  Guy Verhofstadt, rapporteur. – Mr President, in a few weeks’ time we will all be going to Italy for the 60th anniversary of the Treaty of Rome, often described as a big success and a big leap forward. In fact it was the outcome, dear colleagues, of nearly 10 years of negotiations and debates between the leaders of most of the Western European states, leaders who at that time, as we all know, wanted to build up a united Europe after the atrocities of the Second World War, and it started, as we know, with the historic speech by Winston Churchill at the University of Zurich in 1946. A year later, in 1947, at the Albert Hall in London, Churchill, the British bulldog, made it very clear what he wanted. He said, and I quote him: ‘I present the idea of a united Europe in which our country, Britain, will play a decisive part as a member of the European family’. Moreover, Churchill – and it’s good to remember this – unlike the Prime Minister at that time, Clement Attlee, even wanted Britain to participate in the European Steel and Coal Community, but he lost the vote in the British Parliament by 309 votes to 296, a small difference, I would say.

Indeed, dear colleagues, it is good to remember that at that time the Tories were openly pro-European. And now, more than 60 years later, we think that with these reports the European Union needs profound reform again: let’s face it, our Union is in crisis. Our European Union does not have a lot of friends at home, and certainly not abroad; the Union does not deliver any more. It is always too little, too late, and that, in my opinion, is the reason why many people and many citizens are angry in Europe. They are not against Europe. They are against a Union that does not deliver the right results, that is not capable, for example, of finding the right answers to the refugee crisis, responding to migration, or breaking down the economic stagnation after the financial crisis of 2008.

People are not against Europe. They want more Europe to face these challenges, but they are critical, it is true, of the way that the European Union works today. And that is the reason for these three reports. Brexit, Trump, Putin – I think that there are reasons enough to reform our European Union and to do it in a very profound way. That is the reason for these three reports, which you have to see together as one package. We want to do three things. First of all, we want to create a more efficient Union, for example by slimming down the Commission, ending Europe à la carte, and creating a single seat for the European Parliament. We also want to make the Union more democratic by reforming the European elections, expanding the process centring on lead candidates, and reforming and turning the European Council into what we call a council of states, alongside the European Parliament, in which we serve as the representatives of the citizens. And furthermore we want a stronger Union, better protection for civil liberties in the Union, a Union including a euro zone with a government, a fiscal capacity, a finance minister, own resources, a convergence court, and conditionality. I think that these reports give a good blueprint of what is necessary for the future and that is not a battle between the European Union on the one hand and the nation-states on the other. No, Europe needs both. In this report we are also proposing a green card, for example, for the national parliaments, along with a right of initiative for this European Parliament and for the European Council.

Once these reports are adopted, on Thursday, I hope, what is the way forward? I think that there is one way forward and that is to propose to the Commission, Mr Vice-President, and also to the European Council, that we start an interinstitutional reflection exercise, which is something that we can do better together. We have good experience with the Monti report on own resources. Why not do the same again? And that is not a luxury, dear colleagues: this report is an absolute necessity.

  Elmar Brok, Berichterstatter. – Herr Präsident, Herr Vizepräsident, Kolleginnen und Kollegen! Die Bürger erwarten Lösungen von Europa und sind deswegen ärgerlich mit Europa, weil diese Lösungen nicht präsentiert werden. Und gleichzeitig verweigern Mitgliedstaaten, die dieses in der Debatte noch verstärken, diesem Europa die Instrumente, damit es die Probleme lösen kann – wohlwissend, dass eine Vielzahl der Probleme nur gemeinschaftlich gelöst werden kann. Die Äußerungen von Trump und anderen, dass man Europa teilen möchte, um mit den einzelnen Teilen zu diskutieren, ist falsch. Europa ist mehr als die Summe der Mitgliedstaaten, wenn es um unseren Einfluss in der Welt geht. Und aus diesem Grunde müssen wir für die Herausforderungen, die wir von Migration über die Konsequenzen der Globalisierung bis hin zur inneren und äußeren Sicherheit, Terror und solchen Fragen haben, deutlich machen, dass Europa hier liefern muss.

Der Vertrag von Lissabon liefert eine Vielzahl von Möglichkeiten, die bei weitem noch nicht ausgenutzt sind. Das heißt, die Mitgliedstaaten haben kein Alibi, dass es nicht gemacht wird, sondern sie müssen erlauben, dass der Vertrag von Lissabon endlich ausgenutzt wird. Das muss deutlich sein. Und dabei bedarf es beispielsweise einer stärkeren Nutzung der Mehrheitsentscheidung. Es ist unerträglich, dass die Ministerräte sich einigen, den Vertrag nicht zu nutzen. Ich halte es für ein vertragswidriges Verhalten, sich auf Einstimmigkeit zu verständigen, wenn Mehrheitsentscheidung im Rat vorgesehen ist, und dass, wenn kein Konsens gefunden wird, etwas dann zum Europäischen Rat geschickt wird, der nur einstimmig entscheiden kann. Das ist ein vertragswidriges Verhalten in Rat und Ministerrat, das wir deutlich sehen sollten. Und wir müssen auch klarmachen, dass die Gemeinschaftsmethode mit der qualifizierten Mehrheitsentscheidung als Regelfall die Methode der Effizienz, der Transparenz und der Beteiligung der Bürger ist.

Ich meine, dass die Transparenzfrage auch wichtig ist. Wir wollen deswegen, dass allein durch Statutenveränderung des Rates, des Ministerrates, bei Gesetzgebung klar wird: Es gibt ja nur einen Ministerrat, wie der Vertrag sagt, der öffentlich tagen muss, damit jede Regierung begründen muss, wie sie abgestimmt hat in einem Gesetzgebungsvorhaben, damit sie zu Hause nicht mehr erklären kann, sie sei nicht dabei gewesen. Und die Fachministerräte sind dann die Ausschüsse, wie das bei einer vernünftigen zweiten Kammer ist. Das kann nur durch Statutenveränderung des Rates passieren. Dafür brauchen wir keine Vertragsänderung.

Wir sollten auch keine Spaltung der Europäischen Union erlauben. Ich bin für verschiedene Geschwindigkeiten, aber im Rahmen des Vertrages – verstärkte Zusammenarbeit, permanente strukturierte Zusammenarbeit in der Außen-, Sicherheits- und Verteidigungspolitik. Aber bitte nicht neue Institutionen einrichten! Wir wollen die einheitlichen Gemeinschaftsinstitutionen, die für alles zuständig sind, und nicht wieder neue Administrationen in der Eurogruppe schaffen. Ich bin gegen eine Teilung zwischen Euroländern und Nicht-Euroländern, besser gesagt: Noch-Nicht-Euroländern. Ich glaube, dass wir diese Einheit bewahren sollten bei allen Unterschieden, die vorhanden sind.

Zur Migration – bei der Handelspolitik wird es jetzt deutlich: Bei der Migration können wir die Fragen der Grenzkontrollen, die wir schon lange fordern, endlich durchsetzen. Wir wollen ein gemeinsames Asylrecht haben, um das vernünftig zu klären. Wir wollen endlich versuchen, dass bei der Terrorbekämpfung die Nachrichtendienste unserer Mitgliedstaaten anständig zusammenarbeiten, und dies über europäische Institutionen, damit hier endlich die Bürger gesichert werden vor dem Terror und keine Zuständigkeitsprobleme in diesen Fragen uns daran hindern.

Wir wollen, dass die Vollendung der Wirtschafts- und Währungsunion kommt unter den Prinzipien der Solidarität, des Wachstums, der Wettbewerbsfähigkeit und der Konditionalität. Wir wollen bei der Außen- und Sicherheitspolitik vorankommen. Wir müssen sehen, dass wir Geld verschwenden und schwach sind, angesichts der 200 Mrd. EUR, die unsere Mitgliedstaaten für Verteidigung ausgeben ohne Resultat.

Und ich bin auch der Auffassung – Herr Verhofstadt hat es auch schon zum Ausdruck gebracht: Wir sind Patrioten und stehen für unsere Nationen. Die Nationen werden lange eine große Rolle spielen als Träger von Identität und Kultur. Aber wir haben nicht Nation oder Europa, wir haben Nation und Europa. Das ist der Unterschied. Die Rechtsradikalen hier im Hause werden uns Europäern nicht den Glauben an unsere eigenen Nationen wegnehmen. Wir lassen uns nicht die Nation von Rechtsradikalen wegnehmen. Das ist Politik der Vergangenheit.

  Jo Leinen, Berichterstatter. – Herr Präsident, Herr Vizepräsident! Die Welt, in der wir heute leben, ist in Unordnung geraten und voller Unsicherheiten.

Zum ersten Mal haben wir in den USA einen Präsidenten mit Donald Trump, der vom Nationalismus und vom Protektionismus geprägt ist und den Ländern der EU den Austritt aus dieser Union vorschlägt. In Moskau sitzt Wladimir Putin, der die Friedensordnung des Kontinents gefährdet, der die Nachbarvölker unter Druck setzt und der auf allen Kanälen die Europagegner in unseren Mitgliedsländern unterstützt.

Die Situation für die Europäische Union ist brandgefährlich. Das großartige Friedens- und Freiheitsprojekt der europäischen Integration wird von außen wie noch nie unter Druck gesetzt. Hinzu kommt der schreckliche Populismus und Nationalismus im Inneren der Europäischen Union. Die Wilders, die Le Pens, die Farages, sie betreiben das Spiel von Putin und von Trump. Diese neumodernen Populisten, die vorgeben, das Volk zu repräsentieren, sie spalten die Völker Europas und gefährden eine gute Zukunft für diesen Kontinent und seine Menschen. Das muss klar sein: sie gefährden unsere Zukunft, sie sind nicht die Zukunft. Das müssen wir ihnen deutlich sagen.

Es soll doch niemand glauben, dass die Mitgliedsländer der EU – auch die großen nicht – alleine stark genug sind, um sich gegenüber den Großmächten wie China, den USA oder Russland durchzusetzen. Europa kann in dieser Welt des 21. Jahrhunderts seine Werte und seine Interessen nur gemeinsam verteidigen und zur Geltung bringen. Die allzu einfachen Parolen der Europagegner sind eine Lüge, sie sind eine Täuschung der Menschen, und dem müssen wir uns widersetzen.

Zum 60. Jahrestag des Vertrags von Rom muss deshalb eine klare Botschaft an die Bürgerinnen und Bürger ausgesandt werden. Gemeinsam können wir die großen Probleme bewältigen, alleine und uneinig sind wir schwach und haben nichts zu melden. Genau diese Botschaft ist die Grundlage der Berichte, über die wir heute diskutieren und am Donnerstag abstimmen.

Wir, die Bürgerkammer in der Europäischen Union, sind für ein besseres Europa. Wir sind für ein Europa, das handlungsfähig ist. Ein Europa, das in größter Transparenz und mit demokratischer Teilhabe arbeitet. Europa darf nicht Spielball der großen Mächte sein, sondern muss selbst die Globalisierung gestalten und selbstbewusst die Interessen seiner Bürgerinnen und Bürger vertreten.

Keine Frage, die Europäische Union hat in den letzten Jahren kein gutes Bild abgegeben. Ob in der Finanz-, oder Wirtschaftskrise oder bei den Migrationsströmen, die EU hat zu langsam und auch zu unzureichend gehandelt und das hat Verdruss in der Öffentlichkeit und in der Bevölkerung verursacht. An Vorschlägen der Kommission und des Parlaments hat es nicht gemangelt. Es war der Egoismus einzelner Mitgliedstaaten, der immer wieder eine solidarische Lösung verhindert. Es muss endlich Schluss damit sein, dass man die Vorteile der EU genießt, aber die Lasten nicht auf alle verteilen will. Damit muss endlich Schluss sein.

Wir brauchen einen neuen Grundkonsens, was die EU in den nächsten Jahren leisten muss, welche Mittel und Instrumente wir ihr geben. Die EU hat einen Mehrwert in allen großen Fragen, wo der Nationalstaat nicht mehr handeln kann. In diesen Fragen muss dann auch mit Mehrheit abgestimmt werden und darf das Veto nicht alles immer wieder bremsen. Wir brauchen eine eigene Finanzierung der EU, damit die Nettozahlerdebatte endlich aufhört. Wir brauchen ein Instrument zur Verteidigung unserer Grundwerte, wenn die Pressefreiheit, die Unabhängigkeit der Justiz oder auch der Kampf gegen die Korruption gefährdet ist.

Der existierende Vertrag bietet viele Möglichkeiten, aber wir brauchen auch neue Elemente, um diese Herausforderungen zu bestehen. Wir wollen eine große Zukunftsdebatte und am Ende auch einen Konvent, damit die neuen Grundregeln beschlossen werden. Gerade jetzt nach dem Brexit und vor den Europawahlen muss diese Debatte beginnen. Ich hoffe, dass diese Kammer am Donnerstag – für ein starkes, für ein selbstbewusstes Europa – diese beiden Berichte verabschiedet.

  Reimer Böge, Berichterstatter. – Herr Präsident, liebe Kolleginnen und Kollegen! Die Kollegin Berès und ich legen Ihnen heute einen Bericht über die Haushaltskapazität für die Eurozone vor, eine Roadmap für eine erfolgreiche Stabilisierung des Euros und der Vertiefung der Europäischen Union.

Dabei geht es nicht darum, einen Spaltpilz zwischen Euroländern und Nicht-Euroländern zu legen, sondern auch über die Stabilisierung des Euros durch Wiedergewinnung des Vertrauens innerhalb der Eurozone dafür zu sorgen, dass wir glaubwürdiger werden, dass wir den Euro stabilisieren und dass wir auch international dadurch, dass wir voranschreiten, mehr Glaubwürdigkeit gewinnen als wir in den letzten Jahren erworben haben.

Aber ganz grundsätzlich geht es natürlich auch in dieser Debatte darum, dass wir als Europäisches Parlament Signale nach außen setzen, dass wir uns bewusst sind, heute geht es insgesamt um die Frage der Existenzfähigkeit und der Selbstbehauptung der Europäischen Union, der Bürger und der Staaten. Viele in den Mitgliedstaaten sagen: Ogottogott, die Zeit ist so schwierig und kompliziert, wir können ja gar nicht viel gemeinsam bewegen. Ich stelle hier die Gegenfrage: Wie viel Zeit lässt uns denn das, was uns international herausfordert, um endlich zur Handlungsfähigkeit und zur Stärkung der Europäischen Union endlich zu kommen?

Denn in der Tat, die Kollegen haben es angesprochen, sind wir umgeben teilweise von gescheiterten Staaten, wo Demokratie, Menschenwürde und wirtschaftliche Entwicklung nicht vorangebracht werden, sondern im Abstieg sind. Wir leben in einem globalen Dorf, und manche auch in der Union glauben, durch den Bau von Mauern kann man dann Abhilfe schaffen. Nein, es versperrt nur die eigene Sichtweise und das eigene Denken. Wir sind umgeben von Autokraten und autokratischen Regimen und insofern sind hier vielerorts Demokratie, Rechtsstaatlichkeit und Humanismus im Rückbau.

Aber machen wir uns nichts vor: Um Glaubwürdigkeit zurückzugewinnen, sind all diese Appelle, die eben genannt worden sind, richtig und notwendig. Ich sage aber auch hier an die Adresse der Kommission, Herr Vizepräsident: Wir müssen sowohl in den Dienststellen der Kommission als auch – ich verwende jetzt bewusst diesen Begriff – in den nationalen Bürokratien endlich mit dem Wahnsinn im Detail aufhöre, der uns nur belastet. Das ist nicht immer die Rahmengesetzgebung der Europäischen Union. Das sind die delegated acts und die implementing acts, die die Schwierigkeiten vor Ort verursachen, weil dort die Mitgliedstaaten mit ihren nationalen Ministerien fernab der Kontrolle der nationalen Parlamente vielen Schwachsinn mit hineinschreiben, der uns die Glaubwürdigkeit erschwert.

Nun zum Bericht über die Fiskalkapazität für die Eurozone: Ich weiß, es gibt unterschiedliche Vorstellungen in diesem Hause und wir fordern mit diesen Bericht den Kolleginnen und Kollegen maches ab. Aber die Abstimmung gestern – in der gemeinsamen Sitzung von ECON- und Haushaltsausschuss – hat bewiesen, dass wir hoffentlich auch am Donnerstag eine stabile Mehrheit für diesen Ansatz bekommen werden. Es geht darum, ein Angebot zu machen. Es geht darum, wegzukommen von einem Flickwerk, das wir in der Vergangenheit immer wieder erlebt haben, wenn eine Krise über uns hereinschwappte. Nach der Krise ist vor der Krise. Deswegen die Idee, ergänzend eine Fiskalkapazität zu entwickeln, für die Eurozone, aber genauso offen für die Nicht-Euroländer, mit klaren Vorgaben, was die Konditionen angeht, die Konditionalität. Mit klaren Vereinbarungen zur Finanzierung, auch im Hinblick auf die Frage, wie man Ländern, die durch Schocksituationen in Not gekommen sind, helfen kann, damit sie möglichst schnell aus diesem Strudel wieder herauskommen.

Ich glaube, das ist ein fairer und vernünftiger Ansatz, der das Instrumentarium, das wir heute haben, vernünftig ergänzen kann. Dazu gehört natürlich auch, dass der ESM in Richtung eines europäischen Währungsfonds weiterentwickelt wird. Die Berichterstatter der verschiedenen Berichte sind sich auch darüber einig, wie die Governance-Struktur in Zukunft dort auszusehen hat.

Ich sage ausdrücklich auch an dieser Stelle, ohne die Unterstützung der nationalen Parlamente wird dies nicht gelingen. Die werden auch dort ihre Rolle haben müssen, damit wir gemeinsam der Entparlamentarisierung in diesem Bereich der Wirtschafts-, Haushalts- und Finanzpolitik auf beiden Ebenen entgegenwirken können. An dieser Stelle noch einmal ein herzliches Dankeschön an meine Ko-Berichterstatterin und an die Schattenberichterstatter der Fraktionen, die diesen Bericht tragen. Es war eine spannende, eine schwierige Debatte. Aber am Ende werden wir am Donnerstag eine gute Ernte einfahren und ein gutes positives Zeichen für die Bürgerinnen und Bürger setzen können

  Pervenche Berès, rapporteure. – Monsieur le Président, Monsieur le Vice-président, chers collègues, parfois l’histoire se répète, parfois l’histoire bégaie.

Dans ce Parlement, en décembre 1998, Alman Metten, l’un de nos collègues, rédigeait un rapport pour demander la mise en place d’un mécanisme d’ajustement aux chocs asymétriques au sein de la zone euro. À l’époque, nous ne l’avions pas écouté, nous étions passés à autre chose. Aujourd’hui, le rendez-vous est là. Ce ne sera sans doute pas le premier rapport qui évoque ce besoin d’un budget de la zone euro mais le point de rendez-vous est là.

Monsieur Timmermans, vous devez dire au président Juncker que cette question d’un budget de la zone euro doit être au cœur du livre blanc. J’entends ici et là des voix nous dire: «Parler de la zone euro au moment du Brexit, c’est un sujet de division». Je crois tout au contraire que, au moment du Brexit, la donne change.

Pendant très longtemps, nous n’avons pas pu achever l’Union économique et monétaire parce que nous attendions les Britanniques. Maintenant, les Britanniques veulent nous quitter et c’est donc le moment de consolider cette zone euro, d’en faire le socle fort d’une Union européenne à vingt-sept, à laquelle j’aspire, une zone euro à laquelle puissent se joindre l’ensemble des pays de l’Union européenne, ceux qui n’en sont pas encore membre. Mais je ne veux pas qu’ils adhèrent à une zone euro incomplète. C’est le moment de le faire.

On ne peut pas à la fois critiquer la politique monétaire de la Banque centrale en disant qu’elle outrepasse ses pouvoirs et laisser les gouvernements sans moyens d’intervenir. On ne peut pas déplorer le bas niveau d’investissement, y compris dans des pays qui ne sont pas dits «de la périphérie», qui sont au cœur de la zone euro et penser que le plan Juncker peut suffire.

