  Der Präsident. - Als nächster Punkt der Tagesordnung folgt die Aussprache über die Erklärung der Kommission zur Verlängerung des Mandats des Forums zur Internet Governance (2015/2526(RSP)).

  Andrus Ansip, Vice-President of the Commission. - Mr President, honourable Members, the Commission welcomes the initiative of the European Parliament to adopt a resolution on the renewal of the Internet Governance Forum. This also highlights many important aspects for the current global discussions on internet governance. This topic remains a priority for the European Commission. I look forward to working with you to further promote and improve the multi-stakeholder model for internet governance, which is such an important resource for Europe’s economy and society.

Last year the Commission adopted its communication on internet governance and policy. The Council conclusions adopted in November will certainly help us to position ourselves in the global debate. The European Parliament and Commission have been working side by side on these issues, in particular in the context of the IGF. We wish to promote a unified internet based on the respect of human rights and fundamental freedoms. The Commission looks forward to continuing in these efforts with you. This parliamentary resolution is another step in this direction.

It also comes at the right moment because 2015 will be a critical year for internet governance and there are important developments ahead. The text of the resolution rightly acknowledges this and reflects the importance and impact of the current discussions for the EU. Our main common objective is to make sure that the internet remains a truly global resource, free from being captured by a few or by specific economic or political interests. The internet is for everyone. We need a system built on cooperation, trust and the clear rules that can safeguard them. This is why a greater global balance should increase the legitimacy of the existing governance arrangements.

As you know, the Commission welcomed last year’s decision of the United States Government to transfer key internet domain name functions to the multi-stakeholder community, known as the IANA (Internet Assigned Numbers Authority) transition. An important ICANN (Internet Corporation for Assigned Names and Numbers) meeting is now taking place in Singapore. I hope that there will be substantial progress made, including on the most sensitive issues such as those related to ICANN’s accountability. After all, ICANN cannot be itself the final judge in its own disputes with other parties. ICANN accountability and the IANA transition are closely interlinked. They are two sides of the same coin. The main challenge ahead is to ensure that the rights checks and balances are in place.

At the same time we should stay focused on what is happening in the context of the review of the outcomes of the World Summit on the Information Society. As you know, the renewal of the IGF is at stake and it will be addressed in this context. I see some worrying signs coming from this process with constant pushes towards stronger multilateral approaches. On substance we must ensure that the World Summit on the Information Society will not lead to the introduction of stronger governmental control over the internet. We also support a stronger IGF, stronger financially, stronger in substance. This is essential to guarantee the stability that it needs to keep up with increased expectations from the international community.

We also need other platforms to complement the current discussions on internet governance but without duplicating the existing efforts. Since the Commission supports the implementation of the NETmundial outcomes I am honoured to belong to the Coordination Council of the NETmundial initiative. I look forward to working with you to further promote and improve the multi-stakeholder model for internet governance.

  Pilar del Castillo Vera, en nombre del Grupo PPE. – Señor Presidente, doy la bienvenida a nuestro Vicepresidente, el señor Ansip.

Estamos discutiendo hoy una Resolución que tendrá el apoyo seguro —mañana— de la inmensa mayoría de la Cámara y que tiene un objetivo muy claro. Son muchas las cuestiones que se tratan, pero el objetivo fundamental es lanzar un mensaje para que el Foro para la Gobernanza de Internet pueda seguir desarrollando su actividad.

La Asamblea General de las Naciones Unidas va a decidir sobre ello a lo largo de este año 2015: ¿se renovará o no se renovará el mandato? Esa es la cuestión.

En opinión del Parlamento Europeo, y sobre la base de la experiencia que hemos tenido trabajando codo a codo con la Comisión, es fundamental que se renueve, porque expresa precisamente ese carácter «multiparte» que debe tener la gobernanza de internet. Existe la amenaza de que el gobierno de internet, la gobernanza de internet, se base en relaciones intergubernamentales, en vez de basarse en el desarrollo del stakeholder approach o el enfoque multiparte.

Por tanto, es fundamental que demos, desde aquí, una señal inequívoca con un apoyo rotundo; que la Comisión y que el Consejo —y que cada uno de los Estados miembros, también individualmente— sean capaces de apoyar esta llamada a las Naciones Unidas para que apoye la renovación del mandato del Foro para la Gobernanza de Internet.

  Petra Kammerevert, im Namen der S&D-Fraktion. – Herr Präsident! Interessenvertreter aus 144 Staaten waren beim letzten Internet-Governance-Forum in Istanbul. Erklärtes Ziel dieses offenen Forums ist es, diejenigen, die Entscheidungsgewalt über die Ausgestaltung und Nutzungsweise des Internets haben, durch dort geführte Diskussionen zu inspirieren. Das Forum fußt auf einem Mandat der UN: Es soll der Umsetzung von Artikel 19 der Menschenrechtskonvention dienen, dem Recht auf freie Meinungsäußerung. Das Forum lebt allein von der Macht, weltweit beachtet und geachtet zu werden.

Internet Governance meint aber mehr als nur einfach Regulierung, sondern verfolgt einen viel ganzheitlicheren Ansatz. Als aktuelle Kernprobleme wurden identifiziert: die Rechte, die Freiheit und der Zugang zu Informationen und Nutzerrechte im Internet. Auch beim diesjährigen Weltwirtschaftsforum in Davos ging es um grundsätzliche Fragen des Netzes. Bemerkenswert ist, dass dort Unternehmensvertreter unter anderem zu dem Schluss kamen, dass einige Anwendungen im Internet zu einer unerwünschten Machtkonzentration führen können und ein existenzielles Interesse daran bestehe, sieben Milliarden Menschen weltweit gleichermaßen miteinander zu vernetzen. Beides erreicht man nachweislich am besten durch eine gute Absicherung von Netzneutralität.

In den USA hat man ganz offensichtlich die Zeichen der Zeit erkannt. Das Bemühen Tom Wheelers, des Chefs der FCC, um strikte Netzneutralität sollte uns auch in Europa aufhorchen lassen. Er will deshalb so strikt jede bezahlte Bevorzugung, Blockierung oder Verlangsamung jeglicher Inhalte verbieten, weil der laxe Umgang damit den Wettbewerb in Amerika zum Erliegen gebracht hat. Lassen Sie uns nicht auf die Rhetorik hiesiger Netzbetreiber hereinfallen, die jetzt sagen: „Das brauchen wir nicht, bei uns funktioniert der Wettbewerb ja noch.“ Ja, er funktioniert noch, weil bei uns das freie Spiel der freien Kräfte eben hier nicht gilt, weil wir erkannt haben, dass die Debatte um Spezialdienste mehr ist als eine wirtschaftliche, und es um die Priorisierung von Überholspuren und die Einschränkung von kommunikativer Freiheit geht. Deshalb muss man die Plattform des Internet-Governance-Forums nutzen.

