  Jens Nilsson, frågeställare. – Fru talman! I december 2015 antog rådet slutsatser om främjandet av den sociala ekonomin som en viktig drivande faktor för ekonomisk och social utveckling i Europa.

Det var en milstolpe, det var första gången medlemsländerna i rådet tog slutsatser om den här sektorn. Man gjorde det därför att man ser potentialen i den här sektorn när det gäller den sociala ekonomin, som täcker en stor mängd olika företagsmodeller – kooperativ, naturligtvis, ideella föreningar, ömsesidiga företag, stiftelser – och de fyller en viktig funktion för att uppnå flera av EU:s mål. Det säger alltså enhälligt de 28 länderna i slutsatserna. De säger också att den här sektorn bidrar till en smart och hållbar tillväxt för alla. En smart och hållbar tillväxt med jobb med schysta villkor, social sammanhållning, social innovation och miljöskydd.

Det här är ingen liten sektor i Europa, det finns två miljoner företag inom den här sektorn. De sysselsätter över 14,5 miljoner människor och står för 8 procent av EU:s totala bruttonationalprodukt. Verksamheter inom den sociala ekonomin återinvesterar alltid sin vinst, drivs primärt av sociala och miljömässiga mål och inte i första hand av vinstutdelning till passiva ägare. Det gör att de här företagen kan visa på ett gott exempel när det gäller att tackla en del av våra gemensamma utmaningar i Europa. De skapar högkvalitativa arbetstillfällen, stödjer integrationsprocesser av människor och främjar en ekonomi baserad på demokratisk delaktighet – och det är inte minst viktigt. Det här är något som parlamentet har framhållit tidigare, inte minst i betänkandet om en europeisk pelare för sociala rättigheter.

Den här sektorn betyder oerhört mycket på alla nivåer. Lokalt, för här mobiliseras människor för social sammanhållning i demokratiska strukturer. Som gammal borgmästare i min hemstad vet jag hur viktiga de ideella krafterna är, hur viktiga kooperativen är, hur viktig människors vilja att skapa ett gott samhälle lokalt är. En kommun som min skulle inte klara sig utan den här sektorn.

Regionalt betyder den väldigt mycket, skapar jobb och tillväxt. Många regioner har också den här sektorn som en strategisk tillgång i sitt utvecklingsarbete. Globalt betyder den här sektorn också mycket, det har vi fått kvitto på under den finansiella krisen. Och många säger nu, även OECD och andra, att den här sektorn har en stabiliserade effekt på en marknadsekonomi som är liberal och kanske inte alltid klarar av att vara så stabil som den borde vara. Inte minst som exempel: Det finns undersökningar som visar att företag i den här sektorn klarade den finansiella krisen mycket bättre än många andra sektorer. Se bara på de kooperativa bankerna, som rapporter har visat klarade krisen väldig mycket bättre än många andra.

Under 2016 uppmanades kommissionen i Bratislavaförklaringen om den sociala ekonomin, som undertecknats av tio medlemsstater, och också i rapporten från kommissionens egen expertgrupp, GECES-gruppen, att utarbeta en europeisk handlingsplan för den sociala ekonomin. Med de uppmaningarna och med rådets enhällighet i de här frågorna så bordet det vara enkelt för kommissionen att säga: ”Den här vägen ska vi gå”.

I maj 2017 var det ett antal medlemsstater som antog Madridförklaringen, där kommissionen också uppmanas att ta fram en europeisk handlingsplan i sitt arbetsprogram för 2018. Det är för att stimulera en sektor som faktiskt främjar de sociala verksamheterna i Europa och dess innovationsförmåga.

Utöver det här så har ekonomiska och sociala kommittén i sitt yttrande om uppstartsföretag och expanderande företag riktat en uppmaning till kommissionen om att sammanföra alla pågående och nya initiativ till stöd för sociala företag genom att utarbeta ett meddelande med en handlingsplan för den sociala ekonomin.

Det finns många som vill ha den här handlingsplanen. Det är många som ser att den här sektorn skulle kunna spela en väldigt aktiv roll i ett Europa som växer, och som växer på människors villkor. Den här sektorn skulle kunna bidra med väldigt mycket mer än vad den gör idag.

