  Marianne Thyssen, Member of the Commission. – Madam President, the challenges of the deaf and hard of hearing community do not yet get enough attention in the European Union, and I am therefore grateful to Members of the European Parliament, Helga Stevens and Ádám Kósa for constantly reminding us of what still needs to be done in order to ensure that all European citizens can participate actively in society.

Commissioner Tibor Navracsics recently took part in a conference on sign languages and human rights, organised by Helga Stevens, which showcased the challenges faced by the deaf and the hard of hearing on a daily basis. The Commission was impressed by the professional competence of the sign language interpreters, who were conveying the speeches in more than 30 sign languages. The Commission welcomes the political groups’ initiatives for a motion for a resolution, because we believe that more should be done to show respect for the deaf and hard of hearing community and its languages. The Charter of Fundamental Rights of the European Union explicitly excludes any form of discrimination, and the Disability Strategy 2010-2020 stresses the principle of social inclusion.

The Commission believes in, and promotes, inclusive education. Whenever possible, schools should open their doors to deaf children, ensuring that the conditions are met for their successful inclusion in the classroom. Sign language interpretation should be provided whenever possible for public services.

Education and language policy falls under the exclusive competence of the Member States. However, the Commission supports them through facilitating cooperation and exchange of best practices. The Erasmus+ programme already funds a number of partnerships and mobility projects that develop open educational resources and train sign language teachers and interpreters. For example, the research project Developing and Documenting Sign Bilingual Best Practice in Schools maps the situation of sign bilingual education in 39 European countries.

The European Forum of sign language interpreters provides opportunities for meetings, conferences and exchange of experiences. We also have the toolkit Signs for Handshakes, Deaf—Youth—Meets—Employers, and the European Language Label. More support for sign languages is provided through the research programme Horizon 2020, and there again we have many examples: information technology is used for the early detection of and compensation for hearing impairment, and also to develop applications supporting the use of sign languages, for example. Another example is that a digital archive presenting the life narratives of elderly signers has developed. Remote communication between signing and speaking people through applications that translate text into sign languages is made possible, and another example under Horizon 2020 is an interactive digital atlas of the linguistic structures of the world’s sign languages.

As regards the Commission, the Directorate General for Interpretation regularly provides sign language interpretation for EU—level meetings. To support the full participation of those using sign languages, interpreters tailor their services by discussing with participants whether international sign language is appropriate or whether a national sign language is needed.

As you can see, the Commission has come a long way since this House adopted its last resolution on sign language recognition in 1998, but we know we can and should do more to ensure our societies not only tolerate diversity, but also cherish and promote it. The Commission therefore welcomes this resolution, and will continue supporting sign languages, their users and their interpreters.

  Ádám Kósa, a PPE képviselőcsoport nevében. – Elnök Asszony, a jelnyelvi tolmácsolás nem segítség, hanem alapvető emberi jog a közösségben való teljes részvételhez. Az akadálymentesség előfeltétele, hogy a fogyatékossággal élő személyek önálló életet élhessenek és megfelelő módon részt vehessenek a társadalom életében.

Kérem jegyzőkönyvbe venni, hogy az én kérésemre a jelnyelvi tolmács nem fordította az előző szavaimat, és a jelen levő képviselők így nem érthették, hogy mit is mondok. Ezzel akartam érzékeltetni azt, hogy mit jelent az, hogyha az anyanyelvemet nem tudom szabadon használni és elmondani így a gondolataimat. Most megismétlem, amit mondtam.

