  Inés Ayala Sender (S&D). – Señora presidenta, solamente quería manifestar antes de empezar el debate —porque no tiene nada que ver con el debate en sí mismo— mi protesta por los tiempos dados a este debate: no puede ser que el trabajo de todo un año de todos los diputados —no solamente los ponentes, que podrán hablar, sino los ponentes alternativos—, con tanto esfuerzo, quede resumido, en el caso de mi Grupo, en un solo minuto en el debate.

Yo le pido —y aprovecho que está aquí el secretario general— que, desde luego, esto no vuelva a repetirse; que los ponentes alternativos, que llevan trabajando todo un año con todas las audiencias, etc., tengan tiempo posible a su disposición para poder intervenir en este debate. Yo creo que se lo merecen, que nos lo merecemos, y que, desde luego, la Unión Europea, en este ejercicio de control, también se lo merece.

Por lo tanto, le pido que no vuelva a ocurrir esta situación.

  Joachim Zeller, Berichterstatter. – Frau Präsidentin, lieber Präsident des Rechnungshofes Klaus-Heiner Lehne, Kommissar Günther Oettinger, Kolleginnen und Kollegen! Zunächst einmal meinen herzlichen Dank an den Rechnungshof für den Jahresbericht zur Haushaltsausführung 2016 und natürlich auch an die Generaldirektoren der Kommission für ihre Jahresberichte, die für uns die Grundlage für unsere parlamentarische Arbeit dargestellt haben. Ich schließe auch meinen Dank an die Mitarbeiterinnen und Mitarbeiter der Sekretariate und unserer Büros an wie auch meinen herzlichen Dank an alle Schattenberichterstatterinnen und Schattenberichterstatter für vielfältige Konsultationen. Sieben Monate Arbeit liegen jetzt hinter uns, und das positive Ergebnis kann ich schon vorwegnehmen: Der Kommission kann Entlastung für die Ausführung des Gesamthaushaltsplans 2016 erteilt werden.

Positiv ist weiterhin auch, dass es gelungen ist, die geschätzten Fehlerquoten zu senken, wobei es im Bereich der geteilten Mittelverwaltung in den meisten Fällen noch nicht ganz gelungen ist, das selbst gewählte Ziel einer Fehlerquote von zwei Prozent zu erreichen. Allerdings wurden auch nur in ganz wenigen Fällen mehr als fünf Prozent der untersuchten Vorgänge als mit Fehlern behaftet eingeschätzt. Feststellen lässt sich aber auch, dass sich viele Fehler nach Korrekturen in der Projekt- und Programmausführung haben beheben lassen. Das sollte unseren Blick besonders darauf richten, ob die Ziele, die mit dem Einsatz des europäischen Haushalts erreicht werden sollten, auch wirklich erreicht wurden, denn das sind wir dem europäischen Steuerbürger schuldig, der mit seinen Beiträgen unseren Haushalt speist.

Compliance bleibt wichtig, aber Performance sollte immer wichtiger werden. Dabei müssen wir auch auf einige Schwachstellen hinweisen, die in der Programmplanung und -ausführung festzustellen waren. 2016 war das dritte Jahr in der neuen Förderperiode, aber was die Implementierung von Programmen und die Absorption von Fördermitteln bei der Kohäsionspolitik anbelangt, standen wir in diesem Jahr erst am Anfang. Um weitere Verzögerungen zu vermeiden und der Gefahr von erheblichen Zahlungsüberhängen am Ende der Förderperiode zu entgehen, müssen die Kommission und die Mitgliedstaaten ihre Anstrengungen verstärken und die Programmabwicklung beschleunigen, um dieses wichtige Instrument zur Schaffung von Wachstum und Arbeitsplätzen in den Regionen wirksam werden zu lassen. In der Agrarpolitik haben neue Instrumente wie die Ökologisierung und das Programm für Junglandwirte ihre Ziele noch längst nicht erreicht.

Die Migrationspolitik und die Integration von Migranten sowie der Schutz der europäischen Außengrenzen sind neue Herausforderungen die ein eigenes Haushaltskapitel benötigen. Bisher mussten die Mittel dafür aus verschiedenen anderen Haushaltsansätzen herausgelöst werden. Die Zunahme von Treuhandfonds und eine Vielzahl von Finanzinstrumenten verschleiern die Transparenz und erschweren die parlamentarische Kontrolle der Haushaltsdurchführung. Hier muss Sorge dafür getragen werden, dass das Parlament seine Kontrollaufgaben vollumfänglich wahrnehmen kann.

Die EU ist der größte Geber von Entwicklungshilfe. Für eine bessere Einschätzung der Zielerreichung benötigen wir aber aussagekräftigere Indikatoren als bisher. Auch sollten die jährlichen Überwachungsberichte der EU-Delegationen endlich öffentlich zugänglich sein. In 387 Artikeln hat das Parlament seine Beobachtungen und Vorschläge zur Haushaltsdurchführung 2016 formuliert. Die meisten Ausschüsse haben ihre Stellungnahmen abgegeben. Ich hoffe, dass wir auf dieser Grundlage die Diskussion fortführen können – auch im Hinblick auf den neuen mehrjährigen Finanzrahmen.

  Barbara Kappel, Berichterstatterin. – Frau Präsidentin, Herr Kommissar Oettinger, Herr Präsident Lehne! Auch ich möchte mich sehr herzlich bedanken sowohl für die Vorarbeiten, die seitens des Rechnungshofes geleistet wurden als auch für die gute Zusammenarbeit mit der Generaldirektion DEVCO als auch für die sehr gute Zusammenarbeit mit den Schattenberichterstattern. Danken möchte ich auch allen Mitarbeitern, die an diesem Bericht mitgearbeitet haben.

Der Europäische Entwicklungsfonds ist – wie Sie alle wissen – das wichtigste Finanzierungsinstrument der Union für die Entwicklungszusammenarbeit mit den Ländern Afrikas, des Karibischen Raums und des Pazifischen Ozeans, ebenso mit den überseeischen Gebieten. Grundlage dieser Zusammenarbeit ist das Cotonou—Abkommen und der Übersee—Assoziationsbeschluss. Hauptziel des Cotonou—Abkommens ist die Armutsbekämpfung, das in Einklang mit den Mitteln der nachhaltigen Entwicklung und der schrittweisen Integration dieser Länder in die Weltwirtschaft. Das Abkommen läuft im Februar 2020 aus. Das heißt, spätestens im August dieses Jahres müssen Verhandlungen über ein neues Abkommen aufgenommen werden. Der Rat wird dazu voraussichtlich noch im ersten Halbjahr 2018 einen Ermächtigungsbeschluss annehmen.

Das alles vor dem Hintergrund neuer weltweiter Herausforderungen, die die Art und Weise der Mittelbereitstellung im Bereich der Entwicklungszusammenarbeit verändern werden. Alle maßgeblichen Akteure arbeiten bereits an neuen Hilfskonzepten und einer Neuausrichtung des derzeitigen Rahmens für die Außenhilfe. Dies wird auch auf die Auswirkungen und auf die Tätigkeit des Europäischen Entwicklungsfonds Einfluss haben. Der Bericht geht auf diese neuen Herausforderungen ein, sowohl im Kapitel „Reaktion auf neue Welt, Welt der Entwicklungsprioritäten“ als auch im Kapitel über die neue AKP-Partnerschaft, die unteranderem vorsieht, dass der EEF in den Gesamthaushaltsplan einbezogen wird.

Die finanzielle Dimension des Europäischen Entwicklungsfonds ist groß. Allein der Elfte Europäische Entwicklungsfonds umfasst ein Portfolio von 30,5 Milliarden Euro für den Zeitraum 2017 bis 2020. Für 2016 beliefen sich die Zusagen für alle Treuhandfonds der Union auf fünf Milliarden Euro, 2,4 Milliarden, also knapp die Hälfte davon, entfielen auf den Treuhandfonds für Afrika und den Treuhandfonds Bêkou, der vom EEF verwaltet wird.

An Budgethilfezahlungen wurden 2016 644 Millionen Euro geleistet, und im Rahmen der vertieften Zusammenarbeit flossen 914 Millionen Euro an internationale Organisationen. Allein im Bereich der Migration und Entwicklung wurden im Jahr 2016 106 Projekte im Gesamtwert von 1,5 Milliarden Euro genehmigt, 594 Millionen Euro wurden vertraglich gebunden und 175 Millionen Euro ausbezahlt. Im Rahmen der Zuverlässigkeitserklärung konnte der Rechnungshof für 2016 einen positiven Trend feststellen.

Die Zielvorgabe bei den abgelaufenen Verträgen, nämlich die Reduktion, wurde mit 15,15 % nur geringfügig überschritten. Ebenso wurde bei der Zielvorgabe von -25 bei allen alten offenen Vorfinanzierungen nur ein geringfügiger Überschuss erzielt. Alte noch abzuwickelnde Mittelbindungen konnten um 36 % verringert werden. Insgesamt lag die Fehlerquote bei 3,3 %, was ein leichter Rückgang ist. Die Restfehlerquote lag bei 1,7 %, was unter der Wesentlichkeitschwelle von zwei Prozent liegt. Es wurden 14,16 Millionen Euro an ungerechtfertigten Zahlungen eingezogen. Die Kontrollkosten beliefen sich auf 4,26 % der Gesamtkosten.

Dennoch stellt der Rechnungshof fest, dass die Überwachungs- und Kontrollsysteme nach wie vor zum Teil nicht wirksam sind, und auch der Bericht ist in seinen Grundzügen in Bezug auf die Mittelvergabe und Überwachung durchaus kritisch, was in der Natur der Sache liegt. Entwicklungshilfe wird in einem schwierigen und instabilen geopolitischen Umfeld geleistet und von Problemen wie schwacher Regierungsbildung, Korruption, sozialer und wirtschaftlicher Instabilität, bewaffneten Konflikten oder Krisen beeinträchtigt – was insbesondere bei den Budgethilfeaktivitäten bedeutet, dass das Risiko, dass Ressourcen abgezweigt werden, nach wie vor groß ist, weil es Korruptions- und Betrugsrisiken gibt, in Entwicklungsländern vermehrt inländische Einnahmen mobilisiert werden sollen, um die Abhängigkeit von Entwicklungshilfe zu reduzieren, und insbesondere im Bereich der Bekämpfung von Steuerbetrug und aggressiver Steuerplanung eine verstärkte Zusammenarbeit mit der Europäischen Union gefordert wird.

Trotz alldem ist laut Rechnungshof die Zuverlässigkeit der Rechnungsprüfung des Europäischen Entwicklungsfonds gegeben, ebenso die Rechtmäßigkeit und Ordnungsmäßigkeit der Vorgänge. Eine Entlastung des Fonds für das Haushaltsjahr 2016 ist deshalb vorgesehen und wurde auch im CONT-Ausschuss bereits genehmigt.

  Derek Vaughan, rapporteur. – Madam President, I will talk on Parliament’s discharge. First of all, I wanted to thank all the shadows and the staff involved in the discharge. At the start, I wanted also to say that there have been improvements in the performance of Parliament’s own budget. There was a positive report from the Court of Auditors on Heading 5, and spending was not affected by material error.

In terms of individual improvements in the budget, we’ve seen the driver service being brought in-house successfully, and we’ve had lots of comments about the improvements made there. We now have a road map for gender equality. The gym in Brussels has been reopened after a long closure. On harassment, the Secretary-General has agreed to set up a network of confidential counsellors which is welcome. An MEP portal has been established. There’s a new ICT project improving services for Members and local assistants. Work on improving security in and around Parliament has been undertaken and an environmental policy covering Parliament has been accepted by the Bureau. All good things, and all things we should welcome.

However, there remain some concerns. There were lots of amendments submitted on Parliament’s voluntary pension fund. We’ve seen those amendments. Some of those amendments were realistic, some were not so realistic, and on this we are awaiting the Bureau’s response to the Secretary-General’s proposal. And on this difficult issue, I think we need to spend a little bit more time considering the options which are available to us.

We are also aware that the Bureau set up a working group to talk about the issue of general expenditure allowance (GEA), an issue we talk about every single year in the discharge process and on this again we await the Bureau’s final proposal and an agreement. But as a minimum, the policy should include having separate accounts for the GEA whose seats should be kept, and unspent amounts of the GEA should be returned at the end of the Member’s mandate. We should insist that these are at least the minimum which should be required.

We also still of the difficult issue of the single seat, although recently Parliament has voted to have a single seat, many, many times, and no doubt Parliament will continue to vote to have a single seat, and we await some action on that.

In addition to that, we need a proper building strategy, particularly for the PHS building in Brussels. We understand it is not easy. It is a difficult issue and the matter of the building policy is made even more difficult by the issue of Brexit. On accredited assistants, there are some who missed out on EU pensions because they have not been employed for ten years. They feel particularly badly treated, and this issue deserves some attention. Also trainees who don’t get up but up-front mission payments is another issue. This seems particularly unfair to the lowest paid, and again, we need to see some action on this.

Finally, we need to address the delays in pay and expenses to local assistants. Hopefully, all these issues will be addressed in the near future.

I would say, perhaps, just in conclusion, that in the Committee on Budget Control we had a long debate on Parliament’s own discharge, and thanks to the Secretary-General for his input into it. We emerged from that debate with a widespread consensus. There was great cooperation amongst the groups, or most of the groups, and this was reflected in the big majority in the Committee to grant discharge for Parliament’s own budget. I hope later today we will again see a large majority to give Parliament’s budget discharge.

  Ingeborg Gräßle, Berichterstatterin. – Frau Präsidentin, Herr Kommissar, Herr Präsident des Rechnungshofs! Und vor allem möchte ich die Ratspräsidentschaft sehr herzlich begrüßen, unsere frühere Kollegin Monika Panayotova. Wir freuen uns, dass Sie hier sind, weil wir nicht immer mit Ihrer Präsenz rechnen können. Aber Sie als zweiter Arm der Gesetzgebung sind natürlich sehr notwendig, um die Verbesserungen, die wir erreichen wollen, auch mit Ihnen dann hinterher zu diskutieren. Wir würden uns wirklich freuen, wenn wir vor allem an einem Punkt weiterkommen könnten, nämlich bei der Ratsentlastung.