  Vicky Ford, on behalf of the ECR Group. – Mr President, our internet must be open, yet safe; accessible, yet affordable; exciting, diverse and dynamic. We in Europe start from a great position: the World Economic Forum has listed the most technology-ready countries and the top three are all in Europe. But to unleash the potential we must earn trust. Consumers need to know that their rights are protected and their data is secure and treated responsibly. Creators need to know that their work, their IP, has value. Investors need to know that we politicians are not going to keep changing the rules that affect their investments. And businesses need to know that they have a level playing field where small companies are not unfairly blocked by the big ones and where new innovators are not blocked by the old.

An open internet is essential but in safeguarding net neutrality we must take care not to inadvertently place barriers on future innovations. In safeguarding privacy we must not undermine the security of our societies or the safety of our children. In safeguarding data we need to make sure we do not place unworkable burdens on small businesses or lose the chance for society to benefit from the understanding from big data. And yes, we must care for fundamental rights, but we are also at a time when our fundamental safety is under great pressure. Yes, we need to take advice from security experts, safeguard our rights, but provide the means to guard our citizens’ safety.

To deliver this vision we need a global approach, not a fortress Europe: working with a multitude of stakeholders, listening to consumers and to business, the public as well as public authorities. I hope the IGF will help this process and it will all be better because of our working together.

  Kaja Kallas, on behalf of the ALDE Group. – Mr President, there is a debate which asks the question of whether the internet is becoming a human right, whether the internet is becoming a utility like water? If so, what are the rules and rights online?

What it is key to remember in that debate is that the internet is not national, or even European; it is global, and any rule on surveillance, on competition, needs to be thought about in a global context to prevent any fragmentation of the internet. This is why we, as Europeans, need to support and be actively involved in the Internet Governance Forum, as a debate at international level about the internet – its challenges as well as its opportunities – is essential.

On behalf of the Liberals, I have stressed in this resolution that the human rights and fundamental freedoms that we have offline should be protected online as well. This is often forgotten. State-controlled internet, but also mass surveillance and online censorship are on the rise around the world, including in Europe, and this clearly goes against our fundamental freedoms. My country, Estonia, ranked second on internet freedom. However, it was almost an exception as 84% of countries had, in 2014, weak laws or no laws at all to protect citizens from mass surveillance. It is getting worse, as it was 64% in 2013.

I would add one point to that. The rights of individuals to secure communication, including through encryption, are part of the same debate and this needs to be discussed as well in the Internet Governance Forum.

I strongly believe that the day the privacy of individuals on the internet ends will also be the day that the internet ceases to exist as an open platform of innovation and exchange of ideas. I therefore hope that the Commission will be active in promoting these values at international level.

  Michel Reimon, im Namen der Verts/ALE-Fraktion. – Herr Präsident! Das Internet lebt von einem interessanten Widerspruch. Es gibt kaum etwas, das stärker reguliert ist. Das ist ein Computersystem. Computerprogramme, die haben keine Natur, die bestehen nur aus künstlichen Regeln und Vorgaben, die von Menschen getroffen wurden. Gleichzeitig ist das Internet eine unregulierte Erfolgsgeschichte. Es wurde offen und frei konstruiert, offene Standards, jeder/jede kann/konnte darin machen, was er oder sie wollte. Nur so konnte das Internet zu dieser Erfolgsgeschichte werden, die es jetzt ist.

Diese Freiheit der künstlichen Unreguliertheit ist bedroht, weil sich Interessen geändert haben, weil sich Regierungen und Konzerne sehr oft darin einig sind, dass eine stärkere Regulierung, eine andere Regulierung des Netzes ihnen größere Vorteile verschaffen würde. Es steht dem Europäischen Parlament gut an, sich für das Internet-Governance-Forum einzusetzen und für ein freies Netz einzutreten, das weiterhin eine offene Regulierung international vertritt und sich dafür einsetzt, auf internationaler Ebene, und das verstärkt macht.

Ich möchte zwei Punkte in dieser Entschließung herausgreifen, bei denen ich mich freue, dass wir jetzt in dieser Sitzung eine breite Mehrheit dafür haben werden. Das ist die Netzneutralität und das Thema der Überwachung. Ein freies Internet braucht Netzneutralität, da sind wir uns einig. Ich hoffe, wenn es dann in den nächsten Jahren zu anderen Abstimmungen kommt, dass wir auch halbwegs vergleichbare Definitionen von Netzneutralität finden. Denn dafür sind alle, aber ob alle dasselbe darunter verstehen, wage ich zu bezweifeln. Aus meiner Sicht ist Netzneutralität etwas, das man nicht abstufen kann, nicht einteilen kann, nicht differenziert betrachten sollte, sondern jeder Datenverkehr sollte gleich behandelt werden. Ich hoffe, darauf können wir uns einigen.

Bei Überwachung ist es ähnlich: Alle sind dafür, die Privatsphäre, die Bürgerrechte zu schützen; die Definition ist dann oft eine andere. Ich hoffe doch, dass wir uns gerade als Parlament da in Zukunft sehr stark positionieren und die Rechte und die Freiheit der Bevölkerung und vor allem Unschuldiger und Unverdächtiger im Fall von Massenüberwachung stärker verteidigen als die Interessen von Geheimdiensten.

Zu guter Letzt noch eine Aufforderung: Wenn wir als Parlament Internetregulierung, das Governance Forum ernst nehmen, sollten wir uns für eine möglichst breite Delegation des Parlaments dorthin einsetzen. Eine Ausweitung wäre wünschenswert.

  John Stuart Agnew, on behalf of the EFDD Group. – Mr President, if there is a phrase which should put all of us on our guard, it is that of internet governance. Every politician who believes in freedom of thought, expression or religion, or in free enterprise, should feel a chill at the words ‘internet governance’.

The themes of the meetings of the IGF over recent years have been full of feel-good buzz words, but that is all they are. The existence and growth of the internet and its facilitation of the exchange of ideas horrifies established elites who are no longer able to control and manipulate information to their advantage. For them the internet is the greatest threat to the established order since the publication in the late Middle Ages of the Bible in the vernacular.