Tehát, az oktatás, foglalkoztatás és hozzáférhetőség hármasából hogyha egy kiesik, akkor a siketek továbbra is hátrányos helyzetben maradnak. Ebben játszik kulcsszerepet a tolmácsolás és az akadálymentesség, illetve a hozzáférhetőség. Meggyőződésem, hogy a siket, a siketvak és a nagyotthalló diákok és szüleik számára az iskoláskor előtti szolgáltatásokkal vagy az iskolai oktatáson keresztül lehetőséget kell biztosítani arra, hogy a környezetükben használatos jelnyelvet elsajátíthassák. Végül kérem a Bizottságot, hogy hosszú távon tartsa fenn a már lezárult INSIGN európai kísérleti projektet, amelyet az Európai Parlament javasolt, és amelynek célja a siket és nagyotthalló emberek, illetve az uniós intézmények közötti akadálymentes kommunikáció biztosítása. Kérem azt is, hogy vizsgálja meg a Bizottság a tagállamokban, hogy megvalósul-e a siket, a nagyotthalló és a siketvak gyermekek egyenlő esélyű hozzáférése az oktatáshoz.

  Brando Benifei, a nome del gruppo S&D. – Signora Presidente, onorevoli colleghi, i cittadini non udenti, sordo-ciechi e ipoudenti devono avere accesso alle stesse informazioni e comunicazioni di qualsiasi altro cittadino, sotto forma di interpretazione della lingua dei segni, sottotitolazione, conversione del parlato in testo e/o forme alternative di comunicazione, compresi gli interpreti.

Questo è un diritto inalienabile di oltre un milione di utilizzatori europei delle lingue dei segni, non udenti e di altri 51 milioni di cittadini ipoudenti. Parliamo della possibilità di condurre una vita autonoma, ricevere un'istruzione inclusiva e di qualità, aumentare l'occupabilità, vedersi garantito il diritto alla salute, l'accesso equo alla giustizia. Parliamo della possibilità di partecipare attivamente ai processi politici e democratici, nonché creare e scambiare cultura.

Il motto dell'UE è "Unita nella diversità" e per questo ci siamo sempre impegnati a promuovere la ricchezza e il pluralismo linguistico. È ora di fare un passo in più: quest'oggi chiediamo all'UE e agli Stati membri di riconoscere le lingue dei segni nazionali e regionali, riconoscere la figura professionale dell'interprete di lingua dei segni e conferire a questa professione una formazione e un inquadramento di qualità.

  Helga Stevens, namens de ECR-Fractie. – Graag wil ik de Europese Dovenunie, hier aanwezig op de bezoekerstribune, welkom heten. Lange tijd werden gebarentolken beschouwd als helpers van dove mensen. Vaak fungeerde de familie van de dove persoon als tolk, zelfs tijdens officiële aangelegenheden. In veel landen in de EU is dit nog steeds het geval, maar de situatie gaat erop vooruit en vertolking in gebarentaal wordt stilaan gezien als een volwaardig beroep.

Deze gezamenlijke resolutie is gebaseerd op voorgaande resoluties van het Europees Parlement van 1988 en 1998 en de input van doven- en tolkenorganisaties. Ook is het een resultaat van de conferentie die ik op 28 september 2016 organiseerde in Brussel en waar voor de eerste keer alle 24 in de EU gesproken en 31 EU-gebarentalen werden gebruikt. Gebarentolken zijn onmisbaar voor het verzekeren van gelijke deelname van gebarentaalgebruikers. Het handvest van de grondrechten laat niet toe dat er wordt gediscrimineerd op basis van handicap. Dit kunnen we enkel doen door werk te maken van toegankelijkheid en redelijke aanpassingen. Ik verwijs ook naar het VN-Verdrag inzake de rechten van personen met een handicap, dat zowel de EU als de meeste EU-lidstaten hebben geratificeerd.

Iedereen in dit Parlement weet dat de tolken een veeleisende baan hebben. Dit geldt zeker ook voor de gebarentolken. Daarom verdienen ze een passende en gelijkwaardige verloning voor hun werk. Er is nog steeds een groot tekort aan tolken in alle EU-lidstaten. Gemiddeld is er in de hele EU één gebarentolk beschikbaar voor 160 doven. Maar er zijn grote verschillen tussen de verschillende lidstaten onderling, van één tolk per acht doven tot één per 2 500. Stel je voor. Het voorzien van trainings- en opleidingsmogelijkheden voor toekomstige tolken is een absolute prioriteit.

