Commissione ha presentato proposte legislative per migliorare la trasparenza dei mercati derivati delle materie prime comprese quelle agricole. In particolare, queste proposte riguardano i prodotti derivati over-the-counter, i mercati degli strumenti finanziari e gli abusi di mercato.

Tali proposte, come ben sapete, sono attualmente in discussione al Parlamento e al Consiglio. Vi ringrazio per l'attenzione e mi scuso ancora con il Presidente se il mio intervento è stato più lungo del previsto.

  Mairead McGuinness, on behalf of the PPE Group. – Madam President, oh to be a Commissioner and be able to have so much time to speak! It was good to hear your fulsome response, Commissioner. I have less time but I will be quite blunt. I would like you to take the comments in this debate as armour and weapons into your struggles on this matter. This House is united about one issue, which is that there is a problem at both ends – and, indeed, in the centre – of the food supply chain. The Bové report, which was an initiative of mine in the EPP Group – and I thank Mr Bové for his work on it – deals with the farm input problem. It is serious, and you have acknowledged that. At the other end we have had the excellent work of my colleague Mrs Patrão Neves on the imbalance of power and the need to look at this.

I am particularly pleased by your words, and I quote you here, that you will ‘reserve the right to legislate’. I think the stakeholders should listen with concern and be prepared to face legislation if there is no cooperation and effective change on this issue.

Commissioner, you mentioned the financial services sector. I think you were right to do that. There is a huge parallel between what has happened in financial services – to the discredit of the European Union – and what is happening in the food supply chain. My interest in this House is in the food supply chain. Food security is fundamental. Are you, as Commissioner, prepared to watch over the destruction of this if we do not take action now?

Let me warn you that, though we have been up early for this debate, there are others in the food chain who have been up much earlier and are taking from the pockets of producers, both their pockets, to cushion their own profits. Some of the practices that are going on you do not even know and we do not fully understand. There is something rotten in this system, and unless politicians have the bottle to call it rotten, there will be no change. Take this debate to the Commission and take action.

  Σπύρος Δανέλλης, εξ ονόματος της ομάδας S&D. – Κύριε Επίτροπε, επιτρέψτε μου να κάνω τρεις επισημάνσεις που αφορούν κυρίως την αλυσίδα εφοδιασμού στις γεωργικές εκμεταλλεύσεις, αλλά επηρεάζουν και την αλυσίδα παραγωγής των τροφίμων. Κατ’ αρχάς, θα ήθελα να τονίσω ότι η ομαλή λειτουργία της αγοράς των τροφίμων είναι αναπόσπαστα συνδεδεμένη με την ομαλή λειτουργία της αγοράς των εισροών που χρησιμοποιεί μια γεωργική εκμετάλλευση και αντιστρόφως. Επομένως, απαιτούνται κανονιστικές ρυθμίσεις ώστε να εξασφαλίζεται διαφάνεια στη διαμόρφωση των τιμών των εισροών αλλά και να διασφαλίζεται η εφαρμογή των κανόνων ανταγωνισμού, η συμμόρφωση με αυτούς τόσο στην αλυσίδα εφοδιασμού των εισροών όσο και στην αγροδιατροφική αλυσίδα.

Δεύτερον, θα ήθελα να τονίσω ότι, κατ’ αντιστοιχία με την πολιτική ποιότητας των γεωργικών προϊόντων, θα έπρεπε να συνδεθεί η ποιότητα των παραδοσιακών σπόρων με την πολιτιστική κληρονομιά των κρατών μελών. Γι’ αυτό και θεωρώ ότι θα ήταν σημαντικό να δημιουργηθεί μία ευρωπαϊκή τράπεζα σπόρων που θα αποθηκεύει και θα διατηρεί τη γενετική ποικιλία των παραδοσιακών φυτών και η οποία θα καταπολεμεί επίσης την απώλεια βιοποικιλότητας που παρατηρείται στις παραδοσιακές ποικιλίες.

Τρίτον, θα ήθελα να υπογραμμίσω ότι η ορθολογική χρήση των εισροών και των πόρων απαιτεί κάτι πολύ παραπάνω από την εφαρμογή κανόνων. Απαιτεί αλλαγή στη νοοτροπία, στις γνώσεις και τις δεξιότητες των αγροτών ώστε αυτοί να υιοθετούν κάθε φορά τα πιο αποδοτικά, ως προς τις συνθήκες, βιώσιμα και καινοτόμα καλλιεργητικά συστήματα. Και αυτό προϋποθέτει, όπως καταλαβαίνουμε όλοι, όχι μονάχα καινοτομίες αλλά και θεσμικές βελτιώσεις, όπως και ποιοτική επιμόρφωση. Εύχομαι ότι η νέα Κοινή Γεωργική Πολιτική θα λάβει υπόψη της όλα τα παραπάνω.

  Marit Paulsen, för ALDE-gruppen. – Fru talman, herr kommissionär! Jag vill ge en eloge till José Bové för hans jobb. Nu ska jag tillåta mig att vara väldigt förenklad, det vill säga mitt budskap kanske inte är till er, kollegor, utan till dem som idag köper sin mat.

Det stora problemet för EU:s bönder, och kanske deras enda ekonomiska problem, är att de får oförskämt dåligt betalt för sitt jobb. Insatskedjan är extremt storskalig och, jag skulle vilja säga, extremt lönsam. Livsmedelsindustrin är hyggligt lönsam, och i handelskedjan är det faktiskt ganska lätt idag att bli en välbeställd småföretagare.

Mitt i denna gigantiska kedja står den enskilde bonden, och även om vi tycker att det är en storbonde så är han eller hon en nästan osynlig länk i den stora livsmedelskedjan, trots att det är bonden som är den riktigt stora förvandlaren av insatsvaror till råvaror för nästa led i kedjan.

Jag skulle vilja be er att ett ögonblick föreställa er följande: om bönderna fick tillräckligt bra betalt för det som de säljer på marknaden, då skulle faktiskt EU:s inkomstsubventioner kunna förvandlas till ett investeringskapital för landbygdens utveckling, för miljön, för klimatet, för djuromsorgen och för infrastrukturen. Tänk vilka resurser som skulle stå till vårt förfogande den dagen bönderna får rimligt betalt för sitt jobb!

  Alyn Smith, on behalf of the Verts/ALE Group. – Madam President, I will be no exception in congratulating my colleague José Bové for this very timely and very powerful report. It pulls together a number of the interlocking and mutually reinforcing factors which are impacting on our food supply chain and making the lives of European and global farmers more difficult. Indeed, there are times when the economics of farming are not so much a science as more of a voodoo cult. It is amazing that anybody is actually in farming at all and that we have any food to eat.

The fact is that the increased concentration of market power downstream of farming, in processing industries, trade companies and supermarkets, and upstream of farming, in terms of increasing costs for fertilisers, energy, feed, seed, water, loans and land rent, is undermining the proper functioning of the food supply chain in Europe. Farmers are facing a squeeze between rising costs for input and low farm-gate prices.

For those colleagues – usually those not present in these debates – who have suggested that the free market is working, I have some statistics from the Scottish Agricultural College report on power in agriculture – actual statistics on market concentration – showing that four companies worldwide account for 75-90%, by some measures, of global grain trade, seven companies control all fertiliser supply, five companies share 68% of the global agrochemical market, and three companies control almost 50% of the proprietary seeds market. If you add to that the supermarkets’ and processors’ power, it really is surprising that our farmers are in business at all. So to those who would say that the free market in agriculture is working – well, prima facie, no it is not.

We saw what happened – as other colleagues have mentioned – with the breakdown of the interbank lending market earlier in this economic crisis. It is the poorest who are hit hardest, and our citizens are very much in the frame for this. So I was delighted, Commissioner, to hear your fulsome presentation this morning, and I hope you will gather from this debate that this House is looking for more action from the Commission, not less. We are your ally in this and, if anything, we want to see more urgent activity from the Commission on the many issues raised in this report.

We want to see further action because this is not going to go away or get better. Quite the reverse – the market is concentrating further day by day in a world where we are increasingly seeing instability in energy prices, global instability and its political knock-on effects, and climate change making parts of the world wetter, parts of the world drier, and all of the world more climatically unstable. We are not going to see our food supply chain getting calmer.

We need to act on this urgently. CAP reform has never been more urgent and this report deserves to be absolutely fundamental in all our minds as we take forward the CAP reform project with you Commissioner. We look forward to that effort.

W ubiegłej kadencji udało nam się w Parlamencie przyjąć rezolucję wzywającą do przeciwstawienia się nadużywaniu dominującej pozycji przez wielkie sieci handlowe w stosunku do konsumentów, ale przede wszystkim w stosunku do rolników. Byłem jednym z współautorów tej deklaracji i pamiętam, że kiedy po jej przyjęciu organizowaliśmy konferencję prasową, to niektóre z organizacji rolniczych, które wspierały zbieranie podpisów pod tą deklaracją, prosiły wręcz, żeby ich nie wymieniać publicznie, bo obawiają się jakichś represyjnych działań ze strony tych wielkich sieci handlowych. To pokazuje skalę tego problemu. Zarówno w prawie unijnym, jak i w prawach krajów członkowskich istnieją prawne instrumenty, żeby się temu skutecznie przeciwstawić, i powinno się to stosować.

Chcę zwrócić uwagę na zakłócenia w konkurencji, które wynikają z nierównych praw naszych rolników, zarówno w konkurencji zewnętrznej: a więc nierówne standardy, wyższe wymagania od naszych rolników niż od importerów, jak i wreszcie w konkurencji wewnętrznej – nierówność dopłat. Jest to bardzo poważny problem, który również zakłóca rynek rolny w Unii Europejskiej.

