The European Parliament,
–
having regard to the list of nominees proposed by the President-elect of the Commission and by the Council for the various Commissioners' posts,
–
having consulted the President-elect of the Commission,
–
having regard to the hearings held before the appropriate committees,
–
having regard to Article 214(2), third subparagraph, of the EC Treaty and Article 127(2), third subparagraph, of the Euratom Treaty,
–
having regard to Rule 103(2) of its Rules of Procedure,
–
having regard to Rule 99(4) of the Rules of Procedure,
A.
whereas the European Commission already has excessive competences and resources: exclusive legislative initiative, control over 3000 hidden working groups and a non-transparent decision-making process,
B.
whereas the President and the Commissioners-designate have the clear ambition to strengthen the role of their institution to the point where it constitutes a government for Europe, and are therefore strong supporters of the draft Constitution,
C.
whereas the combination of these facts considerably weakens the sovereignty and the democratic expression of Member States at national level,
D.
whereas this supranational institution has demonstrated growing dysfunction and bureaucratic management without proper democratic control,

Cannot consequently express its confidence in the proposed Commission;
2.
Instructs its President to forward this resolution to the Council and Commission.
