  Petras Auštrevičius, rapporteur. - Mr President, Mr Corman, Speaker of the Parliament of Moldova, ladies and gentlemen, it is indeed my great honour and pleasure to hereby bring to the attention of the European Parliament, and ask for its consent to ratify, the Association Agreement between the European Union and the Republic of Moldova.

Today we are embarking on a new European future for Moldova and its people, the future that has actually always been destined for Moldova. There is no doubt that Moldova is a European country and a part of European culture. It makes me extremely happy to be in a position to say that Moldova fully deserves this historic shift.

Today’s ratification is the culmination of the work started by Moldova and the European Union nearly ten years ago with the initiation of the EU-Moldova Action Plan. However at that time the implementation of this plan did not look very bright and promising in Moldova’s case. Five years ago the Eastern Partnership was launched by the EU and its partners, and even at that time Moldova’s record was considered to be rather lagging behind.

I am particularly proud to be able to say that now Moldova stands as a front runner among our European partners and as an example of very well drafted and implemented political and socio-economic reforms. This is even more impressive when we know that this has been accomplished in only the last few years, thanks to the political determination of the Moldovan Government.

Certainly any government needs the trust and support of its own people. It is therefore quite symbolic that our ratification today comes just a few weeks ahead of the general elections in Moldova. We will be looking very closely at these elections, and we call on the Moldovan authorities to ensure that the upcoming electoral process takes place according to the highest European standards. We all hope that the choice of the Moldovan people will be one that leads to the further building of a free society and a market-based economy.

By implementing the European-Moldovan Association Agreement, this part of Europe will be more stable and prosperous. In principle this has to be the ultimate goal and in the interest of everyone in the region. It is to my deep regret, however, that this is not a strategy shared by everyone. Just as we state in the accompanying resolution – which has been adopted by the Committee on Foreign Affairs and for which I also ask the consent of the European Parliament today – we are concerned about Russia’s actions aimed at undermining the association process of the EU’s Eastern Partnership. We once again reiterate our conviction that the association process is not a threat to Russia’s political and economic interest, and it is to be truly regretted that the Russian leadership wishes to regard it as such.

As we all know, the Association Agreement is an extremely complex document that brings responsibilities for both sides. In other words, it is equally the obligation of the European Union to assist Moldova in fighting corruption, fostering an independent judiciary, strengthening media freedom, protecting all minorities, and doing everything needed so that the Moldovan people are able to see the benefits of their European choice, such as new jobs created or the increased trade preferences that are already being afforded to Moldova as countermeasures to the use of the trade embargo by Russia. Trade volumes between the European Union and Moldova have risen by 33% in the last five or six years and that is already a real example of the benefit to people. The EU-Moldovan association agenda, if duly implemented, will open up new possibilities and is very encouraging to all of us.

In conclusion, allow me to sincerely thank my colleagues in this House for their kind – and sometimes rather intense – cooperation and for being the real partners in the preparation of this report. I look forward to the discussion and today’s positive vote.

  Johannes Hahn, Member of the Commission. - Mr President, honourable Members, I should like to welcome the Speaker of the Moldovan Parliament; I am happy to see him again.

Let me first of all thank the rapporteur, Mr Auštrevičius, for his excellent report, which contains many important recommendations and shows that we have a high degree of consensus on our policy with the Republic of Moldova. The people of the Republic of Moldova are aspiring to benefit from the same freedoms and stability we enjoy, and which are not self-evident for everybody on our continent. They wish to move closer to the European Union, to our unique community, and the aspirations of the people of the Republic of Moldova remind us of what the European Union has achieved over the last decades. We enjoy democracy, the rule of law, prosperity, peace and absence of major threats to our sovereignty.

Our focus on the Republic of Moldova is important. The Republic of Moldova is showing a determination to bring its European agenda forward. For this reason, in cooperation with High Representative/Vice-President Frederica Mogherini I have chosen to make my first visit as Commissioner for Neighbourhood Policy and Enlargement Negotiations to Chișinău. I was able to sign an agreement with Prime Minister Leancă to provide up to EUR 400 million for the years 2014 to 2017, in particular to accompany the implementation of the DCFTA, provided it is adopted by you today.

The Republic of Moldova is often called the front-runner of the Eastern Partnership, for it has achieved so much in a short period of time in its bilateral relations with the European Union. We have negotiated with record speed the all-encompassing Association Agreement, including its highly complex Deep and Comprehensive Free Trade Area. The Republic of Moldova is the first country of the Eastern Partnership that has a visa-free regime.

I am proud to be here today so that we can together take a key step in Moldova’s political association and economic integration with the European Union. Our Association Agreement represents a fundamental intensification and elevation of our relations. Our ties now go far beyond what they were under the Partnership and Cooperation Agreement, but the Association Agreement and the Deep and Comprehensive Free Trade Area are instrumental in enhancing transparency, fostering economic growth, and supporting stability and prosperity. Let me emphasise again that in this process we are guided by our core values which we put at the service of all citizens, citizens who deserve improved life standards which can be achieved only through sustainable and inclusive development in the country and in the region.

With the upcoming parliamentary elections on 13 November, Moldova is facing an important moment in its recent history. The holding of free and fair parliamentary elections is a key event in the country’s democratic life. The EU stands ready to continue its close cooperation with the future democratically-elected Moldovan government that wishes to pursue this path. Moreover, we are looking forward to a new impetus to the ambitious reform agenda after the elections. Corruption needs to be fought, the justice and law enforcement systems need thorough modernisation, and the business and investment climate needs to be improved. Only these key reforms will allow the country to unfold its full economic development potential. The EU will support Moldova in these endeavours.

During my recent visit to Chișinău, as I already said, I was able to sign this financial agreement for the new EU programme, in particular to strengthen small and medium sized companies, develop the national legislation in line with EU quality standards and promote export and investment opportunities.

Let me stress that the Association Agreement is concluded with the whole Republic of Moldova but it cannot be effectively implemented yet on its entire territory. We hope for the possibility of applying the Agreement, and in particular the Deep and Comprehensive Free Trade Area, to all of its territory, provided the Republic of Moldova ensures its full implementation and enforcement. This, and visa liberalisation, plus our confidence-building measures across the River Dniestr, underpin our commitment to help Moldova overcome the division of the country.

We have also shown to Moldova that the EU is a reliable partner when it is faced with unjustified external pressure. We have increased our tariff-free quotas for the import of specific Moldovan foods and vegetables. In August we inaugurated the gas interconnector between Iași and Ungheni and we stand ready to support the construction of the pipeline to Chișinău. Moreover, Moldova is the country receiving the highest EU aid per capita in the Eastern Neighbourhood.

Let me conclude by saying that today’s ratification of our Association Agreement with the Republic of Moldova represents a major achievement for the people of this country wanting to benefit from the same values, security and prosperity as us, but also for the EU’s foreign policy in its Eastern Neighbourhood. The Association Agreement is a milestone on Moldova’s path towards the Union. Thank you for attention and I look forward to hearing your views.

  Sorin Moisă, rapporteur for the opinion of the Committee on International Trade. - Mr President, Mr Speaker of the Moldovan Parliament, Commissioner. I will briefly summarise the reasons why I strongly believe we should support this agreement. First and foremost because it is a free choice, a free people, free Europeans on either side of the EU-Moldova border. I do hope that the age of geopolitical carve-outs of countries and territories has forever come to an end in Europe, and then nobody can possibly oppose the free will of free people democratically represented.

From a more purely economic point of view, the agreement, and the DCFTA bit in it, opens a whole world of opportunity for the Moldovan economy. It will have access to the biggest market on the planet. It will create incentives for FDI flows into the Moldovan economy, which should be transformed, modernised, evolved towards a high-value-added type of economy. The transformation of institutions provided for by the DCFTA will also create a more stable environment for Moldovan businesses, for Moldovan citizens; there will be less scope for arbitrariness of elites of any kind.

All in all this has been made possible by an unprecedented performance of the current government in Chișinău, and we wish them luck in the coming weeks.

  Michael Gahler, im Namen der PPE-Fraktion. – Herr Präsident, Herr Präsident Corman! Zunächst die wichtigste Nachricht: Die EVP-Fraktion stimmt der Ratifizierung des Assoziierungsabkommens zu! Wir wollen die gute Nachbarschaft mit der Republik Moldau und ihren Menschen fortsetzen. Als Europäische Volkspartei sind wir auch stolz auf die Regierungsarbeit unserer Parteifreunde: Ministerpräsident Iurie Leancă hat großartige Arbeit geleistet. Die Bürger der Republik Moldau erleben bereits heute die ersten Erfolge, wie zum Beispiel visumfreies Reisen in die Europäische Union.

Aber in diesen Tagen bewegt uns besonders auch der russische Druck auf unsere Nachbarn. Die perfide, fortgesetzte Aggression Moskaus in der Ostukraine – gerade auch in den letzten Tagen – muss eine angemessene Antwort der internationalen Gemeinschaft nach sich ziehen! Wir wollen den Bürgern in unserer östlichen Nachbarschaft eine freie Entscheidung über ihr Gesellschafts-, Wirtschafts- und Sozialmodell und ihre außenpolitische Orientierung ermöglichen, und wir akzeptieren auch ihre Entscheidung.

Unsere Erfahrung – das heißt die Erfahrung der 28 – ist, dass unser Modell in der Europäischen Union den Menschen und den europäischen Nationen besonders angemessen ist. Wir helfen der Republik Moldau gerne, ihren Wunsch nach Teilhabe am europäischen Leben in der Europäischen Union zu verwirklichen, und hoffentlich wird es in einigen Jahren dann auch so weit sein.

Der Prozess ist anspruchsvoll. Moldau hat bereits viel unternommen, es bleibt aber noch viel zu tun! Das kleine Land hat aufgrund seiner Geschichte einen besonders harten Prozess der Transformation begonnen, und wir helfen gerne, ihn fortzuführen. Aber wir erwarten auch die notwendigen Veränderungen und Reformen im Rechtsstaat und in der Staatsverwaltung, denn sie sind Voraussetzung für das Funktionieren des europäischen Modells in allen Lebensbereichen, damit die Bürger ihre Ziele als Staatsbürger, als Wirtschaftsbetreibende und als europäische Mitbürger realisieren können.

Wir geben mit der Ratifizierung heute ein positives Signal an die Republik Moldau, und wir wünschen uns, dass die Bürgerinnen und Bürger dieses Landes bei der Parlamentswahl am 30. November ihren Wunsch ausdrücken nach einer ehrgeizigen Fortsetzung des europäischen Wegs der Republik Moldau.

  Knut Fleckenstein, im Namen der S&D-Fraktion. – Herr Präsident, liebe Kolleginnen und Kollegen! Das ist ein guter Tag – ein guter Tag für Moldau, ein guter Tag für uns, die europäische Familie. Mit der Ratifizierung des Assoziierungsabkommens und des Freihandelsabkommens sagt dieses Parlament Ja – Ja zum freien Handel, der mehr Wohlstand für alle bringen kann, und Ja zu einer intensiven Zusammenarbeit und zur Unterstützung unserer Freunde in Moldau bei der Umgestaltung ihres Landes. Diese Umgestaltung findet nicht statt, weil wir es so wünschen, sondern sie findet statt zum Wohle der Menschen dort, weil sie es selbst so wollen, weil die Menschen in Moldau in einem anderen Land leben wollen, nämlich in einem Land mit unabhängiger Justiz, mit unabhängigen Medien, mit transparentem Verwaltungshandeln, mit dem Abbau von Korruption, mit einer sozialen Marktwirtschaft und der Anerkennung der Rechte von Minderheiten.

Wir können und wollen dabei helfen und beraten – als EU, als Parlament und Kommission. Aber auch die Parteien, die Organisationen der Zivilgesellschaft sollten einbezogen werden. Denn wenn Politiker sich einig sind, reicht das alleine nicht. Eine ganze Bevölkerung, die Zivilgesellschaft, muss dabei sein.

Wir werden weiterhin aktiv handeln – so wie bisher – mit finanzieller Unterstützung, aber auch mit Visaerleichterungen, was ein großer Schritt nach vorne ist.

Am 30. November wird in Moldau gewählt. Uns steht es nicht an, irgendeinen Ratschlag zu geben, wer zu wählen sei. Aber es ist wichtig für uns zu sehen, ob die Menschen in der Republik Moldau den europäischen Weg auch wirklich gehen wollen. So wie Armenien einen anderen Weg gewählt hat, ist Moldau ein souveräner Staat und hat den Weg Richtung Europa für sich gewählt.