Ich bin ein bisschen verwirrt, weil ich die Berichte des Kollegen Valli zu den anderen sieben Institutionen eigentlich hätte übernehmen sollen. Ich nehme an, er spricht zu den Berichten selbst, sodass ich mich eigentlich auf den Integritätsbericht, auf die Entschließung, die heute ebenfalls mit der Entlastung vorliegt, konzentrieren kann.

Ich möchte mich aber zuerst auch bei der Frau Präsidentin bedanken. Ich weiß nicht, wie lange es her ist, dass wir mal zur Primetime und morgens hier miteinander das Finanzmanagement der EU besprechen durften. Es ist schon ewig her. Und deswegen muss ich sagen: Es ist eine neue Erfahrung, dass man mal frisch und ausgeruht hier miteinander diskutieren kann und nicht immer nur von 23.30 Uhr bis 1.30 Uhr am Morgen, wie es normalerweise der Fall ist. Ich sehe allfälliges Kopfnicken. Von daher herzlichen Dank für die Bevorzugung.

Ich möchte als Ausschussvorsitzende den Kolleginnen und Kollegen ein Kompliment machen. Jenseits parteipolitischer Vorstellungen ist es uns bisher eigentlich immer gelungen, gemeinsam sachliche Einigungen zu finden. Die Entschließung zur Integritätspolitik der Kommission hat diese normalerweise sachliche Zusammenarbeit auf einen neuen Prüfstand gestellt; daran sind wir gewöhnt. Es ist uns trotzdem bis jetzt gelungen, etwas vorzulegen, das schon einen gemeinsamen Atem hat.

Deswegen ist die Abstimmung heute auch sehr wichtig. Es liegen wiederum Änderungsanträge vor, die zum Beispiel für meine Fraktion ein No-Go sind. Ich spreche hier über die Änderungsanträge 1, 6, 7 und 13, das sind Grundsatzabstimmungen für die Fraktion der EVP. Wenn die also angenommen würden, dann würde die EVP dagegen stimmen, und ich würde dann auch meinen Namen von dieser Entschließung zurückziehen. Ich sage das ganz offen, weil ich glaube, dass es für alle Beteiligten wichtig ist, das zu wissen.

Ich möchte die umfangreiche Redezeit nicht dazu verwenden, die Entschließung weiterhin zu kommentieren. Ich möchte nur davor warnen, eine bereits deutliche und eigentlich bis an die Grenzen gehende Entschließung noch weiter zu verschärfen. Das ist nicht notwendig. Wir glauben, dass alles drinsteckt – in freundlichem Ton, ohne Namen zu nennen, und diejenigen, die gemeint sind, wissen genau, dass sie gemeint sind. Von daher ist es nicht notwendig, deutliche Dinge noch mehr zu verdeutlichen. Es würde uns auch allen nur schaden und überhaupt nichts bringen.

Ich möchte dem Kollegen Valli vor allem für seine Arbeit danken, denn seine Arbeit wird hinterher meinen Namen tragen, was ich ungerecht finde. Normalerweise ist es immer umgekehrt. Ich möchte Ihnen sagen, dass ich es schade finde, dass Sie wegen eines Punktes, nämlich des Brexit – da ist ein Änderungsantrag angenommen worden, dass der Brexit bedauert wird – Ihren Namen zurückziehen, weil ich finde, Sie haben gut gearbeitet, und Sie haben eine wirklich bemerkenswerte Arbeit geleistet. Dafür möchte ich mich ganz herzlich bedanken.

Ich möchte mich auch beim Rechnungshof bedanken für einen Punkt, der in dem Bericht meines Kollegen Valli über die anderen Institutionen wichtig ist, nämlich den Sonderbericht des Gerichtshofs. Ich glaube, dass wir hier eine wirkliche Aufgabe haben. Und wenn ich sehe, dass der Gerichtshof doch erstaunliche Mängel hat – und das beste Rechtswesen nützt nichts, wenn es zu lange dauert, bis man sein Recht erhält –, dann glaube ich, dass wir hier eine gemeinsame Aufgabe haben.

Ich möchte mich noch mal an den Rat wenden. Ich glaube, dass es an der Zeit wäre, die Arbeitsgruppe „Ratsentlastung“ entstehen zu lassen, und ich möchte Sie als bulgarische Ratspräsidentschaft, die mit neuem Schwung und Elan an alte Konflikte herangehen kann, doch herzlich bitten, dass Sie sich dieser Sache annehmen. Wir müssen in dieser Frage weiterkommen. Wir können doch nicht von Jahr zu Jahr zu Jahr immer wieder mit dem gleichen Verfahren aufwarten. Wir sind bereit, die Sache miteinander zu klären. Seien Sie es bitte auch.

  Marco Valli, relatore. – Signora Presidente, onorevoli colleghi, ringrazio i colleghi, ringrazio la presidente Grässle per le parole riguardo al mio lavoro e al lavoro che abbiamo fatto. Si tratta sicuramente di un ottimo lavoro, dove evidenziamo parecchi punti critici e diamo anche tanti suggerimenti alle altre istituzioni per operare al meglio. Mi spiace aver dovuto togliere il nome ma, per esigenze politiche, non posso accettare che si deplori la scelta dei cittadini su un referendum che – per quanto io stesso non sia magari d'accordo sull'esito – è stato pur sempre un voto popolare e quindi non dovremmo mai deplorare il voto dei cittadini.

Per quanto riguarda la relazione sul Servizio europeo per l'azione esterna, rimango relatore e ci terrei a dire che il Servizio abbraccia delle tematiche importanti e spesso urgenti: ma deve essere comunque accompagnato da un'ottima gestione delle risorse umane e finanziarie. Nella relazione sono emerse le problematiche relative alla gestione delle delegazioni, soprattutto in zone estere e difficili, nonché alla gestione degli immobili e delle procedure di appalto. Entrambi i punti sono critici e dobbiamo fare in modo che non inficino il bilancio e il corretto funzionamento delle Istituzioni.

In merito agli edifici, sebbene alcuni progressi siano stati raggiunti in questo campo negli ultimi anni, c'è ancora un ampio spazio di miglioramento, soprattutto nell'ambito delle procedure di affitto e di acquisto per le delegazioni. Per quanto riguarda il bilancio di queste ultime, è emerso che più del 40 % delle spese sono relative agli immobili: i costi sono ancora troppo alti. Dobbiamo quindi incentivare soluzioni quali le co-locazioni per diminuire le spese nonché garantire che le procedure per l'acquisto di edifici siano trasparenti e portino a una reale ottimizzazione dei costi.

È inoltre necessario semplificare il bilancio delle delegazioni al fine di migliorarne la gestione e l'efficienza. Allo stesso tempo si può raggiungere un livello di trasparenza più alto e far sì che i cittadini siano al corrente delle spese sostenute.

Prendendo in considerazione gli appalti, nel 2016 sono state riscontrate delle persistenti debolezze nelle procedure sotto i 60 000 EUR e delle carenze relative alle norme di controllo interno. Il Servizio europeo per l'azione esterna deve quindi migliorare le attività di controllo e deve garantire che le procedure siano rispondenti ai canoni richiesti, anche in situazioni difficili. Occorrono pratiche sane per evitare errori e irregolarità.

Ricordo che le risorse umane devono restare in primo piano: bisogna ancora svolgere del lavoro per la prevenzione dell'harassment, per promuovere il gender balance a tutti i livelli e per salvaguardare il whistleblowers. Infine, sostenere economicamente i tirocinanti e far sì di avere una procedura d'accesso agli stage finalmente meritocratica.

Chiedo fortemente quindi un bilancio trasparente, razionale ed efficiente. La rendicontazione deve essere puntuale e precisa, sia per le spese affrontate dalle delegazioni sia per i costi delle missioni dei membri del Servizio. A tal proposito entro nel merito della spesa relativa alle missioni dell'Alto rappresentante: al di là delle questioni dei costi, che tuttavia resta un punto rilevante, il nodo era la richiesta del Parlamento che i costi delle missioni fossero pubblicati. Finora sono stati resi pubblici solo i costi delle missioni dei primi due mesi del 2016. La documentazione su queste missioni deve essere facilmente accessibile, secondo le richieste del Parlamento stesso; è un atto dovuto ai cittadini dell'Unione i quali devono continuare avere fiducia nelle Istituzioni.

Lascio ora la parola ai colleghi per le considerazioni e ringrazio ancora la presidente per aver preso le mie relazioni e per le parole gentili a me rivolte.

  Bart Staes, Rapporteur. – Voorzitter, commissaris, heer Lehne, mevrouw Panayotova, ik ben rapporteur voor de agentschappen, voor alle agentschappen behalve eentje: het voedselveiligheidsagentschap EFSA, waar Indrek Tarand de rapporteur voor is.

Mijn werkzaamheden zijn reeds begonnen in juli vorig jaar na de Straatsburgzitting. Ik ben toen afgereisd naar Parma, naar het Voedselveiligheidsagentschap, waar op dat ogenblik alle agentschappen, de directeurs-generaals en hun afgevaardigden bijeenkwamen om hun werkzaamheden te coördineren.

En meteen is dat mijn eerste opmerking: er is een coördinerend secretariaat dat de werkzaamheden coördineert van alle agentschappen. Dat heeft het personeel nodig dat die naam waardig is. Het Parlement is bereid om één voltijdsequivalent toe te kennen aan dat coördinerend secretariaat. De Raad weigert dat. Mevrouw Panayotova, ik zou u willen vragen om er bij de Raad voor te pleiten dat die ene post voor dat coördinerend agentschap wordt gevrijwaard. Ik wil zeer uitdrukkelijk benadrukken: de agentschappen doen over het algemeen zeer goed werk. Ze zijn nodig en ze zijn ook heel alert in het werk dat ze doen.

In de resoluties wordt ingegaan op de invloed van de brexit. Voor een aantal agentschappen is dat redelijk essentieel, bijvoorbeeld bij de relocatie van EMA hoorden we dat een relocatie naar bepaalde landen redelijk catastrofaal zou zijn. Dat geldt voor grote agentschappen zoals het Medicijnenagentschap. Maar dat geldt evenzeer voor kleinere agentschappen, zoals bijvoorbeeld het agentschap dat gaat over Galileo. Dus dat is een aandachtspunt.

In dat verband is er ook een ander aandachtspunt, namelijk het hele systeem van de salariscoëfficiënt, waarbij de lonen worden aangepast naargelang de plaats waar een agentschap zich bevindt. Voor sommige agentschappen is dat redelijk dringend op te lossen; bijvoorbeeld Frontex in Polen kan geen serieus personeelsbeleid doen, omwille van de lage salariscoëfficiënt. Dus daar vragen de resoluties aandacht voor.

Ik heb me natuurlijk bij alle agentschappen geconcentreerd op het vermijden van belangenconflicten. Het vermijden van belangenconflicten is ongelooflijk belangrijk. In de meeste agentschappen gaat dat de goede richting uit. In elk geval zijn er geen excuses te verzinnen, geen verontschuldigingen te verzinnen om bijvoorbeeld de cv's van de leden van de raad van bestuur van agentschappen te publiceren, om een uitgebreid overzicht te geven over de belangenconflicten die mogelijk zijn bij personeel of bij experts die tewerkgesteld worden op tijdelijke basis bij die agentschappen. Dat moet dus verder in de gaten gehouden worden. Ook het anticorruptiebeleid is wat dat betreft zeer belangrijk.

Ik heb ook aandacht besteed aan de gelijkheid tussen man en vrouw. We zien dat er ook bij de agentschappen steeds meer vrouwen gaan werken. Helaas is dat nog al te vaak in uitvoerende functies en niet in managementfuncties. U zult in iedere resolutie lezen wat de stand van zaken is en welke agentschappen werkelijk een inspanning moeten doen om meer vrouwen in managementposities te krijgen.

Er is ook aandacht besteed aan het welzijn van het personeel. Teambuildingactiviteiten, een beleid tegen pesterijen, pesterijen die helaas nog altijd voorkomen binnen bepaalde werksituaties.

Er liggen dus 32 kritische resoluties voor en ik beveel kwijting aan voor alle agentschappen, behalve één agentschap, EASO, het Asielagentschap. Daarmee wil ik niet gezegd hebben dat het Asielagentschap geen belangrijk werk doet of geen goed werk doet. Ik denk dat dat agentschap uitstekend werkt en dat het personeel, dat vaak in moeilijke omstandigheden, onder tijdsdruk in Italië en Griekenland problemen moet oplossen, dat schitterend doen. Laat dat gezegd zijn. Maar laten we ook erkennen dat er op dit ogenblik een OLAF-onderzoek loopt naar de interne dynamiek binnen EASO. Zolang dit OLAF-onderzoek loopt, denk ik dat we geen kwijting kunnen verlenen, dat we die kwijting moeten uitstellen. We zullen zien, zodra het OLAF-onderzoek is afgelopen, dat wordt verwacht tegen het einde van de zomer, hoe de stand van zaken dan is en dan kunnen we wellicht kwijting verlenen in de maand oktober.

Ik wil nog iets zeggen over de resolutie van de kwijting van de Commissie. Ik bedank de heer Ziller voor zijn werk. We hebben daar een aantal amendementen op ingediend met betrekking tot integriteitsproblemen. Het feit dat Commissaris Cañete een vrijwillig pensioen trekt van hier, van het Europees Parlement, de ontmoeting tussen de heer Barroso en de heer Katainen, en ten slotte ook Selmayr, Daarover gaat een aparte resolutie. Ik ben blij met het werk dat we daar geleverd hebben. We hebben een beperkt aantal amendementen ingediend en ik hoop dat we met z'n allen kunnen komen tot een afgewogen keuze, een afgewogen resolutie in verband met de zaak Selmayr.

  Indrek Tarand, rapporteur. – Mr President, I am rapporteur on the European Food Safety Authority (EFSA) file only, and there is a delicate border between the report as such and the ongoing court case. My hope is that the agency will act in accordance with the Court’s decision, when it is made. Mr Url has promised me that he will do so, and I have no reason to doubt his word. I think that we will do fine with the EFSA discharge report.

