  Androulla Vassiliou, Member of the Commission. − Mr President, match fixing and corruption pose the greatest threats to European sport today, and the European Commission is determined to do all it can to help the sports authorities tackle them.

I am certainly aware of the involvement of organised criminal networks in the latest match-fixing scandal affecting professional football in Europe. My services have been in contact with Europol to discuss the case, and I welcome the action taken by Europol so far.

The Commission adopted a Recommendation for a Council Decision on the negotiation of a Council of Europe Convention against the manipulation of sports competitions in November 2012. That Recommendation calls on the Member States to allow the Commission to join them in the negotiations. We expect the Council to adopt its negotiating directives in the near future.

I believe that the Convention, once adopted, will send a strong signal on Europe’s determination to safeguard the integrity of sport. The Convention should also be open for signature by non-European countries, thus addressing the global dimension of the problem. In order to ensure a comprehensive approach, all competent Commission services are now working closely together to ensure consistency with the EU acquis on criminal law, data protection and the internal market.

As the recent announcement made by Europol shows, the involvement of law enforcement agencies, and notably their cooperation at EU level, is essential to combat the threat of match fixing. These latest cases of match-fixing are likely to require close coordination among judicial authorities involved in criminal investigation and prosecution. The competent authorities will be able to rely on Eurojust for the practical coordination of cross-border prosecution, but also on a whole range of instruments adopted in the field of judicial cooperation, including the European Arrest Warrant.

However, policing and prosecution are only one part of the solution. In order to be effective, the fight against match fixing needs to include preventive measures as well. I am glad to inform you that, under the 2012 Preparatory Actions for Sport, the Commission selected five projects in the area of match-fixing. These projects will help to educate the relevant actors and raise awareness about the problem within both the sports movement and the general public.

Work on these five projects started at the beginning of 2013, and results are expected in the first half of 2014. The coordinators of the projects are working together to achieve synergies and common strategies. The outcome of the projects will help us to spread good practices and strengthen networks.

I would also like to add that I am working closely with my colleague, Commissioner Barnier, to address the problem of match-fixing from the angle of sports betting. On 23 November 2012, the Commission adopted an Action Plan on online gambling, which included a chapter on the integrity of sport.

One of the actions proposed by the Commission is a Recommendation to be adopted in 2014. The Recommendation will encourage a more efficient exchange of good practices in the prevention and combating of betting-related match fixing.

The Commission therefore intends to involve all the relevant stakeholders in this process. The results of the 2012 Preparatory Actions will also provide useful input. Other initiatives such as studies, workshops and expert meetings will gather evidence and inform the drafting of the Recommendation.

Finally, on 5 February 2013, the Commission adopted a proposal to review the EU’s Anti-Money Laundering Directive. In the light of concerns that the gambling sector is vulnerable to money laundering, the Commission has proposed to broaden the scope of the Directive beyond casinos to cover the whole gambling sector. Given the evolution of money laundering risks, it is important that the EU framework is able to respond in a robust but also flexible way.

  Ivo Belet, on behalf of the PPE Group. – Mr President, my thanks to our colleagues Petra Kammerevert and Morten Løkkegaard for this joint initiative. I will continue in Dutch.

Commissaris, het onderzoek van Europol heeft inderdaad aangetoond dat omkoperij en fraude een grote bedreiging zijn voor de professionele sportcompetities in Europa. En het is duidelijk dat we met de nationale aanpak er niet meer komen. We hebben een Europese aanpak nodig, daar is al duidelijk over gesproken, en zelfs een internationale aanpak. Eerst en vooral moet er een structurele en spontane uitwisseling komen van gegevens tussen alle stakeholders, dus 'betting operators on the one hand, the sportfederations on the other hand' en natuurlijk ook de national regulators moeten samenwerken om tot een spontane, structurele uitwisseling van informatie te komen over de bestaande problemen.

Ten tweede vragen we in deze resolutie, mevrouw de commissaris, zeer duidelijk een wetgevend initiatief van de Commissie om fraude in de sport overal in Europa onder het strafrecht te laten vallen. Dit is vandaag niet het geval en de georganiseerde misdaad maakt daar misbruik van, van dat gefragmenteerde speelveld, als ik het zo mag zeggen, in de Europese Unie. Sportfraude, match fixing, moet onder het strafrecht vallen en er moeten duidelijke sancties aan verbonden worden.

Ten derde, we moeten het illegale aanbod veel harder aanpakken. Illegale websites, die niet geregistreerd, niet gelicentieerd zijn, moeten op een zwarte lijst komen, zodat de burgers die op een gereglementeerde manier willen gokken, dat ook kunnen doen.

We hebben ook, last but not least, een verbod nodig op gokken op wedstrijden met minderjarigen. Dat zou 'Europewide' moeten zijn. Er moet een soort van gedragscode komen waar opnieuw alle stakeholders bij betrokken zijn, die duidelijk zegt dat er niet gegokt wordt op wedstrijden waar minderjarigen bij betrokken worden.

Ik rond af, Voorzitter. Het gokschandaal toont aan dat de bestaande maatregelen, early warning systems, dat die niet volstaan en het is, commissaris, hoog tijd om nu in een hogere versnelling te gaan. U zult honderd procent steun krijgen van het Parlement in alle maatregelen die u van plan bent de komende tijd te nemen en aan het nemen bent.

  Petra Kammerevert, im Namen der S&D-Fraktion. – Herr Präsident, liebe Frau Kommissarin, liebe Kolleginnen und Kollegen! Die Ermittlungen unter dem Codenamen Veto haben einen der größten Wettskandale in der europäischen Sportgeschichte offenbart: Mindestens 380 Fußballspiele sollen in Europa manipuliert worden sein, weltweit fast über 700 – und Europol geht davon aus, dass dies nur die Spitze des Eisbergs ist. Welche anderen Sportarten betroffen sind, können wir im Moment noch nicht absehen.

Der Skandal ist ein Schlag ins Gesicht eines jeden Fußballfans. Der Sport vermittelt Grundwerte wie Fairness, Teamgeist und die Akzeptanz von Regeln, die von elementarer Bedeutung für unsere Gesellschaften sind. Korruption und Manipulation gefährden diese positiven Grundwerte und zerstören den Sport in seiner Substanz. Fans müssen sich darauf verlassen können, dass ihre Mannschaft einen fairen Wettkampf gewinnt oder eben auch verliert. Daher muss Fairplay nicht nur propagiert, sondern auch gelebt werden.

Wir brauchen einen Mix aus Prävention, Überwachung, aber auch Sanktionen. Deshalb fordern wir von den Sportverbänden eine Null-Toleranz-Politik, die auf einem Verhaltenskodex für alle Beteiligten basiert und auch die Einrichtung eines umfassenden Präventionsprogramms vorsieht. Beim Sport geht es nicht nur um Sieg und Niederlage, sondern, wie wir gemerkt haben, auch um viel Geld. Deshalb sind Live-Sportwetten, bei denen man online und anonym auf ständig wechselnde Quoten und aberwitzige Geschehnisse wetten kann, höchst manipulationsgefährdet und gehören schlicht und ergreifend verboten.

