  Othmar Karas, Berichterstatter. - Frau Präsidentin, Herr Vizepräsident der Kommission, meine Damen und Herren! Das Europäische Parlament als Herz der europäischen Demokratie, als Bürgerkammer Europas, setzt mit diesen Berichten ein sehr starkes Zeichen. Wir handeln, wir bewegen, wir bringen uns ein. Wir analysieren, evaluieren und hinterfragen die Arbeit der Troika als intergouvernementales Instrument der Europäischen Union in den Mitgliedstaaten.

Lassen Sie mich hier grundsätzlich sagen: Jedes intergouvernementale Vorgehen – ob notwendig oder nicht, ob erfolgreich oder nicht – hat aus unserer Sicht immer einige Defizite: keine gemeinschaftsrechtliche Fundierung – daher keine Durchsetzungsmöglichkeit der sozialen Grundrechte, der Bürgerrechte, der Freiheitsrechte, der Charta der Grundrechte –; einen Mangel an Transparenz, an demokratischer Legitimierung und demokratischer Kontrolle. Daher muss jede intergouvernementale Lösung als eine Zwischenlösung betrachtet werden und jedes intergouvernementale Instrument muss langfristig in Gemeinschaftsrecht überführt werden. Manchmal ist das nur durch eine Vertragsänderung möglich.

Ich bin dankbar und stolz, dass diese Berichte zwei Monate vor der Wahl mit einer so breiten Zustimmung in der Bevölkerung und in diesem Hause vorgelegt werden können. Aus der Gefahr der Ideologisierung und gegenseitigen Schuldzuweisung wurde ein Bericht der objektiven Bewertung und der kurz-, mittel- und langfristigen Zukunftsmaßnahmen. Ich danke den Sekretariaten, den Mitarbeitern und allen Kolleginnen und Kollegen, die uns bei den Reisen, im Ausschuss, bei den Sitzungen innerhalb und außerhalb des Ausschusses geholfen haben, aus 915 Änderungsanträgen 52 Kompromisspakete zu schnüren, die im Ausschuss eine Zwei-Drittel-Mehrheit erhalten haben.

Meine Damen und Herren, was war die Ausgangslage? Die Ausgangslage ist die schwierigste Krise in Finanz-, Wirtschafts- und Sozialfragen seit dem Zweiten Weltkrieg. Rasche und energische Reaktionen auf europäischer Ebene waren notwendig. Ohne schnelles und entschlossenes solidarisches Verhalten hätte es zu einer größeren politischen Krise als in den 30er Jahren des letzten Jahrhunderts kommen können. Die Union war institutionell, rechtlich, politisch und finanziell auf eine derartige Krise nicht vorbereitet. Die einzige Institution, die handlungsfähig war, war der Internationale Währungsfonds. Es gab daher auch keine Basis im Primärrecht und daher auch keine Alternative zu einer intergouvernementalen Lösung wie der Troika.

Die primären Ziele der Programme waren, einen ungeordneten Zahlungsausfall mehrerer Mitgliedstaaten zu vermeiden und ein Auseinanderbrechen der Eurozone zu verhindern. Diese beiden Kernziele wurden erreicht! Heute stehen wir vor der Situation, dass in allen Ländern die wirtschaftliche Erholung spürbar ist und hoffentlich auch ab dem nächsten Jahr die Arbeitslosigkeit in einem ausreichenden Ausmaß sinkt.

Wir haben in diesem Bericht – ich komme zum Schluss – auf die Kompetenzwidersprüche, auf die unterschiedliche demokratische Legitimierung, auf den Mangel an Einbindung der Bevölkerung, auf die unterschiedlichen Entscheidungs- und Meinungsbildungsprozesse, auf alle Details hingewiesen. Aber wir haben den Fokus auf die Zukunft gerichtet und mittelfristig verlangen wir rules of procedure, wir verlangen eine Wachstums-Taskforce, wir verlangen einen Plan B und wir verlangen eine Studie der Kommission über die wirtschaftlichen und sozialen Auswirkungen der Sparmaßnahmen.

Langfristig wollen wir einen Europäischen Währungsfonds auf dem Boden des Gemeinschaftsrechts, demokratisch legitimiert durch dieses Haus, kontrolliert von diesem Haus, und die Überlegung, ein eigenes Staatsbankrottverhinderungs-Gesetz in die Wege zu leiten, denn der Mangel an Mechanismen, wie europäisch zu handeln ist, wenn Staaten vor der Insolvenz stehen, war ein Teil der Handlungsunfähigkeit und des Glaubwürdigkeitsverlusts bei der Bevölkerung.

Ich bitte Sie alle, diesem Bericht Ihre Zustimmung zu geben, und danke nochmals allen Beteiligten!

  Liem Hoang Ngoc, rapporteur. - Madame la Présidente, chers collègues, l'action de la troïka suscite au moins deux types d'interrogations. Première interrogation: le contrôle démocratique des propositions faites aux États.

Au sein même de la troïka, les désaccords manifestes entre le FMI, la BCE et la Commission n'ont fait l'objet de délibérations dans aucune instance démocratique de l'Union. Le Parlement européen n'a jamais été consulté. C'est au sein de l'Eurogroupe, instance informelle où la voix prédominante de l'Allemagne prime, que les décisions les plus importantes furent prises.

Par ailleurs, la base légale de la participation de la Commission et de la BCE à une structure intergouvernementale telle que la troïka fait débat si l'on se réfère au traité sur le fonctionnement de l'Union européenne. La BCE a notamment outrepassé ses prérogatives en imposant ses vues en matière de politique budgétaire et de restructuration des secteurs bancaires irlandais, chypriote et grec. La Commission n'a pas toujours été gardienne de l'acquis de l'Union, notamment à Chypre, en fermant les yeux sur la proposition faite par l'Eurogroupe de taxer les dépôts inférieurs à 100[nbsp ]000[nbsp ]euros.

Deuxième interrogation: cette absence de légitimité est d'autant plus grave que les politiques imposées, le pistolet sur la tempe, aux gouvernements et aux parlements nationaux font l'objet de nombreuses controverses. Quatre d'entre elles peuvent être mentionnées.

Premièrement, la dette grecque aurait pu être restructurée immédiatement pour éviter l'impact récessif d'une austérité budgétaire trop brutale. Telle était la position du FMI, qui avait révisé à la hausse ses estimations du multiplicateur budgétaire et qui privilégiait plutôt une dévaluation interne. Telle reste la position du FMI, qui estime qu'une nouvelle restructuration de la dette est nécessaire, alors que le taux d'endettement grec culmine à 175[nbsp ]% du PIB. En cas de nouvelle restructuration, on pourrait suggérer à la BCE, qui a racheté 34[nbsp ]milliards de dette grecque sur le marché secondaire, de prendre ces pertes, contrairement à ce qui s'est produit lors de la première restructuration. Ceci reviendrait certes à accroître la création monétaire, mais cela ne serait aucunement dommageable à l'heure où la déflation menace la zone euro.

Deuxièmement et deuxième erreur, la BCE a dégainé son bazooka –[nbsp ]le programme OMT[nbsp ]–, sans doute trop tardivement, seulement en septembre[nbsp ]2012. Mis sur pied plus tôt, ce programme aurait peut-être évité la contagion du Portugal et de Chypre.

Troisièmement, la combinaison d'une austérité budgétaire sévère et d'une dévaluation interne, c'est-à-dire d'une baisse des salaires, a tué la demande et plongé la Grèce et le Portugal dans une récession durable.

Quatrièmement, le plan de sauvetage du secteur bancaire irlandais, qui s'est élevé à près de 30[nbsp ]% du PIB, a pesé quasi exclusivement sur le contribuable et a préservé les intérêts des détenteurs seniors d'obligations bancaires. À l'époque, les mécanismes de solidarité, tels que le FESF ou le MES ainsi que l'union bancaire à venir, n'existaient pas. On pourrait, aujourd'hui, comme le suggère le gouvernement irlandais, transférer rétroactivement la partie de la dette publique consacrée au sauvetage des banques au MES ou exclure leurs charges d'intérêt du calcul des déficits publics.

Certes, le Portugal et l'Irlande ont à nouveau accès au marché pour financer leur dette mais les facteurs d'instabilité présents lorsque l'assistance fut demandée se sont partout exacerbés. La croissance reste atone; les taux d'endettement se sont envolés; le chômage, la pauvreté et les inégalités ont explosé.

Le rapport fait des propositions visant à améliorer le contrôle démocratique du Mécanisme européen de stabilité, appelé à devenir un véritable Fonds monétaire européen se substituant à la troïka.

Il faut placer le mécanisme européen de stabilité sous l'égide de la méthode communautaire: la codécision entre le Parlement européen et le Conseil doit prévaloir pour les recommandations de politique économique faites aux États en contrepartie de l'assistance financière.

Mes chers collègues, nos concitoyens reprochent à l'Europe son manque de transparence et de démocratie. Ils doutent de l'efficacité des politiques d'austérité qu'ils supportent de moins en moins.

En adoptant ce rapport, notre Parlement, seule institution européenne élue au suffrage universel direct, peut lancer un signal fort à nos concitoyens à la veille des prochaines élections. Il fixe un cap pour le prochain président de la Commission.

  Liem Hoang Ngoc (S&D), réponse "carton bleu". – Mon cher collègue, il me semble que les politiques budgétaires appliquées dans tous les États membres sont désormais des politiques procycliques. Avant la crise, ils s'agissait déjà de politiques procycliques. Il y a certes eu des plans de relance, mais c'est lorsque ces plans de relance ont été suspendus que la croissance s'est effondrée dans tous les pays européens, et en particulier dans les pays qui ont demandé assistance. Sans croissance, vous n'avez pas de rentrées fiscales et vous avez des dettes qui se creusent. Je n'ai pas le temps d'en dire davantage, mais je vous suggère de regarder attentivement les courbes dans tous les pays de la zone euro: les déficits baissent partout, mais les taux d'endettement s'envolent aussi partout. Là est le paradoxe des politiques procycliques, que vous semblez prôner.

  Alejandro Cercas, Ponente. - Señora Presidenta, señor Vicepresidente, señor Comisario, Señorías, el pasado día 13 de febrero la Comisión de Empleo y Asuntos Sociales aprobó por una amplia mayoría un informe que he redactado sobre los aspectos laborales y sociales del papel y las actividades de la Troika en relación con los cuatro países de la zona del euro que han sido sometidos a un programa. Trataré, en este pequeño espacio de tiempo, de referirles por qué hemos hecho este informe, cómo se ha hecho el informe y para qué queremos este informe.

¿Por qué hemos hecho este informe? En primer lugar, porque estimamos que sería absurdo y escandaloso que, en el balance que se haga de estos programas, se ponderen solamente las consecuencias que los programas han tenido sobre los mercados, sobre los desequilibrios macroeconómicos o la deuda pública y se olvide a los ciudadanos que han perdido su empleo, a los jóvenes que penan por encontrar el primero, a los cientos de miles de empresarios que han cerrado sus empresas, a los que han caído en la pobreza o a los que han visto dificultado el acceso a su asistencia sanitaria o farmacéutica, por ejemplo.

Hemos construido esta sólida mayoría para que se entienda que a este Parlamento le importa la gente y que este Parlamento cree que la economía es un instrumento al servicio de la gente y no al revés. Y que las políticas económicas, incluso las que sean bienintencionadas, si no dan resultados, deben ser cambiadas sin ningún tipo de dogmatismo y sin ningún tipo de cierre de filas.

Lo hemos hecho también porque nos preocupa Europa. Porque vemos que la opinión pública cada vez se aleja más de una Europa a la que ve como un instrumento de la gran industria financiera, de los negocios, del dinero y de los mercados. Sobre todo porque este sentimiento ha crecido en estos países —en particular entre la población joven—, que han perdido las referencias de la posguerra y que ven cómo su agenda está muy lejos de la agenda de la Unión Europea. Para recordar nuestros tratados y nuestros compromisos. Para recordar que Europa es una economía social de mercado y no solamente una economía de mercado.

¿Cómo hemos hecho este informe? Yo me he sometido a una doble disciplina: primero, me he basado en datos incontestables, fuera de toda discusión y de sospecha y, segundo, he hecho un informe con una perspectiva europea. Para hacerlo con rigor hemos encargado estudios a la Biblioteca de este Parlamento, a universidades de esos cuatro países y a centros de investigación que nos han ayudado. Hemos oído a la OIT, al Consejo de Europa, a los sindicatos, a los empresarios y hemos abierto en las redes sociales un foro de discusión para escuchar a los ciudadanos.

¿Y qué dice este informe? Pues lo que hemos oído de los ciudadanos en los estudios de las universidades. Que esta austeridad —en la forma y con los ritmos con que ha sido impuesta— y las reformas estructurales —por la manera en que también han sido impuestas a estos Estados— han producido, señor Vicepresidente, señor Comisario, una auténtica catástrofe social. Ha habido una masiva destrucción de empleo, hasta el punto de que el desempleo se ha triplicado y alcanza, en poblaciones jóvenes y en sectores con riesgo, tasas increíbles de más del 50[nbsp ]% de la población activa. Que el incremento de la pobreza ha sido general y que en este momento hay nuevas formas de pobreza que alcanzan a la clase media, a la clase trabajadora: nuevas formas de pobreza. La gente está pasando necesidades, está pasando frío este invierno, porque no puede comprar su calefacción en estos países. Mucha gente. Decenas de miles de familias. Que se han deteriorado los servicios públicos fundamentales y, muy específicamente, servicios sanitarios y farmacéuticos para pacientes con riesgo vital que hoy no pueden acceder a estas medicinas y a estos hospitales. Que se han destruido el diálogo social y los convenios colectivos. Que se ha impuesto la ruptura de una década de experiencia y de práctica sindical. Que se han olvidado de la Carta Social Europea. Que se han olvidado los convenios de la OIT. En definitiva, que ha habido un desprecio total hacia la legalidad y hacia el Derecho.

¿Para qué hemos hecho el informe? Para aprender de los errores, para demostrar la injusticia, para reparar lo que se ha destruido, para que se ponga fin a la Troika, para que se creen mecanismos auténticamente europeos, para que se recupere lo que se ha perdido y para que, desde ahora, haya un plan de recuperación de empleo. Porque sin empleo, sin actividad, no habrá justicia social y no habrá economía.

Señor Rehn, escuche usted lo que decía Adam Smith: «Ninguna sociedad puede prosperar y ser feliz si la mayoría de sus miembros son pobres y desdichados», como está ocurriendo en los países sujetos a un programa de la Troika.

  Olli Rehn, Vice-President of the Commission. - Madam President, our debate today is an important input to the discussion about the workings and future of the Troika. I want to thank all the rapporteurs. I welcome the work of both committees and I hope, too, that you have found our contributions to the reports useful.

In the reports there is much common ground and a balanced recognition of achievements and challenges. I know these reports have been intensively debated in the committees. It is good that they recognise that, faced with a sudden – indeed an existential – crisis, decisions had to be taken in extreme circumstances and necessarily involved difficult choices. We agree that the macroeconomic imbalances which made these decisions necessary had built up in the decade before the crisis in the countries facing this situation.

When the present Commission took office – and I started as the Commissioner responsible for economic and monetary affairs more than four years ago – the debt crisis had just hit Europe, and the Greek economy especially was in free-fall. The risks suddenly burst and were aggravated, and extreme pressure was created to bring the economies concerned back onto a credible path – without any functioning eurozone mechanisms in existence to do this necessary job. Let us not forget that the aim of the economic adjustment programmes was to prevent these countries defaulting on their social and economic obligations, which of course include the welfare benefits of their citizens and the wages of their public employees. In other words, the programmes did not mark the beginning of the crises, but rather the start of their resolution.

In combating the crisis, Europe’s strategy has been based on extending solidarity in return for solidity. It is only fair that the reports recognise the emergency in which Europe suddenly had to create, from scratch, the stability mechanisms through which solidarity could be extended. Those mechanisms reflect the financial and political realities: the finance ministers of the other euro area Member States have had to assume responsibility for granting financial assistance before their own parliaments, in the name of legitimacy and democratic accountability.

The Troika was created to bring together strong economic-policy expertise and multiple sources of funding in order to prevent an economic meltdown in Europe. The institutions each have their own independence and their own mandate, which, of course, we have to respect. Their role has been legally codified in the Treaty establishing the European Stability Mechanism (ESM).

Parliament and the Council have further codified the Commission’s role in the two-pack legislation, which lays down the rules on transparency and accountability which apply to the Commission in its role as a member of the Troika.

Here in plenary, as well as in the committees, we have regularly debated the situation in programme countries. Yes, it has been a difficult journey, and the painful process of assessment is behind in many countries, but the economic turnaround is now tangible and visible. The European economy did not collapse, nor did the euro break up. The economic recovery is now gaining ground and firming up.

Growth has resumed in Ireland and Portugal. Unemployment has started to decrease. Ireland successfully completed its programme in December, as planned. Spain exited its own programme in January. For Portugal, the economic outlook has just been revised upwards, and the country remains on track to exit its programme successfully in May.

We all know about the difficulties of getting the Greek programme on track, especially, in the first years, because of the lack of national unity and the strong vested interests in the country, but there are now realistic signs of the Greek economy recovering. The current account is in surplus for the first time in decades, and there is also an apparent primary surplus in the country’s public finances for last year.

It is self-evident that the Troika is a complex arrangement, which carries out its tasks within the specific mandate it has been given by the ESM Treaty and the Member States – always, of course, in cooperation with the government or parliamentary authorities, stakeholders and social partners of the countries which faced possible default and which, in the first place, themselves requested financial assistance.

Looking ahead, your reports raise issues about the future governance of financial assistance mechanisms such as a European monetary fund, and these can be pursued in the wider institutional discussions on deepening the Economic and Monetary Union to become a genuine stability union, possibly with elements of a fiscal union. In our view, this should be done in line with and on the basis of the Community method.

We are all aware that, realistically, a deeper fiscal union will not be achieved overnight. For the Commission, the guiding principle is that stronger solidarity can be pursued only in return for stronger responsibility, which obviously raises issues concerning sovereignty. Such a deepening can thus occur only in the context of a profoundly democratic process. The European Parliament is at the core of this important democratic debate. I am looking forward to continuing to participate in it.

  László Andor, Member of the Commission. - Madam President, the Commission has analysed employment and social developments in programme countries in a number of its publications and in the Joint Employment Report, as well as in regular reports on the implementation of the adjustment programmes following each review. We are therefore well aware that, since the outbreak of the economic crisis, employment and social divergences between Member States and social disparities within individual countries have increased dramatically. The four euro area programme countries are among the hardest hit.

The social impact of policies has always been an important concern in policy design in the programme countries, as is reflected in the relevant memorandums of understanding. From the Commission’s point of view, it is essential that the adjustment burden is shared in the most equitable way possible, and the Commission will continue to work with the Member States concerned to that end. At the same time, it is for democratically-elected national governments to make the specific choices necessary to help correct the accumulated imbalances, in line with programme targets. For instance, tax reforms can be designed in a progressive or a regressive way, and the Commission has shown on various occasions that these choices have differed across the programme countries.

Let me also stress here that the Commission considers social dialogue to be an important part of the solution to the crisis in the euro area programme countries. It is therefore working with the social partners, governments and the International Labour Organisation to strengthen social dialogue and trust between the partners. The 2013 Industrial Relations in Europe Report included a specific analysis of social-dialogue developments in the programme countries.

The Commission is also committed to the Treaty objectives of balanced economic growth, and it recognises the crucial importance of reinforcing socio-economic convergence within the euro area. This was called for in the ‘Blueprint for a deep and genuine economic and monetary union (EMU)’ and, more recently, in the communication on the social dimension of the EMU. Therefore, we continue to promote the completion of the EMU, based on further economic, fiscal and political integration, with strong attention to the employment and social dimension.

As Commissioner responsible for employment and social affairs, I am particularly concerned about the economic and social hardship felt by the programme countries four years after the first bail-out. I am equally concerned about the employment and social prospects in these countries in the years ahead, given the still very low level of economic growth in Europe as a whole. We have made some progress in integrating the social dimension into the economic governance of the EMU and have strengthened European instruments for macroeconomic stabilisation, social investment and solidarity between countries and social groups. To overcome the severe social consequences of the ongoing economic crisis effectively, however, and to restore convergence in employment and social outcomes within the eurozone, the EU still needs to do much more – and needs to act in a united way.

In this continued effort, we need to build on the ‘Blueprint for a deep and genuine EMU’. We need to find solutions commensurate with the challenges on the ground, so that every Member State of the EMU can build a viable economic and social future. If we do not manage to restore economic growth in the programme countries, so that their public and private sectors can grow out of past debts, and if we do not manage to restore social progress, then the sustainability of the EMU will be threatened.

Today, therefore, the main danger facing the programme countries – and the EMU and EU as a whole – is not ‘too much Europe’ but too little integration. We need more economic, political and fiscal integration in order to complete the EMU and achieve better economic and social outcomes for all Member States.

  Michael Theurer, Verfasser der Stellungnahme des mitberatenden Haushaltskontrollausschusses. - Frau Präsidentin, liebe Kolleginnen und Kollegen! Die Kommission ist für uns der Ansprechpartner in der Troika. Ich möchte zunächst einmal der Kommission, insbesondere Kommissar Olli Rehn, danken. Er ist ein lebendiges Beispiel für eine vertrauensbildende Maßnahme beim Euro.

Als Vorsitzender des Haushaltskontrollausschusses möchte ich darauf hinweisen, dass die Darstellung – zum Beispiel von der linken Seite des Hauses –, dass die Finanzkrise die Ursache für die hohen Staatsverschuldungen ist, nicht stimmt. Schon vor dem Ausbruch der Finanzkrise hatten 16 von 17 Euro-Ländern die Maastricht-Kriterien nicht eingehalten. Deshalb fordern wir als Haushaltskontrollausschuss für die Zukunft eine bessere Haushaltskontrolle, weil das die beste Krisenprävention ist.

Der europäische Steuerzahler hat beträchtliche Solidarität mit den Krisenländern gezeigt. In den Krisenländern wurden enorme Anstrengungen für Strukturreformen unternommen. Der Weg ist richtig. Wir müssen ihn weitergehen. Allerdings muss die demokratische Kontrolle verstärkt werden. Wir als Haushaltskontrollausschuss fordern, dass der ESM künftig dem Europäischen Parlament rechenschaftspflichtig ist.

Unstrittig bestimmt der Wahlkampf bereits die Interessenlage im Kontext der Troika-Berichte. Dennoch ist diese Debatte sehr wichtig, denn es geht um die zentrale Frage der Entwicklung und der Zukunft der Europäischen Union.

Kann es wirtschaftliche Stabilität ohne soziale Stabilität und ohne demokratische Legitimität geben? Ich sage: politisch Nein. Es gibt nichts, was über der Würde des Menschen steht. Kein politisches Ziel legitimiert es, Millionen Menschen ins soziale Elend zu stürzen und ins soziale Abseits zu drängen.

