  Roberts Zīle, referents. Priekšsēdētāja kungs! Cienījamā komisāre Bulc kundze, Padomes pārstāvji! Es gribētu atgādināt, ka ceturto dzelzceļa paketi Komisija prezentēja jau vairāk nekā trīs gadus atpakaļ — 2013. gada sākumā. Mērķis joprojām ir ļoti aktuāls dzelzceļa nozarē — novērst atlikušos šķēršļus Eiropas dzelzceļa izveidei un sekmēt konkurenci iekšzemes pasažieru pārvadājumu tirgos, īstenībā radot patiešām vienotu dzelzceļa tirgu Eiropas Savienībā.

Šī ir tā īstā vieta, kad es varētu pateikties visiem iesaistītajiem šā tehniskā pīlāra triju ziņojumu kompromisa panākšanā ar Padomi. Vispirmām kārtām, Izaskun Bilbao — manai jaukajai, lieliskajai kolēģei, arī Michael Cramer, kurš strādāja šajā tehniskajā pīlāra daļā ar savu ziņojumu, un arī ļoti daudziem ēnu ziņotāju pārstāvjiem, kas atrada šo labo kompromisu, un, protams, arī prezidentūrām, kas strādāja, sākot ar Itālijas prezidentūru šajās neformālajās sarunās un Latvijas prezidentūru, kuras laikā nu jau gandrīz gadu atpakaļ mums neformālajās sarunās izdevās panākt šo kopējo kompromisu. Un es ļoti ceru, ka arī šodien notiekošajā COREPER nekas neapdraudēs politisko pīlāra sadaļu. Varētu teikt, ka mēs šī gada nogalē, iespējams, pabeigsim visu ceturto dzelzceļa paketi.

Par ko mēs šodien īstenībā balsosim attiecībā uz šo ceturto dzelzceļa paketi? Kas mainīsies? Tehniskajā pīlārā tiek pieņemti trīs dokumenti — Regula par Eiropas Dzelzceļa aģentūru, Direktīva par Eiropas dzelzceļa sistēmas savstarpējo izmantojamību un Dzelzceļa drošības direktīva. Šie visi trīs ir neapšaubāmi ļoti saistīti jautājumi. Es runāšu pamatā par savu ziņojumu par Eiropas Dzelzceļa aģentūru.

Tātad — kas tika sasniegts? Tika sasniegtas vienkāršotas procedūras ritošā sastāva autorizācijai, īpaši tad, ja to izmanto Eiropas dzelzceļa tīklā, respektīvi, pārrobežu pārvadājumos un strādājot vienai kompānijai vairākās valstīs. Turpmāk ERA izsniegs visas atļaujas ritekļiem, kas paredzēti pārrobežu ekspluatācijai. Tāpat arī ERA būs tā institūcija, kas izsniegs drošības sertifikātus dzelzceļa uzņēmumiem, kas sniedz pārrobežu pakalpojumus. Līdz ar to dzelzceļa uzņēmumiem vairāk nevajadzēs šādos gadījumos vērsties pie katras nacionālās autoritātes, kas strādā ar šo sertifikācijas un atļauju izsniegšanu konkrētajā valstī, bet varēs lietot šo Eiropas Dzelzceļa aģentūras tiesisko apstiprinājumu. Un būtiski ir tas, ka ir izdevies saglabāt līdzsvaru attiecībā uz ritekļiem un uzņēmumiem, kas iesaistīti tikai iekšzemes transportā, vienas valsts transportā — arī tad klientam ir iespēja šo sertifikāciju un autorizāciju veikt gan Eiropas Dzelzceļa aģentūrā, gan arī, protams, nacionālā institūcijā.

Būtiski, ko izdevās panākt, ir arī tas, ka ERA tiek piešķirta arī lielāka nozīme ERTMS kontroles attīstībā, jo, neskatoties uz to, kā šī signalizācijas sistēma attīstās Eiropā, bieži vien šī savstarpējā savietojamība nav laba, un es domāju, ka Michael Cramer un arī Izaskuna Bilbao runās par šo lietu. ERA beidzot būs vienas pieturas aģentūra, un arī mūsu dokuments regulēs Eiropas Dzelzceļa aģentūras un nacionālo institūciju sadarbību.

Visbeidzot, pāris vārdos par Baltijas īpatnību, jo mēs esam Baltijas valstīs un Somijā labi integrēti lielajā bijušajā, teiksim, NVS blokā ar dzelzceļa pārvadājumiem. Mums izdevās atrast labu kompromisu, ka jebkuri vai nu dzelzceļa operatori, vai arī citas juridiskas personas, kas vēlas saņemt autorizāciju vai sertifikāciju, to var darīt vienā no Baltijas valstu, teiksim, dzelzceļa institūcijām, inspekcijām, un četru gadu laikā ir jābūt situācijai, ka vienā valstī izdots sertifikāts der arī pārējās valstīs, jo pašlaik tā nav. Un šī situācija, šī sadrumstalotā sistēma arī šādos tirgos ir ārkārtīgi slikta. Tagad mēs ar to viņu novēršam. Paldies!

  Izaskun Bilbao Barandica, ponente. Señor Presidente, señora Comisaria, antes de nada quiero agradecer la colaboración y la ayuda de todas las personas que han participado durante todo este tiempo en este complicado informe sobre la interoperabilidad ferroviaria, y especialmente a la Presidencia letona, que creo que ha sido clave para el acuerdo alcanzado.

Reivindico, además, el trabajo imprescindible de los asistentes y consejeros políticos —especialmente quiero destacar el de Elvira Martínez, el de Itxaso Muñoa Salaverria y el de Jon Gómez Goicolea—, y el de los servicios de esta casa, incluidos los traductores, a los que admiro porque muchas veces traducen y nos traducen cosas complicadísimas como es este informe. Creo que merecen en este debate también el espacio y el honor en todos los créditos de las normas que aprobamos en este Parlamento.

Ha sido gratificante e instructivo tomar el pulso a un sector que está llamado a desempeñar un papel destacado en la progresiva descarbonización del transporte, en la disminución de los costes logísticos y el abaratamiento de la oferta que tienen hoy los ciudadanos europeos para poder viajar y, en suma, en la construcción de un espacio ferroviario único y un sistema de movilidad integrado a escala europea.

Y ha sido motivador comprobar que los emprendedores europeos están dispuestos a innovar, a invertir, a crear empleo y a colaborar con estos objetivos si resolvemos el problema de la fragmentación que afecta a este modo de transporte y les damos la seguridad jurídica que necesitan y se merecen.

El tren es el medio más eficiente en consumo energético y emisiones por tonelada transportada. Dispone en toda Europa de infraestructuras que estamos mejorando a través de las RTE-T y que serán más rentables cuanto más se utilicen. Está además vinculado a una potente industria europea que es líder mundial en su ámbito y actual y futura cantera de empleos de calidad.

Hasta la fecha no hemos aprovechado toda su potencialidad debido a la fragmentación y este cuarto paquete ferroviario intenta eliminar las grandes trabas que le afectan desde una perspectiva política y técnica. Ha habido intentos permanentes de dividir ambos pilares. Nos hemos opuesto firmemente a esa idea porque solo el paquete completo puede construir el espacio ferroviario común que necesitamos. Saludamos el acuerdo alcanzado recientemente en el pilar político, pero lamentamos que no sea tan ambicioso como necesita el sector.

Como ponente del informe sobre interoperabilidad tengo que recordar que actualmente las agencias ferroviarias de los Estados miembros promulgan y ejecutan más de 11 000 normas diferentes y un sistema de autorizaciones y homologaciones de material fijo y rodante que convierten el emprendimiento en el sector en toda una aventura. Los costes burocráticos y la complejidad de las gestiones funcionan, de hecho, como una herramienta de proteccionismo y discriminación que dificulta extraordinariamente la aparición de nuevos operadores y afecta al negocio de los fabricantes de vehículos y equipos fijos.

Las empresas que fabrican material ferroviario, por ejemplo, soportan enormes cargas administrativas que incrementan entre un 10 % y un 30 % el precio final de sus productos. En ese contexto la competencia se resiente y los primeros perjudicados son los usuarios en forma de limitaciones de la oferta.