Wir brauchen eine einheitliche Definition von Spielmanipulationen, und Spielmanipulationen müssen außerdem in den Mitgliedstaaten in das Strafrecht aufgenommen werden. Wir brauchen eine verstärkte Zusammenarbeit der Strafverfolgungsbehörden und müssen auch auf europäischer Ebene gesetzgeberisch tätig werden. Ich danke der Kommissarin herzlich für ihre Ausführungen und hoffe, dass unsere Entschließung dazu beiträgt, dass wir bald die Früchte unserer gemeinsamen Arbeit ernten können und Spielmanipulationen in Europa und weltweit der Vergangenheit angehören.

  Morten Løkkegaard, for ALDE-Gruppen. – Hr. formand! Det er en god dag for både Parlamentet og Kommissionen, hvad angår kampen mod matchfixing. Det vi hører fra både ordfører og kommissær er gode ord, det er rigtige ord, og det er ord anbragt på det rigtige tidspunkt. Der er virkelig brug for nu at geare op i kampen mod matchfixing. Der er ingen tvivl om, som det også er blevet fremført af de øvrige ordførere og kommissæren, at vi kun har set toppen af isbjerget her. Alle aktører, man snakker med, siger, at det her er selve sportens grundlag, fundament, som er ved at skride, hvis ikke vi griber ind over for matchfixing i tide. Bølgen kommer udefra, det er styret fra Asien, det kommer ind via Balkan, og nu bevæger det sig nordpå. Så vi er alle truet af dette, vi er alle i fare for at blive undermineret af denne trussel.

Det, der er brug for, er samarbejde både globalt, men også i Europa. Vi skal også tænke på de europæiske interesser, fordi det jo i høj grad er herfra, at mange af de store sportsbegivenheder udgår, f.eks. for fodbold, og vi har et særligt behov for at bevare den integritet, som sporten repræsenterer her i Europa. Jeg er meget meget glad for den beslutning, der er lagt op til her fra Parlamentet. Jeg er også meget glad for det samarbejde, vi har haft om det. Jeg synes, der er mange gode forslag, og jeg vil gerne fremhæve det, som også Ivo Belet var inde på, nemlig spørgsmålet om at erfaringsudveksle, at videnudveksle, at etablere et center, hvorfra man kan samle disse ting, så vi får delt erfaringerne. I øjeblikket er det største problem, at der er rigtig mange, der ikke ved, hvad der foregår i de andre lande. Det skal vi selvfølgelig have en helt klar fornemmelse af. Det kan vi gøre uden at gøre vold på subsidiariteten for medlemsstaterne. Så det vil jeg godt slå et slag for over for kommissæren og i øvrigt takke kommissæren for det initiativ og det samarbejde, der er lagt op til. Jeg synes, det virker meget lovende. Så det er en god dag for kampen mod matchfixing.

  Nicole Sinclaire (NI), blue-card question. – Mr President, my colleague talks about integrity, but maybe he would like to comment on the integrity of the EU in its last foray into professional football – the Bosman ruling – which I would say has probably caused some of the problem.

What it has done is taken the wealth from a lot of the smaller clubs and transferred it to the bigger clubs and created overpaid footballers, and underpaid footballers at a grassroots level. That is where the people who are involved in organised crime are actually attacking lower paid footballers. It is in the lower leagues that this match-fixing is taking place. The Bosman ruling – an EU ruling – has created that problem.

  Morten Løkkegaard (ALDE), Blåt-kort-svar. – Hr. formand! Der er ingen tvivl om, at det problem, der bliver taget op her, selvfølgelig eksisterer. Der er skabt et problem i dag, hvor pengene akkumuleres i de store klubber, og hvor der mangler penge i de mindre klubber. Det er her, at risikoen selvfølgelig i øjeblikket er størst. Det ser vi ved, at forbrydersyndikaterne især går ind i de mindre ligaer. Det er ikke det samme, som at man ikke skal tage fat på problemet over for de store klubber. Det betyder heller ikke, at EU ikke har en rolle at spille. Jeg synes, at man må sige, at dette fænomen bevæger sig på alle niveauer. Vi kan ikke sige, at det ikke angriber de store klubber. Jeg må henlede opmærksomheden på, at den italienske regeringsleder for ganske kort tid siden foreslog, at man nedlagde hele den italienske liga i 2-3 år, simpelthen for at komme dette til livs. Så det findes på alle niveauer! Men jeg anerkender, at der er et problem mellem de meget store akkumulerede summer i de store klubber og stor gæld, og en underskov af ikke særlig velhavende klubber og spillere, som selvfølgelig er mere sårbare over for dette. Men det er ikke det samme, som at sige, at EU ikke skal angribe fænomenet på alle leder og kanter.

  Rui Tavares, em nome do Grupo Verts/ALE. – Senhor Presidente, nós sabemos, em primeiro lugar, que este problema é grande. Já há alguns anos que havia sinais em vários Estados-Membros de recorrentes questões policiais e judiciais por causa de arranjos para ligar apostas a jogos de futebol ou de outros desportos. Nós agora sabemos que este problema é enorme, depois das últimas investigações da Europol, que nos deram acesso a informação sobre uma rede transfronteiriça de organizações criminosas que operam nesta área.

Essas são as duas outras questões que eu acho importante sublinhar. A primeira é que é um problema de ligação às organizações criminosas e, portanto, crime organizado, e, portanto, fazendo parte de uma base legal que nós estamos a construir ao nível da União Europeia. E, em segundo lugar, que é um problema transfronteiriço, e que, enquanto tal, já faz parte da base legal da União Europeia. Nós não conseguiremos combater este problema sem ação por parte da União.

Por outro lado, é um problema que diz respeito a todos dentro da sociedade, em particular às federações de desporto. E aqui eu quero fazer um apelo a que as federações de desporto trabalhem junto com as autoridades nacionais e com a União Europeia para, vou usar uma expressão forte, para se limparem.

Não é possível que as federações desportivas, que precisam do mercado único para ter os seus telespetadores, que precisam do mercado único para ter liberdade e da União para ter liberdade de movimentos, depois, por exemplo, aconteça como há pouco tempo com a federação de hóquei no gelo, entregarem campeonatos à Bielorrússia, por exemplo, que é um país que não está claramente em linha com as normas europeias, e muitas vezes há suspeitas de corrupção por parte destas entregas de campeonatos.

Por outro lado, é preciso regular a área das apostas online. É preciso dar sequência às recomendações sobre lavagem de dinheiro, e eu fiz várias delas, que estão no thematic paper da comissão especial sobre crime organizado, lavagem de dinheiro e corrupção. E devemos ter isto em atenção. Isto não é um problema menor porque é só no desporto.

Para terminar, Sr. Presidente, eu diria que o desporto é de facto muito importante culturalmente, internacionalmente, nas nossas sociedades, e não pode ser entendido como uma espécie de compartimento onde a ilegalidade pode campear.