Graudi tiek lietoti bioetanolam, rapsis — biodīzelim, kukurūza — biogāzei utt. Līdz ar to finanšu līdzekļi, kuri agrāk apgrozījās fosilās degvielas tirgū, tagad ieplūst arī pārtikas ražošanas sektorā un izraisa neatbilstošas cenu svārstības. Manuprāt, Eiropas Komisijai steidzīgi jāpievērš šim jautājumam pastiprināta uzmanība, iespējami īsākā laika periodā jāizstrādā mehānisms, kurš novērstu finansiālās spekulācijas uz šo faktoru pamata pārtikas tirgū. Par maz tiek veltīts uzmanības un pievērsta uzmanība augsnes auglības celšanas jautājumiem. Eiropas Komisijai ir jāstrādā un jāpieņem, manuprāt, administratīvo pasākumu kopums, lai palielinātu lauksaimnieku ekonomisko autonomiju un nepieciešamo resursu izmantošanu. Godīgi un taisnīgi, ka arī ekonomiski pamatoti tiešie maksājumi ir viena no iespējām lauksaimniekiem samazināt resursu piegādes svārstības negatīvo ietekmi uz stabilitāti lauksaimniecības ražošanā. Tāpēc arī šim jautājumam ir jāpievērš vislielākā uzmanība un jāprasa atbildība. Paldies!

  John Stuart Agnew, on behalf of the EFD Group. – Madam President, during my farming lifetime I have seen wheat yields triple, and during my farming lifetime I have seen sugar beet yields triple. In addition to that, those sugar beet have gone from being randomly monogerm to consistently monogerm, and all that is down to the efforts of plant breeders. They have to be rewarded for the work that they do. They are in great competition with other plant breeders and the farmer, I can assure you, is the most brutal customer of the lot. If he does not like a variety he will drop it like a stone. The price of failure for a plant breeder is very high indeed: it is 10 years’ work straight down the drain.

Somebody was talking about maintaining seed banks. I can assure you that the seed breeders themselves do that. Actually, seed is one of the farm inputs that farmers have a huge degree of control over, and in the UK a farmer has three choices. He can either maintain an old variety on which no royalty is payable, or he can multiply up a new variety. He will then have to declare that he has done so and pay a modest acreage royalty. He can expect to be inspected, or he can simply buy a bag of seed where the royalty is part of the price. All of these things he can do. This works well in the UK. I do not see the necessity to call on the Commission to interfere in this in any way at all.

You will be well aware that Burns Night is coming up, so I will be wearing a kilt in Brussels for three nights next week as we celebrate our national poet, but that is not actually the reason I am rising to speak.

I pay tribute, Mr Agnew, to your personal interest and activity in the Committee on Agriculture and Rural Development, where you are an active and engaged Member, but I hope you agree with us that, surely, the way to deal with the problems you have raised, the problems that are raised in this report and the problems that colleagues have raised, is by all of us working together within our family of nations and our single market to make sure that we maximise the benefits for our consumers of the single market, to the benefit of our producers.

I would be curious to hear your response to that, given your party’s position of isolationism within the world market.

  John Stuart Agnew (EFD), Blue-card answer. – For a start we are not isolationist; we are just the opposite. We want to trade with the whole world and not just be bogged down with the EU. I did not raise any problems; I said that this is something working satisfactorily so do not interfere with it.

I will give you an example of the market. I am an egg producer – free-range eggs. They were in surplus in 2011 – no subsidy on that. I accepted the discipline of my packer and I reduced my production to squeeze out the surplus. Because I did that and made the sacrifice, it worked and the packer then gave me cash compensation. That is the free market working, but farmers must accept discipline. It is no good running to the taxpayer the whole time.

  Diane Dodds (NI). - Madam President, firstly may I thank the rapporteur for his work on this issue and the focus that he brings to a wide variety of problems that farmers are facing today. Whilst the rapporteur highlights generally the problems in terms of cost of production versus farmgate prices, in Northern Ireland – despite these difficulties – agriculture continues to contribute to the economy. We have heard colleagues say today that this really is quite a miracle, given the problems that farmers face.

However, the agri-food sector in Northern Ireland has grown significantly, accounts for 20% of sales from the manufacturing industry and now, in a very small region, provides 50 000 direct jobs. We should recognise the absolute importance of this industry to our economy. It is an industry which has proved resilient in difficult economic conditions and should provide further private-sector growth if given the proper support and freedom from oppressive legislation. There is no doubt that many of the issues raised by the report are valuable, but I believe that the greatest contribution that we can make to a sustainable and competitive sector is in producing a common agricultural policy that sees food production and European food security as its aim and objective.

Over recent weeks I have been talking to farmers in my own constituency and they see the proposals from the Commission as complex, overbearing in terms of environmental objectives and favouring landowners over active food-producing farmers. In our discussions on CAP reform, if we miss the opportunity to provide an environment for increased productivity and one which provides food and supply security, we will only continue to increase price volatility for farmers and consumers.

Also, Commissioner, I was interested in your brief run-down on some of the common agricultural policy proposals. You mentioned specifically crop rotation as has been envisaged in the Pillar One proposal. In Northern Ireland this is seen as much too prescriptive and almost certainly will put small mixed farms out of work. It is simply not workable.

In my own country, can I urge the UK Government to get on with its plans for the supermarket ombudsman and to give that ombudsman a range of powers which will actually tackle the issue.

  Albert Deß (PPE). - Frau Präsidentin, Herr Kommissar, liebe Kolleginnen und Kollegen! Ich danke dem Kollegen Bové für den Bericht, den er vorgelegt hat, und auch der Kollegin Patrão Neves für die Initiative zu diesem heutigen Entschließungsantrag. Wir haben zwei Entwicklungen, die mir Sorge bereiten. Zum einen ist es die Entwicklung, Herr Kommissar, das Auseinanderdriften zwischen den Betriebsmittel- und den Erzeugerpreisen, und zum anderen ist es die Situation in der ganzen Handels- und Versorgungskette.

Herr Kommissar, ich habe gerade nachgeschaut: Am 27. Juli 1961 habe ich mit 14 Jahren die Genehmigung erhalten, einen Traktor fahren zu dürfen, und meine erste Arbeit war, Getreide in die Brauerei zu fahren. Ein Doppelzentner – 100 kg – hat damals umgerechnet 25 Euro gekostet. Auf dem Nachhauseweg habe ich mir eine Tageszeitung gekauft, die hat umgerechnet 5 Cent gekostet. Getreide kostet heute statt 25 Euro 20 Euro, die Zeitung kostet statt 5 Cent 70 Cent. Hätten sich die Getreidepreise so entwickelt wie die Zeitungspreise, dann müssten die Verbraucherinnen und Verbraucher für 100 kg Getreide heute 350 Euro bezahlen.

An diesen Zahlen sieht man, was die Bauern und Bäuerinnen in Europa leisten und welchen Beitrag sie geleistet haben, dass unsere Verbraucherinnen und Verbraucher günstige Nahrungsmittelpreise erhalten.

Was mich ärgert, und ich bin selbst Vorsitzender einer bäuerlichen Genossenschaft, das ist das Thema Zahlungsziele. In der Kürze der Zeit möchte ich mich darauf beschränken. Es ist Unsitte geworden, dass die Handelsketten diese bäuerlichen Genossenschaften mit immer längeren Zahlungszielen belasten. Ursprünglich war es einmal 24 Tage, heute sind es selbst in Deutschland oft 60 Tage. Das heißt, wenn wir Frischmilch liefern, liefern wir die 30. Lieferung bevor wir die erste Lieferung, bezahlt bekommen. Herr Kommissar, hier ist dringend Handlungsbedarf. So, wie wir bei Roaminggebühren eingegriffen haben, müssen wir hier bei den Zahlungszielen eingreifen. Anders lässt sich das nicht regeln. Ich bitte Sie darum!

  Paolo De Castro (S&D). - Signora Presidente, onorevoli colleghi, signor Commissario, con la relazione dell'on. Bové, che ringrazio per il suo lavoro, l'Europa punta decisa verso la definizione di un quadro legislativo per garantire equità e maggiore trasparenza nei rapporti all'interno della filiera agroalimentare.

In tale ambito sono molto apprezzabili gli spunti e le richieste approvate in commissione agricoltura e sviluppo rurale. Maggiori livelli di trasparenza dei prezzi, riduzione dei costi degli input produttivi, una gestione più efficace dell'energia e delle risorse naturali all'interno della filiera, solo per citarne alcune delle più importanti.

In virtù di tali premesse, signora Presidente, e approfittando della presenza del Vicepresidente Tajani, ritengo opportuno ricordare il punto centrale della risoluzione congiunta sugli squilibri della catena alimentare, che sono stati anche richiamati dai colleghi: un sistema europeo di armonizzazione dei tempi di pagamento nelle transazioni commerciali tra produttori agroalimentari e sistema distributivo.

Non possiamo più permetterci, signor Commissario, distorsioni di concorrenza tra produttori europei, non è più tollerabile che esistano differenti legislazioni nazionali che regolano in maniera differente tempi di pagamento, accordi contrattuali e scontistica. Una disomogeneità territoriale che aggrava questa fase di estrema volatilità dei mercati dove repentini rialzi dei prezzi non si traducono in margini più alti per gli agricoltori che, al contrario, vedono sempre di più ridurre i loro redditi.

Noi, in Parlamento, Vicepresidente Tajani, siamo pronti a sostenere una proposta legislativa in tal senso e so del lavoro che Lei sta facendo col gruppo di alto livello e quindi mi auguro davvero presto di poter vedere una proposta legislativa di armonizzazione sui sistemi distributivi in Europa.

  George Lyon (ALDE). - Madam President, this is a very timely debate, and I would add my congratulations to José Bové for a well balanced report that highlights the real problems that farmers face because, as other speakers have pointed out, on the one hand farmers are selling their produce to a handful of very powerful multinational retailers, and on the other hand they are purchasing their inputs from a handful of very powerful agrochemical or agro-industry multinational suppliers. The result, of course, is that farmers are squeezed from both sides by these huge and powerful companies.

This highlights the urgent need for action in the CAP reform and in other areas where the Commission is taking action to try and help this matter. We need to strengthen the hand of farmers when it comes to negotiating (a) with the retailers, and (b) with their input suppliers. If we can achieve that, what will then happen is a better return for farmers, a better margin, and less reliance on the need for taxpayers’ support in the future.

