  La Présidente. - L'ordre du jour appelle le débat sur les violations des droits de l'homme au Bahreïn.

  Carl Schlyter, förslagsställare. − Fru talman! Så står vi då återigen inför ett land, där folket måste försvara sina mänskliga rättigheter. De vill yttra sig, de vill framföra sina åsikter, de vill påverka sina makthavare. De gör det fredligt, och sedan blir de nedslagna med våld. Vi har sett alltför mycket av detta det här året.

Den här gången är det Bahrains problem som vi uppmärksammar. Bahrain har dock vidtagit vissa åtgärder. Vi ser ju att de har infört instrument för mänskliga rättigheter och dessutom gjort utredningar. Vi kräver dock fullständiga och oberoende utredningar, och fullständigt frisläppande av alla fängslade aktivister. Man kan inte fängsla folk för att de uttrycker sina åsikter. Det är helt orimligt. Jag förstår inte hur många gånger vi ska behöva kräva detta av andra länder.

Det finns emellertid också andra saker i resolutionen som jag välkomnar, nämligen att USA har avbrutit vapenexporten. Jag tycker att det är väldigt viktigt att vi till punkt och pricka följer vapenexportreglerna. Jag uppmanar verkligen kommissionen att se till att så sker. Vi kan inte tjäna pengar på att regimer bryter mot mänskliga rättigheter och använder våra vapen för att slå ned fredligt folk – och givetvis inte heller att de använder våra vapen för att starta krig.

Jag uppmanar därför kommissionen att göra en total översyn. Jag tänker i detta sammanhang även på Saudiarabien och många andra länder i regionen. Jag uppmanar alltså kommissionen att ta kontroll av vapenexporten – det är vad vi kan göra här – och sedan att stärka skyddet av de mänskliga rättigheterna i Bahrain och se till att vi får en försoningsprocess nu i landet och att folkets önskan kan tillvaratas på ett hållbart sätt. Då kommer Bahrain att ha en chans att utvecklas åt rätt håll och inte låta den arabiska våren övergå i vinter.

  Véronique De Keyser, auteur. − Madame la Présidente, si tout le monde pense qu'on ne fait rien le jeudi après-midi, en tout cas, je ne crois pas que le Bahreïn le croit. Les interventions de l'ambassade du Bahreïn, de tous les amis que l'on peut connaître et qui auraient été au Bahreïn et qui vous disent "oui, ce n'est pas comme cela qu'il faut faire. Vous ne vous rendez pas compte, il y a un processus de changement qui est en cours, vous allez avoir un effet contreproductif", on n'a connu que cela ces dernières heures à propos du Bahreïn.

Maintenant, très clairement, que cherche-t-on à travers cette résolution? On cherche que les droits des activistes des droits de l'homme, de tous ceux qui avaient manifesté pacifiquement pour un peu plus de démocratie au Bahreïn soient effectivement entendus. Nous sommes conscients que depuis un an, depuis les événements tragiques d'il y a un an, il y a eu des changements.

Il y a eu des changements et je vais en prendre deux exemples très rapidement: que la commission indépendante d'enquête, qui a été créée par le roi, arrive à des conclusions qui sont tout de même terribles, parlant de tortures – "on a torturé à mort", etc. –, de choses qui se sont passées, et que cette commission le dise, c'est bien. Qu'elle arrive à punir ceux qui l'ont fait, cela sera autre chose et nous serons attentifs.

Deuxième exemple: j'ai eu un coup de fil du BIT hier et une commission tripartite créée par le BIT il y a de cela quelques mois entre employeurs et représentants des travailleurs au Bahreïn est arrivée à des conclusions positives hier avec des présignatures du gouvernement. Tout cela, ce sont des signes positifs.

Peut-être que la résolution n'en parle pas assez, peut-être que nous sommes trop négatifs, mais nous n'allons quand même pas acheter un chat dans un sac. Moi, je dis qu'il faut faire confiance aux forces qui veulent réformer la démocratie et faire venir la démocratie au Bahreïn, mais nous allons rester vigilants en encourageant les forces les plus progressistes.