Så min fråga är: vad gör kommissionen med anledning av de här uppmaningarna från parlamentet, från rådet, från olika medlemsstater när det gäller att främja företag inom den sociala ekonomin? Planerar kommissionen att i enlighet med de här begärandena utarbeta en handlingsplan för den sociala ekonomin?

  Věra Jourová, Member of the Commission. – Madam President, I wish to thank all the Members for their questions on the social economy. Clearly, this is a key issue for all of us. First, the Commission agrees with Parliament on the importance of the social economy for Europe. Delivering on a more social and fair Europe is a key priority for the Commission. Earlier this year we launched a reflection paper on Europe’s social dimension and the pillar of social rights. This has started a process with citizens, social partners and the European institutions and governments to find responses to the challenges our societies and citizens face. These challenges require innovative social and economic models to deliver more growth and well—being in Europe. The social economy is a core part of this move. It combines solidarity with innovative answers to societal challenges. It answers the growing demand among European entrepreneurs and consumers for a new way of doing business responsibly and sustainably.

Social economy is not another economy; it is part of the wider economy. It makes sense to invest in it, so we want to see the sector succeed.

We have been working with you and other stakeholders to promote the growth of the sector. Over the last years we have taken several measures and our 2011 Social Business Initiative. We have encouraged Member States to develop favourable conditions for the social economy and social enterprises to grow. For instance, the social economy and social enterprises are priorities of the European Social Fund.

We also recognise that there is untapped potential and barriers which hamper the development of the sector in many countries, so we are continuing to develop and implement new measures. The expert group on social entrepreneurship issued some recommendations and we are taking forward a number of them such as increasing visibility, making funds more easily available or enforcing and reinforcing the legal environment.

We have carefully analysed the different proposals presented in different EU political documents and intergovernmental declarations. As a result, we decided to launch a number of new actions to stimulate the development of the social economy. We announced these in our Start—up and Scale—up initiative last year. It would be important for any future initiative after 2018, such as a Social Business Initiative II, to be based on the evaluation of the situation after the current Start-up and Scale-up initiative has been fully implemented.

Our actions rest on five pillars: access to finance, access to markets, development of better framework conditions, new technologies and social innovation and the international dimension of social economic actors. We have made good progress but there are still a number of measures that we announced and that need to be implemented. We are currently working on finalising all this work so that the remaining measures will be implemented next year at the latest.

Given all this work, we think that it would be premature to launch an additional action plan for the social economy at this stage. We want to first deliver what we have promised and then let us see if more needs to be done. We are relying on the support of our informal task force on social economy and social enterprises, involving a number of Commission services.

Honourable Members, once again we fully agree with you on the importance of the social economy for Europe. The Commission adopted this week the Public Procurement Package and it will help also to boost social economy and social enterprises. We will continue to work with all stakeholders to ensure that the voice of the social economy is heard across the whole of Europe. We want to see more enterprises and more innovations change lives.

  Michaela Šojdrová, za skupinu PPE. – Paní předsedající, děkuji paní komisařce za informace a opatření, se kterými já mohu vyjádřit souhlas. Chci připomenout, že sociální ekonomika je oblastí podnikání, které má velmi různorodou podobu v závislosti na právních systémech členských států a obecně lze sociální podnik charakterizovat tím, že veškerý vytvářený zisk investuje zpět do své hlavní činnosti. Sociální podniky jsou tedy založené na potřebě pomáhat konkrétním lidem, komunitám a začleňovat lidi do společnosti. Tím jsou sociální podniky důležité pro společnost a není náhodné, že se o nich bavíme také na evropské úrovni.

V závěrech Rady z prosince 2015, které jsou mimochodem velmi zdařilé, se uvádí, že sociální ekonomika přispívá k dosahování řady klíčových cílů EU a je také odvětvím, které přestálo hospodářskou krizi mnohem lépe než jiná odvětví a kterému se na evropské úrovni dostává stále většího uznání. Chtěla bych připomenout, že sociálních podniků evidujeme zhruba 2 miliony na evropské úrovni a zaměstnávají 14,5 milionu osob. To je myslím velmi silný sektor.