  Emma McClarkin, on behalf of the ECR Group. – Mr President, I welcome the motion for a resolution on match-fixing and corruption in sport. Match-fixing poses a real and present threat to the integrity of global sport. The scale of what Europol’s investigation has uncovered is indeed concerning. Many of us were shocked by the finding that there is a criminal network involved in fixing football matches across Europe, with 380 matches deemed suspicious.

Match-fixing and corruption is not only affecting the high levels of sport, but many allegations also involve matches in the lower divisions around Europe as well. I have to say that I am very much in favour of sport autonomy. Normally, I do not think we should interfere too much when the sports organisations themselves have ways of solving problems. However, when corruption is as endemic and widespread as this investigation illustrates, we are duty-bound to consider what intervention is necessary in order to tackle this growing problem.

The people behind match-fixing are often linked to organised crime. It can, for example, be organised crime syndicates based outside of Europe who are operating with criminal networks inside Europe, but at our end, and inside our borders, we have to make sure that the involvement of organised crime in sport is not gainful in Europe.

I believe that the exchange of information is vital in the fight against match-fixing and corruption in sport. These discussions must also take place at a global level, as these issues are not simply an EU-internal matter.

Finally, the integrity of sport is also vital for the gambling industry. My ECR colleague, Ashley Fox, has also addressed this problem of match-fixing in his draft report on online gambling, and I also intend to raise this matter in the Opinion of the Committee on Culture and Education. We need enhanced cooperation to tackle this problem. We must all do all we can to protect the integrity of sport, which we all love.

  Gerard Batten, on behalf of the EFD Group. – Mr President, if I am in good shape it is not because I play football. I would happily admit that I know absolutely nothing about sport, but I do know a little bit about match-fixing.

First of all, let me say that this report calls for a specialised law enforcement unit to combat match-fixing. Well, I am pleased to tell you we have already got one in the United Kingdom, it is called the police force.

Having said that, in terms of match-fixing, the EU has been involved in a few fixed matches itself. Back in 1975, in the referendum in the UK on membership of the EU, that was a fixed match, when the Central Intelligence Agency of the USA put enormous amounts of money into the ‘Yes’ campaign and there was a concerted effort by the BBC and other organs of the media to actually fix the result.

There was a fixed match in 1992 in Denmark when the referendum delivered the wrong result and they were told to go back and have a re-match until they came up with the right result.

There was a fixed match in France and Holland on the Constitution when they came up with the wrong result, but rather than have the re-match, actually they changed the terms of the game and declared it a win anyway. And, of course, Ireland had a match fixed when it delivered the wrong result on the Lisbon Treaty, and then had to go back and have a re-match until it got the right result.

So if there is going to be some kind of investigative body to look at fixed matches, I suggest we start with the European Union.

  Morten Løkkegaard (ALDE), Blåt-kort-spørgsmål. – Hr. formand! Jeg synes, at min kollega her får demonstreret, at han i hvert fald ikke ved noget om sport! Jeg vil gerne spørge, hvis man ser bort fra de politiske elementer i den tale, vi lige har hørt, om ordføreren ikke kan/vil bekræfte, at hvis man skal bekæmpe international grænseoverskridende kriminalitet, så er det ikke nok kun at have en national politistyrke. Navnlig da alle nationale politistyrker, man snakker med, håber på og råber på, at der kommer et internationalt samarbejde – mere end vi har nu. Vil ordføreren ikke gerne anerkende det?

  Gerard Batten (EFD), blue-card answer. – Yes, I happily admit I know nothing about sport. I pretend to have no knowledge of it whatsoever.

In terms of international crime, there is already an international crime organisation called Interpol, which is there to share information, and there are national police forces that are there to pursue crime in their individual nation states. So I cannot see why you need yet another new body to do something that is already catered for by existing police forces and Interpol. I do not know why you imagine that some other body, created by the European Union, is going to be any more efficient than all the other bodies created by the European Union.

  Jacky Hénin, au nom du groupe GUE/NGL. – Monsieur le Président, c'est très récemment qu'Europol a découvert un vaste réseau criminel responsable d'avoir truqué plus de 380 matchs de football sur le territoire européen. 425 arbitres, joueurs, dirigeants de clubs et grands criminels ont fait l'objet d'enquêtes et 50 personnes ont été arrêtées. On ne peut donc que se féliciter que le Parlement décide de s'investir sur la question des paris sportifs.

Cependant, loin de répondre aux enjeux que pose la libéralisation à tout va des paris et des activités sportives, en général, la résolution commune se contente d'énumérer de bonnes intentions en évitant de proposer des solutions durables pour le secteur.

Si l'on considère les activités sportives et physiques comme essentielles à la formation et à la santé de l'être humain, à toutes les étapes de la vie, comme un vecteur d'émancipation pour tous, comme un élément important du respect de l'autre et de l'apprentissage de la vie en société, alors il est plus que nécessaire de sortir d'une logique marchande qui ne fait qu'opposer les hommes entre eux et favorise les tricheries des mafias organisées, qui ont bien compris combien ce secteur du sport business pouvait servir leurs intérêts.

C'est également cette même logique qui amène les clubs à dépenser toujours plus sans compter et sans aucun respect des règles comptables en vigueur. L'Union européenne et ses États membres devraient, à la vue des faits cités, œuvrer a minima pour que les paris sportifs relèvent d'un monopole d'État, comme le souligne d'ailleurs l'arrêt du 8 septembre 2009 de la Cour européenne de justice, mettre en place des règles de contrôle financier strictes des comptes des disciplines et équipes sportives professionnelles, élaborer des lois particulièrement sévères pour tous ces briseurs de rêve d'enfants et mettre en cause la responsabilité des banques, qui soutiennent abusivement des clubs en quasi-faillite.

Au lieu de cela, le Parlement se contente, encore une fois, d'en rester au stade des bonnes intentions. C'est vraiment dommage. Nous nous abstiendrons.

  Nicole Sinclaire (NI). - Mr President, this issue is close to my heart, as a lover of sport and a football season-ticket holder and sponsor of football at all levels, including grassroots. It is a problem that needs to be addressed.

Some people like to call it the beautiful game. Clearly, we are learning that football is becoming noticeably more grubby and sullied. According to experts, as many as ten matches a week in Europe are now affected by match-fixing. The numbers of games affected worldwide is astonishing.

However, it is not enough to look at this issue from a purely European perspective. Can we trust the EU Commission, with its history of corruption, to clear up sport? Maybe it is a ‘poacher turned gamekeeper’.

Match-fixing is an endemic problem across the world. Until nations and football authorities get their houses in order, how can we expect anything to change? Take a look at FIFA, for example, a body that has been dogged by accusations of corruption; or the FA back in my own country that fails to implement a working fit-and-proper-persons test, which allows vulnerable clubs to fall into the wrong hands.