La question de l’investissement n’est pas suffisamment traitée au cœur de notre Union économique et monétaire. Alors, après beaucoup d’autres travaux, ce Parlement, pour la première fois, va se prononcer clairement pour un budget de la zone euro, autour de trois fonctions majeures. D’abord, le retour de la convergence. A-t-on assez en tête cette réalité que, au sein de la zone euro, les divergences depuis le déclenchement de la crise ont été plus importantes qu’en dehors de la zone euro? Ne serait-ce que parce que les mécanismes du pacte de stabilité ont miné les stabilisateurs automatiques au sein des pays de la zone euro. Sait-on qu’on a mis en place un mécanisme intergouvernemental – à améliorer – pour faire face aux chocs asymétriques, avec le mécanisme européen de stabilité qui est aujourd’hui totalement sous-employé et qui représente potentiellement un budget de 5 % du PIB des pays membres de la zone euro? Sait-on que nous ne disposons d’aucun outil au sein de la zone euro pour faire face à un choc asymétrique, une hausse brutale du prix du pétrole, une chute brutale du niveau d’investissement?

Nous sommes le seul espace monétaire intégré qui ne dispose pas d’outils. J’entends ici ou là beaucoup nous dire: «Mais il y a le pacte, et le pacte devrait être l’alpha et l’oméga de la gouvernance économique».

Mes chers collègues, soyons honnêtes entre nous. Cela fait 20 ans que le pacte de stabilité est là et cela fait 20 ans que nous voyons bien ses limites.

Ce que nous proposons avec ce budget de la zone euro, c’est simplement d’équiper les pays membres de la zone pour faire de leur monnaie ce qui leur a été promis au premier jour en permettant une convergence entre ces économies, en permettant de remettre en place des mécanismes d’ajustement aux chocs asymétriques.

Nous ne le disons pas dans le rapport mais nous savons bien qu’il y a des travaux d’experts qui sont tout à fait prêts si la Commission veut s’en saisir, que ce soit à travers une indemnité chômage minimum ou ce que le FMI appelle un «rainy day fund»; il faut aussi, au sein de la zone euro, avoir un pilotage de l’économie de la zone au-delà de la règle.

Voilà ce que, avec Reimer Böge, nous vous proposons. Encore une fois, je crois que le message principal pour nous, c’est que dans le livre blanc que Jean-Claude Juncker mettra sur la table avant le 60e anniversaire du traité de Rome, cette question de la zone euro ne soit pas passée au deuxième plan, au motif que cela serait un sujet de division d’une Europe à 27 car je crois, tout au contraire, que c’est le socle le plus fort sur lequel on peut construire cette Europe de demain.

  Paulo Rangel, relator de parecer da Comissão dos Assuntos Constitucionais. – Senhor Presidente, Presidente da Comissão, Vice-Presidente Timmermans, em primeiro lugar queria dizer, em nome da Comissão de Assuntos Constitucionais, de que não há dúvidas de que é possível hoje, com os atuais tratados, ter uma capacidade orçamental e que é possível expandi-la no futuro ainda com uma revisão dos tratados.

Mas, mais do que isso, que é possível ter hoje, com os atuais tratados, como mostra o relatório Brok-Branson, ter uma política europeia comum na defesa, ter uma política europeia para a segurança, ter uma política europeia para as migrações, ter uma reforma institucional do Conselho que possa fazer dele uma verdadeira câmara parlamentar e aumentar a democracia e que tudo isto pode ser potenciado no futuro, a médio e longo prazo, com uma revisão dos Tratados.

Aquilo que vai sair da discussão destes três relatórios, aquilo que vai sair da aprovação que faremos na quinta-feira é apenas isto: nós acreditamos na Europa, nós somos capazes, perante aquilo que se está a passar no Reino Unido, perante aquilo que se está a passar nos Estados Unidos, de apresentar um projeto para os cidadãos europeus, em que podemos estar mais unidos, em que podemos fazer uma conciliação entre finanças públicas sãs e seguras, crescimento, investimento, inovação e, por isso, eu terminaria, dizendo isto e apenas isto: nós hoje damos um sinal, aqui e agora, para todos os cidadãos europeus, para a Comissão Europeia, para o Conselho Europeu, para o Conselho de Ministros, que nós, deputados europeus dos vários partidos, acreditamos na Europa.

  Frans Timmermans, First Vice-President of the Commission. – Mr President, honourable Members, it is a particular honour for me to be in this House this morning to debate a topic that is very much in the hearts and minds of everyone these days: the future of our Union.

The Commission welcomes the initiatives of the European Parliament to boldly look forward. This is something that our President, Jean-Claude Juncker, has been promoting since the beginning of our mandate. We have closely followed the reports drawn up by Ms Bresso, Mr Brok and Mr Verhofstadt, and also the related reports on the eurozone budgetary capacity by Mr Böge and Ms Berès. My colleague, Valdis Dombrovskis, may also comment further on the latter report in response to this debate. All reports cover a vast range of topics, each of which could be the topic of a separate debate. I will therefore not attempt to comment on the details. My President is currently preparing a White Paper on the future of Europe in the run-up to the Rome Summit in March. We therefore appreciate very much the many interesting viewpoints and proposals set out in these proposals, which provide useful information and also inspiration.

The Bresso-Brok report rightly points to the significant, untapped potential within the existing framework, such as further reform to the institutional structure of economic and monetary union. The Verhofstadt report has a farther horizon and most of its proposals would require Treaty change. Whilst it is refreshing to see such vision, we have to acknowledge that Treaty change is not on the top of the political agenda now, in our Member States in particular. The Commission is convinced that it is our first duty to focus on issues, challenges, solutions and policies that unite us, because in these times of turmoil we will absolutely need unity to stay strong. Moreover, there is ample room in the current Treaties to improve our functioning, as the Bresso-Brok report points out, and as was also explained by the Members this morning. With regard to the Böge-Berès report, it was only adopted last night in committee, but let me say this: our common goal is a more resilient and prosperous economic and monetary union. The enhanced capacity to deal with unusually large economic shocks will have to go together with enhanced convergence among Member States’ economies and we need to break the vicious cycle between banking and sovereign debt. At the end of the day, all of this is about people: too many people in our Union have been left behind, and so the social dimension, with a European Pillar of Social Rights, must become more and more important in strengthening the economic and monetary union. Again, let me reiterate: we appreciate many of the proposals in the report and will assess them carefully for our own reflections on the future.

The European Union is a historic achievement of peace, prosperity and security on the European continent. We are bound together by history, situated together by geography, united by our common interests and befriended by choice. This, then, is the basis upon which we will develop our cooperation.

The outcome of the UK referendum creates a new situation for all of us – the EU and the United Kingdom. We will stand united and uphold the EU’s core values of promoting peace, democracy and the well-being of its people. The Bratislava Roadmap sets out the main objectives for the Union to deliver on now: migration and external borders, internal and external security, economic and social development and youth. Let me be clear: the Commission can only do so much. We can identify, analyse, recommend, warn and propose, but at the end of the day it is the responsibility of all of us, here in Strasbourg and in all of the EU capitals, to deliver. This is not, and cannot be, a pick-and-choose Union. That is why we welcome the joint declaration by the three institutions setting out a shared commitment to deliver on common priorities for this year.

Finally, it is good to look back and commemorate the achievements of those men and women who had the vision and the courage to forge the beginnings of what turned into the European Union. But after looking back, it is essential that we look forward and start working on the challenges we face, using all the tools we have, mustering all the political solidarity we can, in order to deliver the results we must. Thank you very much.

  José Manuel Fernandes, relator de parecer da Comissão dos Orçamentos. – Senhor Presidente, Caras e Caros Colegas, a União Europeia tem de se fortalecer com base na solidariedade e na responsabilidade. Juntos, podemos enfrentar com confiança os desafios e as ameaças. Se estivermos unidos, se atuarmos de forma coordenada, venceremos e derrotaremos o terrorismo, ganharemos e conseguiremos mitigar as alterações climáticas, ganharemos o combate à fraude, à evasão fiscal, conseguiremos melhorar nosso Estado social e, nunca esquecer, manteremos a paz, a democracia, a liberdade, o Estado de Direito.

Cada Estado por si só não tem força para resolver os problemas globais. «Orgulhosamente sós» não funciona, os nacionalismos não resultam, a União Europeia é a solução.

Temos de restabelecer a confiança, uma zona euro faz forte a União Europeia, uma zona euro fraca enfraquece a União Europeia. Juntos, podemos construir soluções para os choques que enfrentamos, temos de privilegiar o método comunitário, reforçar a transparência, a legitimidade democrática, promover a participação dos cidadãos.

É isso que propõem estes três relatórios e, por isso, peço a sua aprovação e dou os parabéns à relatora e aos relatores.

  Petri Sarvamaa, rapporteur for the opinion of the Committee on Budgetary Control. – Mr President, I will say only a couple words on behalf of the Committee on Budgetary Control and those are that the discharge process should be solidified and strengthened. It is at the heart of the credibility of the whole Union. All the EU institutions should unfailingly cooperate and follow up the observations made by this Parliament.

My other point is about the European Court of Auditors. Its role needs to be further strengthened.

But I want to use this opportunity also because I see my dear friend Mr Farage here today. Nigel, I think what you are hearing today are only the first chords and first notes of a big, big symphony that is going to be heard all over Europe this year and next year. It is not only Beethoven, it is not only Bizet, it is Sibelius and it is others like them. So let us not forget this week. These are really important first steps that we are taking.

  Jean Arthuis, rapporteur pour avis de la commission des budgets. – Monsieur le Président, nous nous apprêtons à célébrer le soixantième anniversaire du traité de Rome, ce traité qui posait les bases de l’Europe communautaire fondée sur la libre circulation des marchandises et des services.

Entre-temps, l’Europe a avancé, elle s’est étendue, elle s’est dotée d’une monnaie unique et, pourtant, elle n’a jamais été aussi fragile. Cette fragilité tient au fait que ses institutions sont restées dans les mains des chefs d’État ou de gouvernement qui tentent de prolonger l’illusion qu’ils exerceraient encore pleinement, sur le plan national, leur prérogative de souveraineté, mais qui donnent en réalité trop souvent le spectacle de leur impuissance.

Les regards se tournent vers l’Europe, une Europe restée privée de compétences et de moyens, une Europe impotente face aux défis de la mondialisation, du terrorisme, du changement climatique, des migrations, des paradis fiscaux, de la croissance et de l’emploi. Les citoyens européens attendent de l’Europe qu’elle les sécurise et les protège.

Les trois rapports qui nous sont proposés constituent un appel au ressaisissement à destination des citoyens européens pour contourner l’autisme de leurs chefs d’État ou de gouvernement. Je remercie et félicite nos rapporteurs. Osons impliquer les Européens dans ce débat et faire œuvre de pédagogie, puisque seule l’Europe nous permet de reprendre en main notre destin.

Matome, kaip sudėtingai Europos Sąjungai sekasi išsivaduoti iš ekonominės ir finansinės krizės padarinių. Sudėtingas euro zonos atsigavimas rodo aiškų poreikį didinti Europos ekonominę integraciją bei užbaigti kurti ekonominę ir pinigų sąjungą. Krizė išryškino įsisenėjusias ir ilgą laiką nespręstas euro zonos problemas: tai ir fiskalinio ir biudžetinio koregavimo mechanizmo nebuvimas bei pernelyg didelis pasikliovimas tik Centrinio Banko vykdoma pinigų pasiūlos kontrole, nenumatant tolesnės fiskalinės, ekonominės ir politinės integracijos. Norint atremti iššūkius, kurių ateityje dar laukia ne vienas, reikia imtis tam tikrų pertvarkų euro zonos valdyme ir pradėti reikia nuo biudžeto ir fiskalinių pajėgumų, kurie būtų plėtojami Sąjungos sistemoje, nustatymo.

  Νεοκλής Συλικιώτης, Εισηγητής της γνωμοδότησης της Επιτροπής Απασχόλησης και Κοινωνικών Υποθέσεων. – Κύριε Αντιπρόεδρε, αγαπητοί συνάδελφοι, δεν μπορούμε να παραβλέψουμε το ότι τα κοινωνικά προβλήματα στην ευρωζώνη διευρύνονται και διαιωνίζονται, προβλήματα όπως είναι, για παράδειγμα, η συνεχής διάλυση του κοινωνικού κράτους και η συνεχιζόμενη ιστορικά υψηλή ανεργία των νέων. Δεν είναι πια κρυφό ότι ζούμε σε μια Ευρώπη πολλών ταχυτήτων στην οποία διαλύεται ο κοινωνικός ιστός. Η δημοσιονομική και η οικονομική πολιτική της Ένωσης είναι μονοδιάστατη. Δεν μπορεί πλέον να δίνει απόλυτο βάρος στα οικονομικά μεγέθη και να παραγνωρίζει εντελώς την κοινωνική μιζέρια που έχουν ως αποτέλεσμα οι πολιτικές λιτότητας, οι οποίες εξασθενούν τους Ευρωπαίους πολίτες, αυξάνοντας κατακόρυφα την ανεργία και τους αριθμούς των συμπολιτών μας που βρίσκονται στα όρια της φτώχειας. Το θέμα της δημοσιονομικής ικανότητας της Ένωσης είναι ιδιαίτερα πολύπλοκο και αυτό φάνηκε από την έλλειψη συναίνεσης τόσο στην Επιτροπή Απασχόλησης όσο και στις Επιτροπές Προϋπολογισμού και Οικονομικής Πολιτικής. Αυτό συμβαίνει γιατί η δομή και η διακυβέρνηση του προϋπολογισμού της ευρωζώνης παραμένει στα υπάρχοντα νεοφιλελεύθερα πλαίσια του Συμφώνου Σταθερότητας, στα νεοφιλελεύθερα πλαίσια της λιτότητας και των μνημονίων, ενώ αυτό που απαιτείται είναι πολιτικές επαναβιομηχανοποίησης και δημοσίων επενδύσεων, ούτως ώστε να στηριχθεί η πραγματική οικονομία και να δημιουργηθούν νέες αξιοπρεπείς, σταθερές και ασφαλείς θέσεις εργασίας.

  Siegfried Mureşan, on behalf of the PPE Group. – Mr President, we are holding this morning a fundamental debate about the future of the European Union. An essential component in this debate is the strengthening of the economic and monetary union. The first step that we have to take in this process is respect existing rules: respect the Stability and Growth Pact, respect the two-pack, and respect the six-pack. These are rules which we have decided on together in this House and now is the time to defend these rules, to implement them and not to question them. President Juncker rightly outlined at the beginning of his term in office the flexibility existing in the Stability and Growth Pact. It is on this basis that we have to apply it.

The second step which we have to take to strengthen the euro is use the limited financial resources which we have available to strengthen our economies, not just manage a crisis once it has occurred but help the countries to reform, to strengthen their economies, to become more competitive even before a crisis occurs. We should of course do this without increasing the burden on the taxpayer in the European Union, not by a single cent. This is why we need a fiscal capacity which is precise in scope and very effective in its implementation. If, as the report put forward by my colleagues Ms Berès and Mr Böge proposes, a finance minister is created, then the first and primary task of this finance minister will be to apply rules in a transparent, automatic and predictable way in regard to all Member States.

The report also proposes in the long term the creation of a European monetary fund which is a worthwhile endeavour and in this process, of course, conditionality is important and also the political independence of this European monetary fund. If a fiscal capacity is to be created, it should also give states from outside of the European Union the possibility to join it in terms of benefits, in terms of contributions and in terms of governance.

And to conclude, some of the steps which are put forward in these reports can be implemented in the short term, some require Treaty change and, as Vice-President Timmermans indicated, this is a longer term process. Today we are, of course, at the beginning of this longer term process of stabilising and strengthening the euro, developing it in the right direction.

  Maria João Rodrigues, on behalf of the S&D Group. – Mr President, the European Union must define an ambitious roadmap for the future. The European Parliament wants this to happen at the Rome Summit and, indeed, in the White Paper that is to be presented by the Commission. We should not wait for upcoming national elections. The European Union is being challenged right now by the combined effect of Putin, Trump and internal nationalistic voices, and we believe that this is the time for the European Union to assert itself as what it is already: a powerful democratic political and economic entity.

We need to translate this into a roadmap with better European solutions: better European solutions for growth with an investment strategy, a strong social pillar and completing economic and monetary union with a proper fiscal capacity; better European solutions to our security problems, certainly by advancing European defence and internal security, and also by ensuring a proper European asylum system and the proper management of migration, in cooperation with the European neighbourhood. But the European Union should also send a message to the world, saying that we, the European Union, are in favour of openness and cooperation based on a properly regulated global economy. The world is waiting for this positive message from the European Union.

Then we need to translate all this into new means of taking action. That has implications for the Community budget. We need a Community budget that is turned to the future. We believe that this offers the best way for citizens to take control of their lives, and that the best way to assure national sovereignty is to strengthen European sovereignty.

  Kazimierz Michał Ujazdowski, w imieniu grupy ECR. – Panie Przewodniczący! Pięć tez w sprawie reformy ustrojowej Unii Europejskiej. Po pierwsze nie ma potrzeby i konieczności zmiany traktatów. Taka potrzeba by istniała, gdyby panowało powszechne przekonanie, że naprawa instytucji jest warunkiem dobrej polityki. Tymczasem Traktat z Lizbony jest traktatem relatywnie nowym, wewnętrznie elastycznym, pozwalającym na zastosowanie rozmaitych wariantów, i warto z tego skorzystać.

Po drugie kryzys Unii Europejskiej nie ma charakteru instytucjonalnego, ma charakter kryzysu elit. To jest kryzys wieloraki. Dużo krytycznych słów powiedziano pod adresem eurosceptycyzmu, tendencji, która chce zdezintegrować Unię. Ale jest też druga strona medalu: to jest centralizm i protekcjonizm, który szkodzi Europie. I prawdę powiedziawszy, protekcjonizm płynie także ze strony rządów państw umiarkowanych, które zamykają rynki kosztem konkurencyjności.

Czego Unia potrzebuje? Unia potrzebuje wzajemnego zaufania instytucji europejskich i państw członkowskich. Z jednej strony instytucje europejskie powinny szanować kompetencje państw członkowskich, z drugiej strony państwa mieć większą zdolność do ponoszenia wspólnej odpowiedzialności za Europę. Potrzebna nam jest synergia państw i instytucji europejskich. I z tego punktu widzenia obydwa sprawozdania, sprawozdanie pana Verhofstadta i sprawozdanie pana Broka i pani Bresso, nie odpowiadają wyzwaniom europejskim. Szczególnie sprawozdanie posła Verhofstadta zacieśnia integrację wokół strefy euro, nie ufa państwom członkowskim, wprowadza głosowanie większościowe. Właściwie nie kryje tego, że te państwa, które nie zaakceptują ciasnej integracji znajdą się poza Europą. Bardzo szkoda, że nie wykorzystano szansy na pragmatyczne podejście, na rzeczywiste reformowanie Unii Europejskiej w ramach traktatów.

  Charles Goerens, au nom du groupe ALDE. – Monsieur le Président, penser l’avenir de l’Europe peut paraître moins utopique qu’on ne le pense. Altiero Spinelli l’a fait en pleine guerre et plus tard au début des années 80, en pleine crise économique et institutionnelle. Beaucoup de ses propositions ont été reprises entre-temps. Soyons donc plus confiants ou, pour le dire avec les mots de Churchill, «le pessimiste est celui qui voit des difficultés dans chaque opportunité, et l’optimiste est celui qui voit des opportunités dans chaque difficulté».

Nous voulons garder l’euro, alors mettons en œuvre des politiques indispensables à sa consolidation. Le rapport des cinq présidents – Brok, Bresso, Verhofstadt, Böge et Berès – fournit des éléments indispensables à cette réflexion.

Nous nous lamentons sur le déficit démocratique dans la zone euro, mais cela ne sert à rien si nous continuons à nous opposer à un véritable contrôle du Parlement européen. Cela requiert un changement de traité.

Nous voulons que la politique extérieure de l’Union ait un visage, alors acceptons l’autorité de Mme Mogherini plutôt que de prévoir, pour chaque négociation, un format différent dans lequel elle n’a pas la place qui lui revient. C’est la haute représentante qui devrait donner le la dans toutes ces initiatives. Cela, on peut déjà le faire, sans changer le traité.