Eternal vigilance is needed to ensure that governance is not merely a cover for state control. Plainly there should be the means of preventing the dissemination of, for example, child pornography, or material that facilitates terrorism. But every attempt to control freedoms and free enterprise should be fiercely resisted. Secondly, we must remember that the internet is largely the creation of free enterprise. When we hear anyone talking about how governments must act to promote or provide growth for the internet, we must never forget that governments are pretty much incapable of managing their own IT projects, and the notion of the governments being the driver of growth on the internet is illusory.

The principal duty of the IGF should be to guard the freedom of the internet and to create the conditions in which free enterprise can flourish, not to introduce pettifogging regulations which clog its arteries. By all means have agreements on internet addresses and international standards for internet hardware, but leave ordinary human beings alone to promote the internet as a motor for freedom and growth.

  Jean-François Jalkh (NI). - Monsieur le Président, l'internet est aujourd'hui un formidable outil de promotion économique, culturelle, politique et idéologique. Cette gigantesque zone d'expression libre est peut-être le seul acquis démocratique réel des quinze dernières années.

En effet, face au tournant oligarchique et technocratique qui caractérise notre époque, l'internet permet l'expression des multiples courants de la société réelle. C'est un paradoxe assez savoureux de constater que la technologie la plus dématérialisée, et qui défie les distances, soit la tribune d'opinions neuves et enracinées, opposées à une mondialisation libérale.

Bien sûr, il y a l'inacceptable, comme la promotion du terrorisme. Gardons-nous toutefois des fausses bonnes solutions, car la fermeture de sites djihadistes rend encore plus difficile la détection d'activités terroristes et est aisément contournée par des filières structurées, alors que s'instaure un état d'exception permanent au préjudice de tous.

La lutte contre les dérives de l'internet ne doit pas servir de prétexte à limiter les libertés démocratiques du plus grand nombre. Éviter les accidents d'avion ne doit pas conduire à supprimer l'aviation.

  Sabine Verheyen (PPE). - Herr Präsident, liebe Kolleginnen und Kollegen! Das Jahr 2015 wird ein ausschlaggebendes für die Entwicklung neuer Strukturen in der Internet Governance sein. An diesen international geführten Debatten muss sich die Europäische Union weiterhin intensiv beteiligen. Das IGF hat in der Vergangenheit einen konstruktiven und konkreten Rahmen für diesen internationalen Austausch mit allen Interessensvertretern geboten.

Dieser sollte auch in Zukunft in Form einer Weiterführung und einer Verlängerung des Mandats des IGF gewährleistet sein. Es ist besonders wichtig, in diesem Zusammenhang die Bedeutung des Multi-Stakeholder-Ansatzes in der Internet Governance zu betonen. Dieser Ansatz sollte unbedingt auch weiter verfolgt werden, denn nur im Austausch mit allen Stakeholdern können tragbare Lösungen für das Internet und die Internet Governance gefunden werden. Das Modell der Internet Governance durch verschiedene Interessensträger darf von daher nicht eingeschränkt werden. Der intergouvernementale Ansatz, der immer wieder von einzelnen Gruppierungen gefordert wird, ist, glaube ich, hier der falsche Weg. Von daher sind alle Mitgliedstaaten und auch die Interessensträger dazu aufgerufen, die Tragfähigkeit dieses Modells weiter zu stärken, indem auf regionaler, nationaler und internationaler Ebene die Rechenschaftspflicht der Akteure verbessert wird, damit das Verfahren transparenter und inklusiver gestaltet werden kann und so ein wirklicher Output auch für die Arbeit vor Ort konkret gewährleistet wird.

Die Internationalisierung der Hauptfunktionen und Organisationen des Internet ist von allergrößter Bedeutung. Die Internationalisierung von ICANN sollte daher weiter vorangetrieben werden, ohne zu Lasten von Vertrauen und Sicherheit zu gehen. Ich möchte daher besonders betonen, dass die Arbeit von ICANN uneingeschränkt rechenschaftspflichtig und transparent sein sollte. Auch sollte die Internationalisierung des IANA-Prozesses, der IANA-Funktionen mit hoher Priorität weiter vorangetrieben werden. Auch hier erwarte ich, dass die Europäische Kommission, dass wir als Parlament uns aktiv einbringen, und auch den Ansatz des Kollegen, eine stärkere Delegation zum nächsten IGF zu schicken, würde ich gerne unterstützen.

  Miroslav Poche (S&D). - Pane předsedající, já velmi vítám, že Evropský parlament opět převzal iniciativu v klíčové oblasti digitálních a internetových technologiích. Já se domnívám, že rok 2015 bude velmi významným nejenom z pohledu prodloužení mandátu IGF, ale také z hlediska převodu kontroly nad úřadem pro přidělování internetových čísel na mezinárodní společenství, ale také posilování vlivu těch nezávislých iniciativ nebo platforem, jakými je již zmiňovaný NetMundial, který sdružuje velmi významné internetové aktéry. Já považuji stejně jako velká a významná část komunity za velmi důležité, aby Valné shromáždění OSN prodloužilo mandát Fóra pro správu internetu, protože je jednou z klíčových platforem pro diskusi o tak významném komunikačním nástroji, jakým internet je, nejenom pro komunikaci mezi lidmi, ale i z hlediska rostoucího vlivu na naše hospodářství. Fórum přišlo s velmi důležitými doporučeními, já bych chtěl zmínit dvě z nich – to jsou konkurenční regulační aspekty pro internent, ale také bezpečnost údajů a ochrana uživatelů. Z tohoto pohledu je podle mého názoru jeho vliv velmi důležitý a vyslovuji se pro jeho prodloužení.

  Dita Charanzová (ALDE). - Mr President, I fully agree with the comments made so far: yes, we must renew the mandate of the IGF; and yes, we must continue the move towards more international governance of the technical framework of the internet and the many economic and other services that use it.

The digital single market will be and is at the heart of the future of the European economy. As the resolution says: growth related to the internet economy is forecast to be almost 11% in the EU, with a contribution to GDP expected to rise from 3.8% in 2010 to 5.7% in 2016. These numbers do not even take into account the positive indirect benefits of the digital single market on the rest of the physical world. The EU and this House must have a role in this discussion as we cannot leave the fundamental regulation of the digital single market in the hands of bodies beyond our control.

But I must also note that international governance of the internet is also a double-edged sword. Just as we are getting a stronger voice in its governance, so too are countries that have no respect for fundamental and human rights. The EU must continue to work to form a united front with like-minded countries against those which wish to abuse this and other forums to justify their censorship of freedom of expression, assembly and access to information for their citizens.

We must unite against any great firewalls and mass surveillance on the internet. We must accept today that full and free access to information and the right to share information are the only way that humanity can move forward.

