President. – The next item is the debate on seven motions for resolutions on the case of the missing book publishers in Hong Kong (2016/2558(RSP)).

  Reinhard Bütikofer, Verfasser. – Frau Präsidentin! Der Fall der fünf Buchhändler aus Hongkong gibt Anlass zu großer Sorge, zumal dieser Fall, in dem Personen zunächst verschwinden und dann unter mysteriösen Umständen in China wieder auftauchen, sich nicht auf diese fünf Buchhändler beschränkt. Er betrifft auch, zum Beispiel, einen früheren Kolumnisten der Zeitung Southern metropolis Daily, Li Xing oder den Sohn von zwei chinesischen Menschenrechtsanwälten.

Ich glaube, dass wir als Europäisches Parlament sehr klar zum Ausdruck bringen sollten, dass diese offenbar um sich greifende Praxis der erzwungenen Rückkehr oder der Entführung nach China vollständig unakzeptabel ist. Ich will darauf hinweisen, dass zwei dieser fünf Buchhändler die Bürgerrechte europäischer Mitgliedsländer genießen. Deswegen geht es uns auch als europäische Bürger etwas an.

Die chinesischen Behörden täuschen sich darüber, was sie tun. Es gibt ein altes chinesisches Sprichwort, das heißt: Der Stein, den sie erhoben haben, wird ihnen auf ihre eigenen Füße fallen. So scheint es mir auch hier zu sein. Was da praktiziert wird, untergräbt den Respekt gegenüber der Herrschaft des Rechts in Hongkong, untergräbt das Bekenntnis zu dem Motto „Ein Land, zwei Systeme“, untergräbt Chinas Respektabilität. Wir sollten China darauf hinweisen, dass sich das Land damit gegen die internationalen Regeln stellt.

  Ignazio Corrao, Autore. – Signora Presidente, onorevoli colleghi, i fatti dicono che in Cina quelli che parlano apertamente sono sempre meno, ancora meno quelli che pubblicano. Il 2016 dell'editoria cinese si apre con l'ennesima polemica legata alla censura e alla libertà di opinione. Corrente Poderosa pubblica libri che il regime di Pechino considera vietati e che quindi sono fuori legge sul continente, ma disponibili invece nella Regione amministrativa speciale di Hong Kong. I testi sono stati messi all'indice perché attaccano il governo della Repubblica popolare.

Nel 2015 si è celebrato il 40° anniversario delle relazioni diplomatiche tra l'Unione europea e la Cina. Il partenariato strategico è di fondamentale importanza per le relazioni tra l'Unione europea e la Cina. Ritengo però che sia opportuno che l'Unione europea approfondisca questi legami economici e commerciali solo se ci saranno visibili e tangibili miglioramenti nella situazione relativa ai diritti umani. L'Unione deve impegnarsi affinché vengano rafforzati la democrazia, lo Stato di diritto, l'indipendenza della magistratura, la trasparenza e la libertà d'espressione. Bisogna evitare di essere indifferenti, soprattutto dopo questi avvenimenti.

  Pier Antonio Panzeri, Autore. – Signora Presidente, onorevoli colleghi, negli ultimi quattro mesi si sono perse le tracce dei cinque editori di Hong Kong. Due di loro, Gui Minhai e Lee Bo, sono cittadini europei di nazionalità rispettivamente svedese e britannica. Si teme che i cinque editori siano stati sequestrati dalle autorità della Repubblica popolare cinese per motivi politici. Infatti, queste scomparse sono molto legate probabilmente alla pubblicazione di opere letterarie critiche nei confronti del governo di Pechino. Inoltre, il fatto che Lee Bo sia stato prelevato in territorio di Hong Kong non solo costituisce un'evidente violazione dei diritti umani, ma anche un'allarmante intemperanza da parte delle autorità e soprattutto il non rispetto del principio autonomista di divisione politica e legislativa tra Cina e Hong Kong, denominato "un paese e due sistemi". Vi è dunque un'estrema preoccupazione per le sorti dei cittadini europei e delle altre personalità che sono coinvolte, ed è necessario, tenuto conto della gravità specifica e della forte censura cui rimane sottoposta la libertà di espressione in Cina, che l'Unione europea sollevi in maniera molto chiara questa questione con le autorità cinesi.

  President. – I apologise, but we are not taking blue cards because we are a bit tied to the time.

  Tunne Kelam, author. – Madam President, last January thousands protested in Hong Kong to voice their concern about the disappearance of five independent local publishers and booksellers who are said to have been taken to mainland China against their own will, and we certainly share the grave concern of many thousands of Hong Kong citizens about their whereabouts and wellbeing. Hong Kong has internal autonomy, a framework of the system ‘one country, two systems’, which provides for free speech and citizens’ liberties. So we would like to remind the Hong Kong authorities that the independence of book editors, journalists and bloggers must be safeguarded, and we call for an immediate end to human rights violations and political intimidation.

