Επιτρέψτε μου, με αυτή την ευκαιρία, να πω ότι αποτελεί ούτως ή άλλως μεγάλη τιμή για μένα να προεδρεύω των εργασιών και των συζητήσεων του Σώματος αυτού.

Σήμερα όμως η τιμή και η χαρά είναι διπλή διότι είμαι περήφανη, όπως είμαστε όλες, για το φύλο μας και διότι, αν και έχουμε πολύ δρόμο ακόμη μπροστά μας, μπορούμε να έχουμε την ικανοποίηση ότι το Ευρωπαϊκό Κοινοβούλιο πρωταγωνιστεί, προσπαθεί και βρίσκεται στη σωστή κατεύθυνση.

  Sophia in 't Veld, rapporteur. − Madam President, my report, which is an own-initiative report, addresses a number of issues, some of which are controversial, sometimes surprisingly controversial. I will start with the first one: the one on quotas or binding targets for more women on the executive boards of listed companies.

I would like to start with a quote by an American feminist who said, decades ago already: true equality will only have been achieved if we have as many incompetent women in positions of power as incompetent men. I do not think I need to say much more about quotas, but I do not think there is anybody who is really in favour of quotas. The trouble is that, so far, voluntary measures have achieved next to nothing, and we need to do something because doing nothing is not an option. If we see the report last week from the Commission demonstrating that only 13 % of board members are female and only 3 % are actually leading listed companies, that is pathetic.

The Commission promised us concrete measures last year and last week the report, as I said, exposed the complete lack of progress. I have to say to the Commissioner that I am slightly disappointed at the follow-up. You propose another consultation, Commissioner, whereas after decades of stagnation and after a year of trying with voluntary measures, I would say that the time to act is here; it is no longer a time for words.

Another issue that to my surprise turned out to be slightly controversial and something that I would like to put on the political agenda is that of single-person households, not to be confused with single-parent households – single-person households. Thirty per cent of all households, Europe-wide, are single-person households. Only one person – not with children, just one person – and they are in relative terms and in absolute terms placed at a disadvantage; a huge disadvantage, compared to others when it comes to taxation, social security, housing, pensions, insurance and what have you.

The European Union does have all sorts of policies in support of families, which is fine; I support that. But demographic developments show that the composition of households is changing and it is time that the Commission recognised the new demographic reality and ensured fair and equal treatment for people living alone. No one should be either rewarded or penalised for the size or composition of their household.

I am also very happy that Parliament wholeheartedly endorsed the paragraph calling, or rather reiterating, its call, for a road map on LGBT rights. Commissioner, this is a very strong political appeal by this House – a repeated appeal – to the Commission to come forward with proposals for a road map analogous to the gender equality road map. If we can do it for women, and the European Union has achieved a lot for women and gender equality, we can do it for LGBT people.

Finally, I am also surprised and a little bit dismayed at amendments against the unblocking of the horizontal Anti-Discrimination Directive and the calls to give fresh impetus to the talks on maternity and paternity leave. I mean, if you do not want quotas, if you do not want to address the gender pay gap, if you do not want to unblock the horizontal Anti-Discrimination Directive, if you do not want to talk about maternity and paternity leave, then what do people actually want to do for gender equality? Because it is not going to happen spontaneously, colleagues; it is not going to happen. We have been waiting for decades; now is the time to act.

  Sirpa Pietikäinen, rapporteur. − Madam President, women are under-represented at all levels of political decision-making: at local level, in elected positions, at national level, and at European level.

They are under-represented in nominated positions; in the Member States as ministers or in the European Union as Commissioners. And they are also under-represented in the preparation of legislation in the Commission or in administrative and governmental structures at national level. They are under-represented in other areas of democratic input into preparing legislation, such as trade unions or employers’ organisations which negotiate wages, for example.

That is not good enough. Women are very strongly segregated in political decision-making. Quite often it is men who hold the positions with the economic resources. They are the prime ministers, finance ministers, ministers for economy, trade and so on. Women are responsible for the tasks to be taken care of with these resources: education, social care, environment, health and so on. So there is a very strong and problematic gap, and the question is one of equality and quality.

It is stated in various international conventions that women’s rights are human rights. Women have an equal right to be part of decision-making. This is a question of equality. Not because women would take better decisions, but because an organisation of that kind, with variety, different kinds of experiences, education and life experiences, makes better decisions. This is clearly shown in the World Bank’s studies, for example.

Then comes the question: what should we do? Firstly, we really need a multi-faceted action programme that has follow-up mechanisms, reparative mechanisms with sanctions and actions, both at local and national level, in Parliament’s committees and at Council level.

It would mean, and I really hope to see this, the Commission committing itself at European level and encouraging Member States to get involved in discussions with political parties – the starting point for democracy in various fields – so that all the political parties have the kinds of rules, regulations and practices that ensure equal numbers of men and women in their own decision-making and in their own preparations for electoral lists. If necessary, that should then be ensured by sanction mechanisms, with a sanction fee, or by the way in which financial resources for political parties are used.

We have to tackle the electoral lists and we have to do a lot of work at European Union level also. The results of the most recent elections for the President and Vice-Presidents in Parliament itself were not very encouraging and nor is the current situation. How many top posts in Parliament’s Secretariat are held by women? We should not be preaching on issues we are not able to deal with ourselves.

We need education, active media, a platform for civil society and women’s organisations to work. We have to encourage our Member States to propose men and women for the next round as Commissioners, as well as to take care that, when nominating candidates for the EU Commission’s top posts, they ensure that there is equality in numbers and they give consideration to the segregation between men and women as regards posts.

And, yes indeed, we have to ensure that there is an environment that helps women participate in politics. That means equal pay; that means social security; that means services for care of the elderly and child care, and other aspects.

I hope and wish that we all, men and women, commit ourselves to making this action programme happen, for a better world for our children.

Allerdings weniger großartig finde ich es, dass man hier die Zeit um eine gute Minute überziehen lässt. Ich möchte mich gerne zu diesem wichtigen Thema auch unter „Catch the eye“ zu Wort melden, fühle jedoch meine Chancen etwas eingebremst, denn es ist nicht möglich, wenn hier bei jeder Wortmeldung so lange überzogen wird. Ich bitte daher wirklich, die Redezeit einzuhalten.

  Viviane Reding, Vice-President of the Commission. − Madam President, firstly I thank Ms in ’t Veld for her report, in which she covered the whole spectrum of gender equality issues. We have already debated many issues thoroughly in the Committee on Women’s Rights and Gender Equality and also in the Committee on Civil Liberties, Justice and Home Affairs.

Equality between women and men is a pillar of the Treaties and of the Charter and of the Commission’s Strategy for Equality, but inequality in real life remains significant unfortunately. The Commission has put on the table many initiatives to fight inequalities. I shall just quote some of them: the Europe 2020 Strategy, where everybody agreed that we need to reach an employment rate of 75 % by 2020. Men almost tap this ceiling, but women are lagging behind hugely, most of all when women become mothers as they then work much less, whereas when men become fathers they work much more on their jobs, so something in our society is going wrong here. This is mirrored in the difference in average pay between men and women.

This year we fixed 2 March as European Equal Pay Day, because before that date the average paid to women was not the same as average male income. So we cannot continue to act as if this is business as usual because the difference has been maintained and progress is very slow.

We also know that we cannot afford in our society and in our companies not to utilise the female talent. 60% of women are university graduates – just look at the top level – but you do not find them in our companies at those levels which should be normal judging from their education. We all know that we are running out of talent in our societies, so we need more than ever for the untapped potential of women to be integrated into our economic world.

Parliament has asked me regularly to propose legislation to increase female representation on corporate boards if self-regulatory measures fail. You also know that I started with a self-regulatory initiative one year ago, and that I presented a report one week ago, after one year, and progress in Europe has gone from an average of 12% to 14% for women on the boards of listed companies. If I analyse where this progress has taken place, in three quarters of the Member States matters are at an absolute standstill. Progress has only been achieved in those Member States where there are national quotas – in the Netherlands from 14% to 19% in one year, and in France from 12% to 22% in one year, which really shows us that maybe it will be necessary to go one step further than just incentives.

So I launched the public consultation – the first ever public consultation by us on this subject, by the way – and we are obliged to have a public consultation before we come out with a proposal. This public consultation is not about whether we need more women in decision-making at an economic level, but how we should get there. The public consultation will run until 28 May and following the input the Commission will then take a decision on further action later this year. I count on the strong support of Parliament to make further progress.

To make further progress also in the political field, because there also participation by women is stagnating and no clear positive trends are being seen, several political parties have discussed the best way to increase participation by women, and six EU countries have introduced binding measures to increase the number of women in politics: Belgium, France, Poland, Portugal, Slovenia and Spain. The only thing which is growing is the idea that increasing female representation in political decision-making is good for democracy and good for economic prosperity. So I would like to thank Ms Pietikäinen very much for her efforts to put all the facts and figures on the table, to analyse why the facts and figures, unfortunately, are very disappointing, and to trigger a debate which is absolutely necessary not only in this House but also in the Member States – in the Member States where women on average only make up 25% of members of national parliaments and only 23% of senior ministers.

I hope very much that tomorrow’s vote will be a strong message to improve the representation of women in politics and a source of inspiration for all stakeholders involved at national level. We need this strong message because there is a lot of movement in our Member States to get out of the actual situation, but they need to be helped and to be supported. I call on this Parliament tomorrow to help them and to support them.

  Lívia Járóka, on behalf of the PPE Group. – Madam President, Parliament is commemorating the 101st International Women’s Day by putting two very important reports on its agenda: on equality between women and men in the European Union and on women in political decision-making.

The goal that equal work deserves equal pay, set more than one and a half centuries ago by the protesting female labourers of New York, is still valid today. Women earn 15% less in the European Union and, although more than half of the total voting population is female, they only share 10% of the global income.

In addition to eliminating the gender pay gap, still pending are the proper recognition and reinforcement of women’s role in families and enforcing the principle of equal treatment. It is unacceptable that being a woman and being a mother still constitute a disadvantage and a risk poverty factor in 21st century Europe.

Besides the importance – as Commissioner Reding recalled – of the presence of highly qualified women in leading positions in the public and private sector, much more emphasis should also be placed on improving the situation of vulnerable women, such as single mothers or orphan girls, elderly, minority and immigrant women, mothers of large families and those who interrupted their studies because of childbirth, as they are especially exposed to the risk of poverty and multiplied discrimination. For them the glass ceiling is much thicker than we would think.

Women in ethnic minorities, especially Roma women in Europe, have completely different problems from their male counterparts or the majority of women and find themselves in an especially vulnerable position when it comes to child care and state child-care facilities.

This crisis compels us to take into account, at once and seriously, the economic importance of gender equality because gender-based exclusion is not only unfair – as we always say – but offsets the economy as well. Member States and the private sector should be encouraged to integrate gender experts into their crisis management.

All the political groups in this Parliament are agreed that, in spite of the programmes set up in the last few years, no real achievement has really been made when it comes to equal opportunities. Although both of the reports ask questions that address many of the issues – and, as some of them come under the principle of subsidiarity, many colleagues are finding it difficult to agree with them – we in the PPE still believe that the questions raised during the discussions of the two reports are extremely important and should be kept at the top of the European agenda.

  Αντιγόνη Παπαδοπούλου, εξ ονόματος της ομάδας S&D. – Κυρία Πρόεδρε, είναι αλήθεια πως η πρόοδος για επίτευξη ίσης αμοιβής για εργασία ίσης αξίας είναι αργή. Το χάσμα του 17,5% που παρατηρείται κατά μέσον όρο στις αμοιβές στην Ευρωπαϊκή Ένωση δύσκολα γεφυρώνεται.

Εξίσου αργή είναι η πρόοδος στην επίτευξη ισότητας των φύλων. Υπάρχουν αξιόλογες γυναικείες εφεδρείες που παραμένουν όμως ανεκμετάλλευτες στον οικονομικό και επιχειρηματικό τομέα: μόλις το 12% των στελεχών επιχειρήσεων και μόλις το 3% των προέδρων διοικητικών συμβουλίων είναι γυναίκες.

Παρατηρείται επίσης υποεκπροσώπηση τόσο αιρετών όσο και διορισμένων γυναικών στα κέντρα λήψης αποφάσεων: 35% γυναίκες στο Ευρωπαϊκό Κοινοβούλιο, 24% σε εθνικά κοινοβούλια, 23% σε υπουργεία, 31% σε περιφερειακό επίπεδο· τη μοναδική φωτεινή εξαίρεση αποτελούν οι σκανδιναβικές χώρες με 42% εκλεγμένων βουλευτών.

Η σοβούσα οικονομική κρίση και οι δημοσιονομικές περικοπές επιδεινώνουν την κατάσταση και τα διαχρονικά στερεότυπα παραμένουν. Δεν εφαρμόζονται παντού μέτρα συμφιλίωσης των οικογενειακών και των επαγγελματικών υποχρεώσεων και δυστυχώς δεν εφαρμόζονται παντού θετικές δράσεις.

Ως εκ τούτου, συμφωνούμε πως απαιτούνται δραστικότερα μέτρα από κυβερνήσεις, από κόμματα και από κοινοβούλια. Είναι αναγκαία η διασφάλιση της οικονομικής ανεξαρτησίας των γυναικών αλλά και η προώθηση των γυναικών σε θέσεις λήψης οικονομικών αλλά και πολιτικών αποφάσεων.

Η δική μας ομάδα, η ομάδα των Σοσιαλιστών και Δημοκρατών, υποστηρίζει την εισήγηση της Sophia in 't Veld για θέσπιση ποσοστώσεων ώστε να έχουμε στα διοικητικά συμβούλια των εταιριών 30% γυναίκες ως το 2015 και 40% ως το 2020. Υποστηρίζουμε την εισαγωγή νομικών διατάξεων που θα διασφαλίζουν την ισότητα αμοιβών για εργασία ίσης αξίας. Τέλος, υποστηρίζουμε στοχευμένες δράσεις και δραστικά μέτρα ώστε να επιτύχουμε την κρίσιμη μάζα του 40% γυναικών στα κέντρα λήψης αποφάσεων μέχρι το 2015.

Συμφωνούμε επίσης με την εισηγήτρια Sirpa Pietikäinen για την ετήσια έκθεση αξιολόγησης της προόδου από την Επιτροπή Ίσων Ευκαιριών Ανδρών και Γυναικών, για την τακτική παρακολούθηση των μέτρων από κυβερνήσεις, κοινοβούλια και κόμματα και συμφωνούμε επίσης για λήψη δεσμευτικών διορθωτικών μέτρων και κυρώσεων όπου δεν εφαρμόζονται οι στόχοι που έχουν τεθεί.

  Izaskun Bilbao Barandica, en nombre del Grupo ALDE. – Señora Presidenta, quiero felicitar a la señora Pietikäinen porque ha conseguido concluir un buen texto. Esperemos que siga siéndolo mañana porque, si se aprueban sus principales contenidos, Europa liderará la lucha por la igualdad en los procesos de toma de decisiones en la esfera política.

Hace siete años fui elegida Presidenta del Parlamento Vasco. Recibí entonces una llamada desde el Parlamento Europeo: querían saber cómo habíamos conseguido que una Cámara formada hasta entonces por un 70 % de hombres y un 30 % de mujeres hubiese pasado a disponer de un 53 % de parlamentarias. El origen del cambio fue la Ley vasca para la Igualdad de Mujeres y Hombres aprobada en el año 2005. Me alegro de que muchos de sus contenidos se hayan plasmado en este informe.

La ley vasca obliga a los partidos políticos a elaborar las candidaturas en cremallera, con mujeres y hombres en proporción equilibrada en los puestos en los que hay posibilidad de salir elegido. Además, proyecta esta aplicación de la igualdad hacia el ejecutivo, como se hace aquí con la Comisión Europea, los órganos consultivos que se relacionan con ella, su servicio exterior y los equipos que negocian en zonas de conflicto.

Hombres y mujeres, desde el nivel regional al europeo, tenemos mucho que aportar y mucho que ganar si somos cómplices de este empeño. La desigualdad entre hombres y mujeres no es democrática y es ineficiente e injusta. Impide que el 50 % del conocimiento y potencial de la humanidad participe en igualdad de condiciones con el otro 50 % en la economía, la sociedad y la política.

Además, perturba el mundo de las emociones y de los afectos. La violencia de género es para las mujeres la consecuencia más dramática. A cambio, muchos hombres cargan con unos estereotipos que les limitan y les amenazan. Esa es la realidad que hay que cambiar, y a ello contribuyen debates e informes como los que vamos a votar en este Pleno.

Señora Comisaria, no tema a los Estados: atrévase con la igualdad también en la política, al igual que está dispuesta a hacerlo con los consejos de administración de las empresas, porque hombres y mujeres somos diferentes, pero no tenemos por qué seguir siendo desiguales.

  Raül Romeva i Rueda, en nombre del Grupo Verts/ALE. – Señora Presidenta, yo también aplaudo, saludo y apoyo los informes in 't Veld y Pietikäinen.

La reducción de la brecha salarial es un hecho necesario y fundamental, pero para que ello sea posible, para conseguir esa igualdad, no basta con que las mujeres ocupen el espacio que les pertenece en el ámbito público, político y económico. También los hombres tienen que asumir la responsabilidad que les toca —que nos toca— en el ámbito privado. Las dos son caras de una misma moneda y para eso hay que tener medidas que incentiven obviamente en las dos direcciones.