Noch einmal: Auch wenn ich nächste Woche in Moskau bin, werden wir immer wieder sagen: Diese Verträge richten sich gegen niemanden, auch nicht gegen die Russische Föderation. Wir wollen keine Blockgrenzen an die russische Staatsgrenze verschieben, aber wir wollen an unserem langfristigen Ziel arbeiten, eine Freihandelszone zwischen Lissabon und Wladiwostok hinzubekommen. Daran muss man aber arbeiten. Nur muss man ihnen zur gleichen Zeit sagen: Hört endlich auf, dieses tapfere kleine Volk zu drangsalieren, denn so werden wir keinen Schritt vorankommen, im Gegenteil!

  Ангел Джамбазки, от името на група ECR г-н Председател, г-н Комисар, колеги, гости, първо бих искал да благодаря на докладчика Аущревичюс, на докладчиците в сянка, на политическите съветници и на секретариата на AFET за усилената работа по доклада.

Няма по-подходящ момент за сключване на споразумение за асоцииране между Европейския съюз и Молдова. Това ще вдъхне нови сили в стремежа на Молдова да се впише политически и икономически в Европейския съюз. За повечето хора в Молдова Европейският съюз е синоним на просперитет, стабилност и демокрация, а наш дълг е да предоставим възможността на властите в Молдова да избират пътя, по кой път ще продължат.

Споразумението с Молдова е от изключително значение и за мен като българин. Известно ви е, че в южната част на Молдова в района Тараклия 70% от населението е български говорящо и дори има университет, в който се преподава на родния му език.

Още в 19 век много българи, бягайки от Османската империя, се заселват в района на Бесарабия - това са днешна Украйна и отчасти Молдова, като заедно населението там може би е около 500 хиляди. Именно затова силно се надявам, че Молдова ще изпълни стриктно и точно поетите ангажименти към ЕС и ще осигури защитата на правата и свободите, и политическите, на етническите малцинства в страната, включително правото на сдружаване, правото на използване на родния език и правото на самоопределение.

Изненадан съм, че колегите от левия и либералния спектър се възпротивиха поименно да бъдат изброени националните малцинства в Молдова, а предпочетоха да обърнат внимание на други такива. Да не забравяме и деструктивната роля на Република Турция, която се стреми да турцизира една част от етническата общност гагаузи на територията на Молдова.

В заключение искам ясно да заявя, че само със защитата на демократичните, социалните, политическите и икономическите права на всички малцинства в Молдова ще може да се осигури нейната териториална цялост и държавата да продължи напред към по дълбока евроинтеграция.

Споразумението за асоцииране между ЕС и Молдова е само поредната стъпка към интегриране на страната и на нейните граждани към европейския модел. Молдова е европейска държава и всички ние сме свързани с нея, както исторически, така и културно и се надявам някой ден да я приемем за пълноправен член на Европейския съюз.

  Pavel Telička, on behalf of the ALDE Group. – Mr President, the rapporteur has submitted a report, and it is easy for me to say that I can fully subscribe to it and also declare that the ALDE Group will vote ‘yes’. But let me say the following: in one monthʼs time it will be 24 years since my country signed its Association Agreement. I was privileged to be a part of those negotiations. It is therefore 24 years since we had to take on quite demanding obligations and commitments which somehow formed part of the effort of reforming our own country.

This is something that is expected from Moldova. Moldova will have to do the same. It is 24 years since we had to introduce far-reaching reforms. Some of them were tough, some of them not always appreciated by the public, some of them were controversial in the political sphere. Moldova will have to do the same, it will have to pursue the path of reform.

On 1 January 1993 Czechoslovakia separated. It was a peaceful separation but we had to deal with the consequences. Moldova, with the help too of the 5+2 format, will have to deal with the Transnistria problem and I think that Moldova should have our support in this respect.

Twenty-four years ago – but in fact somewhat earlier, through the words of Václav Havel – we declared our objective: the objective was to join the European Communities. Moldova has the right to declare its own objective, whatever it is. Meeting the criteria should, of course, once again have our support.

We behaved as a self-confident country which refused any intervention in its own sovereign rights. I think that Moldova has the same right and again it should have our support.

We are going to be voting today on the Association Agreement. I think that Moldova deserves this opportunity and I think that it should have our full support. This is an opportunity. But it also has the right to determine its future destiny and I think that it is very important today to make it absolutely clear, through our voting, that Moldova does have our support. I do not think any of us MEPs would appreciate it if any other party were to intervene in the sovereign rights of our own countries. So let us send out a very clear signal, especially as we know what is happening today in Eastern Europe.

  Helmut Scholz, im Namen der GUE/NGL-Fraktion. – Herr Präsident, Herr Kommissar! Vor fast einem Jahr fand der letzte Gipfel der Östlichen Nachbarschaft statt. Der für diesen Politikbereich damals zuständige EU-Kommissar Füle wollte in Vilnius den großen Wurf, das ganze Paket. Im Kern sollte der gesamte postsowjetische Raum aus Sicht der EU mittels Assoziierungs- und Freihandelsabkommen neu geordnet werden. Die Umsetzung dieses Ziels verkam politisch zu einer Terminsache, der viel geopfert wurde, auch das selbst proklamierte Ziel der Konditionalität und die nüchterne Beantwortung der Frage: Sind die betreffenden Gesellschaften überhaupt für diese Entscheidung angesichts deren Tragweite auch wirklich bereit?

Die Antwort ist keine pauschale. Unsere östlichen Nachbarn sind auch nicht zwingend vergleichbar. Gerade mit den Erfahrungen aus der Ukraine jedoch bin ich in Bezug auf Moldau beunruhigt, und es fällt mir schwer, dem Abkommen meine vorbehaltlose Zustimmung zu geben. Durchaus in Analogie zu anderen Ländern wurden die zur Entscheidung stehenden Abkommen in der moldauischen Gesellschaft nicht ausgiebig und ausreichend diskutiert, sind die Inhalte so gut wie nicht bekannt auf der Straße.

Damit haben wir auch hier die Situation, dass die unterschiedlichen jeweils herrschenden politischen Eliten seit Langem von oben herab entscheiden. Im Falle Moldaus erfolgte diese Entscheidung angesichts der anstehenden Parlamentswahl überstürzt. Die politische Intention ist klar: Man bedient sich auch hier der EU für den eigenen kleinen parteipolitischen Gewinn, wissend, dass man die Konsequenzen eh sozialisieren wird. Das ist gefährlich, da sich die Republik Moldau in einer gefährlichen, schwierigen Situation befindet und eigenständige Beiträge der moldauischen Regierung zu deren Lösung nur schwer erkennbar sind.

Der angeblich eingefrorene Transnistrien-Konflikt befindet sich auf Betriebstemperatur. Es bedarf dringend seiner Klärung auf politischer Grundlage, und zwar durch alle Regierungen, wie sie gewählt werden. Das Verhältnis mit Russland, aber auch mit der Ukraine, muss sich unbedingt verändern, und wir müssen als EU auch darauf achten, wie mit großrumänischen Ambitionen aus Bukarest umgegangen wird.

Nicht zuletzt ist erkennbar: Wir agieren auch in Moldau an den Erwartungen vieler gesellschaftlicher Akteure vorbei, die eine klare Beitrittsperspektive erwarten und das mit dem Assoziierungsabkommen verbinden, aber nur Standardfloskeln und ansonsten verschlossene Türen erhalten.

  Igor Šoltes, v imenu skupine Verts/ALE. – Pridružitveni sporazum med Evropsko unijo in Moldavijo predvideva oblikovanje celovitega območja proste trgovine, kar bo vsekakor prispevalo k poglobljenem tako ekonomskem/gospodarskem kot političnem sodelovanju med Evropsko unijo in pa Moldavijo.

Republika Moldavija je država, v kateri prebiva nekaj več kot štiri milijone prebivalcev in veliko njih živi in dela tudi v tujini. Razlog je seveda tako v ekonomskem stanju kot tudi političnem.

Gre za emigracijo, ki igra pomembno vlogo tudi za domače razmere v Moldaviji. Denar, ki ga torej izseljenci zaslužijo v tujini in pošiljajo domov, prispeva približno 38 odstotkov moldavijskega BDP in iz tega razloga smo seveda tudi Zeleni vložili amandma, da je potrebno moldavijskim izseljencem dati pravico do udeležbe na volitvah, ker samo tako bodo lahko prihajajoče novembrske parlamentarne volitve izvedene v skladu z najvišjimi evropskimi in mednarodnimi standardi.

K transparentnem in demokratičnem procesu volitev pa prispevajo tudi mediji. Ti morajo biti objektivni in v času volilne kampanje vsem političnim skupinam omogočiti pravičen in enakopraven dostop do medijev.

Težava, ki nastaja, je torej pritisk z ene ali druge strani, in tukaj bo tudi vloga evropskih opazovalcev s strani različnih organizacij, tudi Parlamenta, da budno spremlja tudi ta demokratičen proces.

Da pa bo Republika Moldavija postala bolj neodvisna in samostojna, pa je potrebno, da se preoblikuje v Moldaviji tudi obstoječi energetski plan. Potrebno je, da se osredotoči na učinkovitejše in obnovljive vire energije, ker le tako bo postala energetsko neodvisna od Rusije, ki predstavlja njihovega največjega dobavitelja na tem področju.

In iż tega razloga vas pozivam, spoštovani poslanci, torej, da glasujete proti predlogu EPP, da se izbriše četrti amandma, podan s strani Zelenih/Evropske svobodne zveze, o energiji, ki je bil sprejet na odboru AFET. In ravno ta amandma spodbuja Moldavijo k temu, da se zmanjša njena energetska odvisnost od Rusije, kar je tudi želja Evropske unije.

Pomembno je torej, da se okrepi stabilnost Moldavije na vseh nivojih institucij, ki zagotavljajo demokracijo, vladavino prava in odgovorno vodenje države. In seveda zavedamo se, da ta pridružitveni oziroma ta sporazum je zelo pomemben tudi za prihajajoče volitve in tukaj seveda izražamo popolno podporo čim višjim standardom pri zagotavljanju enakopravnosti vsem na volitvah.

  James Carver, on behalf of the EFDD Group. – Mr President, whilst I remain a sceptic in this Chamber, I must recognise the work put into this by Petras Auštrevičius and his colleagues. This agreement has gone through the correct parliamentary processes in good time and has been properly debated, unlike the recent Association Agreement with Ukraine, of course, which was rushed through this place in the name of political posturing.

This agreement is just one more step in the European Union’s eastward expansion and, to my mind, pays scant regard to the ongoing strain in relations with Russia. Some might suggest that it is possibly another threat to peace in Europe. Support for greater ties with the European Union in Moldova is far from universal. When a deal was signed in June thousands protested against it, not to mention another pro-Russian breakaway region in Transnistria. But, no matter what, in the words of former President Van Rompuy as Ukraine crumbled: you will do it anyway.

Perhaps this is just a follow-on from when the British Prime Minister, David Cameron, spoke earlier about his desire for a European Union to stretch from the Atlantic to the Urals. Why does the European Union never learn? The European Union seems to like to model itself as the saviour of this continent from the great and savage wars that we have witnessed in the past, the sacrifices that we commemorated only this week. In the wider context of the breakdown of relations between the European Union and Russia, signing this agreement is potentially dangerous and contrary to the interests of all those who desire peace. The great continental wars should be history and what we currently see shows that the European Union’s evangelical expansionism could well prove the complete opposite. What you lot want of course, you get, regardless of the consequences.

Kopš 2009. gada nemieriem Moldova ir spērusi vairākus nozīmīgus soļus valsts demokratizācijas, atbildības pret tās pilsoņiem un ES integrācijas virzienā. Ir virkne jautājumu, kuriem nepieciešams risinājums, lai Moldova ātrāk tuvotos ES dzīves līmenim, tomēr ir jautājumi, kā Piedņestras-Moldovas konflikts, kas ir cēlonis ēnu ekonomikai un noziedzībai plašākā mērogā un kas skar arī ES valstu intereses.

ES var veicināt Piedņestras integrāciju Moldovā caur sadarbību ar Piedņestras de-facto valdību kopēju projektu īstenošanā. Tirdzniecības un ceļošanas noteikumu atvieglojumi ar Piedņestras reģionu un Moldovu veicinātu abu reģionu integrāciju un sadarbību ar ES institūcijām.

