  Véronique De Keyser, auteur. - Monsieur le Président, la Thaïlande est une cocotte-minute sur le point d'exploser avec en arrière-plan, la crise de succession royale, le roi étant âgé et très malade depuis très longtemps.

L'affrontement actuel oppose le gouvernement, qui s'appuie sur les régions rurales et sur les classes les moins favorisées du Nord du pays, et l'opposition, qui se réclame de la monarchie et qui est concentrée en particulier à Bangkok et dans les classes supérieures.

La Thaïlande est le théâtre d'affrontements récurrents depuis le renversement, par un coup d'État militaire, de l'ancien premier ministre Shinawatra, frère de l'actuelle première ministre. Le vieux parti démocrate, à la tête de l'opposition, n'exige d'ailleurs aujourd'hui plus de nouvelles élections qui remettraient sans doute la même majorité en place, mais un gouvernement de technocrates, nommé par le roi et son entourage.

C'est là qu'est le piège, car ce qui en jeu aujourd'hui en Thaïlande, c'est la démocratie et la légitimité populaire. Le fait de vouloir remplacer un gouvernement élu, qui bénéficie d'un fort soutien populaire, par un gouvernement, fût-il de sages, est une mise en cause de la démocratie. La Thaïlande n'a d'ailleurs pas réellement de tradition démocratique. Depuis l'abolition de la monarchie absolue en 1932, elle a connu dix-huit coups d'État et dix-huit constitutions différentes, et le mépris des paysans, eux qu'on appelle encore parfois des "buffles d'eau", reste grand. Notre résolution appelle donc à davantage de démocratie en Thaïlande.

  Krzysztof Lisek, autor. - Panie Przewodniczący! Tajlandia to ważny kraj w Azji i również ważny partner Unii Europejskiej. Nasze stosunki gospodarcze rozwijają się dość dynamicznie. Dlatego musimy zwrócić uwagę Tajlandii jako partnerowi Unii Europejskiej również na znaczące niedostatki demokracji. Dość dramatyczne wydarzenia ostatnich dni wskazują na to, że musimy zwrócić uwagę rządowi Tajlandii, politykom Tajlandii i to i tym rządzącym i tym opozycyjnym, że są pewne podstawowe zasady i reguły demokracji, których wszyscy muszą przestrzegać. Musimy też wezwać armię, aby raczej stała z boku, aby nie wtrącała się w wybory polityczne mieszkańców Tajlandii. Wzywamy więc z tego miejsca wszystkie siły polityczne Tajlandii do tego, aby zainicjować i kontynuować konstruktywny dialog.

  Marie-Christine Vergiat, auteur. - Monsieur le Président, en Thaïlande, les affrontements entre Chemises rouges et Chemises jaunes ne sont pas nouveaux. Le pays est particulièrement instable depuis le coup d'État militaire de septembre 2006, qui a chassé du pouvoir Thaksin Shinawatra, milliardaire populiste, frère de l'actuelle premier ministre, accusé par l'opposition de tirer les ficelles du gouvernement actuel depuis l'étranger et soupçonné de corruption.

C'est un blocage constitutionnel qui avait amené les militaires au pouvoir en 2006 et l'on peut craindre aujourd'hui que le scénario se répète. Depuis octobre 2013, l'opposition tente par tous les moyens de déstabiliser le pouvoir en place. La cour constitutionnelle, la justice et la commission électorale sont aux mains de cette opposition sur la base de nominations faites au moment où l'armée était au pouvoir. Le principal parti d'opposition, le parti dit "démocrate", semble avoir du mal à admettre que depuis 2001, il a perdu toutes les élections législatives. Il prône sans relâche le remplacement du suffrage universel par un conseil du peuple non élu. Certains vont même jusqu'à dire que le système "un citoyen, une voix" n'est pas adapté au royaume de Thaïlande.

Comme, pour tenter de résoudre la crise, le gouvernement a dissous le parlement pour provoquer de nouvelles élections, le parti démocrate a appelé au boycott de ces élections et ses partisans ont bloqué 10 % des bureaux de vote, au risque d'un blocage constitutionnel. Des élections partielles doivent avoir lieu fin février. Il vaudrait mieux que tous se préoccupent vraiment de l'intérêt de la population thaïlandaise si on veut éviter une crise comme celle de 2010, qui a coûté la vie à 90 personnes et fait plus de 1 900 blessés.

Le pays a besoin de réformes pour s'adapter à l'évolution de la population. Dans ce pays, le revenu par habitant a triplé en vingt ans. Les attentes de la population ont donc profondément changé. Et les deux principaux partis, chacun dans des genres différents, ne semblent pas avoir compris ces nouvelles aspirations. Oui, c'est la démocratie qui est en jeu en Thaïlande.