Binnen de EU-instellingen is er steeds meer vraag naar tolken vanwege dove burgers. Gezien het feit dat er niet voldoende tolken zijn in de lidstaten zou ik graag aan de Commissie willen vragen hoe ze dit probleem zal aanpakken. Zijn er eventueel plannen om gebarentolken in dienst te nemen, rekening houdend met het feit dat gebarentolken ook deel uitmaken van de Internationale Vereniging van conferentietolken (IACI)?

Deze gezamenlijke resolutie, waarover morgen gestemd zal worden, is een belangrijke mijlpaal voor personen met een beperking en in het bijzonder voor dove gebarentaalgebruikers. Het is de eerste keer dat de focus ligt op de gebarentolken als beroepsgroep. Na twintig jaar is het hoog tijd om de volgende stap te zetten en aandacht te besteden aan het professionaliseren van het beroep van gebarentolken en de EU-instellingen moeten hier een voorbeeldrol spelen.

  Marian Harkin, on behalf of the ALDE Group. – Madam President, I am very pleased to be a co-signatory to this motion on sign languages and professional sign language interpretation. I applaud the important role of my colleagues, Ádám Kósa and Helga Stevens, in initiating this motion. It is, of course, a follow—on to Helga’s very successful event in the Parliament on sign language, where I had the opportunity to meet a number of Irish people from the deaf community.

But tonight, the question is: how can we progress the initiative? One opportunity is the implementation of the United Nations Convention on the Rights of Persons with Disabilities, where the Convention elaborates on the need for reasonable accommodation. But we all know that there can be no reasonable accommodation without the provision of qualified and professional sign language interpreters. For this to happen, we need many things, but, crucially, we need to see official recognition of national and regional sign languages in Member States and in the EU institutions.

I want to acknowledge the campaign that is underway in Ireland to achieve formal recognition of the Irish sign language. In Ireland, approximately 40 000 people use the Irish sign language, 5000 of whom are deaf and 35 000 are family and friends. At national and EU level, we must make the educational system, the health system, the judicial system, the political system and many other public systems as accessible as possible. Speaking of the education system, we must ensure that the deaf, hard of hearing and deaf—blind can access Erasmus.

  Marisa Matias, em nome do Grupo GUE/NGL. – Senhora Presidente, não posso continuar em língua gestual portuguesa, porque senão ninguém me ia entender hoje aqui. Nós juntamo-nos todos, de todos os grupos políticos, para defender uma questão de direitos humanos. É de salientar o trabalho que tem sido feito e, em particular, da colega Helga Stevens.

Devo dizer que a discriminação é uma das formas mais ativas de política, que a exclusão é uma das formas mais ativas de política. O que estamos aqui a pedir hoje não é nada de muito complicado, é o reconhecimento das línguas gestuais nacionais e regionais, também aqui nas instituições europeias.

É ter intérpretes profissionais e qualificados, que sejam remunerados de forma adequada. Sabemos, Senhora Presidente, que, para ter uma democracia completa, é preciso ter uma situação em que toda a gente pode eleger e ser eleita. Isso não acontece se excluirmos um milhão de cidadãos na Europa, porque nem todos têm acesso à informação, nem todos podem ser da mesma forma.

A única coisa que falta aqui é, verdadeiramente, vontade política, é uma questão de direitos humanos, volto a repetir, portanto, que venha essa vontade política, Senhora Comissária. Não podemos esperar mais.

