  President. - The next item is the debate on the statement by the Vice-President of the Commission/High Representative of the Union for Foreign Affairs and Security Policy on the situation in Egypt (2014/2532(RSP)).

  Ευάγγελος Βενιζέλος, Ασκών την Προεδρία του Συμβουλίου και εξ ονόματος της Αντιπροέδρου της Επιτροπής/Ύπατης εκπροσώπου - Κύριε Πρόεδρε, τρία χρόνια έχουν περάσει από τότε που οι Αιγύπτιοι πολίτες, από όλα τα κοινωνικά στρώματα, ξεσηκώθηκαν εναντίον ενός καταπιεστικού καθεστώτος ζητώντας ελευθερία, ανθρώπινη αξιοπρέπεια, κοινωνική δικαιοσύνη, καλύτερες συνθήκες διαβίωσης. Σε όλη αυτή την περίοδο, η Ευρώπη στάθηκε δίπλα στον αιγυπτιακό λαό με στόχο να στηρίξει τη συμμετοχή όλων των πολιτικών δυνάμεων στην πολιτική διαδικασία και τη δημοκρατική μετάβαση. Παραμένουμε προσηλωμένοι στην υποστήριξή μας στον αιγυπτιακό λαό. Πολλοί άνθρωποι έχουν χάσει τη ζωή τους στον αγώνα για μια δημοκρατική κοινωνία και ένα καλύτερο μέλλον για τους ίδιους, τα παιδιά τους, τις οικογένειές τους. Πολλοί περισσότεροι έχουν τραυματιστεί ή έχουν υποστεί άλλες συνέπειες. Ως εκ τούτου, παρακολουθήσαμε με μεγάλη ανησυχία τις πράξεις βίας και τις απώλειες ανθρώπινων ζωών που σημάδεψαν την περίοδο πριν και κατά τη διάρκεια του πρόσφατου δημοψηφίσματος, καθώς και την τρίτη επέτειο της αιγυπτιακής επανάστασης. Η κ. Ashton, η Ύπατη Εκπρόσωπος, καταδίκασε απερίφραστα όλες τις πράξεις βίας, τις ακρότητες και τις τρομοκρατικές επιθέσεις. Η επικύρωση του νέου Συντάγματος, με το δημοψήφισμα στις 14 και 15 Ιανουαρίου, αποτελεί αναμφίβολα μια θετική εξέλιξη που ελπίζουμε ότι θα επιτρέψει την ταχεία και πλήρη εφαρμογή του οδικού χάρτη που ακολουθεί η μεταβατική κυβέρνηση της Αιγύπτου στη πορεία προς τη δημοκρατική εξομάλυνση. Το γεγονός αυτό θα επιτρέψει και την υπέρβαση των προβλημάτων που ανέκυψαν κατά τη διαδικασία εκπόνησης του Συντάγματος. Είναι εξαιρετικά σημαντικό να διασφαλιστούν οι θεμελιώδεις ελευθερίες, συγκεκριμένα δε οι ελευθερίες του συνέρχεσθαι και της ελεύθερης έκφρασης πολιτικού λόγου. Το ευρωπαϊκό μήνυμα είναι σαφές: χωρίς πλήρη σεβασμό των ανθρωπίνων δικαιωμάτων, ο οδικός χάρτης δεν μπορεί ασφαλώς να οδηγήσει πουθενά. Ο νέος συνταγματικός χάρτης συνιστά βελτίωση, ιδίως στο κεφάλαιο για τα ανθρώπινα δικαιώματα που περιλαμβάνει την ελευθερία της έκφρασης, του συνέρχεσθαι, τα δικαιώματα των γυναικών. Η πλήρης εναρμόνιση του συνόλου της υπάρχουσας και μελλοντικής κοινής νομοθεσίας με το Σύνταγμα και με τα διεθνή πρότυπα, συγκεκριμένα δε με το σώμα των διεθνών κανόνων που προστατεύουν τα ανθρώπινα δικαιώματα, αποτελεί ζήτημα ζωτικής σημασίας. Το Σύνταγμα πρέπει επίσης να εφαρμόζεται κατά τρόπο που να διασφαλίζει τον πλήρη έλεγχο όλων των τομέων της κυβέρνησης και της κρατικής δράσης της πολιτικής εξουσίας, χωρίς παρεμβάσεις μη δημοκρατικού χαρακτήρα, ενώ οι πολίτες έχουν το δικαίωμα να δικάζονται σε κάθε περίπτωση από πολιτικά δικαστήρια. Η Ευρωπαϊκή Ένωση παρακολούθησε τη διεξαγωγή του δημοψηφίσματος και, μολονότι είναι αδύνατο να εξακριβώσουμε τη βασιμότητα όλων των παρατυπιών που καταγγέλθηκαν, εκτιμούμε εντούτοις ότι αυτές δεν έχουν επηρεάσει την ουσία του τελικού αποτελέσματος. Χαιρετίζουμε την προκήρυξη των εκλογών. Η Ένωση έχει προσκληθεί να παρακολουθήσει τις επικείμενες εκλογές και θα αποστείλει σημαντικό αριθμό εκλογικών παρατηρητών, των οποίων επικεφαλής θα είναι μέλος του Ευρωπαϊκού Κοινοβουλίου. Θα έχουμε τη δυνατότητα και τα μέσα να εκτιμήσουμε κατά πόσο οι συνθήκες θα επιτρέψουν διαφανείς και αξιόπιστες εκλογές, χωρίς αποκλεισμούς, με ίσους όρους ανταγωνισμού κατά την προεκλογική εκστρατεία. Θα μπορέσουμε επίσης να αξιολογήσουμε και τη διαδικασία διεξαγωγής των εκλογών. Είναι σαφές ότι, χάριν της σταθερότητας της Αιγύπτου, αυτές οι εκλογές πρέπει να οδηγήσουν στην ανάδειξη ενός δημοκρατικά εκλεγμένου προέδρου και στη δίκαιη εκπροσώπηση των πολιτικών απόψεων στο Κοινοβούλιο.

