  Marije Cornelissen, rapporteur. − Mr President, if there is one lesson that we could learn from the past few years it is that our economies are totally intertwined. Yes, we do need to coordinate. Yes, we should let the Commission look over our shoulders. This coordination adds necessary powers at the European level but, unfortunately, without adding necessary democracy at the European level too.

We as a Parliament do not accept such a limited role. With my report and the report of Mr Gauzès, we are presenting Parliament’s view on what is currently most needed. Although the Council is not legally obliged to take account of it, I feel that it most certainly is morally and democratically obliged to do so. Parliament’s main message to the Council is this: we need far more coherence between fiscal and budgetary policies on the one hand and social and employment policies on the other hand. It is a tremendous mistake to ignore the social consequences of badly-aimed austerity policies or to forget that a currency is there to serve the people, not the other way round.

I really hope that, at the Spring Council, one government leader will stand up and say:

‘Dear colleagues, just hold on a minute. Do you remember we had a meeting about two years ago where we set our goals for 2020 and, among other things, planned to increase labour participation, lift millions out of poverty and invest heavily in innovation? I am getting quite worried that, if we go on like this, we will not attain any of these goals.

‘Correct me if I am wrong, but if we all cut social benefits to get under the deficit ceiling, will that not actually push rather a lot of people into poverty instead of lifting millions out? If we cut down on things like labour activation measures and childcare, will that not really mean that labour participation will diminish instead of grow and that rising unemployment will, in turn, increase our budget deficits?

‘Furthermore, of course my calculator could be at fault, but is it not the case that if countries like Greece, Spain and Portugal are not given any hope for recovery their debt will rise even as they are paying it off, because it is a percentage of their GDP and not actually a flat figure?

‘Perhaps what we should be doing is discussing how we can cut wisely in some areas and also invest in others. Perhaps we should look further to the future and prepare ourselves for an ageing society by investing in education, innovation and youth employment. Perhaps we should make our EU 2020 goals binding: as binding as the budgetary ones.

‘I know that I am probably complicating things quite a bit by pointing this out, but as I was reading the European Parliament’s contribution to our discussion I thought, by golly, they are absolutely right.’

Well, any government leader who is courageous enough to point out the pain is very welcome to borrow that speech, and I am very sure that tomorrow’s vote will show that any such courageous leader would have the full backing of the European Parliament.

  Jean-Paul Gauzès, rapporteur. − Monsieur le Président, Madame la Ministre, Monsieur le Commissaire, chaque année, l'examen annuel de croissance permet de définir les priorités et les actions des l'Union européenne en matière économique et budgétaire.

Je souhaite d'abord remercier la Commission d'avoir publié son rapport avant la fin du mois de novembre, permettant ainsi au Parlement de faire, en temps voulu, un travail sérieux. Nous souhaitons que ce calendrier ait un caractère permanent, de telle sorte que le Parlement ait le temps d'exprimer son avis avant que les orientations économiques annuelles soient arrêtées lors du Conseil européen de printemps.

Cette année, à l'occasion de l'examen de ce rapport, le Parlement souhaite lancer un appel très fort aux États membres pour qu'ils mettent enfin effectivement en œuvre les mesures qu'impliquent les politiques qu'ils se sont eux-mêmes engagés à suivre. Ces mesures doivent bien évidemment cibler en premier lieu la sortie de la crise de la dette souveraine. Ces mesures doivent aller de pair avec une recherche de la croissance par l'amélioration de la compétitivité. Il convient également évidemment de promouvoir une économie durable et créatrice d'emplois.

Le Parlement souscrit à l'analyse de la Commission selon laquelle les efforts consentis au niveau national et à celui de l'Union doivent se concentrer sur les cinq priorités suivantes: assurer un assainissement budgétaire différencié, propice à la croissance, avec pour objectifs, la relance économique et la création d'emplois; assurer le financement à long terme de l'économie réelle; promouvoir une croissance durable grâce à une augmentation de la compétitivité et des investissements; lutter contre le chômage et prendre des mesures pour faire face aux retombées sociales de la crise; moderniser enfin l'administration publique de l'Union et les services d'intérêt général.

S'agissant de l'assainissement budgétaire, les États membres doivent mener des stratégies différenciées en fonction de leur situation budgétaire et maintenir la croissance des dépenses publiques sous le taux de la croissance du PIB à moyen terme. Les États membres doivent donner priorité, tant au niveau des dépenses que des recettes du budget, aux politiques favorables à la croissance, notamment dans les domaines de l'éducation, de la recherche et de l'innovation, des infrastructures et de l'énergie, et à assurer l'efficacité de ces dépenses ainsi que de ces recettes.

S'agissant du financement à long terme de l'économie réelle, le Parlement se félicite de l'action déterminée par le commissaire Barnier pour la révision du cadre réglementaire et le contrôle du secteur financier. Le rétablissement de la confiance des investisseurs suppose un renforcement de la situation du capital des banques ainsi que des mesures visant à faciliter l'accès au financement.

En troisième lieu, la promotion de la croissance durable suppose une augmentation de la compétitivité des investissements. À cet égard, le Parlement est préoccupé par les déséquilibres macroéconomiques observés au sein de l'Union et par le fait que nombre d'États membres prennent du retard en termes de productivité. Une coordination renforcée des politiques économiques et des réformes structurelles est nécessaire pour apporter une réponse adéquate dans les pays en déficit et dans les pays en excédent.

La modernisation de l'administration publique de l'Union européenne et des services d'intérêt général constitue également un élément déterminant de la compétitivité et un facteur de productivité important.

Pour l'avenir, le Parlement souhaite être mieux associé à l'élaboration des grandes orientations politiques et économiques. Il convient de rappeler que le semestre européen fait désormais partie de la législation secondaire de l'Union. Le cadre de gouvernance économique prévoit l'instrument du dialogue économique pour renforcer le dialogue entre les institutions et assurer une plus grande transparence. Nous tenons à ce qu'il en soit ainsi, et je conclurai tout à l'heure après les différentes interventions, pendant les deux minutes qui me restent, Monsieur le Président.

  Pervenche Berès, rapporteure. − Monsieur le Président, Madame la Présidente du Conseil, Monsieur le Commissaire, cela fait un quinquennat que le Conseil européen de printemps va se tenir dans une ambiance de crise.

C'est le cinquième Conseil européen sous ambiance de crise et où, manifestement, se poursuit la logique qui voudrait que de l'austérité naîtra la croissance. Il me semble qu'il est sans doute temps de faire le bilan et de reconnaître que c'est la récession qui naît de l'austérité et pas la croissance.

Or, nous sommes aujourd'hui réunis pour parler d'un document que la Commission verse aux travaux du Conseil européen, qui s'appelle examen annuel de croissance! Reconnaissez qu'il y a là quelque chose qui ne fonctionne pas et qu'il est temps de changer la donne.