  Charles Tannock, author. − Madam President, last month marked the anniversary of the peaceful popular movement calling for respect for fundamental human rights and democratic reforms in Bahrain. There was evidence of disproportionate use of force by the security forces to crack down on protestors, and then came the controversial arrival of Gulf Cooperation Council troops. However, the government, led by the King, has listened to the international community and engaged in meaningful dialogue with the protestors and their groupings, and also with the Shia majority parties, and has established an independent commission of inquiry, as well as proposing constitutional amendments to address all these concerns.

The setting up of a Ministry for Human Rights and Social Development is also a step in the right direction to make sure that basic civil rights are being restored; that Ministry will uphold the highest international human rights standards.

The ECR Group calls upon the Bahraini authorities to respect human rights and fundamental freedoms, but also to allow entry into Bahrain for foreign journalists and international human rights organisations so that the criminal investigations which are now under way, and indeed are already taking place, can be observed by outsiders, and that the implementation of the announced reforms, which I welcome, will be monitored by independent observers.

  Cristian Dan Preda, Autor. − Vreau să încep prin a saluta dezbaterea pe care o avem astăzi despre situația din Bahrain, pentru că această țară figurează, spun mulți, printre uitații Primăverii arabe. De mai bine de un an, manifestările se țin lanț, represiunea continuă și ea, în indiferența cvasi-totală a comunității internaționale. Unii comentatori au vorbit, în acest sens, despre revoluția pe care nu vrem să o vedem.

Parlamentul European, prin dezbaterea de astăzi, arată că vede revoluția, vede încălcările drepturilor omului și condamnă aceste încălcări. Condamnă, în primul rând, violența excesivă utilizată de forțele de securitate la adresa cetățenilor, condamnă procesele inechitabile, care au devenit un element central al reprimării protestelor democratice, condamnă restricțiile pe care autoritățile din Bahrain le impun activității ONG-urilor. Este timpul ca promisiunile făcute de autoritățile din Bahrain în materie de drepturile omului să fie urmate de acțiuni concrete, implementarea recomandărilor comisiei independente de anchetă fiind o prioritate.

  Marie-Christine Vergiat, auteur. − Madame la Présidente, il y a effectivement des pays qui retiennent moins l'attention des médias et donc de l'opinion publique que d'autres, et c'est le cas du Bahreïn. Pourtant, dans la foulée de la révolution tunisienne, le peuple bahreïnien s'est également soulevé. Mais, là-bas aussi, la révolution s'est heurtée à une répression sanglante et cette répression s'est faite avec l'appui de l'armée saoudienne, ce que nous aurions aimé voir condamné plus fortement, et non pas seulement dénoncé par le Parlement européen.

Je ne partage pas l'optimisme de certains de mes collègues. Au-delà des promesses, la répression est toujours là. Elle était encore là le 14 février dernier, lors de la grande manifestation qui commémorait le premier anniversaire du soulèvement populaire. Journalistes, défenseurs des droits de l'homme, syndicalistes, et bien d'autres, sont toujours traînés devant les tribunaux, y compris des médecins ayant osé soigner des manifestants, y compris de simples citoyens ayant osé parler à des journalistes. Des milliers de personnes ont été licenciées pour avoir participé aux manifestations et ne sont toujours pas réintégrées. Des centaines d'étudiants ne peuvent toujours pas poursuivre leurs études et, à ma connaissance, le gouvernement bahreïnien demande toujours le report de la visite du rapporteur des Nations unies.

Il faut dire que le gouvernement bahreïnien se sent fortement épaulé par la présence de la 5e flotte étasunienne et par des accords d'armement avec certains pays européens, dont le Royaume-Uni. Y compris, certains États européens assurent la formation des forces de police anti-émeute dans ce gouvernement; en tant que Française, cela me rappelle de mauvais souvenirs. Nous pouvons nous féliciter que les États-Unis aient suspendu leurs exportations d'armes et nous pourrions enjoindre le gouvernement britannique à faire de même. Oui, il serait temps de faire pression sur les entreprises européennes qui ont licencié des salariés et qui ne les ont toujours pas réintégrés. Pour moi, cette résolution est très en-deçà de ce que peuvent attendre les Bahreïniens de l'Union européenne. L'Union européenne qui continue à proclamer qu'elle défend les droits de l'homme et la démocratie et qui fait bien peu pour qu'elle s'applique.