Para eliminar estos obstáculos nuestro informe plantea reforzar el papel y competencias de la Agencia Ferroviaria Europea, lo que evitará que fabricantes y operadores tengan que presentar múltiples solicitudes ante diversas instancias. La AFE —la agencia europea— autorizará los vehículos que hagan servicios transfronterizos, mientras que los interesados podrán elegir entre agencias nacionales y la agencia europea para los tráficos domésticos.

Habrá una red de acuerdos entre la AFE y las agencias nacionales para clarificar funciones y un sistema de ventanilla única que deberá estar en marcha en un plazo no superior a tres años. Esta herramienta de coordinación simplificará y añadirá transparencia al proceso administrativo, permitirá seguirlo desde cualquier Estado miembro y garantizará que todas las autorizaciones similares se resuelvan con los mismos criterios y plazos.

Un registro europeo de vehículos completará el diseño de un sistema administrativo más transparente y blindado contra las duplicidades y la arbitrariedad. La AFE se ocupará igualmente de los sistemas de seguridad y gestión de tráfico (ERTMS), tarea que emprenderá antes de que se publique cualquier licitación referida a este tipo de equipos. En definitiva, pretendemos que el emprendimiento no se detenga ante problemas administrativos o burocráticos, sin que ello signifique reducir un ápice la seguridad que caracteriza al sector.

Espero que los Estados cumplan y no tengamos que aprobar un «quinto paquete ferroviario», porque esta evolución es imprescindible para una movilidad más sostenible. Europa convence a los ciudadanos cuando es útil, cuando resuelve problemas, cuando vertebra servicios comunes y toma decisiones que mejoran la vida de la gente y las condiciones para el emprendimiento y el desarrollo.

Eso es lo que pretenden las Directivas y los Reglamentos que integran este cuarto paquete ferroviario.

  Michael Cramer, Berichterstatter. Herr Präsident, Frau Kommissarin! Ich freue mich, dass der technische Pfeiler nun endlich zur Abstimmung vorliegt. Im vergangenen Jahr haben wir unter lettischem Vorsitz die Triloge nach harter Arbeit erfolgreich abgeschlossen, jetzt liegt uns das Ergebnis zur finalen Annahme vor. Ich danke zunächst noch einmal den beiden anderen Berichterstattern, Frau Bilbao Barandica und Herrn Zīle. Wir waren ein echtes Team, und deshalb waren wir auch erfolgreich. Außerdem danke ich noch einmal dem lettischen Vorsitz, Frau Kommissarin Bulc, sowie allen anderen beteiligten Mitarbeitern in Parlament, Rat und Kommission.

Wir alle haben über Jahre hart für dieses Ergebnis gearbeitet, und es ist höchste Zeit, dass wir den technischen Pfeiler umsetzen, denn es gibt mehr als 11 000 nationale Vorschriften für die Eisenbahnen in der Europäischen Union. Die wollen wir harmonisieren und diese Zahl drastisch reduzieren. Sicherheitszertifikate von Eisenbahnunternehmen sind heute nur für einen Mitgliedstaat gültig, obwohl schon vor langer Zeit eigentlich eine weitgehende gegenseitige Anerkennung vereinbart wurde. Und wenn ich auf Frau Bilbaos Bericht über die Interoperabilität blicke, kann ich nur wiederholen: Züge im Wert von 1,2 Milliarden Euro stehen aktuell auf dem Abstellgleis, weil die Zulassung fehlt. Hier brauchen wir schnell das neue europäische Verfahren. Was meinen Bericht anbelangt – die Eisenbahnsicherheit –, kann ich aus voller Überzeugung empfehlen, den ausgehandelten Kompromiss ohne Änderungen anzunehmen.

Lassen Sie mich kurz die wichtigsten Erfolge zusammenfassen: Die Europäische Eisenbahnagentur, die ERA, wird bei der Ausstellung von Sicherheitsbescheinigungen für Eisenbahnunternehmen eine zentrale Rolle spielen. Für alle Anträge, die mehr als einen Mitgliedstaat betreffen, ist immer die ERA zuständig. Für nationale Anträge kann das Unternehmen selbst entscheiden, ob es zur ERA oder zur nationalen Stelle geht. Es wird eine verbesserte Sicherheitskultur eingeführt. Dies wird das Personal ermutigen, Ereignisse vertraulich zu melden. Das wird es der Eisenbahnindustrie ermöglichen, Lehren aus Unfällen zu ziehen und die Arbeitspraktiken zu verbessern. Außerdem wird es Fortbildungsprogramme für das Personal geben, einschließlich Regelungen zur physischen und psychischen Eignung. Die Mitgliedstaaten werden verpflichtet sein, die Einhaltung der Vorschriften über Arbeits-, Lenk- und Ruhezeiten durch die Zugführer zu überwachen. Die ERA kann ein Instrument zum Austausch von Informationen über Sicherheitsrisiken schaffen. Dadurch wird der grenzüberschreitende Informationsaustausch im Falle eines Sicherheitsrisikos erheblich erleichtert. Eine bessere Informationspolitik gegenüber Angehörigen von Opfern und eine verbesserte Koordinierung der Einsatzdienste sind auch vorgesehen.

Zusammenfassend kann ich sagen, dass wir ein gutes Ergebnis erreicht haben, das einen wichtigen Beitrag zur Schaffung des europäischen Eisenbahnraums leisten und den Verkehr über Grenzen erleichtern wird. Ich wünsche insbesondere der Europäischen Eisenbahnagentur alles Gute, denn sie wird künftig eine zentrale Rolle spielen. Sie wird keine riesige Superbehörde, wie Kritiker in Unkenntnis des ausgehandelten Kompromisses oft sagen. Sie wird die Arbeit in der EU in Zusammenarbeit mit den nationalen Behörden koordinieren. Sie wird aber – und das ist sehr wichtig – im Streitfall das letzte Wort haben. Denn obwohl wir schon vor zehn Jahren das europäische Zugssicherungssystem ERTMS verbindlich beschlossen haben und mehr als 10 000 Schienenkilometer ausgerüstet sind, gibt es noch immer keine einzige Lokomotive in Europa, die auf allen Kilometern fahren kann. Das kostete viel Zeit und Geld. Deshalb muss die ERA das letzte Wort haben, damit sich so etwas nicht wiederholt. Damit werden die Sicherheitszertifizierung und die Zulassung in Europa schneller und günstiger. Das nützt den Fahrgästen, den Unternehmen und der Umwelt.

Deshalb empfehle ich als Berichterstatter die Annahme des ausgehandelten Kompromisses und bitte um Ihre Unterstützung für alle drei technischen Dossiers.

  Violeta Bulc, Member of the Commission. Mr President, first of all I would also like to thank Parliament. This was a really constructive and effective approach during the long and complex legislative process. I would also like to thank in particular all three rapporteurs: Ms Bilbao Barandica on interoperability, Mr Cramer on railway safety, and Mr Zīle on ERA regulation, for their really impressive work. I am convinced that the new rules you will be called on to adopt today will contribute to improving the functioning of the rail sector, making it more attractive to both passengers and businesses.

The rapporteurs have made a very clear point about the benefits, but please allow me to add the Commission’s view as well. Firstly, the new role of the European Railway Agency (ERA) as the one-stop shop for issuing vehicle authorisations and safety certificates will be extremely beneficial to European railway operators and manufacturers. It will simplify procedures and eliminate the need for multiple applications in different Member States, thereby reducing costs and speeding up the procedures. After aviation this is the second transport mode with a one-stop shop solution.

According to the calculations of the Commission services, the new system will allow a 20% reduction in the time to market for new operators; a 20% reduction in the cost of the authorisation of rolling stock for manufacturers, and another, additional, 20% reduction in the duration of such procedures. Overall, these different benefits should lead to a saving to the rail sector of EUR 500 million by 2025. This will improve the sector’s competitiveness in the EU vis-à-vis other modes of transport but also in international competition, where European companies are fighting to maintain their global lead.

This brings me to the second point. Another important element of the package discussed today is the new task of the European Railway Agency as the system authority for the European Railway Traffic Management System, better known as ERTMS. This will allow the Agency to manage the evolution of ERTMS and ensure a harmonised implementation of ERTMS throughout the European Union. In addition, the European Railway Agency (and this brings me to the third benefit) will play a key role in developing the safety culture of railway undertakings and infrastructure managers. This will encourage staff to report occurrences under condition of confidentiality and enable the railway industry to learn lessons and improve work practice.