D'abord, au nom de notre institution, du Parlement européen, permettez-moi de vous dire que nous sommes, ici, en déni absolu de démocratie, car que se passe-t-il? Le Conseil européen de printemps adopte les orientations qui, ensuite, vont s'imposer aux États membres pour définir leur stratégie de politique économique. Sur quelle base, le Conseil européen de printemps se prononce-t-il? La Commission essaie d'apporter sa contribution dans une orientation qui ne nous convient pas, mais elle met sur la table un document communautaire qui s'appelle l'examen annuel de croissance. Pendant ce temps-là, le Conseil, lui, va élaborer le pacte euro plus sur la base d'un bout de papier rédigé par la chancelière Merkel et le Président Sarkozy, puis endossé par les autres institutions.

En démocratie, la façon dont les grandes orientations de politique économique sont définies constitue le socle du pacte social. C'est la raison pour laquelle nous nous battons pour que ce Parlement ait voix au chapitre. Nous nous proposons de le faire sur la base de ce que la Commission continue à appeler un examen annuel de croissance, que nous demandons à transformer en une orientation annuelle de croissance.

Nous demandons à la Commission de regarder les choses en face. Peut-on dire que cet examen annuel de croissance permettra de faire vivre les contradictions potentielles entre le pacte de stabilité et la stratégie Europe 2020?

Tant le rapport de M. Gauzès que le rapport de Mme Cornelissen – je remercie nos deux collègues pour l'esprit de coopération avec lequel nous avons pu travailler – vous invitent à marcher sur deux pieds et, pour marcher sur deux pieds, il faut parfois tordre le cou à l'austérité et au pacte de stabilité, car sinon nous ne parviendrons pas à mettre en œuvre la stratégie Europe 2020.

Nous demandons aussi une approche équilibrée des situations économiques. Cela signifie que, lorsqu'il y a des déséquilibres au sein de l'Union européenne, il faut regarder du côté des déficits et du côté des excédents.

Madame la Présidente du Conseil, je vous l'ai dit, pour nous le pacte euro plus n'est pas une base de négociation. Madame, regardez les chiffres, tout le monde aujourd'hui, à l'échelle européenne, est en situation de difficulté. Avez-vous vu le chiffre de l'OCDE sur les perspectives de croissance en Allemagne pour l'année 2012? 0,4 %. C'est bien la preuve que même l'économie la plus vertueuse de l'Union européenne ne peut pas supporter la situation de récession dans laquelle la politique de ce quinquennat mène la zone euro et l'Union européenne dans son ensemble.

Puis, regardez la façon dont vous gérez les outils de l'Union. Le Fonds social européen est mis à toutes les sauces. D'un côté, vous voulez en faire un outil pour appliquer des sanctions macroéconomiques et, de l'autre, lorsqu'il faut inventer des emplois pour les jeunes, vous voulez mobiliser le Fonds social européen. Il faut résoudre ces contradictions et, pour le faire, je vous invite à regarder les rapports que cette Assemblée vous propose comme contribution du Parlement européen aux travaux du Conseil de printemps.

J'espère que, par la voix de notre Président lorsqu'il s'exprimera devant vous, ces lignes directrices, que ce soit dans le domaine économique ou dans le domaine de l'emploi, pourront améliorer votre feuille de route car sinon ce sera une impasse pour la démocratie et pour les Européens.

  Margrethe Vestager, President-in-Office of the Council. − Mr President, I am honoured to be allowed to speak here today and have been looking forward very much to a focused debate on growth and employment. I hope you know that one of the main priorities of the Danish Presidency is implementation, to ensure that the good decisions that have been taken are carried into effect. We hope that, in this Presidency, we can both take decisive steps out of the crisis by supporting responsible national economic policy, and prevent new crises.

The European Semester was kicked off by the Annual Growth Survey at the end of last year, leading to the economic policy guidance to Members to be adopted by the European Spring Council meeting. I do not have to explain to this Parliament why this is important: the unemployment figures speak for themselves; the number of young people unable to find a job speaks for itself. Growth is slow, as the rapporteur, Mr Gauzès, has already stated. There is no expectation of growth; half a percentage point is the general expectation that we have in prospect for 2012.

I think it is important to focus on the five priorities set out by the Commission in the Annual Growth Survey. First, pursuing differentiated, growth-friendly fiscal consolidation. Second, restoring normal lending to the economy. Third, promoting growth and competitiveness, for today as well as for tomorrow. Fourth, tackling unemployment and the social consequences of the crisis; and fifth, modernising public administration. In particular, growth-friendly consolidation and reforms that increase labour supply, productivity and competitiveness are of the utmost importance to restore confidence. And if we do not restore confidence we will never be able to fight and tackle the problem of unemployment – especially youth unemployment, which is at an historic high in many Member States.

I have read your report and draft resolutions with interest and taken good note of the key messages that you wish to send to the Spring European Council. The various concerns expressed have been confirmed here today and will be at the centre of the debate we will have. I will of course refer to the work of Parliament when introducing the subject at the coming Ecofin meeting on 21 February, when we will adopt Council conclusions on the Annual Growth Survey as an input to the Spring European Council. I think it is very important to ensure that the debate here in Parliament, and the debate in the Council, together shape the Council’s conclusions.

At national level we need, as Mr Gauzès’s report stresses, to pursue differentiated growth-friendly fiscal consolidation. With regard to structural reform, it is vital that all Member States pursue reforms that increase the labour supply and employment – such as pension reform and labour market reform – because those reforms strengthen both public finance and growth. But, of course, a number of these reforms will have medium-term and long-term effect, and we have to focus on the short term as well. That might mean focusing on the flexibility of product markets and competition or maybe, most importantly, on the growth drivers which are essential at EU level.

A more efficient EU single market, as per the Service Directive, is a growth driver with great potential. But we also need to combine consolidation and growth measures with green measures: for instance, a tax reform that shifts taxes away from labour towards energy consumption and pollution, thus having the potential to stimulate economic activity while greening the economy.

I shall, if I may, conclude my speech with the issue of unemployment, because that issue must be at the centre of our debate. Unemployment is one of the most devastating consequences of any economic crisis because it has such a direct effect on citizens, and youth in particular. I welcome the emphasis Ms Cornelissen put on tackling youth unemployment in her report. I think it is very much in line with the Commission’s ‘Youth on the Move’ initiative and its proposal to use available EU funds to fund training and work experience, which were mentioned in the conclusions of the European Council meeting in January. It is obvious that we owe it to our young people to ensure they can enter the work force – and the labour market – by getting a job and by getting training.

A key word is implementation. Implementation is what is needed, both to show that Europe works – and is at work – and also to restore confidence in political leadership in the European Union. You are all well aware of the European Semester, the ‘six-pack’ and now the ‘two-pack’ that we have ahead of us. I hope that we can work swiftly, and in a focussed way, on getting these things passed in cooperation. The European Parliament and the Danish Presidency have a number of important things to do not only in terms of implementation, but also in terms of making sure that we get things done.

