  Sharon Bowles, author. − Mr President, I am presenting this oral question and resolution on behalf of the Economic and Monetary Affairs Committee. We postponed the debate from the last Strasbourg session as Commissioner Rehn could not attend. So we are disappointed that, once more, other duties have called him away.

We are well aware, in the Committee, of all the strands of the arguments, from those that inherently support common stability bonds to those of the opposite view. But we are of the view that, in some form, they are part of the picture. If we look back at our attempts to stabilise the euro zone crisis, they can be characterised as believing that, within a monetary union, a small part would not bring down the whole, just as one city or state does not bring down the US.

There has been a belief that, because of the political commitment of the whole, the deterioration in a highly-indebted Member State would not follow the path of that experienced in other individual indebted countries. We can blame delay and prevarication for our attempts always being behind the curve, but it is time to examine missing elements too, including the fact that what we do also marks the level of ambition and commitment to the next stage of evolution of the monetary union and to the euro’s place as a reserve currency. In other words, ambition counts: maybe even more so in this time of awful austerity. Therefore we are anxious to learn what are the interim results of the consultation on stability bonds and, based on the consultation, what are the next steps foreseen by the Commission.

Since the Green Paper was issued in October, there have been further political agreements – such as those of the European Council in December – which have also been carried forward. These decisions to enhance the sustainability of public finances also contribute towards creating the necessary conditions for the potential introduction of stability bonds. Therefore, what kind of policy instrument would be the most effective in the short term?

As I said with regard to ambition, stability bonds would show that there is a medium term plan beyond austerity. The ‘redemption pact’ proposed by the German Council of Economic Experts shows a long-term way that excess debt could be handled. There is some similarity between that plan and how the Australian states first moved to common issuance.

Neither should we overlook the possibility of short-term euro bills. I dubbed these once ‘the beginner’s bond’, but they could be both time- and quantity-limited, with good behaviour needed to allow rollover. Bills also have the advantage of lower interest rates and in these times of high debt, struggling fellow-Member States do need every single basis point squeezed off what they have to pay.

From a personal point of view, taking that overriding necessity of squeezing down debt servicing payments, I would see eventual recirculation of the profit element of bond interventions by the European Central Bank back to the indebted Member State as a reasonable manoeuvre.

  Neelie Kroes, Vice-president of the Commission. − Mr President, it is a pleasure for me to replace my dear colleague Olli Rehn. The consultation on the Green Paper on the stability bonds finished on 8 January. It is fair to admit that the feedback via the official channels of this consultation has been quite limited. We have received only 18 replies to the internet questionnaire and to DG ECFIN’s functional mail box. These replies came mostly from private citizens and to a lesser extent from different institutions.

Thus I would hesitate to consider this feedback as representative. I would also hesitate to consider those replies as substantially helping or guiding us in deciding about useful next steps as regards possible common issuance in the euro area.

Of course, in the mean time we have had many other informal contacts and consultations with a wide range of stakeholders, academics, financial institutions and government representatives. Also this House has been and will continue to be crucial in this debate. I am grateful for the first indications and views by Sharon Bowles and Sylvie Goulard on behalf of the Committee on Economic and Monetary Affairs in their motion for a resolution of 21 December, and I would in particular like to thank Ms Goulard for all her initiatives.

These additional contacts have proved highly useful and productive. Yet they only further illustrate the basic choices and trade-offs that we face when envisaging any form of common issuance in the euro area. Such an instrument can deliver very tangible, positive results on the integration and stability of European capital markets.

The more ambitious our approach is, the higher benefits it will bring. At the same time the possible challenges remain daunting. We would have to ensure that solidarity and guarantees across Member States for the large-scale funding of governments do not weaken the incentives of governments to good fiscal behaviour.

What becomes clear from the consultations and informal contacts is the necessity to keep it simple. Complicated structures or instruments, based on complex financial engineering, are considered with a fair amount of suspicion and investors’ hesitance.

What is also clear is that stability bonds should not be reduced to being seen as just another item in the arsenal of potential short-term crisis tools. Yes, if deployed quickly, and depending on their specific form, they can make an important contribution to the current sovereign debt crisis, but in their essence Eurobonds or stability bonds have a much larger potential.

They can profoundly contribute to integrating European capital markets at their core, thereby fostering efficiency and the international attractiveness of Europe as an investment location. In brief, our goal should be to create a strong, simple and creditworthy new instrument that would be likely to become the new risk-free benchmark on European financial markets.

In terms of the next steps, given the ambitious goal and the importance of the issue, the Commission plans to further clarify the key issues linked to the introduction of Eurobonds. There are many quite technical topics to be analysed before any definite decisions are taken and we must take the time to do so, as nothing should be left to chance here.

The new economic governance as agreed by the European Council in December is a welcome development. We do need more fiscal consolidation, also in the context of the Eurobonds. As I have said before, Eurobonds without fiscal consolidation will not work, and I strongly believe that we will have to combine those two. In that respect, many respondents to the consultation of the Green Paper have pointed to the merits of keeping financial markets as a signalling and corrective device for the conduct of economic and fiscal policies in Member States. Hence, a full substitution of Member States’ issuance by common issuance would, according to those voices, not be advisable.

We have studied with interest some proposals to link joint issuance...

...explicitly to fiscal coordination by Member States and to limit the time frame of joint issuance, at least initially, to the time needed to redress Member States’ government accounts to sustainable levels. In particular the proposal of the German Council of Economic Experts for a debt redemption fund goes in that direction.

My last sentence – and this is my last sentence, Mr President – concerns an interesting issue. When mapping out the way forward we all will have to keep in mind the limitations of the approaches presented in the Green Paper and strike the right balance in terms of...

...respective advantages and disadvantages to market integration efficiency and stability. I count on the European Parliament to play an important and constructive role in this process.

  Diogo Feio, em nome do Grupo PPE. – Senhor Presidente, Senhora Comissária, a pergunta que hoje aqui é feita, bem como o Green Paper que estuda as obrigações de estabilidade, é o resultado do trabalho que foi feito neste Parlamento no six-pack. Corresponde a um acordo entre o Parlamento e a Comissão, de forma a juntarmos à ideia de estabilidade e da necessária disciplina uma perspetiva de crescimento.

O Parlamento ouviu, em novembro, o Presidente Durão Barroso salientar as linhas de intervenção da Comissão: crescimento, disciplina e falar de uma emissão de dívida comum. O Presidente Durão Barroso disse que a zona euro pode resolver a sua situação, que a emissão de uma dívida comum pode ser feita com mais vigilância, mais disciplina e coordenação, com um verdadeiro governo económico.

Minhas Senhoras e meus Senhores, estamos perante um grande desafio. A Europa já produziu muitos documentos: a Estratégia UE 2020, o Roadmap to stability and growth, o Euro Plus Pact, o Annual Growth Survey. Também o Semestre Europeu, o programa da Comissão virado para o crescimento, um acordo interinstitucional ainda muito recentemente. Estamos abertos a que se estudem soluções de curto prazo, como por exemplo, as que foram avançadas pelos sábios alemães. Estamos abertos para outras soluções que sejam mais de médio e longo prazo. Mas dizer que esta é a altura de perceber o caminho. Um caminho que pressupõe determinação e decisão. E, em relação a esse, por muito poucas respostas que haja às propostas da Comissão, o Parlamento estará sempre aqui.

  Edward Scicluna, on behalf of the S&D Group. – Mr President, enough time has passed since the current crisis started for a vigilant observer to note that the crisis resolution remedies are not working. Much energy and time was lost by our EU institutions in devising ways to prevent a sovereign debt crisis from occurring again, rather than addressing the more immediate present and clear danger by a proper crisis resolution mechanism.

