European Parliament resolution on racially motivated attacks in the European Union 
B6‑0328/2006

The European Parliament,

–  having regard to Articles 2, 6, 7 and 29 of the Treaty on European Union and Article 13 of the EC Treaty, which commit the Member States to upholding the highest standards of human rights and non-discrimination, and to the European Charter of Fundamental Rights,

–  having regard to the report of 23 July 1990 by its Committee of Inquiry into Racism and Xenophobia,

–  having regard to its resolutions of 27 October 1994, 27 April 1995, 26 October 1995, 30 January 1997 and 16 March 2000 on racism, xenophobia and anti-Semitism,

–  having regard to its resolution of 28 April 2005 on the situation of the Roma in the European Union,

–  having regard to Council Regulation (EC) No 1035/97 establishing a European Monitoring Centre on Racism and Xenophobia and the reports ‘Manifestations of anti-Semitism in the EU 2002-2003’ and ‘Perceptions of anti-Semitism in the European Union’, both published by the EUMC in March 2004, as well as to the EUMC's Annual Report 2005,

–  having regard to Rule 103(2) of its Rules of Procedure,

A.  whereas there continue to be too many racist attacks in the Member States of the European Union; whereas a number of racially motivated attacks and killings in various Member States have attracted considerable attention,

B.  whereas political figures at European, national and regional level have a responsibility to set a good example by promoting tolerance, understanding, respect and peaceful co-existence,

C.  whereas the police and the judicial system in Member States are vital in the prosecution and prevention of racially motivated violence,

D.  whereas the media have a vital role in the public perception of racially motivated violence and whereas in some Member States there is a tendency for the media to describe violence in a one-dimensional way and to neglect the phenomenon,

E.  whereas there is a lack of meaningful statistics in some Member States to afford a proper understanding of the scale and extent of racially motivated violence,

F.  whereas the Council has so far not adopted the draft Framework Decision of 2001 on combating racism and xenophobia, in spite of repeated urgings from the European Parliament,

1.  Strongly condemns all racist attacks, and expresses its solidarity with all victims of such attacks and their families;

2.  Calls on the institutions of the European Union, the Member States and all European democratic political parties to condemn all acts of intolerance and of incitement to racial hatred, as well as all acts of harassment or racist violence;

3.  Calls again on the Council to reach agreement as soon as possible on the Commission proposal of 2001 for a Framework Decision on combating racism and xenophobia;

4.  Stresses the need for sound and clear definitions of and statistics on racially motivated violence, as a means to combat racism and xenophobia effectively, as already highlighted in the EUMC's annual report of 2005;

5.  Urges the Council and the Commission, as well as the various levels of local, regional and national government in the Member States, to take all necessary steps to coordinate their actions to combat racism, xenophobia and anti-Semitism;

6.  Instructs its President to forward this resolution to the Council, the Commission and the governments and parliaments of the Member States and candidate countries.