Nous constatons avec inquiétude la fragilité de certains États membres qui sont sur le point de tomber entre les mains des populistes. Alors, mettons le citoyen européen au centre de la construction européenne.

À propos de la citoyenneté européenne, c’est l’acquis le plus précieux de la construction européenne. Si vous voulez vraiment apprécier la valeur de la citoyenneté européenne, je vous suggère d’en parler aux citoyens britanniques qui risquent d’en être déchus. C’est dans leur témoignage que vous allez découvrir un attachement à nos valeurs, une ardeur qui ne vous laissera pas indifférents. J’ai pu le constater en proposant le concept de «citoyenneté européenne associée» pour les ressortissants des anciens membres. La fatalité serait mauvaise conseillère en la matière.

  Barbara Spinelli, a nome del gruppo GUE/NGL. – Signor Presidente, onorevoli colleghi, se avete letto le due relazioni dell’on. Verhofstadt e degli onn. Bresso e Brok, vedrete che mancano le chiavi per risolvere la crisi. Non c'è nemmeno il tentativo di capirla, dato che nessun errore sostanziale è riconosciuto come tale. La soluzione è meramente tecnico-istituzionale perché le crisi sono viste come eventi esterni o alieni, non come fallimenti dell'Unione. Parlo delle politiche migratorie sempre più fondate sul refoulement, del devastante dibattito sul Grexit, del Brexit, figlio del Grexit. Parlo del disastro sociale che spinge tanti cittadini a disperare dell'Unione.

La relazione degli onn. Bresso e Brock si limita a promuovere l'idea, giusto l'idea, di un salario minimo, quando oggi urge un reddito di cittadinanza. La relazione dell’on. Verhofstadt tace sulla questione sociale. I relatori assicurano di ispirarsi ai padri fondatori. Non credo l'abbiano fatto, perché i fondatori non avevano in mente una determinata linea politica. Contestavano la sovranità assoluta degli Stati per metter fine alle guerre, dunque alla povertà che aveva distrutto l'Europa negli anni Trenta. Avevano in mente una Costituzione che permettesse l'alternarsi di politiche diverse, senza pronunciarsi su di esse. Le due relazioni propongono tecniche più efficienti e rapide istituzionalmente per perpetuare le stesse politiche che ci hanno portato alla crisi. Il destino del Fiscal Compact è esemplare. Una politica rovinosa che divide i cittadini e gli estranea viene iscritta nel marmo dei trattati, al riparo dal suffragio universale, confermando spettacolarmente che l'Unione è un mercato al servizio dei più forti, non ha nulla di federale ed è profondamente indifferente al principio di realtà.

  Pascal Durand, au nom du groupe Verts/ALE. – Monsieur le Président, Monsieur Timmermans, vous avez tout à l’heure utilisé le terme «rafraîchissant» en ce qui concerne les propositions que M. Verhofstadt expose dans son rapport. Je comprends le terme, mais je trouve, en revanche, qu’il n’est pas à la hauteur de la situation dans laquelle nous nous trouvons.

L’Europe est en danger. L’Europe est un nain politique. L’Europe, qui est la zone la plus riche du monde, se trouve confrontée à une crise comme elle en a rarement connue: des dizaines de millions de pauvres – cela vient d’être dit –, des difficultés mondiales, des dictatures à nos portes. Nous sommes dans une situation où, finalement, nous allons avancer tranquillement, nous allons discuter... Non, nous sommes en train, dans un monde qui bouge, de faire partir l’Europe sur une ligne de départ avec une jambe blessée. Elle ne marche pas sur ses deux jambes, cette Europe.

L’Europe est en déficit démocratique. L’Europe n’a pas la capacité de rentrer dans le concert des discussions modernes, tout simplement parce qu’elle n’est pas basée, à ce stade, sur une démocratie équilibrée. Nous n’avons pas un législatif clair, nous n’avons pas un exécutif qui répond devant ce législatif et, donc, nous ne pouvons pas continuer à fonctionner. C’est cela que le rapport Verhofstadt vient expliquer et c’est en cela qu’il est très important.

Il faut maintenant aller vers une Europe qui fonctionne sur l’intérêt général européen et plus sur les égoïsmes nationaux. Nous devons sortir de la capacité qu’a le Conseil européen de bloquer les décisions prises au niveau de ce Parlement. Nous devons rentrer dans une Europe avec un Conseil qui soit clair, qui soit une deuxième chambre transparente. Nous devons sortir de la logique qui est actuellement celle des États pour entrer dans une logique véritablement européenne.

C’est cela l’urgence. Nous devons la mettre en œuvre de la même manière que nous devons sortir des logiques de la dictature d’un pacte budgétaire pour aller, comme le propose le rapport Verhofstadt, vers un code de convergence qui mette les questions sociales et environnementales au même niveau que les questions économiques et budgétaires. Il en va de la survie de l’Union européenne.

  Nigel Farage, on behalf of the EFDD Group. – Mr President, I feel like I am attending a meeting of a religious sect here this morning. It is as if the global revolution of 2016 – Brexit, Trump, the Italian rejection of the referendum – has completely bypassed you. You cannot face up to the fact that this bandwagon is going to roll across Europe in these elections in 2017. A lot of citizens now recognise that this form of centralised government simply does not work, whether it is the miseries inflicted upon a country like Greece by the euro, the unemployment caused by bad regulation, or the feeling that none of us are as safe in our cities because of the disastrous common asylum policy.

But at the heart of it is a fundamental point. Mr Verhofstadt this morning said the people want more Europe. They do not: the people want less Europe. We see this again and again when people have referendums and they reject aspects of EU membership. But something more fundamental is going on out there. Yes, you can say they are lying and I have no doubt that many of you here, when you hear what I am about to say, will probably despise your own voters because last week the reputable group, Chatham House, published a massive survey from ten EU Member States and only 20% of people want immigration from Muslim countries to continue. Only 20% want us to continue allowing people in from Muslim countries – which means your voters have a harder-line position on this than Donald Trump, myself, or frankly any party sitting in this Parliament! That is where we are going and I simply cannot believe that you are blind to the fact that even Mrs Merkel has now made a U-turn and wants to send people back. Even Mr Schulz thinks that it is a good idea. The fact is, the European Union has no future at all in its current form and I suspect you are in for as big a shock in 2017 as you were in 2016.

Het is niet natuurlijk gegroeid vanuit de bevolking of toch maar heel gedeeltelijk. Het is een concept van een elite van wat men hier founding fathers noemt, die met heel veel propaganda en met enkele verdragen proberen het ding levend te maken. In zo’n onnatuurlijke constructie treden natuurlijk onnatuurlijk effecten op en een van de meest onnatuurlijke effecten is het feit dat hier in dit Parlement de hoofdtoon wordt gevoerd van de federale muziek, dat men hier het eurofanatisme terugvindt, terwijl het niet echt normaal is.

Normaal zou het Parlement de motor moeten zijn van het verzet dat bij de bevolking optreedt tegen deze Europese constructie, het verzet dat bij de bevolking steeds meer zichtbaar wordt via referenda, via verkiezingsuitslagen en dies meer. Het EU—kritische geheel zou hier te horen moeten zijn en hier is het minder dan ooit te horen. Deze ochtend is daar een mooi voorbeeld van. Hier treedt het omgekeerde effect op. Hier is een ruime meerderheid die achter de federale muziek loopt, die altijd volgens hetzelfde schema gaat. Er zijn problemen dus moet er meer Europese Unie zijn, zijn er goede effecten, dan moet er ook meer Europese Unie zijn. Dat is het schema, en het is hier volop vandaag, ook deze ochtend, weer aan de orde. Dat brengt ons bij die twee verslagen. Het eerste verslag zou men nog enigszins logisch kunnen noemen. Mevrouw Bresso en de heer Brok die binnen de bestaande verdragen willen proberen zoveel mogelijk te doen. Logisch, omdat de verdragen zijn wat ze zijn, maar het is in ieder geval voor mij, en als EU-criticus alvast een reminder van de redenen waarom wij destijds met zoveel vuur het Verdrag van Lissabon hebben bestreden. Als je ziet wat je er allemaal mee kunt doen en hoe ver je er mee kunt gaan, dan weten we nu en vandaag en dankzij dit verslag waarom.

En dan is er Verhofstadt, ik ken hem al dertig jaar, hij wil verder uitbreiden, hij wil ons verder sociaal, economisch en militair verstikken in die Europese Unie. Vroeger toen hij jong was, werd zijn arrogantie een vorm van enthousiasme en voluntarisme genoemd. Nu kunnen we alleen maar vaststellen in de huidige context dat wat hij hier brengt een kwalijke en voor Europese samenwerking nadelige vorm van eurofanatisme is. Wij, deplorables, wij zullen deze beide verslagen verwerpen.

  Krisztina Morvai (NI). – Elnök Úr, az Európai Unió alapkérdéseiről vitázunk itt ma délelőtt. Engedjék meg, hogy feltegyem az alapkérdések alapkérdését a rapportőröknek, az itt jelenlévő Juncker úrnak és Timmermans úrnak, és kérném szépen, hogy ne kerüljék meg a választ. Az alapkérdés ugyanis az, hogy miféle unió az, aminek egyik részében az emberek ötször, tízszer annyi pénzt keresnek, mint a másik részében, az úgymond volt szocialista országokban, így az én hazámban, Magyarországon. Legyenek kedvesek egyenes feleletet adni arra, hogy Önök ezt normális állapotnak tartják-e? Ha igen, meddig óhajtják ezt így fenntartani? Ha meg esetleg nem, és változtatni akarnak rajta, akkor hogyan fognak változtatni és mikor? Az emberek nagyon várják erre a kérdésre a választ. Mint ahogy arra is, és ez a következő kérdésem, szíveskedjenek választ adni arra, tisztában vannak-e azzal a társadalmi katasztrófahelyzettel, amit az ún. devizahiteles konstrukciók idéztek elő Magyarországon és más volt szocialista országokban.

Mit óhajtanak az adósoknak, a fogyasztóknak, ugye, mert őket az európai fogyasztóvédelmi normák normális körülmények között védték volna, de nem védték, az Európai Unió nem védte meg őket. Mit óhajtanak tenni a védelmükre, és hajlandó lenne-e Juncker úr, Timmermans úr, meg esetleg a jelenlegi rapportőrök meghallgatni a devizahiteles áldozatoknak a képviselőit?

  György Schöpflin (PPE). – Mr President, the central focus of this debate is, or should be: why are we integrating, why these plans to integrate further, what actually is integration for?

For us in this House the answer may be self-evident, pro or contra, but for those outside I am far less sure. We assume that European integration is inherently good, on the right side of history, for those who think that history has sides – and I am not one of them. But for many millions in Europe the drive to integrate is not self-evident. Indeed, they have grave doubts about integration. This debate should also be addressing these citizens by offering a vision that speaks to the great majority, the doubters included.

The message, this ideal message, should go back to first principles. European integration becomes legitimate when it fulfils its primary function, that of conflict resolution. Anything that generates conflict weakens Europe. Secondly, the old principle of parity of esteem for all Member States, small or large, is inadequately applied. Hence the rise in Member States’ protection of their national interests. The extent of euroscepticism is precisely the critique of integration that we ignore at our peril.

  Ramón Jáuregui Atondo (S&D). – Señor presidente, yo creo que estamos viviendo uno de los momentos más difíciles de la Unión Europea. Creo que en esto coincidimos todos. Hablamos del futuro de Europa porque tenemos que reformular la Unión; creo que esto también es evidente. Algunos en esta Cámara expresamos una idea que llamamos, no sé si ingenuamente, «federalista» de Europa. Yo me siento federalista. Yo sé que otros no lo son. Sé que hay mucha gente, en muchos países de la Unión Europea, que quiere menos Europa.

Pero ahora tenemos que salir de la crisis en la que nos encontramos resolviendo el brexit, resolviendo la crisis migratoria, resolviendo la crisis económica, la gestión del euro. Y todo esto es lo que reclama ahora una Europa que sea capaz de dar las respuestas necesarias a los problemas. Yo creo que, más que discutir sobre más Europa, tenemos que discutir honradamente sobre la mejor Europa posible, sobre la Europa que podemos y debemos hacer hoy.

Es una Europa que tiene que ser, sin duda, más social en la respuesta que da a muchos ciudadanos sobre la gestión de la crisis económica. Es una Europa que resuelva su crisis migratoria. Es una Europa que resuelva bien la negociación durísima del brexit y que no estimule a que otros países también quieran irse. Es una Europa mejor. Es una Europa que a mí me gustaría federal, pero es una Europa que tiene que responder como en los mejores momentos. Como en Maastricht, como en Ámsterdam, como en Lisboa, haciendo la Europa posible para los que queremos una Europa más fuerte.

  Ashley Fox (ECR). – Mr President, the EU is facing many crises and this report was a great opportunity to change the direction of the EU. So who decided to give it to Guy Verhofstadt, because from that moment we knew that this report would have only one solution? Mr Verhofstadt is very consistent. Whatever the question, the answer is always the same: more Europe. So he calls for the Commission to become Europe’s government, for a new EU Finance Minister to head a new EU Treasury, and for this Parliament to have the power to levy taxes on our citizens. My Group says ‘No’.

Britain did not vote to leave the EU because there was not enough Europe; we voted to leave because the EU does too much. It has already taken too much power from the Member States and has lost touch with its citizens. This report seeks to create a United States of Europe. Instead of listening to the people, it is telling them that Brussels knows best. Instead of extending democracy, it is centralising power. So, rather than strengthening the EU, it undermines it further. With the exception of one paragraph calling for a single seat, this is a dreadful report. The EU has to change, but not like this.

  Maite Pagazaurtundúa Ruiz (ALDE). – Señor presidente, este proyecto de tres informes aparece en un momento de crisis de la Unión Europea, como se ha señalado anteriormente. Efectivamente, nunca fue fácil la construcción europea; nunca fue fácil articular los valores y los intereses de tantos ciudadanos que componen la Unión Europea.

Ante la cara oscura de la globalización económica, los problemas humanitarios que no hemos sabido resolver por los egoísmos de los Estados, ante los problemas de las instituciones y de la irrupción de un populismo nacionalista, que para nada encara aquello que nos interesa en el medio plazo, este Parlamento tiene que situarse de una manera clara cuanto antes.

Y lo hace —de forma imperfecta, pero lo hace—, lo intenta hacer. Intenta tomar su papel ante los ciudadanos a través del proyecto de los tres informes. Y esto es lo fundamental, porque la resignación es una forma de tolerancia frente a lo que puede destruir la Unión Europea: el populismo salvaje y la no coherencia en la respuesta a los grandes problemas de la época. Intentamos ponernos a la altura de lo que hay que resolver en estos tiempos de globalización.

  Fabio De Masi (GUE/NGL). – Herr Präsident! Die Eurokrise ist zurück, sie war ja auch nie wirklich vorbei für Millionen von Beschäftigten in ihrem Portemonnaie.

Die Zinsen für Südeuropa steigen wieder. Deutschland, die viertgrößte Volkswirtschaft der Welt, hat Exportüberschüsse von mittlerweile 9 % der Wirtschaftskraft. Dies passiert auf dem Rücken der Beschäftigten in Deutschland. Aber trotz Nullzinsen will Herr Schäuble nicht mehr investieren. Das ist verrückt: Denn wenn ich immer mehr verkaufe als vom Ausland einkaufe, muss jemand anderes Schulden machen. Deswegen ist der Stabilitäts- und Wachstumspakt auch für die Tonne, denn die Eurokrise war keine Krise der Staatsverschuldung – in Spanien oder Irland waren es private Schulden, die in der Krise platzten.

Deutschland verletzt damit auch EU-Regeln. Aber die EU spricht ja mittlerweile Deutsch. Die Fiskalkapazität droht leider diese Politik zu vertiefen, denn es sollen damit noch mehr Strukturreformen – also Lohn- und Rentenkürzungen – angereizt werden, die Nachfrage dämpfen und Arbeitsplätze vernichten. Wer brav ist, bekommt dann etwas Taschengeld aus Brüssel. Das kann nicht funktionieren.

Wir brauchen stattdessen öffentliche Investitionen und Sanktionen gegen chronische Exportüberschüsse. Immer wieder dieselben Fehler zu machen, aber ein anderes Ergebnis zu erwarten, nannte Albert Einstein Wahnsinn. An diesem Wahnsinn könnte der Euro zerbrechen.

Think what would happen without the European Union in Europe! Do you not think that it might be time to increase the importance and efficiency of the European Union institutions and decrease bureaucracy; to set up important tools in order to develop this organisation – such as security and defence and other means – in order to make the European Union stronger as it plays the role on the international arena it has to play.

  Fabio De Masi (GUE/NGL), Antwort auf eine Frage nach dem Verfahren der „blauen Karte“. – Selbstverständlich glaube ich, dass wir die Probleme der großen Mehrheit der Bevölkerung in der Europäischen Union angehen müssen. Aber das kann man eben nicht, wenn man eine völlig falsche Analyse der Krise hat. Und weitere Strukturreformen – Lohn- und Rentenkürzungen – werden die Europäische Union weiter spalten und das Vertrauen einer großen Mehrheit der Bevölkerung zerstören. Ich glaube nicht, dass die richtige Reaktion auf Herrn Donald Trump oder den Brexit die Vertiefung einer Verteidigungsunion ist, mehr Kriege im Nahen Osten zu führen, die Terror, Flucht und Staatenzerfall geschaffen haben. Von daher unterscheiden wir uns im Prinzip vor allem in der Analyse der Probleme, die wir heute in der Europäischen Union antreffen.

  Sven Giegold (Verts/ALE). – Herr Präsident! Zunächst: Es ist richtig, dass dieses Parlament in seiner großen Mehrheit heute klarmachen wird, dass wir für eine handlungsfähigere, für eine tiefer integrierte, aber auch eine demokratischere und soziale und innovationsfreundliche Union stehen, die auf die Krisen in dieser Welt nicht mit Abschottung, nicht mit Rückzug aufs Nationale, sondern durch ein Mehr an Integration reagiert. Das ist im Grundsatz richtig, denn nur, wer an dem Erfolgsprojekt Europäische Union grundsätzlich festhält, kann überhaupt daran arbeiten, diese Integration zu verbessern und dieses Projekt zu verbessern. Deshalb gehört auch dazu, zu sagen, dass wir dieses Europa wollen, wenn wir vor die Wahl gestellt werden, ob wir es zerstören wollen oder nicht.

Gleichzeitig dürfen wir natürlich nicht die Augen verschließen vor den großen Problemen, vor denen wir stehen. Deshalb ist so wichtig, dass wir vor der großen Party der 60 Jahre Römische Verträge in Rom ein klares Signal an die Mitgliedstaaten setzen. Sektgläser schwenken und Festreden halten ist nicht genug. Die Bürgerinnen und Bürger erwarten jetzt Veränderungen, und sie erwarten zu Recht Veränderungen in Richtung auf mehr Transparenz, Integrität, Rechenschaftspflicht. Nichts anderes ist es doch, wenn in Rumänien die Menschen über Tage und Tage demonstrieren, um gegen Korruption auf die Straße zu gehen. Und umso peinlicher ist es, wenn an dieser Stelle hier im Haus nicht die gleiche Einigkeit herrscht. Deshalb fordere ich auch Sie auf, Herr Timmermans: Unterstützen Sie in dieser Situation Bürger, die zum Beispiel gegen die Verletzung europäischer Werte wie in Fragen der Korruption auf die Straße gehen, und veröffentlichen Sie endlich ein Ranking der Mitgliedstaaten in Fragen von Rechtsstaatlichkeit und bei der Verletzung von Prinzipien, von Korruption. Mit anderen Worten: Es muss darum gehen, jetzt in dieser Situation mit starken Regeln, mit starken Vorschlägen Europa zu verändern, es nicht schlechter zu reden, als es ist. Und ich bin mir sicher: Dafür gibt es auch nach wie vor eine Mehrheit in der Bevölkerung, wenn wir darum kämpfen.