There is one particular area that I think needs immediate action from the Commission, and that is in regard to the fertiliser market. If I could give you the example, Commissioner, of the UK fertiliser market, there is a monopoly manufacturer for nitrogen fertiliser called GrowHow. It is 50% owned by its largest competitor Yara, which is the largest fertiliser manufacturer in the world. The other half of GrowHow is owned by CF Industries, which is the largest manufacturer of nitrogen-based fertilisers in North America. Surely this level of consolidation means there is little real competition in the UK marketplace. I suspect this is replicated throughout the rest of Europe. The only competition they face is from the blenders, but they unfortunately have to buy their nitrogen from that same supplier.

So between 2003 and 2009, output prices for agricultural products increased by 35%, their inputs increased by 42%, but fertiliser increased by 173%. That is evidence that the market is failing. Commissioner, could you give me a guarantee that you will investigate this matter and ask the Competition Commissioner to look closely at how the fertiliser market is operating in the EU?

  Bart Staes (Verts/ALE). - Voorzitter, collega's, commissaris, in 2010 al keurden we het verslag van José Bové goed, dat zich concentreerde op de marktkrachten waaraan boeren en boerinnen hun productie verkopen: de verwerkende industrie, de distributiesector. Nu richten we onze aandacht opwaarts, met enerzijds steeds stijgende grondstoffenprijzen en anderzijds een toenemende afhankelijkheid van boeren van een sterk geconcentreerde toeleveringssector. Meneer Lyon heeft het net daarover gehad.

Dit nieuwe verslag-Bové reikt de actieve boeren een helpende hand en het zet een strategie uit naar een landbouwbeleid dat socialer is en dat zorgt voor een behoorlijk inkomen voor landbouwers. Een beleid ook dat groener is. Een beleid met een nog grotere zorg voor duurzame landbouwpraktijken. Een beleid ook dat een concrete bijdrage levert aan de strijd tegen klimaatverandering. Een beleid ook dat gericht is tegen de meedogenloze monopolies van zaad- en voedselgiganten.

Dit verslag zorgt voor een hecht bondgenootschap tussen dit Parlement en actieve boeren, en het verdedigt de autonomie van boeren, boerinnen en consumenten en het verdient onze volledige steun. Proficiat José Bové!

  Hynek Fajmon (ECR). - Paní předsedající, evropské zemědělství prochází obtížným obdobím, mimo jiné i v důsledku toho, že se celá Evropská unie v poslední dekádě výrazně rozšířila přijetím nových členských států. Konkurence na zemědělském trhu se tak výrazně zvětšila a tento konkurenční tlak nyní všichni zemědělci v Evropě pociťují. Řada z nich se s tím vyrovnává dobře, ale někteří tomuto tlaku čelit nedokážou a z odvětví postupně odcházejí. To je ale přirozené a správné a jakákoliv snaha tomu bránit je, podle mého soudu, odsouzena k neúspěchu. Musíme naopak zemědělskému sektoru pomoci tím, že uvolíme zbytečné regulace a kvóty, které brání rozvoji zemědělství. Zrušení kvót a limitů na víno, mléko, cukr a další poskytne příležitost pro růst i v zemědělském sektoru. Právě tyto kvóty jsou překážkou pro růst evropského zemědělství a podobně je rovněž potřeba usnadnit fungování alternativních distribučních kanálů, jako je prodej ze dvora nebo v České republice i jinde úspěšně rostoucí prodej z farmářských trhů.

Est-ce que vous vous rendez compte de ce que, dans le secteur du lait, par exemple, où les quotas avaient permis de préserver un système sans grandes crises pendant vingt-cinq ans, à peine avait-on annoncé leur suppression à l'horizon 2015, mais organisé en fait leur disparition bien avant 2015, ce secteur a connu sa crise la plus grave à l'automne 2009, et le prix a plongé, passant de 45 cents à 19 cents? Est-ce cela que vous voulez imposer dans tous les autres types de production, soi-disant pour protéger le secteur agricole?

  Hynek Fajmon (ECR), Odpověď na otázku položenou zvednutím modré karty. – Já jsem přesvědčen o tom, že kvóty dlouhodobě nemohou existovat a nemají existovat, že máme evropský trh, jednotný, velký a že kvóty na tyto komodity už potřeba nejsou.

Byly potřeba po druhé světové válce, kdy bylo nutné stabilizovat evropské zemědělství, ale dneska už podle mého soudu potřeba nejsou a je nutné přistoupit k jejich postupnému odstranění a myslím si, že to naopak povede k lepší alokaci kapitálu a k tomu, že bude trh lépe fungovat.

  Jaroslav Paška (EFD). - V úsilí udržať ceny poľnohospodárskej produkcie na stabilnej úrovni hľadáme rozličné opatrenia, ktorými by sme dokázali eliminovať nepriaznivé dopady narastajúcich cien vstupov pre poľnohospodársku produkciu.

Vzhľadom na to, že reálne nedokážeme našimi opatreniami udržať ceny energie, mechanizácie, krvných zmesí, hnojív, pesticídov, osív ani vody dlhodobo na stabilnej úrovni, nerobím si ilúzie o tom, že by sme dokázali byť v tomto úsilí úspešní. V otvorenom trhovom prostredí sa vyššie ceny vstupných a výrobných nákladov vždy oprávnene premietajú aj do výrobnej ceny príslušného produktu. Preto si myslím, že v našom úsilí o riešenie problémov potravinového reťazca by sme sa mali viac zamerať na riešenie nerovnováh a nerovností vo vzťahu medzi poľnohospodárskou prvovýrobou a spracovateľským odvetvím či obchodnými reťazcami, lebo najmä v tejto oblasti dochádza k najvýznamnejším cenovým deformáciám v neprospech prvovýroby.

Nechcem tvrdiť, že v oblasti vstupov pre poľnohospodárske podniky, napríklad v oblasti dodávania osív, je všetko v poriadku. K najvýznamnejším cenovým deformáciám však, myslím si, dochádza v reťazci medzi prvovýrobou a spracovateľmi či obchodom.

  Andreas Mölzer (NI). - Frau Präsidentin! Ich halte es für sehr positiv, dass nun in einem neuen Initiativbericht auf die Probleme in den der Landwirtschaft vorgelagerten Bereichen eingegangen wird. Dabei ist meines Erachtens auf die Senkung der Kosten der Betriebsmittel besonderer Wert zu legen. Sie sind in den letzten Jahren bekanntlich im Verhältnis zu den Einnahmen aus der Landwirtschaft unverhältnismäßig gestiegen. So sind die Energiekosten in der Landwirtschaft in der Zeit von 2000 bis 2010 um ca. 60 % gestiegen, während die Erzeugerpreise nur um 25 % zugelegt haben. Die Einrichtung einer Preisbeobachtungsstelle – wie vom Berichterstatter vorgeschlagen – ist sicherlich der richtige Weg. Es muss gelingen, den Wettbewerb unter den Betriebsmittelerzeugern zu steigern und so für die Landwirte attraktivere Preise zu erreichen.

Die Landwirte versuchen Ihrerseits bekanntlich bereits, in einigen Bereichen die Kooperation untereinander zu intensivieren und so ihr Potenzial zur Effizienzsteigerung auszuschöpfen. Mittel- und langfristig wird es aber notwendig sein, insbesondere für Bauern, die nach ökologischen und biologischen Grundsätzen arbeiten, ein besseres Preisklima für ihre Produkte zu erzeugen, um ihr langfristiges Überleben – vor allem in den alpinen Randregionen – sicherzustellen.

  Esther Herranz García (PPE). - Señora Presidenta, señor Comisario, estimados colegas, mis primeras palabras son de agradecimiento a mi colega la señora Patrão porque durante estos meses ha defendido contra viento y marea la oportunidad de esta resolución que estamos debatiendo hoy y que, después, votaremos. Han sido muchos los obstáculos que ha tenido que ir sorteando la señora Patrão, con el apoyo del Grupo Popular, y quiero felicitarla por ese trabajo que nos ha llevado hasta el día de hoy.

Señorías, queridos colegas, el agricultor, hace cincuenta años, recibía el 50 % del precio final que pagaba el consumidor; sin embargo, ahora no llega ni al 10 % en muchos casos. Al mismo tiempo, en veinte años, las cadenas de distribución han pasado de tener un 21,7 % de cuota de mercado a un 70 %. Algo está pasando, y es evidente.

Hay que adoptar medidas para que la cadena de distribución de los alimentos sea más equitativa, más igualitaria, más justa.

En primer lugar, habrá que mejorar las redes de seguridad de las que nos dota la Política Agrícola Común para asegurar esos precios adecuados; habrá que dotarse de un marco comunitario que asegure relaciones de equilibrios y evite abusos; habrá que tipificar y prohibir prácticas abusivas en esos márgenes comerciales; habrá que concentrar la producción, fomentando las organizaciones de productores, de agricultores y ganaderos; y habrá que asegurar condiciones iguales de competencia para todos los productores, con iguales oportunidades e iguales obligaciones ―y me estoy refiriendo a esos productores que están fuera de la Unión Europea y no cumplen con los mismos estándares de calidad, seguridad alimentaria, bienestar del ganado y todas esas cosas que son tan necesarias que obligamos a nuestros productores a que las cumplan—.

¿Dónde hacemos todo esto? Pues en la próxima reforma de la PAC. Tenemos que mejorar las relaciones contractuales en esa reforma de la PAC. El objetivo: mejorar el posicionamiento del sector primario dentro de la cadena; mejorar la política comercial de la distribución; evitar el aumento constante de la especulación con los alimentos; tener en cuenta y mejorar esos márgenes que están causando un aumento de los costes no agrícolas; y, por último, asegurar a los productores que todos los productos del mercado de la Unión cumplen con los mismos estándares de calidad.

  Iratxe García Pérez (S&D). - Señora Presidenta, señor Comisario, no es la primera vez que debatimos sobre los desequilibrios de la cadena de suministro de alimentos y, siempre, ya sea cuando hablamos de insumos agrícolas o de producto final, el eslabón débil es el del productor primario.

En la actualidad nos encontramos en pleno debate sobre la reforma de la PAC, y la mayor preocupación por parte del sector es el grave problema referido a los precios. Los costes de producción son cada vez mayores y se encuentran con la imposibilidad de repercutirlos en los precios.

