  La Présidente. – L'ordre du jour appelle le débat sur le rapport de Maria Hübner et Jo Leinen, au nom de la commission des affaires constitutionnelles, sur le rapport sur la réforme de la loi électorale de l'Union européenne (2015/2035(INL)) (A8-0286/2015)

  Danuta Maria Hübner, rapporteur. Madam President, we are here because we decided to amend the European Union electoral law. This law dates back to 1976 and, in the meantime, as we all know, Europe has been through major and unimaginable changes, in terms of both the scope and the substance of EU integration. The European Parliament has also changed dramatically, in size and in relation to its competences, especially as a co—legislator, with its decisions having huge impact on people’s lives.

It should not come as a surprise that we want to adjust the Electoral Act of 1976 to the new reality. This report highlights the right of the European Parliament to decide on its own electoral procedure. We all have similar experience, as European parliamentarians, of elections to the European Parliament, which continue to be extremely national. No European issues are discussed during the electoral campaign and the European dimension of this democratic process is not sufficiently visible. That is why we have proposed a change to the European Electoral Act of 1976.

In the proposal, we give the European Parliament the right to decide on the date of the election. We ask Member States to ensure that all citizens working or living outside the European Union are granted the right to vote and enabled to do. We also propose machinery to avoid double voting. We are asking Member States to create the conditions for voting by electronic means, via the internet or by post. People with reduced mobility will certainly benefit.

I know that some colleagues worry about internet voting, but it can be made safe. We have the example of Estonia which started internet voting in 2005, when 2% of Estonians decided to use this tool. This year, 30% of Estonians voted via the internet.

We also want to see more gender equality in the lists, so we are proposing the alignment of deadlines for some elements of the electoral process, such as the establishment of lists. Let me also mention the possibility for national parties of informing voters, via the ballot paper, of their affiliation with European political parties. Citizens should have this information.

Through these and other measures we hope to contribute to making elections to the European Parliament truly European, and to increasing citizens’ interest in participating in this important element of European decision making. Let me conclude by saying that people’s impact on Europe starts with their informed participation in the European elections.

  Jo Leinen, Berichterstatter. Frau Präsidentin, Frau Kommissarin, liebe Kolleginnen und Kollegen! Das Europäische Parlament ist einzigartig auf der Welt. Nirgendwo sonst haben die Menschen die Möglichkeit, in 28 Ländern eine gemeinsame Bürgerkammer zu wählen. Ja, das gibt es sonst nirgends, sondern nur in der Europäischen Union.

Wir wissen allerdings, dass diese Wahlen über 28 Länder hinweg etliche Probleme bereiten. Obwohl wir schon achtmal Europawahlen hatten, ist nicht viel getan worden, um die Defizite dieser europäischen Wahl zu beheben. Deshalb machen wir jetzt einen neuen Versuch, Vorschläge zu unterbreiten für die nächsten europäischen Wahlen 2019, um sie transparenter und demokratischer zu gestalten und – man muss es sagen – sie auch europäischer zu gestalten.

Frau Kollegin Hübner hat schon darauf hingewiesen, dass wir Empfehlungen an die Mitgliedstaaten richten und auch den Wahlakt von 1976 verändern wollen. Bei den Empfehlungen geht es darum, den Zugang zu den Europawahlen zu verbreitern. Wir meinen, dass die junge Generation eingeladen werden soll, an diesen Wahlen teilzunehmen. Viele junge Menschen könnten zum ersten Mal im Alter von 16 Jahren zu den Europawahlen gehen. So eine Wahlbeteiligung markiert vielleicht für lange Zeit ihr Leben. Wir meinen also, die Staaten sollten prüfen, wie das Österreich schon getan hat, das Wahlalter auf 16 Jahre zu reduzieren. Ich glaube auch, dass die junge Generation die Internet-Generation ist, die lieber mit einem Klick einen Wahlakt macht, als in das Rathaus oder in ein Schulgebäude zu gehen. Auch das kann man prüfen, in die Zukunft hinein. Die Briefwahl ist auch in vielen Ländern nicht erlaubt. Nicht jeder ist am Sonntag oder am Wahltag zuhause. Die Briefwahl hat in vielen Ländern geholfen.

Die seriöse Vorbereitung der Europawahl ist ein anderes Thema. Wir haben festgestellt, dass in einigen Ländern die Wahllisten erst 17 Tage vor der Wahl fertiggestellt werden. Ich weiß nicht, wie man da Wahlkampf machen kann – 17 Tage vor der Wahl. Wir sagen jetzt: mindestens zwölf Wochen. Man kann dann schon mal drei Monate Wahlkampf machen in den doch recht großen Wahlkreisen, die wir alle repräsentieren.

Und dann wollen wir vor allen Dingen den europäischen Charakter der Europawahlen herausstellen. Wir haben oft nationale Debatten, nationale Auseinandersetzungen, und die europäische Dimension geht total verloren. Das muss man sichtbar machen, in TV-Spots, auf den Wahlkampfmaterialien, auf den Wahlzetteln, und wenn es national so ist, dass die Namen der Parteien dort erscheinen, sollen auch die europäischen Parteifamilien erscheinen. Vor allen Dingen sollten die europäischen Parteien ihre Top-Kandidaten für das Amt des Kommissionspräsidenten auch rechtzeitig – mindestens zwölf Wochen – vor der Wahl bestimmen.

Ein Riesenfortschritt wäre die Gleichheit der Geschlechter; wir denken, dass fifty-fifty erreicht werden kann. Viele Parteien, viele Länder machen das schon, warum nicht andere auch? Da ist vielleicht 2019 ein bisschen früh. Wir denken, dass es 2024 erreicht sein kann.

Wir wollen auch die Gleichheit der Wahlchancen überall erreichen. 26 Länder haben Mindestschwellen von 3 Prozent – warum nicht auch die anderen zwei Länder? Wir schlagen vor, mindestens 3 Prozent, höchstens aber 5 Prozent. Einige wollten viel weiter gehen: transnationale Listen. Ich bin da sehr dafür. Aber wir haben uns entschieden, das in einem nächsten Schritt zu machen. Das soll in dem Bericht, den der AFCO-Ausschuss ausarbeiten wird, verankert werden, weil dieses Parlament schon mehrfach daran gescheitert ist. Das braucht eine tiefere Debatte.

Also, liebe Kolleginnen und Kollegen: Ich hoffe, dass Sie diesen pragmatischen Vorschlägen zustimmen können.

  Arne Gericke (ECR), Frage nach dem Verfahren der „blauen Karte“. Herr Leinen, kennen Sie diese beiden Analysen – beide zum europäischen Wahlrecht?