  Julia Reda (Verts/ALE). - Mr President, the internet is global by nature. Although the Internet Governance Forum is not a decision-making body, it has become an important part of the global dialogue on internet governance. Yet much work remains to be done to ensure that everybody can participate in this dialogue in a meaningful way.

Governments, civil society, the technical community and industry participate in the IGF. It is clear that some of those groups have to rely more than others on external support for their participation. The participation of civil society, particularly, must be actively supported by the European Union. Stable financing of the IGF is important to ensuring its political independence. This is all the more important considering that at the last IGF in Istanbul, local opposition groups complained that they were not included in the official programme and had to resort to organising an Internet Ungovernance Forum in parallel to make themselves heard.

In addition, parliamentary opposition is one group that is still missing at the IGF. Therefore the European Union must not only ensure that the IGF is adequately funded, but this Parliament must also allow all political groups to send representatives to the IGF to be fully represented at this forum.

  Mylène Troszczynski (NI). - Monsieur le Président, l'internet, c'est vrai, est un réel espace de liberté que l'on doit conserver.

Toutefois, après les révélations concernant l'existence de programmes de grande envergure de surveillance de l'internet par des agences de renseignement américaines et les risques qu'elles font courir, en matière de sécurité intérieure et d'indépendance des politiques, notamment aux États de l'Union européenne, les peuples européens attendent une réaction forte et sans ambiguïté de votre part. Ils ne sauront se satisfaire d'un renouvellement tiède du mandat de négociation sur la gouvernance de l'internet.

Vous nous dites que cette gouvernance mondiale de l'internet est censée garantir les libertés fondamentales et les droits humains, être plus transparente et organiser les ressources et les fonctions de l'internet pour tous, en tout lieu et à tout moment.

Vous dites vouloir remettre en cause la gestion américaine de la gouvernance, mais quels sont vos propres objectifs? Qu'est-ce qui vous gêne? Que les nations européennes soient ainsi espionnées? Que les Européens n'aient plus de vie privée? Ou que ce soit, en fait, les États-Unis qui le fassent, et seuls?

Nous restons très soupçonneux quant à vos objectifs et très dubitatifs quant à votre volonté de faire face aux intérêts impériaux des États-Unis. Et rien dans les propositions de résolution présentées par les groupes politiques ne nous rassure: forums, échanges, négociations... Rien qui puisse faire ciller les géants américains.

Alors oui, il faudra redoubler d'efforts pour que l'Union européenne existe dans le débat mondial.

  Róża Gräfin von Thun und Hohenstein (PPE). - Panie Przewodniczący! Forum Zarządzania Internetem to dzisiaj najbardziej demokratyczna struktura, w której toczy się dyskusja o przyszłości internetu w ogóle. Współpracują w nim nie tylko rządy państw, ale również przedstawiciele biznesu, przedstawiciele grup interesu, organizacji pozarządowych, obywateli, różnych osób. Dyskusja o przyszłości internetu dzisiaj jest najbardziej kluczowa w obliczu tych wszystkich wyzwań, przed którymi stoimy. Internet zmienia się, ewoluuje, niezwykle szybko wzrasta ilość czasu, który użytkownicy internetu poświęcają na używanie aplikacji, a spada korzystanie z przeglądarek internetowych. Dzisiaj korzystamy więcej z urządzeń mobilnych niż z komputerów czy z laptopów. Coraz częściej powstają aplikacje, programy skrojone na miarę konkretnych urządzeń i one często nie współpracują z urządzeniami innego typu. I to wszystko razem powoduje, że internet staje się coraz bardziej „silosowy”. Sieć niestety staje się coraz mniej otwarta, więc i nam użytkownikom internetu również to grozi. Trzeba więc dyskutować o tym, jak zachować otwartość globalnego internetu w obliczu tych zmian technologicznych, których jesteśmy świadkami. Ważne jest więc, aby mandat Forum Zarządzania Internetem został przedłużony przez Zgromadzenie Ogólne ONZ.

  Josef Weidenholzer (S&D). - Herr Präsident! Internet Governance ist eine der wichtigsten globalen Herausforderungen, eine historische Herausforderung. So wie zu Beginn des 20. Jahrhunderts, zu Beginn der Motorisierung, brauchen wir auch jetzt ein allgemein akzeptiertes Regelwerk. Deswegen brauchen wir das IGF als Diskussionsforum.

Zwei Grundentscheidungen sind für mich dabei von besonderer Bedeutung, und man kann sie nicht oft genug hervorheben. Einmal der Schutz der Privatsphäre in der digitalen Welt: Alle Menschen haben das Recht, sich frei von staatlicher Überwachung bewegen zu können, und persönliche Daten sind das private Eigentum der jeweiligen Individuen.

Andererseits die Frage, wie das Internet organisiert wird: Das Internet ist ein öffentliches, allgemein zugängliches Medium – das Prinzip der Netzneutralität muss daher klar und eindeutig fixiert werden.

In beiden Fällen hat das Parlament wichtige Entscheidungen getroffen. Wir erwarten hier auch vom Rat, dass er endlich seine zögerliche Haltung aufgibt.

  Mariette Schaake (ALDE). - Mr President, internet governance is a contradiction in terms because we should all want the global internet to remain open without unnecessary barriers, but for that to be the case decisions on many levels must be taken the right way and the multi-stakeholder model should be given more meaning in our times. We need EU leadership not to leave governance to Russia and China and other countries whose governments often seek to gain legitimacy at international forums like the IGF for their isolating, repressing and balkanising actions.

EU leadership should also ensure that net neutrality is guaranteed here and then globally, and we should work together with internet users, NGOs and global partners to make human rights and fundamental freedoms applicable online as they are offline. Together we can preserve and safeguard the open internet to allow its opportunities to benefit all of us now and in the future.

Rosszul tudom-e azt, hogy Edward Snowden, aki feltárta az Amerikai Egyesült Államoknak az Internetet totálisan kontrolláló tevékenységét, jelenleg Oroszországban tartózkodik, ugyanis ott kapott menedékjogot. És onnan folytatja egyébként ezt a feltáró tevékenységét. Ezt a tényt hogyan tudja összeegyeztetni azzal, amit Ön az előbb állított?

  Marietje Schaake (ALDE), blue-card answer. – As our colleague probably knows, just because a whistleblower has revealed the abuse of power in the United States by the intelligence services, this does not justify the Kremlin’s repression of speech, journalists, whistleblowers and opposition figures, whether they speak out online or offline. Furthermore, Russia requires data storage in Russia, and thereby it undermines and harms the open internet as we know it, not only for Russian citizens but for internet users worldwide.