It is unfortunate that the two largest countries have ignored the early advice given in Parliament by some groups, including ours, that fiscal austerity on its own cannot by itself get us out of our predicament. While it is obvious that the current medicine is not doing any good, the reaction to this state of affairs is unfortunately not to do the logical thing and change the medicine, but to give more of it on the pretext that the dose is not strong enough.

This report on Eurobonds is one important plea for sanity. It is a direct constructive proposal for a change to the current effective euro zone architecture. It is an opportunity for the euro zone to show that it is not just offering a knee-jerk solution to the latest downgrade, but clear-headed thinking. It is not a total cure, but it should be seen as a building block to the already set foundation of a European stability mechanism.

Of course we cannot introduce a Eurobond in a matter of weeks or even months. The most we can do – and the aim of our resolution based on the Green Paper goes in that direction – is to issue a credible statement of intent, thus setting in motion a change of legal events to bring about the needed changes. But in doing so we would be strengthening the case for bestowing the EFSF-ESM with the much-needed banking licence which will supplement the ECB’s successful purchasing exercise at the end of last year. The contagion is spreading and it has started eating at the core. Let us stop it before it is too late.

  Sylvie Goulard, au nom du groupe ALDE. – Monsieur le Président, Madame la Commissaire, je souhaiterais d'abord que vous disiez à M. Rehn à quel point nous regrettons son absence ce soir. Nous avions reporté ce débat pour lui et je crois que c'est une question importante même si nous savons qu'il a effectivement de grosses responsabilités concernant la Grèce.

Dans le six-pack, comme l'a rappelé Diogo Feio, nous nous sommes battus pour que la question des eurobonds soit abordée de manière rigoureuse. C'était dans mon rapport, mon objectif était double: il était de montrer que ceux qui étaient contre pour toujours pouvaient se tromper et que ceux qui étaient pour demain matin passaient à côté d'un certain nombre de problèmes.

Donc, merci à la Commission d'avoir contribué à faire ce travail de fond avec le Livre vert. Je crois qu'il y a des mesures à prendre immédiatement et des mesures à plus long terme. Dans le rapport dont j'aurai la responsabilité, c'est la direction dans laquelle nous voudrions nous engager, celle d'une feuille de route, de manière à bien distinguer ce qui peut être fait tout de suite et ce qui exigera, bien entendu – et c'est important, je le souligne pour les collègues qui ont des difficultés – des étapes juridiques significatives.

À court terme, je crois que ce qui serait vraiment important – cela a été également évoqué –, ce serait d'aider les États qui sont considérablement endettés à respecter les engagements très forts qu'ils ont pris dans le six-pack en termes de rythme de réduction de leur dette mais de les aider et non pas seulement d'imposer des normes mais de trouver les moyens de les respecter effectivement.

Nous sommes, pour le groupe ALDE, tout à fait en faveur de l'idée du redemption fund ou Tilgungsfonds du Sachverständigungsrat allemand.

Deuxièmement, il y a une chose que je veux souligner qui me paraît extrêmement importante. En ce moment, nous avons le nez sur la crise et nous finissons par oublier pourquoi nous avons voulu faire une monnaie ensemble. Cette monnaie a une vocation mondiale, qui est de contribuer à la stabilité, au niveau global, entre les différentes monnaies, d'offrir, comme vous l'avez dit, pour les investisseurs étrangers une chance d'investir dans une zone que nous espérons stable, et nous y travaillons, avec un marché profond et liquide.

C'est un objectif de long terme et c'est un objectif qui va avec l'union politique qui est liée à la monnaie unique. C'est à cet objectif-là que nous sommes prêts à travailler, comme l'a dit Diogo Feio, au-delà peut-être de ce que la Commission proposera. En tout cas, c'est l'esprit qui m'anime. Il s'agit d'un projet de long terme visant à donner à l'euro toute sa place parmi les monnaies mondiales et à faire de l'Union européenne, encore plus qu'aujourd'hui, une union politique.

Une dernière remarque: il me semble, Madame la Commissaire, sans vouloir être désagréable, que, contrairement à ce qui se fait d'habitude, vous n'avez pas rendu publiques les réponses à la consultation. Déjà, vous avez choisi des délais extrêmement courts, puisqu'il fallait répondre pour le 8 janvier, ce qui n'était pas une date très opportune et, à ma connaissance, sauf erreur de ma part, je n'ai pas trouvé les réponses sur votre site internet.

Je crois que c'est un élément de transparence. Nous ne cachons rien aux citoyens, nous voudrions savoir exactement ce que toutes les parties prenantes ont pu dire de manière ouverte et pouvoir leur répondre.

  Sven Giegold, im Namen der Verts/ALE-Fraktion. – Herr Präsident! Frau Kommissarin! Liebe Kolleginnen und Kollegen! Mich erinnert diese Situation an den Moment, als wir hier im Parlament fraktionsübergreifend den Beschluss gefasst haben, dass wir eine Finanztransaktionssteuer auch auf europäischer Ebene wünschen. Morgen – da bin ich überzeugt – wird es eine breite Mehrheit geben, die weitere Schritte in Richtung gemeinsamer Anleihen in Europa wünscht. Das ist wichtig für die Krise. Damit zeigt das Parlament ganz klar, dass Stabilitätsanleihen kein Teufelszeug sind – anders als es in manchen nationalen Parlamenten oder von Teilen der Öffentlichkeit gerne gesagt wird –, sondern dass sie wichtige Vorteile haben. Das zeigt diese gemeinsame Erklärung. Sie haben wichtige Vorteile, sie bringen einen tiefen Markt, der letztlich hoch liquide ist und damit auf Dauer niedrigere Zinsen für alle Staaten in Europa bringen kann. Voraussetzung für gemeinsam besicherte Anleihen ist, dass die Fiskalpolitik funktioniert, dass die Haushalte solide sind. Nur wenn das Eine da ist, kann es letztlich zu den gemeinsam besicherten Anleihen in großem Umfang kommen. Wobei man auch da den Ton mäßigen muss, denn wir haben längst gemeinsam besicherte Anleihen bei der Europäischen Investitionsbank, beim EFSF.

Allerdings ist auch wichtig, und das ist der zweite Punkt, dass diese Entschließung zeigt, dass die bisherige Strategie des Rates, mit der Krise umzugehen, illusionär ist. Denn verschiedene Länder haben große Solvenzprobleme, und dass es mit der Beteiligung der privaten Gläubiger in Griechenland nicht getan ist, zeigen einfache ökonomische Berechnungen. Weder kann das Sparen die Probleme in den Ländern alleine lösen, noch kann das Wachstum die Probleme alleine lösen. Einfache Berechnungen des Instituts für Weltwirtschaft in Kiel zeigen: Der Primärüberschuss von Staaten wie Portugal und auch Griechenland, selbst nach dem noch nicht ganz beschlossenen Schuldenschnitt in Griechenland, ist zu hoch, um die Länder letztlich aus der Krise zu führen. Deshalb ist das Modell des Sachverständigenrats, niedrigere Zinsen für die Finanzierung der Altschulden, wichtig.

Ich bitte Sie, Frau Kommissarin, tragen Sie dies heim ins Kollegium, lassen Sie sich nicht ablenken von dem Widerstand einiger Mitgliedstaaten! Ohne niedrige Zinsen für alle gibt es keinen Ausweg aus der Eurokrise. Greifen Sie deshalb zurück auf das Modell des Sachverständigenrats. Prüfen Sie auch die anderen Modelle, und legen Sie einen mutigen und entschlossenen Vorschlag vor. Das ist die Stimme, die das Parlament hier spricht: Zügig wünschen wir uns diese Vorlage!

  Kay Swinburne, on behalf of the ECR Group. – Mr President, sovereign issuance of debt is a national necessity and a way in which national governments can raise the funding required to pay for their policy delivery. The cost of funding to a sovereign is the single most important method of ensuring they do not live beyond their means.