Aber auch als Verfasser der Stellungnahme des AFCO-Ausschusses zum ECON-Bericht beantworte ich diese Frage mit einem klaren Nein. Ich bin froh, dass im Ausschuss eine Mehrheit für eine Position gestimmt hat, die auch in den ECON-Bericht Eingang gefunden hat. Diese Position lautet, dass die Institutionen der EU in all ihrem Handeln an EU-Recht gebunden sind. Das EU-Recht ist kein LEGO-Bausteinkasten, aus dem man sich nimmt, was gerade gefällt. Das EU-Recht umfasst auch die Grundrechtecharta, die immer und jederzeit gilt und aus der sich auch ableitet, dass die Finanzstabilität nie die soziale Stabilität, das in den Mitgliedstaaten umgesetzte Sozialmodell und die sozialen Rechte der Menschen unterminieren darf.

Das sollte Standard aller Handelnden in der EU sein, der Mitgliedstaaten und ihrer nationalen und europäischen Abgeordneten, aber auch der EU-Institutionen, und das unabhängig davon, ob sie über wirtschaftspolitische Regelungen oder über Hilfe für die Ukraine entscheiden. Ich verspreche Ihnen, der AFCO-Ausschuss und auch ich werden im Interesse der EU hier weiter daran bleiben.

  Regina Bastos, em nome do Grupo PPE. – Senhora Presidente, Senhores Comissários, caros Colegas, será seguramente uma falácia política falar de ação da Troica sem fazer um enquadramento da situação em que estavam a Grécia, a Irlanda, Portugal e Chipre, sem recordar que a crise económica e financeira mostrou as fragilidades das finanças públicas e dos sistemas bancários nestes Estados-Membros sem falar da eminência da bancarrota que obrigou ao pedido à ajuda financeira à Comissão Europeia, ao Banco Central e ao FMI.

Os programas de ajustamento económico foram respostas urgentes a situações urgentes e a inação teria tido consequências bem mais graves. Porém, a falta de um horizonte temporal mais alargado para executar os programas de ajustamento e erros de avaliação das economias dos Estados-Membros intervencionados contribuíram para o agravamento das situações sociais nestes países.

Os nossos concidadãos têm correspondido de uma forma exemplar e com muita coragem aos sacrifícios que lhe têm sido exigidos, mas importa salientar que começam a aparecer sinais positivos, nomeadamente na Irlanda e no meu país, Portugal, onde a taxa de desemprego está a diminuir, as exportações a crescer e a confiança gradualmente a ser reconquistada.

Após a turbulência causada pelos ajustamentos económicos e pelas reformas estruturais caminha-se para a estabilidade, mas temos sobretudo de tirar lições para o futuro que garantam que situações destas não se voltem a repetir, lições que reclamam mais transparência, maior participação democrática, a criação de um mecanismo europeu permanente e eficaz de gestão de crises que permita não só detetar a tempo a degradação das situações económicas nos Estados-Membros, mas também uma intervenção preventiva.

Os nossos cidadãos exigem uma gestão responsável dos recursos públicos e reformas atempadas que respeitem consolidação orçamental, que não atrofiem o crescimento económico e que tenham preocupações de justiça social assentes nos valores da União Europeia.

  Ana Gomes (S&D), Pergunta segundo o procedimento "cartão azul". – A Senhora Deputada acaba de dizer que há sinais positivos em Portugal, o nosso país, e designadamente citou o desemprego a diminuir. Senhora Deputada, o desemprego diminui porque mais de 200 000 portugueses, designadamente portugueses qualificados, emigraram nos últimos dois anos e porque muita gente já desistiu de estar nas listas de desemprego e mais de metade dos desempregados não têm hoje qualquer prestação social. Como é que a Senhora Deputada tem o topete de dizer que a situação está melhor com estes dados?

  Regina Bastos (PPE), Resposta segundo o procedimento "cartão azul". – Cara Deputada e cara compatriota Ana Gomes, eu recomendava alguma parcimónia, alguma sobriedade na intervenção. O que acabou de dizer não é verdade. O que acabou de dizer não corresponde nem àquilo que os portugueses sentem, nem àquilo que as estatísticas dizem. O desemprego está a diminuir. A emigração aconteceu, ou melhor, a mobilidade aconteceu e acontece, mas acontece de forma natural e quero dizer, Senhora Deputada, que Portugal, o nosso país, chegou à situação de necessidade de pedir ajuda externa porque o seu governo, o governo socialista, deixou o Estado na pré-bancarrota, sem dinheiro para assegurar o nosso modelo social, o pagamento de salários aos funcionários públicos, o pagamento de tratamentos de saúde nos hospitais e esta é a realidade que nós não podemos esquecer.

  Emer Costello, on behalf of the S&D Group. – Madam President, I want to thank the rapporteurs for their diligent work on these excellent reports. Ireland may have exited the Troika programme but the impact of the previous Irish Government’s mishandling of our economy, coupled with the Troika’s austerity programmes, continues to be felt post-bail-out. Indeed, for those who have become long-term unemployed and for families that have been divided by emigration, the social and economic cost will be felt for years to come. Ireland has lost a quarter of its 20-29[nbsp ]year-olds since 2009.

These reports confirm that the Troika gave no consideration to the social impact of the policies in Ireland, Greece, Portugal or Cyprus. Indeed, the Irish Government that took office in 2011 came up against enormous resistance from the Troika in trying to maintain a threshold of decency in social services and to reverse the cut in the minimum wage. Commissioner Rehn, I say to you that the IMF now admits that the Troika used wrong multipliers and underestimated the negative impact of its measures.

The decision by the Troika not to allow the Government, when it came into office in 2011, to implement burden-sharing with senior unguaranteed bond-holders left Ireland with an unsustainable debt: a debt-to-GDP ratio of 120[nbsp ]%. I very much welcome the fact that these reports took some of my amendments on board. It is important to recognise that the private losses of Irish banks were unfairly placed as a burden on the shoulders of Irish taxpayers in order to minimise the risk of contagion across the euro area as a whole.

There is a call here for the full implementation of the June[nbsp ]2012 commitment to break the vicious circle between bank debt and sovereign debt. Most importantly, the European Council is urged to make good on its commitment of June[nbsp ]2012 to deal with Ireland’s bank debt burden.

  Nils Torvalds, on behalf of the ALDE Group. – Madam President, this has been a most interesting file. I thank the rapporteurs and the shadows for a most interesting intellectual journey through the crisis programme countries.

I think we have one main problem. We do not understand the structure of the crisis, and I think we actually have four layers of crisis in front of us. First, we have a tendency to take on more loans than we are able to bear. We hope to return to the golden era of capitalism, which ended in 1973. It will not come back. This leads us to seek a culprit. In the case of Portugal, the culprits are the Socialists; in Ireland the Liberals; in Cyprus a Communist-elected President; and in Greece, both the Conservatives and the Social Democrats. So nobody has a clean record.

The second layer is the ongoing financial crisis. We have seen it since, let us say, Black Monday 1987, and it is still going on all over the world and hitting those who are not well prepared. Thirdly, we have a globalisation crisis hitting those sectors which are very low in the value chain. For instance, during the pre-crisis era, both Portugal and Greece lost 50[nbsp ]% of their textile exports due to globalisation. Then we have, as the fourth layer, the rigidities of the euro, but we should probably remember that we actually wanted to have these, because in the 1970s we devalued against each other, which was not good policy.

But we should also see that we had different layers of what is called the constitutionalisation of EU law. In fighting the crisis, the economy was actually in the driving seat. That has led to serious shortcomings in other fields, mainly health care. We stress-tested the banks but we did not stress-test the health system, the pension system or any other deeply necessary EU system. So we have a great deal of work ahead of us.

  Philippe Lamberts, au nom du groupe Verts/ALE. – Madame la Présidente, chers collègues, la maison Europe était en flammes, et j'ai tendance à dire qu'elle l'est encore, même si l'incendie semble moins fort, moins vigoureux qu'il y a quelques années.

Il fallait donc intervenir, personne n'a jamais discuté cela. Mais pouvons-nous dire pour autant que les pompiers ont été irréprochables? À notre avis, non! Certes, on peut dire que l'Union économique et monétaire n'a pas rompu, mais elle reste branlante, et j'ai envie de dire à certains collègues qu'il n'y a pas d'union monétaire qui tienne sans transferts financiers d'un endroit à l'autre de l'Union. Il n'y a pas un exemple historique ou actuel d'union monétaire sans un budget fédéral fort, sans des transferts financiers. Vous pouvez aimer cela ou ne pas l'aimer, c'est la réalité, mais aucune solution durable n'a été trouvée jusqu'ici. Certes, certains États membres ont retrouvé l'accès aux marchés financiers mais vous me permettrez de ne pas évaluer la qualité et la prospérité d'un pays à l'aune du jugement que les marchés financiers portent sur ce pays.

La question est donc la suivante: à quel prix avons-nous sauvé l'Union économique et monétaire jusqu'ici? Le prix, Mesdames et Messieurs, c'est la croissance. La croissance de la dette, publique et privée, la croissance des inégalités, la croissance du chômage, la croissance de l'émigration, la croissance de la pauvreté et de la précarité, la croissance de la mortalité infantile. Je vous rappelle que plusieurs millions de Grecs n'ont plus, aujourd'hui, accès aux soins de santé.

Donc, si la crise résulte d'un niveau de dette irresponsable –[nbsp ]et je suis d'accord avec ceux qui disent cela[nbsp ]–, c'est aussi bien une dette publique irresponsable en Grèce qu'une dette privée irresponsable dans les pays de la bulle financière et immobilière que sont l'Espagne et l'Irlande. Il n'y a pas d'endettement irresponsable sans qu'il y ait, d'un côté de la table, des emprunteurs irresponsables et, de l'autre, des prêteurs irresponsables. Or, la troïka a systématiquement favorisé la protection des créanciers contre les débiteurs, ce qui fait qu'aujourd'hui, ce sont les gens les plus fragiles qui paient le prix de l'ajustement, comme on dit pudiquement.

Tous ces choix ont été faits hors de tout contrôle démocratique. J'ai bien entendu la Commission nous dire que, formellement, le contrôle démocratique était en place. Ce que je constate, c'est que lorsque vous négociez avec un fusil sous la tempe, on ne peut pas dire que vos choix sont libres. De la même manière, ceux qui, au sein de l'Eurogroupe, ont approuvé les plans d'aide aux différents pays l'ont fait sans obtenir de leur propre parlement aucun mandat, quel qu'il soit. Par conséquent, tant pour ce qui est des politiques qui sont menées que pour ce qui est du contrôle démocratique, il y a une révolution à faire dans la manière dont l'Union européenne va au secours, comme on dit, de ses États membres.

Je m'arrêterai là puisque je vois que mon temps de parole est épuisé.

  Derk Jan Eppink, namens de ECR-Fractie. – Mevrouw de Voorzitter, laat mij ten eerste de twee rapporteurs bedanken voor hun harde werk. Ik deel hun analyse van de crisis, maar voeg er aan toe dat vele economen al veel eerder hadden gewaarschuwd voor de zwakheden in het eurosysteem.

Maar Europese politieke leiders wilden dat niet horen. Bijgevolg waren ze totaal onvoorbereid toen de gevolgen zichtbaar werden. Ik herinner eraan dat de heer Barroso in 2010 de euro nog omschreef als het beschermingsschild tegen de crisis, terwijl het gebrekkige eurosysteem de gevolgen van de financiële crisis erger maakte.

Beheersing van de problemen kwam neer op permanente improvisatie en de trojka is daarvan het voorbeeld. Daarom was er geen alternatief voor de trojka. Indien men de eurozone bijeen wilde houden, was interne devaluatie het enige recept. Maar dat is een pijnlijk recept en niemand kan dat ontkennen. Ik voel mee met Griekenland, mede omdat de economische prognoses van de trojka er vaak volledig naast zaten. Men schiep verwachtingen die niet werden waargemaakt.

Ik heb wel sterke twijfel bij enkele voorstellen in het verslag. Zo spreekt het over een werkgarantieplan voor jongeren. Dat is een goede bedoeling, maar men kan geen banen beloven die niet bestaan. Wie dat doet is aan het toveren in Wonderland. Ik ben er ook geen voorstander van om het ESM te veranderen in een Europees monetair fonds volgens de communautaire methode. Uiteindelijk moet er een band blijven tussen betalingen en landen die betalen.

Er is ook een goed voorstel, zoals de aanstelling van een permanent voorzitter van de Eurogroep. Dat lijkt me een aangewezen besluit. En ik ben blij dat de geschikte kandidaat hier in de zaal zit. Mag ik daarom commissaris Rehn succes wensen met zijn Europese ambitie voor de toekomst. Op mijn steun kan hij rekenen.

  Νικόλαος Χουντής, εξ ονόματος της ομάδας GUE/NGL. – Κυρία Πρόεδρε, οι ευρωπαίοι πολίτες γνωρίζουν πάρα πολύ καλά ότι η Τρόικα και το μνημόνιο δεν ήταν μονόδρομος, όπως δυστυχώς διαπιστώνει η έκθεση, αλλά υπήρξαν τα καλύτερα άλλοθι για να επιβληθούν σκληρά μέτρα λιτότητας και να γίνει αναδιανομή του πλούτου σε βάρος των φτωχών και μεσαίων στρωμάτων. Οι έλληνες, αγαπητοί συνάδελφοι, οι πορτογάλοι, οι ιρλανδοί, οι κύπριοι, γνωρίζουν δυστυχώς πολύ καλά ότι θυσιάστηκαν ανθρώπινες ζωές για να σωθεί ο χρηματοπιστωτικός τομέας, οι τράπεζες και τα κέρδη τους. Οι νέοι, σε όλες τις χώρες της Ευρώπης, γνωρίζουν ότι σαν αποτέλεσμα αυτών των πολιτικών δεν έχουν το δικαίωμα να εργάζονται, δεν έχουν το δικαίωμα να ονειρεύονται, παραμένουν στον προθάλαμο της ζωής.

Οι μόνοι που θα αποφασίσουν αν ήταν αναγκαίες αυτές οι πολιτικές είναι οι λαοί της Ευρώπης. Με την ψήφο τους, τον Μάιο, θα αποδοκιμάσουν τις δυνάμεις που σήμερα, μέσω της έκθεσης, νομιμοποιούν την Τρόικα και δικαιολογούν τις πολιτικές, θα αποδοκιμάσουν εκείνες τις δυνάμεις που ενσωμάτωσαν τις μνημονιακές και τροϊκανές πολιτικές μέσα στην ευρωπαϊκή νομοθεσία και θα ψηφίσουν για το δικαίωμά τους στην παιδεία, την υγεία, την εργασία, για μια Ευρώπη της αλληλεγγύης και της δημοκρατίας.

  Sampo Terho, EFD-ryhmän puolesta. – Arvoisa puhemies, Euroopan heikko taloudellinen tila, julkisen sektorin velan kasvu sekä kriisimaiden kasvaneet sosiaaliset ongelmat ovat osoituksia troikan tekemistä virheistä. Troikan toiminnasta huomenna äänestettävä mietintö osuu joiltain osin kritiikissään oikeaan, mutta on toisaalta jättänyt huomiotta tiettyjä asioita, jotka mielestäni vaatisivat voimakkaampaa korostamista.

Troikan väliaikaisen luonteen ja nopeasti luodun rakenteen takia sen perustamiselle ei ole oikeusperustaa unionin lainsäädännössä ja ylipäänsä troikan toimeksianto on ollut epäselvää. Edelleen mietinnössä pitäisi tarkentaa troikan väliaikaista luonnetta, sillä mielestäni väliaikaisuus tarkoittaa sitä, että toiminnalle on määrätty jokin tietty päättymisajankohta. Vai onko itse asiassa niin, että troikka on pysyvä järjestely?

Troikka on pitänyt Irlantia esimerkkinä menestyksekkäästä toiminnasta. Irlanti on toki pärjännyt paremmin kuin muut troikan ruhjimat maat, koska sen lähtökohdat ohjelmamaaksi otettaessa olivat paremmat. Jos kuitenkin verrataan Irlannin menestymistä vaikkapa Islantiin, joka koki varsin samanlaisen pankkikriisin, mutta ei joutunut troikan käsiin, vaan hoiti kriisinsä varsin erilaisin opein, asettuu troikan menestyksenkin esimerkki oikeaan kontekstiin. Islanti pärjää nyt paremmin millä tahansa mittareilla verrattuna.

Troikan perustaminen oli osa tukipakettien ja vakausmekanismien virheiden sumaa, johon kuluneella vaalikaudella sorruttiin. Tulevan parlamentin on työskenneltävä näiden virheiden mitätöimiseksi.

  Hans-Peter Martin (NI). - Frau Präsidentin! Zunächst möchte ich den Berichterstattern ein Kompliment machen. Sie haben einen Bericht vorgelegt, den man lesen kann und, wenn man ihn zu lesen versteht, auch interpretieren kann. Wirklich erhellend – sowohl analytisch als auch im Bereich der einzigen Problemlösung – sind die Ziffern 48 bis 63. Da geht es um die institutionelle Dimension und die demokratische Legitimierung.

Die Bezeichnung „Feuerwehr“ wurde für die Troika sehr viel verwendet. Jawohl, sie war eine solche. Jawohl, sie war in bestimmter Form auch eine Notregierung. Sie hat eine bestimmte Not, nämlich den kompletten Zerfall, verhindert, aber gleichzeitig neue Not erzeugt. Die Troika-Feuerwehr war extrem parteiisch, sie hat viel zu viel die Finanzpaläste geschützt und gleichzeitig – da haben die Linken ja recht – Armut erzeugt. Aber natürlich haben Herr Theurer und die Liberalen auch wiederum recht: Die Schulden gab es schon zuvor.

Das, was man aus diesen Ziffern herauslesen kann, heißt: Ohne eine Demokratisierung von Entscheidungsfindungen auf europäischer Ebene wird und kann es nicht funktionieren. Es kann insgesamt nur auf der europäischen Ebene funktionieren. Das ist die ganz große Herausforderung, vor der wir jetzt stehen. Weil wir ja gleichzeitig sehen, dass wir Feuerwehren brauchen. Aber wir müssen auch wissen, dass wir immer nur Feuerwehren brauchen werden, wenn es uns nicht gelingt, die Großbanken zu zerschlagen, das Trennbankensystem einzuführen und die Eigenkapitalquoten so zu erhöhen, dass die Katastrophen, die eingetreten sind, nie wieder eintreten können.

Ich mache mir große Sorgen – das sage ich hier – um die Wahl am 25.[nbsp ]Mai, weil da die Extremen davon profitieren werden, dass es bisher nicht geglückt ist, im Zentrum unserer Probleme die entsprechende demokratische Legitimität herzustellen.

  Jean-Paul Gauzès (PPE). - Madame la Présidente, Monsieur le Vice-Président, mes chers collègues, les objectifs de ce rapport étaient pertinents: évaluer les méthodes de travail et l'action de la troïka dans les quatre pays sous assistance financière. Il convient ici de saluer les efforts des deux corapporteurs, Othmar Karas et Liem Hoang Ngoc, qui ont su respecter un calendrier ambitieux dans un contexte difficile et qui ont trouvé un compromis raisonnable et équilibré.

Ce rapport met en lumière les résultats positifs de l'action de la troïka. Celle-ci ne doit pas être un bouc - émissaire: ce n'est pas elle qui a créé les situations difficiles que connaissaient ces pays. Elle a au contraire permis d'empêcher leur banqueroute et d'éviter des conséquences économiques et sociales désastreuses, même si les peuples souffrent du nécessaire redressement. Les premiers signes de reprise économique apparaissent: le programme en Irlande est terminé, le programme au Portugal devrait se terminer prochainement, mais les efforts doivent être poursuivis.

Cependant et à juste titre, ce rapport incite à rechercher des éléments d'amélioration. Il propose à cet égard de communautariser les instruments, tels que le Mécanisme européen de stabilité, et d'octroyer un droit de regard au Parlement européen. Il faut aller plus loin, il faut mettre en place au niveau européen une véritable supervision politique par une autorité directement et clairement responsable. Cette autorité aurait à définir de façon explicite le mandat de la troïka et ce mandat devrait prendre en compte non seulement les impératifs de consolidation financière, qui sont indispensables, mais aussi les perspectives de croissance économique nécessaires au redressement. Ce mandat devrait fixer à la fois des objectifs quantitatifs et qualitatifs.

Pour écarter le problème de la base juridique, il serait opportun de mettre en œuvre la recommandation figurant dans le considérant 7 du règlement relatif au renforcement de la surveillance économique et budgétaire des États membres connaissant ou risquant de connaître de sérieuses difficultés du point de vue de leur stabilité financière au sein de la zone euro. Il appartient à la Commission, Monsieur le Président, de proposer un dispositif qui permettrait la gestion d'une crise aiguë en édictant un cadre juridique clair pour un défaut organisé et prévoyant les mesures nécessaires au redressement d'un pays qui aurait recours à la solidarité européenne.

  Jean-Paul Gauzès (PPE), réponse "carton bleu". – Monsieur Lamberts, je pense que la situation qui s'est produite dans les différents pays n'est pas comparable, vous l'avez d'ailleurs dit tout à l'heure.

Les bulles immobilières en Espagne ou en Irlande ne sont pas comparables à la situation que l'on connaît en Grèce. Je pense que la troïka a fait ce qui pouvait être fait sans qu'une réflexion n'ait été menée en amont de la crise et que, certainement, des dispositions qui ont été prises auraient mérité, peut-être, plus de mesure. C'est la raison pour laquelle je propose que nous mettions désormais en place un dispositif, non pas pour qu'il se produise mais pour qu'il existe en cas de besoin, et que nous définissions des objectifs tant quantitatifs que qualitatifs pour, justement, préserver la situation des couches les plus défavorisées de la population face à des situations de crise.

  Pervenche Berès (S&D). - Madame la Présidente, Messieurs les Commissaires, je veux d'abord saluer le travail des trois rapporteurs des deux commissions saisies, qui est absolument remarquable.

S'agissant du fonctionnement de la troïka, je regrette avec force que la méthode communautaire ait été totalement ignorée au profit d'un monstre froid technocratique à trois têtes dépourvu de toute légitimité démocratique, si ce n'est un mandat délivré dans le plus grand des secrets, à huis clos, par un Eurogroupe présidé d'abord par Jean-Claude Juncker, pour trois des mandats de la troïka, puis par M. http://fr.wikipedia.org/wiki/Jeroen_Dijsselbloem" .

Le bilan de la troïka est accablant et des conflits ouverts ont rapidement émergé entre ses trois composantes, notamment sur l'importance à accorder au coefficient multiplicateur associé à l'effet récessif des politiques d'austérité recommandées. Quel crédit apporter alors aux recommandations d'un attelage aussi baroque en termes d'expertise macroéconomique?