Many of the players that get caught up in match-fixing accusations are often poorly paid, poorly educated and poorly protected. It is not enough for Europol to investigate this problem. UEFA has far more member countries than the EU, so proposed EU action would be an irrelevance. It is about time that we had transparent football authorities and legislation from national governments to stamp out this organised crime in football once and for all. I believe football can be beautiful again.

  Marco Scurria (PPE). - Signor Presidente, onorevoli colleghi, ringrazio anche il Commissario per quanto ha dichiarato in quest'Aula stamani e per le azioni che ha intrapreso e che intende intraprendere per il futuro. È un tema molto importante quello di cui stiamo discutendo quest'oggi: lo sport nasce come sano confronto tra persone e popoli. Lo svolgimento dei giochi nell'antichità aveva addirittura un carattere sacro. Si fermavano, al contrario di oggi, le guerre e ci si affrontava con vigore, con coraggio, dopo duri allenamenti e la vittoria di una medaglia era il premio per essere stato il più bravo, il migliore, non per chi aveva imbrogliato meglio, non per chi aveva corrotto l'avversario.

Sappiamo oggi che è necessario un miglior coordinamento delle autorità nazionali e delle forze di polizia, ma sappiamo anche che questa misura da sola non basta e non basterà. Per questo l'educazione tra i giovani, la prevenzione, la reale cultura dello sport possono essere, insieme alla legislazione comune e coordinata, la risposta giusta, anche con il coinvolgimento delle associazioni sportive di base.

Nella risoluzione del Parlamento sono espressi una serie di punti e di iniziative che occorre intraprendere: l'importante è fare presto, perché aumenta il numero delle partite truccate, aumenta la disaffezione tra la gente; i giovani crescono con un'idea sbagliata di società, perché lo sport insegna a vivere secondo delle regole e vince e si afferma chi è più bravo, non chi ha più soldi per barare meglio.

Allora, Signor Commissario, facciamo presto davvero. Lavoriamo su questo tema, perché se lo sport si corrompe, sarà più difficile costruire una società migliore e sarà ancora più complicato spiegare ai nostri giovani perché vale la pena impegnarsi per qualcosa di giusto.

Mene zanima vaš komentar, v koliki meri pravzaprav absolutno pretirana komercializacija športa grize šport in ga uničuje od znotraj. Mi imamo anomalije enormnih honorarjev, ki jih dobivajo športniki v različnih športih.

Zdaj te dni zbiramo podpise v tem parlamentu proti odločitvi, da se umakne z olimpijskega programa rokoborba, kot nek izrazito etično navdahnjen šport.

A se vam ne zdi, da bi bilo treba resno razmišljati o tem, kako komercializaciji športa postaviti neke etične meje?

  Marco Scurria (PPE), Risposta a una domanda "cartellino blu". – Signor Presidente, sono d'accordo con il collega anche sull'iniziativa per non abolire la lotta libera, che è una delle discipline più antiche e che meglio esprimono il concetto dello sport secondo una sua eticità, al di là del contatto fisico.

Bisogna quindi stare sempre molto attenti a come si commercializza lo sport, a quale sia il vero fine di una sponsorizzazione nello sport, e penso che questo sia il luogo privilegiato per poterne parlare e per trovare delle soluzioni, visto che qui siamo 27 paesi – anzi, 28 tra breve – che quindi portano insieme esperienze diverse ma che possono anche apportare un contributo importante per come risolvere questo problema.

  Emine Bozkurt (S&D). - Mr President, I am concerned about the integrity of sport, I am concerned about the safety of our citizens and I am concerned about the lack of concrete action, since organised crime is infiltrating sport in Europe.

The shocking results of the investigation by Europol, which were presented recently, have revealed a widespread network of criminal organisations that have been involved in fixing hundreds of football matches across Europe. Match-fixing is a new form of crime with high revenues and low sentences and detection rates. It is used as a tool by criminal organisations to make and launder money from activities such as drug or human trafficking by gambling on fixed matches.

We know about the efforts of the European Commission to address match-fixing. However, today, we would like to hear from you, Commissioner. How are you planning to address, now, the involvement of criminal gangs in European sports competitions, which is threatening the integrity of sport? You mentioned Europol, you mentioned Eurojust, but they need tools, they need a definition in criminal law, and they need better European cooperation.

Some Member States are still in denial. Those Member States are especially vulnerable, since they are not alert and do not perceive match-fixing as a threat. With this attitude, they are creating safe havens for criminals. The Commission should take up a stronger coordinating role. We cannot afford to wait to take action until the Council of Europe is finished with the match-fixing convention. Waiting until the end of 2014 is not going to stop criminal organisations. Action is needed now. What does the Commission intend to do today to protect our citizens and to safeguard the integrity of sports?

  Hannu Takkula (ALDE). - Arvoisa puhemies, ensinnäkin haluan kiittää komissiota tästä hyvästä aloitteesta. Tällaista aloitetta tarvitaan tällä hetkellä. Me tarvitsemme yhteisiä toimia, jotta me voimme kitkeä urheilusta ja liikunnasta, lähinnä tässä puhutaan kilpaurheilusta, siihen liittyviä negatiivisia puolia.

Ilman muuta tarvitaan parempaa hallintoa, että tällaista pelien järjestämistä ja korruptiota ei tapahtuisi, vaan urheilu tosiaankin pysyisi sillä kestävällä eettisellä pohjalla, reilun kilpailemisen pohjalla, jonka päälle se on syntynyt jo antiikin aikoina, niin kuin tänäänkin täällä keskusteluissa on hyvin käynyt ilmi. On hyvä muistaa tässä yhteydessä, että meidän täytyy tosiaankin taistella urheilun lieveilmiöitä vastaan, mutta se ei saa olla se koko kuva, joka urheilusta tulee. Siitä huolimatta, että me tänään käsittelemme negatiivista ilmiötä urheilun sisällä, on hyvä muistaa, että yli 90 prosenttia urheilun kentästä, urheiluteollisuudestakin, on laajasti ottaen positiivista ja myönteistä, ihmisiä nostavaa ja jalostavaa ja sitä kautta ihmisille myös toivoa antavaa.

Tässä suhteessa on hyvä, että otamme selvän linjan näihin lieveilmiöihin ja taistelemme yhdessä globaalisti pelien järjestämistä ja korruptiota vastaan urheilussa ja sitä kautta pyrimme palauttamaan sitä kestävälle ja eettiselle pohjalle. Eläköön edelleen eettiset olympiaurheilun ja urheilun arvot, joissa rehdisti taistellaan ja kamppaillaan yhdessä ja ajatuksella parempi voittakoon!

  Νικόλαος Χουντής (GUE/NGL). - Κύριε Πρόεδρε, κυρία Επίτροπε, θέλω να αναφέρω ότι ο συνάδελφος κ. Παπαστάμκος, ο οποίος δίνει μια δύσκολη μάχη και ευχόμαστε να βγει δυνατός και να γυρίσει κοντά μας, είχε δείξει ενδιαφέρον και είχε αναλάβει πρωτοβουλίες γι’ αυτό το θέμα και θεώρησα σκόπιμο και υποχρέωσή μας να το αναφέρουμε, διότι ήταν από τους ανθρώπους που αγωνιούσε γι’ αυτό το φαινόμενο που συζητάμε σήμερα.