  Terry Reintke, im Namen der Verts/ALE-Fraktion.(Die Rednerin spricht ohne Mikrofon.) .... denn um Gebärdensprache zu lernen, hätte ich in der Schule GebärdensprachlehrerInnen gebraucht. Die gab es leider nicht, und die gibt es auch heute immer noch viel zu wenig in der Europäischen Union. Auch GebärdensprachdolmetscherInnen gibt es immer noch viel zu wenig. Für 12 000 taube Menschen in meiner Heimat Nordrhein-Westfalen gibt es gerade einmal 120 GebärdensprachdolmetscherInnen, um ihnen das alltägliche Leben zu ermöglichen. Das ist immer noch viel zu wenig. Denn nur wenn wir flächendeckend gut ausgebildete GebärdensprachdolmetscherInnen zur Verfügung stellen können, können taube Menschen wirklich vollwertig an der Gesellschaft teilnehmen. Hier muss die Europäische Union viel mehr tun, um Druck auf die Mitgliedstaaten auszuüben, damit endlich alle vollwertig an der Gesellschaft teilhaben können.

Naturalment il-proviżjoni għall-interpreti professjonali għal-lingwa bis-sinjali trid tiġi kkunsidrata sabiex nassiguraw aċċess ugwali għall-impjiegi, l-edukazzjoni u t-taħriġ.

L-iżvilupp u teknoloġija ġdida għal-lingwa tista' tkun ta' benefiċċju għal dawk li jużaw il-lingwa tas-sinjali. Imma dan ma jistax jintlaħaq mingħajr speċjalizzazzjoni fil-lingwa tas-sinjali madwar l-Unjoni Ewropea kollha, u allura nafu li għad fadal ħafna xi jsir fuq il-livell tal-Unjoni Ewropea.

Kif qalet il-Kummissarju, għal soluzzjoni ta' suċċess fit-tul irridu insibu modi li bihom ninvestu min età żgħira fit-tfal tagħna li għandhom diżabilità sabiex narmawhom bis-snajja' neċessarji sabiex ikunu jistgħu jintegraw kompletament fis-soċjetà u fil-livell akkademiku. Dan ma jistax isir mingħajr il-parteċipazzjoni ta' kulħadd fil-preparament tax-xogħol preliminarju li jinkludi sejħa għal aktar nies li jispeċjalizzaw fil-lingwa tas-sinjali, u għal għalliema kompetenti fil-lingwa tas-sinjali u kompetenti ukoll fil-ħiliet neċessarji li jaħdmu b'mod effettiv f'sistemi bilingwali u f'ambjenti inklussivi fl-ambitu edukattiv.

  Elena Gentile (S&D). – Signora Presidente, signora Commissaria, onorevoli colleghi, rendere accessibile il mondo della conoscenza, dell'informazione e del lavoro: questo è un appuntamento non più rinviabile, se è vero come è vero che l'Europa ha, tra le sue finalità, l'abbattimento di ogni barriera che si frapponga alla libertà di ogni persona. Dunque, l'accessibilità è la frontiera dei diritti: accessibilità nei luoghi di vita, di formazione, di lavoro, ma anche negli spazi digitali.

Per raggiungere questo obiettivo è necessario promuovere, per un verso, la diffusione delle nuove tecnologie ma anche garantire l'interpretazione nelle istituzioni, appunto, nei luoghi di cura, di giustizia e di formazione, garantire le figure professionali formate perché il loro sia un lavoro di qualità, non precario, ma riconosciuto soprattutto nella filiera della pubblica amministrazione.

Concludo, dichiarando ovviamente il mio sostegno con un auspicio: augurandomi che le istituzioni europee promuovano l'insegnamento della lingua dei segni nelle scuole di ogni ordine e grado, perché si possa realizzare per davvero una nuova accessibilità sociale.