As a shadow rapporteur on Commission discharges, I would like to bring up two issues. First, we all know that that some Commissioners are getting pensions from the – soon to be insolvent, perhaps – voluntary pension fund. As a token of sympathy and an act of goodwill, I will not mention the names of the Commissioners.

But I ask Commissioner Oettinger to ask his colleague whether he is aware of why Bismarck invented pensions. He invented pensions so that, after long decades of hard work, the person who has lost his ability to work will have the means to survive in his elderly days. Pensions are not meant to be paid out to people with the full ability to do an important job.

Second – and I am not harsh because it is the EPP Group, if it was a Green Commissioner I would be twice as harsh – let me go to ALDE, and this brings me to the issue of special advisers. There is a huge number of special advisers – with the wrong gender balance: one woman to three and a half men – but the problem is that some of them are former Commissioners. They appear to be lobbyists, entering with their badges and working for private companies during their cooling-off period, ignoring the ethical code of the Commission.

When I asked a question in 2015, the Commission failed to answer in time and, again, as a gesture of goodwill I did not pursue it. I appreciate that the Commission has made changes in this particular case, but the rule as such has not been changed. I call on the Commission to look very clearly into this matter so that citizens can understand what kind of advice a former Commissioner, now governor of a small village in Estonia, is giving to Vice-President Dombrovskis on eurozone economies. I mean, why does Mr Dombrovskis need that? It is suspicious.

Having said that, on the positive side, I heard dear colleague Ms Ayala Sender complaining that there is too little speaking time. President Sassoli, if you could cut my second intervention by 50% I could donate my minute to Ms Ayala Sender and that would be good, I think, for the debate in plenary. If I can cut my speaking time by 50% I see no difficulty for the Commission to cut special advisers in the same way, by 50%. Send them home, we need them there.

Having said that, I would like to thank all the rapporteurs, shadows and colleagues from the Budgetary Control Committee. It has been a real privilege to be in this enlightened bunch of Members. Thank you very much.

  Brian Hayes, rapporteur. – Mr President, firstly, I want to thank all of my colleagues who have worked with me on the eight joint undertakings reports which we have looked at for 2016. This has been a collaborative piece of work between Members of the Committee on Budgetary Control, colleagues and, especially, the Court of Auditors for the annual joint undertakings that they produce and the excellent reports that have been produced by the Court of Auditors, which I want to recognise. I also recognise the work done by the Commission; Commissioner Oettinger and his team, in terms of this very important part of the annual budget.

The discharge procedure is an important procedure. First and foremost, because it shines a light on public expenditure that we vote through in the seven-year multiannual framework expenditure. Shining a light not just on the expenditure itself, but shining a light on the outcome of that expenditure in the various joint undertakings, which do such an important task.

Why is it important? First and foremost, it is important because we need more research and innovation across the European Union. It’s crucial for jobs, it’s crucial for growth and it’s crucial for Europe’s fightback after the crisis. So investing with industry in key areas is good for jobs and good for the economy.

We are talking here looking back in 2016 and the reports that have been produced by the Court of expenditure of about EUR 1.8 billion in terms of collaboration with the private sector. That’s about 1.3% of the total budget. It is a crucial part of the public and private mix, so the public expenditure – the EUR 1.8 billion in expenditure in 2016 – unlocks much more private expenditure which can then be used in industry for the purposes of innovation and research.

I think it is important, and I have said this at the committee on all of the hearings we have had, that we demonstrate to the public what we get for this money and how industry across all of the different facets of the European Union is making a difference. And that’s what is important in terms of the projects which we are looking at.

I also think it is important, and this was a key part of the texts that we put through in all of the reports, that we highlight that SMEs especially should gain a portion of this in terms of their work with the joint undertakings. And that’s crucial for the supply chains and for industries right the way across the European Union.

So, of the reports we have seven unqualified opinions and we have one qualified opinion. As I suggested at the committee, I am proposing discharge in all cases. This has been unanimously accepted by the committee. I think good progress has been shown this year in terms of improvements on internal controls; an improvement also on in-kind contributions. We are beginning to see some improvement on project completion and the timelines therein, ex ante controls have been improved and the error rate reduction, I think, has to be welcomed in all of the reports.

The four joint undertakings we asked to come before our committee were: Shift2Rail, because it was the first year; Innovative Medicines, because of payment issues concerning their lag between where the average payments were across other joint undertakings. As for ECSEL the qualified opinion referred to the control systems, which have been highlighted by the Court, but I think good explanations have been given by the joint undertakings, so I am not suggesting in that case the discharge be not granted. And then the annual questions on Fusion for Energy, which are really around delays in the project. It is a very significant project that has been delayed up until 2035. There were also questions about the decommissioning of the site and the future costs of this, which have been flagged in previous reports.

So, I am suggesting, with the support of the House, that we would grant discharge on all eight joint undertakings which have been assessed for expenditure in 2016.

  Monika Panayotova, President-in-Office of the Council. – Mr President, it is a real pleasure for me to participate today in this important debate on the implementation of the EU budget for the financial year 2016 in the context of the annual discharge procedure, as foreseen in Article 319 of the Treaty.

The efficient use of EU funds in full respect of the principle of sound financial management is of utmost importance. The delivery of good results is particularly important. Indeed, it reassures citizens that every single euro spent on an action financed by the EU budget is spent properly and effectively.

I would like to respond to the question of Ms Gräßle, I would like to confirm that the preparatory bodies have examined how we can progress on the EP proposal for a procedure of cooperation between our two institutions during the discharge procedure.

The Council will soon adopt a mandate to start the discussions with the European Parliament. On 26 February, my colleague, Bulgarian Deputy Minister of Finance, Ms Petrova, has had the honour of presenting the Council recommendation to grant discharge to the Commission in front of the Committee on Budgetary Control. Tomorrow, I believe this plenary will confirm the vote of the committee and grant discharge to the Commission. I am glad to note that the European Parliament and the Council are able to agree on this important issue.

The Council welcomes the fact that, for the first time since the Court started providing a statement of assurance, in 1994, the Court has given a qualified opinion on the legality and regularity of payments. Additionally, the Council welcomes the gradual reduction of the overall estimated level of error reported by the Court during the last years. Nevertheless, the Council regrets that the overall estimated level of error reported by the Council for 2016 payments at 3.1% is above the benchmark of 2%.

The Council, therefore, reiterates its wish to see further improvements in the financial management systems and in the estimated level of error across all policy areas. One must recognise what has already been achieved and, in this context, the Council appreciates the efforts and actions taken by the Commission and the Member States.

The Council notes with satisfaction that the market and direct support expenditure in heading 2 was not affected by material error in 2016. This positive result is particularly relevant as market and direct support represents three-quarters of the expenditure of the heading. But there is still work to be done.

The Council calls upon both the Commission and the Member States to implement the Council’s recommendations. It also calls on Member States to continue cooperating with the Commission and to prioritise an increase in the quality, rather than quantity, of first-level checks in order to prevent, detect and correct errors. The Council also stresses the fact that controls are not without cost, taking into account the complexity of policies and programmes. Therefore, a balance has to be found between the risk of error and the cost of control and audit, focusing on better controls rather than more controls.

The Council agrees with the Parliament that simplification of rules remains paramount in reducing the error rates. Simplification and improved guidance not only reduces the administrative burden on the beneficiaries and respective authorities, but also allows for efficient and less costly controls. We reached a political agreement on the revision of the Financial Regulation three weeks ago, and this revision should have a positive impact.

I would like to emphasise that prevention is always better than correction. The Commission should apply preventive measures, such as interruption and suspension of payments, strictly in line with the relevant rules. The Council also reiterates the need to continue to apply financial corrections and recoveries rigorously, in line with the relevant rules, in order to protect the EU budget.

In this context, the Council regrets that not all actors involved made full use of the available information to prevent, detect and correct a significant proportion of the errors. This could have substantially reduced the estimated level of error, bringing it closer to the materiality threshold across all chapters of expenditure.

Mr President, honourable Members, let me now turn to budgetary and financial management, and the predictability of EU funding. The Council takes note that the gap between adopted and used payment appropriations increased in 2016. We acknowledge that the pressure on payments can be expected to increase in the coming years. Therefore, we call on the Commission to anticipate an orderly disbursement of payments in order to avoid any shortage of appropriations.

The Council is concerned about the Court’s observation that the outstanding commitments are increasing. It calls on the Commission to continue monitoring this matter and to ensure an orderly balance between commitment and payment appropriations. The Council takes note of the Court’s observation on the increasing financial exposure of the EU budget, due to long-term liabilities, guarantees and legal obligations. The Council calls on the Commission to closely monitor their development and the associated financial risk. The Council calls on the Commission to improve the transparency, simplicity and accountability of all EU budgetary instruments.

To conclude, let me recall that the pressure on the EU and national finances is still a reality in the current economic outlook. This will require, from all institutions and stakeholders, a more careful management of EU funds, as well as better forecasting of long-term funding requirements.

Let us ensure that EU money is used to achieve results that could not be achieved as efficiently or effectively by other means. We have to send a clear signal to European citizens and taxpayers that European Union funds are used in a responsible and accountable manner.

  Günther Oettinger, Mitglied der Kommission. – Herr Präsident, Frau Ministerin, lieber Präsident Lehne, lieber Herr Lazarou, Damen und Herren Abgeordnete, meine sehr verehrten Damen und Herren! Ich will eingangs hier meinen Respekt bekunden vor der vielfältigen und wertvollen Arbeit aller Berichterstatter. Ich glaube, dass wir die europäischen Haushalte durch Sie und durch eine gemeinsame kontrollierende Arbeit hervorragend durchleuchten und damit den Steuerzahlerinnen und Steuerzahlern sagen können: Jawohl, wir wissen, was ordnungsgemäß läuft, wo wir Verbesserungen erzielen können, was da falsch lief oder läuft.

Für mich ist das Verfahren zur Entlastung 2016 einerseits ein Rückblick, zum Zweiten eine Betrachtung der laufenden Haushaltsvollziehung, aber vor allen Dingen ein Ratgeber für den nächsten Finanzrahmen. Wir sehen in Ihren kritischen Vorschlägen zuallererst konstruktive Ratschläge, was man in der nächsten Periode 2021-2027 besser machen kann. Dazu legen wir am 2. Mai unser Paket vor, und die Ausführungsvorschriften folgen dann in den Wochen danach und sind dann für Sie – das Parlament und den Rat – eine hoffentlich konstruktive Grundlage, um die Mittel unserer Bürgerinnen und Bürger noch besser zu investieren, noch mehr Fehlinvestitionen vermeidbar zu machen.

Der Haushaltskontrollausschuss hat zahlreiche Kollegen von mir – Kommissare, die größere Haushaltsvolumina verwalten und verantworten – angehört, befragt. Es gab ergänzend schriftliche Anfragen, und wir gaben uns Mühe, alles konstruktiv, offen und transparent zu beantworten.

Wir sind nicht glücklich, aber doch zufrieden. Im zehnten Jahr in Folge haben wir ein uneingeschränktes Prüfungsurteil zur Zuverlässigkeit der Rechnungsführung der Europäischen Union erhalten. Der Rechnungshof konnte feststellen, dass die Fehlerquote für rund die Hälfte des EU-Haushalts unter 2 % lag, und zum ersten Mal gab es ein eingeschränktes Prüfungsurteil dafür und dadurch. Wir haben relevante Verbesserungen im Bereich der Mittelverwaltung erzielt. Die Fehlerquote ging von 3,8 % im Jahr 2015 auf 3,1 % zurück.

Zugleich müssen wir feststellen, dass es auch weniger gute Beurteilungen gibt. Wir haben nennenswerte Verzögerungen bei der Durchführung unserer Programme im Zeitraum 2014–2020. Das Entlastungsverfahren dauert vielleicht zu lange. Wir haben noch keine ausreichende Flexibilität des Haushalts, um auf unerwartete Entwicklungen, Ereignisse – Migration, Katastrophen – ordnungsgemäß mit finanziellen Hilfen zu reagieren. Sie fordern uns auf, darauf einzugehen. Ich sage Ihnen zu: Die Kommission wird sich mit all Ihren Erwartungen und Forderungen befassen und Ihnen in wenigen Monaten über die von uns vorgeschlagenen und ergriffenen Maßnahmen auch Bericht erstatten. Ich glaube, damit haben wir eine Chance, den europäischen Haushalt und den Mehrwert, der daraus entstehen soll und entsteht, weiter zu optimieren.

Zurzeit arbeiten wir, wie ich sagte, an der Vorbereitung des nächsten Haushaltsrahmens für das nächste Jahrzehnt. Dabei werden Ihre heutigen Forderungen und die Empfehlungen des Rechnungshofs umfassend berücksichtigt werden.

Uns geht es entscheidend um den Mehrwert. Jeder Euro, der europäisch investiert wird, jedes Projekt, jedes Programm bedarf des Nachweises, dass es einen Mehrwert gibt. Ansonsten wäre die europäische Investition nachrangig gegenüber nationalen, regionalen oder lokalen Investitionen. Daran orientieren wir uns beim nächsten Haushaltsrahmen.

Wir wollen Ihnen noch besser und transparent und aufschlussreich über unsere Leistungen Bericht geben. Wir werden die Rolle N+2 für die Kohäsionspolitik zu prüfen haben. Und wir wollen nennenswert vereinfachen, von Horizont über GAP zu Kohäsion sind unsere Regeln zu komplex, schrecken manchen Bürger, manchen Antragsteller ab, erfordern bei der Antragsbearbeitung, bei der Rechnungslegung, bei der Kontrolle zu viel Zeit von zu vielen, die damit beschäftigt sind.