  Marietje Schaake, author. − Madam President, the sponsoring of the Word Economic Forum in Davos this year by the Government of Bahrain shows its ambition to belong and to be taken seriously by the international and business communities.

Bahrain’s authorities can only be credible if they respect its citizens’ human rights, period. In a country that heavily restricts freedom of speech and of the Internet and has people fired for expressing their political opinions, business development is impossible. When tens of thousands of peaceful protestors are met with violence and doctors face political trials, investment is unattractive. Where tensions between Shia and Sunnis are growing and citizens face military trials, there is a risk of a proxy conflict involving Saudi Arabia and Iran.

EU-based companies in Bahrain should take back fired employees, and we should freeze the export of weapons and technology from the EU that is used to repress people. Bahrain’s authorities should put themselves on the right side of history and show their unconditional commitment to respecting human rights and make reforms.

The release of political prisoners, especially of Abdulhadi Alkhawaja and Mahdi Abu Deeb, are of particular urgency to this House.

  Monica Luisa Macovei, on behalf of the PPE Group. – Madam President, the situation in Bahrain worsened following the violent suppression of the peaceful pro-democracy demonstrations. Despite the recommendations of the Bahrain independent commission of inquiry and the government’s promises to pursue those recommendations, the violence continued. Thirty-five people died up to the end of martial law in June 2011, and this figure has risen to over 60, with an avalanche of deaths related to the violence since December 2011.

The Bahraini authorities must stop the violent suppression of peaceful protests. It is reported that political and human rights activists, journalists and medical personnel are being unfairly tried in military and civilian courts. Such prosecutions must be stopped immediately, and those officials who fail to implement the fair trial rules must be held accountable. We also condemn the continued repressive measures in the area of Internet censorship, as over one thousand websites remain blocked in Bahrain.

This Parliament must take a stronger stance and the EU must increase pressure on the Bahraini Government to honour its promises of democratic reforms and investigate human rights violations.

  Lidia Joanna Geringer de Oedenberg, w imieniu grupy S&D. – Pani Przewodnicząca! Ludność Bahrajnu zainspirowana ubiegłorocznymi sukcesami protestujących w Egipcie i w Tunezji także wyszła gremialnie na ulice, rozpoczynając falę antyrządowych protestów, żądając wprowadzenia monarchii konstytucyjnej i zaprzestania dyskryminacji szyitów. W wyniku gwałtownego ataku policji i sił bezpieczeństwa na demonstrujących 17 lutego zginęło 60 osób, a ponad 3 tysiące zostało aresztowanych. Władze Bahrajnu kontynuują represje przeciwko społeczeństwu, cenzurując media, limitując dostęp do internetu, także ograniczając powszechne prawo do stowarzyszania się i zgromadzeń, a nawet możliwość swobodnego przemieszczania się obywateli oraz pomoc humanitarną.

Wobec utrzymujących się represji żądamy niezwłocznego zaprzestania aktów przemocy, wzywając bahrańskie władze do przywrócenia podstawowych wolności oraz swobód obywatelskich. Tylko konstruktywny dialog ze społeczeństwem pomoże wypracować rozwiązania, które pozwolą na zażegnanie stanu wyjątkowego w kraju.

  Kristiina Ojuland, on behalf of the ALDE Group. – Madam President, Bahrain has already gone through a significant change. Although through the blood of many innocent citizens, the country has now turned to reform itself. The reforms cannot succeed, however, when people responsible for the torturing and killing of Bahraini civilians are not brought to justice.

I encourage the Bahraini Government to drop the charges against peaceful protesters and medical personnel who helped the injured, release the detained and start independent investigations into the grave acts of violence against peaceful pro-democracy protesters.

The Bahraini Government has made many mistakes and has lost international credibility and respect. They should not forget the lesson and I hope that the way forward to democracy will be paved with sophisticated reforms.