Η Ευρωπαϊκή Ένωση καλεί επίσης τις αιγυπτιακές αρχές να εξασφαλίζουν το δικαίωμα των κατηγορουμένων σε δίκαιη και έγκαιρη δίκη, με βάση σαφές κατηγορητήριο, κατόπιν κατάλληλης και ανεξάρτητης έρευνας, και να διασφαλίζουν το δικαίωμα πρόσβασης στους κατηγορούμενους και επικοινωνίας αυτών με τους δικηγόρους και τα μέλη των οικογενειών τους. Η Ένωση ανησυχεί επίσης για την επιδείνωση της οικονομικής κατάστασης και για τις αρνητικές επιπτώσεις αυτής στις ευάλωτες κατηγορίες του πληθυσμού. Σήμερα, το ήμισυ περίπου του αιγυπτιακού πληθυσμού ζει σε συνθήκες πραγματικής φτώχειας και η πιο ευάλωτη ομάδα είναι τα παιδιά. Στο πλαίσιο αυτό, η Ευρωπαϊκή Ένωση θα εξακολουθήσει να στηρίζει τις προσπάθειες βελτίωσης των κοινωνικών και οικονομικών συνθηκών, τη διασφάλιση της σταθερότητας, των επενδύσεων, την προώθηση της κοινωνικής δικαιοσύνης, αλλά βέβαια και την εφαρμογή των βασικών οικονομικών μεταρρυθμιστικών μέτρων. Η οικοδόμηση μιας σταθερής και βιώσιμης δημοκρατίας είναι ένας μακρύς και δύσκολος δρόμος. Η οικοδόμηση της δημοκρατίας απαιτεί σκληρή δουλειά, αφοσίωση αλλά και συμβιβασμούς από όλες τις πολιτικές πλευρές, διότι ο τελικός στόχος είναι να δημιουργηθούν δημοκρατικές, διαφανείς και υπεύθυνες θεσμικές δομές και συνθήκες που θα προστατεύουν όλους τους πολίτες της Αιγύπτου και τα θεμελιώδη δικαιώματά τους. Η Αίγυπτος είναι χώρα κλειδί ως προς τις προσπάθειες επίλυσης όλων των μεγάλων ανοικτών προβλημάτων της Μέσης Ανατολής και της Βόρειας Αφρικής. Έχει πολύ μεγάλη σημασία για εμάς, για την Ευρώπη, για τη στρατηγική μας, για την εξωτερική πολιτική της Ένωσης, για τη Νότια Γειτονία, να ακολουθήσει η Αίγυπτος ένα σταθερό, δημοκρατικό δρόμο, ένα δρόμο που θα επιτρέψει σε όλους τους Αιγύπτιους πολίτες να έχουν ένα ασφαλές και θετικό μέλλον.

  José Ignacio Salafranca Sánchez-Neyra, en nombre del Grupo PPE. – Señor Presidente, señor Ministro, Señorías, la verdad es que, como decía el representante de la Presidencia en ejercicio del Consejo, si miramos brevemente al retrovisor, la secuencia de acontecimientos en estos últimos tres años ha sido impresionante: caída del Presidente Mubarak, preparación de una nueva Constitución, aprobación en referéndum, elección de un nuevo presidente, elecciones legislativas, caída del Presidente Morsi, una nueva Constitución aprobada en referéndum y, en el horizonte, elecciones presidenciales y legislativas.

Todo ello, en medio, señor Presidente, de una ruptura de los consensos básicos, con un alto grado de polarización en el país, con una profunda inestabilidad y violencia y también, como decía el representante de la Presidencia en ejercicio del Consejo, con una degradación importante de las condiciones económicas y sociales del país.

Señor Presidente, Egipto es un socio positivo y activo de la Unión Europea. Es un gran país, cuya estabilidad es fundamental para la situación en la región y en todo Oriente Próximo, y la Unión Europea tiene que hacer una apuesta decidida y firme en favor de la estabilidad, apoyando un proceso de transición democrática inclusivo, apoyando el respeto de los derechos humanos y las libertades fundamentales, apoyando la introducción de mayores cotas de seguridad en el país —y seguimos con gran preocupación los acontecimientos que se están produciendo en la península del Sinaí causados por islamistas radicales— y también, señor Presidente, apostando clara y decididamente en favor de la prosperidad.

Esperamos, señor Presidente, que la Alta Representante, que ya ha trabajado extraordinariamente en apoyo de este proceso de transición en Egipto, y la Presidencia en ejercicio del Consejo, que es muy sensible a la situación en Egipto, puedan obtener pronto los resultados que todos esperamos.

  Véronique De Keyser, au nom du groupe S&D. – Monsieur le Président, Monsieur Venizelos, vous avez bien parlé et vous avez parlé en diplomate. Je le serai probablement moins, parce que je me souviens que du temps du président Morsi, des ONG me disaient: "Pourquoi restez-vous silencieuse devant les dérives que vous voyez?" Je pense qu'aujourd'hui, il faut être amical, il faut dire que l'Égypte est un grand pays, qui nous tient à cœur, mais nous ne pouvons pas rester silencieux devant l'inquiétude que nous ressentons face à la situation de ce pays.

Effectivement, il règne aujourd'hui en Égypte une répression sans précédent. Avec des milliers et des milliers de prisonniers dans les prisons. Avec certes une Constitution qui est meilleure que la précédente, plébiscitée à près de 98 %. Or, pour moi qui ai fait des missions d'observation électorale, dès qu'on approche de tels scores, je suis plus inquiète que je ne m'en réjouis. Je me demande où sont les opposants naturels, qui auraient dû s'exprimer.