Es wurde auch das Thema der Agenturen erwähnt. Agenturen nehmen eine herausragende Arbeit wahr – dezentral im Sinne des europäischen Projekts. Dass wir hier auch den Frauenanteil in den Leitungsfunktionen steigern müssen, sehen wir sehr wohl. Ich nehme dies hiermit auf. Die Besoldungsstruktur beschäftigt uns ebenso – wie generell. Wir haben einen Besoldungsrahmen, der gilt für Brüssel, für Luxemburg, für Sofia, für Athen. Und wir haben dann entsprechende Korrekturmechanismen, dass man eben an einigen Orten Europas nur zwei Drittel des Gehalts von Brüssel bekommt. Wenn jemand von Brüssel nach Sofia versetzt wird, aber hier eine Wohnung gekauft hat und die bezahlen muss, hat er fixe Kosten. Es geht nicht nur um die Kosten in Sofia, es geht um seine Lebenshaltung, die sich kaum ändert. Dies hat mit unserem Personalstatut zu tun. Wir nehmen dies zur Kenntnis. Vielleicht brauchen wir in absehbarer Zeit eine Modernisierung und Reform unseres Personalstatuts. Aber ich sage Ihnen; Wenn dann von einigen Ratsmitgliedern die Forderung nach weiterem Personalabbau kommt, dann öffne ich die Box nur ungern. Denn das Parlament tut sich noch schwerer als wir, weitere Personalreduzierungen zu vollziehen. Wir sind jetzt an der unteren Grenze dessen, was wir für die Aufgabenerfüllung brauchen, angelangt.

Es wurde das Thema Verpflichtungen und Zahlungen erwähnt. Auch hierzu ein offenes Wort: Der jetzige Haushaltsrahmen wurde zu spät verabschiedet. Ich spreche hier Parlament und Rat an. Am 2. Mai legen wir den Haushaltsrahmen vor. Meine Bitte ist: Nehmen Sie den nächsten Haushaltsrahmen als unsere gemeinsame Priorität ab 3. Mai. Denn wir haben jetzt den sechsten Haushaltsrahmen, den wir vorlegen werden, und wir hatten noch nie zwischen Vorlage durch die Kommission und Inkrafttreten eine europäische Wahl. Entweder dieses Parlament ist willens, über den Haushalt für das nächste Jahrzehnt zu beraten, und der Rat und die Präsidentschaft Bulgariens, Österreichs und Rumäniens sind bereit, dies als Schwerpunkt zu sehen. Dann können wir Ostern nächsten Jahres einen Haushaltsrahmen verabschieden. Ich sage Ihnen ganz offen: Ich bin dankbar, dass die Berichterstatter des Parlaments diese Priorität erklärt haben. Ich sehe bei vielen Staats- und Regierungschefs, die ich alle verehre, noch nicht die Erkenntnis, den Haushaltsrahmen als Schwerpunkt zu sehen. Manche glauben, je später desto besser. Und wenn wir erst 2020 den Haushaltsrahmen beraten, werden wir den gleichen Fehler wie 2013 wiederholen: zu spät zu verabschieden. Damit haben wir wieder verlorene Zeit vor uns und werden zwischen Verpflichtungen und Zahlungen wiederum keine stabile Entwicklung bekommen. Das heißt, Frau Ministerin, meine Bitte wäre – und Ihr Premier, Herr Borissov, ist bereit dazu: Er möge bitte seinen Kollegen und Kolleginnen sagen: Lasst uns ab 3. Mai dies auch im Europäischen Rat, auch bei unseren Leadern als Schwerpunkt sehen. Dann können wir genau die Kritik, die heute gekommen ist, die zu Recht kam, für die Zukunft vermeidbar machen.

Unser Ziel muss eine Fehlerquote unter 2 % bleiben. Aber ich bin dankbar, dass die Fehlerquote nicht mehr die alleinige Bibel ist, sondern Erfolgsorientierung, Leistungsbewertung, Mehrwert in den Mittelpunkt geraten. In dem Sinne bin ich der Meinung, dass zwischen dem Rechnungshof, dem Haushaltskontrollausschuss, dem Parlament und dem Rat und der Kommission eine für die Steuerzahler wichtige und richtige Entwicklung begonnen hat und weiterentwickelt werden muss.

  Klaus-Heiner Lehne, Rechnungshof. – Herr Präsident, meine Damen und Herren Abgeordneten, Frau Ministerin, Herr Kommissar! Auch im Namen von Herrn Lazaros S. Lazarou, dem für den Jahresbericht zuständigen Mitglied des Hofes, der mich heute begleitet und hinter mir sitzt, möchte ich mich zunächst beim Haushaltskontrollausschuss, seiner Vorsitzenden, Frau Gräßle, und den verschiedenen Berichterstattern, insbesondere bei Herrn Zeller, bedanken und meine ausdrückliche Anerkennung aussprechen für ihr Engagement, mit dem sie das diesjährige Entlastungsverfahren zu einem erfolgreichen Abschluss gebracht haben.

Herr Kommissar Oettinger hat bereits erwähnt, dass der Hof auch in diesem Jahr ein uneingeschränktes Prüfungsurteil zur Zuverlässigkeit der Rechnungsführung 2016 abgegeben hat. Das ist jetzt nichts Neues. Neu ist, dass der Hof erstmals ein eingeschränktes Prüfungsurteil zur Rechtmäßigkeit und Ordnungsmäßigkeit der der Jahresrechnung für das Haushaltsjahr 2016 zugrundeliegenden Vorgänge erteilt hat. Die anspruchsbasierten Zahlungen sind nicht in wesentlichem Ausmaß mit Fehlern behaftet gewesen. Wir gehen von einer geschätzten Fehlerquote von 1,3 % aus. Die erstattungsbasierten Zahlungen weisen jedoch nach wie vor eine Fehlerquote oberhalb der Wesentlichkeitsschwelle von geschätzt 4,8 % auf.

Mit diesem eingeschränkten Prüfungsurteil wurde sicherlich eine andere und neue Dynamik geschaffen, die zum Abschluss des diesjährigen Entlastungsverfahrens beigetragen hat.

Es ist aber auch diesmal darauf hinzuweisen, dass die geschätzte Fehlerquote noch niedriger hätte ausfallen können, wenn die Kommission oder andere Einrichtungen, insbesondere auch die mit der Verwaltung der europäischen Mittel in den Mitgliedstaaten betrauten Stellen, von den verfügbaren Informationen ordnungsgemäß Gebrauch gemacht hätten, um Fehler vor Anerkennung der Ausgaben zu verhindern bzw. aufzudecken und zu berichtigen.

Dies allein zeigt, dass es nach wie vor klar Potenzial für weitere Verbesserungen gibt. Wie Sie wissen, veröffentlicht der Hof zusätzlich zu seinem allgemeinen Jahresbericht besondere Jahresberichte zu allen EUAgenturen. Ich möchte nur eine Agentur erwähnen, und diese ist auch schon vor der Debatte genannt worden, nämlich das Unterstützungsbüro für Asylfragen, für das der Hof dieses Mal kein positives Prüfungsurteil zur Rechtmäßigkeit und Ordnungsmäßigkeit der zugrundeliegenden Zahlungen abgeben konnte. Das ist insbesondere darauf zurückzuführen, dass es bei diesem Büro, bei dieser Agentur Probleme bei der Durchführung von Vergabeverfahren gegeben hat. Dem Entschließungsentwurf entnehme ich, dass das Parlament die Entlastung wohl aufschieben wird, bis die Ergebnisse weiterer Ermittlungen vorliegen, und die Angelegenheit im Auge behalten wird. Herr Berichterstatter Staes hat das ja entsprechend auch schon angekündigt.

Im Entlastungsverfahren geht es um den Blick zurück. Doch in vielen Fällen wirken sich Ihre Bemerkungen auf die Zukunft und natürlich insbesondere auch den künftigen mehrjährigen Finanzrahmen (MFR) aus.

In diesem Zusammenhang hat und wird der Hof den politischen Entscheidungsträgern auf der Grundlage seiner Prüfungsergebnisse eine breite Palette an Beiträgen unterbreiten, auf die sie sich im Zuge ihrer Erörterungen stützen können. In den vergangenen zwei Monaten haben wir eine erste Reihe von Themenpapieren zur Zukunft der europäischen Finanzen, zur Zukunft der Gemeinsamen Agrarpolitik und zur Forschungsförderung nach 2020 angenommen. Wir arbeiten außerdem an einem Themenpapier zur Vereinfachung der europäischen Strukturen der Investitionsfonds in der Kohäsionspolitik. Wir werden diese Thematik in förmlichen Stellungnahmen zu den Legislativvorschlägen der Kommission zum nächsten mittelfristigen Finanzrahmen und zu den wichtigsten Ausgabenprogrammen immer wieder aufgreifen. Es ist unseres Erachtens von grundlegender Bedeutung, dass wir aus der vorherigen Generation von Programmen Erkenntnisse gewinnen können, bevor die Entscheidungen zur nächsten Programmgeneration anstehen und getroffen werden.

In diesem Zusammenhang möchte auch ich anmerken: Die noch abzuwickelnden Mittelbindungen sollen sich den Prognosen zufolge bis 2020 auf 262 Milliarden Euro belaufen. Es ist extrem wichtig, diese Frage im nächsten MFR zu behandeln, und ich habe mit Freude zur Kenntnis genommen, dass alle drei an der Gesetzgebung beteiligten Organe sich diesbezüglich positiv geäußert haben.

Zu den künftigen Jahresberichten: Meine Damen und Herren, ich möchte bei dieser Gelegenheit betonen, dass in Bezug auf unseren nächsten Jahresbericht bereits ein Ansatz zum Tragen kommen wird, den wir derzeit bei unserer Prüfung der Kohäsionsausgaben erproben. Für das Haushaltsjahr 2017 haben wir damit begonnen, die Zuverlässigkeit der Informationen zu beurteilen, die von der Kommission zur Rechtmäßigkeit und Ordnungsmäßigkeit der Kohäsionsausgaben vorgelegt werden. Dies erfolgt über die Einsichtnahme in Prüfungsakten und den Nachvollzug von Prüfungen, welche die Kommission und die mitgliedstaatlichen Behörden an Ort und Stelle durchgeführt haben. Das Ziel ist klar: Systeme zu prüfen und, wie das auch schon gesagt worden ist, im Ergebnis weniger, aber bessere Prüfungen vorzunehmen. Diese Arbeitsergebnisse werden außerdem in unser Gesamtprüfungsurteil zur Rechtmäßigkeit und Ordnungsmäßigkeit der EU—Ausgaben einfließen.

Wir beim Rechnungshof messen diesem neuen Ansatz große Bedeutung zu, da wir glauben, dass er die Möglichkeit birgt, unsere Stakeholder, aber auch die Bürger durch das Schaffen von mehr Kapazitäten für bessere Prüfungen besser mit Informationen versorgen zu können. Herr Berichtserstatter Zeller hat das vorhin auf den zentralen Satz gebracht: „Compliance bleibt wichtig, aber Performance wird immer wichtiger.“ und dafür brauchen wir auch freie Resourcen innerhalb des Rechnungshofes.

Lassen Sie mich abschließend kurz auf das Organ eingehen, dessen Präsident zu sein ich die Ehre habe, denn der Hof ist selbstverständlich auch dem Entlastungsverfahren unterworfen.

Der Hof begrüßt die Unterstützung, die das Parlament in seiner Entschließung in mehreren Punkten zum Ausdruck bringt, insbesondere hinsichtlich der insgesamt umsichtigen und wirtschaftlichen Haushaltsführung des Hofes, seiner organisatorischen Reform von 2016, seiner guten Zusammenarbeit mit dem Haushaltskontrollausschuss und der so wichtigen Weiterverfolgung auch in den Fachausschüssen des Europäischen Parlaments, seiner neuen Vorschriften für Dienstfahrzeuge und der Umweltpolitik des Hofes.

Ich freue mich auch, Ihnen berichten zu können, dass wir jüngst unsere internen Kontrollen verstärkt sowie die Vorschriften über Haushaltsfragen, Dienstreisen und die Repräsentationskosten der Hofmitglieder überarbeitet haben, um festgestellte Mängel umgehend zu beheben und die Transparenz zu erhöhen.

Darüber hinaus hat unser Organ beschlossen, eine Reihe europäischer und internationaler oberster Rechnungskontrollbehörden darum zu ersuchen, den Hof einem weiteren sogenannten Peer-Review-Verfahren zu unterziehen. Ab nächstem Jahr werden die Fachkollegen somit untersuchen, wie erfolgreich der Hof bisher dabei war, seine strategischen Ziele umzusetzen, und Empfehlungen zu weiteren zu ergreifenden Maßnahmen aussprechen. Dies ist das dritte Mal in diesem Jahrhundert, dass sich der Hof einer solchen Fachbegutachtung stellt und sich für eine externe und unabhängige Überprüfung und die Ratschläge von Schwesterorganisationen mit gleichem Aufgabenfeld offen zeigt.

Schließlich nehmen wir zur Kenntnis, dass dieses Haus anstrebt, das Entlastungsverfahren innerhalb des auf das fragliche Rechnungsjahr folgenden Jahres zum Abschluss zu bringen. Dies hätte – und der Kommissar hat das auch schon erwähnt – den unbestreitbaren Vorteil, aus dem einen Jahr unmittelbar Lehren für das nächste ziehen zu können. Wir alle wissen, dass diese Frage der Zeitplanung eine Vielzahl an Akteuren und Fristen involviert. Doch sind wir als Hof natürlich jederzeit bereit, unser Möglichstes zu tun, um ein zeitnahes Entlastungsverfahren sicherzustellen, allerdings ohne die Verfügbarbarkeit von Daten in einer bestmöglichen Qualität zu gefährden.

  Doru-Claudian Frunzulică, rapporteur for the opinion of the Committee on Development. – Mr President, first of all, I would like to put an emphasis on the fact that in the light of the post—2020 Multiannual Financial Framework (MFF), the Union budget should be a true European added—value budget aimed at common objectives promoting the sustainable economic and social development of the whole Union, of all States. Moreover, the discharge exercise constitutes an important task for the European Parliament, which must be implemented with the greatest political responsibility, having in mind and defending EU taxpayers and citizens’ interests.