En el otro tema —digamos— controvertido, el tema de las cuotas, estoy a favor. Llámenle paridad, llámenle listas cremallera, llámenle como quieran, pero hay que incentivar la igualdad de oportunidades y la paridad, la presencia igual en los órganos de decisión económica y política, y como por la vía natural no se da, hay que hacerlo por la vía de la incentivación. Esto es lo que estamos haciendo, lo que estamos promoviendo y lo que espero que mañana también la mayoría de la Cámara apoye.

Creo que es necesario también recordar que, cuando hablamos de discriminación, no hay que hablar solamente de hombres y mujeres, sino también de muchas opciones de identidad sexual que no están suficientemente reconocidas. Esto es algo que también el informe in 't Veld plantea de una forma muy seria y muy razonable, y creo que hay que defenderlo.

Y, finalmente, creo que también es bueno recordar que de esta crisis económica y financiera en la que estamos es necesario salir con propuestas no solamente verdes, sino que tengan también una visión de género que no solamente no discrimine sino que ayude a las mujeres a ocupar ese espacio social y laboral que hasta ahora no tienen.

  Marina Yannakoudakis, on behalf of the ECR Group. – Madam President, there is a saying that less is more, and this is very appropriate for this report. There is much in the report to give credit for. There is an equal amount I feel should not be tackled here but best dealt with at Member State level.

Last week we held International Women’s Day and during the day a film called ‘Made in Dagenham’ was played. Those of us who saw the film could not fail but be impressed by the women’s struggle to gain equal pay and the demand for a level playing field in the workplace. Forty years on, women in Europe are still struggling for equality in certain areas of life.

As a woman I believe women have the right to real choices in their lives. As a Conservative politician I have a duty to work towards this objective. I strongly support the calls in this report to put a stop to domestic violence and other crimes against women, including forced marriages and female genital mutilation. On the matter of forced marriages I am proud that my government in the UK is looking to criminalise this cruel practice but I do not believe that legislative quotas and rules on maternity leave should be made at EU level. Leave this to the individual Member States who know their men and women best.

I admire the report’s bold statements about same-sex families and the rights of lesbians and gay men as a further move towards equalities in all areas.

With reference to the report on women in politics, I will be honest and open about the fact that in 2009, during the European elections, the leader of my party imposed temporary, positive measures to encourage and help women become MEPs. This experience taught me that positive measures work best when they are implemented at Member State level and on a temporary basis. The EU is not the right body to be making permanent legislation on quotas for our political parties, businesses or any other sector for that matter.

It is with regret, therefore, that I will be unable to support this report.

  Mikael Gustafsson, för GUE/NGL-gruppen. – Fru talman! Jag vill först tacka Sophia in 't Veld för ett mycket bra betänkande, som lyfter fram en rad viktiga frågor inom jämställdhetsområdet. Det gäller till exempel behovet att bygga ut omsorgsplatser, såsom förskola och äldreboenden, att motarbeta lönegapet mellan kvinnor samt att kräva lagstiftande åtgärder för att bekämpa mäns våld mot kvinnor. Jag är även glad att du i betänkandet betonar kvinnans rätt till sin egen kropp och därmed tillgång till preventivmedel och en säker och laglig abort.

En punkt är jag däremot inte enig med dig om, nämligen frågan om prostitution. Jag har lite svårt för begreppet tvångsprostitution. Det skulle ungefär innebära att man på något sätt tycker att det finns en frivillig prostitution. För mig är detta helt fel. Prostitutionssystemet i sin helhet bygger på exploatering av kvinnor, på kommersiell hänsynslöshet och på en föråldrad syn på mäns och kvinnors sexualitet. Jag kommer därför att rösta nej till föredragandens ändringsförslag 7. I övrigt är det ett mycket bra betänkande, som jag stöder i dess helhet.

Jag vänder mig nu till den andra föredraganden, Sirpa Pietikäinen. Jag vill verkligen tacka dig för ditt öppna arbetssätt. Det har onekligen medverkat till att det här betänkandet är så bra och verkligen understryker kvinnors deltagande i politiken. EU och dess medlemsstater måste arbeta mycket, mycket hårdare för att fler kvinnor ska behandlas likvärdigt i vår representativa demokrati. Det måste bli ett slut på dagens manskvotering. Trots att kvinnor utgör 50 procent av befolkningen är de inte alls demokratiskt representerade i politiska församlingar. I Europaparlamentet är det drygt en tredjedel. I de nationella parlamenten är det ännu sämre. I genomsnitt är det inte ens 25 procent kvinnor. Det här är pinsamt lågt! Vi kan inte bara fortsätta att prata och prata om förändringar, utan nu krävs det handlingar. I många fall kommer det att behövas lagstiftande åtgärder för att komma till rätta med detta.

Ett sätt kan vara – om det finns behov – att införa olika former av kvotering. Men precis som Sophia in 't Veld sade är det kanske inte det man börjar med, men någon gång måste man ta tag i denna fråga. Vissa tycker att det är upprörande med kvotering. Ja, jag håller med – jag blir upprörd över dagens manliga kvotering. Den sker i det tysta och är informell, men inte desto mindre kvoteras män in på bekostnad av kvinnor. Vissa säger till och med att det är dåligt för kvinnor att bli invalda på grund av deras kön, men det ju snarare så att dagens manliga kvotering är skadlig för männen, eftersom människor utgår från att många män är invalda bara för att de är män. I demokratins namn måste vi därför få en ordning där kvinnors och mäns erfarenheter kan tas tillvara mycket, mycket tydligare och återspeglas i de parlamentariska församlingarna.   Tadeusz Cymański, w imieniu grupy EFD. – Wszyscy jesteśmy zdecydowanie przeciwni dyskryminacji kobiet w jakiejkolwiek sferze społeczno-zawodowej. Zdajemy sobie sprawę, że – w przeciwieństwie do mężczyzn – kobiety stoją przed podwójnym wyzwaniem: urodzenia dzieci i pracy zawodowej. Niezbędne jest również odwrócenie negatywnych trendów demograficznych. Właśnie dlatego chcemy ułatwić kobietom łączenie życia rodzinnego i zawodowego. Wspieramy decyzję Parlamentu Europejskiego dotyczącą urlopów macierzyńskich i czekamy na stanowisko Rady w tej sprawie. Uważamy, że należy przeznaczyć większe fundusze ze środków strukturalnych na tworzenie opieki nad dziećmi przedszkolnymi w krajach, gdzie dostępność jest wciąż zbyt niska, a barierę stanowią często koszty zorganizowanej opieki.

Jeżeli chodzi o sprawozdania dotyczące udziału kobiet w polityce oraz – w szerszym kontekście – równości kobiet i mężczyzn, chcę wyrazić moje poparcie dla zachęcenia kobiet do angażowania się w partie polityczne i do udziału w wyborach. Jednak zarówno w polityce, jak i sferze biznesu, jestem przeciwny ustaleniu parytetów – stwarzaniu sytuacji, w której kandydatki znajdowałyby się na listach wyborczych tylko dlatego, że partia musi sprostać określonemu systemowi kwot. Jak wynika z rozmów, z wystąpień i sondaży, przede wszystkim same kobiety nie chcą zawdzięczać swojej kariery parytetom. Często propozycje ustalania kwot są odbierane przez same kobiety jako deprecjacja oraz brak uznania ich rzeczywistych talentów i kompetencji. Trzeba walczyć z dyskryminacją. W większości nie życzą one sobie, aby ich awans zawodowy był powodowany tylko tym, że są kobietami, a nie mężczyznami.

Należy również rozróżnić kobiety walczące o słuszną sprawę w społeczeństwie od skrajnych ruchów feministycznych, które reprezentują niewielki odsetek kobiet, przynajmniej w moim kraju. Wiele Polek nie identyfikuje się również z inicjatywami w obronie tzw. praw reprodukcyjnych kobiet, czyli nieograniczonego dostępu do aborcji. Dlatego też muszę raz jeszcze wyrazić głębokie rozczarowanie sprawozdaniem o równości kobiet i mężczyzn, w których obrona tzw. praw seksualnych, czyli promocja aborcji, jawi się jako jeden z głównych postulatów. O kontrowersyjności dyskutowanego projektu świadczy również wynik głosowania w komisji parlamentarnej, gdzie niemal połowa obecnych wstrzymała się lub głosowała przeciwko sprawozdaniu. W jutrzejszym głosowaniu polska delegacja mojej grupy politycznej nie poprze tych sprawozdań.

  Angelika Werthmann (NI). - Dankeschön. In der EU beträgt das geschlechtsspezifische Lohngefälle durchschnittlich 16,4 Prozent. Es hat in den vergangenen Jahren kaum abgenommen. In einigen Mitgliedstaaten steigt es sogar an. Wenn wir über die Gleichheit von Mann und Frau sprechen, so ist es gerade diese Ziffer, welche die existierende Ungleichheit veranschaulicht.

Dieses Lohngefälle hat eine Reihe komplexer, häufig miteinander verknüpfter Ursachen: die geringere Wertschätzung der Arbeit von Frauen, die Geschlechtertrennung des Arbeitsmarktes und dazu Traditionen und Stereotype. Das geschlechtsspezifische Lohngefälle ist eine Folge all dieser Faktoren und Ungleichheiten auf dem Arbeitsmarkt.

Österreich ist in der EU das Land mit der zweitgrößten Einkommenskluft zwischen Männern und Frauen. Hier verdienen Frauen im Schnitt pro Stunde sogar um Brutto 25,5 Prozent weniger als Männer. Das Problem ist längst bekannt.

Das Argument, dass viele Frauen in Österreich und anderswo in Teilzeitjobs arbeiten, reicht nicht aus. Die Gründe für das schlechte Abschneiden liegen in der Gesellschaft. Einerseits arbeiten Frauen traditionell in schlechter bezahlten Berufen als Männer, andererseits gibt es nach wie vor zu wenige Frauen in Führungspositionen. Ich bin fest davon überzeugt, dass Unternehmen und Organisationen mit mehr Frauen in Führungspositionen oder zumindest mit gemischten Führungsteams deutlich erfolgreicher sind.

Aus diesem Grund brauchen wir den Abbau von Einkommensunterschieden und die intensive Diskussion über Quotenregelungen.

  Mariya Nedelcheva (PPE). - Madame la Présidente, Madame la Vice-présidente, chers collègues, voici quelques années déjà que, vers le mois de mars, nous attirons le regard des citoyens avec le rapport sur l'égalité entre les femmes et les hommes dans l'Union européenne. Pour cette année 2012, la rapporteure est Mme in't Veld. Or, cette année, la discussion redouble de force car elle est menée parallèlement avec le rapport de Mme Pietikäinen sur la participation des femmes à la prise de décisions politiques. Je félicite nos deux rapporteurs pour l'excellence et la pertinence de leur travail.

Alors, qu'avons-nous à dire cette année ?

Tout d'abord, cette année, comme toujours, nous faisons un état des lieux des avancées et des progrès à réaliser. Avec une force nouvelle, nous insistons sur le fait que l'égalité entre les hommes et les femmes au sein de l'Union est loin d'être une réalité. Nous pouvons aisément remarquer que le principe "à travail égal, salaire égal" n'est toujours pas respecté par tous les États membres.

Combattre les stéréotypes et diversifier le choix des formations pour les filles est d'une actualité pertinente. Les obstacles à l'accès des femmes au marché de l'emploi sont à lever. Les violences faites aux femmes nécessitent tout le soutien de l'Union pour arriver à mettre fin à ce véritable fléau. En temps de crise économique, il est essentiel que nous veillions à protéger les femmes de la précarité et de l'isolement.

Enfin, promouvoir la place des femmes dans les instances de prise de décision, dans les conseils d'administration, les parlements, les partis politiques ou encore les gouvernements, c'est se donner plus de chance d'être efficaces, mais aussi reconnaître que, grâce aux femmes, nous pouvons avoir des politiques, des entreprises et des secteurs sociaux plus performants et plus adéquats.

Madame la Commissaire, nous avons pris avec plaisir connaissance de votre rapport. Il est plus qu'utile, il donne un souffle nouveau à l'égalité hommes-femmes. Je vous invite à le publier chaque année. Et surtout, nous aimerions que les bonnes pratiques qui y sont clairement identifiées soient popularisées, car je ne crois pas aux sanctions. Elles enlèvent de la valeur à la femme, elles enlèvent de la valeur à notre combat qui est, d'une part, d'encourager les femmes à se lancer dans des carrières qui les amèneront jusqu'au plus haut niveau et, d'autre part, de mettre un terme aux discriminations liées au sexe auxquelles les femmes doivent faire face.

Je ne crois pas à la règle du bâton et de la carotte, je crois à la prise de conscience qui génère une volonté politique et l'appropriation d'initiatives qui visent à améliorer la condition de la femme à tous les niveaux. Donc, oui, changeons de rythme, donnons-nous les moyens, surtout que les textes existent. Il nous faut une volonté politique forte et engagée qui ait le courage de les appliquer.

  Katarína Neveďalová (S&D). - Na úvod chcem povedať, že vítam, že v pléne Európskeho parlamentu diskutujeme na tému ženských práv a rodovej rovnosti. Bola som tieňovou spravodajkyňou frakcie socialistov a demokratov pre správu o rovnosti mužov a žien za rok 2011 a rada by som poďakovala pani spravodajkyni, ako aj ostatným spravodajcom za veľmi konštruktívnu diskusiu, aj keď chápem, že v tejto oblasti máme naprieč politickým spektrom rôzne názory na rôzne veci, pokiaľ ide o túto správu. To je samozrejme prirodzené. Ale verím, že máme spoločný cieľ, a to je to, aby sme, my ženy, mali v dnešnej spoločnosti rovnaké postavenie, práva a príležitosti ako muži.

Tento proces je samozrejme dlhodobejší, ale môžme mu spoločne pomôcť napríklad tak, že podporíme ženy, aby sa viac zapájali do pracovných oblastí, kde sú v menšine, napríklad v tzv. zelených pracovných pozíciách, vo vede a výskume, v IT technológiách, a že budeme redukovať platové rozdiely pri rovnakej práci, že budeme presadzovať kvóty, napríklad na vedúcich a rozhodovacích pozíciách, či už ide o podniky, ale takisto aj v politike.

Rovnako je samozrejme nevyhnutné, aby sme vytvorili potrebnú legislatívu v oblasti násilia páchaného na ženách, kde máme stále veľký problém. Nemôžeme zabúdať ani na to, aby sme venovali dostatočnú pozornosť sexuálnemu reprodukčnému zdraviu žien, pretože všetky ženy musia mať kontrolu nad svojim reprodukčným a sexuálnym právom. A to aj vďaka tomu, že im umožníme prístup k cenovo dostupnej kvalitnej antikoncepcii.

Na to, aby sa ženy mohli plnohodnotne zapojiť do pracovného života tak ako muži, ich samozrejme musíme podporiť aj v dôležitej úlohe matky, manželky a člena rodiny, na ktorom najčastejšie leží starostlivosť o rodinu, deti, rodičov a príbuzných. Musíme ženám umožniť flexibilitu pri štúdiu, možnosť flexibilnejších pracovných zmlúv a pracovného času, zabezpečiť sociálne zariadenia pre ich blízkych, či už deti alebo príbuzných v starobe. V tomto kontexte by som tiež rada vyzvala Radu, aby sme konečne vyriešili otázku materskej a rodičovskej dovolenky podľa návrhu Európskeho parlamentu z minulého roka.

Verím, že sa nám podarí tento proces rovnoprávnosti neustále podporovať a že na budúci rok budeme riešiť správu, ktorá bude môcť zaznamenať omnoho väčší pokrok ako dodnes.

  Antonyia Parvanova (ALDE). - Madam President, let me first congratulate both rapporteurs for their excellent work in presenting today a comprehensive view of the state of play concerning equality between men and women in the European Union and clearly identifying the key issues to be addressed – and, I would say, more importantly, to take action upon.

On behalf of the ALDE Group I would like to stress the word ‘action’. We have held discussions in this house on gender equality, made calls and supporting declarations and initiatives, but as yet there have been no definitive and concrete actions. I am therefore turning to you, Madam Commissioner, to tell you that you have a majority in this House waiting for concrete proposals which would allow us to deliver on gender equality and the fundamental principles of the European Union.

We very much welcome the focus in this year’s report on equal economic independence, equality in decision making and the need to guarantee equal pay for equal work. These issues resonate even more loudly in these times of economic crisis, which particularly affect women and actually increase existing inequalities.

Can we still accept in 2012 that on average women have to work two more months per year to receive the same salary as men? As you said, Commissioner, we have gained just one day since last year; at that rate, we will have to wait 60 years to achieve equality between men and women. None of us here can rationally explain to our citizens the persistence of the existing gender pay gap. If progress is not being made at national level it is the responsibility of the European Union to act – notably with a legislative proposal – in order to guarantee equality for all its citizens: men and women. This is actually the logic of the subsidiarity principle, not the other way around. If Member States are failing to guarantee fundamental rights for all, the issue has to be addressed and tackled at European level.

The same principle should also apply to our combating of gender-based violence, which is also an issue closely linked to the economic independence – or rather, dependence – of women. As rapporteur on the Directive on the Protection of the Victims of Crime, of which women represent a vast majority, I hope they will automatically be able to address properly the specific needs of victims of gender-based violence. But let us be realistic: we will not be able to fight comprehensively violence against women with this piece of legislation only. That is why we need a comprehensive European strategy.

  Ulrike Lunacek (Verts/ALE). - Danke Frau Präsidentin, Frau Kommissarin, sehr geehrte Kolleginnen und Kollegen hier im Plenum und Damen und Herren auf der Tribüne. Wie oft hören wir, wenn die Sprache auf Quoten kommt, dass manche Frauen sagen: „Ich will keine Alibi-Frau sein“, oder manche Männer, wie auch ein Kollege heute gesagt hat: „Das ist ja Diskriminierung“.