Fiscal prudence and the direct relationship between lender and borrower, in this case the Member State and the financial investors in government bond markets, are the brakes on the system, preventing overspending in the short, medium, and long term. Currently sovereign issuance in the euro zone is still conducted individually by euro zone Member States, but the stability bonds being proposed would entail a significant pooling of sovereign issuance. It remains to be seen whether a stability bond could be designed so that it does not lead to an increased risk of moral hazard.

Removing the direct link between a sovereign and its investor is a risky strategy. However, designing a stability bond which delivers a reduced cost of debt for some poorer euro zone countries at an acceptable expense for the more wealthy is as big a challenge. As the German Ambassador recently said to a House of Lords inquiry, stability bonds are not a solution to the existing crisis. If there is any debate about Eurobonds this is not the time to have it. This is something that could be the crown to an existing fiscal union, but it would have very great moral hazard in an incomplete monetary union. We need to listen to his wisdom. If a Member State spends or borrows too much, it risks losing investor confidence. Collective issuance of debt will not disguise the fundamentals and investor confidence in the whole of the euro zone may unnecessarily be put at further risk.

  Miguel Portas, em nome do Grupo GUE/NGL. – Senhor Presidente, os governos são capazes de aprovar um novo Tratado à velocidade da luz mas, em contraste, um debate como este dos eurobonds avança a passo de caracol e numa floresta de ambiguidades. Por um lado, reconhecemos, e cito que a zona euro se encontra numa situação única com Estados a partilharem uma moeda, sem que exista uma política orçamental comum e sem um mercado obrigacionista europeu. A esta luz, os problemas do euro não são de gregos, nem de portugueses, nem de irlandeses, são da Europa, porque não há uma boa moeda sem um orçamento europeu digno desse nome, como não há uma boa moeda sem a capacidade de emissão de dívida a essa mesma escala. Mas, por outro lado, a resolução também diz que a estabilidade de cada Estado, a estabilidade orçamental, é uma condição, uma pré-condição dos eurobonds. Isto é como dizer a um doente que ele só terá direito ao remédio se, entretanto, se tiver milagrosamente tratado. É um absurdo, não faz sentido nenhum.

As obrigações europeias devem ser vistas a longo prazo como um instrumento público de financiamento das economias e não como um prémio oferecido aos governos por terem cumprido o mais estúpido dos acordos que até hoje inventaram, o Tratado que reforça o Pacto de Estabilidade e Crescimento. As obrigações europeias devem contribuir para a restruturação das dívidas dos países em dificuldades, ou então a história dos próximos anos continuará a ser escrita em grego, assente em doses maciças de austeridade, de humilhação e de desespero.

  Godfrey Bloom, on behalf of the EFD Group. – Mr President, in the 1970s the Community Reinvestment Act in the United States made due diligence in banking illegal. To pursue a political goal, the Administration laid open the pathway to what we now know as sub-prime debt. It proved to be – as I said it would at the time – a pathway to hell paved with good intentions. It was conceived to make banks lend to people who could not possibly repay.

We politicians now love to blame the banks, but it started with politics. Sadly, politicians do not understand money. How else could we have got ourselves into this appalling mess? Yet we have learnt nothing; we are now advocating a form of Eurobond, a sub-prime debt instrument by any other name. Again, we are bailing out the banks at the expense of the taxpayer. The ECB, the Bank of England and the Fed are all at it: print money; give it to the banks to buy junk bonds – bogusly rated as double A – to shore up their reserves and guarantee salaries and bonuses that ordinary people can only wonder at.

We have learnt nothing from the 2008 crisis. We are desperately clinging to a failed political ideal as our cities riot and burn. The day must surely come when politicians, bureaucrats and central bankers must be called to account by a fiscal crimes tribunal and sent to prison for a very long time.

  Andrew Henry William Brons (NI). - Mr President, when it comes to borrowing money, interest is not the only price you pay. Your creditor or guarantor will demand conditions for the loan. Stability bonds might facilitate borrowing by insolvent countries by providing a joint and several guarantee of repayment. However, the real price to be paid by the peoples of ailing countries, rather than their governments, will be even more budgetary constraints, leading to economic depression, greater unemployment, misery, homelessness and even suicide. For Greece, the cradle of democracy, the unelected Commission will determine tax and spending policies that should instead be determined by Greek voters through their elected representatives in their own national parliament.

These sacrifices might be worthwhile if they guaranteed prosperity for the ailing countries. However they are locked in a currency that is absurdly overvalued for their economies. They need reversion to their own currencies, which will devalue and then produce export-led recoveries.

  Corien Wortmann-Kool (PPE). - Voorzitter, in het afgelopen jaar zijn belangrijke stappen gezet om het fundament van onze Economische en Monetaire Unie te versterken. Cruciale bouwstenen zijn het sixpack, het permanente noodfonds, het nieuwe verdrag en de actie van Europese Centrale Bank om 500 miljard aan driejarige leningen te lenen aan onze banken. De problemen zijn nog immer groot, maar het vertrouwen lijkt stap voor stap terug te keren en we moeten ambitieus zijn om op die ingeslagen weg verder te gaan om duurzame economische groei te bevorderen.

Daarom ook verwelkom ik namens onze fractie het verslag dat door commissaris Rehn is gepresenteerd over het macro-economisch toezicht. Want structurele hervormingen zijn nodig om groei en concurrentiekracht in Europa zeker te stellen. Maar we moeten verder bouwen aan de versterking van onze Economische en Monetaire Unie, want dat is de basis voor onze welvaart en werkgelegenheid. Daarin is de discussie over de stabiliteitsobligaties een belangrijke discussie, want de uitgifte van staatsobligaties is in Europa nog steeds versplinterd over 17 deelmarkten. Daarmee lopen we belangrijke voordelen mis.

Euro-obligaties zullen de crisis van nu niet oplossen en ze mogen ook geen excuus zijn om de soms pijnlijke, maar nodige bezuinigingen en hervormingen door te voeren. Die stabiliteitsobligaties kunnen echter wel in de toekomst een heel positieve bijdrage leveren aan een veel efficiëntere uitgifte van staatsobligaties en kunnen voordelen bieden voor ons allen in Europa. Daarom is de resolutie van het EP ook een belangrijke aanmoediging aan het adres van de Europese Commissie om verder onderzoek te doen naar deze uiterst gecompliceerde materie. Er is nog veel verwarring, dus alstublieft, ga verder op die ingeslagen weg die nog vol is met voetangels en klemmen, want het is in ons aller belang met het oog op de toekomst dat we uitkijken naar de uitgifte van gezamenlijke obligaties.

  Gianni Pittella (S&D). - Signor Presidente, deve essere chiaro che con gli eurobond non si vuole scaricare la responsabilità di paesi poco virtuosi sulle spalle di paesi virtuosi. Tutti devono stare tranquilli: nessuno pensa di fare il "frega compagni". Le riserve tedesche, inizialmente comprensibili, ora non hanno ragione di esistere, perché si possono concepire gli eurobond in modo che consentano ad alcuni paesi di ridurre il costo del debito senza aumentarlo per gli altri.

Come ricordato da alcuni colleghi, l'introduzione degli eurobond deve essere parte di un processo di maggiore integrazione e coordinamento fiscale tra i paesi membri della zona euro: ma sarà necessaria anche la massima attenzione perché questo trasferimento di sovranità fiscale avvenga attraverso istituzioni con piena legittimità democratica, come il Parlamento europeo.

Voglio dirlo con la massima forza: nessuna replica alla procedura autoritaria del fiscal compact. Onorevoli colleghe e colleghi, domani procederemo a una votazione storica, pianteremo un seme importante per salvare l'Europa e per procedere speditamente verso l'Europa del governo economico, del coordinamento fiscale e quindi, dell'Europa politica.

