  President. – The next item is the debate on the Commission statement on combating sexual harassment and abuse in the EU (2017/2897(RSP)).

  Cecilia Malmström, Member of the Commission. – Madam President, this Chamber has already debated the issue of violence and harassment against women on many occasions. We on the Commission side have highlighted the seriousness of the problems with statistics and studies. We know that at least one in every three women has been a victim of some sort of physical or sexual violence.

But these statistics do not tell enough personal stories, and the reason we are debating this today is because of the global ‘Me Too’ movement. Real stories have exploded in social media and other communication forums during recent weeks, stories that have been kept locked in in the memories and the hearts and minds of millions of women across the world, who have been suffering, who have been silently trying to forget or cope with this or ignore the pain.

Women who have been in some form or other harassed by their boss, by their colleague, by their teacher, their neighbour or a stranger in the street. These stories shout to us. It is a feminist outcry from all across the world from women who say: ‘enough! This is enough! We refuse to be silent, we refuse to accept this.’

This is an impressive movement, and we can only listen to those stories and try to reach from the stories to some action. We must continue to work towards eradicating this problem. Workplaces all over the world, including in the European Union and EU institutions must look at how we can address this. Are we doing enough? Are there enough tools to listen to their signals, to catch those stories, to act in an appropriate way? This is work that needs to be done by men and women together.

Since the creation of the Daphne funding programme in the 1990s, the EU has supported the work of NGOs at grassroots level and of national local authorities, because this debate is much broader. We need to empower volunteers and professionals to work with victims and perpetrators when it comes to sexual violence. Local actors are best placed to tackle the problem on the ground. Without them, victims would be all alone.

We set aside EUR 6 million last year and have set aside EUR 12.7 million this year, and projects across the EU have been a lifeline for many organisations who would otherwise not be able to do their work. In September, in partnership with the United Nations, the EU launched a major spotlight initiative, with an initial investment of half a billion euros, to eliminate all kinds of violence against women and girls around the world.

Thanks to the budget that you have advocated, we will come up with an EU survey on gender-based violence, to be carried out by national statistics institutes and led and coordinated by Eurostat. Together, we have dedicated this year to focused actions to combat violence against women. Many things happened this year and are still happening.

The Commission, for example, launched a campaign which is engaging and supporting professionals, Member States and NGOs in combating the problem. Under that campaign, we set aside EUR 4 million for national campaigns and selected 10 different national projects that are now kicking off. To give an example, we are funding a campaign in association with the Italian football league, focused on passing the message to football fans that violence against women and girls is not acceptable.

From a regulatory perspective, as you know, the EU’s accession to the Council of Europe Convention on preventing and combating violence against women and domestic violence (Istanbul Convention) is an important step forward. This convention brings binding rules on a wide aspect of the types of violence, including sexual harassment and abuse.

Sexual harassment is already sanctioned in EU legislation, but victims – as we have seen lately – do not come forward or cases are not reported or not brought to court. And here we must look at how we can work with national equality bodies to address this problem, so that we contribute, in time, to the support given to those victims.

The model structures of the Istanbul Convention and the EU Victims Directive, with a strong focus on victim support and on the training of police, can make a difference here. We need to keep an eye on implementation, and that is why, under the Victims’ Rights Directive, we have already launched an infringement case for non-transposition of this Directive. We are continuing our compliance check and looking at how the Directive is actually applied on the ground in Member States.

Today you have raised a broad problem that has got legitimate attention through the recent ‘Me Too’ movement. Here we need to go forward, hand-in-hand, we need to work – everybody, especially men – to say no to harassment, no to violence against women. So thank you very much for putting this on the agenda today.

  Agnieszka Kozłowska-Rajewicz, w imieniu grupy PPE. – Pani Przewodnicząca! Molestowanie seksualne to rodzaj przemocy wobec kobiet – mówi o tym wiele ustaw i umów międzynarodowych. Zjawisko jest tak powszechne, że prawie go nie zauważamy. Trudno znaleźć kobietę, która nie doświadczyła zaczepek, obraźliwych żartów, niechcianych esemesów, niechcianych propozycji w miejscu pracy, a czasami gorszych rzeczy. Skoro to zjawisko jest tak powszechne i tak stare, możemy się zastanawiać, dlaczego akurat dzisiaj o nim mówimy i dlaczego akurat wczoraj, dzisiaj i pewnie jutro wszystkie media i internet o tym piszą. Przecież nie weszła w życie żadna nowa ustawa, nie nastąpił żaden przełom w procedurach. Po prostu czara się przelała, przerwano zmowę milczenia. Ofiary molestowania zaczęły mówić anonimowo, w tłumie, jednocześnie i ta synergia sprawiła, że głos stał się znowu słyszalny.

Dzięki temu również wszystkie instytucje zajmujące się rozwiązywaniem problemu molestowania ujrzały światło dzienne. Dowiadujemy się, że istnieją, jaka jest ich struktura, jak są finansowane, jak działają, na ile są skuteczne, co jest największą przeszkodą w zgłaszaniu przypadków molestowania. Dowiadujemy się, że możliwe jest zachowanie prywatności i poufności. Dowiadujemy się także, że większość przypadków, o których piszą media, nigdy i nigdzie nie została zgłoszona w obawie przed wstydem i utratą pracy, a jeśli sytuacja miała miejsce w ważnej instytucji, jak na przykład parlament, dochodzą inne bariery: obawa przed posądzeniem o nielojalność, o szkodzenie firmie, o obniżanie jej prestiżu. Analizujemy więc zachowanie, możliwości i bariery, które napotykają ofiary molestowania. Znowu, jak zwykle gdy chodzi o przemoc, nasza uwaga skupia się na ofiarach. Tymczasem naszej uwadze umyka istotny wątek zewnętrznego kontekstu, w jakim dochodzi do aktów przemocy i molestowania. Mało mówimy o sprawcach i mało mówimy o świadkach przemocy.

W niedawnym wywiadzie francuski minister finansów zapytany, czy złożyłby doniesienie na kolegę, gdyby wiedział, że dopuszcza się on molestowania, bez wahania odpowiedział, że nie, oczywiście, że nie. Odpowiedź francuskiego ministra nie powinna nikogo zaskakiwać, bowiem wszyscy tak robią – zamykają oczy i jest to pierwsza rzecz, z którą należy skończyć. Nie odczuwam dziś satysfakcji, że tak mało uwagi poświęcamy sprawcom molestowania, i nie odczuwam satysfakcji, że mówimy dzisiaj także o Parlamencie Europejskim, w którym stanowi się prawo i mówi o sprawiedliwości społecznej. Mamy przecież procedury, regulaminy i narzędzia, więc uważam, że należy ich w końcu użyć.

  Gerard Batten (EFDD), blue-card question. – You spoke a great deal, madam, about cases not being brought to court and cases being blocked. You are well aware that the press are now talking about cases of sexual harassment in this Parliament. The press have picked that up.

I was made aware several months ago on the grapevine, by a very reliable source, that this was going to hit the newspapers very soon, so much so that I actually mentioned it on the Daily Politics programme some months ago. And then it did not hit the press and nothing happened.

My equally reliable source told me that the proceedings had been in some way impeded and blocked by Mr Schultz, who had been instrumental in intervening and stopping that happening. Are you aware of that and will this House take that into account in this discussion?

  Agnieszka Kozłowska-Rajewicz (PPE), odpowiedź na pytanie zadane przez podniesienie niebieskiej kartki. – Oczywiście nie mogę się wypowiadać o konkretnym przypadku, bo nie znam historii, o której Pan mówi. Mogę tylko powiedzieć, że w Parlamencie, i tym, i we wszystkich innych parlamentach, a także w większości instytucji i firm, również prywatnych, istnieją komisje, procedury, które mogą pomóc w przypadkach molestowania. Problem polega na tym, że to jest zjawisko ukryte i że te przypadki nie są zgłaszane, ponieważ istnieje powszechna społeczna zgoda na to, żeby to zjawisko pozostawało ukryte. I to właśnie należy zmienić.

  Iratxe García Pérez, en nombre del Grupo S&D. – Señora presidenta, gracias señora comisaria por su intervención. Según la Agencia de Derechos Fundamentales de la Unión Europea, cerca del 45 al 55 % de las mujeres europeas han sufrido acoso en algún momento de su vida. Les voy a decir unas frases que seguro que les resultan familiares: «Era un secreto a voces, le gustaba provocar», «pero, ¿te has dado cuenta de cómo vestía?».

Estas frases son cómplices y pretenden quitar importancia a unas conductas que tienen su origen en una sociedad desigual, donde una parte considera y establece relaciones de poder sobre otra. De ahí nace el acoso sexual.

Y, por desgracia, esta realidad no se escapa de ningún lugar ni espacio, ni siquiera de las instituciones públicas, ni siquiera de este Parlamento. Podríamos ponernos una venda en los ojos y pensar que no tiene nada que ver con nosotros y que no es necesario hacer ningún problema de ello; o por el contrario, podemos dar visibilidad a esta situación e intentar poner soluciones encima de la mesa.

Hoy el propio Parlamento tiene instrumentos para responder a este tipo de situaciones, pero es evidente que no están funcionando, y por eso pedimos en la Resolución que los reforcemos, con asesoramiento externo, para evaluar de qué manera puede mejorar y resultar realmente útil a las víctimas.

Debemos ser solidarios y estar del lado de las víctimas. Que no sientan vergüenza. Que no tengan miedo a perder sus puestos de trabajo. Que dejen de sentir culpa por algo de lo que solo es responsable quien acosa y quien agrede. Por ello, pongamos en marcha los instrumentos necesarios para resolver estas situaciones, para que la sombra de duda no aceche sobre todos, sino que recaiga única y exclusivamente sobre los acosadores. Ni un ataque más a la dignidad de las mujeres. Ni un silencio cómplice. Ni un mirar hacia otro lado. Porque no estáis solas: «Yo también», «Me too».