I have come here to take on board your remarks and the debate ahead of the European Council, and therefore I will rest my case with these few comments. I am very much looking forward to hearing your views and comments, and thank you for your attention.

  László Andor, Member of the Commission. − Mr President, I am very pleased to be here today to discuss with the Members of the European Parliament the Commission’s 2012 Annual Growth Survey. I am responding to the three rapporteurs who spoke before me and I will start with the Gauzès report and take the Cornelissen and Berès reports afterwards.

I am very pleased to see from the report by Mr Gauzès that there is considerable convergence of views between what the Commission has proposed in terms of key policy priorities for 2012 and the thinking in this House. Such a broad convergence of views is an important signal particularly in times of crisis. And, of course, the severe crisis of confidence that we are still facing is the background to the horizontal policy priorities that the Commission has proposed in this Annual Growth Survey.

At the heart of this crisis of confidence lies the potential negative feedback loop between financial sector vulnerabilities, shaky confidence in sovereign debt sustainability, and weak growth prospects. Continued fiscal consolidation will be important. However, without stronger growth prospects, it will be much more difficult to put public debt on a sustainable path. Growth-friendly consolidation and employment-friendly growth are therefore essential elements of our crisis response, which will be important for the guidance of Member States’ economic and employment policies, to be issued on 1 March.

To achieve all this, the Commission and the European Union are pursuing a number of avenues that together form a comprehensive strategy. It includes a solid solution for Greece, strengthening the financial sector, effective financial backstops, and stronger economic governance.

On all these elements we have made considerable progress in recent months. In the area of economic governance the role this House has played has been particularly significant. Strengthening growth prospects has become ever more crucial for breaking the vicious circle that threatens macro-financial stability and the recovery at the same time. This is one of the key messages of the 2012 Annual Growth Survey. It has therefore set out the five priorities that you know and which your draft report endorses.

The AGS has set out in concrete terms how the Single Market, the EU budget and specific EU initiatives, including project bonds, can contribute to bolstering our growth potential. Wherever accelerated treatment of legislative proposals is involved, we certainly count on the support of the European Parliament.

Let me just mention the proposed unitary EU patent, agreement on the revision of the Roaming Regulation, the pending revisions of the directives on annual accounts, and increasing co-financing rates for programme countries. These and other pending initiatives would certainly go a long way in boosting growth. As stated clearly in the AGS, the Commission considers that mobilising employment for growth, employment of young people and protecting the vulnerable are key priorities. Our recent initiatives on youth unemployment and SME financing are fully in line with these priorities.

While structural reforms achieve their ultimate objective only over the medium to long term, a firm and committed implementation certainly sends out a strong signal to the market and contributes to building confidence already today. There is an urgent need for full implementation of the measures already launched during the first European Semester. I am glad that the European Parliament supports this message from the Commission. This is crucial.

Strong implementation of structural reforms is all the more important today as the scope for macroeconomic stimulus, in particular fiscal stimulus, is very limited at this point in time. That is the reason why differentiated and growth-friendly fiscal consolidation and employment-friendly growth are at the core of our strategy.

There is no doubt that this is a difficult path. But if we show discipline and resolve and strong reform implementation we will be able to turn around the potential negative spiral and work to propel ourselves forward and pull ourselves up. This is the path that the Annual Growth Survey has charted for the 2012 European Semester.

Let me thank the European Parliament once more for showing the resolve Europe needs in the role it has played so far in strengthening the Union’s economic governance.

Let me turn to the Cornelissen report – which I warmly welcome – concerning the employment and social aspects of the Annual Growth Survey for 2012. I agree with your analysis and the key message that it contains. Firstly I strongly support your call to the European Council to integrate, in its policy guidance, messages on the need to increase ambition to achieve the EU2020 objectives and to support sustainable job creation with investment and tax reform.

You stress that budgetary, growth and employment measures need to be taken together as they are all interdependent; I fully agree with that. The focus needs to be simultaneously on measures having short-term effect and on the ones advancing towards the right growth model in the medium term, which is smart, sustainable and inclusive growth. The guidance on Member States’ employment and economic policies should reflect this balanced approach.

Secondly, I am pleased in particular to note your call for the European Council to tackle youth employment as a priority and for the Member States to develop comprehensive strategies for young people who are not in employment, education or training.

In December, as you know, the Commission adopted a youth opportunities initiative to prompt action in fighting youth unemployment. The Initiative lays special emphasis on making greater use of the Structural Funds, an approach endorsed by the informal European Council meeting on 30 January.

Action teams will this month visit the eight Member States with the highest youth unemployment rates – namely Spain, Greece, Ireland, Italy, Latvia, Lithuania, Portugal and Slovakia – to identify the necessary elements for youth employment plans. In particular they will look at how to step up the use of the structural funds and especially the European Social Fund, but also how to make best use of other EU tools such as EURES. In my view this working method can also be seen as an embryo of an excessive unemployment procedure that would deploy and coordinate the national- and EU-level instruments in a more effective way.

Thirdly, I fully support your call to tackle poverty and social exclusion by laying the emphasis on groups with no – or limited – links to the labour market.

The Annual Growth Survey also sends strong policy messages to the European Council to make social protection systems more effective and implement active inclusion strategies that entail labour market activation measures.

Lastly, I support your call for greater democratic legitimacy, accountability and ownership.

Ownership of Europe 2020 in the context of the new governance is crucial for consensus, and consensus is critical to the strategy’s success. That is why Parliament needs to make its voice heard in the process. I therefore appreciate the effort the House has made to adopt these reports in time to contribute to the discussion ahead of the spring European Council.

I would now turn to the Berès report and thank Ms Berès. I welcome your decision to approve the Commission proposal to carry over the guidelines for the Member States’ employment policies – being a core element of the European Employment Strategy – and leave them unchanged for 2012. The present employment guidelines meet their purpose in today’s very difficult economic environment. They are broad and comprehensive enough to cover the priorities identified in this year’s Annual Growth Survey and in particular the need for growth-enhancing reforms and job-rich recovery. They also provide the policy framework needed to address some of the social consequences of the economic crisis.

The Commission believes that the emphasis must now be on implementing the employment guidelines and pushing ahead with the growth-enhancing reforms they advocate. They provide the overall policy framework for any country-specific recommendation from the Council to the Member States under Article 148 of the Treaty.

Chciałbym podziękować sprawozdawcom, a w szczególności pani Cornelissen, z którą miałem przyjemność współpracować jako sprawozdawca cień. Uważam, że wszechstronność przedstawionych dziś sprawozdań jasno pokazuje, że Parlament Europejski jest aktywnym i wartościowym partnerem w działaniach związanych z europejskim semestrem.