Γνωρίζω τα νεότερα στοιχεία της Europol για τα στημένα παιχνίδια. Δεν είναι καινούργιο το φαινόμενο. Το φαινόμενο έχει πάρει τεράστιες διαστάσεις. Ακουμπάει μέχρι και ερασιτεχνικά αθλήματα. Το πρόβλημα και οι αιτίες οφείλονται κατά τη γνώμη μου στο ότι υπάρχει ακραία εμπορευματοποίηση, η δε καθιέρωση του νόμιμου και του παράνομου στοιχήματος έσκαψε τα θεμέλια των αθλημάτων και κυρίως του ποδοσφαίρου.

Υπάρχει πρόβλημα με τις εθνικές αρχές που είτε δεν θέλουν είτε αδυνατούν να πάρουν μέτρα. Το αυτοδιοίκητο που επικαλούνται πολλές φορές, κυρία Επίτροπε, δεν πρέπει να αποτελέσει άλλοθι για να προχωρήσουμε σε αυστηρά μέτρα, κυρώσεις, προκειμένου να υπερασπίσουμε στο μέτρο του δυνατού –δεν έχω αυταπάτες– και να διατηρήσουμε τον αθλητισμό και τα ιδεώδη του για τη νέα γενιά.

  Véronique Mathieu Houillon (PPE). - Monsieur le Président, Europol a démantelé, en février dernier, un réseau criminel qui avait truqué plus de 380 matches.

Évidemment, nous félicitons Europol pour ce coup de filet sans précédent. Je lui associe bien évidemment le Cepol, qui œuvre remarquablement à la formation des policiers et, j'espère la pérennisation de cette agence formidable. Je leur associe, bien évidemment, également Eurojust, qui fait un travail considérable dans la lutte contre les réseaux criminels. Vous l'avez dit, Madame la Commissaire, c'est souvent la mafia qui est à l'origine de ce genre de paris truqués.

Nous accueillons avec beaucoup de satisfaction, la proposition de directive anti-blanchiment qui, nous l'espérons, parviendra au Parlement très rapidement.

Nous accueillons avec la même satisfaction, dans le cadre de la lutte contre la mafia, la directive Confiscation des biens, dont nous espérons, qu'elle se conclue assez rapidement au Parlement.

Il est également essentiel d'investir dans la prévention et de mettre en place des codes éthiques dans les milieux sportifs et, avant tout, une politique de tolérance zéro.

Ceci dit, les jeunes Européens connaissent plus souvent les noms des sportifs très connus, très célèbres. Ils les connaissent davantage que les noms des grands musiciens et des grands écrivains qui ont fait l'histoire de leur pays. Ce sont le plus souvent ces sportifs qui incarnent un modèle pour ces jeunes et ils sont admirés partout en Europe. Le sport déplace des foules entières à travers l'Europe et réunit des citoyens européens autour du même amour de la performance sportive.

Rendons sa grandeur et sa dignité au sport!

  Olga Sehnalová (S&D). - Vážený pane předsedající, nedávné prohlášení Europolu naplno potvrdilo ohrožení integrity evropského sportu v souvislosti s manipulováním výsledků zápasů a sázkovými podvody. Škody jsou zdaleka nejen finanční, ale snad ještě horší jsou škody morální. Zpochybněna je čistota sportu jako prospěšné společenské aktivity, zejména pro naše děti a mládež. Jsem přesvědčena, že potřebujeme společný koordinovaný postup všech aktérů v boji proti manipulaci výsledků a organizovanému zločinu. Žádný stát ani organizace nejsou schopny čelit těmto jevům samostatně.

Považuji rovněž za nutné zahrnout otázku ochrany etické nezávadnosti sportu a boj proti ovlivňování výsledků zápasů do jednání se třetími zeměmi a sportovními mezinárodními organizacemi. Zkušenosti ukazují, že většina problematických sázek je uskutečněna v Asii s negativním dopadem na státy Evropské unie. Evropský parlament nyní projednává sdělení Komise k on-line hazardu, budu za frakci socialistů a demokratů prosazovat, aby byla otázka integrity sportu nedílnou součástí debaty o podobě a dopadech on-line hazardu v Evropské unii a jsem přesvědčena, že v tomto nalezneme širokou podporu.

  Salvatore Iacolino (PPE). - Signor Presidente, onorevoli colleghi, non vi è dubbio che lo sport sia un elemento di aggregazione e di partecipazione. Lo sport è innanzitutto insegnamento di valori e di regole nei confronti soprattutto dei nostri giovani. Lo sport è sana e leale competizione fra atleti che vogliono battere l'avversario su un piano di parità e secondo regole stabilite.

L'integrità dello sport tuttavia fa a pugni per esempio con il doping, altra modalità deprecabile per alterare la sana competizione, e poi con le partite truccate, con la corruzione nello sport. Oggi lo sport, purtroppo, è tuttavia business e le scommesse illegali valgono circa 100 miliardi di euro di giocate all'anno, una cifra enorme che deve fare estremamente riflettere tutti quanti noi.

La corruzione è spesso peraltro alimentata dai paradisi asiatici delle scommesse illegali ed è alimentata dal riciclaggio di denaro sporco, anche questo molto spesso nelle mani del crimine organizzato. Si tratta di reati molto spesso transnazionali, per cui non soltanto è inutile, ma è assolutamente necessaria, la cooperazione giudiziaria di polizia, è importante Europol, è importante Eurojust e sarà importante una procura europea agile e snella per sventare questi reati.

Occorrono però maggiore prevenzione e maggiore cooperazione. Le partite truccate ma anche la discriminazione razziale nei confronti dei giocatori di colore e il deficit di collaborazione fra enti e federazioni rappresentano le patologie di un sistema malato, che va curato e va curato in fretta, perché ricordiamoci – io sono anche relatore della commissione CRIM – che i modelli per i giovani sono ancora molto spesso, signor Presidente, i grandi atleti dello sport, per cui bisogna recuperare il valore simbolico dello sport pulito e vigoroso.

I am also a member of that committee and I have written a paper specifically on match fixing for that committee because I sincerely believe this issue not only concerns sport but is also an important case for law enforcement and justice in which European cooperation is key.

Since the CRIM Committee deals with organised crime, corruption and money laundering, I was wondering how Mr Iacolino, a rapporteur for the CRIM Committee, is going to take up the issue of match-fixing in his forthcoming report.

  Salvatore Iacolino (PPE), Risposta a una domanda "cartellino blu". – Signor Presidente, voglio rassicurare la collega Bozkurt che questo segmento di attività legato alle partite truccate, non soltanto nel calcio – ricordiamo che le prime esperienze riguardano il baseball ormai 100 anni fa, quindi è un fenomeno risalente indietro nel tempo – sarà toccato dalla mia redazione, perché riteniamo che uno sport integro e leale deve essere riconosciuto come elemento essenziale e regola di vita per i nostri giovani.