  Romana Tomc (PPE). – Ta pobuda predstavlja zelo pomemben korak pri olajšanju vključevanja gluhih in naglušnih oseb v družbo in na trg dela. Znakovni jezik je osnovna pravica gluhih oseb in je tudi njihov prvi in uradni jezik, zato je zelo pomembno, da imajo možnost, da se v tem jeziku sporazumevajo, tako v družbi kot na delovnem mestu. Menim, da bi moral biti vedno zagotovljen dostop do informacij, komunikacije, izobraževanja in zaposlovanja, kar bi jim seveda omogočalo tudi samostojno življenje.

Države članice so tiste, ki bi morale v svojih ustanovah zagotoviti dostopnost vsega gradiva tudi slušno prizadetim. Ker naj bi bile evropske institucije zgled najboljše prakse menim, da bi znakovni jezik moral postati tudi eden od uradnih jezikov Evropskega parlamenta, tolmači pa bi morali biti na voljo na vseh sejah odborov.

Ob koncu bi rada povedala tudi to, da bom v okviru svojega dela omogočala pripravništvo in stažiranje tudi slušno prizadetim osebam in to svojo odločitev polagam na srce tudi kolegom.

  Olga Sehnalová (S&D). – Lidé se sluchovým postižením musí každý den čelit překážkám i při tak běžných činnostech, jako je návštěva lékaře nebo úřadu a mnohým dalším.

Mnoho z těchto bariér by odstranila asistence profesionálního tlumočníka znakového jazyka, kterých je ale ve státech EU akutní nedostatek, např. v ČR jich pracuje pouze necelá stovka. Na jednoho tlumočníka tedy připadá zhruba 140 klientů. I když tuto službu neslyšícím přiznává zákon, v praxi je obtížně dostupná. I když jsou tlumočníci znakových jazyků plně srovnatelní s tlumočníky jakéhokoliv cizího jazyka, řada států jejich profesi neuznává a neexistují ani dostatečné standardy pro jejich formální výuku.

Už zde byla několikrát zmíněna konference na téma znakových jazyků, kterou nedávno uspořádala naše kolegyně Helga Stevensová. Stejně jako jsem ráda podpořila tuto konferenci a pozvala na ni delegaci osob se sluchovým postižením z ČR, tak také plně podporuji tuto rezoluci.

  Sofia Ribeiro (PPE). – Senhora Presidente, o acesso à interpretação em língua gestual continua a ser abordado como se de um luxo se tratasse. Tenho muita honra de ter subscrito uma proposta de resolução que defende que, se quisermos garantir condições de integração aos cidadãos europeus portadores de deficiência auditiva, temos de lhes disponibilizar meios de comunicação eficientes.

Antes de mais, cada Estado-Membro deve providenciar para que cada criança com deficiência auditiva possa interagir plenamente com profissionais de educação, desde as mais terras idades, com recurso a intérpretes de língua gestual do seu país, devendo também garantir o acesso à educação bilingue no ensino pré-escolar e na escola.

Mas este dever de conquista de uma maior integração tem igualmente de ter expressão nos serviços públicos. Não se admite que, nos dias de hoje, um deficiente auditivo não possa comunicar com um médico nos serviços de urgência, num hospital público ou com as autoridades e serviços de justiça.

Alerto ainda para a necessidade de minimizarmos a discriminação das pessoas surdas no acesso ao conhecimento especializado, em especial o relativo ao ensino superior ou pós—graduado, que hoje todos sabemos ser essencial para combater o desemprego, pelo que é urgente envidarmos todos os esforços para que as universidades disponham de intérpretes de língua gestual ou de serviços online que o providenciem.

Sejamos ambiciosos. Como disse Helen Keller, nunca se pode concordar em rastejar quando se sente ímpeto de voar.

  Csaba Sógor (PPE). – Madam President, I warmly welcome this initiative to promote sign language recognition and the availability of sign language interpretation. While the recognition of sign language has been increased in many Member States recently, across the EU deaf, deaf-blind and hard of hearing citizens still encounter enormous disadvantages in terms of access to information or employment. Only in my country, Romania, more than 23 000 people face difficulties on a daily basis in this regard. Knowing that the ratio of sign language users to sign language interpreters is 160 to 1 on average in Europe, it is clear that Europe needs a lot more qualified and professional sign language interpreters. Improvements in this field should also be accompanied by the promotion and uptake of new emerging technologies in the area of accessibility in order to promote the independent and equal participation of people with disabilities in society.

