Der Präsident. − Als nächster Punkt folgt der Bericht von Marco Scurria im Namen des Ausschusses für Kultur und Bildung über die Anerkennung und Förderung grenzüberschreitender Freiwilligenaktivitäten in der EU (2011/2293(INI)) (A7-0166/2012).

  Marco Scurria, relatore. − Signor Presidente, onorevoli colleghi, è molto importante l'approvazione di questa risoluzione perché, fino a pochi mesi fa, il volontariato era una sorta di oggetto misterioso per l'Unione europea. Pur riguardando 100 milioni di volontari e il 5% del PIL prodotto da questo mondo, sembrava che questo settore non esistesse.

Poi, pur con mille difficoltà, siamo riusciti a dedicare lo scorso anno, il 2011, al volontariato e tutti ne abbiamo colto le ottime potenzialità. Stati che non avevano una legislazione al riguardo l'hanno adottata, altri l'hanno ammodernata, molti hanno potenziato le attività delle associazioni e, soprattutto in un momento di crisi come quella che stiamo vivendo, hanno dato un ruolo importante – sussidiario, si dice – al mondo del non profit.

Da questo siamo ripartiti per accentuare il ruolo del volontariato all'interno dell'Unione europea, così come dimostra la relazione di cui stiamo parlando questa sera. Siamo partiti da un'ottima comunicazione della Commissione, che ringrazio del suo lavoro, così come ringrazio i relatori ombra e i funzionari dei gruppi e del Parlamento che mi hanno aiutato nel preparare la relazione.

Che cosa abbiamo previsto? Innanzitutto, un portale dove si racconti ai cittadini delle possibilità di volontariato nei vari Stati membri e di come potervi partecipare. Poi, la possibilità di ricorrere al manuale sulla misurazione del volontariato dell'Organizzazione internazionale del lavoro e al manuale sulle organizzazioni senza scopo di lucro delle Nazioni Unite, al fine di mettere a disposizione statistiche e dati comparabili che forniscano un quadro chiaro sul rilevante contributo del volontariato e sulle esigenze dei volontari in tutta l'Unione europea.

Vogliamo attribuire al volontariato un profilo elevato nello sport, in particolare al livello di base. Ci piacerebbe riconoscere l'importante contributo del volontariato anche nella tutela dell'ambiente e sostenere le attività di volontariato in materia di educazione ambientale, di prevenzione e di gestione delle emergenze, nonché di difesa del patrimonio artistico e culturale.

Sosteniamo la proposta della Commissione di istituire un passaporto europeo delle competenze, affinché le capacità acquisite attraverso il volontariato siano ufficialmente riconosciute sia a scopo professionale che di apprendimento. Un passaporto che sia un documento completo che registri, su richiesta del volontario, tutte le esperienze pratiche, le formazioni, le competenze trasversali e professionali acquisite nell'ambito del programma di apprendimento permanente, comprese le competenze acquisite nell'ambito di un'attività di volontariato. Invitiamo la Commissione a mettere in atto il prima possibile questo passaporto europeo delle competenze.

Sosteniamo inoltre la proposta della Commissione di creare un corpo volontario europeo di aiuto umanitario, grazie al quale aumenterà la partecipazione dei volontari ad azioni di solidarietà nell'ambito della politica di aiuto umanitario in tutta l'Unione europea.

Vorremmo garantire un finanziamento adeguato e stabilire e semplificare le procedure amministrative, compresi gli incentivi fiscali, per le organizzazioni impegnate nel volontariato, incluse le associazioni e le reti, in particolare quelle di piccole dimensioni e con mezzi limitati, al fine di valorizzarne proprio il ruolo, le attività e i risultati perché di beneficio per tutta la società.

Diceva Henri de Montherlant: "Gli atti disinteressati sono le stelle della terra". Il volontariato ha questa capacità. Con la sua attività gratuita riesce a portare le stelle sulla nostra terra e a piantarle saldamente. La nostra bandiera, caro Presidente, è fatta di stelle ed è per questo che l'Unione europea non può non potenziare il volontariato e il suo mondo fatto di piccoli grandi gesti quotidiani.