  Gilles Lebreton (NI). - Monsieur le Président, l'internet doit être un espace de liberté, respectueux du droit à l'information et de la liberté d'expression, mais il doit aussi respecter le droit à l'oubli, qui constitue un aspect fondamental du droit à la protection de la vie privée et des données à caractère personnel.

Le droit à l'oubli a été consacré le 13 mai 2014 par un arrêt de la Cour de justice de l'Union européenne. Il permet à toute personne lésée par une information publiée sur l'internet d'obliger l'exploitant du moteur de recherche concerné à la retirer lorsqu'un délai raisonnable d'exposition, de l'ordre de plusieurs années, est dépassé. Cet arrêt est important, mais insuffisant. L'entreprise Google tente en effet d'y résister: elle vient de publier, le 6 février 2015, un rapport qui remet en cause le droit à l'oubli. C'est pourquoi le forum sur la gouvernance de l'internet doit prendre le relais de la Cour.

Il est notamment urgent de préciser trois points. Premièrement, le délai d'exposition au terme duquel une information peut faire l'objet du droit à l'oubli; deuxièmement, l'équilibre à établir entre ce droit à l'oubli et le droit du public à l'information; et troisièmement, la possibilité de conférer au droit à l'oubli une dimension extraeuropéenne, qui s'impose notamment face à la version américaine de Google.

  Angelika Niebler (PPE). - Herr Präsident, verehrter Herr Kommissar, verehrte Kolleginnen und Kollegen! Wir brauchen Fairplay im Internet, wir brauchen einen Zugang für jeden zum Internet, wir müssen Diskriminierungen im Internet vermeiden, wir müssen Vertrauen im Internet schaffen. Das heißt: Datenschutz und Schutz des geistigen Eigentums sind ganz wesentlich.

Um hier unsere europäischen Wertvorstellungen einzubringen, ist das Internet-Governance-Forum eine ganz wichtige Plattform. Dieses Forum ist in der Vergangenheit seiner Aufgabe gerecht geworden. Deshalb hoffe ich sehr, dass das Mandat für das Internet-Governance-Forum verlängert wird. Und wenn es verlängert wird, dann müssen wir Europäer da auch eine ganz starke Stimme sein, dann müssen wir gehört werden. Ich möchte unterstreichen, was meine Kollegin Sabine Verheyen gesagt hat, nämlich dass auch eine starke Präsenz aus der Mitte des Parlaments heraus neben den zuständigen Kommissaren bei den Verhandlungen wichtig ist.

Ich möchte die Gelegenheit nutzen, wenn wir über die Weiterentwicklung des rechtlichen Rahmens für das Internet sprechen, auch an unsere eigenen Hausaufgaben zu erinnern, und möchte den Herrn Vizepräsidenten der Kommission bitten, auch mit Blick auf die Datenschutzgrundverordnung, mit Blick auf das Telekompaket, doch bitte bei den Mitgliedstaaten anzumahnen, dass hier endlich auch Fortschritte erzielt werden, dass wir weiterkommen in den Verhandlungen, sodass wir in Europa unsere Hausaufgaben zügig abschließen können und mit einer starken Position dann auch international aufschlagen können.

  Nicola Danti (S&D). - Signor Presidente, onorevoli colleghi, signor Vicepresidente della Commissione, Internet è una risorsa inesauribile di conoscenza, garanzia d'informazione diffusa, fonte di nuova crescita economica, strumento strategico con valenze geopolitiche, una nuova agorà virtuale che si affianca alle storiche piazze delle nostre città.

Alla crescente importanza di Internet non si è, tuttavia, accompagnata un'adeguata governance, che ne garantisca la trasparenza, la democraticità, la sicurezza e la neutralità. Spetta all'Unione assumere un ruolo di leadership nel mondo, recuperando il tempo perduto, per rendere la rete più inclusiva e sicura, senza tuttavia comprometterne libertà e diritti che invece, proprio nel web, possono trovare nuovi mezzi di affermazione.

I cittadini devono poter avere fiducia nell'ambiente digitale per utilizzarne appieno le nuove opportunità, quali l'e-commerce e i tanti servizi che la rete può offrire. Il raggiungimento di un accordo sulla direttiva sulla sicurezza delle reti informatiche sarebbe un primo ma significativo passo in questa direzione.

  Massimiliano Salini (PPE). - Signor Presidente, onorevoli colleghi, signor Commissario, attraverso la governance di Internet abbiamo la possibilità di mantenere questo luogo, che è un luogo aperto, un luogo forte, un luogo dove la società ha riscoperto in gran parte anche se stessa, e di lasciare all'interno di Internet lo spazio per creare valore, per sfruttare la fiducia che Internet favorisce, affinché anche Internet sia un luogo di sviluppo e non solo, come spesso accade ultimamente, un luogo d'insidia, un luogo anche d'insicurezza. Abbiamo il compito di favorire una governance vera.

Io non sono d'accordo con chi dice – anche durante la discussione di oggi è emerso – che il concetto di governance è incompatibile con il concetto di Internet. Io non credo che sia così. La governance non è una vigilanza protettiva e occlusiva, è un ambito attraverso il quale si cerca di far sì che quello spazio sia uno spazio di occasione per tutti. Io sono convinto di questo.

Sono certamente convinto che ci sia la necessità di fare dei passi avanti. È vero che l'IACC ancora oggi soggiace alla normativa californiana e, quindi, in un ambiente spazioso come è il web, non possiamo non immaginare un'evoluzione anche a questo riguardo, e lei lo ha anticipato correttamente e io di questo la ringrazio.

Mi auguro che questo Parlamento mantenga una posizione all'interno dell'Internet governance forum e che questo luogo, questo ambiente di governance del web mantenga il suo ruolo nel tempo.

  José Blanco López (S&D). - Señor Presidente, quiero respaldar la renovación del mandato del Foro para la Gobernanza de Internet y el enfoque de negociación multiparte. Pero quiero llamar la atención sobre un aspecto que considero crucial: la necesidad de asegurar un internet abierto e independiente. Es crucial ahondar los esfuerzos para asegurar la protección legal de la neutralidad de la red como condición indispensable para asegurar la libertad de información y expresión, e impulsar el crecimiento y el empleo.

En noviembre, el presidente Obama trazó una clara línea roja al apostar por la adopción de las medidas más estrictas posibles para proteger la neutralidad. En los últimos días, el presidente de la Comisión Federal de Comunicaciones propuso impedir que los proveedores de acceso a la red discriminen contenidos o aplicaciones.