  Marietje Schaake, author. - Mr President, several non-democratic measures have been taken by the Thai Government and have led to massive protests in a generally peaceful country. The government is putting aside its Senate, as well as the Constitutional Court’s rulings on the Amnesty Bill and on the date of the elections. On top of that, a non-elected people’s representation has been proposed. Such actions have led to outcry and protest, and responses have led to death and injury. The Prime Minister has declared a state of emergency.

These very troubling steps have paralysed the country and the elections, as voting did not happen in all areas of the country and the law forbids the opening of the legislature when it is not 95% filled. Without a parliament, no new government can be formed. This deadlock must end, by investigations into the violence and the prosecution of those responsible. All parties must show restraint and respect for the rule of law and abide by democratic principles. This includes a government that ensures free assembly and free expression. It should start by lifting emergency laws.

We welcome the fact that the military has remained neutral and we call on it to continue to do so. We also welcome initiatives of dialogue and reconciliation by all those who have contributed, and stand ready to play any role that may help to overcome the current difficulties and help Thailand onto a democratic track.

  Reinhard Bütikofer, Verfasser. - Herr Präsident, liebe Kolleginnen und Kollegen, lieber Herr Kommissar! Eine zentrale Botschaft sollten wir heute alle gemeinsam aussenden, nämlich den Appell an Regierung und Opposition, die gefährliche Situation in Thailand nicht weiter ins Chaos abgleiten zu lassen. Viele Beobachter sehen das Land inzwischen auf einen Bürgerkrieg zutreiben und sehen mit Sorge, wie die Wirtschaft und auch insbesondere der Tourismus unter den Unruhen leiden.

Es sind auf beiden Seiten Fehler gemacht worden. Deswegen müssen beide Seiten dazu beitragen, diese gefährliche Situation zu überwinden. Aber es gibt einige Prinzipien, die dabei klar sein müssen: Man kann das Grundprinzip der Demokratie – ein Mensch, eine Stimme – nicht zugunsten einer Ständeregierung außer Kraft setzen, wie das einige Eliten in Thailand wollen. Man kann die Meinung der Mehrheit nicht für unbeachtlich erklären.

Es gibt sicherlich einen tiefen sozioökonomischen Konflikt zwischen den städtischen Eliten und den ländlichen Regionen. Und es braucht eine Reform staatlicher Institutionen. Das geht aber nur, wenn beide Seiten anerkennen, dass dies friedlich und im Rahmen demokratischer Regeln gelöst werden muss.

Deswegen der Appell an die demokratische Partei, der Demokratie, die sie in ihrem Namen trägt, eine Chance zu geben, und der Appell an die Regierung, die Notstandsgesetze zurückzunehmen, die sie am 23. Januar erlassen hat.

  Mitro Repo, S&D-ryhmän puolesta. – Arvoisa puhemies, Thaimaassa järjestetyt ennenaikaiset vaalit saivat surkean päätöksen, kun pääoppositioon kuuluva Suthin Taratin ammuttiin Bangkokissa. Thaimaan hallitus on vastannut mielenosoitusten ja levottomuuksien lisääntymiseen kovin ottein. Bangkokin poikkeustilalaki on antanut hallitukselle aivan liian laajat oikeudet. Tiedot lisääntyneistä väkivaltaisista yhteenotoista ovat huolestuttavia, ja väkivaltaisuuksissa kuolleiden ja loukkaantuneiden henkilöiden tapaukset tulee tutkia asianmukaisesti.

Pääoppositiopuolueen vaaliboikotti vaikeutti huomattavasti helmikuun alun vaaleja sekä ääntenlaskentaa. Boikotoiminen vaaleissa ja mielenosoitus ovat eri asioita, mutta erittäin huolestuttavia ovat tiedot siitä, että useampi kuin joka kymmenes äänestyspaikka ei voinut avata oviaan opposition saarron takia. Äänioikeus on pyhä asia. Vain demokratian ja ihmisoikeuksien avulla Thaimaa voi turvata yhteiskuntansa rauhan.

  Raül Romeva i Rueda, on behalf of the Verts/ALE Group. – Mr President, obviously the situation in Thailand deserves more than a debate and a resolution from our House. That is clear. We are talking about democracy and helping to build democracy in Thailand for many reasons.

The situation, based on socioeconomic differences, has turned into violence, which is something which concerns us. We also need to show our solidarity with all the victims and all those people who have lost loved ones. Our resolution should be based on democratic principles and that is what we will probably be adopting at the end of this debate. We have to remind ourselves – and also our Thai colleagues – that elections must be free and fair. That is why we very much deplore the fact that all the reactions against the results seen in the elections are being turned into such a violent situation.