Zwiększanie konsolidacji finansowej ma oczywiście podstawowe znaczenie. Jednak w celu wyjścia z kryzysu konieczne są także skoordynowane działania na rzecz wzrostu zatrudnienia, zwłaszcza te adresowane do ludzi młodych, których sytuacja jest szczególnie dramatyczna. W grudniu stopa bezrobocia wśród młodzieży wynosiła średnio ponad 22%, a w niektórych państwach członkowskich nawet powyżej 40%, a jednocześnie – co z kolei wydaje się zaskakujące – od 2009 roku rośnie liczba nieobsadzonych wakatów. Konieczne jest więc podjęcie zdecydowanych działań na szczeblu krajowym i europejskim, które sprzyjać będą dostosowaniu systemów edukacji i kształcenia ustawicznego do wymogów rynku pracy, jak i do rozwoju przedsiębiorczości.

Uważam, że wnikliwej oceny wymagają działania służb zatrudnieniowych oraz skuteczność wdrażania europejskich instrumentów na rzecz zatrudnienia. Celem nadrzędnym reform administracyjnych i gospodarczych powinno być tworzenie nowych miejsc pracy, wpieranie przedsiębiorczości oraz rozwój sektora małych i średnich przedsiębiorstw. Działania te powinny znaleźć swoje odbicie również w krajowych programach reform. Mam też nadzieję, że wdrożenie działań zaproponowanych w inicjatywie na rzecz zwiększania szans młodzieży, w szczególności ułatwienie zakładania i rozwijania przedsiębiorstw i naciski na praktyki w miejscach pracy, oraz lepsze wykorzystanie Europejskiego Funduszu Społecznego przyniosą realną poprawę sytuacji młodych ludzi.

  Elisa Ferreira, em nome do Grupo S&D. – Senhor Presidente, Senhor Comissário, eu cumprimento os relatores e os relatores-sombra, mas gostava de dizer que basta de discursos piedosos sobre emprego e crescimento. Hoje, com os primeiros resultados sobre os desequilíbrios macroeconómicos na Europa, começa a levantar-se o véu sobre por que é que, na União Europeia e em particular na zona euro, alguns países crescem enquanto outros fatalmente definham.

A Europa está a perder competitividade nos mercados externos e esta agenda tem de ser revista porque é por aqui que passa muito do insuficiente crescimento interno, mas, concentrados no mercado interior, 4 países, entre os quais a Alemanha, acumulam sucessivamente excedentes, ano após ano, enquanto 20 outros países - repito 20 - acumulam défices também ano após ano. À medida que os défices se acumulam o endividamento externo destes países aumenta de forma insustentável.

Claro que este processo tem de ser controlado. Claro que é preciso disciplina. Mas é hoje importante perguntar-se: será que, neste quadro, a solução de esmagar os mais frágeis com políticas recessivas é a única solução possível? Será que a concorrência fiscal de alguns ganhadores dentro do mercado interno continua a ser tolerada? Será que a maior economia europeia pode continuar a desenvolver políticas comuns que a favorecem e políticas económicas internas que, sendo certas para a sua economia, capturam em seu favor a maior parte dos ganhos do mercado interno? Será que a Comissão e o Conselho podem continuar a impor políticas recessivas que apertam a economia dos mais frágeis, discutindo abertamente a possibilidade de falência de Estados soberanos na zona euro quando sabem que os quebra fogo nunca saíram do dossiê das intenções?

Têm a Comissão e o Conselho a consciência plena do risco explosivo, político e económico que este discurso traz à Europa? Sim, é preciso rever as receitas de forma radical. Mas para isso é preciso que haja vontade política. Enquanto essa vontade não existir, por respeito para com os cidadãos, deixemos de dizer que defendemos o crescimento e o emprego, porque não é verdade. E os cidadãos não podem continuar a ser enganados.

  Marian Harkin, on behalf of the ALDE Group. – Mr President, in the first debate here this morning on the European Council meeting a very dark picture was painted of a Europe that is blindly marching to the drumbeat of austerity and more austerity without any real hope or a convincing vision for the future.

As my colleague Sylvie Goulard said, we are trying to impose stability by force. Up to now the buzz-word in the EU has been solidarity. Right now, solidarity means mutual self-interest, because a failure by any one country will have a massive and incalculable impact on all of us. So as we try to grapple with the unthinkable, sometimes it is easy to forget the day-to-day and to overlook the steps that we must take today and tomorrow to ensure that we achieve the targets set in the EU 2020 Strategy.

This very good report by Ms Cornelissen provides us with a roadmap from the perspective of employment and social affairs. Indeed, these are words we do not hear often enough – employment and social affairs – because they are words that directly impact on the lives of citizens.


There are some matters in this report that may cause certain problems for members of this House, such as the financial transaction tax. I support the FTT, but it should be on a Europe-wide basis and ideally it should be global. Another issue which may cause concern and has been alluded to by many Members here this morning is the call for Member States with a current account surplus to contribute to a reduction in macroeconomic imbalances by increasing internal demand. Part of the problem here is that we tend to be very black and white, and we tend to define deficit as bad and surplus as good. But the reality is they both cause imbalances, and while there is a difference, we cannot concentrate on one aspect only.

In the last debate, the Danish Presidency said that growth and employment were top priority; they also said that austerity is top priority. Again and again that is the message we are getting, but this report helps to redress the balance.

Finally, this morning we heard many criticisms of the Troika. Paragraph 48 proposes a solution: that the ILO should be involved in the financial assistance programmes. I hope both the Council and the Commission will take that suggestion on board.

  Philippe Lamberts, au nom du groupe Verts/ALE. – Monsieur le Président, bienvenue à la ministre Margrethe Vestager. Vous présentez un visage de l'Europe qu'on aimerait voir plus souvent et je voudrais adresser aussi un mot particulier à Jean-Paul Gauzès qui, au nom du PPE, a dirigé les travaux dans la commission ECON. J'ai senti de la part du PPE une volonté de rassemblement de ceux qui croient à l'intégration européenne. Nous n'y avons pas été insensibles et c'est dans cette direction-là que nous devons continuer à travailler.

L'examen annuel de croissance – je trouve que le mot est assez mal choisi – de 2012 est incontestablement un progrès par rapport à la version de 2011. Je voudrais souligner deux points qui ont été particulièrement bienvenus à notre avis. C'est, d'une part, le fait que le rapport attire l'attention sur les faits négatifs en termes de justice sociale de certaines mesures d'austérité qui sont prises et cette préoccupation est opportune dans ce document.

Deuxième élément bienvenu, c'est aussi l'accent plus important qui est mis cette année-ci sur les questions fiscales. J'entends par là la question des recettes de la taxation. C'est du bon travail! On sent que cela a été un exercice plus collectif au sein de la Commission.