ERA is already getting prepared. They are preparing the implementation of the new rules, which will become fully applicable three years after the final adoption, working in two crucial areas. The first relates to the national rules. ERA has prepared an action plan to reduce the large number of redundant or absolute national rules that still exist. As has been mentioned by the co-rapporteur, according to the calculation of ERA there are currently over 11 000 national rules in the EU. These national rules create a risk of insufficient transparency and discrimination against new operators, especially the smaller ones. Now we hope to have around 300.

Second, ERA has also started preparing a new tool for occurrence-reporting, a tool already widely used in aviation. This tool will facilitate the exchange of information among actors about safety risk and incidents. All these points lead to a greater competitiveness, global lead and, of course, to improved services for passengers. I look forward to an interesting debate this morning.

  Markus Pieper, im Namen der PPE-Fraktion. Herr Präsident, Frau Kommissarin! Auch im Markt ist jetzt eine Einigung da: mehr Wettbewerb im Bahnsektor, mehr Transparenz bei Netz und Betrieb. Das sind gute Nachrichten für die Kunden.

Ich begrüße diese Signale für mehr Wettbewerb ausdrücklich, wenn mich auch die Ausnahmeregeln für einige Mitgliedstaaten und Betriebe umso mehr ärgern. Auch das Kapitel „Lokomotivwechsel an der Grenze“ ist bald beendet. Ich frage mich nur, warum dauert das alles immer so lange? Über Wahlperioden hinweg verhandeln wir Dinge, die doch eigentlich selbstverständlich sind, die auch völlig unpolitisch sind. Europaweite Zulassung von Lokomotiven und Zugmaterial – das ist doch selbstverständlich für Bahnkunden und für die Bahnindustrie.

Die Bevölkerung hat kein Verständnis für das jahrelange Gezerre, dass dann auch die letzte Behörde im letzten Mitgliedstaat zufrieden sein muss und dass wir auch immer den Eitelkeiten von Berichterstattern entsprechen müssen.

Gerade in den eher technischen Bereichen müssen wir stärker mit Verhandlungsfristen arbeiten. Das wäre ein echter Beitrag zur besseren Rechtsetzung in Europa und hiermit auch eine Aufforderung an Herrn Timmermans, sich darum zu kümmern. Das wäre ein Beitrag für mehr Europa-Bewusstsein und auch für mehr Europa-Werbung bei der Bevölkerung.

  Ismail Ertug, im Namen der S&D-Fraktion. Herr Präsident, sehr geehrte Frau Kommissarin, Kolleginnen und Kollegen! Herr Kollege Cramer hat schon alles gesagt, und es ist richtig, was er gesagt hat. Diese technischen Dossiers – das ist ein wichtiger und längst überfälliger Schritt, denn der Eisenbahnsektor wartet seit längerem darauf. Insofern ist es uns jetzt möglich, in Zukunft einen Verkehr anzubieten, der interoperabler, effizient und auch sicherer gestaltet werden kann.

Die vielen positiven Argumente, die angesprochen worden sind, will ich nicht wiederholen. Ich will dazu nur sagen, dass das am Ende des Tages für die Bürgerinnen und Bürger zu besseren und schnelleren Direktverbindungen auf der Straße führen soll. Wenn wir durch die Stärkung der Europäischen Eisenbahnagentur weniger administrative Hürden und durch eine einheitliche Zulassung und Sicherheitszertifizierung eine Erhöhung der Sicherheit haben, dann kann das nur im Sinne der Europäischen Union sein. In diesem Sinne nochmal herzlichen Dank an alle, die daran beteiligt waren.

  Kosma Złotowski, w imieniu grupy ECR. Szanowny Panie Przewodniczący! Pani Komisarz! Trzeba powiedzieć otwarcie, że kompromis osiągnięty w sprawie filaru technicznego czwartego pakietu kolejowego nie zadowala w pełni wszystkich zainteresowanych. Z punktu widzenia mojego kraju zaproponowane okresy przejściowe dla wielu proponowanych regulacji powinny być zdecydowanie dłuższe. Potrzebujemy po prostu więcej czasu na realizację planowanych inwestycji.

Różnice w poziomie zaawansowania infrastruktury kolejowej w państwach członkowskich wciąż są znaczne, a modernizacja linii kolejowej jest procesem czasochłonnym. Poprzez wprowadzenie dodatkowej procedury oceny specyfikacji technicznej tych inwestycji, z punktu widzenia systemu ERTMS, proces ten może się jeszcze wydłużyć.

Z drugiej strony, jako reprezentant Bydgoszczy w Parlamencie Europejskim bardzo cieszę się, że PESA, ceniony w Europie producent taboru kolejowego, będzie miał łatwiejszy dostęp do rynku dzięki stworzeniu alternatywnej ścieżki homologacji swoich produktów przez Europejską Agencję Kolejową. To dobra wiadomość dla firmy, jej pracowników i całego województwa kujawsko-pomorskiego.

  Dominique Riquet, au nom du groupe ALDE. Monsieur le Président, Monsieur le Président, Madame la Commissaire, l'Europe a consacré depuis des années beaucoup de temps, d'énergie et d'argent à la restructuration du secteur ferroviaire: définition des réseaux transeuropéens, mise en place de nouveaux moyens réglementaires, techniques et financiers pour soutenir leur développement et, par le biais du pilier technique du quatrième paquet ferroviaire, défragmentation des réseaux par l'interconnexion normative, réglementaire et technique.

Même si nous aurions préféré un pilotage européen à l'ERTMS, nous ne pouvons que nous féliciter de l'harmonisation des règles de sécurité, de la mise en interopérabilité effective des systèmes ferroviaires nationaux et, surtout, du renforcement et des nouvelles responsabilités de l'Agence ferroviaire européenne, véritable tour de contrôle du système ferroviaire.

Il est clair que l'attractivité du ferroviaire passe par sa capacité à offrir aux usagers, à l'échelle transfrontalière, un service sûr, sécurisé, performant, régulier et simple d'accès. Ces nouveaux textes, en assurant la mise en commun des normes de sécurité et d'interopérabilité, permettent une défragmentation technique des chemins de fer européens à un moment où le progrès des autres modes de transport risque de marginaliser un mode ferroviaire en panne d'investissement et de dynamisme économique.

Pour ces raisons et en raison du progrès enregistré, notre groupe soutiendra la proposition.

  Merja Kyllönen, GUE/NGL-ryhmän puolesta. Arvoisa puhemies, rautatiepaketin tekninen osa on tärkeä. Teknisessä osassa saimme sovittua tärkeistä toimenpiteistä rautatiejärjestelmän yhteentoimivuuden ja turvallisuuden parantamiseksi. Myös kotimaani Suomen, jonka rautatiesysteemi kytkeytyy historiamme vuoksi tosiasiassa lähemmin Venäjään kuin Eurooppaan, erityispiirteet saatiin hyvin huomioitua. Kiitän kaikkia esittelijöitä ja varjoesittelijöitä sekä komissiota ja neuvostoa hyvin rakentavasta yhteistyöstä.

Yhden asian haluan tässä vielä todeta. Olen huolissani yhdessä sovitun lainsäädännön voimaansaattamisesta. Nyt saimme juuri neuvottelusovun neljännestä rautatiepaketista ja samaan aikaan ensimmäinenkin paketti odottaa yhä kansallista voimaansaattamista monissa jäsenvaltioissa.

Lainsäädännön toimeenpano ja sen valvonta ovat yksi yhtenäisen eurooppalaisen liikennealueen suurimmista ongelmista. Tämä koskee niin rautatiealaa kuin tieliikennettäkin erityisesti työolojen ja -ehtojen sekä turvallisuuden kehittämisen ja valvonnan suhteen. Toivon komissiolta vahvempia toimia valvonnan alalla ja sitä, että yhdessä sovituista asioista pidettäisiin jatkossa paremmin kiinni.