  Bas Belder, Auteur. – Bij de voorbereiding van dit debat kwam ik in een befaamde Hongkongse krant, de South China Morning Post, een wrange grap tegen, en wel de volgende: de snelste manier om vanuit Hongkong de grens met de Volksrepubliek China te passeren, is het openen van een boekwinkel of een uitgeverij. Ik zou daaraan willen toevoegen: zelfs zonder geldige reisdocumenten blijkt dat mogelijk. Zie de abrupte vermissing eind vorig jaar van uitgever Lee Bo.

En ja, als de arm van Peking zo ver en zo diep reikt in Hongkong, zullen de makers van politiek ongewenste grappen richting het regime Xi wel meer en meer op hun hoede zijn. Het is nog maar de vraag of de nieuwe eigenaar van de South China Morning Post kritische, onafhankelijke journalisten zal dulden.

Mevrouw de Voorzitter, de EU mag China niet laten wegkomen met flagrante schendingen van het principe "één land, twee systemen" omwille van concurrerende economische belangen van de lidstaten. Onze verdeeldheid richting China geeft Peking immers de vrije hand in een beleid van divide and trade.

  Lola Sánchez Caldentey, autora. – Señora Presidenta, los derechos humanos son inalienables e indivisibles. Esto quiere decir que el respeto de los derechos humanos debe analizarse prestando atención a todos los derechos, y no a unos sí y a otros no, dependiendo del interés que queramos defender. Lamentablemente, las Resoluciones de urgencia de esta Cámara cada vez más caen en el error de responder solo al interés político de la gran coalición.

Hong Kong es un territorio autónomo con estatuto especial dentro de China. Sus particularidades son diferentes a las de China y también lo son sus aliados. Debemos denunciar el creciente deterioro de la libertad de expresión en Hong Kong, como pone de manifiesto la desaparición de los cinco libreros. Pero también tenemos la obligación de recordar que en Hong Kong los homosexuales sufren cada día barreras legales que los heterosexuales no sufren. Esto es discriminación por cuestión de género y es una violación de los derechos humanos.

Existen también más de trescientas veinte mil mujeres inmigrantes que ejercen como trabajadoras domésticas en situación de semiesclavitud, ante la carencia de normas que garanticen sus derechos, y esto también es una flagrante violación de los derechos humanos. Dejemos el cinismo cuando hablemos de derechos humanos y defendámoslos todos de una vez.

  José Inácio Faria (ALDE) – Senhora Presidente, cinco jornalistas e livreiros da editora Mighty Current, conhecida por publicar obras críticas para com o regime chinês, desapareceram misteriosamente nos últimos meses de Hong Kong, em condições que parecem saídas de um livro de Agatha Christie.

Quando Hong-Kong regressou ao domínio chinês, adotou o modelo "um país, dois sistemas", tendo esta fórmula permitido a conservação de liberdades de expressão desconhecidas no resto da China. No entanto, com a tomada de poder do Sr. Xi Jinping, em 2012, intensificou-se a repressão e perseguição a editores e livreiros no território. As condições do desaparecimento destes cinco editores parecem ultrapassar uma fronteira intolerável: agências de segurança da China a operar na antiga colónia britânica à margem e à revelia da autoridade legítima de Hong Kong.

A União Europeia deve apoiar firmemente a sociedade civil de Hong Kong, que tão corajosamente se tem batido pela defesa das suas liberdades e identidade cultural e demonstrar claramente ao regime chinês que estes valores não se subjugam às lógicas da Organização Mundial do Comércio, nem aos estatutos de uma economia de mercado.

  Bogdan Brunon Wenta, w imieniu grupy PPE. – Pani Przewodnicząca! Pani Komisarz! Chiny mają problemy: tempo wzrostu gospodarczego jest najwolniejsze od dwudziestu pięciu lat, na Tajwanie wybory wygrała kandydatka demokratów i zapowiedziała ukrócenie wpływów Chin na wyspie, a w Hongkongu w tajemniczych okolicznościach zaczynają znikać wydawcy książek. Zniknięcia księgarzy mają znamiona porwań, gdyż ich publikacje były krytyczne wobec władz w Pekinie. Sprawa ich zaginięć zbulwersowała siedmiomilionowy Hongkong, w styczniu tysiące mieszkańców wyszły na ulice pod hasłem „Nie dla politycznych porwań”. Stawką jest przyszłość wolności Hongkongu. Pojawiły się obawy o to, czy Pekin zamierza utrzymać autonomiczny status Hongkongu, który cieszy się swobodami zgodnie z przyjętą zasadą: jeden kraj, dwa systemy.