  Carl Haglund (ALDE). - Mr President, first of all I want to thank Ms Goulard for making a good job of trying to consolidate the variety of views in this House on this complicated issue. I think Ms Goulard has done a good job in trying to address all of the criticisms put forward by those who are not very positive towards the Eurobond. At the same time, however, the fundamental challenge that some of us have with Eurobonds is whether we regard common issuance – in other words, joint liabilities – as something that is politically acceptable. This cannot be solved by technical solutions involving ‘red’ and ‘blue’ bond models and such like.

I personally am in favour of the redemption fund, and I want to remind this House that we have agreed together on the ‘six-pack’, the coming ‘two-pack’, the international agreement, etc. Hopefully, all of these will bring the European economies into balance, so why do we need Eurobonds at this stage, since at that point all countries should be able to get loans on the markets for a reasonable price? We have not answered that question, and the question whether our endeavours are economically or politically motivated has perhaps not been sufficiently answered at this point in time.

  Pascal Canfin (Verts/ALE). - Monsieur le Président, Madame Kroes, dans votre intervention au nom de la Commission, vous nous avez dit: "Les euro-obligations, sans la discipline budgétaire, ça ne marchera pas." Vous avez tout à fait raison. Mais ce qu'on connaît aujourd'hui, c'est la discipline budgétaire sans les euro-obligations. Ce que nous proposons au Parlement européen, c'est un équilibre entre les deux. Aujourd'hui, le paquet que vous proposez est déséquilibré.

Ce n'est pas nous qui le disons. Ecoutez les agences de notation. Lorsque Standard & Poor's a dégradé la France, il y a quelques semaines, ce qu'elle disait, c'était: "L'austérité seule, ça ne marche pas." Vous n'êtes pas obligée de me croire, vous n'êtes pas obligée de croire la gauche dans ce Parlement européen, mais vous pouvez croire les agences de notation, si vous les écoutez davantage.

L'enjeu est bien de mettre en place dès aujourd'hui une feuille de route, car on ne sous-estime pas les enjeux juridiques, les complexités techniques. Mais c'est justement parce que c'est compliqué, qu'il faut commencer tout de suite, pour envoyer un signal et se mettre le plus rapidement possible en ordre de bataille. Et au-delà des enjeux techniques et juridiques, la question est quand même d'abord politique.

Est-ce qu'on a envie, aujourd'hui en Europe, de faire ce que les États-Unis ont fait il y a deux cent vingt ans chez eux, c'est-à-dire mettre en commun, progressivement, leur dette publique pour être solidaire et pour marquer une volonté politique de créer une union politique? Au Parlement européen, je pense qu'il y a une majorité pour aller dans cette direction. Surprenez-nous à la Commission européenne! Pour une fois, soyez vraiment européens et ambitieux!

  Claudio Morganti (EFD). - Signor Presidente, onorevoli colleghi, si è perso già troppo tempo prezioso per andare verso una direzione che mi sembra logica, oltre che obbligata.

Gli Stati in difficoltà, ai quali si chiedono fortissime restrizioni di bilancio e che qualcuno voleva addirittura commissariare, non possono permettersi di pagare miliardi di euro in più degli altri stessi paesi dell'eurozona per rifinanziare il debito, altrimenti non potranno mai uscire da questa crisi.

La soluzione prospettata di recente da alcuni analisti francesi mi sembra molto interessante: prevede infatti un'emissione comune di titoli europei ponderata in base alla situazione dei diversi Stati. In questo modo si avrebbe un risparmio generalizzato sui costi di rifinanziamento, dal quale trarrebbero sicuro vantaggio non solo quei paesi che oggi pagano di più ma anche i cosiddetti paesi virtuosi.

Bisogna agire in tempi rapidi. L'Europa non può più essere succube degli interessi di un solo paese che pretende di decidere per tutti gli altri.

  Werner Langen (PPE). - Herr Präsident! Eurobonds sind ein Instrument, das an strenge Voraussetzungen gebunden sein muss, z. B. als erste Voraussetzung eine umfassende Vertragsänderung. Denn bisher ist es nicht möglich, diese Eurobonds auf der Grundlage der bestehenden europäischen Verträge einzuführen. Es steht auch etwas versteckt unter Punkt 11 der Entschließung. Dort heißt es: „angemessene rechtliche Voraussetzungen“. Das wird nicht reichen. Vertragsänderung.

Zweitens: Die Entschließung insgesamt ist das Ergebnis eines intensiven Meinungsaustauschs. Ich möchte der Kollegin Sylvie Goulard ausdrücklich Dank sagen, dass sie es fertiggebracht hat, in diese Entschließung die Forderung nach Eurobonds, aber auch die Bedenken, die gegenüber Eurobonds vorgebracht wurden, und die Vorbedingungen, aufzunehmen. Deshalb glaube ich, auch wenn es den Wunsch gibt, an der ein oder anderen Stelle noch getrennte Abstimmungen vorzusehen, dass wir auch von Seiten der EVP-Fraktion dieser gemeinsamen Entschließung mit großer Mehrheit zustimmen werden.

Das heißt allerdings nicht, dass damit die Probleme gelöst sind. Denn für die Einführung von Eurobonds muss es eine von allen 27 Mitgliedstaaten befürwortete Vertragsänderung geben. Selbst die Vorschläge, die der deutsche Sachverständigenrat zur Begutachtung der wirtschaftlichen Entwicklung vorgetragen hat, können nicht darüber hinwegtäuschen, dass auch die gemeinsame Verschuldung oberhalb von 60 % neue vertragliche Grundlagen erfordert. Wir sind auf einem weiten Weg, und im Gegensatz zu dem Ziffer 7 der Entschließung bin ich der Meinung, dass die Kommission kein hervorragendes Grünbuch vorgelegt hat, sondern ein schlecht ausgearbeitetes Grünbuch. Frau Vizepräsidentin, Sie haben es selbst bestätigt: Es gab nur 18 Interventionen. So was habe ich ja noch nie erlebt in den letzten 20 Jahren! Das kann nur ein Beleg dafür sein, dass die Kommission bisher ihre Arbeit nicht getan hat.

Und dass die Entschließung gar nicht pauschal von Eurobonds spricht, sondern von sehr verschiedenen Optionen? Und ist Ihnen bekannt, dass nicht alle diese Optionen eine Vertragsänderung voraussetzen? Ich finde es fragwürdig, dass Sie hier wieder Allgemeinheiten über Eurobonds abgesondert haben. Genau die Differenziertheit, die wir mit dem guten Vorschlag von Frau Goulard hier erreicht haben, sollten wir nicht wieder aufgeben. Ich würde gern etwas mehr Differenzierung in Ihren Äußerungen hören und bin gespannt, was Sie dazu sagen.

  Werner Langen (PPE), Antwort auf eine Frage nach dem Verfahren der blauen Karte. – Das ist mir bekannt. Ich bin gerade Berichterstatter über Projektbonds im ITRE. Natürlich kann es für Investitionen gemeinsame Euroanleihen über die Europäische Investitionsbank geben. Das ist die Realität. Hier geht es um die Übernahme der gemeinsamen Verschuldung, die nach dem Vertrag bisher ausdrücklich verboten ist. Wir brauchen uns doch hier nicht zu belehren, Herr Kollege Giegold. Wenn wir eine gemeinsame Stabilitätsanleihe durchsetzen wollen, dann müssen vorher die Bedingungen erfüllt sein. Nicht mehr und nicht weniger habe ich gesagt. Ich sehe da keinen Widerspruch.