„Catch the eye“-Verfahren

  Kinga Gál (PPE). - Gratulálni szeretnék a jelentéstevőnek kiváló munkájához, mellyel hozzájárul ahhoz, hogy az önkéntesség szerepe erősödjön az Unióban. Ennek kapcsán egy konkrét kezdeményezést szeretnék említeni, mely a határokon átnyúló önkéntes összefogás jegyében jött létre 19 évvel ezelőtt. A „Fiatalok Határok Nélkül” című programról van szó, mely 2008-ban elnyerte az első Európai Ifjúsági Károly-díjat. A program lényege, hogy határok nélkül a Közép- és Kelet-Európában együtt élő népek fiataljai együtt összekapcsolódnak, együtt utaznak és erősítik a toleranciát, a kölcsönös elfogadást. A program vezetői és szervezői mind önkéntesek. Úgy gondolom, hogy a példaértékű programokat ki kell emelni, el kell ismertetni európai szinten, és egy ilyen elismerő szerepet tölthet be például az Európai Ifjúsági Károly-díj. Támogatni kell ezeket minden lehetséges eszközzel.

  Katarína Neveďalová (S&D) - V prvom rade sa chcem poďakovať pánovi Scurriovi za veľmi dobrú spoluprácu pri príprave tejto správy a som veľmi rada, že po Roku dobrovoľníctva, roku 2011, sme si naozaj urobili aj také vyhodnotenie, ako vyzerá naozaj dobrovoľnícky sektor v Európskej únii, a vidíme, že kde sú jeho nedostatky a kde by sa to dalo zlepšiť. Samozrejme, treba sa vždy pozrieť na práva dobrovoľníkov a na ich naozaj nediskrimináciu, aby mali všetci rovnaké možnosti, rovnaké šance. Je veľmi dôležité, aby sa hovorilo v súvislosti s dobrovoľníctvom o kvalite, o uznaní dobrovoľníckej činnosti a dobrovoľníckych aktivít, a takisto o ochrane dobrovoľníkov ako takých. Vieme, že ešte vo veľa krajinách Európskej únie nemáme napríklad zákon o dobrovoľníctve, aj keď táto situácia sa stále zlepšuje. Čiže napríklad toto je jeden z návrhov, ktorý my sme presadili práve v tejto správe. Bola by som veľmi rada, ak by sa nám podarilo naozaj presadiť podporu dobrovoľníctva vo všetkých vekových kategóriách aj v nových programoch Európskej únie na roky 2014 – 2020 a naozaj, aby sme nezabúdali, že táto činnosť je veľmi prospešná pre spoločnosť a všetci, ktorí ju robia, naozaj vykonávajú veľmi záslužné aktivity.

  Marian Harkin (ALDE). - Mr President, first of all let me congratulate the rapporteur on this very comprehensive report, and also the Commission on its communication. I know it is constrained to some extent in its competences, but think it has made the most of it. Also, it was very proactive during the European Year of Volunteering, so well done to the Commission on that.

There are a number of points that I would like to raise. First of all, there is an issue about economic and financial consolidation in different Member States. There is a temptation to cut back on the support that is available to voluntary organisations. I think this needs to be resisted because, while volunteer time is unpaid it is certainly not cost-free, and I think in that context the rapporteur has made two very good suggestions in his report.

One of them is that volunteer time could be taken as match funding and this would help voluntary organisations, especially in European programmes. Also, in paragraph 46, he calls on the Commission to look at some sort of a mechanism to exempt voluntary organisations from VAT.

  Malika Benarab-Attou (Verts/ALE). - Monsieur le Président, Monsieur le Commissaire, chers collègues, l'Année européenne du volontariat 2011 fut l'occasion de donner un coup de projecteur sur le volontariat et de donner l'opportunité au monde associatif d'établir des recommandations précieuses. Je félicite également le rapporteur et la Commission pour leur investissement sur cette question.