  Marianne Thyssen, Lid van de Commissie. – Beste leden van het Europees Parlement, bedankt voor uw debat. Bedankt ook voor uw waardevolle inbreng in de inspanningen die we zeker nog moeten opvoeren om ervoor te zorgen dat er voor dove mensen en hardhorenden sprake is van volledige participatie en echt gelijke kansen.

In mijn inleiding heb ik gewezen op een aantal engagementen van de Europese Unie en van de Europese Commissie, alsook op verbintenissen die we zijn aangegaan, onder meer in het kader van het VN-Verdrag inzake de fundamentele rechten van mensen met een beperking. Ik heb u ook gewezen op een aantal projecten die momenteel gefinancierd worden met Europese fondsen. Mag ik u er ook aan herinneren dat we datzelfde engagement vorm gegeven hebben in ons voorstel voor een Europese toegankelijkheidswet, waarin het er natuurlijk ook op aankomt om mensen met een beperking een veel betere en een volwaardige participatie te bieden in alle aspecten van onze samenleving.

Geachte leden van het Europees Parlement, u hebt een aantal concrete voorstellen gedaan ter verbetering. Ik ben er zeker van dat die morgen ook duidelijk zullen geformuleerd worden in de resolutie die u stemt en u mag erop rekenen dat wij u een gedetailleerde geschreven reactie zullen geven op die voorstellen. Dan zal ik nu de tijd die schaars is deze avond niet langer in beslag nemen. Bedankt voor uw inbreng, bedankt voor uw inspanning en bedankt, mevrouw de Voorzitter.

  Dominique Bilde (ENF), par écrit. – Considérant que les personnes handicapées ont le droit à une vie pleine et entière et aux mêmes loisirs, à la même éducation ou insertion professionnelle que tous, je tiens à réaffirmer mon attachement par cette déclaration à un combat qui affecte de trop nombreuses personnes dans l’UE. Rien qu’en France, la LSF est signée par 100 000 personnes en 2014 et par environ 169 000 personnes dans le monde. Depuis 2008 elle est une option au baccalauréat et les cours en langue des signes se développent partout dans les universités témoignant de la solidarité de tous avec les personnes sourdes.

Ce texte, qui va dans le bon sens, doit permettre la reconnaissance officielle des interprètes en langues des signes, avec notamment l’attribution d’un statut analogue, au sein des institutions européennes, à celui des interprètes des langues parlées. C’est un premier pas vers plus de justice sociale. Le chantier reste vaste pour une intégration réussie des personnes sourdes à tous les niveaux de la société et je ne cesserai de me battre pour garantir ces mêmes droits.

  Algirdas Saudargas (PPE), raštu. – Gestų kalbos yra oficialios valstybių kalbos, todėl joms turi būti suteiktos tos pačios teisės. Tiek valstybėse narėse, tiek Europos Sąjungos institucijose skiriame per mažai dėmesio informacijos prieinamumo visiems problemai, tai turi keistis. Kalbų įvairovę reikia ne tik toleruoti, bet ir puoselėti, todėl daugiakalbystės skatinimas valstybėse narėse turėtų apimti ir gestų kalbas. Kai kuriose srityse kalbų technologijų vystymas ir naudojimo plėtra padėtų sumažinti žmonių su klausos negalia atskirtį ir padidintų jų prieigą prie informacijos. Būtina užtikrinti, kad Europos Komisijos programose, tokiose kaip „Horizontas 2020“, bei nacionaliniu lygiu būtų skiriamas pakankamas dėmesys kalbų technologijų plėtrai.