Se están dando pasos al otro lado del Atlántico; Europa no puede quedarse atrás. Garantizar la neutralidad de la red y un internet libre y abierto es básico para garantizar la propia libertad de expresión en la red y su capacidad probada para que el puro talento innovador genere actividad y empleo.

  Paul Rübig (PPE). - Herr Präsident, Herr Kommissar Ansip! Ich glaube, Internet Governance ist die Frage der Zukunft. Deshalb hat auch der LIBE-Ausschuss einen Antrag an STOA gestellt, die NSA-Überwachungsaktivitäten dementsprechend technologisch zu analysieren, zu analysieren, welche technologischen Möglichkeiten hier zur Verfügung stehen. Es wurde hier auch ganz eindeutig festgestellt, dass nicht nur Geheimdienste diese Möglichkeiten der Überwachung nutzen können, sondern dass es auch sehr schnell sein kann, dass auch Terrororganisationen die Schlüssel zur Verfügung gestellt bekommen, die sichere Leitungen unsicher machen. Deshalb ist es für uns, glaube ich, sehr wichtig, dass wir zuerst einmal den Schutz unserer Geräte definieren, denn ich möchte auf meinem Gerät selbst entscheiden können, was hinaus geht und was hinein geht. Wir brauchen einen Schutzschirm für unsere Geräte, der die Privatsphäre absolut sicherstellt. Das hat wirklich Zukunft. Wir wollen verhindern, dass in Zukunft Dritte mit unserem Gerät machen können, wie sie wollen. Das wäre ungefähr so, wie wenn jemand von außerhalb des Plenums meine Hand beliebig betätigen kann. Und das kann nicht die Zukunft sein.

Ich glaube, dass Wirtschaft und Politik sichere Leitungen im Internet brauchen. Und vor allem müssen unsere Bürger sicher sein wie beim Briefgeheimnis.

Letztlich geht es auch darum, dass die Netzwerkneutralität nicht von Streaming-Diensten missbraucht werden darf. Die Kapazitäten, die hier in Zukunft benutzt werden, können, glaube ich, nicht kostenlos zur Verfügung gestellt werden.

  Μαρία Σπυράκη (PPE). - Κύριε Πρόεδρε, το Διαδίκτυο είναι το όχημα για να επιτευχθεί ο στόχος της ενιαίας ψηφιακής αγοράς, της αγοράς που για τις ευρωπαϊκές επιχειρήσεις θα ανοίξει, σύμφωνα με εκτιμήσεις, τις πόρτες σε 500 εκατομμύρια εν δυνάμει καταναλωτές, που μπορεί να αυξήσει το ακαθάριστο εγχώριο προϊόν της Ένωσης κατά 4% τα επόμενα 10 χρόνια, δηλαδή κατά περίπου 500 δισεκατομμύρια ευρώ.

Για τον λόγο αυτό, το Διαδίκτυο χρειάζεται να έχει όσο το δυνατόν καλύτερη θεσμική υποστήριξη και κατοχύρωση μέσω μιας παγκόσμιας συμφωνίας· κατοχύρωση για θέματα όπως είναι η ασφάλεια των προσωπικών δεδομένων των πολιτών, όπως είναι η προστασία των παιδιών μας, όπως είναι η ελευθερία του λόγου και η ελεύθερη διακίνηση των ιδεών.

Χρειάζεται υποστήριξη για ζητήματα ανοιχτά, όπως η διαδικτυακή ουδετερότητα, ώστε να διατηρηθεί το ανταγωνιστικό πεδίο για τις νέες καινοτόμες επιχειρήσεις, που είναι αυτές που μπορούν να επαναφέρουν τη χαμένη ευρηματικότητα στην ψηφιακή τεχνολογία στο ευρωπαϊκό έδαφος.

Ως εκ τούτου το φόρουμ για τη διακυβέρνηση του Διαδικτύου, από την πρώτη φορά που συνεδρίασε το 2006 στην Ελλάδα, έχει συμβάλει πολύ θετικά στον διάλογο και την ανταλλαγή βέλτιστων πρακτικών. Αποτελεί ένα θεσμό που ενισχύει την αποτελεσματική κατάρτιση πολιτικής αναφορικά με το Διαδίκτυο, γι’ αυτό τάσσομαι υπέρ της ανανέωσης της εντολής του από το Ευρωπαϊκό Κοινοβούλιο, όχι μόνο γιατί θα πρέπει να στείλουμε ένα σαφές μήνυμα στον Οργανισμό Ηνωμένων Εθνών αλλά γιατί θα πρέπει, μαζί και τώρα, να ξεκινήσουμε να κάνουμε τα απαραίτητα βήματα, ώστε να ολοκληρώσουμε την τόσο σημαντική για την οικονομία μας ενιαία ψηφιακή αγορά αποχωρώντας από τα εμπόδια.

  Ева Паунова (PPE). - Ние всички, както и бизнесът в Европа все по-често използваме интернет, за да осъществяваме онлайн търговия както в границите на Европейския съюз, така и с останалата част от света.

Забележителният успех на интернет не е просто стечение на обстоятелствата. Причината е, че глобалната мрежа продължава да се развива всеки ден като резултат от отличното функциониране на нейния модел на управление. Той позволява взаимодействие между всички заинтересовани страни, академичната общност и гражданите, НПО-тата, правителствата, големите, но и малките компании.

Форумът за управление на интернет се превърна в успешна демократична платформа за дебат и обмен на добри практики. Затова напълно подкрепям неговото продължаване и по-нататъшно развитие. Призовавам Европейския съюз и държавите членки да подкрепят този доказал се подход на управление на интернет, вземайки предвид, че през 2015 година ООН ще преразгледа общата си политика в областта на информационните технологии.

Възползвайки се от възможностите на интернет, Европа може да се превърне в глобален лидер в технологиите, подкрепяйки модела на отворен интернет. Намирането на компромис по ключови въпроси като роуминга, авторското право и мрежовата неутралност, ще ни позволи да се възползваме от момента и да постигнем завършване на единния цифров пазар в Европейския съюз.

I would like to thank Pilar del Castillo and her colleagues very much. This IGF – United Nations Forum gives a possibility for full debate also for the less-developed world. This is very important, to have them in. And I want to ask Mr Ansip whether the European Union cannot support non-governmental participation from the developing world: not only governments bringing their ideas, but having people engaged. Maybe I can get an answer in that direction.

My second point is that I myself participated twice, in Vilnius and in Athens, and what I have seen there is that a lot of communication with all those partners and national parliaments is possible, and that is why I am a little sad about the fact that the parliamentary delegation has gone down and down. This is not the right signal; it is a bad signal to the internet community, and that is why we should put it on the agenda again.

