  Kriton Arsenis, on behalf of the S&D Group . – Mr President, this is indeed a very important directive for the European Union. For many people, it represents the presence of the European Union, the positive changes that it has brought to countries, at least as far as the environment and participation in development projects is concerned. It is the directive that really increases democratic participation in consultations for development projects, which is the only way people have, in many countries, to defend their rights, to protect the environment and public health as established in the constitutions and in legislation. It is the only way people have to express their views about upcoming projects.

The Commission proposal is reinforcing this directive. We in the Socialist Group are supportive of all elements of the Commission proposal. Furthermore, we ask for more social participation. We ask for more participation by citizens at all stages.

I would remind you that two weeks ago we had a great debate here in Parliament, on shale gas operations. We are asking for mandatory impact assessments on all shale gas operations, independently of the quantities of gas to be extracted, not only in the extraction phase but also in the research phase. Why? Because we all know that when all these liquids, all these chemicals fall into the subterranean aquifer, the damage is done, whether in the research phase or in the exploration, so we will be strongly supporting this idea in the vote. Also, on air corridors, we believe that there should be an impact assessment when we construct an airport, at the construction phase, where the airplanes pass into the air streams, otherwise there are issues of noise and pollution which affect citizens.