Riteniamo inoltre che la cooperazione giudiziaria sotto questo aspetto possa costituire un argine rispetto a un fenomeno che continua ad essere dilagante. Raccolgo quindi l'invito della collega Bozkurt e la rassicuro sul fatto che questa disciplina verrà sufficientemente delineata, anche in sede di relazione finale e quella intermedia su crimine organizzato, corruzione e riciclaggio di denaro sporco.

  Mitro Repo (S&D). - Arvoisa puhemies, valitettavasti sopupelien ja vedonlyöntiin liittyvän rikollisuuden takia urheilun perusarvot – rehellisyys, reilu peli ja toisten kunnioittaminen – ovat jo tahriintuneet. Kyse on järjestäytyneestä rikollisuudesta, jossa liikkuvat suuret rahat.

Otteluiden manipuloimisella kerätään Aasian vedonlyöntimarkkinoilla miljoonaluokan voittoja. Sopupeleihin sekaantuneet urheilijat saavat jopa kymmenien tuhansien eurojen palkkioita vilpistään. Euroopan unionin on syytä puuttua tällaiseen käytäntöön. Kyse on globaalista rikollisuudesta, jolle ei yksikään valtio, organisaatio, saatikka sitten Euroopan unionin toimielin voi yksinänsä mitään.

Avainasemassa taistelussa on tehokkaiden valvonta- ja tiedonvaihtojärjestelmien kehittäminen. Näin voidaan seurata pelipanosten jakautumista sekä pelikohteina olevia urheilutapahtumia mahdollisten poikkeavuuksien havaitsemiseksi. Haluan kiittää Teitä, komissaari Vassiliou, lupauksistanne panostaa tähän tärkeään asiaan, efharisto poli!

  Santiago Fisas Ayxela (PPE). - Señor Presidente, señora Comisaria, se han tomado medidas muy estrictas para combatir el dopaje, que fue el cáncer en los últimos años, y ahora hay que hacer lo mismo con el amaño de partidos, una lacra que afecta a todos los estamentos del deporte: deportistas, entrenadores, árbitros y dirigentes.

En el informe aprobado por amplia mayoría el año pasado en el Parlamento ya se sugirieron algunas medidas: reconocer la propiedad intelectual a los organizadores de los eventos deportivos para que puedan oponerse a las apuestas que no consideren convenientes; instar a los Estados miembros a tipificar como delito cualquier tipo de corrupción en el deporte; cooperar con terceros países en materia de lucha contra el amaño de resultados y la corrupción en el deporte; pedir a Europol que trabaje con grupos de investigación conjunta y que coopere con Eurojust respecto a la corrupción en el deporte; pedir a los órganos rectores del deporte que pongan en relación los datos procedentes del Transfer Matching System con los de otros sistemas anticorrupción para establecer un control más eficaz.

Pero, sobre todo, la buena gobernanza es fundamental —se ha constatado que el amaño de partidos se produce en gran medida cuando los deportistas no cobran la remuneración que les corresponde—, y también son fundamentales la educación y la colaboración e implicación de las asociaciones de deportistas para que informen a sus compañeros de la gravedad del amaño de partidos.

Celebro, señora Comisaria, la iniciativa de la Comisión de adoptar una recomendación sobre buenas prácticas en las apuestas en el año 2014.

  Γεώργιος Παπανικολάου (PPE). - Κύριε Πρόεδρε, το φαινόμενο της διαφθοράς του αθλητισμού δεν είναι καινούργιο. Η Ευρώπη απασχολείται με σχετικά θέματα ήδη από τη δεκαετία του ’80. Θυμίζω το σκάνδαλο Totonero στην Ιταλία και άλλα σε άλλες χώρες. Μέχρι και πρόσφατα, στους Ολυμπιακούς Αγώνες, είχαμε έρευνα για ενδεχόμενη διαφθορά σε αγώνα πυγμαχίας.

Και βεβαίως η διαφθορά στον αθλητισμό αφορά κυρίως την Ευρώπη. Αυτό προκύπτει και από τα νούμερα της Europol – το ανέφεραν προηγουμένως και οι συνάδελφοι: 380 από τους 680 στημένους αγώνες ποδοσφαίρου εντόπισε στην Ευρώπη η Europol. Αυτό που έχει αλλάξει τα τελευταία χρόνια είναι ότι η Συνθήκη της Λισαβόνας δίνει πλέον στην Ευρώπη μεγαλύτερη δυνατότητα να επέμβει στα θέματα αυτά. Γι’ αυτό το θέμα μάλιστα δύο χρόνια πριν –το αναφέρω και εγώ όπως και ο κ. Χουντής προηγουμένως– υπήρξε γραπτή δήλωση του Κοινοβουλίου, που εγκρίθηκε, για τη διαφθορά στον αθλητισμό, πρωτοστατούντος του κ. Παπαστάμκου, του συναδέλφου μας.

Γνωρίζουμε τις πρωτοβουλίες της Επιτροπής. Άκουσα με προσοχή προηγουμένως την κυρία Επίτροπο και, βεβαίως, πρέπει να κάνουμε πολλά περισσότερα και για την αντιμετώπιση των προβλημάτων αλλά και για την πρόληψη. Να δώσω ένα παράδειγμα: δεν ξέρω κατά πόσο αισθανόμαστε ότι κάνουμε προληπτικά σωστή εποπτεία και έλεγχο στο ηλεκτρονικό στοίχημα.

Η Λευκή Βίβλος για τον αθλητισμό είναι σημαντική. Η διακήρυξη της Λευκωσίας του περασμένου Σεπτεμβρίου για τα στημένα είναι πολύ σημαντική όπως βεβαίως και η ανακοίνωση της Επιτροπής, δύο χρόνια πριν, για την ευρωπαϊκή διάσταση στον αθλητισμό.

Η Ευρώπη είναι περήφανη για τον αθλητισμό της. Αποτελεί μέρος της ηθικής της, και οφείλουμε να τον διαφυλάξουμε όσο περισσότερο μπορούμε.