  Michał Tomasz Kamiński, w imieniu grupy ECR. – Pani Przewodnicząca! Wysoki Parlamencie! Głęboko wierzę w to, że nie ma obszarów cywilizacyjnych, nie ma narodów, nie ma religii, które mniej lub bardziej są predestynowane do życia w wolności i w demokracji. Dlatego z taką radością i – powiem szczerze – wzruszeniem obserwowałem to, co działo się w świecie arabskim wiosną zeszłego roku. Echa tej wiosny, tego powiewu wolności dotarły także do Bahrajnu. Nie neguję, że król Bahrajnu i jego reżim poszedł na pewne ustępstwa, że stara się sprawiać przynajmniej wrażenie, iż rozumie, że musi wyjść naprzeciw oczekiwaniom swoich ludzi, ale to jest stanowczo za mało. Chcę bardzo stanowczo powiedzieć, że to za mało, co dzisiaj dzieje się w Bahrajnie. W dalszym ciągu nie są tam wpuszczani niezależni obserwatorzy, niezależni dziennikarze, to neguje – że tak powiem – dobrą wolę króla Bahrajnu. Chcę także powiedzieć, że nie można mówić o wolności, o sprawiedliwości, jeżeli ludzie, którzy jeszcze rok temu torturowali i zabijali niewinnych, którzy po prostu chcieli więcej wolności, nie będą pociągnięci do odpowiedzialności.

  Jaroslav Paška, za skupinu EFD. – Počas arabskej jari v predchádzajúcom roku prešla aj umierneným islamským režimom v Bahrajne vlna občianskych nepokojov, počas ktorých prišlo o život tridsaťpäť osôb a stovky boli uväznené. Na žiadosť medzinárodného spoločenstva ustanovil bahrajnský kráľ nezávislú vyšetrovaciu komisiu, ktorá okrem iného konštatovala, že pri potláčaní nepokojov bolo počas väzby umučených päť osôb a že proti pokojným demonštrantom a politickým aktivistom bola použitá neprimeraná sila. Mnoho osôb bolo súdených a uväznených v procesoch, ktoré neboli v súlade s medzinárodnými normami a dokonca ani s bahrajnským trestným zákonom. V zmysle odporúčaní tejto komisie bola vytvorená osobitná vyšetrovacia jednotka, ktorej úlohou je určiť zodpovednosť za smrť civilistov, ich mučenie a nezákonné postupy súdov.

Treba však v tomto úsilí pokračovať ďalej. Popri pokračujúcom vyšetrovaní je potrebné obnoviť sociálny konsenzus, zlepšiť ochranu ľudských práv a usilovať sa o konštruktívny dialóg. Myslím, že je našou povinnosťou aj toto pripomenúť bahrajnskému kráľovi.

  Franz Obermayr (NI). - Frau Präsidentin! Ja, der Arabische Frühling ist leider mittlerweile ein Arabischer Winter geworden. Die Weltpresse berichtet gegenwärtig vorwiegend über die traurigen Ereignisse in Syrien, eventuell noch Libyen, ganz vergessen scheinen die Massaker an den koptischen Christen in Ägypten und natürlich auch die Vorfälle in Bahrain.

Allein in Bahrain sind beim Ausbruch schiitischer Proteste gegen die sunitische Herrscherfamilie bisher mehr als 45 Personen ums Leben gekommen. Erst am Samstag ging die Polizei wieder gegen friedliche Demonstranten mit Tränengas vor. Aber nicht nur die Sicherheitskräfte von Bahrain laden hier Schuld auf sich. Auch saudiarabische Truppen unterstützen das Regime mit westlichen Waffen, womit indirekt auch die USA in den Konflikt eingreifen und daran beteiligt sind.

Damit sorgen sie dafür, dass die Kräfte des Status quo derzeit stärker sind als die des Wandels. Konservative fundamentalistische Kräfte werden somit hier zementiert, und wegen dieser negativen Auswirkungen auf den Reformprozess in Bahrain schwindet auch die Hoffnung, dass sich der Demokratisierungsprozess in den fünf anderen Golfstaaten in Gang setzt.

Die Forderungen der Bahrainis nach sozialer Gerechtigkeit, nach Reformen und nach einer konstitutionellen Monarchie sollten daher auch von der EU ernst genommen werden, und wir dürfen – vor allem bezüglich der Geschehnisse im Arabischen Raum – nicht mit zweierlei Maß messen.