  Jadwiga Wiśniewska, w imieniu grupy ECR. – Pani Przewodnicząca! Dziś mówimy o bardzo ważnej sprawie, jaką jest wykorzystywanie seksualne kobiet i molestowanie. Mówimy o tych sprawach w kontekście Unii Europejskiej. Mówimy, że do takich czynów dochodzi również w Parlamencie Europejskim, i jest to dowód na to, jak kompletnie niewydolna jest nasza instytucja, że to tutaj, w sercu rzekomej demokracji, w Parlamencie Europejskim, dochodzi do molestowania kobiet.

Myślę, że nasza dzisiejsza debata powinna dać siłę kobietom do tego, aby głośno krzyczały i mówiły „nie”. Siła płynąca z naszej debaty powinna odnieść taki właśnie skutek: kobiety powinny mieć odwagę mówić o tym, że są wykorzystywane, jeśli rzeczywiście taki proceder ma miejsce. Myślę również, że konsekwencją tej debaty nie może być tylko zlecenie audytu w sprawie molestowania w Parlamencie Europejskim. Myślę, że powinnyśmy my, wszystkie panie, upomnieć się o młodociane dziewczynki poddawane przymusowym małżeństwom z dorosłymi mężczyznami. Upomnijmy się również o nie. Może ktoś przeprowadzi audyt i zobaczy ich ból.

  Angelika Mlinar, im Namen der ALDE-Fraktion. – Frau Präsidentin! In den letzten Tagen drehte sich in den sozialen Medien alles um sexuelle Belästigung am Arbeitsplatz, weil Tausende mutige Frauen ihre Erfahrungen geteilt und die weite Verbreitung des Problems aufgezeigt haben. Dennoch hat es mich überrascht, dass dieses Faktum von der Öffentlichkeit als etwas Neues und Überraschendes wahrgenommen wurde. Plötzlich sind alle schockiert und beklagen Verhaltensweisen, die schon immer existiert und das Leben vieler Frauen beeinträchtigt haben.

Social-Media-Kampagnen alleine sind nicht genug. Was sich verändern muss, ist unser Umgang mit Macht und letztlich das Machtgefüge selbst und das Bewusstsein, dass sexuelle Übergriffe ein Ausnutzen einer Machtposition sind. Allen Männern ins Stammbuch geschrieben: Sexuelle Gewalt ist kein Ausdruck von Stärke, sondern ein Ausdruck von Schwäche. Sexistische und diskriminierende Verhaltensweisen dürfen niemals und nirgends toleriert werden. Wir müssen von einem Hashtag „MeToo“ zu einem Hashtag „NotMe“ kommen.

  Malin Björk, för GUE/NGL-gruppen. – Fru talman! ”#MeToo” har varit en ögonöppnare för många. Det är bra så, men vi som arbetar med dessa frågor vet att detta är en del av våra liv, det är riskbedömningar vi gör, det är ett konstant gränssättande som vi gör. ”#MeToo” visar för mig också att det handlar om systerskap, och jag vill ge allt stöd till dem som utsätts och utsatts. Vi ska stötta varandra och inte minst stötta dem som nu pratar om det och bryter tystnaden om vad som händer i detta hus. Det stödet vill jag ge kollegorna som nu bryter tystnaden, också dem som namnger sina förövare.

”#MeToo”, det är också viktigt att se att det handlar om strukturella problem, inte – som vissa här i huset ibland försöker göra gällande – att det rör vissa kulturer eller vissa religioner. Nej, det är ett strukturellt machokulturproblem här i Europa, i vårt hus, i våra samhällen. ”#MeToo”-kampanjen visar också att vi måste utkräva ansvar av män. Om du inte är en del av lösningen är du en del av problemet. Det är dags att sluta hålla varandra om ryggen. Jag säger det till alla mina manliga kollegor: Det är dags att sluta hålla varandra om ryggen. Om du inte säger till och säger emot när någon trakasserar eller beter sig sexistiskt, då är du en del av machokulturproblemet.

Det här är också en kampanj för förändring. Vi är faktiskt lagstiftare och policymakers här i detta hus. Vi skapar förändring och vi ska börja med att göra rent hus här hos oss själva och rösta i morgon om åtgärder för att komma till rätta med de övergrepp som har skett här. Samma här, vi måste visa att vi är en del av förändringen, att vi är en del av lösningen.

  Terry Reintke, on behalf of the Verts/ALE Group. – Madam President, ‘Me too!’ I have been sexually harassed, just like millions of other women in the European Union and I think it is about time that we very clearly say that we should not be ashamed but that the perpetrators should be ashamed.

Sexual harassment is such a widespread problem all over the European Union, and we will need legislative steps to combat it. Accession to the Istanbul Convention is a first step but, in order really to do something about this, we will need a directive on the fight against violence against women.

The shocking reports about events in this Parliament also give us the duty to do something about this matter. So we will need specific measures to work on, and improve, the mechanisms for fighting sexual harassment in this House.

One last point. Yes, this is about women, but it is not a women’s issue. We need men to speak up. So, to all of the men in this Chamber and to all of the men in the European Union, I would say: ‘You cannot be complacent anymore. Speak up, stand up against sexual harassment. We cannot take this, we need to fight it together.’

  Daniela Aiuto, a nome del gruppo EFDD. – Signora Presidente, onorevoli colleghi, in commissione FEMM ci occupiamo quotidianamente di tematiche quali quelle degli abusi sessuali e di ogni altra forma di violenza nei confronti delle donne, anche sul posto di lavoro.

Si tratta di una triste realtà, che coinvolge ogni ambito lavorativo, e il Parlamento europeo, ahimè, come ogni altro luogo di lavoro, non è immune da tali comportamenti deprecabili.

Molti di voi si sono indignati per le notizie divulgate dai giornali, per questo velo di omertà che è caduto sull'istituzione di cui facciamo parte. Molti altri hanno trovato il coraggio di denunciare piccoli e grandi accadimenti riconducibili all'abuso sessuale, che senza questa inchiesta giornalistica sarebbero rimasti nel silenzio e nell'oblio.

Saltare sulla sedia dinanzi ad accuse di tal specie è una reazione comprensibile, così come è comprensibile, da parte dell'istituzione, fare chiarezza e pulizia immediata per non rischiare di vedere la propria autorevolezza e il proprio onore intaccati da azioni infamanti compiute da singoli personaggi.

Ma cerchiamo di non essere ipocriti e di non fare, come spesso accade, una giustizia di serie A e una di serie B. La stessa indignazione, la stessa risolutezza e immediatezza nei provvedimenti, la stessa severità e tolleranza zero verso tali nefandezze devono essere applicate sì all'interno del Parlamento europeo, ma parimenti e con lo stesso vigore in tutti i luoghi di lavoro, sia pubblici che privati.

È bene dare il buon esempio, è bene agire con fermezza, ma non dimentichiamoci che questo Parlamento è lo specchio di quello che accade fuori, nel mondo reale, dove una sottocultura basata sullo sfruttamento sessuale permea ogni ambito.

In quante università, ad esempio, giovani studentesse devono subire molestie sessuali da parte di qualche docente indegno? In quanti uffici, anche pubblici, le dipendenti sono oggetto di attenzioni particolari dei loro dirigenti? E a quante donne viene offerto un posto di lavoro, oggi più che mai spesso un miraggio in realtà ancora devastate dalla crisi economica, in cambio di prestazioni non propriamente definibili di tipo professionale?

Viene rabbia a pensare che per ogni denuncia, che poi per clamore finisce sui giornali, vi sono centinaia di casi che rimangono nel silenzio per paura, per vergogna, per senso di colpa.

Ecco, potremo dire di aver agito per il meglio e di aver fatto il bene delle donne e anche degli uomini vittime di tali comportamenti osceni quando agiremo nei confronti di ogni forma di abuso sessuale all'interno dei confini dell'Unione europea con la stessa solerzia con la quale stiamo agendo oggi per controbattere a quello che avviene dentro casa nostra.

  Mylène Troszczynski, au nom du groupe ENF. – Madame la Présidente, l’affaire Weinstein a permis de révéler aux yeux du monde les exactions sexuelles commises par quelques prédateurs influents sur les femmes qui les entourent et avec qui ils travaillent. Elle a permis à ces femmes de prendre plus librement la parole et de réclamer justice. Nous devons faire tout ce qui est en notre pouvoir pour permettre aux femmes victimes de tels actes de violence d’obtenir justice et réparation.

Cependant, aussi horribles que ces actes puissent être, ils ne peuvent justifier la mise au pilori sur la place publique de présumés coupables. Il est capital, aujourd’hui plus que jamais, d’appeler au respect de l’état de droit. Les femmes doivent pouvoir porter plainte sans crainte et les accusés se défendre au tribunal.

Le fameux «#balancetonporc» est révélateur de l’erreur que nous ne devons pas commettre: confondre lynchage médiatique et justice. Ce hashtag est aussi la porte ouverte à la délation publique, et aucun État de droit ne saurait le tolérer. Je crois, enfin, que nous ne devons pas traiter cette question à la manière de ce hashtag, en faisant de chaque homme ou de chaque garçon un porc en puissance.

Chers collègues, plutôt que d’accabler l’ensemble des hommes, regardons le problème en face. Rendons à nos garçons et à nos filles adultes de demain leur innocence. Par exemple, en France, un enfant sur trois de moins de 13 ans a déjà visionné un film pornographique. Protégeons-les de cette violence qui fait de la femme un objet de jouissance sexuelle, qui abîme nos enfants et qui fait du Hollywood de Weinstein la norme en matière de relations hommes/femmes.

Je souhaite également, dans un registre un peu plus politique, condamner le sectarisme de certains parlementaires de cette assemblée, qui ont exclu mon groupe politique de la résolution, affaiblissant de facto la voix du Parlement européen. Ce comportement inadmissible compte tenu du sujet ne m’empêchera pas de voter en faveur de cette résolution qui mérite autre chose que cette mesquinerie politique.