  Jacek Olgierd Kurski (EFD). - Z zadowoleniem witam fakt, że Parlament Europejski zajmuje się walką z korupcją w sporcie. Korupcja niszczy same podstawy sportu i dewastuje piękno tej jednej z najpiękniejszych aktywności człowieka, jaką jest sport. Dotychczas ujawnione przypadki to wszakże wierzchołek góry lodowej. Potrzebna jest większa intensyfikacja działań. W Polsce do pewnego stopnia umieliśmy sobie poradzić z korupcją w piłce nożnej. Jej przypadki były nagminne. Pan Przewodniczący, jako polski kibic, zapewne pamięta, jak w latach 90. jednej drużynie brakowało 6 goli w ostatniej kolejce, żeby zdobyć Mistrzostwo Polski, i wygrała 7:1. Oczywiście był to mecz ustawiony. Mamy w Parlamencie Europejskim człowieka, który skutecznie rozprawił się z korupcją w piłce nożnej – jest to Zbigniew Ziobro, lider Solidarnej Polski, były minister sprawiedliwości w Polsce, który wprowadził nowe przepisy do kodeksu karnego w Polsce, ale przede wszystkim złamał zasady solidarności między przyjmującym a dającym łapówkę. Witam z zadowoleniem tę rezolucję. Ona powinna iść właśnie w tym kierunku, w którym idzie – w kierunku wyspecjalizowanych jednostek śledczych do ściągania korupcji w całej Europie, w poszczególnych krajach, i bezwzględnej konfiskaty majątku i środków, które powstają w wyniku korupcji. Korupcję w sporcie trzeba rozpalonym żelazem zwalczać.

  Joanna Katarzyna Skrzydlewska (PPE). - Unia Europejska dla wszystkich swoich członków wprowadza wiele regulacji prawnych dotyczących różnych dziedzin życia. Dzisiejsza debata pokazuje, że pilnego uregulowania dla całej Wspólnoty wymaga także zabezpieczenie przejrzystości organizacji zawodów sportowych. Pojawiające się co jakiś czas informacje o ustawianiu wyników meczów świadczą o tym, że problem korupcji, szczególnie w piłce nożnej, ale także w innych dyscyplinach sportu, jest ciągle nierozwiązany, a toczące się przed krajowymi organami sprawiedliwości postępowania karne wskazują na wagę i rozmiary tego problemu. Oczywiście nie można w żaden sposób tego generalizować i z tych pojedynczych – ale odbijających się szerokim echem – przypadków korupcji wyprowadzić wniosku, że to właśnie skorumpowani działacze, a nie sportowcy w walce fair play rozstrzygają mecze. Dlatego pytam Panią Komisarz, czy może Pani przedstawić konkretne rozwiązania, które chce Pani wprowadzić i które będą przeciwdziałały korupcji w sporcie, oraz kiedy tych rozwiązań możemy się spodziewać?

  Iosif Matula (PPE). - Scandalurile din lumea sportului se ţin lanţ, nu doar în ţările terţe, ci şi în Europa. Potrivit cifrelor Europol, aproximativ 90% dintre pariurile sportive ilicite se referă la fotbal, însă nu trebuie neglijate nici alte sporturi. Vorbim de o practică ilegală, cu o istorie lungă şi sume uriaşe, care, datorită dezvoltării mass-mediei, a ajuns tot mai cunoscută publicului. Mai mult, dezvoltarea tehnologică şi apariţia pariurilor online au favorizat o industrie transnaţională ilegală şi greu de urmărit.

Mecanismele actuale depistează cu greutate meciurile aranjate, datorită naturii globale a acestor practici, în aceste activităţi fiind implicaţi şi factori din afara UE. Lupta împotriva manipulării rezultatelor sportive trebuie, însă, să continue, pentru a reda încrederea publicului în fenomenul sportiv. Educaţia timpurie este un element important pentru promovarea unor valori ca integritatea, fairplay-ul şi respectul reciproc. De asemenea, legalizarea şi reglementarea pariurilor sportive poate rezolva o parte din problemă, cunoscându-se faptul că cele mai mari acte de corupţie în sport apar în ţările unde pariurile sunt ilegale.

  Jaroslav Paška (EFD). - Vieme, že Európska policajná agentúra kooperuje na vyšetrovaní zmanipulovaných výsledkov futbalových zápasov organizovaných stánkovým syndikátom pôsobiacim v Singapure. Podľa dostupných informácií je predmetom vyšetrovania takmer 700 zmanipulovaných výsledkov po celom svete, na ktorých sa podieľalo viac ako 400 predplatených hráčov a rozhodcov z pätnástich krajín. Aj maďarské vyšetrovacie orgány získali dôkazy potvrdzujúce ovplyvňovanie zápasov z ich krajiny. Maďarská skupina sa do ovplyvňovania výsledkov pre východoázijský kartel vraj zapojila v roku 2010. Členovia mafie, ktorí podplácali rozhodcov a hráčov potom na vybraté zápasy stavili čiastky od 50 do 100 tisíc EUR a následne si vyberali takmer desaťnásobné výhry. O výsledku jedného z vyšetrovaných futbalových zápasov medzi Argentínou a Bolíviou, ktoré viedli v roku 2008 maďarskí rozhodcovia, sa napríklad rozhodlo jediným gólom, ktorý padol až na konci zápasu v predĺžení, a to z pokutového kopu. Energický boj proti takýmto praktikám je preto našou základnou povinnosťou.

  Erik Bánki (PPE). - Elnök Úr! Tisztelt Bizottság! Nagyon örülök annak, hogy ezzel a fontos kérdéssel az Európai Bizottság és az Európai Parlament is foglalkozik. A helyzet az, hogy a sport egyre nagyobb üzlet a világon, és sajnos ezzel egyre nagyobb csábítást is jelent azoknak, akik csalással, tisztességtelenül próbálnak ebből pénzhez jutni. Azonban nem szabad csak a labdarúgásról beszélnünk – képviselőtársaim leginkább ezzel a sportággal foglalkoztak – sajnos be kell látnunk, hogy más csapatsportágak, sőt már különböző versenyek is érintettek ezen a területen. A sport társadalmi szerepe kiemelkedő, ezért a sportot önmagát kell megvédenünk. Hiszen a sport a gyermekeknek lehetőséget nyújt a társadalmi felzárkózásra, segíti a társadalmi integrációt, és egy olyan jövőképet kínál nekik – különösen a leszakadt, hátrányos helyzetű térségben élőknek – amely kiugrást jelenthet a számukra.

Nem elég az európai szintű összefogás, hiszen Ázsia a sportcsalások melegágya. A fiatalok megóvása érdekében meg kell tiltani, hogy fiatalkorúak mérkőzésére fogadni lehessen. És a lehető legsúlyosabb büntetési tételeket kell adni tagállami szinten. Emellett különleges speciális egységeket kell felállítani, akik megfelelő összefogással tudnak európai szinten együttműködni.

Wenn die Europol-Untersuchungen eindeutig ergeben haben, dass Wettmanipulation, verbunden mit Geldwäsche, mittlerweile Teil des organisierten Verbrechens geworden ist, dann brauchen wir hier konkrete Maßnahmen und einen koordinierten Ansatz gegen Spielmanipulation.

Ich erwarte mir, dass die Sportorganisationen eine Nulltoleranzpolitik betreiben, dass sie einen Verhaltenskodex für alle Beteiligten erstellen, aber vor allem, dass auf europäischer Ebene Wettmanipulation Straftatbestand im Bereich des organisierten Verbrechens wird. Was wir brauchen, sind konkrete Maßnahmen, um die Integrität des Sports gegen die wachsende Kriminalisierung erfolgreich zu verteidigen.