Domnívám se, že každý z nás zná některý ze sociálních podniků. Začleňují znevýhodněné osoby – zkrátka nějakým způsobem ohrožené – a vytváří velmi důležité podmínky pro jejich začleňování. Chtěla bych v této situaci podtrhnout také roli církví, které vytváří podmínky pro charitativní práci milionů lidí v celé Evropě. Dámy a pánové, já se domnívám, že dobrovolnou iniciativu podniků bychom měli podporovat a není v této chvíli nutný akční plán.

  Ангел Джамбазки, от името на групата ECR. – Г-жо Комисар, когато говорите за европейски планове и за социална икономика, трябва да разгледате и да обсъдите най-вече огромния въпрос с драстичното разминаване в доходите и възнагражденията в източната част на Европа и в западната такава. Тази огромна разлика принуждава много млади хора от източната част на Европа да напускат родните си места и да се местят на запад, за да търсят там своето препитание, а това завърта и огромен демографски проблем в тези райони.

Именно тук е и ролята на Комисията и това трябва да напишете в плана си – това е едно от най-важните неща. За него трябва да се работи. Комисията е длъжна да санкционира държавите, които въвеждат протекционистична политика и пречат на развитието на бизнеса. Комисията е длъжна да реагира, когато например в Германия се приема законодателство, което е насочено срещу предприемачите от Изтока. Във Франция има подобно законодателство, в Белгия има подобно законодателство, в Италия има подобно законодателство, което пречи на фирми от Изтока да работят в общия пазар и така нарушава самата идея за единен общ пазар.

Това е задължението на Комисията – да съблюдава спазването на четирите основни свободи и на Договорите. Именно това е може би единствената важна задача, която би трябвало да преследва Комисията, когато говорим за социална икономика. Такива протекционистични мерки има в сферата на транспорта, в сферата на строителството... Фалшивата теза на президента Макрон за т.нар. социален дъмпинг всъщност е прикрит протекционизъм от страна на редица западни фирми. И това е вашата задача и вие трябва да се справите с нея. Обстоятелствата ще ви принудят да го направите. Това е бъдещето на Европа да се говори по тези въпроси.

  Izaskun Bilbao Barandica, en nombre del Grupo ALDE. – Señora presidenta, señora comisaria, gracias por todos los esfuerzos que han realizado, pero creo que el plan de acción al que se refiere esta pregunta no es una opción, creo que es una obligación.

En el País Vasco, la economía social es una de las claves que permiten explicar por qué hemos aguantado la crisis mejor que en la economía española. Este es un modo de emprendimiento que fija mejor el empleo, que estimula más la incorporación de talento a los negocios y que genera un crecimiento sostenible, inteligente e integrador; aporta valores positivos al resto del sistema económico y ofrece esperanza, la otra forma de concebir y utilizar los beneficios, la de devolver al capital su papel de instrumento al servicio de la economía real y no al revés.

Por eso se necesita, para empezar, un marco legal y fiscal claro y homogéneo a nivel de la Unión, para la economía social y para todas sus formas de expresión, y ese es un obstáculo claro y real para el desarrollo de una forma de emprender y trabajar que se debería promover a nivel europeo y que puede aportar mucho al desarrollo 2020.

  Marie-Christine Vergiat, au nom du groupe GUE/NGL. – Madame la Présidente, je tiens tout d’abord à remercier Jens Nilsson, car je crois que c’est à lui que nous devons l’inscription à l’ordre du jour de ce débat consacré à l’économie sociale et non aux entreprises sociales.

Oui, l’économie sociale est un secteur important qui n’a pas la reconnaissance qu’il mérite. Oui, c’est deux millions d’entreprises, 14,5 millions de salariés, 8 % du PIB de l’Union européenne, une forte résilience à la crise, comme vient de nous le dire Mme Bilbao.

Ce sont des entreprises qui se définissent d’abord par leur statut: coopératives, mutuelles, associations, fondations, et qui ne se réduisent pas seulement à des PME, Madame la Commissaire!