  Karima Delli, au nom du groupe Verts/ALE. Monsieur le Président, chers collègues, c'est une étape importante qui se joue aujourd'hui pour le secteur ferroviaire. C'est une étape d'harmonisation et de simplification: on harmonise les règles techniques, on harmonise les normes de sécurité. Le secteur ferroviaire en avait grand besoin. Cela nous évitera à l'avenir des situations absurdes, comme celle du Thalys, qui a besoin de neuf systèmes de commande pour traverser quatre pays! Ce n'est pas comme cela que le rail européen va rivaliser avec, par exemple, le routier ou l'aérien. Il faut donc que lorsqu'un train traverse une frontière en Europe, ce soit aussi simple pour lui que ça l'est pour un autocar ou pour un camion.

Ceci dit, ce n'est pas fini. Nous devons encore développer les politiques d'intermodalité, d'incitation au report modal. C'est à ce prix que nous gagnerons des parts modales sur le secteur routier et que nous remplirons les objectifs de réduction des émissions de CO2 fixés lors de la COP 21.

Enfin, mon dernier élément de satisfaction concerne les usagers, à qui cette mesure promet une meilleure sécurité et des économies, si les exploitants jouent le jeu et répercutent les gains économiques sur le prix des billets.

  Daniela Aiuto, a nome del gruppo EFDD. Signor Presidente, onorevoli colleghi, noi accogliamo con favore le misure che sono state previste per migliorare la sicurezza dei passeggeri. Siamo concordi nel voler rendere interoperabili i sistemi italiani e quelli europei e a procedere verso una sempre maggiore sburocratizzazione delle aziende del settore. Sosteniamo con forza l'introduzione della possibilità, per i dipendenti, di presentare una reportistica anonima sulla sicurezza. Questo infatti consentirà un maggior controllo aziendale interno, poiché solo chi lavora all'interno di un'impresa conosce tutti i meccanismi e i retroscena che spesso sfuggono agli audit esterni. Speriamo fortemente che tali elementi positivi trovino un'applicazione coerente, nei vari Stati membri. Abbiamo però serie perplessità sull'attribuzione di nuove competenze all'ERA e sul conseguente aumento dei costi che non sembrano avere coperture di bilancio, almeno al momento. Ci auguriamo inoltre che, nell'attuazione del regolamento, siano preservati i posti di lavoro per i dipendenti degli enti nazionali.

  Georg Mayer, im Namen der ENF-Fraktion. Herr Präsident! Je technischer eine Materie ist, desto schwieriger ist natürlich auch die entsprechende Verhandlung, auch wenn sie so wenig politisch ist wie in diesem Fall. Insofern von meiner Seite erst einmal ein Kompliment an die Verhandler.

Das vierte Eisenbahnpaket wird den Eisenbahnsektor zwar modernisieren, ich glaube jedoch nicht, dass dringend benötigte Reformen gebracht werden. Leider werden viel zu kleine Schritte in viel zu vielen und viel zu langen Etappen gemacht. Vom technischen Teil des vierten Eisenbahnpakets kann der Eisenbahnraum in Europa ganz sicher profitieren.

Dass ein Mehr an Sicherheit und Interoperabilität Hand in Hand mit der Ausweitung der ERA-Kompetenz geht, ist hier leider ein notwendiges Übel für mich. Dass dabei hoffentlich nicht auch die Bürokratie überhandnimmt, wage ich hier zu hoffen.

Kritischer muss man jedoch den zweiten Teil des Pakets sehen: die Marktöffnung. Leider konnte sich das Parlament hier nicht einigen. Die angestrebte Liberalisierung kann möglicherweise zu einem Gewinn für Effizienz und Qualität der Dienstleistungen führen.

  Lucy Anderson (S&D). Mr President, the proposals we are voting on today are a welcome harmonisation of railway safety and technical rules. The new system will be subject also to a pragmatic three-year implementation period and, I’m glad to say, also one year possibility of extension, if necessary. Overall it’s very good news that, as a result of this legislation, operators and manufacturers will find it easier to run trains across Europe, and the safety of passengers and workers on cross-border services will be protected more effectively. Technological development in railways is increasing internationally, and this must be recognised and supported in the right way. We also need to encourage a shift to rail travel away from more environmentally damaging modes of travel, and all of this development assistance in this. Crucially, although the three texts are largely technical they do include provisions designed to promote a safety culture and protect reporting of incidents – and this is very welcome – as well as the sharing of best practice and information.

  Daniel Dalton (ECR). Mr President, I can’t support all of this package, but I do welcome those bits which will make it easier to do cross-border operations and those which will improve interoperability. I also want to thank my colleague Mr Zīle for the work he’s done on this report, which will reduce costs and delays in getting a new cross-border train model approved. Railways in Europe are still a restricted marketplace, especially in comparison with many other transport sectors. For example, why can’t I get a train directly from Birmingham to Frankfurt? Why does the Eurostar still only go from London to a handful of places in Europe?

If we want to improve railways we need to focus on what passengers want. And in the 21st century they want more options, more flexibility and less hassle. Interoperability is key to this. It’s technically possible to have one ticket for your bus, train and plane. We need to make that a reality so customers can be confident the connections can work. This will help not only railways but also regional airports and the transport sector as a whole.

  Gesine Meissner (ALDE). Herr Präsident, Frau Kommissarin, liebe Kolleginnen und Kollegen! Vor ein paar Jahren war es noch so, dass wir mittags eingeladen waren von der SNCF und von Herrn Pepy und abends von Herrn Grube und der Deutschen Bahn.

Wir waren nicht zusammen, obwohl wir das gleiche Thema diskutiert haben. Ich habe dann beiden gesagt: Das ist doch sehr ineffektiv. Es geht um die gleiche Sache, Sie sollten doch zusammenarbeiten, und künftig war das auch anders. Das ist auch überfällig gewesen.

Es ist tatsächlich so, dass wahrscheinlich alle Bürgerinnen und Bürger denken, dass man mit der Bahn quer durch Europa fahren kann, ohne an der Grenze anhalten zu müssen. Das Gegenteil ist bis jetzt noch der Fall. Wir haben teilweise unterschiedliche Gleisbreiten, das können wir mit dieser legislativen Sache heute nicht abschaffen.

Aber was wir auf jeden Fall verändern können, ist, dass die Loks jetzt durchfahren können, da, wo die Gleisbreite stimmt. Das war vorher nicht der Fall. Vorher haben die Nationalbahnen versucht, sich gegenseitig den Zugang zu erschweren, indem sie technisch unterschiedlich ausgestattete Loks hatten, wo man dann Umspannen muss oder Zusatzteile braucht. So etwas fällt jetzt in Zukunft weg.

Darum ist heute wirklich ein Grund zum Freuen, weil wir weiterkommen. Der politische Teil kommt noch später, aber dies ist schon einmal durchaus gut.

  Curzio Maltese (GUE/NGL). Signor Presidente, onorevoli colleghi, il 29 giugno 2009 l'esplosione di un carico merci internazionale ha provocato 32 morti nella città di Viareggio. A distanza di sette anni, l'unica persona ad aver pagato per quella tragedia è un lavoratore delle Ferroviere, Riccardo Antonini, che non aveva alcuna responsabilità nel disastro ma ha deciso di aiutare le famiglie delle vittime e per questo è stato licenziato dalle Ferrovie di Stato.

Per il resto abbiamo assistito a un vergognoso rimbalzo di responsabilità tra Italia, Polonia e Germania, sfruttando le lacune delle norme europee. Io voterò a favore di questa parte del pacchetto, nella speranza che scandali come questi non si ripetano in futuro. Resta comunque la sfida di prevedere e incoraggiare seri investimenti per la sicurezza della rete, che significa sicurezza dei cittadini e dei lavoratori e che non può essere alla mercé della ricerca del profitto a ogni costo, come nell'altra parte del quarto pacchetto.

  Davor Škrlec (Verts/ALE). Gospodine predsjedniče, željeznice su najstariji europski sustav za prijevoz putnika i roba, ali su nažalost posljednjih nekoliko desetljeća nepravedno zapostavljene nauštrb cestovnog i zračnog prijevoza. Zato ovaj četvrti paket o željeznicama koji treba omogućiti toliko potrebnu interoperabilnost željezničkog prometa, povećati sigurnost prometa i osnažiti Europsku željezničku agenciju vidim kao povijesnu priliku da nakon uspostavljanja jedinstvenog zračnog prostora stvorimo jedinstveni željeznički prostor Europske unije.