Es preciso por ello reforzar a nivel comunitario la legislación vigente en materia de contratos agrarios, organizaciones interprofesionales y organizaciones de productores, así como potenciar instrumentos como los observatorios de precios, que analicen el proceso de formación de precios a través del análisis de costes, procesos y márgenes, y, por supuesto, buscar un equilibrio entre la regulación del sector agroalimentario y las normas de competencia.

En este sentido, quiero poner de relieve la necesidad de que la Comisión adapte su alcance y aplicación en materia agrícola para que los productores o sus organizaciones interprofesionales puedan de manera efectiva mejorar su posición negociadora.

  Britta Reimers (ALDE). - Frau Präsidentin, Herr Kommissar, verehrte Kollegen! Wir brauchen in Europa funktionierende Märkte mit Raum für Wettbewerb. Dies erreichen wir aber nur dann, wenn es dort mit gleichen Rechten zugeht. Landwirte treten als verhältnismäßig kleine Einzelunternehmer am Markt auf. Im vor- und nachgelagerten Bereich haben wir hingegen oft größere Unternehmensstrukturen. Deshalb begrüße ich es, dass die Kommission sich den Markt einmal nicht nur aus Verbrauchersicht, sondern auch aus der Sicht der Produzenten anschaut. Wenn wir dort Ungleichgewichte haben, müssen wir Wege finden, diese zu beseitigen, ohne zu viel Bürokratie aufleben zu lassen und ohne an anderer Stelle neue Ungleichgewichte zu schaffen. Wir wissen alle, wie sensibel Märkte reagieren. Gerade jetzt in der Schuldenkrise sehen wir das tagtäglich. Deshalb ist es wichtig, sorgfältig zu prüfen, wenn wir eingreifen.

Märkte brauchen vernünftige Rahmen, um ein Mindestmaß an Gleichgewicht zu ermöglichen. Aber sie brauchen auch ausreichend Freiheit, um zu handeln und handeln zu können. Von dieser Grundregel darf die Landwirtschaft nicht ausgenommen sein. Nur ein Gleichgewicht von Freiheit und Verantwortung lässt alle Teilnehmer am Markt ihre Vorteile abschöpfen und trägt so dauerhaft zu Wachstum und Wohlstand bei.

  Richard Ashworth (ECR). - Madam President, Commissioner, our farmers are being squeezed between ever-rising input prices on the one hand, and very tough competitive market conditions for agricultural commodities on the other. Faced with this problem the Commission has two options. They should be reluctant to regulate markets – that is usually heavy-handed and rarely effective – but they should offer encouragement and support to the industry by indicating best practice on all sides.

There are three things you can do here, Commissioner. Firstly you should encourage farmers to cooperate with one another: by working together they can exploit their strengths to buy inputs better, process production better and thereby add value. You can empower farmers by ensuring that there is transparent market information always available; and you can enable farmers by amending competition law, promoting codes of conduct, illustrating best practice and simplifying the common agricultural policy.

I am disappointed that the Commissioner’s proposals for CAP reform fail to recognise adequately the strategic importance of a viable, competitive agricultural sector. How fortunate the Commissioner is that he has José Bové here today to offer him sound practical advice. It is a good report, José. Thank you.

  Bastiaan Belder (EFD). - Voorzitter, allereerst van harte gefeliciteerd met uw herverkiezing als ondervoorzitter.

De waardeverdeling in de voedselvoorzieningsketen is verre van eerlijk. Het verslag van collega Bové en de mondelinge vragen leggen de vinger op de zere plek. De primaire producent zit klem tussen sterk geconcentreerde grondstoffenleveranciers en machtige afnemers. Hogere inputkosten kunnen door de primaire producent niet vertaald worden in hogere outputprijzen. Primaire producenten blijven een uiterst kwetsbare groep als het gaat om de waardeverdeling in de keten en daarom moeten zij juist wel de ruimte hebben zich samen sterk te maken, zoals mijn collega Ashworth zojuist zei.

Kan de Commissie verduidelijken hoeveel ruimte de wetgeving op dit moment biedt, specifiek voor het maken van afspraken om de kosten voor duurzaamheidsinitiatieven terug te verdienen? En hoe zit het met de ruimte voor zelfregulering? Welke maatregelen voorziet de Commissie om ongewenste machtsposities van afnemers aan te pakken?

  Agnès Le Brun (PPE). - Madame la Présidente, Monsieur le Commissaire, chers collègues, tout d'abord, je voudrais remercier Maria Patrão Neves pour son excellent travail. Félicitons-nous de ce consensus général qui a su se dégager sur ce texte. Le sujet nous y incitait.

Depuis des années, la part du revenu qui revient aux agriculteurs ne cesse de diminuer. Comme les statistiques le montrent, cette diminution ne tire pas son origine d'un acteur en particulier, mais elle est provoquée par le déficit de poids structurel dont les producteurs souffrent au sein de la chaîne alimentaire.

Cela a déjà été dit maintes et maintes fois par plusieurs d'entre nous, mais je ne sais pas s'il faut s'en réjouir ou s'en inquiéter. Cela a été maintes fois répété: il faut permettre aux producteurs de peser dans la chaîne de la manière la plus fidèle qui soit et surtout en proportion de leur importance. Les règles de la concurrence doivent s'appliquer de la même manière à tous et ne pas aboutir à ce profond déséquilibre que nous avons déjà souligné. Or, la réalité est évidemment bien éloignée de cela. Cette inégalité de traitement vient en grande partie de l'application diverse des règles européennes par les autorités nationales de concurrence.

En tant que députés européens, nous sommes sur le terrain, nous sommes des relais du terrain et nous pouvons témoigner des difficultés que rencontrent un grand nombre d'exploitants ou d'organisations de producteurs lorsqu'ils veulent s'allier pour faire face aux transformateurs, aux distributeurs, mais aussi à leurs propres concurrents. En matière de concentration, notamment, la définition du marché pertinent varie d'un État à l'autre.

Lorsque des producteurs veulent se regrouper pour peser plus lourd, certaines autorités nationales de la concurrence les en empêchent. Elles considèrent que le marché national n'a pas à subir cette concentration et le poids devenu important de cette nouvelle organisation. Au contraire, dans d'autres États membres, c'est l'inverse qui se produit. Ces regroupements sont autorisés, car le marché pris en compte, le marché dit pertinent, est le marché européen. Leurs poids est alors proportionnellement moins important et leur position n'est pas considérée comme dominante. On voit bien que cette situation n'est pas tenable.

La Commission et la Cour de justice, en tant que gardiennes de la légalité communautaire et de l'application uniforme du droit, doivent veiller à ce que ces autorités nationales ne maintiennent pas les organisations de producteurs dans un état d'infériorité qui grève leurs capacités de négociation.

  Marc Tarabella (S&D). - Madame la Présidente, Monsieur le Commissaire, je voudrais d'abord saluer José Bové pour son excellent rapport qui montre, évidemment, l'intérêt de préserver les producteurs à la base, car si les trois acteurs en présence sont bien connus, à savoir les producteurs, les industriels de la transformation ou les petites entreprises de la transformation, et la distribution, seuls les producteurs souffrent aujourd'hui. Les deux autres grands secteurs sont concentrés, voire très concentrés. C'est le cas pour la distribution. Les producteurs sont quant à eux assez démunis et très dispersés.

Il faut donc essayer de les organiser comme nous venons de le faire avec le rapport sur le lait avec M. Nicholson. Nous avons essayé de leur donner plus de force. Je pense que cela ne suffira pas. Il y aura certainement à mon avis, deux aspects importants. Premièrement, il faudra les organiser, mais sous le contrôle de l'autorité publique parce qu'il faut – et cela a été dit tout à l'heure par un collègue – un observatoire des prix et des marges, car seule l'autorité publique peut garantir un équilibre entre les différents acteurs. Deuxièmement, il va falloir, à mon avis, arrêter d'attribuer à la concurrence la sacro-sainte valeur qu'on lui donne. Ce qui compte d'abord et avant tout, c'est le bien-être de chacun des acteurs de la chaîne alimentaire au service du bien-être de tous. Cela est supérieur aux règles de la concurrence.

  Liam Aylward (ALDE). - Madam President, it is one of the great misconceptions of agriculture that higher food prices automatically translate into higher farm incomes. However, it is the experience of farmers in my own Member State, Ireland, that they are not getting fair play or a fair return in the food supply chain.

In 2010, average farm incomes in Ireland were EUR 17 700, or just over 50% of the average industrial wage. Since 2000 the cost of on-farm production has increased by over 37%, despite major efficiencies at farm level. At the same time the price paid to farmers has increased by only 14%. I have no doubt that this imbalance is replicated for farmers right across the EU.

It is clear that primary producers are being squeezed from both sides of the food supply chain. On the one side they receive low-grade farm gate prices due to the strong position of processors and retailers, and on the other side they pay high input prices due to increased concentration of input companies. Total input costs for EU farmers rose by almost 40% between 2000 and 2010 and costs continue to increase for farmers year on year. The upper pressure on these prices will rise further as a result of resource scarcity and a growing demand for food. On the other side of the chain, retailers have used their powers over farmers to implement a number of methods such as ‘hello money’, ‘pay to play money’, payment delays, shelf space pricing and carrying the costs of discount campaigns, which cut away at the returns of farmers and buy their produce in unfair and unbalanced conditions.

This is about fair return for fair work, making a viable living from work that brings added value to the environment, delivers food security and puts food on the table of the European citizens. The retailers, processors, food suppliers and consumers are key stakeholders in the food supply chain, but so is the farmer. I think we should remember that.

  Kay Swinburne (ECR). - Madam President, the rising cost of food is of great concern, particularly at this time of economic hardship.

From an economic and monetary affairs perspective, we will deal in detail with the issue of commodity derivatives, and agricultural markets in general, in the regulation on markets in financial instruments and the Market Abuse Regulation over the course of this year. We need, however, to ensure that our financial services legislation is joined up with our wider agricultural policies. The key will be transparency. Ultimately we do not know what role financial market participants are playing in the world’s commodity markets because there is a lack of transparency in the trading process.