Diese Menschen übersehen dabei, das sehr viele Männer jetzt schon in hohen Positionen sind, und zwar nicht, weil sie so besonders gut qualifiziert sind oder weil die Qualität ihrer Arbeit so besonders gut ist, sondern ausschließlich deshalb, weil sie dem männlichen Geschlecht angehören.

Deshalb sind Quoten so wichtig und notwendig, und ich möchte besonders Frau Sirpa Pietikäinen danken, der es in ihrem Bericht gelungen ist, auch tatsächlich entsprechende Sätze unterzubringen, und ich lese das jetzt kurz auf Englisch vor:

Today an informal system of quotas is de facto in play, where men are privileged over women and where men choose men for decision-making positions, which is not a formalised system but nevertheless a systematic and very real deep-rooted culture of positive treatment of men’.

Um Gerechtigkeit herzustellen, brauchen wir Quoten, und deswegen möchte ich beiden Berichterstatterinnen, sowohl Frau Sirpa Pietikäinen, aber auch Frau Sophia in 't Veld für ihre ausgezeichneten Berichte danken. Und gerade Frau Sirpa Pietikäinen, Mitglied der Europäischen Volkspartei, ist es hoffentlich gelungen, auch in ihrer Partei viele zu überzeugen, dass sie morgen mit für ihren Bericht stimmen, damit wir einen wirklich starken Appell an die Kommission und den Rat richten, für Geschlechtergerechtigkeit zu sorgen, denn fast 40 Jahre nach dem internationalen Jahr der Frau 1975 ist es dafür wirklich höchste Zeit.

  Inês Cristina Zuber (GUE/NGL). - Senhora Presidente, na nossa opinião o relatório Pietikäinen preconiza, em primeiro lugar, e para resolver o problema da sub-representação de mulheres em lugares de decisão política, a introdução de sistemas de cotas para promover a paridade nestes espaços. Do nosso ponto de vista, a questão está colocada de forma equivocada e pretende resolver de forma ilusória e não real o problema dos défices de participação política das mulheres. A participação política das mulheres não se refere só aos altos cargos, mas dá-se a vários níveis de vida das mulheres: na sua participação associativa, sindical, cultural e na sua vida quotidiana.

As mulheres têm maiores dificuldades em participar nestes domínios devido a dificuldades de acesso à educação, à cultura, mas também devido a dificuldades económicas que resultam, desde logo, das desigualdades salariais de que são vítimas. Por outro lado, a precariedade laboral leva a que tenham pouco tempo para a sua participação social, política e cultural. O défice de serviços públicos de apoio à infância é outro dos fatores que contribui para a sobrecarga das tarefas das mulheres.

São estas desigualdades estruturais que devem ser combatidas e não se deve tentar estabelecer uma igualdade artificial, mantendo intocáveis os reais problemas da maioria das mulheres. Do nosso ponto de vista, o relatório de Sophia in 't Veld aponta algumas das principais razões da discriminação entre homens e mulheres que estão diretamente associadas à sua condição económica e laboral. Infelizmente, as ditas medidas de austeridade defendidas pelas instituições europeias, nomeadamente pela maioria deste Parlamento, a serem continuadas, levarão a retrocessos enormes ao nível da igualdade entre homens e mulheres, a uma ainda maior fragilização das relações de trabalho, com o enfraquecimento do princípio da contratação coletiva, a mais altas taxas de desemprego, a uma maior precariedade no trabalho, que já afeta sobretudo as mulheres, e a uma redução da rede pública da prestação de cuidados, que seria essencial para aliviar a sobrecarga de trabalho que recai sobre as mulheres.

Defender a igualdade entre homens e mulheres significa rejeitar liminarmente as medidas de austeridade, uma declaração de guerra contra as mulheres e contra os trabalhadores.

  Mara Bizzotto (EFD). - Signor Presidente, onorevoli colleghi, sicuramente al di là delle relazioni, la parità si ottiene con un profondo cambiamento della mentalità degli individui, con la consapevolezza sociale e collettiva e l'importanza del ruolo della donna nelle istituzioni. Si raggiunge l'obiettivo con uno sforzo culturale e sociale più che attraverso le leggi, anche se, sicuramente, servono le leggi per aiutare le donne che lavorano, servono politiche per la famiglia, servono leggi che permettano di conciliare i tempi di lavoro con la famiglia.

Quello che non serve assolutamente è quello che vuole l'Unione europea, o quello che sembra volere l'Unione europea, cioè porsi come obiettivo il riconoscimento della famiglia omosessuale a livello europeo. Quello che leggo nella prima relazione non mi trova per nulla d'accordo. Si legge che il Parlamento si rammarica dell'adozione da parte di alcuni Stati membri di definizioni restrittive di famiglia con lo scopo di negare la tutela giuridica alle coppie dello stesso sesso e ai loro figli.

Beh, sì, in Italia non c'è la tutela giuridica della famiglia omosessuale semplicemente perché non esiste. Se il Parlamento europeo e la Commissione pensano, dopo aver imposto tante direttive e regolamenti assurdi, anche di cambiare la definizione di famiglia, si sbagliano: la famiglia è quella formata da un uomo, da una donna e dai loro figli!

  Sophia in 't Veld, blue-card question. − I am pretty shocked by what I hear. Not only do you say that you are opposed to same-sex families, but you actually deny their very existence. I think that is very offensive to all those same-sex families with legal status in many Member States. There are five Member States where gay couples can get married – legally married like anybody else because they love each other and they are committed to each other – and in other Member States they can sign up to a registered partnership. You are simply denying reality. What do you have to say about that?

  Mara Bizzotto (EFD), Risposta a una domanda "cartellino blu"– Signor Presidente, onorevoli colleghi, io non nego che bisogna tutelare i diritti degli omosessuali, quello che nego, e in Italia è così, non esistono famiglie omosessuali, e non esisteranno mai, semplicemente perché la famiglia da tutela – quella che anche il Parlamento europeo dovrebbe tutelare – è la famiglia tradizionale: quella formata da una donna, da un uomo e dai propri figli. Tutto qua, mi pare una cosa abbastanza elementare. Questa è la realtà che c'è in Italia e negli altri 22 paesi.

  Silvia Costa (S&D). - Signor Presidente, onorevoli colleghi, vorrei solo chiarire questo: credo che, io personalmente, ho delle perplessità infatti su un punto della relazione ma non mi esprimerei come si è espressa l'onorevole Bizzotto, nel senso che mi sembra che la relazione vada un po' oltre il dovere dell'Unione europea che, quando laddove si dice, non già, quando si descrive che esistono diverse realtà di convivenza, di famiglia, ecc. in diverse forme, ma quando si dice che l'Unione europea deve in qualche modo entrare in quello che è un diritto di famiglia che ancora tiene alla sussidiarietà.

Per quanto riguarda le famiglie omosessuali, vorrei che fosse chiaro, in Italia esistono sicuramente unioni omosessuali, esistono unioni omosessuali anche con situazioni di figli, ma l'unione di omosessuali non è equiparata alla condizione e allo stato giuridico della famiglia e questo è consentito nelle diverse libertà degli Stati membri. Questo credo che sia il punto che vada chiarito, non è negare la realtà, è negare la parità giuridica in questo caso nel mio paese.

  Andrew Henry William Brons (NI). - Madam President, totalitarians who might be shy about interfering with the elective process can still do so indirectly by controlling the selection process by which candidates are chosen; that was the essence of democratic centralism in the Soviet Union. The call for quotas and for prescriptions of rank order is in danger of constructing a formula that is so prescriptive that the real selection decision is taken by the formula deviser and not by the political party.

In a democracy, political parties are private organisations and are not creatures of the state; they must be free to decide who should represent them as candidates without state interference. It is for the electorate to decide whether or not it likes the candidates and not for the government to do so. Parties, in my view, should decide candidates on merit, and neither on the basis of discrimination nor on the basis of quotas. But in the end that is their business.

Prescribing rank order, of course, is possible only in closed-list systems. How long will it be before the voter in open-list systems is forced to cast high-preference votes for both male and female candidates regardless of party and to cast appropriate percentages of the vote for various approved minorities? Perhaps in the end the poor voter will have the right only to cast a ballot paper that has already been completed by affirmative action or positive discrimination. This drive for quotas has little to do with women’s rights and everything to do with an obsessive desire that no part of the political system should be free from control by the political class.

  Edit Bauer (PPE). - Kedves Biztos Asszony! Kedves Kollégák! Hagyományosan készítünk leltárt minden évben az esélyegyenlőség alakulásáról, és nagyon gyakran szemünkre vetik azt, hogy nem mondunk semmi újat. A helyzet az, hogy egy éven belül nem túl sok minden változik, és így nem is tudunk sok újat mondani évente. Csak az az új mindig, hogy megint semmi sem változott. A változások ugyan folyamatban vannak, és azt kell, hogy mondjam, hogy pozitív változásoknak vagyunk általában tanúi. De ez nem mindig egyenletes, és nem mindig egyirányú. És arról nem is beszélhetünk, hogy mindezt statisztikailag alá tudjuk támasztani, mert az a helyzet, hogy nagyon gyakran átmeneti statisztikákkal dolgozunk, és olyan statisztikákkal, amelyek nem teljesek.

Most van az asztalunkon a legfrissebb statisztika a bérszakadékról, ami 2010-ből származik, és nem teljes: két ország adatai hiányzanak. Tehát akkor, amikor ezekről a számokról beszélünk, azt kell tudnunk, hogy milyen pontatlanok. Egy dolgot szeretnék ezzel kapcsolatban elmondani, hogy a férfiak és nők közti egyenlőtlenségről beszélünk, de ez a téma is rendkívül sokrétű. Nagyon gyakran nem is a férfiak és a nők közti különbségről van szó, hanem azokról a nőkről, akik az anyaságot vállalják. Ez a bérszakadék esetében teljesen egyértelműen megmutatkozik, és innentől kezdve valóban ez egy komoly társadalmi probléma, messzebb kihatással, mint maga a pénzbeli különbség. Én azt szeretném mondani, hogy nagyon gyakran nem élünk azokkal az eszközökkel, amelyek az európai jogrendben benne vannak, miközben néha olyan területekre is áttévedünk, ahol a szubszidiaritás elve kell, hogy érvényesüljön.

Én azt szeretném megkérdezni a biztos asszonytól, hogy nem készül-e arra, hogy behatóbban foglalkozzon az esélyegyenlőségi intézményekkel? Mert úgy tűnik, hogy ezek nem igazából teljesítik a feladataikat. Köszönöm szépen.

Koska vaikuttaa siltä – ja toivoisin, että komission jäsenkin tätä jotenkin kommentoisi – että tämä talouskriisi vie tasa-arvoa huonompaan suuntaan, koska esimerkiksi julkisen sektorin saneeraukset kohdistuvat nimenomaan naisiin. Niinpä haluaisin kommenttia Teiltä ja komission jäseneltä: ettehän te voi olla sitä mieltä, että kehitys on mennyt parempaan suuntaan?

Azt szerettem volna ezzel kapcsolatban elmondani, csak nem fértem bele az időbe, hogy a válságról igazából nincsenek adataink. A legfrissebb adataink – amelyek a múlt héten jelentek meg az Eurostatban – 2010-re vonatkoznak. Tehát arról, hogy a tavalyi évben mi történt, gyakorlatilag nincs európai adat. Úgyhogy hiába szeretnénk friss üzenetet küldeni, gyakorlatilag ez lehetetlen. Ami pedig a tendenciákat illeti, azt is szerettem volna elmondani, hogy nem egyirányúak. Nagyon gyakran előfordul pl. a bérszakadék esetében, hogy vannak országok, ahol visszafejlődésnek vagyunk a tanúi. Tehát a fejlődés egyáltalán nem egyértelmű és egyirányú.

  Silvia Costa (S&D). - Signor Presidente, onorevoli colleghi, signora Commissaria, credo che fare un bilancio e indicare obiettivi più avanzati per la parità fra uomini e donne – in questo marzo 2012 – significa confrontarsi proprio con i dati drammatici della crisi economica che vede risalire la disoccupazione femminile, specie fra le giovani, aumentare la povertà delle donne e constatare anche l'innalzamento della violenza contro le donne, soprattutto quella perpetrata in ambito privato. C'è una situazione quindi di sofferenza acuita dai tagli di molti Stati al sistema di welfare, dell'istruzione e della previdenza, che ha colpito soprattutto le donne.

Credo che ci sia un nesso fra questa situazione e la perdurante esclusione delle donne dai luoghi decisionali e quindi da una sottovalutazione dell'impatto sulle donne della crisi e delle politiche. In questo scenario i due rapporti focalizzano alcuni obiettivi condivisibili: un più forte orientamento della programmazione dei Fondi strutturali 14-20 ad azioni anche mirate alle donne; l'indipendenza economica, valorizzando anche l'imprenditoria femminile con Fondi di garanzia e strumenti di sostegno; il superamento del gender pay gap, rivalutando professionalità e lavoro femminile; il divieto di comportamenti discriminatori – per esempio nel mio paese, le dimissioni in bianco preformate.

Chiediamo anche norme e misure per consentire un riequilibrio della rappresentanza con procedure trasparenti di selezione per uomini e per donne in politica e nei luoghi decisionali e caldeggio che la Commissaria Reding – come ha annunciato – possa davvero con il sostegno del Parlamento arrivare ad una direttiva sulle quote nelle imprese.

Occorre agire anche a livello simbolico, non solo contrastando gli stereotipi nei media, ma promuovendo la valorizzazione e il rispetto anche della dignità della donna troppo spesso mercificata e violata. Mi dispiace che la relatrice 'T Veld proponga un emendamento per sopprimere questo riferimento alla dignità delle donne, non cogliendo forse fino in fondo, che il degrado della loro immagine diventa una legittimazione alla violenza contro di loro.   Silvana Koch-Mehrin (ALDE). - Meine Damen und Herren! Wer spricht heute in Europa eigentlich noch vom Frauenwahlrecht? Niemand mehr, denn es ist ganz selbstverständlich. Und wie ist es damals eingeführt worden? Per Gesetz! Also wurde es erzwungen. Und deswegen halte ich es für wichtig, dass wir auch die Frauenquote heute per Gesetz einführen. Denn dann muss man nicht mehr darüber reden, weil sie genauso selbstverständlich ist wie das Frauenwahlrecht heute.

Freiwillige Selbstverpflichtungen funktionieren entweder nicht oder sie werden erst gar nicht eingegangen, und das gilt für die Wirtschaft genauso wie für die Politik. In einer repräsentativen Demokratie wie Europa müsste in der Politik die Mehrheit der Bevölkerung, also die Frauen, eigentlich entsprechend vertreten sein. Aber die Realität in den Parlamenten und in den Parteien ist eine ganz andere.

In der Wirtschaft wird in zahlreichen Studien belegt, dass eine gleichmäßige Beteiligung von Frauen und Männern in Führungspositionen den wirtschaftlichen Erfolg eines Unternehmens deutlich verbessert. Außerdem gilt für fast alle Produkte, dass die Kaufentscheidung von Frauen getroffen wird. Als Liberale bin ich für Wettbewerb, und ich bin für freie und faire Marktwirtschaft. Aber beides funktioniert nur, wenn es Rahmenbedingungen gibt, die eben genau diese Freiheit und diese Fairness erlauben.

Diesen Rahmen gibt es nicht für Frauen in Führungspositionen. Deswegen, werte Frau Vizepräsidentin, freue ich mich auf die Vorschläge, die Sie im Mai zur Beteiligung von mehr Frauen in Führungspositionen machen werden. Ich denke, es ist hohe Zeit dafür.

  Ana Miranda (Verts/ALE). - Senhora Presidente, parabéns às autoras pelos seus relatórios. Quase um século depois do primeiro Dia Internacional da Mulher, a igualdade efetiva do género continua a ser uma miragem para a maioria das mulheres do planeta.

Nós, como mulheres parlamentárias, temos uma obrigação de género para contribuirmos para este valioso trabalho para transformar as medidas voluntárias em obrigatórias. Enquanto houver mulheres vítimas da violência de género, que é o problema mais grave e urgente, é nesta matéria que o Parlamento Europeu tem de fazer maiores esforços. Enquanto houver discriminação laboral e desigualdade de oportunidades seremos responsáveis de forma ativa ou passiva. Enquanto houver disparidades salariais entre homens e mulheres estaremos fracassando nas iniciativas políticas. Enquanto os direitos sexuais e reprodutivos das mulheres não forem assegurados, como o direito ao aborto, não vai existir igualdade efetiva. As recentes declarações do Ministro da Justiça espanhola evidenciam um retrocesso nesta matéria nalguns Estados-Membros. A batalha pela igualdade, pela justiça social e pela dignidade nunca será vencida enquanto metade da humanidade continue a ser discriminada face à outra metade.

  Paul Nuttall (EFD). - Madam President, figures show that the pay gap between men and women is still large. After all these years of EU gender equality regulations, targets, and initiatives, the situation is still pretty poor.

And now you want to introduce quotas for women in boardrooms. To be perfectly honest, when I read it, I did not know whether to laugh or to cry. Because, if a women is dedicated and good she can get to the top. Did Margaret Thatcher need quotas to become the British Prime Minister? No, she did not. She did it based on raw ability, an iron will and because she was the best person for the job.