Je pense qu'aujourd'hui, la fracture qu'il y a dans le peuple égyptien – et vous savez que les fractures fratricides dans les peuples sont les plus longues à se réduire – est extrêmement inquiétante. J'attire l'attention des autorités égyptiennes sur le fait que qualifier presque la moitié de son peuple de terroriste et mettre tous les Frères musulmans au banc des accusés, c'est une attitude porteuse de germes de violence pour l'avenir.

Je défends donc avec vous l'idée d'un dialogue "inclusif", d'une mise en œuvre de la feuille de route. Les Égyptiens sont nos amis, mais nous ne voulons pas d'un retour à la case départ. Ne remettons pas l'armée au pouvoir et avec toutes les prérogatives que lui donne la nouvelle Constitution, comme si la révolution était effacée.

Je termine en saluant le très beau travail du service européen pour l'action extérieure et de nos deux représentants. Je souligne que Stavros Lambrinidis, qui défend les droits de l'homme avec vigueur, sera samedi au Caire. Nous pouvons lui faire confiance pour dire avec diplomatie ce que je vous ai dit avec brutalité.

  Marietje Schaake, on behalf of the ALDE Group. – Mr President, while I welcome the Commissioner, I really wish the High Representative, Ms Ashton, had been here herself.

In Egypt, even when governments have changed, repression continues, and some would argue this is the worst we have seen yet. Now do not get me wrong. As a Liberal Democrat you will not hear me express a preference for going back to a political Islamic regime that was authoritarian. I also do not want to see a military regime restrict people’s rights and opportunities under a different banner. The country must urgently make progress and move towards a better future.

For Europe our principles should be clear. But we must also be realistic. We do not have a whole lot of leverage and we have made mistakes in the past. So at least let us act according to our values and have the population of Egypt in mind as our main focus. That is in our mutual interest as well.

Let us focus on the rights of minorities, whether they are Coptic or female. Today is international day of zero tolerance for genital mutilation. Egypt is among the countries with the highest numbers – about 75% of girls and women are mutilated.

The position of journalists: yesterday a Dutch journalist was forced to leave Egypt after being accused of membership of a terrorist network. And, of course, many Egyptians have no such opportunity to return home to a free society with the help of diplomats. We must help ensure that they are not wrongfully imprisoned and that they can work and live in freedom.

The question is really: what does the army have to fear from a free press and from activists like Ahmed Maher and the April 6 Movement, from Alaa Abd El Fattah and from the many, many other human rights activists that are now imprisoned and that should never have been tried by military courts in the first place? I am thinking of the journalists of Al Jazeera, Mohamed Fadel Fahmy, Peter Greste and Baher Mohamed. Civil society and a free press that can do their work must be an integral part of a democratic Egypt if we actually want to see progress and no repression any more.

  Ulrike Lunacek, on behalf of the Verts/ALE Group. – Mr President, three years after the Arab Spring, on behalf of my political group, the Verts/ALE Group, I have to express my deepest concern about the gravity of the current situation.

Conservative estimates report that 1 400 Egyptians have died as a result of political violence since the military coup in July. In other words, that is seven Egyptian citizens killed every day. The vast majority of these men and women have died under the brutal repression of the security forces simply for having sought to exercise their basic freedoms of assembly and expression. The brutal crackdown on the Muslim Brotherhood has been followed by a crackdown on civil society, human rights defenders and media. Do not get me wrong: the unacceptable terrorist attacks before the military coup and the violence by the radical branches of the Brotherhood are not – and must not be considered – an excuse for this repression.

I would like to refer in particular to the situation of women. They continue to be in a particularly vulnerable situation in the current political and social transition. That is why I think the European Union should strongly defend women’s rights. The Egyptian interim authorities must combat all forms of gender-based violence, including marital rape and sexual violence against women participating in protests and demonstrations. It is high time for the European Union to say, in a clear and unified manner, that the current trend towards the consolidation of an authoritarian security regime in Egypt is unacceptable.

In this regard, I find that the latest statement by Lady Ashton on the constitutional referendum – I am sorry to say this – smacks of the EU’s past failed policy from the pre-Arab Spring era. Normalisation must not be the name of the game. We call on Lady Ashton and on the Council, Mr Venizelos, to call a spade a spade. There is no democratic transition in Egypt: there is a nasty security regime and our policy needs to adapt to this hard fact. There can be no business as usual as long as this downward spiral continues.

  Adam Bielan, w imieniu grupy ECR. – Panie Przewodniczący! Minął właśnie trzeci rok od upadku autorytarnych rządów Husniego Mubaraka. Początkowa euforia została niestety w krótkim czasie stłumiona przez wzrost przemocy oraz pogłębiającą się stagnację gospodarczą. Sytuacja nadal daleka jest od stabilizacji, a ciągłe demonstracje i krwawe zamieszki coraz bardziej pogrążają Egipt w chaosie. Nie pozostaje to bez wpływu również na państwa sąsiadujące. Największy niepokój od miesięcy wzbudzają regularne, niczym nieuzasadnione ataki islamistów na przedstawicieli chrześcijańskiej mniejszości koptyjskiej. Dziesiątki kościołów zostało zniszczonych, wiele osób straciło życie.

Oczekuję od obecnie rządzących pilnych działań na rzecz powstrzymania tych bestialskich aktów terroru. Egipt pozostaje kluczowym partnerem gospodarczym Wspólnoty w basenie Morza Śródziemnego, dlatego niezbędne jest zaangażowanie Brukseli w rozwiązanie konfliktu w tym kraju. Szczególnego znaczenia nabiera konieczność wsparcia narodu egipskiego w trudnym procesie przemian. Mam nadzieję, że nadchodzące wybory prezydenckie odbędą się w poszanowaniu demokracji. Liczę, że przyjęta niedawno konstytucja, choć w wielu miejscach niedoskonała, umożliwi funkcjonowanie państwa w oparciu o międzynarodowe standardy polityczne. Apeluję do tymczasowych władz w Kairze o zagwarantowanie nieskrępowanej działalności międzynarodowych misji obserwacyjnych.