Elles peuvent avoir des tailles très différentes. Même si nombre d’entre elles se caractérisent par un fort ancrage territorial, leurs activités ne sont pas purement sociales et encore moins limitées aux seuls publics les plus défavorisés, même s’il ne fait nul doute que nombre d’entre elles ont une finalité sociale. Elles agissent dans tous les champs de l’économie.

La confusion, volontaire ou non, intentionnelle ou pas, entre économie sociale et entreprises solidaires ne doit pas non plus aboutir à ce que de grandes entreprises fassent du social washing à bon compte. Le chantier des Social Impact Bonds, en ce domaine, a donné lieu à beaucoup d’interrogations et à une nécessité de clarification. Certaines entreprises de l’économie sociale, notamment les plus fragiles d’entre elles, en cette période de pénurie d’argent public, ont besoin de nouvelles possibilités de financement. Des capitaux privés peuvent y pourvoir, mais des garanties sont alors nécessaires, et ces entreprises ont encore plus besoin d’accéder à des financements européens appropriés.

Je vais insister une fois encore sur la nécessité de travailler à un statut qui soit commun à l’ensemble de ces entreprises, à savoir un statut de société de personnes (en anglais, les Personal Companies). Un tel statut ne réglerait pas tout, mais c’est un des plus sûrs moyens de permettre à ces entreprises de faire reconnaître leur spécificité, de ne pas les obliger à se dissoudre dans le modèle dominant de la société de capitaux. Notamment quand elles exercent des activités transfrontalières, elles veulent étendre leurs activités à l’international. C’est un moyen de sauvegarder leur spécificité.

Les entreprises de l’économie sociale et solidaire privilégient le long terme et le réinvestissement des bénéfices, et non la course au profit et la rentabilité à court terme. Elles sont sans doute, de ce fait même, porteuses d’innovations sociales autant qu’économiques. Elles sont fortement créatrices d’emplois. Ce secteur, qui contribue de façon essentielle à la promotion d’un modèle de croissance et de développement plus durable et inclusif, non seulement dans l’Union européenne, mais aussi partout dans le monde, a besoin d’un cadre approprié pour se développer.

Alors il est temps aujourd’hui de développer et de proposer un plan ambitieux pour les entreprises de l’économie sociale et solidaire, dont la diversité doit être garantie, et j’aimerais savoir pourquoi, Madame la Commissaire, vous considérez qu’il n’est pas temps de le faire, comme vous venez de le dire?

Les contributions s’accumulent, les propositions de la Commission restent très en deçà de ce que nous pouvons attendre. Il est temps d’agir pour l’économie sociale et solidaire. Elle le mérite.

  Joëlle Mélin , au nom du groupe ENF. – Madame la Présidente, mes chers collègues, la question posée à la commission de promotion des entreprises de l’économie sociale, assortie d’un plan d’action européen, appelle de multiples remarques, nous en retiendrons quatre:

Premièrement, l’économie sociale dans son principe apparaît comme un instrument majeur et efficace de lutte contre le chômage. En effet, nombre d’Européens sont peu à peu laissés sur le bord du chemin. Cet état de fait est indéniablement l’un des effets pervers de la mondialisation en général, et de 70 ans de construction européenne en particulier, et ce indépendamment des crises économiques récurrentes. Chaque pays européen a donc tout intérêt à structurer durablement son économie sociale en fonction de ses caractéristiques.

Deuxièmement, l’élaboration d’un plan européen d’action ne peut se faire sans définir clairement le statut des entreprises sociales. Si nous considérons les fondements juridiques français, il faut impérativement que ces entreprises répondent à quatre principes: 1) un but autre que le partage des bénéfices; 2) une gouvernance transparente et participative; 3) une gestion orientée vers un développement d’activités; et 4) des réserves juridiquement impartageables. À la clé, un nombre d’emplois très important: 6 % du PIB français, 8 % du PIB européen. Cet encadrement réglementaire s’assortit, et là est la dérive, d’avantages fiscaux notables, qui de façon paradoxale, sont très avantageux pour le secteur bancaire, les mutuelles, les coopératives, les milieux socio-éducatifs et sportifs ou de distribution de soins. Très clairement, cette dérive révèle ainsi des chiffres d’affaires de plusieurs dizaines de milliards d’euros dans certains cas avec, on l’a dit, des avantages fiscaux colossaux. Tout doit être fait pour éviter ces dérives.