Je voudrais néanmoins dire qu'on sait très bien que les conséquences, le suivi de l'examen annuel de croissance, sont aux mains de la DG ECFIN et on connaît l'obsession maladive de la DG ECFIN contre la dépense publique en tant que telle et pour la réduction des salaires. Je ne reviens pas là-dessus et nous disons donc "méfiance". Nous continuerons à surveiller évidemment la manière dont vous vous inspirez de cet examen annuel de croissance.

Ce que je voudrais simplement dire, c'est que cet examen doit devenir pour nous un acte législatif. C'est le document d'orientation de politique économique de la Commission. Bien! Il faut qu'il soit endossé par le Conseil et par le Parlement pour vous donner à vous la légitimation démocratique dont vous avez besoin dans l'exécution des mesures que vous allez recommander aux États membres à la suite de cet examen annuel de croissance. Je pense que la Commission en sortira renforcée et, en tout cas, nous ferons des propositions en ce sens à l'avenir.

  Alejandro Cercas (S&D), pregunta de tarjeta azul. – Señor Presidente, yo quisiera preguntarle al señor Lamberts si su grupo estaría dispuesto a presentar batalla junto con el nuestro para que se ofrezca a los jóvenes ayuda para encontrar un trabajo, pero un trabajo digno, porque si pasan de ser jóvenes sin trabajo a trabajadores pobres, tampoco vamos a darles un futuro con esperanza que les permita socializarse convenientemente.

  Philippe Lamberts (Verts/ALE), réponse "carton bleu". – Je crois que la question est tout à fait fondée. Je voudrais m'associer à ce que la représentante de la Présidence a dit. Je pense que le meilleur moyen d'assurer des emplois durables en Europe, c'est d'engager rapidement la transformation verte – désolé d'utiliser cet adjectif, mais c'est quand même le cas –, la transformation écologique de notre économie. C'est vraiment par là que ça va passer. Si l'Europe peut se transformer en championne du monde de l'efficacité énergétique, de l'efficacité en ressources, c'est-à-dire en matières premières, je pense que c'est le meilleur moyen pour nous d'assurer aujourd'hui et aux générations futures des emplois durables. C'est dans ce sens-là, en tout cas, que nous allons travailler.

  Milan Cabrnoch, za skupinu ECR. – Vážený pane předsedající, rád bych vás informoval o tom, že skupina Evropských konzervativců a reformistů se rozhodla tuto zprávu přes mnohé výhrady, které k ní máme, podpořit. Shodujeme se totiž na nastaveném cíli – zvýšení participace na pracovním trhu, redukci strukturální nezaměstnanosti a zvýšení počtu kvalifikovaných pracovníků, kteří budou schopni odpovídat na poptávku na pracovním trhu.

Jsme přesvědčeni, že zejména výměna osvědčených postupů mezi jednotlivými členskými zeměmi a jistá míra koordinace může být prospěšná při podpoře flexibility pracovních trhů, flexibility pracovněprávních vztahů a větší ekonomické svobody. Usilujeme společně o ekonomiku inovací, vzdělanosti a sociální mobility a uvědomujeme si, že to nejsou státy, ale podnikatelé, kteří vytváří pracovní místa a s určitou nemalou mírou rizik a odpovědnosti na sebe berou tuto úlohu.

Jsem přesvědčen, že je čas přestat hovořit o teoretických cílech a začít dnes a zítra podnikat konkrétní kroky pro to, abychom podpořili soukromý sektor v růstu, v investicích a na cestě k prosperitě.

  Mara Bizzotto, a nome del gruppo EFD. – Signor Presidente, questa sessione plenaria dovrebbe avere un solo punto all'ordine del giorno: il ripensamento del progetto europeo così come gestito sino ad oggi. A stabilirlo sono i dati pubblicati la scorsa settimana da Eurostat: 24 milioni di europei disoccupati, 115 milioni di cittadini si incamminano verso la povertà, dei quali uno su tre è un ragazzo al di sotto dei 18 anni.

Nessuno possiede la ricetta per risolvere la crisi. La Commissione europea fa credere di averne una imponendo agli Stati membri misure di austerity per ridurre il debito pubblico, mentre continua a sperperare milioni di euro mantenendo, ad esempio, due sedi a Bruxelles e a Strasburgo.

Tagli allo stato sociale e manovre occulte per imposizioni di governi tecnici, delle quali nessuno vuole apertamente parlare, tolgono oggi significato alle istituzioni democratiche, scippando ai cittadini il dialogo con la politica. Per riguadagnare senso di responsabilità, l'Europa dovrebbe prendere le distanze dalle lobby finanziarie dei poteri occulti. L'approccio del relativismo identitario e il falso mito del benessere derivante dall'apertura dei mercati hanno fallito. C'è bisogno di quella democrazia in grado di restituire voce alle regioni, ai territori e ai cittadini.

  Franz Obermayr (NI). - Herr Präsident! Wenn die Berichterstatterin, Frau Cornelissen, meint, dass die Länder mit Überschuss aufgefordert werden sollten, ihre Binnennachfrage zu steigern, um damit wirtschaftliche Ungleichgewichte in der Union auszugleichen, frage ich mich schon, wie Sie sich das vorstellt. Sollten etwa alle deutschen Bürger jetzt aufgefordert werden, sich verstärkt mit griechischem Olivenöl einzudecken?

Die Konsequenz der ökonomischen Ungleichgewichte muss vielmehr sein, eine Hart- und eine Weichwährungszone zu bilden. Schon jetzt müssen alle Bürger den Gürtel enger schnallen, weil die gesamte Eurozone in Misskredit geraten ist und Pleitestaaten aufgefangen werden müssen. Besonders dramatisch und schlimm ist für mich die Jugendarbeitslosigkeit – im Durchschnitt 20 % in der EU, in einigen Staaten über 40 %. Gravierend auch die Qualität der Arbeitsplätze: Wenn junge Akademiker das dritte unbezahlte Praktikum machen und dann immer noch keine Jobsicherheit haben, ist das untragbar. Die Kommission sollte dringend ihren versprochenen Qualitätsrahmen für Praktika vorlegen. Andernfalls wandern die besten Köpfe in die Vereinigten Staaten und nach Asien ab, und der EU bleibt dann nur noch der Ansturm von unqualifizierten Migranten.

  Csaba Őry (PPE). - Elnök úr! Tisztelt Biztos úr! Tisztelt kollegák! A néppárti frakció foglalkoztatási koordinátoraként is üdvözlöm Berès asszony jelentését a foglalkoztatási iránymutatásokról. Teszem azt persze azért is, hisz 2010-ben a kiinduló jelentésnek magam voltam a jelentéstevője. Akkor úgy gondoltuk, hogy egy olyan iránymutatást fogalmazunk meg, amely 2014-ig változatlan marad. Úgy gondoltuk, hogy évente szokásos menetrend szerint felülvizsgáljuk és hosszabbítjuk az érvényességét. Titokban reménykedtem, hogy ez nem így lesz. Bíztam abban, hogy talán az eredmények következtében módosítani kell, esetleg ambiciózusabb célkitűzésekre kell váltani az akkor megfogalmazottakat. Sajnos nem így lett. A 2010-es iránymutatások változatlanul nem veszítettek érvényükből.