  James Carver (EFDD), blue-card question. – Is it not the case that in fact the beauty of the continent of Europe – and I say the continent of Europe, not the political European Union – is its very diversity and the fact that we are all so different? Is it not the intention of this place to harmonise, to homogenise, to pasteurise and to make everybody the same? Is that not what is really causing this rise in nationalism across the European Union? Defending that needs a stronger European Union at this moment. Only by defending our values together in a globalising world do we have a chance of keeping our diversity and the key idea of individualism. Small nation-states will not be able to defend European ways of life; this plurality based on individualism and human rights in this space in the world can only be defended together.   Marco Valli (EFDD). – Signor Presidente, onorevoli colleghi, qualche giorno fa Angela Merkel ha lanciato un messaggio all'Europa, dicendo che per lei il futuro dell'Europa è un'Europa a due velocità. Vorrei chiarire questo concetto, che è espresso anche nella relazione della collega Berès che abbiamo seguito in queste settimane e in questi mesi.

Il concetto del bilancio dell'area euro per alcuni paesi e dell'istituzionalizzazione della troika in questo bilancio, con un ministro delle Finanze che detterà al volere tedesco di Angela Merkel, in quanto a riforme, privatizzazione e quant'altro, non sarà accettabile per i cittadini dell'eurozona e per i cittadini soprattutto del sud Europa. Dall'altra, avremo la seconda velocità, ovvero i paesi che andranno in scia al Brexit e che hanno capito la fregatura. Quindi, siccome questa proposta non andrà a compimento, abbiamo bisogno subito di pensare insieme a un piano B alternativo, prima che un paese ceda a quello che è il ricatto e decida di non cedere più a questi ricatti e stacchi la spina unilateralmente dall'euro facendo crollare tutto questo castello di carte. È importante ora reagire dando delle proposte diverse, perché quella che arriva da Angela Merkel è una proposta di Europa a trazione tedesca e io e neanche i miei colleghi non accetteremo mai che si vada in quella direzione per l'Europa.

  Marco Valli (EFDD), Risposta a una domanda "cartellino blu". – Io non penso che l'Europa finisca nel caso dovesse finire quello che è un vincolo, ovvero il vincolo monetario dell'euro. Ormai per tutti è chiaro e assodato che questo vincolo sta agevolando solo un'economia, che è quella tedesca, che gode di una moneta sottovalutata e sta distruggendo il mercato interno degli altri paesi dell'Eurozona e creando un disastro sociale.

Io non vedo nessuno di voi purtroppo lamentarsi, come sarebbe giusto, delle situazioni come quella della crisi sociale in Grecia, in Italia e negli altri paesi. Quindi, una volta assodato che c'è questo problema, io vedo un futuro per l'Europa, senza però una struttura pesante come quella dell'Unione europea e che si possa cooperare nel rispetto soprattutto delle nostre Costituzioni. Liberiamoci del vincolo monetario e vedrete che l'Unione europea risolverà molti più problemi di quelli che oggi non riesce a risolvere.

  Marco Zanni (ENF). – Signor Presidente, onorevoli colleghi, mi chiedo se coloro i quali invocano la soluzione del più Europa per risolvere i nostri problemi ci credano veramente o lo facciano solamente perché non vogliono ammettere il fallimento di questo criminale progetto. La Brexit è la prova provata del fallimento e la sfiducia verso l'UE monta in tutti i paesi, compreso il mio, dove solo un cittadino su tre crede nell'Unione europea. La moneta unica, l'euro, è stato il progetto criminale che ha definitivamente affossato i popoli europei e, invece di parlare di smantellamento dell'Unione economica e monetaria, oggi proponiamo addirittura un bilancio per l'Eurozona, che sancirà l'istituzionalizzazione distruttiva della troika. Con la Brexit l'UE e l'euro sono diventati morti che camminano. Facciamocene una ragione e ripartiamo a costruire un'Europa diversa dall'UE, fatta di Stati sovranamente indipendenti.

Voisitte pyytää anteeksi. Mutta sitten kysyisin Teiltä, että oletteko huomannut sitä, että nimenomaan brexitin ja osittain myös Trumpin valinnan jälkeen Euroopan unionin kannatus monissa Euroopan jäsenmaissa on kasvussa eikä vähenemässä, koska ihmiset kokevat turvattomana sen tulevaisuuden, jonka brexit ja myös Trumpin valinta on aikaansaanut.

  Marco Zanni (ENF), Risposta a una domanda "cartellino blu". – Sul fatto che l'Unione europea abbia portato la pace in Europa sono un po' in disaccordo. Io credo che la pace in Europa l'abbiano portata le basi militari degli Stati Uniti e i missili puntati verso Mosca, non certo l'Unione europea. Per quanto riguarda la disaffezione o meno dei cittadini europei verso l'Unione, anche qui non sono d'accordo. Basta vedere dieci anni fa, cinque anni fa, il supporto che in Europa i cittadini europei davano all'Unione europea, che era alto, e quello che è oggi. Come le dicevo, nel mio paese oggi solo un cittadino su tre, quindi meno della metà, supporta l'Unione europea. Sono i dati di una statistica che è uscita di recente e la prova provata saranno le elezioni in grandi paesi europei che avremo nei prossimi mesi, dove i partiti euroscettici guadagneranno grandi percentuali. Forse non vinceranno a questo giro, ma se le cose continueranno così, con l'euro che porterà povertà, recessione economica e distruzione, vinceranno al prossimo giro.

  Diane James (NI). – Mr President, with this report the European Union has once again demonstrated that it is actually incapable of proper and radical reform. It had the opportunity back in 2016, before the Brexit vote, when our then UK Prime Minister came to the European Union and sought reform and came away with, quite frankly, crumbs on the table, and you now know what the result of that was.

One of my colleagues this morning has made the point about ‘more Europe’. Well, it is interesting, is it not? The European Union actually sees reform as an absolutely binary decision: either you continue with the same, or, more Europe. But both have been discredited and I just wonder when is this institution going to get real, take away the blinkers and understand that radical reform is what voters want.

Thankfully, of course, the UK will not be part of that decision, but if you are going to stop the rise of euro—scepticism across the continent, it is no good papering over the cracks, it is no good bringing a report like this forward, which does not deal with the issues that are out there, and every time responding with ‘more Europe will actually deal with globalisation’ – that is not the case.

  Alain Lamassoure (PPE). – Monsieur le Président, le traité de Rome a inventé le modèle politique dont l’Europe avait besoin il y a 60 ans. C’était une union douanière. Il nous faut aujourd’hui inventer le modèle dont nous avons besoin au XXIe siècle. Ce n’est plus une question de traité, c’est une question de volonté politique.

Plus les dangers s’accumulent et plus nos dirigeants nationaux sont tentés par le repli national. Pourtant, tous ces dangers nous sont communs et ils sont tous à notre portée si nous les affrontons ensemble.

Il y a deux jours, nous avons entendu le président de la Commission tenté par la lassitude. Au lieu de s’immerger au sein du Conseil européen, qu’il écoute ses électeurs. Qu’il écoute, ici, sa majorité parlementaire – hélas, il n’est plus là – et, au-delà, qu’il écoute les citoyens européens eux- mêmes, qui nous ont élus et qui l’ont élu à travers nous.

Les ravages de la post-truth ne doivent pas nous aveugler. Le parti du bon sens reste partout majoritaire sur notre continent. Regardons les sondages sur la contagion du Brexit avant et après le référendum britannique. Regardons le vote des jeunes. Tout à l’heure, Nigel Farage nous disait que l’Union européenne n’avait pas d’avenir, sauf que la génération de ses enfants a voté au Royaume-Uni qu’elle n’avait pas d’avenir en dehors de l’Union européenne. Le patriotisme oui, le nationalisme non! L’Union européenne est le seul modèle politique existant qui permette le patriotisme sans le nationalisme, l’amour des siens sans la haine des autres. C’est le message par l’exemple que nous, Européens, apportons au reste du monde.

  Edouard Ferrand (ENF), question «carton bleu». – Monsieur Lamassoure, je vous ai bien entendu, notamment sur le patriotisme. Nous sommes des patriotes, mais vous ne voulez pas écouter le peuple.

Aujourd’hui, il y a trois crises dans l’Union européenne: une crise de la gouvernance – vous avez parlé de votre ami, M. Juncker –, une crise de l’identité, avec les migrants, et une crise économique, une crise de la croissance. La plus faible zone économique du monde, c’est l’Europe.

Par conséquent, Monsieur Lamassoure, j’ai une question très simple à vous poser. Ne pensez-vous pas qu’aujourd’hui, il faille véritablement écouter le peuple, c’est-à-dire revenir aux souverainetés des États, les souverainetés économique, budgétaire, monétaire et surtout le rétablissement des frontières nationales?

Vous avez parlé de «crise de l’Europe». Il y a une crise de la France, parce qu’elle est mal gouvernée. Vous avez dit: «L’Europe est la région du monde qui a la croissance la plus faible». Non! La zone euro a une croissance supérieure à celle des États-Unis d’Amérique. Malheureusement, pas la France! La zone euro a un excédent commercial de 300 milliards d’euros. Malheureusement, la France a un déficit de 48 milliards d’euros.

La France est malade, et l’Europe peut être un moyen de sauver la France.

  Paul Tang (S&D). – Voorzitter, het is goed dat we dit debat hebben. Van tijd tot tijd moet het Europees Parlement in de spiegel kijken en Trump en brexit bieden daartoe alle aanleiding. Bij die spiegel hebben we niks aan het vermoeide gezicht van Verhofstadt. Voor de problemen maar één oplossing: meer EU. Hij wil de Raad terugbrengen tot een adviesbureau en de Commissie moet juist bindende landenspecifieke aanbevelingen kunnen doen zodat Brussel de begroting voor Parijs bepaalt, de hypotheekrenteaftrek voor Den Haag, de bankensaneringen in Rome.

Laten we die tegenstelling alsjeblieft overstijgen. De Unie en de lidstaten moeten in elkaars verlengde werken. Ik zie Europa het liefst als een schild dat onze burgers beschermt en tegelijkertijd onze waarden uitdraagt. Ik zie Europa het liefst als een versterking van lidstaten door te doen wat lidstaten alleen niet kunnen. Dat uitgangspunt biedt beperkingen, maar tegelijkertijd nog volop mogelijkheden, want Europa is niet altijd dat schild geweest. Zo noemt het Verdrag het streven naar volledige werkgelegenheid, maar de Unie ontbeert de mogelijkheden om daarnaar te streven. Een duidelijk voorbeeld daarvan is de euro. De norm van niet meer dan vijf procent aan werkeloosheid wordt door slechts twee landen gehaald. Haar beleid is daar ook niet op gericht. Daarom ben ik blij dat er een routekaart is voor de euro, dat erkent dat de euro in de huidige vorm niet houdbaar is en dat de euro zoveel beter kan.

Een onderlinge waarborg moet ervoor zorgen dat investeringen terechtkomen waar ze nodig zijn en ook de democratische zeggenschap van parlementen, van het Europees Parlement én van de nationale parlementen, versterken. Kortom, bij uitstek een voorbeeld van samen sterker. Dit is misschien geen federalistisch geluid maar dan een zeer pro—Europees geluid.

  Bernd Kölmel (ECR). – Herr Präsident! Die EU befindet sich derzeit in einem traurigen Zustand, denn sie hat sich von den Bürgern entfernt.

Auf diese Entfernung soll nun mit drei Berichten reagiert werden, die als Kernbotschaft vermitteln: Wir wollen mehr Zentralisierung. Das nenne ich schlicht und ergreifend Wirklichkeitsverweigerung. Eine weitere Zentralisierung der EU ist meines Erachtens ein Elitenprojekt. Die Bürger aber, die wollen eine schlanke EU, eine EU, die möglichst wenige Verordnungen produziert und die sparsam mit dem Geld umgeht. Stattdessen haben wir jetzt zum Beispiel hier einen Bericht von den Kollegen Böge und Berès, in dem ein zusätzlicher Haushalt für die Eurozone gefordert wird – mit Milliardenbeiträgen. Geld, das letztlich dazu verwendet würde, um eine Transferunion einzurichten. Das kann nicht die Lösung unserer Probleme sein.

Statt dass wir mal tatsächlich die Probleme angehen, und ein Kernproblem der EU ist die Eurozone – nicht der Euro als solches, sondern die Zusammensetzung der Eurozone. Die Eurozone ist nicht mit Ländern besetzt, die zueinander passen – einfach aus wirtschaftlicher Leistungsfähigkeit heraus nicht. Das Herumdoktern an Symptomen wird uns nicht weiterführen. Stattdessen müssen wir die Probleme an den Ursachen angehen. Von daher müssen wir endlich auch Länder, die unter fiskalischer Knebelung leiden – wie Griechenland –, von diesen Fesseln befreien, und wir müssen die Griechen zum Beispiel ziehen lassen können. Der Euro wird die EU spalten.

Porque los ciudadanos europeos dicen muy claro que quieren los estándares europeos de protección del consumo, los estándares de protección sociales, los estándares de protección medioambientales e, incluso, quieren más y mejor regulación. Por eso le pregunto a qué ciudadanos se refiere cuando dice que no quieren regulación europea.

  Bernd Kölmel (ECR), Antwort auf eine Frage nach dem Verfahren der „blauen Karte“. – Danke, Frau Kollegin, für diese Fragen. Da bin ich, ehrlich gesagt, völlig anderer Meinung.

Wobei Sie unterstellen, ich hätte gesagt, dass die Bürger keine Regulierung wollen. Das sage ich ja nicht. Die Bürger wollen Regulierungen, aber nur in den wichtigen Bereichen. Die EU sollte da handeln, wo sie einen Mehrwert gegenüber dem Handeln der einzelnen Staaten schaffen kann. Da gibt es viele Bereiche, da kann die EU gut wirken, zum Beispiel beim gemeinsamen Binnenmarkt, auch bei Umweltfragen. Aber das gilt doch nicht für alle Bereiche der Politik. Wir müssen doch nicht alles nach Brüssel zentralisieren, um dann dort festzustellen, dass wir nicht in der Lage sind, alles über einen Kamm scheren zu können.

Das ist keine neue Erkenntnis. Deshalb brauchen wir eine schlanke EU. Ich bin ja ein Befürworter der EU, aber einer schlanken EU.

  Sylvie Goulard (ALDE). – Monsieur le Président, je remercie d’abord les rapporteurs pour cet énorme travail. Je crois que les compromis n’ont pas toujours été faciles à trouver et ce n’est pas anormal. Mais je crois surtout que, maintenant, il faut que nous nous posions un certain nombre de questions sur la manière dont l’Union européenne fonctionne, concrètement, parce que nous ne devrions pas être trop autocentrés. L’adoption de rapports par le Parlement européen ne va pas restaurer la confiance. Je suis notamment préoccupée par les atteintes aux règles déjà existantes. Je pense, par exemple, à ce qui s’est passé sur le CETA que nous voterons demain. Il n’y a pas de compétence plus exclusive dans le traité que celle consistant à permettre à la Commission de négocier des accords commerciaux et on voit comment ces dispositions sont traitées.

Par ailleurs, sur le budget, il est clair que nous ne pouvons pas aller de l’avant – je remercie d’ailleurs le collègue Mureşan qui l’a dit tout à l’heure – avec de nouveaux engagements et un partage budgétaire sans le respect scrupuleux des règles. Or certains ont cherché, dans toute cette affaire, à miner les règles européennes.

Encore une fois, c’est bien que le Parlement ait une position. Je crois qu’on va pouvoir la défendre. Nous avons une ambition, mais il y a un énorme travail avant pour restaurer la confiance, travail dans lequel la Commission, Monsieur le Commissaire, Monsieur le Vice-président, a beaucoup à faire, tout comme les États membres.

Je trouve que le Parlement est parfois un peu autocentré.

  Bas Eickhout (Verts/ALE). – Mr President, my colleague is complaining that I will talk for two minutes. I think what we have to stress here is that the discussion about the future of Europe should not be only an institutional discussion. We should make it very clear to people why we are having this debate. It is not because we love institutional discussions here but because we know that the current Europe is not delivering enough. It is not providing the protection or the future which Europeans demand that we as politicians should deliver. That is why we are having this discussion.

Some people – in this room and certainly outside it – claim that going back to basics will deliver, but that is the biggest nonsense ever. Just to mention one example, regarding tax evasion, something that our citizens are concerned about every day is seeing multinationals paying too little tax. Why is that? Because Europe has no competence on this at all. It is a national competence and the national Member States are competing downwards, making sure that, in the end, it will be the people, rather than companies, who pay taxes. That is precisely why ‘back to basics’ will not do.

That goes also for the euro. If you look at the eurozone, some people still think that, as long as we follow the Stability and Growth Pact, it will be fine. Well, Ireland and Spain were following the Stability and Growth Pact before the euro crisis. They were doing perfectly well and we still had problems. We had to take emergency measures without democratic control. We have a European Stability Mechanism (ESM), in which it is very difficult to control where the money goes. We have a European Central Bank being forced to step in because politicians are not willing to do their job, and it is a bit cheap to now criticise the ECB for that.

Therefore, I am very happy that this Parliament is supporting a budgetary capacity, because people need it. We need it in order for the euro to deliver. I would like to thank the rapporteurs for that strong political statement. I am happy that on Thursday we will give that support as a parliament. However, very importantly, this discussion needs to be held in the national parliaments afterwards, because we will win support only if the national parliaments too, rather than just the European Parliament, are looking for these kinds of solution.

  Luke Ming Flanagan (GUE/NGL), blue-card question. – Mr Speaker, (first few words inaudible) there are honourable goals when it comes to tax avoidance and tax evasion. Speaking as the decent person that I hope I am, and as someone who comes from Ireland, that would have to be a goal. But as for the idea that the European Union would do something about it if we had different structures: given that the head of the Commission is Jean-Claude Juncker, who is the godfather of tax avoidance, how do you think it would be any different if he gave Europe control over this? Will we not get another godfather who would rise to the top? These people have a way of rising to the top. It isn’t just cream: scum also rises.

  Bas Eickhout (Verts/ALE), blue-card answer. – Honourable colleague, when we are discussing the future of Europe, you should not look only at the current President of the Commission. What we are doing and putting in place here are solutions for the future and I hope that we do that beyond 2019. We have just heard that the Commission President will serve only one term, but we are building solutions here for after 2019.

The alternative is what we have now: 28 vetoes on any taxation decision. Your lovely country, Ireland, will block any change because they want to be the lowest, and others want to go to that level as well. This race to the bottom must stop, and you can stop it only if you take away the 28 vetoes which are a recipe for no change at all.

  Rolandas Paksas (EFDD). – Kaip aukščiausią demokratijos pasiekimą laisvasis pasaulis įvardija tautų apsisprendimo teisę. Politikoje tas instrumentas vadinasi referendumu. Gal p. G. Verhofstadtas galėtų paklausti Belgijos piliečių, ar jie pritartų naujam dariniui –Europai, naujai tvarkai – santvarkai. To paties aš su kolegomis galėčiau paklausti Lietuvoje, ponia Marine Le Pen – galbūt Prancūzijoje. Kaip suprantu, Nigelui Farage'ui Britanijos piliečių to klausti jau nebereikia, jie jau pasirinko, jie nusprendė palikti tokią Europos Sąjungą, kuri palengva, bet nuosekliai stumiama į naują darinį su vienu prezidentu, viena vyriausybe, viena valiuta ir bendra kariuomene. Manau, kad piliečių atsakymas būtų aiškus. Būtinybė reformuoti Europos Sąjungą turi būti nukreipta kiekvienos valstybės galios, savarankiškumo ir jos žmonių pragyvenimo stiprinimui.

  Auke Zijlstra (ENF). – Voorzitter, Brussel heeft nog nooit een crisis opgelost. Niet de migratiecrisis, niet de economische crisis, niet de vertrouwenscrisis. Maar het Parlement denkt dat de eurocrisis opgelost kan worden met heel veel extra geld en macht naar Brussel, en dat is belachelijk. Want de euro is een doodgeboren kindje. De verschillen in arbeidsproductiviteit zijn niet verminderd. Er is geen extra economische groei gekomen.