  Milan Zver (PPE). - Spoštovani predsedujoči, spoštovana gospa komisarka, čestitam vam za jasna stališča in pa za pripravljenost, da se resno soočite s tem problemom. Pozdravljam tudi predloženo resolucijo.

Vnaprejšnje dogovarjanje o izidu tekem je ena od oblik korupcije v športu, ni pa edina. V boju proti temu smo šele na začetku, tudi v Sloveniji, kjer že potekajo sodni procesi.

V boju proti dopingu smo, na primer, korak naprej. Ključno je, da prepustimo vse skupaj nacionalnim državam ali Evropski uniji, ključno je vprašanje pristopa. Torej samo načelo subsidiarnosti ni dovolj.

Korupcija v športu je že zdavnaj prestopila nacionalne meje, zato mora biti tudi soočenje s tem nadnacionalno. Interpol, ki temelji le na koordinaciji oziroma sodelovanju nacionalnih organov pregona, kakor tudi Europol in Eurojust, vse to so nujni organi v boju proti korupciji v športu, a to ni dovolj.

V naslednjih letih moramo oblikovati močnejše, učinkovitejše mehanizme, skupen pristop, skupno evropsko zakonodajo in skupne EU strukture.

  Petru Constantin Luhan (PPE). - Sportul oferă, pe lângă educaţia fizicului, o educaţie socială, ce întăreşte caracterul. Dar ce ne facem când acest lucru afectează integritatea acestei discipline? Ce caractere o să formeze sportul, atunci când tinerii văd la televizor, din ce în ce mai des, acte de corupţie, iar instituţiile Uniunii Europene, precum şi instituţiile naţionale, sunt neputincioase în faţa acestui fenomen, practic neputând interveni pentru a rezolva problema?

De aceea, vreau să recomand Comisiei Europene să depună eforturi imediate, împreună cu statele membre, pentru a uniformiza legislaţiile naţionale în ceea ce priveşte corupţia în sport, să facă acorduri la nivel internaţional cu ţările terţe în care au fost depistate grupări infracţionale pentru anihilarea acestora şi, nu în ultimul rând, să înfiinţeze o unitate internaţională pentru a superviza acest fenomen.

  Androulla Vassiliou, Member of the Commission. − Mr President, first of all, let me thank all the honourable Members for this opportunity to discuss, here today, how best to combat one of the major threats that organised sport is facing today: match-fixing; and I do assure you, Ms Bozkurt, that we are also very, very concerned.

We have been confronted in the past few months with reports and press articles about various episodes of match-fixing across Europe. We have learnt that match-fixing is a global phenomenon spanning several continents and often involving organised criminal networks. It applies to big and small clubs alike and it involves different actors: vulnerable young players, coaches, even parents, and many other actors. This is, as has been said by many of you, a transnational problem which needs a transnational solution.

Sports authorities have called on us to act to help them to protect the integrity of their competitions. I have replied to their call and shown that the Commission is ready to act. It is not an easy task to fight against a complex issue such as match-fixing. I have been working closely with my colleagues in charge of the betting industry and the fight against corruption to forge a common position of the Commission in this field. We have ensured support for prevention activities carried out by interested parties. We have also facilitated coordination and cooperation amongst the relevant actors at EU level: betting industries, police forces, judicial authorities and sports movements.

The big task ahead of us is to improve this cooperation, to allow for a more effective prevention and fight against match-fixing and to extend it to the international level. Good governance is also very important and we now have an expert group working on the good governance of sporting clubs, which will issue its guidelines in 2014.

We are now involved in discussions for a possible Convention of the Council of Europe against the manipulation of sports competitions. It is a long process, but we are confident that the result of the negotiations will constitute a step in the right direction. We are also discussing with UNESCO how to place the fight against match-fixing higher on the global agenda for sport. Indeed, match-fixing will be one of the topics addressed at the World Conference of Sports Ministers in Berlin in May this year.

I need Parliament’s support in this process, and I would like to thank Members for the positive contributions they made during this debate. Fighting match-fixing is a hard task. We can succeed if we remain united in our determination and work together towards this goal. Before I finish, Mr President, I would like to say that I will not accept anyone calling the Commission corrupt. I meant to ask the Member who uttered those words to apologise, but unfortunately she left earlier, after delivering her address. I must say that I hope other Members do not agree with her remarks.

  Zoltán Bagó (PPE), írásban. – A mérkőzések eredményének befolyásolása komoly gond a tagállamokban és nemcsak annak gyakorisága és a sport integritásának veszélyeztetése miatt, hanem ezen tevékenységek szervezett bűnözéshez való kapcsolódása miatt. A VETO hadműveletet vezető öt tagállam nemzetközi nyomozócsoportja februárban bebizonyította, hogy Európában is kiterjedt a labdarúgással kapcsolatban tevékenykedő szervezett bűnözés. A sportban a jó kormányzás hiánya, illetve a pénzügyi finanszírozás és a kockázatelemzési tervek átláthatatlansága teret engedtek a mérközések befolyásolásának. Mindemellett a szervezett bűnözés a bundázást használta fel egyéb illegális tevékenységeinek támogatására, mint például a pénzmosás és drogcsempészet. Jelenleg olyan bűnszövetkezetekkel kell foglalkoznunk, melyek nemzetközi szinten működnek, és egyetlen intézmény, ország vagy szervezet sem tud egyedül hatékonyan fellépni ellenük. Ezért csakis közösen és együttműködve tudnánk eredményt elérni a mérközések eredményének befolyásolása ellen, rendészeti- és közhivatalokkal, sportügynökségekkel és fogadóirodákkal. Magam is sportbarát vagyok, így nagyon sajnálom, hogy a sport legnépszerűbb ágában, a labdarúgásban derült fény Európa-szintű csalásra, mely több millió szurkolónak okozott csalódást.

  Monika Smolková (S&D), písomne. – Šport ako taký je jedna z mála činností, ktoré spájajú ľudí na celom svete. Má globálny charakter a prináša ľuďom radosť, možnosť zmerať si sily a súťažiť. Preto je veľmi znepokojujúce, že práve v športe vznikol v ostatnom období nárast korupcie. Začali sa manipulovať hlavne futbalové zápasy, ale korupcia prenikla aj do iných odvetví športu. Dochádza k uplácaniu klubov, rozhodcov a samotných športovcov, čo negatívne vplýva na regulérnosť športových zápasov. To všetko ovplyvňujú zločinecké skupiny v rámci svojej nelegálnej činnosti prania špinavých peňazí, obchodu s ľuďmi a drogami.

Podľa odhalenia Europolu je to iba špička ľadovca a ide o nezákonnú činnosť, kde sa točia veľké peniaze. Preto je nevyhnutné vytvoriť lepší systém kontroly financovania športových organizácií a klubov, aby nedochádzalo k neetickému správaniu majiteľov klubov, rozhodcov a samotných športovcov. Aby sankcie za takéto nešportové a kriminálne správanie mali trestnoprávne postihy pre každého previnilca. Aby šport bol iba fair play.