  Diane James (NI). – Madam President, from media attention this week we finally know that there is a problem with sexual harassment in this Chamber. But the focus, seemingly, is on sexual harassment of women by male MEPs only.

That totally ignores – and I mean ignores – what could be going on. I am only suggesting, but I understand it does go on. Therefore, sexual harassment should not be gender-specific. We have got to address this. Ms Malmström, the rapporteur, spoke very eloquently about what needs to happen, but what is clear is that we do not currently have a process with which individuals and alleged perpetrators can engage, and ask for a suitable investigation.

I believe that the vote we are going to have tomorrow morning is bringing this forward too quickly. We have not addressed sufficiently the scale of what is going on and the nature of what is going on. I would suggest we go forward on this with responsibility given to the Quaestors.

  Barbara Matera (PPE). – Signora Presidente, onorevoli colleghi, ci troviamo ancora una volta a parlare di una tematica che affligge profondamente l'Unione europea e le sue istituzioni. In seguito al caso Weinstein molte donne hanno finalmente avuto il coraggio di denunciare molestie e abusi subiti, perfino tra queste mura, troppo spesso.

Le donne in tutto il mondo hanno paura di parlare. Il 13 % delle donne in Europa hanno dichiarato di aver subito, almeno una volta, una violenza nella propria vita. Allora ad oggi lo strumento più efficace per la lotta alle molestie e agli abusi sessuali è la convenzione di Istanbul. Quest'ultima introduce la criminalizzazione della violenza contro le donne, la violenza psicologica, lo stalking, la violenza fisica, quella sessuale, tra cui lo stupro e le molestie.

Non esiste ancora in tutta Europa una legislazione, ecco perché oggi voglio insistere ancora sulla convenzione di Istanbul. Le leggi penali degli Stati membri contrastano la violenza in linea di principio, ma esistono ancora numerosi ostacoli e quindi, di conseguenza, non c'è una protezione omogenea delle vittime.

Quello che chiedo, per il Parlamento e per l'Unione tutta, sono pene certe e punizioni esemplari. Kofi Annan dice che la violenza contro le donne è una delle violazioni dei diritti umani, forse la più vergognosa, perché non ha confini geografici, sociali o culturali. Fin quando questa esiste e viene perpetrata in tutto il mondo non possiamo aver raggiunto livelli alti di sviluppo, di pace, di sostenibilità e di accettabilità.

  Udo Bullmann (S&D). – Frau Präsidentin, Frau Kommissarin, werte Kolleginnen und Kollegen! Wir verneigen uns heute zunächst vor dem Mut der Betroffenen, weil es nicht einfach ist diese Vorgänge anzusprechen, aufzustehen und darüber zu reden. Aber diese mutigen Menschen schaffen den Raum für eine zwingend notwendige Debatte. Es geht um mehr als individuelles Fehlverhalten. Es geht um eine Dimension, die uns leicht auffällt, die wir leicht erschließen können, wenn wir ganz einfach uns die Äußerungen des gegenwärtigen US-Präsidenten anschauen, wie man mit Frauen umgehen darf.

Was zeigt uns das? Es ist dieses Klima der Zulässigkeit, diese Kultur der Zulässigkeit von Übergriffen. Es hat immer etwas zu tun mit dümmlichem Dominanzverhalten, mit Gewalt, mit dem Versuch des Missbrauchs, aber mit Unterdrückung. Es ist immer etwas Herrschaftliches darin. Die Ursachen dieses Verhaltens müssen wir aufdecken. Wir müssen miteinander reden und dem eine Kultur des Respekts, eine Kultur der Würde entgegensetzen. Das gilt für dieses Haus, das gilt für Europa.

Eine Bitte zum Schluss, Frau Präsidentin, das ist mir ein sehr persönliches Anliegen. Lassen Sie uns nicht vergessen – heute an diesem Tag –, was an den Außengrenzen Europas, in den Flüchtlingslagern und in den Auffanglagern passiert, wie Mädchen, junge Frauen, wie Kinder missbraucht werden, und welchen Skandal wir offenen Auges zulassen! Würde und Respekt muss auch in unsere Entwicklungspolitik und in unsere Flüchtlingspolitik einkehren. Das gehört zu der Debatte heute dazu.

  Julie Girling (ECR). – Madam Chairman, the culture in the entertainment world seems to be that those – particularly women – who want to work in the industry, are preyed upon by powerful individuals, mostly men, who can make or break their careers.

The term ‘casting couch’ is so well known that it has entered the English language. So this is not a new concept, and I’d like to thank all those brave women who have come out in the ‘Me Too’ campaign. I would particularly like to thank the brave employees of this Parliament who have spoken out in recent days.

It is really important, I believe, to seize the momentum, and do something in our own workplace and I’d like to see the resolution concentrate on that aspect. The structure is in place and I’d like to thank our Quaestor, Ms Bearder, for sending round a note yesterday that showed us that the structure is there. But people still don’t feel confident to use that structure, and that’s the real problem: that we don’t take it seriously enough.

So if there’s fear of losing a job we can actually individually as MEPs do something, certainly for our accredited parliamentary assistants. I’d like to pledge here and now, I, as a Member of this Parliament: if there is an assistant out there who feels they are going to lose their job, come and work in my office then temporarily, I will offer you a safe haven. And I’d like other Members to join me in that pledge.

  Sophia in ’t Veld (ALDE). – Madam President, I believe we are the first parliament in Europe publicly to debate the issue of sexual harassment and intimidation. Unfortunately, it is necessary. We have to talk about how we put into practice what we preach, and provide a free and safe working environment for the people who work for us and for all Europeans.

Yes, we have a harassment committee, a complaints procedures and so on, but why have only 10 cases been brought forward since 2014? That means that the threshold is too high and that procedures alone are not enough. In recent days, after the ‘Me too’ campaign, I have been getting the following question, often from men: ‘I am not so sure anymore what I can and cannot do. When do I cross the line?’

I would say it is easy. If you have a daughter, just ask yourself how you would want your daughter to be treated. That is the way you are going to treat other people. It is not just about violence, but also about sexism and sexist remarks. They are not harmless. Sexist jokes are not funny, they are just sexist, and they lead to harassment and violence. I have one final comment: to be clear, women and men decide for themselves. Of course, what consenting adults do between one another is not our business, but when a girl says ‘no’, it means no.

  Eleonora Forenza (GUE/NGL). – Signora Presidente, onorevoli colleghi, il femminismo mi ha insegnato a partire da me: Me too. Avevo 19 anni, all'università. Lui ne aveva circa 70, un compagno professore, un compagno intellettuale. Mesi dopo ho fatto l'esame con un altro professore e la soddisfazione di quel 30 e lode preso con un altro professore, dopo avergli detto di no, non me la scordo, così come non mi scordo tutto il tempo che ci ho messo a capire cosa fosse successo quel giorno, la vergogna, la rabbia. E soprattutto non dimenticherò mai le donne che mi hanno aiutato a superare quello schifo.

Me too. We together. Credo che sia importante, oggi, come parlamentari, con la presenza della Commissaria, dire "we together" contro la violenza maschile sulle donne. Dalle donne la forza delle donne, donne che si danno forza. "Non una di meno" è oggi un movimento politico globale, una forza politica globale, che scenderà in piazza di nuovo il 25 novembre contro la violenza maschile, contro lo sfruttamento, contro il razzismo. Perché molte donne non denunciano? Perché la solidarietà e la complicità machista è ancora troppo forte, dobbiamo lottare contro la cultura machista, dobbiamo ratificare la convenzione di Istanbul, dobbiamo fare di più.   Ernest Urtasun (Verts/ALE). – Señora presidenta, en primer lugar, mostrar la repulsa por los hechos denunciados y realmente dar las gracias a todas aquellas mujeres que se han atrevido a denunciarlo, porque es imprescindible que esto salga absolutamente a la luz.

Este es un fenómeno muy extendido: el 55 % de las mujeres en la Unión Europea denuncian haber sido víctimas de acoso sexual; el treinta y pico por ciento denuncian que este acoso ha venido por parte de compañeros, jefes, amigos de trabajo... Por lo tanto, estamos hablando de un fenómeno muy extendido a consecuencia de un patriarcado insufrible.

Pero, hoy, quisiera hacer dos reflexiones que tienen que ver con esta Casa.

La primera es que, de todos los casos que han salido en la prensa —más de cien en las instituciones europeas—, ¿cuántos han sido denunciados oficialmente en los mecanismos que tenemos en esta institución? Poquísimos, prácticamente ninguno. Tenemos que encontrar vías para que esto pueda ser denunciado.

Y la segunda reflexión que quiero hacer, compañeros: esto es responsabilidad también nuestra y, hoy, en este debate, en el que va a haber más de cuarenta intervenciones, solo hablaremos cinco hombres. ¡Esto no puede ser! Esto también es responsabilidad nuestra, tenemos que denunciar cuando veamos estas situaciones que pasan cerca nuestro. Comprometámonos también nosotros contra la violencia sexual.

  Margot Parker (EFDD). – Madam President, sexual harassment is, shockingly, all too common in today’s society and in this European Parliament. Whilst statistically women are over five times as likely as men to experience sexual assault, it is important to note that sexual harassment and abuse affects both men and women.

We have all heard the stories and rumours that have been going on for many years. The very place that claims to legislate against this sort of disgusting behaviour is turning a blind eye to its practice. The idea that MEPs or staff are using their positions of power to perpetrate abuse is shameful and unacceptable.

I want some clarification. Can the members of the Bureau tell us all they know about their in camera meeting at the end of last year regarding 15 MEPs who are accused of sexual harassment? These files should be opened up to public scrutiny. Please action this immediately.