Moldovā ir raksturīga cieša sadarbība starp biznesa un politisko eliti, kas ir cēlonis ēnu ekonomikai un kriminālām darbībām. Iemesli šādai videi ir Padomju Savienības atstātais mantojums un sociāli ekonomiskā situācija.

Izpildvaras, tiesu varas un likumdevējvaras neatkarības veicināšana un reformu process ES un Moldovas sadarbības ietvaros novestu pie pakāpeniskas korupcijas izzušanas un biznesa investīciju vides uzlabošanās.

Lai risinātu reģionālus nelegālās tirdzniecības, kriminālo struktūru apkarošanas jautājumus, ir nepieciešams piemērot vienotu ES ārpolitiku konfliktu risināšanā.

Austrumu partnerības līgums ir ne tikai ES attiecības ar Moldovu vien, bet plašāka reģiona ārpolitikas un nostājas sastāvdaļa, kuras viens no mērķiem ir stabilitāte, labklājība, drošība ne tikai Moldovā, bet arī ES. Es atbalstīšu šo līgumu.

  Jacek Saryusz-Wolski (PPE). - Mr President, today we will give the green light to the Moldovans’ European choice, but the fate of Moldova is still not certain. Our neighbourhood – Ukraine, hesitating; Georgia… – is a neighbourhood on fire. This is the context of this ratification also. Russia has been trying to deter Moldova from its European choice by applying energy sanctions, trade sanctions and probably forthcoming banking actions to counteract their choice.

Moldova is a special country, a small country as was said, but the best performing. It has the oldest frozen conflict, in the form of Transnistria, and it is the most vulnerable country and at the same time, as I said, the best performer. It deserves to get from our side the biggest support and assistance we can afford. The threat I mentioned consists of further pressures from Russia, so it is very important that not only this ratification today, but also further actions, will accompany our neighbour Moldova on this European road. We must strengthen this relationship further and this ratification should be completed not only by the trade and visa facilitation, which is now under way, but also by strengthening the energy partnership, by strengthening the independence of Moldova in terms of energy security. Now those relations between us and Moldova will be institutionalised; the final choice will be made by the Moldovan people in their free elections, and we wish the best of luck for their European choice.

  Richard Howitt (S&D). - Mr President, allow me to start by apologising on behalf of our rapporteur, Tanja Fajon, who cannot be here today. I would like to pass on her, and our, collective warm congratulations to Moldova on its achievements. Following its entry to the visa-free regime with the EU as the first country of the Eastern Partnership, Moldova is today making history again as we form another milestone in its relations with the European Union.

Our message to the people of Moldova is how extremely important it is that the benefits and advantages of this agreement are also felt by you. Once fully implemented, the agreement will provide for better consumer protection and food safety, improved access to health services, with more diverse and efficient use of energy resources and renewables, and lower energy bills. Important reform-minded governance will bring better functioning of the judiciary and a strengthened rule of law and increased transparency. This agreement will not only help Moldova integrate into the EU’s internal market and bring benefits for the business sector with more opportunities for SMEs, but it will also improve trade and investment opportunities and thus contribute to economic recovery and growth.

However, this and other agreements should not be characterised as being about spheres of influence. We should signal that we wish for dialogue with Russia, not competition, in relation to what is our common neighbourhood. However Europe cannot – and must not – be deterred from advancing our relations with Moldova and its neighbours if the sovereign governments of this and the other regional countries wish to do so with us. I think it is also right to say that we should not hold this debate without recommitting ourselves to working towards a solution for Transnistria.

My group believes in Moldova’s power to succeed in its efforts to develop a social, prosperous, just and modern society. We want to work together to build together the future of Moldova in the interests of the citizens. This is what the people of Moldova deserve. Moldova’s future is a European future and it is a future within the European Union.

Przystępujemy dzisiaj do bardzo ważnego aktu, potwierdzamy zobowiązanie, które podjęliśmy niemal rok temu w Wilnie wobec Mołdowy, wobec Gruzji, i miejmy nadzieję, że podjęte później, lecz równie solidne zobowiązanie wobec Ukrainy zostanie także w pełni wykonane przez państwa członkowskie Unii Europejskiej.

Społeczeństwo Mołdowy – suwerennego państwa – to społeczeństwo ma pełne prawo do wyboru swojej drogi zgodnie z prawem międzynarodowym i ze swoim dziedzictwem cywilizacyjnym. Witam Mołdowę w rodzinie państw europejskich. Stoimy u waszego boku. Jesteśmy przekonani, że nie można spokoju i pokoju jednych narodów budować kosztem wolności innych. Społeczeństwo Mołdowy dokonało dzielnego wyboru pomimo nacisków, presji i gróźb destabilizacji. Powinniśmy to wspierać.

  Mircea Diaconu (ALDE). - Domnule președinte, cu câteva momente mai devreme, un alt coleg vorbea despre tendințele expansioniste ale Bucureștiului. Este o aberație atât de mare, semănând exact, cuvânt cu cuvânt, cu propaganda Uniunii Sovietice pe acest subiect. Din păcate, aceste vorbe au fost spuse într-o limbă cât se poate de onorabilă. Nu merită să stric secundele acestui minut pentru așa ceva.

Am ținut să spun doar câteva cuvinte despre Moldova, pe care o cunosc foarte bine, am foarte mulți prieteni acolo, vorbesc aceeași limbă cu ei, sau ei cu mine. Este un pământ care se află la mii de kilometri de Bruxelles, între două ape, o mulțime de dealuri blânde, pline cu viță-de-vie deasupra, și dedesubt pline cu crame în care stau vinuri foarte vechi și foarte bune. Le țin acolo sub pământ pentru că toate marile războaie au trecut peste ei, și la dus și la întors, de aceea le țin dedesubt. Istoria a fost cât se poate de nedreaptă cu ei, și totuși acolo se nasc și trăiesc oameni talentați, deștepți și la fel de normali și competenți ca și cei care trăiesc aici, în Uniunea Europeană. Spun acestea, dragi colegi, pentru că acolo există o așteptare uriașă în legătură cu Uniunea Europeană, o așteptare cât o viață câteodată. Spun asta pentru ca să știți, să fiți convinși că fiecare gest, fiecare mână întinsă către ei este o faptă bună.

  Miloslav Ransdorf (GUE/NGL). - (Microphone switched off)…after the elections, violated many times the valid constitution. So, Moldova is a country with a very difficult history, and now we are celebrating the anniversary of the revolt in 1924 when the people revolted against abuses of power in Tatarbunary.

I have to say that Cricova is maybe the biggest reserve of wine in Europe, but Moldova’s problem is that it was dependent on exports of wines to Russia, and I would say the European Union is not currently providing a solution to the problem of exports of brandies and wines to Russia. We are not importing these commodities to the European Union. This national variety is also a problem. The existing proposal for an Association Agreement with Moldova will be a mere copy of the one with Ukraine and so it will result in the same problems and consequences.

I have to say that I think that the basic problem is to give Moldova the possibility to export their commodities to European Union markets. If we have this problem of financial disequilibrium in Moldova, it cannot be resolved by this Association Agreement.

  Heidi Hautala (Verts/ALE). - Arvoisa puhemies, samalla kun osa Euroopan unionin jäsenvaltioiden kansalaisista epäilee Euroopan unionia, niin paras todistus siitä kuitenkin, että Euroopan unionilla on vetovoimaa, on itäisen kumppanuuden maissa, jotka ovat vapaasti valitsemassa polun kohti Eurooppaa. Tänään kun ratifioimme omalta osaltamme tämän Moldovan assosiaatiosopimuksen, niin myös tuemme Moldovaa jatkamaan niitä reformeja, jotka takaavat sen, että se todellakin lähentyy eurooppalaista lainsäädäntöä. Haluankin kiittää komissaari Hahnia siitä, että hän mainitsi tämän ”more for more” -periaatteen, eli meidän täytyy myös tukea sitä, että hyvä hallinto etenee, että oikeuslaitos modernisoidaan ja lainvalvontaviranomaiset myöskin muuttuvat modernin yhteiskunnan vastaavalle tasolle.

Tämän kuun lopussa Moldovassa pidetään parlamenttivaalit. Haluankin kiittää siitä, että kollega Šoltes on ottanut tämän päätarkkailijan roolin. Näillä vaaleilla on suuri merkitys sille, että me voimme osaltamme myöskin auttaa Moldovaa vakauttamaan tilannettaan, joka on hyvin hyvin herkkä. Haluaisin myös todeta, niin kuin kollega Šoltes, että olisi väärin, jos nyt emme myöskin ottaisi esille energiaturvallisuuskysymystä. Vetoankin kansanpuolueeseen, että äänestäisitte sen kohdan puolesta, jossa sanotaan, että Moldovan on syytä pyrkiä tehostamaan energiankäyttöään ja siirtymään kohti uusiutuvia energialähteitä. Arvoisa puhemies, tämä on hyvin merkittävä päivä, koska tällä tavalla voimme myöskin sitten ryhtyä tutkimaan sitä, että miten nämä assosiaatiosopimukset vaikuttavat itäisen kumppanuuden maiden keskinäiseen kauppaan ja talouteen. Meillä onkin tulossa selvitys tästä asiasta Euronestin puitteissa.

  Giulia Moi (EFDD). - Signor Presidente, onorevoli colleghi, ancora una volta questo Parlamento si trova a discutere delle relazioni che l'Unione europea sta sviluppando e rafforzando con paesi che, seppure abbiano deciso fermamente di respingere le pressioni russe e di guardare l'Europa come futura espansione commerciale, continuano ad essere concorrenti con i nostri produttori, specialmente in campo agricolo.

Se l'accordo di associazione condurrà ad uno sviluppo democratico del paese, allora non possiamo che esserne favorevoli. Ma non dimentichiamoci che ciò peserà ulteriormente sulle nostre spalle, perché i prodotti agricoli che entreranno nel nostro territorio saranno a dazio zero. Chiedo quindi che l'Unione europea non trascuri i problemi che questo accordo farà gravare sui nostri agricoltori.

  Janusz Korwin-Mikke (NI). - Mr President, we will vote for the resolution but I do not understand why Romania does not simply incorporate Moldova, saving us the problem of negotiations. Historically, the present Republic of Moldova is Bessarabia, it is half of Moldova, the other half of Moldova is one third of the Romanian Republic, and this would just be bringing about Moldovan reunification. Of course, the free people of Moldova can vote for unification in a referendum, just as the free people of Crimea voted to join the Russian Federation. Moreover, I think the European Union should be destroyed.

  Cristian Dan Preda (PPE). - Domnule președinte, am propus ca în textul rezoluției noastre să fie inclusă o referință la declarația prin care guvernul de la Chișinău anunța că la anul va depune cererea de candidatură la Uniunea Europeană. Mă bucur că propunerea a fost agreată și se află în rezoluția comună.

De ce am insistat asupra acestui lucru? Pentru că ne-am obișnuit să spunem despre Republica Moldova doar că e elevul model al Parteneriatului estic, un lucru repetat și astăzi. E oare suficient? Reflectă asta ceea ce s-a petrecut în ultimii ani în mica republică? Formula spune desigur ceva despre eforturile coaliției proeuropene, care a guvernat țara în ultimii cinci ani, dar ea spune prea puțin despre opoziția înverșunată de a bloca aceste eforturi făcută de Partidul Comuniștilor din Moldova, un partid cu o cultură organizațională inspirată de un stalinism pur și dur. E drept că din punctul de vedere al admirației față de Rusia, Partidul Comuniștilor a fost întrecut doar de Partidul Socialiștilor. Da, stimați colegi, Moldova e singurul loc din lume unde socialiștii sunt la stânga comuniștilor.

Ne-am obișnuit pe de altă parte să asociem Moldova și Ucraina. Inclusiv în documentele noastre, de nenumărate ori, am copiat formulele folosite pentru Kiev în textele despre Chișinău. Cred că a venit momentul să le decuplăm. Așa cum Slovenia a fost separată la sfârșitul anilor ʼ90 de celelalte țări, mai mici sau mai mari, construite pe ruinele fostei Iugoslavii, și Moldova trebuie separată acum de ceilalți vecini din Est, apăruți după prăbușirea fostei URSS. Altfel, principiul more for more nu are sens, pentru că Moldova e mai avansată din punct de vedere legal și mai stabilă din punct de vedere politic nu doar față de ceilalți membri ai Parteneriatului estic, ci și față de alte țări din Balcanii de Vest. Și de aceea e frustrant pentru moldoveni și nedrept din punctul de vedere al valorilor europene ca această realitate să nu fie recunoscută în mod categoric.