  Elisa Ferreira (S&D). - Senhor Presidente, Senhora Comissária, desde maio de 2010 até hoje vemos de que forma um problema que parecia gerível se agravou de forma descontrolada. É verdade que o combate à crise aberta pelos mercados financeiros agravou o endividamento dos países da zona euro e que os mais fragilizados se tornaram particularmente vulneráveis. No entanto, será possível que países partilhando a mesma moeda sejam entregues à sorte dos ataques dos operadores financeiros e dos que ganham apostando na probabilidade de países do euro entrarem em bancarrota? As terríveis consequências da incapacidade de resposta do Conselho e da Comissão geraram problemas que hoje são inquestionáveis. Os juros especulativos praticados sobre países individuais inviabilizaram qualquer estratégia de saída da crise. O consequente agravamento do problema económico do país justifica um novo empolamento de juros até que o corte total do crédito mate a economia de um país e o contágio faz o resto. Este Parlamento há muito que defende uma forma de gestão comum da dívida soberana sujeita a regras exigentes, mas claras.

Saudamos que finalmente a Comissão tenha produzido um Livro Verde sobre o tema, aquilo a que se chamou obrigações de estabilidade. Hoje é claro que, sem algum tipo de obrigações desse tipo, devidamente articulado com um mecanismo de estabilização europeu, as chamadas barreiras de proteção, as tais firewalls para a dívida soberana não existem e enquanto não existirem o euro está em perigo e a Europa também.

Na resolução que este Parlamento aprovou maioritariamente a propósito de um novo Tratado ficou absolutamente claro que não é admissível continuar a impor mais regras de estabilidade fiscal, disciplina orçamental e sanções sobre países do euro sem dar passos concretos e urgentes na gestão solidária da dívida soberana. Os dois processos terão de evoluir em paralelo. É isso que esperamos da Comissão e é tarde demais agora.

  Jaroslav Paška (EFD). - Rozumiem úsiliu veľmi zadlžených krajín Únie pomôcť si s financovaním štátneho dlhu dlhopismi, za splácanie ktorých by zodpovedali najmä iní. Za hospodárenie jednotlivých štátov sú však plne zodpovedné iba ich vlády. Preto rozumiem aj obozretnosti tých vlád, ktoré zatiaľ nemajú problém požičať si za rozumnú prirážku na finančných trhoch, keď nechcú svoje krajiny zatiahnuť do pochybnej hry na zodpovednosť ich krajiny za šafárenie iných.

Ak sa Komisii a niektorým členským štátom zdá myšlienka spoločných údajne stabilizačných dlhopisov skutočne taká prínosná, ako uvádzajú v zelenej knihe, mohli by už dnes zvážiť vydanie emisie spoločných dlhopisov skupiny tých krajín, ktoré v takomto riešení vidia svoje východisko z krízy. Iste by sme všetci so záujmom sledovali, aký by bol na finančných trhoch záujem napríklad o emisiu spoločných stabilizačných dlhopisov skupiny krajín z južnej Európy: Portugalska, Španielska a Cypru, a s akou prirážkou by obchodovali na trhoch. Ak by ich prirážka bola na úrovni Nemecka, hovoril by som, že toto riešenie môže byť prínosné pre Európsku úniu.

  Theodor Dumitru Stolojan (PPE). - Sunt convins că, în viitor, piaţa unică va include şi piaţa unică a obligaţiunilor comune. Întrebarea este însă: când, în viitor? Şi, aici, sigur că ar fi bine să fi avut o uniune politică, dar n-o avem şi, atunci, cred că trebuie să recunoaştem cu toţii că statele membre trebuie, mai întâi, să-şi recâştige credibilitatea pe pieţele financiare prin rezultate concrete, obţinute în aplicarea noii legislaţii europene şi a tratatului care este în curs de semnare cu privire la guvernanţa economică, cu privire la stabilitatea financiară. Vorbim mult de solidaritate, este o puternică valoare europeană, dar, în niciun caz, nu putem accepta să fie extinsă la faptul că unele state membre trebuie să finanţeze excesul de cheltuieli al altor state membre şi la costuri mici.

Trebuie, de asemenea, să recunoaştem că, indiferent ce vrem să facem, statele membre vor plăti de acum înainte – plătesc şi în prezent – dobânzi, costuri diferite pentru împrumuturile pe care le obţin, atât timp cât credibilitatea lor pe pieţele financiare va fi diferită.

  Othmar Karas (PPE). - Frau Präsidentin, meine Damen und Herren! Wir führen hier keine Generaldebatte über die Krise, sondern eine Spezialdebatte über die Antwort der Kommission auf die Konsultation zum Grünbuch. Die Antwort auf die Konsultation, Frau Kommissarin, haben Sie uns heute vorenthalten. Wir kennen die Antwort auf die Konsultation nicht. Sie haben im Grünbuch drei Varianten vorgeschlagen. Sie haben sich heute allerdings auf keine der drei festgelegt. Wir müssen jedoch Tempo machen.

Wir kennen die Probleme, aber wir wissen auch, dass die Eurozone, jede Währungszone, auch ein Anleihemarkt ist. Und wir wissen, dass man, bevor man Eurobonds einführt – obwohl es viele gibt, die wir heute meinen –, eine konsolidierte Haushaltsführung braucht. Da haben wir einen langen Weg vor uns. Wenn ich nur an die Debatte um das Sixpack denke, wenn ich an den Fiskalpakt denke, dann habe ich das Gefühl, dass die Mitgliedstaaten noch nicht so weit sind, das, was wir brauchen, auch tatsächlich zu europäisieren.

Unabhängig davon können sie mit konkreten Vorschlägen – wo Werner Langen völlig Recht hat, dass wir bei zwei Varianten natürlich eine Vertragsänderung benötigen –, mit konkreten Varianten, mit einer konkreten Roadmap natürlich auch zu einer Beschleunigung beitragen. Wir brauchen Eurobonds, wir brauchen Geld, und wir brauchen niedrigere Zinsen. Daher sollten wir den Weg zügiger vorangehen, als es in Ihrer Wortmeldung heute spürbar war.

  Alfredo Pallone (PPE). - Signora Presidente, dopo aver votato il fiscal compact e il sic. spec. e aver impostato un discorso relativamente al rispetto di regole da parte di tutti, ci stiamo ora rendendo conto che non esiste una posizione unitaria all'interno né del Parlamento né dei governi. Di questo non possiamo non prendere atto.

La prima e la seconda opzione del Libro verde non possono essere mutualizzate per una ragione molto semplice: e cioè che la garanzia è in solido di tutti gli Stati per cui sorge – come già detto da più colleghi – il moral hazard.

Noi non possiamo non lavorare, se vogliamo fare presto e subito, sul terzo approccio. Vale a dire: non c'è nessuna mutualizzazione del credito e su questo noi non possiamo lavorare, perché ritengo anche eticamente giusto il fatto di non poter toccare il problema che è stato deliberato col Trattato di Maastricht.

Allora, il debito sotto forma di eurobond sarebbe composto dagli asset migliori, per cui questa opzione è fattibile e la si può realizzare con celerità, avvalendoci, come dicevo, degli asset migliori e di quelli più sicuri attraverso riserve liquide e riserve auree. Credo che sia l'unica strada percorribile ad oggi: ossia quella di lavorare sulla terza opzione del Libro verde, giacché saremmo degli ipocriti se sostenessimo di voler occuparci delle prime due per accelerare i tempi.

Più avanti vedremo di definire la denominazione di questi eurobond: eurobond senior, junior, ecc. ma per il momento abbiamo un grave problema che è quello della stagnazione economica: o agiamo subito o i paesi che ne hanno bisogno entreranno in recessione.