En l'espace de deux ans, les projections de la troïka ont été considérablement révisées, le niveau réel de la croissance était constamment surévalué, tandis que le nombre de chômeurs était systématiquement sous-évalué. Là encore, l'Organisation internationale du travail aurait sans doute permis de tirer la sonnette d'alarme sur les échecs prévisibles des mesures envisagées et aurait pu éviter un effondrement du marché de l'emploi dans les pays sous programme.

Je vous invite à prendre connaissance d'une étude que l'Institut Bruegel vient de mettre sur la table qui démontre que les perspectives qui étaient envisagées pour le Portugal en 2013 devaient conduire à un chômage de 13,5[nbsp ]%, alors qu'il était de 17,5[nbsp ]%. Quant à la Grèce, où un taux de 14[nbsp ]% était prévu, on en est à 27[nbsp ]%, sans compter la mobilité forcée et l'exode des cerveaux systématiquement observé.

Je note par ailleurs qu'alors qu'une des règles d'or rappelée par tous au niveau de l'Union européenne, qui consiste non seulement à plaider en faveur d'une stratégie d'investissement intelligent, mais aussi en faveur du dialogue social, a été systématiquement bafouée dans les pays de la troïka et que l'Union européenne elle-même a été condamnée pour la première fois par l'OIT pour non-respect, en Grèce, des conventions collectives et donc des conventions de base de cette organisation, qui fondent le socle du dialogue social et de notre modèle social.

  Marian Harkin (ALDE). - Madam President, I am looking at the Troika’s activities from a social and employment perspective, and I want to ask the Commission: did you take Article[nbsp ]9 of the Treaty on the Functioning of the European Union – the social clause which guarantees social protection and which fights against social exclusion – as a core determinant in the policies you have pursued, or did you focus almost exclusively on the economic situation without trying to find a balance between the social and the economic?

I believe the Commission’s approach was that certain Member States had sinned grievously and must pay the price. They must do penance.

Commissioner Rehn, you reiterated your mantra here today: macroeconomic imbalances had built up in those countries in the decades before the crisis. Commissioner, my own country, Ireland, never broke the Stability and Growth Pact from 2000 until the crisis. Our debt-to-GDP ratio was 30[nbsp ]%; now it is 120[nbsp ]% and rising: deficits falling and debt rising. Yes, we had lax regulation in Ireland and, yes, in Ireland the tax base was much too narrow and there was a property bubble but, equally, when money flowed from the periphery, fuelled by low interest rates to suit some economies and not others, there was lax regulation at EU level. There were irresponsible lenders as well as irresponsible borrowers, and when we discovered that the euro was more of a straitjacket than a security net, we had to pay unsecured bondholders under threat from the ECB, and the Troika decided to charge us 5.8[nbsp ]% interest on the money we borrowed to help prevent contagion in the EU banking system.

Commissioner, that was our first message from the Troika, and I wonder: if you had to do it again, would you charge us the same interest rate? In all of this I am pro-European, but we need recognition of the fact that our common currency was not fit for purpose and contributed to the crisis, and also of the fact that we are not moving quickly enough to build the necessary infrastructure to sustain the currency. We need to refocus on EU[nbsp ]2020: those goals are disappearing over the horizon. And finally, we need to question the procyclical nature of policy, and to treat excessive surpluses with the same urgency as we treat excessive deficits.

  Marije Cornelissen (Verts/ALE). - Madam President, these two reports contain very serious criticisms of the Troika system. Looking at what has happened in the programme countries, we must conclude that there are quite a number of fatal flaws in the system. The European Parliament now clearly and concretely calls on you, Mr Commissioners, to adjust the Troika system and the programmes.

We call on you to take account of social indicators for the purpose of renegotiating the adjustment programmes. We call on you to come up with corrective measures to improve the social situation with the help of the ILO and the Council of Europe. We call on you to revise the structure of the Troika so that there is democratic involvement of this Parliament, and so that there is someone democratically accountable for what happens – and that would be you, Mr Commissioners.

The social failure of the Troika programmes has led to heart-breakingly horrible situations, a measure of poverty and desperation and hopelessness that Europe should be ashamed of. Meanwhile, people feel that they have no democratic influence any more over the most vital systems of their countries, and unfortunately that feeling is justified in many cases. I think this more than anything fans euroscepticism and even hatred of some really vulnerable people in the EU. It is now up to you, Mr Commissioners, if you will heed our democratic call, to overhaul the Troika system: yes or no?

  Lajos Bokros (ECR). - Frau Präsidentin! In der Eurozone ist die größte Gefahr die Deflation in Zusammenhang mit Insolvenz. Das zeigt wirklich einen bemerkenswerten Erfolg für die Troika.

Strukturreformen können nicht ohne Nebenwirkungen eingeführt werden. Eine Deflation in der Eurozone wird aus drei Gründen wahrscheinlicher: Erstens liegt die heutige Wirtschaftsleistung in den Euro-Krisenländern unter der vor 2008. Diese riesige Produktionslücke wird sich nur langsam schließen. Die Strukturreformen brauchen Zeit und Druck, um erfolgreich zu sein.

Ein zweiter Grund sind die erforderlichen relativen Anpassungen in den Euro-Krisenländern. Die Kosten und Löhne müssen sinken, wodurch das Deflationsrisiko steigt.

Ein dritter Grund ist die sehr eingeschränkte Fähigkeit der Europäischen Zentralbank, die Finanzierungsbedingungen nachhaltig zu verbessern. Das wichtigste Gut einer Zentralbank ist ihre Glaubwürdigkeit. Die EZB hat sich diese Glaubwürdigkeit hart erarbeitet. Glaubwürdigkeit kann durch falsches Handeln, aber auch durch Untätigkeit beschädigt werden. Es ist daher an der Zeit, dass die EZB schnell und entschieden handelt.

  Marisa Matias (GUE/NGL). - Senhora Presidente, a Troica foi a exame e chumbou, mas a política da Troica, que foi o que levou a Troica a exame, parece que passou. Isto não faz sentido rigorosamente nenhum. Se chumba a Troica, tem de chumbar a política da Troica e esta comissão de inquérito acabou por optar matar o mensageiro mas quer garantir que a encomenda chegue na mesma ao destino.

Ora bem, neste relatório lamenta-se a pobreza, a destruição dos serviços de saúde, a destruição do sistema de apoio social, mas, na verdade, de lamentações está o inferno cheio e isto aqui é um Parlamento não é o muro das lamentações, nem sequer é a cama de um gabinete de um psicanalista e, portanto, a nós aqui cabe-nos tomar decisões e resolver problemas. O problema está identificado: chama-se austeridade e quanto às soluções, é simples, elas estão encontradas, só falta a vontade política. Querem matar a Troica, têm de enterrar o tratado orçamental porque ele é a garantia da Troica depois da Troica. Querem matar a Troica, têm de se rever os Estatutos do BCE para que se possa emprestar diretamente aos Estados em vez de continuar a engordar a banca à custa do povo. Querem matar a Troica, renegoceiem a dívida mas pensando nas pessoas e não nos mercados. Este relatório foi uma oportunidade perdida.

  Mara Bizzotto (EFD). - Signor Presidente, onorevoli colleghi, negli ultimi quattro anni la Commissione, la Banca centrale europea, il Fondo monetario internazionale e la famigerata troika hanno messo in atto una vera e propria azione di macelleria sociale, violando leggi e trattati e mandando in rovina interi popoli. Davanti ai 27 milioni di disoccupati, davanti alle nostre imprese in crisi, davanti al dramma di tanti imprenditori che si sono suicidati per la crisi, l'Europa chiude gli occhi e risponde ciecamente ai diktat di Berlino e usa la troika come braccio operativo.

L'UE ha scaricato tutte le responsabilità del fallimento delle politiche economiche di questa Europa su alcuni paesi come Grecia, Irlanda, Portogallo e Cipro e per metterli in riga ha scatenato la troika che ha imposto folli misure di austerità culminate a Cipro con il prelievo forzoso di denaro dai conti correnti dei cittadini. In Italia, i governi Monti e Letta, amici della troika e soprattutto della Merkel, ma nemici degli italiani, per rispettare i maledetti vincoli europei hanno fatto il resto.

Risultato? In Italia i disoccupati continuano ad aumentare, continuano ad aumentare le tasse e continua ad aumentare il debito pubblico. Cari colleghi è questo che vogliamo? E questa l'Europa che volete? Cari Commissari Rehn e Andor, è questa l'Europa che volete? Io no! Non voglio quest'Europa!

Ai cittadini si dica chiaramente che il sistema euro è fallito e i trattati vanno riscritti. Il tempo è scaduto, l'Europa è arrivata al capolinea, a maggio saranno i cittadini a scrivere in modo democratico il futuro della nuova Europa, la nuova Europa dei popoli.

  Michael Theurer (ALDE), Frage nach dem Verfahren der „blauen Karte“. – Frau Kollegin Bizzotto, sind Sie nicht bereit, zur Kenntnis zu nehmen, dass nicht der Euro das Problem ist, sondern die zu hohe Staatsverschuldung, und dass die abgebaut werden muss und dass nur die Rückkehr auf den Wachstumspfad der richtige Weg ist? Also sprich: bessere Verhältnisse für kleine und mittlere Unternehmen, damit wir wieder zu Wachstum und Beschäftigung kommen. Die Staatsverschuldung muss doch runter! Der Euro ist doch nicht die Krise, sondern die Staatsverschuldung ist die Ursache der Probleme.

  Mara Bizzotto (EFD), Risposta a una domanda "cartellino blu". – Sicuramente bisogna ridurre il debito e lei forse saprà che in Italia ci sono regioni che non hanno provocato questo debito, le regioni virtuose del nord e le altre che invece hanno provocato questo debito immenso. Però, bisogna prendere atto che con l'euro in Italia la disoccupazione è aumentata: è passata dall'8,5% al 12,5%. Questo è il dato di fatto: con i vincoli che l'Europa impone sono aumentate le imprese in crisi, sono aumentati i poveri, il 30% degli italiani sono a rischio povertà. Bisogna prendere atto di questa situazione, altrimenti la situazione può solo peggiorare.

  Ewald Stadler (NI). - Frau Präsidentin! Ich knüpfe gleich an diese Debatte an. Da sehen Sie ja, wie widersprüchlich das ist. Alle haben gelobt, wie großartig diese Programme sind, und Sie sagen selbst, die Staatsverschuldung ist durch diese Programme ja gestiegen! Nicht nur in Italien, in Irland, Sie können überall hinschauen! Überall sind die Staatsschulden hinaufgegangen. Ist das der Erfolg dieses Programms? Sie sehen ja selbst, wie widersprüchlich das Ganze ist! Diese Troika hat nichts anderes getan, als Zeit gekauft durch Verschuldung und die Überwälzung der Schulden, der Haftung und der Risken auf den Steuerzahler. Das ist alles, was Sie zusammengebracht haben! Dazu hätten Sie jeden Esel heranziehen können, dazu braucht es keine Troika!

Ich sage Ihnen, dass diese Politik schlicht und einfach die Tatsache ignoriert, dass strukturell nichts verändert wurde – gar nichts –, sondern man macht schlicht und einfach mit den bisherigen Methoden weiter! Und jetzt kriegt der Wahnsinn noch System! Das OMT-Programm der EZB ist bereits gescheitert, und zwar an den Schranken des deutschen Bundesverfassungsgerichtshofs. Sie werden in den nächsten Wochen sehen, der deutsche Bundesverfassungsgerichtshof hat damit den wichtigsten Hafter aus dem Programm herausgenommen. Da werden Sie sehen, wie rasch dieses System zusammenbricht. Der Euro ist in dieser Form gar nicht rettbar. Das wissen Sie und alle, die das Gegenteil sagen, sagen es wider besseres Wissen, oder sie glauben an eine Chimäre.

  Pablo Zalba Bidegain (PPE). - Señora Presidenta, querido Vicepresidente, querido Comisario, en primer lugar me gustaría agradecer al Vicepresidente Rehn las palabras positivas que ha tenido hacia mi país, hacia España, pero quisiera recordarle también que España está fuera del ámbito de este informe.

Cuando nos acercamos al final de la legislatura parece que queremos hacer balance de la situación. Es lo que estamos haciendo con este informe de la Troika, pero tenemos que ser conscientes también de que no hay perspectiva suficiente para analizar en detalle y de forma completa el trabajo de la Troika.

Es verdad que, a corto plazo, algunas de las medidas han tenido un impacto negativo en los ciudadanos, pero es verdad también que, a medio y largo plazo, la mayoría de las medidas tendrán consecuencias positivas en el crecimiento y en la creación de empleo. Además, deberíamos preguntarnos qué sería hoy de Europa —no solo ya de los países rescatados, sino de Europa— sin la actuación de la Troika.

Me gustaría —ya que estamos haciendo balance de este informe— destacar el trabajo de los ponentes y felicitarles, tanto al señor Karas como al señor Hoang Ngoc, porque sin duda alguna han conseguido un informe equilibrado. Pero no nos engañemos, la Troika ha sido inevitable. La Unión Europea no contaba con instrumentos suficientes para afrontar una crisis de magnitud tal como esta a la que nos hemos enfrentado. Ha cometido errores, es verdad, la mayoría de ellos seguramente sean falta de transparencia y falta de legitimidad democrática, pero debemos aprender de los errores y este trabajo debe servir precisamente para eso: para aprender de los errores y que esto sea un incentivo para seguir avanzando en la tan ansiada y necesaria unión económica y, en definitiva, unión política, porque entonces, cuando hayamos conseguido este resultado, seguramente no ocurrirá una crisis como la que hemos sufrido.

España tiene datos positivos. Y datos positivos que, sin duda alguna, demuestran que estamos empezando a ver la luz al final del túnel. El mes de diciembre pasado, por ejemplo, fue el mes con la mayor creación de empleo de la historia de nuestro país. Por tanto, hay señales positivas que, sin duda alguna, darán sus frutos. Y los frutos que esperamos todos son que esa lacra que es el paro no sea el principal problema de los españoles. Pero no cabe duda de que estamos en camino de conseguir ese objetivo.

  Άννυ Ποδηματά (S&D). - Κυρία Πρόεδρε, θέλω πρώτα να ευχαριστήσω και τους τρεις εισηγητές γι' αυτή την εξαιρετικά σημαντική έκθεση, εξαιρετικά σημαντική για το Ευρωπαϊκό Κοινοβούλιο, εξαιρετικά σημαντική για τους ευρωπαίους πολίτες και ιδιαίτερα τους πολίτες των τεσσάρων χωρών που εφάρμοσαν ή εφαρμόζουν πρόγραμμα προσαρμογής.

Οι πολίτες αυτών των χωρών, που σήκωσαν και σηκώνουν τεράστιο βάρος, που πλήρωσαν και πληρώνουν δυσανάλογα βαρύ τίμημα, χωρίς να έχουν την ευθύνη γι' αυτή την κρίση, δεν εμπιστεύονται πια την Ευρωπαϊκή Ένωση. Δεν την εμπιστεύονται, όχι γιατί παραγνωρίζουν ή αγνοούν τις εθνικές ευθύνες στα χρόνια που προηγήθηκαν της κρίσης αλλά και στην ίδια τη διαχείριση της κρίσης. Ο αντιπρόεδρος Rehn αναφέρθηκε στις μεγάλες δυσκολίες του πρώτου προγράμματος στην Ελλάδα και πολύ σωστά υπενθύμισε, γιατί η μνήμη μας δεν είναι πάντοτε ισχυρή, ότι οι δυσκολίες αυτές οφείλονταν κατά κύριο λόγο στην έλλειψη συνεννόησης μεταξύ των πολιτικών δυνάμεων στην Ελλάδα, αλλά και στην αντίσταση διαφόρων ειδών συμφερόντων. Οι πολίτες, λοιπόν, αναγνωρίζουν τις εθνικές ευθύνες, αλλά κύριε Αντιπρόεδρε, αυτό δεν αναιρεί τις ευρωπαϊκές ευθύνες για τις ιδεοληψίες, μερικές φορές την παραβίαση του κοινοτικού κεκτημένου, τις εμμονές με την εμπροσθομερή, εμπροσθοβαρή δημοσιονομική προσαρμογή, σε χώρες που είχαν κυρίως διαρθρωτικά προβλήματα, όπως ήταν η Ελλάδα. Επιθυμώ, δε να σας πω κλείνοντας ότι είμαστε δύο μήνες πριν από τις ευρωεκλογές και το τελευταίο ευρωβαρόμετρο θέτει ένα πολύ ενδιαφέρον ερώτημα στους ευρωπαίους πολίτες: εάν είναι ικανοποιημένοι από τον τρόπο που λειτουργεί η δημοκρατία στην Ευρωπαϊκή Ένωση. Κάτω του 50% κατά μέσο ευρωπαϊκό όρο δίνουν θετικές απαντήσεις, ενώ στις χώρες που εφαρμόζουν πρόγραμμα προσαρμογής το ποσοστό πέφτει κάτω από το 30%. Ας μην χαρίσουμε αυτόν τον κόσμο στις δυνάμεις του λαϊκισμού.

  Sylvie Goulard (ALDE). - Madame la Présidente, Monsieur le Commissaire, je crois qu'on a un beau symbole encore aujourd'hui, parce que la troïka, c'est comme les mousquetaires: ils ne sont pas trois, ils sont quatre. En fait, c'est l'Eurogroupe qui est censé prendre toutes les décisions et on voit comme le banc de l'Eurogroupe et du Conseil est nourri.

Je crois donc que ce débat et ce rapport étaient particulièrement utiles pour remettre justement, comme cela vient d'être dit, un peu plus de démocratie dans une procédure dont je crois qu'il faut admettre qu'elle a été créée ex nihilo, qu'elle était nécessaire et qu'elle a permis de faire face à des situations absolument dramatiques –[nbsp ]je pense qu'il faut avoir un peu de mémoire[nbsp ]–, mais qui font bien apparaître qu'on ne peut pas mettre en œuvre des politiques aussi intrusives sans avoir un lieu d'expression. D'ailleurs, certains collègues ont bien montré que la démocratie, c'est aussi le droit de se défouler. Ils ont même oublié, pour certains, que leur parti était au pouvoir dans les pays qui ont créé la dette. Mais cela, c'est une autre question.

Ce qu'on voit en ce moment dans le débat public en Europe, c'est la recherche de boucs émissaires. Au lieu de chercher les causes profondes de la crise, on dit que c'est le pompier qui est en cause dans l'incendie.

Je crois que ce rapport fait apparaître de manière équilibrée –[nbsp ]et je remercie tous les rapporteurs qui y ont travaillé et tous les gens qui ont participé au voyage[nbsp ]– un certain nombre de limites et un certain nombre de réussites. Je crois que le verre n'est ni à moitié plein, ni à moitié vide. Il est surtout nécessaire que nous essayons, ensemble, de regarder l'avenir.

Je suis heureuse que ce rapport ait pu être élaboré et que ce Parlement ait joué, autant que possible, dans un système –[nbsp ]je le répète[nbsp ]– imparfait, son rôle de contrôle des autorités exécutives. Pour l'avenir, je dirai pour ma part que ce dont nous avons le plus besoin, ce sont de politiques structurelles, ce sont de politiques qui changent la manière dont nos économies fonctionnent, en accompagnant les citoyens, en laissant le moins de gens possible sur le bord de la route, mais sans cacher les difficultés en raison des situations créées par les gouvernements antérieurement.

  Rui Tavares (Verts/ALE). - Senhora Presidente, agradeço aos relatores por este texto equilibrado e vou começar por uma parte onde ele nos dá um poderoso requisitório da formação da Troica e das suas medidas. Basicamente, uma Troica instituída sem base legal e que apesar de não ter essa base legal tomou decisões e algumas decisões que oscilam entre as fortes suspeitas de ilegalidade e pelo menos as fortes dúvidas acerca da sua possível legalidade, como ter infringido os direitos de ação coletiva em alguns destes países, e eu gostaria de perguntar diretamente ao Senhor Comissário Rehn como é que se sente sendo membro de uma Comissão que é guardiã dos Tratados e tendo ido de forma tão clara contra o artigo 3.° dos Tratados?

E agora olhemos para o futuro. O que é que é preciso fazer para o futuro? E aqui falo também ao Sr. Comissário Andor, nós precisamos de um Bretton Woods europeu, de uma grande conferência económico-financeira que cuide da crise. Nós precisamos de nos livrar do FMI e ter um fundo monetário europeu inteiramente comunitarizado e sujeito às nossas obrigações de coesão, pleno emprego, solidariedade e precisamos de um Plano Marshall para os países do Sul. Nada disto é radical. Tudo isto já funcionou na História e sabemos que funcionou. O melhor que os Senhores dois Comissários podem fazer no que resta do vosso mandato é conjugar estes três passos ou então ter coragem de ir ao Tribunal de Justiça da União Europeia e perguntar afinal o que é que foi legal e que não foi ilegal na Troica.

  Peter van Dalen (ECR). - Voorzitter, dank aan de rapporteurs dat we nu met elkaar eens even de balans kunnen opmaken van waar we staan en hoe we vooruit kunnen in de toekomst. Als ik met name even inzoem op landen als Griekenland en Cyprus, dan zie je dat de werkloosheid in die landen nog steeds enorm hoog is, dat hun staatsschuld sterk gestegen is – overigens niet alleen in die landen, dat is gebeurd in vrijwel alle landen in de eurozone – en dat bovendien in Cyprus en Griekenland de concurrentiekracht nog sterk achterblijft.

We moeten stoppen met het beleid van nog meer geld pompen in die landen, hen nóg meer verplichtingen opleggen. Het wordt tijd voor een koerswijziging. Eurozone 2.0. Het lijkt me verstandig dat deze landen uit de eurozone stappen en weer nieuwe kansen krijgen om hun economie vooruit te helpen en kansen te creëren voor een echte toekomst. Met een andere munt buiten de eurozone, zodat ze écht uit deze ellende waarin ze nu verkeren, kunnen komen. Dat kunnen we nu ook doen. De financiële markten zijn redelijk stabiel. Dus is het nu tijd voor een totaal ander beleid.

  Rui Tavares (Verts/ALE), Pergunta segundo o procedimento "cartão azul". – Senhor Sr. Van Dalen, eu acho sempre curioso quando se atribui culpabilidade a países inteiros, mas esquecendo também, então, do papel que outros países desempenham na crise na zona euro. Fala da subida do défice e da dívida pública, por exemplo, em países como o meu, mas eu gostaria de saber o que é que pensa do facto de que 20 das nossas maiores empresas fogem aos impostos através do seu país, da Holanda, ou seja, de que a fuga aos impostos no meu país significaria 60% do défice do ano anterior à entrada na crise, ou mesmo em 2009 e 2010, todo o sistema de saúde português teria sido pago com os impostos que fugiram através do seu país. Vai ou não apelar aqui a que acabe esta prática de fugir aos impostos através da Holanda?