A munkanélküliségi adatok továbbra is rosszak, drámaiak, sőt bizonyos értelemben romló tendenciát mutatnak. Ugye 9,5-ről 9,9%-ra nőtt a munkanélküliségi ráta. Közel 24 millió a munkanélküli, erről már mások is szóltak. És ami még ennél is drámaibb, hogy öt és fél millió lényegében a fiatal munkanélküliek száma. Ez viszont mindenféleképpen azonnali cselekvést igényel. Ezért üdvözlöm a Tanács január 30-i döntését, amely kifejezetten a fiatalok munkanélküliségének a problémáját állítja a középpontba. Szerintem helyes döntés, és ez akkor is így van, ha vannak országok, ahol valamivel jobb a helyzet. Tehát itt is szeretném hangsúlyozni és felszólítani a tagországokat is, hogy kiemelt figyelmet fordítsanak a Mozgásban az ifjúság zászlóshajó kezdeményezésre. Valóban, az, hogy négy hónapon belül munkához jussanak a pályakezdő fiatalok, ez egy kulcskérdés a jövőben. Természetesen az iránymutatások hatályban tartását támogatom.

  Sergio Gaetano Cofferati (S&D). - Signor Presidente, stiamo discutendo tre belle relazioni che dimostrano quanto sia vasto e molto articolato all'interno di questo Parlamento il convincimento che la crescita sia fondamentale per il futuro dell'Unione europea.

A queste però si contrappone un orientamento per nulla condivisibile del Consiglio e della Commissione, dove prevale l'impostazione ideologica dell'azione esclusiva intorno alla stabilità, con una tale ossessione che porta oramai esplicitamente, come si evince dai fatti della Grecia di questi giorni, a veri problemi di democrazia.

Credo che questa divaricazione sia insostenibile per il futuro dell'Europa e che servano profonde correzioni da parte di Commissione e Consiglio. Aggiungo che l'insistente riferimento alla Strategia 2020 è poco più di un'opzione culturale. Dopo cinque anni di crisi, con una recessione pesante che durerà per i prossimi due anni, quegli obiettivi non ci sono più. Bisogna riconoscerlo adesso per riproporre una strategia complessiva che non prenda riferimento da ciò che non esiste in natura.

  Sylvie Goulard (ALDE). - Monsieur le Président, Monsieur le Commissaire, Madame la Ministre, je voudrais d'abord remercier les collègues qui ont travaillé sur ce rapport, mais aussi la Commission qui a fait un travail cette année – je tiens à le souligner – qui est beaucoup plus complet que celui de l'année dernière et beaucoup moins focalisé sur une conception préconçue de l'économie. Nous vous en remercions.

Il y a une chose qui est importante aussi, c'est de mettre en cohérence les différents documents, parce que manifestement, pour les observateurs extérieurs, pour les citoyens, il est un peu difficile de s'y retrouver entre le semestre européen, la stratégie annuelle de croissance, l'agenda 2020, le pacte euro plus, le six-pack, le two-pack, etc. Plus on pourra mettre de cohérence, comme vous avez commencé à le faire d'ailleurs en faisant allusion à la stratégie 2020, plus nous aurons de cohérence entre ce rapport et celui sur les déséquilibres macro-économiques qui est né du six-pack et que, en tant que l'une des rapporteurs, j'ai beaucoup soutenu, plus on ira dans la bonne direction.

Je tiens à souligner que, notamment, il est très important que ne disparaisse pas l'une des cinq priorités de la stratégie 2020 qui est la lutte contre la pauvreté et l'exclusion. Vu la situation dans de nombreux États membres, vu d'abord les souffrances des individus, mais vu aussi ce que cela signifie pour la cohésion de nos sociétés, je demande vraiment ardemment à la Commission de ne pas perdre de vue cet objectif, que les États membres, Madame la Ministre, ont eu un peu tendance à oublier dans les documents qui ont été conclus depuis.

Je termine sur un point. Nous devons faire très attention à ne pas avoir une vue de cette question qui se borne à des procédures. On a un peu l'impression qu'on multiplie les documents. Je préférerais vraiment qu'on arrive à multiplier les emplois et je compte sur vous, Madame la Ministre – si vous arrêtez de téléphoner pendant le débat – pour que le Danemark donne une impulsion forte en ce sens, puisque votre pays s'est illustré dans ce domaine, et que nous aimerions bien, pour notre part, pouvoir adapter à nos pays les solutions qui ont été trouvées chez vous.

  Tarja Cronberg (Verts/ALE). - Arvoisa puhemies, on helppoa yhtyä komission ja mietintöjen tavoitteisiin ja olla yhtä mieltä keinoistakin. Kasvuselvityksessä kiinnitetään kuitenkin aivan liian vähän huomiota pienyrityksen kasvuun ja työllisyyteen. Rahoituslähteitä tarvitaan, mutta miten? Rahoitus ei ole aina ratkaisu, tarvitaan myös hallintotaakan pienentämistä. Esityksestä puuttuvat konkreettiset avaukset, miten käytännössä saavutamme pienet ja keskisuuret yritykset? Riskejä ei pidä nyt pelätä.

Työmarkkinoita uudistettaessa ja työvoiman liikkuvuutta lisättäessä ei voida nojata pelkästään työmarkkinoiden joustoon, kuten uusliberaalit ajattelevat. Dynaamisilla työmarkkinoilla työntekijöillä täytyy myös olla turvaa. Toinen kotimaani Tanska on hyvä esimerkki joustoturvasta. Nyt olisi ehkä puheenjohtajakauden tilausta sille, että työmarkkinoiden joustavuutta voitaisiin lisätä samalla lisäämällä työntekijöiden turvaa.

Ikääntyvässä Euroopassa eläkejärjestelmät pitää rakentaa kestäviksi. Monissa maissa on tehtävä kipeitä ratkaisuja, eläkeiän korotuksia ja eläkkeiden asettamista kestävälle tasolle. Mitä aiemmin järjestelmä uusitaan, sen helpompaa siitä on tehdä kestävä.

Lopuksi haluaisin todeta, että myös hyvinvointiin työssä ja uupumukseen on kiinnitettävä huomiota.

  Anthea McIntyre (ECR). - Mr President, we must support entrepreneurship and SMEs and we must improve the functioning of the single market. Above all, we must cut red tape if we want to create jobs and increase growth.