Le rapport de M. Scurria souligne l'importance de garantir l'accès à l'engagement volontaire pour tous les citoyens, chacun devant avoir le droit de contribuer à sa manière pour faire vivre les espaces de gratuité et de solidarité dans sa localité. Le volontariat et l'action associative dans son ensemble représentent en effet un antidote aux dérives du marché et aux risques d'exclusion d'une part de la population du bénéfice des biens et des services fondamentaux.

Pour notre groupe, le volontariat ne doit pas être un nouveau plan d'activation avec des emplois précaires. Il s'agit de différencier clairement la valeur du volontariat gratuit par rapport aux activités lucratives. Nous encourageons par ailleurs les États membres à reconnaître les droits des bénévoles et à utiliser la charte européenne des droits et responsabilités des volontaires comme point de référence.

  Heinz K. Becker (PPE). - Herr Präsident, Herr Kommissar, liebe Kolleginnen und Kollegen! Ich möchte dem Berichterstatter Scurria für diesen Bericht herzlich danken, weil er dem ehrenamtlichen Engagement seine Wichtigkeit zuweist und aus dem Kommissionsbericht wirklich das Maximum herausholt. Die Förderung der Freiwilligenarbeit durch Steuererleichterungen, durch administrative Erleichterungen ist eine der Schlüsselforderungen, die durch die EU-Mitgliedstaaten zu erfüllen sind.

Gerade eine große Zahl von Senioren und jungen Menschen sind hier tätig, so dass die Integration in den europäischen Qualifikationsrahmen für die Jugend ganz wichtig ist. Bedenken wir doch, wie groß der soziale Aktivitätenradius der Freiwilligenarbeit ist. In diesem Sinne sehe ich in der Freiwilligenarbeit einen Kitt, der die Gesellschaft zusammenhält.

  Emer Costello (S&D). - Mr President, I would like to congratulate the rapporteur on this excellent report. As has been said, volunteering and volunteers account for 100 million people, or five percent of voluntary activities throughout the EU.

Voluntary activities at present are very important to major events, such as the current Euro 2012 football championships, the International Eucharistic Congress and the Special Olympics, which was very much founded on the basis of volunteers. Communities also benefit very much from volunteering, which helps to promote a sense of community through the voluntary organisations that serve them.

This report deals specifically with cross-border voluntary activities and emphasises how cross-border activities can promote and enrich young people and volunteers who are involved in these activities through intercultural experience. I very much welcome the proposal for a humanitarian core and I would suggest that there are a lot of people – particularly in Ireland – who have taken early retirement and who have quite a lot of skills which they are able give. I would encourage people, perhaps those who have taken early retirement, to use their skills and to get involved in this.

I also welcome the skills passport, the removal of a lot of red tape, and the acknowledgement of the importance of volunteering activities for the skills and development of people.

  Marek Henryk Migalski (ECR). - Panie Przewodniczący! Nie można przecenić znaczenia wolontariatu, zarówno dla funkcjonowania współczesnych państw, jak i dla funkcjonowania społeczeństwa obywatelskiego. To, że omawiany dokument podkreśla wagę wolontariatu dla funkcjonowania i społeczeństw, i państw jest dla mnie osobiście, ale też dla mojej grupy politycznej, bardzo ważne. Doceniając wysiłek, jaki Marco Scurria włożył w pracę nad tym dokumentem i doceniając istotę wolontariatu, moja grupa polityczna będzie musiała się wstrzymać od głosu, dlatego że znalazły się tam fragmenty przede wszystkim grożące zwiększeniem kosztów obsługi tych programów i tej idei, o której tutaj mówimy. Zresztą wspominała o tym pani Harkin w swoim wystąpieniu. Jest tam jeszcze kilka innych rzeczy – to jest powód, dla którego, doceniając istotę wolontariatu, wstrzymamy się w tym głosowaniu, chociaż wierzymy, że sama idea jest bardzo istotna.