Parlament Europejski w swojej rezolucji wyraża poważne zaniepokojenie sytuacją, ale apeluje do władz kontynentalnych Chin oraz Hongkongu o jak najszybsze wyjaśnienie tej sprawy.

  Jo Leinen, im Namen der S&D-Fraktion. – Frau Präsidentin! Gemäß dem Prinzip „Ein Land, zwei Systeme“ und Artikel 27 des Basic Act hat Peking den Menschen in Hongkong freie Meinungsäußerung und freie Kommunikation zugesagt. Deshalb irritieren die Informationen, dass in letzter Zeit Journalisten attackiert wurden, die kritische Berichte oder Kommentare geschrieben haben. Das mysteriöse Verschwinden der fünf Buchhändler hat weltweit Besorgnis erregt, ob die Garantien aus Peking für Hongkong noch gelten, oder ob sie nicht mehr gelten.

Bücher zu veröffentlichen, ist in Hongkong nicht verboten. Deswegen haben die Buchhändler nichts Illegales geplant oder gemacht. Wir fordern deshalb die Regierungen in Hongkong und in Peking auf, Informationen über den Verbleib dieser Buchhändler herzustellen, und soweit sie nichts strafrechtlich Relevantes getan haben, diese sofort freizulassen. Wir fordern auch die Kommission und den Europäischen Auswärtigen Dienst auf, Licht in das Dunkel zu bringen und sich für die Freilassung der Buchhändler einzusetzen.

Catch-the-eye procedure

  Marijana Petir (PPE). – Gospođo predsjednice, nestanak pet zaposlenika iste izdavačke kuće, za koju se smatra da je kritična spram Kine, sije užas u Hong Kongu. Knjižare s polica skidaju politička djela. Izdavači vlasnici trgovina u kojima se prodaju knjige zabranjene na kontinentu osjećaju se ugroženima. Pet nestalih radilo je za tvrtku poznatu po knjigama nesklonima kineskoj vladi. Slučaj izdavača Lija Boa zaziva posebnu zabrinutost. Nestao je iz svog doma u Hong Kongu, suprotno ostaloj četvorici. Tri zaposlenika nestala su dok su se nalazili na jugu Kine, četvrti u Tajlandu.

Praksa otmice i prisilnih odvođenja u Kinu je neprihvatljiva. Dužnost nam je osigurati otvoren prostor kako bi se čula različita mišljenja. Kina gazi uvedeno načelo jedne zemlje - dva sustava te ovakvim ponašanjem gazi slobodu govora i dostojanstvo ljudi što je neprihvatljivo.

  Νότης Μαριάς ( ECR). – Κυρία Πρόεδρε, τον προηγούμενο μήνα πέντε γνωστοί εκδότες του Χονγκ Κονγκ εξαφανίστηκαν. Ήταν γνωστοί για την κριτική που ασκούσαν στην κυβέρνηση του Πεκίνου για τα παρασκήνια της κινεζικής εξουσίας και για διάφορα σκάνδαλα. Επομένως, είναι δεδομένο ότι η κοινή γνώμη του Χονγκ Κονγκ είναι πλέον πεπεισμένη ότι υπεύθυνη για την εξαφάνιση αυτών των πέντε γνωστών εκδοτών είναι η ηγεσία του Πεκίνου. Για τον λόγο αυτό έχουμε μάλιστα και αρκετές διαμαρτυρίες κατοίκων του Χονγκ Κονγκ ενάντια στην κυβέρνηση της Κίνας, με αίτημα την απελευθέρωση των αγνοουμένων, αλλά και την εμπέδωση του δικαιώματος ελευθερίας έκφρασης λόγου.

Επομένως, η Ευρωπαϊκή Ένωση πρέπει να αντιταχθεί στην καταπάτηση των ανθρωπίνων δικαιωμάτων που λαμβάνει χώρα στο Χονγκ Κονγκ, και να υπερασπιστεί την ελευθερία του λόγου και της έκφρασης των εκδοτικών οίκων, των δημοσιογράφων καθώς και των πολιτών. Τέλος, όλα τα κράτη μέλη της Ένωσης θα πρέπει να απαιτήσουν να εξεταστεί διεξοδικά η συγκεκριμένη εξαφάνιση των πέντε εκδοτών.

  Jiří Pospíšil (PPE). – Paní předsedající, já se chci přihlásit k debatě, která zde probíhá, a podpořit návrh usnesení tak, jak ho navrhovatelé předložili. Myslím si, že ten příběh má dvě linie. Ta první zde byla jednoznačně jasně zmiňovaná, tj. osud pěti knihkupců, kteří záhadně zmizeli, a my bychom měli včetně zástupců Komise tlačit na Čínu, aby vysvětlila, zda má v tomto zmizení tzv. prsty a co se s těmi lidmi stalo. To je tedy jeden příběh. Ale ten druhý, který je podle mého názoru stejně závažný, je, jak probíhá komunikace mezi Čínou a Hongkongem a zda princip – jedna země, dva systémy – je zachováván nebo není. A tento konkrétní příběh pěti lidí ukazuje, že systém dvou režimů zachováván není a že se Čína snaží okleštit práva v Hongkongu. Měli bychom podpořit hongkongské studenty, hongkongskou opozici v boji za další demokratizaci v Hongkongu, v boji za lepší volební právo. Je to naše povinnost.