As rapporteur for the Committee on Development’s opinion on the discharge for 2016, I would like to recall the Union’s collective commitment to raise the Union’s and the Member States’ official development assistance to 0.7% of gross national income. According to recent figures, EU assistance has increased for the fourth year in a row and attained its highest level to date. While welcoming this progress, efforts have to go much further in order to meet the pledge taken in 2005 and to achieve the sustainable development goals.

I would like to conclude by making reference to the use of budget support. While supporting the latter, I share the opinion that the Commission should better define the development outcomes to be achieved in each case, and above all to enhance control mechanisms concerning recipient states’ conduct in the fields of corruption, respect for human rights, rule of law and democracy.

  Bogdan Andrzej Zdrojewski, autor projektu opinii Komisji Kultury i Edukacji. – W imieniu Komisji Kultury chciałbym wyrazić umiarkowaną satysfakcję. Umiarkowaną z tego powodu, że w takich programach jak Erasmus+ uzyskujemy satysfakcjonujące efekty. Za moment, w ciągu kilkunastu miesięcy będziemy mieli w Europie 4 miliony młodych ludzi, którzy stają się beneficjentami tego programu. Perspektywa kolejna została zagwarantowana, więc satysfakcję tu mamy dużą.

Drugi element: dwa programy kluczowe dla Komisji Kultury – „Kreatywna Europa” i „Europa dla obywateli”. Niestety, tu tak dobrych nastrojów nie ma. Podkreślę, że beneficjentów w tych programach mamy na poziomie 11–16% zaledwie, czyli aż 80% beneficjentów odchodzi z kwitkiem, nie uzyskując tutaj pomocy dla swoich pomysłów, ze strony krótko mówiąc instytucji europejskich.

Zwrócę uwagę także na jeden instrument, który nie działa prawidłowo: gwarancje kredytów studenckich. Ten instrument cały czas jest ułomny i nad tym ubolewam.

I ostatnia rzecz, o której mówił pan komisarz, to są różnice pomiędzy płatnościami wymagalnymi, a tymi płatnościami, które de facto da się zrealizować na skutek posiadanych środków. Wyszliśmy z tego problemu półtora roku, dwa lata temu, z powrotem do niego wracamy. Zwracam na to uwagę.

I ostatnia rzecz – EFIS. W tym projekcie, bardzo istotnym z punktu widzenia inwestowania, kultura jest słabo reprezentowana. Cały sektor kultury, cały sektor kreatywny, który jest źródłem takiej satysfakcji w Europie, musi być tam mocniej obecny.

  Cristian Dan Preda, rapporteur pour avis de la commission des affaires étrangères. – Monsieur le Président, la commission des affaires étrangères s’est penchée à la fois sur la décharge budgétaire de la Commission, en se focalisant sur les aspects de politique étrangère, et sur celle du Service européen pour l’action extérieure. Aussi, je vais brièvement me reporter aux deux.

En ce qui concerne la Commission, il y a eu en 2016 une diminution du niveau d’erreurs matérielles en matière de politique étrangère. J’espère qu’à l’avenir, le niveau descendra en dessous de 2 %. J’encourage la Commission à mettre en œuvre les recommandations de la Cour des comptes, je salue les progrès réalisés quant à la concordance des missions civiles effectuées dans le cadre de la politique commune de sécurité et de défense par rapport à la réglementation financière, et je demande que ce travail se poursuive à grande vitesse.

Pour ce qui est du Service européen pour l’action extérieure, je suis satisfait de voir que le budget administratif a été exécuté sans erreur matérielle. J’attire notamment l’attention sur l’importance de réduire au plus tôt le déséquilibre existant en matière de ressources humaines, surtout pour les postes d’encadrement, sur trois axes: le genre, l’appartenance à un nouveau ou à un ancien État membre et, enfin, la part de fonctionnaires de l’Union et de ceux des États membres.

  Alain Cadec, rapporteur pour avis de la commission de la pêche. – Monsieur le Président, la commission de la pêche, que je préside, a souhaité émettre un avis sur la décharge sur l’exécution du budget général de l’Union par la Commission pour l’exercice 2016. Je vous présente donc les conclusions de ce rapport pour avis.

En matière de pêche, nous pouvons constater les efforts entrepris par la Commission pour mener à bien ses missions. Mon rapport pour avis mentionne un taux d’exécution élevé aussi bien pour les crédits d’engagement que pour les crédits de paiement.

Toutefois, j’insiste pour que la Cour des comptes présente, dans ses prochains rapports, un taux d’erreur séparé pour la pêche et pour les affaires maritimes. Nous pourrons alors évaluer correctement la façon dont la Commission gère ce domaine.

Je tiens à souligner également le taux d’utilisation très faible du Fonds européen des affaires maritimes et de la pêche par les États membres. Nous devons résoudre ce problème au plus vite. Les discussions autour de la mise en place du nouveau Fonds seront l’occasion, je l’espère, de trouver une solution.

  Karin Kadenbach, Verfasserin der Stellungnahme des mitberatenden Landwirtschaftsausschusses. – Herr Präsident, Herr Kommissar! Die Fehlerquote im Bereich der Landwirtschaft ist erfreulicherweise größtenteils wiederum gesunken und hat in vielen Bereichen sogar unter der Wesentlichkeitsschwelle gelegen. Traditionell ist natürlich die Fehlerquote im Bereich der ländlichen Entwicklung, also auch im Bereich der zweiten Säule, viel höher als bei den Direktzahlungen. Das liegt natürlich zum einen daran, dass Direktzahlungen sehr viel leichter zu exekutieren sind – hier haben wir eine Fehlerquote von 1,7 %. Aber auch in der sehr komplexen ländlichen Entwicklung sind die Fehlerquoten in den letzten Jahren kontinuierlich von 6 % 2014 auf 5,3 % 2015 und schließlich 4,9 % 2016 zurückgegangen. Das heißt, die Bitte geht auch dahin, bei den Vereinfachungen nicht nur die erste Säule, die Direktzahlungen, im Blickfeld zu haben, sondern sich auch mehr auf die zweite Säule, die sehr viel fehleranfälliger ist, zu konzentrieren.

Wir begrüßen, dass die Fehlerquoten der Kommission und des Rates nahe beieinander liegen und hoffen, dass wir in den nächsten Jahren vor allem mit der neuen Gemeinsamen Agrarpolitik einen Bereich ausbauen können, der für die Entwicklung der Europäischen Union wichtig ist, der aber trotzdem, wie wir gehört haben, in manchen Bereichen noch fehleranfällig ist.

  Claude Rolin, rapporteur pour avis de la commission de l’emploi et des affaires sociales. – Monsieur le Président, en tant que rapporteur de la commission de l’emploi et des affaires sociales, je souhaite saluer le travail des agences tripartites que sont Eurofound, EU-OSHA et Cedefop.

Ces agences sont des outils précieux pour l’élaboration des politiques européennes et nous l’avons vu dans notre travail. Elles ont une particularité sur laquelle je souhaite insister: elles sont gérées de manière tripartite, c’est-à-dire qu’elles permettent la participation active des États mais aussi des partenaires sociaux, à savoir les représentants patronaux et les représentants syndicaux. Dans nos différents avis, mes collègues et moi-même sommes unanimes: il est indispensable de préserver la nature tripartite de ces agences.

Enfin, je tiens à saluer le caractère indispensable du travail de ces agences mais, pour cela, nous devons leur donner des moyens. Ces derniers temps, ces agences ont dû réduire leur personnel: elles l’ont fait avec responsabilité, mais nous ne pouvons plus poursuivre sur cette voie si nous voulons qu’elles continuent à nous fournir un travail de qualité.

Je remercie mes collègues rapporteurs fictifs pour le travail qu’ils m’ont aidé à accomplir.

  Κώστας Χρυσόγονος, Εισηγητής της γνωμοδότησης της Επιτροπής Πολιτικών Ελευθεριών, Δικαιοσύνης και Εσωτερικών Υποθέσεων. – Κύριε Πρόεδρε, σύμφωνα με τα συμπεράσματα του Ευρωπαϊκού Ελεγκτικού Συνεδρίου, οι οριστικοί ετήσιοι λογαριασμοί όλων των οργανισμών της Ευρωπαϊκής Ένωσης στον τομέα της δικαιοσύνης και των εσωτερικών υποθέσεων παρέχουν ακριβή εικόνα της οικονομικής κατάστασής τους και οι σχετικές πράξεις είναι νόμιμες για το έτος 2016. Ωστόσο, ιδίως η Ευρωπαϊκή Υπηρεσία Ασύλου και ο Οργανισμός Ευρωπαϊκής Συνοριοφυλακής αντιμετώπισαν προβλήματα απορρόφησης των χρηματοδοτικών πόρων και δυσκολίες ως προς τη συμμόρφωσή τους με τους δημοσιονομικούς κανόνες. Αμφότεροι οργανισμοί βρέθηκαν αντιμέτωποι με δυσθεώρητες διοικητικές και επιχειρησιακές προκλήσεις λόγω της μεταναστευτικής κρίσης. Δεν είχαν επομένως τον απαραίτητο χρόνο προκειμένου να προσαρμοστούν και να στελεχωθούν καταλλήλως. Είναι αναγκαία η αποφασιστική ενίσχυση και στελέχωση των νευραλγικών αυτών οργανισμών με κατάλληλο προσωπικό, προκειμένου να μπορούν να ανταποκρίνονται πλήρως στην αποστολή τους, συντελώντας στην προστασία τόσο των ανθρώπινων δικαιωμάτων όσο και των ευρωπαϊκών συνόρων.

  Isabella De Monte, relatrice per parere della commissione per i trasporti e il turismo. – Signor Presidente, onorevoli colleghi, come sappiamo il bilancio dell'Unione è lo strumento essenziale per conseguire gli obiettivi delle politiche che ci prefissiamo di raggiungere, ma soprattutto serve a migliorare la vita dei cittadini e colmare le lacune nell'ambito delle politiche sociali.

Con riferimento in particolare all'Agenzia dei trasporti e al Meccanismo per collegare l'Europa, maggiore strumento di finanziamento per le reti di trasporto transeuropee, ci tengo a sottolinearne l'importanza.

Molti sono stati i progetti finanziati, ma molti sforzi sono ancora da fare se vogliamo un'Europa unita. Sono infatti convinta che l'unità passi anche dall'unità fisica del territorio europeo e dalle infrastrutture. Al fine di raggiungere gli obiettivi strategici, quindi, auspico che in futuro i meccanismi di finanziamento siano meno complessi e di più facile accesso per i cittadini che vogliano seguirne gli sviluppi.

Voglio infine di nuovo rammaricarmi della mancanza di una linea di bilancio dedicata al turismo.

  Искра Михайлова, докладчик по становището на комисията по регионално развитие. – Г-н Председател, г-н Комисар, уважаеми г-н Председател на Европейската сметна палата, от името на комисията по регионално развитие бих искала да отбележа, че както се посочва в доклада на Сметната палата, изчисленият процент грешки за разходите по функция „Икономическо, социално и териториално сближаване“ е намалял от 5,2% през 2015 г. до 4,8% през 2016 г., което доказва положителното въздействие на предприетите корективни действия от страна както на Комисията, така и на държавите членки.

Същевременно отбелязваме, че този процент е по-висок от средния процент на допуснатите грешки, и призоваваме Комисията да продължи да работи с държавите членки за подобряване на техните национални системи за управление и контрол и да продължи да използва наличните правни инструменти за надзор и предотвратяване, за да гарантира коригирането на съществуващите грешки още на начален стадий.

Комисията REGI изразява загриженост по повод на забавянията в изпълнението на програмите за настоящия период и същевременно призовава Комисията да преразгледа в рамките на инициативата „Бюджет, ориентиран към резултати“ ефективността на използваните показатели, което ще подобри ефективността.

  Νότης Μαριάς, Εισηγητής της γνωμοδότησης της Επιτροπής Οικονομικών και Νομισματικών Θεμάτων. – Κύριε Πρόεδρε, η βασική λειτουργία ενός Κοινοβουλίου είναι η έγκριση του προϋπολογισμού και η έγκριση του απολογισμού - μια δραστηριότητα σημαντική. Συζητούμε σήμερα 53 εκθέσεις απαλλαγής οργανισμών με δαπάνες ύψους σχεδόν 140 δισεκατομμυρίων EUR και τις συζητούμε όλες σε μία συνεδρίαση με διαδικασία fast track και θα πάμε σε μία ψηφοφορία επί μιάμιση ώρα με διαδικασία fast track. Θεωρώ ότι υποτιμούμε τις ίδιες τις λειτουργίες του Ευρωπαϊκού Κοινοβουλίου. Πρέπει να δώσουμε πολύ περισσότερο χρόνο στον έλεγχο κάθε Οργανισμού για τον οποίο χορηγούμε ή δεν χορηγούμε απαλλαγή, όπως δεν χορηγούμε απαλλαγή στο Συμβούλιο για τις δραστηριότητες στις οποίες επιδίδεται. Δεύτερον, θέλω να αναφερθώ μόνο στον ENISA, δηλαδή στον Οργανισμό για την Ασφάλεια των Δικτύων και των Πληροφοριών, και να πω ότι είναι πλέον αμαρτωλός ο βίος και η πολιτεία του Οργανισμού αυτού. Θα αναφερθώ και αργότερα στην επεξήγηση ψήφου για ποιους λόγους θα καταψηφίσω, διότι επί της ουσίας έχει μεταφέρει όλη τη δραστηριότητά του από το Ηράκλειο της Κρήτης στην Αθήνα, έχοντας δημιουργήσει επιπλέον διοικητικές δαπάνες. Αυτή η κατάσταση δεν μπορεί να συνεχιστεί, το καταγγέλλω συνεχώς σε αυτή την αίθουσα. Πρέπει επιτέλους να προσέξουμε τη λειτουργία του ENISA και πρέπει να ελεγχθεί για τον τρόπο με τον οποίο λειτουργεί, πρέπει να το δούμε αυτό το θέμα. Η έδρα του ήταν στο Ηράκλειο αλλά έχει μεταφέρει όλο το προσωπικό στην Αθήνα και τώρα παραπονείται γιατί έμειναν τόσοι λίγοι στο Ηράκλειο, διότι θέλει όλους να τους πάρει από το Ηράκλειο της Κρήτης και να τους φέρει στην Αθήνα. Είναι αυτή σοβαρή λειτουργία;

  Gesine Meissner, Verfasserin der Stellungnahme des mitberatenden Ausschusses für Verkehr und Tourismus. – Herr Präsident, liebe Kolleginnen und Kollegen! Ich hatte die Aufgabe, die Agentur für die Sicherheit des Seeverkehrs, die EMSA, zu überprüfen. Die EMSA ist nicht nur zuständig für die Sicherheit des Seeverkehrs, sondern auch für die Verhütung von Verschmutzung und zum Beispiel für die Meeresüberwachung mit ferngesteuerten Flugsystemen. Das macht sie alles sehr gut. Sie hat zusätzlich jetzt die Aufgabe bekommen, die Europäische Küstenwache auch mit zu bearbeiten und zu unserer Migrationspolitik und zur Bewältigung der Flüchtlingsströme beizutragen. Dort wird sie zusätzliche Stellen bekommen, und sie hat sich schon darauf vorbereitet, mit Frontex und auch mit der Fischereiagentur gut zusammenzuarbeiten.