This report makes clear just how many factors influence the price of food, yet it is easy for politicians directly to blame banks and hedge funds for price volatility. This is not a two-dimensional discussion, and the Commission needs to look for more sophisticated tools to remove the opacity in commodity markets and give financial regulators a full toolbox. They really need to clamp down on any abusive behaviour as and when it may occur.

Nevertheless, we need to proceed with caution, as food producers need to be able to continue to use agricultural commodity derivatives to hedge their business exposures. Financial participants should, however, reduce – not cause – volatility in our prices.

  Czesław Adam Siekierski (PPE). - Niezwykle trudna sytuacja producentów rolnych zagraża przetrwaniu wielu gospodarstw. Ochrona interesów rolników jest więc sprawą priorytetową. Szczególną uwagę musimy skupić na małoobszarowych rodzinnych gospodarstwach rolnych oraz gospodarstwach położonych na terenach o niekorzystnych warunkach gospodarowania, zwłaszcza górskich czy oddalonych, które tę sytuację odczuwają wyjątkowo dotkliwie z uwagi na wyższe koszty produkcji, energii przeznaczonej na transport czy prace polowe.

Jak wiemy, na zaistniałą sytuację ma wpływ wzrost cen surowców, energii, nawozów i innych środków produkcji. Ale musimy brać pod uwagę to, że występują wyjątkowo silne działania monopolistyczne na rynku środków produkcji, przetwórców, a także w handlu. Dlatego podzielam zdanie, że kwestią tą powinny zająć się europejskie i krajowe organy do spraw konkurencji oraz popieram inicjatywy dążące do zwiększenia przejrzystości cen środków produkcji rolnej oraz europejski system monitorowania cen żywności opracowany przez Eurostat. Potrzebny jest nam silny system prawny monitorujący, regulujący podobne praktyki.

Rynek rolny wymaga pewnej interwencji. Samoregulacje rynku rolnego – przy specyfice produkcji rolnej zależnej od warunków atmosferycznych czy biologii – nie są w pełni możliwe. Tym bardziej, że na rynku rolnym nasiliły się spekulacje, co bardzo wyraźnie odczuliśmy. Musimy też rozwijać rynki lokalne, targowiska, inne formy handlu, które skrócą ten łańcuch między producentem żywności a konsumentem. To wpłynie na poprawę jakości artykułów rolnych, a także na obniżkę cen oraz zwiększy korzyści i dla konsumentów, i dla producentów rolnych.

  Wojciech Michał Olejniczak (S&D). - Pani Przewodnicząca! Od wielu lat uczestniczę w debatach poświęconych trudnej sytuacji rolników Unii Europejskiej. Niestety z przykrością muszę stwierdzić, że wiele zapowiedzi, które padały również na tej sali w ostatnich latach z ust Komisji Europejskiej do dzisiaj nie zostało zrealizowanych. Już dawno obiecano, że rolnicy będą mieli specjalne umowy, które zagwarantują im ciągłość odbioru produkcji, ale z drugiej strony też zagwarantują odpowiednie ceny. Z drugiej strony stale pogarsza się sytuacja względem dostawców. Rolnicy są w tragicznej sytuacji. Ich specjalizacja, dążenie do większej wydajności spowodowało, że przez ostatnie lata rolnicy uzależnili się od dostawców, którzy dyktują ceny oraz terminy płatności i dostaw. Musimy to zmienić. To słowo tak często pada. Chciałbym zapytać Komisję Europejską, kiedy konkretnie możemy spodziewać się odpowiednich regulacji związanych z umowami, kontraktami i z drugiej strony też z relacjami rolnik – dostawca?

  Struan Stevenson (ECR). - Madam President, I want to focus on the energy aspects of Mr Bové’s excellent report because improving energy efficiency on our farms is an absolute imperative. I would caution, however, against the race for erecting massive wind turbines on farms. In Scotland right now the modern equivalent of snake oil salesmen are knocking on doors throughout the countryside trying to persuade hard-pressed farmers to part with vast sums of cash in exchange for having one of these industrial monsters erected on their land with the promise of pots of gold.

However, as the recent storms have demonstrated, these turbines are often subject to catastrophic failure, and even when they are working, they only produce a trickle of electricity. As a result, many farmers in Scotland have found that they have rusting hulks on their land which are earning nothing and costing them a fortune. Instead of having signs on farm gates that say ‘Beware of the bull’, farmers should have signs on their gates which say ‘Beware of the bullshit’!

  Elisabeth Köstinger (PPE). - Herr Präsident! Der Kostendruck, dem unsere landwirtschaftlichen Produzenten ausgesetzt sind, ist enorm. Landwirtschaftliche Betriebsmittel – also Saatgut, Dünger und Tierfutter, aber auch Arbeitsgeräte – werden immer teurer. Einer der größten Kostenverursacher liegt aber bei den Energiekosten. Nicht nur um die Kosten in den Griff zu bekommen, sondern auch um die Abhängigkeit zu verringern, braucht es dringend einen Aktionsplan im Energiebereich, der alle Politikbereiche zum Handeln auffordert. Erneuerbare Energieträger wie Wind, Wasser und nachwachsende Rohstoffe aus Biomasse haben ein großes Potenzial. Dieser erneuerbare Energiemix kann die Versorgungslücke nachhaltig schließen.

Wir müssen alle verfügbaren Ressourcen mobilisieren, gleichzeitig aber auch effizienter damit umgehen. Verbessertes Ressourcenmanagement von Humus und Wasser, Energie und Nährstoffen darf nicht weiterhin ein hohles Schlagwort sein.

Ein weiterer betrieblicher Unsicherheitsfaktor sind die massiven Preisschwankungen. Die Betriebsführer brauchen das Rüstzeug, um langfristig planen zu können. Ein Monitoringsystem für Betriebsmittelpreise kann eine gute Maßnahme dafür sein.

Einen inakzeptablen Faktor stellen die Auswüchse der Spekulationen auf Lebensmittelrohstoffe dar. Es kann doch nicht sein, dass Wetten auf höhere Preise von Lebensmitteln gemacht werden. Diese Problematik ist hinlänglich bekannt und wird sich nicht von selbst lösen. Die Auswirkungen bekommen sowohl die bäuerlichen Produzenten mit niedrigen Betriebseinkommen als auch die Konsumenten mit höheren Preisen im Regal zu spüren. Höhere Lebensmittelpreise schlagen sich nicht auf die Einkommen der Landwirte nieder. Die Gewinner finden sich nämlich am Ende der Versorgungskette: bei der verarbeitenden Industrie und im Handel. Es muss eine gerechte Gewinnaufteilung entlang der gesamten Produktionskette geben!

Eine weitere Ursache, die es zu bekämpfen gilt, wenn es um hohe Kosten geht, ist die enorme Abhängigkeit Europas von der Rohstoff- und Betriebsmittelversorgung durch Importe aus Drittländern. Den wirtschaftlichen und ökologischen Herausforderungen und dem extremen Kostendruck in der Landwirtschaft können wir nur durch langfristige Investitionen in Rohstoffbereitstellung, Betriebsentwicklung, Forschung und Innovation begegnen.

Diese Lösungsansätze müssen auch in der Reform der Gemeinsamen Agrarpolitik ihren Niederschlag finden. Die neue Gemeinsame Agrarpolitik muss den Landwirten die Möglichkeit geben, das betriebliche Potenzial vollkommen auszuschöpfen.

  Ulrike Rodust (S&D). - Herr Präsident, meine Damen und Herren, liebe Kolleginnen und Kollegen! Ich begrüße es sehr, dass das Thema im Plenum Beachtung findet, und bedanke mich bei Herrn Bové. Denn es ist wirklich ein ganz wichtiger Punkt, über den wir heute debattieren, sei es für den Erzeuger, den Verarbeiter, für den Handel oder für den Verbraucher.

Die Produktionskosten der Landwirte sind in den vergangenen Jahren stark angestiegen. Vor allem im Bereich Energie und bei den landwirtschaftlichen Betriebsmitteln spüren Landwirte die höheren Ausgaben. Die starke Konzentration vor allem auf Seiten des Lebensmittelhandels macht es schwieriger, gute Preise für die erzeugten Produkte zu bekommen.

Zwar ist die Handelsspanne zwischen Ursprungs- und Endprodukt teilweise erheblich, jedoch kommt beim Erzeuger davon nicht viel an, da einiges bei den unterschiedlichen Verarbeitungsstufen hängen bleibt. Die Politik kann in die Wettbewerbspolitik eingreifen, sollte hier aber vorsichtig sein und in Teilen auf die Marktkräfte vertrauen.

Wichtig erscheint es mir, den Konsumenten nahezubringen, dass durch den Kauf von regionalen Produkten vom Erzeuger oder Verarbeiter sowohl der Landwirt als auch die Wirtschaft vor Ort unterstützt wird. Hier sehe ich unsere Aufgabe. Hier sollten wir eingreifen, sei es mit Geld, sei es mit politischen Instrumenten. Die Stärkung der Regionalität ist für mich ein Schlüssel. In der gemeinsamen Agrarreform müssen wir weitere Schlüssel zur Verfügung stellen.

Als Sozialdemokratin ist es mir wichtig, dass der Zugang zu gesunden Nahrungsmitteln zu angemessenen Preisen für alle Menschen gewährleistet ist und gleichzeitig die Landwirte in der Lage sind, ein angemessenes und faires Einkommen mit ihrer Arbeit zu erwirtschaften. Diese Forderung gebietet es, dass wir hier bei unserer Verantwortung bleiben und ihr gerecht werden.

Bei allen Handlungen müssen wir uns jedes Mal fragen, ob wir diese Ansprüche erfüllen. Gelingt dies nicht, werden wir es langfristig mit sozialen Unruhen zu tun bekommen. Landwirte und Verbraucher sitzen in einem Boot. Sorgen wir dafür, dass sie immer genügend Wasser unter dem Kiel haben.

  Sergio Paolo Francesco Silvestris (PPE). - Signor Presidente, onorevoli colleghi, crisi economica e calo dei consumi hanno assestato l'ennesimo colpo alle aziende agricole ed ai produttori.

