Rui Tavares, rapporteur. − Madam President, the legal act that we are adopting today deals with questions of life and death for the most vulnerable population in the world: refugees. I should be happy but I am not, because it has taken us two years to reach this compromise. Treaties call this a ‘codecision’ procedure, but it is nothing of the sort. Without a deadline at first reading it is at best a ‘co-indecision’ procedure and at worst a tacit veto given to Council. Dear colleagues in Parliament, dear colleagues in the Council, a simple interinstitutional agreement will do. Let us do away with this co-indecision procedure and find a true, fair and efficient way to do law in the European Union.