Tko će sve imati koristi od jedinstvenog željezničkog prostora? Osigurat će se svi uvjeti kako bi se naši građani vratili željeznici, ali tako da im osiguramo bolju kvalitetu usluge, brže i sigurnije putovanje i to sve uz niže troškove putovanja. Potaknut će se europske investicije u željezničku mrežu, modernizaciju pruge i vlakova, a to sve doprinosi stvaranju novih zelenih radnih mjesta i smanjenju emisije stakleničkih plinova iz transporta. Potaknut će se razna znanstvena istraživanja te osigurati razvoj ostalih projekata i multimodalnog integriranog sustava putnika (Predsjednik je zastupniku oduzeo riječ.)

  Jill Seymour (EFDD). Whilst it is laudable to look at harmonising the railway system across EU Member States, we in the UK already have probably the safest network in Europe. Standardisation and interoperability can be a good thing, but I get worried when the best standards are compromised to satisfy 28 Member States. Great Britain pioneered railways, and fine examples of British railway engineering can still be seen across the globe. We have some of the best technical standards built for safety over many years, like HS 2, which is another EU project. Interoperability of a rail system will not benefit the UK, so why do we need it? We do not, but as members of the European Union we will have to adopt it anyway, and at great cost to the British taxpayer. A hidden cost, like so many which are never included in their cost of membership – unless we vote to leave on 23 June, then we can do what is right for Britain is instead of what is demanded by the European Union.

  Marie-Christine Arnautu (ENF). Monsieur le Président, en matière ferroviaire, l'Union a commencé par libéraliser le fret. Résultat: ce secteur ne cesse de s'effondrer. En France, il a reculé de 30 % depuis dix ans. Le fret meurt des réformes européennes et vous voudriez étendre ces règles au transport des passagers?

Cet effondrement est aussi dû à la concurrence du fret routier, qui permet l'exploitation de dizaines de milliers de chauffeurs d'Europe de l'Est, rémunérés souvent moins de 300 euros par mois. Comment cette exploitation a-t-elle été rendue possible? Par une autre de vos libéralisations: celle du fret routier.

Quelques petites concessions accordées aux socialistes leur permettront de voter demain en faveur de cette réforme avant qu'ils ne pleurent sur ses conséquences: dumping salarial, conséquences sociales du low cost et inégalités territoriales.

Les États ne pourront pas demander plus de sécurité que ne l'exige l'Agence européenne, sous peine de voir leurs décisions retoquées pour cause de protectionnisme déguisé. L'État souverain dans ses choix, voilà l'ennemi! Une agence ferroviaire de fonctionnaires européens désireux de dicter leurs décisions aux États, voilà la panacée!

Cette réforme desservira les salariés du ferroviaire et, à moyen terme, les usagers, particulièrement ceux des régions déjà délaissées.

  Georges Bach (PPE). Herr Präsident, Frau Kommissarin! Zum Vorschlag über die Eisenbahnsicherheit möchte ich gleich anmerken, dass die bestehende Richtlinie aus dem Jahr 2004 bereits eine gute Grundlage darstellte, und auf dieser Grundlage galt es also, diese Arbeit fortzusetzen. Mit den technischen Spezifikationen für Interoperabilität, den sogenannten TSI, wurde schon viel erreicht.

Ein paar konkrete Punkte, die in den neuen Verhandlungen erreicht wurden und die mir wichtig sind: Erstens eine gemeinsame Sicherheitsbescheinigung, zweitens dann die zentrale Rolle der ERA. Die Europäische Eisenbahnagentur wird in Zukunft für die Ausstellung von Sicherheitsbescheinigungen für Unternehmen, die in mehr als einem Land tätig sind, zuständig sein. Ein weiterer Punkt ist die Verbesserung der Sicherheitskultur durch Ereignismeldung. Hier können zum Beispiel vom Personal Probleme oder Ereignisse unter Voraussetzung der Vertraulichkeit gemeldet werden. Zusätzliche Schulungen sowie Überwachung der Vorschriften betreffend Lenk- und Ruhezeiten sind weitere wichtige Punkte.

Der heute vorliegende technische Teil des vierten Eisenbahnpakets wird administrative und technische Hindernisse im Bahnsektor beseitigen – ein längst überfälliges Unternehmen. Es wird für die Industrie von großer Wichtigkeit sein, und es werden Zeit und Kosten gespart, das Wachstum wird gefördert und somit werden auch Arbeitsplätze geschaffen. Wir müssen jetzt nur noch Druck auf die Mitgliedstaaten zwecks Umsetzung aufbauen, damit das schnellstens in nationale Gesetzgebung einfließt.

Zum Schluss möchte ich allen, die konstruktiv mitgearbeitet haben, danken.

  Inés Ayala Sender (S&D). Señor Presidente, quiero felicitar a los tres ponentes y agradecerles su disponibilidad y energía para llevar este pilar técnico ferroviario no a buen puerto, sino a buena estación.

Me congratulo de que la votación de este pilar suceda al acuerdo logrado en el pilar político, que votaremos en unos meses y que nos asegura la voluntad política para superar los egoísmos nacionales de los monopolios de Estado. Me congratulo igualmente de que se haya logrado, en materia de seguridad, la posibilidad de aplicar los principios a los sistemas de ferrocarril urbano, en memoria de las víctimas del metro de Valencia y, asimismo, la inclusión de planes de accesibilidad y de atención a las víctimas, en homenaje a las víctimas y familiares del accidente de Angrois, así como de que se haya puesto la primera piedra en la nueva cultura de seguridad ferroviaria, como existe en aviación, al permitir la comunicación confidencial de incidentes por parte de los trabajadores a bordo.

En interoperabilidad hemos avanzado especialmente en la accesibilidad de personas con movilidad reducida y hemos reforzado la consulta a los trabajadores, a través de sus representantes sindicales, cuando las normas técnicas les afectan directamente.

Le queda a usted, señora Bulc, lograr su cumplimiento por los Gobiernos nacionales, y ahí puede contar plenamente con este Parlamento.

  Evžen Tošenovský (ECR). V minulém funkčním období Parlamentu jsme vydali hodně energie na debatu o transevropských koridorech a přeshraničním propojení dopravních sítí. Jsem proto rád, že se nyní materializují i podmínky pro rozvoj železniční dopravy, její interoperabilitu a bezpečnost napříč Evropou.

Chtěl bych vysoce ocenit práci zpravodajů, a jmenovitě kolegy Robertse Zīleho. Dohodnutý technický pilíř čtvrtého železničního balíčku přináší řadu pozitivních kroků, například snížení administrativy a zjednodušení postupů při schvalování kolejových vozidel. Rád bych upozornil na jeden důležitý technický aspekt. Evropský systém řízení železničního provozu bude vyžadovat přesný navigační a časový signál. Toto bude možné zajistit pouze přes evropské systémy družicové navigace Galileo a EGNOS.

  Wim van de Camp (PPE). Ik wil op de eerste plaats alle betrokkenen hartelijk dank zeggen. Dit was een groot dossier. Eigenlijk is het politieke profiel ervan te laag, want zoals u ziet zitten er weinig mensen in de zaal. Maar het dossier is van groot economisch belang voor de Europese spoorwegindustrie. Bovendien zal de veiligheid van het spoor erdoor toenemen, net als de concurrentiekracht van de Europese spoorwegen richting China, Japan en zelfs de Verenigde Staten. Een ander element is het grensoverstijgende aspect. Treinen zullen makkelijker door de Europese lidstaten kunnen rijden. De modal shift die wij als politiek doel nastreven, wordt ermee gediend en het verheugende nieuws is dat de Raad zojuist heeft ingestemd met de politieke pijler van het vierde spoorwegpakket.   Bogusław Liberadzki (S&D). Panie Przewodniczący! Pani Komisarz! Dochodzimy do dość ważnego momentu, mianowicie część techniczna, co do której tu jesteśmy zgodni, daje podstawy do tego, żeby zacząć myśleć o transporcie kolejowym w Europie nie jako o zbiorze podzielonych odmiennych systemów kolejowych w każdym państwie członkowskim, ale nareszcie jak o wspólnotowym podejściu. I Pani ma szansę być może właśnie tym pierwszym europejskim ministrem transportu również w zakresie transportu kolejowego. O zaletach tutaj już mówiliśmy.