  Anna Záborská (PPE). – Vážená pani predsedajúca. Nedávne odhalenia v médiách a na sociálnych sieťach ukazujú, že sexuálne obťažovanie je problémom Európy, jej členských štátov, ale aj inštitúcií.

Tak ako pri násilí na ženách, aj tu musíme hovoriť nielen o pomoci obetiam a trestaní páchateľov, ale aj o prevencii. A jedinou účinnou prevenciou je výchova od detstva k rešpektovaniu dôstojnosti každého človeka. Páchatelia sexuálneho obťažovania často zneužívajú svoje postavenie a funkciu, zatiaľ čo obetiam, ktoré sa rozhodnú toto konanie oznámiť, hrozí výpoveď, preradenie na iné miesto a záznam v osobnom spise, ktorý je prekážkou v ich ďalšej kariére.

Ako poslanci môžeme len apelovať na členské štáty, aby vo svojich výchovných programoch zdôrazňovali potrebu rešpektovať ľudskú dôstojnosť každého a pomáhali obetiam. No môžeme urobiť viac pre pomoc obetiam a potrestanie páchateľov sexuálneho obťažovania a násilia na pôde tohto parlamentu. Vedomie, že nevhodné správanie bude mať vážne dôsledky, napríklad aj v podobe zrážok z platu v prospech obete, by nepochybne malo preventívny účinok. Zároveň by takéto odškodnenie aspoň čiastočne kompenzovalo znevýhodnené postavenie obeti.

  Christine Revault d’Allonnes Bonnefoy (S&D). – Madame la Présidente, Madame la Commissaire, ces dernières semaines, des milliers de femmes ont dénoncé le harcèlement sexuel dont elles sont victimes à travers les hashtags «#MeToo», «#MoiAussi» ou «#BalanceTonPorc».

Grâce à elles, les violences basées sur le genre apparaissent au grand jour. Oui, il s’agit d’un fléau qui sévit dramatiquement dans toute l’Europe. Une femme sur deux a déjà été victime de harcèlement sexuel. Celui-ci est trop souvent considéré comme une affaire privée et bien trop facilement toléré, d’autant que le dépôt de plainte relève trop souvent du parcours de la combattante.

Tous ces témoignages appellent une réponse politique. Je m’adresse ici à la Commission, à la Présidence et aux États. La convention d’Istanbul est le premier traité juridiquement contraignant au niveau international sur la lutte contre les violences faites aux femmes. La convention commence par ces mots: «La violence à l’égard des femmes doit être comprise comme une violation des droits de l’homme.» C’est grave et cela doit être fermement puni. Ce qui n’est plus tolérable, c’est l’impunité des auteurs. L’article 40 de la convention prévoit précisément des sanctions pénales en cas de harcèlement sexuel.

Dans notre rapport voté en septembre dernier, nous exhortons les États membres à accélérer les négociations pour que l’Union européenne ratifie cette convention plus vite, afin d’agir maintenant et plus efficacement pour les droits des femmes. Je demande aussi aux États qui ne l’auraient pas encore fait – et je salue l’Estonie, qui vient de le faire – de ratifier cette convention d’Istanbul, car l’adhésion de l’Union ne les dispense pas de leurs obligations.

Je finis en rappelant que la violence contre les femmes est enracinée dans notre société. Nous avons besoin d’un changement profond des mentalités et des comportements pour nous en affranchir durablement. Les femmes et les filles doivent être protégées partout et tout le temps.

  Branislav Škripek (ECR). – Vážený pán predsedajúci. Peniaze, sex a moc. Toto je bezbožná trojica hriechu, ktorá pošpiňuje mnohých lídrov a je to jedovatý kokteil, ktorý láka mnohých ambicióznych ľudí, ale len ľudí s komplexami.

Ale tuto sa hovorí o mačizme, že zlí sú tu muži. Ale ja si myslím, že to tu chcete aj tak stereotypizovať, pretože aj ženy obťažujú a viete, že medzi nahlásenými prípadmi, aj v inštitúciách, sú aj prípady obťažujúcich žien. Prosím vás, nehovorte len o mužoch.

A takisto sa sexuálne obťažovanie deje aj medzi homosexuálmi, aj v tejto komunite, a o tom sa proste mlčí.

A my musíme zastaviť proces, ktorý z mužov a žien robí objekty. Objekty, ktoré následne, proste vo fantázii, využívame. A je to výbuch pornografie, vzťahov bez záväzkov, odmietnutie sexuálnej morálky. To sú tragické následky, ktoré teraz vidíme, že sa tu dejú.

Takže či je to inštitúcia Európskej únie alebo Hollywood, my musíme požadovať rešpekt pre mužov aj ženy ako osoby, žiadať sebaovládanie a dôraz na rodinu. Pretože to sú veci, ktoré zdravo vedia zastaviť sexuálne vyčíňania.

  Beatriz Becerra Basterrechea (ALDE). – Señora presidenta, señora comisaria, el acoso sexual sigue existiendo porque sigue existiendo el miedo, porque el miedo sigue haciendo callar a las víctimas. Y ese silencio es el muro que protege a los acosadores, es su escudo de impunidad.

Las víctimas de acoso sexual tienen miedo de ser señaladas, estigmatizadas, de perder su trabajo, de no ser creídas. Pero, ¿por qué tiene que aguantar y callar una mujer? ¿Por qué no tiene miedo el acosador? ¿Cómo es posible que una ley europea que protege desde el año 2002 y que considera que esto es un delito no asuste lo suficiente a los que perpetran ese delito? ¿Por qué no tienen miedo esos delincuentes? ¿Por qué no les aplicamos rigurosamente la ley y nuestro rechazo?

El 55 % de las mujeres de la Unión dicen que han sido acosadas sexualmente alguna vez. Si vamos a mujeres directivas subimos a un 75 %. Esto ocurre en todas partes, en cualquier entorno y también aquí en nuestra casa, en el Parlamento. Y esto es intolerable, y no lo vamos a aguantar más. Esta es una labor conjunta. Las víctimas que han abierto esta brecha de silencio deben tener toda nuestra protección, y todos los que estamos aquí debemos denunciarlo y decir, claro que sí, «Yo también».

  Κωνσταντίνα Κούνεβα (GUE/NGL). – Κυρία Πρόεδρε, ευτυχώς αυτή τη φορά δεν κρυβόμαστε πίσω από το δάχτυλό μας. Παραδεχόμαστε ότι η σεξουαλική παρενόχληση υπάρχει και στο Ευρωπαϊκό Κοινοβούλιο ενώ θα έπρεπε να είναι από τους πιο προστατευμένους εργασιακούς χώρους στον κόσμο, όπου οι γυναίκες πλειοψηφούν και το μορφωτικό επίπεδο είναι υψηλό. Σκεφτείτε, συνάδελφοι, πόσο χειρότερα είναι τα πράγματα για μια γυναίκα πρόσφυγα σε έναν καταυλισμό ή για μια εσωτερική οικιακή βοηθό. Ας αρχίσουμε από εδώ, από το Ευρωπαϊκό Κοινοβούλιο. Πρώτα χρειαζόμαστε ξεκάθαρο μηχανισμό προστασίας των θυμάτων της παρενόχλησης για να αντιμετωπίσουμε τον φόβο, αλλιώς δεν θα την καταγγείλουν. Έπειτα για να μην αποδεχόμαστε τη μεροληψία, χρειάζεται δημοκρατική σύνθεση των επιτροπών που εξετάζουν τις καταγγελίες μεταξύ ευρωβουλευτών και συνεργατών. Τέλος, απαιτούμε έλεγχο των καταγγελιών παρενόχλησης στο Ευρωπαϊκό Κοινοβούλιο από ανεξάρτητη επιτροπή ειδικών για να μην νομιμοποιείται το κουκούλωμα.

  Linnéa Engström (Verts/ALE). – Fru talman! ”#MeToo.” Ja, jag har också blivit utsatt för sexuella trakasserier och övergrepp. Det är väldigt smärtsamt att se den personen, mäktig, fortsätta precis som förut. Min överväldigande känsla just nu är ändå solidaritet och glädje. Äntligen pratar vi om dessa smärtsamma minnen som vi alla delar. Vi måste bryta tystnaden och det är det vi gör idag.

Jag vill se fler män som förebilder i denna kamp. Det här är inte kvinnors ansvar. Vi behöver fler män står upp i det offentliga rummet och säger stopp när trakasserier och övergrepp pågår. Vi behöver fler män som kommer ut och berättar om sina övergrepp och sina erfarenheter som förövare. Vi behöver också fler män som bryter destruktiva mansnormer som handlar om aggressivitet, dominans, helt enkelt mer jämställdhet i samhället, och det kommer på riktigt att förändra våra samhällen.

  Deirdre Clune (PPE). – Madam President, the Weinstein case has given confidence to many to come out and to speak and to tell their story of how they have been treated. Sexual harassment should not be tolerated in any form: it is an abuse of a powerful position. I would like to pay tribute to all those brave women who have come out and told their story; they have facilitated others in coming forward, and I think it has been a very important step. We should look at the role the media has played in this – both traditional media and, indeed, social media – in giving young women in general (and it mostly is young women) the confidence to come and tell their story.

But we need to ask ourselves how the structures that are in place in this Parliament have not facilitated those women to come forward. They do not have confidence; they do not feel comfortable; and, most importantly, they do not feel safe in coming forward to the structures that are in place. That is a question for all of us. The EU Employment Equality Directive is designed to protect employees from sexual harassment, and that legislation must work for all employees in every workplace across Europe. Here in Parliament, we need to provide a safe workplace free from harassment of any kind, and we need to provide the structures and the proper reporting mechanisms so that individuals can come forward in a situation where they feel safe. I think the onus is on all of us to ensure that, and to ask questions as to why that has not been happening to date.

