European Parliament resolution on Zimbabwe

The European Parliament,

– having regard to its previous resolutions on post election crisis since 2000,

–  having regard to Rule 115(5) of its Rules of Procedure,

  • A.whereas Zimbabwe held simultaneous presidential, parliamentary, senatorial and local council elections on 29 March 2008,
  • B.whereas weeks after the legislative and presidential election took place, the Zimbabwe Election commission (ZEC) is yet to release the result of the presidential poll,    
  • C.whereas according to partial election results, ZANU-PF won 97 seats, MDC won 99, and 10 seats went to a rival MDC faction,
  • D.whereas the continued delay in releasing the results of Presidential election undermines the credibility and transparency of the electoral process and might lead to political unrest,
  • E.deeply concerned on rising violence against MDC supporters and recent escalation of political unrest has begun when the authorities of the country banned all political rallies and meetings last February,
  • F.whereas the SADC meeting to address the post election crisis and mounting tension in Zimbabwe has not deliver any tangible result aiming at bringing peaceful political solution,
  • 1.Calls upon the Zimbabwe Election Commission (ZEC) to release the Presidential results as the delays are now causing anxiety and speculations that are detrimental to the maintenance of peace and political stability in the country;
  • 2.Commends the Zimbabwe Election Support Network (ZESN) tremendous work by deploying thousands of observers across the country and publishing their findings of poll projections result;
  • 3.Deplores the absence South African government and the Southern Africa community (SADC) involvement in bringing democratic solution to the current crisis and considers that it is the credibility of south African and SADC which are at steak;
  • 4.Condemns post election political violence and human rights violation targeting perceived supporters of opposition parties;
  • 5.Calls on SADC to do its at most in bringing peaceful, fair and transparent solution to the current post electoral political crisis political and pave the way for fair and peaceful democratic transition;
  • 6.Calls upon SADC to ensure that no transportations of weapons reach Zimbabwe as that may escalate the conflict further;
  • 7.Calls on the African Union and SADC to monitor, assess and publish its findings of post electoral violence and human rights violation against opposition party members and supporters;
  • 8.Deplores the continuing downward spiral of economic collapse and political oppression, which has deepened the misery of millions of Zimbabweans;
  • 9.Calls on the Zimbabwe government to respect the International Covenant on Civil and Political Rights and the African Charter on Human and Peoples' Rights including the right to life and physical integrity, freedom of association and freedom of assembly;
  • 10.Asks the Commission to assist the country in the implementation of any agreed process that will establish genuine democratic transition;
  • 11.Insists that all aid destined for Zimbabwe must be delivered through genuine non-governmental organisations and must reach the people for whom it is intended, with the least possible involvement of the Mugabe regime;
  • 12.Instructs its President to forward this resolution to the Council, the Commission, the governments of the Member States, the Secretary-General of the United Nations and the African Union.