  Joanna Katarzyna Skrzydlewska (PPE). - Panie Przewodniczący! Sprawozdanie kolegi Scurrii porusza niezwykle ważne zagadnienie, jakim jest wolontariat. W związku z charakterem tej pracy jest ona często traktowana jako praca mniej wartościowa, a kwestie związane z uregulowaniem praw wolontariuszy pozostają nierozwiązane. Uważam, że w dobie kryzysu gospodarczego wolontariat, który jest ugruntowaniem demokracji i wyrazem solidarności, powinien być objęty szczególną troską i propagowany także w krajach pozaunijnych. Myślę, że działania należy rozpocząć od uregulowania niejasnych ram prawnych, a także powinno się zlikwidować niepotrzebne bariery administracyjne. To z powodu przeszkód biurokratycznych wolontariusze często nie mogą wykonywać swojej pracy i w ostateczności wielu z nich odczuwa zniechęcenie. Myślę, że odbywające się właśnie w Polsce i na Ukrainie Mistrzostwa Europy w piłce nożnej są wspaniałym dowodem na to, jak bardzo potrzebujemy wolontariuszy i jak bardzo są nam oni przydatni.

  Marie-Christine Vergiat (GUE/NGL). - Monsieur le Président, excusez-moi. La tradition, en principe, c'est qu'il y ait un orateur par groupe avant qu'on multiplie les interventions des autres groupes.

Je voudrais faire une petite protestation, une sorte de rappel au règlement pour demander à la fois aux interprètes et aux traducteurs qu'ils cessent enfin l'anglicisme permanent qui consiste à confondre le terme "bénévolat" et le terme "volontariat". "Volunteer" en français, cela se traduit par le terme de "bénévole".

Je voudrais remercier M. Scurria pour la qualité du travail fourni et la façon dont il a coopéré avec l'ensemble des rapporteurs fictifs. Cela a été un vrai plaisir que de travailler sur ce rapport et je voudrais insister sur trois points notamment.

Il ne peut pas y avoir véritablement de bénévoles s'il n'y a pas d'organisations bénévoles. Pour cela, il est important, Monsieur le Commissaire, que la Commission avance vers la reconnaissance d'un statut européen des associations. Elle a fait des efforts pour les autres organismes de l'économie sociale mais nous sommes face à un silence sur le statut européen des associations; cela ne peut durer.

Je voulais aussi dire qu'il est tout à fait fondamental de reconnaître la notion de subventions aux associations, notamment dans la période de restrictions budgétaires qui est la nôtre, pour que nous avancions et que nous cessions de confondre subventions et aides d'État.

  Der Präsident. − Frau Kollegin! Ich darf Ihnen zur Information mitteilen, dass ich als Vorsitzführender die Regel zu befolgen habe, die Teilnehmer nach der Stärke ihrer Fraktionen mit zu berücksichtigen. Das sind die Regeln. Ich nehme ohnehin viel mehr Redner dran. Aber ich versuche, die Stärke der Fraktionen und die Wortmeldungen auch dahingehend zu ordnen, wie man mir das vorgeschrieben hat.

  Franz Obermayr (NI). - Herr Präsident! 100 Millionen europäische Bürger engagieren sich freiwillig und erwirtschaften immerhin fast 5 % des europäischen Bruttoinlandsprodukts. Viele Freiwillige sind bei ihren Einsätzen jedoch oft schweren physischen und psychischen Belastungen ausgesetzt, und dem muss durch entsprechende soziale Absicherung auch Rechnung getragen werden.

Wer sich allerdings grenzüberschreitend engagieren will, wie jüngst bei den Erdbeben in Ligurien, der sollte nicht unnötige bürokratische Hürden auf sich nehmen müssen. Erworbene Kompetenzen müssen EU-weit anerkannt werden, und man soll diese auch dokumentieren. Ein europäischer Qualifikationspass wäre hier eine sinnvolle Idee. Die Zusammenarbeit sollte allerdings in erster Linie auf dem Austausch von best practice basieren. Österreich und Deutschland zum Beispiel sind vorbildlich, was das freiwillige Feuerwehrwesen betrifft. Diese Strukturen können auch in die anderen Teile Europas exportiert werden und eine zentrale Rolle bei der künftigen Katastrophenbekämpfung spielen.