  Vilija Blinkevičiūtė (S&D). – Ačiū, Pirmininke. Seksualinis priekabiavimas yra visuotinai žalojantis reiškinys. Jis balansuoja tarp sugriautos karjeros, jei auka nepasiduoda priekabiavimui, didelės psichologinės traumos, jei auka jam vis dėlto pasiduoda. Nors atvejai, kuomet seksualinio priekabiavimo auka praneša apie įvykį atitinkamoms institucijoms, priekabiautojas yra nubaudžiamas, o nukentėjęs žmogus – ta auka – sėkmingai išlaiko savo karjerą, ko gero, yra vienetiniai, tai yra piktnaudžiavimo valdžia problema, kurios rezultatas – žmogaus teisių, moters teisių, pažeidimas.

Deja, toks reiškinys, tokia problema yra ir mūsų Europos Parlamente, kas galėtų pagalvoti. Ir todėl pritariu, kad Europos Parlamente būtina atlikti nepriklausomą tyrimą, pasitelkti išorės ekspertus, nes akivaizdu, kad esama skundų sistema Parlamente šiuo metu tiesiog veikia nepakankamai efektyviai, ir mes privalome sukurti efektyvų mechanizmą, kuriame dirbtų profesionalūs teisininkai ir psichologai, kurie konsultuotų mūsų darbuotojus. Galų gale, būtina numatyta ir sankcijas tiems, kurie mano, kad gali piktnaudžiauti savo valdžią. Taip, Europos Parlamentas turi elgesio kodeksą, administracijos darbuotojai turi Europos Parlamento Vidaus etikos taisykles. Tačiau to tikrai nepakanka. Abiejuose šiuose dokumentuose turi atsirasti rimtos sankcijos už seksualinį priekabiavimą, to ir linkiu, kad būtų ne tik kalbos, bet ir darbai.

  Catherine Bearder (ALDE). – Madam President, all forms of harassment are wrong and must be stopped, but sexual harassment is particularly pernicious. This Parliament has a committee that deals with harassment cases when MEPs are involved, and I sit on that committee.

We have a constant stream of cases, but coming forward is very distressing for the victims. Disclosure is a professional and financial risk for them, so victims don’t come forward and their cases go unreported. So we don’t see the full extent of the case.

The situation is not acceptable. We cannot be complacent. We must get better – better at preventing harassment in the first place by introducing mandatory MEP training, better at encouraging the victims to come forward by giving guarantees that they will not lose their jobs, and better at acting swiftly once the investigation has been completed, with sanctions imposed against the MEPs.

We have a long way to go, as do many large institutions. This Parliament must demonstrate that we are a fair, safe and respectful place for all to come and work at.

  Ángela Vallina (GUE/NGL). – Señora presidenta, al comienzo de la sesión decidimos incluir este debate de forma urgente ante las informaciones aparecidas en la prensa, que definen a este Parlamento como un semillero de acoso sexual. A algunos les pillará, desde luego, por sorpresa, pero para la mayoría de las mujeres en esta institución sabemos de lo que se está hablando: es un secreto a voces.

Tenemos que agradecer la valentía de las mujeres que se han atrevido a denunciar y a todas las participantes de la campaña «#Me too», pero aquí no se trata de hacer declaraciones hoy, de votar una resolución mañana y olvidarnos del tema. Por eso, instamos de nuevo a la Comisión Europea a que proponga una Directiva para combatir la violencia contra las mujeres y también a todos los Estados miembros a que ratifiquen e implementen el Convenio de Estambul.

Sabemos que la mayoría de casos no son denunciados por miedo al estigma social, pero, sobre todo, también por miedo a perder el puesto de trabajo. En este Parlamento existe un comité que da seguimiento a las denuncias de acoso entre asistentes y eurodiputados, pero la mayoría está formado por eurodiputados, y por eso es de entender el miedo a denunciar por parte de las víctimas. No olvidemos que la precariedad laboral es un gran motivo que fomenta el abuso.

  Karima Delli (Verts/ALE). – Madame la Présidente, chers collègues, il y a deux hommes parmi mes collaborateurs. Est-ce qu’il m’est arrivé un jour d’enfermer l’un d’entre eux dans mon bureau, de serrer l’un d’eux contre un placard ou de leur pincer les fesses dans un ascenseur? Jamais, jamais de la vie! En revanche, cela arrive à tant de femmes ici, au Parlement européen. Alors, il va falloir balayer devant notre porte.

Le monde politique est fait par et pour des hommes. Combien d’entre vous savaient? Combien n’ont rien dit face à de tels comportements inadmissibles? Le pouvoir donne à tant d’hommes un sentiment d’impunité intolérable.

Il faut que cela cesse. Pas demain. Maintenant! Pour toutes les filles et femmes d’Europe, nous devons agir vite, faire de la prévention partout et tout le temps, donner plus de moyens à la justice et former les services de police, parce que, chers collègues, la peur et la honte doivent changer de camp.

Néhány hete is beszéltünk a nők elleni erőszak elleni harc fontosságáról, és az elmúlt napokban még szélesebb nyilvánosság számára vált világossá, milyen komoly, mégis milyen régóta szőnyeg alá söpört problémáról van szó. Az Unióban több mint 250 millió nőt érint az erőszak valamilyen formája, a nők egyharmadát legalább egyszer érte felnőtt életében fizikai erőszak.

Nemcsak a következő nemzedéknek van szüksége oktatásra a nők elleni erőszak kapcsán, nemcsak a fiataloknak, hanem mindenkinek! Ez a kérdés a tiszteletről szól, arról, hogy képesek vagyunk-e tisztelni egymást emberként, képesek vagyunk-e tiszteletben tartani egymás döntéseit, akaratát, függetlenül attól, hogy nők vagy férfiak vagyunk. Soha, egyetlen nőnek sem szabad megalázva éreznie magát azért, mert nőnek született.

Fél éve indítottunk egy kampányt Erdélyben, Romániában, annak érdekében, hogy felhívjuk a figyelmet a nők elleni erőszak elleni harcra, szigorúbbá téve a törvénykezést, tájékoztatva a nőket jogaikról és lehetőségeikről – a napokban diákok számára is képzéseket indítottunk.

Mint láthattuk, a nőkkel szembeni visszaélés megszüntetésében óriási szerepe van a nyilvánosságnak, a médiának, a reklámoknak, éppen ezért támogatást kell nyújtanunk minden tagállam számára, hogy a civil szférával együttműködve konkrét intézkedéseket hozhassanak. Az áldozattá vált nőknek azonnali védelmet szavatoló intézményekre, ingyenes jogi tanácsadásra és tájékoztatásra és megfelelő anyagi biztonságra is szükségük van.

  Pina Picierno (S&D). – Signora Presidente, onorevoli colleghi, voglio innanzitutto ringraziare tutte le donne che, attraverso le loro denunce, hanno aperto un dibattito che ha evidenziato ancora tutte le difficoltà, tutto lo squilibrio, di un dibattito che vede ancora le donne vittime due volte: la prima quando vengono abusate e la seconda quando vengono giudicate, quando vengono giudicate ancora per come si vestono, per come si comportano, per le loro sacrosante ambizioni.

E allora queste donne, cari colleghi, parlano di ciascuna di noi, parlano di tutte noi, che in qualsiasi condizione di censo, di classe, di religione o di razza siamo sottoposte a violenza fisica o verbale, subdola o esplicita, ma che comunque rimane un limite intollerabile alla nostra libera espressione, alla nostra carriera, alla nostra vita, in definitiva.

Noi abbiamo il dovere di andare oltre questa indignazione, abbiamo il dovere di produrre un pensiero nuovo che riguardi, cari compagni e cari colleghi, soprattutto gli uomini: gli uomini devono smetterla di pensare che il problema della violenza sulle donne sia un problema delle donne. Al contrario, è un problema che riguarda soprattutto gli uomini, ed è bene dirlo con chiarezza. È un problema di tutti, anche di questo Parlamento, che deve dare un messaggio chiaro di attenzione e di presenza e dire con una voce sola: Me too.

  Hilde Vautmans (ALDE). – Mevrouw de Voorzitter, commissaris, collega's, die #MeToo heeft ons vele schokkende verhalen gebracht, uit alle sectoren en helaas ook uit dit Parlement: masturbaties op het bureau, aan de vrouwen zitten in de liften, ... het zijn verhalen die anno 2017 niet meer zouden mogen bestaan. Het moeilijke is natuurlijk dat het vaak gaat over machtsrelaties. Want wat doe je als je baas aan je zit, maar je houdt van je job, je hebt een lening af te betalen en je hebt kinderen op te voeden?

Ik vind en ik hoop dat die #MeToo die het taboe doorbroken heeft een aantal dingen teweegbrengt. Ten eerste dat vrouwen hun rug rechten, dadelijk zeggen "nee", "no", hun knie gebruiken als het nodig is. Ten tweede dat mannen beseffen dat ze te ver gaan en massaal zeggen "not me", "I will not do this".

Whether in the streets of Cologne or in the corridors of power in Brussels it is absolutely intolerable, regardless of sexual orientation. However, some liberals here are in favour of stereotyping. Ms Vautmans, did you not say something that was, I believe, reported in ‘Politico’ – that sexual harassment is commonplace in southern and eastern Europe? Is that not stereotyping people? I do not think that is quite right. If a right-wing Eurosceptic had said such a thing, everyone would go crazy here. Would you take that back? [...]

  Hilde Vautmans (ALDE), blue-card answer. – I don’t think I said it here, but I told it to a journalist who wrote it very harshly, and more harshly than I said it. I only said that here in the Parliament you have a mix of cultures and some cultures are more open and warm, and more open to touching people. Other cultures have different opinions on that.

I never wanted to stigmatise any culture. It happens in every culture, it happens in every sector and it happens in every place. The only thing I wanted to say is: maybe some cultures have to think a little bit more before they touch a woman.