  Seán Kelly (PPE). - Madam President, Bahrain is not the worst country in the world, nor is it the poorest, nor is it the most undemocratic, nor is it the most backward. Nevertheless, the issues we are discussing here today are of the gravest import and we would hope that as a result of our resolution pressure might be brought to bear on the Bahraini authorities so they make the necessary reforms.

The establishment of the Bahraini Independent Commission of Inquiry is welcome but, unless it is seen to have implementation measures which will bring concrete results, it will not be of any value, especially in bringing people who have been guilty of human rights violations to justice. Also Bahrain needs to establish the right for peaceful protests. Those who have been arrested for engaging in peaceful protests must be freed; in particular those who have lost their jobs because of being involved in peaceful protests must have their jobs given back.

Finally, the First World itself must desist from selling military equipment to Bahrain until these measures are implemented.

  Sari Essayah (PPE). - Arvoisa puhemies, turvallisuustilanne Bahrainissa on edelleen hyvin epävakaa ja turvallisuusjoukkojen ja mielenosoittajien välisistä yhteenotoista raportoidaan toistuvasti ja kiihtyvästi nyt kansannousun vuosipäivän, 14. helmikuuta tienoilla.

Marraskuussa julkaistu riippumattoman komitean raportti kertoo, että viranomaisten kohtuuton voimankäyttö ja laajamittainen kidutus kansannousuun osallistuneita vastaan on ollut jatkuvaa. Raportin mukaan Bahrainin sunnihallinto ei ole ryhtynyt suositusten mukaisiin toimiin, esimerkiksi väärinkäytöksiin syyllistyneitä hallituksen jäseniä ei ole saatettu oikeuden eteen vastuuseen. Raportin mukaan poliittisia vankeja on systemaattisesti kidutettu, ja korkea edustaja onkin vedonnut lausumassaan väkivaltaisuuksien lopettamiseksi, samoin myös YK:n pääsihteeri Ban Ki-moon. Kansainvälinen yhteisö ei voi seurata sivusta toimettomana näitä raakuuksia, joita tuossa maassa tapahtuu.

  Ana Gomes (S&D). - Senhora Presidente, esta resolução é apropriada e é equilibrada, reconhece alguns passos positivos feitos, designadamente com a comissão de inquérito independente, que reconheceu que houve força excessiva, tortura e julgamentos injustos na resposta aos protestos do ano passado. Mas esta resolução também reconhece as insuficiências, a lentidão na aplicação das reformas e na correção das injustiças, designadamente na falta de libertação dos prisioneiros políticos.

Na semana passada, recebi em Bruxelas um grupo de mulheres, de deputadas do Barém, de todas as confissões religiosas, que vinham dizer que as manifestações tinham sido política e religiosamente manipuladas por forças obscurantistas. Se isso é assim, porque é que o Barém continua a impedir a entrada de jornalistas e de organizações de direitos humanos no país? Porque é que o relator especial das Nações Unidas contra a tortura, que quer ir visitar o Barém, tem sido impedido de o fazer? Porque é que o Barém até hoje não estendeu um convite à Unidade Special Procedures do Conselho de Direitos Humanos da ONU para visitar e apurar o que se passou?

Através da Alta Representante, a União Europeia tem que exigir ao Barém que, de facto, faça as reformas que são necessárias e corrija os abusos cometidos, e tem absolutamente, como vários colegas disseram, que exigir aos Estados-Membros que cumpram rigorosamente os critérios da posição comum relativamente à exportação de armas para que os europeus não sejam cúmplices com a repressão interna no Barém.

  Norica Nicolai (ALDE). - Cred că Bahrainul este un caz tipic de ceea ce înseamnă pași înainte făcuți sub imboldul comunității internaționale și mulți pași înapoi, pentru că altfel nu putem interpreta rezultatele comisiei independente de anchetă, care și-a prezentat raportul anul trecut, care a fost considerat un fapt pozitiv. Dar această comisie de anchetă stabilește clar că nu s-au respectat standardele internaționale în materie de drepturile omului în procesele judiciare. Ca urmare a acestei comisii de anchetă, regele a numit o altă comisie, care să prezinte un plan de implementare a reformelor. Acest plan urmează să fie prezentat în 20 martie.