  Andi Cristea (S&D). - Domnule președinte, mulțumesc raportorului și colegilor pentru conținut, textul excelent și mesajul politic pe care îl trimitem astăzi oamenilor din Republica Moldova, indiferent de etnie, origini sau limba vorbită. Ratificarea Acordului de asociere reprezintă o recunoaștere a progresului uriaș și a reformelor înfăptuite de către autoritățile de la Chișinău. Se recunoaște astăzi, încă o dată, vocația europeană a oamenilor de peste Prut!

Votul de astăzi în Parlamentul European va arăta tuturor că există un consens absolut cu privire la drumul european al Republicii Moldova. Acordul de asociere nu este sfârșitul unui proces, este sfârșitul unei etape. Relațiile dintre Uniunea Europeană și Republica Moldova sunt astăzi mai apropiate ca oricând. Și această călătorie are acum și o foaie de parcurs.

Acordul de asociere oferă Republicii Moldova cadrul și uneltele pentru obținerea unui standard de viață mai ridicat, pentru administrație mai eficientă, stat de drept îmbunătățit, transparență instituțională și mai ales perspectivă europeană clară.

Procesul de apropiere de Europa continuă și este absolut esențial ca noul parlament și noul guvern de la Chișinău, format în urma alegerilor, să își păstreze determinarea pentru implementarea reformelor, pentru îmbunătățirea societății, a instituțiilor și preluarea valorilor europene.

Am un mesaj astăzi pentru oamenii și colegii din Republica Moldova, pentru autoritățile de la Chișinău: „Nu sunteți singuri! România și Victor Ponta vă sunt alături! Vă puteți baza pe noi, pe instituția Parlamentului European, pe Comitetul parlamentar de asociere, al cărui președinte am onoarea să-i fiu, în eforturile dumneavoastră de a implementa politici eficiente în beneficiul tuturor oamenilor, pentru bunăstarea lor, locuri de muncă și echitate socială. Domnule Președinte Corman, pe acest drum european, Parlamentul European va continua să vă fie un aliat puternic și un prieten corect.”

  Arne Gericke (ECR). - Herr Präsident, Herr Kommissar Hahn, liebe Kolleginnen und Kollegen! Moldau hat sich eine Perspektive Richtung Europa erarbeitet. 2015 will das Land einen Beitrittsantrag stellen. Wir sprechen viel über Wirtschaft. Ich konzentriere mich auf die Menschen, die Familien. Sie alle sind direkt oder indirekt betroffen von diesem Abkommen, von der Partnerschaft mit der EU.

Moldau leidet unter dem russischen Embargo gegen Weine und Lebensmittel. Die Menschen zittern vor einem drohenden Ende russischer Gasimporte – der Vertrag läuft am 31. Dezember aus. Einige Hunderttausend Moldauer arbeiten in Russland als Gastarbeiter. Sanktionen gegen sie wären existenzbedrohend, würden Familien in Armut treiben, Eltern in die Verzweiflung. Die Region Moldau braucht Halt – politisch, wirtschaftlich und menschlich. Geben wir in Europa den Menschen in der Region, vor allem den jungen, eine echte europäische Perspektive! Und die Moldauer, sie bestätigen dieses europäische Angebot mit ihrer Wahl am 30. November. Der Mensch im Mittelpunkt des Marktes, das ist mein Anspruch an das Abkommen mit Moldau. Schließen wir es nicht wegen der großen Konzerne – tun wir es für die Menschen!

  Urmas Paet (ALDE). - Mr President, Moldova needs our clear and strong support. The DCFTA is a very important step for Moldovan development. Moldova has worked hard for integration with the European Union and is a great example to the rest of the Eastern partnership countries. Moldova should also get a clear EU membership perspective.

Moldova has gone through many necessary reforms, but these must continue, especially important reforms in justice, fighting against corruption, finance, banking and insurance. On 28 April visa freedom for holders of biometric passports came into force between the European Union and Moldova, and it is a clear sign that the EU trusts Moldova.

But EU public diplomacy must also continue in Moldova towards an understanding that the benefits the EU has to offer do not come on their own. The international community should help Moldova to solve the Transnistria frozen conflict issue, and it is not permissible that Russia tries to sanction Moldova through trade measures for choosing EU integration.

  Jiří Maštálka (GUE/NGL). - Pane předsedající, projednáváme asociační dohodu s Moldavskem. Tvrdí se, že by tento krok měl zemi integrovat s jednotným trhem Evropské unie, posílit právní stát a třeba i boj s korupcí. Jak znám situaci v Moldavsku, ptám se, zda je od začátku angažovanosti Unie v Moldavsku méně korupce, má snad nejchudší stát Evropy alespoň nakročeno ke změnám? Anebo se hlavně povedlo najít další trh pro Unii, když při znalosti ekonomické síly, tedy spíš slabosti Moldavska ani při osvobození od cel nemá tato země téměř co nabídnout? Navíc jsem takřka nezaslechl žádnou reakci Unie na provokaci premiéra a vážného kandidáta na post prezidenta členské země Unie, Rumunska, Victora Ponty, který prohlásil, že „v nejbližší době přestane Moldavsko jako suverénní stát existovat“. Jakou hru tedy s Moldavskem a jeho lidem hrajeme? Obávám se, že asociační dohoda bude roznětkou dalšího konfliktu na evropském kontinentu a moldavskému lidu neprospějeme.<

Detta är ett av många följande steg vi kommer att se framöver, och jag måste säga att jag oroar mig ganska mycket över de kostnader för skattebetalarna som detta kommer att innebära, inte minst från mitt eget land som är en av de stora nettobetalarna för EU:s allt vidlyftigare ambitioner i sin iver att fullfölja byggandet av Europas förenta stater.

Det som är väldigt oroande i denna fråga är att Moldavien har en skrämmande hög korruption. Landet är rankat som 102 av 177 länder när det gäller korruptionsnivån. Den procentuella rankingen är endast 27 procent, att jämföra med t.ex. Sverige som har en procentuell ranking på 99 procent och är på tredje plats på rankinglistan.

När man nu ingår fler och fler avtal från EU:s sida, hur säkerställer man att inte massor med pengar försvinner i korrupta fickor? Hur säkerställer man att inte skattebetalarnas pengar slösas bort på ett fullständigt ansvarslöst sätt, som varit fallet så många gånger tidigare?

Syftet med hela det östliga partnerskapet är bara att locka sex forna Sovjetrepubliker till nära ekonomiska och politiska relationer med EU, allt för att stärka sin gräns mot Ryssland.

  Steeve Briois (NI). - Monsieur le Président, alors que Jean-Claude Juncker déclarait au mois d'octobre que, sous son mandat, aucun élargissement supplémentaire de l'Union européenne ne serait accepté, le Parlement européen redouble pourtant de zèle pour préparer l'adhésion de pays candidats comme la Géorgie, l'Ukraine et la Moldavie.

C'est pourquoi vous soumettez au vote un rapport favorable à la signature d'un accord d'association entre l'Union européenne et la République de Moldavie. Votre appétit frénétique pour l'élargissement conduit les peuples d'Europe dans le mur de la concurrence sauvage et du dumping social.

Et quel exemple plus tragique que celui de l'ouverture de l'Union européenne à la Moldavie? Cette nation a déjà bénéficié de la générosité européenne entre 2007 et 2014 pour un montant de plus d'un milliard d'euros. C'est l'un des pays les plus pauvres du continent, près de 30 % de sa population vit sous le seuil de pauvreté et le salaire minimum y atteint péniblement les 43 euros par mois. Pire, en Moldavie, dont vous louez les efforts d'intégration dans votre rapport angélique, l'économie souterraine représente près de 40 % du PIB.

De plus, vous vous évertuez chaque jour à condamner les prétendus écarts de conduite de la Russie ou d'autres pays, qui ne respecteraient pas le credo des droits de l'homme. Pourtant, vous ne relevez pas que, selon l'Organisation internationale pour les migrations, la Moldavie constitue l'un des premiers pays sources de la traite des êtres humains, avec plus de 3 000 victimes répertoriées entre 2000 et 2012.

Pour conclure, nous demandons que cet accord d'association soit soumis au référendum dans tous les États membres de l'Union. Vous pouvez compter sur nous pour appeler les peuples souverains à rejeter tout nouveau projet d'association ou d'élargissement.

  Michał Boni (PPE). - Panie Przewodniczący! Ja myślę inaczej niż obaj panowie przed chwilą. Dzisiejsza ratyfikacja jest krokiem milowym także dla całego Partnerstwa Wschodniego. To ważne politycznie przed wyborami parlamentarnymi, które mam nadzieję przesądzą o proeuropejskiej i proreformatorskiej drodze Mołdowy.

Wejście do Unii oznacza szereg reform. Mołdowa jest na to gotowa, czego przykładem było wypracowanie zasad dla liberalizacji wizowej, co zaowocowało tym, że 300 tysięcy Mołdowian odwiedziło Europę od kwietnia tego roku. Ale i my musimy pamiętać o naszych europejskich obowiązkach na rzecz Mołdowy. To oznacza mądre pokazywanie, że korzyści dla Mołdowian zaczną się nie dopiero po wejściu do Unii, ale już teraz. Trzeba osłabiać rosyjską propagandę, gdzie straszy się Europą. To oznacza pomoc w realizacji projektów z użyciem Europejskiego Instrumentu Sąsiedztwa, tak żeby inwestować w infrastrukturę i gospodarkę, w rozwój małej przedsiębiorczości i cyfrowych start-upów, ale i rozwijać nowoczesne, przejrzyste relacje państwa z obywatelami i wspierać społeczeństwo obywatelskie i niezależne sądownictwo. To oznacza wsparcie w projektach zmniejszających zależność Mołdowy od gazu rosyjskiego. To oznacza rozwój współpracy gospodarczej, owocne wykorzystanie otwartych bram handlowych, by zmniejszyć zależność od gospodarki rosyjskiej także na rynku pracy, żeby Mołdowianie nie musieli pracować na taką skalę w Rosji. To oznacza skok w wymianie młodzieży w ramach Erasmusa+, ale też i otwarcie na współpracę w nauce – bo są to podstawy nowoczesnego rozwoju – w ramach projektów i środków polityki sąsiedztwa dobrze prowadzonych przez doświadczonego komisarza, jakim jest komisarz Hahn.

Wszystkie te działania są niezbędne, by dzisiejsza ratyfikacja przyniosła następne kamienie milowe w europejsko-zorientowanym rozwoju Mołdowy.

Lei ha parlato giustamente dell'accordo di libera circolazione visa free. Ma in Moldavia abbiamo un serissimo problema, a cui molti colleghi hanno accennato prima, vale a dire la Transnistria e le frontiere interne. Tutti i cittadini della Transnistria possono richiedere anche il passaporto moldavo. Ma noi sappiamo che in Transnistria c'è la più grande piazza per il commercio illegale di armi in Europa. Pensa che, in questo momento, questo accordo sia stato veramente opportuno? Vorrei sapere anche la sua opinione sui pericoli che effettivamente può comportare per il traffico illegale di armi alla luce, appunto, di quanto le ho detto.

  Ioan Mircea Paşcu (S&D). - Mr President, Moldova is the last piece of Latinity outside the European Union. It has unequivocally adopted a pro-European orientation and has undertaken for some years now a package of deep-cutting reforms. Equally it stands under huge pressures from Russia which has no hesitation in exploiting the conflict both inside her borders – Transnistria – and outside her borders – Ukraine.

The signing and ratification of the Association Agreement with the EU under such difficult circumstances is to be commended. Elections are to be held soon and the hope is that the pro-EU political forces will win, in spite of the usual manoeuvrings on the part of Moscow. If the vote in the first round of Romania’s current presidential elections is an indication, then we could expect a positive result in the November elections. Naturally, reforms should continue and the report has the merit of indicating how much is still to be achieved. Equally, Moldova should continue her efforts contributing to a solution to the conflict in Transnistria. The EU, which has done so much to support Moldova up till now, should continue to help her achieve both.

  Kosma Złotowski (ECR). - Panie Przewodniczący! Chciałbym powiedzieć kilka słów tym wszystkim, którzy sprzeciwiają się układowi z Mołdawią. Otóż fakt, że Mołdawia chce ten układ podpisać, świadczy o tym, że Unia Europejska jest organizacją zdolną do ekspansji i to ekspansji innej niż ta rosyjska, że Unia Europejska przyciąga innych. Rosja oczywiście też przyciąga, tylko robi to za pomocą czołgów i rakiet. Unia robi to dzięki swojej gospodarce, demokratycznemu ustrojowi państw, chociaż już zapewne niekoniecznie za pośrednictwem kultury, ponieważ nie sądzę, żeby dla Mołdowian argumentem rozstrzygającym o przystąpieniu do układu z Unią Europejską była tak ostatnio promowana baba z brodą.