  Ρόδη Κράτσα-Τσαγκαροπούλου (PPE). - Κυρία Πρόεδρε, οι προτάσεις της Επιτροπής για τα ευρωομόλογα σταθερότητας ήρθαν μετά από πρωτοβουλίες και έντονα αιτήματα του Ευρωπαϊκού Κοινοβουλίου και συνεπώς επικροτώ με θέρμη αυτή την προσέγγιση. Θα ήθελα ωστόσο να διευκρινίσω ότι στόχος μας δεν είναι να λυθούν ανώδυνα τα προβλήματα κάποιων χωρών οι οποίες αδυνατούν από μόνες τους να τα αντιμετωπίσουν. Στόχος είναι η αποτελεσματική, δίκαιη και αλληλέγγυα διαχείριση του χρέους, χωρίς αυτό να συνεπάγεται επιβάρυνση για τις υγιείς χώρες, αλλά και χωρίς κάποιες άλλες χώρες να αναγκάζονται να χρηματοδοτούνται με πολύ επαχθείς για αυτές όρους. Πρόκειται για την σταθερότητα της ίδιας της ευρωζώνης και είμαι σίγουρη ότι η Ένωση θα προχωρήσει προς αυτή την κατεύθυνση.

Θα ήθελα στο σημείο αυτό να υποβάλω ορισμένα ερωτήματα στην Επιτροπή:

Πρώτον, ποιές είναι οι αντιδράσεις, αφενός, των κρατών μελών και, αφετέρου, των χρηματοπιστωτικών ενώσεων έναντι των τριών προτάσεων της Επιτροπής;

Δεύτερον, πώς περιμένει η Επιτροπή να συμβάλουν τα ομόλογα σταθερότητας στην ισχυροποίηση του ευρώ στις διεθνείς αγορές και, τρίτο και τελευταίο, ποιό χρονοδιάγραμμα έχει κατά νου η Επιτροπή, δεδομένου ότι οι χώρες με δημοσιονομικές πιέσεις έχουν άμεσες και επιτακτικές ανάγκες και, ταυτόχρονα, οφείλουν να χρηματοδοτήσουν την οικονομία τους για την ανάπτυξη και τη συνοχή, όχι μόνο σε εθνικό επίπεδο αλλά και σε επίπεδο Ευρωπαϊκής Ένωσης.

  Markus Ferber (PPE). - Frau Präsidentin, liebe Kolleginnen und Kollegen! Wir müssen in der Diskussion wieder ein bisschen ehrlicher werden. Wie war denn die Situation, bevor der Euro eingeführt wurde? Wie waren die Zinssätze in Griechenland, als es die Drachme gab, in Italien bei der Lira, in Spanien bei der Pesete, in Portugal beim Escudo? Sie waren deutlich höher als das, was zurzeit an den Finanzmärkten gezahlt werden muss. Die Mitgliedstaaten, die in den Euro gekommen sind, haben zehn Jahre lang das süße Gift niedriger Zinsen bekommen und haben eine Ausgabenpolitik betrieben, der sie heute nicht mehr Herr werden. Jetzt zu sagen „Ich will dieses süße Gift über Eurobonds aber noch länger bekommen“ ist doch genau die falsche Reaktion. Hier sind in der Vergangenheit viele Fehler gemacht worden, die jetzt korrigiert werden müssen. Und wer meint, er löse das Problem, indem er dauerhaft die Droge niedrige Zinsen zur Verfügung stellt, der nimmt den Druck weg, der Gott sei Dank von den Finanzmärkten jetzt auf eine Reihe von Mitgliedstaaten ausgeübt wird.

Zweitens: Europa wird doch nicht dann gesund, wenn man über Eurobonds nicht den Kranken hilft, gesund zu werden, sondern die Gesunden krank macht! Deswegen sollten wir auch in dieser Frage ehrlich sein. Eurobonds stärken die Europäische Union nicht, sie schwächen sie.

Dann gibt es ja noch den verrücktesten Vorschlag, der in dieser Entschließung steht, nämlich über einen Schuldentilgungsfonds eine Art selbstfinanzierenden Abbau von Schulden durch neue Schulden zu schaffen. Ja wo leben wir denn? Das heißt doch ganz konkret, dass die Schulden, die Länder angehäuft haben, dank der Bonität anderer refinanziert werden sollen, und die Kosten tragen die, die gut gewirtschaftet haben, weil sie bei sich höhere Zinsen bezahlen müssen für die, die schlecht gewirtschaftet haben. Das heißt die Vergemeinschaftung der Schulden. Wer das hier als Politikinstrument anführt, der gefährdet Europa viel, viel mehr als das, was wir momentan im Zusammenhang mit den Rettungsmaßnahmen beschlossen haben. Deswegen kann ich nur davor warnen, so zu tun, als wenn wir mit Eurobonds alle Probleme lösen könnten.

  Sylvie Goulard (ALDE), question "carton bleu". – Je comprends tout à fait votre souci de ne pas retirer la pression que représentent des taux d'intérêt équilibrés, mais ce qui me gêne, c'est lorsque vous utilisez autant le mot "bon" ou "mauvais". Peu importe, à mon sens, dans la situation où on est, si la gestion a été bonne ou mauvaise. Qu'est-ce que vous proposez pour que les pays qui ont pris certains engagements puissent désormais les respecter et que l'ensemble de la zone euro reste donc solidement unie?

  Markus Ferber (PPE), Antwort auf eine Frage nach dem Verfahren der blauen Karte. – Liebe Kollegin Goulard! Ich sage nur ganz kurz, das ist keine Bewertung, die ich hier vorgenommen habe. Ich will nur darauf hinweisen, dass die letzte italienische Staatsanleihe, bevor Italien in den Euro ging, mit 10 % rentiert hat. Und da war kein Aufschrei in Italien vorhanden! Da hat keiner gesagt, das sollen jetzt andere Länder übernehmen. Es war selbstverständlich, dass man hohe Zinsen bezahlt hat. Und jetzt plötzlich, weil man zehn Jahre niedrige Zinsen hatte und sich über alle Maßen verschuldet hat, weil Geld billig geworden ist – für Investitionen genauso wie für die öffentlichen Hände –, möchte man das prolongieren über Eurobonds. Das ist eine Falle, aus der wir nicht herauskommen, und dazu stehe ich!

  Roberta Angelilli (PPE). - Signora Presidente, oltre alla tassa sulle transazioni finanziarie, gli stabiliti bond sono l'unica proposta concreta emersa in questi mesi per cominciare a parlare nuovamente di sviluppo e crescita e non solo di rigore e austerità.

Abbiamo bisogno di risorse per ridare ossigeno all'economia europea e, per ridare fiducia al mercato, ai consumatori e alle imprese, di un nuovo progetto comune che sia economico, fiscale e finanziario. Abbiamo bisogno di nuovi progetti per sostenere l'occupazione e lottare contro la disoccupazione giovanile. O forse pensiamo di risolvere tutto con gli 82 miliardi di euro – annunciati con grande clamore mediatico nello scorso Consiglio europeo – che altro non sono che i Fondi strutturali non ancora impegnati dagli Stati membri? Ritengo siamo tutti convinti che non si possa più parlare ai popoli europei solo di sacrifici e tagli.

Per concludere, mi rivolgo ai colleghi tedeschi. Penso che in questo momento nessuno possa salvarsi da solo e quindi, se gli stabiliti bond non sono una panacea, anche la Germania deve fare attenzione, perché se la crisi dilaga anche questo virtuosissimo paese ne dovrà farne le spese.

  Miroslav Mikolášik (PPE). - Úvahy o zavedení stabilizačných dlhopisov považujem za predčasné v kontexte nevyriešenej krízy štátnych dlhov a deficitov mnohých členských štátov Európskej únie. Vydávanie spoločných dlhopisov, ktoré niektorí považujú za „potenciálne mocný nástroj riešenia obmedzenej platobnej schopnosti niektorých členských štátov eurozóny“ by podľa môjho názoru len odviedlo pozornosť od akútnych, nevyriešených problémov fiškálnej disciplíny.