De staatsschulden zijn geëxplodeerd en Griekenland blijkt een financieel zwart gat. De Europese Centrale Bank overschrijdt het Verdrag met monetaire financiering van banken en overheden en de wisselkoers is totaal weggezakt. Duitsland verliest daardoor miljarden op de export naar buiten de EU. De Nederlandse pensioenen worden blijvend gekort vanwege die idioot lage rente en de koopkrachtgroei in Nederland staat nu zestien jaar stil. En het Europees Parlement denkt dat al deze problemen opgelost worden als de eurozone een eigen bestuur krijgt met opnieuw extra geld. Dat, Voorzitter, laat zien dat dit Parlement blijkbaar niets heeft geleerd.

  Auke Zijlstra (ENF), "blauwe kaart"-antwoord. – Voorzitter, mijn hart bloedt voor Griekenland. In de afgelopen vijf jaar heb ik meerdere keren hier opgeroepen om Griekenland te laten gaan, uit de euro. Dat is de enige methode om ervoor te zorgen dat niet via interne devaluatie van arbeidskosten, maar via de herintroductie van een echte wisselkoers tussen de nieuwe Griekse munt en de euro of wat daar dan ook nog van over is, Griekenland in staat zal zijn weer wel te concurreren, weer wel groei te creëren en weer wel werkgelegenheid te krijgen en weer een trotse soevereine staat te zijn. Daar hoop ik op.

  Ελευθέριος Συναδινός ( NI). – Κύριε Πρόεδρε, ο ευρωσκεπτικισμός και ο λαϊκισμός, τα κλισέ που μονίμως αναπαράγονται για να καλυφθούν τα λάθη και οι παραλείψεις της πολιτικής κάστας που κυβερνά την Ένωση και για να αποπροσανατολίζονται οι πολίτες, πηγάζουν πρωτίστως και σαφώς από την ίδια τη Συνθήκη της Λισαβόνας. Πολλοί δεν θυμούνται, ή κάνουν πως δεν θυμούνται, ότι η Συνθήκη προέκυψε μετά τις αποτυχημένες προσπάθειες κύρωσης του Ευρωπαϊκού Συντάγματος, με χαρακτηριστικό παράδειγμα την ήττα στο γαλλικό δημοψήφισμα. Το κακό που οι ευρωπαίοι πολίτες πραγματικά εξοβελίζουν είναι η έλλειψη Δημοκρατίας. Πρέπει να κατανοήσετε ότι για αυτούς είναι αδιανόητο να παίρνουν αποφάσεις για τη ζωή τους και για την τύχη της πατρίδος τους κάποιοι μη εκλεγμένοι Επίτροποι και στελέχη θεσμών και διευθυντηρίων. Θεωρούν άκρως αντιδημοκρατικό να ακούν ότι η Επιτροπή, που ούτε την εξέλεξαν, ούτε τους αντιπροσωπεύει, ασκεί την εκτελεστική εξουσία της Ένωσης. Στην πραγματική αντιπροσωπευτική Δημοκρατία ισχύει η έκφραση «από τον λαό για τον λαό». Με απλά λόγια, η εκτελεστική και η νομοθετική εξουσία έχουν φυσική υπόσταση, ευθύνη πράξεων και λογοδοσία. Όσο προσπαθείτε λοιπόν να παράγετε δαίμονες για να καλύψετε τις καταστροφικές και λάθος πολιτικές σας, τόσο οι πολίτες θα στρέφονται, δικαίως, στον ευρωσκεπτικισμό.

  Burkhard Balz (PPE). – Herr Präsident! Es ist unsere größte Aufgabe, die Zukunftsfähigkeit der Europäischen Union sicherzustellen und dafür einzustehen. Viele Politikbereiche sind momentan betroffen. Alle können positiv zur Zukunftsfähigkeit der Europäischen Union beitragen, darunter natürlich besonders die Wirtschafts- und Währungspolitik. Wir sollten dabei einen glaubwürdigen und ehrlichen Zukunftsplan formulieren. Dazu gehört, dass wir gerade bei der Wirtschaftspolitik unsere Hausaufgaben der Gegenwart nicht vergessen. Dazu gehört auch, dass wir die Regeln unserer wirtschaftlichen Zusammenarbeit und unserer Gemeinschaftswährung einhalten und umsetzen. Für mich liegt hier der Schlüssel für eine zukunftsfähige Wirtschaftspolitik in dem Wirtschafts- und Gemeinschaftsverständnis von Helmut Kohl und François Mitterand, das sich dann im Stabilitäts- und Wachstumspakt konkretisiert hat.

Mir ist wichtig: Wir müssen uns machbare Ziele dabei setzen, wir müssen die Möglichkeiten und Grenzen der europäischen Verträge achten, und wir müssen unseren Bürgerinnen und Bürgern zeigen, dass wir Haushaltsmittel gut und sinnvoll verwalten und dass wir die Mitgliedstaaten zum effizienten Haushalten verpflichten, bevor wir neue Geldtöpfe fordern.

Dann ist mir wichtig: Wir wollen eine effektive interinstitutionelle Überprüfbarkeit der Wirtschafts- und Währungspolitik, und wir wollen Verantwortlichkeiten klarstellen. Wirtschaftspolitische Entscheidungen und daraus folgende fiskalpolitische Konsequenzen können nicht voneinander getrennt betrachtet werden, nationale Verantwortung muss herausgestellt, europäische Kontrolle gestärkt werden.

Zum Schluss: Wir sollten darauf setzen, wirtschaftspolitisch einen gemeinsamen Weg zu gehen. Ein politisches Auseinanderdriften von Eurozone und Nicht-Eurozone wäre nicht zu unserem Vorteil, gerade in einer Zeit, in der wir besonders gefordert sind, gemeinschaftlich zusammenzustehen.

  Josef Weidenholzer (S&D). – Herr Präsident! Täglich höre ich von den Menschen, die EU würde nicht funktionieren – gerade in der Flüchtlingsfrage.

Es ist einfach festzustellen, dass etwas nicht funktioniert. Schon schwieriger wird es zu erklären, warum es nicht funktioniert und wer dafür verantwortlich ist: die Kommission, das Parlament oder der Rat als die Summe der Mitgliedstaaten. Die heutige Debatte findet zu einem richtigen Zeitpunkt statt. Es geht jetzt nicht darum, ob wir mehr Europa brauchen, sondern wie Europa auf der Basis des Potenzials der Lissaboner Verträge besser funktionieren kann. Wir müssen das gemeinschaftliche Europa ernst nehmen. Wir müssen davon abgehen, die Lösung der Probleme in einer inflationären Abfolge intergouvernementaler Events zu sehen.

Nicht die Symbolpolitik der Gipfel hilft uns weiter, sondern die Stärkung der parlamentarischen Strukturen, weil sie mehr Transparenz und Beteiligung bedeuten. Das muss auf Ratsebene passieren und durch die Einbeziehung der nationalen Parlamente. Wenn es mehr Transparenz gibt, dann werden die Menschen auch beurteilen können, warum etwas nicht funktioniert, und sie werden sich nicht zu pauschalen Verurteilungen verführen lassen.

  Pirkko Ruohonen-Lerner (ECR). – Arvoisa puhemies, budjettikapasiteettia tarjotaan ratkaisuna lukemattomiin euroalueen ongelmiin. Keskeisimpänä näistä on tarve lisätä kokonaiskysyntää ja elvyttää euroaluetta. Samaan aikaan, kun monet jäsenmaat kamppailevat budjettivajeidensa kanssa, vaikuttaa siltä, että EU-tasolla tavoitellaan menojen lisäystä vain menojen lisäämisen vuoksi.

Ottaen huomioon ESIRin ja muiden EU-rahastojen vaikeudet löytää sopivia projekteja elvyttääkseen investointikysyntää voidaan kysyä, miten menojen lisääminen jälleen yhtä kautta voisi onnistua siinä tehtävässä paremmin? Kansallisilla fiskaalikapasiteeteilla voidaan saavuttaa samat tavoitteet kuin euroalueen fiskaalikapasiteetilla ja vielä ilman pitkittyvien tulonsiirtojen riskiä tai moraalikatoa.

Miksi euroalueella ei tulevaisuudessakin ylivelkaannuttaisi ja otettaisi liian suuria riskejä? Fiskaalikapasiteetilla siihen suorastaan kannustetaan, sillä sitä vartenhan se perustetaan, että muut maat voivat pelastaa vaikeuksissa olevat maat. Kaikissa ratkaisuissa tulee Maastrichtin sopimuksessa määritellyn no bailout -klausuulin olla järjestelmän kulmakivi. Tulevien sopimusten uskottavuus riippuu siitä, miten edellisiä sopimuksia on noudatettu.

  Nils Torvalds (ALDE). – Mr President, some months ago a book entitled ‘The Euro and the Battle of Ideas’ was published. After reading the book, and at the same time being part of the negotiations on the report by Ms Berès and Mr Böge, I came to a very disturbing conclusion. We have very different administrative cultures in this European Union and this boils down to the necessity, according to one side, of living according to the rules, and for the other side of starting to renegotiate the rules immediately after a deal.

This process ends with a compromise which does not actually satisfy anybody in this process. We create a very thin line no one is able to follow; we also create thereby illusions about our ability to solve the problem. We need a framework for discussion and we need it more dearly today than ever before and therefore I sincerely hope that these own-initiative reports and the white book President Juncker will publish will produce a framework according to which we can solve the real problems.

  Helmut Scholz (GUE/NGL). – Herr Präsident! Ich stimme mit Ihnen überein, liebe Kolleginnen und Kollegen: Die EU steht an einem Scheideweg. In Ihrer Bestandsaufnahme gehen Sie – Berichterstatterinnen und Berichterstatter – davon aus, dass die EU für die Probleme, die vor ihr stehen, per se die Lösung darstelle. Ihre Antwort lautet so schlicht: nur in einem Mehr an Integration. Dieses Mehr an Integration, welches Sie übrigens vor allem aus externen Bedrohungen ableiten, soll zukünftig in den Gremien auch nur noch über Mehrheitsentscheidungen durchgesetzt werden. Übereinstimmung in Integrationsfragen bedarf in Ihrer Sicht nicht mehr komplexer Prozesse des Aushandelns, denn nationale Souveränität bringe ja eh nichts mehr. Sie wollen den Souverän zwar formal in die Politik eingebunden wissen, allerdings tauchen seine alltäglichen Interessen bei Ihnen im Bericht einfach nicht auf. Und von der Straße etwas diktieren lassen wollen Sie sich gleich gar nicht.

Hier sehe ich die Scheidelinie. Für uns ist die Politik der EU und ihrer 28 Mitgliedstaaten auch Ursache von Problemen. Ohne endlich ein überzeugendes, gemeinschaftlich getragenes und vertraglich gesichertes Mehr an sozialem Europa zu garantieren, wird der Zerfallsprozess der EU kaum aufzuhalten sein, und schon gar nicht unter den falschen Losungen rechtspopulistischer Kräfte.

  Fabio Massimo Castaldo (EFDD). – Signor Presidente, onorevoli colleghi, queste due relazioni, che ho seguito in commissione AFCO, mi sembrano la sintesi perfetta del pensiero gattopardesco che aleggia in queste Aule: bisogna che tutto cambi affinché tutto resti esattamente com’è, o meglio come precedentemente programmato. Il processo di rimozione mentale degli eventi degli ultimi anni non è ancora terminato quindi. Dov’è la risposta concreta alle vere priorità dei cittadini, ai cambiamenti climatici, alla disoccupazione, alle devastanti conseguenze sociali della crisi, che pure menzionate? Non pervenuta.

Stranamente altre politiche, specie in materia economica, sono invece più che presenti. Al posto di fare carta straccia dell'assurdo Fiscal Compact lo vorreste addirittura nel corpus giuridico dell'Unione. Come al solito, chiedete una maggiore integrazione solo come manganello per imporre politiche fallimentari disgreganti, altro che cambiarle! Tanto la scusa per l'ennesimo e drammatico fiasco sarà la solita invettiva contro l'ascesa dei nazionalismi, quando tutti in quest'Aula sapete benissimo che si tratta della conseguenza e non certo della causa del problema. La soddisfazione di una vostra foto ricordo a Roma per i sessant’anni del Trattato servirà forse ad appagare qualche ego, ma al futuro del progetto europeo proprio no!

  Hilde Vautmans (ALDE), "blauwe kaart"-vraag. – Mijnheer, u zegt dat er in deze verslagen geen rekening wordt gehouden met de burger. Ik wil u heel graag in rekening brengen dat de eurobarometer heel duidelijk stelt dat de Europeanen meer willen inzetten op Europese defensie voor onze veiligheid, meer werk maken van een Europese aanpak van asiel en migratie. Bent u het met mij eens dat de dingen die in de verslagen staan wel degelijk rekening houden met wat de Europese burgers willen? Een echte Europese defensie, een echte Europese aanpak van asiel en migratie. Dus hier nu staan verkondigen dat wij met deze verslagen voorbijgaan aan de wens van de Europese burgers, dan denk ik dat we straks toch samen de verslagen moeten doornemen en dat ik u moet wijzen op de noodzaak dat deze verslagen de visie uitstippelen waar Europa naartoe moet gaan.

  Fabio Massimo Castaldo (EFDD), Risposta a una domanda "cartellino blu". – Onorevole collega, io le ho lette molto attentamente queste relazioni e le dico che, oltre a conoscere i dati dell'Eurobarometro, conosco anche i dati del barometro delle piazze e le posso assicurare che le tre priorità che chiedono oggi i cittadini sono lavoro, lavoro, lavoro. In queste relazioni non c'è niente di sociale, non c'è alcuna risposta sul piano sociale e sulle conseguenze della crisi, non c'è alcuna volontà di cambiare, di parlare di investimenti pubblici, di creare occupazione. C'è sempre la stessa ricetta dell'austerità che continuiamo a vedere applicata. Non c'è alcuna forma di autocritica e questo penso che sia il più grande fallimento in vista delle sfide che ci chiedono invece oggi i cittadini europei. Se non lo capirete, temo proprio che entro pochi mesi sarà troppo tardi per farlo.

  Harald Vilimsky (ENF). – Herr Präsident, meine sehr geehrten Damen und Herren! Sie reden heute über die Zukunft der Europäischen Union.

Ich kann Ihnen vorab schon sagen, dass diese Europäische Union keine Zukunft haben wird, wenn Sie weiter unbeirrt an diesen falschen Konzepten festhalten. Wenn ich in Ihre Reihen blicke – und gefühlt sind 80 %, 90 % Ihrer Reihen leer –, glauben Sie doch selbst nicht mehr daran, dass dieser Weg eine Zukunft hat. Das Entscheidende, das all jene verstehen sollten, die für eine gute Zukunft Europas sind, wäre nach dem Brexit-Referendum endlich zu erkennen, dass die Briten keine schlechten Europäer waren, weil sie Brüssel den Rücken gekehrt haben, sondern es ganz im Gegenteil ein Hilferuf war, mehr an Eigenständigkeit, mehr an Souveränität genießen zu können und sich vom Brüsseler Zentralisierungskurs abzuwenden.

Ich sage Ihnen: Verändern Sie dieses Europa in eine gute Richtung! Lassen Sie den Mitgliedstaaten wieder mehr Luft zum Atmen. Reduzieren Sie die Kommission mit 28 Kommissaren, die keiner kennt. Halbieren Sie dieses Parlament. Geben Sie den einzelnen Staaten wieder mehr an Möglichkeiten. Sie, Herr Brok, sind die Totengräber dieser Europäischen Union und Sie wissen es auch. Das ist der falsche Weg, der hier beschritten wird.

Die Elmar Broks dieser Welt können hier noch so schimpfen und schlecht reden, sie werden weiter Wahl um Wahl verlieren, und diejenigen, die eine gute Zukunft für Europa wollen – Parteien wie die unseren –, die werden am Ende erfolgreich sein und die werden die Zukunft gestalten und nicht mehr Sie.

  Marian-Jean Marinescu (PPE). – Domnule președinte, în situația politică și economică actuală este evident că Uniunea Europeană trebuie să ia măsuri pentru a îmbunătății activitatea instituțiilor europene și a aduce Uniunea la nivelul economic care este dorit de cetățeni.

Sunt absolut de acord că trebuie schimbări care să fie bazate pe actualele prevederi ale tratatului, care se pot face în acest sens: un singur Consiliu, votul cu majoritate calificată în Consiliu (acolo este problema și nu în Parlamentul European), ministrul de finanțe, toate celelalte.

Cred că sunt lucruri care pot aduce îmbunătățirea activității noastre, însă Europa trebuie schimbată înspre bine, înspre mai multă coeziune, mai multă solidaritate și, de aceea, cred că a avea un buget pentru zona euro care nu este clar definit, ca surse și ca utilizare, nu este momentul acum să discutăm despre acest lucru. Dacă îl clarificăm, nici un fel de problemă. Dacă există instrumente de micșorare a efectelor crizelor, de asemenea, statele membre care sunt în afara zonei euro trebuie să participe. De asemenea, nu cred că este momentul să discutăm despre două tipuri de vot în Parlamentul European: unul pentru parlamentarii care vin din zona euro și altul pentru cei care nu vin din în zona euro.

  Isabelle Thomas (S&D). – Monsieur le Président, l’avenir de l’Union européenne passe par sa réforme et son approfondissement et, dans ce futur à construire, celui de la zone euro fait partie des questions à la fois les plus urgentes et les plus sensibles.

Je voudrais féliciter les rapporteurs pour leur détermination à aboutir à ce rapport, fruit de longs et difficiles débats. Il a le mérite de valider la nécessité de créer un budget spécifique de la zone euro et de sa gouvernance propre, même s’il ne s’agit, bien sûr, que d’une première marche. Nul doute que nous aurons d’autres débats houleux, notamment sur le code de convergence dans lequel les uns et les autres ne mettent pas le même contenu. De même, sa mise en œuvre pose l’épineuse question de son financement, et c’est l’occasion de tirer les leçons de l’expérience et de ne pas retomber dans le piège des égoïsmes nationaux et des logiques punitives.

Approfondir l’Union économique et monétaire, c’est ne plus regarder la situation d’un État par opposition aux autres, comme si rien ne les reliait, mais c’est regarder la zone euro de manière agrégée. Or, l’expérience nous montre que le financement par les États membres comporte en son sein la paralysie budgétaire. Qu’il s’agisse du budget de l’Union au-delà des plafonds ou du mécanisme européen de stabilité (MES), nous restons dans la logique du financement par les États. C’est pourquoi nous devons, sur ce budget comme sur celui de l’Union, nous atteler à l’impérieuse question des ressources propres et nous appuyer sur le rapport Monti pour aboutir.

Une zone euro approfondie, c’est aussi une gouvernance démocratique et transparente qui sort des conciliabules. Cela passe par une réappropriation de la souveraineté populaire non seulement en renforçant le pouvoir du Parlement européen, mais aussi en intégrant les parlements nationaux au cœur de la décision. Clémenceau disait: «la guerre est une chose trop grave pour être confiée aux militaires»; je le paraphrase en disant: «l’euro est une chose trop grave pour être confiée aux diplomates».

  Sander Loones (ECR). – Voorzitter, wat zou de prioriteit moeten zijn van de Europese Unie? Dat lijkt mij evident. Wij moeten zorgen voor meer veiligheid. We moeten migratie onder controle brengen en we moeten zorgen voor banen, banen, banen. Al onze tijd zouden we daaraan moeten besteden. Al onze tijd aan veiligheid, aan migratie, aan banen. Maar wat zien we vandaag? Dat naast die punten ook nog gedebatteerd wordt over een aantal andere thema’s waar de mensen niet op zitten te wachten.

Denkt u echt dat de mensen wachten op Europese belastingen? Denkt u echt dat de mensen meer bevoegdheid willen geven aan deze Europese Commissie en de lidstaten willen verzwakken? Denkt u echt dat de mensen Vlaams belastinggeld willen gebruiken om schulden in het zuiden van Europa terug te betalen? Ik wil vandaag een oproep doen, oprecht een oproep doen. Laat ons enkel en alleen op die essentie focussen. Laat ons gaan voor een Europese Unie die zorgt voor meer veiligheid, die migratie onder controle brengt en die gaat voor banen, banen en banen, en al de rest hoort in de diepvries.