Alt genug sind Sie. Sie müssten weitsichtig genug sein, um sie zu erkennen: eine vom Februar, eine vom September. Eine von dem mit dem anerkannten Wahlrechtsexperten und Exkollegen Andrew Duff, eine ohne ihn. Eine mit einem klaren Nein zur EU-weiten Sperrklausel, eine mit einem Ja.

Finden Sie es nicht sonderbar, dass wir uns zwei teure Studien innerhalb eines halben Jahres mit zwei komplett unterschiedlichen Ergebnissen leisten, und ich meine, dass

  Jo Leinen (S&D), Antwort auf eine Frage nach dem Verfahren der „blauen Karte“. Lieber Kollege! Wir haben das im AFCO-Ausschuss mehrfach beraten. Wir sind der Meinung, dass in allen 28 Ländern Gleichheit der Wahlchancen herrschen.

Wir haben heute die Situation, dass man in ein, zwei Ländern mit 0,6 Prozent der Stimmen ein Mandat erringen kann, während man in anderen Ländern mindestens 3 Prozent braucht. Das hat keine Balance, 3 Prozent für alle war unser Vorschlag, und das ist die neueste politische Linie, die die Mehrheit im AFCO-Ausschuss entschieden hat.

  Corina Crețu, Member of the Commission. Madam President, democracy as a founding value of the Union means that the EU institutions must exercise their powers according to the highest standards of representativeness and accountability. The Commission and the European Parliament share the same objectives of strengthening the democratic legitimacy of the European Union.

I congratulate Parliament on the proposal under discussion today for amending the rules for electing its Members. The report adopted in the Committee on Constitutional Affairs, on the basis of the proposal by Ms Hübner and Mr Leinen, has the potential to become a milestone in the democratic evolution of the European project, which – as we all have to recognise – has been a remarkable, though also a long and painful, process.

Ahead of the most recent European elections, the Commission – mindful of the strengths of the European Parliament and of its role in the appointment of the President of the Commission under the Lisbon Treaty, and echoing long—standing calls from Parliament – had prompted European political parties to nominate lead candidates for the function of President of the Commission. The European political families did so for the first time, and Jean-Claude Juncker, a candidate able to command a majority in the newly formed European Parliament, was nominated by the European Council and elected by Parliament as President of the Commission. This key novelty of the 2014 elections connected the election of the Commission President more directly to the voters’ choice. Consolidating these new elements for future elections will reinforce the democratic legitimacy of the European decision—making process and will be a significant step forward, fostering the emergence of a genuinely European political sphere.

The Commission supports the proposed reform which will further strengthen our political accountability, as European parties will have to nominate their lead candidates at the latest 12 weeks ahead of the elections. The reforms can also help bridge the divide between political processes at national and at EU level. Showcasing the affiliation between national and European political parties, on ballot papers and in political broadcasts during the electoral campaign, will make the links between the main players more visible to voters and will improve their trust in the process. Here, I think, we have all been victims of the lack of discussion and debate about European issues, which is so very important.

National political parties and authorities have also a decisive role to play in helping to increase transparency and to make citizens more aware of the European repercussions of votes cast for national parties. Having further common principles in the organisation of the European Parliament elections, such as a minimum threshold in all Member States for the allocation of seats, will also contribute to strengthening the European dimension of these elections. In substance, the establishment of such a minimum threshold will make the functioning of the European Parliament more efficient by decreasing the risk of fragmentation and by facilitating stable majorities.

We have been talking about a crisis of representative democracy, and of disillusionment with politics. Promoting participation is essential for the progress of the European project. That is why I warmly welcome the proposals for extending the right to vote to EU citizens living in third countries; for putting in place more flexible and inclusive ways of casting votes; and for fostering women’s political participation in Union decision making and in European elections. Using electoral lists that ensure gender balance, as proposed in the report, is another important step in the right direction.

By the way, I was here, though in another capacity, when we proposed such gender quotas many times in the past. On the basis of experience in the country I know best, I would also advocate action at national level because, as I have said, this aspect is catastrophic in many countries, both at local level and in national parliaments. At least here we have this principle, and that is very important.

Fair and objective media coverage during European election campaigns is, of course, another key element and I wish to stress it, since it is an essential condition for free and fair elections.

I take note of the proposal to establish a European electoral authority where information about elections to the European Parliament would be centralised. Before any further commitment, this would need to be carefully examined and, in particular, we need to examine the timeliness and feasibility of such a proposal, including in relation to the responsibilities of such an authority, possible arrangements for establishing it, and the institutional, legal, budgetary and staffing requirements for its functioning.

The Commission, as I said, fully supports Parliament’s efforts to adopt these timely and ambitious proposals. Congratulations.

  György Schöpflin, on behalf of the PPE Group. Madam President, there is nothing untoward in the European Parliament looking to establish a common system of elections for itself. Every parliament in the world does so, and it adds to transparency and predictability if the systems by which citizens choose their representatives in the EU are broadly similar – similar if not identical, given that there are 28 different political traditions involved.

The sensitive issue here is that of a threshold. Should there be a minimum percentage of votes that a party list has to attract before it acquires representation? In some Member States there is no support for this, but in the great majority it is accepted practice. The threshold helps to weed out frivolous contestants whose sole interest is in attracting attention. There is a counter-argument that the institution of the threshold restricts the political marketplace by creating too high a barrier to entry.

The answer is a balance between the two: to have a threshold but not to set it too high. That is what this report tries to attain – setting a threshold but not making that threshold insurmountable. From every standpoint, this is the sensible, rational solution.

  Mercedes Bresso, a nome del gruppo S&D. Signora Presidente, onorevoli colleghi, intanto anch'io voglio ringraziare i relatori per il lavoro complesso svolto, e anche la Commissaria per il sostegno che ha dato alla nostra iniziativa.

Questo è un tema delicato, perché è uno dei due casi in cui il Parlamento ha iniziativa legislativa. Noi proponiamo delle modifiche, sia pure limitate, alla legislazione. Vorrei ricordare che è dal '76 che il Consiglio rifiuta di modificare il testo della legge elettorale e quindi di rendere le elezioni più europee, come ha già ricordato il collega Schöpflin.

Le proposte sono quindi delle proposte contenute, ma che mirano ad andare nella direzione di avere una più omogenea legislazione elettorale. Ne ricorderò alcune: intanto quella che mira a dare visibilità ai partiti politici europei, e quindi a dare senso europeo alle elezioni, a stabilizzare la nomina del candidato per la Commissione europea e a permetterne la conoscenza da parte degli elettori attraverso un numero adeguato di settimane durante le quali i nomi saranno noti; il bilanciamento di genere, che è, io credo, indispensabile; il tema delle liste transnazionali, che potrebbe rientrare attraverso almeno un considerando, e quindi una piccola nota.