  Nicola Caputo (S&D). - Signor Presidente, onorevoli colleghi, il rinnovo del mandato del Forum sulla governance di Internet deve essere assolutamente sostenuto con forza da questo Parlamento. Dal suo avvio nel 2005 il Forum ha infatti avuto il grande merito di favorire un dibattito trasparente e multilaterale sulla governance di Internet, aumentando anche il grado di cooperazione tra stakeholder istituzionali e della società civile.

Internet si sta ritagliando un ruolo sempre più importante nella nostra vita. Parallelamente al suo sviluppo, si pongono però una serie di questioni che per l'Unione europea devono divenire assolutamente prioritarie. Penso, ad esempio, alla tutela dei minori sul web, alla protezione e alla promozione della libertà di espressione, alle problematiche legate alla privacy e alla sicurezza dei dati e al problema dell'attribuzione sul web di alcuni domini, come ad esempio il ".wine".

Credo quindi che, proprio tenendo conto della globalità dell'interconnessione di tutte queste questioni, sia responsabilità dell'Unione europea sostenere il Forum. Le delegazioni del Parlamento europeo devono quindi continuare a promuovere i valori europei attraverso l'interazione con le organizzazioni della società civile e con i rappresentanti dei parlamenti nazionali presenti al Forum, con l'obiettivo di garantire ai cittadini europei una rete aperta, indipendente e sicura basata sulla libertà di espressione.

  Νότης Μαριάς (ECR). - Κύριε Πρόεδρε, το Διαδίκτυο είναι γνωστό ότι συμβάλλει στην ανάπτυξη της οικονομίας, της γνώσης και διευρύνει βεβαίως και τη δημοκρατία. Τα ζητήματα όμως που πρέπει να αντιμετωπίσουμε είναι σημαντικά. Τι κάνουμε με τα θέματα οικονομικής ισχύος, διότι έχουν δημιουργηθεί μονοπωλιακές εταιρίες, έχουν αποκτήσει δεσπόζουσα θέση, πολλές φορές καταχρώνται αυτή τη δεσπόζουσα θέση, ελέγχουν τις τεχνολογίες, ελέγχουν την έρευνα, παραβιάζουν τα ατομικά δικαιώματα.

Το δεύτερο θέμα είναι επίσης ο ρόλος των κρατών. Αυταρχικές κυβερνήσεις αποκλείουν την πρόσβαση στο Διαδίκτυο, περιορίζουν την ελευθερία έκφρασης, παραβιάζουν τα δημοκρατικά δικαιώματα, παρακολουθούν τους ίδιους τους πολίτες.

Πρέπει λοιπόν να πάρουμε σοβαρά μέτρα. Να χτυπήσουμε την εγκληματική δράση που γίνεται μέσα από το Διαδίκτυο. Να προστατεύσουμε την προσβολή της προσωπικότητας. Γι’ αυτό λοιπόν, το μοντέλο διακυβέρνησης πρέπει να είναι ανοικτό, πλουραλιστικό, συμμετοχικό, με την κοινωνία των πολιτών και τα πανεπιστήμια, ασφαλές και να προστατεύει τα προσωπικά δεδομένα.

Στηρίζω λοιπόν την ανανέωση της εντολής για το φόρουμ την οποία πρέπει να δώσει το Κοινοβούλιό μας.

  Ivan Jakovčić (ALDE). - Gospodine predsjedniče, treba nam ovaj poseban forum, Internet Governance Forum, treba nam i produljenje mandata, ne samo na godinu dana. Mi se zalažemo da taj forum dobije dulji mandat, jer mislimo da je to korektniji i efikasniji način rada ovog foruma. Ono što želim svakako naglasiti jesu svi principi koje smo danas ovdje čuli, sloboda, ljudska prava, sve ono što internet nosi.

Ali, internet danas više nije samo proizvod ili usluga. Internet je život. Danas provodimo sate i sate uz internet. Nažalost manje s dragim osobama, više s internetom. Nažalost manje na lijepim prostorima, više s internetom. Zato sam i zadnji put rekao, treba nam nova filozofija oko interneta i predlažem da se ozbiljno razgovara o petoj slobodi Europske unije, o digitalnoj slobodi Europske unije koja će uljučivati sve principe o kojima smo govorili, ali i sve opasnosti koje internet nosi.

  Bill Etheridge (EFDD). - Mr President, the internet’s great strength is the freeing of information to all. You can access more information now through a small hand-held, relatively cheap device than in the greatest of libraries in the past. So no surprise then that politicians seek to control and to govern this, because knowledge is power, and knowledge is freedom.

Yes, we must guard against abuses and, yes, we must never allow crime to thrive through the internet, but we must also make sure that politicians never control the net. Controlling knowledge means that the status quo is maintained. I say, let the information and knowledge flow free. Let the people know the truth and let us have an information and knowledge-inspired democratic revolution where freedom of speech and true democratic democracy come back to all of Europe. That would be a great day.

  Michaela Šojdrová (PPE). - Pane předsedající, málokdy se zde setkávám s tak velkým porozuměním a shodou, a to napříč politickým spektrem. Ukazuje se, jaký je význam Evropského společenství. Jestliže se dokážeme takto shodnout, pak skutečně můžeme být silným, rozhodujícím hráčem i v této mezinárodní diskusi na tak zásadní téma, a to pokud bude samozřejmě mandát světového Fóra pro správu internetu prodloužen, tak jak to zde všichni podporujeme. Doufám a přeji si, aby naši zástupci podporovali zásady, které jste tady vy všichni zmínili, především zásadu otevřenosti, zásadu rovného přístupu, zásadu jednotného evropského digitálního trhu a síťovou neutralitu. A chtěla bych také zdůraznit, že do popředí se dostává bezpečnost a ochrana duševního vlastnictví, autorského práva a ochrana před zneužíváním. Dámy a pánové, já věřím, že naši zástupci tyto zásady budou hájit.

  Victor Negrescu (S&D). - (începutul discursului nu se aude)... Internet liber, gestionat colectiv, sigur care protejează utilizatorii, dar și dezvoltatorii digitali, fără însă a afecta dreptul la viața privată sau a-i proteja pe cei care comit infracțiuni.