  Peter van Dalen (ECR), "blauwe kaart"-antwoord. – Voorzitter, als er één zaak is waar Europa vanaf moet blijven, dan is dat het belastingbeleid. Dit raakt zo nauw aan de kern van de nationale politiek, want bij belastingbeleid gaat het niet alleen om inkomsten maar ook om uitgaven. Dat is een competentie die behoort aan de nationale parlementen. In mijn land is er door het nationale parlement gekozen voor verstandig, competitief belastingbeleid en dat moet vooral zo blijven.

  Αντιγόνη Παπαδοπούλου (S&D), ερώτηση "γαλάζια κάρτα". – Κύριε van Dalen, νομίζω ότι δεν γνωρίζετε τα γεγονότα. Είπατε ότι η Κύπρος παίρνει διαρκώς βοήθεια από την Ευρώπη. Να σας ενημερώσω ότι η Κύπρος δεν πήρε βοήθεια από την Ευρώπη. Από τα δέκα δισεκατομμύρια το ένα δισεκατομμύριο δόθηκε από το Διεθνές Νομισματικό Ταμείο και τα άλλα 9 δισεκατομμύρια ήταν η στήριξη που λανθασμένα έδινε η Ευρωπαϊκή Κεντρική Τράπεζα στη Λαϊκή Τράπεζα της Κύπρου.

Η Κύπρος ζήτησε βοήθεια, όταν οι αποφάσεις του Eurogroup στην Ελλάδα κόστισαν στη χώρα μου τεσσεράμισι δισεκατομμύρια και ήταν η μόνη χώρα που πλήρωσε και μετά, με την "υπεξαίρεση" των κυπριακών τραπεζών στην Αθήνα και την εξαγορά τους από την Τράπεζα Πειραιώς, χάσαμε άλλα τριάμισι δισεκατομμύρια. Επομένως η Κύπρος πλήρωσε το κόστος των άδικων αποφάσεων του Eurogroup και χρησιμοποιήθηκε ως πειραματόζωο. Δεν γνωρίζετε τα γεγονότα. Οι Κύπριοι πλήρωσαν με τα δικά τους λεφτά το κούρεμα καταθέσεων, πράγμα που ήταν πρωτοφανές. Σχολιάστε παρακαλώ.

  Peter van Dalen (ECR), "blauwe kaart"-antwoord. – Mevrouw, mijn commentaar is dat ik graag met u wil helpen om Cyprus wel echt een toekomst te geven. Ik zie Cyprus als een land dat aan de grond zit, met een enorme werkloosheid, met een enorme schuld. Doorgaan zoals nu, dat werkt niet voor Cyprus.

De enige reddingsboei voor Cyprus is om uit de eurozone te stappen en met een eigen munt door te gaan om daarmee te kunnen concurreren, werkgelegenheid te kunnen geven en schulden af te bouwen. De strop die nu om uw nek ligt, zal u geen toekomst bieden. Daar ligt mijn solidariteit met uw land. Neem die tip alstublieft mee.

  Paul Murphy (GUE/NGL). - Madam President, the real purpose of these reports was made clear in Emer Costello’s speech earlier. What we have here is an act of misdirection by the Troika inside this Parliament – the EPP, the Social Democrats and the Liberals – to absolve themselves of all responsibility. Her speech could be summed up with the phrase: the Troika told us to do it. Is that really the best excuse that the Labour Party and the others here can come up with? Did the dog also eat your election manifestos? Did the Labour Party have nothing to do with the cuts to health, education and social welfare? Did they have nothing to do with the household tax, the property tax, the water tax?

In an Irish context these reports means Fianna Fáil, the Greens, Fine Gael and Labour being able to wash their hands and say – and I quote from the report – ‘the bail-in of senior bondholders was not an option available to the Irish authorities’. The only problem is, it is just not true. It was a political choice, made by the Troika, yes, but also made by the establishment parties across Europe, to burn Irish working-class people instead of hitting the bondholders and speculators.

These reports accept the very same logic. It is the same logic of Bono, patronisingly telling us that the Irish people bailed out the Irish people. No, Mr Hewson. On Planet Earth the Irish people, with the treacherous connivance of two governments, were bullied, threatened and coerced in order to bail out billionaire bankers and bondholders by the very people he described as heroes.

Confronted by the humanitarian catastrophe created by the Troika policies, we need more than criticisms of the legal basis of the Troika. We need a rejection of authoritarian neo-liberalism. We need to refuse to pay the debt that is not our debt. We need public investment to create jobs and we need to build a Europe for the millions, not the millionaires.

  Derek Roland Clark (EFD). - Madam President, the Troika was invented to cope with the stagnation of growth and jobs. It has imposed austerity packages which have included reducing wages. However, trade unions have long argued that wage depression becomes dangerous. One country’s domestic demand becomes another’s export potential. Squeezing wages also squeezes demand, so imports and exports both go down.

In such a closely-related trading block as the EU, that becomes a serious problem for all, as it sets in motion a downward spiral. A stable home market keeps production going and boosts exports to the rest of the world. The greatest hope, surely, is to allow those EU countries that need it to withdraw from the euro and to restart trading on a better basis. It will be hard going, but they will see the end coming into sight. Of course, to remain competitive, they will have to set their currency at a favourable rate for the export trade, and that is to devalue. In that case, wages will remain low. But what do people want: a low paid job or no job at all?

For those countries most badly hit, their economies are in the hands of the unelected Troika. Can we really accept that, in an EU which keeps on emphasising its democratic credentials, we have actually seen the duly-elected Prime Ministers of two Member States usurped by the placemen of the Troika? Unless the EU returns to proper democracy, we shall not see the end of this austerity.

  Nicole Sinclaire (NI). - Madam President, I would like to congratulate the rapporteur on his honesty. As he points out, the EU institutions are responsible for the conditions of the economic adjustment programmes that are bringing hardship and despair to so many people. The EU was ill-prepared and ill-equipped to deal with the sovereign debt crisis. It is young people who are suffering the highest levels of unemployment; there is a decline in job quality and a deterioration in basic labour standards.

However, it is not just Greece, Portugal, Ireland and Cyprus – the countries that have seen their economic governance fall under the control of the Troika – which are affected. My constituency, the West Midlands, has always been an industrial powerhouse, a centre of innovation and manufacturing excellence, but the eurozone crisis, burdensome EU red tape and the relocation of traditional industries to other EU Member States have left us in a situation where unemployment currently stands at 8.1[nbsp ]%, which is above the UK national average. Some 220[nbsp ]000 people in the region are unemployed. To you, that may be just a statistic, but to 220[nbsp ]000 of my constituents and their families – people with a traditionally strong work ethic – it is a tragedy. It spells frustration; it is a shame; it means young people leaving education but seeing no career, no prospects and no future.

The Troika is addressing the symptoms of the crisis but we need to look at the cause. The eurozone is bringing us all down. The good news is that, through hard work and inward investment, the number of people unemployed in the West Midlands is falling. But perhaps the biggest boost to our economy will be when, following a referendum, we free ourselves from the economic basket-case that the EU is becoming.

  Markus Ferber (PPE). - Frau Präsidentin, liebe Kolleginnen, liebe Kollegen! Wir müssen uns wieder etwas darauf besinnen, was Ursache und was Wirkung ist. Die Troika ist doch nicht die Ursache von Problemen, sondern sie ist die Lösung, um Probleme, die Staaten selbst geschaffen haben, zu überwinden. Warum hat ein Land mit falschen Zahlen den Eintritt in den Euro-Raum gesucht? Warum gab es zwei Mitgliedstaaten der Europäischen Union, die einen Bankensektor geschaffen haben, der Volumina hatte, die weit über die Höhe des Bruttosozialprodukts des eigenen Landes hinausgingen? Warum haben wir Mitgliedstaaten, die in den zehn Jahren ihrer Euro-Mitgliedschaft massiv an Wettbewerbsfähigkeit verloren haben, weil sie überzogene Lohnentwicklungen hatten, die weit höher waren, als sie Produktivitätssteigerungen hatten? Und dann am Ende zu sagen, die Troika sei schuld, dass die Dinge, die die Staaten selber falsch gemacht haben, offenkundig wurden und jetzt gelöst werden, ist ein inakzeptabler Ansatz!

Wer redet eigentlich über die drei Länder in der Europäischen Union, die nicht dem Euro angehören und die in den letzten Jahren durch den Internationalen Währungsfonds gerettet wurden? Die Letten, die Ungarn, die Rumänen – da ist scheinbar alles in Ordnung gewesen, obwohl diese Länder auch schwere Sparprogramme durchlaufen mussten. Nur war es da nicht die Troika, dann hat man kein Recht, hier darüber zu reden.

Und jetzt heißt es noch, man sollte den Europäischen Stabilitätsmechanismus einer demokratischen Kontrolle durch das Europäische Parlament unterwerfen. Meine sehr verehrten Kolleginnen und Kollegen, wer haftet denn für das Geld? Doch nicht die Europäische Union, doch nicht wir über die Vertretung der Menschen in Europa, sondern die Mitgliedstaaten, die hier Garantien gegeben haben! Deswegen ist die demokratische Kontrolle über die nationalen Parlamente der Euro-Mitgliedstaaten ausreichend gewährleistet. Das ist der richtige Ansatz, den wir weiter verfolgen müssen. Die Troika hat Gutes über Europa gebracht, und nicht Schlechtes!

  Karin Kadenbach (S&D), Frage nach dem Verfahren der „blauen Karte“. – Ich habe mich schon gemeldet, bevor ich Ihre Wortmeldung gehört habe. Aber jetzt weiß ich wirklich, warum ich mich gemeldet habe. Ich glaube, man müsste in vielen Bereichen darauf achten, dass der Volkspartei vielleicht auch einmal der Begriff „Volk“ aus dem Namen genommen wird, denn die Menschen dürften in Ihren Überlegungen, die ich heute hier so höre, gar keine Rolle mehr spielen.

Wir brauchen eine Politik, die dazu beiträgt, dass der Wirtschaftsstandort Europa abgesichert wird – da bin ich bei Ihnen. Nur das, was heute passiert, ist zwar nicht die Wurzel des Übels, aber es setzt das Übel fort! Wenn Menschen keine Beschäftigung mehr haben, wenn Menschen nicht dazu beitragen können, ihren Lebensunterhalt zu verdienen, wird auch keine Kaufkraft geschaffen.

  Michael Theurer (ALDE), Frage nach dem Verfahren der „blauen Karte“. – Herr Kollege Ferber! Ist Ihnen bekannt, dass der Europäische Stabilitätsmechanismus eben nicht von den nationalen Parlamenten kontrolliert werden kann, und dass es nur dem Drängen auch dieses Parlaments, des Haushaltskontrollausschusses und des Deutschen Bundestags zu verdanken ist, dass wenigstens der Europäische Rechnungshof und rollierend auch nationale Rechnungshöfe in das Gebaren hineinschauen können? Das ist doch das Mindeste an demokratischer Kontrolle, dass unabhängige Rechnungshöfe in den Europäischen Stabilitätsmechanismus hineinschauen können. Darum geht es jedenfalls unserem Ausschuss.

  Markus Ferber (PPE), Antwort auf eine Frage nach dem Verfahren der „blauen Karte“. – Nachdem die Kollegin Kadenbach ja nur ein Statement abgegeben hat und nicht in der Lage war, eine Frage zu formulieren, kann ich darauf auch nicht reagieren.

Sehr geehrter Herr Theurer, Sie wissen natürlich schon – und darauf haben Sie ja selbst hingewiesen –, dass der Deutsche Bundestag, das Parlament des Landes, aus dem ich komme, selbstverständlich seine Kontrollrechte wahrnimmt, und zwar sehr intensiv, dass hier der Bundesfinanzminister regelmäßig Berichte vor dem Parlament abgeben muss, dass hier jede Zusage des Bundesfinanzministers nur nach Legitimation durch den Deutschen Bundestag erfolgen kann.

Und das ist der Ansatz der demokratischen Kontrolle, den ich mir wünsche. Und er könnte Vorbild für die anderen Mitgliedstaaten der Eurozone sein, Ähnliches zu tun und damit dafür zu sorgen, dass auch transparent wird, wie hier die Entscheidungsprozesse sind und wofür der Steuerzahler aufkommen muss. Das auf die europäische Ebene zu übertragen, wo ich jetzt hier viele Statements gehört habe, was alles falsch gelaufen ist, würde ja bedeuten, mit den Spendierhosen der nationalen Haushalte spazierenzugehen. Das kann nicht die Absicht sein, und deswegen lehne ich das entschieden ab!

  Peter Simon (S&D). - Frau Präsidentin, liebe Kolleginnen und Kollegen! Was wir hier gerade abliefern, bietet ja sicher großen Unterhaltungswert für das oben anwesende Publikum. Aber über die Farben Weiß und Blau zu streiten, ist nun mal mit Sicherheit kein großer politischer Inhalt. Nichtsdestotrotz sollten wir uns dem Thema heute doch vielleicht mit etwas mehr Ernsthaftigkeit widmen, als es gerade in den Redebeiträgen meiner deutschen Kollegen der Fall war, wo wir doch, denke ich, in der Diskussion bereits ein bisschen weiter waren.

Ich finde es spannend, wenn auf der einen Seite immer wieder die Schwarz-Weiß-Diskussionen hochgezogen werden – da sind diejenigen, die das Geld aus dem Fenster werfen wollen, und die anderen sind diejenigen, die gutes Sparen für gut heißen. Wir waren schon mal so weit, dass wir sagten, wir haben unterschiedliche Länder mit unterschiedlichen Problemen, auf die unterschiedlich reagiert werden muss. Und Kollege Theurer, es war doch Ihr damaliger Wirtschaftsminister, der erkannte, dass ein Marshall-Plan für Griechenland notwendig ist. Ja, dann nehmen wir den doch jetzt mal ernst!

Dann nehmen wir diesen Troika-Bericht zum Anlass, um für die Zukunft festzulegen: Jawohl, wir brauchen Haushaltskonsolidierung mit Augenmaß in den Ländern, aber die Betonung legen wir künftig auf das Augenmaß! Und wir nehmen es ernst mit der Frage eines Marshall-Plans für Griechenland. Und wir nehmen es ernst mit Strukturreformen in diesen Ländern und geben diesen drei Punkten gleichermaßen das Gewicht, das sie verdienen, und nicht einseitig ein Gewicht auf einen Punkt, wo mittlerweile sogar der International Währungsfonds erkannt hat, dass es vielleicht ein bisschen zu viel des Guten war.

Lassen Sie uns unabhängig vom Europawahlkampf differenziert über diese Dinge diskutieren! Die Länder haben es verdient!

  Phil Bennion (ALDE). - Madam President, I followed this report in the Committee on Employment and Social Affairs. I think analysing measures which have been taken at European level is very important. It is quite right that we, as the European Parliament and a democratic body, have the opportunity to express an opinion on what has been done on our behalf. We should also be ready to learn from these experiences.

But we must remember that hindsight is a wonderful thing, and we must not attempt to put the blinkers on in order to exclude the context in which these difficult measures were put in place. In other words, we should not just blame the medicine when the affliction itself was very often much of the cause. Europe has just experienced the most difficult economic crisis since the Great Depression, but we are slowly coming through it. Things are slowly starting to improve, even in the West Midlands. Ms[nbsp ]Sinclaire painted a pretty bleak picture of the West Midlands, but we have had the highest increase in employment in the UK over recent months, and we are responsible for pretty much all of the increase in UK exports and half of the total exports to China.

This is the future. We need to turn to the future. We need to make sure that economic growth continues and that the benefits of this growth are passed on to the citizens who have been hit the hardest by the crisis. Business confidence needs to be restored to facilitate and encourage job creation so as to decrease the unacceptably high unemployment in these countries. EU funds such as the ESF and the Youth Employment Initiative should be used to their full potential in order to assist this recovery.

  Bas Eickhout (Verts/ALE). - Mevrouw de Voorzitter, 75[nbsp ]procent werkgelegenheid, twintig[nbsp ]miljoen mensen minder in armoede, drie[nbsp ]procent van het bruto nationaal product aan onderzoek en ontwikkeling, twintig procent duurzame energie. Komen die doelen u misschien bekend voor, meneer Rehn, meneer Andor? Dat zijn namelijk de doelen van de EU[nbsp ]2020-agenda, de doelen die de Commissie zichzelf stelt voor de toekomst. En dat laat zien dat deze Commissie politieke keuzes maakt binnen de trojka, politieke keuzes voor welk doel belangrijker is dan een ander doel.

En dat is het grote probleem van de huidige trojka. Daar zit een ECB bij die aan niemand verantwoording verschuldigd is, er zit een IMF bij waarin het onduidelijk is wie daar de democratische controle op kan toepassen. Alleen de Europese Commissie die politieke keuzes maakt.

In dit verslag stelt het Parlement heel duidelijk: we moeten duidelijkere democratische controle op dit soort politieke keuzes. En ik wil gewoon heel helder horen: Wat gaat de Commissie nu doen om ervoor te zorgen dat de democratische controle op de Commissie beter wordt bij deze keuzes en dat de trojka niet meer in deze vorm nodig is?

  Inês Cristina Zuber (GUE/NGL). - Os dois maiores grupos políticos do Parlamento, que sempre apoiaram a nível europeu e nacional as políticas de consolidação orçamental - e o exemplo maior é o Tratado Orçamental -, decidiram avaliar as consequências das troicas a dois meses das eleições. Deviam estar mais atentos porque há muito que se sabe e, sobretudo, que se sente a catástrofe das políticas das troicas.

Não é preciso, aliás muito conhecimento para saber como este modelo usado pelo FMI há anos em todo o mundo apenas serve para dois objetivos: primeiro, diminuir os custos do trabalho através também do elevado número do desemprego e roubar rendimentos às populações; segundo, promover as privatizações e a distribuição de serviços públicos, ou seja, transferir a riqueza dos trabalhadores para os bolsos dos banqueiros e das grandes empresas e monopólios capitalistas. Consequência: pobreza e destruição de muitas vidas de muitas famílias. São estes os principais objetivos. Estes pactos de agressão contra estes povos e, portanto, as consequências eram todas previsíveis.

O que correu bem e mal nas troicas foi, sim, a própria existência das troicas e desta direção política. Os povos destes países, como do meu, não necessitam de mais avaliações, nem de mais legitimidade democrática da Troica, nem das mesmas exatas medidas mais espaçadas no tempo, nem da participação do Parlamento Europeu neste processo, nem de troicas sem o FMI, nem de mais planificação. O que os povos destes países querem é que lhes devolvam os rendimentos, os salários, as pensões, os direitos e os empregos que lhes roubaram e isso só se faz com a total abolição das troicas e desta política de saque e de agiotagem que estes relatórios não defendem obviamente.

  Bastiaan Belder (EFD). - Mevrouw de Voorzitter, wij mogen niet van de trojka verwachten dat zij alle problemen oplost. De oorsprong van de hoge schuldenniveaus ligt voor een substantieel deel bij de grote verschillen tussen landen. Dat raakt direct aan de houdbaarheid van de eurozone in zijn huidige vorm. Het is een slechte zaak en dat wil ik beklemtonen. Het is een slechte zaak als Europa die problemen wegmoffelt door schulden uit te smeren over de gehele Unie met behulp van een Bankenunie. Dat wil ik onderstrepen. Dat is een hele slechte zaak!

Waardering voor de trojka neemt niet weg dat ik bezorgd ben over een gebrek aan democratische controle. Europa krijgt mijns inziens te veel invloed op het sociaaleconomische en begrotingsbeleid zonder de juiste democratische legitimiteit. Vooral de versterking van het economisch bestuur in het kader van het Europees Semester is daar debet aan.

De democratische controle – dat wil ik ook beklemtonen – moet niet primair op EU-niveau plaatshebben, maar veeleer in de nationale parlementen. Het raakt immers aan hun budgetrecht en hun nationale bevoegdheden op sociaal en economisch terrein! Dat verklaart de vervreemding die er is in de EU-lidstaten ten opzichte van Brussel.

  Auke Zijlstra (NI). - Voorzitter, Brussel dwingt lidstaten tot economische hervormingen die door de bevolkingen zelf niet gesteund worden. En de personificatie van dat beleid is de trojka. Alle lidstaten lijden onder de dwang van Brussel. Niemand mag zijn eigen sociaal economisch beleid nog bepalen. Alle landen moeten met hun plasje naar de dokter. En de diagnose is altijd: meer Brussel, meer belastingen, minder democratie.

Maar, Voorzitter, meer Brussel is niet de oplossing. Brussel is zélf het probleem. Vijftien jaar geleden bestonden er geen macro-economische onevenwichtigheden, geen jeugdwerkloosheid van vijftig procent, geen strafmaatregelen tegen succesvol exporteren. Waarom bestaan deze zaken nu wel? Omdat de politieke elites het Europees project en de euro heilig hebben verklaard ten koste van alles. Daarom, Voorzitter, zal de PVV campagne voeren voor het verdwijnen van de euro, voor het uittreden uit de Unie en voor het herstel van de democratie. 22[nbsp ]mei, dat is de dag!

Κυρία Πρόεδρε, Κύριε Επίτροπε, όλη η υπόθεση της Τρόικα αποτελεί μία έκφραση των αδυναμιών της Ευρωπαϊκής Ένωσης, ειδικότερα δε της ευρωζώνης, όσον αφορά την έλλειψη θεσμών, μηχανισμών, τη δημοσιονομική πειθαρχία, τη δημοσιονομική ισορροπία και οικονομική συνοχή. Αυτές οι αδυναμίες δημιούργησαν την Τρόικα και αυτές οι αδυναμίες ευθύνονται για τις πολιτικές που εφαρμόστηκαν με τεράστιες κοινωνικές συνέπειες. Η έκθεση καλώς ζητεί τη δημοκρατική νομιμοποίηση του συστήματος της Τρόικα μέσα από τους ευρωπαϊκούς θεσμούς. Είναι όμως σημαντικό να επισημάνουμε ότι τα προγράμματα χρειάζονται προσαρμογές ανάλογα με τις επιπτώσεις τους στην ύφεση και την ανάγκη ορθής εκτίμησης των δημοσιονομικών πολλαπλασιαστών και των κοινωνικών σταθεροποιητών.

Χαίρομαι που εισάγεται μια τροπολογία η οποία αναγνωρίζει την επιτυχία της δημοσιονομικής προσαρμογής στην Ελλάδα. Πράγματι, στη χώρα μου εμφανίζεται πρωτογενές πλεόνασμα καθώς και πλεόνασμα τρεχουσών συναλλαγών για το 2013 και σύμφωνα, μάλιστα, με τις πρόσφατες εκτιμήσεις της Ευρωπαϊκής Επιτροπής στην Ελλάδα διαφαίνονται και τα πρώτα σημάδια ανάκαμψης με θετική πρόβλεψη για το 2014 και 2015. Είναι ώρα λοιπόν να αναγνωριστεί αυτό ως γενναίο επίτευγμα του ελληνικού λαού και να αποτελέσει την αφετηρία για υποστηρικτικές ενέργειες στην Ελλάδα, με κεφαλαιώδη αυτή της ελάφρυνσης του χρέους.