I would like to speak briefly on Ms Cornelissen’s report which, unfortunately, I and fellow UK Conservatives cannot support in its entirety. This year – 2012 – should be the year we focus on the Member States’ implementation of the EU 2020 strategy, and surely it is counterproductive for us to pre-empt Member States’ progress and to make presumptions of failure. Also, we cannot support calls for a financial transaction tax or for EU funding in areas where Member States have already decided to make cuts, because these go against subsidiarity.

  Derek Roland Clark (EFD). - Mr President, with the Greek and Italian debt crises under the burden of the euro, of course unemployment is rising. Spain has over 40% youth unemployment – yet there is a call for more Europe. Employment policy should be to cut regulations by half at least as the target for 2020, instead of which more legislation is being proposed. If you want growth and jobs, stop promoting the failed euro. Look at what it has done to Greece. Set them and others free, free to reorganise their own currency and to set their own interest rates.

Remember the euro forerunner, the ERM? My country was in that project; interest rates rose and so did unemployment. Finally, interest rates went up to 15% – totally unsustainable – but at least the government came to its senses and withdrew from the ERM. That was on Black Wednesday in 1992, but it should be remembered as ‘Freedom Wednesday’, for interest rates fell, employment gradually recovered and we entered a period of economic growth. Now that is the model you want.

  Philippe Boulland (PPE). - Monsieur le Président, tout d'abord merci aux rapporteurs pour leur travail.

En réponse à la crise, l'Union européenne vient de passer plus d'un an à renforcer sa gouvernance économique pour éviter des déséquilibres macroéconomiques et des déficits budgétaires trop importants, menaçant l'économie européenne, mais cela n'a empêché ni l'exclusion sociale, ni l'accroissement du chômage. Il est temps, non il est urgent, désormais, que les objectifs de la stratégie Europe 2020 soient une priorité absolue pour la Commission européenne et pour les États membres dans une perspective de croissance.

Chaque État va devoir mettre en place un plan national pour l'emploi, ce qui veut dire que l'accent devra être mis sur un grand nombre de sujets comme, pêle-mêle, la formation, la reconversion, le microcrédit, l'apprentissage, les stages rémunérés, etc. Or, et le commissaire Andor l'a rappelé tout à l'heure, nous avons 23 millions de chômeurs en Europe, mais aussi 23 millions de petites et moyennes entreprises et 23 milliards de fonds européens dédiés à l'emploi et non utilisés. Nous pourrions presque en faire une stratégie 2323. Et c'est sans compter les 60 milliards d'euros de fonds de cohésion non affectés.

Au Danemark et aux Pays-Bas, des initiatives sociales ont été prises et ont prouvé leur efficacité, basée sur la flexisécurité. Inspirons-nous-en. Cela veut dire, aussi, que notre politique sociale dans son ensemble doit être plus adaptée, avec des incitations sociales plus avantageuses que celles liées au chômage et un soutien actif à toutes les entreprises vertueuses socialement.

Nous avions des objectifs de réduction de pauvreté à atteindre d'ici 2020, or nous savons déjà qu'ils ne seront pas atteints, faute de mesures fortes et adéquates prises par les États membres.

Notre rôle de parlementaires doit donc s'exercer pleinement et il est de notre responsabilité d'exiger que la même énergie consacrée à prendre des mesures de gouvernance économique fortes porte aussi sur des mesures de gouvernance sociale ambitieuses, efficaces et contraignantes.

  Συλβάνα Ράπτη (S&D). - Κύριε Πρόεδρε, θέλω να θίξω τρία σημεία. Το πρώτο αφορά την Τρόικα της Ευρωπαϊκής Ένωσης, της Ευρωπαϊκής Κεντρικής Τράπεζας και του Διεθνούς Νομισματικού Ταμείου. Οι προτάσεις αυτής της Τρόικα οδηγούν σε λιτότητα, σε ύφεση και σε ανεργία. Απέναντι σ' αυτή την Τρόικα παρακολουθήσαμε εδώ ότι υπάρχει μια άλλη Τρόικα: η Τρόικα της Cornelissen, του Gauzès και της Berès. Είναι μια περήφανη Τρόικα του Ευρωπαϊκού Κοινοβουλίου που κάνει προτάσεις που οδηγούν στην ανάπτυξη, στην ελπίδα και στην απασχόληση. Να την λάβουμε σοβαρά υπόψη μας κύριε Επίτροπε.

Το δεύτερο σημείο έχει να κάνει με την απασχόληση. Έχω εδώ μπροστά μου μία επιστολή την οποία έχει στείλει ο πρόεδρος της Γενικής Συνομοσπονδίας Εργατών Ελλάδας στον Πρόεδρο του Ευρωκοινοβουλίου και σε όλους τους ευρωβουλευτές. Ξέρετε τι λέει σ' αυτή την επιστολή ο πρόεδρος της ΓΣΕΕ; Λέει, πάρα πολύ απλά, ότι με τα μέτρα που προτείνει η Τρόικα καταστρατηγούνται οι συλλογικές και κλαδικές συμβάσεις εργασίας στην Ελλάδα. Τι θα γίνει με αυτό το θέμα; Τι θα πείτε και πια αντίσταση θα προβάλλετε κύριε Επίτροπε;

Και κλείνω κύριε Πρόεδρε αναφερόμενη σε ένα πρόγραμμα για τη νεολαία. Υπάρχει το πρόγραμμα "Νεολαία σε κίνηση". Εάν δεν κάνετε κάτι άμεσα αυτό θα μετονομαστεί σε πρόγραμμα "Νεολαία σε ακινησία".

  Roberts Zīle (ECR). - It kā ir pareizi koncentrēties uz trim prioritātēm: fiskālā konsolidācija, darbaspēka reforma un izaugsmes veicinošie pasākumi. Taču vai Eiropas Savienības pilsoņi mums noticēs par 2020. gada mērķiem? Ir valstis kā Latvija, kas ir veiksmīgi veikusi budžeta konsolidāciju, bet tās iekšzemes kopprodukts 2020. gadā būs tieši tāds pats kā 2006. gadā. Ienākumu sadale sabiedrībā kļūst arvien nevienlīdzīgāka — par to liecina Gini koeficienti —, un arī nabadzības riskam pakļauto cilvēku īpatsvars katrā dalībvalstī (gandrīz visās) palielinās.

Jaunajai paaudzei nav vēlmes būt bezdarbniekiem, savus labākus dzīves gadus strādāt pagaidu darbu, lai atmaksātu valsts parādus citu valsts pensiju fondiem, un viņi vienkārši aizbrauc.

Un, visbeidzot, par finanšu perspektīvas mērķiem nākošajā periodā. Jaunajām dalībvalstīm ekonomiskās un sociālās kohēzijas intensitāte būs tikai līdz 2,5 % no IKP kā maksimums. Šinī finanšu perspektīvā bija 4 %. Tas nozīmē, ka dalībvalstu atšķirības tikai pieaugs nākotnē.