  Pavel Telička (ALDE). – Mr President, the word ‘crisis’ has been floating about here the whole morning. Somehow I am tempted to say that I do not see the EU in a crisis. In order to see a crisis I would look all around the European Union and I think that many around the European Union would like to have the crisis that we say we have.

What I do see is the European Union being weak. It has weaknesses, it is unable to take up the challenges it has, it is unable to be quick enough in its solutions. Quite often we are tackling issues for which the EU does not have competence. Quite often we are looking at issues which we could leave to national competence.

What is important is that we have an impetus and, for me, these three reports – while I admit that vis-à-vis some of them there would be provisions I would not agree with or could have difficulties with – are an impetus for real debate, a debate that we need in order to launch real reform of the European Union and be able to take up the challenges and deliver on issues on which our public expects us to deliver.

  Danuta Maria Hübner (PPE). – Mr President, as Chair of the Committee on Constitutional Affairs, I must say that I feel really proud that, after two years of work, we have reached this day when a very clear message on the future of the European Union will come out from this House. When we look at the history of the European Union, we can clearly see that it has always grown through reforming itself but today reforms must signify urgency, pragmatism, but also vision and ambition.

It is true that a lot can, and must, be done at the national level, but it is essential to understand that we are strong because we have agreed upon, and jointly created, a system of European institutions: institutions which protect us against the risk of abandoning the core shared values that hold us together, institutions which are guardians of the interdependence created over decades of integration, and also institutions which have to progress and deliver efficiently.

The convergence machinery must certainly gather pace. Country-specific situations must be taken care of, but not at the expense of undermining the European capacity to act, of fragmentation, of discarding the Community method of integration. A new approach to the working method of the Union should respond to the growing demand for a more accountable, transparent and participatory decision-making system. We should continuously seek improvements to the way the European institutions work, generously exploiting the potential offered by new technologies.

Most of us agree that many badly-needed reforms can be introduced within the existing Treaty framework and we should use this potential fully, but it is our duty to look seriously into those areas where, without Treaty change, Europe’s capacity to respond to people’s legitimate fears, needs and ambitions will remain limited. We cannot afford this.

  Roberto Gualtieri (S&D). – Signor Presidente, onorevoli colleghi, con queste relazioni il Parlamento europeo interviene al massimo livello nel dibattito sul futuro dell'Unione, offrendo un contributo al tempo stesso ambizioso e realistico. Le relazioni indicano un percorso che parte dal pieno utilizzo dei trattati attuali e indica le linee di fondo di una loro revisione e al tempo stesso definisce una visione. Lo fa non prescrivendo una politica, onorevole Spinelli, ma al contrario tracciando una via che consenta ai cittadini europei di decidere democraticamente quali politiche adottare.

Quali sono i concetti di fondo di questa visione? Il primo è che non è solo possibile, ma necessario, conciliare diverse velocità di sviluppo col primato delle istituzioni comuni e del metodo comunitario. L'integrazione differenziata deve essere uno strumento per unire e non per dividere l'Europa. Il secondo principio è che, per essere efficace, la governance europea deve essere democratica e i principi di attribuzione, proporzionalità e sussidiarietà vanno pienamente integrati con quello della democrazia rappresentativa a livello nazionale ed europeo.

Questi concetti sono particolarmente chiari quando affrontiamo il completamento dell'Unione economica e monetaria. Per funzionare bene l'euro ha bisogno di una terza gamba a fianco della politica monetaria comune e delle politiche fiscali nazionali. Occorre una capacità fiscale comune che consenta di assorbire gli shock simmetrici e asimmetrici, proprio per evitare di sottoporre a eccessive tensioni, la politica monetaria e il Patto di stabilità e anche per sostenere la convergenza economica tra gli Stati membri. Questa capacità può e deve essere collocata nel bilancio dell'Unione e non richiede una riforma dei trattati. Il tutto con una più chiara divisione dei ruoli tra il livello nazionale ed europeo, con una robusta legittimazione parlamentare e senza erigere muri nei confronti dei paesi che ancora non adottano l'euro.

Signor Presidente, lo sviluppo di un'Unione degli Stati e dei cittadini europei, non è un salto federale, ma un processo storico in atto. È una statua già...

  Alexander Graf Lambsdorff (ALDE). – Herr Präsident! Das ist eine wirklich wichtige Debatte über die Zukunft unserer Europäischen Union. Man merkt hier: Es ist keine sterile Debatte über mehr oder weniger Europa, sondern eine Debatte darüber, wofür wir diese Union überhaupt haben: für die Freiheit, weswegen wir gegenüber Mitgliedstaaten, in denen die Freiheit in Gefahr gerät, diese auch verteidigen müssen – ich denke an Polen und Ungarn. Für den Wohlstand – ich denke daran, dass wir morgen hoffentlich einem guten Handelsabkommen mit unseren Freunden in Kanada zustimmen werden. Für die Sicherheit – das ist das Gebiet, auf dem die Bürger am meisten von uns erwarten und wo noch viel zu tun ist. Europol muss gemeinsam mit nationalen Polizeibehörden als eine Art europäisches FBI mitermitteln gegen Terroristen, gegen organisierte Kriminalität, gegen Einbrecherbanden. Wir brauchen einen echten europäischen Grenzschutz, der aus eigener Lagebeurteilung heraus handeln kann, nicht das, was die Regierungen vereinbart haben. Und wir brauchen die Europäische Union für unsere Sicherheit. Deswegen brauchen wir eine gemeinsame Sicherheits- und Verteidigungspolitik, die diesen Namen auch wirklich verdient.

  Brian Hayes (PPE). – Mr President, the message from the debate this morning, despite the differences that remain on these reports, must be loud and clear: the European Union, as 27 Member States, remains united, and remains united after the UK’s decision to leave the European Union. A clear commitment exists across the 27 Member States to make Europe work and to deliver for our citizens.

And the good news? Despite nearly a decade of crisis and internal tension, Europe is finally growing again and the eurozone especially is growing again. Last year there was growth of 1.8%, greater than the level of growth in the United States of America for the first time in a decade; three million jobs were created over the course of the last 12 months in the eurozone, a job-creation rate more than 2% higher than in the United States of America. So, if anything, the economic data is showing that Europe and the eurozone have turned a corner and look like a much more stable economic bloc than either the United Kingdom or the United States of America.

I believe that Europeans want an integrated single market. I believe they want solid public finances and good-quality jobs with prospects. They want, essentially, political and economic certainty. The great majority of EU citizens do not want a federal Europe. They want a Europe that works for them and their families. There are many difficult issues in these reports. I personally am against a finance ministry and a treasury. I am against tax harmonisation, as people know, but, in short, if we want Europe to work now, today and tomorrow, we have got to do the job that we set out to do over a decade ago.   Pedro Silva Pereira (S&D). – Senhor Presidente, Senhor Comissário, Colegas, os três relatórios que aqui discutimos sobre o futuro da Europa são uma mensagem muito clara deste Parlamento Europeu a favor de uma Europa mais forte, mais solidária e mais democrática. E não haja ilusões, a tarefa que temos diante de nós é salvar o projeto europeu, nada menos do que isso. Esse objetivo é vital para a paz, para a qualidade de vida dos cidadãos, para a regulação da globalização. E é um objetivo possível, se o projeto europeu se reencontrar com os seus valores, se a solidariedade prevalecer sobre os egoísmos nacionais e se a Europa retomar ambição perdida da prosperidade e da convergência.

Não há, evidentemente, soluções mágicas, mas, para dar resposta aos anseios dos cidadãos, do que a União Europeia precisa é de um novo impulso para a prosperidade e para a convergência. E o que estes três relatórios nos dizem é que não haverá nem prosperidade nem convergência, se não aprendermos as lições da crise financeira, se não corrigirmos erros na arquitetura do euro e se realmente não relançarmos essa ambição no coração do projeto europeu.

É essa a tarefa que temos pela frente, é isso que temos que concretizar se houver vontade política.

  Jérôme Lavrilleux (PPE). – Monsieur le Président, j’ai écouté la plupart des intervenants et nous sommes, pour la plupart d’entre nous, profondément convaincus de la nécessité d’une Union européenne plus forte. Pourtant, même les plus européens passent leur temps à évoquer tout ce qui nous divise, tout ce qui nous sépare, tout ce qui nous oppose. Mais ce n’est pas parce que nous étions unis que nos pères fondateurs ont créé l’Europe, c’est justement parce que nous étions divisés qu’ils l’ont créée.

Le choix de Strasbourg comme capitale de la démocratie européenne en est l’exemple phare. Vouloir toucher à ce symbole, c’est ne rien comprendre à ce que nous sommes. En tant que députés, notre rôle, notre objectif, notre devoir est de proposer plus d’union, pas par réflexe pavlovien, mais parce que c’est la seule solution pour ne pas revenir à la situation d’avant la chute du mur, pour ne pas revenir à la période qui dura des siècles pendant laquelle nous résolvions nos conflits en envoyant des générations entières de nos enfants se tuer les uns les autres.

Oui, nous avons encore des divisions mais n’oubliez pas que le peuple nous regarde, que nous sommes tellement obnubilés par les démagogues de tout poil que nous en oublions de parler à l’immense majorité du peuple européen.

Le peuple qui manifeste dans les rues en Pologne brandit des drapeaux européens. Le peuple qui est dans la rue en Roumanie demande plus d’Europe. Le candidat qui, en France, attire le plus de citoyens dans ses meetings est le seul à brandir des drapeaux européens.

Alors, oui, ces trois rapports sont un moyen de se remettre à parler à nos citoyens, qui demandent plus d’Europe, pour que nous soyons dignes des attentes de la majorité – hélas parfois silencieuse – de nos concitoyens.

  Jakob von Weizsäcker (S&D). – Mr President, when we created our common currency 25 years ago with the Treaty of Maastricht, we created something like a shiny new car, rather fast and comfortable. We knew full well that it lacked certain traditional safety features, such as a crumple zone in the form of exchange rates, but we just hoped that the driving instructions which came with the car – especially the Stability and Growth Pact – would induce everybody to drive safely, especially after a driving test based on the so-called convergence criteria.

So we were happily speeding along for a decade until we realised that we had two problems: not everybody was driving as carefully as they should, and, more importantly, not every accident is due to reckless driving, as the financial crisis has shown. That is why we need active safety features such as air bags; that is why we need roadside assistance; that is why we need an ambulance for people who have got hurt.

The Berès/Böge report on fiscal capacity gives a good indication of how such features can be created within our common currency. It also acknowledges that some of these features could induce moral hazard, such as not putting on your seatbelt or driving recklessly. In doing so, the Berès/Böge report is an example of a good Franco-German compromise by convinced Europeans. With this report we are moving our Union forward in the spirit of solidarity and responsibility. I very much hope that the Commission’s White Paper will be similarly clear and forward-looking, ahead of the Rome Summit, national elections in a number of key Member States, and Brexit.

  Dariusz Rosati (PPE). – Panie Przewodniczący! Panie Komisarzu! Drodzy Koledzy! Sporo słyszeliśmy krytyki na temat Unii Europejskiej. Szczególnie ze strony przedstawicieli eurosceptycznych partii słyszeliśmy, że wiele kryzysów w Unii Europejskiej obciąża właśnie samą Unię Europejską. Ale jaka jest prawda? Jak popatrzymy na te kryzysy, to okazuje się, że większość z nich jest spowodowana niewłaściwą polityką państw członkowskich. Weźmy kryzys migracyjny czy kryzys związany z uchodźcami. To właśnie to, że państwa członkowskie nie przestrzegały porozumień dublińskich, nie przestrzegały obowiązków, jakie na nich spoczywały, doprowadziło do tego, że masa uchodźców rozlała się w sposób niekontrolowany w całej Europie. Weźmy kryzys związany z atakami terrorystycznymi. One także wynikają z tego, że państwa członkowskie nie chcą ze sobą współpracować, jeśli chodzi o wymianę informacji pomiędzy służbami. A kryzys ekonomiczny – ta sama historia – to jest wynik błędów i błędnej polityki poszczególnych państw. Także ja mam złą wiadomość dla panów Foxa czy Farage’a: potrzebujemy niestety w tych dziedzinach więcej Europy, a nie mniej Europy.

  Patrizia Toia (S&D). – Signor Presidente, onorevoli colleghi, il futuro dell'Unione e la sua direzione di marcia non hanno bisogno di nuove visioni, ci hanno già pensato più di sessant’anni fa. Tutto sta scritto infatti nelle promesse che noi europeisti abbiamo fatto ai cittadini, negli impegni che l'Europa stessa ha preso quando si è presentata come capace di promuovere prosperità, inclusione per i cittadini più deboli, libertà e diritti.

È vero, siamo stati una fabbrica e un motore di ideali e valori, ma troppo poco e troppo tardi li abbiamo tradotti in fatti e in risultati e ora paghiamo un prezzo altissimo che mette a repentaglio l'idea stessa di Europa. Dobbiamo perciò ripartire da lì, dalle promesse mancate – l'Europa sociale –, dai risultati insufficienti – la crescita, – dagli obiettivi rinnegati o traditi – la solidarietà e l'unità –, per colmare il gap di fiducia e di amore per l'Europa. Ciò che è diventato ostile agli occhi dei cittadini è questa Unione europea, percepita come fabbrica di vincoli, legislazione soffocante e non attenta ai cittadini. Questa è la nostra sfida. Abbiamo sentito in quest'Aula voci molto condivise e questo fa ben sperare perché sappiamo tutti che questo forse è l'ultimo tempo per riprendere la strada giusta.

  Λευτέρης Χριστοφόρου ( PPE). – Κύριε Πρόεδρε, γιορτάζοντας τα εξηντάχρονα της Ευρώπης οφείλουμε εμείς εδώ μέσα, από το Κοινοβούλιο των λαών, να στείλουμε ένα και μόνο ισχυρό μήνυμα: ότι η Ευρωπαϊκή Ένωση, παρά τα προβλήματα και τις δυσκολίες, θα συνεχίσει να γίνεται πιο ισχυρή και πιο δυνατή για να εξυπηρετεί και να στηρίζει την ευημερία, το μέλλον και την ασφάλεια των λαών της Ευρώπης. Ταυτόχρονα, όμως, οφείλουμε να αγωνιστούμε με όλες μας τις δυνάμεις για μια καλύτερη Ευρώπη, πιο ανθρώπινη, πιο κοινωνική, πιο αποτελεσματική, με λιγότερη γραφειοκρατία, λιγότερα προβλήματα, περισσότερη ανάπτυξη, περισσότερες θέσεις απασχόλησης. Εμείς που προερχόμαστε από μικρές και αδύναμες χώρες ενταχθήκαμε στην Ευρωπαϊκή Ένωση γιατί πιστεύουμε σε αυτά τα ιδεώδη τα ευρωπαϊκά, στις αρχές και τις αξίες. Για αυτό πιστεύουμε ότι η Ευρωπαϊκή Ένωση οφείλει να υπερασπιστεί τις αρχές και τις αξίες της. Οφείλει να υπερασπιστεί τα ευρωπαϊκά ιδεώδη, να υπερασπιστεί την ασφάλεια και την ευημερία των λαών. Εμείς θέλουμε και αγωνιζόμαστε για μια Ευρώπη που πραγματικά θα διασφαλίζει και θα προασπίζεται την ασφάλεια και τα σύνορά της από την ανατολική Μεσόγειο μέχρι τη Βόρεια Θάλασσα, που θα προασπίζεται τις αρχές και τις αξίες της.

Európa új populistái azok a politikai vezetők, akik a népre hivatkozva éppen el akarják lopni az európai népek, a mi gyermekeink biztonságos jövőjét, ők ebben a teremben nyilván ma nem tudnának még győzni, de odakint, az utcákon már sok helyen komoly támogatókat gyűjtöttek. Mert miközben mi itt szép szavakban, és valóban felelősségteljes tervekben az európai együttműködést formáljuk, amely békét, fejlődést, új munkahelyeket, szociális, közös juttatásokat és jogokat, és egyáltalán, a nagy világpolitikában egy komoly, versenyképes Európát próbálunk tervezni, addig például az én országomban a kormányzat Magyarországon állami propagandagépezettel próbálja lebontani az Európába vetett hitét az embereknek. Éppen ezért kell megmutassuk, és például ezért írtunk mi, magyar szocialisták egy olyan anyagot, amely megmutatja, hogy a magyar demokrácia hogyan képzeli el az európai Magyarországnak a helyét.   Markus Pieper (PPE). – Herr Präsident! Zum Verhofstadt-Bericht: Ja, Europa muss mit Trump und Brexit zusammenstehen. Der Weg zur Verteidigungsgemeinschaft, die Sicherheitspolitik, der effizientere Umgang mit Geldern.

Richtig ist im Bericht auch die Kritik an den Mitgliedstaaten, die blockieren und mehr Europa verhindern: Grenzschutz, Schengen, Datenaustausch sind Beispiele. Aber der Bericht wäre noch besser, wenn die Kritik an den Mitgliedstaaten sich auch auf die permanente Verletzung europäischer Schuldengrenzen beziehen würde. Von Deutschland bis Griechenland – den Stabilitätspakt haben wir mehr als 100-mal verletzt. Warum sprechen wir das im Bericht nicht direkt an? Stattdessen zu fordern, dem ESM und der neuen Haushaltskapazität jetzt die Möglichkeit der Kreditaufnahme zuzugestehen, aber gleichzeitig nichts zur gigantischen Verschuldung von Mitgliedstaaten zu sagen, das heißt letztlich, das Prinzip von Haftung und Verantwortung, das sich hier bewährt hat, auszuhebeln.

Das ist nicht europäisch. Das treibt die Gemeinschaft eher auseinander. Deshalb: Mehr Europa in Außen- und Sicherheitsfragen, ja, mehr Europa in der Wirtschafts- und Währungsunion, ja. Aber erst Entschuldung, dann mehr Integration.

  Enrique Guerrero Salom (S&D). – Señor presidente, el diseño institucional prefigura el futuro de las organizaciones y dificulta o garantiza su supervivencia.

La crisis ha demostrado que la Unión Europea está, en su diseño institucional, llena de insuficiencias y llena de disfuncionalidades. Los informes que hoy debatimos aportan propuestas concretas para resolver muchos de estos problemas de diseño.

Pero por encima del diseño está la adhesión, el apoyo de los ciudadanos a un proyecto concreto y a su futuro. Y ese apoyo, hoy, es débil para la Unión Europea y solo podrá ser fuerte si la Unión es capaz de resolver con decisiones europeas necesidades de los ciudadanos.

Para ello se necesita un presupuesto consistente: para crecer, para distribuir mejor, para garantizar libertades, para aportar convergencia y para ser solidarios con el resto del mundo.

  Michaela Šojdrová (PPE). – Pane předsedající, tyto tři zprávy, které projednáváme, mají společného jmenovatele, a to je najít odpověď na nedůvěru občanů vůči EU. Jejich předkladatelům za všechny tři zprávy děkuji.

Zpráva poslance Verhofstadta považuji za velmi zajímavý intelektuální počin, který je užitečný pro veřejnou diskuzi, ale nemůže se stát pro nás závazným rámcem. Já jsem nekandidovala do Evropského parlamentu s vizí centralizace. Souhlasím s některými návrhy, jako je vytvoření obranné unie nebo návrh na jedno sídlo Evropského parlamentu, ale nesouhlasím s posílením federalizace, respektive centralizovaného rozhodování v ekonomických a sociálních otázkách, jako je návrh na přijetí konvergenčního kodexu nebo nová pozice pro evropského ministra financí se silnými pravomocemi. Nesouhlasím s tím, aby poslanci ze zemí mimo eurozónu byli z hlasování v některých otázkách vyloučeni.

Za realističtější považuji zprávu kolegy Broka. Odpovědí na očekávání občanů jsou konkrétní kroky, které zde budeme tento týden schvalovat.