Troisièmement, la grande mutation de société du monde du travail en raison de la numérisation et de la robotisation qui rendent ce secteur incontournable.

Voilà pourquoi chaque État membre devra l’intégrer comme une de ses priorités et être inventif quant à toutes les formes qu’il pourra prendre.

Enfin, il apparaît très clairement à nos yeux qu’il s’agit d’un domaine relevant des prérogatives de l’État souverain et que, par définition même, la volonté de mettre en place une économie sociale européenne revient à créer une autre forme de multinationale, en l’occurrence des multinationales n’employant que des pauvres. C’est précisément la société low-cost dont nous ne voulons pas.

  Anne Sander (PPE). – Madame la Présidente, Madame la Commissaire, chers collègues, en 2014, ici, à Strasbourg, plus de 2 000 entrepreneurs sociaux ont lancé un appel pour renforcer le rôle de l’économie sociale en Europe. Trois ans plus tard, il semble que cet appel n’ait toujours pas été entendu et que la Commission tarde à proposer un véritable plan d’action pour l’économie sociale. Aussi, nous devons reprendre à notre compte l’appel lancé à Strasbourg et soutenir cette forme d’économie qui met l’humain au centre du projet de l’entreprise.

Je souhaite insister sur plusieurs points. Tout d’abord, sur l’importance des coopératives dans l’agriculture. La Commission doit donner toute sa place aux organisations de producteurs dans la nouvelle politique agricole commune afin de leur permettre de mieux défendre et valoriser leurs produits.

Ensuite, je pense que nous devons faciliter le financement de ces modèles d’entreprise. À ce titre, j’espère que le nouveau fonds d’entrepreneuriat social, que nous avons voté il y a un mois, permettra de valoriser les investissements dans ce secteur.

Enfin, à l’heure du numérique et de l’économie des plateformes, nous devons être attentifs à la fausse économie solidaire, qui n’a de collaboratif que le nom, et qui permet en réalité de contourner la réglementation sociale.

Aussi, j’attends avec impatience les propositions de la Commission sur le sujet et j’espère qu’elles seront à la hauteur de l’énergie que des millions d’Européens consacrent à cette économie plus inclusive et plus durable.

  Ivan Jakovčić (ALDE). – Gospođo predsjednice, ne mogu razumjeti kako Komisija ignorira činjenicu da 8 % europskog BDP-a i 14 milijuna ljudi koji rade u socijalnoj ekonomiji zaslužuju konzistentan europski akcijski plan u sinergiji sa zemljama članicama. Nikada nemojmo zaboraviti i sinergiju s onim što mogu doprinijeti europske regije, gradovi i općine u Europi, jer i one mogu itekako sudjelovati u socijalnoj ekonomiji.

Dapače, sudjeluju, i neka moja iskustva govore upravo u prilog tome koliko je bitno da se na lokalnom i regionalnom nivou uključi i država, a sada tvrdim i Europska unija, u rješavanje problema u socijalnoj ekonomiji. Ja ću istaknuti samo jedan od njih, jer nemamo vremena, a to je način financiranja i omogućavanja povoljnijeg financiranja takvih poduzeća. Tu mislim da Komisija treba odigrati važnu ulogu.

  Danuta Jazłowiecka (PPE). – Pani Przewodnicząca! Dane pokazują, że ekonomia społeczna w Unii Europejskiej funkcjonuje dobrze pomimo kryzysu gospodarczego, którego skutki nadal są odczuwalne w niektórych krajach. Sektor ten zatrudnia 14,5 mln osób i odpowiada za 8 % wzrostu gospodarczego Unii Europejskiej. Ekonomia społeczna generuje więc miejsca pracy, a co więcej, działa na rzecz długotrwałego włączenia społecznego. Sytuacja na europejskim rynku się poprawia. Poziom bezrobocia znacząco się obniżył i są kraje w Europie, gdzie mamy do czynienia z bezrobociem naturalnym, a więc takim, poniżej poziomu którego nie można zejść.