  Willy Meyer, en nombre del Grupo GUE/NGL. – Señor Presidente, efectivamente, la situación de Egipto es excepcional. Los egipcios viven una situación excepcional y seguirá así mientras las Fuerzas Armadas sigan empeñadas en tutelar las demandas de cambio social que se expresaron en la revolución de la plaza Tahrir. Por cierto, Fuerzas Armadas que siguen financiadas por los Estados Unidos de América.

Yo creo que es un error. Un error que aumenta la represión; las cárceles están llenas. Ha sido otro error la ilegalización del partido de los Hermanos Musulmanes. Mi Grupo no tiene nada que ver con ese partido. Nada. No tenemos nada que ver. Pero, sin embargo, intentar resolver un problema político por la vía de ilegalizar un partido que representaba a la mitad de la opinión de un país me parece un tremendo error, que en algún momento se tendrá que corregir.

Y tal vez el modo de corrección más próximo sea apelar a que se celebren, cuanto antes, unas elecciones legislativas. Pero con garantías. Con garantías de limpieza y de participación. Esto es lo único que, tal vez, podría resolver la situación.

  Jacek Włosowicz, w imieniu grupy EFD. – Panie Przewodniczący! Trzy lata temu państwa arabskie w Zatoce, jak i w Afryce Północnej, przechodziły burzliwy okres zmian. Wszyscy mieli nadzieję, że nowe rozwiązania państwowe będą tymi, na jakie czekają arabskie społeczeństwa. Niestety okazało się, że w Egipcie nowa rzeczywistość stała się jeszcze bardziej skomplikowana. Jednak ostatnie miesiące przyniosły znaczne pozytywne zmiany i nowe nadzieje na przyszłość. O szczegółach tych wydarzeń mówili już przed chwilą moje koleżanki i moi koledzy. Mam nadzieję, iż Unia Europejska, a w szczególności Parlament Europejski, docenią te zmiany w niniejszej rezolucji. Mam również nadzieję, że w najbliższych miesiącach będziemy aktywnie wspomagać zmiany w Egipcie, czasem trudne, ale na pewno konieczne.

  Mário David (PPE). - Mr President, President Mansour announced presidential elections before the end of April and the new parliament should be elected by July. After the referendum on the new constitution, the voice is being given again to the people of Egypt. The institutions coming out of these elections are the ones we will have to work with. As European legislators, let us respect the people’s vote and not be patronising, as in the past. What we have witnessed were hurdles in the revolution, but everyone must participate in the new elections. Also, the EU must monitor in situ the upcoming electoral processes and react firmly in all cases where democracy is breached. Egypt cannot be a country where people are dying simply for fighting for their ideas, or are put in jail because they are alleged to be terrorists or traitors. Many of these people are foreign citizens; some are journalists or diplomats.

Yesterday’s heroes are today’s terrorists. Egypt needs all its citizens and movements to live in tolerance and mutual respect. This was also not happening under Morsi’s regime, but no one is totally right and no one is totally wrong.

The new European Neighbourhood Policy conditions our acts, and in order to respect the ‘more for more’ principle, we have to say to our partners: show us that you are embracing the fundamental values of democracy, freedom and solidarity and we will gladly keep on supporting your efforts. If you do not do so, we will keep on supporting those in your country and in your society who are willing to. I wish to recall that the rule of law, judicial independence, tolerance and the sovereignty of the people are at the core of democracy.

  Paul Rübig (PPE), Frage nach dem Verfahren der „blauen Karte“. – Herr Präsident! Ich möchte den Kollegen David fragen, was er davon hält, dass wir jetzt in Tunesien z. B. eine neue Verfassung bekommen haben, die von uns eigentlich sehr positiv kommentiert wird. Glauben Sie, dass die tunesische Verfassung auch für Ägypten eine gewisse Rolle spielen könnte, weil hier natürlich Standards gesetzt werden, die für den gesamten Maghreb von besonderer Bedeutung sind?

  Mário David (PPE), blue-card answer. – I think that each country should have its own constitution and no one should try to impose any model on anyone else. I believe that each country should establish its own rules regarding the fundamental law of that country. I think it is very well done if they submit it to a referendum of their own people, but no one should try to impose a model or insist on an example of a model. I think that subsidiarity should apply in this case as well.

  Ana Gomes (S&D). - Está a regredir na caminhada para a democracia que a Praça Tahrir quis abrir. Centenas de jornalistas, membros da oposição, ativistas dos direitos humanos estão presos, detidos arbitrariamente ao abrigo da nova lei sobre reunião, assembleia e manifestação, que é flagrantemente limitadora da liberdade de expressão e de reunião à luz do Direito Internacional.

O referendo que levou à adoção da nova Constituição foi, no mínimo, duvidoso; teve fraca participação popular; o debate que antecedeu a votação não foi livre; as críticas contra o projeto constitucional foram reprimidas, enfraquecendo a legitimidade da Constituição adotada. O texto até pode ser melhor em direitos fundamentais, direitos das mulheres e das minorias, mas o teste vai estar na prática. E o que se está a ver neste momento é que há, de facto, uma situação que muitos descrevem como muito pior em matéria de violação de Direitos do Homem do que no tempo de Mubarak.

Alarmantes são também as reservas constitucionais para o exército e, designadamente, a possibilidade de tribunais militares virem a julgar civis. Exército e polícia continuam a fazer uso excessivo da força contra os manifestantes; a sociedade está mais polarizada; o extremismo político tem aumentado. Alimentam-se, assim, as fações radicais e os grupos violentos, e a impunidade impera no país e a desconfiança no poder é maior do que nunca.