Spero che riusciremo a costruire, per la prima volta, una legge elettorale in questo Parlamento.

Grupa Europejskich Konserwatystów i Reformatorów dobrze ocenia obecnie obowiązującą ordynację do Parlamentu Europejskiego i nie widzimy potrzeby jej zmiany, a na pewno nie widzimy potrzeby zmiany w kierunku centralizacji, ujednolicania prawa wyborczego. Tu są dwie ważne rzeczy, na które trzeba zwrócić uwagę: po pierwsze, przekonanie, że jeśli zachęcimy do obniżenia wieku wyborczego do 16. roku życia, albo zachęcimy do głosowania lekkiego, w formie internetowej, to frekwencja do Parlamentu Europejskiego bardzo się podniesie. Nie jesteśmy przekonani do tych środków. Akt wyborczy ma swoją rangę, swoją powagę. Nie należy uciekać się do form internetowych jako form powszechnych.

Ale istotniejszy jest zamysł scentralizowania prawa wyborczego, łącznie z takimi pomysłami, jak obowiązek stosowania logo partii europejskiej przy logo partii krajowych. Nie widzimy takiej konieczności, to nie powinien być obowiązek. Są nowe partie polityczne w życiu naszych państw, które mogą dokonać tego wyboru później, zasiadając dopiero w Parlamencie Europejskim. Dlaczego zmuszać ich do tego w trakcie kampanii wyborczej?

Ale nade wszystko legitymacja Parlamentu Europejskiego powinna być oparta na szacunku dla tradycji krajowych, dla tradycji konstytucyjnych, dla suwerenności narodów. Im bliżej kontekstu narodowego, tym bliżej obywateli. Im bardziej ordynacja będzie scentralizowana, ujednolicana, tym bardziej Parlament Europejski będzie się oddalał od realnych problemów obywateli. Dlatego będziemy głosować przeciwko temu projektowi.

  Maite Pagazaurtundúa Ruiz, en nombre del Grupo ALDE. Señora Presidenta, a pocas horas de este debate se ha decidido —creo que con buen criterio— retrasar la votación para que dé tiempo a poder analizar algunos de los aspectos que definen el informe y que puedan completarlo.

La reforma, en nuestra opinión, ha sido poco ambiciosa hasta el día de hoy. Es, seguramente, el ejemplo de una utilización insuficiente o excesivamente prudente, de una gran oportunidad y necesidad, porque vivimos un momento de crisis y descrédito de nuestras instituciones europeas. En las elecciones europeas apenas participa una de cada cuatro personas con derecho a voto, de media. Y las elecciones, efectivamente, se entienden en clave nacional, porque las opiniones públicas están definidas así. Porque los Gobiernos juegan a ello, también. Los grandes partidos, además, están escindidos entre lo que dicen en este Parlamento y lo que hacen en el resto de instituciones, especialmente cuando gobiernan.

No hemos establecido en el informe recomendaciones que permitan fomentar realmente la conciencia que se invoca desde el punto de vista europeo. Las elecciones pueden ser —las elecciones europeas— algo más que una evaluación de política nacional, por supuesto, y pueden acercar la institución del Parlamento a los ciudadanos. Y los parlamentarios, sus representantes, debemos someternos a la rendición de cuentas de forma permanente. Debemos preguntarnos si este informe realmente consigue estos objetivos en sus recomendaciones.

Nosotros, más bien pensamos que hay cambios que son positivos, algunos que son cosméticos y algunos que favorecen a quienes tienen más implantación territorial y social. La reforma tiene mejoras como, por ejemplo, la que se refiere a la igualdad de género o el voto en los terceros países, pero no se puede defender con seriedad que suponga un gran avance poner los símbolos de los partidos políticos europeos en las papeletas electorales, aunque no está mal.

Pero el informe se queda corto. Los cambios son menores y el cambio sustancial, que es el establecimiento de un umbral obligatorio, nos parece que no refuerza una mayor posibilidad de integridad ni de igualdad de oportunidades para el pluralismo político.

  Helmut Scholz, im Namen der GUE/NGL-Fraktion. Danke Frau Präsidentin, Frau Kommissarin! Nach der Wahl ist vor der Wahl und die Weiterentwicklung des europäischen Wahlrechts steht deshalb meiner Ansicht nach zu Recht auf unserer Agenda.

Sie kann politisch viel bewerkstelligen, muss sich aber an der Frage bemessen, wem sie am Ende dient. Hilft es, den öffentlichen Raum in Europa zu stärken, die seit Jahren anhaltende Sprachlosigkeit zwischen den Bürgerinnen und Bürgern und der Politik in Europa zu überwinden? Und liefert es ein Mehr an aktiver und passiver politischer Beteiligung bis heute Ausgeschlossener, auch an Parität der Geschlechter?

Das große Manko des Berichts, liebe Ko-Berichterstatterinnen und Ko-Berichterstatter, bei allen guten Absichten – auch heute noch einmal unterstrichen –, besteht darin, dass er einfach nicht mutig an die Reform herangeht, sondern sich in der Vorwegnahme politischer Konstellationen im Rat verheddert und sich damit am Ende eher selbst genügt.

Der Bericht folgt nicht dem Ansinnen, politische Räume und erweiterte Möglichkeiten für Teilhabe zu schaffen, sondern versucht eher, technisch zu managen, was nicht zu steuern ist: die Eigendynamik des politischen Lebens und entsprechender Diskurse in den Gesellschaften der Mitgliedsstaaten.

Demokratische Veränderungen sind für mich nicht in Übereinstimmung zu bringen mit der im Bericht unterstellten Identität zwischen den Interessen der Bürgerinnen und Bürger Europas und denen der deutschen großen Koalition in Berlin. Eine große deutsche bürgerliche Zeitung hat den Vorgang der Einführung einer Sperrklausel klar charakterisiert: eine Provokation gegen das deutsche Bundesverfassungsgericht. Warum sollen wir diesen Weg gehen?

  Josep-Maria Terricabras, on behalf of the Verts/ALE Group. Madam President, the reform of the electoral law of the European Union is a very important issue. The fact that it had two rapporteurs was a first signal of alliance in the leadership, and was not necessarily bad in itself. However, it was also soon complemented with a certain amount of lack of flexibility when the debate came to the point of accepting, or not, some of the many suggestions and proposals brought up by other groups.

In this sense, I very much regret to have to say that this is a weak reform which has not been capable of encompassing the sense of history. Among many other things, the report should have insisted on proposals reinforcing the confidence of European citizens in their institutions, but it has not done so, at least in the following four areas.