Niestety wskaźnik aktywności zawodowej w wielu krajach jest nadal niezadowalający i dotyczy to głównie kobiet, osób starszych i osób niepełnosprawnych. Osoby te stanowią ogromny potencjał, który nadal w Europie nie jest dostatecznie wykorzystany. Jestem przekonana, że gospodarka społeczna ma wypracowane instrumenty, aby te grupy społeczne zaktywizować. Warto je wykorzystać. Będzie to miało pozytywny wpływ na europejską gospodarkę, a także poprawi poziom włączenia społecznego w Europie. Konieczne jest więc uzupełnienie nowej strategii przemysłowej o plan działań na rzecz gospodarki społecznej. Dlatego też przyłączam się do apelu koleżanek i kolegów o jak najszybsze podjęcie działań w tym obszarze.

  Jozo Radoš (ALDE). – Gospođo predsjednice, gospođo povjerenice, zahvaljujem gospodinu Nilssonu i kolegama iz Međuskupine za socijalnu ekonomiju na ovoj inicijativi. Istovremeno koristim priliku da zahvalim gospodinu Nilssonu što govoreći o liberalnom gospodarstvu nije koristio riječ neoliberalno gospodarstvo, koje se često u mojoj zemlji koristi vrlo neprecizno, bez pravog uvida što to zapravo znači.

Od svih ciljeva koji se žele postići Europskim akcijskim planom za socijalno gospodarstvo, meni je osobno najvažnija socijalna kohezija. Mislim da se razvojem suvremenog svijeta, a tako i Europske unije, gubi solidarnost - kako društvena solidarnost, tako i pojedinačna solidarnost. Zato je važno solidarno pomoći onima kojima je pomoć potrebna da zauzmu svoje mjesto u društvu i u svijetu rada.

Stoga u potpunosti podržavam stavove kolega i zastupničkog pitanja i pozivam Komisiju da što je moguće prije počne ostvarivati Europski akcijski plan za socijalno gospodarstvo.

  Seán Kelly (PPE). – Madam President, I agree completely with the social economy model and I am glad my government does the same, and indeed they have a plan to extend it based on four foundations. Several Irish social enterprises work with marginalised members of our society, including persons with disabilities, to provide them with employment they cannot find elsewhere. During the summer I was pleased to attend what is called a ‘social farming enterprise’ where farmers invite people with disabilities on to their farm to work on a regular basis. This was on a farm in my own area, a cousin of my own, George Kelly from Beaufort, Co. Kerry. This is a great example of integrating people.

One area where this could also work, especially in Ireland, is in the area of wind farms. There is opposition to wind farms now because many people feel that individuals are getting the profits but the whole of society has to carry the burden of noise, etc. which they associate with it; but if it was based on a social economy model then they would all benefit. I think that is something that we will really encourage and I am glad to say, as a rapporteur for renewable energy, that they were including local energy communities in the clean energy package. That certainly could be worthwhile.

One area in which it was very successful in Ireland is the dairy co-ops. This is where farmers actually own the co-op, so the co-op works for the producers, the profits can be shared, they can come together to buy equipment etc., and it works extremely well. I think this is something we should be encouraging more.

  Ivan Jakovčić (ALDE), pitanje koje je podizanjem plave kartice postavio. – Gospođo predsjednice, poštovani kolega Kelly - Vi ste govorili o svojem iskustvu ili barem ste govorili o tome kako osobe s invaliditetom rade u socijalnom gospodarstvu Irske. Ja osobno baš s tim osobama imam jako puno iskustva i zanima me da li u Irskoj postoje posebne beneficije za tvrtke koje zapošljavaju veći broj osoba s invaliditetom ili se baziraju uglavnom na poslovanju s osobama s invaliditetom, da li postoje beneficije u smislu manjih poreza, nekih olakšica - lokalnih, regionalnih, nacionalnih; da li ima tu nešto ili jednostavno nema takvih beneficija?

