European Parliament resolution on Eastern Chad

The European Parliament,

–  having regard to its previous resolutions on Chad,

–  having regard to Rule 115(5) of its Rules of Procedure,

  • A.concerned by the renewed fighting between rebels and government forces in eastern Chad which led to the withdrawal of aid workers from the region leaving behind thousands of civilian without proper help,
  • B.whereas as conflict in Sudan spilled over into Chad, civilians in Chad have suffered human rights abuses such as burning and looting of villages in the east as well as violence against women including rape,
  • C.whereas the deployment of EUFOR CHAD/CAR designed to contribute to protecting the civilian population has been delayed,
  • D.recalling that rebel groups including the United Front for Change, the Rally of Democratic Forces and the Union of forces for Democracy and Development carried out military operations through out 2006 in the north and east of the country,
  • E.whereas a peace deal was signed in Libya between the Chadian government and the United Front for Change,
  • F.whereas the Chadian President Idriss Deby very recently sacked the United Front for Change's leader Mahamat Nour Abdelkerim as defence minister, indicating tensions and fall-out at governmental level;
  • G.whereas the security forces of Chad have been guilty of extrajudicial killings, torture, arbitrary arrest with impunity and human rights defenders and journalists continued to be at a risk of detention, unfair trial and imprisonment in violation of the right to freedom of expression,
  • H.recalling that despite calls from the African Union and national human rights organisations to postpone the presidential election, President Idriss Deby was elected in May 2006 by amending the constitution to allow him to run for a third five year term,

1.  Calls upon the Chadian government and all armed groups to respect human rights and international humanitarian law by refraining from any indiscriminate attacks on civilians including sexual violence against women;

2.  Urges the Chadian government to end impunity and to bring to justice immediately the planners and perpetrators of human rights violation including sexual violence;

3.  Notes that the EUFOR mission still lacks the necessary equipment in order to fulfil their duties;

4.  Insists that it is vital that the composition of the ESDP force must reflect the diversity of the EU member states and should avoid the confusion between ESDP and the French "Epervier" deployment in order to keep its neutrality;

5.  Asks the Council to inform the Parliament the state of play as regard to the deployment of the ESDP mission designed to protect the civilian population in Darfur boarder region;

6.  Recalls that no peacekeeping mission in the eastern part of Chad and the northern part of the CAR can be successful without a genuine political reconciliation process;

7.  Considers that there is a need for a dialogue aiming at establishing a comprehensive peace process that addresses the root causes of the conflict by involving the government and both the armed and non-armed opposition in Chad, CAR and Sudan;

8.  Instructs its President to forward this resolution to the Council, the Commission, the African Union, the Secretary-General of the United Nations and the presidens of Chad and Sudan.