Firstly, the report establishes something new, namely an obligatory threshold declared unacceptable by the German Constitutional Court and now introduced as obligatory for all countries in Europe. This measure clearly goes against the spirit of diversity and protection of minorities. Secondly, transnational lists were just mentioned in passing, almost by chance, transformed into a mere recital. Thirdly, surprisingly enough, even the introduction of gender equality has been postponed until the European elections in 2024. Finally, we have not established the minimum age of voters at 16.

  Diane James, on behalf of the EFDD Group. Madam President, I listened to the opening statements outlining the goals proposed and attempting to justify them. Quite frankly, I was aghast to hear some of what I heard.

There is a famous author called George Orwell who would have been proud of what was outlined this evening. The feelings of those who are frightened by the contents of his book would have been substantiated. More control of the electoral outcome seems to be the goal: even less democracy, despite the calls for it. Just look at what happened recently in Portugal in terms of the election outcome there!

Is the goal in what I have heard this evening, and what is being outlined, to ignore the will of the people and ignore a democratic electoral outcome? I have heard no account thus far of the scale of global cyber-attacks or personal ID theft, and yet we have this whole focus on electronic voting and suchlike.

I am going to finish by saying that electoral law is a matter for sovereign nations, not for this Chamber – to which it is alien.

  Gerolf Annemans, namens de ENF-Fractie. De oude verkiezingsakte van 1976 voldoet tot op vandaag om op een ordentelijke manier democratische verkiezingen te houden en in goede banen te leiden in de lidstaten. Het Europees Parlement wil nu een nieuwe verkiezingswet uitvaardigen die het Europese electoraat massaler naar de stembus moet leiden, maar vooral wil men de kiezers ook in dezen EU-eenheidsworst opdringen en de lidstaten meer en meer buitenspel zetten. De op stapel staande Europese verkiezingswet bepaalt dat de verkozenen geen vertegenwoordigers meer zullen zijn van hun respectievelijke lidstaat, maar wel zogenaamde vertegenwoordigers van alle burgers van de Unie. De EU zal zich zelfs bemoeien met de manier waarop de politieke partijen hun verkiezingslijsten zullen opstellen. Ook zal overal een verplichte kiesdrempel worden ingevoerd, zogenaamd om verdere versnippering te voorkomen, maar lees maar om nieuwe, kleine en vaak EU-kritische partijen te weren. Voor ons moeten lidstaten autonoom zijn en blijven om de verkiezingsvoorwaarden en -procedures zelf te kunnen bepalen voor hun burgers.

  Gerolf Annemans (ENF), "blauwe kaart"-antwoord. Mevrouw, ik ben hier niet verkozen voor wat er in die verdragen staat. U ziet hier al die vlaggetjes van mijn collega's staan en ik hoop dat er steeds meer van die vlaggetjes zullen komen. Wij vertegenwoordigen hier de kiezers die voor ons kiezen en we hebben het recht om dat te doen. Men heeft ook het recht om te doen alsof men heel Europa vertegenwoordigt, maar dat is niet zo. Wij vertegenwoordigen hier onze kiezers, ons volk en dan pas Europa.

Paní předsedající, Smlouva o fungování Evropské unie dává Evropskému parlamentu možnost iniciovat reformu pravidel, podle kterých jsou konány volby do Evropského parlamentu v celé Unii, a jsem rád, že díky úsilí zejména kolegů z výboru AFCO tuto možnost nyní využíváme. Domnívám se, že záměr, který stojí za jednotlivými částmi předložené zprávy, je třeba podpořit. Posílení demokratických principů evropských voleb je základním předpokladem pro pozitivní vnímání evropských voleb, které, doufejme, povede i k větší volební účasti a pozitivnímu vnímání Unie jako celku. Evropský parlament má jako shromáždění přímo zvolených zástupců občanů velké možnosti k rozvoji evropanství a pozitivnímu vnímání Unie a jistě je zájmem nás všech nezklamat očekávání našich voličů. Podporuji tedy takovou harmonizaci volebních pravidel, která tuto evropskou dimenzi zvýrazní.

  Pedro Silva Pereira (S&D). Senhora Presidente, normalmente dedicamos mais tempo a lamentar o velho problema do défice democrático do que a debater medidas para melhorar a nossa democracia. Não é esse o caso de hoje e, por isso, quero saudar os nossos colegas Jo Leinen e Danuta Hübner pelo seu excelente relatório, que propõe uma reforma muito importante, mas realista, da lei eleitoral para as eleições europeias.

Esta é uma das poucas matérias em que o Parlamento tem direito de iniciativa legislativa, mas temos o dever, não apenas o direito, de fazer mais para fortalecer a dimensão europeia da democracia. Já demos um passo importante ao associar às eleições europeias as candidaturas a Presidente da Comissão, e devemos agora ir mais longe. Com esta reforma, os boletins de voto e os materiais de campanha passarão a dar visibilidade também aos partidos europeus. Teremos em toda a Europa o mesmo princípio da igualdade de género, os mesmos prazos para apresentação de listas e candidatos, o mesmo horário de fecho das urnas, a mesma possibilidade de voto eletrónico e por correspondência, e teremos ainda uma cláusula-barreira exigindo um mínimo de 3 a 5 % dos votos para eleger deputados nos Estados que elegem mais de 26 parlamentares. Regras mais harmonizadas e mais transparência para que os cidadãos saibam em quem votam e para quê. A democracia europeia ficará melhor com esta reforma eleitoral.

  Beatrix von Storch (ECR). Frau Präsidentin! Das Bundesverfassungsgericht hat die Fünf-Prozent-Hürde zur EU-Wahl in Deutschland für verfassungswidrig erklärt. So kamen auch kleine Parteien hier ins Haus und haben natürlich auf Kosten der Pfründe der anderen ihre Mandate erworben. Deswegen wollen SPD und Union und auch Grüne die Sperrklausel wieder einführen. Sie hatten bislang vorgeschoben, dass die Arbeit hier im Haus durch die kleinen Parteien gestört wird. Diese Argumentation ist tot. Das Bundesverfassungsgericht hat es in seinem Urteil 2014 eindeutig erklärt, und das mit Recht. Graf Lambsdorff von der FDP oder auch Herr Sonneborn von der Spaßpartei stören doch hier im Haus wohl niemanden.

Meine Damen und Herren von der SPD und von der Union: Seien Sie bitte ehrlich! Sie haben Ihre tote Argumentation nun einfach ausgetauscht und wollen mit einem Trick nun weiter den Wettbewerb unterbinden und Pfründe sichern, indem sie eine verpflichtende Hürde im Europarecht einbauen wollen, um das Verfassungsgericht auszuschalten. Das ist nicht demokratisch, Herr Leinen, das ist durchsichtig, und das ist schäbig!