  Seán Kelly (PPE), blue-card answer. – It is actually part of the plan by the government to extend the social model, so there would be tax breaks etc., and benefits for them. And indeed in the social economy, especially the social farming that I mentioned, the Minister has given it some financial help to encourage this and to expand it out further.

The answer is yes, but there is probably need for more. And when people see the benefits I think it would be easier to convince governments and others to put further finance there.

  Andrejs Mamikins (S&D). – Priekšsēdētājas kundze! Komisāre! Pirmkārt, es gribētu pateikties manam kolēģim un draugam Jens Nilsson par to, ka viņš ir aktualizējis šo problēmu. Jo, godīgi sakot, mēs šeit, Eiropas Parlamentā, ne tik bieži runājam par sociālo ekonomiku, lai gan tas manā skatījumā ir viens no stūrakmeņiem. Tas ir tas, kas atšķir mūs un Eiropas Savienību no pārējiem, no trešajām valstīm. Mēs vienmēr esam tendēti uz to, lai netraucētu stiprajiem un palīdzētu vājajiem. Tas ir tas, kas ir vissvarīgākais.

Sociālā ekonomika nav Ziemeļkorejas tips vai plānveida ekonomika kā PSRS — es to atceros no savas bērnības — vai nav kaut kas, ko dalītu, un tamlīdzīgi. Sociālā ekonomika, pirmkārt, ir atbildība. Atbildība — un atbildība ir ne tikai no darba ņēmēju puses, bet arī no darba devēju puses, un tas ir labi, ka Komisija strādā šajā virzienā. Es negrasos šeit kritizēt Komisiju, jo zinu, cik daudz Komisija ir izdarījusi, lai šos plānus īstenotu.

  Věra Jourová, Member of the Commission. – Madam President, honourable Members, thank you for your contributions to this important debate and also thank you Mr Nilsson for this question. If you allow me to be a little bit personal, I myself worked five years for the municipal office and I recognise very strongly that it is very important to develop the social economy at the local level – and not only at the local level – and to open the possibilities for people to start up entrepreneurial activities and keep them going.

I stressed at the beginning in the opening remarks that we, as the Commission, have fully recognised the importance of the European social model and of our social market economy. We recognise that the social economy is an instrument that brings solidarity and innovative answers to societal challenges that we face, and I also repeat again that the Commission has launched a number of new actions for the social economy as part of the 2016 communication on ‘Europe’s next leaders: the Startup and Scaleup Initiative’.

Let me stress again that we are focusing on five main pillars and actions, including: access to finance, access to markets, developing framework conditions and also using and developing new technologies and innovations. We will follow closely the developments of the social economy and social enterprises in Europe. We are committed to provide the appropriate policy for the social economy to help Europe achieve a more cohesive and inclusive society.

  Dominique Bilde (ENF), par écrit. – L’économie sociale recèle un potentiel de croissance important, puisqu’elle représente déjà 8 % du PIB de l’Union européenne et emploie 14,5 millions de personnes. C’est donc un levier essentiel de création d’emplois et de lutte contre le chômage, ce qui doit évidemment susciter notre intérêt.

J’insisterai néanmoins sur la qualité des emplois créés: en effet, certains indicateurs français pointent vers un recours excessif aux emplois dits «atypiques», c’est-à-dire précaires, ainsi que des proportions de cadres et des rémunérations en dessous de la moyenne du marché du travail. À cette situation déjà préoccupante, il ne faudrait pas ajouter une concurrence entre États membres, qui aurait pour effet de tirer les salaires et les conditions de travail vers le bas.

C’est, hélas, ce à quoi pourrait nous conduire un statut juridique européen des entreprises sociales. En effet, dans certains États, notamment d’Europe orientale, l’économie sociale n’en est qu’à ses balbutiements. Un cadre européen serait susceptible de créer un appel d’air, d’autant plus que des fonds publics et des avantages fiscaux sont parfois en jeu. Une telle initiative est donc aussi dangereuse qu’inopportune, l’emploi demeurant, au reste, une prérogative des États membres.
