European Parliament resolution on the situation in Tibet 
B6‑0139/2009

The European Parliament,

–  having regard to its previous resolutions on placeChinaplace and placeTibet,

–  having regard to Rule 108(5) of its Rules of Procedure,

A.  whereas in the absence of the beginning of concerted solutions there may be confrontations on the occasion of the 50th anniversary of the 1959 uprising that led to the exile of the Dalai Lama,

B.  whereas the negotiations between the Chinese and Tibetan authorities have failed,

C.  whereas Tibetans who object to the Chinese occupation are being repressed, sometimes by violent means,

D.  whereas the Dalai Lama has appealed for non-violence and is not calling for the independence of Tibet but for the resumption of negotiations with the Chinese authorities, so as to reach a comprehensive political agreement on greater autonomy, within the context of the People’s Republic of China,

E.  whereas a lasting settlement can be reached only by peaceful means and a sincere dialogue,

F.  whereas active elements among Tibetan young people are not showing the same moderation, and whereas there is thus a need to bolster the credibility of moderate moral authorities advocating non-violence,

G.  whereas placeplaceTibet has a wealth of mineral and water resources and substantial public investments have been made by the Chinese authorities, particularly to modernise infrastructure,

H.  whereas, as part of the sedentarisation policy, thousands of Tibetan nomads have been expelled from their ancestral lands and are living in endemic poverty,

placeI.  whereas the Chinese People’s Republic is multi-ethnic in nature,

J.  whereas dialogue was established between the European Union and placeplaceChina on human rights in 2000,

K.  whereas the European Union has no interest in attempting to marginalise placeplaceChina,

1.  Condemns all acts of violence, whether they are the work of demonstrators or disproportionate repression by the forces of law and order;

2.  Calls for the release of political prisoners who have not committed acts of violence;

3.  Calls on the Chinese authorities to allow the foreign press and diplomats, particularly the European Union’s representatives, to visit placeplaceTibet;

4.  Calls for dialogue and a peace settlement with due respect for human rights, to be applied without discrimination to all ethnic and religious groups;

5.  Regrets that the sessions of talks between the Chinese authorities and the Dalai Lama failed to achieve results, and calls for a constructive dialogue to be opened with a view to reaching a comprehensive political agreement;

6.  Calls on the Chinese authorities to allow all minorities to practise fully and without discrimination their cultural, spiritual, religious and linguistic traditions, on the basis of respect for human rights;

7.  Insists that the freedom of every individual must be respected as regards religious beliefs;

8.  Expects all sections of the population of placeplaceTibet to benefit from economic development;

9.  Calls for the placeplaceTibet question to be raised as part of the EU-China dialogue on human rights;

10.  Instructs its President to forward this resolution to the Council, the Commission, the Parliaments of the placeMemberplace Statesplace, the President and Prime Minister of the People’s Republic of placeChina, and the Tibetan authorities in exile.