Ich muss sagen, es ist eigentlich alles sehr gut in Ordnung bei der EMSA. Sie hat auch bei der Strategie zur Betrugsverhütung nicht nur die Annahme der Strategie zu vermelden, sondern auch ein Angebot zu Schulungen mit ethischem Verhalten für die Mitarbeiter aufgenommen. Sie hat auch auf Empfehlung des internen Audits hin ein eigenes Instrument zur Weiterverfolgung entwickelt. Es ist also alles bestens.

Wir haben im Verkehrsausschuss festgestellt, dass die EMSA sehr gut gewirtschaftet hat. Die überwiegende Mehrheit von 40 Stimmen – nur zwei waren dagegen – hat zugestimmt, dass wir der Entlastung zustimmen sollten.

  Markus Ferber, Verfasser der Stellungnahme des mitberatenden Ausschusses für Verkehr und Tourismus. – Herr Präsident, Herr Kommissar, Herr Präsident des Rechnungshofs! Ich durfte über die Europäische Eisenbahnagentur und das gemeinsame Unternehmen Shift2Rail die Prüfung machen. Beide sind wettbewerbsfähig, sicher und zukunftsfähig. Das ist auch die Aufgabe, die sie zu erfüllen haben. Damit das gelingen kann, müssen beide Organisationen effektiv und effizient arbeiten, und eine ordentliche Mittelverwendung ist der Schlüssel dazu. Ich kann bescheinigen, dass sowohl bei Shift2Rail als auch bei der ERA ordnungsgemäß und rechtmäßig gewirtschaftet wurde.

Trotzdem ein paar kurze Bemerkungen. Bei der Eisenbahnagentur haben wir nach wie vor einen kostspieligen Doppelstandard. Der Hof hat das zu Recht kritisiert. Wir kritisieren das auch, und wir wollen, dass dies endlich gelöst wird.

Zweitens: Natürlich kriegt die ERA mit dem 4. Eisenbahnpaket neue Aufgaben im operativen Bereich, und das sollte sie in ihrer Stellenentwicklung auch entsprechend berücksichtigen.

Bei Shift2Rail geht es uns darum, in der Aufbauphase, in der wir uns befinden, Synergien mit den europäischen Eisenbahnunternehmen zu stärken und die koordinierende Rolle auch in Zukunft stärker wahrzunehmen.

Aber für beide Agenturen können wir Entlastung erteilen.

  Petri Sarvamaa, on behalf of the PPE Group. – Mr President, firstly I want to thank Commissioner Oettinger for his total commitment, and equally I want to thank Dean Lazarou and the ECA for their invaluable input into this procedure.

The discharge procedure is a powerful tool, but only when used properly and timely. Controls and checks can guide EU policies towards a more effective, efficient and economic direction, but we need decent tools and appropriate timelines to achieve this. Too often, the remarks we receive from the auditors are already old news by the time we get our hands on them, and too often we are discussing matters that are already gone, and taking positions on issues that are no more. There is a definite need for an accelerated procedure. The discharge has to be streamlined towards n+1, and we need all stakeholders involved in this. I think that the good example of the private sector should be followed, and earlier deadlines set for the publication of the relevant documents.

We will need interinstitutional cooperation to make this happen. We need to get the Council, the Commission, the Court of Auditors, EU agencies and other stakeholders, including this House, together to discuss appropriate solutions and make a change that counts. I am very, very glad that President Lehne, in his remarks, underlined this point as well.

  Inés Ayala Sender, en nombre del Grupo S&D. – Señor presidente, doy la bienvenida al señor Oettinger y a los señores Lehne y Lazarou del Tribunal de Cuentas, muy especialmente, así como a la ministra Panayotova del Consejo. Desde luego, este es un debate completo.

Mi Grupo, he de decir que está a favor de aprobar la gestión del presupuesto europeo para el año 2016 en el marco de dos nuevas: una buena y una mala. La buena: que, por primera vez en más de veinte años —en casi un cuarto de siglo, he de decir—, el Tribunal de Cuentas, que analiza y audita todas las cuentas de todos los organismos que implementan presupuesto europeo, ha reconocido —con una declaración de fiabilidad no desfavorable— el trabajo de mejora cotidiana y esforzada de una Administración europea para obtener el mayor valor añadido de cada euro del presupuesto que le confían sus ciudadanos.

Es un reconocimiento a los miles de funcionarios y empleados europeos en todos los rincones del globo y también en Bruselas, en Luxemburgo y en Estrasburgo. Por ellos y por ese éxito reconocido por el Tribunal de Cuentas votaremos a favor.

La mala nueva es que, por la gestión torpe y muy desdichada de una restructuración de directores generales y la sorpresiva sustitución de un secretario general por el jefe de gabinete del presidente de la Comisión, el protagonismo de hoy se lo lleve la necesidad de cambiar unas reglas obsoletas o incluso inexistentes por un mejor planteamiento institucional o interinstitucional con el Parlamento y de revisar, por fin, el nombramiento hecho a la luz de las nuevas reglas.

Por otra parte, solamente decir que lamentamos no poder aprobar la gestión del Consejo —esperamos que tanto con la Presidencia búlgara como con la siguiente podamos llegar a la buena senda de nuevo— y tampoco podremos aprobar la gestión de la Agencia EASO, que tanta falta nos hace, y con la que desde luego pensamos trabajar para poderlo hacer antes de final de año.

  Ryszard Czarnecki, w imieniu grupy ECR. – Panie Przewodniczący! Panie Komisarzu! Panie Przewodniczący Trybunału! Pani Minister! Dwie kwestie warto podkreślić. Po pierwsze, to, co jest wciąż rzeczą nierozwiązaną, to, co wisi nad naszym Parlamentem, – to jest kwestia absolutorium dla Rady, Rady Europejskiej. Brak uczestnictwa Rady w tym procesie – no cieszę się, że jest pani minister – może to się zmieni, aczkolwiek długo jestem w naszym Parlamencie i wiem, że brak kooperacji ze strony Rady jest czymś stałym, czymś bardzo niedobrym.

To jest taka procedura – pan komisarz to potwierdzi – my również oceniamy Komisję Europejską, oceniamy Trybunał Obrachunkowy. I te instytucje współpracują z nami. Nie ma żadnych powodów, aby Rada tej współpracy konsekwentnie odmawiała, a tu chodzi o pewną przejrzystość i pewną demokrację, i odpowiedzialność wobec wyborców, wobec ludzi, którzy są podatnikami w Unii Europejskiej.

Parlament jako jedyna instytucja wybierana w wyborach demokratycznych ma prawo kontrolować Radę, musimy to czynić i będziemy to czynić.

  Martina Dlabajová, za skupinu ALDE. – Pane předsedající, děkuji panu zpravodaji a kolegům z výboru CONT za to, že pokračují v novém způsobu nahlížení na proces udělování absolutoria. Už jako zpravodajka hlavní zprávy o absolutoriu Evropské komise za rok 2014 jsem se tehdy snažila o to, aby bylo absolutorium vnímáno jako smysluplná součást životního cyklu nakládání s prostředky evropských občanů. Proto jsem ráda, že zaměření na výkonnost a prevenci chyb tvoří stále větší část zprávy.

Na jednu stranu je třeba, aby kontrolní mechanismy fungovaly, tedy aby bylo zajištěno účelné, efektivní a hospodárné čerpání rozpočtu Unie. Na druhou stranu je žádoucí, abychom se zaměřili na budoucnost, poučili se z chyb, sdíleli příklady dobré praxe a zaměřili se zejména na konkrétní výsledky a projekty s vysokou přidanou hodnotou, které zvyšují životní úroveň občanů EU.

Unijní rozpočet i evropská politika mají společný cíl – zajistit výsledky, kterých nelze dosáhnout jednotlivě, ale pouze jako součást většího celku. Každá členská země je příjemcem benefitů, ať už jsou prostředky z evropského rozpočtu použity kdekoliv.

  Benedek Jávor, on behalf of the Verts/ALE Group. – Mr President, I would like to point out one issue which was already mentioned by the rapporteur for the European Parliament’s discharge, my colleague Derek Vaughan, and that is general expenditure allowances (GEA).

After long years of efforts now we are closer than ever to introduce a minimally acceptable scheme for the transparency of GEA expenditure. In fact, we would need much more than is in the report, but this is the very basis of transparency for GEA. The three elements we have: the separate bank account, keeping the invoices and reimbursement at the end of the mandate. Unfortunately, there are amendments in Parliament to destroy this very minimal proposal.

We speak a lot about the emergence of populism in the EU and a lack of trust towards the EU institutions, but to improve the situation we have to make those institutions much more accountable and transparent. And we in the European Parliament, we have the credit to call other institutions to become more transparent if we do the same. If you start with us and if we lead by example.

  Paul Rübig (PPE), Frage nach dem Verfahren der „blauen Karte“. – Bei der Allgemeinen Kostenvergütung ist es ja möglich, dass Sie das jetzt freiwillig auch ins Internet stellen und die Belege auch veröffentlichen. Ich habe mir eigentlich alle Homepages der Abgeordneten angesehen, und keiner der Abgeordneten hier im Haus hat alle Belege chronologisch geordnet in einer ordentlichen Buchhaltung präsentiert. Ich frage mich: Warum tun Sie es nicht freiwillig? Wieso wollen Sie das den anderen vorschreiben? Ich glaube, dass eine Pauschale eine faire Regelung ist, weil man bei einer Pauschale, wie eine Kilometerpauschale, nicht alles im Detail angeben muss. Ich will diese Pauschalen haben, damit der Abgeordnete sein Recht hat, die Ausgaben so zu gestalten, wie er es für richtig findet, und nicht Beamte hier im Haus dann kritisieren, weil wir das eine oder andere in diesem Bereich gemacht haben.

Deshalb frage ich Sie: Haben Sie persönlich alle Ihre Belege öffentlich zur Verfügung, und kann jeder Bürger bei Ihnen nachschauen, welche Belege Sie mit Steuerzahlergeld genossen haben?

  Benedek Jávor (Verts/ALE), blue-card answer. – I have a very short answer to that. I can help you to find each and every invoice of the GEA expenditure on my home page. I do it myself. I lead by example.

What we in the European Parliament are asking is not exactly to see individual invoices, I think that is a voluntary exercise. What is proposed in the discharge report, and what I am arguing for, is much less, but this is the basis of transparency. I think that this is the minimum we should set up to gain trust and credibility from the people.

  Dennis de Jong, namens de GUE/NGL-Fractie. – Dank u wel, Voorzitter, en ik wil ook mevrouw Gräßle bedanken voor het voorzitterschap van de Begrotingscontrolecommissie waar we zakelijk samenwerken, dat ben ik met haar eens. Tegelijkertijd heb ik wel kritiek op wat ze zei over de amendementen die onder anderen ik namens mijn fractie heb ingediend over het integriteitsbeleid van de Commissie. Dat is de politieke appreciatie die hier thuishoort in de plenaire en zo hebben we het ook afgesproken. Dus dat kan niet als een verrassing komen.

Over het integriteitsbeleid van de Commissie zal ik niets meer zeggen maar wel over het integriteitsbeleid van het Parlement. Ik kijk nu de richting uit van Klaus Welle, de secretaris-generaal. Hij doet goede voorstellen over de algemene kantooruitgaven, de vergoeding van 4 000 euro per maand, over de tekorten die dreigen bij het vrijwillig pensioenfonds, maar niemand ziet ze. We weten niet wat erin staat. Want dat zijn stukken die naar het Bureau van dit huis gaan, dat is geheim. Er zitten stukken van werkgroepen van leden van dit huis bij, die zijn geheim. Waarom maken we dat nou niet openbaar? Waarom zijn we daar ook zelf niet transparant in? Dat vragen we ook van de Commissie. En er zijn ook misverstanden. Volgens Klaus Welle is het mogelijk voor mij om alle afspraken die ik heb met lobbyisten op mijn webpage van het Europees Parlement te zetten en dan ga ik naar de automatiseringsdienst en die zeggen: “Nee hoor, dat kunt u niet doen.” Daar komen dus misverstanden door en daarom wil ik graag college Jávor bijvallen: laten we zelf ook transparant zijn, dan hebben we de zaak snel rond.

  Claudia Schmidt (PPE). – Herr Präsident! Zur Kontrolle des Parlamentshaushaltes möchte ich mich zuerst einmal beim Berichterstatter für die sehr gute Zusammenarbeit bedanken. Wir haben sehr viele Punkte klären können, einige andere werden wir mit Sicherheit zur Diskussion in die nächste Entlastung mitnehmen.

Zur Information: Das Europäische Parlament kostet jeden einzelnen Europäer drei Euro sechzig im Jahr, und dieser Parlamentshaushalt ist dafür da, die Arbeit der Abgeordneten zu unterstützen. Wir treffen schließlich Entscheidungen, die 510 Millionen Europäer betreffen, und wir müssen mit Steuergeldern äußerst sorgsam umgehen.

