European Parliament resolution on human rights in Iran

The European Parliament,

- having regard to its previous resolutions on human rights in Iran,

- having regard to Rule 115(5) of its Rules of Procedure,

A.   whereas the situation in Iran regarding the exercise of civil rights and political freedoms has deteriorated in the last years, notably since the last presidential elections of June 2005, despite several commitments by the Iranian authorities to promote universal standards,

B.  considérant que de nombreux médias ont été fermés depuis le début de l'année, dont Sharq, Ham Mihan, ILNA, le site Baztab, et de nombreux journalistes emprisonnés,

C.  considérant l´arrestation le 14 octobre 2007 d'Emaddedin Baghi, journaliste reconnu, défenseur des prisonniers politiques et lauréat 2005 du prix français des Droits de l'Homme,

D.  considérant que des journalistes ont été condamnés à mort le 16 juillet 2007, à savoir Adnan Hassanpour, qui dirigeait la section kurde d’Asso, ainsi que Abdolvahed Botimar, journaliste et défenseur de l’environnement, membre de l’ONG Sabzchia,

E.  considérant l'existence de centaines de prisonniers politiques et de défenseurs des droits de l´Homme dans les différentes prisons du pays,

F.  whereas Mohammad Sadegh Kabovand and Sa'id Metinpour, human rights journalists, are currently being detained and that this detention forms part of an ongoing campaign against minority human rights defenders in Iran, particularly those working to defend the rights of Iranian Azerbaijani community in the country,

1    Expresses its serious concern about the continuing deterioration of the human rights situation in Iran; calls upon Iran to grant all persons the right to exercise their civil rights and political freedoms and asks the Iranian authorities to fulfil their commitments to promote universal standards, which Iran is also obliged to do by international conventions that it has ratified;

2.  Réaffirme son soutien aux intellectuels, aux organisations de la société civile et notamment aux organisations de femmes, syndicats, professeurs, enseignants et étudiants, aux forces et aux partis politiques non violentes qui cherchent le dialogue;

3.  Appelle les autorités iraniennes à garantir la liberté d´association et à permettre aux 40 associations qui ont dû fermer leurs portes depuis deux ans de se réunir librement, en particulier l´Association des professeurs et enseignants d´Iran et l´Association des syndicats;

4    Reminds the Government of Iran of its obligations, as a signatory to the International Covenants on Civil and Political Rights and Economic, Social and Cultural Rights, to safeguard fundamental human rights, notably the freedom of opinion and of expression;

5.  Condemns the arrests and imprisonment of journalists, cyber-journalists and webloggers, the closure of medias and the censorship of several online publications, weblogs and internet sites;

6.  Calls for the release of all imprisoned journalists and webloggers, including Emmadeddin Baghi (arrêté le 14 octobre 2007), Ako Kurdnasab, du journal Karfto (arrêté en juillet 2007), Ejlal Ghavami et Mohammad Sadegh Kabovand, de Payam-e mardom-e Kurdestan (juillet 2007), Said Matinpour de Yarpagh (mai 2007),Adnan Hassanpour de Asou (janvier2007), http://www.rsf.org/article.php3?id_article=23029Abdolvahed"Hiva"Botimar de Asou(25 décembre 2006), Kaveh Javanmard de Karfto (décembre 2006) et http://www.rsf.org/article.php3?id_article=22774Mohammad Hassin Falahieh de Alalam (novembre2006);

7    Calls on the Iranian authorities to accelerate the process of investigation into the suspicious deaths and killings of intellectuals and political activists, to bring the alleged perpetrators to justice;

8    Calls on the Iranian authorities to unconditionally release all prisoners of conscience, notamment les deux syndicalistes, Mansour Osanlou et Mahmoud Salehi, les étudiants Ehsan Mansouri, Madjid Tavakoli et Ahmad Ghassaban, ainsi que des étudiants de l'Université Amir Kabir de Téhéran, arrêtés en mai 2007; demande en particulier la libération de Ronak Sfarzadeh, emprisonnée à Sanandaj et l´abandon des poursuites contre les autres femmes poursuivies pour leurs activités en faveur des droits de la femme;

9    Strongly condemns the death penalty as such, condemns in particular death sentences passed against and executions of juvenile offenders and minors, and calls upon the Iranian authorities to respect internationally recognised legal safeguards with regard to minors such as the UN Convention on the Rights of the Child;

10.  Propose au Majlis de reprendre le dialogue politique sur les droits de l'Homme, interrompu au niveau de l’UE depuis juin 2004, qui pourrait être mené à l’initiative des deux parlements;

11.  Charge son Président de transmettre cette résolution au Conseil, à la Commission ainsi qu'au gouvernement et au parlement de la République Islamique d'Iran.