Segurança e estabilidade refletem-se em particular na região do Sinai, cada vez menos controlada com o aumento de casos de desaparecimentos, morte e tortura de refugiados, designadamente oriundos da Eritreia e da Somália.

Não haverá democracia no Egito sem um processo inclusivo de reconciliação e, neste sentido, é contraproducente marginalizar e criminalizar a atividade da Irmandade Muçulmana. É tempo da União Europeia parar de pôr paninhos quentes. É tempo de aplicar o princípio mais por mais e, portanto, rever a assistência que presta ao Egito ao abrigo da Política Europeia de Vizinhança e do Acordo de Associação: mais por mais também é, tem de ser, menos por menos. Nesse sentido, apoiamos tudo aquilo que o Representante da União Europeia para os Direitos Humanos, Stavros Lambrinidis, possa dizer no Egito, sonoramente, para fazer constar as preocupações que nos oferecem a atual situação dos direitos humanos e do Estado de direito no Egito.

  Peter van Dalen (ECR). - Voorzitter, ik kom net terug uit Egypte. Ik heb in Caïro en in Al Minya heel veel mensen gesproken. In Al Minya zijn tientallen kerken verbrand door moslim-extremisten. In die verbrande kerken lagen honderden bijbels die verbrand zijn. Ik kreeg één van die verbrande bijbels mee. En de predikant zei tegen mij: als u teruggaat naar Europa, vraag dan steun van Europa aan Egypte.

Het nieuwe Egypte is zelfbewust geworden, het heeft een grondwet die misschien niet perfect is, maar die een hele goede lijn uitzet. Het nieuwe Egypte heeft een zelfbewust volk, dat al twee dictators aan de kant heeft gezet. En als meneer Sisi zou falen, zal ook hij aan de kant worden gezet.

Daarom is mijn oproep, Voorzitter: laat Egypte nu gesteund worden vanuit de Europese Unie, zowel politiek als economisch. Dat is het verzoek dat ik doorgeef vanuit Egypte.

  Cristian Dan Preda (PPE). - Domnule președinte, la trei ani după revoluție, situația din Egipt e tulbure, iar societatea e profund polarizată. Violențele recente, inclusiv în contextul organizării referendumului constituțional, atacurile teroriste, situația minorității copte sunt toate surse de preocupare pentru noi. În același timp, restricțiile aduse libertății de expresie, de asociere sau libertății religioase polarizează și mai mult societatea.

M-am bucurat să aflu că Stavros Lambrinidis va merge în Egipt pentru a discuta despre violențe, despre încălcările drepturilor omului, indiferent de autori, și sunt convins că va cere, cum o facem și noi, autorităților egiptene să investigheze toate posibilele abuzuri comise. Nu trebuie să pierdem din vedere, pe de altă parte, că există și semnale pozitive din Egipt. În ciuda contextului foarte dificil în care a fost adoptată, Constituția egipteană conține un număr important de pași înainte privind, în particular, consacrarea drepturilor omului și a libertăților fundamentale.

În fine, nu pot neglija faptul că au existat voci critice la adresa felului în care noi, europenii, am reacționat la evoluțiile din Egipt. Cred că, pentru moment, strategia noastră e bună. A fi neutri și deschiși e o strategie corectă, în condițiile pe care le-am descris mai devreme. Cred că trebuie să contribuim în continuare la construcția unui dialog politic veritabil, pentru că polarizarea pe care o aminteam blochează în fapt dialogul.

  Joanna Senyszyn (S&D). - Pani Przewodnicząca! Nowa konstytucja, zdecydowanie poparta przez Egipcjan, ma zapewnić państwu większą świeckość, zagwarantować równość kobiet i mężczyzn, ale daje także dużą autonomię wojsku. Powinna doprowadzić do wyłonienia władzy w demokratycznych wyborach. Kluczowym punktem rozwiązania kryzysu politycznego w Egipcie jest dialog otwarty dla wszystkich sił politycznych. Egipt potrzebuje polityki ukierunkowanej na integrację spolaryzowanego społeczeństwa. Tylko taka polityka umożliwi stabilność polityczną, rozwój gospodarczy i bezpieczeństwo. Katastrofalne są doniesienia o kolejnych krwawych starciach i kolejnych zabitych. Ta nieustająca fala przemocy zaostrza sytuację i utrudnia znalezienie kompromisu. Dlatego apelujemy do wszystkich stron o powstrzymanie się od przemocy, a do władz Egiptu o zapewnienie bezpieczeństwa wszystkim obywatelom bez względu na ich poglądy i przynależność polityczną. Niezbędne są także obiektywne i przejrzyste dochodzenia w sprawie wszystkich przypadków zabójstw, torturowania, poniżającego traktowania i zastraszania pokojowych demonstrantów oraz konieczne jest postawienie winnych przed sądem.

  Hans-Gert Pöttering (PPE). - Frau Präsidentin! Ägypten gehört zu den ganz wichtigen arabischen und islamischen Ländern. Die Verfassung kann eine Grundlage sein für eine gute Entwicklung, aber sie ist keine Garantie. Es hängt jetzt von der Verfassungswirklichkeit ab. Entscheidend ist, dass es Versöhnung gibt zwischen den verschiedenen gesellschaftlichen Gruppen. Man muss nein sagen zur Gewalt, von welche Seite auch immer, und die Armee kann einen wichtigen Beitrag zur Versöhnung des ägyptischen Volkes leisten.

Entscheidend ist, dass vor der Rechtsordnung in Ägypten alle Menschen gleich sind, weil alle Menschen die gleiche Würde haben. Dazu gehört auch, dass alle Religionsgemeinschaften – natürlich die friedlichen Moslems, aber auch die Christen, die Kopten, die jüdische Gemeinschaft und andere Gemeinschaften – voll in ihren Rechten anerkannt werden und ihren Glauben leben können.