Il problema del reddito degli agricoltori diventa sempre più drammatico, colpisce le piccole e medie aziende, quelle a conduzione familiare, che non hanno la forza di contrastare l'arroganza della grande distribuzione. Oggi, con questa risoluzione diciamo chiaramente che l'Europa deve intervenire per correggere queste storture.

Dobbiamo essere garanti di relazioni contrattuali trasparenti tra produttori e distributori, che garantiscano un reddito dignitoso e adeguato ai lavoratori della terra. E dobbiamo impedire che le oscillazioni dei prezzi creino vantaggi solo per alcuni, perché oggi, quando i prezzi salgono, si arricchisce la grande distribuzione, quando scendono, si impoveriscono i contadini e per farlo dobbiamo garantire che la filiera si accorci e che vi sia concorrenza leale.

Non è possibile, come mi accade ogni sabato, quando vado a fare la spesa, trovare nel supermercato bottiglie da litro di olio extravergine vendute a 2 euro quando il prezzo pagato ai produttori dai commercianti all'ingrosso è di 2,35 euro. E poi, la trasparenza verso i consumatori, informazioni chiare per garantire qualità contro le contraffazioni. Sempre in tema di extravergine abbiamo chiesto, con un'interrogazione ampiamente condivisa, di ridurre il parametro di alchil esteri e metil esteri per evitare che nell'olio venduto come extravergine si introducano miscele di altri oli raffinati e deodorati la cui immissione sul mercato contribuisce ad abbattere il prezzo dell'olio di qualità.

Confido, signor Commissario, che su queste indicazioni e su questa richiesta di modifica del regolamento n. 61/2011 per ridurre i quantitativi di alchil esteri e metil esteri, vi sia da parte sua un impegno chiaro e preciso a nome della Commissione per ridurre la presenza di quegli oli contraffatti nell'extravergine in commercio.

E poi dobbiamo garantire l'abbattimento dei costi di produzione. Apprezzo la sua apertura, ma chiedo di sostenere nella prossima PAC l'idea di garantire la realizzazione in ogni azienda agricola di impianti di produzione di energia da fonti rinnovabili, utili a garantire il fabbisogno energetico dell'azienda stessa, abbattimento dei costi e delle emissioni di CO2, sostegno ai produttori e alle piccole aziende. Cosa c'è di più verde di un provvedimento simile?

Occorre, Commissario, far presto e bene, perché l'abbandono della terra e la desertificazione dei terreni non sono più un rischio da scongiurare, ma una realtà da contrastare.

  Karin Kadenbach (S&D). - Herr Präsident, Herr Kommissar! Wenn die Geschwindigkeit der Umsetzung der im Bericht Bové angesprochenen Vorschläge mit der Geschwindigkeit des Vortrags von Herrn Silvestris mithält, dann geht es uns in Zukunft gut.

Zur Situation bei den Lebensmittelpreisen: Wir haben in den letzten Tagen diskutiert und diskutieren jetzt darüber, dass ein Drittel der Lebensmittel in Europa unverbraucht im Abfall landet. Wir diskutieren darüber, dass wir die Biodiversitätsziele nicht erreichen. Wir diskutieren darüber, dass wir uns in einer Energiekrise befinden. Wir diskutieren darüber, dass sich viele Europäerinnen und Europäer die Lebensmittel im Moment nicht mehr leisten können. Und wir diskutieren zu Recht darüber, dass die, die diese Lebensmittel produzieren, nicht mehr davon leben können und wir in Europa großflächig von einem Bauernsterben sprechen können.

Dem gegenüber steht eine Konzentration in der Produktion, bei den Betriebsmitteln und vor allem auch im Handel. Wenn ich Österreich als Beispiel hernehme, haben wir im Handel circa 77 % in der Hand von drei Unternehmen. Was wir aber auf der anderen Seite wollen, ist keine Konzentration in der Landwirtschaft, sondern hier wollen wir auch die Biodiversität in den Betriebsformen. Wir brauchen diese Möglichkeiten, gesunde, sichere, hygienisch einwandfreie Lebensmittel zu produzieren.

Anregungen sind im Bericht Bové, die GAP-Reform gibt die weiteren Möglichkeiten. Machen wir in der Geschwindigkeit, mit der Herr Silvestris vorgetragen hat, in der Umsetzung weiter!

  Rareş-Lucian Niculescu (PPE). - Am să mă refer la proiectul de rezoluţie în discuţie. Cele mai importante elemente din acest proiect sunt, după părerea mea, cele referitoare la consolidarea poziţiei agricultorilor printr-o mai bună organizare internă. Sprijinirea organizaţiilor de producători este cea mai sănătoasă cale prin care aceştia îşi pot vinde produsele în condiţii decente. În acelaşi timp, nu cred că trebuie să ne ferim de legiferare în domeniul relaţiei din lanţul de aprovizionare cu alimente, atâta vreme cât viitoarea legislaţie va fi aşezată pe baze obiective. Să mizăm în continuare pe o autoreglementare a acestei relaţii dintre producătorii agricoli şi comercianţi nu este rezonabil, cel puţin în acest moment, experienţele de până acum au demonstrat acest lucru. Fermierii au nevoie de măsuri concrete şi nu pot să-şi permită să aştepte falimentul pasiv.

De aceea, mă pronunţ pentru adoptarea în forma sa integrală a paragrafului 4 din propunerea de rezoluţie, care este extrem de rezonabil şi prevede chiar că măsurile legislative viitoare trebuie adoptate numai în cazul în care sunt absolut necesare şi că aceste măsuri nu trebuie să denatureze buna funcţionare a pieţelor.

  Luís Paulo Alves (S&D). - Senhor Presidente, fez em setembro último um ano que, após um debate profundo em que também me empenhei como responsável por essa matéria no grupo socialista, promovendo reuniões e debates com organizações europeias, nacionais e regionais, ligadas aos retalhistas, aos industriais e aos agricultores, o Parlamento aprovou o relatório Bové contendo um exaustivo conjunto de recomendações à Comissão Europeia com o objetivo de um rendimento justo para os agricultores e de um melhor funcionamento da cadeia de abastecimento alimentar.

Desde 2008, aliás, que se vêm produzindo na Comissão e no Parlamento comunicações, relatórios, recomendações, e constituindo fóruns e grupos de alto nível para resolver este grave problema, sem que – para além de uma maior consciencialização – na prática algo se tenha alterado. Voltamos ao assunto, e é preciso dizê-lo sem hesitações. Uma parte significativa dos problemas que os agricultores atravessam deriva de comportamentos altamente penalizadores, impostos sobretudo por operadores da moderna distribuição.

Os problemas estão mais que identificados. O que tem faltado à Comissão e aos Estados-Membros é uma efetiva vontade política para implementar as soluções. Até lá, continuaremos com prejuízo dos agricultores e dos consumidores.

  Esther de Lange (PPE). - Voorzitter, dit is niet de eerste keer dat wij spreken over de zeer kromme machtsverdeling en margeverdeling in de voedselproductieketen. En als we eerlijk zijn, beledigt de Europese Commissie dit Parlement al jaren door onze eisen naast zich neer te leggen. Ja, er is een groep op hoog niveau, ja er zijn rapporten, maar er zijn geen concrete initiatieven. Ik ben dus blij met de kleine toezegging van de commissaris.

Maar wie lijdt er onder dat gebrek aan actie? Dat is de primaire producent. Wat dat betreft is het heel tekenend dat hier de commissaris van Industrie zit. Ik heb hem gehoord over de industrie, over de verwerking, over concurrentie tussen bedrijven onderling. Maar waar zit de grootste oneerlijkheid in de voedselproductieketen? Dat is juist tussen de boer, de primaire producent en de rest van die keten. Daar heb ik hem niet over gehoord.

And to Mr Agnew, who finds this debate so important that he has already left the room, and all his colleagues from the British Conservative Party, who put the interests of the City of London, with its warped financial products, above the producers of their daily bread, I will tell you how the market really works. When a Dutch tomato producer, during the EHEC crisis, is confronted with a price drop of more than 50% – not through any fault of his own, but just as the result of silly remarks made by a German Minister – he is happy that at least he has a contract with a supermarket for a fixed and agreed price. But what happens in reality is that this supermarket – which by the way is German – then returns his tomatoes because it knows that in this crisis it can force the producer to agree to a lower price.

This, Commissioner, is the way the market works at the moment, and if you had done your job, this would not be possible in a European internal market. This House talks about fair trade with third world countries, but fair trade starts at home, with a fair price for European producers. That is your job, Commissioner.

  Daciana Octavia Sârbu (S&D). - Vorbim de mult timp despre dezechilibrele din lanţul alimentar. Dar situaţia a rămas neschimbată. Fermierii sunt în continuare victime ale contractelor abuzive şi ale concurenţei neloiale. În ţara mea, producătorii din domeniul alimentar trebuie să plătească o taxă pentru a-şi putea vinde produsele în supermarketuri, dar şi o taxă de raft, suplimentară, pentru a obţine vizibilitate în magazin. În plus, fermierii nu obţin decât un procent infim din profitul pe care îl înregistrează marile magazine în urma vânzării produselor agricole. În majoritatea covârşitoare a cazurilor, produsele de calitate ale fermelor mici şi mijlocii ajung cu mare dificultate la consumatori, deoarece aceşti producători nu pot face faţă concurenţei sau condiţiilor impuse de supermaketuri. În România, fermierii sunt nevoiţi să-şi arunce o bună parte din producţia de fructe sau legume, deoarece nu o pot valorifica în condiţiile actuale ale pieţei.

Cu această ocazie, aş dori să cer Comisiei şi statelor membre să întărească poziţia de negociere a fermierilor în lanţul alimentar, să garanteze respectarea regulilor concurenţei în agricultură şi să încurajeze pieţele locale.

  Anna Maria Corazza Bildt (PPE). - Mr President, I share the commitment to a more balanced and fairer relationship in the food supply chain. I am grateful that Commissioner Tajani has laid down so well the policy adopted by this House with the retail market report, and that it is being implemented.

Progress is being made. Stakeholders who did not talk to each other before have agreed on the principle of good conduct. As we speak they are sitting down and talking about implementing measures. That is not enough. We want more and we are putting pressure on them. However, just as the Commission is telling us that the process framed in the High Level Forum for a Better Functioning Food Supply Chain would not work, they are ready to present legislation.