  Γεώργιος Παπανικολάου (PPE). - Κύριε Πρόεδρε, θα ήθελα να συγχαρώ τον εισηγητή μας, κ. Scurria, για την εξαίρετη έκθεση και την πάρα πολύ καλή δουλειά που έχει κάνει και την περίοδο του Ευρωπαϊκού Έτους Εθελοντισμού αλλά και τώρα με αυτή την έκθεση. Συγχαρητήρια, κύριε εισηγητά!

Θα ήθελα να προσθέσω στα όσα ειπώθηκαν ότι, παρά τα μέτρα που προτείνουμε και παρά τις προσπάθειες που έχουν γίνει μέχρι σήμερα, οι αποκλίσεις της εθελοντικής συμμετοχής ανάμεσα στα κράτη μέλη παραμένουν μεγάλες. Στην Αυστρία και την Ολλανδία έχουμε περίπου 30% εθελοντικής συμμετοχής, όμως στις χώρες του ευρωπαϊκού Νότου το ποσοστό αυτό πέφτει κάτω από το 15%. Το ίδιο βεβαίως αντιστοίχως συμβαίνει και στη συνεισφορά του εθελοντισμού στο ΑΕΠ της κάθε χώρας. Σε εκείνες που έχουμε μεγάλη συμμετοχή η συνεισφορά στο ΑΕΠ μπορεί να φτάσει και στο 5%, ενώ στα χαμηλά μεγέθη φτάνει και στο 0,3%, στις χώρες που δεν υπάρχει μεγάλη συμμετοχή. Άρα λοιπόν σε εκείνους που, πέραν της χαράς της συμμετοχής και της δημιουργίας που προσφέρει η εθελοντική δραστηριότητα, λένε ότι λόγω της κρίσης πρέπει να ελαττώσουμε την εθελοντική προσπάθεια απαντάμε ότι αντίθετα ο εθελοντισμός μπορεί να συνεισφέρει ουσιαστικά και σε αυτό τον τομέα.

  Zuzana Roithová (PPE). - Pane předsedající, dobrovolnická činnost je kořením fungující evropské společnosti. Pro některé oblasti, jako jsou sociální a zdravotní služby, činnost hasičů, volnočasové aktivity mládeže a podobně, je síť dobrovolníků nepostradatelnou součástí systému. Každý pátý občan Unie se dobrovolně angažuje v prospěšných aktivitách a naším úkolem je usnadnit možnost přeshraničního dobrovolnictví. Pomůže to mimo jiné také zbourat přežívající historické bariéry. Sdílím názor zpravodaje, že je potřeba vytvořit evropský dobrovolnický sbor humanitární pomoci a že musíme najít způsob, jak usnadnit mobilitu dobrovolníků. Evropský znalostní pas je dobrým řešením na této cestě. Pro vybrané sektory je také řešením úprava administrativních povolení pro občany třetích zemí za účelem usnadnění výkonu dobrovolnické činnosti. Jistě to pomůže výměně know how. Klíčové jistě bude také právní ošetření, aby nedocházelo ke zneužívání tohoto institutu pro nelegální migraci. V této fázi proto nepodporuji rušení vízové povinnosti pro tyto případy.

  Petru Constantin Luhan (PPE). - Susţin această iniţiativă, întrucât în perioada actuală, tinerii au posibilităţi limitate de acces pe piaţa muncii, iar noile măsuri propuse le oferă oportunitatea de a îşi dezvolta mai uşor competenţele personale şi profesionale necesare pentru a se integra mai repede într-un mediu intercultural.

