European Parliament resolution on Guinea

The European Parliament,

-  having regard to its previous resolution on the human rights situation in Guinea;

A.  Whereas dozens of innocent civilians have been killed by the Guinean security forces while taking part in demonstrations against President Conte, who took power in the 1984 coup d'état,

B.  Whereas National Confederation of Guinean Workers (CNTG) and the Guinean Workers Union (USTG) are at the frontline of protest against the rising cost of living and a demand for government reform with the appointment of a new prime minister,

C.  Considérant la répression violente par les forces spéciales de l'armée, en particulier de la "Compagnie mobile d'intervention et de sécurité" et du "Bataillon autonome de la sécurité présidentielle" -commandé par Ousmane Conté, fils du Président- qui a provoqué 59 morts (dont 44 à Conakry pour la seule journée du lundi 22 janvier) et plus de 150 blessés, en tirant sur les manifestants ;

D.  Considérant que le Président de l'Union Africaine, Alpha Oumar Konaré, a condamné "la répression des manifestations" et demandé une "enquête indépendante" sur le massacre;

E.  Whereas the authority of Guinea human rights record is very alarming, which includes the use of excessive forces by the military and the police against the civilian, arbitrary detention and detention without trial, attacks on freedom of expression,

1.  Condemns the killing of dozens of innocent Guinean civilians during the recent clashes between the Guinean security forces and unarmed peaceful demonstrators;

2.  Calls on the establishment of an independent international commission of inquiry under the UN responsibility to investigate on the recent killings as well as past human rights abuses and identify and bring those responsible to justice,

3.  Calls on the Government of Guinea to respect the right to freedom of opinion, expression and association, including the right to peaceful assembly, as expressed in the Universal Declaration of Human Rights;

4.  Calls for an inter-Guinean dialogue with the participation of all political parties, trade unions and civil society organisations to pave the way for a democratic transition which takes into account the population's concerns;

5.  Charge son Président de transmettre cette résolution au Conseil, à la Commission et aux autorités guinéennes.