Hier möchte ich als Beispiel die Diskussion um den einheitlichen Sitz des Europäischen Parlaments heranziehen. Eines der größten Probleme des Hauses ist, dass wir eigentlich zwei Häuser haben. Ein zweiter Sitz mag eine lieb gewordene Tradition sein, die wir uns aber nicht länger leisten sollten. Besonders meinen französischen Kollegen möchte ich mit auf den Weg geben: Wenn er den Steuerzahler einen dreistelligen Millionenbetrag kostet, muss man über diesen Wanderzirkus reden können. Sparsamkeit darf nicht nur gepredigt werden, sondern gerade wir müssen Sparsamkeit auch leben.

  Luke Ming Flanagan (GUE/NGL). – Mr President, I have a puzzle for Commissioner Oettinger. For several months, my office has been engaged with the European Court of Auditors (ECA) on the application of an error rate correction to the accounts of the general budget of the European Commission.

My concern revolves around the impact this correction has on the audit. What I have established is this: prior to the ECA audit, the Commission and the Member States carry out audits. Those audits result in corrections where errors are found. In carrying out its own audits, the ECA establishes a gross error rate. Occasionally they come across the Commission’s Member State audit from which they establish the error rate correction.

But here is the problem: The activities within the audited sample are reflective of what has happened across the entire budget. Thus, the gross error rate found in those samples can be extended to the entire budget. However, we know the corrections took place only in the samples audited by the Commission and Member States, so we know also that the correction rate cannot be thus extended.

Has the ECA been issuing erroneous results, the true picture distorted by these corrections? Until this correction question is resolved, I cannot, and will not, vote in favour of discharge. Can you explain why this is happening, Commissioner?

  Karin Kadenbach (S&D). – Herr Präsident! Warum ich mich ein zweites Mal melde, nämlich jetzt als Abgeordnete Karin Kadenbach, ist erstens, um dem Rechnungshof und allen beteiligten Kolleginnen und Kollegen für diese Entlastung und für die Diskussion zu danken. Was ich noch betonen möchte: Wir haben heute davon gesprochen, wieviel Geld wir hier auf europäischer Ebene ausgeben, umsetzen. Was wir vielleicht weniger betont haben, ist, was wir damit im Sinne der Europäerinnen und Europäer alles erreicht haben und vor allem wie viel mehr es uns in vielen Bereichen gekostet hätte, wenn wir Gelder nicht ausgegeben hätten.

Ich glaube, die Kosten des Nichthandelns, des Nichtinvestierens gehen in den allgemeinen Diskussionen immer wieder unter. Ich bin in erster Linie Gesundheits- und Umweltpolitikerin, und gerade in jenen Bereichen sind es die Gelder, die wir investieren, die dazu beitragen, dass nicht nur menschliches Leid verhindert wird, sondern dass wir als europäischer Markt auch konkurrenzfähig sind, dass unsere Kinder und Kindeskinder eine Entwicklung erleben können, die ihnen Europa lebenswert macht. Das heißt: Hier wurde viel Geld ausgegeben, gut ausgegeben, und wir hätten noch mehr gebraucht, um noch mehr zu erreichen.

  Rosa D'Amato (EFDD). – Signor Presidente, onorevoli colleghi, con gli emendamenti presentati alla relazione sul cielo unico europeo intendiamo evidenziare alcune problematiche, emerse anche di recente in seguito a scelte che, sebbene adottate a livello nazionale, affondano le proprie radici nella mancata realizzazione di un reale spazio aereo europeo.

Ad esempio, in Italia, abbiamo assistito alla decisione di accorpare i centri di controllo aereo di Brindisi e Padova, con conseguenti ricadute negative sui territori in termini di indotto industriale e lavorativo, soprattutto per regioni che, come la Puglia, già risentono di ritardi nello sviluppo.

La stessa Commissione afferma che gli accorpamenti dei centri di controllo potrebbero essere prematuri e che in taluni casi i centri più piccoli sono meno costosi di quelli più grandi. È evidente che, in assenza di un reale completamento del cielo unico europeo, in cui tutte le componenti previste vengono attuate, si creano delle discrasie e diseconomie che portano, talvolta, ad adottare scelte avventate. A titolo esplicativo, fattori che incidono negativamente sono la mancata implementazione dei FAB e la scelta da parte delle compagnie aeree di rotte con maggiori miglia percorse, in contrasto con l'obiettivo della riduzione dell'inquinamento atmosferico.

È per questo che si rendono necessari – e intendiamo preparare – degli incontri e dei confronti per discutere e affrontare tali problemi. Mi auguro che tutti gli attori istituzionali siano aperti al dialogo e si adoperino per trovare soluzioni che tutelino i territori e soprattutto i diritti dei lavoratori e dei consumatori.

  Klaus-Heiner Lehne, Präsident des Europäischen Rechnungshofs. – Herr Präsident, meine Damen und Herren Abgeordnete, Herr Kommissar, Frau Ministerin! Ich will vielleicht nur ganz kurz zu einigen wenigen Wortmeldungen etwas sagen.

Herr Frunzulică und Frau Kappel haben das Thema Fehleranfälligkeit in der Entwicklungshilfe angesprochen. Wir beobachten das natürlich genau. Aber wir wissen natürlich, dass bestimmte Bereiche der Entwicklungshilfe halt eben aufgrund der Komplexität der Entwicklungshilfe eine besondere Fehleranfälligkeit haben.

Frau De Monte hat die Forderung nach weniger komplexen Regelungen aufgestellt. Das hat sich durch die ganze Debatte hindurchgezogen. Ich höre immer wieder, wenn ich auch mit der EIB zu tun habe, dass mir vonseiten der EIB gesagt wird, dass oftmals Interessenten EFSI-Kredite normalen Zahlungen aus europäischen Finanzhilfen vorziehen, weil EFSI-Kredite weniger bürokratisch und einfacher zu bekommen sind. Das macht natürlich keinen Sinn. Wir müssen das auf ein gemeinsames, gleiches qualitatives Niveau bringen, damit die auch entsprechend zielgerichtet und sinngerecht eingesetzt werden können. Das ist etwas, was vom Hof unterstützt wird.

Frau Kadenbach hat darauf hingewiesen, dass insbesondere im Bereich der Agrarpolitik erkennbare Fortschritte bei der Fehlerquote festzustellen sind. Das ist sehr richtig, und das ist sehr erfreulich. Ich will nur auf eines aufmerksam machen, das gilt auch für den Agrarbereich: Eine Verbesserung bei der Fehlerquote heißt nicht unbedingt auch eine Verbesserung bei der Performance, also bei der Effizienz. Das korreliert nicht zwingend miteinander. Das sind zwei verschiedene Bereiche, die unabhängig voneinander betrachtet werden müssen und von uns auch betrachtet werden.

Herr Chrysogonos sprach die Themen, die den Bereich Inneres und Recht berühren, an. Wir haben ja die Strukturen der Zuständigkeiten der Kammern bei uns im Hause dahingehend verändert, dass die dritte Kammer einen neuen Arbeitsschwerpunkt, nämlich den gesamten Bereich Home and Justice – Inneres und Recht – bekommen hat, und in diesem Bereich in den Arbeitsprogrammen der nächsten Jahre auch neue Schwerpunkte setzen wird.

Herr Sarvamaa sprach die stromlinienförmige Verbesserung des Entlastungsverfahrens an. Ich habe dazu vorhin schon Einiges gesagt. Ich glaube, dass das sinnvoll ist und dass wir das unbedingt angehen sollten. Wir sind offen, die geeigneten Wege in der interinstitutionellen Zusammenarbeit zu finden, mit denen dies beschleunigt und verbessert werden kann, damit wir am Ende idealerweise zu der N+1-Lösung, wie Herr Sarvamaa das gesagt hat, kommen können.

Frau Ayala Sender und Frau Dlabajová sprachen den Erfolg der Tatsache an, dass wir zum ersten Mal eine qualifizierte Stellungnahme abgegeben haben. Ich will das hier noch einmal sagen, ich habe das auch schon bei der Vorstellung des Jahresberichts getan: Das ist ein gemeinsamer Erfolg. Den haben wir alle gemeinsam erzielt. Und wenn wir wissen, wo wir herkommen, wie die Situation vor zehn, vor zwanzig Jahren gewesen ist und was für Fortschritte erreicht worden sind – wir sind immer noch nicht da, wo wir hin wollen, aber wir haben gewaltige Schritte nach vorne getan, und das ist dem Zusammenwirken von Parlament, Rechnungshof, aber auch Rat und natürlich vor allem auch der Kommission zu verdanken. Auf dem Wege müssen wir einfach weitergehen.

  Günther Oettinger, Mitglied der Kommission. – Herr Präsident, Damen und Herren Abgeordnete, meine Damen und Herren! Die Mehrzahl Ihrer wertvollen Wortmeldungen bezog sich auf Empfehlungen oder Feststellungen. Es gab ergänzend wenige Fragen Ihrerseits. Die Feststellungen und Empfehlungen nehmen wir auf und werden sie bei unserer weiteren Arbeit ernsthaft berücksichtigen.

Es gab mehrere Wortmeldungen zu den Agenturen. Agenturen leisten eine wertvolle Arbeit, aber wenn es irgendwo zu Fehlentwicklungen gekommen sein sollte, haben wir ein gewisses Problem der Aufsicht. Wer ist wirklich für Agenturen voll verantwortlich? Agenturen leisten Aufgaben auf der Grundlage europäischer Gesetze und sind irgendwo zwischen Parlament, Rat und Kommission angesiedelt. Eine volle dienstrechtliche Verantwortung fehlt.

Deswegen habe ich meine Vorbehalte, Agenturen beliebig weiter zu stärken. Oder aber wir führen eine Vollverantwortung herbei. Ob die das Parlament wahrnehmen will? Das, ist eigentlich beim Thema Legislative und Exekutive nicht Ihre Kernaufgabe. Oder die Kommission macht es, wenn Parlament und Rat das wollen. Eine Grundsatzdebatte zum Thema Agenturen der Zukunft mit steigender Verantwortung, mehr Personal und mehr finanziellen Mitteln erscheint mir deswegen angezeigt.

Zweitens: Es wurde die Pension eines Kollegen in der Kommission – vielleicht auch mehrere – ich weiß es nicht – angesprochen. Ich kann für mich sagen, ich bekomme ein faires Gehalt als Mitglied der Kommission und derzeit noch überhaupt keine Rente und überhaupt keine Pension, weder aus früheren Tätigkeiten in Parlamenten noch als früherer regionaler Regierungschef. Aber: Gehalt und Pension – dafür ist die Kommission null verantwortlich. Dies sind Regeln des Parlaments und des Rates. Wir machen vieles und manches falsch, aber für Pensionen, die möglicherweise Kommissare im jetzigen Amt aktiv beziehen –, das sind Ihre Regeln und Regeln des Rates. Bitte geben Sie uns in unseren Briefkasten, was uns gehört, nicht weniger und nicht mehr.

Die Prozedur zu beschleunigen – Frau Kollegin Gräßle und andere haben dies angemahnt – dies unterstützen wir sehr wohl. Wir haben im letzten Jahr unsere Arbeit immerhin einen Monat früher als langjährig üblich absolviert und vorgelegt. Wir sollten gemeinsam prüfen, ob wir uns gemeinsam die Rechtsgrundlagen für eine schnellere Kontrolle und ein Entlastungsverfahren vornehmen. Denn je früher Debatten wie heute stattfinden, Empfehlungen auf dem Tisch liegen, desto eher können sie in die aktive, aktuelle Haushaltsführung eingebaut werden. Eigentlich sollten wir heute, im April 2018, über 2017 sprechen und nicht über 2016. So wollen wir eine Verkürzung des Verfahrens, und wir sind dazu bereit – durch alle beteiligten Institutionen angezeigt. Gerne komme ich darauf bei passender Gelegenheit zurück.

  Monika Panayotova, President-in-Office of the Council. – Mr President, honourable Members, ladies and gentlemen, first of all, I would like to respond and to make some comments on what has been said as remarks and messages from your side.

On the question by Mr Czarnecki – he is not in the plenary but maybe he will see my comments afterwards – I would like to focus your attention on two main points.

Firstly, we all share the principles of responsibility, transparency and accountability. So the Council is, in principle, providing the EP with all the recommendations, according to the Treaty, because, as we all know, the Parliament, on the recommendation of the Council, gives discharge to the Commission. In relation to the 2016 budget discharge procedure, I have to underline that the Court of Auditors did not identify any problems concerning the Council.

Secondly, I would like to reiterate what I have already said on the request of the Chair of the Committee on Budgetary Control, Ms Gräßle. The Council will soon adopt a mandate to start discussions with the Parliament on the procedure of cooperation between the Council and the Parliament on the discharge procedure.

Concerning the remark made by Mr Staes relating to the staff of the coordinating secretariat for the European agencies, I took careful note of this.

Regarding the call of Commissioner Oettinger on the message to accelerate the work on the future agreement for the post—2020 Multiannual Financial Framework, I have to say – and assure you – that, as the presidency, we will advance the work as much as possible during our term. The presidency will start work on the proposal as soon as it is presented by the Commission. Of course, the possibility of an early agreement very much depends on the proposal itself and we will do our best to achieve as much as possible, with the close cooperation of the European Commission.

To conclude, I would like to say that this debate has shown that we share many concerns. I can agree that an unqualified audit opinion of the Court for the management of EU funds remains an ultimate goal and that further improvements are still necessary. Allow me also to repeat that all financial actors need to fully assume their responsibilities in this respect. The European Union budget is an important tool for achieving the policy objectives that we have agreed upon. We need results, notably in terms of growth, jobs and investment, stronger entrepreneurship and a more competitive Europe. In a situation where resources are scarce we cannot afford to misuse one single euro. Let us, through this debate, also send a clear message to the European citizens and taxpayers that the quality of EU spending is improving and that the European Union budget is on track in delivering concrete and expected results.