Wir erwarten Offenheit in der ägyptischen Gesellschaft und nach außen. Dem widerspricht, dass zum Beispiel Urteile gesprochen worden sind gegen Nichtregierungsorganisationen wie auch die Konrad-Adenauer-Stiftung aus Deutschland, wo man zwei Mitarbeiter zu fünf und drei Jahren Haft verurteilt hat. Wir erwarten, dass dies korrigiert wird, und wir fordern dazu auf, dass dieses Unrecht wieder gutgemacht wird.

Ich würde mir wünschen – und sicher wir alle würden uns wünschen –, dass die Träume und die Hoffnungen dieser wunderbaren jungen Menschen, denen ich im Februar 2011 auf dem Tahir-Platz begegnet bin, die so leben wollen wie wir – mit einer Werteordnung mit Demokratie, mit Freiheit, mit Recht –, Wirklichkeit werden in diesem so bedeutenden Land Ägypten.

  Pino Arlacchi (S&D). - Madam President, it is time for the EU to stop taking sides and positions at every political turn in the Egyptian transition. Europe should focus its attention on the quality of institution-building. Therefore, our efforts should all be directed at strengthening the rule of law and bolstering institutions and economic reform.

To that end, I attach primary importance to major issues such as asset recovery. The restitution of frozen assets is – over and above its economic significance – a strong signal against the impunity for corruption and money laundering that has so far been enjoyed by unscrupulous political leaders in Egypt and elsewhere.

I would reiterate that the only way to build a sustainable democracy in Egypt is by following the path of national reconciliation and inclusive political process. Any ban, exclusion or repression directed against any political force or actor in Egypt repeats past mistakes and leads only to increased radicalism.

  Francisco José Millán Mon (PPE). - Señora Presidenta, Egipto es un importante país en nuestra vecindad mediterránea que tradicionalmente ha desempeñado un papel muy destacado en el mundo árabe. Lo que allí sucede no es indiferente para la región. Yo creo que el mensaje que el Egipto de hoy debe recibir de este Parlamento es el de la necesidad de diálogo y de búsqueda de consenso entre las autoridades egipcias y las distintas fuerzas políticas y sociales.

Las transiciones políticas son muy complejas y requieren elevadas dosis de flexibilidad y amplio espíritu de compromiso. Justamente lo que ignoraron el anterior Presidente Morsi y los Hermanos Musulmanes. Ahora, los nuevos responsables del país no pueden caer en el mismo error que sus predecesores. Los acuerdos me parecen indispensables si Egipto quiere caminar por la vía de la reconciliación, de la democracia inclusiva y de la paz.

La estabilidad que todos queremos para Egipto requiere también fórmulas de convivencia democráticas y respetuosas con los derechos humanos. El horizonte no puede ser el terrible proceso de confrontación y de dolor que vivió la Argelia de los años noventa. El reciente ejemplo tunecino, en el que los distintos actores finalmente han hecho concesiones para llegar a un acuerdo de convivencia, sí puede ser una referencia válida.

Egiptowi towarzyszył w tej izbie najpierw entuzjazm w związku z rewolucją arabską, potem rozczarowanie, że wybrany prezydent i rząd nie spełniają naszych oczekiwań, potem niepokój, że doszło do zamachu, a teraz oczywiście też się martwimy, jak te kroki postępu, jak powołanie nowej konstytucji będą służyły demokratyzacji Egiptu. Wydaje mi się, że jest jeszcze jedna ważna rzecz, którą należy zauważyć: powołano egipską Narodową Radę Praw Człowieka. To znaczy, że Egipt przejmuje się tym, aby wkroczyć na właściwą drogę przestrzegania praw człowieka. Myślę, że powinniśmy nadal wspierać egipskie przemiany, wspierać również gospodarkę, ale też wspierać przede wszystkim rodzącą się, mamy nadzieję, demokrację, wspierać społeczeństwo obywatelskie. Mamy ku temu instrumenty.

Chcemy jednocześnie wpływać na to, aby w Egipcie nie było przemocy wobec mniejszości, w szczególności zaś tych mniejszości, które związane są z innym wyznaniem czy z pewną odmiennością narodową. Sądzę, że możemy wezwać władze Egiptu, aby jak najszybciej doprowadziły do prawnych rozwiązań, które towarzyszą tej nowej konstytucji, i zagwarantowały możliwość działania krajowym i międzynarodowym organizacjom społeczeństwa obywatelskiego.

  Peter Šťastný (PPE). - Madam President, I strongly support the resolution regarding Egypt, which condemns all the acts of violence, terrorism and incitement being committed against the citizens of Egypt. We should urge all the military and political actors to avoid any provocations or unjust actions which can cause the ongoing volatile situation to deteriorate.

The authorities should ensure that there is security and stability throughout the country, especially in the Sinai area. I would also like to stress the importance of ensuring the fundamental democratic rights every Egyptian citizen deserves and of ending any kind of oppression being committed against them. The international community must also contribute to ensuring that stability and democracy once again govern Egypt.

  Eija-Riitta Korhola (PPE). - Arvoisa puhemies, minä olen ollut Egyptissä monta kertaa viime vuosina ja tavannut oikeastaan kaikki mahdolliset osapuolet vallankumousneuvoston jäsenistä poliittisiin ryhmiin, feministiunioniin, kansalaisjärjestöihin, ihmisoikeusjärjestöihin ja muslimiveljeskuntaan.

Viimeksi kun olin siellä, sain sellaista palautetta, että EU on liian kaavamainen. Sille demokratia on vain lakitoimitus, eikä se tunnista tyranniaa ja ihmisoikeuksia polkevaa järjestelmää ajoissa, kun se vain tuijottaa vaalitulosta.