  Stanislav Polčák (PPE). – Paní předsedající, Paní komisařko, téměř 25 % žen v Evropské unii po patnáctém roce věku zažilo fyzické nebo sexuální násilí ze strany svého partnera. Já bych jim chtěl tímto vyjádřit svou hlubokou solidaritu. Téměř polovina žen v Evropské unii se po dobu svého života stala obětí slovního, fyzického obtěžování či obtěžování po internetu.

Šokuje mě, že více než jedna čtvrtina Evropanů si myslí, že sexuální styk bez souhlasu partnera lze ospravedlnit. Více než jedna pětina Evropanů si myslí, že ženy si svá tvrzení o zneužití nebo znásilnění často vymýšlejí nebo je zveličují. Oběti násilí často tento trestný čin nehlásí. Osoby v jejich okolí se někdy zdráhají samy zasáhnout, byť o té situaci ví. Problémem jsou také sexuální formy kybernetického obtěžování. Ať jsou to sms zprávy nebo sexuální e-maily. Před pár dny sama komisařka Jourová oznámila „mee too‟.

Je třeba změnit rozšířené vnímání ve společnosti, že takové chování je normální, či vyvolávání pocitu viny v obětech, že za takovéto obtěžování si mohou samy. Je to problém i evropských institucí, jak bylo řečeno. Evropská unie by měla přistoupit k Úmluvě Rady Evropy o předcházení násilí páchanému na ženách a domácímu násilí a boji proti němu (Istanbulské úmluvě). Myslím si, že je to naše skutečná povinnost, jak zasáhnout....

I vårt arbete som Europaparlamentariker är det oerhört viktigt att vi tar alla former av diskriminering, trakasserier och förtryck på största möjliga allvar och faktiskt agerar för att bekämpa denna form av våld. Vi har möjlighet att lagstiftningsmässigt förbjuda diskriminering men vi har också en stor opinionsbildande roll som Europaparlamentariker att faktiskt säga: Nu räcker det!

Vi kommer inte att kunna lagstifta bort dessa beteenden helt och hållet. Därför krävs det att vi agerar genom andra kanaler för att förändra de normer, strukturer och maktförhållanden som resulterar i att kvinnor utsätts för denna form av förtryck. Jag vill också vara väldigt noga med att påpeka en sak. När vi nu ber alla som har utsatts för olika former av diskriminering och trakasserier att stiga fram ska vi också vara medvetna om de anställdas situation i vårt eget hus. Alla de som jobbar för oss Europaparlamentariker och Europaparlamentet måste känna att de kan berätta om sina upplevelser utan att riskera att bli avskedade.

  Edouard Martin (S&D). – Madame la Présidente, je pense que, dans ce Parlement européen, il n’y a pas plus de harcèlement qu’ailleurs, mais il n’y en a pas moins non plus. À travers ce débat en toute transparence, je m’apprêtais à dire que nous prenions la mesure de notre responsabilité, mais apparemment pas pour tout le monde. Monsieur Škripek, combien de fois avez-vous été agressé sexuellement?

Donc n’oublions pas que nous sommes sous les feux des projecteurs et que ce que nous déciderons ici aura des répercussions sur le reste de la société. Évidemment, nous ne sommes pas coupables de ce qui se passe, mais nous avons la responsabilité collective d’y mettre un terme. Si nous ne le faisions pas, alors nous serions coupables.

Nous faisons donc trois propositions: premièrement, il faut mettre fin à la précarisation des contrats de travail de nos assistants en leur donnant une vraie possibilité de dénoncer. N’oublions pas que 95 % des femmes sont licenciées lorsqu’elles dénoncent. Deuxièmement, un audit externe devrait évaluer l’ampleur du phénomène et l’efficacité des mesures qui sont prises, pour faire ressortir la culture de l’institution et non pas pour dénoncer des cas personnels; et, enfin, un comité spécial sur le harcèlement sexuel devrait être mis en place.

  Biljana Borzan (S&D). – Gospođo predsjednice, ovo je veliki test za Parlament da pokaže da smo spremni i sami primijeniti preporuke koje šaljemo. Ovo je vrlo važan trenutak kada se šalje dugoročna poruka žrtvama zlostavljanja, kako u Europskom parlamentu tako i u cijeloj Europskoj uniji. Prijedlog europskih pučana da se formira istražno tijelo unutar Parlamenta smatram neprihvatljivim. Na taj način šalje se poruka da se nešto možda želi zataškati, a to je najgora poruka koju u ovom trenutku možemo poslati.

Pozivam kolege da podrže prijedlog socijalista i demokrata da se osnuje tijelo vanjskih stručnjaka koji će istražiti optužbe. Ne možemo poslati našim asistentima brošuru od petnaestak stranica i reći da smo problem riješili. Neki žele prikazati da je Istambulska konvencija ta koja šteti obitelji i ženama. Ovdje treba reći jasno i glasno: nasilje je to koje šteti ženama i obitelji. Moramo stvoriti siguran okvir za prijavu, osnažiti žrtve, a s druge strane oštrim kaznama pokazati da Parlament ima nultu toleranciju za nasilje.

  Elisabeth Morin-Chartier (PPE). – Madame la Présidente, notre institution a un devoir de sollicitude − c’est ainsi que les choses sont appelées juridiquement − envers chaque membre de cette institution. Le harcèlement sexuel est donc un problème dont nous devons nous saisir. D’une part, nous devons sortir les femmes de l’humiliation et de la honte dans lesquelles elles se trouvent et, d’autre part, nous devons tous ensemble cesser de fermer les yeux.

Oui, je préside le comité de lutte contre le harcèlement. Je suis PPE et j’y travaille avec mes collègues avec énergie, mais je crois qu’il faut que nous progressions sur trois points.

Le premier point, c’est la libération des témoignages. Je propose que nous mettions en place un réseau de personnes de confiance qui, dans la proximité des uns et des autres, vont écouter les victimes pour pouvoir les aider à parler. Cela, c’est la première chose. Les choses ne sont pas dites, les victimes ont honte, elles ne parlent pas et il faut qu’elles puissent parler. Je traite les cas qui arrivent, mais il faut que cette parole soit libérée.

Deuxièmement, il faut un médiateur entre l’institution – cette maison – et les victimes. Je ne suis pas pour qu’il y ait deux comités de lutte contre le harcèlement et je vais vous expliquer pourquoi. C’est tout simplement parce qu’entre le harcèlement psychologique, Madame la Présidente, et le harcèlement sexuel, la limite est tellement ténue. Cela commence par l’un, cela finit par l’autre et, donc, bien sûr, il y a une vraie cohésion entre les deux et il ne faut pas multiplier les structures. Ce n’est pas ce dont nous avons besoin; ce qui importe, c’est que ces structures fonctionnent de façon objective. Nous y avons des experts.

Enfin, Madame la Présidente, je tiens à ce qu’ici chacun soit informé, que les députés sachent ce qu’ils risquent, ce qu’ils font et qu’ils aient conscience que cela n’est pas déontologiquement soutenable.

  Patricija Šulin (PPE). – Ostro obsojam kakršnokoli spolno nadlegovanje. Do teh zavrženih dejanj moramo imeti ničelno toleranco. Spolno nadlegovanje je problem, pred katerim si ne smemo zatiskati oči, s tem namreč problema ne zmanjšujemo ali odpravljamo.

Pomembno je, da žrtve spregovorijo ter da jih potem tudi primerno zaščitimo. Namreč velikokrat je prisoten strah pred izgubo službe ter stigmatizacijo žrtve. Zato je pomemben pravilen pristop in ozaveščanje v smislu prepoznavanja spolnega nadlegovanja. Potrebujemo hitre in odločne ukrepe, tako na ravni Evropskega parlamenta kot na ravni sodišč.

Zato pozdravljam, da na tokratnem plenarnem zasedanju govorimo o tej pomembni temi. O tem namreč ne smemo molčati. Varovati moramo človekovo dostojanstvo in človekove pravice.

  Caterina Chinnici (S&D). – Signora Presidente, onorevoli colleghi, le molestie e gli abusi sessuali che ancora avvengono, tanto nel contesto familiare quanto negli ambienti di lavoro, e oggi anche attraverso la rete e le nuove tecnologie (penso ad esempio al cosiddetto revenge porn), rappresentano una delle più odiose forme di violazione dei diritti umani.

Cito solo un dato, fornito dalla FRA: una donna su dieci ha subito forme di violenza sessuale fin dall'età di quindici anni. Sono abusi che spesso causano alle vittime conseguenze traumatiche di lungo periodo e, altrettanto spesso, non vengono denunciati perché accompagnati da pressioni psicologiche o dal timore di quelle forme di vittimizzazione secondaria derivanti da atteggiamenti o comportamenti di rimprovero nei confronti delle vittime.

A fronte di tale situazione le istituzioni europee devono adoperarsi per un'azione più efficace di contrasto al fenomeno. È necessario, ad esempio, che la Commissione prosegua gli accertamenti e gli interventi per far sì che tutti gli Stati membri diano piena attuazione alle direttive sulle vittime di reato ed è fondamentale che tutti gli Stati membri ratifichino e applichino la convenzione di Istanbul.

  Izaskun Bilbao Barandica (ALDE). – Señora presidenta, señora comisaria, me parece muy oportuno un mayor esfuerzo público contra el acoso sexual en el trabajo, otra manifestación de la desigualdad. La mayor aportación institucional debe ser el apoyo a las víctimas y la lucha contra la impunidad. Someter a los acosadores, tras un proceso con todas las garantías, a la vergüenza pública. Pero sin el compromiso militante de hombres y mujeres en su vida personal, sin una actitud firme ante las cadenas de chistes que ofenden a las víctimas, sin otro tratamiento para la imagen de las mujeres en los medios y hasta en materia escolar, seguiremos así. Necesitamos otras actitudes, otras herramientas, otro compromiso cotidiano.