W każdym razie Unia jest jeszcze atrakcyjna, bardziej atrakcyjna niż Rosja. Z tego należy się cieszyć i układ z Mołdawią zatwierdzić, nawet wtedy, kiedy to kosztuje. Cena, jaką płaci Unia, jest z całą pewnością niższa niż cena, którą płaci Rosja.

  Ivan Jakovčić (ALDE). - Gospodine predsjedniče, Moldova danas dobiva novu perspektivu, ali trebamo odmah na početku reći da će sve prvenstveno ovisiti o građanima Moldove, o vodstvu moldovkse države, jer mi samo pružamo jednu perspektivu, pružamo prijedlog vrijednosti, pružamo tržište, pružamo ono što mislimo da je dobro za taj dio Europe i siguran sam da će građani Moldove i te kako ozbiljno uzeti u obzir ovu našu ponudu.

Naravno da je to na neki način i vrsta priznanja reformama, progresu koji je učinjen u zadnje vrijeme u Moldovi i svemu onome što znači kao sigurnost i stabilnost u tom dijelu Europe. Međutim, treba istaknuti dva neriješena problema. Jedan je naravno politički, a to je i sve ono što to nosi narednih mjeseci i godina i tu Europska unija apsolutno mora aktivno sudjelovati, jer vjerujem da će samo unutarnje moldovske snage uspjeti razrješiti taj problem.

Mislim da ćemo tu s našim prijateljima s kojima potpisujemo sporazum morati biti maksimalno u suradnji. I drugi je naravno problem poljoprivrede, poznajem njihova vina jako dobro i znam da im neće biti lako na europskom tržištu, ali Europska unija mora i u tom kontekstu pomoći Moldovi.

  Miguel Viegas (GUE/NGL). - A aprovação deste acordo significa a capitulação da Moldávia e da sua soberania aos pés dos interesses dos grandes grupos económicos e das grandes potências da União Europeia.

Como dolorosamente sabemos, em Portugal este acordo irá limitar fortemente a tomada de medidas em defesa da sua produção nacional. Irá expor os trabalhadores à pressão para baixar ainda mais salários e direitos.

A supressão das barreiras alfandegárias irá abrir o setor público à concorrência de empresas estrangeiras. Com este acordo, os trabalhadores, as pequenas e médias empresas, os pequenos e médios agricultores, serão submetidos a um processo de acérrima concorrência, impondo a venda ao desbarato do produto do seu trabalho. Como corolário, aumentará a pressão sobre as balanças externas e internas aumentando os défices e as dívidas. Uma história comum, em muitos países da Europa.

  Carlos Zorrinho (S&D), Pergunta segundo o procedimento "cartão azul". – Ainda ontem, na comemoração dos 25 anos da queda do Muro, se disse que a felicidade implica a liberdade e a liberdade implica a coragem. Em relação a esta matéria em concreto, apenas me limito a observar aquilo que aconteceu em muitos países, designadamente do sul da Europa e, em particular, em Portugal, onde o balanço mesmo 25 anos depois da queda do Muro de Berlim, 20 anos depois da entrada do euro, é aquilo que está à vista de todos.

  Dario Tamburrano (EFDD). - Signor Presidente, onorevoli colleghi, mi collego al collega che mi ha preceduto, perché la prestigiosa società statunitense Gallup ha diffuso in ottobre un sondaggio, secondo cui il governo della Moldavia è il sesto più odiato dal mondo tra i paesi cosiddetti liberi. Abbiamo in passato stipulato accordi tra Stati e costruito un'unione monetaria precoce, senza informare e ascoltare la volontà delle popolazioni. In Moldavia è stata veramente ascoltata la volontà dei cittadini? È stato mai indetto un referendum? Invece di fermarsi a risolvere prima mille guai e paradossi di questa Unione europea zoppa e in crisi, ci allarghiamo sempre più ad Est.

E ancora, come affronterà l'Unione il problema della Transnistria, che di fatto è uno Stato autonomo dentro la Moldavia, con rapporti privilegiati con la Russia? La maggior parte delle esportazioni moldave andava proprio in Russia. Vogliamo aggiungere alla crisi ucraina una crisi moldava? Le sanzioni russe hanno già fatto abbastanza danni in Europa. È questo il momento? Chi pagherà queste scelte? Chi fornirà di gas la Moldavia? Chi spinge per questa bulimia espansiva dell'Unione? Chi decide in Europa? Gli Stati o i cittadini?

  Andrzej Grzyb (PPE). - Panie Przewodniczący! Mołdawia zasługuje na tę umowę nie tylko dlatego, że najlepiej przeprowadza swoje zmiany gospodarcze i społeczne, ale przede wszystkim, że ma w tej sprawie również poparcie społeczne. Ratyfikacja przed wyborami do parlamentu w Mołdawii nie tylko stabilizuje ten region, choć nie wszyscy są w sposób oczywisty z tego zadowoleni, ale również daje preferencje handlowe.

Podkreślamy to, że efekty zmian gospodarczych pozwoliły również na uzyskanie stosunkowo wyższego dochodu w przeliczeniu na głowę jednego mieszkańca, o czym mówił również pan komisarz Hahn. W Parlamencie poparcie dla tej umowy stowarzyszeniowej oraz umowy o strefie wolnego handlu to ważny sygnał, który wspiera również ten kraj w dążeniu do zmian. Sygnały te mają zasadnicze znaczenie dla kierunku, w jakim będzie zmierzać Mołdawia po wyborach parlamentarnych, które odbędą się 30 listopada.

Panie Przewodniczący parlamentu Mołdowy! My wam damy jasne przesłanie. Mimo że przeprowadzanie tych zmian, reformowanie kraju łączy się z trudnościami, to wytrwajcie. To jest również polskie doświadczenie, nie zawsze było łatwo. Odpowiadamy konkretnie na reformy Mołdawii. Od kwietnia ponad 300 tysięcy osób skorzystało z możliwości ruchu bezwizowego, który przyznano Mołdawii jako pierwszej z krajów partnerstwa – mniej więcej tyle samo Mołdawian pracuje w Rosji.

Chciałbym podkreślić, że potrzeba nam również wsparcia dla polityki współpracy z samorządami. Myślę, że pan komisarz Hahn, który jedzie z pierwszą wizytą właśnie do Mołdowy, w sposób szczególny ma tutaj doświadczenia, jak samorządy mogą wspierać ten proces reform gospodarczych.

Ma question, Monsieur Grzyb, est très claire: sachant que les agriculteurs européens subissent déjà l'embargo russe et que nous venons de décider, en commission, de dégager la somme de 448 millions pour les fruits et légumes moldaves, voulez-vous continuer cet élargissement et assassiner les agriculteurs européens?

  Andrzej Grzyb (PPE), odpowiedź na pytanie zadane przez podniesienie niebieskiej kartki. – Nie zamierzam niszczyć europejskich rolników, ale też chcę stwierdzić, że to nie Unia Europejska wprowadziła embargo, tylko Rosja. Te wszystkie postulaty należy kierować do tych, którzy łamią zasady dotyczące umów handlowych.

Chcę również powiedzieć, że trochę mi to przypomina czasy sprzed 20 lat, kiedy to Polska 8 kwietnia 1994 r. złożyła wniosek o członkostwo w Unii Europejskiej. Wtedy również z niektórych kręgów, które pan reprezentuje, były kierowane podobne postulaty do Polski i do polskich rolników – że to oni będą zaburzali konkurencję, że również spowodują załamanie w Unii Europejskiej. Po 10 latach członkostwa Polski w Unii Europejskiej wydaje mi się, że nic takiego się nie stało, że polscy rolnicy w sposób solidarny wspólnie z innymi rolnikami w Unii Europejskiej również pokonują trudności, które stwarza sytuacja, w tym również embargo rosyjskie.

  Miroslav Poche (S&D). - Pane předsedající, krize na Ukrajině bohužel do značné míry zastínila vývoj v Moldavsku. Přitom tuto zemi čekají velmi důležité volby, jejichž výsledkem bude nejenom, kdo zemi povede, ale také kam bude dlouhodobě směrovat. Stejně jako v říjnových ukrajinských volbách se v nich totiž bude rozhodovat o tom, jestli Moldavsko bude pokračovat v přibližování k EU nebo půjde tou druhou a horší cestou. V tomto světle je jistě přijetí asociační dohody důležitým a nesporně významným prvkem a vzkazem moldavským voličům před nadcházejícími volbami, že evropská volba má svůj smysl. Je to také vyjádření podpory v pokračování započatých reforem, a proto je nutné tuto ratifikaci podpořit.

Nemůžeme ale zavírat oči před tím, že ratifikace dohody není bez problémů. Jejím jedním z největších je to, že Moldavsko je rozdělená země. My vlastně teď ani nevíme, jestli bude možné tuto dohodu implementovat na celém území této země. Pokud nedojde k dohodě mezi Kišiněvem a Tiraspolem, tak ratifikace může pouze dále destabilizovat politickou situaci a tomu se musíme vyhnout. Pevně věřím, že ratifikace asociační dohody přispěje v nadcházejících volbách k vítězství proevropské politické strany nebo proevropských politických stran, kterým se podaří složitou situaci vyřešit.

  Kazimierz Michał Ujazdowski (ECR). - Panie Przewodniczący! Panie Przewodniczący parlamentu Mołdawii! To jest dzień europejskiej solidarności. Ratyfikacja umowy stowarzyszeniowej z Mołdawią otwiera drzwi do Europy społeczeństwu dzielnemu, które chce żyć w swobodzie, z dala od presji Rosji. Chcę bardzo serdecznie pogratulować panu komisarzowi Hahnowi i negocjatorowi panu Gunnarowi Wiegandowi za asertywność, za konsekwentną, dobrą pracę.

Chciałbym powiedzieć kilka słów o tym momencie wstydu, który tutaj przeżyliśmy, o głosach, które reprezentowały „partię zagranicy”, mówiąc językiem de Gaulle’a. Tu były mniej lub bardziej inteligentne głosy wyrażające interes Rosji Putina. Trzeba to nazwać bardzo otwarcie – zabrzmiał na tej sali głos Moskwy.

To bardzo charakterystyczne, że i skrajna prawica, i ugrupowania komunistyczne wyrażały ten głos. Bardzo żałuję, że padł on także ze strony francuskiej. My musimy iść inną drogą. Drogą, którą kiedyś wyznaczył Jan Paweł II. 26 lat temu powiedział on w Strasburgu, że Europa musi poszerzyć się do granic swojej historii i geografii. Mam nadzieję, że te otwarte drzwi do Europy to są drzwi, przez które kiedyś Mołdawia przejdzie, a posłowie mołdawscy zasiądą z nami na tej sali.

However, I have noticed that there are many Eastern European MEPs who support Moldova and are attacking Russia. Are you, Sir, not like so many in this Chamber, attacking Russia like playground bullies and playground gangs simply because of Russia’s history in your country, rather than thinking about the positiveness of the future where we must engage the whole world together? Stop acting like children and start acting like grown-ups.

Panie pośle, my nie mamy kompleksu kolonializmu, nie zarzucamy Unii Europejskiej tendencji kolonialnych. To chyba pan ma jakiś kompleks kolonialny. Chcemy, żeby Europa była solidarnym domem, partnerskim, nieegoistycznym, obecnym nie tylko na południu, ale także na wschodzie.

  António Marinho e Pinto (ALDE). - Quero congratular-me com este acordo, mas quero também manifestar algumas apreensões. Se este acordo é para o progresso da democracia na Moldávia, sim. Se este acordo é para libertar a Moldávia do colonialismo russo, como aqui já foi afirmado, tenho preocupações porque não me parece que seja a melhor forma de o fazer.

Este acordo vigorará e será pleno se for um acordo aceite pelo povo moldavo. Por isso acho que, ao contrário do que aconteceu na Ucrânia, este acordo pode vir a ter futuro, a questão é saber - e aqui deixo esta pergunta direta ao Sr. Comissário - é saber se a União Europeia vai escrutinar, vai fiscalizar a utilização dos fundos, dos vultuosos fundos económicos que estão a ser atribuídos à Moldávia ou se vai acontecer o mesmo que aconteceu noutros países, nomeadamente no meu, em Portugal, em que os fundos foram entregues às elites políticas e foram gastos muitas vezes na corrupção, muitas vezes no eleitoralismo e não nos fins para que deviam ser utilizados.