Kríza si vyžaduje zavedenie a dôsledné dodržiavanie primeraného fiškálneho rámca a súčasné oživenie hospodárskeho rastu. Spoločné pokračovanie vo verejnom zadlžovaní by len súčasný negatívny stav prehĺbilo, hoci niektoré negatívne dopady by sa krátkodobo oddialili a zamaskovali, jadro problému by však zostalo nezmenené. Zavedenie spoločne vydávaných stabilizačných dlhopisov by taktiež radikálne zmenilo štruktúru trhu so štátnymi dlhopismi eurozóny a prinieslo nové, zatiaľ málo preskúmané riziká pre členské štáty.

  Anneli Jäätteenmäki (ALDE). - Arvoisa puhemies, parlamentti on nyt ottamassa alustavaa kantaa eurobondeihin komission esityksen pohjalta, jossa on siis erilaisia vaihtoehtoja. Kysymys eurobondeista on aatteellinen. Eurobondit ovat iso harppaus kohti liittovaltiota. Tästä on kysymys, itse en kannata liittovaltiota.

Toinen peruste, miksi en myöskään ole eurobondien kannalla on se, että eurobondit antavat jäsenvaltioille mahdollisuuden jatkaa holtitonta velanottoaan ja tästähän pitäisi juuri päästä irti. Jäsenvaltioiden pitää jatkossakin olla vastuussa vain omista veloistaan.

Lopuksi haluaisin todeta, että nyt kun Ateenassa kuohuu, Euroopan parlamentti askartelee ja keskustelee eurobondeista. Minun mielestäni pääpaino pitäisi pistää työllisyyteen, kasvuun ja työpaikkojen luomiseen.

A közös gazdaságirányítás megalkotása után, annak stabilan tartása egyértelmű célja minden tagállamnak, ezért az állásfoglalási indítványt és a stabilitási kötvényeket is támogatom. Ez eddig biztos. Innentől kezdve azonban, tisztelt biztos asszony, csak kérdéseim vannak. Úgy a rendszer bevezetésével, mint a csatlakozni kívánó tagállamokkal kapcsolatban. Ön, biztos asszony, általános bevezetőt tartott, amit ezúton is nagyon köszönök. Érzem, hogy rendkívül nehéz helyzetben van Rehn biztos úrnak a helyettesítésével kapcsolatban, azonban nem tudok eltekinteni attól, hogy ez a kérdés, az általános felvezetést már régen meghaladta. Most már konkrétumokról kellene beszélni. A zöld könyvben két lényeges elem szerepel a kötvények bevezetésénél. A költségvetési fegyelem és a versenyképesség növekedésének a kérdése. Vannak-e egyéb feltételek, amelyek szükségesek a kötvénykibocsátáshoz? Nem világos az sem, hogy azon tagállamok, amelyek nem részei az Uniónak, hogyan tudnak majd csatlakozni. Jó lenne egy útiterv, most már nem általános, hanem specifikus. Várom ebben a válaszát.

  Anna Záborská (PPE). - Nie som finančník, len chcem použiť zdravý rozum. Dovoľte mi otázku: pamätá si ešte niekto zo zástancov dlhopisov stability, čo bolo príčinou hypotekárnej krízy v Amerike? Finančné inštitúcie vytvorili pre investorov balíky, v ktorých boli hypotéky rôznej kvality. Tieto kolaterálne dlhopisy mali rozdeliť riziko pri nesplatení hypoték. Za ich vytvorením stála politická objednávka. Snaha poskytnúť každému občanovi pôžičku na dom, bez ohľadu na jeho finančné možnosti.

To, čo dnes nazývame dlhopisy stability, nie je nič iné. Je to politická snaha sprístupniť ďalšie pôžičky tým, ktorí ich nemôžu splácať. Aj tie najprísnejšie pravidlá finančnej disciplíny zlyhajú, ak nie sú vynútiteľné. Pri hypotékach mohol veriteľ získať časť pôžičky naspäť tým, že predal nehnuteľnosť. Pri dlhoch suverénnych štátov táto možnosť neexistuje. Myslím si, že riziká eurobondov neboli dostatočne zohľadnené.

  Inês Cristina Zuber (GUE/NGL). - Senhora Presidente, a forma eufemística como são designados os eurobonds - obrigações de estabilidade - tem por base um pré-requisito que recusamos: o aprofundamento da governação económica orçamental determinará uma acentuada transferência de soberania para as grandes potências. O objetivo estratégico aqui assumido não é o do crescimento económico, da criação de emprego e de combate às desigualdades sociais, mas a afirmação do euro como moeda de reserva mundial, elemento que é contrário aos interesses dos povos dos países da periferia. Este mecanismo não garante o fim dos ataques especulativos, mantendo também diferenciações nas taxas de juro do financiamento de cada um dos países. O que é necessário não são medidas que há anos atrás, no quadro de uma discussão de uma profunda alteração das políticas económicas da União Europeia, poderiam ter servido de amortecedores ao choque especulativo. O que é necessário neste momento é a inversão do caminho percorrido e a revogação da governação económica, do Pacto para o Euro Mais e do Pacto Orçamental.

  Elena Băsescu (PPE). - Analiza anuală a Comisiei pentru 2012 arată că redresarea economică în UE cunoaşte o perioadă de stagnare, iar, pentru acest an, se prevede o creştere economică de numai 0,6% .Adâncirea crizei datoriilor suverane din zona euro este îngrijorătoare. În acest context, obligaţiunile comune ar putea constitui un instrument eficient pentru soluţionarea problemelor de lichiditate. Ele înseamnă un pas înainte în direcţia unei suveranităţi fiscale comune între statele din zona euro. Totodată, emiterea obligaţiunilor de stabilitate ar putea contribui la asigurarea unei finanţări cu un nivel redus al costurilor. Ea ar genera efecte pozitive asupra pieţelor naţionale.

UE trebuie să asigure măsuri de supraveghere economică şi bugetară pentru ţările confruntate cu o gravă instabilitate financiară. Este important ca disciplina bugetară să fie consolidată.

  Neelie Kroes, Vice-president of the Commission. − Madam President, this is quite an experience: 22 people are on the list to speak and there are only 5 in the Chamber. I am saying this by way of response to the remark of Honourable Member Werner Langen, who mentioned that 18 reactions to Olli Rehn’s speech was quite a low number. I could not agree more, but his reaction and his conclusion on that number was that the Commission did not do the job properly. I do not accept that conclusion.

Olli Rehn is doing a great job. He could not be here today, but I can assure you he has to be active in the solution for Greece. Having said that I think that it is quite remarkable that as I began my speech Mr Bloom was saying ‘I have to go’, ‘I am hungry’. This type of reaction is not in keeping with the importance of the issue we are dealing with.

I am more than willing to do the job and to give the answers that I have available on this subject. The subject is too important not to reply in full. I completely agree and, therefore, arguments in favour of pursuing Eurobonds are clear. Stability bonds would provide all participating Member States with more secure access to refinancing, and reduce or eliminate the need for costly support and rescue measures for Member States temporarily excluded from market financing. Stability bonds would enhance financial stability and they would provide the source of more robust collateral for all banks in the euro area.

This would reduce banks’ vulnerability to any deterioration in the credit ratings of individual Member States, and other institutional investors would benefit from a more homogeneous and robust safe asset. But stability bonds are not a measure to address the current crisis. They are the next step in EU integration and a tool to limit the risk of future crises. Stability bonds can make the euro-area financial system more resilient to future adverse shocks and so reinforce financial stability.

We also need to be clear about legal, technical and political challenges. For example, the issuance of stability bonds under joint and several guarantees would, a priori, lead to a situation where the Article 125 ban on bail-outs would be breached. In this case, an amendment to the Treaty would be necessary. I do not need to explain to you the likelihood of success of such changes in the current circumstances.