When you bring in quotas you lessen quality. You promote mediocrity and I contend that businesses should have the right to hire the best person for the job and it should not matter whether they are male, female, black or white or anything else. It is called a meritocracy and it is something which Britain and the English-speaking peoples of the world have been pioneering for centuries.

How would you feel, if you were a women who had worked very hard and had gone into management, only for a token woman to be handed a similar job? If anything, this will create a culture of discrimination. As colleagues will constantly ask, did you get there because you are good or did you get there because you ticked a few boxes?

You call this positive discrimination. I contend that discrimination is never positive. So here we have it. In a desperate bid to sound popular you are not only patronising women, you are promoting mediocrity and you are hampering business. I would urge all Members to vote against this report tomorrow.

No, let us do the opposite. Let us deregulate and let us ensure that the best person for the job gets it, regardless of gender, colour, creed, religion or anything else. The best person should always get the job.

So, Mr Nuttall, you say they are the best people for the job. Would you say that the people in top jobs, 97% of whom are white men, have done a great job with our economy lately?

Hang on – the greatest monarchs that we have ever had in our country have been women. Undoubtedly! Probably our greatest Prime Minister of the last century was a woman. It is as simple as that. But she got there – and the Labour Party probably does not like that fact, but there we are – purely on merit because she was the best person for the job.

I tell you that, if you go down this line, all you are doing is tying the hands of businesses in times of austerity. It is wrong! You should deregulate. You should do away with red tape and give businesses the freedom to hire the people they want.

  Roberta Angelilli (PPE). - Signor Presidente, onorevoli colleghi, anch'io citerò molti dei dati che sono stati già discussi: le donne rappresentano più della metà della popolazione europea, ma subiscono molte disparità in termini di trattamento e ovviamente anche sotto il profilo retributivo. Questo dato terribile del 17,5% di retribuzione media in meno rispetto agli uomini è un dato veramente insopportabile! Una donna dovrà lavorare appunto 14 mesi per guadagnare quanto un uomo guadagna in un anno! Tutto ciò va considerato alla luce di un altro dato che invece riguarda il merito delle donne, infatti, il 59% dei laureati è proprio costituito da donne!

La disparità non risparmia neanche le istituzioni europee, anche se queste hanno sempre attribuito una grande importanza al tema delle pari opportunità. All'interno dello stesso Parlamento europeo i dati smentiscono i buoni propositi, ad oggi, le donne in quest'Aula ricoprono il 34% dei seggi; dall'inizio delle legislatura il numero di vicepresidenti donna è passato da 6 a 3 su 14, mentre le donne presidenti di commissioni e sottocommissioni sono attualmente diminuite da 10 a 8 su 22. Dal 1952 ci sono state soltanto due Presidenti donne su 28, Simone Veil e Nicole Fontaine, e nell'amministrazione le donne – pur essendo il 60% dello staff – in realtà soltanto il 23% ha un ruolo importante.

Quindi, c'è ancora molto da fare a partire dal Parlamento europeo e la domanda è: come possiamo dare il buon esempio agli Stati membri con le statistiche che ho appena citato?

Io colgo l'occasione per ringraziare la Commissaria Reding per il suo impegno, anche per aver aperto questa consultazione importante, e io condivido anche i suoi pensieri: anch'io non credo nelle quote, io ho sempre pensato che le donne si devono fare avanti per le loro qualità e per il merito, ma è giusto, signora Commissaria, il dibattito va aperto e quindi per questo la ringrazio.

  Rovana Plumb (S&D). - Doresc, în primul rând, să le felicit pe cele două colege raportoare pentru munca depusă şi să vă spun că, deşi Uniunea Europeană a făcut multe progrese pe plan legislativ, al reglementărilor, încă suntem departe de a atinge obiectivul privind egalitatea de gen între bărbaţi şi femei. Mai mult decât atât, stereotipurile de gen încă mai constituie o barieră pentru o schimbare fundamentală la nivelul societăţii, iar măsurile de austeritate au afectat profund şi au lovit direct în femei. De aceea, consider că trebuie să facem împreună paşi consistenţi şi pe plan legislativ.

Salut şi eu deschiderea consultării publice în ceea ce priveşte introducerea cotelor, pentru că grupul nostru politic susţine atât reprezentarea paritară în procesul decizional la nivel politic şi economic, cât şi introducerea cotelor. Avem nevoie de aceste acţiuni pozitive, astfel încât să ne apropiem de îndeplinirea obiectivului privind egalitatea de gen. Mai mult decât atât, avem nevoie şi de soluţii legislative în ceea ce priveşte reducerea diferenţei salariale între femei şi bărbaţi care acum, în urma măsurilor de austeritate, a pierderii locului de muncă de către femei, a crescut procentual. Avem nevoie de soluţii legislative în acest sens şi avem nevoie şi de o introducere a dimensiunii de gen în politicile bugetare, mai ales că ne pregătim pentru următorul cadru financiar 2014-2020.

  Gesine Meissner (ALDE). - Frau Präsidentin! Frau Bauer sagte vorhin, es ist alles so wie immer. Wir reden jedes Jahr über Gleichberechtigung, das ist richtig. Aber manche Dinge ändern sich auch ein bisschen. Ich habe den Eindruck, dass dieses Jahr mehr Männer im Raum sind als letztes Mal, und das finde ich sehr gut. Ich möchte mich ausdrücklich bedanken bei Herrn Gustafsson, dem Vorsitzenden des Frauenausschusses, der sehr engagiert für die Rechte der Frauen kämpft, und auch bei meinem liberalen Kollegen, Olle Schmidt, der noch sprechen wird.

Es geht nämlich um Gerechtigkeit, und auch Männer empfinden Dinge als ungerecht und klagen das an, und das finde ich klasse. Noch etwas ist dieses Jahr anders gewesen als sonst. In der letzten Woche in Brüssel gab es ja die Veranstaltung zum „gender pay gap“ und da fing eine der Rednerinnen ihren Redebeitrag sehr eigenartig an. Sie hat gesagt, Männer sind schlechter qualifiziert, kriegen aber mehr Geld und zahlen mehr Steuern. Frauen sind besser qualifiziert, haben Hochschulabschlüsse, kriegen aber weniger Geld und zahlen weniger Steuern. Dann meinte sie, ob es nicht vielleicht falsch ist, dass wir Studienplätze für Frauen unterstützen, wenn diese nachher weniger Steuern zahlen. Natürlich meinte sie das als Witz. Sie meinte es genau umgekehrt, und umgekehrt muss man es auch sehen.

Wenn sechzig Prozent der Hochschulabsolventen mit qualifizierten Abschlüssen Frauen sind, können wir es uns dann leisten, dass wir so wenig Frauen die Möglichkeit zur Entwicklung auf gute Positionen geben? Können wir uns das leisten? Das ist doch eigentlich verrückt! Wir verschenken doch volkswirtschaftlich jede Menge Möglichkeiten. Es wurde schon gesagt: Mit einem Drittel Frauen in Führungsgremien sind das Betriebsklima und der Unternehmenserfolg nachweislich besser. Das gilt für Unternehmen, das kann natürlich auch genauso gut für die Politik gelten. Deswegen danke ich ganz herzlich den Berichterstatterinnen und auch Frau Reding und allen, die sich für diese Sache einsetzen. Wir brauchen mehr Gerechtigkeit in dem Bereich.

  Nicole Kiil-Nielsen (Verts/ALE). - Madame la Présidente, en abordant cette question des quotas, Mme Reding a soulevé un vieux débat sur la légitimité des mesures législatives contraignantes. En ce qui me concerne, je suis tout à fait favorable aux mesures volontaristes et contraignantes pour cette question qui nous rassemble aujourd'hui, car on voit bien que les choses n'avancent absolument pas.

Et pourtant, à l'université, cela a été dit: dans les grandes écoles, on trouve de brillantes étudiantes qui ont des diplômes bien plus élevés que leurs collègues masculins. Dès qu'il s'agit, par contre, d'accéder au monde du travail, on voit que les difficultés se présentent et que les femmes ne parviennent pas à briser ce fameux plafond de verre. On ne peut pas continuer au niveau de l'Union européenne à se passer des compétences de la moitié de la population, qu'on appelait à une époque "l'autre moitié du ciel".

Ce que je voudrais vous dire, c'est que j'appartiens à une organisation politique qui a inscrit la parité dans ses statuts dès 1984 en France et que nous avons obtenu de brillants résultats. Nous avons eu la première femme présidente de région en France. Nous avons eu des candidates aux présidentielles. Nous avons actuellement dans ce Parlement – j'en fais partie – huit femmes élues sur quinze élus, soit davantage de femmes que d'hommes.

Je crois donc que lorsque l'on décide de faire avancer les choses, il suffit de prendre des mesures comme celles-ci pour parvenir à la parité. Je suis favorable à 100 % à ces mesures contraignantes car la parité me semble indispensable. C'est une question de justice tout simplement. Et ce n'est pas une question de quotas. Je crois qu'il faut parler de parité et non pas de quotas. Les quotas, c'est 30-40 %, ce n'est pas la justice. La justice, c'est moitié-moitié. Et je crois qu'il faudra absolument parvenir à cela. Et j'ai envie de vous proposer, Madame la Présidente, que nous soyons exemplaires, en particulier vis-à-vis des États membres, et pourquoi pas d'instaurer la parité dans le Bureau exécutif du Parlement dès la prochaine législature. Je crois qu'il serait important de commencer par cela.

  Christa Klaß (PPE). - Frau Präsidentin! Der jährliche Gleichstellungsbericht gibt uns immer wieder eine Chance, hier über die berechtigten Forderungen der Frauen in Europa zu sprechen, Fehlstellungen in den Gesellschaften noch einmal aufzuzeigen, und wir nutzen diese Möglichkeit.

Wir sollten uns aber auch auf die wichtigen Punkte konzentrieren, auf das, was wir auch wirklich jetzt verändern können. Der Bericht der Kollegin in 't Veld stellt die Notwendigkeit der wirtschaftlichen Unabhängigkeit in den Fokus der Diskussion. Wirtschaftliche Unabhängigkeit bedeutet eigene Handlungsmöglichkeiten und ist somit der Schlüssel für ein selbstbestimmtes Leben, sowohl der Frauen als auch der Männer.

Noch in den 60er Jahren war es in Deutschland so, dass die Frauen erst einmal die Genehmigung des Mannes einholen mussten, um zur Arbeit gehen zu können. Darüber können wir heute nur schmunzeln, das haben wir überstanden. Aber wir haben es bis heute nicht geschafft, dass wir gleichen Lohn für gleiche Arbeit oder gleichwertige Arbeit haben.

Mit welchem Recht eigentlich verdienen Männer in Europa im Schnitt 17,5 % mehr als die Frauen? Das soll uns einmal jemand erklären. Diese Lohnlücke zieht sich ja weiter, sie zieht sich bis ins Alter hinein, und wir haben in Deutschland festgestellt, dass die Renten so niedrig sind, dass bei dem, was Frauen weniger an Altersrente haben, eine Lücke von 59 % klafft. Das ist natürlich die Lebensleistung der Frauen, die mit Sicherheit anders ist als bei den Männern: Kindererziehung, Familie und Pflege gestalten die Arbeitsbiographie der Frauen anders.

Aber diese Leistungen sind ja mindestens gleichwertig. Ich behaupte sogar, dass Familienleistungen und soziale Leistungen im Grunde eigentlich wertvoller für die Gesellschaft sind als mancher Beruf in einem klimatisierten Büro. Am gleichen Lohn für gleiche Arbeit und gleiche Rente müssen wir weiter arbeiten, wenn wir Gerechtigkeit zwischen den Geschlechtern ernsthaft wollen.

Auf dem Weg dorthin brauchen wir auch in Führungsgremien mehr Frauen. Ich bin Viviane Reding, unserer Kommissarin, sehr dankbar, dass sie dieses Thema zu ihrem Thema gemacht hat und dass sie es so behandelt, wie sie es behandelt. Sie hat eine ganz klare Position in dieser Sache, und ich hoffe auf eine breite Unterstützung quer durch alle Parteien.

Ich weiß, dass wir Frauen, die wir heute hier große Reden halten, vielfach auch noch in den eigenen Parteien für Mehrheiten kämpfen müssen. Ich lade uns alle dazu ein, dass wir das gemeinsam tun als eine parteiübergreifende Aktion, hier brauchen wir eine breite Unterstützung über alle Parteien und über alle Gesellschaftsgruppen hinweg.

Eins ist ganz klar: Wir brauchen mehr Frauen in Führungspositionen und in den Entscheidungsgremien, wenn wir etwas verändern wollen, und wir Frauen wollen etwas verändern. Wir wollen zumindest die Gleichstellung in Europa haben. Dafür wollen wir uns alle gemeinsam einsetzen.

  Marc Tarabella (S&D). - Madame la Présidente, Madame la Commissaire, chers collègues, après avoir salué les travaux de Mesdames Pietikäinen et Sophie in 't Veld, rapporteures, je voudrais faire le constat suivant: les débats se suivent, les choses progressent mais les problèmes restent et ce n'est pas faute de faire des efforts.

Je tiens particulièrement à saluer le travail qui est fait par Mme la commissaire, Viviane Reding, par rapport à ses positions tranchées – il faut l'oser – face à un monde économique relativement conservateur et je vais me focaliser sur la problématique des quotas, allant vers la parité, comme l'a dit notre collègue Kiil-Nielsen, ce qui serait évidemment le souhait.

Mais les quotas sont un mal nécessaire, il faut le dire. On a montré dans la sphère publique politique que, pour avoir une meilleure représentativité féminine, il fallait arriver avec des lois contraignantes qui finalement, peut-être, un jour, vont préfigurer une tendance naturelle au sein des sociétés. Force est de constater que, dans le monde de l'entreprise, ce n'est pas le cas. On se heurte ici à un vrai conservatisme de la part, notamment, de la sphère économique mais aussi de ses représentants du monde patronal qui dit qu'il fait des efforts, mais nous n'arrivons à rien. Si nous ne faisons pas cela, nous n'arriverons à rien.

Souvent, le monde de l'entreprise n'est pas avare de conseils vis-à-vis de la sphère politique en nous demandant d'appliquer la bonne gouvernance. Pour une fois, nous pouvons leur retourner le compliment et leur demander de s'inspirer de ce qui a été fait dans la société politique, dans la sphère publique, Commission, Parlement européen, mais aussi, peut-être, de l'exemple norvégien qui a montré toute sa pertinence puisqu'en dix ans le taux de femmes dans les conseils d'administration est passé de 9 % à 42 % grâce à une loi contraignante sur la parité.

  Anneli Jäätteenmäki (ALDE). - Arvoisa puhemies, kiitos esittelijöille hyvistä mietinnöistä, vaikka eihän niitä mukava lukea ollut. Miehet ja naiset eivät ole tasavertaisia juuri millään aloilla.

Ymmärrän myös komission jäsenen Redingin turhautuneisuuden – asiat ovat edenneet hitaasti. Jos esimerkiksi palkkatasa-arvossa olisi Rooman sopimuksesta lähtien edetty yhden prosentin vauhtia, meillä ei olisi enää tällä hetkellä eri palkat miehille ja naisille eikä olisi palkkaeroja. Mutta ei ole edetty.

EU:n olisikin syytä tarttua nyt toimeen eikä niin tehdä kuten EU:n päätöksissä lukee. Siellä on tasa-arvoon liittyen: aikoo, pyrkii, harkitsee, suunnittelee tai tekee toimintasuunnitelman. Hyvin harvoin on konkreettisia päätöksiä. En tiedä, onko tämä nyt sopivaa, mutta vertaanpa kuitenkin: jos eläimeltä puuttuu korvamerkki, viljelijä saa monen tuhannen euron sakot, mutta jos naiselle maksetaan huonompaa palkkaa kuin miehelle, mitä EU tekee? Pahoittelee, aikoo, suunnittelee, mutta mitään rangaistusta ei tule.

Toivon voimia Redingille ja koko komissiolle. Toivon myös, että tässä ryhdytään toimiin, jos asiassa halutaan edetä, tai sitten sanotaan suoraan, että miehet ja naiset eivät EU-asiakirjojen mukaan ansaitse tasa-arvoa. Minusta näin ei pidä olla.

  Teresa Jiménez-Becerril Barrio. - Señora Presidenta, desde el Parlamento Europeo quiero rendir hoy homenaje a todas las mujeres porque, a pesar de que hemos avanzado mucho desde ese marzo de 1911−cuando las mujeres salían a la calle a pedir el voto y mejores condiciones de trabajo−, creo que la igualdad de la mujer está aún muy lejos.

Hoy las mujeres pueden trabajar sin tener que pedir permiso a nadie pero, en muchos casos, siguen cobrando menos que los hombres por un trabajo similar, lo cual es inaceptable. Hay que recordar también a las mujeres del mundo rural, cuyo trabajo es ignorado.

Creo que otra realidad incómoda, pero que hay que seguir denunciando, es la violencia contra las mujeres. Solo este año ya ha habido un número excesivo de mujeres asesinadas, sin contar las graves amenazas de quienes se creen con el derecho de ejercer violencia física o psicológica sobre ellas. Ya es hora de decir basta y de decirlo alto y claro.

Desde este Parlamento reitero mi compromiso con la orden europea de protección de las víctimas y con la Directiva sobre los derechos de las víctimas que presentó la Comisión y que se votará, si Dios quiere, el próximo mes de junio. También tenemos que decir, y me gustaría recordar, que la maternidad sigue siendo un obstáculo para la progresión de la mujer y creo que es una tendencia que habría que cambiar.