Aquí hay simplemente poder y dominación. Animemos a la empatía, porque mientras haya hombres tan inconscientes como para decir entre carcajadas que les gustaría sufrir acoso sexual porque son así de machos, así de atractivos, así de malotes —que pregunten a los pocos que lo han sufrido a ver qué les parece—, porque mientras vergonzosos realities televisivos sigan ganando dinero mientras apoyan estereotipos y esquemas de dominación, tendremos la batalla perdida.

  Tania González Peñas (GUE/NGL). – Señora presidenta, la campaña «#YoTambién», tras el escándalo de acoso en Hollywood, ha sacado a la luz millones de testimonios de mujeres y ha hecho visible algo que ya sabíamos, que el acoso sexual está en todas partes y es ejercido por personas cercanas y desconocidos de todas las edades, colores y clases, en situaciones cotidianas y que no lo son tanto, en la calle, en el transporte público, en el lugar de trabajo o de estudio, en espacios con marcadas relaciones de poder.

Señorías, el acoso sexual puede ser habitual, puede ser común, pero no es normal: es violencia. Se debe visibilizar, se debe castigar y se debe erradicar. Y, señorías, es una vergüenza, como ha revelado esta campaña, como recogen The Times y otros tantos diarios en todo el mundo, que el acoso sea una práctica habitual en este Parlamento.

Seamos ejemplares: empecemos por esta Cámara. Garanticemos la denuncia con garantías; hagamos una investigación en profundidad sobre las situaciones de acoso, pongámosle nombre y apellidos y seamos ejemplares con las sanciones.

Están aquí, están entre nosotros; son violentos, son peligrosos y no pueden quedar impunes.

  Γεώργιος Επιτήδειος (NI). – Κυρία Πρόεδρε, η σεξουαλική παρενόχληση στον χώρο της εργασίας είναι μια κακή συνήθεια που πρέπει να εξαλειφθεί. Πρωτίστως, πρέπει να εξαλειφθεί εδώ μέσα στον χώρο των Κοινοβουλίου, όπου οι ευρωβουλευτές έχουν αυξημένες δικαιοδοσίες, οι δε βοηθοί εξαρτώνται πλήρως από αυτούς σε ό,τι αφορά τη διατήρηση της εργασίας τους. Κατά την άποψή μου, ένας ευρωβουλευτής ο οποίος εκμεταλλεύεται τη θέση του και καταπιέζει ή εκμεταλλεύεται σεξουαλικά τις βοηθούς του είναι πρωτίστως δειλός. Για να αντιμετωπίσουμε αυτό το πρόβλημα σφαιρικά, θα πρέπει να εξετάσουμε και να καταδικάσουμε βεβαίως και την περίπτωση σεξουαλικής παρενοχλήσεως γυναικών προς άνδρες, αλλά και ανδρών προς άνδρες. Τέλος, θέλω να ρωτήσω την κυρία Επίτροπο τι νόημα έχει η ενημέρωση των οπαδών των ποδοσφαιρικών ομάδων για τη βία κατά των γυναικών. Από μικρό παιδί παρακολουθώ ποδόσφαιρο, βρίσκομαι στα γήπεδα και δεν έχω διαπιστώσει βία κατά των γυναικών. Όταν υπάρχουν συμπλοκές, συμπλέκονται οπαδοί των δύο ομάδων άνδρες, όχι γυναίκες και άνδρες.

  Marijana Petir (PPE). – Gospođo predsjednice, šokirana sam navodima koje sam pročitala u medijima vezano uz optužbe za seksualno napastovanje asistentica od strane pojedinih zastupnika u Europskom parlamentu te se zalažem za provođenje temeljite istrage kako bi se cijeli slučaj rasvijetlio, a počinitelji sankcionirali. Niti jedna institucija na svijetu gdje mnogo ljudi radi zajedno, nažalost, nije pošteđena zlouporabe položaja i neprimjernog ponašanja pa tako niti europske institucije.

Međutim, važno je primjereno odgovoriti na takva zlodjela kako se ona ne bi ponavljala. Pohvalne su kampanje poput Metoo koje omogućavaju kreiranje sigurne platforme na kojoj se žrtve osjećaju dovoljno sigurno podijeliti svoja iskustva, što inače zbog straha ili nepovjerenja u sustav ne bi imale hrabrosti učiniti.

Zlostavljanje ima korozivan učinak na cijelo društvo i obveza je svih nas reagirati na sve oblike zlostavljanja, nasilja i zlouporabe položaja. Samo otvorenošću, podrškom i hrabrošću moguće je provesti promjene koje su potrebne kako bi se svaka vrsta neprimjerenog ponašanja mogla iskorijeniti.

  Julie Ward (S&D). – Madam President, like many, I was shocked by the Harvey Weinstein scandal. I was shocked by the violence of the stories told by the victims, but I was not surprised. Some people have said they were surprised by the number of victims who subsequently spoke out online, using the ‘Me Too’ hashtag, but I was not surprised. Most women and girls have been victims of sexual harassment or assault at some point in their lives.

The fact that this recent crop of appalling revelations comes from within my own sector, the creative industries, is doubly distressing. The myth of the casting couch was never a myth, but rather an institutional practice which has its parallels in the boardrooms and staff rooms of all workplaces, including both the public and private sector and in the community and voluntary sector too. Trade unions have a particularly important role to play in establishing systems and support for reporting and dealing with abuse, but the education of boys and men should play an important role in the fight against sexual harassment and abuse. Instead of telling girls how to dress or behave, we should educate boys about consent.

  Mairead McGuinness (PPE). – Madam President, yesterday the sentencing of a journalist, who was regarded as eminent and highly respected, for child sex abuse offences has been criticised for the leniency of the conviction and sentence. He received two and a half years, and the chief executive of the Dublin Rape Crisis Centre has led complaints about this. I suppose what that shows is that even when the law takes its course, society and families are not always satisfied by the outcome. That is something we need to be conscious of.

I visited a women’s refuge recently in my constituency and sexual violence is all too prevalent, but I am glad to say that there is help and support available, and people should reach out for that support. I would ask colleagues in this House, staff and Members, to put their faith in Elisabeth Morin-Chartier, our colleague who takes on her shoulders an enormous responsibility and does it with great effect. Please, if you have not approached her, do! She will listen. She will act.

  Wajid Khan (S&D). – Madam President, a recent EU survey on harassment and abuse gave some shocking findings, not least that 55% of women have experienced sexual harassment. It must be called out for what it is: a brutal form of discrimination, a basic assault on human dignity, and both a cause and a consequence of persistent inequalities between men and women.

I welcome this debate today, but it must form part of a long-term, serious effort to tackle this scourge because there is a long road ahead. Sexual harassment knows no class or culture and is not confined to the home or the workplace. As such, it is the job of every employer, family member, colleague and friend to stand up for all people who are affected.

For our part, here in this Chamber, we must ensure that the information, the support and a zero-tolerance approach in dealing with this are in place. Be it in Hollywood or in our own communities across the European Union, including my constituency in the UK, sexual harassment is a cancer that must be stopped.

  Ελισσάβετ Βόζεμπεργκ-Βρυωνίδη (PPE). – Κυρία Πρόεδρε, κυρία Επίτροπε, κύριοι συνάδελφοι, θεωρώ ότι το σημερινό θέμα συζήτησης είναι πάρα πολύ σημαντικό, όχι γιατί αυτή τη στιγμή το συζητούμε και δίνουμε ακόμη ένα κίνητρο στα θύματα να καταγγέλλουν και να διεκδικούν τα δικαιώματά τους, αλλά γιατί είναι ένα θέμα το οποίο υπήρχε, υπάρχει και δυστυχώς θα υπάρχει, όσο υπάρχουν χαλαρές συνειδήσεις και νοσηρές νοοτροπίες. Και τούτο παρά το γεγονός ότι εδώ και δεκαπέντε χρόνια υπάρχει ευρωπαϊκή νομοθεσία. Όμως όταν μιλούμε για παρενόχληση μέσα στο Ευρωπαϊκό Κοινοβούλιο, παρακαλώ να είναι πολύ συγκεκριμένες οι καταγγελίες, να υπάρχει βούληση από την Επιτροπή να καταδικάζονται άμεσα, διότι διαφορετικά δίνουμε την εντύπωση ότι μπορεί προς τα έξω να νομίζουν ότι ο ναός της δημοκρατίας που είναι το Ευρωπαϊκό Κοινοβούλιο χαρακτηρίζεται από ανήθικες συμπεριφορές.

  Jean-Paul Denanot (S&D). – Madame la Présidente, l’égalité des droits, la non- discrimination et l’égalité des genres sont des valeurs fondamentales de l’Union européenne. Aujourd’hui, de nombreuses femmes victimes de harcèlement sexuel témoignent d’atteintes à ces valeurs.

En tant qu’homme, je dois dire mon dégoût de ces comportements. La dignité des hommes, c’est en effet de respecter la dignité des femmes, et ceci en toute circonstance et en tout lieu, que ce soit dans les situations d’embauche, au bureau, à l’usine, dans les transports, et même au Parlement européen, ce qui m’indigne, je dois le dire, tout particulièrement. C’est la tolérance zéro qui s’impose dans ces circonstances, comme dans celles, d’ailleurs, de discours de haine entre personnes de même sexe ou de sexe opposé.

Au fond, c’est par l’éducation que nous apporterons les meilleures réponses à cette question. Mais, pour ceux qui seraient imperméables à ces enseignements, ou qui auraient du mal à maîtriser leurs pulsions, c’est bien entendu à une justice indépendante d’intervenir. Protéger les dépôts de plaintes et juger rapidement constituent des mesures de nature, me semble-t-il, à lutter contre ce triste phénomène.

  Nicola Caputo (S&D). – Signora Presidente, onorevoli colleghi, nelle ultime settimane, per effetto di scandali venuti alla ribalta sui media, si discute finalmente con la necessaria aberrazione della violenza sulle donne.