Ja bym chciał zwrócić uwagę na jeszcze jedną rzecz ważną do przodu: otóż my przeznaczamy, nawet i w tych wieloletnich ramach finansowych, duże dziesiątki miliardów euro na inwestycje transportowe, w tym kolejowe. Te standardy nowe, te nowe kierunki pozwolą nam zharmonizować nakłady inwestycyjne i oczekiwać dobrej, efektywnej europejskiej wartości dodanej. I ja witam z zadowoleniem tę część techniczną, bo to oznacza więcej Unii w transporcie kolejowym.

  Andor Deli (PPE). Elnök Úr, szeretnék gratulálni a három jelentéstevőnek és az árnyék-jelentéstevőknek is az elért eredményhez. Örülök, hogy végre napirendre került a negyedik vasúti csomag technikai dossziéja, és szavazatunkkal véglegesíthetjük ezt a folyamatot, amelyre elsősorban az ipar, de a nagyközönség és az utasok is már nagyon régóta várnak. Üdvözlöm azt a tényt is, hogy sikerült együtt kezelnünk a vasúti csomag technikai és politikai részét is, hogy a három műszaki jogszabály végül nem vált a politikai dossziék és csatározások áldozatává. Az irányítási irányelv néppárti jelentéstevőjeként megelégedéssel tölt el, hogy a múlt heti trialóguson sikerült megegyeznünk a három politikai jogszabály tekintetében is, melyekre ma a tagállamok is rábólintottak. Ezután már semmi más nem áll annak útjában, hogy ismét egy lépést tegyünk az egységes európai vasúti térség felé, ehhez kérem kollégáim támogatását, és remélem, hogy a politikai csomagról is minél hamarabb szavazhatunk.

  Dieter-Lebrecht Koch (PPE). Herr Präsident, Frau Kommissarin! Ich freue mich, dass es uns heute endlich gelingen wird, den technischen Pfeiler des vierten Eisenbahnpakets abzuschließen.

Der Schienenverkehrssektor hat ein so großes Potenzial, doch leider wird dieses kaum ausgeschöpft. So macht der Schienenpersonenverkehr EU-weit nur ca. sieben Prozent aus. Grund dafür ist die fehlende Effizienz im Schienenverkehr, die größtenteils auf nationalem Protektionismus beruht. Zum Beispiel wird neuen Marktteilnehmern der Zugang zum Markt erschwert. Außerdem bestehen über 11 000 unterschiedliche nationale Sicherheitsvorschriften. Die Verfahren zur Genehmigung neuer Schienenfahrzeuge können bis zu zwei Jahre dauern und bis zu sechs Millionen Euro kosten.

Genau diese Hindernisse wird die Gesetzgebung, die wir heute verabschieden, beseitigen. Unter Einhaltung eines hohen Sicherheitsniveaus wird durch unsere neuen Regelungen a) die Interoperabilität erhöht, b) der Verwaltungsaufwand reduziert, werden, c) die Verfahren für die Fahrzeuggenehmigung verkürzt, und d) die Verfahrenskosten drastisch sinken. Dadurch können hochwertige und kostengünstige Dienste angeboten werden.

Signor Presidente, onorevoli colleghi, signora Commissario, mi unisco alle osservazioni dei colleghi che hanno espresso il senso di un lavoro positivo sul versante tecnico di questo quarto pacchetto ferroviario. È vero: dal punto di vista tecnico, andiamo velocemente verso la direzione della omogeneizzazione delle procedure: un'agenzia europea che collabora, in modo equilibrato, con le autorità nazionali, l'interoperabilità e minori tempi e minori costi sul versante, delle autorizzazioni e delle certificazioni, anche in termini di sicurezza. Un tema si apre adesso: dare vita a un vero processo di liberalizzazione.

L'omogeneizzazione, dal punto di vista tecnico, a nulla sarà servita se permarranno ancora atteggiamenti protezionistici, come purtroppo ancora vediamo sul versante della governance e sul versante politico: allungamenti dei tempi e quant'altro. I servizi pubblici locali devono stare nel mercato per essere efficienti e costare meno e quindi aprirsi al capitale pubblico e privato.

  Patricija Šulin (PPE). Končno je za nami ta zahteven paket in pred nami so priložnosti, ki jih monopolni ponudniki niso znali ali pa niso hoteli izkoristiti.

Priložnosti za potnike, saj si zaslužijo dobre, dostopne in našim potrebam prilagojene železniške storitve. Priložnosti za dobra obstoječa, pa tudi nova podjetja, da razširijo svoje delovanje. In priložnosti za okolje in s tem za prihodnje generacije z možnostjo večje uporabe okolju bolj prijaznega transporta.

Te priložnosti bi lahko vsi skupaj realizirali že prej, saj je bil predlog podan pred dobrimi tremi leti. Kljub prizadevanjem Evropskega parlamenta se je dolgo nahajal na političnem stranskem tiru in povzročal negotovost, namesto da bi imela podjetja stabilnost in jasna pravila za načrtovanje svojih aktivnosti.

  Zigmantas Balčytis (S&D). Sveikinu visus tris pranešėjus už jų atliktą darbą. Šis dokumentų rinkinys yra labai svarbus ne tik geležinkelių sektoriui, bet ir visai Europos Sąjungai, jos konkurencingumui. Ne vienus metus, kolegos, diskutavome, jog būtina stiprinti Europos geležinkelių agentūros vaidmenį, ir šiandien tai jau virsta realybe. Europinis saugos sertifikatas neabejotinai naudingas vežėjams, siekiantiems plėtoti veiklą keliose Europos Sąjungos šalyse. Labai svarbu rasti susitarimą ir dėl lengvesnio naujų dalyvių ir paslaugų teikėjų patekimo į keleivių vežimo vidaus rinkas, nes didesnė konkurencija paskatintų kainų mažėjimą ir aukštesnę paslaugų kokybę.

  Νότης Μαριάς ( ECR). Κύριε Πρόεδρε, οι αριθμοί είναι αμείλικτοι. Βάσει στοιχείων της Επιτροπής, εκ των πέντε κρατών μελών με την πιο απελευθερωμένη αγορά σιδηροδρόμων, στα τέσσερα εξ αυτών οι καταναλωτές, σε μεγάλο ποσοστό, δηλώνουν δυσαρεστημένοι από τις υπηρεσίες που παρέχονται. Στη δε Φινλανδία, όπου το κοινό είναι το πιο ικανοποιημένο στην Ευρωπαϊκή Ένωση από τις σιδηροδρομικές υπηρεσίες, υπάρχει απόλυτο κρατικό μονοπώλιο. Το γεγονός αυτό αποδεικνύει ότι οι φιλελεύθερες πολιτικές που επιβάλλει η Ευρωπαϊκή Ένωση στα κράτη μέλη έχουν ως αποτέλεσμα την υποβάθμιση ζωτικών υπηρεσιών για τις οικονομίες τους, όπως είναι οι σιδηροδρομικές μεταφορές.

Το βρετανικό μοντέλο δεν μπορεί να εφαρμοστεί στην κλίμακα της Ευρωπαϊκής Ένωσης· οι εθνικές ιδιομορφίες δεν το επιτρέπουν. Στην Ελλάδα, το μόνο που καταφέρνει αυτή τη στιγμή η τρόικα με τις πολιτικές λιτότητας είναι να απαξιώνει περαιτέρω τον Οργανισμό Σιδηροδρόμων Ελλάδος, ο οποίος αντιμετωπίζει τραγικές ελλείψεις προσωπικού, βάζοντας ταυτόχρονα ταφόπλακα στα σχέδια ανάπτυξης ενός μέσου γρήγορου και συνάμα φιλικού προς το περιβάλλον, όπως είναι ο σιδηρόδρομος.

  João Pimenta Lopes (GUE/NGL). Senhor Presidente, os três documentos integram o quarto pacote ferroviário, uma resposta da União Europeia ao facto de que a liberalização do setor preconizada nos anteriores três pacotes não cumpriu os seus objetivos nucleares: mais e mais liberalização. Transversal a todos os documentos, uma clara lógica política ou ideológica, a visão neoliberal da União Europeia de aprofundamento do mercado único e o seu alargamento do setor ferroviário, eliminando as pretensas barreiras técnicas e administrativas que limitam a competitividade, sobrepondo-se a qualquer estratégia nacional.