Poate că ar fi fost interesant să așteptăm să vedem dacă există în realitate o voință politică în Bahrain, dar, după părerea mea, voința de a continua represiunea și de a îngrădi drepturile și libertățile fundamentale este prezentă. De aceea, salut rezoluția și cred că doar presiunile noastre îi pot determina să facă pași serioși și solizi pe baza reformelor.

  Eija-Riitta Korhola (PPE). - Arvoisa puhemies, otimme lokakuussa kantaa Bahrainin tilanteeseen nostaen esiin mielenosoituksissa haavoittuneita hoitavien lääkäreiden ja sairaanhoitajien pidätykset ja vangitsemisen.

Kansannousun vuosipäivänä 14. helmikuuta puhkesi uusia väkivaltaisuuksia, kun Bahrainin turvallisuusjoukot tukahduttivat rauhanomaisia mielenosoituksia voimakeinoin ja useita aktivisteja loukkaantui. On myönteistä, että Yhdysvallat on keskeyttänyt aseiden ja muiden kansalaisten väkivaltaiseen sortamiseen käytettävien välineiden viennin Bahrainiin. Riippumattoman tutkintolautakunnan suosituksiin on myös suhtauduttu vakavasti.

Uudistusvastaisuudesta kuitenkin kielivät niin ihmisoikeusaktivisteille ilman asianmukaisia perusteita annetut ankarat tuomiot kuin myös kovan luokan sensuuri Internetissä. Protestit on tavanmukaisesti edelleen taltutettu voimakeinoin. Bahrainin kuningas ja viranomaiset ovat toistuvasti vakuuttaneet sitoutumistaan ihmisoikeuksien parantamiseen ja yhteistyöhön kansainvälisten organisaatioiden kanssa. Olisi korkea aika nähdä lisää konkreettisia esimerkkejä tästä.

  Mitro Repo (S&D). - Arvoisa puhemies, Bahrainissa kansa vaatii demokraattisia uudistuksia ja perustavanlaatuisten ihmisoikeuksien kunnioittamista. Vaatimukset elinolojen parantamisesta ja oikeuksien kunnioittamisesta eivät ole yliampuvia, eivätkä ne mitenkään uhkaa Bahrainin hallintoa.

Kansan perusteltujen vaatimusten kuulemisen sijasta hallinnon turvallisuusjoukot ovat kuitenkin jatkaneet kovien otteiden käyttöä mielenosoittajia kohtaan. Kyynelkaasun ja tainnutuskranaattien käyttö aseettomia mielenosoittajia vastaan ei ole mitenkään perusteltua. Bahrainin tulee lopettaa mielenosoittajien kovaotteinen kohtelu. Rauhanomaisissa mielenosoituksissa ei tule vangita ketään oman mielipiteensä julkituomisesta.

Bahrainin hallinnon tulisi sen sijaan tukea entisestään kansalaisaktivismia ja kansalaisyhteiskuntaa. Välttääkseen mielenosoitukset Bahrain tarvitsee enemmän demokratiaa, enemmän kansalaisyhteiskunnan vuoropuhelua sekä aktiivisia toimia työpaikkojen luomiseksi etenkin nuorille.

  Bernd Posselt (PPE). - Frau Präsidentin! Ich kenne Bahrain seit über dreißig Jahren und möchte nur sagen, dieses Land war auf einem guten Weg, und es kann auch wieder auf einen guten Weg kommen. Und das trotz seiner exponierten Lage im Vorfeld des Iran, das darf man nicht vergessen. Natürlich gibt es Übergriffe des Herrscherhauses und des Sicherheitsapparates und der Saudis, die sich dahinter verstecken und die gerne Bahrain in ihren Staat integrieren würden. Das darf man auch nicht vergessen. Auf der anderen Seite gibt es eine systematische schiitische Agitation, die vom Iran gesteuert wird und von extremistischen Führern im eigenen Land.