  Andrej Plenković (PPE). - Gospodine predsjedniče, prije svega pozdravljam predsjednika parlamenta Moldove, gospodina Igora Cormana, koji je s nama. Čestitam našem izvjestitelju Petrasu Auštrevičiusu na odlično pripremljenoj rezoluciji. A pozdravljam i povjerenika Hahna kojemu je ovo jedno od prvih izvješća i drago mi je da je Moldova bila prva zemlja koju je izabrao za svoj posjet.

Htio bih istaknuti da je za kredibilitet vanjske politike Europske unije i naše globalne uloge upravo portfelj povjerenika Hahna ključan za našu politiku, za naš model atraktivnosti, za naš model transformacije zemalja koje nam se žele priključiti. U tom kontekstu je ovaj današnji dijalog o Sporazumu o pridruživanju sa Moldovom izuzetno važan. Važan je kao test, budući da ga moramo gledati u širem nastojanju Moldove da ne bude samo dio europskog susjedstva. Nama je jako dobro poznata njena ambicija da bude dio i procesa proširenja. Prema tome, u tom novom direktoratu koji se zove DG NEAR, Moldova očito želi iz onoga NE prijeći u enlargement.

Ono što moramo istaknuti je i kontekst u kojem se sve ovo skupa zbiva, pratimo situaciju i agresiju na Ukrajinu. Zamrznuti konflikt u Pridnjestrovlju je izuzetno bitan za naše šire sagledavanje politike prema Moldovi. Važno je da ovdje budemo jedinstveni i da omogućimo da moldavski narod autonomno odlučuje o svojoj strateškoj orijentacije te u tom smislu očekujem i pobjedu proeuropskih snaga na izborima za nekoliko dana.

  Monica Macovei (PPE). - Domnule președinte, am fost în legislatura trecută președintele Delegației la Comisia parlamentară a Uniunii Europene cu Republica Moldova și cunosc oamenii, cunosc instituțiile, am fost de zeci de ori la Chișinău și la Tiraspol, știu eforturile pe care le-au făcut și cetățenii din Republica Moldova și instituțiile, pe drumul către Uniunea Europeană. Și după cum știm cu toții, Republica Moldova este cea mai avansată pe acest drum și a făcut cele mai multe eforturi. Aici este vorba despre oameni, aici este vorba despre ruperea de comunism, și ruperea de comunism este foarte grea, de aceea trebuie să-i ajutăm și să fim lângă ei.

Acordul de astăzi al Parlamentului și îndemnul către statele membre de a ratifica acest Acord de asociere sunt absolut necesare, și sunt, să știți, abia primul pas mare pentru ceea ce urmează, și anume integrarea în Uniunea Europeană. Stabilitatea politică în regiune, stabilitatea Republicii Moldova, toate acestea sunt necesare, tocmai pentru Uniunea Europeană și tocmai pentru cei din Republica Moldova. Haideți să fim realiști: în ceea ce se întâmplă astăzi în Europa, având în vedere agresiunea forței Federației Ruse, care are un comportament tot mai agresiv, și șantajează inclusiv Republica Moldova, e necesar să fim lângă Republica Moldova, e necesar să fim lângă orice stat care este supus unei astfel de agresiuni, tocmai pentru a consolida democrația și pentru a ajuta oamenii din aceste țări să rămână în democrație, și după cum am spus, să se rupă definitiv de o perioadă de dictatură foarte urâtă.

Prin urmare, haideți să ratificăm în bună pace și să ratificăm cu dorința de a ajuta Republica Moldova, de a o aduce în familia europeană cât mai repede, cât mai aproape.

  Bogusław Liberadzki (S&D). - Panie Przewodniczący! Dzisiaj wypowiadamy się na temat stowarzyszenia Mołdowy. Od stowarzyszenia do członkostwa jest długa droga. Jak wspomniał pan poseł Grzyb, Polsce to zajęło 10 lat. Zatem wszelkie opinie, które głoszą, że chodzi tu w tej chwili o członkostwo, to po prostu świadomie wypowiadane dezinformacje.

Moment przed wyborami jest dla Mołdowy ważny politycznie. Ten moment jest także dla Mołdowy ważny ze względu na sankcje, które na nią nałożyła strona rosyjska. Dlatego też powinniśmy jasno powiedzieć: doceniamy to wszystko, co teraz dzieje się pozytywnego w Republice Mołdowy. Mianowicie doceniamy fakt podpisania umowy o programie ramowym „Horyzont 2020”. Doceniamy stworzenie krajowego planu działania na rzecz efektywności energetycznej. Wysoko cenimy to, że premier złożył oświadczenie, że Mołdowa zamierza złożyć wniosek o członkostwo w Unii Europejskiej. Wreszcie, doceniamy skuteczną implementację praw człowieka. Ale wszyscy mamy świadomość, że przed Mołdową jest wciąż długa droga. Ja myślę, że pan komisarz Hahn, jako doświadczony człowiek, bardzo dobrze o tym wie, a gratuluję mu, że jedną z jego pierwszych spraw jest właśnie Mołdowa.

  Tunne Kelam (PPE). - Mr President, first of all it is the people of Moldova who deserve this agreement, which will provide them with visa-free travel and a genuine chance for economic progress. It will also open for them a European perspective. Second, it is a framework to be fulfilled by political will, national unity, civil liberties and fundamental reforms.

As for the EU, by signing the Association Agreement it commits itself to firmly supporting Moldova’s freedom of choice, integrity and stability. This is crucial in the present volatile situation created by Russia’s opposition to Ukraine and Moldova joining the European rule-of-law space. The EU should be prepared to react immediately, credibly and jointly to any provocations or possible acts of aggression because, my friends, it is not only about the Eastern Neighbourhood: it is about geopolitics, whether we like it or not. It is a confrontation between respect for international law and cynical violation of it.

Ratifikuodami šią sutartį siunčiame labai aiškų signalą visoms Rytų partnerystės šalims, jog Europos Sąjunga tvirtai laikosi ir laikysis savo įsipareigojimų šių šalių atžvilgiu ir tęs Asociacijos sutarčių pasirašymą nepaisant dabartinės gana sudėtingos situacijos su Rusija. Susitarimas su Moldova – pirmasis po sutarties su Ukraina pasirašymo. Tai rodo, kad Rytų partnerystės šalys nepaisant sudėtingos situacijos ir Rusijos ekonominio ir politinio spaudimo renkasi joms šiuo metu daug sudėtingesnį, tačiau ilgoje perspektyvoje labiau ekonomiškai ir politiškai stabilesnį europietišką kelią. Ši sutartis, esu įsitikinęs, bus abipusiškai naudinga ir atvers kelią esminiams pokyčiams Moldovoje stiprinant demokratiją ir pilietinę visuomenę, užtikrinant tvaresnį ekonominį ir socialinį vystymąsi bei geresnį Moldovos žmonių gyvenimą. Dar kartą sveikinu pranešėją, taip pat Moldovos pasirinkimą eiti taikos ir europinės integracijos keliu.

  Siegfried Mureşan (PPE). - Domnule președinte, dragi colegi, Republica Moldova este o țară în care oamenii vorbesc deja una din limbile oficiale ale Uniunii Europene, limba română. Republica Moldova este o țară relativ mică, de doar 4 milioane de locuitori, deci efortul nostru pentru apropierea Republicii Moldova de Uniunea Europeană nu este foarte mare. În același timp însă, Europa este o temă majoră în Republica Moldova. Cetățenii sunt chemați ca la alegerile europarlamentare să aleagă între coaliția de guvernare proeuropeană și comuniștii care vor integrarea în Uniunea Eurasiatică a lui Vladimir Putin, iar Federația Rusă, evident, face presiuni semnificative în acest sens.

De aceea, cred că noi trebuie să comunicăm cetățenilor Republicii Moldova că apropierea lor de Europa aduce beneficii concrete. Orice semnal contează și vizita dumneavoastră acolo săptămâna trecută, domnule comisar, a fost un lucru extrem de bun. Uniunea Europeană vrea o Republică Moldova puternică și dezvoltată, în timp ce Federația Rusă vrea o Republică Moldova slabă și șantajabilă.

De aceea, trebuie să folosim toate mijloacele pe care le avem la dispoziție pentru a aduce Moldova mai aproape de Uniunea Europeană, și propun un proiect concret, și anume: pentru a spori gradul de cunoaștere a Europei în Republica Moldova, propun un program extins de schimburi de funcționari între Republica Moldova și alte țări din vecinătatea estică și instituțiile Uniunii Europene, program finanțat de Uniunea Europeană.

  Tonino Picula (S&D). - Gospodine povjereniče, Moldova je zemlja Istočnog partnerstva s kojom je Europska unija potpisala detaljni sveobuhvatni sporazum o slobodnoj trgovini, a to je i prva zemlja Istočnog partnerstva s ispunjenim uvjetima za liberalizaciju viznog režima.

U svjetlu aktualnih zbivanja na tom prostoru gdje se tri zemlje Istočnog partnerstva približavaju Rusiji, dok u Ukrajini vlada ratno stanje, a u Gruziji oštro sučeljavanje s proeuropskim snagama, Moldova postaje sve važnija za angažman Europske unije u istočnom susjedstvu. Moldova može postati priča o uspjehu Europske unije. Međutim još je mnogo posla u Kišinjevu, izgradnja neovisnog pravosuđa, uspjeh u borbi protiv korupcije, diversifikacija gospodarstva, definiranje odnosa sa susjedima itd.

Ali posla imaju i u Bruxellesu, uspješnija medijacija u rješavanju problema. Nadam se kako će izuzetno važni nadolazeći izbori omogućiti nastavak našeg partnerstva, jer će budući odnosi uvelike ovisiti o rezultatima izbora i sastavu nove Vlade. Moldova je često bila blokirana političkim krizama, ali sada bi bilo najgore moguće vrijeme da se to ponovi.

  Adam Szejnfeld (PPE). - Panie Przewodniczący! Mołdowa to kolejne po Ukrainie państwo zza wschodniej granicy Unii, z którym zacieśniamy więzi polityczne i gospodarcze. W tym roku świętujemy 25. rocznicę upadku żelaznej kurtyny, która podzieliła Europę na ponad cztery dekady. Nie możemy pozwolić na to, aby nasz kontynent ponownie został podzielony na Europę wolnych krajów oraz Europę państw podporządkowanych wschodniemu mocarstwu. Szybka ratyfikacja układu o stowarzyszeniu będzie stanowić zatem czytelny sygnał dla władz w Kiszyniowie oraz dla obywateli Mołdowy – ale również i dla Moskwy – że traktujemy poważnie nasze zobowiązania. Co najważniejsze, powinniśmy potwierdzić nadzieje obywateli Mołdowy na ich lepszą przyszłość z Unią Europejską. Dlatego apeluję o głosowanie za wyrażeniem zgody na ratyfikację układu o stowarzyszeniu między Unią Europejską a Mołdową.

  Clara Eugenia Aguilera García (S&D). - Señor Presidente, Señorías, no se va a producir evidentemente por este acuerdo de asociación —respecto del cual yo muestro mi apoyo y solidaridad al Presidente del Parlamento moldavo aquí presente—, ningún colapso en las producciones, en los mercados agroalimentarios, ni en el sector agrario de la Unión Europea. Moldavia es un país que tiene unas producciones pequeñas.

Pero sí quiero aprovechar aquí también la ocasión para transmitir un mensaje a la Comisión y al comisario que está presente y que tramita este acuerdo. Quiero transmitir que es necesaria una mayor coherencia y una mayor coordinación entre este acuerdo de asociación y la política agraria y el sistema agroalimentario europeo. Una vez más se utilizan las importaciones de productos, en este caso de frutas y hortalizas. Como ya he dicho, no se va a producir ningún colapso, pero sí es necesaria, señor Comisario, una mayor coherencia y coordinación en las políticas que lleva a cabo el Colegio de Comisarios.