Quiero lanzar un mensaje de esperanza: muchas mujeres, con la ayuda de cada vez más hombres, tenemos que avanzar en el camino de la igualdad de oportunidades, derechos y también de deberes. Hemos recorrido mucho camino pero hay mucho por hacer.

Tengo que reconocer que no creo de manera absoluta ni rotunda en las cuotas, pero tengo que decir que algo hay que hacer y estoy de acuerdo con muchas de sus Señorías colegas y, por supuesto, con la señora Reding, en abrir este debate y en avanzar por ese camino para que las mujeres recuperen el sitio que merecen, y para ello puede contar con mi ayuda.

  Zita Gurmai (S&D). - Madam President, some of you, hopefully very few people, might wonder why we are talking about gender equality when we have just celebrated International Women’s Day last week and when we also have the crisis to deal with. The reason is that, even though there have been developments, and goals have been achieved, a lot still needs to be done when it comes to gender equality. I will not let anyone use the crisis as an excuse for not doing this. The gender pay gap remains at an unacceptable level, gender-based violence is still taking thousands of victims every year, sexual and reproductive rights are threatened, women have difficulties on the labour market – just to give you a few examples.

I am asking for a clear commitment from the Commission and from the Member States to change these unacceptable conditions. Clear commitment in my understanding means binding measures and quotas. That is what I have been calling for, for a long while now.

It is true that it will take some political will. This is why I say that we need more women in decision-making positions. I do not expect men to fully grasp our difficulties and I do not require them to do so. We will work with them in our common interest. All we need is the possibility to do so at regional, national and European level.

Commissioner Reding, let us have the campaign, as we had with Margot Wallström in 2009; let us have the campaign on parity, because this is a great example for European citizens that we are for women, for men, and for equal treatment for women and men. I believe that we can conduct a very good campaign. It is good for us; it is good for Europe, because if you educate a man you simply educate the man; if you educate the woman, you educate society. That is what we badly need.

  Olle Schmidt (ALDE). - Fru talman! Vi behöver fler kvinnor i ledande positioner i Europas näringsliv. Situationen är mycket dyster. Vi vet att mångfald alltid lönar sig. Men hur har vi det i våra egna institutioner? I kommissionen är 9 av 27 kommissionsledamöter kvinnor. I Europa är kvinnorna en majoritet, men på EU:s toppmöten utgör de en väldigt liten minoritet, än sämre efter gårdagens val i Slovakien. Av EU-domstolens 39 domare är 7 kvinnor. Av revisionsrättens ledamöter är 3 kvinnor och 24 män. I Europeiska centralbankens ledning finns inte en enda kvinna. Inte en enda kvinna! I vår egen församling har vi i dag sämre jämställdhet i det nya presidiet än vi hade under den första halvan av mandatperioden. Shame upon us!

Debatten får dock inte bara handla om kvotering eller inte. Det finns andra vägar. Pröva nya nomineringssätt. Nominera alltid två kandidater, en man och en kvinna till varje post. Skapa listor med kompetenta kandidater av båda könen. Utbilda dem som har ansvaret för nomineringar. EU:s institutioner måste föregå med gott exempel. Annars uppfattas våra förslag som munväder.

  Barbara Matera (PPE). - Signor Presidente, onorevoli colleghi, la partecipazione delle donne nel processo decisionale politico a tutti i livelli è fondamentale, poiché permette di adottare misure concrete che facilitano l'attività delle donne nel loro difficile compito di conciliare vita privata e vita lavorativa.

Senza la partecipazione delle donne nel processo decisionale della politica non vi è quella necessaria sensibilità alle specifiche problematiche delle donne e un'attenzione nelle loro discriminazioni – sia nell'accesso nel mondo del lavoro sia alle strutture per la cura per l'infanzia per i propri figli.

Per far fronte a questo forte squilibrio della partecipazione delle donne nella politica sostengo l'introduzione di quote nelle liste elettorali, non mi piacciono, ma mi piace il risultato che le quote possono portare e che hanno portato in questi ultimi anni: proprio pochi giorni fa, in occasione della Giornata internazionale delle donne, è stato adottato alla commissione par gli affari costituzionali della Camera dei deputati in Italia un progetto di legge che prevede l'obbligo di inserire nelle liste elettorali il 30% di donne nei comuni sopra i 5 000 abitanti. Si tratta quindi di un grande passo avanti e spero che questa possa essere accettata dagli altri Stati membri come una best practice.

Occorre raggiungere una maggiore partecipazione delle donne nelle posizioni di business, leadership, in particolar modo nei consigli di amministrazione e organismi di controllo delle imprese. Numerosi studi infatti hanno dimostrato che l'aumento delle donne in queste posizioni contribuisce fortemente alla competitività delle imprese e a una crescita di profitto.

E questo risulta essere in sintonia anche con la relazione Kratsa che abbiamo votato pochi mesi fa proprio in questo Parlamento. Condivido con la Commissione europea e sono contenta infatti i miei complimenti vanno alla Commissaria Reding per aver lanciato una consultazione pubblica per verificare la possibilità di proporre legislazione in materia di quote di genere nelle imprese.

Mi auguro che il Parlamento europeo possa essere un modello in questo senso, che possa incrementare la partecipazione delle donne nel prossimo mandato 2014-2019 e spero soprattutto di fare ricredere i colleghi come Nuttall, che adesso non è presente in Aula, pensare che in questo Parlamento soltanto tre donne sono meritevoli di essere vicepresidenti, io non credo proprio e volevo infatti chiedergli in quale strano paese è vissuto.   Μαρία-Ελένη Κοππά (S&D). - Κυρία Πρόεδρε, η οικονομική κρίση πλήττει ιδιαίτερα σκληρά τις λιγότερο προστατευμένες ομάδες και δυστυχώς, σήμερα στον 21ο αιώνα, οι γυναίκες εξακολουθούν να είναι μια ευπαθής ομάδα.

Στη χώρα μου την Ελλάδα, οι γυναίκες υπήρξαν από την αρχή θύματα της κρίσης και ήταν μεταξύ των πρώτων που απολύθηκαν. Τα ποσοστά της γυναικείας απασχόλησης είναι πολύ κατώτερα σε σχέση με αυτά των ανδρών. Σήμερα, δύο χρόνια μετά την έναρξη της οικονομικής κρίσης, οι γυναίκες υπερεκπροσωπούνται στις πιο ανασφαλείς εργασίες και στις ανεπαρκώς αμειβόμενες θέσεις και υποεκπροσωπούνται σε υπεύθυνες θέσεις εργασίας.

Υπάρχει τεράστια διαφορά στις αμοιβές των γυναικών και των ανδρών· μια διαφορά που διευρύνεται μέρα με τη μέρα. Η εικόνα της γυναίκας που είναι μητέρα, που είναι εργαζόμενη, που είναι μετανάστης είναι η εικόνα της ίδιας της Ελλάδας που πλήττεται.

Το πρόβλημα της ισότητας δεν έχει λυθεί. Σήμερα στο Ευρωπαϊκό Κοινοβούλιο πρέπει να ανανεώσουμε τη δέσμευσή μας να παλέψουμε, με μεγαλύτερο σθένος από ποτέ, προκειμένου η ισότητα των φύλων να γίνει πραγματικότητα και τούτο διότι όλοι μας, άνδρες και γυναίκες, έχουμε να κερδίσουμε από αυτό.

  Astrid Lulling (PPE). - Madame la Présidente, C'est une très bonne idée de discuter ici, à l'occasion de la Journée internationale de la femme, des rapports qui ont trait à la situation des femmes dans l'Union européenne, notamment en ce qui concerne l'égalité de traitement et des chances entre les hommes et les femmes dans tous les domaines. Malheureusement, la commission des droits de la femme et de l'égalité des genres a raté une fois de plus l'occasion de produire des rapports qui auraient pu être votés à une large majorité en commission et trouver une grande approbation en plénière.

Pourquoi n'est-il pas possible de trouver un consensus sur les progrès qui restent manifestement à faire dans la plupart des États membres pour assurer l'égalité des droits, l'égalité de traitement, l'égalité des chances entre les hommes et les femmes? Malheureusement, parce que ceux qui s'estiment de gauche, dans cette commission mais aussi en plénière, se font un malin plaisir d'insérer dans ces rapports des revendications qui relèvent de la subsidiarité – qu'il s'agisse du revenu minimum garanti ou de l'avortement – ou des positions extrémistes et même impayables en temps de bonne conjoncture.

Moi, je regrette profondément que les détenteurs autoproclamés du monopole de la défense de l'égalité, qui insistent sur ces propositions idéologiques et populistes, rendent un très mauvais service aux femmes et empêchent des progrès au lieu de les promouvoir. Le malheureux rapport Estrela sur la protection de la maternité en est une illustration parfaite. Si on nous avait écouté, ainsi que la Commission, la durée minimum du congé de maternité dans l'Union européenne serait déjà augmentée d'au moins deux semaines, depuis au moins un an.

En ce qui concerne les quotas visant l'objectif de parité, j'ai une certaine compréhension pour les femmes qui se sont adressées à moi à ce sujet, qui ne veulent rien savoir des quotas parce qu'elles réussissent elles-mêmes sans quotas et qui redoutent d'être classées comme des femmes à quotas, c'est-à-dire dans la même catégorie que celles qui ne sont promues que grâce aux quotas.

Das Europäische Parlament hat das ausgewogenste Geschlechterverhältnis, nämlich 35 % Frauen und 60 % Männer.

parce que ce qu'ils veulent, ce que les Allemands appellent der gläserne Abgeordnete, ce qu'ils s'efforceront certainement avec beaucoup de diligence de faire, c'est d'apprendre ce qu'il en est des 5 % restants qui ne seraient ni femmes ni hommes. Il faut corriger cela dans la version allemande, et peut-être dans d'autres versions, parce qu'il s'agit certainement de 35 % de femmes et de 65 % d'hommes dans cette maison, ce qui est, évidemment, loin de la parité et, surtout, absolument pas équilibré.

  Bogusław Liberadzki (S&D). - Pani Przewodnicząca! Ja natomiast jestem zdania, że należą się słowa uznania obu paniom sprawozdawczyniom tego raportu. Ja cieszę się, że podniesiono szczególnie trzy obszary, czyli: równa płaca za tę samą pracę – to, że mamy podniesiony obszar równości w procesach decyzyjnych – a także sprawy godności kobiet i eliminacji przemocy domowej. I teraz samo pokazanie, że różnica w płacach za tę samą pracę w skali Unii Europejskiej wynosi 17,5% na niekorzyść pań, to już jest ważne stwierdzenie. Cieszę się, że sprawozdawczynie kierują wnioski zarówno do Komisji, jak i do państw członkowskich. Chcieliśmy sprawdzić w moim kraju, rządzonym przez koalicję liberalno-chadecką, jaki jest procent zróżnicowania, i instancja rządowa odmówiła takiej informacji, mówiąc, że za trzydzieści dni ewentualnie mogą dać odpowiedź.

Chciałbym także zwrócić uwagę na zalety postulatu zmniejszenia zróżnicowania świadczeń emerytalnych ze względu na płeć. Co nam się często oferuje, również z doświadczenia? Wydłużenie wieku emerytalnego dla kobiet, czy szczególnie dla kobiet, bez pokazania, na czym będzie polegać różnica w poziomie świadczonej emerytury. Podzielam też zaniepokojenie tym, że kryzys gospodarczy i cięcia budżetowe nasilają problem. Dlaczego? Co nam się proponuje? Mniej żłobków, mniej przedszkoli, zamykanie szkół, redukcję zbiorowych usług, a za to – zero w tej samej pracy za równą płacę. Także jest to dobry dokument, z dużą satysfakcją będę go popierać.

Chciałabym zapytać, czy w takim razie widział Pan ostatnie dane Eurostatu, które zostały opublikowane w dniu 17 lutego? Są tam dane, które również dotyczą naszego kraju, Polski, w których widzimy, że jeżeli chodzi o równość pracy i płacy, to spadła ona z 10% do 2% i dzisiaj właśnie w Polsce jest najniższa w Europie.

  Elena Băsescu (PPE). - Din proprie experienţă afirm că nu este uşor să fii femeie în politică, iar să fii tânără femeie în politică este cu atât mai greu. Depinde în primul rând de noi să schimbăm această situaţie: trebuie să muncim mai mult şi, deci, să fim întotdeauna cu un pas înaintea bărbaţilor. Totodată, trebuie să rămânem femei când facem politică, să nu încercăm să fim mai bărbaţi decât bărbaţii.

Susţin raportul colegei Pietikäinen din solidaritate feminină şi din colegialitate, însă trebuie să fac câteva remarci. Femeile trebuie să lupte în mod constant pentru ceea ce îşi doresc, nu trebuie să se bazeze exclusiv pe aceste cote de reprezentare pe care le tot dezbatem; femeile nu trebuie să ocupe funcţii politice pentru simplul fapt că sunt femei şi trebuie să avem o anumită cotă de reprezentare, ci pentru că sunt competente şi pentru că merită aceste funcţii, iar când este vorba de promovarea femeilor în funcţii de decizie, trebuie să vorbim mai puţin şi să trecem la acţiuni concrete. Trebuie să ne susţinem între noi, femeile, fie tinere, fie mature, pentru că doar solidaritatea este cheia. Pe scara pe care a urcat o femeie politician de succes trebuie să poată urca mai târziu şi alte femei, poate mai tinere şi mai bine pregătite. De aceea, susţin propunerile raportoarei privind sprijinirea organizaţiilor de femei şi promovarea mentoratului.

În final, aş dori să menţionez şi un alt aspect care afectează capacitatea femeilor de a-şi realiza pe deplin potenţialul: actele de violenţă la care sunt supuse, în special în cadrul familiei. Cu această ocazie, salut faptul că, în România, a fost promulgată, pe 8 martie, de Ziua Internaţională a Femeii, modificarea legii pentru prevenirea şi combaterea violenţei în familie.

  Jutta Steinruck (S&D). - Liebe Kolleginnen und Kollegen, ohne Quoten wäre ich nicht in diesem Parlament, aber ich bin auch selbstbewusst genug zu sagen, dass ich keine schlechte Arbeit mache und dass ich auch keine schlechte Politikerin bin. Ich denke, die Quoten erfüllen ihren Zweck, denn in der Vergangenheit hatten wir eine hundertprozentige Männerquote, und die gilt es jetzt eben aufzulösen. Tatsächlich, die Gleichberechtigung der Frauen in Europa geht voran. Im Schneckentempo zwar, aber zum Glück in die richtige Richtung. Gerade in Krisen wie der jetzigen wird besonders deutlich, dass der Druck auf Frauen, dass die Diskriminierung von Frauen am Arbeitsmarkt in Europa immer noch sehr groß ist. Frauen wird zuerst gekündigt, in typischen Frauenberufen haben wir zur Zeit vielfach zurückgehende Gehälter, und Frauen in Führungsfunktionen sind trotz besserer Schul- und Studienabschlüsse nach wie vor Mangelware.

Wir haben heute darüber gesprochen, und es ist keine Neuigkeit, dass Frauen in Europa immer noch weniger verdienen als ihre männlichen Kollegen, aber es reicht nicht, nur darüber zu reden und zu diskutieren. Wir müssen endlich auch anfangen, grundlegende Strukturen zu verändern. Berufe, die hauptsächlich von Frauen ausgeübt werden, sind generell schlechter bezahlt. Wir brauchen neue und objektivere Arbeitsbewertungen, und auch mehr Transparenz bei Gehältern wäre ein wichtiger Schritt zur Lohngleichheit. Die Kultur des Schweigens in den Betrieben führt dazu, das Frauen nicht wissen, dass sie weniger verdienen. Hätten wir dort mehr Transparenz, könnten sie sich auch dagegen wehren, und das muss jetzt genauso angegangen werden wie Quoten in Aufsichtsräten, in Führungspositionen oder auch in politischen Funktionen.

  Erminia Mazzoni (PPE). - Signor Presidente, onorevoli colleghi, ringrazio le due relatrici, queste due relazioni della commissione donne arrivano all'indomani della Giornata internazionale della donna e se da un lato testimoniano il lavoro incessante di pressione che il Parlamento svolge per promuovere le pari opportunità, dall'altro, però, certificano anche l'inefficacia dello stesso in questa legislatura nella quale il Parlamento ha votato circa 10 relazioni sul tema, quasi una ogni due anni e mezzo. Il risultato?

I dati forniti dalla relazione: aumenta la povertà delle donne, aumentano i casi di violenza, di discriminazione, il divario retributivo, diminuiscono le garanzie sociali. Qual è la soluzione che si propone? Le due relazioni si collegano proprio laddove dalla loro lettura combinata si ricava una prima risposta al problema: poche donne nei luoghi decisionali, poche azioni veramente positive per promuovere le pari opportunità.

Sono pienamente d'accordo sul richiamo fatto da più parti che bisogna rifarsi al merito, ma riteniamo veramente che l'attuale composizione dei luoghi decisionali così impari nella sua composizione di genere sia qualitativamente il migliore possibile? Io non credo che le quote siano la migliore soluzione possibile, ma per ora è l'unica e chi contesta questa soluzione deve immaginare anche di fare proposte alternative.

Quindi esprimo parere favorevole per la relazione Pietikäinen. Sulla relazione invece 't Veld segnalo alcune criticità: si ricade di nuovo sulla definizione di famiglia, riconoscimento di unioni civili, coppie di fatto, diritti sessuali e riproduttivi, si invoca a sostegno la Carta dei diritti fondamentali. Questa Carta, in effetti, non riafferma altro che il principio di sussidiarietà e riconosce dei diritti che già le Costituzioni dei singoli Stati e la giurisprudenza della Corte di giustizia delle Comunità europee e della Corte europea dei diritti dell'uomo già riconoscono.