Das ist also beides sehr gefährlich, und unsere Aufgabe ist es, hier nicht einseitig zu sein, sondern zu vermitteln und zu helfen, dass dort eine funktionierende konstitutionelle Monarchie mit einer vernünftigen Balance zwischen Schiiten und Sunniten entsteht, weil dort sonst ein fürchterliches Blutvergießen auf uns zukommt. Es wurde schon gesagt, der sogenannte arabische Frühling ist in den meisten Ländern im Moment eher eine Entwicklung hin zum Extremismus, und wir müssen verhindern, das die berechtigte Kritik an den Übergriffen in Bahrain womöglich von Extremisten missbraucht wird.

  Alexandra Thein (ALDE). - Sehr geehrte Frau Präsidentin! Ich begrüße, dass sich dieses Parlament der Menschenrechtsverletzungen in Bahrain angenommen hat. Nach der vom Bahrain Center for Human Rights öffentlich geführten Liste ist die Anzahl der Toten seit dem 14.2.2011 übrigens weitaus höher als in der Entschließung angegeben. Sie wir dort mit sechsundsechzig angegeben. Die Debatte ist umso wichtiger, als sich eine große Zahl von Mitgliedstaaten bezüglich der Vorfälle in Bahrain besonders still und unentschlossen gezeigt hat, als sie im Endeffekt die Stimme hätten erheben müssen. Wenn man die Reaktion gerade in den Mitgliedstaaten vergleicht, als es die allerersten Toten in Syrien gab, war die Reaktion eben eine ganz andere. Und darum geht es im Endeffekt auch, dass ich hoffe, dass zumindest in diesem Europäischen Parlament die Standards die gleichen sind, egal um welches Land es geht. Es darf hier nicht mit unterschiedlichem Maß gemessen werden, nur weil sich in Bahrain eine amerikanische Flottenbasis befindet und keine russische, weil dorthin amerikanische und keine russischen Waffen geliefert werden und weil unsere Handelsbeziehungen sicherlich bessere sind als mit Syrien. Insofern müssen eben die gleichen Standards eingehalten werden in Bahrain und in allen Ländern der arabischen Welt, wenn es um die Einhaltung der Menschenrechte geht.

  Viviane Reding, Vice-President of the Commission. − Madam President, the EU is paying great attention to the situation of human rights and fundamental freedoms in Bahrain, especially since the major resurgence of unrest in that country, which started in February last year. In recent months we have unfortunately witnessed arbitrary arrests, ill-treatment and sometimes even torture of detainees, trials carried out without the appropriate guarantees, and restrictions of fundamental freedoms.

Respect for human rights standards still needs to be improved and the national reconciliation process still has to be put on a more solid footing. The EU’s response to this worrying situation has been consistent. High Representative Catherine Ashton issued last year no less than eight statements on Bahrain calling for dialogue, respect for human rights and avoidance of violence. She raised this matter several times with the Bahraini Foreign Minister and she met with the King himself in April last year. The Foreign Affairs Council reiterated the same messages in its conclusions in March, April and May. The EEAS and the EU delegation in Riyadh, which is accredited to Bahrain, are engaged in regular visits and dialogue with the Bahraini authorities.

The EU welcomes the decision taken by the King in June 2011 to set up an independent commission of inquiry to shed full light on the human rights violations during the unrest. The Bahraini Government is now implementing the recommendations contained in the report that the Commission published in November. The EU has expressed its willingness to provide concrete support to the Bahraini Government in this challenging task, through the provision of assistance and expertise.

It will be very important to implement these recommendations fully and rapidly. It also remains essential that a serious dialogue be opened between the authorities and the opposition. The opposition groups have to play their part in making this possible, because in the absence of such a dialogue genuine and lasting national reconciliation will not take place.

Finally, it is our hope that the sentences given by the so-called ‘national safety courts’, notably to the group of some 20 medical staff and to several human rights defenders, will be revoked. All those individuals must be given a fresh trial before civilian courts with all the guarantees arising from Bahrain’s domestic legislation and from the relevant international conventions.

  Ana Gomes (S&D). - Madam President, before passing to the vote, I would just like to give Parliament the information that news agencies are reporting an attack by Ethiopia inside Eritrea, in which a number of people have been killed and two German citizens kidnapped.