L'ho già detto in altre occasioni e voglio ribadirlo in quest'Aula, anche alla luce delle ultime assurde notizie che riguardano questo Parlamento: ogni tipo di violenza contro le donne, in ogni forma essa venga perpetrata, va condannata e punita senza "se" e senza "ma", anche qui, anche in Parlamento.

In Europa quasi il 25 % delle donne ha subito violenza fisica o sessuale, ma il dramma nel dramma è che più di un europeo su quattro ritiene ancora oggi che un rapporto sessuale non consensuale possa essere in qualche modo giustificato. I tempi sono maturi per affrontare il tema dalla violenza sulle donne con determinazione, garantendo l'applicazione delle misure esistenti e lavorando affinché i principi contenuti nella convenzione di Istanbul vengano recepiti rapidamente dalle legislazioni nazionali di tutti i paesi membri.

  Ruža Tomašić (ECR). – Gospođo predsjednice, seksualno uznemiravanje i zlostavljanje ničim se ne može opravdati. Kad je riječ o institucijama Europske unije i zlostavljanju na radnom mjestu, žalosno je da je potreban velik javni skandal kako bi nadležni adresirali ovaj problem.

Ako je istina da se to godinama događalo i u ovoj zgradi i da su žrtve često bile obeshrabrene u prijavljivanju jer je stvorena klima u kojoj je takvo primitivno ponašanje bilo manje ili više prihvatljivo, treba pokazati da ono to nije i da mora biti strogo kažnjeno.

Svi koji prijave uznemiravanje ili zlostavljanje trebaju biti maksimalno zaštićeni tako što će im biti zajamčeno da zbog prijave neće izgubiti posao te im mora biti pružena stručna pomoć.

Želimo li Europu u kojoj se ljudi u nepovoljnijem socioekonomskom položaju neće doživljavati kao roba i tretirati nedostojno čovjeka, Europski parlament mora voditi primjerom i zato odgovorno ponašanje mora početi ovdje i danas.

  Tiemo Wölken (S&D). – Frau Präsidentin! Vielen Dank für die Möglichkeit, hier heute sprechen zu dürfen. Frau Kollegin Reintke hat in ihrer Rede gesagt, dass das Problem der sexuellen Belästigung nicht nur ein Thema für Frauen ist und nicht sein darf, und damit hat sie doch gerade den Punkt getroffen: Sie hat Recht. Dass heute fast nur Kolleginnen gesprochen haben, ist doch Teil des Problems, dem wir uns gegenübersehen.

Sexuelle Belästigung geht fast immer von Männern aus. Daher müssen wir Männer sagen: Nicht mit uns. Daher bin ich heute hier und würde mir wünschen, dass viel mehr Kollegen das heute tun würden. Auch hier im Haus sehen wir doch die Vorgänge und müssen kritisch hinterfragen, was dort passiert ist. Dass wir ein Beschwerdegremium haben, das mit MEPs ausgestattet ist, wo Frauen sich beschweren können, wenn sie Opfer von sexueller Gewalt, Opfer von Machtausübung werden, das kann doch nicht der richtige Ansatzpunkt sein.

Der Mut der Betroffenen muss sich auszahlen, und neben der Annahme des Berichtes morgen müssen wir weiter aktiv werden.

  Maria Grapini (S&D). – Doamna Președintă, doamna comisar, dragi colegi, o dezbatere utilă, s-a dovedit din luările de cuvânt. Și, iată, am obținut, totuși, o solidaritate din partea colegilor bărbați care au luat cuvântul, dar, așa cum doamna comisar prezenta, este nevoie să ne adresăm noi, ca eurodeputați, în țările noastre și să găsim o sinergie între organizațiile neguvernamentale, între societatea civilă. Femeile care declară această violență trebuie să fie protejate. Avem nevoie de proiecte pentru educație, educație și infrastructură, pentru că nu le putem lua din viața de familie unde, câteodată, chiar acolo suportă abuzuri sexuale sau de la serviciu dacă nu găsim și o infrastructură unde să le adăpostim pe aceste femei și, apoi, asistența judiciară: multe nu pot să susțină un proces judiciar pentru a-și găsi dreptatea. De aceea, cred foarte mult că trebuie să avem un parteneriat și la nivel național. Nu este suficient numai aici. Felicitări și este doar începutul, trebuie să continuăm.

  Cecilia Malmström, Member of the Commission. – Madam President, I think that every woman in this House – and quite a lot of men – have a story to tell on this, either a personal experience or someone that is close to us: stories about sexual harassment, sexist comments, and possibly even violence and rape.

This is not new. It didn’t start with the ‘Me Too’ movement. It has been going on for decades, for centuries, but the novelty this time is that there is a global movement of women crying out: ‘this is not acceptable’. Many men as well. This is not something we will continue to accept. We do not accept that this is hidden – the shame and the silence around this phenomena – and that is so powerful. That is why I thank you for this debate.

There are a lot of laws in the European Union. There are projects, there are directives and there are codes of conduct. These are important. The arsenal of legal and policy measures at the EU level covers most of the actions to support Member States in their work in fighting all kinds of violence against women and girls. Now we need to focus on implementation, and here there is work to do. We also need to dedicate all our efforts to complete the accession of the Istanbul Convention.

We also need to look at ourselves. What are we doing? The Commission has a helpline. We have strong rules to protect whistle—blowers who come and alert us on this. We have a network of confidential counsellors who can support women and girls – and men – who are victims of this. We have internal campaigns and courses and formal action. We will subject all this to external evaluation. Possibly we can do more.

I am sure that in the European Parliament you have your own rules and you are looking at them. Possibly you can do more on a formal basis. But the most important thing, as this campaign signals, is to support the victims, to say that what they have experienced is not OK and that we will go with them.

The majority of the men in this House and elsewhere, who would never dream of harassing a woman, you need to speak out. You need to support this woman and say that what their colleague did is not OK and that they will walk with her and support her in making sure that justice is brought on this.

So let’s support each other. Let’s encourage the network to function in this regard. Let’s make sure that not only is this ‘Me Too’ campaign heard all across the world, but also that it is also transformed into action, where hopefully this will eventually lead to the eradication of this violence.

The problem is much broader, as we have discussed. We will do what we can from the Commission side. Member States have their role to play, but the most important is a change of attitude, and here we can all contribute.

Thank you very much for having this debate. I think it is of extreme importance, but let us not let the work stop after the vote tomorrow.

  Isabella Adinolfi (EFDD), per iscritto. – Con questa risoluzione si condanna ogni forma di violenza sessuale e di molestia fisica o psicologica, incoraggiando gli Stati membri ad adottare ulteriori misure, per porre fine alle molestie sessuali, in modo efficace. Fondamentale è la prevenzione e la sensibilizzazione, perché bisogna agire anche contro le forme emergenti di violenza, come ad esempio, quelle attuate online. Anche all'interno di questo Parlamento vi sono purtroppo troppi casi di molestie: occorrono misure adeguate per contrastare questo triste fenomeno e per sostenere le vittime.

Basta ya de silencios cómplices y de dudas irrazonables, no hay excusa que valga, los acosadores deben ser castigados. El acoso tiene su origen en una sociedad desigual, donde una parte establece relaciones de poder sobre otra. Necesitamos una estrategia europea para combatir todas las formas de violencia contra las mujeres, incluidos el acoso y abuso sexual. Por desgracia, esta realidad no se escapa de ningún lugar ni espacio, ni siquiera de las instituciones públicas como este Parlamento, que aunque tiene instrumentos para responder a este tipo de situaciones, es evidente que no están funcionando. Por eso necesitamos asesoramiento externo, para evaluar de qué manera se pueden mejorar esos instrumentos para que sean realmente útiles a las víctimas. Ni un ataque más a la dignidad de las mujeres. Ni un silencio cómplice. Ni un mirar hacia otro lado. No estáis solas: «Yo también», «Me too».

  Birgit Collin-Langen (PPE), schriftlich. – In meinen Augen ist es bezeichnend, dass wir in fast jeder Plenarsitzung in irgendeiner Form über die Gewalt gegen Frauen diskutieren. Es zeigt mir, dass die Gewalt gegen Frauen immer noch, auch in Europa, alltäglich ist. Denn sexuelle Belästigung ist meistens Gewalt gegen Frauen – Machtpositionen werden dazu genutzt, Frauen einzuschüchtern und zu unterdrücken. Wie massiv das Problem ist, zeigt, wie oft der Hashtag „MeToo” geteilt wurde. Ich hoffe, dass wir ein Bewusstsein dafür schaffen können, dass sexuelle Belästigung kein Kavaliersdelikt ist, dass wir in diesem Haus Regelungen finden, die das Schweigen der Belästigten brechen. Ich wünsche mir, dass wir bald einen Hashtag „MeNot” haben – unter dem Frauen schreiben, dass sie noch nie sexuell belästigt wurden.

  Tonino Picula (S&D), napisan. – Ako je itko u Europskom parlamentu ili bilo kojoj drugoj europskoj ili drugoj instituciji zloupotrijebio svoj položaj nauštrb tuđeg dostojanstva, onda za to moraju odgovarati i snositi ozbiljne sankcije kako počinitelji tako i oni koji su znali i šutjeli.

Zlostavljanje na poslu, ili bilo gdje drugdje, ne smije i ne može biti prihvatljivo ni u jednom obliku. Osobe koje su doživjele bilo kakav oblik zlostavljanja na radnom mjestu i drugdje treba ohrabriti da zlostavljanje prijave policiji. Na nama ostalima je da im pružimo podršku, a zlostavljače odstranimo s odgovornih funkcija u Europskom parlamentu u kojem većina svoju dužnost obavlja časno, odgovorno te uz neprocjenjivu pomoć članica i članova svojih timova.