La Carta dopo aver garantito il diritto per ciascun individuo alla vita, successivamente all'articolo 9 riconosce che il diritto di sposarsi e di costruire una famiglia deve essere disciplinato dalle leggi nazionali, poi parla di discriminazione in un capitolo successivo, laddove si parla di uguaglianza.

La relatrice, forse, se avesse veramente voluto sostenere le pari opportunità avrebbe dovuto far riferimento, volendo utilizzare a suo sostegno la Carta dei diritti fondamentali, l'articolo 33 dove si garantisce la protezione della famiglia come contesto giuridico, economico e sociale, e a tal fine anche la protezione dei sistemi di conciliazione della vita familiare e professionale. Penso, per esempio, al recente caso della RAI in Italia, che dimostra come sia importante lavorare su questo fronte e non sull'altro.

Per questi motivi ritengo necessario che quelle parti che inficiano la relazione 't Veld debbano essere eliminate dal testo e per dar più forza a quella parte giustamente prescrittiva. In ciascuno Stato il dibattito sul riconoscimento delle unioni civili è aperto, con questa continua interferenza del Parlamento europeo, non fa altro che produrre delle reazioni difensive e a rallentare il lavoro che si sta facendo a livello nazionale.

Io credo che noi qui dovremmo fare tutti quanti uno sforzo per far meglio le cose che sono di nostra competenza e cercare di produrre qualche risultato in più per riconoscere veramente la parità di genere e costruire una società veramente più democratica. Grazie.

  Michael Cashman (S&D). - Madam President, I am pleased to see as many men as women speaking in this important debate this evening, because it is only if we address this issue together that we can make equality a reality.

Inequality can be seen in persistent wage gaps, unequal opportunities and also, sadly, in the continuing violence against women in all its forms. The statistics on violence against women are terrifying and shame every single one of us. We should address what happens to a woman as if it were happening to us. If that violence or that inequality is wrong for us, then it is wrong for the woman – it is wrong for the other. Violence is often targeted against women because they are different – because they are lesbian, bisexual or transgender. Some countries in the European Union today still require transgender women to undergo full sterilisation simply to be who they are. That is unforgiveable.

Women deserve a safe, strong and equal place in our society, regardless of whether they are lesbian, gay, straight, bisexual or transgender. The exclusion of women from politics and the economy remains the norm around the world. As was said before, all the directors of the European Central Bank are men.

Let me finish by saying that the slow pace of change in 2012 is depressing. The fact that we are still having this debate now means that we are not achieving. The economic crisis is being used as an excuse to do less and to abandon our values. Now is the time to reinforce those values, not abandon them.

Finally, women with the same opportunities are able to achieve in exactly the same way, but we must challenge the stereotypes of women that are being promoted, often by men and sadly by some religious organisations. Women are equal. It is as simple as that. We have to have the political will to make that simple fact a reality.

  Anna Maria Corazza Bildt (PPE). - Fru talman! Fru kommissionär! Jag välkomnar att vi har en debatt om en årlig rapport om jämställdhet. Det är viktigt att vi riktar uppmärksamheten på det som måste göras. Vi måste åstadkomma mycket mer. Vägen är fortfarande lång.

Däremot beklagar jag att debatten delvis har kidnappats av familjepolitik, som inte hör hemma på EU-nivå. Vi måste respektera olika kulturer, traditioner och religioner. Det gör vi bäst på hemmaplan.

Vad vi kan och ska göra är att engagera oss mer för att möjliggöra deltagande av kvinnor på ledande poster. Jag uppskattar verkligen kommissionär Redings engagemang för kvinnors ställning, men jag tror inte att lagstiftning om kvotering på EU-nivå är den rätta vägen. Kvinnor ska ta sig fram på sina egna meriter, på kompetens och kunskap. Det är viktigt att sätta press på näringslivet att fortsätta debatten, men inte att lagstifta. Det handlar inte bara om börsbolagen. Vi vill ha kvinnor på ledande poster i alla delar av samhället. Varför inte rektorer, sjukhusdirektörer och andra viktiga poster? Det viktiga är faktiskt att godkänna att kvinnor är en fördel både i näringslivet och i politiken.

Vägen framåt måste också bygga på valfrihet. Vi ska inte tvinga kvinnor in i en modell, utan vi kvinnor måste själva kunna välja vår väg, vad vi vill göra och hur vi vill göra det. Vi ska underlätta för kvinnor, möjliggöra detta, men inte toppstyra.

Vi ska uppmärksamma medlemsstaterna på detta och uppmana dem att vidta åtgärder för att exempelvis underlätta familjepuzzlet. Ekonomiskt oberoende är en av de bra alternativa vägarna till jämställdhet. Det måste bli enkelt att starta och driva företag. Det gläder mig att betänkandet uppmärksammar kvinnors entreprenörskap som en väg framåt. Det handlar i grunden om att ändra kulturen, mentalitet och attityder. Det ska vara normalt med kvinnor på ledande poster. Det måste vi lära våra barn.

Att underlätta invandrarkvinnors tillgång till arbetsmarknaden är också en självklar väg mot jämställdhet. Jag slutar med att säga att när vi strävar efter att bryta glastaket måste vi fokusera på utsatta kvinnor. Våld mot kvinnor, våld mot kvinnor i hemmet, sexuella övergrepp mot kvinnor är fortfarande ett ökande fenomen. Om man jämför detta med debatten om kvotering blir det en lyxdebatt. Jag hoppas på en riktig kamp i framtiden, framför allt mot våld mot kvinnor.

  Vasilica Viorica Dăncilă (S&D). - Cred că suntem de acord cu toţii că participarea activă a femeilor pe piaţa muncii în Uniunea Europeană, indiferent de domeniul şi locul desfăşurării activităţii, în ţara de origine sau în alt stat membru, are efecte pozitive pentru întreaga societate şi economie.

Consider că măsurile de combatere a crizei economice şi financiare la nivel european ar trebui să acorde o mai mare atenţie sprijinului ce poate fi acordat femeilor care doresc să desfăşoare o activitate economică, inclusiv pentru stimularea spiritului lor antreprenorial. Pentru aceasta, cred că ar fi benefică instituirea unor structuri specializate în formare şi consiliere profesională şi juridică, tocmai pentru ca femeile antreprenor să se poată familiariza cu procedurile necesare şi pentru a beneficia de posibile finanţări publice şi private pentru demararea de activităţi economice.

Susţin totodată propunerea din raport privind aplicarea unei strategii la nivel european prin care să se ofere oportunităţi egale privind locurile de muncă, dar şi diferenţe cât mai mici de salarizare între bărbaţi şi femei care prestează aceeaşi muncă şi deţin aceleaşi calificări. Altfel, şansa nu se poate transforma într-o realitate.

  Elisabeth Köstinger (PPE). - Frau Präsidentin, aktuell gibt es in drei EU-Staaten Regierungschefinnen, in Deutschland, in Dänemark und kommissarisch in der Slowakei. Nur dreiundzwanzig Prozent der Ministerien aller Mitgliedstaaten stehen Frauen vor. In ganz Europa sind nur ein Viertel der nationalen Volksvertreter Frauen, obwohl statistisch mehr Frauen als Männer in der Europäischen Union leben. Das Europäische Parlament sticht hier mit einem Frauenanteil von fünfunddreißig Prozent zwar hervor, ist aber auch von einer Ausgeglichenheit noch weit entfernt.

Deshalb unterstütze ich ganz klar die Forderung nach einer tatsächlichen Gleichstellung der Geschlechter in politischen Entscheidungspositionen. Die weibliche Bevölkerung muss sich in der Politik repräsentiert fühlen. Wenn die Mehrheit von einer Minderheit repräsentiert wird, dann müssen die demokratischen Strukturen der Mitgliedstaaten hinterfragt werden. Wir müssen im einundzwanzigsten Jahrhundert mehr denn je um die Gleichstellung der Geschlechter in der Gesellschaft, aber vor allem auch in der Politik kämpfen. Beide Bereiche, die Gesellschaft einerseits und die Politik andererseits, bedingen und beeinflussen einander. Eine Gleichberechtigung in der Gesellschaft muss einer Gleichberechtigung in der Politik vorausgehen und umgekehrt.

Ein verpflichtendes Reißverschlusssystem für parteiliche Wahllisten ist meines Erachtens ein wichtiger Schritt, um diese Gleichstellung zu gewährleisten. Auch im Bereich der Wirtschaft werden wir neue Wege der Frauenförderung und Gleichstellung finden müssen. Es gilt, Frauen aktiv zu fördern. Es muss ihnen tatsächlich die Chance gegeben werden, eine leitende Position auch ausüben zu können. Hier gilt es, Kräfte zu bündeln, Synergien zu nutzen und gemeinsam an einem zukunftsreichen und chancengleichen Europa zu arbeiten.

Ich bin persönlich kein großer Freund von Quoten. Aber wir müssen anerkennen, dass freiwillige Systeme nicht funktionieren. Am 8. März jährte sich der Weltfrauentag. Man konnte vieles an Zielen für ein Europa der Gleichberechtigung des Geschlechts hören. Vieles davon verebbt sehr schnell. Einiges wird weitergetragen, weniges wird umgesetzt. Hier gibt es aber einen konkreten Ansatz, der von den Mitgliedstaaten angegangen und auch umgesetzt werden kann. Lassen wir bitte den Worten Taten folgen.

  Joanna Katarzyna Skrzydlewska (PPE). - Pani Przewodnicząca! Pani Komisarz! Udział kobiet w procesie podejmowania decyzji politycznych z roku na rok jest coraz większy, jednak w dalszym ciągu nie uczestniczą one w życiu politycznym w tym samym stopniu co mężczyźni. W Unii Europejskiej średnio jeden na pięciu członków parlamentu krajowego to kobieta. Równe szanse kobiet i mężczyzn chcących uczestniczyć w życiu politycznym to bezdyskusyjnie jedna z podstaw demokracji. Myślę, że to ważne, aby inspirować kobiety do coraz większego zaangażowania w politykę, i dlatego z zadowoleniem przyjmuję różne propozycje zachęt i ułatwień, które prezentuje w swoim raporcie pani Pietikäinen.

Preferencyjne traktowanie podczas obsadzania stanowisk mianowanych, układania list wyborczych czy przy rekrutacji na stanowiska kierownicze to właściwy krok kierunku większego udziału kobiet w życiu publicznym. Nie możemy jednak zapominać, że również ważne są wszelkie działania mające na celu faktyczne umożliwienie kobietom łączenia różnych ról, tak aby zaangażowanie w politykę nie odbiło się negatywnie na ich życiu rodzinnym. Dlatego też, aby realnie zwiększyć udział kobiet w polityce, nie możemy zapominać o niezbędnych działaniach umożliwiających im godzenie życia zawodowego z rodzinnym.

Warto także przy tej okazji wspomnieć o problemie nierówności w wynagrodzeniach kobiet i mężczyzn, z którym mamy do czynienia od lat na różnych płaszczyznach zatrudnienia. Fakt, że przez wiele lat od czasu wprowadzenia do przepisów prawnych zakazu dyskryminacji w tej dziedzinie niewiele się zmieniło, świadczy o tym, że bez szczególnego zaangażowania ze strony państw członkowskich nie uda się wprowadzić w życie faktycznej równości kobiet i mężczyzn. Pamiętajmy, że niższe wynagrodzenia dla kobiet oznaczają dla nich niższe emerytury i większe narażenie na ubóstwo. Najwyższa pora, aby to zmienić. Najwyższy czas, aby hasło: „Równa praca – równa płaca” stało się faktem.

  Constance Le Grip (PPE). - Madame la Présidente, incontestablement, la cause des femmes doit beaucoup à l'Europe. Le principe d'égalité hommes/femmes était déjà inscrit dans le traité de Rome et a été sans cesse réaffirmé depuis, dans les nombreux traités.

L'égalité hommes/femmes est vraiment une valeur fondamentale de notre projet européen. De ce fait, l'Europe a toujours œuvré de manière très volontariste pour l'égalité des genres, pour la cause de la promotion des femmes. Petit à petit, des progrès ont été accomplis. De nombreux instruments législatifs ont été mis en place, tels que des directives. Il y a ici même, au sein de notre Parlement depuis de nombreuses années, une commission des droits de la femme et de l'égalité des genres extrêmement active et vigilante. Un institut européen pour l'égalité hommes/femmes a été créé. Des programmes sont mis en place, des moyens financiers sont votés année après année. Plus récemment, le 2 mars, nous avons eu l'occasion de célébrer pour sa deuxième édition la Journée européenne de l'égalité salariale, le European Equal Pay Day.

Incontestablement donc, l'arsenal législatif existe, la volonté européenne s'est concrétisée à plusieurs reprises. Pourtant, force est de constater que le combat pour l'égalité hommes/femmes et, notamment, pour l'égalité salariale, reste toujours d'actualité. Il y a toujours, en moyenne, dans l'ensemble des pays de l'Union européenne, un écart salarial de l'ordre de 17 %. À travail égal, les femmes gagnent toujours 17 % de moins que les hommes. Cela est, bien sûr, tout à fait inadmissible.

La commission des droits de la femme et de l'égalité des genres travaille d'ailleurs actuellement à un projet de résolution pour appeler la Commission européenne à réviser la directive de 2006 sur l'égalité de traitement, qui est l'un des combats les plus préoccupants et les plus au cœur des inquiétudes et des revendications des femmes européennes dans toutes nos sociétés.

Sur un autre sujet, celui de l'instauration de quotas, tant au sein des organes de décision des grandes entreprises qu'au sein de la vie politique, je viens d'un pays – la France – qui a adopté, il y a longtemps déjà – plus de dix ans – des règles contraignantes en matière de quotas dans la vie politique et plus récemment – il y a un an à peu près – une loi pour l'instauration de quotas dans les conseils d'administration des grandes entreprises. La France n'est, bien sûr, pas le seul pays à avoir opté pour de telles législations. Quel est le bilan après quelques années d'application dans un cas, quelques mois dans l'autre? Force est de constater que les choses ont bougé, que les choses ont avancé. C'est donc un mal nécessaire. Les quotas produisent de l'effet.

Madame la Commissaire, vous avez récemment fait un pas important sur la voie de l'instauration de quotas au niveau européen dans les organes de décision des grandes entreprises, en lançant cette grande consultation publique visant à recueillir des avis sur les actions, éventuellement législatives, à mettre en place. Sur ce sujet, vous aurez mon plein et entier soutien.

  Andrea Češková (ECR). - Vážená paní komisařko, k vám budu směřovat svoji řeč. Jsem přesvědčena, že tržní mechanizmus nabídky a poptávky na trhu práce je ten nejdůležitější a nelze do něj zasahovat nadbytečnou regulací. Podle mého názoru je nutné soustředit se na takové aspekty, které ženám vytvoří stejné pracovní podmínky a předpoklady na trhu práce jako mužům v případě založení rodiny. Tam je v mnoha členských státech slabina. Nemohu souhlasit se zavedením legislativních opatření, jako jsou například kvóty, které by byly závazné. Nemohu také podpořit opakované nárokování povinné a plně placené mateřské dovolené v délce dvaceti týdnů. Nevidím přínos tohoto opatření k rovnosti žen a mužů, spíše naopak.

Chci ale zdůraznit, že ženy mají právo mít kontrolu nad svým reprodukčním a sexuálním zdravím. Právo na sexuální a reprodukční zdraví žen je podle mého názoru jedním ze základních lidských práv, které musí být garantováno ve všech státech Evropské unie. Není možné bránit ženám v tom, aby braly antikoncepci, a není možné ani bránit ženám ve chvíli, kdy chtějí uskutečnit potrat. O svém těle si má žena rozhodovat sama, protože je to ona, která musí projít velkými změnami v souvislosti s těhotenstvím, porodem a kojením dětí, navíc je dítě pro ni závazek na celý život.

Nechceme se přece vrátit na konec 19. století, o kterém tak krásně hovoří film „Pravidla moštárny“, a předpokládám, že byl přeložen do všech jazyků členských států Evropské unie. Čili jinými slovy, ačkoliv s mnoha opatřeními, které předkládané zprávy obsahují, nesouhlasím, budu vždy souhlasit s konkrétními body, které se týkají svobody žen při rozhodování o svém vlastním osudu.

  Andrea Češková (ECR), Odpověď na otázku položenou zvednutím modré karty Nevím, zda to byla otázka tlumočení nebo zda jsem rozuměla správně, že rodina je potrestána tím, že se rozhodla pro dítě. V mém tlumočení zaznělo slovo trest. Já se domnívám, že zaprvé to nemůže být trestem, zadruhé se každý svobodně rozhodujeme o svém vlastním osudu, a tudíž i rodina, která se rozhodla pro to mít děti, musela přece počítat vždycky s tím, jakým způsobem děti budou živeny, jak bude zabezpečena domácnost a kdo z těch dvou rodičů, ať už je to otec nebo matka, bude vydělávat a bude zabezpečovat domácnost. A ať už je to jedno dítě, dvě děti, pět dětí, ať už je to otec nebo matka, prostě je to dle mého názoru vždycky na svobodném rozhodnutí, a tak by to mělo i být do budoucna. To, co vy míníte, paní místopředsedkyně, pokud jde o návrh za náš výbor, který se týkal před dvěma lety směrnice o mateřské dovolené, tak tomu já rozumím, ale víte moc dobře, že tak, jak náš výbor na váš popud hlasoval, nemohou členské státy nikdy reagovat reagovat.