Στην έκθεση εξακολουθεί να παραμένει όμως μια άλλη ανακρίβεια που πρέπει να διορθωθεί. Εννοώ στην παράγραφο όπου υπάρχει η αναφορά 'στατιστική λαθροχειρία', 'statistical fraud', στα έτη που προηγήθηκαν του προγράμματος. Προτείνω να αντικατασταθεί με 'statistical irregularities', διότι γι' αυτό πραγματικά πρόκειται, σύμφωνα με την ειδική έκθεση της Ευρωπαϊκής Επιτροπής το 2010, πρόκειται για ελλιπή στατιστικά πρότυπα και μηχανισμούς που εφαρμόζονταν στην Ελλάδα και όχι για 'λαθροχειρία'.

Όμως, τώρα μιλάμε για τον ρόλο της Τρόικας και πρέπει να αναγνωρίσουμε τι πετύχαμε, με ποια προβλήματα, με ποιες δυσκολίες και τι πρέπει ακόμη να γίνει.

  Edite Estrela (S&D). - A receita da Troica falhou. Os governantes europeus e nacionais bem podem apregoar que tem sido um sucesso que ninguém acredita. A realidade desmente diariamente a ficção em que alguns se querem refugiar. Consultem as estatísticas, observem o que se passa e, sobretudo, ouçam as pessoas.

É um sucesso a recessão económica e o aumento do desemprego? É um sucesso o agravamento das desigualdades e das injustiças sociais? É um sucesso ver que a maior parte das pessoas vive hoje pior do que antes da intervenção da Troica? O que mais surpreende é que não reconheçam os erros e não alterem a trajetória.

O Fundo Monetário Internacional já reconheceu que houve falhas graves, mas não tirou as devidas consequências e, perante a evidência dos maus resultados, há quem caia no ridículo de dizer que as pessoas estão pior, mas que os países estão melhor. Como se os países fossem uma abstração e as pessoas elementos decorativos.

No meu país, Portugal, o programa de ajustamento mais não tem sido do que um programa de empobrecimento. Há responsabilidades nacionais e há responsabilidades europeias. A Europa tem de mudar de rumo. Deixemo-nos de equívocos. Nenhum dos países sob resgate tem condições para, no curto prazo, resolver o problema da dívida pública se a Europa não concordar com a mutualização de parte da dívida.

Sem a redução significativa dos juros da dívida pública e sem o alargamento das maturidades os países sob resgate vão continuar a divergir da União Europeia, a perder os seus jovens mais qualificados de sempre e a pôr em causa a coesão social. É isto que os senhores querem?

  Olle Schmidt (ALDE). - Mr President, the Troika and Commissioner Olli Rehn have done the necessary job. The Troika acted promptly at a very difficult time. We ought to be cautious in trying to rewrite history. It is perhaps the national politicians who bear the main political responsibility, even some in this House I would say, including me myself in the 1990s in Sweden. The national politicians should have acted much earlier in preventing the crisis. They failed to react in time. Politics is about responsibility and accountability. Cutting welfare systems is painful, but it is necessary to ensure stability and future growth. You can see improvements now. Of course I do understand the hardships for many Europeans in this crisis.

I would have preferred the national politicians at the outbreak of the crisis to say ‘mea culpa est’, perhaps even some in this House. Blaming Brussels is, sad to say, a rather common way for national politicians and some others to escape their own responsibilities.

  Olle Schmidt (ALDE), blue-card answer. – What I am saying is that the main responsibility for what happened in Europe lies in the capitals of Europe. It is not the Troika that is to blame. I think that many politicians in Athens should have been thrown out much earlier. I agree with you that the defence spending is of course awful, as is the relationship with some of the neighbours. I disagree as well in that sense. But the responsibility has to be put where it is, and that is in the national capitals and in the governments and parliaments. That is what I am saying.

  Νίκος Χρυσόγελος (Verts/ALE). - Κυρία Πρόεδρε, Κύριοι Επίτροποι, το σπίτι μας καίγεται εδώ και έξι χρόνια. Είναι αλήθεια ότι η κρίση δεν ξεκίνησε με τα προγράμματα δημοσιονομικής προσαρμογής αλλά η έναρξη της πυρκαγιάς οφειλόταν σε λάθη των κρατών μελών. Έπρεπε να γίνουν αλλαγές και μεταρρυθμίσεις στις διάφορες χώρες αλλά και στην ευρωζώνη, για να σβήσει αυτή η φωτιά. Το ερώτημα είναι: Η Τρόικα και οι πολιτικές της έσβησαν τη φωτιά ή επεκτάθηκε στη γειτονιά μας; Ορισμένα νούμερα: 1,5 εκατομμύριο άνεργοι στην Ελλάδα, 2,5 εκατομμύρια ανασφάλιστοι, περισσότεροι φτωχοί από ποτέ, έλλειμμα 60 δισ. στα ασφαλιστικά ταμεία, έκλεισαν 100.000 μικρομεσαίες επιχειρήσεις, 300.000 νέοι μετανάστευσαν σε άλλες χώρες στα τρία τελευταία χρόνια.

Η Επιτροπή έχει υποχρέωση να ακολουθεί πολιτικές που είναι συμβατές με τη Συνθήκη για τη λειτουργία της Ευρωπαϊκής Ένωσης, τη Στρατηγική για την "Ευρώπη 2020", το ευρωπαϊκό κοινωνικό κεκτημένο, τον Χάρτη Θεμελιωδών Δικαιωμάτων, το περιβαλλοντικό κεκτημένο. Ας δημιουργήσουμε λοιπόν θεσμούς και πολιτικές που συμφωνούν με όλα αυτά.

Μερικά παραδείγματα: Συνδέστε την επόμενη δόση με ενίσχυση του δημοκρατικού και κοινωνικού διαλόγου και όχι με την απελευθέρωση των μαζικών απολύσεων. Ζητήστε από την Ελβετία να δώσει στοιχεία για τις καταθέσεις Ελλήνων ύψους 60 ως 220 δισ., ώστε να έρθουν στα δημόσια ταμεία 6 ως 45 δισ.

  Κυριάκος Τριανταφυλλίδης (GUE/NGL). - Κυρία Πρόεδρε, Κύριε Επίτροπε, η Τρόικα δεν βοήθησε τους λαούς μας, αλλά ούτε και έβαλε τις βάσεις για ένα καλύτερο κοινωνικό ή οικονομικό μέλλον. Η όλη διαδικασία αναπροσαρμογής αποτέλεσε πλήγμα ενάντια στη δημοκρατία. Εγκαθίδρυσε κυβερνήσεις οι οποίες δεν ήταν νομιμοποιημένες, φτωχοποίησε χιλιάδες εργαζόμενους, εκτίναξε την ανεργία σε πρωτόγνωρα επίπεδα, ‘κούρεψε’ μικρές επιχειρήσεις, συντάξεις, μισθούς, αποταμιεύσεις.

Η διαφωνία μας με τις εκθέσεις για το ρόλο και τη λειτουργία της Τρόικας είναι διαφωνία επί της αρχής. Διαφωνούμε με τη δημοσιονομική πειθαρχία, διαφωνούμε με τις πολιτικές λιτότητας, διαφωνούμε με τα μνημόνια και φυσικά διαφωνούμε με την εφαρμογή πολιτικών υπό μορφή συνταγής. Τέτοιες συνταγές είναι και οι ιδιωτικοποιήσεις σε περίοδο λιτότητας. Γι' αυτό καλούμε τους συναδέλφους να στηρίξουν την τροπολογία της Ομάδας μας, η οποία καταδικάζει το πρόγραμμα ιδιωτικοποιήσεων που προωθήθηκε από τα μνημόνια συνεννόησης, το οποίο βάζει ιδίως στο στόχαστρο τους κερδοφόρους κοινωφελείς οργανισμούς και ζητεί τον άμεσο τερματισμό της διαδικασίας αυτής.

  Claudio Morganti (EFD). - Signora Presidente, onorevoli colleghi, credo che l'azione della troika abbia rappresentato il punto più basso nella storia dell'Unione europea. Abbiamo avuto fantomatici esperti che hanno deciso misure a loro piacimento colpendo e umiliando interi popoli.

Abbiamo sentito di ricette miracolose per uscire dalla crisi, strumenti necessari per favorire la ripresa, previsioni ottimistiche che poi venivano spesso rivedute e corrette. Si diceva che il problema di questi paesi fosse l'enorme debito pubblico, ma è stato ampiamente dimostrato come gran parte delle difficoltà derivassero da un indebitamento invece privato, favorito da un compiacente sistema bancario. Lo stesso sistema bancario che è stato il motivo per cui si è dovuti intervenire in maniera così massiccia, poiché altrimenti ne avrebbero drammaticamente risentito i colossi finanziari di mezza Europa.

Per salvare questi colossi finanziari, le banche e il fallimento dell'euro non vi siete vergognati a rubare il denaro dai conti correnti bancari delle persone, non vi siete vergognati a confiscare le proprietà e a mettere in povertà gli Stati! E avete messo a capo dei governi di questi Stati dei figli di troika per agevolare il vostro piano che ritengo che sia criminale e antidemocratico.

  Αντιγόνη Παπαδοπούλου (S&D). - Κυρία Πρόεδρε, ας μην κρυβόμαστε πίσω από το δάχτυλό μας. Η Τρόικα είναι το άλλοθι για προώθηση στυγνών νεοφιλελεύθερων πολιτικών, υπέρ των τραπεζών και εναντίον των λαών, πολιτικών που εύχομαι να ανατραπούν στις επόμενες ευρωεκλογές. Χαιρετίζω το καταπληκτικό περιεχόμενο των δύο εκθέσεων και συγχαίρω τους τρεις εισηγητές των Επιτροπών Οικονομικής και Νομισματικής Πολιτικής και Απασχόλησης και Κοινωνικών Υποθέσεων, γιατί στηλιτεύουν την ανυπαρξία κοινοτικών μηχανισμών στήριξης στην ευρωζώνη, με αποτέλεσμα τη σύναψη χρηματοοικονομικών συμφωνιών εκτός της κοινοτικής μεθόδου. Στηλιτεύουν την Ευρωπαϊκή Κεντρική Τράπεζα, γιατί λάμβανε αποφάσεις εκτός του πεδίου αρμοδιότητάς της, και κατακρίνουν επίσης την Επιτροπή, γιατί, αντί να δρα ως θεματοφύλακας ηθικών, παρακολουθεί δυστυχώς παθητικά τις αλυσιδωτές κοινωνικές επιπτώσεις στον ευρωπαϊκό Νότο. Παντού ανεργία, φτώχεια, εξαθλίωση, υπονόμευση των συλλογικών συμβάσεων και των εργασιακών κεκτημένων, περικοπές συντάξεων και κονδυλίων του προϋπολογισμού –ειδικά στον τομέα της υγείας– αυξανόμενος ευρωσκεπτικισμός.

Το κούρεμα που έγινε στη δική μου χώρα, που ήταν άδικο πραγματικά, δυστυχώς ισοδυναμεί με κούρεμα αρχών στην Ευρωπαϊκή Ένωση. Καλωσορίζω τις εισηγήσεις για λεπτομερή αξιολόγηση των κοινωνικών επιπτώσεων στις χώρες των μνημονίων από την ίδια την Επιτροπή και τη Διεθνή Οργάνωση Εργασίας και το Συμβούλιο της Ευρώπης. Πιστεύω ότι η Τρόικα πρέπει να αντικατασταθεί άμεσα από κοινοτικό εργαλείο διαχείρισης, ώστε να υπάρχει διαφάνεια, δεσμευτικοί κανόνες και δημοκρατική λογοδοσία.

  Θεόδωρος Σκυλακάκης (ALDE). - Κυρία Πρόεδρε, θα μιλήσω μόνο για την Ελλάδα, όπου η Τρόικα έπεσε θεαματικά έξω στις προβλέψεις της για την ύφεση, την ανεργία, τις εξαγωγές και τις αποκρατικοποιήσεις. Γιατί απέτυχε; Γιατί ενώ στην Ελλάδα το πρόβλημα ήταν ένα τεράστιο πελατειακό κράτος, που οδήγησε τη χώρα στη χρεοκοπία, η Τρόικα ανέχθηκε μία πολιτική υπερφορολόγησης του ιδιωτικού τομέα και προστασίας του πελατειακού κράτους. Ακόμη και σήμερα, ενώ 5% του ελληνικού ΑΕΠ δίδεται σε συντάξεις για πολίτες κάτω των 65 ετών, συνεχίζει η συνταξιοδότηση προνομιούχων στα 50 και τα 55.


Ενώ η υπερφορολόγηση οδηγεί το 15% των νοικοκυριών στην ατομική χρεοκοπία, η κυβέρνηση ετοιμάζεται για προεκλογικούς διορισμούς και παροχές. Αντί για μία πολιτική λιγότερων φόρων, μικρότερου κράτους, διαρθρωτικών μεταρρυθμίσεων και ανάπτυξης με βάση τον ιδιωτικό τομέα, η Τρόικα άφησε να χρησιμοποιηθούν δεκάδες δισ. των φορολογουμένων, για να συντηρηθεί σε εκδοχή "μίνι" το ελληνικό πελατειακό κράτος, απ' όπου αντλούν δύναμη τα κυβερνητικά κόμματα. Γι' αυτό απέτυχε.

  Michèle Rivasi (Verts/ALE). - Madame la Présidente, Monsieur le Commissaire, chers collègues, nous sommes à deux mois et demi des élections européennes. Deux mois et demi! Quelle est l'image que nous avons de la troïka? Nous avons l'image d'une troïka qui est un objet non identifié, qui a été imposé par les États membres, qui n'a pas de légitimité démocratique et vous êtes en train de détruire, vis-à-vis des citoyens européens, les valeurs de solidarité de l'Europe du fait de la politique d'austérité que vous avez imposée aux États –[nbsp ]même si, comme cela a été dit, il y avait des gouvernements qui étaient responsables du déficit.

Je me suis rendue en Grèce et je suis allée voir les gens. Je suis allée dans les hôpitaux et je me suis aperçue que tout de même plus de trois millions de personnes n'avaient pas de sécurité sociale. Si vous allez à l'hôpital, vous devez payer vingt-cinq euros. Si vous êtes une femme enceinte et que vous voulez accoucher, vous devez payer six cent cinquante[nbsp ]euros. Si vous voulez avorter, vous devez payer trois cent cinquante euros. Mais c'est incroyable! Heureusement qu'il y a des ONG comme Médecins du monde qui créent des cliniques sociales, mais, à l'heure actuelle, il n'y a plus d'accès aux soins. Il y a une augmentation de la mortalité. Les gens qui ont un cancer n'ont même plus les moyens d'acheter leurs médicaments.

J'en veux à la Commission. Pourquoi? Parce que, Monsieur le Commissaire, elle est la garante des traités et notamment de la charte des droits fondamentaux, et elle n'a pas poussé les gouvernements à faire en sorte que l'accès aux soins soit garanti. C'est là où vous avez une lourde responsabilité.

  Martina Anderson (GUE/NGL). - Madam President, we have heard explained the failure of Troika policies and of those governments that have implemented them. This includes the failure of British austerity policies in the North of Ireland.

To focus on my amendments about giving the Irish people a fairer deal: Amendments[nbsp ]8 and 27 seek the implementation of what the Taoiseach called a ‘seismic shift’ agreed at the June[nbsp ]2012 Eurogroup meeting – the retrospective recapitalisation of Irish banks. There has been much prevarication on this, and it is time that the European Parliament stated where it stands, because taking note is not good enough.

Amendment[nbsp ]25 asks for Jean-Claude Trichet’s letter of November[nbsp ]2012 to the Irish Finance Minister to be published. This is believed to have threatened the withdrawal of emergency liquidity assistance from Ireland if Ireland refused to accept the bail-out, which included a ban on ‘burning the bondholders’. The European Central Bank last week refused once again to release this letter, despite a request from the European Ombudsman’s Office to do so.

  Νικόλαος Σαλαβράκος (EFD). - Κυρία Πρόεδρε, έχουμε μπροστά μας τρεις εκθέσεις με επιστημονική λογική αλλά και πολιτική φρόνηση. Συμφωνώ απόλυτα με το περιεχόμενο και τις υποδείξεις τους. Το συμπέρασμά λοιπόν είναι ότι, όπως απέτυχε το πείραμα της άριας φυλής, απέτυχε και το πείραμα της άριας οικονομίας, το οποίο επιχείρησε να εφαρμόσει η Τρόικα. Δεν δημιούργησε την κρίση η Τρόικα. Διαχειρίστηκε την κρίση με τον χειρότερο τρόπο. Και τι έχουμε σαν τίμημα αυτής της διαχείρισης της κρίσης; Τριάντα εκατομμύρια ανέργους στην Ευρώπη, το 17,5% περίπου του πληθυσμού της Ευρώπης, δηλαδή 100 εκατομμύρια ανθρώπους, κάτω από τα όρια της φτώχειας, αβέβαιο μέλλον και προβληματισμός. Δυστυχία στην Ευρώπη!

Θα 'θελα να πω το εξής: Ευγνωμονώ τους δύο εισηγητές. Και τους ευγνωμονώ διότι σκεπτόμουν: «Μα τι στην ευχή; Δεν εφαρμόζουμε στην Ευρώπη το πείραμα της Αμερικής να τυπώσουμε χρήμα;». Το υπαινίχθηκε ο είς εκ των εισηγητών.

Δεύτερον, έχω ένα παράπονο για την Τρόικα. Το παράπονό μου είναι ότι, ενώ η Τρόικα στην Ελλάδα υποδεικνύει ατομικά μέτρα είσπραξης απαιτήσεων του ελληνικού δημοσίου, δεν δίνει οδηγίες για να εισπραχθούν τα καταναλωτικά δάνεια της χώρας μας προς τη Γερμανία, το ύψος των οποίων ανέρχεται σε 160 δισ.

  Burkhard Balz (PPE). - Frau Präsidentin! Aus meiner Sicht hat die Troika unverzichtbare Arbeit geleistet. Die Troika war und ist unter schwierigen politischen und auch vor allen Dingen wirtschaftlichen Bedingungen erfolgreich gewesen, wie es ja unter anderem auch der Abschluss der Programme in Irland und Portugal zeigt. Ohne die europäischen Hilfen und ohne die Unterstützung der Troika wären die wirtschaftlichen und sozialen Folgen in den Programmländern noch deutlich schwerwiegender, und vor allen Dingen auch nicht vorhersehbar gewesen.

Der Parlamentsbericht stellt richtigerweise auf die Ursachen der Wirtschaftskrise in den Programmländen ab, die vor allen Dingen in einer mangelnden Haushaltsdisziplin, in makroökonomischen Ungleichgewichten und auch in einem zu späten nationalen Gegensteuern zu suchen sind.

Am Ende kann man sicherlich immer über die Legitimation der Arbeit der Troika streiten. Aber eines ist doch auch hervorzuheben: Auf europäischer Ebene ist ihre Rolle im ESM-Vertrag und auch im sogenannten two-pack niedergeschrieben. Die Anpassungsprogramme werden mit den betroffenen Mitgliedstaaten ausgearbeitet und ausverhandelt. Die Zusammenarbeit der Kommission mit der Europäischen Zentralbank und dem natürlich in diesen Fragen auch sehr erfahrenen Internationalen Währungsfonds ist für die Analyse und Lösungsfindung wichtig. Die Beteiligung von EZB und IWF muss auch künftig möglich sein.

Die Reformprogramme legen den Grundstein für ein künftiges gesundes Wachstum und für eine Stabilisierung der wirtschaftlichen und sozialen Gegebenheiten. Wer hier in diesem Haus der Troika die Schuld in die Schuhe schieben will und dabei die Ursachen der Krise vollkommen verkennt, der kann damit vielleicht Wahlkampf in den Programmländern machen, aber derjenige kämpft dann nicht für unsere europäische Idee. Diese Idee fußt nämlich gemeinschaftlich auf nationaler Verantwortung und Solidarität. Dazu gehören eine nachhaltige Wirtschaftspolitik, das Fortführen des Schulden- und Defizitabbaus sowie tiefgreifende Strukturreformen für mehr Wettbewerbsfähigkeit. Das ist das, was wichtig ist für Europa, für unsere Zukunft, und vor allen Dingen für die zukünftigen Generationen!

  Antolín Sánchez Presedo (S&D). - Señora Presidenta, la integración europea ha sido durante décadas un proyecto atractivo y la esperanza de una globalización de rostro humano. La crisis y la nefasta gestión de esta han socavado esta imagen: Europa ha pasado de inspirar la solución a representar el problema.

La Troika es una anomalía improvisada, fruto de la inexistencia de instrumentos de la UE. La región más rica del mundo no puede recurrir a la asistencia financiera del Fondo Monetario Internacional por no ser capaz de organizar la solidaridad interna. Los problemas comunes requieren reformas, soluciones y recursos comunes. La política económica europea no puede ser el agregado de las políticas económicas nacionales. Evitar la catástrofe no es alcanzar el éxito. El ajuste simultáneo, rápido e indiscriminado ha inducido una recesión en Europa con efectos devastadores en los países sujetos a un programa y efectos depresivos en la economía mundial.

La desigualdad ha aumentado y las cargas se han repartido injustamente. Los acreedores responsables que inflaron las burbujas han escapado indemnes y la deuda externa se ha trasladado a los contribuyentes nacionales. Además, Europa todavía no ha asumido la recapitalización directa de las entidades financieras, ni creado mecanismos para aliviar la deuda pública o promover las inversiones, ni establecido un impuesto sobre las transacciones financieras.

El business as usual es insostenible. No podemos postergar la unión bancaria hasta el año 2026, ni dejar una generación perdida, sin perspectivas de crecimiento, empleo y una auténtica democracia europea. Este informe y las próximas elecciones deben ser un punto de inflexión para que Europa reencuentre su rumbo.

  Pat the Cope Gallagher (ALDE). - Madam President, anger, annoyance and frustration summarise the experience of the Irish people with the Troika. The lack of transparency and the imposition of several cuts to vital services affecting the most vulnerable, including the elderly, the sick and the young, have left a long-lasting mark on the fabric of Irish society. There is a deep responsibility at EU level to break the vicious circle between bank and sovereign debt.

I am pleased that the draft report specifically refers to the June[nbsp ]2012 commitment by EU leaders as a result of an amendment tabled by me and my Fianna Fáil colleagues. The amendment also calls on EU leaders to substantially alleviate Ireland’s burden of bank debt. The delay in the implementation of this specific commitment by EU leaders is simply unacceptable. It is not sufficient to talk about it and make a commitment; there has to be a follow-through. EU leaders cannot make such important political commitments and then unduly delay implementing them.