Pe de altă parte, însă, regret că nu se face o diferenţiere concretă şi clară între activităţile de voluntariat şi cele cu scop lucrativ, remunerabil, lăsând loc de interpretări în rândul acelor organizaţii care ar putea abuza de acest aspect, cu atât mai mult cu cât propunerea vizează şi persoanele în vârstă care doresc să se implice în viaţa comunităţii, deci care au deja o vârstă şi o vastă experienţă profesională, ce ar putea fi folosită. Consider că, în continuare, ar trebui să ne concentrăm atenţia pe iniţierea de proceduri amănunţite pentru a face clară această delimitare, evitându-se astfel de riscuri ale exploatării muncii celor care doresc să se implice în activităţi de voluntariat.

  Karel De Gucht, Member of the Commission. − Mr President, I would like to thank Parliament, and in particular the rapporteur, Mr Scurria.

The European Commission is very satisfied with the results of the European Year of Volunteering, which gave a lot of momentum to volunteering in Europe and showed that volunteering contributes to our democratic and pluralistic society and lends added value to EU policies. A large and varied number of activities took place during the European Year of Volunteering – many of which will continue beyond that European Year – and a significant number of structures put in place in 2011 have become permanent.

So far, six important policy documents have been adopted as a result of the European Year. Mr Scurria’s report on ‘Recognising and promoting cross-border voluntary activities in the EU’ will be the seventh significant policy document in this series in support of volunteering.

The report links in perfectly with the Commission communication on EU policies on volunteering. Our communication aimed to outline the ways in which the Commission already supports the voluntary sector and how it plans to further improve the recognition and promotion of volunteering in the future.

We agree on many points. Both Parliament and the European Commission recommend that Member States should assess the need for creating a clear legal framework for volunteering and develop appropriate national strategies to achieve that. Together, we are encouraging Member States to make volunteering accessible to all sectors of society and to support cooperation between providers of voluntary activities in the EU.

Another common recommendation to Member States is that they should adopt the volunteering measurement methods developed by Johns Hopkins University to get a clearer picture of the role of voluntary activities in our economy. The European Commission is committed to ensuring long-term follow-up of the European Year and has taken concrete steps in this direction.

Overall, the European Year of Volunteering 2011 influenced positively volunteering in Europe. This positive influence will continue, since it may take several more years for some of the benefits of the Year to bear fruit and become tangible. The European Year of Volunteering lies behind us, but we are now at a starting point for ensuring that the legacy of that European Year remains in place. The Commission communication of last September and your report today show us ways to follow up on that Year, including by developing synergies with the proposed European Year of Citizens in 2013.

The Commission looks forward to working with Parliament towards our common objective to further facilitate and promote volunteering in the European Union.

  Luís Paulo Alves (S&D), por escrito. – A atividade de voluntariado contribui diretamente para os objetivos-chave das políticas da UE como a inclusão social, o emprego, a educação, o desenvolvimento de capacidades, a cidadania, a justiça e a solidariedade social. De modo a que tal possa ser reconhecido é necessário encorajar a Comissão Europeia a continuar a apoiar as atividades de voluntariado através dos seus programas e através dos programas de coesão, bem como reconhecer que a aprendizagem não formal que o voluntariado permite deve ser valorizada ao nível nacional e europeu. Como tal, é necessária a criação de estratégias nacionais e de um claro quadro legal a nível da União Europeia.

Lembro que, em 2011, celebrámos o Ano Europeu do Voluntariado, iniciativa que nos permitiu entender mais profundamente todas as mais-valias destas atividades. Nessa altura, difundiu-se que a Europa conta já com mais de 100 milhões de voluntários, o que tem impactos decisivos na coesão social e na economia. O conjunto de ações de interesse social e comunitário, por iniciativa própria ou no âmbito de projetos ou programas que os voluntários realizam tem, portanto, de ser devidamente enquadrado e valorizado, também no âmbito da mobilidade transfronteiriça que a UE promove.