  Joachim Zeller, Berichterstatter. – Herr Präsident, Herr Präsident des Rechnungshofes, Frau Ministerin, lieber Kommissar Oettinger, Herr Lazaros S. Lazarou! Herzlichen Dank für die Beiträge! Ich durfte nun zum dritten Mal hintereinander am Entlastungsbericht des Haushalts für die Kommission arbeiten, zum zweiten Mal als Parlamentsberichterstatter. Es war eine fordernde, aber auch eine erfüllende Aufgabe.

Was mich als Einziges daran gestört hat, und das ist hier auch mehrfach angesprochen worden, ist die Länge unserer Arbeitsprozeduren, bis wir dann wirklich zur Vorlage des Berichts kommen. Deswegen nehme ich dankbar entgegen, dass sowohl Klaus—Heiner Lehne als Präsident des Rechnungshofs als auch der Haushaltskommissar Günther Oettinger beigepflichtet haben, dass wir hier zu einer Straffung kommen sollen, um möglichst zeitnah die Entlastung eines Haushaltsjahres vornehmen zu können und so noch besser und wirksamer die damit gefunden Erkenntnisse in den laufenden Haushaltsvollzug einbauen zu können.

Ich möchte an dieser Stelle aber besonders auch noch mal auf den mir vorliegenden Bericht über die Sonderberichte des Rechnungshofs hinweisen. Die Sonderberichte sind zunehmend eine sehr wertvolle Quelle für unsere bisherige Arbeit geworden. Sie sollten viel stärker noch in den Fachausschüssen Berücksichtigung finden, denn sie liefern die Daten und die detaillierten Angaben über die Umsetzung von europäischen Programmen und Projekten und tragen so maßgeblich zur Transparenz im Haushaltsvollzug bei.

Nach dem Entlastungsbericht ist vor dem Entlastungsbericht. Wir sollten also jetzt die Erkenntnisse aus dem Entlastungsbericht 2016 nutzen, sie in unsere Arbeit einfließen lassen und zügig mit der Arbeit zur Haushaltsentlastung 2017 beginnen.

  Barbara Kappel, Berichterstatterin. – Herr Vorsitzender, Herr Kommissar, Herr Rechnungshofpräsident, Frau Ministerin Panayotova! Ich möchte mich für Ihre interessanten Redebeiträge und auch die Redebeiträge der Kollegen bedanken. Natürlich – und es wurde schon gesagt – werden uns diese Beiträge mit ihren wertvollen Inputs weiterbringen, gerade für den nächsten Haushalt, und in meinem Zusammenhang, nämlich mit der Entlastung für den Europäischen Entwicklungsfonds, möchte ich mich bei Herrn Frunzulică bedanken. Er hat nämlich die Stellungnahme des Entwicklungsausschusses für den Entlastungsbericht des Entwicklungsfonds erstellt.

Sie haben es gesagt, Frau Ministerin: Transparenz und Rechenschaftspflicht sind die Grundvoraussetzungen für die demokratische Kontrolle, und gerade im Bereich des Entwicklungsfonds sind das Grundvoraussetzungen für eine Kohärenz der Entwicklungspolitik der Union mit den Zielen der anderen Akteure, nämlich der Mitgliedstaaten, internationaler Organisationen und multilateraler Entwicklungsbanken usw.

Die niedrige Fehlerquote beim Entwicklungsfonds zeigt, dass der Trend ein positiver ist. Wir hatten eine Fehlerquote von 3,3% aufzuweisen und eine Restfehlerquote von 1,7 %. Das liegt unter der Wesentlichkeitsschwelle und geht in die richtige Richtung.

Fehlerquote allein reicht aber nicht, das haben wir heute gelernt. Wir brauchen auch einen Mehrwert und eine gute Performance. Dazu wird es notwendig sein, gerade im Bereich der Entwicklungspolitik den Privatsektor mehr zu mobilisieren, in der Zusammenarbeit mit internationalen Organisationen Mischfinanzierungen einzuführen, den Schwerpunkt auf Additionalität zu legen. Ja – Entwicklungspolitik ist nicht einfach. Sie sagten es, Herr Präsident, es gelten spezielle Voraussetzungen. Es sind oft instabile Umfelder und schwierige politische Gegebenheiten. Wir werden trotzdem weiter arbeiten, und deshalb bitte ich Sie, die Kollegen, morgen die Entlastung für den Entwicklungsfonds anzunehmen.

  Derek Vaughan, rapporteur. – Mr President, I would like to thank the staff of the CONT Committee, the Group staff and my own staff for working on the Parliament’s discharge report with me.

On the individual issues which have been raised, I wanted to mention just two again: one is the voluntary pension fund, and one is the GEA transparency issue. Both of these are difficult issues, and both issues, I believe, require further work in the future if we are to get a final solution to these problems. But for the time being, I would hope that colleagues will support the wording on these issues in the discharge report. These words have been chosen very carefully to try and reach a compromise amongst all the different views we have in Parliament. I hope colleagues will accept this wording as a good compromise, for the time being, until we get a solution in the future.

Finally, Mr President, I think we should mention the level of scrutiny given to the Parliament’s own budget and, indeed, the scrutiny given to the whole EU budget. Probably much more scrutiny is given to our budget than to Member States’ budgets. That is right, of course – we should scrutinise our own budget, but also I think it is worth mentioning the hard work we put in to making sure our own budget is scrutinised. We should say that, perhaps, a little bit more often. Having scrutinised our own budget, I think we can say that our colleagues should grant discharge when we vote on it later today.

  Ingeborg Gräßle, Berichterstatterin. – Herr Präsident! Ich möchte an das anschließen, was der Kollege Vaughan gesagt hat. Also das Parlament hat sicherlich die größte Bürde zu tragen für das Entlastungsverfahren. Herr Generalsekretär, Sie beantworten immer verlässlich über 200 Fragen mit einem noch relativ überschaubaren Budget. Das heißt, niemand in der EU ist so gut kontrolliert wie das Parlament. Das möchte ich auch mal dem Rat mitgeben als Qualitätsausweis unserer Arbeit.

Deswegen möchte ich dem Rat eine Hausaufgabe geben – und ich glaube, Sie sind mit einer Hausaufgabe fast schon überlastet, wenn man die vielen Aufgaben sieht und auch die Problemlagen im Rat –, nämlich das Voranbringen der Entlastungsdebatte innerhalb des Rates. Sie müssen das mit diesem Parlament machen, da kann ich nur an die Worte von Kommissar Oettinger anknüpfen: Sie wissen nicht, ob Sie es mit dem nächsten hinkriegen. Wenn Sie es mit uns nicht machen, kommt es vielleicht nie mehr.

Dann möchte ich drei Hausaufgaben an die Kommission geben und daran erinnern: Nämlich das Assessment der bisherigen Mehrjahresprogramme – dieses Assessment fehlt noch, und das ist natürlich ganz wichtig, um daraus Schlüsse zu ziehen –, dann die Fristverkürzung – da werde ich weiter einladen – und natürlich auch die Budgetierung des EDF. Wir wollen nicht nur entlasten, sondern wir wollen auch mitreden bei dem, was in der Entwicklungshilfe gemacht wird.

Ich selbst nehme drei Hausaufgaben mit, nämlich ebenfalls die Fristverkürzung und dann natürlich auch die Ratsentlastung und den runden Tisch zum Personalstatut. Die Einladung von Ihnen, Herr Kommissar, ist gekommen. Es geht schon wieder eine Welle durchs Haus, zu verhindern, dass wir hier überhaupt etwas machen dürfen. Da gibt es einen erstaunlichen Schulterschluss.

Ich muss sagen, wenn der Haushaltskontrollausschuss sich etwas vorzuwerfen hat, dann dass wir diese Frage – wie wir Spitzenpositionen besetzen in allen Institutionen – nicht schon längst aufgerufen haben. Dass wir es nicht getan haben, hängt auch damit zusammen, dass ganz bewusst verhindert wird, dass wir es tun. Diese Verhinderung ist keine gute Idee. Deswegen machen wir das.

  Marco Valli, relatore. – Signor Presidente, onorevoli colleghi, ci tengo a concludere ringraziando ancora i colleghi per il lavoro svolto sul discarico alle altre istituzioni.

Abbiamo inserito numerose raccomandazioni sulla spesa delle altre istituzioni: è fondamentale che quindi queste prendano atto di quanto chiesto da me e dai miei colleghi e si porti avanti un'azione del cambiamento reale.

Su questo tema, un'altra istituzione importante, il Comitato delle regioni, che svolge una funzione d'indirizzo che può dare molto valore aggiunto alle differenze che abbiamo all'interno dell'Unione europea, deve però adeguarsi alle raccomandazioni formulate da questo Parlamento nelle relazioni passate relative al caso del whistleblower, l'ex revisore dei conti che denunciò delle irregolarità, il quale deve essere ancora riconosciuto come informatore in buona fede.

Su questo ci sarà un emendamento, per il quale chiedo il sostegno dei colleghi, affinché si concluda questo caso e saremo poi contenti di non inserirlo più, perché il Comitato delle regioni avrà finalmente ottemperato alle richieste del Parlamento.

  Bart Staes, Rapporteur. – Voorzitter, eerst en vooral ga ik graag in op het aanbod van de heer Oettinger om een groter debat te hebben over de rol en de positie van de agentschappen in de driehoek Parlement-Commissie-Raad. Heel zeker, ik denk dat we dat moeten doen.

Twee, ik ondersteun mevrouw Gräßle daar waar ze zegt dat het debat met de Raad versterkt moet worden. Mevrouw Panoyotova, we hebben een non-paper voorgelegd aan de Raad met de vraag: is dit een document om te bespreken, is het een onderdeel van een mogelijkheid om te komen tot een oplossing en te komen tot een kwijting van de Raad die die naam waardig is? Dus ik vraag u: agendeer dat snel binnen de Raad zodat we die onderhandelingen kunnen opstarten.

Ten derde naar de heer Zeller toe moet ik zeggen, ik ben heel blij met het verslag dat hij heeft voorgelegd. Er wordt genamed en geshamed, ook slechte zaken worden aangegeven, bijvoorbeeld dat schema voor jonge boeren. Dat werkt niet. Er worden goede zaken aangegeven, bijvoorbeeld het Europese Jeugdfonds, zeer goede zaak. En ten slotte moet ik onderstrepen dat daar waar de zaken goed gaan met Europese gelden, dat we dat moeten blijven rondbazuinen. We zijn pro-Europees. We moeten tonen dat Europa er werkelijk toe doet.

  Indrek Tarand, rapporteur. – Mr President, first of all I must apologise for my former speech, where I referred to my own parliamentary question to the Commission and made it happen in ‘1915’. It does not do any honour to a Member of the Committee on Budgetary Control (CONT) when his error rate is one century! Of course I meant ‘2015’. But I agree with the Commissioner and others who have said that assessing the error rates is not enough, and we should be able to evaluate the achievement and value added in European spending. So perhaps we should also, in particularly close cooperation between the Commission and this Parliament, start to analyse the opportunity costs.

Let me give you an example: if we were to spend one billion of the Connecting Europe Facility’s money not on the best, but on the second best, of available options, we would miss that very same billion on the right option, not to mention correcting the mistakes cost. I am referring to Rail Baltica. I am convinced that Members of Parliament could be helpful for the Commission to guarantee that kind of process. Again, thanks for enabling me to be part of this important process.

  Brian Hayes, rapporteur. – Mr President, I want to thank you and all the colleagues who contributed in this debate this morning, Commissioner Oettinger and his team, and the Court of Auditors and the Council. I think there are three issues, as I try to conclude the eight joint undertakings.

The first is a simple message to each of the joint undertakings within our remit: that citizens want to see results – the results of things that change in medicine, in the environment, in transport and airline policy, often innovations where citizens are not aware that the expenditure for those innovations has actually come from the European Union. We need to brand that: we need to explain to people that it was European taxpayers who have helped those innovations.

My second remark is that the joint undertakings must also explain their results within the industry. Frequently, we have industry fighting against another part of the industry – that’s understandable in the context of any kind of industrial setting, but there needs to be an explanation of what people are getting for that.

Thirdly, often when it comes to joint undertakings the expenditure profile is over a number of financial frameworks. So it is really important to take up the message that the Commissioner gave to this House and the challenge he gave to this House today between the Parliament and Council: that we need to come to an early view on the future framework. It would be wrong to go into this constant World War III that exists over a year and a half on the next Multiannual Financial Framework. We need to show, as Europe, that we can agree something, stick to our position and make sure that that expenditure is robust and strong to deliver the results we want to see. If we do that, I think there will be a good outcome. I do hope that the eight discharges which I proposed in my reports will be accepted by this House today, because I think it will send a very strong signal to the European Union and to industry that we can make results that ordinary people can see and understand.

  Marian-Jean Marinescu (PPE), în scris. – Agenția Europeană de Siguranță a Aviației este responsabilă pentru garantarea siguranței și a protecției mediului în domeniul transportului aerian în Europa. Aceasta are rolul de a dezvolta piața unică a Uniunii Europene în domeniul aviației, de a elabora norme tehnice în domeniul aviației și de a promova standardele europene și internaționale în materie de siguranță.

Un aspect important este faptul că Agenția are atribuția de a garanta un nivel maxim de siguranță a aviației pe întreg teritoriul Europei și, tocmai de aceea, trebuie să se accelereze intrarea în vigoare a Regulamentului european privind dronele, mai ales în contextul în care aviația civilă se dezvoltă cu rapiditate. Un motiv în plus pentru a se aloca resurse financiare, materiale și umane suficiente este pentru a duce la bun sfârșit sarcinile de reglementare și executive din domeniile siguranței și protecției mediului.

Salut raportul privind descărcarea de gestiune pentru execuția bugetului Agenției Europene de Siguranță a Aviației aferent exercițiului financiar 2016, precum și concluziile Curții de Conturi, deoarece acestea sunt conforme cu reglementările și legile în vigoare, se dă dovadă de transparență prin cele 18 controale ex-post din 2016, iar la nivel global s-a constatat legalitatea și regularitatea tuturor operațiunilor verificate.