  László Tőkés (PPE). – Lengyelország 75 évvel ezelőtti szovjet inváziójára emlékezve, történelmi tisztánlátással állapíthatjuk meg a totalitárius szovjet birodalom felelősségét a II. világháború kirobbantásában, az igájába hajtott népek és országok kegyetlen elnyomatásában és Európa végletes megosztásában. A berlini fal 25 évvel ezelőtti lerombolása az ukrajnai válság tanulságaival együtt mementóként figyelmeztet és indít bennünket arra, hogy miképpen Ukrajna, azonképpen a Moldovai Köztársaság esetében is az európai egység és szolidaritás, a demokrácia, a jogállamiság, a nemzeti szuverenitás, az emberi és a kisebbségi kollektív jogok európai értékközösségében és egységében keressük jövendőnk útját. A moldovai románok, oroszok és gagauzok, valamint az ukrajnai, kárpátaljai magyarok és a krími tatárok számára egyaránt az egyesült Európa jelentheti a megoldást. Szavazzuk meg a társulási megállapodást!

  Franz Obermayr (NI). - Herr Präsident! Während manche Abgeordnete diese sogenannte Assoziierung sehr schönreden, vermisse ich natürlich die Ehrlichkeit bei der ganzen Diskussion. Die könnte man in vielerlei Punkten unterstreichen, zum Beispiel in Bezug auf die wirtschaftliche Situation der Republik Moldau. Wir reden nicht darüber, dass Moldau ein Bruttoinlandsprodukt hat und damit auf Platz 143 des weltweiten Rankings zwischen Benin und Haiti liegt. Wir reden heute nicht darüber, dass es ein Pro-Kopf-Einkommen hat und damit auf Platz 131 liegt zwischen Tonga und Laos. Wir reden nicht davon, dass ca. 20 % der Arbeitnehmer Moldaus heute Gastarbeiter in Russland sind und es zu einer Entfremdung mit Russland kommen wird und wieder 300 000 bis 500 000 Moldauer persönliche Schicksale haben werden, um die wir uns auch zu kümmern haben und die wahrscheinlich auf den europäischen Arbeitsmarkt drängen werden. Wir reden nicht darüber, dass es ohnedies bereits ca. 500 000 Moldauer gibt, die illegal durch die Hintertür europäische Pässe oder Pässe von Rumänien erhalten haben und sich auch schon am Arbeitsmarkt in Europa befinden.

Ganz egal, meine Damen und Herren, welche Motive Sie haben, ob es um eine NATO-Erweiterung durch die Hintertür geht, ob es um eine weitere Einkreisung von Russland geht, seien Sie so ehrlich und geben Sie es zu! Und ich verbitte mir, dass uns hier ein Kollege aus Polen vorwirft, dass wir hier mit einer Stimme der Schande sprechen, weil wir hier anderer Meinung sind. Da vermisse ich von Ihnen, Herr Präsident, dass Sie eingegriffen hätten, einen Ordnungsruf ausgesprochen hätten und mich auch hätten zu Wort kommen lassen. Danke, dass ich das jetzt wenigstens nachholen darf.

Ganz egal, was hinten dabei herauskommt, es wird in jeder Hinsicht für Europa teuer werden, politisch wie auch monetär!

  Milan Zver (PPE). - Ko je padel berlinski zid, si nismo mogli predstavljati, da bodo spremembe v demokracijo, tržno gospodarstvo, pravno državo in prijateljske medsosedske odnose tako težko dosegljive.

Na vzhodu Evrope zadnja leta to otežuje tudi agresivna kremeljska politika. Zato so ljudje v Moldaviji, ki se trudijo za evropsko pot, še danes pod hudim pritiskom.

Republika Moldavija je že zdavnaj napovedala svojo evropsko perspektivo. Postopoma se reformira, znano je, da je bila Moldavija prva izmed držav vzhodnega partnerstva, ki je izpolnila vse pogoje za ukinitev viznega režima z EU. Njeni državljani ne potrebujejo več vize za vstop v Schengen, kar je še posebej pomembno za mlade.

Zato je za Moldavijo prava pot v smeri Evropske unije. Izjemno sem vesel, da bomo danes potrdili pridružitveni sporazum, vključno s sporazumom o prosti trgovini. A vse to bo treba čim prej spraviti v prakso.

Prvi korak k temu je zmaga proevropskih sil na novembrskih volitvah. In vemo, katere moldavijske politične sile so proevropske.

  Victor Negrescu (S&D). - Domnule președinte, Acordul de asociere este un eveniment istoric pentru Republica Moldova, dar și pentru viitorul Uniunii Europene. Republica Moldova și-a asumat în ultimii ani drumul integrării europene, chiar dacă acest traseu nu a fost mereu ușor. Nu trebuie să uităm noi, europarlamentarii, dar și Comisia Europeană, că pentru țările din Est, dar mai ales pentru Republica Moldova, integrarea europeană a presupus eforturi deosebite, care întăresc simbolistica modelului european. Mai mult ca oricând, Europa trebuie să dovedească în Republica Moldova avantajele oferite de Uniunea Europeană. Trebuie să sprijinim dezvoltarea Republicii Moldova cu fonduri europene, trebuie să sprijinim modernizarea prin schimburi de experiență. Trebuie să accelerăm integrarea prin dialog.

În final, trebuie să spun ca europarlamentar cu un birou de reprezentare la Chișinău, că sunt mândru de progresele înregistrate în Republica Moldova. Toate forțele politice proeuropene, atât de dreapta cât și de stânga, au arătat că acest proiect de uniune națională al integrării europene transcende interesele politice. Interesul Uniunii Europene este ca Republica Moldova să continue acest proces. Republica Moldova poate să devină puternică și prosperă doar alături de Uniunea Europeană. Sunt convins că viitoarele alegeri parlamentare vor confirma susținerea cetățenilor din Republica Moldova pentru integrarea europeană.

  Νότης Μαριάς (ECR). - Κύριε Πρόεδρε, η ευρωπαϊκή πορεία της Μολδαβίας προϋποθέτει εμπέδωση της δημοκρατίας, σεβασμό των ανθρωπίνων δικαιωμάτων, λειτουργία του κράτους δικαίου και σεβασμό των δικαιωμάτων των μειονοτήτων. Στη Μολδαβία υπάρχουν πολλές μειονότητες, μεταξύ των οποίων και ελληνική, για την οποία η Μολδαβία πρέπει να εγγυηθεί όλα τα δικαιώματα που απορρέουν από τα διεθνή και ευρωπαϊκά σύμφωνα σχετικά με την προστασία ανθρωπίνων δικαιωμάτων. Οι επερχόμενες εκλογές στη Μολδαβία πρέπει να διεξαχθούν με όλες τις δημοκρατικές προϋποθέσεις και εγγυήσεις.

Στα ενεργειακά, ο ρόλος της Ρουμανίας αποδεικνύεται σημαντικός. Στο σημείο αυτό θα ήθελα να επισημάνω το εξής: χθες το Ευρωπαϊκό Κοινοβούλιο καταδίκασε τις παράνομες σεισμολογικές έρευνες της Τουρκίας στην κυπριακή ΑΟΖ. Υπάρχουν πληροφορίες ότι η Ρουμανία ετοιμάζεται να πουλήσει στην Τουρκία μία πλατφόρμα εξόρυξης πετρελαίου και φυσικού αερίου ώστε να την εγκαταστήσει η Τουρκία στην Κυπριακή ΑΟΖ. Καλώ τη ρουμανική πλευρά να μην συμπράξει σε μια τέτοια παράνομη ενέργεια, να τηρήσει στάση αλληλεγγύης προς την Κύπρο και να σεβαστεί το Διεθνές Δίκαιο.

  Lidia Senra Rodríguez (GUE/NGL). - Señor Presidente, yo creo que aquí lo primero que tenemos que valorar es que estamos manteniendo un debate para las élites. Aquí se habla mucho del pueblo moldavo, pero yo no he visto ningún informe de impacto de lo que va a suponer este acuerdo para los pueblos: para el pueblo moldavo y para los distintos pueblos de la Unión Europea. Y esto me parece muy irresponsable.

Porque, además, quiero decir al pueblo moldavo y también a los pueblos europeos que este modelo neoliberal que conocemos en Europa ha significado la destrucción del campesinado a niveles inimaginables, con la ocupación de nuestros mercados locales por parte de los agronegocios europeos; la destrucción de las pequeñas y medianas empresas; la deslocalización de la producción y de las propias empresas. Y ahora los pueblos del sur vivimos el hambre, que estaba erradicada; vivimos la pobreza y la exclusión social; vivimos la destrucción, la expulsión de miles de familias de sus viviendas; y ahora se va también a por nuestros sistemas públicos de salud, de enseñanza.

Esa es la realidad que conocemos...

  Klaus Buchner (Verts/ALE). - Herr Präsident! Das Assoziierungsabkommen ist angesichts der russischen Politik – ich sollte sagen: der russischen Aggression – dringend nötig. Ich denke nur an die gestrigen Vorgänge. Aber es enthält eine Passage, die für mich inakzeptabel ist. Das ist die Klausel, dass die Gesetzgebung in Moldau so geändert werden soll, dass Investitionen erleichtert werden, dass Hindernisse weggeräumt werden. Insbesondere werden dort ausdrücklich der Investitionsschutz und die Schiedsgerichte erwähnt. Das bedeutet, falls es so weit kommt, dass die Umwelt- und Sozialgesetze nicht mehr auf den internationalen und auf den europäischen Standard angehoben werden können. Wir haben heute zur Genüge gehört, wie niedrig er zurzeit ist. Das bedeutet, dass Moldau gerade deswegen für langfristige Investitionen attraktiv ist. Deswegen wird es den Druck auf die Regierung geben, diese Klausel tatsächlich zu verwirklichen. Das bedeutet, dass Moldau für dieses Abkommen, das dringend nötig ist, einen sehr hohen Preis zahlen muss.

  Johannes Hahn, Member of the Commission. - Mr President, I would like to thank the Members of this Parliament for their interest and overwhelming support, and for their determination. Our discussion has confirmed that we agree on the need to continue strongly supporting the Republic of Moldova moving closer to the European Union. At the same time, we need to send clear messages on the need to enhance reform efforts after the elections. We will now focus on the thorough implementation of the agreement, which contains a very ambitious reform agenda.

The full benefits of the agreement will only be available to the Moldovan people if we pursue these paths. It is moreover clear that the European Union will stand by Moldova in the present difficult regional situation. Successfully implemented reforms will make Moldova less vulnerable to external pressure. I also want to reiterate the Union’s support for a solution to the Transnistrian conflict within the framework of the 5+2 talks, respecting Moldova’s sovereignty and territorial integrity within its internationally-recognised borders, and the special status of Transnistria.

In response to several speakers: the EU through its projects supports all minorities and regions mentioned today. I was asked by Mr Marinho e Pinto about how we control and audit the projects. I think it is important to recall that it is about bilateral funding, which is transferred to Moldova through budget support. Payments are made by the Commission only against delivery of concrete results agreed bilaterally between the Government of Moldova and the European Union.

As it plays an important role in the Moldovan economy and today’s debate, some clarifications concerning wine. It is indeed highly regrettable, I have to say, that Russia has stopped importing a whole range of agricultural products, not only wine, for purely political reasons, because if it comes to the quality of the wine it is an outstanding one. But your information that the Union is not allowing imports of wine is wrong. In fact it does so, both under the current autonomous trade preference, and now also under the new DCFTA. In fact the DCFTA tariff-free quota has been doubled for exports.

Finally, Moldova is a key country of the European Union’s Eastern Partnership. Moldova has shown significant political will in the past to achieve remarkable results in our cooperation. A positive track record of implementing the Association Agreement with our support will also be the best way for Moldova to prepare for any future endeavours it might envisage in its cooperation with the European Union.

  Petras Auštrevičius, rapporteur. - Mr President, today’s debate is just more proof that we are about to take the right decision. The European Parliament’s vote is about the free choice of Moldova towards its future. It is a confirmation of a commitment for further political and economic reforms. It is a sign of European solidarity with the people of Moldova. By our vote, we will embark with Moldova on the European path of cooperation, bilateral debate and mutual support.

The association-based partnership between the European Union and Moldova is not against any third party. We should not be a hostage to the past. Along with many Central and Eastern European countries, Moldova was a victim of the Molotov-Ribbentrop Pact. Today we are witnessing the political funeral of the Molotov-Ribbentrop Pact. If you like, we are destroying one of the last sections of the Berlin Wall and authoritarian history. That is why we are opening new political horizons for Moldova.

Today we are witnessing once again how the well-designed Eastern Partnership policy delivers excellent results for the European continent. It means stability and security for Moldova, new possibilities and a better future for the Moldovan people. That is what our ratification of the Association Agreement between the European Union and Moldova is about. I would like to thank all colleagues for their cooperation and an excellent debate. I hope for an excellent vote.