These are two countries who fought a bloody war in the nineties. I believe the EU has a tremendous responsibility, because it has not only been giving massive support in aid to one of these countries, Ethiopia, but actually not doing what it should in terms of demanding that both countries respect the arbitration decision on the border issued a couple of years ago, which is something that favours Ethiopia.

I would like to ask, through you, that when Baroness Ashton comes to Parliament next week, to the meeting of the Committee on Foreign Affairs, she will be prepared to give us information on what is happening between these two countries.

Ich habe soeben erfahren, dass die Konferenz der Präsidenten für das nächste Plenum, das wegen des orthodoxen Osterfests am Dienstag beginnt und bis Freitag dauert, gegen unsere Fraktion mit Mehrheit beschlossen hat, die Dringlichkeiten von der Tagesordnung zu nehmen. Ich finde dies nicht richtig, in den vier Wochen bis zum Aprilplenum werden sicher viele wichtige Themen anstehen. Ich möchte gegen diese Entscheidung protestieren, die gegen unsere eigenen Regeln verstößt, und bitte die Kollegen aus den anderen Fraktionen, mit ihren Fraktionsvorsitzenden zu sprechen, damit diese Fehlentscheidung bis April revidiert wird.

  Tokia Saïfi (PPE), par écrit. Le Bahreïn aura été le parent pauvre du Printemps arabe. Il y a tout juste un an, lorsque l'opposition a tenté de se soulever contre la monarchie, les Etats voisins ont apporté leur aide au gouvernement et réprimé la contestation (plusieurs dizaines de morts). Des réformes politiques et sociales ont été promises mais, pour l'instant, aucune avancée significative n'a été observée. En vue d'empêcher que les forces de l'ordre et la population ne s'affrontent de nouveau, il est urgent d'accélérer le processus de démocratisation de l'Etat. Surtout, il est indispensable que la scène politique s'ouvre peu à peu aux différents courants et que le multipartisme se concrétise. En cela, la libération des prisonniers politiques est une priorité que nous avons souhaité souligner dans notre résolution d'urgence. Aucun progrès ne sera réalisé tant que le gouvernement ne fera pas la lumière sur les violences commises à l'encontre de civils en 2011. Aussi, le Parlement européen invite le Bahreïn à se soumettre au plus vite aux procédures d'enquête du Conseil des droits de l'homme des Nations Unies.

  Tadeusz Zwiefka (PPE), na piśmie. W roku 2011 miasta Bahrajnu stały się polem regularnych walk demonstrantów z policją oraz wojskiem. Początek wydarzeń miał miejsce 17 lutego, kiedy siły porządkowe zaatakowały pokojowych, antyrządowych manifestantów. Po tej nieuzasadnionej agresji sił rządowych, wydarzenia przybrały bardzo zły obrót dla tysięcy mieszkańców kraju. Lista łamanych praw człowieka w Bahrajnie przez jego władze jest długa. Nieprzestrzeganie podstawowych wartości skierowane jest w osoby zaangażowane - nawet te pośrednio - w zeszłoroczne wydarzenia. Problemy, które doprowadziły do tej dzisiejszej dyskusji, to po pierwsze dokonywanie bezpodstawnych aresztowań mieszkańców kraju - w tym także i dzieci. Po drugie stosowanie tortur, złe traktowanie i nadużycia wobec przetrzymywanych ludzi, w tym przypadki śmiertelne skatowanych osób. Kolejny problem to niesprawiedliwe procesy, w których odmawia się prawa do obrony, w tym prawa do adwokata. Kończą się one niewspółmiernie wysokimi wyrokami, które mają na celu zastraszenie potencjalnych krytyków monarchii. Na porządku dziennym są represje wobec wykładowców, nauczycieli, studentów czy zwolnienia z pracy ludzi, którzy brali udział w zeszłorocznych manifestacjach. Ważne by Europa była zgodna, że wydarzenia mające miejsce w Bahrajnie powinny zostać potępione. Należy wywierać polityczną presję na zachowania, godzące w podstawowe wartości. W ten sposób damy jasny sygnał, że wobec wszystkich obowiązują takie same standardy.