What is the point of this House voting today to ask to propose robust legislation? We are just running the risk of derailing our own process and undermining our own credibility. We are running the risk that the stakeholders whom we are asking to trust each other will say that, since the Parliament does not trust them, how can they be credible? Parliament has decided that the retail round table is the forum where progress will be assessed, based on data and facts. This will happen at the end of this year. Let us not undermine trust.

  Mario Pirillo (S&D). - Signor Presidente, onorevoli colleghi, Vicepresidente Tajani, questa relazione d'iniziativa mette in luce quanto sia cruciale per la competitività dell'agricoltura europea il tema dell'approvvigionamento dei fattori di produzione.

L'imprenditore agricolo europeo ha assistito nell'ultimo decennio ad un incremento non sopportabile dei costi di produzione, che non trova un'adeguata ricaduta nei prezzi di vendita. La produzione agricola europea dipende ancora in larga misura dal petrolio. Nell'ultimo decennio abbiamo assistito ad un aumento del 60% del suo prezzo.

La nuova PAC, per far fronte a questa sfida, deve incrementare l'uso dell'energia rinnovabile avviando nelle aziende agricole un ciclo di produzione di energia autosufficiente con l'utilizzo di scarti agricoli e quant'altro per alimentare gli impianti di biomassa e di biogas. Avremo così un'agricoltura sostenibile e una riduzione dei costi.

  Anna Záborská (PPE). - Štát má vstupovať do trhových vzťahov až vtedy, keď zlyháva samoregulácia. To platí aj v sektore potravín. Zásobovanie európskeho trhu potravinami má vážne nedostatky, ktoré znášajú nielen poľnohospodári, ale aj spotrebitelia. Vidíme však, že aj sektor potravinárstva na to reaguje. Zúčastnené strany od fariem až po obchodníkov vedú dialóg s cieľom definovať neférové obchodné praktiky. Všetci zúčastnení však tvrdia, že je nesprávne za neférové požadovať nástroje, ako sú štandardné zmluvy, platobné a dodacie podmienky či dokonca poplatky za zalistovanie výrobku. Neférovým sa stáva až ich použitie s cieľom zneužiť postavenie na trhu. Proces samoregulácie je dialógom všetkých zúčastnených strán. Aby dospel k výsledkom, potrebujeme určitý čas. Aj keď hovoríte, že trpezlivosti už bolo dosť, prihováram sa zdržanlivosť pri riešení ... (príhovor pani poslankyne bol prerušený).

  Phil Prendergast (S&D). - Mr President, unless we take action to curb the increases in farm input prices, we run the risk of making it too expensive for our farmers – especially our smaller farmers – to operate. We cannot afford to price our farmers out of the market. Any such reduction in agricultural holdings would simply increase our dependency on external markets. This would be negative for Europe both in terms of the value of agriculture to the EU and in terms of the quality and safety of the food available to consumers.

The agri-food industry and distribution represent 7% of total employment within the EU, and are worth EUR 1 200 billion per year – more than any other manufacturing sector in the EU. There is the further problem that food produced in third countries may not be of the same quality, and may not adhere to the same standards and rigorous health and safety provisions, as food which is produced within the EU. Given the importance of the agri-food industry to Europe, it is therefore vital that we protect farmers and thoroughly examine the issue of increasing farm output prices.

  Riikka Manner (ALDE). - Arvoisa puhemies, komission jäsen, tästä asiasta todellakin on jo tämän parlamenttikauden aikana todella monta kertaa keskusteltu. Nyt jos katsotaan tuloksia, niin mitä on tapahtunut? Toki on hyvä, että asiasta puhutaan, mutta toivon todella, että nyt todellakin pystyttäisiin vaikka tämän CAP-uudistuksen yhteydessä pureutumaan tähän ongelmaan.

On selvää, että monessa Euroopan unionin maassa kauppa on hyvin keskittynyttä ja se on osaltaan edesauttanut maanviljelijöiden tulonmuodostuksen epäkohtia ja toisaalta ajanut heidät huonoon valoon myös näissä hintaneuvotteluissa. Meidän tulee vahvistaa viljelijöiden asemaa neuvottelutilanteessa ja toisaalta myös turvata sitä kautta entistä vakaampaa tulonmuodostusta.

Bovén mietintö oli myös erinomainen. On selvää, että myös tuotantopanokset ovat kovasti nousseet ja tämä pitäisi myös kyetä huomioimaan hinnoissa. Toivon, että myös tähän pystytään paneutumaan CAP-uudistuksen yhteydessä.

  Andrew Henry William Brons (NI). - Mr President, if European farmers are to be competitive, even in their home markets, they must cut the cost of their inputs. Mr Bové was quite right to encourage farmers to cultivate their own seeds rather than relying on seed monopolies, and also to recycle phosphates and nitrogen rather than relying on evermore expensive purchases, and of course to return to the production of traditional products. He has also shown himself to be aware of the burden of the cost of complying with legislation – much of it of course EU legislation. He might have mentioned the costs of the new enriched poultry cages that have to be borne by countries complying with this very welcome legislation but not, of course, by those countries that have studiously ignored it.

The gap between farm-gate prices and the prices paid by consumers has been mentioned by other speakers. The power of oligopsonist supermarkets must be broken. They treat farmers as though they were medieval serfs put on earth to serve big business retailers.

  Seán Kelly (PPE). - Mr President, I think everything that needs to be said has been said and said well by colleagues from across the floor here this morning. The stark reality is that inputs have risen by at least 40% and farm-gate prices by probably at the very most 25%. This is not sustainable and it needs urgent action. Hopefully it will come.

Certainly the monopolies have to be tackled. Mr Smith and others have outlined instances of extraordinary monopolies that definitely must be tackled. Secondly there are opportunities with energy efficiency and other measures whereby farmers can help themselves, but as Mr Stevenson pointed out they have to be practical and not by people who are selling products that will not make much difference in the long term.

Finally there are the multiples: these really have to be tackled at the earliest possible opportunity.

  Peter Jahr (PPE). - Herr Präsident! Es ist von meinem Kollegen richtig gesagt worden: Wir brauchen faire Bedingungen zwischen den Marktteilnehmern. Genau diese fairen Bedingungen haben wir nicht. Andererseits haben wir eine soziale Marktwirtschaft. Das heißt, die Politik ist hier auch verpflichtet, wenn man so will, ordnend einzugreifen.

Wir brauchen dann aber auch eine Sprache, die der Markt versteht. Schlechte Preise für die Landwirte müssen auch ganz einfach bedeuten, dass wir dann weniger anbieten. Nun haben wir das Problem des Ungleichgewichts: eine klein strukturierte Landwirtschaft, viele Marktteilnehmer in der Landwirtschaft auf der einen Seite und eine mittelständische Verarbeitungsindustrie und eine hohe Konzentration im Handel auf der anderen. Das kann einfach nicht funktionieren.

Was wir aus meiner Sicht unbedingt brauchen, sind starke Interessen- und Wirtschaftsverbände für die Landwirte, die hier den Markt regeln können. Dazu brauchen die Landwirte Interessenverbände und Marktinformationen. Und es muss ihnen auch gestattet sein, Preisabsprachen zu treffen. Wir müssen hier also auch das Kartellrecht zugunsten unserer Landwirtschaft verändern.

  Petru Constantin Luhan (PPE). - Agricultura este şi va rămâne un sector strategic al economiei Uniunii Europene şi, pentru a face faţă provocărilor viitoare şi pentru a asigura coerenţa intervenţiilor în cadrul unei anumite regiuni, în primul rând este necesar să conturăm strânse legături între politica agricolă, politica de dezvoltare rurală şi politica regională. În ceea ce priveşte reacţia asimetrică a preţurilor alimentelor la fluctuaţiile preţurilor produselor de bază, consider că aceasta este legată în principal de numărul intermediarilor ce operează de-a lungul lanţului de aprovizionare.

Susţin astfel adoptarea unor instrumente prin care să fie promovate şi susţinute lanţurile scurte de aprovizionare şi pieţele în care agricultorii îşi pot desface direct marfa. În acest fel, se va crea o legătură directă între consumatorii şi agricultorii dintr-o anumită regiune, prin care aceştia din urmă vor obţine o pondere crescută din valoarea preţului final, în timp ce populaţia se va bucura de preţuri mai avantajoase.

  Antonio Tajani, Vicepresidente de la Comisión. − Señor Presidente, después de mi primera intervención, muy larga, y después de este debate, también muy largo, y antes de escuchar las palabras del señor Bové, mi intervención como conclusión puede ser bastante rápida.

Después de este homenaje a la Presidencia, hablo en mi lengua, en italiano.

Signor Presidente, onorevoli deputati, alcuni punti per quel che riguarda il tema dei prezzi.

Sulle pratiche commerciali scorrette, la Commissione cerca di promuovere un approccio consensuale tra le parti e, ripeto, questo approccio corrisponde al principio di buona legislazione che abbiamo già favorevolmente accolto grazie al lavoro di questo Parlamento con la relazione Corazza Bildt e in questo senso abbiamo credo ottenuto buoni risultati concreti nel 2011.

La Commissione e il forum di alto livello sulla filiera alimentare, come ho detto, dovranno analizzare i possibili strumenti di applicazione delle linee guida contenute nel documento che riceverete. I rappresentanti del settore sono impegnati a partecipare ad un'ulteriore fase di dialogo per elaborare una proposta entro la metà del 2012. Come ho detto, la Commissione dovrà decidere se insistere per trovare una soluzione grazie al dialogo oppure intervenire con un'attività di tipo legislativo.

Certamente, la conclusione del dialogo deve essere fatta in tempi rapidi, non può essere rinviata alle calende greche, ecco perché, se non ci sarà ragionevolezza e vera volontà di concludere saremo costretti ad intervenire, sarò costretto, anche se preferisco sempre un accordo che non intervenire con un'azione di tipo legislativo.