A Agência Ferroviária Europeia é um instrumento da visão do federalismo desta União Europeia, que substitui as autoridades nacionais nas redes ferroviárias, limitando o seu papel, nomeadamente em matérias de segurança, em nome da tão propalada competitividade. Um pacote ferroviário que promove a destruição em cada Estado-Membro de um setor estratégico, privatizações e despedimentos e que defende o financiamento direto de grandes multinacionais numa lógica de mercado, facilitando o lucro fácil dos grandes sectores financeiros.

  Violeta Bulc, Member of the Commission. Mr President and honourable members, this is a really great moment, and I would like to thank you for this very constructive and positive debate. It shows clearly that the proposal is important and that the compromise text strikes an important balance.

Allow me just to quickly respond to two points that were raised as questions. The first is related to duration, by Ms Kyllönen, who is really asking ERA to try to anticipate and speed up the process of the implementation to allow benefits to materialise as soon as possible. The cooperation agreements between ERA and national authorities are under preparation as we speak. Another comment I would like to make, related to additional costs, was raised by Ms Aiuto and Ms Seymour: ERA will allow savings, pooling resources and allowing national safety authorities to focus on the supervision of their local markets, and this will further improve rail safety as well.

Before concluding, please allow me to refer to the agreement reached last week on the market pillar of the 4th Railway Package, which complements the technical pillar we are debating today. While this second pillar of the Rail Package will only be tabled in plenary at a later stage, I would like to take the opportunity already now to express my warmest appreciation for the work that was done there as well. If the technical pillar brings greater synchronisation of rules, the market pillar will ensure better and new services addressing real passenger needs.

So thanks to Parliament we have managed to negotiate on all proposals as a package and ensure the coherence between them. This is no doubt for me that each proposal will maximise the impact of the others. Citizens, railway undertakings and railway manufacturers are eagerly awaiting them, so I am really pleased to confirm to you that the Council just endorsed our trilogue agreement.

I am looking forward to your support and a positive outcome of the vote today.

Statement by the Commission on explanatory documents

"The Commission recalls that the European Parliament, the Council and the Commission acknowledged in their Joint Political Declaration of 27 October 2011 on explanatory documents that the information Member States supply to the Commission as regards the transposition of directives in national law 'must be clear and precise' in order to facilitate the achievement by the Commission of its task overseeing the application of Union law. In the present case, explanatory documents could have been useful to this end. The Commission regrets that the final text does not contain provisions to this effect. "

Statement by the Commission on non-opinion clause

"The Commission underlines that it is contrary to the letter and to the spirit of Regulation 182/2011 (OJ L 55 of 28.2.2011, p. 13) to invoke Article 5, paragraph 4, second subparagraph, point (b) in a systematic manner. Recourse to this provision must respond to a specific need to depart from the rule of principle which is that the Commission may adopt a draft implementing act when no opinion is delivered. Given that it is an exception to the general rule established by Article 5, paragraph 4, recourse to second subparagraph, point (b) cannot be simply seen as a "discretionary power" of the Legislator, but must be interpreted in a restrictive manner and thus must be justified."

Statement by the Commission on necessary budget resources

"The 4th Railway Package gives ERA new competences, in particular the power to issue vehicle authorisations and safety certificates directly to the sector. It cannot be excluded that in the transition period fees and charges are not yet available to ERA while the staff needs to be recruited and trained. In order to avoid disruption to the railway market, the Commission will endeavour to reserve the necessary budget in order to cover the costs of relevant staff."

Statement by the Commission on the ERA management board and the selection and dismissal procedure of the executive director

"The Commission regrets the fact that compared to the original proposal presented by the Commission, the agreed text on the new ERA Regulation deviates from the key provisions agreed under the Common Approach on EU decentralised agencies, by the European Parliament, the Council and the Commission in 2012. This concerns the number of representatives of the Commission within the Management Board and the selection and dismissal procedure of the executive director. The Commission emphasises in particular that the appointment of an observer among the members of the Management board to follow the selection procedure applied by the Commission for the appointment of the executive director should not result in a duplication of roles in the selection and appointment procedures (Article 51(1))."

  Roberts Zīle, referents. Priekšsēdētāja kungs! Vispirms es gribētu pateikties visiem kolēģiem par pozitīvo novērtējumu kopumā šim darbam par tehnisko pīlāru. Tātad vēlreiz paldies par jūsu darbu un par novērtējumu!

Divas lietas, ko es gribētu pieminēt pēc debates. Te bija ļoti lielas cerības par to, ka beidzot dzelzceļam būs vienots Eiropas Savienības tirgus un visi monopoli būs izbeiguši savas iespējas darboties savā dalībvalstī tādā monopolstāvoklī. Es būtu mazliet piesardzīgāks ar šo. Ar šo likumdošanu mēs esam iedevuši institūcijām iespējas to izdarīt, bet tajā pašā laikā mums ir pieredze, ka pavisam nesen mēs pārskatījām pirmo dzelzceļa paketes likumdošanu. Tas bija vēl tikai dažus gadus atpakaļ, un es negribētu piedzīvot, ka ceturto dzelzceļa paketes likumdošanu pārskatīs mūsu nākošie kolēģi vai pat, iespējams, kādi no mums pašiem.

Otra lieta. Šī pieeja nav federālistu pieeja, kā šeit izteicās daži kolēģi. Šeit ir vienota tirgus pieeja dzelzceļa jomā, un lielākā daļa no Eiropas Parlamenta kolēģiem, es domāju, ir par vienotu tirgu. Šeit nav jautājums politiskā plāksnē — federālistu vai tieši pretējā virziena pārstāvji. Būsim precīzi savos politiskos novērtējumus par šo konkrēto likumdošanu. Paldies!

Y voy a acabar con un recuerdo y un homenaje. Ayer se celebraron 79 años de un ataque aéreo a la población civil de Gernika. Murieron más de 126 personas inocentes. Quiero aquí recordar a estas personas, a estas víctimas, y rendirles este homenaje en este día tan importante para mí con la aprobación de este informe.

  Michael Cramer, Berichterstatter. Herr Präsident, Frau Kommissarin! Ich möchte mich recht herzlich für die Unterstützung und auch für die Wertschätzung unserer Arbeit, die wir hier geleistet haben, bedanken.

Wir haben jetzt die Voraussetzungen, dass wir genauso wie mit dem PKW oder mit dem LKW, mit denen man ganz einfach von Lissabon nach Tallin quer durch Europa fahren kann, dass das endlich auch auf der umweltfreundlichen Eisenbahn geschieht.

Welche Möglichkeiten entstehen, kann man daran sehen, dass zum Beispiel im Highway-Land par exellence, in den Vereinigten Staaten von Amerika, 40 % des Güterverkehrs auf der Schiene sind. In der Europäischen Union sind es nur 17 %. Diese Chance sollten wir wahrnehmen, um die umweltfreundliche Bahn zu stärken.

Ein zweiter Punkt, der aber auch für die Zukunft wichtig ist: Wir müssen den unfairen Wettbewerb beenden. Wir haben eine europäische Regelung, dass jede Lokomotive auf jedem Streckenkilometer eine Maut bezahlen muss. Auf der Straße ist es eine freiwillige Angelegenheit der Mitgliedstaaten, ob sie sie überhaupt erheben. Da gilt sie meist nur auf Autobahnen und wenigen anderen Straßen.

Das Verhältnis ist so: In Europa sind 100 % des Schienennetzes bemautet und nur 0,9 % des Straßennetzes. Wir machen also politisch und künstlich die umweltfreundliche Eisenbahn teuer und die klimaschädliche Straße billig. Das muss sich ändern! Nur dann wird die Schiene eine Perspektive haben, und wir können den Klimawandel stoppen. Denn der Verkehrssektor ist der einzige Sektor, wo seit 1990 die Emissionen um mehr als 22 % gestiegen sind. In der Industrie sind sie um 38 % gesenkt worden.

Wir können Mobilität sichern und das Klima schützen. In diese Richtung müssen wir gehen. Dann haben unsere Kinder und auch deren Kinder eine Perspektive, auf diesem Planeten zu leben.