In conclusion, I hope that the adoption of this report will help the Irish government to put pressure on the Union and on the Commission to expedite a solution to this critically important economic matter.

  Karima Delli (Verts/ALE). - Madame la Présidente, chers collègues, le constat est édifiant, la troïka, qui a imposé des politiques néolibérales avec la bénédiction de la majorité de droite de ce Parlement, a échoué en commettant une triple faute.

Tout d'abord, une faute démocratique. Monstre technocratique, la troïka agit sans contrôle parlementaire. En cas de futur plan d'aide, les eurodéputés doivent pouvoir confier un mandat d'action strict à la Commission européenne.

Une faute économique ensuite. Avec les politiques d'austérité, la crise s'est accentuée, alors que nous avons besoin d'un plan de relance pour préparer l'avenir, notamment ciblé sur la transition écologique.

Enfin, une faute sociale. Les coupes claires dans les dépenses sociales ont eu un impact catastrophique. Par exemple, la Grèce a diminué ses dépenses hospitalières d'un quart, et on constate aujourd'hui un bond de la mortalité infantile. Il s'agit d'une violation grave des droits des citoyens européens. Nous demandons une enquête menée par l'Agence européenne des droits fondamentaux. Le mot d'ordre doit en tout cas être très clair: la troïka, plus jamais ça!

Es una nueva maldición, una nueva plaga que asola el empleo, los salarios, las pensiones, que deja a la juventud sin futuro, que castiga los servicios públicos, la educación, la salud, que enriquece a una minoría y protege a los estafadores financieros. Este es el cuadro que tenemos. ¡Fuera Troika!

Y al diputado Cercas, tras escucharle: mire usted, a mí me sorprende. Da la impresión de que su Grupo y la socialdemocracia en esta Cámara, en la Comisión, en el Consejo y en España estuvieran confrontados con las políticas de austeridad, de estabilidad, que han permitido actuar a la Troika. Todo lo contrario: en mi país el Partido Socialista, junto con el Partido Popular, reformó nuestra Constitución —el artículo[nbsp ]135— de una manera exprés, sin consulta popular, para imponer el espíritu de la Troika.

  Κωνσταντίνος Πουπάκης (PPE). - Κυρία Πρόεδρε, χωρίς αμφιβολία, η κρίση ανέδειξε και επέτεινε τις μακροοικονομικές ανισορροπίες ορισμένων κρατών μελών.

Η Ελλάδα αποτέλεσε την πρώτη ευρωπαϊκή χώρα που εντάχθηκε στον μεικτό μηχανισμό στήριξης, αναλαμβάνοντας επαχθείς δεσμεύσεις.

Τέσσερα χρόνια μετά, το κοινωνικό, αναπτυξιακό και ανθρωπιστικό κόστος των Προγραμμάτων Οικονομικής Προσαρμογής είναι ανυπολόγιστο.

Η ταυτόχρονη εφαρμογή πολιτικών ακραίας λιτότητας και εσωτερικής υποτίμησης, μια «συνταγή» που αγνόησε εθνικές ιδιαιτερότητες, θεμελιώδεις ευρωπαϊκές αρχές και αξίες καθώς και τους στόχους της στρατηγικής "Ευρώπη 2020" και φυσικά με εσφαλμένους δημοσιονομικούς πολλαπλασιαστές και λάθος εκτιμήσεις, αλλά και μέτρα που πολλές φορές παραπέμπουν περισσότερο σε τιμωρία, οδήγησαν εκ του αποτελέσματος στην κατάρρευση του βιοτικού επιπέδου των Ελλήνων πολιτών κατά περίπου 50% –μια πρωτοφανή μείωση για ευρωπαϊκό κράτος μεταπολεμικά–, σε μια βαθιά και παρατεταμένη ύφεση, που ξεπερνά σωρευτικά το 25%, σε γενίκευση της ανεργίας, που αγγίζει το 28%, και της μακροχρόνιας ανεργίας, με 6 στους 10 νέους στο επαγγελματικό πουθενά, σε παραγωγική αποεπένδυση και διάλυση της μικρομεσαίας επιχειρηματικότητας, σε μετατροπή του κράτους πρόνοιας σε κράτος φιλανθρωπίας, όταν η ακραία φτώχεια διογκώνεται επικίνδυνα με φαινόμενα αστέγων και συσσιτίων να πολλαπλασιάζονται.

Η «απάντηση», λοιπόν, στην κρίση μπορούσε και έπρεπε να ήταν αμιγώς ευρωπαϊκή, περισσότερη Ευρώπη αλληλεγγύης και αμοιβαιότητας. Μια «λύση» που θα συνδύαζε την απαραίτητη δημοσιονομική εξυγίανση με την αναγκαία ενίσχυση της κοινωνικής συνοχής. Μέσα από θεσμικές δομές, μηχανισμούς, αξιολογήσεις και διαφανείς διαδικασίες, σε συνεργασία με τα εθνικά κοινοβούλια -και όχι εκβιαστικά- και έπειτα από διαβούλευση με τους κοινωνικούς εταίρους -που δεν έγινε-, ώστε να είχαν διασφαλιστεί: ο σεβασμός του ευρωπαϊκού κοινωνικού μοντέλου και κεκτημένου χωρίς εξαιρέσεις και αστερίσκους, η δημοκρατική νομιμοποίηση και λογοδοσία, η κοινωνική συναίνεση και συνεννόηση, κρίσιμα δηλαδή ζητήματα που απουσιάζουν μέχρι σήμερα από τη «μεθοδολογία» που ακολουθήθηκε από την Τρόικα.

  Συλβάνα Ράπτη (S&D). - Κυρία Πρόεδρε, η Ελλάδα μέσα σε τέσσερα χρόνια πέτυχε μια δημοσιονομική προσαρμογή χωρίς προηγούμενο. Κι αυτό χάρη στις θυσίες των Ελλήνων και των Ελληνίδων. Το 2009 το πρωτογενές έλλειμμα ήταν 11% του ΑΕΠ. Το 2013, νωρίτερα απ' ό,τι περιμέναμε, πετύχαμε πρωτογενές πλεόνασμα. Για να γίνει όμως αυτό, ο ελληνικός λαός είδε το εθνικό του εισόδημα να μειώνεται κατά 25%. Είδε την ανεργία να υπερδιπλασιάζεται στον γενικό πληθυσμό. Είδε την ανεργία των νέων να χτυπάει αρνητικά ποσοστά ρεκόρ, 60%.

Τα μέτρα επιβλήθηκαν από την Τρόικα στην Ελλάδα και στα άλλα κράτη μέλη, χωρίς να υπάρξει καμία προηγούμενη μελέτη για τις συνέπειες που θα είχαν στις ζωές των καθημερινών ανθρώπων. Η Τρόικα δεν ζήτησε ποτέ να πουν τη γνώμη τους η Διεθνής Οργάνωση Εργασίας, η Ευρωπαϊκή Οικονομική και Κοινωνική Επιτροπή, ο Επίτροπος Κοινωνικών Υποθέσεων, ο κ. Andor, που κάθισε τώρα εκεί για να μας δώσει απαντήσεις, ενώ ο κ. Rehn είναι υπεύθυνος για όλα όσα συμβαίνουν. Δεν ζήτησε τη γνώμη η Τρόικα ποτέ από το Συμβούλιο Απασχόλησης και Κοινωνικής Πολιτικής.

Αυτό δεν μπορεί πια να συνεχιστεί. Να ολοκληρώσουμε τη δημοσιονομική προσαρμογή, για να μην πάνε στον κάλαθο των αχρήστων οι θυσίες των πολιτών, αλλά να τελειώνουμε πια με την Τρόικα. Να δημιουργηθεί ένας ευρωπαϊκός μηχανισμός διαχείρισης των κρίσεων, που θα σέβεται το οικονομικό και το κοινωνικό κεκτημένο, ένας μηχανισμός που θα λειτουργεί κάτω από τον ουσιαστικό, δημοκρατικό έλεγχο του Ευρωπαϊκού Κοινοβουλίου, για να σεβόμαστε πραγματικά τις ζωές των πολιτών της Ευρώπης.

  Jorgo Chatzimarkakis (ALDE). - Κυρία Πρόεδρε, το μόνο που έφερε η Τρόικα στην Ελλάδα είναι τέσσερα χρόνια καταστροφής για την κοινωνία. Ποιο είναι το έργο της Τρόικας στην Ελλάδα; Βάζει λουκέτο στις μικρομεσαίες επιχειρήσεις. Τέσσερις στις δέκα εμπορικές επιχειρήσεις πάνε για κλείσιμο, όταν έχουν ήδη κλείσει τουλάχιστον εκατόν πενήντα χιλιάδες. Βάζει λουκέτο στην εργασία, με ενάμισι εκατομμύριο ανέργους. Βάζει λουκέτο στα όνειρα των νέων· 67% των νέων δεν έχουν δουλειά. Βάζει λουκέτο στην υγεία· μόνον η θνησιμότητα νεογνών αυξήθηκε κατά 43%. Βάζει λουκέτο στην ίδια τη ζωή των Ελλήνων· οι αυτοκτονίες διπλασιάστηκαν. Και τώρα βάζει λουκέτο σε κάθε μικρό επιχειρηματία. Με τον νέο φορολογικό νόμο για ένα απλό λογιστικό λάθος ο μικρός επιχειρηματίας μπορεί να πληρώσει στο τέλος μέχρι και 43.000 ευρώ πρόστιμο. Η Τρόικα βάζει κάθε μέρα ένα τεράστιο λουκέτο σε ολόκληρη τη χώρα. Αυτή η πολιτική πρέπει να σταματήσει τώρα. Λουκέτο στην Τρόικα, όχι στην Ελλάδα!

  Malika Benarab-Attou (Verts/ALE). - Madame la Présidente, en Europe, les inégalités sociales se creusent: les pauvres deviennent encore plus pauvres, les riches –[nbsp ]quelques riches[nbsp ]–, toujours plus riches. Comment se fait-il que notre Europe, celle que nous avons voulu unificatrice, celle que nous avons voulu rassembleuse, soit finalement celle qui creuse les écarts de richesse?

Je remercie M. Cercas pour son rapport sur l'impact social de l'action, néfaste, de la troïka. C'est un fait, il faut sortir de la crise, mais pourquoi demander un effort économique à ceux qui n'ont déjà plus grand-chose, plus d'emploi, plus de revenu décent, qui sont exclus de la société, sortis des études? Et on leur demande de se serrer encore plus la ceinture. Pendant ce temps-là, certaines personnes gagnent de l'argent et l'évasion fiscale continue fortement, empêchant les ressources nécessaires aux politiques publiques de rentrer dans les caisses.

Nous voulons une Europe au service des citoyens, pas au service de la finance, qui ne rend aucun compte.

Une Europe forte n'existera pas sans ses citoyens. Le fonctionnement de la troïka, dans l'obscurité, affaiblit la démocratie et les institutions européennes. L'impact social de ce programme ne doit pas être considéré comme un enjeu de second plan.

Malgré l'urgence et contrairement aux programmes actuels, nous devons agir aussi bien sur le long terme que sur le court terme.

Faut-il attendre que les sociétés implosent pour prendre en compte les enjeux sociaux, inhérents aux politiques économiques actuelles, celles de l'austérité et du libéralisme? Non, nous ne le croyons pas.

  Χαράλαμπος Αγγουράκης (GUE/NGL). - Κυρία Πρόεδρε, οι εκθέσεις της "Ιεράς Συμμαχίας" - Λαϊκό Κόμμα, Σοσιαλδημοκράτες Φιλελεύθεροι - επιχειρούν να αθωώσουν δύο μήνες πριν τις ευρωεκλογές τα μονοπώλια, την Ευρωπαϊκή Ένωση, τις κυβερνήσεις, τα εθνικά κοινοβούλια και την αστική τάξη στα κράτη μέλη για την αντιλαϊκή επίθεση ενάντια στους εργαζόμενους.

Δικαιολογούν, στηρίζουν και νομιμοποιούν την αντιλαϊκή βαρβαρότητα, κρυπτόμενοι πίσω από φαιδρότητες για δήθεν "εξωθεσμική λειτουργία" και ανάγκη "δημοκρατικής λογοδοσίας" της Τρόικας. Αφήνουν έκθετους και όσους επιχειρούν να εγκλωβίσουν ριζοσπαστικές διαθέσεις αμφισβήτησης του αντιδραστικού οικοδομήματος της Ευρωπαϊκής Ένωσης. Το αστικό πολιτικό προσωπικό γνωρίζει πολύ καλά ότι δεν υπάρχει πλέον ανάγκη για Τρόικα και μνημόνια, αφού αυτά έχουν ενσωματωθεί στη νομοθεσία της Ευρωπαϊκής Ένωσης, στην οποία πρωτοστάτησε το Ευρωπαϊκό Κοινοβούλιο, για τη διασφάλιση της κερδοφορίας των μονοπωλίων.

Γι' αυτό οι εργαζόμενοι πρέπει να τιμωρήσουν τα κόμματα του κεφαλαίου, του ευρωμονόδρομου, της ευρωυποταγής· να ενισχύσουν την αντιμονοπωλιακή, αντικαπιταλιστική πάλη, για να αποτινάξουν τα δεσμά των μονοπωλίων και της Ευρωπαϊκής Ένωσης, για τη μονομερή διαγραφή του χρέους με τον εργαζόμενο λαό στην εξουσία.

  Theodor Dumitru Stolojan (PPE). - Doamnă președinte, suntem pe deplin îndreptățiți să discutăm aici despre mai multă transparență, despre mai mult control democratic în activitatea instituțiilor, care, în fapt, au salvat câteva state membre ale Uniunii Europene de la un colaps financiar, economic și social. Dar, discutând despre aceste lucruri, să nu uităm de fundamente, și anume de responsabilitate și solidaritate. O țară care se supraîndatorează - care este în pericol de a nu-și mai putea achita datoriile - o asemenea țară nu are altă cale decât să își restructureze economia. Din partea creditorilor așteptăm solidaritate. Creditorii vor urmări întotdeauna să acorde un răgaz de timp țărilor aflate în suferință, având credința, încrederea că țările respective desfășoară reformele structurale necesare și, sigur, să acomodeze potențialul de venituri al țării respective cu obligațiile de plăți.

Din acest punct de vedere, consider că troica și-a făcut datoria, chiar dacă au existat multe plângeri la adresa activității troicii. În condiții dificile, troica a făcut un lucru bun. Uniunea Europeană nu dispunea nici de resursele financiare, nici de instrumentele financiare și nici de experiența necesară pentru a elabora programe complexe de ajustare structurală a unor state membre dezvoltate ale Uniunii Europene aflate în dificultate.

  Leonardo Domenici (S&D). - Signora Presidente, onorevoli colleghi, io penso che la vicenda della troika possa essere interpretata anche come un'ennesima riprova della debolezza della politica, che rinuncia al suo ruolo primario e delega i suoi compiti e le sue funzioni alla sfera della tecnica.

Come ha ricordato il co-relatore on. Othmar Karas, la troika è sostanzialmente uno strumento intergovernativo, che al momento della sua istituzione era comunque al di fuori delle norme di diritto dell'Unione europea. In pratica, coloro che avevano la responsabilità politica delle decisioni – i governi nazionali nell'Eurogruppo – hanno conferito alla Commissione europea il compito di negoziare i dettagli per la concessione dell'assistenza ai paesi in crisi.

Chiedo ai Commissari Rehn e Andor come si sono sentiti a essere retrocessi al ruolo di esecutori tecnici della volontà dell'Eurogruppo, quando invece la Commissione avrebbe dovuto svolgere un compito politico: lavorare in collaborazione con i governi nazionali e locali per adattare i programmi di risanamento alla situazione dei paesi, considerare in misura adeguata e appropriata gli indicatori sociali e ambientali, considerare che i programmi di adjustement devono essere portati avanti pensando all'economia dell'eurozona come ad un insieme unitario e non come a un aggregato di singole economie fra loro separate.

Io credo – come ha fatto il Commissario Rehn – che ci debba essere maggiore solidarietà in cambio di maggiore responsabilità, ma allora non bisogna nascondersi dietro la tecnica, relegando a un ruolo subalterno le istituzioni comunitarie, perché è questo il presupposto per dare all'Europa minore legittimazione democratica, esattamente il contrario di quello di cui abbiamo bisogno.

  Sari Essayah (PPE). - Arvoisa puhemies, hyvä komissaari, troikan talouskuriin ja säästöihin painottuneet vaatimukset ovat saaneet osakseen ankaraa arvostelua erityisesti ongelmamaissa, mutta myös parlamentin vasemmalla laidalla.

Sopeuttamispolitiikkaa ja rakenneuudistuksia, niitä on syytetty kaikesta mahdollisesta, köyhyyden ja kurjuuden luomisesta. Ikään kuin näiden kriisimaiden aiemmalla, holtittomalla velkaantumisella ja huonolla talouspolitiikalla ei olisi mitään tekemistä tämän nykyisen tilanteen kanssa. Vaikka itsekin vierastan sitä, että tarvitaan ylipäätään ulkopuolinen taho kertomaan, mitä maassa pitää tehdä, niin on selvää, että ilman väliintuloa näiden maiden taloudet olisivat romahtaneet aivan totaalisesti.

Näitä sopeutusohjelmia ei ole kuitenkaan vain tehty rahoitusmarkkinoiden rauhoittamiseen, vaan talouden suunnan muuttamiseen näissä kriisimaissa. Helposti unohtuu, että myös Pohjois-Euroopan maiden veronmaksajat ovat kiinnostuneita siitä, mitä heidän rahoillaan ja tuellaan ollaan tekemässä. Toki virhearviota varmasti on tehty ja toimenpiteiden ajoituksessa on ollut ongelmia.

Julkisten menojen, muun muassa sosiaalietuuksien, reippaat leikkaukset rakenteellisten uudistusten viivästyessä johtivat sisäisen kulutuskysynnän nopeaan heikkenemiseen. Pienyritykset, jotka kamppailivat jo ennestään rahoituksen niukkuudesta, ajautuivat vaikeuksiin ja konkursseihin, investoinnit laskivat ja taloudellinen toimeliaisuus romahti.

Toipuminen on ollut hidasta, koska pk-yritysten katoamisen vaikutukset ovat pitkäkestoisia. Tämä on minun mielestäni ollut kaikkein suurin virhe troikan ongelmissa. Troikan toiminta on osoittanut, että kriisissä hätäisesti sorvatut sopeutusohjelmat vaatisivat parempaa vaikutusarviota ja ennen kaikkea talouden elpymiseen tähtäävää suunnitelmaa.

  Evelyn Regner (S&D). - Frau Präsidentin! Danke an die Berichterstatter – Herrn Karas, Herrn Liem Hoang Ngoc und Herrn Cercas vor allem –, die ihre Berichte sehr verantwortungsvoll verfasst haben. Sie sehen, sehr geehrte Herren Kommissare, wenn eine demokratisch legitimierte Institution wie das Europäische Parlament mit so unterschiedlichen geografischen, aber vor allem politischen Hintergründen eingebunden ist, sieht das Ergebnis grundlegend anders aus, als wenn eine Troika, diese Troika letztlich, vor sich hin werkelt.

Es gibt Prinzipien, die Feuerwehrleute beim Löschen einhalten sollten, denn sonst ist der Schaden, der durch das Löschwasser entsteht, größer als jener, der durch das Feuer entstanden ist. Und zwar sind das der Respekt für Grundrechte, auch für grundlegende soziale Grundrechte, nachzulesen in der präzisen Studie von Professor Fischer-Lescano, und der Respekt des sozialen Dialogs, vor allem des sozialen Dialogs auf Augenhöhe und des Respekts für Kollektivvertragsverhandlungen.

  Krišjānis Kariņš (PPE). - Cienījamā priekšsēdētājas kundze, kolēģi! Ja nelaimīgā kārtā ir aizdegusies māja, ko mēs darām? Izsaucam ugunsdzēsējus, kuri pēc iespējas ātrāk ierodas. Un, kad viņi ierodas, viņiem ir jādara pilnīgi viss, lai dzēstu liesmas. Tas nozīmē —— viņi nāk iekšā ar savām šļūtenēm, kurās ir ļoti daudz ūdens. Viņi varbūt nāk ar cirvjiem, lai izsistu logu vai izgāztu durvis, lai tiktu klāt pie liesmām. Bet viņu galvenais uzdevums šajā krīzes situācijā ir nodzēst liesmas. Tad, kad liesmas ir nodzēstas, protams, viss ir slapjš, varbūt kaut kas ir salauzts. Pēc ugunsdzēsējiem nāk namdari, kas visu atkal sakārto.

Kas ir noticis Eiropas Savienībā? Faktiski mums šāds ugunsgrēks ir noticis dalībvalstu līmenī —— krīzes dēļ. Bija izcēlies ugunsgrēks, t.[nbsp ]i., valstu budžetiem radās reāla krīze, kad šķita, ka vairākas Eiropas Savienības valstis tūlīt bankrotēs. Un izsauca ugunsdzēsējus, kas šajā gadījumā bija trijotne —— Eiropas Centrālā banka, Eiropas Komisija un Starptautiskais Valūtas fonds, kuri, līdzīgi kā ugunsdzēsēji gāž virsū ūdeni, gāza virsū naudu, lai dzēstu tās sekas un briesmas, kas šīs valstis bija pārņēmušas. Rezultātā neviena Eiropas Savienības dalībvalsts nav bankrotējusi, un neviena euro zonas valsts nav izstumta ārā no euro zonas.

Tātad, kolēģi, kuri vēlas kritizēt trijotni —— es saprotu, kritika ir attaisnojama, bet līdzīgi var kritizēt ugunsdzēsējus. Ja nebūtu trijotnes, situācija nebūtu glābta. Labāk ir nevis sūdzēties par trijotni, bet domāt, kā turpināt veikt reformas, lai nākotnē nebūtu šādas krīzes, lai neizceltos jauns ugunsgrēks. Un tas ir tas, pie kā ir jāstrādā.   Olle Ludvigsson (S&D). - Fru talman! Ett av de stora problemen i trojkans arbete har varit den bristande respekten för de fackliga fri- och rättigheterna. Arbetsmarknadens parter har ställts vid sidan av, kollektivavtal har trasats sönder, löner har sänkts utan rimliga förhandlingar. Det är bara att konstatera att detta är helt oacceptabelt.

Därför gläder det mig att ekonomiutskottets betänkande innehåller så tydliga markeringar på dessa punkter. Det görs klart att de grundläggande rättigheterna hela tiden måste respekteras. Parternas autonomi ska inte inskränkas. I[nbsp ]stället ska parterna aktivt delta i krishanteringen. Det är mycket viktigt att dessa markeringar finns kvar i den slutgiltiga texten.