  Csaba Sógor (PPE). - Meggyőződésem, hogy az Európában megfigyelhető demográfiai trendek miatt még nagyobb figyelmet kell fordítanunk a családtámogató intézkedésekre. A gazdasági válság okozta bizonytalan helyzetben még inkább segítenünk kell a családokat, ennek egyik feltétele pedig éppen a nők rugalmasabb munkavállalási feltételeinek a megteremtése. A nők és férfiak közötti egyenlőség elvének tiszteletben tartása mellett nem hagyhatjuk figyelmen kívül, hogy a nőktől nagyobb áldozatot követel – mondom négygyerekes apaként – akár karrierjük szempontjából is a gyerekvállalás, mint a férfiaktól. Egyes országokban kiterjedt családtámogató gyakorlatok léteznek.

Máshol azonban, pl. Romániában egyelőre gyerekcipőben jár ez a terület. Ezért kezdeményeztük, hogy a román kormány kiterjedt családtámogató intézkedésekre tegyen javaslatot. Mi úgy gondoljuk, hogy csakis úgy építhetünk sikeres Európát, ha a társadalom elöregedésének problémáját elsősorban a gyerekszám növelésével, nem pedig a bevándorláspolitikával próbáljuk megoldani.

  Danuta Jazłowiecka (PPE). - Od wielu lat zarówno Unia, jak i państwa członkowskie podejmują szereg działań mających przeciwdziałać dyskryminacji kobiet na rynku pracy. Podejmowane działania nie przynoszą jednak oczekiwanych rezultatów. Dlatego też zarówno komisarz Reding, jak i sprawozdawczyni wzywają do przyjęcia twardych instrumentów zmuszających przedsiębiorstwa do zatrudniania kobiet na kierowniczych stanowiskach. Wątpię, żeby regulacje europejskie przyniosły oczekiwane efekty. Doświadczenia państw członkowskich pokazują, iż najlepsze rezultaty zostały osiągnięte w tych krajach, w których podjęto pracę u podstaw, tworząc warunki ułatwiające powrót kobiet do pracy po urodzeniu dziecka i warunki sprzyjające łączeniu obowiązków rodzinnych z pracą zawodową.

Uważam, że powinniśmy skupić się na sprawie mentoringu czy propagować partnerski model rodziny, gdzie domowe obowiązki wykonywane są zarówno przez kobietę, jak i przez mężczyznę, ale przede wszystkim ułatwić wykorzystywanie funduszy europejskich do rozwoju infrastruktury umożliwiającej kobiecie godzenie obowiązków domowych z pracą. Szczególnie o tej drugiej kwestii warto pamiętać przy negocjowaniu wieloletnich ram finansowych i nowego kształtu polityki spójności. Poprawi to sytuację kobiet i przysłuży się osiągnięciu celów strategii „Europa 2020”.

  Anna Záborská (PPE). - Muži a ženy si musia byť rovní v právach a je povinnosťou zákonodarcu vytvoriť podmienky, v ktorých sa môže každá žena a každý muž naplno realizovať. Je to jedna z tvárí slobody, o ktorú v demokracii ide v prvom rade. Ale zavádzanie kvót nevedie k rovnakým právam. Tí, ktorí navrhujú zavedenie kvót v politike, v skutočnosti obmedzujú práva voličov. Hovoria občanom, že ich názor na to, kto ich má zastupovať v parlamente, je druhoradý. Vzniká tak demokratický deficit, ktorý nie je obhájiteľný ani štatistikami.

Ak chceme dosiahnuť skutočnú rovnoprávnosť žien, nediskriminujme materstvo a starostlivosť o rodinu. Začnime ženy rešpektovať v ich rozhodnutiach a hľadajme spôsoby, ako zabezpečiť, aby boli pri tomto rozhodovaní naozaj slobodné.

  Zuzana Roithová (PPE). - Paní předsedající, varování před dopady necitlivých omezení sociálních programů v době krize na život žen a rodin, to je samozřejmě důležité, ale nesouhlasím s řadou bodů, které jen opakují myšlenky z mnoha jiných zpráv. Ano, ženy jsou v Evropské unii vzdělanější než muži a bohužel mají nižší platy. A co s tím? Příští rok to tady zase zopakujeme? Na dalších místech se míchají dohromady komplexní sociální a hospodářská problematika s propagací jednostranně genderového vnímání světa. Zejména bod 47 je naprosto nepřijatelný.

Stejně tak je mi lidsky i zdravým rozumem nepochopitelné, proč by se měl náš Parlament zaměřit na kritiku definice rodiny v některých členských státech. Copak autorům ani nevadí, že to je v rozporu se subsidiaritou a s kulturní tradicí? A kdo by měl být tím soudcem a soudit, která definice je ta správná? Což takhle zamyslet se nad tím, že rodina zde je po tisíciletí proto, aby se v ní rodily a vychovávaly nové generace, a že to je poslání, kterému rádi, jak ženy, tak muži, podřizujeme na omezenou dobu i osobní zájmy. Nejsou práva dětí důležitější než jiná práva? Zaměřme se raději na řešení komplexních problémů, jako je ekonomická situace rodin s více dětmi v době krize, a to spíše než na závazné kvóty, které v důsledky ženy ponižují.

  Petru Constantin Luhan (PPE). - O să vorbesc despre rolul femeilor în contextul politicii de dezvoltare regională. Este clar că avem nevoie, mai mult decât oricând, să valorificăm din ce în ce mai mult femeile în procesul pe care l-aş numi de „renaştere europeană”.

Fie că vorbim despre rolul femeilor în dezvoltarea economică, fie că vorbim despre rolul lor în creşterea şi educarea copiilor, în îngrijirea vârstnicilor, suntem de acord că ele trebuie să se bucure de întreaga apreciere în mod real şi, mai ales, de nediscriminare. Pentru a reduce diferenţele înregistrate în prezent în ceea ce priveşte nivelul salariilor sau reprezentarea în diverse funcţii, aşa cum este precizat în raport, cred că trebuie acţionat pe toate planurile.

Din punctul meu de vedere, ca membru al Comisiei pentru dezvoltare regională, consider că proiectele ce sunt realizate la nivel regional şi finanţate din fondurile europene trebuie să prezinte cât mai clar modul în care este asigurată egalitatea între femei şi bărbaţi în cadrul activităţilor acestora. Fondul European pentru Dezvoltare Regională poate încuraja existenţa unor acţiuni specifice, îndreptate către egalitatea de gen, care să fie apreciate în procesul de evaluare şi selecţie a proiectelor. Consider că este momentul oportun pentru a integra mai mult şi mai eficient aspectele egalităţii de gen în politicile regionale, astfel încât fondurile europene să susţină ulterior proiecte realizate corespunzător.

  Silvia-Adriana Ţicău (S&D). - Anul trecut, în Uniunea Europeană, femeile cu vârsta de peste 65 de ani erau cu 38 % mai numeroase decât bărbaţii. De aceea, la nivelul Uniunii, numărul femeilor expuse riscului sărăciei şi al excluderii sociale este mai mare decât cel al bărbaţilor.

Conform Eurostat, în 2010, rata de angajare a femeilor cu vârsta cuprinsă între 25 şi 64 de ani a fost de doar 43,3 % în cazul celor cu educaţie slabă, de 66,6 % în cazul celor cu un nivel mediu de pregătire şi de 80,6 % în cazul femeilor cu un nivel ridicat de educaţie. Deşi 60 % dintre absolvenţii învăţământului superior sunt femei, nu regăsim aceeaşi reprezentare a femeilor nici în politică şi nici în funcţiile de conducere din întreprinderi. Considerăm că fixarea unui obiectiv de reprezentare paritară în funcţiile alese din cadrul parlamentelor naţionale şi al Parlamentului European şi de 40 %, până în anul 2020, în funcţiile de conducere din marile întreprinderi europene, va încuraja femeile să îşi dezvolte şi să îşi planifice o carieră adecvată.

  Emer Costello (S&D). - Madam President, I am still new here. I am very pleased to be here and my arrival has meant that the Irish delegation in the S&D is 100% female, a fact that I am particularly proud of.

Irish women particularly have much to thank the European Union for. After Ireland’s entry into the European Union much equality legislation was placed on our statue books, which I regret successive Irish Governments had failed to do. One of the most significant examples of this was the removal of the marriage bar, whereby women who worked in the public service were denied the right to work after they married. The marriage bar was lifted in 1974 following our entry into the European Union.

Membership of the EU did much, but progress has been slow since then and there is still much that has to be done. Women are under-represented at decision-making level in many spheres: at government level, at national parliament level and also at local government level while at the same time women are very active in communities. Yet women in communities feel that their work there is very much undervalued. For that reason I believe that the implementation of quotas is necessary to improve the participation of women.

I compliment the two rapporteurs of this report and also welcome the commitment and the call on the Commission to introduce gender auditing of budgets, particularly in these difficult economic times.

  Cornelia Ernst (GUE/NGL). - Frau Präsidentin, meine Damen und Herren! Hat es eigentlich jemals in diesem Parlament einen Bericht gegeben über die Anzahl der Männer in mittleren und höchsten Positionen, die mittelmäßig und leistungsschwach sind? Gäbe es einen solchen Bericht, dann würden wir feststellen, dass – was wir im wahren Leben auch schon wissen – eine ganze Menge Männer, die gar nicht leistungsfähig und nicht sonderlich spitzenmäßig sind, sehr wohl in Spitzenpositionen sitzen. Und dann würden wir auf die Idee kommen, dass vielleicht das Moment der großartigen Leistung, die als ausschließliches Kriterium für die Spitzenposition gelten soll, eben nicht das einzige Moment ist.

Es gibt eine gläserne Decke für die Frauen, die man auch strukturelle Diskriminierung nennt, und solange es diese gibt, brauchen wir die Quote. Es ist sehr simpel. Und die Quote macht erst einmal nichts anderes, als formale Gleichheit herzustellen, und das ist die Voraussetzung, um tatsächliche Gleichberechtigung und Gerechtigkeit zwischen den Geschlechtern herbeizuführen.

Ich finde, wir sollten uns da nicht herumdrücken, wir sollten dies deutlich unterstützen und daher spreche ich mich ganz klar für die Quote aus.

  Franz Obermayr (NI). - Frau Präsidentin! Auch wenn es heute um die Damen geht, ich bin vorwiegend männlich. 60 % aller Universitätsabsolventen in der EU sind Frauen. Dennoch verdienen Frauen mit derselben Qualifikation noch immer viel weniger als ihre männlichen Kollegen. Es ist höchste Zeit, diese Lohnschere zu schließen: Gleiches Geld für gleiche Qualifikation. Auf der anderen Seite muss es aber heißen: Gleiche Chance für gleiche Qualifikation. Und Quotenregelungen sind daher meiner Ansicht nach, Frau Vorrednerin, abzulehnen.

Frau Redings Vorstoß halte ich für nicht wirklich sinnvoll. Ob sich dann Quotenaufsichtsrätinnen auch wirklich akzeptiert fühlen, ist doch sehr fraglich. Junge Frauen müssen daher frühzeitig auf ihre Bildungschancen hingewiesen werden, die aufgezeigt werden müssen, auch im Bereich der sogenannten frauenuntypischen Berufe, gleichzeitig müssen aber auch frauentypische Berufe neubewertet und aufgewertet werden.

Aber letztlich ist das zentrale Thema die Vereinbarkeit zwischen Beruf und Familie, flexiblere Öffnungszeiten von Kindergärten, Ganztagsschulen auf der einen Seite, aber auch Familiensplitting auf der anderen Seite. Jedes Lebensmodell muss seinen Platz haben, ohne dass dabei die Existenz bedroht ist.

  Krisztina Morvai (NI). - Magyar nyelven szeretnék beszélni. A jelentés helyesen mutat rá, hogy a női nemen belül vannak olyan csoportok, amelyek hangsúlyosan hátrányos helyzetűek, jogfosztottak. A probléma számomra az, hogy az viszont – nőjogi szakmai szempontból – nem helyes, hogy miközben az etnikai kisebbségekhez tartozó nőket ide sorolja a jelentés, nem sorolja ide az őshonos nemzeti kisebbségekhez tartozó nőket. Könyvtárnyi szakirodalma van annak, hogy az őshonos nemzeti kisebbségekhez tartozó nők minden olyan diszkriminációfajtát, ami az őshonos nemzeti kisebbségeket általában ér, hangsúlyosan szenvednek el. Hadd mondjak erre Európából két példát, és szeretném kérdezni az alkotóit ennek a jelentésnek, hogy ismerik-e ezeket a példákat.

Felvidék, magyar kisebbség: nyelvtörvény. A magyar nők azt a joghátrányt és emberjogi jogsértést, hogy nem használhatják a saját nyelvüket hatóságok előtt, egészségügyben, sokkal inkább megszenvedik, mint a férfiak. Hiszen a nők azok, akik az egészségügyben a gyerekekkel, az idősekkel leginkább foglalkoznak, hozzátartozóikat odaviszik különböző egészségügyi szolgáltatásokra. Illetőleg a hatóságok előtt a család ügyes-bajos dolgait intézik. Második kérdésem: tud-e arról a Parlament, illetőleg Reding biztos asszony, hogy most Szlovákiában egy 99 éves nőt fosztottak meg szlovák állampolgárságától pusztán azért, mert úgy döntött, hogy felveszi a magyar állampolgárságot, élve a jogi lehetőséggel, tekintettel arra, hogy magyar az illető. Olyan sokat beszélünk a szexuális identitáshoz való jogról, a nemzeti identitáshoz miért nincs joga valakinek? És különösen, tudjuk-e azt, hogy milyen súlyosan érinti ez a nőket?

  Viviane Reding, Vice-President of the Commission. − Madam President, I would like to thank the two rapporteurs, Ms in ’t Veld and Ms Pietikäinen. They have given us the basis for a very animated debate. In this Chamber I have often criticised the fact that there were very few men in the Chamber during debates on women’s and gender equality questions, but I must say that tonight was a first. There were many more men than usual. It is good that this debate – where both sides are heard, where people have different opinions, because it is a question of society and not a question of women alone – is led by men and by women.

I think we all agree that there are many challenges and that the challenges have not become less but that problems are growing. Where we do not agree is on the measures to be taken in order to change this situation. Mostly we do not agree on what should be done at European level and what should be done at national level, although very often the two have to be combined.

So I really need the support of Parliament in order to go forward in those areas where there is a very clear European competence. I need the help of Parliament to continue to raise awareness about the very large number of inequalities and to take the measures that are needed to change this situation. By the way, I would like to tell you that all Commissioners are aware that in their portfolio the balance between men and women needs to be tackled.

One example I could give of how European law and national action have to be combined is the question of the gender pay gap. Several Members who asked this question are no longer in the Chamber but, at any rate, I think it is important that I tell you this. We do have a European directive on equal pay for equal work, and there was a very interesting hearing concerning that problem last week in Parliament. The result of this hearing was that, where the directive is applied by national courts, direct discrimination is no longer very high. We are going to review this directive, analysing, with a report in the coming months, how it works and in which countries it has made quite a difference.

But there are very many problems of indirect discrimination. Women earn less because they make up the majority of people in part-time work and because they leave work when they become mothers. Fathers do not leave work when they become fathers. A majority of those in underpaid jobs are women. That explains the gender pay gap.

One of the conclusions of the hearing was that we desperately need transparency rules to be applied in the Member States. Some Member States have acted on this but most have not. We need to go a step further in regard to this problem. So you can see that, while sometimes a European directive solves problems, other problems can only be solved at the level of the labour market, at the level of the social partners working together and at the level of national governments introducing transparency rules.

I need the European Parliament to encourage those organisations in civil society which help us to make progress happen. In the last year I have seen that many of those have a lot of energy and action. I will give you the latest example which I found when I started to look at the reasons why there were so few women at decision-making level in our economic world. The business schools of Europe united their forces and last Wednesday they presented a pool of 3 500 women, highly qualified in studies and in experience, in top management, who are ready to be put on the boards of any big listed company. They have helped us to show that the women are there and that we just need to use the talent which is available in society. They also need our help in order to understand that the European Parliament helps them to go in this direction.

This brings me to the point where I really do need your help as well, namely with the measures seeking to reach the point where qualified women are no longer blocked by the glass ceiling and where their talent is not lost to the economy as is happening today. Some of you have said that on the boards of the largest listed companies in Europe we have a de facto male quota, because 86% of the members of these boards are men. And where are the women – those 3 500 for instance who were put forward by the business schools? We have to help this talent to express itself in the interest of our society and of our economy.

I also need your help in order to help those forces in the political parties which fight for a better representation of women on the electoral lists. We all know, through party political experience, that this is not very easily done. That is why all those who try to do this need a strong European Parliament that says yes, we will go for equality in the representation of men and women as well. Only with a balance between men and women in our national parliaments and in our European Parliament will we have a real democracy and a real equilibrium in policies which can be achieved for the good of our society.

I am personally absolutely convinced that only in a society where equilibrium is reached between men and women can we have a real development both in societal terms and economic terms. We need both. So please, Parliament, vote massively tomorrow.

  Sophia in 't Veld, rapporteur. − Madam President, I thank the Commissioner for her strong words. I think you can count on the majority of this House to support any measures you take.

First of all briefly on quotas: I think there are a couple of misunderstandings here. Quotas, as many people have said, are indeed a necessary evil. This is not an instrument to push incompetent women into top jobs. This is an instrument to break the glass ceiling, which is not a visible brick wall but consists of very subtle, invisible, sometimes even subconscious mechanisms that favour men over women. That is what we need to tackle.