  Sergio Berlato (PPE), per iscritto. – Il 2011 è stato l’"Anno europeo delle attività di volontariato", ricco di iniziative che hanno visto impegnati i volontari di tutta Europa in attività di promozione, informazione e sensibilizzazione su questo tema. Dati recenti si riferiscono ad un corpus di 100 milioni di cittadini europei operanti in varie attività di volontariato, in grado di contribuire alla produzione del 5% del PIL europeo. Il volontariato costituisce, a mio avviso, un’espressione di cittadinanza attiva in tutti gli ambiti della vita sociale e, in particolare, il volontariato transfrontaliero si rivela un'occasione di arricchimento interculturale per i giovani cittadini europei. Dopo la visibilità ottenuta con l'Anno europeo del volontariato, ritengo opportuno concentrare l'azione su una serie di misure concrete per promuovere queste attività. A tal fine, accolgo con favore le proposte del relatore tra cui l'idea di istituire un portale centralizzato dell'Unione sul volontariato con una specifica sezione dedicata al volontariato transfrontaliero e di creare un "Corpo volontario europeo di aiuto umanitario". Quest'ultimo, occupandosi di selezionare, formare e inviare volontari per fornire sostegno alle organizzazioni locali in caso di catastrofi naturali, presenta il prezioso vantaggio di sviluppare sinergie con le organizzazioni e le strutture esistenti evitando sovrapposizioni e dispersioni di fondi.

  Elżbieta Katarzyna Łukacijewska (PPE), na piśmie. – Panie Przewodniczący! Współpraca transgraniczna jest niezwykle ważna w kontekście europejskiej polityki sąsiedztwa. Wolontariat przyczynia się do realizacji strategii wzrostu Europa 2020, a w szczególności do osiągnięcia do 2020 roku docelowej stopy zatrudnienia w UE. Transgraniczny wolontariat sprzyja nabywaniu nowych umiejętności i przystosowywaniu się do zmian na rynku pracy. Często ważnym instrumentem są tu fundusze unijne, które można wykorzystywać z programami promującymi nowe technologie i innowacje czy programami związanymi z kulturą czy edukacją. Osobiście uważam, że powinniśmy także zwrócić uwagę na kraje Partnerstwa Wschodniego w promowaniu działań wolontarystycznych, wolontariat musi docierać do młodych ludzi na przykład poprzez otwarcie Erasmusa dla Europy Wschodniej. Erasmus umożliwia rocznie przepływ około 200 tysięcy studentów z 33 krajów. Obecnie studenci z krajów Partnerstwa Wschodniego mają ograniczone możliwości uczestniczenia w wymianach studenckich, a to właśnie głównie studenci są wolontariuszami.

Ecco perché va sostenuta la creazione di un "passaporto delle competenze": per facilitare il riconoscimento formale delle esperienze professionali in tutta l'UE, che deve andare di pari passo con l'aumento dei fondi destinati alle attività europee di volontariato. Il volontariato è, nei fatti, vissuto e regolato in maniera troppo diversa negli Stati membri ed il riconoscimento dell'attività prestata, pur a titolo interamente disinteressato, non è uniforme tra gli Stati. Auspichiamo quindi la creazione di un portale europeo centralizzato per aiutare le organizzazioni di volontariato a diffondere informazioni, migliorare la cooperazione e scambiare le migliori pratiche ed esperienze, il riconoscimento di un "passaporto" del volontario, che possa accreditare le esperienze di volontariato anche ai fini universitari o professionali, impiegare i nostri giovani mentre sono alla ricerca di un'occupazione, la disseminazione delle buone pratiche fra le Organizzazioni di volontariato in Europa

  Csanád Szegedi (NI), írásban. – Tisztelt Képviselőtársaim! Pártom álláspontja szerint rendkívül fontos minden lehetséges eszközzel ösztönözni a határokon átnyúló önkéntes tevékenységeket. Tiszán látszódik, hogy a társadalomban van szándék arra nézve, hogy önkéntes alapon segítsen embertársaiknak. Erre kiváló példa volt Magyarországon a Magyar Gárda amely több esetben vett rész élelmiszerosztásban, véradáson, árvizi védekezésben. A Jobbik képviselőjeként magyar példákra hivatkozva kezdeményezem, hogy az Európai Parlament állásfoglalásában álljon ki az önkéntesség elve mellett. Köszönöm a megtisztelő figyelmüket.