It concerns an incident regarding a painting that is part of an exhibition put on display by the Italian Presidency. The painting is this one that I am holding up. I have been told that our colleagues Gollnisch and Borghezio have damaged the painting because they consider it blasphemous and offensive. I have been told that this House has removed the painting and it will be removed until the end of the Italian Presidency.

I would ask this House not to give in to such unacceptable pressure on the freedom of expression, and to put the painting back up. If not, then just put up a print.

  Daniel Buda (PPE), în scris. – Semnarea Acordului de asociere cu UE confirmă faptul că drumul Republicii Moldova este în direcția europeană și reafirmă astfel apartenența sa la valorile Uniunii Europene. La alegerile parlamentare din noiembrie, cetățenii moldoveni vor demonstra că opțiunile lor sunt pro-europene și, astfel, vor putea oferi o veritabilă lecție de democrație. Subliniez că, pe cealaltă parte, este efortul comun al tuturor statelor membre și nicidecum meritele guvernului Ponta, cum afirma un europarlamentar român, membru al grupului socialist. Moldova își va continua traseul european, iar semnalele în această direcție se fac deja simțite. Europa are mecanismele necesare ce pot garanta creșterea economică, modernizarea sectoarelor deficitare, sau valorificarea potențialului specific de dezvoltare pe care aceasta îl deține. Concret, introducerea unor preferințe comerciale autonome pentru Moldova va înlesni și încuraja schimburile de produse agricole cu UE. Prin eliminarea taxelor vamale vor apărea noi oportunități de dezvoltare pentru agricultorii moldoveni, produsele lor vor fi mai accesibile pe piețele europene vecine. În vederea eliminării blocajelor și supraaglomerării unor piețe, Comisia ar trebui să urmărească trasabilitatea produselor importate și să asigure o distribuție cât mai uniformă pe piețele UE, astfel încât să putem asigura că prețurile produselor moldovenești sunt menținute la un nivel competitiv.

Având în vedere restricțiile comerciale aplicate de Federația Rusă anumitor produse din Republica Moldova, care au dus la un dezechilibru puternic în economia Republicii Moldova, acordul astăzi încheiat va contribui la creșterea economică, creând locuri de muncă, prosperitate și stabilitate peste Prut. Acest acord încurajează cetățenii și autoritățile Republicii Moldova să continue drumul esențial spre consolidarea democrației, statului de drept, spre o economie de piață liberă, concurențială și oferă o perspectivă mai clară pentru destinul european al Republicii Moldova.

  Ignazio Corrao (EFDD), per iscritto. – La Moldova ha firmato accordi di associazione e libero scambio con l'UE al vertice di novembre 2013 a Vilnius ed esperti occidentali temono che la prossima Crimea sia la regione separatista della Transnistria, un altro bidone colmo di benzina pronto a esplodere. Osservatori dell'Unione europea, esprimendosi in merito alla preoccupante situazione dell'illegalità e del mancato controllo delle frontiere di questa regione alle porte dell'Unione, sono portati a ritenere che parte non irrilevante del flusso economico nazionale sia direttamente collegato ai traffici illeciti che derivano dal radicamento del crimine organizzato di mafie attive in tutta la Russia e dalla particolare posizione di passaggio di questo territorio per il flusso degli stupefacenti, delle armi e del contrabbando. Questa situazione ha portato la stampa a definire il paese il "buco nero d'Europa". La Transnistria è utile quanto e forse più della Svizzera: in questa sottile striscia di terra vengono a rifornirsi, come in un gigantesco "discount", dittatori, stragisti, servizi segreti, mafie, gruppi terroristici di tutto il mondo. Non c'è da meravigliarsi se, quando si parla di politica internazionale, tutti facciano finta che la Transnistria non esista.

  Dlabajová, Martina (ALDE), in writing. – I embrace whole-heartedly the ratification of the EU-Moldova Association Agreement, including the DCFTA, by the European Parliament. I would like to congratulate Moldovan citizens and its government for making the choice to pursue further integration with the European Union - like the Czech Republic 21 years ago. I look forward to working on the practical implementation of the agreement - in particular in the field of economic cooperation and people-to-people contacts. I believe that the EU-Moldova DCFTA could provide positive solutions for the European and Moldovan businesses to mitigate the effects of the Russian embargo on the European and Moldovan products. I further emphasize the need to cooperate with young people from Transnistria to ensure that they can participate in the same educational and professional exchanges with the EU as their Moldovan counterparts.

  Damian Drăghici (S&D), în scris. – Ratificarea acordului cu UE este vitală pentru Republica Moldova. Cetățenii acestei țări trebuie susținuți în apropierea lor de Uniunea Europeană. Moldova a dovedit că este pro-europeană prin reformele adoptate, în ciuda presiunilor uriașe din partea Rusiei. Acordul reprezintă un factor de stabilitate în zonă. Consider că UE trebuie să continue sprijinirea Republicii Moldova în realizarea reformelor sale.

  Norbert Erdős (PPE), írásban. – Az Európai Unió és Moldova közötti, 2010 és 2013 között megtárgyalt társulási megállapodás új lehetőségeket teremt a kereskedelem és a gazdasági növekedés számára, és közvetlenül kedvező lesz a moldovai vállalkozások és polgárok számára. Az Európai Uniónak pedig a Moldovával folytatott zökkenőmentesebb kereskedelmi forgalom és a jobb beruházási feltételek jelentenek majd előnyt. Szomorú látnom, hogy Oroszország továbbra is a kereskedelmet használja fel a térség, többek között Moldova gyengítésére. A moldovai termékekre különböző behozatali tilalmakat rendel el, megsértve ezzel Oroszországnak a Világkereskedelmi Szervezetben vállalt kötelezettségeit. A társulási megállapodás aláírásával az EU a szolidaritását is kifejezi a moldovai polgárok irányában. Az orosz behozatali tilalmak azonban az EU polgárait, különösen a gazdákat is sújtják. A magyar mezőgazdasági export például éves szinten 80 millió euró veszteséget szenved el a tilalom miatt. Ez napi 70 millió forint kisesést jelent. A Bizottság által a kártalanításra eddig felszabadított 344 millió euró egyrészt nem elég az EU-s termelők megsegítésére. Másrészt felháborító, hogy a Bizottság a mezőgazdasági krízisalapból kívánja elvenni ezt a pénzt. Ez ugyanis a jövő évi közvetlen támogatások csökkenését eredményezné. Ezért követelem, hogy a Bizottság a költségvetési tartalékokból és a címzett bevételekből, továbbá az agrárbüdzsén kívüli forrásokból haladéktalanul teremtse elő a szükséges pénzösszeget az európai uniós gazdák kártalanítására.

  Tanja Fajon (S&D), pisno. Moldavija z današnjo potrditvijo sporazuma zaznamujeta nov mejnik v medsebojnih odnosih. Sporazum, vključno prostotrgovinski del in odprava vizumov predstavljajo tri stebre odnosov EU z državami vzhodnega partnerstva, Moldavija pa je prva, ki ji je uspešno vzpostavila vse tri. Današnji dogovor tako prinaša Moldaviji številne priložnosti, popolna uveljavitev bo uspešna le, če bo država izpeljala prilagoditve in reforme tako, da bodo učinke občutili tudi državljani. Ti si lahko obetajo več potrošniških pravic, varnejšo hrano, boljše zdravstvene storitve, z več energetske raznolikosti in varčnosti pa tudi nižje stroške za ogrevanje. Pomembne pozitivne spremembe sporazum prinaša na področju pravosodja, vladavine prava in preglednejšega nadzora nad javno upravo in institucijami. Dogovor z Evropsko unijo bo Moldaviji pomagal pri vključevanju v notranji trg, okrepitev trgovine in poslovne priložnosti predvsem za mala in srednja podjetja pa bodo prispevale k dolgoročnem gospodarskem okrevanju in rasti. Evropski parlament je Moldavcem torej poslal pomembno sporočilo - vrata Evrope so vam odprta. Nacionalne volitve, ki bodo konec meseca, pa bodo že pokazale, ali bo država v prihodnje gravitirala proti Evropi ali proti Rusiji. Verjamem, da Moldavci lahko uspejo in ustvarijo še bolj socialno, odprto, pravično in moderno družbo in pri tem ji lahko pomagamo. Prihodnost Moldavije je znotraj evropske družine.

  Gabrielius Landsbergis (PPE), raštu. Šis susitarimas leis Moldovai įgyvendinti gilias reformas ir paskatins visokeriopą vystymąsi. Moldovos pažanga įgyvendinant europines reformas yra neabejotina, pavyzdžiui, Moldova yra pirmoji Rytų partnerė pasiekusi bevizį režimą su ES. Dabartiniame geopolitiniame kontekste, ypač dėl padėties Ukrainoje, yra būtinas aiškus Europos Sąjungos signalas, kad Moldovos proeuropietiškas kelias yra remiamas ir palaikomas visos ES. Abipusis rinkų atvėrimas prekių ir paslaugų judėjimui padidins Moldovos eksportą į ES 16 proc., o importą iš ES 8 proc., paskatins ekonomikos metinį augimą – BVP augti turėtų apie 5,4 proc. Vien Moldovos žemės ūkio sektorius galės sutaupyti 46 mln. eurų muitų mokesčių. Atsivers naujos galimybės žmonėms, pilietinei visuomenei, verslui, ir apskritai ekonomikos modernizavimui. Abiems pusėms vykdant prisiimtus įsipareigojimus, sulauksime ne tik ekonominės naudos, bet galėsime drauge siekti bendrų tikslų energetikos, regioninio stabilumo bei gerovės stiprinimo srityse. Linkiu Moldovai toliau įgyvendinti būtinas reformas, ir tuo pačiu raginčiau daugiau dėmesio skirti visuomenės informuotumui, o ES institucijas bei ES šalis nares – padaryti viską, kad Moldovai būtų suteikta visa reikalinga techninė ir finansinė pagalba. Tuo pačiu ES turi būti pasirengusi tinkamai atsakyti į tikėtiną Rusijos ekonominį bei politinį spaudimą Moldovai dėl jos laisvo ir savarankiško pasirinkimo tapti neatsiejama Europos kultūrinės, ekonominės bei politinės sąrangos dalimi.

  Theodor Dumitru Stolojan (PPE), în scris. – Ratificarea Acordului de asociere între Uniunea Europeană și Republica Moldova reprezintă un pas înainte pe drumul european al Republicii Moldova și un sprijin concret acordat dezvoltării acestei țări. Afirm și acum că Uniunea Europeană trebuie să ofere Republicii Moldova o foaie de parcurs clară pentru ca, în perioada următoare, să devină o țară candidată la aderarea la Uniunea Europeană. Pe 30 noiembrie 2014, în Republica Moldova, au loc alegeri pentru parlament. Este important ca forțele politice pro-Europa să câștige. Altfel, partidele comuniste și socialiste vor orienta țara pe un alt parcurs decât cel european. Consider că Președintele Consiliului European și Președintele Comisiei Europene trebuie să viziteze în următoarea săptămână Republica Moldova și să prezinte populației avantajele menținerii parcursului european al țării.

  Claudia Tapardel (S&D), în scris. – Ratificarea Acordului de asociere dintre Uniunea Europeană și Republica Moldova marchează un moment de relevanță istorică pentru întreaga Uniune Europeană și în special pentru România și Republica Moldova. Moldova face un nou pas către destinul său european, alături de România. Parlamentul European contribuie la extinderea valorilor și principiilor UE în Republica Moldova și sunt mândră de faptul că noi, europarlamentarii români din cadrul S&D, suntem în mijlocul acestor evenimente, suntem activi și suntem disponibili să punem la dispoziția Moldovei întreaga noastră experiență în tot ceea ce înseamnă integrarea europeană. Sunt convinsă că momentul în care Republica Moldova va face parte din Uniunea Europeană, ca membru cu drepturi depline, nu este departe de noi. Ceea ce s-a întâmplat astăzi în Parlamentul European îmi dă încrederea că prosperitatea și democrația vor fi garantate la nivel regional numai dacă suntem uniți și dacă realizăm că promovarea valorilor fundamentale pe care se bazează Uniunea Europeană trebuie să fie exportate la nivel extra-comunitar. Apreciez ratificarea Acordului de asociere UE - Republica Moldova ca un moment istoric și le mulțumesc tuturor colegilor din Parlamentul European pentru susținerea acestui proiect în jurul căruia se va stabili pacea și prosperitatea în regiunea Europei de Est.