Secondly, I heard the word ‘subsidiarity’ a number of times in the debate, when we talked about LGBT families in particular.

Frankly, I think that the subsidiarity principle is invoked rather selectively. We very often discuss matters here which are outside our competence but I would say that free movement is one of the four pillars of a Europe without borders. That is definitely the competence of the Commission, as are equality policies.

So why is addressing the recognition of LGBT families not an EU competence, when we have an EU Alliance for Families which is funded or co-funded by the Commission? Why does that only apply to one single model of families? Why not to all families in the whole of the European Union, even in those countries where the families exist but the people are not recognised?

In my country for example, same-sex couples can legally marry. It is a law and I find it very annoying that a law in my country is not recognised in another country. This is not about imposing gay marriage on all Member States. It is simply about mutual recognition. We recognise the ingredients of cheese and beer across the European Union. Why do we not recognise love and family, the most important things in our lives?

  Sirpa Pietikäinen, rapporteur. − Madam President, first of all I would like to thank the Commissioner not only for her very strong words but also for her strong actions on striving towards equality and parity.

Firstly, I would like to thank all my colleagues for this very fruitful discussion, the point of which is that different actions are not exclusive to each other. We can and we need to have voluntary action and the activity of women and men themselves. We need affirmative actions and we need to support civil society and women’s organisations. But we need legislative actions too.

In my mind, the core is parity and that both men and women are treated and given the same possibilities. In my mind, human rights are never subject to voluntary action if someone wants to give human rights to someone else. Nor, in my mind, is it an issue of subsidiarity for human rights to be respected on one side of the border but not on the other.

To me, legislation, be it quotas, is a fair deal where we all commit ourselves to obeying the rules and we all commit ourselves to behaving like human beings. It is a bit like when we commit ourselves by law, not just voluntarily, to driving on the right side of the road where that applies, and on the left side in some other cases.

This is why quotas, to me, are not a question of having unqualified men or women. It is a question of giving access on the basis of a meritocracy to everybody.

Lastly, it is my wish that the Commission strengthen the role of the European Institute for Gender Equality and strengthen their finances and ability to act and serve as a platform for women and other NGOs and that the Commission may find resources to support women’s organisations campaigning on equality in upcoming elections, be they national or for European Parliament.

  Vilija Blinkevičiūtė (S&D), raštu. Iš tiesų, lyčių lygybė yra viena iš svarbiausių Europos Sąjungos vertybių, todėl labai svarbu, kad dėmesys šiai sričiai būtų skiriamas nuolat. Pranešime teisingai pabrėžiama būtinybė didinti moterų ekonominį nepriklausomumą. Tai yra ypač svarbu ne tik kovojant su skurdu, bet ir užtikrinant geresnę pensinio amžiaus moterų socialinę apsaugą, kadangi pensijų dydžiai tiesiogiai priklauso nuo įgyto darbo stažo bei gautų atlyginimų. Nors moterų užimtumo lygis nuolat didėja, tačiau jis vis dar yra mažesnis nei vyrų net 13 proc. Maloni išimtis čia, atrodytų, galėtų būti Lietuva, kur moterų užimtumo nedarbo lygis 2010 m. buvo beveik 2 proc. didesnis, nei vyrų, o jų nedarbo lygis net 7,8 procento mažesnis, nei vyrų. Tačiau čia reikėtų atkreipti dėmesį į moterų užimtumo kokybę. Visgi tokius skaičius aš aiškinčiau tuo, kad moterys noriau sutinka dirbti net ir už mažą atlyginimą. Juk vien ne visą darbo dieną, dažniausiai dėl šeiminių aplinkybių, dirba net 31,4 proc. europiečių moterų ir tik 8,1 proc. vyrų. Įvertinus šiuos du faktus, akivaizdžiai matome, kad moterims užsitikrinti ekonominį nepriklausomumą šiandien Europoje vis dar yra pernelyg sunku. Šiame kontekste, manau, yra būtina imtis priemonių pagelbėti dirbantiems tėvams, valstybėse narėse užtikrinant pakankamai kokybiškų, prieinamų ir įperkamų vaikų priežiūros paslaugų.

  Carlo Casini (PPE), per iscritto. La parità tra donne e uomini è una conquista indiscutibile dell'epoca moderna. Le sue fondamenta sono l'uguale dignità umana e il riconoscimento universale dei diritti dell'uomo. Purtroppo, nella relazione oggi in discussione vi è un'inaccettabile contraddizione che cambia radicalmente il suo significato. La dignità umana e i diritti umani riguardano tutti gli esseri umani e quindi anche i più fragili, deboli e poveri. Esigere come diritto della donna l'aborto, nascondere equivocamente questa istanza sotto la domanda dei diritti sessuali riproduttivi (di per sé meritevole di ogni consenso se non ritenuti comprensivi di un diritto di distruggere la vita di un figlio non voluto) è inaccettabile. Per questa ragione non posso votare la relazione. Aggiungo che la parità tra uomini e donne non significa la pari identità e che la maternità è il segno di una capacità di accoglienza (ciò che può chiamarsi "genio femminile") che l'uomo non ha. In questo senso le donne possono camminare alla testa di tutta l'umanità verso obiettivi di libertà, di giustizia, di pace, di solidarietà. Ma, per essere se stesse, non debbono camminare da sole, ma accompagnando tutti i più deboli della terra a cominciare dai loro figli.

  Robert Dušek (S&D), písemně. V rovnosti žen a mužů v Evropské unii již bylo dosaženo řady pokroků. Zlepšení je možné konstatovat zejména ve znění právních předpisů. Skutečné rovnosti však dosud dosaženo nebylo. V této problematice jsou obrovské rozdíly. Zatímco v nadnárodních společnostech a v aglomeracích se stejná odměna za stejnou práci při stejné kvalifikaci stává pravidlem, v regionálních či venkovských oblastech převládají genderové stereotypy vedoucí až k absolutní nerovnosti mezi ženami a muži. Členské státy i orgány EU by se měly zaměřit zejména na pracovní trh v těchto oblastech. Rovnosti žen a mužů může být v budoucnu dosaženo pouze tehdy, budou-li mít ženy stejný přístup k pracovnímu trhu již nyní a budou-li za stejnou práci stejně odměňovány. Nepřekonatelným problémem pro pracovní zařazení žen se jeví založení rodiny a mateřské povinnosti. Mladé ženy jsou diskriminovány v mnoha případech při vstupu do prvního zaměstnání, poněvadž se zaměstnavatelé obávají budoucího přerušení práce z důvodu narození dítěte. Vyzývám proto k hledání nových možností podpory žen při nástupu do zaměstnání po mateřské. Druhým výrazným problémem je nedostatečné finanční ohodnocení sociální práce a péče o blízké v nemoci či ve stáří. I zde musíme hledat nové cesty podpory pro ženy, protože jsou to takřka výhradně ony, kdo o své blízké pečují.

  Richard Falbr (S&D), písemně. Je zapotřebí o problému nižších odměn žen za stejnou práci, jakou dělají muži, přestat konečně mluvit a něco zásadního udělat. Připomínám, že podle statistik je na tom téměř nejhůř ze všech členských zemí právě Česko. Pod různými záminkami, nejčastěji takovými, že muž je přece živitel rodiny, se pořád odměny značně liší. Bohužel tomu napomáhá i velmi stará úmluva MOP, která před desítkami let stanovila, kolik má činit plat muže pracujícího v kovoprůmyslu, aby uživil ženu a dvě děti. Možná, že by bylo užitečné, aby členské státy tuto úmluvu vypověděly. O tom jsem nakonec mluvil s ministryní práce Španělska při španělském předsednictví EU.

  Monika Flašíková Beňová (S&D), písomne. Rodová rovnosť je právo zaručené článkom 23 charty. Aj napriek tomu ženy zarábajú za rovnakú prácu v priemere výrazne menej ako muži. V EÚ ženy zarábajú priemerne o 17,1 % menej ako muži a rozdiely v odmeňovaní sa pohybujú v rozmedzí od 3,2 % do 30,9 %. V súkromnom sektore býva odmena žien nižšia až o jednu štvrtinu. Nerovnosť odmien sa zviditeľňuje po tom, keď sa žena vráti po prvej materskej dovolenke. Prerušená kariéra žien spôsobuje rozdiely aj v rámci príspevkov na dôchodkové zabezpečenie. Tým sa zvyšuje riziko chudoby žien v staršom veku. Opäť ale nevidím dôvod, prečo by sa rodenie a výchova detí mali trestať a prečo by kvôli nim mali byť ženy ekonomicky závislé na mužoch.

Rozdiely medzi mužmi a ženami nie sú len vo výške odmien, ale aj v miere zamestnanosti. Súčasný rozdiel jasne ukazuje na potrebu podporiť väčšie zapojenie žien, ak má EÚ splniť cieľ stratégie Európa 2020, ktorým je 75-percentná miera zamestnanosti. Trvalá účasť na zamestnanosti posilní celoživotnú ekonomickú nezávislosť žien a umožní im, aby mali primerané dôchodky.

Myslím si, že je najvyšší čas zrýchliť tempo zmien smerom k úplnej rovnosti. Osobné a kultúrne stereotypy sa búrajú ťažšie, ale nevidím dôvod meškať s inštitucionálnymi zmenami.

  Lena Kolarska-Bobińska (PPE), na piśmie. Przyjęcie raportów posłanek Sirpy Pietikäinen i Sophii in't Veld ma duże znaczenie dla walki o równość kobiet i mężczyzn w państwach Unii Europejskiej. Dotyczy to wszystkich szczebli władzy, zarówno wyborów lokalnych, krajowych, jak i tych dokonywanych w Parlamencie Europejskim. Cieszę się, że w niektórych przypadkach mówimy nawet o jednakowej, czyli pięćdziesięcioprocentowej, reprezentacji w kluczowych organach Parlamentu. Oba raporty wytyczają jasno kierunek naszego działania, ale trzeba zwrócić szczególną uwagę na implementację zawartych tam propozycji. Przygotować mapy drogowe wdrażania raportów i monitorować te działania. Przyjmując je w Parlamencie Europejskim, musimy zapewnić, by nasza instytucja dawała przykład innym. Parytety powinny objąć stanowisko przewodniczącego Parlamentu i wiceprzewodniczących, a także przewodniczących i wiceprzewodniczących komisji. Musimy zadbać również o równowagę płci na stanowiskach we frakcjach politycznych, w tym także Europejskiej Partii Ludowej. W czasie ostatnich wyborów wśród dwudziestu dwóch kandydatów na najważniejsze stanowiska w naszej frakcji startowały tylko trzy kobiety. Uważam, że powinno być nas zdecydowanie więcej, i musimy zapewnić, by w następnej kadencji sytuacja się nie powtórzyła. Cieszę się, że w jednym z raportów Polska wymieniana jest jako pozytywny przykład kraju, w którym wprowadzono system kwotowy w wyborach. Nie osiągnęliśmy jeszcze oczekiwanych rezultatów, ale myślę, że trzeba czasu, żeby wprowadzone prawo zmieniało rzeczywistość.

  Véronique Mathieu (PPE), par écrit. Défendre les droits des femmes n'est pas une cause surannée. Certes la législation consacre partout en Europe l'égalité homme-femme. Cependant les faits sont là et une discrimination latente persiste: nous n'avons qu'à regarder autour de nous pour nous en rendre compte. Deux tiers des eurodéputés sont des hommes. Défendre les droits des femmes c'est également rappeler qu'une femme doit disposer librement de son corps. Chaque femme doit pouvoir avoir accès à l'information et à la contraception. Ne négligeons pas l'importance de l'éducation à ce titre et de structures pouvant conseiller les femmes et les encadrer comme le planning familial. La maternité doit être choisie et non subie. Nous nous sommes battus pendant des siècles en Europe pour le libre arbitre et la liberté de choix : ne soyons pas rétrograde quand nous parlons de femmes. Les droits à la santé sexuelle et génésique doivent être protégés. Certes nous pouvons différer quant à l'interprétation et la définition exacte de ces droits, notamment en ce qui concerne l'avortement. Mais nous ne pouvons différer quant à notre volonté de protéger les femmes quel que soit leur choix. Quand l'avortement est légal et possible, nous ne pouvons abandonner ces femmes au détriment de leur santé.

  Iosif Matula (PPE), în scris. Egalitatea de oportunități este încă un obiectiv care nu a fost pe deplin atins. Statisticile arată unde se găsesc femeile în acest moment, iar situația nu este deloc echitabilă și se impune să luăm decizii ferme. Extinderea sistemului cotelor la nivelul întreprinderilor private din întreaga Uniune ar însemna să mergem, însă, foarte departe. Personal, cred că avem mare nevoie de femei în structurile de conducere ale companiilor, dar și în politică. Schimbarea trebuie să pornească, însă, de la nivelul mentalității. Trebuie să luptăm împotriva stereotipurilor promovate de bărbați, dar și de femei. Deși reprezintă mai mult de jumătate din populație, femeile nu par încă pregătite să aleagă femei în funcțiile publice.

La nivel pragmatic, aș sugera să ne îndreptăm mai mult atenția asupra femeilor din mediul rural. Putem folosi fondurile europene cu scopul de a le informa, de a le instrui și de a le oferi perspective de ocupare profesională și bunăstare, astfel încât să le asigurăm independența economică și socială. Nu cred că mai putem pune astăzi în discuție capacitatea sau competența angajaților femei, cum nu putem decide în numele femeilor în chestiuni care țin de sănătatea lor sau de modul în care doresc să-și atingă pe deplin potențialul.

  Evelyn Regner (S&D), schriftlich. Für die Gleichstellung der Geschlechter im Berufsleben passiert leider immer noch zu wenig. Eine erste Maßnahme ist die Einführung einer EU-weiten Frauenquote in privaten Unternehmen. Deshalb begrüße ich hier die klare öffentliche Bekenntnis von Kommissarin Reding und ihre ersten Schritte dazu. Die Fakten sind schon lange bekannt: 2010 waren in den größten börsennotierten Unternehmen der EU nur 12% der Vorstandsmitglieder weiblich, nur 3% der Vorstandvorsitzenden sind Frauen. Gerade weil Frauen mehr als die Hälfte der Bevölkerung bilden, rund 56% der Studierenden im Tertiärbereich weiblich sind und seit Jahren Hochschulabsolventinnen in der Überzahl sind, sind diese Zahlen schockierend. Eine Selbstverpflichtung der Unternehmen funktioniert einfach nicht, obwohl Unternehmen mit zumindest einer Frau im Führungsgremium einen bedeutend höheren Gewinn verzeichnen. Weitere Schritte müssen der verpflichtenden Quote folgen, um Frauen im gesamten Unternehmensumfeld zu fördern. Hier brauchen wir umgehend ein umfassendes Programm, denn ein starker Mittelbau von Frauen in Unternehmen sorgt auch für die zukünftige Chancengleichheit. Die Europäischen Institutionen sollten auf politischer Entscheidungsbasis eine Vorreiter(in)rolle einnehmen. Im EU-Parlament sind über ein Drittel Abgeordnete weiblich. Um etwas für die Gleichstellung von Frauen im Berufsleben voranzubringen, arbeiten wir Frauen fraktionsübergreifend zusammen, denn es ist in unser aller Interesse, kluge Frauen in Spitzenpositionen zu bringen.

  Olga Sehnalová (S&D), písemně. Jedním z témat letošního Mezinárodního dne žen jsou stejné odměny za stejnou práci a zvýšení počtu žen ve vedoucích pozicích. V České republice je rozdíl v odměňování daleko za hranicí evropského průměru. Podle notoricky známých čísel Eurostatu u nás tento rozdíl i nadále činí 26 %. V jakékoliv jiné oblasti by nám celoevropský rozdíl 17 % oproti tomu, na co máme nárok a co považujeme za samozřejmé a spravedlivé, přišel nepřijatelný. Přitom podstatná část evropských občanů považuje rozdíly v odměňování za jednu z nejzávažnějších nerovností mezi ženami a muži. Zprávu podporuji, protože problematiku existující nerovnosti mezi muži a ženami popisuje v celé její šíři a složitosti.

  Joanna Senyszyn (S&D), na piśmie. Z pełnym przekonaniem popieram rezolucję w sprawie równości kobiet i mężczyzn w Unii Europejskiej – 2011 r. To bardzo ważne sprawozdanie pokazujące, że - mimo dokonującego się postępu - kobiety są dyskryminowane we wszystkich dziedzinach życia społecznego, gospodarczego i politycznego. Różnice dotyczą udziału w życiu politycznym, możliwości awansu zawodowego, nierównych płac, zagrożenia bezrobociem. Dopóki nie zlikwidujemy tych różnic, nie będzie prawdziwej równości kobiet i mężczyzn. W szczególności zwracam uwagę na przemoc wobec kobiet, która stanowi główną przeszkodę dla równości kobiet i mężczyzn oraz jest jednym z najpowszechniejszych naruszeń praw człowieka. W tym kontekście apeluję do Komisji Europejskiej: • o przygotowanie dyrektywy w sprawie przeciwdziałania i zwalczania wszelkich form przemocy wobec kobiet, • o ogłoszenie roku 2014 Europejskim Rokiem przeciw Przemocy Mężczyzn wobec Kobiet.

Istotne jest również jak najszybsze podpisanie i ratyfikowanie przez Unię Europejską i wszystkie kraje członkowskie Konwencji Rady Europy z 11 maja 2011 roku w sprawie zapobiegania i zwalczania przemocy wobec kobiet i przemocy domowej.