  Ulrike Müller (ALDE). Frau Präsidentin! Hier soll mit einer großen Mehrheit im Parlament die Reform des europäischen Wahlrechts angegangen werden, und das, obwohl die Einhaltung des Subsidiarität bisher immer im Mittelpunkt stand. Für mich gibt es keinen Grund eine Sperrklausel von 3 % einzuführen, da es im Besonderen nur 2 von 28 Ländern betrifft, nämlich Spanien und Deutschland. Auch die Argumente, die kleinen Parteien bringen sich nicht in den Fraktionen ein und würden die Funktionsfähigkeit des Parlaments gefährden, können leicht widerlegt werden.

Wir haben in Deutschland zwei Urteile des Bundesverfassungsgerichts gegen Sperrklauseln, diese sollen hiermit umgangen werden. Die Folge wäre, 8 Millionen Wählerstimmen blieben künftig unberücksichtigt. Dies ist demokratieschädlich und fördert Politikverdrossenheit.

Ich kann für mich feststellen, dass ich hier die Abgeordnete bin, die die meisten Stimmen – 428 800 – erhalten hat. Das sind in meinem Land nur 1,6 %, jedoch mehr, als Malta Einwohner hat. Und deswegen habe ich auch die Legitimation dafür!

  Klaus Buchner (Verts/ALE). Vielen Dank, Frau Präsidentin! Die Einführung einer 3— oder 5-Prozent-Hürde betrifft – wie schon gesagt worden ist – nur Deutschland und Spanien, denn das sind die einzigen Länder, die einerseits mehr als 26 Abgeordnete haben, andererseits zur Zeit keine Sperrklausel.

Was würde das nun bedeuten, wenn wir eine Sperrklausel einführen? Von der Gerechtigkeit gegenüber kleineren Ländern, von denen Sie, Herr Leinen, sprechen, kann keine Rede sein. Schauen wir uns doch die Zahlen an. 3 Prozent in Luxemburg bedeuten ungefähr 12 000 Wählerstimmen. 3 Prozent in Deutschland bedeuten das Zehnfache davon. Wenn man es auf die Abgeordneten nimmt, weil Deutschland in dieser Proportionalität benachteiligt ist, dann sind es 30 mal so viele. Ist das Demokratie?

Ich möchte noch bemerken, dass die Wählerstimmen ja von den kleineren Parteien den großen zugeordnet werden, das heißt, die großen haben ein genuines Interesse, jetzt Stimmen zu bekommen, die die Wähler

  Vicky Maeijer (ENF). Vandaag zijn we getuige van de zoveelste poging van Brussel om de soevereiniteit van de natiestaten uit te hollen. De verkiezingen voor het Europees Parlement moeten meer Europees worden en minder nationaal, zogenaamd omdat u zich druk maakt over het democratisch tekort in Brussel, over de alsmaar dalende opkomstcijfers, over het feit dat niemand weet wie de voorzitter van de Europese Commissie is. Dat democratisch tekort los je niet op door democratie in de lidstaten te gaan bestrijden met een verbod op exitpolls, met de verplichting om mannen en vrouwen om en om op de kieslijst te zetten, met kiesdrempels. U kunt zich beter druk maken over de vraag waarom het niemand iets kan schelen, waarom slechts 42 procent van de kiesgerechtigden zich geroepen voelt om te gaan stemmen. Misschien heeft het iets te maken met de wereldvreemde houding van de meerderheid van de zogenaamde volksvertegenwoordigers die hier in het Parlement gehuisvest zijn.

Verkiezingen voor het Europees Parlement zijn verkiezingen van nationale vertegenwoordigers die in mijn geval de Nederlandse bevolking zouden moeten vertegenwoordigen. Deze verkiezingen worden in Nederland gehouden en door de Nederlandse kieswet geregeld. Bemoeit u zich daar alstublieft niet mee.

  Cristian Dan Preda (PPE). În primul rând, îi felicit pe Danuta Hübner și Jo Leinen

pentru raport. De când sunt în Parlamentul European, este a doua încercare de reformare a legislației electorale a Uniunii. Precedentul exercițiu ne-a arătat că nu e ușor să găsești un echilibru între îndrăzneală și realism politic, or cred că propunerile de acum ating acest obiectiv.

Dacă ne dorim ca alegerile europene să fie nu doar suma a 28 de legislații naționale sau un rezultat al 28 de scrutine desfășurate în paralel, trebuie să susținem propunerile conținute în raportul Hübner - Leinen, păstrând pe cât se poate liniile de forță ale reformei adoptate în Comisia pentru afaceri constituționale, pentru că esența reformei este tocmai europenizarea alegerilor pentru Parlamentul European.

Fixând standarde minimale, legitimitatea democratică a procesului de luare a deciziilor va fi întărită și menționez aici trei puncte care mi se par esențiale și pe care le-am susținut constant: amenajarea posibilității de a vota de la 16 ani, respectarea unor proceduri democratice în desemnarea candidaților pentru alegeri și introducerea votului electronic. Cred că aceste mecanisme simple sunt de natură să sporească participarea la vot și, astfel, caracterul democratic al alegerilor pentru Parlamentul European. În fine, sper că numărul ridicat de amendamente depuse nu va altera raportul adoptat în AFCO, ce constituie o bună bază de negociere cu Consiliul.

  Ramón Jáuregui Atondo (S&D). Señora Presidenta, Señorías, primera pregunta que les querría hacer: ¿No les parece a ustedes que cuarenta años después hace falta cambiar la ley electoral? La ley es del año 1976, han pasado cuarenta años. ¿Ha cambiado Europa en estos cuarenta años? ¡Ya lo creo!

Segunda pregunta: ¿No creen ustedes que los que aquí estamos debemos tener las mismas reglas, los mismos derechos, que tenemos que tener un sistema armonizado de ley electoral para que se nos elija?

Tercera pregunta: ¿No creen ustedes que es imprescindible que haya una representación de los partidos europeos, no de los partidos nacionales agregados, sino que quienes aquí estamos representando la soberanía europea —la soberanía europea, repito—, tenemos que tener al mismo tiempo unas mismas reglas para estar aquí, conformando inclusive unas listas transnacionales que permitieran que el cabeza de lista de cada grupo político encabezara la lista del partido que pretende gobernar Europa? ¿No es esa la regla lógica de la democracia?

Y, por último, una petición a mis compañeros del Grupo de los Verdes y del Grupo de la GUE/NGL: por favor, no se sumen ustedes a quienes están en contra de Europa con el «no» a una ley que no es perfecta, que es una ley que nos gustaría que fuera mejor, pero que no es una ley que merezca un «no».