  Veronica Lope Fontagné (PPE). - Señor Presidente, señora Ministra, señor Comisario, nuestro objetivo debe seguir siendo, en el ámbito del empleo y de los asuntos sociales, la Estrategia Europa 2020, pero desgraciadamente, y en parte por unas políticas erróneas de anteriores gobiernos, algunos países, en el que se incluye el mío, ya no tienen margen de maniobra y no tienen otra opción que aplicar unos programas de ajuste presupuestarios muy rigurosos para hacer frente a la crisis de deuda soberana.

El desempleo alcanza cotas inaceptables —especialmente grave es la situación de los jóvenes— y sigue empeorando en algunos países. La situación de pobreza y el riesgo de exclusión social han aumentado considerablemente. Es más necesario que nunca reorientar el gasto hacia el crecimiento y la creación de empleo, y evitar recortes en las partidas sociales que agraven todavía más la situación de los más débiles.

La consolidación fiscal es una condición necesaria, pero no es una condición suficiente para salir de la crisis. Consolidación fiscal, crecimiento y creación de empleo deben ir de la mano.

Las estrategias integradas de inclusión activa, las medidas destinadas a apoyar la creación sostenible de empleo, especialmente para los jóvenes, y, en definitiva, acometer las reformas que nuestros mercados de trabajo necesitan, como se está haciendo en España en este momento, deberían ser elementos prioritarios en los programas nacionales y en la política social de la Unión Europea.

  Olle Ludvigsson (S&D). - Herr talman! Vi måste göra något åt den bristande matchningen på den europeiska arbetsmarknaden. Sedan 2010 har vi inte bara skyhög arbetslöshet utan även kraftigt stigande arbetskraftsbrist. Arbetsgivarna får allt svårare att hitta den kompetens de söker. Detta är illavarslande. Om inte kraftfulla åtgärder vidtas kommer den höga arbetslösheten att permanentas och konkurrenskraften kommer att urholkas.

De flesta regeringar är för passiva när det gäller att förbättra matchningen. Dels krävs en mer aktiv arbetsmarknadspolitik, genom vilken alla som blir arbetslösa direkt ges möjlighet att stärka sin kompetens så att den passar tillgängliga jobb, dels måste det livslånga lärandet genomföras i praktiken. Alla måste ges möjlighet att i alla faser i livet lära sig nytt. Breda utbildningssatsningar som täcker skola, högskola, yrkesutbildning och vidareutbildning behövs för att arbetskraften kontinuerligt ska matcha de alltmer kunskapsintensiva jobben som måste skapas. Det måste till ett nytänkande på detta område.

  Regina Bastos (PPE). - Senhor Presidente, começo por saudar os relatores. Dizer que vivemos a mais grave crise financeira, económica e social desde a criação do nosso modelo financeiro internacional moderno é já um lugar-comum. Sublinhar que as taxas de desemprego na União Europeia atingiram recordes históricos nunca é demais para exigir que o combate ao desemprego seja a prioridade das prioridades.

O desemprego dos jovens é dramático, No meu país, Portugal, mais de 1 em cada 3 jovens estão à procura de emprego e não tem perspetivas de o conseguir. Os nossos cidadãos estão descrentes. É urgente devolver-lhes a confiança. Depois de anos de gestão imprudente das finanças públicas é tempo de adotar reformas de conciliação orçamental e de pôr em ordem as contas. Mas não nos iludamos, austeridade sem crescimento económico não passa de uma solução parcial. A criação de mais empregos e de melhores empregos é o grande desígnio europeu. Medidas para assegurar aos jovens que não ficarão mais de 4 meses sem receber uma oferta de emprego ou de formação, bem como reduzir o risco de pobreza e exclusão social têm que ser uma realidade.

  Zita Gurmai (S&D). - Mr President, I welcome the fact that the Committee on Employment and Social Affairs has drawn up this report and I also hope that Parliament’s position will be taken into due account.

Youth unemployment figures in Europe are extremely worrying and they are getting worse – 5.6 million young people are unemployed, which is the equivalent of 22% in the EU. This is twice as high as the adult unemployment rate, which stands at 10%. We risk condemning an entire generation to despair and social exclusion because young people are being forced into inactivity.

Therefore the Party of European Socialists, under its campaign ‘Your future is my future’, has to put concrete solutions on the agenda. We want a European youth guarantee that will ensure that every young person in Europe is offered a job, further education or work-focused training within four months at the latest of leaving education or becoming unemployed.

Society needs young women and men, and their talents and skills, on the labour market in order to strengthen Europe. Yes, it will cost us EUR 10 billion, but if they remain unemployed it will cost the European Union EUR 100 billion every year.

  Thomas Mann (PPE). - Herr Präsident! Das Europäische Semester, also die finanz- und wirtschaftspolitische Koordinierung der Mitgliedstaaten, nimmt Gestalt an. Zu Recht wird angesichts der Arbeitslosenquote von durchschnittlich 10 % ein Hauptaugenmerk auf Beschäftigung gelegt. Wir müssen alles tun, um mehr und qualitativ bessere Jobs zu schaffen.

Dem Bericht der Kollegin Cornelissen hat die EVP insgesamt zugestimmt. Allerdings müssen wir der Ziffer 6 mit Nachdruck widersprechen. Es ist nicht hinnehmbar, wenn Mitgliedstaaten mit einem Leistungsbilanzüberschuss an den Pranger gestellt werden. Diese Volkswirtschaften sind erfolgreich aufgrund des Dreiklanges kluges Management in Unternehmen, hohes Potenzial der Beschäftigten und solide politische Rahmenbedingungen. Bleiben wir bei dem nachzuahmenden Prinzip der best practice, aber niemals: best practice must pay. Erst auf der Grundlage von gesunden Haushalten, von substanziellen Reformen kann langfristiges Wachstum, das wir dringend benötigen, entstehen. Das ist doch die Lehre der letzten drei Jahre Dauerkrise. Es ist goldrichtig, wenn Mitgliedstaaten Schuldenbremsen in ihren nationalen Verfassungen verankern. Natürlich müssen die Sparkurse zielgerichtet sein und nicht rigoros. Sonst wird die Grenze der Zumutbarkeit für Arbeitnehmer, Rentner und Arbeitslose überschritten.

So bleibt die Bekämpfung der Jugendarbeitslosigkeit eine Priorität – in Deutschland 8 %, in vielen Mitgliedstaaten bis zu 40 %. Die europäische Jugendgarantie muss verwirklicht werden. Ich habe sie in meinem Bericht zur Generationengerechtigkeit bereits gefordert. Den Jugendlichen sollen nach einer Arbeitslosigkeit von vier Monaten Arbeitsplätze angeboten werden, eine Lehrstelle und andere Ausbildungsmaßnahmen. Hier ist Solidarität bei den kleinen und mittelständischen Unternehmen und den öffentlichen Einrichtungen gefordert.