In so far as the introduction of stability bonds will increase the pooling of risk between participating countries, this might have the effect of weakening market discipline. This means that it is of crucial importance that all participating Member States have confidence in other participants’ economic and budgetary policies, and thus a higher degree of control over each other’s policies.

Therefore, an increase in surveillance and in intrusiveness in the design and implementation of national fiscal policies would be warranted beyond the recent initiatives, and by that I am talking about the six-pack, the fiscal compact treaty and Article 136 regulations proposed by the Commission. The very existence of stability bonds could fundamentally alter budgetary processes, notably via the allocation mechanisms.

The participating Member States would collectively decide and approve individual budgetary plans through the allocation of bonds. All these issues require careful further reflection. The Commission will therefore continue seeking the views of key stakeholders in this respect and will therefore consult, in particular, Member States, financial market operators, financial market industry associations and academics within the EU and beyond. Once sufficient clarity has been established on all those issues, the Commission will give its views on the appropriate way forward.

I sincerely hope that those who remain in the Chamber and who are interested in the debate can accept this response in the name of Olli Rehn.

  George Sabin Cutaş (S&D), în scris. – Consider necesară punerea în comun a riscurilor cu care se confruntă statele membre pe pieţele financiare. În contextul în care Franţa este ameninţată cu retrogadarea notei sale de către agenţiile de rating de credit şi Germania s-a confruntat acum câteva luni cu dificultăţi crescute în a se finanţa, este clar că refuzul implementării euro-obligaţiunilor nu face decât să înrăutăţească situaţia actuală pentru toate statele membre ale Uniunii. Crearea unei pieţe unice a obligaţiunilor europene, în paralel cu stabilirea unor ţinte de reducere a datoriilor statelor membre sub monitorizarea executivului european, ar permite stabilizarea monedei euro, creşterea lichidităţii şi obţinerea unor dobânzi semnificativ mai reduse. O monedă unică nu poate funcţiona fără o piaţă comună a obligaţiunilor şi o politică fiscală comună, iar euro are potenţialul necesar pentru a deveni o monedă de rezervă globală. În acest context, salut propunerea iniţială a Comisiei Europene privind obligaţiunile de stabilitate. Ca urmare a consultărilor, aceasta trebuie să prezinte rapid o foaie de parcurs pentru lansarea acestui instrument.

  Monika Flašíková Beňová (S&D), písomne. – V Zelenej knihe o uskutočniteľnosti zavedenia stabilizačných dlhopisov sa posudzuje uskutočniteľnosť spoločnej emisie štátnych dlhopisov jednotlivými štátmi eurozóny a požadované podmienky. Štátne emisie v eurozóne v súčasnosti uskutočňujú členské štáty na decentralizovanej úrovni a využívajú pritom rôzne emisné postupy. Zavedenie spoločne vydaných stabilizačných dlhopisov by znamenalo združenie štátnych emisií členských štátov a zlúčenie súvisiacich príjmových tokov a nákladov na dlhovú službu. Toto by významným spôsobom zmenilo štruktúru trhu so štátnymi dlhopismi eurozóny, ktorý predstavuje najväčšiu časť finančného trhu eurozóny ako celku. So stupňovaním krízy štátnych dlhov v eurozóne sa rozpútala širšia debata o možnosti realizovať spoločnú emisiu. Významný počet politikov, analytikov trhu a akademikov podporilo myšlienku spoločnej emisie a označili ju za potenciálne mocný nástroj riešenia obmedzenej platobnej schopnosti niekoľkých členských štátov eurozóny. Spoločná emisia stabilizačných dlhopisov by si zároveň vyžadovala aj ďalší posun smerom k spoločnej hospodárskej a fiškálnej politike. Komisia by sa mala vyjadriť, aké sú priebežné výsledky konzultácií o dlhopisoch stability uvedených v zelenej knihe, príp. aké ďalšie kroky plánuje podniknúť na základe verejných konzultácií týkajúcich sa jej zelenej knihy. Ja osobne som presvedčená, že zavedenie spoločných dlhopisov je jedným z kľúčových bodov boja proti aktuálnej kríze. Dúfam preto, že sa bude v tomto smere rázne postupovať.

  Andreas Mölzer (NI), schriftlich. – Statt Griechenland von Anfang an mit einem Euro-Austritt und einem europäischen Marshallplan zur raschen Konsolidierung zu verhelfen, wurde ein Teufelskreis aus Verschuldung, Rezession und Kredithunger geschaffen und versucht, Griechenland zu einem dauerhaften Finanzhilfeempfänger zu degradieren. Schon so mancher hat beim Spielen Haus und Hof verloren. Auf EU-Ebene geht es um viel mehr – da wird um ganze Staaten und die Schuldenlast künftiger Generationen gezockt. Aber während die Kasinos Hausverbote aussprechen können, will Brüssel die Türen für Spielsüchtige noch weiter öffnen. Denn Eurobonds sind nichts anderes als eine offene Einladung, den finanzpolitischen Schlendrian und Vergemeinschaftung der Schulden auf eine neue Ebene zu heben. Natürlich wollen Euro-Pleitestaaten lieber die Finanzkraft der Nettozahler, also insbesondere Deutschlands, der Niederlande und Österreichs, anzapfen, anstatt ihren eigenen Haushalt in Ordnung zu bringen. Es geht nicht an, wenn im Kasino der europäischen Staatsschulden Alarm geschlagen wird, dass wir dann mittels Eurobonds einfach die Warnlampe ausschalten und Krisenländer noch mehr Schulden aufnehmen lassen, als sie jemals zahlen werden können. Die weitere Vergemeinschaftung der Schulden durch Eurobonds ist aufs schärfste abzulehnen. Stattdessen soll die EU neue Wege wie einen europäischen Hartwährungsverbund beschreiten.

  Sirpa Pietikäinen (PPE), kirjallinen. – Arvoisa puhemies, hyvät kollegat, kiitokset komissiolle eurobondeja koskevan keskustelun konkretisoimisesta: vakausjoukkolainoja koskeva vihreä kirja on hyvä keskustelun avaus. Euroalueen yhteisiä joukkovelkakirjoja tulee tarkastella tosissaan yhtenä osana unionin tulevaisuuden talousarkkitehtuuria erityisesti keinona lisätä eurooppalaisen julkisen velan rahoituksen vakautta ja pienentää korkokuluja sekä kannustimena talouskurille. Lähestymiskulman tulisi olla ennen kaikkea pragmaattinen: riittävillä takeilla hyvästä talouskurista yhteinen joukkovelkakirja alentaa kaikkien lainanhoitokuluja. Ilman niitä jaetaan väärin perustein myös riskit.

Yhteisten eurooppalaisten joukkovelkakirjojen nähdään tuovan mukanaan myös muita etuja. Alhaisemmat ja tasaisemmat korot järjestelmään osallistuvien maiden veloille sekä keinottelun vaikeuttaminen yksittäisten maiden velkakirjoilla toistuvat useimmin keskusteluissa. Erityisesti argumenttia yhteisten bondien suuremmasta likviditeetistä on käytetty puoltamaan ajatusta siitä, että järjestelmä olisi hyödyllinen myös järjestelmän "hyville suoriutujille", jotka edelleen luokitellaan alimman mahdollisen velkariskin maiksi: erityisesti pienempien AAA-luokituksen maiden, mutta myös Saksan, on laskettu hyötyvän laajasta, likvidimmästä velkakirjamarkkinasta. Yhteiset joukkovelkakirjat pakottaisivat jäsenmaat koordinoimaan talouspolitiikkojaan tarkemmin yhteen.

Sekä järjestelmän vastustajilla että kannattajilla on päteviä perusteita omalle kannalleen. Näen itse, että eurobondeista saatavat hyödyt ovat loppujen lopuksi suuremmat, kunhan huolehditaan siitä, että järjestelmän säännöt ja rakenne asetetaan oikein.