  Markus Ferber (PPE). – Herr Präsident! Ich will es ganz kurz machen. Viele Menschen haben den Eindruck, dass die Europäische Union für sie keinen Mehrwert bringt, ein bürokratisches Monster ist und sich nicht an die Regeln hält. Darauf müssen wir Antworten finden. Wir müssen auch einmal aufhören, uns nur mit uns selber und damit zu beschäftigen, wie wir die Verträge in den nächsten Jahren entwickeln wollen, sondern wir müssen Antworten geben.

Die erste Antwort muss heißen: Die Kommission als Hüterin der Verträge hat dafür zu sorgen, dass die Regeln eingehalten werden. Wir brauchen nicht neue Institutionen, sondern das, was verabredet wird, muss gelten. Zweitens: Wir brauchen einen Rat, der akzeptiert, dass die Aufgaben, die er auf die Europäische Union überträgt, auch auf europäischer Ebene entschieden werden. Wir haben Entscheidungsprozeduren, die nicht dazu beitragen, dass wir dort handlungsfähig sind, wo Europa handelt. Und drittens, liebe Freunde: Wir brauchen ein Europäisches Parlament, das wirklich die Bürgerinnen und Bürger vertritt und nicht Interessen, die hier im Hause vielleicht mehrheitsfähig sind, aber bei den Menschen nicht. Wir brauchen nicht neue Institutionen in Europa, sondern wir brauchen ein klares, regelbasiertes Handeln.

  Milan Zver (PPE). – Pred natanko stotimi leti je umrl avstro-ogrski cesar Franc Jožef.

Takrat je divjala vojna, to je bil čas, ko so prevladovale centrifugalne sile, razpadale so države, rojevali so se novi totalitarizmi in avtoritarni sistemi, na desetine milijonov ljudi je bilo pobitih.

Vsaj na zahodu je pred skoraj šestdesetimi leti z nastankom Unije prevladala kultura življenja, kultura miru in kultura blaginje. A na žalost ne trajno. Kriza v zadnjih letih je ponovno obrnila tok zgodovine – ekstremizem je ponovno »in«.

Naj današnja razprava spodbudi razmišljanje o naši skupni usodi. Premalo nas je, da bi se delili. Skupaj z Američani nas je manj kot 10 % v globalnem merilu.

Morda je za Unijo bolje ta hip, da umirimo žogo. Bolj kot ihta, da še naprej vzpostavljamo nove in nove strukture in skupne politike Evropske unije, bi bilo koristneje, če bi utrjevali evropsko pripadnost, zavezo, identiteto. Šele na tako utrjeni podlagi lahko gradimo v prihodnosti kaj več.

  Андрей Ковачев (PPE). – Г-н Председател, дебатът за бъдещето на Европейския съюз не трябва да се води само тук, но и в националните парламенти и в гражданското общество. Трябва да отговорим на очакванията на европейските граждани за повече физическа и социална сигурност, а не да изпращаме сигнали на разединение.

Мирът като аргумент за нуждата от Европейския съюз не е клише, но не е и достатъчен. Фрагментирането на Европейския съюз в различни групи и формации е котрапродуктивно. Всички стъпки за укрепване на еврозоната трябва да бъдат отворени и към страните извън еврозоната, които са заявили желание да се присъединят.

Доверие на европейските граждани в европейския проект ще има, ако покажем, че той е ефективен и адекватен на заобикалящия ни свят. На сегашния етап това означава обща защита на външните граници, споделяне на отбранителен капацитет, обща борба с тероризма и справяне с външните заплахи, обща и солидарна миграционна политика, силна и единна външна политика, както и инвестиции за растеж, заетост и конкурентоспособност.

  Maria Grapini (S&D). – Domnule președinte, o Europă unită era dezideratul liderilor mondiali după cel de Al Doilea Război Mondial și, iată, după zeci de ani, 60, ne aflăm în fața unei Europe dezbinate, o Europă în criză.

Pentru a ieși din criză trebuie să fiți atenți cum tratați cetățenii, toți cetățenii europeni, nu numai pe unii, nu mai trebuie să existe cetățeni de diferite categorii. Toți suntem cetățeni europeni, nu trebuie să mai existe două, trei sau patru Europe, euro/non-euro, Schengen/non-Schengen.

Sper că aceste trei rapoarte nu sunt doar pentru cartea albă pe care o pregătiți pentru summit, domnule comisar. Am apreciat mult intervențiile colegilor și, în mod deosebit, intervenția domnului Brok. Toate instrumentele, mecanismele pe care le introducem nu trebuie să afecteze statele și cetățenii din zonele non euro, nu trebuie să mai alimentăm neîncrederea cetățenilor în Uniunea Europeană. Trebuie să rezolvați zona Schengen, nu puteți să mai trimiteți țări în afara spațiului, așa cum este cazul țării mele, România, deși, tehnic, este pregătită, doar pentru că o țară, Olanda, se opune.

Este foarte importantă comunicarea a ceea ce facem, a deciziilor luate pentru a crește încrederea cetățenilor. Faceți aceleași greșeli ca și guvernele care nu comunică bine decizii bune și nu pot să votez articolul 59 al domnului Verhofstadt

  Branislav Škripek (ECR). – Mr President, some Members in this Chamber think that more Europe, more federalism is a solution. I think this is absolutely wrong. The political union being peddled would be a total disaster. More power to the EU institutions simply will not substitute for the lack of credibility the EU is suffering today.

We reject the rise of extremism in our countries. We must fight against it, yes. Today you ask for more sovereignty from people but you have not given the slightest reflection to why the EU is in crisis. My question is: what have we learned from Brexit just recently? What have we learned? I do not see any reflection here. This is what people despise. This is what creates anger and opposition. This is feeding extremist movements in Europe more and more. So let us emphasise the role of national parliaments over the much publicised power of the EU. Moreover consider the waste of money that is more and more Europe.

Europe needs reform, but it starts by respecting national states and their citizens. Furthermore, we must honour the founding fathers of this House and of the EU by respecting the God-given values they treasured.

  Izaskun Bilbao Barandica (ALDE). – Señor presidente, Europa necesita una refundación federal, una soberanía europea y unas instituciones que, aplicando con inteligencia el principio de subsidiariedad, la plasmen en legitimidad democrática, presupuesto y objetivos, consiguiendo consagrar las ventajas del espacio único a promover más y mejor empleo, a consolidar nuestro modelo social y a convertir la industria y la economía circular en la base del crecimiento.

Eso requiere política con mayúsculas, como la que propició la integración de la antigua Alemania del Este en nuestra Unión o la que abrió camino al programa PEACE de Irlanda del Norte. En este empeño tenemos credibilidad y trayectoria naciones como Euskadi, que nunca hemos vivido de gestionar fronteras, frente a quienes bloquean soluciones en el Consejo y nacionalizan los éxitos de todos y europeízan sus propios fracasos.

Por eso defendemos sin complejos enmiendas contra la competencia fiscal entre Estados miembros, a favor de un mínimo compartido para nuestro modelo social, para garantizar la suficiencia e independencia financiera de la Comisión Europea o para dar cauce a causas que se nos van a presentar, por ejemplo en Escocia, que pueden ayudar también a algunos Estados que niegan soluciones políticas a su propia diversidad.

  Takis Hadjigeorgiou (GUE/NGL). – Mr President, I have been in the room for almost three hours, perhaps longer than anyone else and certainly longer than any of the Commissioners.

Let me tell you that my party is not against Europe. However, we support a better Europe. There are millions of unemployed people out there and, if they have followed our discussion, they unfortunately now know that they will remain unemployed for longer.

Secondly, only a few in this room referred to the eurozone, which in my opinion is one of the root causes of the tragic situation we are facing today. I mean that its structure and the way it was created constitute one of the reasons for the problems so many people are trying to resist.

  Indrek Tarand (Verts/ALE). – Mr President, I would like to thank Mr Verhofstadt for these very well calibrated proposals which, in writing, look much better than the over-cautious rhetoric about the United States of Europe. The report is very timely yet, on the other hand, we would be better off if we had adopted it before the 2014 elections so that European citizens could have given us, or not given us, a mandate to accomplish those ideas. That is why I would like to propose that you do not pin your hope so much on the possible convention but, rather, keep it simple.

We, the elected representatives of the people, must be able to debate, vote and adopt changes to the Treaties. I would like to give all my support to today’s rapporteurs if they will go out and truly defend the prerogatives and the full duties of this European Parliament. The selfish slogans à la ‘Make this or that country great’ – at the cost of the other countries – could easily be defeated under the motto: ‘Make this Parliament great again’. Thank you for making an attempt.

  Zoltán Balczó (NI). – Elnök Úr, az Unió jövőjéről szóló jelentésben a következő állítás szerepel: „a populista pártok és a nacionalista mozgalmak előre törése azt eredményezte, hogy a lakosság egyre nagyobb része elégedetlen a(z) [...] Unió működésével”. Ez az állítás logikailag téves, okot és okozatot cserél föl. Az európai lakosság mind nagyobb része jött rá arra, hogy nem fogadja el, hogy egy 500 milliós olyan birodalom tagja legyen, amelyben az emberek mindennapi életét egy központból irányítják. Önök, a jelenlegi többség, vindikálja magának a jogot, hogy Európa Pártnak nevezze magát. Mi is azok vagyunk. Tudjuk, hogy az európai nemzetek együttműködésének nincs alternatívája. De az Európai Egyesült Államok építésének van alternatívája. A Brexit elég erőteljes hangot adott ennek, de Önöknél süket fülekre talál. Itt az ideje, hogy szembenézzenek, és egy másik irányból, új alapokról építsük ezt az együttműködést.

  Valdis Dombrovskis, Vice-President of the Commission. – Mr President, honourable Members, thank you very much for today’s very interesting debate. In conclusion I will address the issue of budgetary capacity for the euro area, on which the report by Ms Berès and Mr Böge aims to put forward a consensual position of the European Parliament. We need to see it in the wider context of the work on completing economic and monetary union.

The Five Presidents’ Report of June 2015 set out how to go about this. We have already seen progress on the four unions as outlined in the report’s first phase: an economic union focusing on convergence, prosperity and social cohesion; an integrated financial union to finance companies and households better and to ensure financial stability; a closer fiscal union for sound and integrated fiscal policies; and a political union to safeguard democratic accountability and strengthen legitimacy where needed. Further deepening of EMU should be built on the existing instruments, notably the European Semester, putting more flesh on its bones and strengthening its credibility and effectiveness.

The idea of the convergence code, creating a more binding framework for economic policy coordination around key economic competitiveness and social targets, would go in that direction. Also any further refinement of our economic and monetary union must fully respect the provisions of the Stability and Growth Pact. Only then will we have the stability and credibility we need for more ambitious designs.

At the same time, the Five Presidents’ Report also noted that, in the medium to long term, completing the economic and monetary union may require further institutional evolution and new tools. The existing instruments, the European Stability Mechanism, and previously European Financial Stability Facility, and the European Financial Stabilisation Mechanism have been successful in overcoming the most difficult part of the crisis. The financial system has been reinforced too through the establishment of the banking union.

Looking to the future the Five Presidents’ Report proposes a system of public risk sharing to be enhanced through a fiscal stabilisation mechanism for the euro area as a whole. Its aim would be to deal with major shocks, when national stabilisation systems prove insufficient even if the country hit by the problems has been following all the rules. The main ideas being discussed are all around boosting investment and supporting unemployment benefits, possibly via a reinsurance scheme. Such mechanisms could and should be set up in a way that does not lead to permanent transfers among countries or undermine incentives for sound policy-making at national level.

I understand that these are the sort of questions that were at the heart of the debate you had in drawing up the report by Ms Berès and Mr Böge. As the report was adopted in committee only last night, we are not in a position today to give you a point by point, or line by line, commentary. But we will study the recommendations Parliament adopts this week very closely.

Our common goal is a more resilient and prosperous economic and monetary union. As Frans Timmermans said, the social dimension also runs throughout efforts to complete the EMU. It is clear that the institutional, political and legal challenges are substantial but it is vital that we overcome them. The Commission’s White Paper on the future of Europe will present a wider vision for the future of Europe. It will take into account the very valuable suggestions in the three important reports before us today, which I know are the outcome of long hours of negotiation. In the weeks and months to come we will continue to work closely with Parliament and the Council in this area. There are no easy solutions, no simple answers to such complex issues. Responsibility and solidarity must always go hand in hand, and only when we reconcile our approaches can we all move forward. Today’s debate, I believe, is certainly a step in the right direction.

  Guy Verhofstadt, rapporteur. – Mr President, I will be very brief. First of all, I think that the Commission could react. Fiscal capacity for the euro area has been on the table for two years now and then the Commission comes and says that they have to examine it. But that is another point.

I have heard three fundamental criticisms. The first is that this is too institutional, then that you are creating more – and a bigger – Europe and people do not want that, and that it is too visionary. Those are the three criticisms that I have heard this morning.

Firstly, on institutions, it is not the case that we produce a report on institutions because we like institutions and want to create them. No, we do this because they are the only way to tackle the problems we are facing today. We have been talking about, for example, cleaning up the banks. You need funds to clean up these banks at the European level. On refugee flows, you need a border and coast guard to tackle that problem. In the future, on terrorist threats, you will need an investigation and intelligence capacity at European level. So we are pleading for a number of institutional reforms, not because we like institutions, but because this is the only way to tackle at a European level the challenges we are facing today.

The second thing is that this is only a bigger Europe. No, in the report it is about a smaller Commission, and less regulation but more policies – that is what we need – and also social policies and tax policies. And then, finally, it is too visionary. Well I think that in Europe we need a vision and a project again. It is only when we show the way forward and a vision for the future, rather than just concentrating on day-to-day politics, that people and citizens can again be converted to the new European ideals.

For the rest, I am very encouraged that a big majority of the House has supported the report instead of the extremes on the left and the right.

  Elmar Brok, Berichterstatter. – Herr Präsident, Herr Vizepräsident! Als ich Herrn Dombrovskis so zuhörte, hatte ich das Gefühl, es könnte vielleicht so einer wie er, der erste Präsident der Euro-Gruppe sein, der auch Vizepräsident der Kommission ist.

Aber jetzt zur Debatte selbst. Erst einmal möchte ich mich bei Mercedes Bresso, meiner Ko-Berichterstattern, bedanken. Sie hatte mindestens so viel Arbeit an diesem Bericht wie ich. Ich glaube, das sollte deutlich zum Ausdruck kommen und ich hoffe, dass sie bald wieder hier sein kann, um mit uns zusammenzuarbeiten. Ich wünsche ihr alles Gute.

Der zweite Punkt ist: Bei den rechten und linken Europagegnern sieht man immer: Sie fordern Lösungen, verweigern aber konstant die Instrumente, damit die Lösungen erreicht werden können. Das heißt, sie wollen die Lösungen nicht. Sie wollen nicht, dass unsere Bürger eine Lösung bekommen, damit sie aus dieser Unruhe heraus ihre Brötchen backen können. Dieses ist Antibürgerverhalten, was diese rechten und linken Europagegner hier zum Ausdruck bringen, es ist gegen die Menschen gerichtet.

Der zweite Punkt, den ich benennen möchte, ist: Wir müssen die nationalen Parlamente – das habe ich vorhin vergessen – deutlich einbeziehen. Aber es muss bei den Entscheidungsprozessen klar sein: jeder auf seiner Ebene und keine Vermischung der Ebenen der Zuständigkeiten. Ich glaube, in dem Sinne werden wir ein Stück weiterkommen.

Eine letzte Bemerkung: Ich bin für Souveränität. Aber Souveränität da, wo sie durchgesetzt werden kann. Viele sagen heute: Das kann man europäisch nicht machen, weil es die Souveränität zerstört. Erstens sind die Verträge und die Kompetenzen klar – das ist das formale Argument. Aber das andere Argument ist: In vielen Bereichen ist der Nationalstaat zu schwach, die Souveränität für die eigenen Bürger in dieser globalen Ordnung durchzusetzen. Europa heißt nicht, nationale Souveränität zu vernichten. Europa heißt, über Europa die Souveränität für unsere Völker zurückzugewinnen. Das muss deutlich werden, damit wir hier die Unterstützung unserer Bürger bekommen.

  Jo Leinen, Berichterstatter. – Herr Präsident, liebe Kolleginnen und Kollegen! Die Umfragen von Eurobarometer zeigen doch Monat für Monat, dass eine große Mehrheit der Menschen in allen Mitgliedstaaten der Europäischen Union für die Europäische Union ist. Im Gegenteil: Bei den großen Fragen erwarten die Menschen ein starkes, ein handlungsfähiges Europa. Das gilt insbesondere für die Ankurbelung der Wirtschaft und die Schaffung von Arbeitsplätzen. Wir machen ja Vorschläge für die Stärkung der Eurozone, aber auch für die Stärkung der Wirtschaft in der Europäischen Union insgesamt. Das gilt auch für die Herstellung von Sicherheit, nach innen wie auch allgemein im Umfeld der Europäischen Union. Da gibt es große Mehrheiten in der Bevölkerung, dass die EU gemeinsam handelt und wir deshalb die Probleme lösen können.

Wir brauchen auch einen fairen Wettbewerb, einen Wettbewerb in der Steuerpolitik. Es ist doch ungerecht, dass einige Steuern vermeiden können und sich in Steueroasen flüchten. Wir brauchen einen Kampf gegen Sozialdumping – im Binnenmarkt darf es kein Sozialdumping geben – und natürlich auch einen fairen Handel in der Welt. Wir haben die Themen besprochen, was China angeht, vielleicht demnächst auch, was die USA angehen könnte. Da müssen wir uns schützen, ohne protektionistisch zu sein.

Der geltende Lissabon-Vertrag hat Möglichkeiten, die wir noch nicht ausgeschöpft haben. Wir haben ein Europa der mehreren Geschwindigkeiten. Es muss möglich sein, dass eine Gruppe von Staaten vorangeht und andere dann später folgen. Und in der Eurozone brauchen wir ein Instrument, das diese Zone wetterfest macht. Mir geht es darum, dass wir die nationalen Silos bei der Europadebatte überwinden.

Wir brauchen einfach Plattformen für eine gemeinsame Debatte über die Zukunft. Deshalb rege ich an, dass die Parlamente zusammenkommen, wie 1990 bei den Assisen, und dass letztendlich eine gemeinsame Debatte auch in einen Konvent mündet, der Vorschläge macht für ein besseres, für ein stärkeres Europa – und das möglichst vor den nächsten Europawahlen.

  Reimer Böge, Berichterstatter. – Herr Präsident, liebe Kolleginnen und Kollegen. Was erwarten die Bürger von uns? Dass wir Freiheit und Sicherheit im weitesten Sinne für sie gewährleisten und uns darauf konzentrieren!

Grundlage dafür ist, dass wir es erst einmal schaffen, Toleranz und Vertrauen zueinander zurückzugewinnen. Da haben wir durchaus etwas nachzuholen, oder wie Angela Merkel es hier einmal vor zehn Jahren im Plenum ausgeführt hat: Wir müssen auch einmal bereit sein, mit den Augen der anderen sehen zu wollen. Auch da gibt es manchmal einen gewissen Nachholbedarf.

Dann sollte es doch möglich sein, ein Maßnahmenpaket zu schnüren, das umfassende Solidarität beinhaltet, um Freiheit und Sicherheit zu gewährleisten. Eine Außen- und Sicherheitspolitik voranbringen, die diesen Namen verdient. Stabilisierung unserer Nachbarschaft, weil die Zeiten für uns sonst verdammt unsicher bleiben. Dazu gehört, dass wir internationale regelbasierte Freihandelsabkommen auf den Weg bringen, um unsere Werte, unsere Prinzipien von Wirtschaftspolitik, von sozialer Verantwortung global stärker verankern. Dazu gehört der Schutz der Außengrenzen und natürlich auch – wie im Bericht Berès/Böge angesprochen – die nachhaltige Stabilisierung der Eurozone im Interesse der gesamten Europäischen Union.

Wenn uns das gelingt, uns in den nächsten Monaten auf solche konkreten Zielvorgaben zu verständigen und dann auch mit einer gewissen Kompromissfähigkeit Lösungen dafür anzubieten, dann werden wir das Vertrauen der Bürger rechtfertigen und dort, wo es verloren gegangen ist, auch zurückgewinnen.