Uniunea Europeană trebuie să devină un lider în domeniu și să exprime cu tărie poziția pentru continuarea mandatului dat de Organizația Națiunile Unite Forumului pentru guvernanța internetului. Avem nevoie de implicare în gestiunea internetului a tuturor actorilor și trebuie să luptăm împotriva unor tendințe de controlare a acestui spațiu, cum a fost cazul ACTA, sau ce s-a întâmplat recent în mai multe state europene, inclusiv în Ungaria. Avem însă nevoie să creăm mecanisme prin care instituțiile create să ne protejeze să poată acționa.

Trebuie însă să înțelegem că internetul înseamnă pentru mulți speranță. Speranță pentru democrație în statele nedemocratice, șansa la dezvoltarea unei afaceri transnaționale pentru micii antreprenori europeni sau singura cale de comunicare pentru cei care au familiile departe, cum este cazul diasporei și cazul diasporei din țara mea, România.

  József Nagy (PPE). - Az előrejelzések szerint az internetgazdasághoz kötődő növekedés az Európai Unióban csaknem 11%. A GDP-hez való hozzájárulás az utóbbi öt év alatt 5,7%-ra fog nőni. Pl. az internetet intenzíven kihasználó kis- és középvállalkozások, más KKV-khoz viszonyítva csaknem kétszer gyorsabb ütemben fejlődnek. Ugye az internet ma már minden szinten a gazdaságunk fontos részévé vált, ezért támogatandó. Azonban a feltétlen szabadságot a törvényen kívüli emberek is kihasználják. Így keletkeznek az interneten olyan terroristaoldalak, fórumok, vagy éppen a gyermekpornográfia. Így az internet függetlenségének a támogatása mellett muszáj megemlítenem, hogy nagyobb hangsúlyt kell fektetnünk a biztonságra, a nem kívánt tartalmak ellenőrzésére és a fogyasztóvédelemre is.

  Michał Boni (PPE). - Mr President, I wish to make four points. Firstly, we need to review the mandate of the Internet Governance Forum, and I would thank Pilar del Castillo for this initiative. Secondly, it is important because we are at the front of the new fight on essential values for the internet: freedom, net neutrality, privacy and security. We do not want balkanisation of the internet, and a multi-stakeholder model of governance of the internet is the only guarantee for keeping those values.

Thirdly, the multi-stakeholder model of internal governance is the best platform for global discussion on the balance between freedom, privacy, economic development and security, with full respect to all dimensions of those problems. Fourthly, in Europe we need a much stronger network among national fora of internet governance.

Ilyen törvényen kívüli emberek pl. azok a titkosszolgálatok, amelyek mindenféle emberi jogi alapelvvel és szabállyal szembemenve az Egyesült Államokban, illetőleg az úgynevezett „öt szem művelet” keretében – ugye Egyesült Államok, Anglia és másik három ország együtt – figyelte az európai polgároknak is a teljes internetes adatforgalmát, többek között levelezését. Ezzel kapcsolatban közel egy éve elfogadott az Európai Parlament egy jelentést is. Szíveskedjen tájékoztatni a Parlamentet Biztos úr arról, hogy hogy áll most a helyzet.

Figyeli-e még az Egyesült Államok és figyeli-e még vele együtt Anglia titkosszolgálata jogellenes módon az európai polgárok internetes adatforgalmát és levelezését. Ez egy érdekes és fontos kérdés.

  Andrus Ansip, Vice-President of the Commission. - Mr President, I would like to cordially thank you for this fruitful debate. Many issues raised today are the focus of the Commission’s work on the DSM. The Commission is a strong supporter of the multi-stakeholder model for internet governance. It is also thanks to the involvement of the multi-stakeholder community that the internet, with its transnational and multidimensional nature, has been able to flourish and bring about innovation with all the benefits of the digital revolution.

The IGF has successfully brought together different stakeholders for open and frank discussions. Even if much more can – and should – be done to improve this forum further, it has proved very helpful and valuable. As you know, the Commission has been one of the most stable and committed financial contributors to the IGF. This is vital for the stability that an organisation needs to function properly.

To conclude, the Commission very much appreciates your work in this area. Genuine progress is necessary on internet governance so that there are structures that are inclusive, transparent, accountable and technically sound. Otherwise the risk is that more intergovernmental approaches will gain momentum.

The multi-stakeholder governance of the internet needs to be strengthened. It needs to be credible and inclusive. This is where the European Union, with its strong values of respect for human rights, diversity and the rule of law, can show its international leadership. We can and should be up to the task.

  Krisztina Morvai (NI). - Mr President, I wonder whether the Commissioner should not answer some questions by Members of this Parliament. The Commissioner obviously wrote this – or it was written by somebody, I do not know whom – but somebody wrote this exposé. The first half of it was read beforehand, the second half after the so-called debate. This is not why we are here. As a Member of this Parliament and an elected politician I want your answer to my question.

Az Internetirányítási Fórum mandátumának megújítása nélkülözhetetlen ahhoz, hogy az internetirányítás egyik legfontosabb fórumaként garantálni lehessen a többszereplős részvételt az internettel kapcsolatos szabályok elfogadásában. El kell kerülni azt, hogy a tagállamok kizárólag kormányközi megállapodással és az üzleti élet szereplői, a szakértők, valamint az NGO-k kizárásával, egymással megállapodjanak az internet kizárólagos irányításáról, és ez a megállapodás olyan elemeket tartalmazzon, amelyek ártalmasak a szólásszabadság, demokrácia és az alapvető emberi értékek, továbbá az internetmegújulási képesség, valamint a fenntartható gazdasági fejlődés folyamatos elősegítése szempontjából. A minél nagyobb átláthatóság érdekében szükséges az ENSZ-mandátum alá tartozó IGF keretébe terelni a diskurzust. Ahogy mára már egyértelművé vált, az internetnek hatalmas szerepe van a gazdaság fellendülésében. Éppen ezért támogatom, hogy az IGF-ről szóló állásfoglalási indítványba bekerüljön, hogy az internet semlegességének védelme elengedhetetlen előfeltétele a véleménynyilvánítás és információáramlás szabadságának, valamint a növekedés, a munkahelyteremtés, az innováció és az üzleti lehetőségek kiaknázásának.

  Carlos Zorrinho (S&D), por escrito. É fundamental renovar o mandato do Fórum Global da Internet (FGI), como plataforma de acompanhamento, debate e auto – regulação do uso da Internet. É errado pensar que a não regulação garante a neutralidade da Internet. No entanto a garantia da neutralidade da Internet não pode pôr em causa o espaço de liberdade, criatividade e criação de valor em que a Internet se transformou. Por isso uma “Governance” partilhada e aberta é aquela que serve uma dinâmica saudável de desenvolvimento da Internet, justificando a renovação e o reforço do FGI.