J'ai été frappé en vous écoutant de voir que vous ne concevez plus que nous représentions ici des peuples. Vous voulez désormais que dans le cadre de cette réforme électorale, nous représentions des partis européens. Et moi, personnellement, je pense que c'est une erreur. Je pense que la dernière chance qu'il vous reste de sauver l'Union européenne, c'est de la réconcilier avec les peuples.

  Arne Gericke (ECR). Frau Präsidentin! Ich verurteile, dass SPD, CDU und CSU federführend ihren Bericht missbrauchen, um die Wiedereinführung einer Drei-Prozent-Hürde durchzusetzen, unter völliger Ignoranz der Entscheidung des Bundesverfassungsgerichts.

Ich behaupte, Sie haben Angst vor der Courage der Kleinen. Eine CSU-Kollegin meinte erst kürzlich: „Wir beobachten Sie jetzt.“ Das zeigt mir, Sie haben uns unterschätzt. Die Wähler dagegen, wissen uns mehr und mehr zu schätzen. Ich nenne es das Asterix-Prinzip: klein, aber oho. Eine Gefahr für die Demokratie soll ich sein? Warum? Weil ich jetzt schon mehr Berichte betreut habe als so mancher Kollege in zehn Jahren? Weil ich zu den fünf aktivsten deutschen Europaabgeordneten gehöre? Weil ich die Sorgen der Bürger im großen Wahlkreis Deutschland ernst nehme? Weil ich laut die Stimme für die Familien erhebe?

Ganz ehrlich: Wenn Sie Ihren Job hier so ernst nehmen wie ich es tue, dann wagen Sie den fairen Wettbewerb mit uns Asterixen! Aber hören Sie auf, das Bundesverfassungsgericht zu ignorieren! Hören Sie auf, unsere kleineren Parteien mit Füßen zu treten und bis zu 8 Millionen Wählerstimmen in Deutschland

  Jiří Pospíšil (PPE). Paní předsedající, já jsem tady pozorně poslouchal celou debatu, souhlasím s návrhem, který předložili zpravodajové, ten návrh má celou řadu pozitivních věcí, jako je třeba elektronické hlasování. Obecně však chci varovat před trendem posilování evropského rozměru voleb jako takových. Ty volby by dále měly probíhat na národní, chcete-li státní úrovni, a to z jednoho prostého důvodu. Pokud zrušíme jednotlivé volby v jednotlivých národních státech, pak rozbouráme vazbu mezi politikem, poslancem a jeho voliči. To je strašně důležité z pohledu legitimity. Volič by měl znát svého poslance, měl by vidět, co v Evropském parlamentu dělá, měl by rozumět jeho řeči a měl by vědět, o koho se jedná. Ve chvíli, kdy zbouráme tento princip a vytvoříme celoevropské volební obvody, pak se domnívám, že se legitimita výrazně sníží, voliči nebudou znát svého poslance a bude klesat účast v evropských volbách.

  Νότης Μαριάς ( ECR). Κυρία Πρόεδρε, με την έκθεση για την αναθεώρηση της εκλογικής διαδικασίας επιχειρείται από το παράθυρο να κατασκευαστεί o περίφημος ευρωπαϊκός δήμος «European Demos». Έτσι, με την τροπολογία 1 καθορίζεται ότι τα μέλη του Ευρωπαϊκού Κοινοβουλίου εκλέγονται ως αντιπρόσωποι των πολιτών της Ένωσης, και όχι ως εκπρόσωποι των λαών των κρατών μελών της Ένωσης.

Όμως οι ευρωπαϊκοί λαοί δεν μπορούν να καταργηθούν με νόμους, και αυτό πρέπει να το καταλάβουν όλοι. Επιπλέον, με τον νέο εκλογικό νόμο επιβάλλεται κατώτατο όριο 3% για την κατανομή των εδρών, με στόχο να αποκλειστούν από την επόμενη σύνθεση της Ευρωβουλής διάφορα κινήματα και ενοχλητικές φωνές κατά της γερμανικής Ευρώπης. Επίσης, με τον νέο εκλογικό νόμο ενισχύεται η Ευρωπαϊκή κομματοκρατία σε βάρος των κινημάτων και των πολιτών. Ταυτόχρονα, υπονομεύονται οι λαοί ως πηγή δημοκρατικής νομιμοποίησης, ενώ το παζλ του ευρωπαϊκού melting pot συμπληρώνει η παράγραφος 21 της έκθεσης, που αμφισβητεί τις επίσημες γλώσσες των κρατών μελών της Ένωσης και ζητά εκπροσώπηση μειονοτικών γλωσσών στις ευρωπαϊκές εκλογές.

  Josu Juaristi Abaunz (GUE/NGL). Señora Presidenta, esta reforma no va a fortalecer la dimensión democrática de las elecciones europeas, ni tampoco la legitimidad democrática del proceso decisorio de la Unión; mucho menos acercar o seducir a la ciudadanía.

La reforma alude al principio de subsidiariedad y da consejos a los partidos políticos regionales —en nuestro caso, a partidos o coaliciones de una nación aún sin Estado, Euskal Herria—, pero, a continuación, fuerza la introducción de un umbral obligatorio que va en contra de las minorías y busca alejar o expulsar a millones de ciudadanos y ciudadanas del juego político europeo.

Eso no confiere más legitimidad democrática, ni más eficacia —en mi opinión—, como se ha dicho aquí. Si quieren más legitimidad en mi país, más legitimidad europea, sedúzcannos, por ejemplo, con la posibilidad de contar con una circunscripción única.

  Julia Reda (Verts/ALE). Vielen Dank Frau Präsidentin! Ich denke, dieser Vorschlag ist definitiv eine vertane Chance.

Wenn man sich anschaut, dass er in der jetzigen Situation wahrscheinlich so ziemlich alle deutschen Abgeordneten bereit wären, jedem Vorschlag für ein europäisches Wahlrecht zuzustimmen, um nur ihre geliebte Sperrklausel wiederzubekommen, dann muss ich den Berichterstattern sagen: Ja dann nutzen Sie die Chance doch, machen Sie einen ambitionierten Vorschlag und führen Sie tatsächlich transnationale Listen ein!

Man erhöht die europäische Dimension der Europawahl nicht dadurch, dass man auf den Wahlzettel das Logo einer europäischen Partei aufdruckt oder dass man kleine Parteien aus dem Parlament ausschließt. Man erhöht die europäische Dimension dadurch, dass man die Abgeordneten aus verschiedenen Ländern tatsächlich dazu bewegt, miteinander zusammenzuarbeiten und gemeinsame politische Positionen zu finden.

Das würden transnationale Listen erreichen. Aber so ist dieser Vorschlag einfach unambitioniert und ein sehr offensichtlicher Weg, zu versuchen, deutsche kleine Parteien aus dem Parlament zu entfernen.