Fakta on, että demokraattisesti valittu muslimiveljeskunta lakkasi olemasta demokraattinen heti, kun se päästi valtaan. Sitä ei kiinnostanut demokratia vaan sitä kiinnosti kontrolli, ja siksi valtaosa palautteesta tällä kertaa oli se, että tukekaa meitä nyt, tukekaa uutta perustuslakia, tukekaa sitä, että me haluamme oikeasti demokratian tielle! Siksi meidän täytyy hakea yhteistyötä egyptiläisten kanssa juuri nyt.

  Zbigniew Zaleski (PPE). - Madam President, I would like to make two points. One is a general message that goes from this House to Egyptians who are fighting for democracy, who are fighting for the rule of law: this is magnificent and it should be so. We should stress this, and I think that is what we do.

But I would also like to put something very concrete in that message, which is to ask how we can help those who are fighting for these values. One of the instruments we can offer is education. I remember that in the periods before we entered the European Union, many more Egyptian students took part in, or profited from, the education offered in Western countries, including Poland. What about now? Could we do something more for those who are fighting for those values that we share, and in this way transmit something more concrete from this place to Egypt?

  Paul Rübig (PPE). - Frau Präsidentin! Ich glaube, wir sollten überlegen, welche konkreten Maßnahmen wir in den nächsten Tagen und Wochen setzen können. Eine Überlegung ist: Welche Programme der Europäischen Union können wir unseren Freunden in Ägypten anbieten? Das geht vom Bereich der Bildung in viele andere Bereiche hinein. Ich glaube, hier ein aktives Programm zu starten, intensiv mit der Bürgergesellschaft in Kontakt zu treten, ist eine gute Herausforderung. Vor allem auch die Handelsbeziehungen zu stärken, insbesondere zwischen den kleinen und mittleren Betrieben, auch mit Journalisten dementsprechend Aufklärung zu betreiben und die Aus- und Weiterbildung in diesem Bereich voranzutreiben, hilft uns letztlich, die Gewaltenteilung auch in Ägypten klar sichtbar zu machen und bei den nächsten Wahlen dementsprechend positive Ergebnisse zu erzielen.

  Olle Schmidt (ALDE). - Fru talman! Några ord om de fasansfullheter som sker i Sinaiöknen. Tusentals flyktingar från Eritrea och Somalia, varav många kvinnor och barn, har blivit kidnappade i Sinaiöknen av beduinligor i detta laglösa land. De har tagits som gisslan, blivit torterade, sexuellt utnyttjade, bestulna på sina mänskliga organ och i många fall mördade. Vad kan EU göra för dessa värnlösa personer?

Vi måste också kunna kräva av Egypten att landet gör någonting. Dessa anhöriga som sedan utpressas i Europa. Om de inte betalar 50 000 dollar, så mördas deras anhöriga i öknen. Herr minister, ni måste kunna göra någonting för att de egyptiska myndigheterna ska kunna stoppa detta.

I Sverige pågår just nu en rättegång där två personer är åtalade för att ha varit bulvaner för de här kidnapparna och utpressat en kvinna i Sverige. Herr minister, skulle inte Europol kunna agera? Vi vet nämligen att detta sker i många andra länder i Europa.

  Paul Murphy (GUE/NGL). - Madam President, three years after the fall of Mubarak, the Egyptian Government, incredibly, is trying to cling to the mask of saviours of the revolution. The millions of activists who actually made that revolution are seeing its true face: the face of authoritarianism, the old elites and the forces of reaction. The low turnout for the referendum illustrates that point.

The crackdown on protestors has been vicious and the attack on democratic rights has been incredibly widespread, including the jailing of 20 Al Jazeera journalists for supposedly aiding terrorist groups. Its repression has been wielded against workers and socialist activists, with many trade unionists being jailed and intimidated. Life for working people is getting harder, with inflation at over 11% and unemployment at over 13%.

The lesson from the past three years for working people is clear: they can only rely on their own forces to break the deadlock of authoritarianism, repression and social catastrophe. They need to build their own organisations and independent trade unions: a mass party of working people to redevelop the revolutionary movement and fight for a government of workers and poor people.

  Ευάγγελος Βενιζέλος, Ασκών την Προεδρία του Συμβουλίου και εξ ονόματος της Αντιπροέδρου της Επιτροπής/Ύπατης εκπροσώπου - Κυρία Πρόεδρε, οι τοποθετήσεις των αξιότιμων μελών του Ευρωπαϊκού Κοινοβουλίου νομίζω ότι εξέφρασαν όλο το φάσμα των απόψεων που υπάρχουν στην Ευρωπαϊκή Ένωση γύρω από το αιγυπτιακό ζήτημα. Η στάση της Ευρωπαϊκής Ένωσης, η θεσμική, η επίσημη, όπως εκφράζεται από την Ύπατη Εκπρόσωπο, την κ. Ashton, με τη στήριξη του Συμβουλίου Εξωτερικών Υποθέσεων, είναι μια στάση αρχών, καθαρή, προσεκτική και ταυτόχρονα μια στάση που επιδιώκει να είναι αποτελεσματική, δηλαδή να διατηρεί τη δυνατότητα άσκησης πρακτικής πίεσης, ώστε να ολοκληρωθεί η δύσκολη μεταβατική διαδικασία προς την αποκατάσταση της δημοκρατίας και του κράτους δικαίου.

Η κατάσταση είναι πάντοτε κρίσιμη και εύθραυστη. Δεν είναι δυνατόν να υπάρχουν κρατούμενοι πολιτικοί αντιφρονούντες και δημοσιογράφοι. Η Ευρωπαϊκή Ένωση ανησυχεί ιδιαίτερα –και το λέει αυτό πάντα με έμφαση– για την απαράδεκτη κράτηση πολιτικών αντιφρονούντων και δημοσιογράφων. Δεν είναι δυνατόν να υπάρχουν περιορισμοί στην ελευθερία της έκφρασης ή στην ελευθερία του συνέρχεσθαι και της ειρηνικής διαμαρτυρίας.

