  Sophia in 't Veld (ALDE). - Mr President, as I already announced in the debate last Tuesday, the ALDE Group, with reference to Rule 175 of the Rules of Procedure, would like to request that this report be referred back to the committee.

This is not because we are not fully supportive of visa facilitation with Ukraine as an important step in cooperation but because we feel that more time is needed to resolve some remaining concerns, notably the anti-gay law which is currently before the Ukrainian Parliament.

  Paweł Robert Kowal (ECR). - Panie Przewodniczący! Szanowni Państwo! Sprawa wiz jest jednym z kluczowych elementów polityki wobec naszych sąsiadów na wschodzie. Nie możemy przegapić momentu, żeby wysłać dzisiaj bardzo wyraźny sygnał. Jesteśmy za otwarciem, jesteśmy za tym, żeby nasi sąsiedzi mogli przyjeżdżać do Polski. Jest to najlepszy mechanizm demokratyzacji i zapewnienia wszystkich praw obywatelskich po wschodniej stronie Bugu.

  Claude Moraes (S&D). - Mr President, I would just like to solve the confusion and speak against the referral back to the Committee on Civil Liberties, Justice and Home Affairs of this important visa facilitation agreement, which will benefit Ukrainian citizens. Important human rights issues arose, which Ms in ‘t Veld rightly raised. For this reason, we called for a plenary debate. This was unusual in the circumstances. In this debate, I and other Members called for further serious improvements in LGBT rights and other human rights issues. It was on this firm basis that I proposed that we vote against referral back to the Committee on Civil Liberties and that thereafter we proceed to the vote.

  Bruno Gollnisch (NI). - Monsieur le Président, je voudrais simplement très courtoisement vous faire observer que, contrairement au règlement, sur la précédente demande de report, c'est-à-dire sur Guantánamo, au lieu de donner la parole à un orateur pour et à un orateur contre, vous avez donné la parole à deux orateurs pour et, sur l'affaire des visas ukrainiens, au lieu de donner, comme l'exige le règlement, la parole à un orateur pour et à un orateur contre, vous venez de donner la parole à deux orateurs contre. Cela ne me paraît pas tout à fait conforme à notre règlement.

  Der Präsident. − Herr Kollege Gollnisch, ich komme da zu einem anderen Urteil. Herr Kollege Swoboda, der eigentlich dagegen war, hat eine Kompromissmöglichkeit aufgezeigt, der der Antragsteller gefolgt ist. Wir hatten auch jemand, der dafür gesprochen hat. Deshalb ist der Geschäftsordnung Genüge getan. Wir haben diese Sache jetzt auch entschieden.