We also urge the Thai Government to revoke the state of emergency, because we understand that this is not the way to deal with the situation, basically because laws are in place to deal with the current situation in the right way. All parties should engage in a constructive dialogue, based on tolerance and the understanding of mutual points of view. In order to seek a negotiated settlement and to solve the current crisis by peaceful and democratic means, we urge both parties – government and opposition alike – to find a normal, democratic and fair way to resolve their differences.

  Jaroslav Paška, za skupinu EFD Politická situácia v Thajsku je nesmierne napätá. Návrh premiérky Shinawatraovej amnestovať zločiny politikov a vládnych úradníkov spáchané po roku 2004 vyvolal prirodzený hnev obyvateľstva. Opoziční predstavitelia sa postavili do čela nespokojných občanov a radikálnymi vyhláseniami vyostrili atmosféru pred parlamentnými voľbami. Výnimočný stav vyhlásený 21. januára predsedníčkou vlády zaviedol pre vládne inštitúcie a úradníkov podieľajúcich sa na presadzovaní tohto rozhodnutia absolútnu beztrestnosť. Parlamentné voľby teda prebiehajú v situácii, keď vykonávatelia vládnej moci môžu v mene poriadku beztrestne akýmkoľvek spôsobom ovplyvňovať a meniť volebné rozhodnutia občanov. Považovať poslanecké mandáty, ktoré vzišli z týchto volieb, za legitímne by bolo výsmechom thajskému ľudu aj demokracii. Nech máme s administratívou premiérky Shinawatraovej akokoľvek konštruktívne vzťahy, musíme jej dať najavo, že takto násilím a manipuláciou vyrobený poslanecký zbor nemôže byť základom pre ustanovenie rešpektovanej demokratickej vlády.

Na druhej strane radikálna či monarchistická opozícia, ktorá stupňuje politické konflikty, nesie veľkú časť zodpovednosti na rastúcom napätí. Riešením sa teda javí koordinovaný medzinárodný ekonomický a politický tlak na predstaviteľov znepriatelených strán, aby sa zriekli konfrontačných postupov a vo vlastnom záujme a v záujme krajiny nechali pokojne a slobodne o budúcej vláde rozhodnúť svojich občanov.

  Joanna Senyszyn (S&D). - Panie Przewodniczący! Pokojowe rozwiązanie kryzysu wymaga konstruktywnego dialogu opozycji i rządzących, dlatego z zadowoleniem przyjmujemy inicjatywę krajowej Komisji Praw Człowieka zorganizowania spotkania konsultacyjnego z intelektualistami, przedstawicielami ruchów społecznych, przywódcami religijnymi i czterema byłymi premierami. Unia Europejska i ASEAN muszą wspierać dialog i działania na rzecz demokracji w Tajlandii. Kluczowe jest powstrzymanie dalszej eskalacji przemocy; aresztowania przywódców antyrządowych demonstracji mogą dodatkowo zaostrzyć sytuację.

Ponieważ demonstranci zapowiedzieli nieustępliwość w kontynuowaniu protestów, apeluję do władz Tajlandii o zagwarantowanie ochrony wolności słowa, prawa do pokojowych zgromadzeń i zrzeszania się. Kolejnym etapem powinny być wspólne ustalenia rządu, komisji wyborczej i opozycji w sprawie reform i zatwierdzenie ich w referendum. W kontekście prowadzonych negocjacji w sprawie umowy o partnerstwie i współpracy między Unią i Tajlandią podkreślam konieczność przestrzegania demokratycznych zasad i praw człowieka jako podstawy wzajemnej współpracy.

  Eija-Riitta Korhola (PPE). - Arvoisa puhemies, on erittäin harmittavaa, että politiikka on niin tulenarka ja polarisoiva aihe Thaimaassa, jolla on potentiaalia olla yksi Aasian suunnannäyttäjistä.

Demokratia on demokratiaa, ja sitä voidaan parantaa opposition suunnalta ja kansalaisaktivismilla myös toisen puolueen hallinnon aikana, ei ainoastaan istumalla hallituksessa. Ja vaalien tulisi olla ainoa keinoa valita kansalaisten edustajat. Retoriikka ihmisten kokouksesta ei edistä demokratiaa.