För framtiden måste hela attityden till parterna ändras. Starka och ansvarstagande fackföreningar som tillsammans med arbetsgivarna tar fram lösningar på uppkomna problem är en stor tillgång för arbetsmarknaden och samhällsekonomin som helhet. Det gäller faktiskt även i kristider.

  Sławomir Nitras (PPE). - Warto w tej dyskusji podkreślić fakt, że mówimy o[nbsp ]największej operacji ratunkowej w[nbsp ]historii finansów: w sumie 5 krajów należących do strefy euro otrzymało pomoc w wysokości 440 mld EUR. Kiedy w 2009 r. kryzys finansowy docierał do Europy, nie istniały odpowiednie instrumenty, ani prawne, ani polityczne, do walki ze zjawiskami na taką skalę. Jedyną instytucją przygotowaną do reakcji był Międzynarodowy Fundusz Walutowy, ale nie mógł on zmobilizować tak znacznych środków niezbędnych do uratowania strefy euro. Nie istniały ramy prawne w prawie pierwotnym, dlatego metoda międzyrządowa była jedyną dostępną w tamtej sytuacji. Może z punktu widzenia Parlamentu Europejskiego nie była to metoda idealna, ale jedyna wówczas dostępna.

Musimy pamiętać, że głównym celem trojki było uchronienie krajów członkowskich strefy euro od bankructwa i tym samym utrzymanie integralności strefy euro. Strach pomyśleć, co by się stało, gdyby tego celu nie udało nam się zrealizować. Przyczyny kryzysu były wielowymiarowe, niejednolite, spotęgowane nawarstwiającymi się przez lata nierównościami strukturalnymi, przede wszystkim w strukturze handlowej oraz w finansach publicznych w gospodarkach niektórych krajów Unii. Trojka nie była przyczyną kryzysu, ale lekarstwem. Z tej perspektywy należy więc także stwierdzić, że lekarstwo ma być przede wszystkim skuteczne, a to czy pozostawia gorzki smak, jest rzeczą drugoplanową. Działania trojki uratowały kraje pogrążone w kryzysie – jest to niepodważalny fakt, natomiast próby politycznego niuansowania tego faktu mają znaczenie drugoplanowe. W sytuacji, gdy kraj stoi na krawędzi bankructwa, reformy strukturalne muszą być drastyczne i bolesne. Pamiętam takie reformy przeprowadzone w Polsce, w zupełnie innej sytuacji, i były one jeszcze bardziej drastyczne. Proszę pamiętać, że alternatywą wobec recesji jest depresja, a w[nbsp ]naszym przypadku byłaby to depresja na niewyobrażalną skalę w historii. Efekty reform zaproponowanych przez trojkę wymagają cierpliwości i mądrej konsekwencji. Jedne kraje osiągają swoje cele szybciej, inne wolniej. We wszystkich widać natomiast pozytywne tendencje: spadek deficytu handlowego, wzrost konkurencyjności, pierwotną nadwyżkę budżetową.

Uważam, że z dotychczasowej działalności trojki należy wyciągnąć następujący wniosek: trojka jako instrument ad hoc, swoista grupa szybkiego reagowania, wykonała swoje zadanie.

  Elisa Ferreira (S&D). - Senhor Presidente, não é fácil resumir a riqueza do relatório que vamos votar mas gostaria de tentar fazê-lo em torno de quatro conclusões.

Primeira: hoje estamos confrontados com o risco do populismo mas há que reconhecer que foi ao nível dos mais altos responsáveis políticos europeus que esta tendência começou.

A explicação da crise na zona euro na base de virtuosos por um lado e pecadores por outro foi, de facto, populista, errada e incompetente. Hoje, sabemos que não há mão invisível que autorregule os mercados, os financeiros ainda menos, nem que promova uma convergência natural entre economias desiguais, sujeitas a uma concorrência muito forte, partilhando uma moeda única e com uma globalização violenta.

Em segundo lugar, as troicas talvez tenham sido a resposta possível na ausência de uma iniciativa adequada de nível comunitário. No entanto, as suas recomendações revelaram-se tecnicamente frágeis, os erros de previsão foram grosseiros e a responsabilidade e o controlo democrático sobre as suas decisões foi praticamente inexistente.

Hoje, estamos a sofrer as suas consequências com desemprego galopante, uma dívida acrescida e uma recessão instalada.

Terceira conclusão: perante este desemprego, a destruição das economias e da sociedade da periferia europeia, urge rapidamente corrigir as receitas impostas, repor o respeito pelos direitos fundamentais humanos e sociais, relançar o investimento e enquadrar em estruturas europeias democráticas os processos de ajustamento ainda em curso.

Em quarto lugar, há que preencher as lacunas na arquitetura da zona euro sem tabus. A criação de um fundo monetário europeu, a redefinição das funções do Banco Central Europeu, a mutualização de parte da dívida soberana ou a criação de uma proteção social europeia têm de ser discutidas, aprofundando o debate aberto em 2012 pelos relatórios Herman Van Rompuy e Blueprint da Comissão.

Este processo que acabamos de viver vai deixar cicatrizes gravíssimas. Tenhamos a lucidez de aprender com elas e a obrigação moral de as corrigir para o futuro.

  Thomas Mann (PPE). - Frau Präsidentin! Kommission, EZB und IWF haben zahlreiche Reformen in den Programmländern des Euro-Währungsraums angestoßen. Die Versuche, die Troika für schlechtere Arbeitsbedingungen, Jobverluste oder soziale Ausgrenzungen zum Schuldigen zu machen, sind nicht hinnehmbar. Die verheerende Wirtschafts- und Finanzkrise hat viele negative Entwicklungen potenziert. Sozialversicherungssysteme sind nach wie vor unterfinanziert, Maßnahmen gegen Steuerhinterziehung sind noch unzureichend, die Arbeitslosenquote bei Jugendlichen liegt zwischen 30 und 50[nbsp ]%. Und wer Arbeit findet, muss sie oft in Teilzeit leisten, mit Lohnkürzungen, als Scheinselbständiger oder in der Schattenwirtschaft.

Jahrelange ungehemmte Schuldenpolitik und ein aufgeblähter öffentlicher Sektor sind die Hauptursachen der Misere, haben zu Wirtschaftsabschwung und Rekordarbeitslosigkeit geführt. Bei der Anhörung im Beschäftigungsausschuss am 9.[nbsp ]Januar gab es neben der Kritik an der Troika aber auch deutliche Hinweise auf wirtschaftliche Gesundung in den Programmländern und Aussichten auf neue Arbeitsplätze.

Eine Passage im Bericht Cercas unterstütze ich sehr. Ausgaben für öffentliche Gesundheit und Bildung dürfen nicht als Kostenfaktor angesehen werden, sondern als Investition in die Zukunft. Also: Die Troika ist kein Brandstifter, sondern ein Brandlöscher. Die Arbeiten müssen aber transparent werden mit den Institutionen, die für die Gemeinschaftsmethode zuständig sind, etwa die Sozialpartner oder das Europäische Parlament. Wir brauchen ein Gleichgewicht zwischen Haushaltskonsolidierung, Wirtschaftswachstum und Beschäftigung.

Und wenn die Bürger spüren, dass Kürzungen von Ausgaben zu langfristig positiven Entwicklungen führen, wenn die Fristen für die Umsetzung von Reformen angemessen sind und wenn wir Folgenabschätzungen für politisches Handeln haben, dann werden sie – wie das Beispiel Irland zeigen kann – Entbehrungen sehr wohl mittragen. Räumen wir also den Mitgliedstaaten höchstens mehr Flexibilität ein, ändern wir aber nicht die Spielregeln und geben wir ihnen mehr Zeit, notwendige Reformen zu realisieren!

  Ivana Maletić (PPE). - Gospođo predsjedavajuća, poštovani povjereniče, kolege i kolegice, kriza je značajno utjecala na pad konkurentnosti, pojavu makroekonomskih neravnoteža i prekomjernih deficita država članica. Pojedine države članice našle su se u tako velikim problemima da su neki ekonomski analitičari počeli predviđati pad i kraj eura i Eurozone. Međutim, zahvaljujući jasno postavljenim ciljevima i kvalitetno definiranim aktivnostima, te zahvaljujući odlučnosti čelnika država članica i Europske komisije da se potrebne reforme provedu, negativni trendovi su se počeli mijenjati. Europa izlazi iz krize, a euro postaje najstabilnija valuta. Jedna od važnijih mjera je bila osnivanje Trojke kako bi se najugroženije države članice financijski i programski pomoglo u procesu izlaska iz krize. Za svaku od država – Grčku, Cipar, Portugal i Irsku – osmišljen je specifičan set mjera jer su se uzroci krize u svakoj od država razlikovali. Činjenica je da je u državama provedena snažna fiskalna konsolidacija i da kratkoročni efekti ne idu uvijek u korak s ciljevima Europe zacrtanim u strategiji Europa 2020. Tako na primjer snižavanje plaća znači pad konkurentnosti jer oni najbolji odlaze u druge države. Snižavanje mirovina i socijalnih naknada dovodi do rasta siromaštva. Smanjivanje subvencija i poticaja poduzetnicima, ako se ulaže u pobjednike, prepreka je rastu i razvoju. Međutim, efekt je ipak smanjivanje duga i deficita, što ako je praćeno ulaganjima u razvojne projekte otvara prostor dugoročno za ponovno povećanje plaća, otvaranje radnih mjesta i kvalitetniju socijalnu skrb, a to su glavni ciljevi konkurentne, inovativne, razvojne i socijalne Europe. Program i rad Trojke dali su pozitivne rezultate. Europa nije bila izvor problema, ali je zato izvor rješenja.

  Herbert Reul (PPE). - Frau Präsidentin, sehr geehrte Kolleginnen und Kollegen! Wir standen vor einiger Zeit vor einer der größten Schwierigkeiten bzw. Katastrophen und haben das hier auch so beschrieben. Da waren wir uns alle einig. Dann ist eine der größten Rettungsaktionen gelungen, die wahrscheinlich jemals realisiert worden sind, was die Dauer des Einsatzes, den Finanzaufwand, der betrieben worden ist, betrifft. Und jetzt haben wir nichts anderes zu tun, als da rumzunörgeln, ob irgendwo vielleicht irgendein Detail schiefgelaufen ist. Dafür fehlt mir jedes Verständnis. Das war eine gute Aktion, das war ein gutes Konzept, und das Ergebnis kann sich sehen lassen!

Natürlich ist noch nicht alles fertig, natürlich gibt es auch noch Probleme. Das wäre ja auch ein Wunder, wenn das alles in kürzester Frist perfekt wäre. Aber ich finde, man müsste eigentlich denjenigen, die im Auftrag gehandelt haben – und die Troika hat im Auftrag gehandelt, die haben nicht irgendwie aus Lust und Laune gehandelt, sondern sie haben im Auftrag der Eurogruppe gehandelt, sie hatten klare Vorgaben und haben gehandelt –, ein Dankeschön sagen.

Stattdessen gibt es in diesem Parlament politische Kräfte, die diese Damen und Herren, die diese für uns Handelnden an den Pranger stellen, zum Sündenbock machen wollen und nur rummäkeln. Ich kann es nicht begreifen. Ich finde es auch unverantwortlich. Ohne die Programme, ohne die Arbeit, die da geleistet worden ist, wären viele Mitgliedstaaten zahlungsunfähig geworden. Ohne die Programme wäre es möglicherweise zum wirtschaftlichen und sozialen Zusammenbruch vieler Staaten gekommen, es wären möglicherweise auch Staaten aus der Eurozone gedrängt worden, es wären andere Staaten mit in Gefahr gekommen, die jetzt davor bewahrt werden können.

Ich verstehe nicht, wie man ein gutes Instrument, eine kluge Arbeitsweise, eine verlässliche Arbeitsweise, die im Prinzip richtig war, auch wenn an der einen oder anderen Stelle mal etwas gehakt hat, auch nur ansatzweise jetzt in Kritik bringen kann. Ich bitte dringend, das zu unterlassen. Sonst wird man übrigens auch bei denjenigen, die das politisch betrieben haben, keine neue Bereitschaft wecken, wenn wir nochmal ein solches Problem haben, wieder so zu handeln.

  Diogo Feio (PPE). - Senhora Presidente, Senhor Comissário, numa discussão de um relatório relativo à troica, a primeira palavra deve ser de orgulho relativamente aos povos que têm feito muitos sacrifícios para que, hoje, os seus Estados possam estar numa situação melhor do que aquela em que estavam. E, por isso mesmo, quero deixar essa palavra em relação aos irlandeses e em relação aos portugueses de uma forma muito especial, com certeza também em relação aos gregos e aos cipriotas.

E o juízo contrário devo aqui fazê-lo relativamente aos governos que, de uma forma irresponsável, deixaram os Estados sem dinheiro nos seus cofres para cumprirem os mínimos, como pagamento de salários e pagamento de pensões. Esses governos, que deixaram os países numa situação de terem que pedir emprestado, merecem um juízo extraordinariamente negativo e não o podia deixar de fazer aqui.

A troica foi uma solução de urgência. Não é uma solução perfeita e tem muitos aspetos que podem ser criticados, desde logo o da situação social, mas também é preciso nessa matéria pensar no seguinte: o que seria se Estados não conseguissem, por falta de dinheiro, pagar salários e pensões? O que aconteceria então aí à situação social? Seria bem pior do que aquela que vivemos nos últimos anos e este aspeto não pode ser esquecido por ninguém e tenho pena que, muitas vezes, a esquerda se esqueça dele.

Também queria deixar aqui uma palavra muito clara de que há bons sinais nas economias que estão, estiveram ou estão a sair de programas de ajustamento, com o desemprego a baixar, com mais empresas a serem criadas, com exportações a subirem, com a economia a crescer acima daquilo que eram as previsões iniciais e sei do que falo porque, desde logo, conheço a situação de Portugal.

Queria terminar com uma palavra muito especial aos relatores pelo extraordinário trabalho que fizeram e, muito em especial, ao meu colega Othmar Karas pela forma como foi conduzindo os trabalhos deste relatório.

  Ana Gomes (S&D), Pergunta segundo o procedimento "cartão azul". – Deputado Diogo Feio, referiu-se às condições que levaram ao pedido de resgate em vários países. Concorda com a senhora ministra das Finanças de Portugal do atual Governo que disse à delegação do Parlamento Europeu, que lá foi no quadro da investigação sobre a atuação da troica, o papel decisivo que tinha tido a Cimeira de Deauville entre a Sra. Merkel e o Sr. Sarkozy quando foi pedido por eles um PSI e o impacto que isso tinha tido na especulação contra o euro que afetou, em particular, países mais fracos, mais débeis, como era o caso de Portugal? Se concorda, porque é que não citou esse outro aspeto?

  Diogo Feio (PPE), Resposta segundo o procedimento "cartão azul". – Senhora Presidente, Senhora Deputada Ana Gomes, é precisamente porque não queria que existisse um PSI em relação a Portugal que foi importante cumprir o programa de ajustamento. É precisamente por essa matéria que é importante cumprir para que depois as condições económicas possam melhorar, mas essa parte é esquecida em toda a sua pergunta. Não vale a pena ver o copo meio vazio ou meio cheio, temos que o ver a todo e, Sra. Deputada Ana Gomes, eu não me posso orgulhar da situação de um governo que não tinha os mínimos para poder pagar salários e pensões, que são as obrigações mínimas de um Estado de direito.

  Werner Langen (PPE). - Frau Präsidentin! Ich bin dem Kollegen Feio ausgesprochen dankbar, weil er in der zweieinhalbstündigen Debatte der einzige Kollege aus Griechenland und Portugal war, der die Arbeit der Troika positiv bewertet hat. Und ich glaube, das ist auch gerecht. Es war richtig, die Arbeit zu untersuchen. Es war sicher auch richtig, einen Bericht zu machen. Der Bericht hat viele Fragen aufgeworfen. Ich werde am Ende nicht zustimmen können, ich sage das ganz offen.

Aber das, was Kollegin Ferreira – sie ist ja schon nicht mehr da – eben gesagt hat, dass der Populismus hier Urstände feiert, das kann man wirklich an den Wortmeldungen der linken Seite dieses Hauses sehen. Das war nicht mehr als populistisch. Und ich habe selten so einen populistischen wirtschaftlichen und politischen Unsinn gehört wie in dieser Debatte heute. Das fängt an mit Italien, das nicht im Programm ist, mit Spanien, wo die Troika verantwortlich gemacht wird für die höhere Jugendarbeitslosigkeit. Als Herr Zapatero 2010 hier war, da gab es schon 35[nbsp ]% Jugendarbeitslosigkeit. Da war die Troika noch nicht erfunden. Dafür gibt es nationale Gründe, und die nationale Verantwortung müssen die Mitgliedstaaten tragen. Man kann nicht die Troika, die eine Notlösung war, verantwortlich machen.

Man kann auch nicht sagen, es sei eine mangelnde demokratische Legitimation vorhanden, denn die Legitimation für die Ausgabe von nationalen Steuergeldern bieten die nationalen Parlamente. Wenn in dem einen oder anderen Staat das nationale Parlament nicht ausreichend beteiligt wurde, dann sollten Sie in diesem Parlament darüber diskutieren und nicht bei uns.

Die Troika war notwendig, sie hat im Prinzip richtig gehandelt. Sie ist keine Dauerlösung und sie ist nicht verantwortlich dafür, die nationalen Fehler auszubaden. Und ich glaube, wenn wir hier offen und ehrlich miteinander umgehen, dann müssen wir zum Schluss kommen: Ohne die Troika hätte es eine Katastrophe gegeben. Mit der Troika sind die Schuldenstaaten stabilisiert worden. Insofern ist ein Dank an die Troika die richtige Antwort heute zum Ende dieses Berichts!

  Seán Kelly (PPE). - Mr President, I come from Ireland, the first country to have a visit from the Troika, and I must say that when I heard that the Troika was coming I was actually happy because I said: number one, we will get the emergency finance that we need – because we were bankrupt at the time – and number two, they will point out to us necessary reforms which many governments were afraid to implement.

Thankfully, when we had a change of government, some of the measures which the Troika introduced were renegotiated, like the rate and the promissory note and so forth, and that was important. Now we are in a situation where we have gone from losing 250[nbsp ]000 jobs over a period of three years to creating 60[nbsp ]000 a year, so there is light at the end of the tunnel and things are seeming to work.

The Troika were fire-fighting; now that the fire-fighting is over we can go on to building architecture. One area we need to look at, though, is legacy debt. We were made a promise on that in the June[nbsp ]2012 summit. If that is delivered, we will be quite happy and things will progress better for us.

  Σοφοκλής Σοφοκλέους (S&D). - Κυρία Πρόεδρε, το Ευρωπαϊκό Κοινοβούλιο οφείλει να αμφισβητήσει τη νομιμότητα των αποφάσεων της Τρόικας. Ταυτόχρονα να εκφράσει την αντίθεση για τον τρόπο που πάρθηκαν οι αποφάσεις που δεν έχουν πολιτική νομιμοποίηση, δημοκρατικό χαρακτήρα. Και το σημαντικότερο, δεν είχαμε πραγματικά αποτελέσματα. Η λιτότητα ενίσχυσε την ύφεση και αύξησε την ανεργία, ένα επικίνδυνο κοκτέιλ που έφερε τεράστιες κοινωνικές εκρήξεις.

Προτείνω να επαναξιολογηθεί ο ρόλος της Τρόικας, ο τρόπος λειτουργίας της, ο τρόπος που θα παίρνει αποφάσεις, να λογοδοτεί επιτέλους στις κυβερνήσεις και βέβαια στο Ευρωπαϊκό Κοινοβούλιο. Επιτέλους, να στείλουμε ένα καθαρό μήνυμα, ότι αυτή η πολιτική έκλεισε τον κύκλο της, απέτυχε, χρεοκόπησε. Κύριε Επίτροπε, πρέπει να θυμάστε ότι είναι οι κυβερνήσεις που κυβερνούν, και όχι το Διεθνές Νομισματικό Ταμείο και η Ευρωπαϊκή Κεντρική Τράπεζα. Μόνος δρόμος είναι η επιστροφή στην ανάπτυξη, σε νέες θέσεις εργασίας, σε επενδύσεις. Μπορεί να ασχολείστε με αριθμούς, που κάποιοι ευημερούν, αλλά οι άνθρωποι λιμοκτονούν. Ξεχνάτε ότι στη δική μου πατρίδα, που ο προϋπολογισμός δεν ξεπερνά το 0,3% της Ευρωπαϊκής Ένωσης, κοιμήθηκαν άνθρωποι νοικοκύρηδες και ξύπνησαν λεηλατημένοι.

  Iñaki Irazabalbeitia Fernández (Verts/ALE). - Mr President, the politics imposed by the Troika caused a social disaster. The consequences have been catastrophic: unemployment, precarious employment and a decrease in wages, cuts in social services, health systems and public education, misery and poverty, and no future for young people.

Both reports make a good diagnosis, but they fail in some of the proposals. Some of them are positive. I will name two of these: the request for a new restructuring of the Greek debt and the call to carry out social impact assessments before imposing major reforms. But there are black holes as well. A stronger emphasis on the need to ensure consistency with fundamental rights, like access to essential health services, is not included. An immediate end to the austerity programmes is not requested; the request is limited to a willing ‘as soon as possible’.

The recommendation to include flexicurity in future labour reforms without evaluating the impact it can produce in states with a high unemployment rate is, to say the least, dangerous. Furthermore, the reports would have been more positive if some proposals demanding that public expenses should not be taken into account in calculating the deficit had been included. Let us put an end to the Troika.

  Andrew Henry William Brons (NI). - Mr President, Mr Cercas’s report explains succinctly the formula being applied to the countries investigated: wage freezes and cuts, cuts in welfare spending, part-time and temporary work, and involuntary emigration. It then leaps to three laudable objectives: increased employment, reduction in poverty and reduction in school drop-out rates. It quite rightly calls for an end to austerity. You do not make people richer or reduce their indebtedness by making them poorer.

However, its other recommendations lack substance or definition and amount to a prayer for things to improve. It shies away from the root cause: the fact that the euro’s value is too high for their economies. Only withdrawal from the eurozone and a reintroduction of their national currencies, which will fall in value, will allow them to enjoy export-led expansions. The austerity programmes were designed to save the eurozone; they were not designed to help the four countries concerned.

  Ana Gomes (S&D). - Como o Parlamento Europeu reconhece nestes importantes relatórios, as políticas da troica foram incompetentes, antidemocráticas, antissociais, injustas e, de facto, antieuropeias, destruindo a confiança de milhões de cidadãos na União Europeia.

Em Portugal, à cegueira da troica juntou-se a obstinação austericida de um governo mais troiquista do que a troica, apostada em empobrecer os portugueses, destruir o Estado social e enfraquecer o Estado em geral.