  Stanislav Polčák (PPE). Paní předsedající, já jsem byl tou diskusí poměrně překvapen, protože se zde často zmiňuje otázka zejména volebního prahu. Příklad Německa, kdy německý Ústavní soud seznal, že pětiprocentní práh je nepřijatelný, já naprosto respektuji. Chci však říci, že v České republice také rozhodoval Ústavní soud o té pětiprocentní hranici a rozhodl tak, že ji ponechal, že ji považuje za odpovídající ústavě. Je zde příklad v tuto chvíli dvou zcela rozdílných rozhodnutí dvou ústavních soudů ze dvou členských států. A já si myslím, že to přesně ilustruje ten problém, ve kterém se nacházíme. Představa, že do ústavních práv jednotlivých národních států budou implementována naprosto podrobná detailní pravidla pro volbu, je podle mého názoru lichá a myslím si, že zvyšuje napětí, které není záhodné. Já nejsem příznivcem vytváření absolutních společných pravidel, proto bych byl jaksi opatrný k této zprávě.

Senhora Presidente, olhemos para os anos mais recentes: aprovação de tratados nas costas dos cidadãos, fugindo ao seu escrutínio democrático, fugindo aos referendos ou afrontando e desrespeitando o seu resultado quando este é inconveniente. Quando nem assim conseguem aprovar tratados, subvertem-se as regras em vigor e aprovam-se tratados à margem do ordenamento jurídico vigente, como sucedeu com o tratado orçamental, o tal que a senhora Merkel justificou dizendo "precisamos de algo que nos garanta que, mesmo que mudem os governos, não mudem as políticas". Interfere-se direta e abertamente, de forma ilegítima, nas decisões soberanas dos povos. Determinam-se governos, impõem-se políticas e submetem-se órgãos democraticamente eleitos, como os parlamentos nacionais.

Não há disfarce possível para a natureza antidemocrática desta União Europeia. O edifício é estruturalmente antidemocrático, não há tinta que lhe procurem aplicar nas paredes que lhe mude essa natureza. Este relatório contém aspetos da maior gravidade, pelo que significam uma escalada antidemocrática e …

  Corina Crețu, Member of the Commission. Madam President, I would like to thank Members for all their comments and for this very interesting debate.

I wish to conclude by reiterating that the Commission fully supports Parliament’s efforts to adopt this timely and very ambitious proposal. In our opinion, to deliver a Union of democratic change we need to build on the concept of lead candidates. The success of Europe as a political project requires an efficient democratic system in which its citizens are fully engaged. Strengthening the link between the elections for representatives of the citizens and the selection and election process of the head of the European executive is a tangible demonstration of the impact of citizens’ democratic participation on the EU decision-making process. As I said at the beginning, it is very important to highlight the importance of a quota or gender balance, to which I gave my full support as a Member of the European Parliament.

This proposal is a concrete way to create a new sense of engagement in the construction of Europe and stimulate citizens to play a more active role in European democracy. As I said at the beginning, at the present time it is really crucial to build and contribute to trust between citizens and European institutions.

  Danuta Maria Hübner, rapporteur. Madam President, I would like to thank both those who were saying that we lack ambition and those who were saying that we are too ambitious, because basically those were the two groups we heard here in the Chamber.

To those who consider that we lack ambition with this report, I would say that sometimes in our work, and you all experience this, we want to bring more people on board for the ideas we consider important for European citizens – then, of course, our level of ambition falls to that of the common ambition. To a certain extent, that is why we could not do certain things. Another reason, however, has to do with the procedure involving the Council: we have to go with this proposal to the Council, and the Council, under the Treaty, can completely ignore our proposal. That is why we are trying to build something that will get through the whole system and take us a step forward in the evolution of the European Parliament’s right to decide on the procedure for its own electoral process. These points may constitute an explanation in response to the first group of comments.

To all those who consider we are going too far, I have to say that I totally disagree with you. In response to those who say we are moving too far in the sense of taking responsibility for issues that should be addressed at national level, as matters for national sovereignty, I would say that this proposal brings Members of the European Parliament closer to the voters, and also brings European citizens closer to Europe. So through this proposal I believe we are addressing what is today the biggest weakness of the European Union, namely the huge distance between the citizens and the Union.

I hope that, as a result of all our discussions, at committee level, here and subsequently in the Council, we will achieve something which, though it may not be milestone, as the Commissioner nicely put it, will certainly take us forward in terms of the European Parliament’s right to decide on its own electoral procedures. As György Schöpflin was saying, we are probably the only parliament in the world that is not currently able to decide for itself about its electoral procedures.

Lastly, with regard to the threshold and the recent ruling by the German Federal Constitutional Court, I hope Jo Leinen will explain it but, if I remember correctly, one of the points the Court made was that if there were a European law on the threshold it would be a different story. That is why we are proposing a European law: so that we can avoid all the problems we are having at national level, with differing interpretations by different constitutional courts.

In any case, thank you, colleagues, very much. I hope that you will still have time to rethink how you are going to vote.

  Jo Leinen, Berichterstatter. Frau Präsidentin! Ich bedanke mich auch bei allen, die sich an der Debatte beteiligt haben. Herr Kollege Schöpflin hat in der Tat gesagt, eine Mindestschwelle ist okay, aber sie soll nicht zu hoch sein. Nun, was haben wir gemacht? Wir haben geschaut, was es in 26 Mitgliedsländern gibt. Es gibt überall per Gesetz oder de facto eine Mindestschwelle von drei Prozent, und die haben wir jetzt für zwei weitere Länder, in denen es das nicht gibt, vorgeschlagen. Das ist nicht zu hoch, sondern das ist die Norm in den meisten unserer Länder, und dort ist es auch irgendwie eingeübt und existiert und wird auch akzeptiert.

In der Tat, liebe Kolleginnen und Kollegen, unser deutsches Verfassungsgericht hat dieses Urteil gesprochen. Es hat aber auch die Tür für eine Mindestschwelle geöffnet. Es hat gesagt: Solange es kein europäisches Recht gibt, urteilen wir für unser Land so, wie wir es getan haben. Und es hat auch gesagt, man muss die Entwicklung des Europaparlaments beobachten. Bei den neuen Kompetenzen, bei den neuen Aufgaben, eine europäische Exekutive zu wählen – was wir ja mit der Wahl des Kommissionspräsidenten gemacht haben –, würden sie ihr Urteil zu der Null-Prozent-Klausel auch verändern. Also, ich glaube, da wird zu einseitig argumentiert. Das verstehe ich zwar von der Seite der ganz kleinen Parteien, aber es ist auch nicht richtig, es so einseitig hier darzustellen.