Haluaisin nostaa erään asian esille liittyen Etelä-Thaimaan konfliktiin. Mielenosoituksilla ja poliittisella kriisillä on ollut erittäin negatiivinen vaikutus Etelä-Thaimaan Patani-rauhanprosessiin, joka alkoi lupaavasti viime vuonna. Neuvottelut ovat siirtyneet kauas pois agendalta, ja väkivaltaisuudet ja iskut ovat valitettavasti lisääntyneet etelässä. Tämä johtuu sekä hallituskriisistä että yleisestä toivottomuudesta konfliktin ratkaisun suhteen. Toivon, että rauhanprosessi pääsee pian taas jaloilleen.

Haluaisin myös osoittaa surunvalitteluni kaikille, joiden läheiset ovat kuolleet viime kuukausien aikana. Tapahtuneet rikokset on tutkittava välittömästi ja tekijät on saatettava oikeuteen.

  Lidia Joanna Geringer de Oedenberg (S&D). - Panie Przewodniczący! Pogłębiający się od jesieni ubiegłego roku kryzys w Bangkoku i wciąż rosnąca liczba ofiar i rannych budzi coraz większy niepokój w Europie. Protestujący domagają się zmiany rządu i głębokiej reformy systemu politycznego.

Główne ugrupowanie opozycyjne, Partia Demokratyczna, blokowała 2-go lutego dostęp do większości lokali wyborczych, gdzie odbywała się wstępna tura przedterminowych wyborów, wzywając do ich bojkotu i powołania reformatorskiej „rady ludowej” – w efekcie wybory przerwano.

Trwają brutalne starcia między zwolennikami i przeciwnikami rządu, pogłębiając paraliż kraju i prowadząc do całkowitej jego destabilizacji.

Władze Tajlandii muszą odwołać uchwalony 21 stycznia stan wyjątkowy, zapewniając społeczeństwu poszanowanie podstawowych swobód obywatelskich, w tym wolność wypowiedzi i zgromadzeń!

Partia Demokratyczna powinna z kolei pozwolić na przeprowadzenie w kraju powszechnych wyborów, które byłyby szansą na wyjście z utrzymującego się od 3 miesięcy impasu politycznego i praktycznego paraliżu kraju, który prowadzi donikąd.

Tylko rozwiązanie oparte na poszanowaniu prawa, demokratycznych zasad i politycznej woli tajskiego społeczeństwa będzie trwałe.

  Janusz Wojciechowski (ECR). - Panie Przewodniczący! Prawie 10 lat temu nasze myśli, serca były z Tajlandią, kiedy była ona jednym z krajów straszliwie dotkniętych nieszczęściem tsunami. Zginęły tysiące ludzi, w tym setki Europejczyków, którzy tam pojechali na wakacje. Staraliśmy się wtedy na miarę naszych możliwości wspierać Tajlandię i pomagać jej w tym nieszczęściu. Wtedy był żywioł, dzisiaj mamy inny problem, problem wewnętrzno-polityczny, czyli zaostrzający się konflikt, i rzeczywiście martwimy się, żeby on się nie przerodził wręcz w wojnę domową. Apelujemy do obu stron konfliktu – i do władzy, i do opozycji – żeby unikać przemocy w tym konflikcie, bo to doprowadzi naprawdę do dalszych nieszczęść i Tajlandia wiele na tym straci. Wielu ludzi w Europie chciałoby do tego kraju jeździć, podziwiać jego zabytki, wiele wspaniałych miejsc. Niech Tajlandia tego nie traci.

  Štefan Füle, Member of the Commission. - Mr President, we welcome the imminent adoption of Parliament’s urgency resolution on Thailand’s political situation. Thailand is a close partner of the European Union. Last year was a particularly important year, as we initialled the Partnership and Cooperation Agreement with Thailand, began free trade agreement negotiations, and received the Prime Minister in Brussels.

The European Union is following with concern the recent tensions and the political polarisation in Thailand. The situation has given cause for several statements by the Vice-President/High Representative in the last three months. In her statements she has condemned the use of violence, urged all sides to exert restraint and called for a real and inclusive dialogue and reconciliation.

The recent tensions are a recurrence of what Thailand has experienced earlier in this century. Thailand’s democratic political system may now once more be at risk. The elections last Sunday, where many Thais were unable to vote and polls were boycotted, show how challenging and complex the situation has become. The situation has in it the seeds both for a solution and for further deterioration. The Thai political leadership must come together and find a way forward. Only they can take the needed decision.

As this Parliament rightly stresses in its resolution, it is essential to avoid escalation and to engage immediately in a constructive dialogue to seek a negotiated settlement. Thailand needs a peaceful solution through inclusive dialogue based on democratic principles. The alternative is a growing rift in society.

Thailand’s future is a matter for the Thai people to resolve. We believe that only real dialogue between the authorities and the opposition, aimed at finding a lasting political solution, based on democratic principles within the constitutional framework, offers a way forward.