Σημειώνω κι εγώ τις αναφορές που έγιναν στην ανάγκη προστασίας των γυναικών. Κράτησα ιδιαίτερη σημείωση για τα όσα ειπώθηκαν σχετικά με την κατάσταση στο Σινά. Προσωπικά πρέπει να πω ότι έχω ιδιαίτερο ενδιαφέρον ως Έλληνας Υπουργός Εξωτερικών για το Σινά, γιατί εκεί υπάρχει η ιστορική βυζαντινή μονή της Αγίας Αικατερίνης, η οποία είναι ένας φύλακας του τόπου και ένας θησαυρός της παγκόσμιας πολιτιστικής κληρονομιάς.

Έχουν γίνει βεβαίως πολύ σημαντικά βήματα. Η επικύρωση του νέου και βελτιωμένου συντάγματος, που προβλέπει τον σεβασμό των θεμελιωδών δικαιωμάτων, θα επιτρέψει στην Αίγυπτο να κάνει μια νέα αρχή. Αυτό θέλουμε, αυτό επιδιώκουμε, αυτό ευχόμαστε. Η Αίγυπτος δεν πρέπει να χάσει αυτήν την πολύ σημαντική ευκαιρία.

Ο κύκλος της βίας πρέπει να σταματήσει, όπως και οι ενέργειες που οδηγούν στη βία, άρα πρέπει να αποφεύγονται προκλήσεις, να αποφεύγεται η ρητορεία μίσους, να αποφεύγονται πολιτικές δηλώσεις που στιγματίζουν χωρίς διάκριση πολιτικές ομάδες ως τρομοκράτες. Πρέπει επίσης να γίνει συνειδητή και συστηματική προσπάθεια για τη συμμετοχή όλων των πολιτικών δυνάμεων σε αυτή την πολιτική διαδικασία, στη συμφιλιωτική και συνθετική πολιτική διαδικασία, σε μια inclusive διαδικασία, αλλιώς δεν μπορούμε να πετύχουμε τον στόχο μας.

Κανένα πολιτικό κόμμα, καμία πολιτική δύναμη δεν μπορεί να κυβερνήσει μόνη της την Αίγυπτο, μόνο με το δικό της όραμα για την κοινωνία. Χρειάζεται πλουραλισμός, σύνθεση απόψεων, συνύπαρξη. Η πόλωση αποσταθεροποιεί επικίνδυνα την κατάσταση με εξαιρετικά αρνητικές συνέπειες για την οικονομία. Έχω κι εγώ επισκεφθεί σχετικά πρόσφατα το Κάιρο κι έχω συζητήσει, όχι μόνο με τον ομόλογό μου, με τον οποίο έχουμε βρεθεί πάρα πολλές φορές έκτοτε, αλλά έχω συζητήσει και με τον πρωθυπουργό της Αιγύπτου ειδικά για τα ζητήματα της οικονομίας. Εδώ και περισσότερο από ένα χρόνο, η Ευρωπαϊκή Ένωση, και ειδικότερα η Ύπατη Εκπρόσωπος, η κ. Ashton, και οι ειδικοί εκπρόσωποι, ο κ. Λεόν και ο κ. Λαμπρινίδης βέβαια, ο οποίος θα επισκεφθεί το Κάιρο σε λίγες μέρες, έχουν εμπλακεί σε προσπάθειες για την επίτευξη της συμμετοχής όλων των πολιτικών δυνάμεων στη διαδικασία αυτή, την ενοποιητική, τη συνθετική.

Βέβαια, όταν έχεις συνεχώς φαινόμενα βίας, τρομοκρατικές επιθέσεις, όταν έχεις απώλειες ζωών, το περιβάλλον είναι βαρύ και δύσκολα κάνεις τα αναγκαία βήματα. Πρόθεση της Ύπατης Εκπροσώπου, την οποία έχω την τιμή να εκπροσωπώ, είναι, με την υποστήριξη του Συμβουλίου και του Ευρωπαϊκού Κοινοβουλίου, να διατηρήσει τον διάλογο με όλες τις πολιτικές δυνάμεις στην Αίγυπτο, ώστε να στηριχθούν όλες οι αξιόπιστες και αναγκαίες πρωτοβουλίες που οδηγούν στην ομαλοποίηση της κατάστασης, στην πλήρη αποκατάσταση της δημοκρατίας και του κράτους δικαίου και βέβαια στη συμφιλίωση. Πιστεύω ότι αυτό θα έχει ευεργετικά αποτελέσματα στη σταθερότητα της Αιγύπτου.

Αναφέρθηκαν παραδείγματα άλλων αραβικών χωρών, άλλων χωρών στην ευρύτερη περιοχή της Βόρειας Αφρικής. Η αλήθεια είναι ότι ιστορικά η Αίγυπτος λόγω του μεγέθους της δεν είναι συνηθισμένη να αντιγράφει άλλα μοντέλα, αλλά λειτουργεί η ίδια ως ένα υπόδειγμα για τις εξελίξεις στην ευρύτερη περιοχή. Αυτό πρέπει να το λάβουμε πάρα πολύ σοβαρά υπόψη μας, γιατί πρέπει να αντιληφθούμε –και πάντα αντιλαμβανόμαστε στα όργανα της Ευρωπαϊκής Ένωσης– την ιδιαίτερη βαρύτητα που έχει ιστορικά, πολιτικά, στρατιωτικά, κοινωνικά και συμβολικά η κατάσταση στην Αίγυπτο.

Θεωρώ λοιπόν ότι η συζήτησή μας ήταν ανοιχτή, ειλικρινής, αντιπροσωπευτική των απόψεων που υπάρχουν στις ευρωπαϊκές κοινωνίες και χρήσιμη για τα βήματα που έχουμε να κάνουμε ως Συμβούλιο με επικεφαλής την Ύπατη Εκπρόσωπο.