Il ritardo nei pagamenti è un'altra misura essenziale. Ho detto quanto è forte il mio impegno perché venga recepita in tempi rapidi prima del termine fissato – fine marzo 2013 – la direttiva sul ritardo dei pagamenti, ho scritto, ripeto, a tutti i ministri dell'Industria dell'Unione europea. Ricordo che la direttiva fissa dei termini non soltanto tra la pubblica amministrazione e le imprese, ma anche tra le grandi imprese e le piccole e medie imprese, salvo accordi tra le parti purché non siano perniciosi per le piccole e medie imprese. E credo che questa direttiva, parte importante dello "Small Business Act", possa veramente dare una risposta ai problemi dei piccoli imprenditori della filiera agroalimentare.

Per rispondere poi alla vostra domanda sulla necessità di portare avanti un'analisi appropriata sui prezzi dei generi alimentari nell'Unione, al fine di monitorare il rispetto della trasparenza, vorrei ricordarvi il lavoro importante di Eurostat, il servizio statistico della Commissione, sullo strumento europeo di monitoraggio dei prezzi. Questo strumento si basa sulla cooperazione essenziale tra Eurostat e gli istituti statistici nazionali su un gruppo di lavoro specifico nel forum di alto livello sulla filiera alimentare.

La Commissione coopera altresì con le altre organizzazioni internazionali che lavorano nella stessa direzione, come l'Organizzazione per la cooperazione e lo sviluppo economico. Tuttavia, in ragione della diversità dei mercati alimentari in Europa e della complessità dei fattori che influenzano i prezzi pagati dai consumatori, un'analisi dettagliata dei prezzi e dei margini a livello europeo non è realistica.

Ciò deve essere portato avanti a livello nazionale, come accade già in alcuni Stati membri ed ecco perché attraverso il forum che ho istituito proviamo a sviluppare sinergie tra gli osservatori nazionali dei prezzi, scambiando idee e proposizioni, ad esempio, sulle metodologie utilizzate.

Per quanto riguarda il tema della concorrenza, che è stato al centro di non pochi interventi nel corso del dibattito, la Commissione ha presentato proposte legislative per migliorare la trasparenza dei mercati derivati delle materie prime, comprese quelle agricole. In particolare queste proposte riguardano i prodotti derivati over-the-counter, i mercati degli strumenti finanziari, gli abusi del mercato, come ho detto, e come ben sapete queste proposte sono al centro del dibattito in Parlamento.

C'è una cosa che io voglio chiedere al Parlamento. Le proposte che riguardano i prodotti derivati, i mercati e gli strumenti finanziari, gli abusi di mercato sono attualmente i fase di codecisione. Credo che questa Assemblea possa dare una risposta positiva e possa giocare una partita di straordinaria importanza.

Dicevo la concorrenza. La Direzione generale lavora in stretta cooperazione con le autorità nazionali in seno alla rete europea della concorrenza. Queste autorità sono in grado di esaminare e sanzionare le attività anticoncorrenziali nei rispettivi mercati nazionali e, nel corso degli ultimi anni, molte autorità nazionali hanno effettuato approfondite indagini di settore nel campo agricolo e alimentare.

Ciò ha permesso l'adozione di importanti provvedimenti sanzionatori, molti dei quali riguardanti abusi appunto nei confronti degli agricoltori. Comunque, la Commissione pubblicherà a breve un rapporto in proposito e il Parlamento europeo ne sarà certamente informato.

  José Bové, rapporteur. − Monsieur le Président, Monsieur le Commissaire, je pense que M. Tajani aura remarqué que le Parlement européen, quand il s'agissait d'agriculture, parlait d'une seule voix. Je crois que c'est très important.

Que mes collègues aient voulu, aujourd'hui, parallèlement au rapport que j'ai déposé sur les intrants, poser à nouveau, à travers une résolution, la question de la chaîne alimentaire et du fait que les paysans n'étaient pas pris en compte et étaient toujours victimes soit de la transformation, soit de la grande distribution, et ce au moment où on discute de la question des intrants, montre que, depuis le mois de septembre 2010, où nous avons adopté le rapport sur la chaîne alimentaire, les choses n'ont pas évolué suffisamment vite. C'est, véritablement, une question de fond qui est aujourd'hui posée. La question de fond, c'est que les paysans sont, aujourd'hui, étranglés – comme je le disais tout à l'heure – entre l'amont et l'aval.

Aujourd'hui, le paysan est de moins en moins autonome dans ses choix: choix de production, choix de modèle d'agriculture, parce qu'il est complètement bloqué. Alors, à présent, ce que nous vous demandons, c'est de replacer le paysan, l'agriculteur, au cœur de la politique agricole européenne, à travers la PAC, mais aussi à travers des règles très claires, en termes d'économie, de protection face à la distribution et de capacités de négociation avec la grande transformation. Je crois qu'un tel accord est central.

Aujourd'hui, vous avez vu que nous parlions d'une seule voix, quel que soit le groupe politique auquel nous appartenons. Aujourd'hui, pour nous, l'agriculture est une question primordiale! L'agriculture est la première politique intégrée européenne, comme je le disais tout à l'heure. Il faut aussi que la défense des paysans soit aujourd'hui au cœur de la résolution des crises, parce que la question de l'agriculture, c'est la question de l'alimentation de 500 millions d'Européens! Ou nous sommes capables de nourrir nos concitoyens, ou alors l'Europe n'a plus de sens!

  Robert Dušek (S&D), písemně. Zemědělství čelí stále složitější situaci. Zatímco náklady na nákup zemědělských vstupů jako energie, strojního vybavení, krmných směsí, syntetických hnojiv, pesticidů, osiva či vody výrazně stoupají, zisky zemědělců stagnují. Zemědělská činnost spotřebovává velké množství energie. Zemědělci usilují o maximální úsporu energie zateplováním zemědělských objektů, prostřednictvím alternativních zdrojů energie apod. S ohledem na strategickou pozici zemědělství pro Evropu, produkování nezávadných potravin, zajišťování nezávislé obživy pro evropské obyvatelstvo žádám, aby Komise a Rada zvážily možnosti pro stanovení maximálních cen energií pro primární zemědělskou výrobu. Druhým ekonomicky zatěžujícím faktorem na vstupu jsou náklady na umělá hnojiva a pomocné půdní látky. Zde je prostor pro zlepšení na straně zemědělců. Zemědělci si navykli používat velké množství umělých hnojiv. Omezení masivního užívání chemie půdním ekosystémům prospěje a napomůže přirozenému obnovování. Nabádám proto k většímu používání přírodních hnojiv a přírodních produktů, které již v zemědělství vznikají jako vedlejší produkty. Zdůrazňuji také podporu biologického zemědělství. Třetím zásadním problémem zemědělců jsou rapidně se zvyšující náklady na osivo a sadební materiál. Tento znepokojující stav je způsoben masivním nákupem certifikovaného osiva a malým využíváním osiva vyprodukovaného v hospodářství. Přitom osivo vyprodukované v hospodářství je ekonomicky výhodné a prospívá životnímu prostředí. Vyzývám k revizi všech nařízení, která zemědělce v užívání vlastního osiva omezují.

  Jim Higgins (PPE), in writing. The widening gap between input and production costs and farm-gate prices is not economically viable; for the younger generation farming is not a viable option. Only 7 % of Irish farmers are under 35 years old. We now have a world population of 7 billion; by 2027 it is projected that the world population will reach 8 billion and by 2046, 9 billion! This means that a decreasing numbers of farmers will have to double food production, while also battling climate change and maintaining food standards. The total input costs for EU farmers climbed by 40 % between 2000 and 2010, while farm-gate prices have increased by only 25 %. Farmers are living on their overdrafts or savings and that cannot continue. We need to ensure that farming is a real career choice for our young people.

  Jarosław Kalinowski (PPE), na piśmie. Wzrastające koszty produkcji i środków produkcji rolnej przy niewiele zwiększających się cenach skupu prowadzą do zmniejszenia dochodu rolników. Statystyki jednoznacznie wskazują na wzrost cen pasz, nasion, nawozów i środków ochrony roślin. Chciałbym tutaj podkreślić znaczenie energii, której koszty w ostatnim dziesięcioleciu wzrosły wg Eurostatu o ok. 60%, wliczając w to elektryczność, gaz oraz paliwa. Budowa biogazowni, infrastruktury wykorzystującej energię wiatrową, słoneczną czy geotermalną, to niewątpliwie duży wydatek, ale w perspektywie długoterminowej z pewnością opłacalny, zwiększający dochody i pozytywnie wpływający na ochronę środowiska naturalnego.

Praktyki mające na celu oszczędzanie energii i zwiększenie wydajności energetycznej muszą być rozpowszechniane i wdrażane w każdym gospodarstwie, na szczeblu lokalnym, z inicjatywy indywidualnej lub poprzez współpracę kilku sąsiadujących ze sobą rolników. Poza tym, jeśli rolnicy będą ze sobą współpracować z myślą o lepszym zarządzaniu zasobami i dobrych praktykach gospodarowania, wzrośnie ich siła przetargowa i stabilność rynkowa, co przekłada się bezpośrednio na wyższe dochody. Współpraca z ośrodkami badawczymi, zmniejszenie deficytu białka, systemy monitorowania cen i dostępu do gruntów, to oczywiście pozostałe wyzwania, z którymi będzie musiała sobie poradzić przyszła wspólna polityka rolna.

  Tokia Saïfi (PPE), par écrit. Depuis la fin des années 90, quand le prix des denrées alimentaires augmente en moyenne de 3,3% par an, le prix effectivement perçu par les agriculteurs n'augmente que de 2,1%. A ce constat, il convient d'ajouter celui de l'escalade des coûts d'exploitation agricole qui connaissent une hausse annuelle de 3.6%. Et le déséquilibre est encore aggravé par la spéculation sur les matières premières alimentaires. Cette situation, qui atteint autant les agriculteurs que les consommateurs, ne peut plus durer. Il nous faut protéger à la fois les producteurs et les consommateurs, en s'assurant que le secteur de la grande distribution ne se taille pas la part du lion. J'ai voté en faveur de cette résolution car il est de notre devoir de stabiliser la chaîne alimentaire européenne et, à cette fin, de rééquilibrer d'urgence la répartition des bénéfices.