Ich bin auch ermutigt durch die Kollegen, die gesagt haben, wir hätten eigentlich sehr viel weiter gehen sollen. Wir haben aber gemeint, aus den Erfahrungen der letzten Periode, dass wir ein Zwei-Stufen-Konzept vertreten. Die erste Stufe, die möglich ist, jetzt, und dann kommen wir nochmal mit weiteren Vorschlägen, die sehr wahrscheinlich auch in einem Konvent in einer größeren Beratung mit nationalen Parlamenten und den nationalen Regierungen beschlossen werden müssen. Denn machen wir uns nichts vor: Europäische Listen erfordern auch die Änderung bestehender Beschlüsse. Das ist hier nicht zu haben, das hat uns die letzte Periode ja gezeigt.

Ich will nur sagen: Das ist ein Meilenstein, wie Kommissarin Crețu gesagt hat, gemessen an den Jahrzehnten, in denen nichts passiert ist. Es ist ja hier benannt worden, was wir alles vorschlagen. Das ist ein großer Schritt nach vorne, und diese Chance sollten wir nicht verpassen. Denn wenn wir sie verpassen, wird es in dieser Periode keine Reform des Wahlrechts geben, und wir tappen dann 2019 nochmal in den alten Pfaden, die sich als sehr defizitär erwiesen haben.

Ich will als Letztes sagen: Diejenigen, die hier nicht akzeptieren, dass wir zwar zuhause in unseren Mitgliedstaaten gewählt werden, aber in dem Moment, wo wir hier im Parlament sind, die ganze EU vertreten und nicht nur unsere Mitgliedstaaten, denen ist halt eben nicht zu helfen. Wir wissen ja, dass es die Euroskeptiker und Europagegner gibt. Da können wir Vorschläge machen, wie wir wollen, die werden immer dagegen sein. Die sind halt eben auch eine Minderheit, und das sollen sie bleiben.

  Κώστας Χρυσόγονος ( GUE/NGL), γραπτώς. Η έκθεση της Επιτροπής Συνταγματικών Υποθέσεων του Ευρωπαϊκού Κοινοβουλίου σχετικά με την αναθεώρηση της νομοθεσίας για την εκλογή των ευρωβουλευτών προτείνει μια σειρά τροποποιήσεων στην Εκλογική Πράξη του 1976. Η σημαντικότερη από αυτές τις τροποποιήσεις είναι η εισαγωγή υποχρεωτικού ορίου μεταξύ 3% και 5% για την κατανομή των εδρών σε ορισμένα τουλάχιστον από τα κράτη-μέλη. Η πρόταση αυτή είναι προβληματική από την οπτική γωνία της δημοκρατικής αρχής που κατοχυρώνεται στο άρθρο 2 της Συνθήκης της Ευρωπαϊκής Ένωσης. Ειδικά μάλιστα όταν το "κατώφλι" αυτό υπερβαίνει το 3% και φθάνει στο 5%, προκύπτει ένας υπέρμετρος περιορισμός της πολυφωνίας, ο οποίος δεν είναι αναγκαίος για τη διασφάλιση της λειτουργικότητας του Ευρωπαϊκού Κοινοβουλίου. Επίσης, η θέσπιση ηλεκτρονικής-διαδικτυακής ψήφου χωρίς να συνοδεύεται από επαρκείς διευκρινίσεις και εγγυήσεις εγείρει ερωτήματα ως προς την ασφάλεια της ψήφου. Υπενθυμίζω την εξαιρετική αρνητική εμπειρία των προεδρικών εκλογών του 2000 στις ΗΠΑ, όταν το αποτέλεσμα κρίθηκε λόγω της αδυναμίας μερικών εκατοντάδων ψηφοφόρων στην πολιτεία της Φλόριντα να ανταποκριθούν στις περίπλοκες για αυτούς απαιτήσεις της σχετικής διαδικασίας. Συνεπώς η έκθεση πρέπει να αναμορφωθεί, διαφορετικά δεν μπορεί να γίνει αποδεκτή.

Az Európai Unió választási jogszabályainak reformjáról szóló jelentés az 1979 óta, az első közvetlen EP-választások megrendezése óta alkalmazott keretszabályok módosítását szorgalmazza. Az uniós szerződések jogot adnak a Parlamentnek arra, hogy saját választási eljárásának reformját kezdeményezze abból a célból, hogy valamennyi tagállamban egységesen alkalmazandó vagy közös elveken alapuló eljárást dolgozzon ki. A reform egyben az uniós döntéshozatali folyamat demokratikus legitimációjának erősítését célozza.

A választási jogszabályok elfogadása óta számos politikai és társadalmi változásnak lehetünk tanúi. Az uniós polgárok politikában való részvételének megváltozott formáit, illetve a pártok láthatóbbá tételét kiemelt helyen kezeli a jelentés, amely egyben az Európai Parlament munkáját kívánja legitimebbé tenni. Fontosnak tartom a választásokon való részvétel különböző lehetőségeinek tagállami megteremtését. Saját tagállamom, Szlovákia jogszabályi rendelkezései egyelőre csak a hagyományos módon történő részvételt teszik lehetővé, kizárva számos polgárt az EP-választásokból. Mindez hozzájárult ahhoz, hogy az utolsó EP-választásokon a legalacsonyabb részvételi arány született a tagállamban.

Üdvözlendő, hogy a jelentés bátorítja a tagállamokat, hogy tegyenek intézkedéseket az etnikai, nyelvi és más kisebbségek európai választásokon való megfelelő képviseletének előmozdítására. A Parlament munkáját és magukat a parlamenti képviselőket is közelebb hozhatja választóikhoz a tervezett reform.

  Ian Hudghton (Verts/ALE), in writing. Many of the ideas floated in this report are unacceptable. Many of the tabled amendments are even more unpalatable. The rapporteurs, a ‘grand coalition’ of EPP and Socialist groups, refer to their perceived need to avoid ‘further fragmentation’ of the European Parliament. That statement exemplifies the traditional approach of the two larger groups in this Parliament – they would use any opportunity to place obstacles, such as mandatory thresholds, in the way of parties and groups other than their own.

The diversity of views represented in this Parliament is, in my view, a considerable asset and a direct result of a democratic election process rather than an obstacle to it. I have not seen any beneficial effect arising from the notion of lead candidates, supposedly gathering votes from across the entire EU. The amendments which propose a 25-strong Transnational List of candidates at European Elections are not likely to lead to any greater level of voter interest in future European Parliament elections. In my view, transnational lists simply are another mechanism which would mainly benefit the two largest groups in this parliament. I will be voting against all of the amendments which are supportive of the principle of transnational lists.