Așa cum se menționează și în expunerea de motive a acestei rezoluții, deși prin acquis-ul UE se constituie o piață internă pentru serviciile de transport feroviar, ponderea transportului feroviar în piața UE este modestă și stagnează la 6%. În același timp, 54% dintre utilizatori sunt nemulțumiți.

Din 2013, Comisia Europeană a prezentat cel de al patrulea pachet feroviar, tocmai pentru a îmbunătăți calitatea și eficiența în acest domeniu.

Doamnă comisar, dar cum putem vorbi de o piață internă a transportului feroviar, atâta timp cât avem discrepanțe uriașe în ceea ce privește calitatea infrastructurii feroviare și când alocarea Fondului strategic de investiții nu ține cont de nevoile de pe teren, fondurile de investiții concentrându-se în primele 5-6 economii mai dezvoltate? Interoperabilitatea feroviară este extrem de importantă pentru dezvoltarea economiei transporturilor, în mod special pentru IMM-uri, și de aceea cred că trebuie ținut cont de situația calității infrastructurii feroviare din țările din est atunci când se iau măsuri pentru crearea unui spațiu feroviar unic.

W debatę na temat interoperacyjności kolei doskonale wpisuje się realizacja projektu międzynarodowej trasy E75 Rail Baltica, należącej do sieci bazowej europejskich korytarzy transportowych, a dokładnie do korytarza Morze Północne–Bałtyk. To kluczowa inwestycja kolejowa w północno-wschodniej części Europy, prowadząca przez województwo podlaskie, kraje bałtyckie do Helsinek. W praktyce będzie to jedyne połączenie kolejowe krajów bałtyckich z Polską i pozostałymi krajami Unii Europejskiej. Ma ono bardzo duże znaczenie nie tylko gospodarcze, ale także polityczne i strategiczne. Rail Baltica to szansa na zwiększoną dostępność do rynku pracy, łatwiejszą wymianę handlowa oraz wzmocnioną współpracę transgraniczną i międzyregionalną. Dla Unii to także szybszy transport surowców energetycznych, bezpieczeństwo i mniejsza zależność od Rosji. Rail Baltica to również priorytetowa inwestycja kolejowa w moim regionie, której efekty przełożą się na krótszą i bezpieczniejszą podróż, nowe wygodne perony, więcej pociągów na trasie, a przede wszystkim miejsca pracy i rozwój gospodarczy Podlasia.

Tym bardziej zaniepokojony jestem piętrzącymi się wokół niej trudnościami i ciągłymi opóźnieniami, początkowo związanymi z wytyczeniem przebiegu trasy przez Kowno lub Wilno, a teraz z parametrami prędkości. Opóźnienia w realizacji tego projektu to utracona szansa na wzmocnienie spójności gospodarczej i politycznej na linii Zachód–Wschód. Liczę, na pełne zaangażowanie państw i Komisji w realizację tego projektu.

  Elżbieta Katarzyna Łukacijewska (PPE), na piśmie. Szanowni Państwo! Ogromnie cieszę się, że ten długi proces uzgodnień poszczególnych części pakietu kolejowego wreszcie po tylu latach się zakończy i otworzy drzwi do lepszego funkcjonowania kolei europejskich, zwiększenia bezpieczeństwa oraz wyeliminowania barier administracyjnych i technicznych. Uważam, że w części technicznej 4. pakiet kolejowy stanowi wyważony konsensus.

Z zadowoleniem przyjęłam rozwiązania dotyczące nowych zadaniań Europejskiej Agencji Kolejowej, które umożliwią wydawanie jednolitych certyfikatów bezpieczeństwa dla przedsiębiorstw kolejowych operujących w co najmniej dwóch państwach członkowskich lub na życzenie wnioskodawcy operującego wyłącznie w jednym państwie. Ponadto cieszę się, iż wprowadzono także zapisy szanujące jurysdykcję krajowych regulatorów rynku w zakresie wydawania świadectw dla operatorów kolejowych działających wyłącznie na rynku krajowym.

Nie mniej jednak uważam, że ze względu na różnice rozwojowe krajów starej i nowej Unii okres przejściowy pozwalający na dokładną i efektywną implementację poszczególnych zapisów, np. tych dotyczących systemu ERTMS, powinien być nieco dłuższy. Zawsze należy brać pod uwagę racjonalny czas, w którym państwo członkowskie będzie mogło dostosować standardy krajowe do europejskich. Mam nadzieję, że te działania, które dzisiaj zostaną zwieńczone głosowaniem, będą kolejnym krokiem do poprawy jakości świadczonych usług kolejowych i otwarcia rynku transportu kolejowego.

  Емил Радев (PPE), в писмена форма. Миграционната криза от последните няколко години доказа, че нито една държава членка не може да се справи сама с наплива на мигранти и бежанци и че са необходими общоевропейски усилия за преодоляване на кризата. Едновременно с това е от значение и засиленото сътрудничество с държавите на произход и транзит на мигранти, за да бъде ефективна борбата срещу контрабандата на хора и, още по-важно, да бъдат разбити илюзиите, че Европа може да приеме всички, които искат да дойдат тук единствено по икономически причини. Споразумението между ЕС и Турция е важно от гледна точка на необходимостта от предприемане на мерки точно в тази насока. Вярвам, че с общи усилия ще можем да постигнем и общата цел за намаляване на миграционния поток, но това изисква и двете страни да спазват своята част от договореностите. Заплахите на Турция, че няма да изпълни споразумението и ще отвори границите към България и Европа за мигрантите, ако не получи безвизов режим за ЕС, въпреки че все още не отговаря на всички критерии за отпадане на визите, са неприемливи и нямат място в едни добросъседски взаимоотношения.

Acordul Parlamentului European în ceea ce privește propunerea Consiliului asupra pilonului tehnic pentru cel de-al patrulea pachet feroviar reprezintă un câștig pentru întreaga Europă, nu doar pentru transporturi. Cele trei directive cuprinse în pachet elimină barierele internaționale în ceea ce privește infrastructura și operabilitatea, sporind nu doar calitatea și siguranța serviciilor feroviare, dar și șansele de intrare pe piață pentru noi jucători. Este de neconceput să vorbim de o piață unică europeană, dar trenurile niciunui operator să nu poată merge de la un capăt la altul în Europa fără a se opri la fiecare graniță. Este de asemenea de neînțeles cum fiecare autoritate europeană are de descifrat aproximativ 11000 de legi, reguli și alte prevederi înainte de a lua o decizie. Aș sublinia că acest pachet este semnalul de încurajare dat micilor producători și operatori. Mai puțină birocrație înseamnă costuri mai mici și călătorii mai scurte. Un câștig pentru producători și operatori pe de o parte, și pentru cetățenii europeni pe de cealaltă. Nu în ultimul rând, dezvoltarea serviciilor feroviare de marfă și de persoane, va contribui la echilibrarea forțelor din domeniul transporturilor, oferind o alternativă viabilă la transportul rutier și aerian în Europa.

  Janusz Zemke (S&D), na piśmie. Chcę wyrazić satysfakcję, że w Parlamencie Europejskim dobiegają końca prace nad pakietem kolejowym. W pakiecie tym skupiamy się na trzech sprawach: na zwiększeniu interoperacyjności kolei w UE, na bezpieczeństwie kolei oraz funkcjonowaniu Agencji Kolejowej UE. Zawarty kompromis skupia się głównie na problemach technicznych, które blokowały dotychczas tworzenie jednolitego obszaru kolejowego w Unii. Wymagało to ujednolicenia standardów i procedur kolejowych w państwach członkowskich. Rzecz w tym, by wydawane zezwolenia na dopuszczenie do obrotu rynkowego w Unii taboru kolejowego, jak np. lokomotywy i wagony, były powszechnie obowiązujące. Tak jak wydawane przez Agencję Kolejową i poszczególne państwa certyfikaty bezpieczeństwa.

Przyjęcie takich jednolitych rozwiązań ogranicza biurokrację i koszty przewoźników, gdyż do tej pory musieli oni uzyskiwać certyfikaty we wszystkich państwach. Powinno się to także przyczynić do zwiększenia bezpieczeństwa i rozwoju sektora kolejowego w Unii Europejskiej. Rozwój kolejnictwa w Unii jest bowiem jednym z warunków zrównoważonego rozwoju, ożywienia gospodarczego i turystycznego wielu regionów, a także poprawy stanu ochrony środowiska.