  Fabio Massimo Castaldo (EFDD). – Signora Presidente, onorevoli colleghi, in Cina oggi non sono spariti solamente cinque librai, cinque editori, ma è sparito completamente il tanto sbandierato, quanto del tutto violato, principio "un paese, due sistemi". Non esiste più, colleghi, è inutile nasconderci. La censura di regime ormai opera al massimo contro l'attività critica e la libera espressione di chiunque stia in qualche modo contestando l'operato del governo. Ne hanno pagato il prezzo questi cittadini e molti altri seguiranno. Io vi chiedo, finalmente, di cominciare a smettere di usare due pesi e due misure, secondo le situazioni. Non possiamo pensare che il peso geopolitico ed economico della Cina possa condizionare il nostro atteggiamento. Quindi dobbiamo chiedere immediatamente il rilascio di queste persone che sono state arrestate e fatte sparire, peggio ancora in modo irregolare, e forse saranno estorte loro anche confessioni con la tortura, e chiedere alla Cina di rispettare gli accordi internazionali che ha firmato. Basta con l'Europa a doppio volto. Dobbiamo essere per una volta veramente coerenti con quello che dovremmo difendere.

  Stanislav Polčák (PPE). – Paní předsedající, já jsem rovněž toho názoru, že zmizení dvou knihkupců, kteří nadto jsou dokonce evropskými občany, je bohužel pouze jedna ze série porušování lidských práv v Číně, tedy konkrétně v Hongkongu. A vzpomeňme si, co všechno slibovala Čína, když přijímala Hongkong do své správy po Británii. Je třeba říci, že občané Hongkongu si zvykli na úroveň práv a namísto toho, co slibovala Čína, přichází zásadní porušování lidských práv, tlak na změnu státního uspořádání. Porušování lidských práv je dlouhodobé, soustavné, viděli jsme to při protestech těchto lidí. Já chci podpořit navržené usnesení a skutečně vyzvat Čínu, aby respektovala to, k čemu se zavázala, když přejímala Hongkong od Velké Británie.

  Pavel Svoboda (PPE). – Paní předsedající, v Hongkongu jsme dnes svědky porušování ústavy. Zatýkání a únosy knihkupců, kteří prodávají nebo sami vydávají povolenou literaturu, a jejich následné mučení za účelem doznání k řízení v opilosti vypovídá skutečně výmluvně o pravé podstatě čínského režimu, který nedodržuje ani vlastní zákony a odchyluje se od principu – jedna země, dva systémy. Podobné praktiky jsme v různé podobě ještě nedávno zažili i v mnohých evropských zemích a někteří z nás se tedy cítí povinováni postavit za podobně diskriminované i dnes všude na světě. Jsem tedy jednoznačně pro to, co se konstatuje v návrhu usnesení, zejména v bodě 9, že vztahy mezi Evropskou unií a Čínou musí existovat na efektivním otevřeném dialogu o lidských právech. Jenom usnesení nestačí.

  Corina Crețu, Member of the Commission. – Madam President, honourable Members of the European Parliament, continuing lack of precise information about the well-being of five Hong Kong residents associated with the publishing house Mighty Current is extremely worrying. Two of them are EU citizens: Gui Minhai is a Swedish national and Lee Bo is a British national. Gui Minhai was reported missing in Thailand in mid-October. As the Hong Kong chief executive has stated, it would be a violation of the basic law if mainland law enforcement agencies have indeed been operating in Hong Kong. This would be inconsistent with the ‘one country, two systems’ principle.

Respect for freedom of expression underpins all free societies. The relevant authorities in China, Hong Kong and Thailand should investigate and clarify the circumstances of the disappearances in conformity with the rule of law. A statement by the spokesperson of High Representative Mogherini on the disappearance of individuals associated with the Mighty Current publishing house in Hong Kong was released on 7 January. We are in contact with the Hong Kong authorities and are working closely with the UK, Sweden and the head of the EU mission in Hong Kong on this matter. We have also requested further clarifications from the Chinese authorities in Beijing.

At the moment there has been no clear, reliable answer from the Chinese authorities to the request for information from the Hong Kong Government and Sweden and the UK on this issue. We will continue to call upon the Chinese authorities to clarify the status of all persons associated with the Mighty Current Hong Kong publishing house and to grant consular access to EU citizens concerned.