Nestes três anos, enquanto os bancos, algumas grandes empresas e ricos criminosos ficaram mais ricos à conta das ajudas do Estado, das privatizações, dos paraísos fiscais e das amnistias fiscais, concedidas com a bênção da troica, as classes médias e os pobres ficaram sob a canga de brutais impostos, desemprego nunca visto, indecentes cortes de salários e de pensões e de prestações sociais, continuando ainda hoje as PME sem crédito para produzir e criar emprego.

A situação é tão asfixiante que, ainda ontem, um amplo leque de economistas, da esquerda à direita, incluindo ministros do governo de Durão Barroso, publicaram um manifesto a exigir a renegociação da dívida pública, que ascenderá este ano a 130% do PIB quando era de 94% em 2010.

  Krisztina Morvai (NI). - „Point of order”-t kértem, abban szólhatok, vagy esetleg kapok egy percet arra, hogy érdemben beszéljek, elnök úr? Jó, köszönöm, merthogy azt mondta, hogy öten beszélhetnek. Köszönöm szépen. Megrázó volt hallgatni a vita során azokat a beszámolókat, amelyekben képviselőtársaim számot adtak arról, hogy az Európai Unió micsoda rettenetes nyomorúságot és fájdalmat okozott, különösen ugye a munkavállalóknak, kisgazdáknak, kisvállalkozóknak. Szinte Európa-szerte, de elsősorban az úgymond – ne szépítsük – gyarmatosított országokban, tehát a másodosztályúnak tekintett országokban. Még szomorúbb, hogy a recept, amit erre adni kívánnak, az a több integráció, még több integráció. Pontosan abból több, ami ezt az egész nyomorúságot okozta.

Ahelyett, hogy nemzeti önrendelkezésben gondolkodnánk. Én a magam hazájának, Magyarországnak azt kívánom, hogy vegyük a sorsunkat a kezünkbe, különös tekintettel arra, hogy „breaking news”-ként most kaptam a kezembe azt a hírt, hogy a gyarmatosító Európai Unió újra eljárást akar indítani Magyarország ellen, ezúttal a földtörvényünk miatt, amellyel szeretnénk a magyar földet magyar gazdák kezében tartani. Felháborító, nincs más megoldás, mint népszava... (Az elnök megvonta a szót a képviselőtől.)

  László Andor, Member of the Commission. - Mr President, I believe what is most important is to ensure that Europe does not need to go through this experience again. I thank you very much for the substantive debate we have had here about the experience of the programme countries and especially the social consequences of the crisis. As emphasised by many of you, when discussing the debt crisis in the European Union as a whole, we need to recall that the roots of the crisis lie in serious macro-economic imbalances which built up over the previous decade and in the imperfect architecture of the economic and monetary union.

What specific combinations of internal and external factors resulted in the debt crisis in various Member States of course requires a country-by-country analysis. I believe that the blame game – which we have also witnessed in this House – is not really productive in that context. But what is obvious in my view is that behind any debt crisis, alongside irresponsible borrowing, there is always irresponsible lending. For a fair resolution, both sides have to absorb a part of the costs in order to find the fastest way back to economic growth. That requires a combination of national efforts with solidarity.

The social consequences of the crisis have indeed been very serious, but again you should remember that the macro-economic adjustment programmes did not mark the beginning of the crisis but the start of its resolution. The programmes actually prevented disorderly defaults, with all the devastating economic and social consequences that this would have entailed.

If you want to see in detail how social developments have unfolded in recent years, the best source is obviously the Employment and Social Developments in Europe report by the Commission. That provides very reliable analysis and also policy ideas in this context. We are also aware of the significant delay which all this has caused in terms of reaching the Europe 2020 targets, but I believe that it is important to ensure that we do not abandon the ambition of increasing employment and reducing poverty in the EU because of the long recession.

As has also been explored by the scoreboard of employment and social indicators in the Commission’s Social Dimension Communication, we are also aware that Europe – and especially the eurozone – has become more asymmetrical and, in a way, more divided, from the point of view of the social and employment situation. We have to find the right responses and solutions to that together.

When the EU was facing the crisis in 2010 – and I say the EU, including the Commission as well as Parliament – neither of us had the benefit of hindsight. We all knew that we had a limited toolkit, and we were acting under extreme time pressure. We also remember that not everybody was feeling this time pressure. You may recall that the first Greek programme was held back because of a regional election in one specific EU Member State. This delay only served to increase the costs of the crisis response and resulted in much greater sums being necessary to provide support to Greece.

You will remember – and this has been recalled by several speakers in this discussion – that the Troika was created out of necessity in order to handle a crisis which was not envisaged when monetary union was designed at Maastricht. The Commission clearly favours the Community method in this context. However, the deepening of EMU is most likely to be a gradual process. For the Commission the guiding principle is that stronger solidarity has to go hand in hand with stronger responsibility. Parliament guarantees that this principle will be anchored in a profoundly democratic process.

I believe you all agree that the democratic accountability of our crisis resolution strategy is crucial for the wide acceptance of reforms in the beneficiary Member States. In fact all memorandums of understanding (MoUs) have been adopted by democratically-elected national governments and parliaments, while the so-called two-pack now lays down the rules on the transparency and accountability of the Commission as a member of the Troika.

I cannot speak on behalf of the IMF or the European Central Bank, but as far as the Commission is concerned, I can say – contrary to what some critics said here – that we have been engaging constantly with the social partners. We have sustained and tried to strengthen social dialogue in programme countries too.

Social dialogue in programme countries is important in order to broaden the ownership and adjustment reform strategy. Major reforms, with a view to improving the functioning of labour markets and promoting job creation, can only be successful and sustainable if broadly supported. In this regard, the MoUs clearly state that reforms to labour and social security legislation should be implemented after consultation with social partners, taking into account possible constitutional implications and non-compliance with EU laws and ILO core labour standards.

A number of speakers explained – and I agree with this point – that the current recovery is very modest and uneven at this stage, but that this is a product of the very constructive evolution of policies in the area of fiscal and monetary policies, stronger coordination and, on the other hand, more EU solidarity. This already resulted in 2012 in the stabilisation of the financial markets, in the first half of 2013 in the stabilisation of the real economy and, in the second half of last year, in the stabilisation of the labour markets. Unemployment stopped increasing and is now in decline in a large number of countries.

Finally, what we will also see, according to the hard data from Eurostat, is that the debt-to-GDP ratio will also stop increasing. Several Members of the House rightly emphasised the importance of this indicator, but at the end of the day, we believe this is also turning in the right direction.

What needs to be done? I believe that there will be many opportunities again to reflect on history, on why this crisis emerged, and on why Europe was not better protected against such a deep and severe financial crisis. We now have to focus on the important tasks that will make our economic and social models more resilient. The reconstruction of the European Economic and Monetary Union must be a priority. The implementation of the banking union is indeed a matter of urgency, but surely the banking union will not be the last building block of this new architecture. We have to continue analysing the situation and develop further policy options.

We have to continue mobilising the European structural and investment funds, because these are the most important expressions of concrete EU solidarity to help those who fell victim to the crisis and need support for job creation, investment in skills, deepening social cohesion and boosting enterprise. Just to mention one example – and also because the Presidency has just arrived – one week ago I was in Thessaloniki, Greece, visiting a new solidarity centre and ensuring that they have support from the regional leadership and access to EU funding. Indeed, these are very timely activities on the Commission’s agenda.

Finally, we have to ensure that more will be done to rebuild the social dialogue at all levels in the EU – at EU level, where we are reinforcing the tripartite social summit, but also at national, sectoral and company levels too. I think that all these efforts will point to the way out of the crisis and also to the way out of the social crisis. Without that we cannot say whether we have brought back the growth that European citizens need. This is indeed the most important task for us on the agenda, and it will ensure that the European economy performs better and that the European social model becomes more resilient in the future.

  Othmar Karas, Berichterstatter. - Herr Präsident! Ich möchte am Ende dieser Debatte alle Kolleginnen und Kollegen und vor allem die Öffentlichkeit bitten, die Berichte zu lesen. Die vorgelegten Berichte sind objektiver, differenzierter, ausgewogener, analytischer und zukunftsorientierter als die Debatte oder mehrere Wortbeiträge, die wir jetzt in den letzten dreieinhalb Stunden gehört haben.

Zum Zweiten würde ich darum ersuchen, den Gesamtzusammenhang, die Rahmenbedingungen, die Dimension der Krise und den Mangel an Vorbereitung nicht aus den Augen zu verlieren. Wir diskutieren hier sehr punktuell.

Das Bild von der Feuerwehr ist ein sehr gutes. Daher möchte ich mich als Drittes bei allen bedanken, die – nicht nur bei diesem Bericht – mitgeholfen haben, sondern auch dabei, in der größten Wirtschafts-, Finanz- und Sozialkrise seit dem Zweiten Weltkrieg sicherzustellen, dass kein Land in der Europäischen Union bankrottgegangen ist, dass die Stabilität, dass alle Wirtschafts- und Sozialdaten in diesen Tagen wieder nach oben zeigen.

Trotz des Leids und trotz der großen Schwierigkeiten, die die Menschen in vielen Staaten auf sich nehmen mussten – niemanden darf das freuen, niemand darf hier zur Tagesordnung übergehen –, möchte ich mich für die größten Reformen in diesen Ländern seit Jahrzehnten bedanken. Wir sind noch nicht durch, wir sehen aber endlich Licht am Ende des Tunnels.

In diesem Sinne bitte ich, so wie es im Bericht steht, nicht Schuld zuzuweisen, sondern sich zu freuen, dass wir das Licht am Ende des Tunnels entzünden konnten. Nicht Schuld zuweisen, aber zur politischen Verantwortung für die Ursachen der Krise und für die politische Verantwortung zur Beantwortung der Krise stehen, damit wir gemeinsam die Lehren aus der Krise ziehen. Die Hauptverantwortung tragen hier die Mitgliedstaaten. Die Europäische Union würde in Zukunft gerne mehr solidarische Mitverantwortung tragen.

  Liem Hoang Ngoc, rapporteur. - Monsieur le Président, je voudrais remercier tous les collègues qui ont participé à ce débat qui s'est avéré fructueux, en ce qu'il a opposé des points de vue différents. Selon l'endroit où l'on est assis dans l'hémicycle, on a nécessairement des points de vue différents. C'est le propre de la démocratie.

Nous avons retrouvé ces points de vue différents au sein même de la troïka où des divergences sont apparues entre le Fonds monétaire international, la Commission et la Banque centrale européenne, divergences que nous avons soulignées dans le rapport. Comme quoi, il y avait d'autres politiques possibles. There were some alternatives.

Face à ces possibilités, où le débat a-t-il été tranché? Dans l'opacité la plus totale de l'Eurogroupe, comme l'a souligné ma collègue Mme Goulard tout à l'heure. C'est cette opacité qui rebute aujourd'hui nos concitoyens. Lorsque M. Dijsselbloem nous répond, quand il est accueilli au Parlement européen, que les délibérations au sein de l'Eurogroupe s'agissant de la troïka ne regardent pas le Parlement, ça choque les démocrates que nous sommes.

Pour nous, la démocratie en Europe, c'est la méthode communautaire et la méthode communautaire, ce n'est pas seulement l'implication du Parlement européen, c'est aussi le respect des objectifs de la stratégie Europe 2020. C'est aussi le respect de la charte des droits sociaux fondamentaux. C'est aussi, Monsieur le Commissaire, la reconnaissance du rôle des partenaires sociaux. À cet égard, le rôle des partenaires sociaux a été piétiné au Portugal lorsque la troïka a refusé l'application d'un salaire minimal à 500 euros au motif que cela compromettrait la competitivité portugaise.

Je ne doute pas que la future Commission, celle qui sera issue des prochaines élections européennes, saura se saisir de la feuille de route que nous fixons dans notre rapport. À ce propos, permettez-moi ici une digression. J'ai appris que M. Juncker était candidat à la présidence de la Commission. Or, M. Juncker, alors qu'il était président de l'Eurogroupe, était considéré comme le véritable président de la troïka. À cet égard, j'estime que c'est un très mauvais candidat pour la prochaine Commission européenne. Je pense que d'autres candidats, dans le camp progressiste, sauront se saisir de notre feuille de route.

  Alejandro Cercas, Ponente. - Señor Presidente, para terminar este debate quisiera empezar dando las gracias a todos los que han participado. Creo que, respecto al informe de la Comisión de Empleo y Asuntos Sociales, hay un consenso bastante general sobre lo desastrosas que han sido las consecuencias de los programas en términos sociales. Que no han sido pequeños detalles. No han sido daños colaterales menores. Desde luego, no son tonterías ni es publicidad demagógica la que se hace al respecto. El informe está basado en datos y en estudios hechos fuera de instancias políticas. Es lo que nos está diciendo la realidad de estos países.

Solo queda tener en cuenta, como decía el Comisario, que la cuestión del empleo resulta fundamental para abordar estos problemas. Cuando se ha olvidado la cuestión del empleo, no se pueden resolver los problemas macroeconómicos. Lamento mucho que el señor Rehn, que no está aquí en este momento, no haya dedicado ni un solo segundo a la cuestión del empleo y a las cuestiones sociales. Eso es un muy mal ejemplo.

Y quisiera decir, en este sentido, para ir terminando, que —como ha dicho el señor Comisario— Europa nunca más tiene que pasar por esta experiencia, pero si continuamos con las mismas políticas, tendremos los mismos resultados. Por lo tanto, debemos aprender de los errores que se han cometido para no volver a cometerlos nunca más. Y saber, en contra de lo que han dicho algunos diputados, que el problema no son las ayudas. El problema no son los programas. Son los condicionantes a los que han sido sometidos esas ayudas y esos programas. Son los ritmos que se han impuesto a los Estados miembros. Es la pérdida de la soberanía de los Estados miembros para elegir las medidas menos dañinas para sus ciudadanos. Es la falta de atención al respeto de los derechos fundamentales y de los tratados. Es no haber salvado a los colectivos más sensibles y, sobre todo, no haber acompañado las políticas de austeridad con políticas de relanzamiento económico y de creación de empleo.

Europa tiene que cambiar y prestar atención —la misma atención que ha prestado a los desequilibrios macroeconómicos— a los desequilibrios sociales. Decía el señor Karas, y con esto termino, que ha habido sacrificios y que no serán olvidados; ojalá sus palabras sean verdad. Ojalá nuestros informes sean estudiados por la futura Comisión. Y ojalá haya un plan de recuperación de todo el daño que se ha hecho y, sobre todo, de lanzamiento económico, para que los que hoy no tengan esperanza, la tengan en el futuro.

As medidas de austeridade e a forma como têm sido implementadas têm tido impactos muito severos para os cidadãos em matérias como o emprego, a pobreza, as questões sociais, a saúde ou a educação, fragilizando, de forma radical, as nossas famílias e as nossas empresas. A verdade é que os resultados previstos pelos planos de austeridade em Portugal estão longe dos resultados que o Governo conseguiu obter. Em 2014, o PIB deveria crescer 2,5% e a melhor previsão e mais recente é de 0,8%, três vezes menos que o crescimento inicialmente previsto. O défice seria de 2,3% em 2014; contudo, esta meta foi ajustada para praticamente o dobro - 4%. O FMI estimava para 2013 um taxa de 14% de desemprego, previsão que foi sucessivamente revista em alta. Em 2013, atingimos 127,8% do PIB na dívida pública, quando o estimado em 2011 pela Comissão era de 112,1%. A realidade de hoje está muito aquém do ponto que já devíamos ter atingido. Apesar de toda a austeridade lançada sobre os portugueses, o Governo revelou-se sistematicamente incapaz de fazer corresponder o previsto ao alcançado. Dadas as dramáticas consequências sociais e a falta de resultados económicos, urge mudar de receitas.

  Marino Baldini (S&D), napisan. – Izvješće pokazuje zabrinjavajuću socijalnu situaciju u zemljama u kojima se program provodio, a napredak koji se trebao postići u ostvarenju ciljeva Europa 2020. na području zapošljavanja pokazao se neuspješnim. Zabrinjavajuća je i činjenica da u nekim sektorima, osim što su izgubljena radna mjesta, pala je i kvaliteta radnih mjesta. Povećali su se nesigurni oblici zapošljavanja te se pogoršali temeljni standardi rada. Razina nezaposlenosti je neprihvatljiva, posebice kod mladih. Ne poboljša li se uskoro stanje, nezaposlenost mlađe populacije mogla bi uzrokovati veliku štetu na tržištu rada, ugroziti mogućnost za budući ekonomski razvoj, izazvati odljev mozgova i u potpunosti promijeniti demografsku sliku Europske unije. Ovo naglašavam zato jer četiri države koje su prihvatile program nisu jedine članice Unije koje se s navedenim problemima susreću. Upravo zbog toga Europskoj uniji treba novi, efikasniji i transparentniji mehanizam koji bi uključio europske institucije, ali i organizacije civilnog društva. Moramo biti spremniji za nove izazove s kojima se države članice mogu susresti u ovim, gospodarski i ekonomski teškim te nesigurnim vremenima. Podržavam preporuke Izvjestitelja koji poziva Europsku komisiju da izradi detaljniju studiju socijalnih i gospodarskih posljedica financijske krize čime bi dobili jasniji uvid u posljedice koje je program ostavio na sustavu zapošljavanja.

  George Sabin Cutaş (S&D), în scris. Au trecut aproape patru ani de când primul program de ajustare impus de troică a demarat în Grecia. Din păcate, măsurile de austeritate dictate de organizația tripartită au adus recesiune și majorarea datoriei publice și a șomajului în țările care au trecut printr-un astfel de program. Astăzi, șomajul în Spania atinge cote de peste 25%. În același timp, datoria publică a Greciei era de aproximativ 172% din PIB la finele lui 2013, față de 148% din PIB în 2010. Însăși Fondul Monetar Internațional a recunoscut, în iunie anul trecut, ca a subevaluat efectele negative ale măsurilor de austeritate impuse în Grecia. Nefiind investită cu legitimitate democratică, troica nu poate fi însă trasă la răspundere pentru acțiunile sale. De aceea, sunt de părere că este necesară înlocuirea troicii cu un organism nou, democratic si bazat pe legislația europeană, Fondul Monetar European și reformarea politicilor destinate țărilor în dificultate, prin includerea măsurilor de relansare economică și de susținere a datoriei publice.

Zgadzam się z posłem sprawozdawcą Cercasem, że w chwili obecnej należy skoncentrować się na środkach umożliwiających tworzenie nowych miejsc pracy i pobudzających przedsiębiorczość. Ogromne, utrzymujące się od pięciu już lat bezrobocie, zwłaszcza wśród ludzi młodych, to jeden z większych i najbardziej widocznych skutków kryzysu finansowego. Należy skupić się na odbudowie utraconych miejsc pracy i tworzeniu nowych możliwości, m.in poprzez wspieranie reindustrializacji. Uważam, iż w tym celu należy optymalnie wykorzystać środki z EFS, w tym także „gwarancje dla młodzieży”, gdyż to młodzi ludzie są grupą najdotkliwiej doświadczoną przez utrzymującą się złą sytuację na rynku pracy. Pragnę jednak zwrócić uwagę, iż same fundusze strukturalne nie są wystarczające, aby wprowadzić trwałą poprawę. Państwa członkowskie muszą prowadzić aktywną politykę zatrudnienia i rynku pracy oraz odbudować zaufanie przedsiębiorców, szczególnie z sektora MŚP, do rynków.

  Mitro Repo (S&D), kirjallinen. – Kreikan kriisin nujertaminen on paljolti ollut maan heikoimpien nujertamista ja kurjistamista paljon puhutun troikan johdolla. Arvostetun lääketieteellisen lehden Lancetin mukaan leikkausten kohdistaminen Kreikan heikoimpiin on ollut katastrofi. Itsemurhat ja HIV-tartunnat ovat lisääntyneet. Lapsikuolleisuus on noussut ja jo kukistettu malariakin palannut. Tämä ei voi olla kestävä tie.

Brittiläiset tutkijat Lancetissa mainitsevat muun muassa Suomen hyvänä esimerkkinä. 1990-luvun lama-aikanakin sosiaaliturvaa sentään yritettiin puolustaa ja leikattiin muualta. Ehkä niin, mutta kyllä lama jätti jälkensä meilläkin. Moni nuori on saanut laman arvet perinnöksi. Mutta juuri siksi tiedämmekin nyt varoittaa Etelä-Eurooppaa. Köyhien nöyryyttäminen ei ole ratkaisu. Eivät myöskään tukipaketit. Kalastamista ei kannata opettaa antamalla kalat oppilaan käteen, sanoo kreikkalainen sananlaskukin.

Joitain valopilkkujakin sentään on. Kreikan vaihtotase kääntyi viime vuonna ensi kertaa ylijäämäiseksi sitten vuoden 1948. Työttömyys on kuitenkin edelleen 27 prosenttia ja sen pelätään jopa nousevan.

  Marc Tarabella (S&D), par écrit. Les programmes de la troïka ont échoué à remplir les objectifs de réduction des déséquilibres macroéconomiques et de la dette publique. C'est en total contradiction avec les objectifs en matière d'emploi et de croissance de la stratégie Europe[nbsp ]2020.Nous ne pouvons que condamner les impacts sociaux et économiques négatifs, dont l'accès réduit aux services de santé, l'augmentation des inégalités, le chômage de masse chez les jeunes, l'augmentation des inégalités homme-femme. Il faut impérativement réformer cette troïka, qui ne sert personne au nord comme au sud de l'Europe, au nord comme au sud de la Belgique.

  Angelika Werthmann (ALDE), schriftlich. Vier Jahre nach dem ersten Bail-out macht sich ein schwaches Wachstum bemerkbar. Doch wie viele Menschen sind in der Tat noch arbeitslos? Zu viele. Vor allem hilft es den Betroffenen nicht, wenn wir hier von einem schwachen Wachstum sprechen. Vor der Situation in Zypern hat man die Augen vollständig verschlossen und unschuldige Menschen in die bittere Armut geschickt: ein „Bail-in“, der mittlerweile auch überall passieren kann – auch in meiner Heimat sind sehr, sehr viele Menschen in Sorge.

Auf die Menschen per se hat die Troika leider nicht geachtet. Die Menschen können weder für die Fehler ihres politischen Systems noch für die Fehler ihres Finanzsystems etwas, vor allem nicht die betroffene Jugend und die Arbeitslosen der Generation 50+. Keiner kann etwas für die 2008 in den USA ausgebrochene Finanzkrise, die sich zur weltweiten Strukturkrise entwickelte.

Eines ist klar: Unser Europa hat hier viel mitgetragen. Es braucht jetzt die Verantwortung aller – eine Rückkehr zu den Maastrichtkriterien, damit endlich die Staatsbudgets wieder halbwegs in Ordnung kommen. Es braucht in der Tat eine verstärkte Kontrolle der Banken. Es braucht in der Tat eine verstärkte Kontrolle der Finanzen und ihrer Wege. Es braucht in der Tat eine demokratische Legitimierung, aber doch bitte immer mit dem Blick auf unsere Bürger und Bürgerinnen.