  Pervenche Berès, rapporteure. – Monsieur le Président, Monsieur le Vice-président, comme M. Verhofstadt, je suis un peu déçue que vous n’ayez pas pu lire le rapport Böge—Berès. Il est sur la table depuis très longtemps maintenant et a été – c’est vrai – voté hier soir, mais dans une version qui n’a pas beaucoup bougé depuis longtemps.

Avec Reimer Böge, nous savons que cette capacité budgétaire pour la zone euro est une pièce indispensable. Je m’adresse particulièrement à vous car, avec le vote de ce rapport et des deux autres rapports, le message que nous envoyons à la Commission européenne est que, dans le livre blanc que vous allez publier, cette question doit être une question centrale.

Quand les temps sont durs, quand le Brexit est là, quand certains veulent réveiller le Grexit, la question est de savoir quel est l’investissement de la Commission et du Parlement européen pour achever la zone euro, afin qu’elle soit ce socle solide que nous avons voulu depuis l’origine, car enfin complété par la création d’un budget de la zone euro – alors le livre blanc sera utile. Mais si vous n’écoutez que les États membres et établissez une espèce de longue liste-catalogue pour faire plaisir à tout le monde, ne faire peur à personne, ne pas diviser au motif que certains seraient dans la zone euro ou pas, vous minerez la base sur laquelle nous sommes assis.

Je fais confiance au président Juncker et souhaite que vous alliez en ce sens pour que cette question d’un budget de la zone euro, à laquelle ont vocation à appartenir l’ensemble des 27 pays membres de l’Union européenne, soit un outil enfin en place, car nous en avons besoin pour assurer la convergence des économies de la zone, notre capacité d’amortir des chocs asymétriques et symétriques, tout en tenant compte d’un pilier social.

  Lorenzo Cesa (PPE), per iscritto. – Il dibattito congiunto sulle tre relazioni in discussione ci permette di cogliere meglio la globalità dei temi in gioco per il futuro dell'Europa. Occorre partire dall'esistente e da una riflessione approfondita sugli strumenti e le potenzialità che ci offre il trattato di Lisbona. Nessun nuovo strumento e nessuna ulteriore sovrastruttura sono necessari per un cambio di passo della nostra Europa. Un più convinto slancio politico, ed una maggior integrazione possono, a trattati costanti, permetterci di far fronte alle sfide dei nostri tempi. Dobbiamo saper rispondere alle emergenze economiche finanziarie, migratorie e di sicurezza. È necessaria più Europa! È doverosa una convita integrazione politica della nostra Unione. Questo il senso delle tre relazioni che ci accingiamo convintamente a sostenere.

  Birgit Collin-Langen (PPE), schriftlich. – Ich stimmte mit den Forderungen der Berichterstatter überein. Der Ansatz, den Vertrag von Lissabon für eine Neuausrichtung der EU komplett auszuloten, ist der richtige Ansatz, um die EU für die Zukunft tauglich zu machen. Ein Konvent ist für die nächsten 10 Jahre nicht absehbar. Die Europäische Union und ihre Mitgliedstaaten stehen bisher nie dagewesenen Herausforderungen gegenüber. Wir müssen das verlorene Vertrauen unserer Bürger wiedergewinnen, indem Entscheidungsprozesse transparenter gestaltet werden und die Rechenschaftspflicht der Institutionen, Agenturen und informellen Gremien (etwa der Eurogruppe) verbessert, die Zusammenarbeit zwischen den Einrichtungen intensiviert und die Handlungsfähigkeit ausgebaut wird. Wir müssen die rechtlichen Möglichkeiten, die uns die Verträge bieten, in vollem Umfang ausnutzen.

  João Ferreira (GUE/NGL), por escrito. – O debate de hoje, sobre «o futuro da União Europeia», é a melhor demonstração de que as notícias da morte da grande coligação entre a direita e a social-democracia europeias eram manifestamente exageradas.

As forças responsáveis, desde sempre, pela condução de um processo de integração capitalista contrário aos interesses dos povos, perante o desastre que criaram, querem forçar uma fuga em frente. Mesmo sem alterar os tratados, o que desejariam fazer mas não podem, porque os povos não o permitiriam, querem forçar alterações de enorme magnitude e não deixarão de ter profundas consequências.

Assumem, sem rodeios, a intenção de limitar ainda mais a soberania dos Estados, concentrando mais poder nas instâncias supranacionais controladas pelas grandes potências. Já nem se dão ao trabalho de disfarçar: exigem o fim da unanimidade e a criação de um ministro das finanças da UE. Para apertarem mais o garrote, têm de concentrar mais poder. Como noutros tempos, inventam inimigos externos para justificarem a deriva militarista, securitária, antidemocrática.

Falam do futuro mas, sem se darem conta, já são passado, um passado triste que não deixará saudades.

O que esta discussão, mais uma vez, evidencia é que, para salvar a Europa, é preciso derrotar a UE.

  Ivan Jakovčić (ALDE), napisan. – Kakva budućnost Europe? Imamo li uopće snage nešto radikalno promijeniti?

Apsurd čitave priče je da se veliki euroentuzijazam koji je postojao do 2005. godine nije iskoristio kako bi EU ojačala. Formalno, to je bilo teško jer se Velika Britanija uvijek opirala produbljivanju odnosa u EU, a danas je kroz referendum o Brexitu definitivno otišla dok je Europa u još dubljoj krizi. U međuvremenu politika se počela mijenjati u Poljskoj, Mađarskoj i još neki drugim zemljama i time se kriza dodatno produbila.

Europa luta i nema odgovor. Predloženi Izvještaji Verhofstad i Brok-Bresso naznačuju neka rješenja, ali ne doživljavam ih kao dovoljno hrabra i cjelovita rješenja.

  Krystyna Łybacka (S&D), na piśmie. – Unia, która może zdobyć większe poparcie wyborców to Unia bardziej socjalna, bezpieczna oraz nastawiona na poprawę warunków życia swoich obywateli. Unia bardziej socjalna to Unia o wysokich i zmodernizowanych standardach socjalnych, wspierająca równy dostęp do rynku pracy, włączenie społeczne i prawa pracowników. Aby sprostać tym wyzwaniom, potrzebujemy nowego paktu społecznego zorientowanego na wsparcie społecznej gospodarki rynkowej, niwelację nierówności społecznych oraz przestrzeganie praw podstawowych, w tym prawa do swobody przemieszczania się. Musimy bardziej wspierać reformy społeczne za pomocą funduszy strukturalnych i inwestycyjnych. Regulacje prawa pracy i systemy ubezpieczeń społecznych powinny być dostosowane do współczesnych realiów, tak aby zapewnić odpowiednie warunki pracy oraz ochronę socjalną pracownikom na każdym szczeblu.

Unia bezpieczna to Unia zjednoczona w walce z terroryzmem i radykalizmem. Niezbędna jest systematyczna i kompleksowa wymiana informacji pomiędzy służbami zajmującymi się zwalczaniem terroryzmu w poszczególnych państwach i agencjami wywiadowczymi. Potrzebujemy także bardziej efektywnej polityki azylowej i migracyjnej w celu zapewnienia większej kontroli i ograniczenia napływu migrantów do Unii Europejskiej.

Back then, the founding fathers had a vision for a united Europe and they believed in it with all their being. Today, Europe faces more challenges than ever before. This is why it is very important to remember the legacy of Rome and shape our new vision for the European Union. This discussion should not only be in the corridors of the EU Institutions; we need to get on the ground and listen to the people – the majority of them wants European-wide solutions for the challenges we face nationally.

The resolutions for the future of Europe are a good base to start this discussion, yet they outline solutions only to the problems we have today. We have to be visionaries and define what the problems of the future are, then provide a safety net.

  Csaba Molnár (S&D), írásban. – Az EU márciusban lesz 60 éves. Egyes tagállami vezetők ezt úgy ünneplik, hogy Európa ellen tüzelik választóikat, bontják az európai egységet, az oroszok szekerét tolják. Az EU miatt nincs háború 60 éve, az EU miatt tapasztaltunk soha nem látott gazdasági növekedést, az EU miatt nem kell sorba állnunk a határon, az EU miatt tanulhatnak gyerekeink a világ legjobb egyetemein ingyen és bérmentve, az EU miatt épülnek utak, újulnak meg az óvodák és az iskolák. Vannak olyan tagállami vezetők, akik ezt nem értékelik. Csak potyautasként élvezik Európa előnyeit, de hozzájárulni már nem akarnak ahhoz. Nem véletlen, hogy minden mérvadó európai vezető kétsebességes EU-ról és Orbán ellen beszél. Az új, kétsebességes EU-ban lehetnek társult tagok és rendes tagok. A rendes tagok élvezik az EU minden előnyét, a társult tagok pedig csak másodrendű országok lennének.

Ahogy ma állunk, nem kérdéses hogy hova kerülnénk mi, magyarok Orbán miatt. Ha kimaradunk Európából, az az Orbán-kormány történelmi bűne lesz. Ha hátat fordítunk Európának, orosz-kínai befolyási övezet leszünk, valahol kelet és nyugat között, a senki földjén. A mi álláspontunk világos: európai egység, európai bérek és európai fejlődés. A kormány bukása után visszavezetjük Magyarországot oda, ahova tartozik: Európába.

  Victor Negrescu (S&D), în scris. – Dezbaterea despre viitorul Europei este foarte importantă. Avem nevoie de un dialog deschis despre cum vrem să arate Uniunea Europeană, trebuie să ne regăsim identitatea, trebuie să ne gândim la viitorul tinerei generații de europeni.

Această dezbatere trebuie însă să fie una amplă, care să implice toți actorii europeni, societatea civilă, sindicate, patronate, dar mai ales cetățenii europeni. Adevăratele soluții vin de la ei. Adevăratele soluții pot să vină de la cei mai tineri, pentru că optimismul lor și încrederea în proiectul european pot să genereze adevăratele idei pentru viitorul Europei. Sunt sigur că ceea ce o să vă spună tinerii din generația mea este că nu își doresc o Europă cu două viteze, nu vor o Europă fracturată, își doresc ca peste tot în Europa cetățenii să trăiască în condiții decente, vor o Europă mai transparentă, mai accesibilă și mai umană. Acest lucru înseamnă că primul pas este să deschidem poarta pentru o dezbatere reală și că propunerea de raport pe care o discutăm aici nu poate reflecta adevăratele ambiții ale tuturor cetățenilor europeni.

Să înceapă dezbaterea și, mai ales, este timpul să învățăm să ne ascultăm, pentru a putea construi Europa de mâine, pe care ne-o dorim cu toții mai puternică și mai unită ca niciodată!

  Емил Радев (PPE), в писмена форма. – Предизвикателствата, пред които е изправен Европейският съюз през последните години – миграционна криза, криза със сигурността, „Брексит“, логично налагат необходимостта от анализиране на европейския подход – да видим къде да го запазим, къде да го подобрим, къде да го надградим. Преди да заговорим за промяна на европейските договори обаче, трябва да се фокусираме върху използването на съществуващия капацитет и законодателни рамки на ЕС, прилагане на европейското законодателство от всички държави членки, както и подобряване на сътрудничеството между тях.

Също така изключително важно е нито сега, нито в бъдеще ЕС да не се превръща в съюз на две скорости. Противопоставям се на идеите за създаване на две категории държави по отношение на членството в еврозоната, както в момента наблюдаваме по отношение на Шенген. Недопустимо е държави като България, които не са в еврозоната, да не бъдат вземани под внимание при решения, касаещи бъдещето на еврото, към което ние така или иначе ще се присъединим. Вярвам, че за да бъде успешен, ЕС трябва да функционира като едно цяло, да работи по общи за всички държави членки правила и да защитава еднакво интересите на всички.

  Alfred Sant (S&D), in writing. – While having every respect for the competence and dedication of the rapporteurs, I consider the exercise that they undertook to define the parameters of a budgetary capacity for the eurozone as technically interesting but politically premature. The fundamental problem facing the eurozone is not its design, though this needs to be considered; it is the lack of a political will to accept that the growing divergences within the eurozone have to be first of all recognised and corrected through a new political agreement. Divergences have resulted, and are growing, due to a too fast and blinkered development of the eurozone project, on the back of the EU’s soft power and in disregard of the impact of globalisation. Eurozone rules automatically advantage the stronger members to the detriment of the weaker. Such a situation can only be corrected though political action, not through the addition of new rules to the system. Though technically insightful, the budgetary capacity additions being proposed will indeed serve to enhance divergences, not reduce them, in the absence of a new political agreement. Unfortunately, the current exercise amounts to one in which the cart is being put before the horse. I cannot support it.

  Daciana Octavia Sârbu (S&D), în scris. – Uniunea Europeană se află la răscruce de drumuri. Brexit-ul, creșterea tendințelor naționaliste, valul de migrație, amenințările teroriste sunt doar câteva dintre provocările majore cu care se confruntă Uniunea. Tocmai în aceste momente, este nevoie de o abordare solidară și unitară pentru rezolvarea problemelor. Este inacceptabil să începem să facem scenarii de evoluție diferențiată între zona euro și non-euro, între Est și Vest. Doar unită, Europa poate rămâne puternică. Construcția europeană a fost gândită în primul rând pentru a asigura pacea pe continent, de aceea menținerea acestei structuri politice și economice este crucială. Trebuie însă ca UE să fie mai aproape de cetățeni, de aceea este datoria noastră, a fiecăruia, să explicăm europenilor beneficiile apartenenței și riscurile care ar surveni din izolarea statelor membre. Uniunea nu mai poate fi țapul ispășitor pentru tot ce nu funcționează bine în statele membre, dar trebuie să fie, în schimb, o entitate care poate guverna eficient și rezolva probleme care nu pot fi soluționate la nivel național.

  Csaba Sógor (PPE), in writing. – After 60 years since the signature of the Treaty of Rome, after many remarkable accomplishments often achieved in times of economic and political difficulty, but also after a recent history of strong adversities, including the first decision of a Member State electorate to leave the EU – the time is indeed ripe to clarify what our Union is, what purposes it serves and how it should use its tools to better serve those purposes.

Avoiding the traps of easy solutions professed by radicals on right and left, and building on the strength of our open economy and multi-level democracy, we must fix what is not working, and push forward for stronger and bolder policies and swifter decision-making processes. The Union is the best vehicle our continent has devised in order to be able to shape our economic, social and environmental, and security situation in the world, but it is not perfect: it can and it should be improved.

  Theodor Dumitru Stolojan (PPE), în scris. – Astăzi, în dezbaterea Parlamentului European, au fost puse trei rapoarte cu privire la viitorul Uniunii Europene. Din păcate, niciunul dintre aceste rapoarte nu va primi votul meu în ședința din ziua de 16.2.2017. Motivul este unul simplu: nu voi vota niciodată un raport în Parlamentul European prin care se introduc diferențieri între statele membre în ceea ce privește egalitatea votului sau constituirea unui nou parlament al zonei euro, care să funcționeze în cadrul Parlamentului European.

Elitele europene au adoptat, pe bună dreptate, sloganul „Uniți vom învinge, dezbinați vom pierde” dar, în practică, prin cele trei rapoarte, se propun soluții care dezbină Uniunea Europeană.

  Beatrix von Storch (EFDD), schriftlich. – Diese Debatte ist ein sarkastischer Höhepunkt der Plenarwoche. Die Christ-, Sozial- und Gründemokraten haben sich auf eine Vision für die EU geeinigt, die nicht schön für Europa ist. Sie wollen die EU durch zweierlei Maßnahmen weiterentwickeln: Erstens sollen die rechtlichen Möglichkeiten der existierenden Verträge bis zur Überdehnung ausgeschöpft werden, um der EU möglichst viele Aufgaben zu geben. Zweitens sollen neue Europäische Verträge her. Für die neuen Verträge schlagen Sie einen EU-Finanzminister vor, inklusive EU-Schatzamt und Steuererhebungsrecht, sowie eine EU-Wirtschaftsregierung, dazu einen EU-Außenminister – und das ist bei weitem noch nicht alles. Diesen großen Wurf für noch „Mehr Europa“, mehr Zentralisierung und weniger Mitspracherecht der Mitgliedstaaten – also die Vereinigten Staaten von Europa – zu diskutieren, als ob der Brexit gar nicht stattgefunden hätte, zeigt, dass sie, die Brüsseler Granden, in ihrer eigenen bürgerfernen Welt leben. Ein Tiefpunkt des Parlamentarismus ist, dass diese Schlüsselpositionierung von CDU, SPD und Grünen unter Missbrauch der Geschäftsordnung des EU-Parlaments als „nicht-strategisch“ bezeichnet wurde, um dadurch Änderungsanträge von uns Euro-Realisten zu verhindern.

  Mihai Țurcanu (PPE), în scris. – Consider că trebuie avute în vedere, în discuțiile privind viitorul Uniunii Europene, implicațiile geopolitice ale unor posibile decizii. O Europă cu două viteze, da, poate ar salva UE pe moment, dar pe termen lung i-ar arunca pe est-europeni în brațele Rusiei.

De aceea, adresez Europei Occidentale apelul de a nu abandona încă o dată Europa de Est. De 27 de ani, noi, românii, și celelalte popoare din fostul lagăr sovietic facem eforturi intense pentru integrarea europeană. Acest proces riscă să fie compromis prin eventuala împărțire a Europei în state de primă mână și state de condiție inferioară. Raportul domnului Verhofstadt cuprinde, din păcate, pe lângă multe propuneri binevenite, și această delimitare pe baza apartenenței la zona euro.

Și mai grave mi se par propunerile recente ale premierului valon, Paul Magnette, de aruncare peste bordul UE a noilor state membre. Cinismul nu poate salva o Europă care abdică de la propriile valori.

  Miguel Viegas (GUE/NGL), por escrito. – O debate de hoje, sobre «o futuro da União Europeia», representa uma verdadeira fuga para a frente. Pior do que ser cego é não querer ver o que está à nossa frente.

O que está à nossa frente é uma Europa em crise, fustigada pelas políticas de austeridade e que provoca junto das populações um sentimento de crescente hostilidade. Desta forma, mesmo sem alterar os tratados – o que desejariam fazer mas não podem, porque os povos não o permitiriam – querem forçar alterações de enorme magnitude que aprofundam ainda mais o poder e o alcance que semearam a crise e o descrédito na UE. Pretendem curar o mal com a doença.

A UE enferma contradições insanáveis que são aquelas do sistema que advoga e defende. Neste sentido, e esgotadas que estão as habituais soluções de recurso, é de um novo modelo de integração que precisamos, um modelo baseado na paz e na cooperação entre Estados livres e soberanos com benefícios mútuos.

Je to zároveň príležitosť vyhodnotiť, kde EÚ funguje dobre, kde má rezervy a nedostatky a v ktorých oblastiach zlyháva. Znovu sa hovorí o tzv. dvojrýchlostnej Európe – teda o tom, že štáty, ktoré chcú pokračovať v hlbšej integrácii, by nemali čakať na tie, ktorým dosiahnutý stupeň spolupráce vyhovuje. Členské štáty, ktoré sa nepripoja k jadru, sa postupne ocitnú na okraji diania, s malým vplyvom na politické rozhodovanie. Tí, ktorí by chceli, aby zákony chránili každý ľudský život a rešpektovali výhradu svedomia, sú dnes v menšine na Slovensku aj v Európe. A byť v menšine v demokracii znamená riskovať, že väčšina prijme zákony, ktoré nám svedomie nedovolí poslúchnuť. Ak sa Slovensko pripojí k jadru Európy, kresťania a aktivisti pro-life hnutia budú vystavení silnému tlaku, aby sa vzdali svojich politických požiadaviek a možno dokonca robili kompromisy aj vo svojom svedomí. No oslabenie nášho vzťahu s Európou by malo katastrofické dôsledky pre našu prosperitu aj bezpečnosť. Len začlenenie Slovenska v EÚ totiž zaručuje prežitie nášho národného spoločenstva a garantuje nám slobodu presviedčať, voliť, hlasovať, aj možnosť občianskej neposlušnosti.
